From July 28 to August 3, Calgary’s Predator Bay is set to host the U21 Waterski World Championships. More than 110 of the world’s best waterskiers will compete for international titles showcasing the adrenaline-filled sport while highlighting Alberta as a premier destination for athletes and fans alike.
Alberta’s government provided $100,000 in funding through the Major Sport Event grant program to support the planning and execution of this event. This grant program provides financial assistance to support organizations in planning and hosting national and international sporting events in Alberta. The championships are expected to attract more than 40,000 spectators online and in-person and are projected to generate up to $1.3 million for Calgary’s local economy.

Elite athletes from more than 20 countries, including the United States, Italy, Morocco and Japan, will compete at Calgary’s Predator Bay on the Lakes of Kastynstone, including 11 Canadian athletes, three of whom are from Alberta. The three thrilling skill disciplines on display will include slalom, where athletes navigate a course of buoys at high speeds; trick, where athletes perform a series of acrobatic maneuvers; and jump, where skiers aim for maximum distance off a ramp.
A recently released What We Heard report highlights that B.C.’s Filipino community shares a vision for a provincial cultural centre dedicated to community spirit, recognition and representation, and programming that supports people in British Columbia to learn about Filipino culture and heritage.
The contributions of the Filipino Canadian community in B.C. are an important part of the province’s history, culture and success. That’s why government launched a public engagement survey on May 31, 2024, that invited people in British Columbia, especially those of Filipino heritage, to share their vision for a provincial Filipino cultural centre. The 10-question survey was open until Dec. 31, 2024, and received more than 1,200 survey responses.
“We are proud to recognize Filipino Canadians’ heritage and their vital contributions to B.C.’s success,” said Anne Kang, Minister of Tourism, Arts, Culture and Sport. “We’re grateful to the many people who completed the survey and the communities who contributed to the roundtable discussions. We’re heartened to know that our work going forward will be community informed and community-led.”
As part of the engagement and to ensure meaningful collaboration, the Province hosted roundtable discussions with key representatives from Filipino community organizations in August 2023, September 2023 and February 2024. These roundtables provided an open forum for community leaders to discuss government’s commitment, the engagement process and the steps needed to advance the development of a cultural centre.
“This survey and report help ensure that we recognize Filipino Canadians’ impactful contributions to B.C. in a way that honours their needs and desires,” said Amna Shah, parliamentary secretary for anti-racism initiatives, mental health and addictions. “We look forward to continuing to work alongside the community to realize their vision and move forward in our collective goal of building a province that is more inclusive and representative.”
The Province did this work in collaboration with Mabuhay House Society, which helped in community engagement planning and raising awareness. The society formed partnerships with more than 30 community organizations and engaged in more than 30 events for this engagement.
With the community’s vision for a cultural centre reflected in the What We Heard report, government will continue to work with local Filipino Canadian organizations and communities to advance this project.

Saskatchewan’s Regional Parks can now access funding to create new seasonal campsites through a $1 million investment from the provincial government.
“Regional parks are wonderful gathering places for families and communities,” Parks, Culture and Sport Minister Alana Ross said. “They attract visitors, generate tourism dollars and promote healthy outdoor activities. This investment will help our parks grow and better serve the needs of residents and tourists alike.”
The Saskatchewan Regional Parks Association (SRPA) will run the new program and distribute the grants to successful projects. Up to $5,000 per campsite is available. Applications for up to 200 qualifying campsites will be accepted in 2025.
Almost 80 accredited regional parks are eligible for funding. The initiative is expected to support dozens of local construction and maintenance jobs, while also helping communities capitalize on Saskatchewan’s thriving tourism economy.
The SPRA welcomes the announcement, noting that regional parks hosted around 250,000 visitors last year.
“The Saskatchewan Regional Parks Seasonal Site Program is more than just expanding campsites,” Saskatchewan Regional Parks Association Executive Director Madison Giesbrecht said. “It is about expanding opportunities for families, friends, and communities to reconnect with nature and with each other.”

Preston City Council is delighted to have retained the following Green Flag Awards for the city’s green spaces this year:

Winckley Square has also retained its Green Heritage accreditation, supported by Historic England, and Haslam Park has retained the Green Flag Community Award courtesy of the Friends Group.
The sites are some of the 2,250 in the UK to achieve the award, which is the international quality mark for parks and green spaces.
Missing from the list this year is Preston’s oldest park, Moor Park, which is currently undergoing its own transformation. An important project includes de-silting and extending the historic lake, as well as the reinstatement of the Serpentine Bridge, alongside wider park enhancements to the play area and football pavilion. We’re hoping Moor Park will make the list for Green Flags again once the project is complete.

BEIJING, July 25 (Xinhua) — Kazakhstan has become the largest source of tourists in Central Asia for China’s island province of Hainan, according to a Hainan tourism presentation held in Astana on Wednesday.
According to the results of the first half of this year, the famous resort province of Hainan received a total of 40.2 thousand citizens of Kazakhstan, which was 41.4 percent more in annual terms. Thus, Kazakhstan entered the world’s top four sources of travelers for Hainan, according to statistics.
According to information posted on the official website of the Hainan Provincial Government, the tourism presentation in Astana introduced those present to health and wellness tourism products and demonstrated the province’s new image as an international center for tourism consumption.

Led by acclaimed pianist Phoebus Chan, this unique production lines up a stellar cast of Hong Kong musicians and elite athletes to deliver a highly creative and playful show that will transform the concert hall into a dynamic sports arena and blend music and sports in an exciting fusion.
In this specially arranged music production, audiences will have an exciting face-to-face encounter with a Hong Kong table tennis star and experience the lightning-fast pace of rugby passes, feeling as if they are right on the field. Meanwhile, with the guidance of musicians, the audience will learn how to officiate fencing matches and gain insights into the techniques of Hong Kong’s fencing heroes. Chan will take on a high-level challenge by running at high speed while performing the theme song of “Mission: Impossible” on the piano. The Government published in the Gazette today (July 25) the scheme for the Smart and Green Mass Transit System in Kai Tak (SGMTS-KT) in accordance with the Railways Ordinance (Cap. 519).
The SGMTS-KT is about 3.5 kilometres long with six stations. The termini will be connected to the Kai Tak Cruise Terminal and MTR Kai Tak Station respectively, with intermediate stations at Shing King Street, Kai Tak Sky Garden, Shing Fung Road Park and Kai Tak Sports Park, serving a population and visitors of around 50 000 residing and working in the area.
A Government spokesman said, “The SGMTS-KT will connect the former runway area of Kai Tak to the existing MTR Kai Tak Station, strengthening the connectivity among residential and commercial developments as well as tourism, cultural and recreational, sports and community facilities within the area, while connecting with the existing railway network. To be operated in elevated mode and separated from at-grade traffic, the system will not be affected by road traffic conditions. Depending on the system to be adopted eventually, the estimated journey time from the Kai Tak Cruise Terminal to MTR Kai Tak Station will be about 10 minutes.”
The Government has collected public views on the SGMTS-KT earlier through multiple channels, including consultations with the Kowloon City District Council and the Task Force on Kai Tak Harbourfront Development of the Harbourfront Commission, and exchanging views with relevant Legislative Council Members and stakeholders. It is targeted to award the contract in 2026 with a view to commissioning the system in 2031.
Under the Railways Ordinance, members of the public may object to the scheme in relation to the SGMTS-KT from today until September 23, 2025. Additionally, any person who has a compensable interest can claim compensation under the provisions of the Ordinance.

The President of the Republic of Seychelles, Mr. Wavel Ramkalawan, today chaired a high-level preparatory meeting of the Organising Committee for the 13th edition of the Commission de la Jeunesse et des Sports de l’Océan Indien (CJSOI) Games, which Seychelles is proud to host from 1st to 11th August 2025.
Held at State House, the meeting brought together all key stakeholders, including senior government officials, representatives of the Local Organising Committee, law enforcement and emergency services, youth and sports authorities, volunteers’ coordinators, and partners from both the public and private sectors.
The meeting served as a comprehensive final review of operational readiness across key sectors, including logistics, infrastructure, security, medical services, and transportation. It also assessed the overall experience being curated for athletes and delegations from the Indian Ocean region. The President was briefed on progress and final preparations in each area, aimed at ensuring a successful and memorable edition of the Games.
President Ramkalawan expressed his satisfaction with the level of commitment demonstrated by all teams involved and reiterated the importance of national unity, hospitality, and professionalism in showcasing Seychelles to the region. He commended the efforts of all those who have contributed to the months of planning and coordination leading up to the event.

The Ministry of Youth Affairs and Sports, through its youth platform MY Bharat (Mera Yuva Bharat), will organise a Kargil Vijay Diwas Padyatra in Drass, Kargil on July 26 to mark the 26th anniversary of India’s victory in the 1999 Kargil War. The event is intended as a heartfelt tribute to the bravery and sacrifice of Indian soldiers and a powerful display of national unity and gratitude.
Union Minister for Youth Affairs & Sports and Labour & Employment, Dr. Mansukh Mandaviya, will lead the padyatra alongside Union Minister of State for Defence, Sanjay Seth. More than 1,000 participants—including youth volunteers, members of the armed forces, war veterans, families of fallen soldiers, and civil society representatives—are expected to take part in the tribute walk.
The 1.5-kilometre padyatra will begin in the morning from Himabass Public High School and conclude at Government Higher Secondary School in Bhimbet. Following the walk, the ministers and a contingent of 100 youth volunteers will proceed to the Kargil War Memorial to lay wreaths and honour the memory of the soldiers who gave their lives in the conflict.
As part of the event, 26 women bikers from the Shakti Udgosh Foundation will be felicitated upon their arrival at the War Memorial. The bikers are completing a long-distance rally in tribute to the Kargil martyrs, adding a powerful dimension to the commemorative activities.
The padyatra will also include a tree plantation drive under the “Ek Ped Maa Ke Naam” campaign. This symbolic gesture combines patriotic homage with environmental consciousness, reflecting the government’s larger commitment to sustainability under the vision of Viksit Bharat @2047.
In the lead-up to the event, MY Bharat has been actively engaging young people and local communities through a series of activities such as essay competitions, painting, elocution, and Yuva Samvads (youth dialogues). The Indian men’s hockey team is set to tour Australia in August for a four-match series, scheduled to be held at the Perth Hockey Stadium from August 15 to 21.
The matches will be played on August 15, 16, 19, and 21.
The two sides recently faced each other in the FIH Pro League 2024–25 in Europe, where Australia edged out India 3–2 in both legs. However, India had earlier scripted a memorable 3–2 victory over the Kookaburras at the 2024 Paris Olympics — their first Olympic win over Australia since the 1972 Munich Games.
While recent encounters have been closely fought, Australia have historically held the edge in the rivalry, winning 35 of the 51 matches played between the two teams since 2013. India have won nine times, with seven matches ending in draws.
The series will serve as an important preparation phase for India ahead of the Asia Cup 2025, set to be held in Rajgir, Bihar, from August 29 to September 7. The tournament offers a direct qualification spot for the FIH Hockey Men’s World Cup 2026, making the Australia tour a key milestone in India’s buildup.

Long jumper Shu Heng leaped 8.09 meters to claim China’s first track and field gold medal, while South Africa’s teenage sprinting sensation Bayanda Walaza won his second gold in as many days Thursday at the Rhine-Ruhr World University Games.

Shu improved on his leading mark of 8.07 meters from the fourth round by two centimeters in his final attempt to win the event, 13cm shy of his 8.22m gold-winning performance at the Asian Athletics Championships in May.
Japan’s Koki Fujihara finished second with 8.00m, edging Germany’s Luka Herden by four centimeters.
“Every international competition helps strengthen my confidence. Winning the Asian championship boosted me mentally, and now winning at the University Games further paves the way and reinforces my confidence for bigger stages ahead,” said Shu.
Another Chinese athlete, Xing Jialiang, the top qualifier in men’s shot put, earned silver with a throw of 20.08m, just 17cm behind South Africa’s Aiden Smith, who took gold. Italy’s Riccardo Ferrara claimed bronze with 17.91m.
Walaza, 18, a Paris 2024 Olympian, was third fastest out of the blocks and surged past Spain’s Adria Alfonso Medero in the outer lane to win the men’s 200m final from lane seven. Walaza clocked 20.63 seconds to Medero’s 20.70, with South Korea’s Lee Jae-song taking bronze in 20.75.
Walaza’s time was an improvement on his 20.93 in the heats and 20.76 in the semifinals earlier in the day.
“It’s wonderful to say that I’m the fastest in all of the universities around the world. It’s a great honor to be here and to win this,” Walaza said after the race.
“I arrived in Germany with not a lot of training under my belt, but I quickly convinced myself that I am a warrior and a fighter.”

Flamengo has reached an agreement with AC Milan to sign right-back Emerson Royal, according to media reports in Brazil.

The 26-year-old will arrive in Rio de Janeiro for a medical on Saturday, having agreed in principle to a deal running until December 2028, local press said on Thursday.
Flamengo reportedly agreed to pay nine million euros to release the defender, who had three years remaining on his Milan contract.
Emerson made 26 appearances across all competitions for the Italian Serie A club following his August 2024 move from Tottenham.
He is set to be the second signing for Flamengo since Brazil’s mid-season transfer window opened on July 10, joining former Spain international midfielder Saul.

FC Barcelona’s pre-season plans are in ruins after the club was forced to cancel its visit to Japan at short notice due to a contractual problem with the tour organizers.
The Barca squad was due to fly to Japan on Thursday morning ahead of a game against Vissel Kobe on Sunday, before travelling to South Korea to face Seoul FC and Daegu FC. However, the Japanese leg of the tour has now been cancelled and the South Korean part is in the balance.

“FC Barcelona announces that it has been forced to suspend its participation in the match scheduled for next Sunday in Japan due to a serious breach of contract by the promoter. However, the Club will consider readjusting the South Korean portion of the summer tour…provided certain conditions are met by the promoter,” explained the club in a statement.
The cancellation of at least part of the tour is a blow to Barcelona’s economy, with the cash-strapped club due to receive an important injection of around 15 million euros for playing the games, but it is also a sporting blow as Hansi Flick’s side will have to look for new rivals at short notice as Flick looks to prepare for the new La Liga season.
Barca’s only other pre-season game that is currently scheduled is against Como on August 10, before the new La Liga campaign starts in Mallorca on August 16.

The Chinese Anti-Doping Agency (CHINADA) has released its first comprehensive guidelines aimed at safeguarding the rights of underage athletes throughout the anti-doping process, marking a significant step toward a more athlete-centered approach.
The “Guidelines on Protecting the Rights of Underage Athletes in Anti-Doping Work (Trial),” issued on Thursday, outline a full-chain protection framework covering testing, result management, and privacy protection.
“This is not just a rule adjustment but a conceptual shift,” said Jiang Tao, associate professor at the China University of Political Science and Law. “The principle of prioritizing athletes’ best interests has now been implemented in detail.”

The guidelines are based on the World Anti-Doping Code and Chinese regulations, focusing on creating a supportive environment for young athletes during investigations and testing. Measures include “customized conversations” tailored to the athlete’s personality, psychological state, and background, as well as careful attention to the testing environment to prevent psychological stress.
In line with the International Standard for Education, the guidelines emphasize that a young athlete’s first anti-doping experience should start with education. Testing officers are required to explain rights, obligations, and procedures if the athlete has not received prior anti-doping education, allowing for a “buffer period” during testing.
To address the heightened stress faced by minors during doping violation cases, the guidelines introduce a “triple protection” system: easing evidentiary requirements, waiving financial penalties for athletes without income, and providing legal aid for hearings. Privacy protection measures also limit mandatory disclosure of personal information in violation cases.
CHINADA has established a coordinated mechanism involving national and provincial anti-doping bodies as well as frontline personnel. Specialized educators and a team of legal and psychological experts will provide professional support to both athletes and guardians, raising awareness of rights protection.
“These measures aim to ensure that young athletes can train and compete in a fair, safe, and clean environment,” CHINADA stated, adding that the initiative reflects China’s determination to contribute to the global fight against doping.

The College Athlete Economic Freedom Act allows international college athletes to market their NIL without losing their visa status, encourages negotiation between athletes and their colleges for the use of athletes’ NIL for promotion and media rights deals, and ensures colleges and collectives do not discriminate on the basis of gender, race, or participating sports in the facilitation of NIL deals.
“College athletes dedicate years of their lives to their craft and deserve their fair share of a multibillion-dollar industry built on their hard work,” said Murphy. “While the past four years of Name, Image, and Likeness (NIL) policy have allowed these athletes to finally make money off their talent, the NCAA is hoping Donald Trump and Republicans in Congress will help them undo years of hard-earned progress. Our legislation shields college athletes from an assault on their livelihoods by expanding and codifying their basic right to be fairly compensated for their Name, Image, and Likeness.”

Establish an unrestricted federal right for college athletes and prospective college athletes to market the use of their name, image, and likeness — individually and as a group — by prohibiting colleges, conferences, and the NCAA from setting or enforcing rules that restrict this right or otherwise colluding to limit how athletes can use their NIL
Protect athletes’ ability to retain representation as they see fit, including lawyers, agents, and collective representatives (i.e. players associations) while prohibiting the NCAA or conferences from regulating athlete representation
Ensure colleges and affiliated NIL collectives do not discriminate by gender, race, or sport in the facilitation of NIL deals along with requiring collectives to register with the Federal Trade Commission (FTC) and report the NIL deals they have facilitated so athletes and stakeholders asserting discrimination have all the information they need to address it
Ensure equitable opportunities for college athletes to market their NIL by asserting that institutional support by colleges, conferences, or the NCAA for NIL opportunities is made available to all college athletes, along with commissioning a market analysis of NIL monetization with recommendations for improving opportunities across race, gender, and sport
Allow international college athletes to market their NIL in the same ways their non-immigrant peers can without losing their F-1 visa status, including in the case that athletes become employees of their schools and/or athletic associations
Require colleges and athletic associations to obtain a group license from athletes for using their NIL for any type of promotion, including via a media rights deal, and notify athletes of how their NIL was used along with how much revenue those deals generated, helping athletes negotiate with colleges, conferences, and the NCAA for their fair share of the revenues they produce
Assert robust enforcement for violations by colleges, conferences, or the NCAA in restricting athletes’ NIL rights, notably through asserting per se antitrust penalties, a private right of action for athletes to pursue civil action against violators, and authorizing the Federal Trade Commission (FTC) to levy “unfair or deceptive practice” penalties.

“The multibillion-dollar college sports industry would not exist without the labor of college athletes. Between grueling two-a-day practices, cross country travel, and primetime game days, it’s absurd to claim these athletes are amateurs who doesn’t deserve a seat at the negotiating table,” said Murphy. “While the NCAA is cozying up to the Trump administration to try to protect its profits at the expense of these athletes, our bill would empower them to form unions and negotiate for better revenue-sharing agreements, working conditions, and health and safety protections.”

College athletics also provide substantial support to local economies and form an indelible part of family activities, pastimes, and culture in many communities.
While major college football games can draw tens of millions of television viewers and attendees, they feature only a very small sample of the many athletes who benefit from the transformational opportunities that college athletics provide. Sixty-five percent of the 2024 United States Olympic Team members were current or former National Collegiate Athletic Association (NCAA) varsity athletes, and approximately seventy-five percent were collegiate athletes. The 2024 United States Olympic Team earned 126 total medals, leading the overall medal count for the eighth consecutive Summer Olympic Games.
Beyond driving our unrivaled success in international competition, college athletes are more likely to report better outcomes in important respects during college and after graduation. A substantial majority of female executives at the largest American companies participated in sports during adolescence, many at the high school or collegiate level, and examples of business leaders and former Presidents who played college sports are legion. It is no exaggeration to say that America’s system of collegiate athletics plays an integral role in forging the leaders that drive our Nation’s success.
Yet the future of college sports is under unprecedented threat. Waves of recent litigation against collegiate athletics governing rules have eliminated limits on athlete compensation, pay-for-play recruiting inducements, and transfers between universities, unleashing a sea change that threatens the viability of college sports. While changes providing some increased benefits and flexibility to student-athletes were overdue and should be maintained, the inability to maintain reasonable rules and guardrails is a mortal threat to most college sports.
To illustrate, following a 2021 antitrust ruling from the United States Supreme Court striking down NCAA restrictions, the NCAA changed its rules to permit players to receive compensation for their name, image, and likeness (NIL) from third parties. But guardrails designed to ensure that these were legitimate, market-value NIL payments for endorsements or similar services, rather than simply pay-for-play inducements, were eliminated through litigation. Other limits on player transfers among schools were also taken down through litigation.
This has created an out-of-control, rudderless system in which competing university donors engage in bidding wars for the best players, who can change teams each season. Meanwhile, more than 30 States have passed their own NIL laws in a chaotic race to the bottom, sometimes to gain temporary competitive advantages for their major collegiate teams. As a result, players at some universities will receive more than $50 million per year, mostly for the revenue-generating sports like football. Entering the 2024 season, players on the eventual college football national champion team were being paid around $20 million annually. By the 2025 season, football players at one university will reportedly be paid $35-40 million, with revenue-sharing included.
This not only reduces competition and parity by creating an oligarchy of teams that can simply buy the best players — including the best players from less-wealthy programs at the end of each season — but the imperative that university donors must devote ever-escalating resources to compete in the revenue-generating sports like football and basketball siphons away the resources necessary to support the panoply of non-revenue sports. Absent guardrails to stop the madness and ensure a reasonable, balanced use of resources across collegiate athletic programs that preserves their educational and developmental benefits, many college sports will soon cease to exist.
A national solution is urgently needed to prevent this situation from deteriorating beyond repair and to protect non-revenue sports, including many women’s sports, that comprise the backbone of intercollegiate athletics, drive American superiority at the Olympics and other international competitions, and catalyze hundreds of thousands of student-athletes to fuel American success in myriad ways.
Attempting to create some guardrails and shelter from litigation, colleges have adopted a new regime, deciding to pay athletes directly and simultaneously limit the total number of athletes on their campuses. Given that the new roster limits, by exceeding the scholarship limits they replace, will increase the potential number of scholarships available in many sports, this opportunity must be utilized to strengthen and expand non-revenue sports. Simultaneously, the third-party market of pay-for-play inducements must be eliminated before its insatiable demand for resources dries up support for non-revenue sports. Otherwise, a crucial American asset will be lost.
It is the policy of my Administration that all college sports should be preserved and, where possible, expanded. My Administration will therefore provide the stability, fairness, and balance necessary to protect student-athletes, collegiate athletic scholarships and opportunities, and the special American institution of college sports. It is common sense that college sports are not, and should not be, professional sports, and my Administration will take action accordingly.
Sec. 2. Protecting and Expanding Women’s and Non-Revenue Sports and Prohibiting Third-Party Pay-for-Play Payments. (a) It is the policy of the executive branch that opportunities for scholarships and collegiate athletic competition in women’s and non-revenue sports must be preserved and, where possible, expanded, including specifically as follows with respect to the 2025-2026 athletic season and future athletic seasons:
(i) collegiate athletic departments with greater than $125,000,000 in revenue during the 2024-2025 athletic season should provide more scholarship opportunities in non-revenue sports than during the 2024-2025 athletic season and should provide the maximum number of roster spots for non-revenue sports permitted under the applicable collegiate athletic rules;
(ii) college athletic departments with greater than $50,000,000 in revenue during the 2024-2025 athletic season should provide at least as many scholarship opportunities in non-revenue sports as provided during the 2024-2025 athletic season and should provide the maximum number of roster spots for non-revenue sports permitted under the applicable collegiate athletic rules; and
(iii) college athletic departments with $50,000,000 or less in revenue during the 2024-2025 athletic season or that do not have any revenue-generating sports should not disproportionately reduce scholarship opportunities or roster spots for sports based on the revenue that the sport generates.
(b) It is the policy of the executive branch that any revenue-sharing permitted between universities and collegiate athletes should be designed and implemented in a manner that preserves or expands scholarships and collegiate athletic opportunities in women’s and non-revenue sports.
(c) To preserve the critical educational and developmental benefits of collegiate athletics for our Nation, it is the policy of the executive branch that third-party, pay-for-play payments to collegiate athletes are improper and should not be permitted by universities. This policy does not apply to compensation provided to an athlete for the fair market value that the athlete provides to a third party, such as for a brand endorsement.
(d) Within 30 days of the date of this order, the Secretary of Education, in consultation with the Attorney General, the Secretary of Health and Human Services, the Secretary of Education, and the Chairman of the Federal Trade Commission, shall develop a plan to advance the policies set forth in subsections (a)-(c) of this section through all available and appropriate regulatory, enforcement, and litigation mechanisms, including Federal funding decisions, enforcement of Title IX of the Education Amendments Act of 1972, prohibiting unconstitutional actions by States to regulate interstate commerce, and enforcement of other constitutional and statutory protections, and by working with the Congress and State governments, as appropriate.
Sec. 3. Student-Athlete Status. The Secretary of Labor and the National Labor Relations Board shall determine and implement the appropriate measures with respect to clarifying the status of collegiate athletes, including through guidance, rules, or other appropriate actions, that will maximize the educational benefits and opportunities provided by higher education institutions through athletics.
Sec. 4. Legal Protections for College Athletics from Lawsuits. (a) The Attorney General and the Chairman of the Federal Trade Commission shall work to stabilize and preserve college athletics through litigation, guidelines, policies, or other actions, as appropriate, by protecting the rights and interests of student-athletes and the long-term availability of collegiate athletic scholarships and opportunities when such elements are unreasonably challenged under antitrust or other legal theories.
(b) Within 60 days of the date of this order, to advance the purposes of subsection (a) of this section, the Attorney General and the Chairman of the Federal Trade Commission shall:
(i) review, and as necessary revise, litigation positions, guidelines, policies, or other actions; and
(ii) develop a plan to implement appropriate future litigation positions, guidelines, policies, or other actions.
Sec. 5. Protecting Development of the United States Olympic Team. The Assistant to the President for Domestic Policy and the Director of the White House Office of Public Liaison shall consult the United States Olympic and Paralympic Committee and other appropriate organizations of American athletes about safeguarding the integral role and competitive advantage that American collegiate athletics provide in developing athletes to represent our Nation in international athletic competitions.
Sec. 6. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
(d) The costs for publication of this order shall be borne by the Department of Education.

WASHINGTON, D.C. – Forty-five years ago, at the Lake Placid Olympic Games, a team of young American hockey players took the ice and achieved the impossible, winning against the seemingly unbeatable Soviet Union National Team. The Soviets were four-time defending Olympic gold medalists, stacked with seasoned professionals. Team USA, both the youngest-ever U.S. national team and the youngest in the tournament, stunned the world with a 4-3 victory in what became known as the “Miracle on Ice.”
Now, a congressional effort is underway to recognize these players with a Congressional Gold Medal, the highest civilian honor bestowed by Congress. U.S. Senator Kevin Cramer (R-ND) introduced and U.S. Senator Amy Klobuchar (D-MN) cosponsored legislation to award the Congressional Gold Medal earlier this year. In April, the House of Representatives unanimously passed the legislation, with over 300 cosponsors.
Together, Senators Cramer and Klobuchar penned an op-ed in The Hill urging their Senate colleagues to pass the legislation to honor this historic team.
Let’s Honor the 1980 ‘Miracle on Ice’ US Olympic Team with Congressional Gold Medals

In 1980, the world was fraught with political division, economic shifts, and global conflict. The Cold War loomed large, American hostages were being held in Iran, the Soviet invasion of Afghanistan had stoked international anxiety, and the United States was in the midst of a painful recession at home.
Yet at this time of uncertainty, a single hockey game brought us together as Americans. On February 22, 1980, a team of young athletes, mostly college students, took the ice in Lake Placid and achieved the impossible against the seemingly unbeatable Soviet Union National Team.
The Soviets were four-time defending Olympic gold medalists, stacked with seasoned professionals. Team USA, both the youngest-ever U.S. national team and the youngest in the tournament, stunned the world with a 4-3 victory in what became known as the “Miracle on Ice.”
Two days later, the team secured the gold medal with a third period comeback win against Finland. Their improbable run gave Americans a renewed sense of pride and unity during a time of deep division and uncertainty.
To commemorate the 45th anniversary of this iconic moment, we introduced the Miracle on Ice Congressional Gold Medal Act to award the Congressional Gold Medal to the members of the 1980 U.S. Olympic Men’s Hockey Team.
It is only fitting that we honor this team’s achievement. It had a lasting impact on American history and the game of hockey in the United States. Once enacted, three medals will be displayed at the U.S. Olympic and Paralympic Museum in Colorado, the U.S. Hockey Hall of Fame in Eveleth, Minnesota, and the Lake Placid Olympic Center in New York, commemorating this greatest sports moment of the 20th century.
As National Hockey League Commissioner Gary Bettman once said, “The most special moments in sports actually transcend the playing surface.” In 1980, the Miracle on Ice was one such moment—when, for one night, there were no partisan divides or regional differences, only a shared celebration of what Americans can achieve together. That night, the Lake Placid Olympic hockey games transcended the sheet of ice where the 20 amateur hockey players battled for victory.
The House of Representatives has already passed this bipartisan legislation unanimously, with the support of nearly 300 cosponsors. We now ask our colleagues in the Senate to join us in honoring this historic team and the spirit of unity that the 1980 U.S. Men’s Hockey Team inspired at the Olympics in Lake Placid. We urge swift, bipartisan passage of the Miracle on Ice Congressional Gold Medal Act.
