  • MIL-OSI USA News: President’s Council on Sports, Fitness, and Nutrition, and the Reesetablishment of the Presidential Fitness Test

    By the authority vested in me as President by the Constitution and the laws of the United States of America, and to promote the economic, academic, and social benefits of youth sports, fitness, and nutrition, it is hereby ordered:
    Section 1.  Revocation.  Executive Order 13824 of February 26, 2018 (President’s Council on Sports, Fitness, and Nutrition), is hereby revoked.
    Sec2.  Amendment.  Executive Order 13265 of June 6, 2002 (President’s Council on Physical Fitness and Sports), is hereby amended as follows:
    (a) The title is revised to read as follows:  “President’s Council on Sports, Fitness, and Nutrition, and the Reestablishment of the Presidential Fitness Test”.
    (b) The preamble is revised to read as follows:  “By the authority vested in me as President by the Constitution and the laws of the United States of America, and to establish the President’s Council on Sports, Fitness, and Nutrition, and to reestablish the Presidential Fitness Test, it is hereby ordered:”.
    (c) Sections 1 through 5 are revised to read as follows:  
    Section 1.  Purpose.  As the United States prepares to celebrate its semiquincentennial anniversary in 2026, we must address the threat to the vitality and longevity of our country that is posed by America’s declining health and physical fitness.  For far too long, the physical and mental health of the American people has been neglected.  Rates of obesity, chronic disease, inactivity, and poor nutrition are at crisis levels, particularly among our children.  These trends weaken our economy, military readiness, academic performance, and national morale.  President Eisenhower recognized this issue when he created the President’s Council on Youth Fitness in response to reports on the poor state of youth fitness in America.  As President-elect, John F. Kennedy famously published an essay titled “The Soft American,” which outlined the imperative for improved health in order to maintain a strong and vital America.  During my first term, I renamed the council the “President’s Council on Sports, Fitness, and Nutrition” and directed the development of a National Youth Sports Strategy, among other activities.     
    My Administration has taken decisive action to reverse this health crisis.  In the first month of my second term, I created the President’s Make America Healthy Again Commission to restore the urgency of improving the health of Americans.  Now, we build further.  To advance this commitment, I hereby reestablish the Presidential Fitness Test, which shall be administered by the Secretary of Health and Human Services with the support of the Secretary of Education.
    With this order, I revitalize the President’s Council on Sports, Fitness, and Nutrition as a cornerstone of our national health renewal.  In 2026, we will celebrate the 250th anniversary of our great Nation, honor the 70th anniversary of the original President’s Council on Youth Fitness, and showcase America’s continued global dominance in sports.  Over the next 3 years, America will host the Ryder Cup, the President’s Cup, the FIFA World Cup, and the Olympic Games — the world’s premiere sporting competitions.  These events will provide inspiration for all generations of Americans.
    Sec2.  Policy.  It is the policy of my Administration to:
    (a) prioritize and expand children’s participation in youth sports and active play;
    (b) promote the physical, mental, and civic benefits of daily movement, exercise, and good nutrition; and     
    (c)  engage every sector — public and private, civilian and military — in creating a national culture of strength, vitality, and excellence.
    Sec3.  President’s Council on Sports, Fitness, and Nutrition. (a)  There is hereby established the President’s Council on Sports, Fitness, and Nutrition (Council).
    (b)  The Council shall consist of up to 30 members appointed by the President.  Members shall serve for a term of 2 years, shall be eligible for reappointment, and may continue to serve after the expiration of their terms until the appointment of a successor.  The President may designate one or more of the members as Chair or Vice Chair.
    (c)  The President shall designate an Executive Director of the Council who shall manage day-to-day operations; serve as a liaison to the President on matters and activities pertaining to the Council; and oversee engagement with executive departments and agencies, athletic institutions, and community partners.
    Sec4.  Functions of the Council.  (a)  The Council shall advise the President concerning progress made in carrying out the provisions of this order and shall recommend to the President actions to accelerate such progress.
    (b)  In advising the President pursuant to subsection (a) of this section, the Council shall recommend:
    (i) strategies for reestablishing the Presidential Fitness Test, with any appropriate improvements, as the main assessment tool for a Presidential Fitness Award;
    (ii) strategies for the development and promotion of Presidential challenges and school-based programs that reward excellence in physical education;
    (iii) actions to expand opportunities at the global, national, State, and local levels for participation in sports and engagement in physical fitness;
    (iv) bold and innovative fitness goals for American youth with the aim of fostering a new generation of healthy, active citizens;
    (v) campaigns and events that elevate American sports, military readiness, and health traditions;
    (vi) opportunities at the global, national, State, and local levels that expand participation in sports and emphasize the importance of an active lifestyle and good nutrition, which should include partnerships with professional athletes, sports organizations, player’s associations, influential figures, nonprofit organizations, and community groups to inspire all Americans, among other initiatives; and
    (vii) strategies to address the growing national security threat posed by the increasing rates of childhood obesity, chronic diseases, and sedentary lifestyles, which threaten the future readiness of the United States workforce and military.      
    Sec5Administration.  (a)  Each executive department and agency shall, to the extent permitted by law and subject to the availability of funds, furnish such information and assistance to the Council as it may request.
    (b) Members of the Council shall serve without compensation but may receive travel reimbursement, including per diem in lieu of subsistence, as allowed under applicable law (5 U.S.C. 5701-5707), consistent with the availability of funds.
    (c) The Department of Health and Human Services shall provide such funding and administrative and technical support as the Council may require, to the extent permitted by law and as authorized by existing appropriations.
    (d) The Council may, with the approval of the President, establish subcommittees as appropriate to aid in its work.
    (e) The seal prescribed by Executive Order 10830 of July 24, 1959 (Establishing a Seal for the President’s Council on Physical Fitness and Sports), as amended, shall be modified to reflect the name of the Council as established by this order.
    (f) Insofar as the Federal Advisory Committee Act, as amended (5 U.S.C. 1001 et seq.) (the “Act”), may apply to the administration of any portion of this order, any functions of the President under the Act, except that of reporting to the Congress, shall be performed by the Secretary of Health and Human Services in accordance with the guidelines and procedures issued by the Administrator of General Services.
    (g) In accordance with the Act, the Council shall terminate 2 years from the date of this order, unless extended by the President.
    (h) Executive Order 12345 of February 2, 1982 (Physical Fitness and Sports), as amended, is revoked.”.
    (d) A new section 6 is added to read as follows:
    Sec6.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:
    (i)   the authority granted by law to an executive department or agency, or the head thereof; or
    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.”.
    Sec3.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:
    (i)   the authority granted by law to an executive department or agency, or the head thereof; or
    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

  • MIL-OSI USA: Bill to Fund Key Health, Workforce, and Education Programs in Maine Clears Appropriations Committee

    Washington, D.C. – U.S. Senator Susan Collins, Chair of the Appropriations Committee, announced that she secured significant funding and provisions for Maine in the Fiscal Year 2026 Labor, Health and Human Services, Education, and Related Agencies Appropriations Act. The bill, which was officially approved by the Senate Appropriations Committee today, now awaits consideration by the full Senate and House.

    The measure, which was advanced by a vote of 26-3, provides $197 in discretionary funding.

    “To address Maine’s shortage of health care professionals, we must invest in workforce development programs, provide support for students in lower-income communities seeking higher education, and increase access to affordable child care,” said Senator Collins. “This bill would provide support in each of these areas, as well as make targeted investments into life-saving research on Alzheimer’s, cancer, diabetes, and tick-borne diseases. As the Chair of the Appropriations Committee, I will continue to advocate for this funding as the appropriations process moves forward.”

    Bill Highlights:

    Local Projects: $112.4 million for Congressionally Directed Spending projects in Maine.

    Department of Health and Human Services (HHS):

    National Institutes of Health (NIH): $48.7 billion for NIH, an increase of $400 million, including:

    • $100 million increase for Alzheimer’s disease and related dementias research.
    • $150 million increase for the National Cancer Institute, including $28 million for the Childhood Cancer STAR Act.
    • $50 million increase for women’s health research.
    • $25 million increase for ALS research.
    • $19 million increase for rare disease research.
    • $10 million increase for diabetes research.
    • $6 million increase for mental health research.

    Alzheimer’s: In addition to NIH funding, the bill provides $41.5 million for CDC Alzheimer’s disease activities, as well as:

    • Language urging the Centers for Medicare and Medicaid Services (CMS) to reconsider Medicare’s National Coverage Determination policy for FDA-approved Alzheimer’s disease therapies.
    • $31.5 million for the Administration for Community Living’s (ACL) Alzheimer’s Disease Program, including $2 million for the National Alzheimer’s Call Center, which provides 24/7/365 telephone support, crisis counseling, care consultation, and referral services for persons with Alzheimer’s disease, their family members, and informal caregivers.

    NIH Indirect Costs: Maintains language prohibiting changes to indirect cost rates. In February, Senator Collins announced her opposition to the proposed 15 percent cap on indirect costs, which are usually negotiated between NIH and the grant recipient. In April, Senator Collins chaired the first full Committee hearing with a focus on the importance of biomedical research. At Senator Collins’ invitation, Dr. Hermann Haller, President of the Mount Desert Island Biological Laboratory, provided testimony on how the proposed NIH cap would affect biomedical research occurring in Maine and at institutions across the country. At a June hearing to review the FY 2026 budget request for NIH, Senator Collins questioned NIH Director Jayanta Bhattacharya on the proposed cap on indirect costs.

    Duchenne Muscular Dystrophy: $9 million for CDC Muscular Dystrophy activities.

    Lyme and Tick-Borne Disease: $27 million for CDC Lyme activities and $64.6 million for vector-borne diseases to support continued implementation of Senator Collins’ Kay Hagan Tick Act. The bill also includes $110 million for NIH Lyme and tick-borne disease research.

    Substance Use Disorders: $1.6 billion for the State Opioid Response Grants; $1.9 billion for the Substance Use Prevention, Treatment, and Recovery Services Block Grant; and $145 million for the Rural Communities Opioid Response program to support efforts to combat the opioid epidemic and other substance use disorders. In 2024, there were an estimated 80,391 drug overdose deaths.

    Health Workforce Programs: $303.5 million for Title VIII Nursing Workforce programs and $48.2 million for the Health Resources and Services Administration (HRSA) Geriatric workforce education programs, which include the Geriatrics Workforce Enhancement Program and Geriatric Academic Career Awards.

    Building Communities of Recovery: $17 million for Building Communities of Recovery grants through the Substance Abuse and Mental Health Services Administration (SAMHSA).

    SIREN Rural EMS: $13.5 million for SAMHSA’s Rural Emergency Medical Services Training and equipment program.

    Lifespan Respite Care: $11 million for ACL’s Lifespan Respite Care Program.

    Low Income Home Energy Assistance (LIHEAP): $4 billion for LIHEAP, an increase of $20 million. At a hearing earlier this year on the FY 2026 budget request for HHS, Senator Collins questioned Secretary Robert F. Kennedy, Jr. on the proposed elimination of LIHEAP. At the urging of Senator Collins, HHS released more than $400 million in FY 2025 funding for LIHEAP in May. Maine has received $41.6 million in FY 2025 LIHEAP funding.

    CDC Dog Importation Rule: Includes report language on CDC’s flawed dog importation rule and calls for CDC to maintain the current pause on implementation of the rule and to restart the rule process. Following an effort led by Senator Collins last year, the CDC announced that it will be making critical revisions to its dog importation rule and delay implementation of a problematic provision.

    Early Education: $8.8 billion for the Child Care and Development Block Grant and nearly $12.4 billion for Head Start.

    Department of Labor (DOL):

    Job Corps: $1.8 billion for Job Corps. Senator Collins has strongly opposed the Administration’s proposed elimination of Job Corps. At a hearing to review the Fiscal Year 2026 budget request for the DOL in May, Senator Collins spoke about Adais Viruet-Torres, a graduate of Loring Job Corps Center and Husson University who overcame homelessness and now works as a nurse practitioner. In April, Senator Collins sent a letter to Secretary Lori Chavez-DeRemer urging DOL to lift the halt on enrollment at Loring Job Corps Center and Penobscot Job Corps Center. Senators Collins and Jack Reed (D-RI) sent a letter Secretary Chavez-DeRemer requesting DOL to provide information on Job Corps contracts, background check processing, and evaluation plan.

    Apprenticeships: $285 million for the Apprenticeship Grant Program.

    H-2B Visas: Continued inclusion of bill language to ensure the efficacy of the H-2B program. The bill also includes $60.5 million for Foreign Labor Certification program administration, in part to help with H-2B processing, as well as report language directing the Department of Labor (DOL) to take steps to ensure prompt processing of H-2B visa applications.

    DOL Workforce Opportunity for Rural Communities Initiative: $6.5 million for workers in areas served by the Northern Border Regional Commission.

    Department of Education:

    TRIO: $1.2 billion to support low-income individuals and first-generation college students. At a hearing earlier this year on the FY 2026 budget request for the U.S. Department of Education, Senator Collins questioned Secretary of Education Linda McMahon on the proposed elimination of TRIO programs.

    Title I Grants to LEAs: $18.5 billion for Title I Grants to LEAs. Maine is expected to receive approximately $61.7 million in FY 2025 funds through this program.

    IDEA Grants to States: $15.2 billion for IDEA Grants to States. Maine is expected to receive approximately $70.8 million in FY 2025 funds through this program.

    Perkins Career and Technical Education (CTE) State Grants: $1.4 billion for CTE State Grants. Maine is expected to receive approximately $7 million in FY 2025 funds through this program.

    Pell Maximum Award: Maintains the maximum Pell award for a total of $7,395 for the 2026-2027 school year. Maine students are expected to receive approximately $126.6 million in Pell Grants through FY 2025 funds.

    Rural Education Achievement Program (REAP): $225 million to support rural school districts.

    Special Olympics Unified Champion Schools: $36 million for Special Olympics programs.

    MERTZON, TX—Congressman August Pfluger (TX-11) hosted a community town hall in Mertzon to recognize a local good news story, give an update on the 119th Congress, and take questions from those in attendance.

    During the town hall, Congressman Pfluger recognized the 2025 Senior Rifle Team – consisting of Daniel Crutchfield, James Crutchfield, Arely Reyes, and Payton Rose – who recently placed 9thout of 28 teams at the State 4-H Shooting Sports Match in Victoria, Texas. The 4-H Rifle Team is one of the largest 4-H programs in Irion County, and this was a huge accomplishment for their school.

    “It was an honor to be in Mertzon and recognize Irion County High School’s 2025 Senior Rifle Team for their outstanding achievements at the State 4-H Shooting Sports Match. Our students are the future of America, and it was great having these young and bright individuals represented at the town hall,” said Rep. Pfluger. “Hosting town halls across Texas-11 will always be a top priority of mine because hearing directly from the hardworking men and women who call this district home is essential to my work. Thank you to everyone who came out to listen, ask questions, and provide feedback on how I can better represent you and your families in Congress.”

    British steelmakers regain access to EU market

    British steelmakers regain access to EU market

    • UK steel producers to regain tariff-free access to the EU market for key steel products from today [1 August].
    • Cuts costs and gives UK steel producers more certainty when exporting to the EU — one of our largest trading partners.
    • Delivers on a UK-EU Summit commitment and reinforces the Government’s Plan for Change to rebuild Britain’s industrial strength.

    British steelmakers stand to make millions extra a year as the EU gets rid of its steel tariffs today [Friday 1 August] – a direct win from the Prime Minister’s EU deal signed back in May.

    This means UK steelmakers will be able to export more steel used for large building projects – like support beams – to the EU tariff-free, supporting the UK’s wider economic growth ambitions and helping deliver on the Plan for Change.

    This follows the decision to take control of British Steel following years of mismanagement – a decision which saved thousands of jobs and secured Britain’s place as a steelmaker. This builds on the significant support that this pro-steel Government has already delivered — from our £500 million investment in Tata’s green steel transition and our deal with the US to reduce tariffs on UK steel.

    The UK steel sector supports around 40,000 jobs across 1,145 firms, with a further 61,000 jobs in related industries that supply materials and services to steel producers. These changes will enable UK steelmakers to once again export goods worth several millions of pounds annually to the EU, strengthening vital revenue streams for UK businesses.

    Secretary of State for Business and Trade, Jonathan Reynolds said:

    This is yet another positive step forward for the UK steel sector and a clear example of our Plan for Change in action — removing barriers, supporting jobs, and backing British industry.

    Restoring our steel quota helps give producers the certainty they need to compete, grow, and maintain vital export relationships.

    This builds on the significant support that this pro-steel Government has already delivered — from our £500 million investment in Tata’s green steel transition, to action to safeguard jobs at British Steel in Scunthorpe, and our deal with the US to reduce tariffs on UK steel.

    The restored quota will re-establish historic trade flows between the UK and the EU, easing the administrative and financial burdens that have affected steel exporters. It will also provide much-needed certainty for UK steel operating in an increasingly volatile global market. Crucially, this change will help safeguard skilled jobs across the country and preserve long-standing supply chains with EU customers.

    The country-specific quota allows the UK to export a certain amount of steel to the EU without paying an extra tariff, helping maintain fair trade and avoid sudden surges in imports. We can now export up to 27,000 tonnes of steel to the EU each quarter — that’s roughly a football stadium’s worth of steel every year.

    This follows complex negotiations and demonstrates the UK Government’s ability to secure practical wins for domestic industry. It builds on a series of recent measures delivered under the Plan for Change, including a £500 million investment in greener steelmaking at Port Talbot, targeted action to reduce electricity costs and strengthen procurement rules. These steps have been complemented by enhanced trade defences designed to protect jobs and support long-term competitiveness in the sector.

    EU Relations Minister Nick Thomas-Symonds said:

    We have worked constructively with the EU to deliver in our national interest and achieved a bespoke agreement to help secure jobs in steel across Britain.

    Today’s news that the EU is slashing tariffs on British Steel shows our approach is working and is another win for UK PLC.

    Gareth Stace UK Steel said:

    The restoration of the country specific quota is excellent news for UK steel companies which have been plagued by problems shipping category 17 products into the European Union.

    The quota will restore historic trade flows and is good news for both UK steelmakers and their EU customers.

    British Steel Chief Commercial Officer (interim) Lisa Coulson said:

    The removal of EU tariffs on British-made steel is a significant boost to our business.

    The EU is an important market to us, particularly for the products our highly skilled colleagues manufacture in Scunthorpe, Teesside, and Skinningrove.

    We are delighted we will be able to provide the high-quality products our loyal and supportive EU customers require tariff-free and thank the UK Government for delivering this agreement.

    We now look to the future with even greater optimism as we focus on building stronger futures for our customers.

    This announcement reinforces the Government’s commitment to fair, open, and stable trade in key sectors — with steel being a clear example of strengthened UK-EU cooperation delivering results for British industry.

  • MIL-OSI China: Chinese government unveils plan to boost football development and youth training

    BEIJING, July 31 — Chinese State Councilor Shen Yiqin announced on Thursday a comprehensive plan by the Chinese government to enhance football development through a series of strategic measures, including the establishment of national and regional youth training centers.

    Speaking at China’s national football development conference, Shen emphasized the critical focus on nurturing a robust national youth football system. This initiative aims to expedite the construction of youth training centers at all levels, promote football education within schools, and cultivate high-level coaching talent.

    Shen also highlighted other key initiatives, such as launching pilot programs in major football cities and western regions of China, fostering healthy development of professional leagues, and enhancing international exchanges. These efforts will be introduced progressively.

    In addition, Shen said the Chinese government is committed to increasing support for football in China and is also maintaining rigorous disciplinary inspection and anti-corruption measures within the industry.

    China’s Chen Yuxi captured her fourth world title in the women’s 10-meter platform, while Romania’s David Popovici delivered a historic swim in the men’s 100-meter freestyle at the World Aquatics Championships on Thursday.

    Chen, who led both the preliminary and semifinal rounds, secured gold with a score of 430.50 points. Germany’s Pauline Alexandra Pfeif earned silver with 367.10 points, while 15-year-old Chinese diver Xie Peiling took bronze with 358.20 in her world championships debut.

    “Every world championship holds a special place in my memory,” Chen said. “This time, under physical strain and the challenge of maintaining form, I was still able to deliver a 430-point performance. I’m very satisfied.”

    Chinese swimmers added two bronze medals on the fifth day of competition. In the women’s 50-meter backstroke final, Wan Letian finished third in 27.30 seconds, behind American swimmers Katharine Berkoff and Regan Smith, who claimed gold and silver, respectively.

    “I’ve overcome a mental hurdle,” Wan said. “I wasn’t very confident before, but standing on the podium at an international event has given me courage and helped me identify areas for improvement. I hope to go further in future competitions.”

    In the women’s 4×200-meter freestyle relay final, the Chinese team of Liu Yaxin, Yang Peiqi, Yu Yiting and Li Bingjie finished third behind Australia and the United States. Li, who previously won silver in the 200m and 400m freestyle, anchored the final leg.

    “This was my first time swimming the anchor leg,” Li said. “My teammates swam really well, so I just wanted to fight for the best possible result.”

    The men’s 100-meter freestyle final was one of the most anticipated races of the day. Popovici clocked a blistering 46.51 seconds, setting a new championship record and securing gold. Jack Alexy of the United States took silver, and Australia’s Kyle Chalmers earned bronze.

    Popovici’s time is the second-fastest ever in the event, just behind the world record of 46.40 seconds set by China’s Pan Zhanle at the Paris Olympics.

    “I’d give myself a 10 tonight,” Popovici said. “I’m not the kind of person who usually says something is perfect, but I think today really was.”

    In the men’s 200-meter individual medley final, France’s Leon Marchand, who broke the world record in the semifinals, won gold in 1:53.68. Shaine Casas of the U.S. took silver, and Hungary’s Hubert Kos earned bronze. China’s Wang Shun, the Tokyo 2020 Olympic champion, finished seventh.

    Reflecting on his eighth appearance at the world championships since 2011, Wang noted the rise in competition. “Especially at this edition, you can feel the level has risen a lot – perhaps because everyone refocused after the Olympics.”

    Canada’s Summer McIntosh set a new championship record in the women’s 200-meter butterfly, winning gold in 2:01.99. Regan Smith of the U.S. and Australia’s Elizabeth Dekkers rounded out the podium. China’s Yu Zidi narrowly missed a medal, finishing fourth.

    In semifinal action, Qin Haiyang advanced to the men’s 200-meter breaststroke final with the eighth-fastest time. Teammate Dong Zhihao finished 15th and did not advance. In the women’s 100-meter freestyle, Cheng Yujie qualified for the final with the fifth-fastest time; Wu Qingfeng placed 15th. In the women’s 200-meter breaststroke, Lyu Qinyao finished 10th and did not move on. Yu Jingming did not advance from the men’s 200-meter backstroke heats.

  • MIL-OSI China: 14 years on, veteran Wang still chasing elusive world title

    Fourteen years after making his debut at the World Aquatics Championships, China’s Wang Shun knows that winning a world title is becoming increasingly challenging. But the 31-year-old former Olympic champion is not ready to give up just yet.

    Wang, who captured gold in the 200m individual medley at the Tokyo 2020, finished seventh in Thursday’s final, clocking 1:57.92 – well off his personal best of 1:54.62 and slower than the 1:56.00 that earned him bronze at last year’s Paris Olympics.

    “I don’t think I was fully activated today,” Wang said. “I felt a bit soft overall. At the start, I didn’t push out strongly or decisively enough.”

    His journey on the world stage began in 2011 in Shanghai, where the 17-year-old Wang finished 18th in his signature event – the men’s 200m individual medley – as American Ryan Lochte set a then-world record of 1:54.00.

    That mark was shattered on Wednesday by France’s Leon Marchand, who clocked 1:52.69 in the semifinals, raising the bar even higher for the next generation.

    “It’s been an emotional journey,” Wang said. “Back in 2011, Lochte broke the world record – that was a benchmark for me to chase. Now in my eighth Worlds, Marchand breaks it again. There’s always someone ahead to catch up with. That’s what keeps us moving forward.”

    Marchand, just 23 years old, now holds both the 200m and 400m IM world records and has already secured four Olympic gold medals and six world titles.

    “First of all, congratulations to Marchand for breaking the world record – it’s an incredibly inspiring result,” Wang said. “It’s truly an unbelievable performance and really uplifting for all of us.”

    While Wang remains the only Asian man to have ever won Olympic gold in the 200m IM, a world title still eludes him. He previously earned bronze in the event at the 2015 Kazan and 2017 Budapest championships.

    “This is already my eighth World Championships,” Wang said. “Every time, I can feel how opponents and the field are evolving. Especially after last year’s Olympics, everyone seems to have stepped up. In the 200m IM, the overall level has risen really quickly. Sometimes I just have to sigh in awe – the rate of progress in this sport is incredibly fast.”

    Asked if he still dreams of winning a world title, Wang smiled. “Chasing dreams and staying passionate – that’s what matters most,” he said. “We need to face challenges, fatigue, and worry with courage, and keep a brave heart moving forward.”

    In a friendly match at Hong Kong’s Kai Tak Sports Park on Thursday, Tottenham Hotspur secured a 1-0 victory over Arsenal.

    Arsenal fielded a star-studded lineup, including Martin Odegaard, Bukayo Saka, Kai Havertz, and Declan Rice, while Tottenham featured key players such as Cristian Romero, Micky van de Ven, and Mohammed Kudus.

    The match began with Arsenal pressing forward, but Tottenham gradually found its rhythm and launched counterattacks. In the 28th minute, Wilson Odobert broke into the box and fired a shot that struck the post. Just before halftime, Pape Matar Sarr unleashed a stunning long-range lob to give Tottenham a 1-0 lead at the break.

    Arsenal intensified its attacks in the second half, creating several dangerous chances. After the 60th minute, both sides made multiple substitutions, with Tottenham’s Son Heung-min and Arsenal’s Viktor Gyokeres entering the game in the 77th minute.     Three instances of people attempting to remove flaming objects from their homes is prompting a stark warning from firefighters.
    In recent weeks, people have been badly burned after attempting to remove a dryer, a mattress and a burning pot of oil from their homes in three separate incidents in Dunedin.
    Fire and Emergency New Zealand Otago Risk Reduction Advisor Matt Jones says each incident had the potential to end in tragedy.
    “These people have sustained serious injuries, but we were fortunate to not be responding to fatal fires,” he says.
    “Let this be a reminder to people that if a fire is bigger than a football, then you can’t put it out. You must get out and stay out.
    “That means closing the door to the room if safe to do so, getting everyone out of the house and calling 111. Let the firefighters do their job and put the fire out safely.”
    Matt says the mattress fire was caused by a vape’s lithium-ion battery overheating while charging on the bed.
    “That caused a very intense, hot fire inside the mattress,” he says.
    “The person attempted to remove the mattress three times, but this put themselves and others in danger, not only from the fire, but from the toxic smoke being emitted.
    “Everything in that house can be replaced, except for the people inside. People should never risk their lives to save their property – it’s just not worth it.”
    Matt says to complicate matters further, the property also did not have working smoke alarms.
    “It was just fortunate the person arrived home when they did as there was another person asleep inside the house at the time,” Matt says.

  • MIL-OSI China: West Ham’s Paqueta cleared of spot-fixing charges

    West Ham United’s Brazilian international midfielder Lucas Paqueta has been cleared of betting charges by an independent commission.

    The 27-year-old had faced a potential lifetime ban from football following an investigation into his conduct opened by the Football Association (FA) in August 2023, leading to formal charges in May 2024.

    The charges against him were related to Premier League matches between West Ham and Leicester City on 12 November 2022, as well as 2023 fixtures against Aston Villa on 12 March, Leeds United on 21 May and Bournemouth on 12 August.

    Paqueta was accused of intentionally provoking yellow cards “for the improper purpose of affecting the betting market.” While he was not alleged to have personally placed bets, the FA claimed members of his family and friends placed approximately 60 small-stakes bets related to the bookings.

    However, the commission found Paqueta guilty of failing to co-operate with the investigation and stated it would “decide on an appropriate sanction” for this offence separately.

    Despite this lesser charge, Paqueta celebrated the dismissal of the core betting allegations.

    “Since the first day of this investigation, I have maintained my innocence against these extremely serious accusations.

    “I can’t say anything more at this time, but I would like to express how grateful I am to God and how eager I am to return to playing football with a smile on my face.

    “To my wife who never let go of my hand, to West Ham United, to the fans who always cheered me on, and to my family, friends and the legal team who have supported me – thank you for everything,” he said on the West Ham website.

    West Ham United Vice-Chair Karren Brady also welcomed the outcome: “We are pleased Lucas has been cleared. He has maintained his innocence from the outset, and as a club we have resolutely stood by him and supported him throughout the process.”

    “Despite the incredible pressure on him, Lucas has performed week in and week out for the club, always giving everything. It has been a difficult time for Lucas and his family, but he has remained absolutely professional throughout, and he is now looking forward to drawing a line under this episode, as is everyone at West Ham United,” she commented.

  • MIL-OSI China: Slovenia stun defending champion France in VNL quarters

    Defending champion France failed to advance to the semifinals after a 3-1 loss to Slovenia in the quarterfinals of the 2025 FIVB Men’s Volleyball Nations League (VNL) Finals on Thursday.

    The teams had split previous encounters, with two-time Olympic gold medalist France sweeping Slovenia 3-0 during the Burgas leg of the VNL in late June. However, Olympic debutant Slovenia edged host France 3-2 in a group match at the Paris Olympics last year.

    The opening set was tightly contested. With the score tied at 12-12, Slovenia went on a strong serving run, scoring four straight points to pull ahead and eventually take the set 25-22.

    France responded in the second set with improved attack efficiency and strong execution, quickly building a comfortable lead and evening the match with a 25-15 win.

    Momentum shifted again in the third set as France’s unforced errors piled up. Slovenia capitalized with a decisive 12-4 run to win the set 25-19.

    Facing elimination, France continued to struggle in the fourth set, while Slovenia maintained its rhythm and confidence to close out the match 25-18. The victory sets up a semifinal clash between Slovenia and Italy.

    “We have to improve on a lot of things,” said French captain Benjamin Toniutti. “Our reception wasn’t good, and we made a lot of mistakes in serving. It just wasn’t our day. We’ll go back to France and work hard to prepare for the World Championship.”

    Slovenian captain Jan Kozamernik praised his team’s composure. “I think today we showed the right attitude, how we stood on the court. And we were really decisive in the important moments. When we had the chances, we took the chances.”

    “It was unexpected for sure, even for us,” added outside hitter Rok Mozic. “But we came from a good position, without pressure. We don’t want to stop. We have two more games in front of us, and for sure we want to go home with a medal.”

    In Thursday’s other quarterfinal, world No. 1 Poland defeated Japan 3-0 (25-23, 26-24, 25-12) and will face Brazil in Saturday’s semifinal.

Today,U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, blocked an attempt on the Senate floor by Senator Mike Lee (R-UT) to pass a package of public lands bills that excluded Senator Murray’s Wild Olympics Wilderness & Wild and Scenic Rivers Act, legislation with widespread grassroots support in Washington state from a broad coalition that includes Republican and Democratic elected officials, local businesses and economic leaders, Tribes, hunters, fisherman, conservationists, outdoor industry groups, farms, loggers, and countless others. Senator Murray made clear she would be glad to consider a revised package that did include her Wild Olympics legislation.

    The Wild Olympics Wilderness & Wild and Scenic Rivers Act would permanently protect more than 126,500 acres of Olympic National Forest as wilderness and 19 rivers and their major tributaries—a total of 464 river miles—as Wild and Scenic Rivers. Designed through extensive community input to conserve ancient forests and pristine rivers, protect clean water and salmon habitat, and enhance outdoor recreation, the legislation would set aside the first new wilderness on Olympic National Forest in over four decades and the first-ever protected wild and scenic rivers on the Olympic Peninsula. Senator Murray most recently reintroduced the legislation alongside Representative Emily Randall (D, WA-06) in May. The legislation has passed the House with bipartisan support several times before and passed the Senate Energy and Natural Resources Committee last Congress for the first time in the bill’s history.

    Senator Murray’s remarks, as delivered on the Senate Floor, are below:

    “Mr. President, reserving the right to object, and I appreciate the senator from Utah being here tonight to offer this package. But I believe there needs to be a more bipartisan and thoughtful way to consider how we protect the future of our public lands.

    “For example, the legislation that the senior senator from Utah wants to pass tonight does not include my Wild Olympics bill. Now, this is a bill that will help to preserve the wild and scenic rivers of the Olympic Peninsula, that has very strong support from Democrats and Republicans in my state.

    “There is a strong nonpartisan coalition of support for this bill: from Tribes, hunters, fisherman, conservationists, and even loggers.

    “And that is because my bill supports the Peninsula economy, and ensures continued access to our world-class outdoor recreation on the Olympic Peninsula, and it conserves critical habitat for salmon and water resources for our very rural communities.

    “Moreover, this bill has passed the House several times now with bipartisan support. In fact, Mr. President, I have been working on this for well over a decade to build support and consensus around this bill.

    “It is a carefully drafted, it’s a thoughtful piece of legislation and the grassroots support for this bill has only grown over the years. That is exactly the kind of bill which should be included in a bipartisan public lands package.

    “I would invite the Senior Senator of Utah to visit the land this bill covers to help protect our Olympic National Forest. I think you would find out why I am here tonight objecting to this because it doesn’t include it.  I want the senator from Utah to know, my door is always open.

    “I hope in the future we can work together in drafting a public lands bill that does include legislation like my Wild Olympics bill.

    Prime Minister Narendra Modi on Friday invited citizens across the country to share their ideas and suggestions for this year’s Independence Day address.

    In a post on X, PM Modi urged the public to contribute their thoughts via the open forums on MyGov.in and the NaMo app.

    “As we approach this year’s Independence Day, I look forward to hearing from my fellow Indians! What themes or ideas would you like to see reflected in this year’s Independence Day speech? Share your thoughts on the Open Forums on MyGov and the NaMo App,” the Prime Minister wrote.

    As per tradition, the Prime Minister of India hoists the national flag at the Red Fort in Delhi and addresses the nation every year on August 15.

    Last year, on India’s 78th Independence Day, PM Modi’s speech focused on the theme ‘Viksit Bharat @2047’, which outlines the Government’s vision to transform India into a developed nation by 2047.

    The Prime Minister also spoke on various key issues, including Atmanirbhar Bharat (self-reliant India), improving ease of living, the role of women in the Air Force, tackling nepotism in politics, the safety of Bangladeshi Hindus, the idea of a uniform civil code, and India’s aspirations to host the 2036 Olympics.

    Continuing the ceremonial traditions, the Prime Minister also paid tribute to Mahatma Gandhi at Raj Ghat and received a ‘Rashtriya Salute’ after hoisting the national flag. Last year, the salute was presented by the Punjab Regiment’s military band, which included one JCO and 25 other ranks, led by Subedar Major Rajinder Singh.

    Operational performance

    Group revenue reached 4,020 million euros in the first half 2025, reflecting a 17.4% organic decline compared to the first half of 2024, driven by 2024 contract losses and voluntary contract exits, especially in the Atos Strategic Business Unit (SBU) in the United States and the United Kingdom, as well as overall soft market environment. The Atos SBU generated revenue of 3,603 million euros, down 17.9% organically compared to the first half of 2024. The Eviden SBU revenue was down 11.9% compared to the first half of 2024, to 417 million euros in the first half of 2025.

    Group operating margin reached 113 million euros in the first half of 2025, representing an organic 15% increase compared to the first half of 2024 and 2.8% of revenue (compared to 2.0% in the first half of 2024), despite a 845 million revenue decline year-on-year. This performance demonstrates the initial benefits of the cost reduction measures engaged since the beginning of the year, especially in the Atos SBU where the operating margin improved 18% year-on-year. The Eviden SBU profitability was lower than last year, as expected, due to a strong seasonality throughout the year.

    Disclosure in this section represents the revised reporting structure of Atos Group, following the implementation of the new organization in the first half 2025 reporting period. These are those that will be presented in the consolidated financial statements for the first half of 2025, which will be included in the 2025 half year report. Atos has identified Atos France, Atos BNN Benelux & the Nordics, Atos UK&I, Atos USA & CA, Atos GACE, Atos IM, Atos Global Delivery Centers, Eviden and Global Structures as the operating segments, mirroring the internal reporting structure. This reflects the review, management and assessment of the group’s operating results by Group Management following the implementation of the new organization.

    Atos – Germany, Austria & Central Europe revenue was 767 million euros in the first half of 2025, representing a 7.6% organic decline compared to the first half of 2024 with a significant ramp down from a couple of large clients who implemented insourcing strategies. It also stemmed from managed exits from low profitability contracts. That was partially offset by successful fertilization and cross selling at existing clients.

    Operating margin improved by 140 basis points year-on-year despite the non-recurring treatment of some reorganization expenses in the first half of 2024. It reached breakeven in the first half of 2025 thanks to the restructured delivery of existing contract portfolio and benefits from cost-saving initiatives.

    Atos – USA & Canada revenue decreased by 284 million euros year-on-year on a proforma basis. This was driven essentially by 2024 large contract completions and ramp-downs as well as an uncertain macro and political environment. Churn on small size contracts was more than offset by growing activity at existing clients and new contracts during the period.

    Operating margin improved 60 basis points compared to the first half of 2024 despite the material impact from revenue fall thru, thanks to the Genesis-led margin optimization actions already in place. It stood at 70 million euros in the first half of 2025.

    Atos – France revenue reached 591 million euros in the first half of 2025, down 10.8% organically from the first half of 2024, due to high exposure to the recently muted public sector and the impact of financial restructuring on client perception in 2024.

    Operating margin improved by 80 basis points year-on-year thanks to the benefit of cost-cutting initiatives on indirect costs, an improved billability rate despite revenue decline and improving low profitability contract management, quality of delivery and automation.

    Atos – UK & Ireland revenue reached 583 million euros in the first half of 2025, down 29% organically year-on-year mostly as a result of planned large public sector BPO contracts completion in the fourth quarter of 2024.

    Operating margin improved 280 basis points compared to the first half of 2024. In absolute terms, it was stable year-on-year despite the sharp decrease in revenue, thanks to the restructuring of low profitability contracts, successful delivery of new business and an already visible impact from cost-saving initiatives.

    Atos – International Markets revenue was down 16% organically in the first half of 2025, to 561 million euros, mostly driven by softer performance in Asia Pacific, Switzerland and Major events that had benefited from the Olympics in the first half of 2024. That was partially offset by growing revenues in South America.

    Operating margin improved by 240 bps compared to the first half of 2024 and reached 46 million euros in the first half of 2025 (up 7 million year-on-year). The contribution from lost revenue was more than offset by improved productivity, benefits from the Genesis transformation plan and lower one-off costs year-on-year with Olympics-related marketing costs incurred in the first half of 2024.

    Atos – BNN, Benelux and the Nordics revenue stood at 402 million euros in the first half of 2025, down 5.4% organically compared to the first half of 2024 with churn partially offset by growing activity at existing clients.

    Operating margin turned positive in the first half of 2025, to 23 million euros, or 5.6% of revenues. This was driven by the ramp up of higher profitability contracts and positive contribution from the Genesis action plan and continued positive service and project delivery.

    Eviden revenue was 417 million euros in the first half of 2025, down 11.9% organically year-on-year, driven by the anticipated strong seasonality in Advanced Computing (down 10.9% compared to the first half of 2024).
    Operating margin was –33 million euros, compared to -30 million euros in the first half of 2024 again, due to the seasonality in Advanced Computing. Significant revenue and profit recognition is expected in the fourth quarter of 2025. On a full-year basis the business unit is expected to generate positive operating margin.

    Global Structures costs stood at -57 million euros in the first half of 2025, compared to -45 million euros in the first half of 2024, due to the non-recurring treatment of reorganization costs in the first half of 2024 and the UEFA marketing costs incurred centrally in the first half of 2025.

    Update on the Genesis plan execution

    At the Capital Markets Day that was held on May 14, 2025, the Group unveiled “Genesis”, its strategic and transformation plan for the next 4 years. It includes 22 workstreams regrouped under 7 pillars:

    • Growth
    • Human Resources
    • Countries review
    • Portfolio review
    • Gross Margin
    • Cost review
    • Cash

    During the first half of 2025 significant progress was achieved, including the following:

    • Growth transformation: it has now passed the initial phase with a new growth and sales teams operating model deployed in all geographies and centrally. That included the right sizing and upskilling of the teams and sales enablement initiatives as well as prioritization to ensure frontline excellence and support future growth ambition. With that, processes were streamlined and optimized, enabling the sales force to concentrate efforts on meeting client needs. It is anticipated to yield results from the second half onwards
    • Countries review: to sharpen the geographical focus as announced in the Capital Markets Day, the Group exited one country and formally launched disposal processes for additional non-core countries
    • Contract portfolio review: in the first half of 2025, the Group reduced its exposure to low margin contracts (ie contracts with a project margin below 5%) to only three significant ones (vs seven at the end of 2024), and totaling a c.16 million euros negative impact on operating margin compared to c.52 million euros in the first half of 2024
    • Delivery and G&A optimization: the billability rate improved from 76% to 79% during the first half, and the General & Administrative cost base was reduced by 10% compared to the same period last year. Overall, over 50% of the 3-year restructuring envelope of 700 million euros was incurred at the end of June. The total headcount was 69,597 at the end of the period

    Order entry and backlog

    Commercial activity

    Order entry reached €3.3 billion in H1 2025, slightly lower than the reported H1 2024 level, due to:

    • Muted commercial activity in France where significant organizational changes are being implemented to improve commercial efficiency, enrich our offering and secure long term business performance. All other regions delivered roughly flat or growing order entry in the first half of the year
    • The soft market environment observed in the last few months

    Book-to-bill ratio was 83% in the first half of 2025, up from 73% in the same period of 2024. Main contract signatures in the second quarter of 2025 included two 4+ years Digital workplace deals totaling 140 million euros (of which 100 million euros in North America and 40 million euros in the UK), a 5+ years 80 million euros mainframe deal with a North American wholesaler of technology products, a 4+ years 50 million euros Cybersecurity contract in the public sector in Belgium, and two 3+ years digital applications contracts in Europe for a cumulative amount of 90 million euros with a consumer goods player on one side and a public sector body on the other.

    Backlog & commercial pipeline

    At the end of June 2025, the full backlog reached €12 billion representing 1.5 years of revenue.
    The full qualified pipeline amounted to €4.1 billion at the end of June 2025, representing 6.1 months of revenue.

    Net income

    OOI
    Other operating income and expenses amounted to –566 million euros in the first half of 2025, compared to –1,819 million euros in the first half of 2024. It mostly included restructuring and other non-recurring charges in relation to the Genesis transformation plan, as well as litigation provisions.

    Financial income
    Net financial expense was -202 million euros in the first half of 2025, compared to -175 million euros in the first half of 2024, reflecting the new debt structure of the Group and the fair value adjustment of the net debt.

    Tax
    Tax charge stood at -41 million euros in the first half of 2025, compared to -62 million euros in the first half of 2024.

    Net result group share
    As a result of the above net result Group share was a loss of –696 million euros in the first half of 2025, compared to a loss of –1,941 million euros in the first half of 2024.

    Free cash flow

    Free cash flow for the period stood at –96 million euros for the period excluding changes in working capital actions (WCA), reflecting the following items:

    • Operating margin before depreciation and amortization (OMDA) of 309 million euros
    • Capex of –93 million euros, or 2.3% of revenues
    • Leases of –122 million euros
    • Change in working capital requirement (excluding WCA) of 167 million euros, mostly driven by lower activity in the first half of 2025
    • Cash restructuring of –154 million euros, in relation to the Genesis transformation plan
    • Tax paid of -13 million euros
    • Net cash cost of debt of –80 million euros, including 18 million euros of financial income
    • Other items for –109 millions, that included litigation and onerous contracts

    Net debt and debt covenants

    At June 30, 2025, net debt was 1,681 million euros (746 million euros including IFRS 9 debt fair value adjustment), compared to 1,238 million euros as of December 31, 2024 (275 million euros including IFRS 9 debt fair value adjustment), and mainly consisted of:

    • Cash and cash equivalents for 1,364 million euros
    • Borrowings for 3,057 million euros (nominal value, excluding PIK) or 2,186 million euros including IFRS 9 fair value adjustment and PIK

    The new credit documentation requires the Group to maintain:

    • from 31 March 2025, a minimum liquidity level of €650 million, to be verified at the end of each financial quarter
    • from 30 June 2027, as from each half-year end, a maximum level of financial leverage (“Total Net Leverage Ratio Covenant”), which is defined as the ratio of Financial indebtedness (mainly excluding IFRS 16 impacts and IFRS 9 debt fair value treatment) to pre-IFRS 16 OMDA; the ceilings thus applicable will be determined no later than 30 June 2026 with reference to a flexibility of 30% in relation to the Business Plan adopted by the Group at that time; these ceilings will in any event remain between 3.5x and 4.0x.

    As of June 30, 2025, the Group financial leverage ratio (as defined in glossary) was 4.0x.

    Outlook

    The Group confirms its full year 2025 targets:

    • c. 8.5 billion euros revenue3
    • around 4% operating margin
    • net change in cash4 before debt repayment of c. -350 million euros

    The long-term financial trajectory also remains unchanged.

    In 2026, the Group expects to generate positive organic growth and net change in cash4 before debt repayment and M&A.

    In 2028, with the assumption of a disposal of Advanced Computing in FY 2026 and a progressive reduction of its geographic footprint, the Group expects:

    • to grow revenues organically to between 8.5 and 9 billion euros, representing a 5-7% CAGR between 2025 and 2028. Strategic, targeted and disciplined M&A could further increase revenue to up to 9 to 10 billion euros
    • to reach an operating margin of around 10%, supported by cost reduction measures and structural visible growth, partially offset by an acceleration of R&D investments
    • to achieve a leverage ratio below 1.5x net debt/OMDAL5. On the path to an investment grade rating, the Group expects to achieve a BB profile in 2027

    Sale of Advanced Computing

    On July 31, 2025, Atos Group signed a share purchase agreement with the French State for the sale of its Advanced Computing business, excluding Vision AI activities, for an enterprise value (EV) of €410 million, including €110m earn-outs that are based on profitability indicators for fiscal years 2025 (€50 million potential earn-out that should be paid upon closing) and 2026 (€60 million additional potential earn-out). This EV is in line with the confirmatory offer received from the French State on June 2, 2025 which has been approved by Atos Group Board of Directors.

    Atos Advanced Computing business regroups the High-Performance Computing (HPC) & Quantum as well as the Business Computing & Artificial intelligence divisions. The transaction perimeter is expected to generate revenue of circa €0.8 billion in 2025.

    The French State will become the new shareholder of these activities, further supporting the business and its development over the long term.

    Social processes for the signing of the SPA agreement are closed. The transaction is expected to close over H1 2026 once the carveout is completed and relevant authorizations have been received.

    Interim condensed consolidated financial statements

    Atos Group Board of Directors in its meeting held on July 31, 2025, has reviewed the Group interim condensed consolidated financial statements closed at June 30, 2025. The Statutory Auditors have completed their usual limited review of the half-year condensed consolidated financial statements and issued their unqualified report.

    Glossary

    Operational capital employed: Operational capital employed comprises net fixed assets and net working capital but excludes goodwill and net assets held for sale.

    Current and non-current assets or liabilities: A current and non-current distinction is made between assets and liabilities on the consolidated statement of financial position. Atos has classified as current assets and liabilities those assets and liabilities that Atos expects to realize, use or settle during its normal cycle of operations, which can extend beyond 12 months following the period end. Current assets and liabilities, excluding the current portion of borrowings, lease liabilities and provisions, and current financial instruments represent the Group working capital requirement.

    DSO: (Days of Sales Outstanding). DSO is the amount of trade accounts receivable (including contract assets) expressed in days of revenue (on a last-in, first-out basis). The number of days is calculated in accordance with the Gregorian calendar.

    Organic growth: Organic growth represents the percent growth of a unit based on a constant scope and exchange rates basis.

    CAGR: The Compound Annual Growth Rate reflects the mean annual growth rate over a specified period of time longer than one year. It is calculating by dividing the value at the end of the period in question by its value at the beginning of that period, raise the result to the power of one divided by the period length, and subtract one from the subsequent result. As an example:

    2019-2021 revenue CAGR = (Revenue 2021 / Revenue 2018) (1/3) -1

    Operating margin: Operating margin equals to External Revenues less personnel and operating expense. It is calculated before Other Operating Income and Expense as defined below.

    Other operating income and expense: 

    Other operating income and expense include:

    • the amortization and impairment of intangible assets recognized as part of business combinations such as customer relationships, technologies and goodwill
    • when accounting for business combinations, the Group may record provisions in the opening statement of financial position for a period of 12 months beyond the business combination date. After the 12-month period, unused provisions arising from changes in circumstances are released through the income statement under “Other operating income and expense”
    • the cost of acquiring and integrating newly controlled entities, including earn out with or without presence conditions
    • the net gains or losses on disposals of consolidated companies or businesses
    • the fair value of shares granted to employees including social contributions
    • the restructuring and rationalization expense relating to business combinations or qualified as unusual, infrequent and abnormal. When a restructuring plan qualifies for Other operating income and expense, the related real estate rationalization & associated costs regarding premises are presented on the same line
    • the curtailment effects on restructuring costs and the effects of plan amendments on defined benefit plans resulting from triggering events that are not under control of Atos management
    • the net gain or loss on tangible and intangible assets that are not part of Atos core-business such as real estate
    • other unusual, abnormal and infrequent income or expense such as major disputes or litigation.

    Gross margin and indirect costs: Gross margin is composed of revenue less the direct costs of goods sold. Direct costs relate to the generation of products and/or services delivered to customers, while indirect costs include all costs related to indirect staff (defined hereafter), which are not directly linked to the realization of the revenue. The operating margin comprises gross margin less indirect costs.

    EBITDA (Earnings Before Interest, Tax, Depreciation and Amortization): for Atos, EBITDA is based on Operating Margin less non-cash items and is referred to as OMDA (Operating Margin before Depreciation and Amortization).

    OMDA (Operating Margin before Depreciation and Amortization) is calculated as follows:

    Operating margin:

    • less – Depreciation of fixed assets (as disclosed in the “financial report”)
    • less – Depreciation of right of use (as disclosed in the “financial report”)
    • less – Net charge (release) of provisions (composed of net charge of provisions for current assets and net charge of provisions for contingencies and losses, both disclosed in the “financial report”)
    • less – Net charge (release) of provisions for pensions (as disclosed in the “financial report”).

    OMDAL: OMDA – lease repayments.

    Gearing: The proportion, expressed as a percentage of net debt to total shareholders’ equity (Group share and minority interests).

    Interest cover ratio: Operating margin divided by the net cost of financial debt, expressed as a multiple.

    Leverage ratio: Net debt (before changes in working capital actions and IFRS 9 fair value adjustment) / OMDAL rolling 12-months.

    Operating income (loss): Operating income (loss) comprises net income (loss) before deferred and current income taxes, net financial income (expense), and share of net profit (loss) of equity-accounted investments.

    Cash flow from operations: Cash flow coming from the operations and calculated as a difference between OMDA, net capital expenditures, lease payment and change in working capital requirement.

    Net cash or net debt: Net cash or net debt comprises total borrowings (bonds, short term and long-term loans, securitization and other borrowings), short-term financial assets and liabilities bearing interest with maturity of less than 12 months, less cash and cash equivalents. Liabilities associated with lease contracts and derivatives are excluded from the net debt.

    Free Cash Flow (FCF): The Free Cash Flow represents the change in net cash or net debt, excluding capital increase, share buyback, dividends paid to shareholders and non-controlling interests, net acquisition or disposal of companies.

    Earnings (loss) per share (EPS): Basic EPS is the net income (loss) divided by the weighted-average number of common shares outstanding during the period. Diluted EPS is the net income (loss) divided by the diluted weighted-average number of common shares for the period (number of shares outstanding + dilutive instruments with dilutive effect).

    Revenue: Revenue related to Atos’ sales to third parties (excluding VAT).

    TCV (Total Contract Value): The Total Value of a Contract at signature (prevision or estimation) over its duration represents the firm order and contractual part of the contract excluding any clause on the decision of the client, as anticipated withdrawal clause, additional option or renewal.

    Order entry/bookings: The TCV, orders or amendments signed during a defined period. When an offer is won (contract signed), the total contract value is added to the backlog and the order entry is recognized.

    Book-to-bill: The Book-to-Bill is the ratio expressed in percentage of the order entry in a period divided by revenue of the same period.

    Backlog/Order cover: The value of signed contracts, orders and amendments that remain to be recognized over their contract lives.

    Pipeline: The value of revenues that may be earned from outstanding commercial proposals issued to clients. Qualified pipeline applies an estimated percentage likelihood of proposal success.

    Direct Staff: Direct staff includes permanent staff and subcontractors, whose work is billable to a third party.

    Indirect staff: Indirect staff includes permanent staff or subcontractors, who are not billable to clients. Indirect staff is not directly involved in the generation of products and/or services delivered to clients.

  • MIL-OSI United Kingdom: Football Fans Reminded of Restricted Parking Zone

    With the Premiership season kicking off this weekend, football fans are being reminded that a restricted parking zone will be in operation around Dens and Tannadice parks on matchdays. 

    Dundee FC will play Hibernian on Sunday (Aug 3), and the council is advising supporters that parking attendants will issue penalty charge notices to vehicles parked illegally in the zone which do not have an exemption. 

    The match day scheme covers an area bounded by Dens Road, Caird Avenue, Clepington Road, Court Street North and Arklay Street and includes around 1400 properties.   

    An order banning parking by non-residents is in effect on match days, but residents and blue badge holders will still be able to use the streets.  

    Under the scheme parking attendants have “an allow-list” to identify vehicles that are permitted to be within the area when matches are being played.

    City council depute convener of Fair Work, Economic Growth and Infrastructure Cllr Siobhan Tolland said: “This scheme was brought in two years ago and followed consultation with local residents. 

    “The city’s football grounds are uniquely situated closely together in a residential area and we are aware of the problems that were caused by football parking for those living near the grounds. 

    “I would ask football fans to pay attention to the road signage which informs them they are entering a restricted parking zone and the times when it is in effect.”

    The King has approved the nomination of Trustees of the Board of the Churches Conservation Trust.

    The King has approved the nomination of Bishop Andrew Rumsey, Dr Ingrid Samuel OBE, Lord (Stephen) Parkinson of Whitley Bay, Michael Bithell JP, Vivienne King and Reverend Canon Timothy Goode.

    Andrew Rumsey read history at the University of Reading before training for ordination at Ridley Hall, Cambridge and doctoral studies at King’s College, London. Ordained in 1997, he has held a variety of parish posts in London and Southwark and was appointed Suffragan Bishop of Ramsbury in 2018. Andrew is the joint National Church of England Lead for Church and Cathedral Buildings, and is a writer, musician and champion for Anglican heritage.

    Dr Ingrid Helene Samuel OBE was educated at McGill University, Canada, obtaining BA in History, she then gained a M Litt and PhD in Modern History at Jesus College, Cambridge. In 2004 Ingrid was Head of Culture for the London Olympic Bid and between 2005 – 2011 has held several roles in the Department for Culture, Media and Sport including Head of Properties and Ceremonial Branch, Head of Heritage, and Head of Heritage and Architecture. Additionally, in 2011 she took up the role of Placemaking and Heritage Director with the National Trust.

    Lord Parkinson of Whitley Bay was educated at Emmanuel College, Cambridge, obtaining an MA in History. From 2021-2024 Stephen was Parliamentary Under-Secretary of State, Department for Culture, Media & Sport, and previously was Political Secretary to the Prime Minister and Special Adviser to the Home Secretary.

    Michael Bithell JP was educated at Magdalen College, Oxford, completing a MA in Engineering Science and post-graduate studies in Manufacture and Management at Cambridge University. Now retired, Michael was Group Finance Director of United Westminster and Grey Coat Foundation from 2015 to 2022. Previously, he worked for Deloitte LLP for 23 years, as Director, National Quality & Risk; and Director, Corporate Finance Government & Infrastructure. He has a number of voluntary and non-executive positions, including as a member of London Diocesan Synod, Finance Committee and Non-Property Investment Committee, as a Magistrate and an Honorary Steward of Westminster Abbey.

    Vivienne King was educated at Keele University obtaining a BSoc Sci in Law and Politics in 1983, subsequently completing a Legal Practice Course at the College of Law in 1985. In 2010 and 2012 she completed a Corporate Finance Programme with Cranfield University and in 2021 undertook Business Sustainability Management with the University of Cambridge Institute for Sustainability Leadership. After seven years as Real Estate Associate with Herbert Smith Freehills, Vivienne joined The Crown Estate in 1994 as a Senior Solicitor and was subsequently Director of Business Operations & General Counsel. She was CEO of the Soho Housing Association from 2016 to 2020, CEO of Revo and then Head of Real Estate Social Impact at The Good Economy. In March 2024 Vivienne founded Impactful Places, an independent sustainability consultancy.

    Timothy Goode has been the Canon for Congregational Discipleship and Nurture at York Minster since September 2023. Previously he was Rector of St Margaret’s Lee in South East London, and a member of General Synod and Archbishops’ Council. Tim is a member of the National Disability Task Group, which advises the Archbishops of Canterbury and York on disability issues and he led the first debate on disability at the General Synod in July 2022. Tim was a secondary school teacher at the Roehampton Institute and Director of Music of Homefield School from 1995-2007. He trained for ministry at Ripon College Cuddesdon and served his title at Croydon Minster, in the Diocese of Southwark and was ordained priest in 2010. From September 2012 to May 2018, he was Team Vicar of St Luke’s Whyteleafe and St Peter and St Paul, Chaldon, part of the Caterham Team ministry. From 2013 to 2021 he was additionally the Southwark Diocesan Disability Advisor. Tim was made an Honorary Canon of Southwark Cathedral in September 2020 and has been a trustee of the Churches Conservation Trust since November 2020. He has now been re-appointed in the role for a second term until October 2028.

  • ENG vs IND: Chris Woakes ruled out of remainder of 5th Test with shoulder injury

    England seamer Chris Woakes has been ruled out of the remainder of the fifth and final Test of the Anderson-Tendulkar Trophy against India after injuring his left shoulder on Day 1 at The Oval, the England and Wales Cricket Board (ECB) confirmed on Friday.

    In a statement, the ECB said: “Chris Woakes will continue to be monitored throughout the remainder of the Fifth Test at The Kia Oval, following a left shoulder injury sustained on day one of the match against India. At this stage, the injury has ruled him out of any further participation in the Test. A further assessment will be conducted at the conclusion of the series.”

    The injury occurred during the 57th over of India’s first innings when Woakes, fielding at long-off, dived to stop a boundary hit by Karun Nair. He landed awkwardly on his left shoulder and remained on the ground clutching it before walking off with his arm in a makeshift sling.

    Before leaving the field, Woakes had bowled 14 overs and returned figures of 1/46. His absence compounds England’s injury concerns, with captain Ben Stokes already ruled out of the series decider due to a shoulder injury.

    Woakes, 35, has been a mainstay of England’s bowling attack this series and is one of only two seamers—alongside India’s Mohammed Siraj—to have featured in all five Tests. He has bowled 181 overs across the series, picking up 11 wickets at an average of 52.18.

    With Woakes sidelined, England’s bowling attack is left short on experience. The rest of the seamers in the squad have a combined total of just 18 Test caps.

    Fit and Fed on tour in Central Park

    Throughout August, parks and green spaces in Plymouth will be filled with fun, free activities for families.

    These events are a great opportunity to keep kids entertained during the summer holiday while also finding out more about the support that’s on offer for parents and carers across the city.  

    The popular Fit and Fed programme will go on tour every Tuesday during August, taking place from 10am to 2pm:

    • Victoria Park on Tuesday 5 August
    • Ernesettle Green on Tuesday 12 August
    • Tothill Park on Tuesday 19 August
    • Central Park on Tuesday 26 August.

    Hundreds of free healthy lunches will be available for children at each event, offered on a first come, first served basis.

    Organised by Plymouth Active Leisure and Plymouth City Council with support from Plymouth Argyle Community Trust and St John’s Ambulance, Fit and Fed on Tour features a huge range of activities for children to enjoy.

    This includes inflatables, slime making, scrap art sessions, cycling, mini golf and archery. Local organisations such as Peninsula Dental School and Plymouth Libraries will also be on hand with games, activities and lots of advice and guidance for parents and carers.

    Councillor Sue Dann, Cabinet Member for Sport and Leisure, said: “Fit and Fed is a lifeline for many families during the summer holidays. It’s about making sure children have access to healthy food, safe spaces to play, and opportunities to stay active and engaged.

    “I’m delighted that we’re working with Plymouth Active Leisure to take Fit & Fed on tour once again this year so that even more families can access support right in the heart of their communities.”

    Plymouth Family Hubs will then be hosting ‘Play and Beyond’ events on Wednesdays throughout August, which also take place between 10am and 2pm:

    • Devonport Park on Wednesday 6 August
    • Hillcrest Park (near Hillcrest Close) in Plympton on Wednesday 13 August
    • Freedom Fields Park on Wednesday 20 August
    • Bond Street Park in Southway on Wednesday 20 August
    • Deans Cross Playing Fields in Plymstock on Wednesday 27 August.

    The Family Hubs teams from Barnardo’s, Action for Children and LARK will be on hand at these events providing fun activities for children of all ages, including face painting, bouncy castles, football, STEM activities and storytelling sessions.

    There will also be lots of advice available about infant feeding and learning activities to try at home with younger children. Young parents can also find out more about the local support available to them.

    Staff will also be on hand to showcase all the support on offer at your local Family Hub, including parenting workshops, courses and more.

    Councillor Jemima Laing, Cabinet Member for Children’s Social Care said: “We’re really excited to be bringing free, family-friendly fun to local communities across Plymouth this August.

    “These events are a brilliant way to keep children active and entertained during the summer holidays, while also connecting parents and carers with the fantastic support available to them.”

    Plymouth Family Hubs are also hosting free pop-up sessions with lots of activities and storytelling at The Little Box, outside The Box on Tavistock Place. All families are welcome, but the activities are aimed at pre-school age children. The sessions will include ideas for activities that parents and carers can try at home with their children.

    Drop in to the sessions anytime between 9.30am and 3pm, with stories at 10am, 11.30am and 1pm, every weekday from 4 to 8 August and 11 to 15 August.

    The Lord Mayor, Alderman Stephen Moutray was joined by Councillor Kyle Savage and Cllr Kate Events to host a Civic Reception for Members of Portadown Golf Club to mark the Club’s 125th Anniversary.

    At the Civic Reception the Lord Mayor on behalf of Council congratulated everyone involved with the Club on their commitment and effort to keep the club thriving through the years, from the Committee to the players, staff, volunteers and everyone in the golfing community.  Council was then thanked for the reception by Captain Mark Jones.

    In a few weeks on 12th August 2025 Carleton Street Orange Hall in Portadown will mark its 150th Anniversary, and last evening the Lord Mayor, Alderman Stephen Moutray, along with Alderman Ian Burns, Councillor Kyle Moutray and Councillor Julie Flaherty received representatives from each of the groups who meet in the Hall for a Civic Reception in Craigavon Civic Centre to mark the anniversary.

    The Lord Mayor welcomed all present and mentioned each of the Lodges and organisations who are based in Carleton Street Orange Hall.  One of which is the Portadown Heritage Tours Association who have produced an anniversary booklet giving a detailed history of the Hall.

    As well as the different organisations the Lord Mayor also mentioned the Jones family who lived in the hall when Mr Rab Jones was Caretaker.    He wished the whole of the Carleton Street Orange Hall Community the very best as they cherish their Hall for many more years to come.

    With a week to go until Rock ‘n’ Roll stars Oasis arrive in Edinburgh, we’ve released advice for residents, businesses, and visitors.

    The sold-out shows taking place at Scottish Gas Murrayfield on Friday 8, Saturday 9 and Tuesday 12 August mark the band’s first appearance in the Capital since 2009 and are expected to draw Supersonic crowds of up to 210,000 fans over the three nights.

    And we won’t just Roll with it. To keep the city running smoothly for everyone, planning has been underway for some time in collaboration with our partners. As the fans Slide Away, we will be making sure key areas surrounding Murrayfield will be tidied up all three nights after each show. We will also be dedicating extra litter collectors for Roseburn Park.

    City of Edinburgh Council Leader Cllr Jane Meagher, said:

    Excitement is building in Edinburgh for Oasis Live 25 as it’s our turn to witness rock history. With all of our partners in the city we’ve been planning for this for some time to make sure we’re ready to welcome thousands of Oasis fans over three nights.

    There will be extra trains, trams, and buses to accommodate concert goers, along with those attending our summer festivals. With this in mind we urge you to plan ahead.

    Marat Khusnullin held a meeting on issues of socio-economic development of the DPR

    Deputy Prime Minister Marat Khusnullin made a working visit to the Donetsk People’s Republic. In Mariupol, he inspected the Portovik stadium, a new residential complex and a renovated courthouse, and held a meeting on the socio-economic development of the region.

    “The judicial system, especially for the development of the reunited regions, is of utmost importance. Therefore, on the instructions of the President, we have made a separate program together with the Supreme Court. And so, step by step, we are repairing and putting in order all such facilities, in order to create conditions for the integration of Donbass and Novorossiya into the legal field of the country, including with the help of infrastructure,” said Marat Khusnullin.

    The stadium reconstruction is almost complete: the football fields, running tracks, sports grounds and tennis court have been updated, and the martial arts, volleyball and basketball halls have been renovated.

    The new residential complex, which was built under the supervision of specialists from the Unified Customer in Construction, has 182 apartments with interior decoration, installed plumbing and kitchen furniture. Residents will begin receiving keys to them in the near future.

    During a meeting on issues of socio-economic development of the region, the Deputy Prime Minister heard the construction, financial, industrial, and agricultural blocks.

    “I can note that the region has good volumes of housing construction, and we are approving a full-fledged program for roads until 2030. Tax revenues to the regional budget are also at a good level. We will use these funds for additional needs of the region. We also discussed the implementation of the program for capital repairs of houses and restoration of public infrastructure, which is also being carried out under the control of the Territorial Development Fund. We separately discussed the extensive work to stabilize the water supply of the republic,” the Deputy Prime Minister added.

    At the end of his working visit, Marat Khusnullin, together with the management of the PPC “Territorial Development Fund”, checked the progress of work at one of the most important water supply facilities under construction for the DPR.

    “The 17-kilometer water pipeline for transferring water from the Pavlopil reservoir, together with the second such facility – for transferring from Uglegorsk – should lead to the replenishment of almost 40% of the resource. I have instructed to reduce the launch time of the facility, to speed up the delivery of equipment. The issue of water shortage in the DPR is acute, a comprehensive approach is needed to solve this problem,” said Marat Khusnullin.

  • MIL-OSI USA: How a Statute Enacted in Great Britain under Queen Anne Made Its Way to the D.C. Code

    In 2019, the D.C. Council legalized sports betting by enacting the Sports Wagering Lottery Amendment Act of 2018. Washington, D.C. was one of several jurisdictions to amend its laws related to sports betting after the U.S. Supreme Court overturned a 1992 law prohibiting these wagers in Murphy v. National Collegiate Athletic Association.

    While the D.C. Council created a framework for regulating sports betting in 2019, laws allowing gamblers to sue to recover their losses, which have been in the D.C. Code since 1963, remained in effect. These code provisions (§ 16–1701, § 16–1702, and § 16–1703) are the subject of a lawsuit filed earlier this year by a group seeking to recoup funds lost on sports wagers. Under D.C. Code section § 16–1702, anyone who loses more than $25 during a bet may file a lawsuit within three months to recover losses. After three months have passed, the law allows “any person [to] sue for, and recover treble the value of the money, goods, chattels, and other things, with costs of suit, by a civil action against the winner, one-half to the use of the plaintiff, the remainder to the use of the District of Columbia.” (D.C. Code § 16–1702.)

    An interesting wrinkle in this story is that we can trace the lineage of these code sections to “An act for the better preventing of excessive and deceitful Gaming,” a statute enacted in Great Britain in 1710, during Queen Anne’s reign. You may be wondering how exactly a law from the waning days of the Stuart period became part of the D.C. Code. The answer is somewhat complicated and requires a brief history lesson and a review of several legal resources.

    The Adoption of English Common Law and Statutes in the American Colonies

    During the American colonial era, English colonies were formed along the Atlantic coast. These colonies operated under charters approved by the English sovereign, which outlined the rights and responsibilities of colonists. These charters generally allowed the colonies to form their own governments, courts, and ordinances. (See, e.g., the 1632 Charter of Maryland at §§ VII and VIII.)

    Although the monarch approved these charters and maintained sovereign rule over the colonies until American independence, “the common law and acts of Parliament in force in England at the time of the settlement of each colony were not considered as automatically brought by the settlers to that colony.” (Brown, p. 13.) As a result, the colonies adopted their preferred English common law principles and statutes through local ordinances, legislation, or court decisions. The process for adopting English laws varied considerably by jurisdiction. (Brown, pp. 23-46.)

    Maryland’s Approach to Adopting Acts of Parliament

    In 1776, Maryland adopted its Declaration of Rights, which implemented both the common law of England and many English statutes, including those that were in effect during the first emigration of colonists to Maryland and “all acts of assembly in force on the first of June, seventeen hundred and seventy-four[.]” (Art. 5.(a).) Although English statutes were a source of law, Maryland courts had considerable discretion in determining whether these statutes were in effect. (Brown, pp. 96-98.) Because Maryland judges were frequently asked to determine whether English statutes were applicable in Maryland, in 1809, the Maryland legislature sought clarity and requested that the court chancellor and judges of the Court of Appeals write a report on English statutes applicable in Maryland.

    Chancellor of Maryland William Kilty issued his report in 1810. Kilty divided his report into three parts, the third of which addressed “statutes which have been found applicable and are proper to be introduced and incorporated” into Maryland law. Among these applicable statutes is one titled “An act for the better preventing of excessive and deceitful gaming.” Kilty’s report describes this law, but a full text is available in a later compilation of British statutes that were in force in Maryland.

    The District of Columbia is Created and Adopts Maryland and Virginia Laws

    Washington, D.C. and its basic governing mechanics were formed through a series of federal statutes enacted in the late 18th and early 19th centuries. Congress formally organized the District of Columbia in the Organic Act of 1801, ch. 15, 2 Stat. 103 (Feb. 28, 1801). That law divided the District into two counties; the county of Washington was on the Maryland side of the Potomac River, and the county of Alexandria was located on the Virginia side. (Organic Act of 1801, sec. 2.)

    While these counties formed one district, the statute provided, “the laws of the state of Virginia, as they now exist, shall be and continue in force in that part of the District of Columbia, which was ceded by [Virginia] … and that the laws of the state of Maryland, as they now exist, shall and continue in force in that part of the said district, which was ceded by [Maryland] ….” (Organic Act of 1801, sec. 1). Put another way, “the accumulated laws of Maryland and Virginia as they existed as of 1801 would continue in force in the respective portions of the District ceded by these states.” (Acosta, p. 222.)

    Through the framework listed in the Organic Act of 1801, Washington, D.C. adopted by reference the 1710 British statute “An act for the better preventing of excessive and deceitful gaming.” A federal statute in 1901 reaffirmed Washington, D.C.’s adoption of Maryland laws in 1801 (ch. 854, 31 Stat. 1189, § 1 (Mar. 3, 1901)), including the “common law [and] all British statutes in force in Maryland on February 27, 1801[.]” This statute has a corresponding provision in the current D.C. Code at § 45–401.

    The Current and Future Status of These D.C. Code Provisions

    D.C. Code §§ 16–1701, 16–1702, and 16–1703 were added to the D.C. Code through a federal statute codifying laws regarding judicial procedure in 1963. (Pub. L. No. 88-241, 77 Stat. 478, 582-583 (Dec. 23, 1963).) They have not been amended significantly since that time. While the language in the modern D.C. Code provisions differs significantly from the ancestor English statute that was enacted in 1710, if you take a moment to look at these laws side-by-side, you will spot several similarities.

    In response to the lawsuit I referenced at the start of this post, the D.C. Council is amending § 16–1702 through B26-0265, a budget package that is currently pending final approval. (See engrossed bill, p. 24, sec. 2062.)

Her legal career began in 2005 as an assistant solicitor in DeKalb County, followed by her service as an assistant attorney general for the State of Georgia from 2008 to 2015, where she represented public safety agencies, including DDS.  McClendon has provided legal guidance on major state initiatives, including Georgia’s Digital Driver’s License, and is a recognized expert on identity management, digital credentials, and data privacy. She has held leadership roles with the American Association of Motor Vehicle Administrators (AAMVA), helping shape national policy and best practices in driver’s license administration. In football, he spent 16 years as UGA’s color commentator, 10 years as the voice of the Peach Bowl, and 20 years as public address announcer for the Atlanta Falcons. Schaefer also covered the Braves for 39 years and the Masters Tournament for 55 consecutive years, earning the Masters Major Achievement Award in 2010. A three-time Georgia Sportscaster of the Year, Schaefer held leadership roles at WSB Radio and later served as Athletic Coordinator for the DeKalb County School System. He is a member of the Georgia Radio Hall of Fame and the Georgia Sports Hall of Fame, and has received over 40 national and regional journalism awards, including a Peabody.     Zach Miller is a certified elementary educator currently teaching reading, science, and social studies at Roan School in Dalton. He holds a Bachelor of Science in early childhood education from Dalton State College and is certified in Early Childhood Education (P-5), with endorsements in ESOL and K–5 Mathematics. Named Teacher of the Year at Roan School in 2025, Miller focuses on a student-centered approach that integrates project-based learning and relationship-building to drive academic success. He founded the District Elementary Soccer Tournament and mentors students through Soccer for Success. He also leads Roan’s Soccer and Disc Golf Clubs, coordinates the Social Studies Bee, and partners with local nonprofits to support families in need.     Jo Ellen Hancock is a long-serving advocate and leader in the fields of special education, behavioral health, and community engagement. Since 2005, she has served as the parent mentor for special education with the Cherokee County School District, supporting families and fostering collaboration between schools and parents of students with disabilities. She holds multiple leadership roles across state and local behavioral health organizations, including chair of the Statewide Leadership Council and immediate past chair of the Region 1 Advisory Council for the Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD). She also serves on the Georgia Behavioral Health Planning and Advisory Council and the Behavioral Health Services Coalition.     Charity Roberts assumed the position of State Director (IDEA) for the Office of Federal Programs Division for Exceptional Children on January 1, 2025. She is a quadruple Eagle from Georgia Southern University, obtaining her bachelor’s and master’s degrees in special education. She completed a specialist and doctorate degree in educational leadership. She is certified in multiple fields within general and special education, such as elementary education, reading (P-8), special education preschool, physical and health disabilities, and P-12 special education adaptive and general curriculum. Roberts has over 30 years of experience in special education instruction and leadership in a variety of roles. After serving as a special education teacher, she became a district director of special education. From there, Roberts provided leadership support as a GLRS Director for twelve years before joining the Georgia Department of Education Office of Rural Education and Innovation.

    Donna Sant is a public policy professional with extensive experience in political organizing, campaign operations, and grassroots leadership. She served as Chairman of the Houston County Republican Party from 2018 to 2024 and has held multiple roles within the Georgia Republican Party, including State Committee Member and County Vice Chair. She has led volunteer efforts, managed election headquarters, coordinated large-scale events, and served as a liaison between voters and candidates. Sant holds a master’s in public policy from Liberty University and a B.F.A. in TV/Film production from Valdosta State College. A graduate of Republican Leadership for Georgia, she is also a recipient of the Ted & Barbara Waddle Award of Excellence. She lives in Elko, Georgia, with her husband. They have three adult children. Sant will serve as the consumer member on the State Board of Long-term Care Facility Administrators.

    Mary Elizabeth Davis is the Superintendent of Cherokee County Schools, serving 42,000 students. She has spent nearly 20 years in Georgia public education, holding leadership roles in four school districts. Prior to her current role, she served as Superintendent of Henry County Schools for nearly seven years, where she led improvements in operational systems, financial management, and student outcomes. Her previous roles include Chief Academic Officer in Cobb County and Assistant Superintendent for Curriculum and Instruction in Gwinnett County. She began her career as a chemistry teacher and coach in Fairfax County, Virginia. Davis was named one of District Administration’s 100 most influential education leaders in 2024 and is a former finalist for Georgia Superintendent of the Year.     George Leach is an Assistant Professor of Emergency Medicine at Emory University School of Medicine and an attending physician at Grady Memorial Hospital. He has over 15 years of clinical and academic experience, with a focus on quality improvement, systems-based practice, and medical education. Leach completed his undergraduate studies at the University of North Carolina and earned his medical degree from Emory University, where he also completed his emergency medicine residency and served as chief resident. His academic contributions include developing a national curriculum for advanced emergency medicine learners and leading peer review process improvements at Grady. He is a member of multiple professional organizations, including the American College of Emergency Physicians and the Society for Academic Emergency Medicine.     Carey Parrott, Sr. is the founder and CEO of Parrott Counseling Services, LLC, with over two decades of experience in addiction and mental health counseling. A licensed clinical social worker, master addictions counselor, certified clinical supervisor, and certified peer specialist for addictive diseases, he provides direct care and specialized services to individuals, families, and justice-involved populations, including re-entry and mandated clients. Parrott is a two-time graduate of the University of Georgia, earning a B.S. in psychology and an M.S.W. He later earned a doctorate in clinical social work leadership from Tulane University.   • PM Modi to unveil development projects worth around Rs 2,200 crore in Varanasi on August 2

    Prime Minister Narendra Modi is set to gift a major developmental boost to his parliamentary constituency, Varanasi, by inaugurating and laying the foundation stone of projects worth around Rs 2,200 crore on August 2. The initiatives span across infrastructure, education, healthcare, tourism, cultural preservation, urban development, and rural welfare, aiming at holistic urban transformation and improved quality of life for residents.

    The Prime Minister will address the public and unveil key infrastructure projects including the widening and strengthening of the Varanasi–Bhadohi road, Chhitauni–Shool Tankeshwar road, and the inauguration of a railway overbridge at Hardattpur to decongest the Mohan Sarai–Adalpura Road. He will also lay the foundation for road development projects across Dalmandi, Lahartara-Kotwa, Gangapur, and Babatpur, along with two new railway overbridges at Level Crossing 22C and Khalispur Yard.

    To enhance the region’s electricity infrastructure, PM Modi will launch the Smart Distribution Project and underground electrification works worth over Rs 880 crore.

    In a significant boost to tourism and cultural heritage, PM Modi will inaugurate redevelopment works at eight riverfront kuccha ghats, Kalika Dham, Rangildas Kutiya pond and ghat, and Durgakund. He will also lay the foundation stone for the restoration of Kardameshwar Mahadev Temple, redevelopment of Munshi Premchand’s ancestral home in Lamahi, development of Karkhiyaon – the birthplace of several freedom fighters – and the upgradation of museums and city facility centres in Sarnath, Rishi Mandvi, and Ramnagar zones.

    In line with environmental sustainability, the Prime Minister will launch the development of an urban Miyawaki forest at Kanchanpur and the beautification of Shaheed Udyan and 21 additional parks. Water purification and maintenance works will also be initiated at various historical kunds, including Ramkund and Mandakini.

    To bolster rural water access, PM Modi will inaugurate 47 rural drinking water schemes under the Jal Jeevan Mission.

    As part of his commitment to strengthening education, the Prime Minister will inaugurate the upgradation of 53 schools within the municipal limits and lay the foundation stone for several educational infrastructure projects, including a new district library and rejuvenation of government high schools.

    In the health sector, PM Modi will inaugurate state-of-the-art facilities at Mahamana Pandit Madan Mohan Malaviya Cancer Centre and Homi Bhabha Cancer Hospital, including robotic surgery and CT scan installations. He will also lay the foundation for a new Homoeopathic College and Hospital, and open an Animal Birth Control Centre and Dog Care Facility.

    For sports and law enforcement, a new synthetic hockey turf will be inaugurated at Dr. Bhimrao Ambedkar Sports Stadium, while a 300-capacity Multipurpose Hall at PAC Ramnagar and Quick Response Team (QRT) Barracks will be unveiled.

    In a major announcement for farmers, the Prime Minister will release the 20th instalment of PM-KISAN, transferring over Rs 20,500 crore to more than 9.7 crore farmers across India. This will take the cumulative disbursement under the scheme to over Rs 3.90 lakh crore.

    To engage the youth and promote local talent, PM Modi will launch the registration portal for the upcoming Kashi Sansad Pratiyogita, covering competitions in sketching, painting, photography, sports, knowledge, and employment-related activities.

    The event will also witness the distribution of over 7,400 assistive aids to Divyangjan and elderly beneficiaries, further reinforcing the government’s commitment to inclusivity and social welfare.
