  • MIL-OSI New Zealand: Universities – Power struggles: The psychology behind workplace energy use – UoA

    Do you ever take the stairs instead of the lift or print double-sided – not for fitness, or to stretch the last few sheets of paper, but to save energy?
      
    An international study co-authored by researchers from the University of Auckland looks at how businesses can support these kinds of everyday choices, often overlooked in corporate sustainability plans.

    Published in Renewable and Sustainable Energy Reviews, the study analyses 70 research papers on employee energy-saving behaviours and shows that a combination of personal attitudes, social norms, habits, organisational culture and peer feedback shapes employees’ willingness to save energy.
       
    It suggests that businesses looking to cut energy use should focus on engagement rather than enforcement.

    Employees who feel encouraged, rather than monitored or penalised, are more likely to develop lasting energy-saving habits.
       
    “A work environment that recognises the value of energy-saving behaviour and employees with intentions to save energy are very effective,” says Business School Professor Sholeh Maani.

    The economics professor says businesses that integrate energy-saving behaviours into workplace policies and culture see greater engagement from staff.

    For example, giving employees control over lighting and temperature settings and regular feedback on energy use, combined with positive reinforcement, can motivate staff to save energy. 

    Digital tools like Internet of Things (IoT) sensors and gamified apps can help staff track their energy use, says Maani, encouraging autonomy and responsibility.

    And while many businesses rely on employee education campaigns to encourage energy conservation, the research suggests that providing information alone is not enough, and in some cases, it may even backfire if it’s seen as personal monitoring.

    One study the researchers point out took place at a university in Canada and surveyed 595 employees in 24 buildings. The results found that feedback and peer education reduced energy use by seven percent and four percent respectively, while energy consumption increased by four percent in the buildings that educated employees on how and why to save energy.

    Another study in the Netherlands examined a 13-week energy-saving initiative at an environmental consulting firm with 83 employees across five departments. Employees received weekly rewards for saving energy, with some receiving monetary incentives and others getting positive public  recognition. The results were clear: public feedback was more effective than financial incentives.
       
    These results and others highlight that awareness alone won’t necessarily drive change – practical interventions that reinforce personal and group habits, such as social incentives and feedback can be effective, say Maani and co-author Dr Le Wen.

    If businesses want to reduce energy waste, they need to focus on building a workplace culture that supports and normalises energy-saving behaviours, says Maani.
     
    “Employees are more likely to conserve energy when they see their colleagues doing the same, receive regular feedback on workplace energy use, and feel supported to make changes and take control.

    “And when managers and colleagues actively participate in energy-saving initiatives, other employees are far more likely to follow suit.”

    With rising electricity costs and increasing pressure to cut carbon emissions, New Zealand businesses have a lot to gain from empowering employees to be part of the solution, says Maani.
      
    “In a country where sustainability is a priority, reducing workplace energy waste is a low-cost, high-impact way for businesses to reach their environmental goals.”

    The Minns Government is providing Aboriginal businesses and organisations with business investment, skills development and training opportunities that will help them attract new customers, expand their operations and plan and prepare for the future.

    A total of 42 Aboriginal businesses and organisations will receive a share of $5.6 million to invest in business mentoring and coaching, upskilling and training, the development of strategic business plans and governance frameworks and purchasing assets to expand operations.

    The Aboriginal business sector in regional NSW is growing and access to training, development, and investment is vital for the success of both Aboriginal organisations and communities.

    Dharra Jerky and Secret Harvest in Dubbo, Booma Food Group in Cessnock, Binjang Tea in Wellington, Deniliquin’s Barka Treats, and Native Botanical Brewery and Dream Builders on Country in the Central Coast are among the businesses who will boost production and pursue larger market opportunities through this funding.

    The NSW Government is dedicated to closing the gap by removing barriers that hinder access to business training, mentoring and capital investment for Aboriginal people in regional NSW.

    These growth opportunities have been made possible by $1.29 million from the NSW Government’s Regional Aboriginal Partnerships Program Round 2 and $4.33 million from the Regional Development Trust’s Aboriginal Economic Development Package.

    According to a 2022 NSW Treasury report there are some 737 NSW Indigenous businesses registered with the Aboriginal procurement organisation, Supply Nation, the most of any state or territory.

    Median annual revenue for these businesses is $303,000, with each employing a median full-time equivalent staff of 3.8.

    Minister for Regional New South Wales Tara Moriarty said:

    “Aboriginal businesses and organisations in regional NSW have a unique connection to land, culture and community, with traditional knowledge and cultural practices integrated into their businesses.

    “Not only do Aboriginal businesses and organisations contribute to the regional local economies, but they also contribute to environmental sustainability and cultural development in regional communities.

    “Getting the best training and resources into these regions is the first step in bridging skills gaps, supporting sustainable growth and creating jobs.”

    Minister for Aboriginal Affairs and Treaty David Harris said:

    “The Minns Government is strongly committed to supporting Aboriginal-owned businesses and organisations to continue to grow and develop.

    “By giving regional Aboriginal communities the tools they need we can help boost local economies now and into the future, promoting long term success.”

    CEO of the NSW Indigenous Chamber of Commerce Deb Barwick said:

    “Access to tailored mentoring, training and business development opportunities will allow Aboriginal businesses to strengthen their operations and expand their reach.

    “Supporting the growth of Aboriginal businesses in regional NSW drives economic development and creates lasting, meaningful opportunities for local communities.

    “This funding ensures Aboriginal businesses are equipped with the tools to build their capacity, improve governance and unlock their full potential.”

    “I started making jerky as a hobby about six years ago and I have been proud to watch it begin to bloom into something much bigger.

    “This support is giving me a great opportunity to upgrade my equipment so I can take my small business to the next level.”

    Twenty-two projects around Te Taitokerau are to share $600,000 of Northland Regional Council funding designed to help build climate resilience.
    Council Deputy Chair Tui Shortland says during the council’s Long-Term Plan 2024-2034 consultation, the region’s communities had emphasised the importance they placed on council taking a leading role in helping to build that resilience.
    That had resulted in the council establishing a $600,000 fund to support communities to prepare for the growing effects of climate change and the natural hazard risks our region faces.
    Councillor Shortland says the council had received a huge level of interest from communities across Northland, expressing their ideas and aspirations for a climate resilient future for Te Taitokerau.
    “In this first round we had an overwhelming response, with 96 applications requesting $3.2 million.”
    Councillor Shortland says deciding how to allocate the $600,000 available had been extremely difficult, but 22 projects that met the fund criteria and aimed to build community capacity and strengthen connections to build community resilience would receive a portion of this pūtea.
    “Six of the projects directly focus on building kai resilience for the region.”
    “These include on the ground community-led mahi that aims to educate and empower communities to grow their own kai and projects that identify and strengthen food support networks and develop a strategy for how the region can become self-sufficient in food production and distribution.”
    Four projects supported water supply investigations to future proof water resilience and water tanks in vulnerable communities. “This extends the water resilience mahi NRC previously supported through the Water Resilience Fund which has now been replaced with this Climate Resilient Communities Fund.”
    Three rural marae will receive funding to support the installation of solar panels, improving energy resilience and benefiting the wider community in times of need. Investing in energy security not only keeps the power on when energy infrastructure goes down, but reduces energy costs for our people and importantly helps reduce Te Taitokerau’s greenhouse gas emissions.
    Funding will support four projects that look to nature-based solutions to build resilience to the changing climate, recognising how restoring wetlands, river margins and coastal dune systems can enhance protection from weather events, increase carbon sequestration and support our indigenous biodiversity.
    Three other projects aim to build resilience across multiple impact areas looking holistically at how our resilience could be improved as the climate changes.
    Two planning projects have been funded that will help the respective communities understand how climate change could impact them and to formulate specific plans to reduce these impacts.

    Mission

    The Resilience, Sustainable Energy and Marine Biodiversity (RESEMBID) programme serves the Caribbean Overseas Countries and Territories (OCTs), supporting sustainable human development efforts of the 12 jurisdictions, namely: Anguilla, British Virgin Islands, Cayman Islands, Montserrat, Turks and Caicos Islands, Aruba, Bonaire, Curaçao, Saba, Sint Eustatius, Sint Maarten, and Saint Barthélemy.

    The programme commenced in January 2019 and, after six years of partnering with the OCTs on 48 projects, will close in September 2025.

    • Co-signed initiative to spur funding for wind energy sector in the European Union, supporting transition to net zero and boosting innovation of Europe’s renewable energy manufacturers
    • Up to €8 billion of new wind energy investments in real economy thanks to leverage effect of EIB counter-guarantee and BNP Paribas’ portfolio of bank guarantees
    • This deal between EIB and BNP Paribas is part of the EIB’s contribution to the European Wind Power Package. The operation is backed by InvestEU, the EU programme aiming to mobilise investment of more than €372 billion by 2027.

    BNP Paribas has signed an agreement with the European Investment Bank (EIB) that will stimulate up to €8 billion of funding for wind energy projects across the European Union. This initiative will unlock key investments to support new wind farm projects, supply chain efficiency and improved grid interconnections, therefore accelerating wind energy development and ultimately increasing production.

    Under the agreement, the EIB has extended a €500 million counter-guarantee, enabling BNP Paribas, to establish a €1 billion portfolio of bank guarantees designed to back new investments in wind farms in the EU. The leverage effect of such a counter-guarantee is expected to spur up to €8 billion of investments in the real economy.

    The agreement falls under a €5 billion initiative announced by the EIB in support of the European Wind Power Package presented by the European Commission in October 2023. The initiative aims at accelerating wind energy deployment and strengthening the competitiveness of Europe’s wind industry. The programme aims to support the production of 32 GW of the 117 GW of wind capacity needed to enable the European Union to meet its goal of generating at least 45% of its energy from renewable sources by 2030.This transaction is part of BNP Paribas’ long-standing commitment to supporting the energy transition by directing its financing towards low-carbon energy, which will account for at least 90% of the bank’s energy production financing by 2030.

    Supporting renewable energy is key to European energy independence, says EIB Vice-President Ambroise Fayolle. “Guarantees, like the ones EIB provides through this new financial instrument, contribute to enable the funding of essential projects that drive the green transition, support the decarbonization of the European economy, and strengthen industrial competitiveness.

    “BNP Paribas is pleased to reinforce our historic relationship with the European Investment Bank, this time to support the continent’s growing wind energy sector,” says Alain Papiasse, Chairman of Corporate and Institutional Banking at BNP Paribas “This partnership reflects our mutual commitment to advancing sustainable energy projects that strengthen the continent’s economy while reducing its carbon footprint. By uniting our expertise and resources with the EIB’s pivotal support, we hope to help drive lasting, positive projects for communities, businesses and the environment.

    Yannick Jung, Head of Global Banking at BNP Paribas stated “We see the EIB’s invaluable support in this partnership as a way of accelerating our ongoing strategy to facilitate the transition to a Low Carbon Economic Model.     About the EIB

    The European Investment Bank (ElB) is the long-term lending institution of the European Union, owned by its Member States. It finances investments that contribute to EU policy objectives by bolstering digitalisation and technological innovation, security and defence, agriculture and bioeconomy, social infrastructure, high-impact investments outside the EU, and the Capital Markets Union.   

    The EIB Group, which also includes the European Investment Fund (EIF), signed nearly €89 billion in new financing for over 900 projects in 2024. These commitments are expected to mobilise around €350 billion in investment, supporting 400 000 companies and 5.8 million jobs.   

    All projects financed by the EIB Group are in line with the Paris Climate Accord and the EIB Group does not fund investments in fossil fuels. Almost 60% of the EIB Group’s annual financing supports projects directly contributing to climate change mitigation, adaptation, and a healthier environment.   

    In 2024, France was the largest recipient of EIB Group financing, with total investment of €12.6 billion. Two-thirds of this financing went to projects contributing to the fight against global warming and adaptation to its effects.

    About InvestEU and the wind power package

    The InvestEU programme provides the European Union with long-term funding by leveraging substantial private and public funds in support of a sustainable recovery. It also helps mobilise private investment for the European Union’s strategic priorities such as the European Green Deal and the digital transition. InvestEU brings all EU financial instruments previously available for supporting investments within the European Union together under one roof, making funding for investment projects in Europe simpler, more efficient and more flexible. The programme consists of three components: the InvestEU Fund, the InvestEU Advisory Hub, and the InvestEU Portal. The InvestEU Fund is deployed through implementing partners that will invest in projects using the EU budget guarantee of €26.2 billion. The entire budget guarantee will back the investment projects of the implementing partners, increase their risk-bearing capacity and thus mobilise at least €372 billion in additional investment.

    The European Commission presented the European Wind Power Package in October 2023 to tackle the unique set of challenges faced by the wind sector, including insufficient and uncertain demand, slow and complex permitting, lack of access to raw materials and high inflation and commodity prices, among others. In a specific Action Plan, the Commission set out a set of initiatives concerning permitting, auction design, skills and access to finance to ensure that the clean energy transition goes hand-in-hand with industrial competitiveness and that wind power continues to be a European success story. As part of this plan, in July 2024, the European Investment Bank (EIB) activated a €5 billion initiative to support manufacturers of wind-energy equipment in Europe.

  • MIL-OSI Australia: Green light for Lake Victoria Wind Farm

    The Minns Labor Government and wind farm developer WestWind Energy Pty Ltd have signed a lease agreement to help facilitate a wind farm with up to 201 turbines on Crown land in south-west NSW. 

    WestWind Energy is aiming to construct the wind farm over a 2-3 year period from 2029 to 2032, subject to planning approvals and community consultation.  

    The project has an estimated capital expenditure of $3.8 billion and will have an installed capacity of up to about 1,000 megawatts with an annual energy production of approximately 3,400 gigawatt-hours, capable of powering up to 700,000 homes.

    The project will also include up to three battery energy storage systems with a total of 1500 megawatt hours storage to provide a more secure and consistent supply of electricity.

    The proposed Lake Victoria Wind Farm, could support up to 375 jobs during construction and up to 70 ongoing jobs once completed to maintain the infrastructure and manage ongoing operations of the facility. 

    Crown Lands has negotiated the agreement for a special purpose lease which would provide WestWind Energy with an initial 25-year lease with two 7-year options to extend the lease a further 14 years.

    The lease agreement allows WestWind Energy to progress planning for its proposed Lake Victoria Wind Farm, would be located about 30 kilometres north-west of Wentworth near the Victorian border. 

    The project is listed on the NSW Planning website to be assessed as a State Significant Development once a development application is lodged.  

    Minister for Lands and Property Steve Kamper said:

    “The Lake Victoria Wind Farm proposal has the potential to deliver major economic investment, well paid regional jobs and more green energy for NSW.

    “The Lake Victoria Wind Farm is a significant clean energy initiative that can play a vital role in powering our economy for generations to come.

    “The rental income will be reinvested into the Crown Reserves Improvement Fund to provide grants to maintain and improve Crown reserves across the state, such as regional showgrounds, war memorials and community sporting grounds.”

  • MIL-OSI Europe: EIB and Banco Santander join forces to boost Europe’s wind energy manufacturers

    • The EIB provides a €500 million counter-guarantee enabling Santander to create a portfolio of bank guarantees of up to €1 billion, expected to unlock €8 billion of investment to support wind energy manufacturers in Europe.
    • The agreement is part of the EIB’s €5 billion wind power package to boost Europe’s wind power manufacturing sector and accelerate the energy transition.
    • The operation is backed by InvestEU, the EU programme aiming to mobilise investment of more than €372 billion by 2027.

    The European Investment Bank (EIB) and Santander have signed a €500 million counter-guarantee agreement that Santander will use to create a portfolio of bank guarantees of up to €1 billion, expected to unlock €8 billion of investment to support wind energy equipment manufacturing companies in Europe.

    The guarantees will back investment by companies manufacturing wind energy and grid interconnection equipment, as well as key components for the wind sector. This will enable the manufacturers to receive advance payments as well as to provide performance guarantees when taking on new wind projects. The guarantees scheme also enables manufacturers to pay their suppliers in advance for the supply of wind farms and the related wind value chain components, which include turbines, grid connection infrastructure, cables and transformer stations.  

    The leverage effect of the EIB counter-guarantee is expected to mobilise additional funding from other investors to support increasing production and accelerate wind energy development, helping to stimulate investment in the real economy.

    The deal forms part of the EIB’s €5 billion wind power package launched in 2023, a dedicated package of counter-guarantees to improve access to finance for wind power sector and support increasing newly installed wind energy generation capacity by 32GW. This EIB financing scheme is being activated through agreements with the sector’s main lenders like Santander. It is a key component of the  European Wind Power Package launched by the European Commission, and is designed to further accelerate a just and swift transition to net zero, while boosting home-grown industrial innovation.

    “Wind energy will play a significant role in achieving the EU’s renewable-energy target. To unveil its full potential, the EIB together with Santander is putting in place de-risking instruments that will allow manufacturers to overcome some of the challenges impacting the sector such as supply chain disruptions, high costs or intense international competition,” said EIB Director of Financial Institutions Gemma Feliciani. “This new framework sponsored by the EIB wind package will accelerate the energy transition in Europe while strengthening its industrial competitiveness and strategic autonomy.”

    Ricardo Gamazo, Santander Global Trade Finance team added: “The program has been very welcome by our clients in the wind equipment industry which face a large backlog of orders to meet the energy transition demand. This in turn creates large guarantee issuance requirements and this extra capacity goes a long way in securing credit lines in the market. We believe this agreement is another decisive step in buttressing energy security for the EU in a sustainable fashion”

  • MIL-OSI USA: UConn Engineering Boasts 9 National Academy of Inventors (NAI) Fellows

    For people diagnosed with Atrial fibrillation, commonly known as AFib, the upper chambers of the heart beat rapidly and irregularly, leading to poor blood flow. This can cause an increased risk of stroke, chronic fatigue, or heart failure.

    Professor of Biomedical Engineering Ki Chon was elected an NAI Fellow in 2020.

    Professor of Biomedical Engineering Ki Chon has devoted his entire career at UConn developing advanced computational methods—or algorithms—that can improve accurate detection of AFib and other heart diseases. He holds multiple patents for these algorithms, which help monitor heart activity in smartwatches and other wearable devices.

    For his life-saving innovations, Chon, who’s also a Board of Trustees Distinguished Professor and Krenicki Chair Professor, is recognized as a National Academy of Inventors (NAI) Fellow. He’s among 13 academic inventors at UConn “who have demonstrated a prolific spirit of innovation in creating or facilitating outstanding inventions that have made a tangible impact on quality of life, economic development and the welfare of society.”

    Election to NAI Fellow status is the highest professional distinction accorded solely to academic inventors.

    Chon and eight other UConn NAI Fellows are affiliated with the College of Engineering, including:

    • UConn’s 17th and current President Radenka Maric, Board of Trustees Distinguished Professor and Chair Professor in Sustainable Energy in Chemical and Biomolecular Engineering and Materials Science and Engineering, earned the NAI Fellowship in 2019. Maric has significantly advanced understanding of materials and catalysts and has developed innovative manufacturing processes involved in fuel cell technologies, storage materials, and electrochemical sensors for health applications, leading to higher-performance, commercially viable clean energy systems. She also has six issued patents and 11 published patent disclosures.
    • Ji-Cheng “JC” Zhao, dean of the College of Engineering and professor of materials science and engineering, received the NAI Fellowship in 2022. Zhao’s research focuses are on design of advanced alloys and coatings, additive manufacturing (3D printing) of alloys and composites, high-throughput materials science methodologies, determination of phase diagrams and other materials properties, computational thermodynamics and kinetics, and also hydrogen/energy storage materials. In addition to many materials innovations, he pioneered the development of a diffusion-multiple approach and co-developed several materials property microscopy tools for accelerated materials discovery and development. Zhao has 49 patents covering a wide range of materials, processes, and systems.
    • Dr. Cato Laurencin, Albert and Wilda Van Dusen Distinguished Professor of Orthopaedic Surgery, professor of chemical and biomolecular engineering, professor of materials science and engineering, and professor of biomedical engineering, received the Fellowship in 2013 and was the first UConn faculty to become a NAI Fellow. He’s also a current member of the NAI’s Board of Directors and president of UConn’s NAI chapter. He has received the Connecticut Medal of Technology and Innovation, and the National Medal of Technology and Innovation in ceremonies at the White House. As Chief Executive Officer of the Cato T. Laurencin Institute on Regenerative Engineering and a practicing sports medicine and shoulder surgeon, Dr. Laurencin is known for being the pioneer of the field of regenerative engineering. He’s also produced seminal research and technologies on nanotechnology and tissue regeneration, polymer chemistry and polymeric materials science and engineering.

    • Luyi Sun, professor of chemical and biomolecular engineering, was awarded the Fellowship in 2021. Sun studies polymeric materials, ceramics and glasses, and composites with a focus on designing materials with unique structure for specific applications, such as packaging, energy, or catalysis.
    • Bahram Javidi, Board of Trustees Distinguished Professor and SNET Endowed Chair Professor of Electrical and Computer Engineering, received the NAI Fellowship in 2018. Javidi’s inventions are in a broad range of transformative imaging approaches using optics and photonics. He has made seminal inventions in passive and active multi-dimensional imaging from nano to micro and macro scales. His inventions include advanced 3D displays, 3D augmented reality devices, underwater sensing and imaging, multi-dimensional object recognition and classification, optics for security and authentication systems, field portable bio-sensors for automated disease identification, among others.
    • UConn’s 16th President Tom Katsouleas, professor of electrical and computer engineering, was named a NAI Fellow in 2020. He invented the Surfatron accelerator that uses electromagnetic waves to accelerate charged particles.
    • Steven Suib, director of the Institute of Materials Science, Board of Trustees Distinguished Professor of Chemistry and graduate faculty member in Materials Science and Engineering, received the Fellowship in 2017. Suib, an inventor, holds more than 90 patents in the field of materials science, of which three are licensed. These patents are primarily for the synthesis of new compositions of matter of catalysts, ceramics, batteries, semiconductors, and other materials.
    • Lakshmi Nair, from UConn Health, received her Fellowship in 2016. She is an associate professor of orthopedic surgery and is also on the graduate faculty for Materials Science and Engineering Department. Nair studies biomaterial design and synthesis, protein and small molecule delivery, and using matrices to help with tissue regeneration.
      Lakshmi Nair, who serves on the graduate faculty for the Materials Science and Engineering Department, is vice president of UConn’s NAI Chapter.

    Other UConn faculty who are NAI Fellows include:

    Guillermo Risatti, from the College of Agriculture, Health and Natural Resources, is UConn’s most recent NAI Fellow. He received the award in 2024. Risatti, professor of pathobiology and veterinary science and director of UConn’s Connecticut Veterinary Diagnostic Medical Laboratory, was nominated to the NAI in recognition of his pioneering work in veterinary vaccine research. Most recently, he was a lead inventor on a new vaccine for African swine fever. Risatti currently holds 19 patents, all in the realm of veterinary vaccines.

    Dr. Se-Jin Lee, from UConn Health, earned the NAI Fellowship in 2015. Dr. Lee, Presidential Distinguished Professor of Genetics and Genome Sciences and a joint faculty appointment with The Jackson Laboratory for Genomic Medicine, is an expert on reproductive health, particularly how various growth factors and signaling pathways impact health, aging, and disease.

    Dr. Pramod Srivastava from UConn Health, was named a Fellow in 2015. Dr. Srivastava, professor of immunology and the Eversource Energy Chair in Experimental Oncology, also served as director of the Carole and Ray Neag Comprehensive Cancer Center. He has earned international acclaim and holds many patents for his groundbreaking work in the immunological function of heat shock proteins and in cancer immunology.

    And Diane Burgess, from the School of Pharmacy, received the NAI Fellowship in 2023. Burgess, Pfizer Distinguished Chair of Pharmaceutical Technology and Board of Trustees Distinguished Professor of Pharmaceutics, studies drug delivery systems including implantable biosensors for glucose monitoring for diabetic patients.

    These 13 NAI Fellows are among 2,068 worldwide, representing more than 300 prestigious universities and governmental and non-profit research institutes. Collectively, the Fellows hold more than 68,000 issued U.S. patents, which have generated over 20,000 licensed technologies, 4,000 companies, and created more than 1.2 million jobs. In addition, over $3.2 trillion in revenue has been generated based on NAI Fellow discoveries.

    Among all NAI Fellows, there are 755 members of the National Academies of Science, Engineering and Medicine; 63 inductees of the National Inventors Hall of Fame; 70 recipients of the U.S. National Medal of Technology and Innovation and U.S. National Medal of Science; and 57 Nobel Laureates, among other awards and distinctions.

    In addition to the elected NAI Fellows, the Academy also accepts NAI Senior Members, who may not reach the NAI Fellow criteria, but foster a spirit of innovation within their communities and institutions while educating and mentoring the next generation of inventors.     Scientists comment on the Public Accounts Committee (PAC) report on Carbon Capture, Usage and Storage (CCUS) technologies. 

    Prof Hannah Chalmers, Personal Chair of Sustainable Energy Systems, Institute for Energy Systems, School of Engineering, University of Edinburgh, said:

    “CCUS technologies can play a unique role in tackling carbon dioxide emissions.  They can be used at large industrial sites to ensure that most of the carbon dioxide produced by activities like iron and steel production is not emitted to the atmosphere.  Instead, the carbon dioxide is permanently stored in geological formations (rocks).  In the UK, CCUS projects are developing plans to store carbon dioxide in layers of rock that are deep underneath the sea.

    “There is also ongoing work to develop and deploy cost-effective approaches to remove carbon dioxide directly from the air.  This provides an important option to respond to the widely reported increases in carbon dioxide levels in the atmosphere that are causing significant concern.

    “There is significant evidence that including CCUS in a mix of technologies to reduce carbon dioxide emissions will be the most cost-effective way to address climate change.  Several large-scale projects have been operating in other countries for many years.  Experience from these projects is being used to ensure that the CCUS projects that are being developed in the UK are designed to be reliable and cost-effective.”

     

    Dr Stuart Gilfillan, Reader in Geochemistry, University of Edinburgh, said:

    What is CCUS technology, how does it work, does it have limitations?

    “CCUS stands for Carbon Capture, Utilisation, and Storage, which is a developing technology which reduces the amount of carbon dioxide (CO2) released into the atmosphere. It works by capturing CO2 at the point source, transporting it and then burying it for safe storage in rocks over a kilometre below the ground surface. Like any technology, it has pros and cons, and costs more than simply releasing the CO2 directly to the atmosphere, which is currently free. CCUS is the only currently available technology that can directly reduce CO2 emissions from sources like power plants and industrial processes. Given that global temperature records are now being broken on an almost daily basis and yesterday’s announcement of the hottest January on record, it is essential tool in the urgent fight against runaway climate change.

    What is the existing evidence around the efficacy of CCUS?

    “CO2 capture technology has proven successful in capturing up to 90-95% of CO2 emissions from point of sources from power stations and industrial facilities. Successful examples include the Boundary Dam power station in Saskatchewan, Canada, where a large-scale CCUS unit has been operational since 2014, capturing about 1 million tonnes of CO2 per year.

    “The long-term storage of CO2 is proven by natural CO2 reservoirs around the world and engineered projects like Sleipner in the North Sea, which have been injecting CO2 beneath the seabed since 1996 without significant issues. Research over the past two decades has developed monitoring technologies that can detect and mitigate potential leakage and to ensure that CO2 remains securely buried in rocks deep underground.

    What more evidence may be needed to be confident in its applications?

    “No more evidence is required, as exemplified by the UK’s Climate Change Committee (CCC), which is an independent body established under the Climate Change Act who advise the government on emissions targets and report to Parliament on progress made in reducing greenhouse gas emissions. The CCC is clear that CCUS is a critical technology for the decarbonisation of the UK economy, particularly in sectors that are hard to decarbonize directly, such as heavy industry (steel, cement, chemicals) and power generation.

    “CCUS is not only as a standalone technology but is an essential part of a broader strategy to reach net-zero emissions by 2050. It compliments energy efficiency, renewable energy deployment, and electrification. CCUS is a clear driver for regional economic development, particularly in regions with suitable geological storage sites and industrial bases, such as the East Coast of Scotland, the Humber region, and North East England, areas that have been ‘left behind’ in recent times.”

     

    Dr Tim Dixon, IEA Greenhouse Gas, Director and General Manager, said:

    “Carbon Capture and Storage (CCS) is a necessary technology for the UK and other countries to achieve net-zero, and we need all low-carbon energy technologies. The science case for the role of CCS is provided by the UK’s Climate Change Committee, the Intergovernmental Panel on Climate Change (IPCC) and the International Energy Agency (IEA) and cannot be disputed if climate change is to be taken seriously. The key aspect of CCS is the secure long-term retention of CO2 in deep geological formations, and we have decades of experience in this from around the world. With over 40 large scale projects in operation injecting millions of tonnes every year and many pilot-scale projects, this has allowed us to test the science, the monitoring and the practicalities of geological storage of CO2. Hence CO2 geological storage is a proven technology and the regulations to enable and to ensure that it is safe and secure are based upon this sound science and experience. ”

     

    Professor Paul Fennell FIchemE, Professor of Clean Energy, Imperial College London, said:

    “The idea that Carbon Capture and Storage is an unproven technology is simply untrue.  There are projects ongoing around the world, and millions of tonnes of CO2 have been safely stored over the last couple of decades.  This has not happened in the U.K. because of our sclerotic inability to develop public infrastructure, not because the technology is unproven.”

     

    Dr Greg Mutch, Researcher in Carbon Capture and Storage, Newcastle University, said:

    “Carbon capture and storage is a technology that prevents carbon dioxide from entering the atmosphere, by capturing it and storing it underground in ‘empty’ oil & gas reservoirs or saline aquifers. According to the world’s foremost experts on the subject, gathered to contribute the International Panel on Climate Change, carbon capture and storage processes are necessary to achieve climate change mitigation goals at lowest cost. Without scalable CCS technologies by the end of the century, climate change mitigation will cost between 29 and 297% (mean value 138%) more.[1] Moreover, CCS is predicted to provide tens of thousands of jobs in the UK, add several billion pounds in terms of gross value added per year by 2050,[2] and enable other important technologies (hydrogen production etc) that will come with further jobs and economic value.”

    What is CCUS technology, how does it work, does it have limitations?

    “CCUS is carbon capture and storage. This has been primarily focused on CCS as the main driver. It aims to capture carbon dioxide from emitters such as power stations and industries. The current technology temperature swing absorption (TSA)  using a chemical reaction with an aqueous amine solvent to capture the CO2 from the mixed waste gas and then to release it in a purified form by increased temperature chemical desorption and then further drying and purification to get a gas that can be in theory transported to a site where the gas can be stored underground. It works but at a high energy cost and the production of amine decomposition products that need to be removed and more amine added. It costs a lot!

    “Limitations are the energy and financial costs, permitting regulations on solvent disclosure and the large physical footprint. Full system lifecycle analysis is required but this is not always reported.”

    What is the existing evidence around the efficacy of CCUS?

    “This is not proven using current technologies. The problem is that the current government funded projects use old technologies to achieve CCS and what is actually needed is a step change to new, lower cost more efficient processes such as solid based pressure swing adsorption (PSA). The whole system tends to be simpler and the energy costs and land use is significantly reduced.”

    What more evidence may be needed to be confident in its applications?

    “Full evaluation of new technologies and rapid acceleration from proof of concept to capture at scale. The Innovate UK funded Flue2Chem project is a good example of how this is being addressed using mid-TRL technologies. The UK also needs to move away from a single minded storage approach to adding value through the use of CO2 in the production of chemicals that would otherwise be sourced from virgin fossil carbon. SUSTAIN project is making synthetic fuels from captured CO2 and Flue2Chem is making FMCG components, including surfactants and precursors from the CO2.”

     

    Dr Stuart Jenkins, Net Zero Fossil Fuel Fellow, University of Oxford, said:

    “The Public Accounts Committee are wrong to have labelled CCUS as ‘unproven’, there are many commercial scale projects around the world, but they are right to question the current model for funding it. We need to make sure the CCUS industry becomes self-sustaining, without the need for major taxpayer funding. One option — asking fossil fuel suppliers to contribute to these costs via a carbon storage mandate — is a fair and responsible approach going forward.

    In a recent report we published working with researchers at the University of Oxford and Carbon Balance Initiative [1] we looked at the use of Carbon Storage Mandates, which place an obligation on fossil fuel producers to capture and store a rising fraction of the CO2 they produce, to support the UK’s CCUS industry. 

    Carbon storage mandates, in tandem with carbon pricing and other mechanisms, could deliver subsidy-free CCUS to the UK and provide investment certainty for companies.”

    India has achieved a historic milestone by surpassing 100 GW of installed solar power capacity, reinforcing its position as a global leader in renewable energy. This remarkable achievement is a testament to the nation’s commitment to a cleaner, greener future and marks a significant step toward realizing its ambitious target of 500 GW of non-fossil fuel-based energy capacity by 2030 set by Prime Minister Shri Narendra Modi.

    Union Minister of New and Renewable Energy, Shri Pralhad Joshi said, “Under the leadership of Prime Minister Shri Narendra Modi, India’s energy journey over the past ten years has been historic and inspiring. Initiatives like solar panels, solar parks and rooftop solar projects have brought about revolutionary changes. As a result, today India has successfully achieved the target of 100 GW of solar energy production. In the field of green energy, India is not only becoming self-reliant but is also showing the world a new path”.

    Union Minister Joshi said that this achievement is powered by the relentless commitment to clear and greener future. The Minister added that PM SuryaGhar Muft Bijli Yojana is making rooftop solar a household reality and is a game-changer in sustainable energy, empowering every home with clean power.

    Unprecedented Growth in Solar Sector

    India’s solar power sector has witnessed an extraordinary 3450 % increase in capacity over the past decade, rising from 2.82 GW in 2014 to 100 GW in 2025. As of January 31, 2025, India’s total solar capacity installed stands at 100.33 GW, with 84.10 GW under implementation and an additional 47.49 GW under tendering. The country’s hybrid and round-the-clock (RTC) renewable energy projects are also advancing rapidly, with 64.67 GW under implementation and tendered, bringing the grand total of solar and hybrid projects to 296.59 GW.

    Solar energy remains the dominant contributor to India’s renewable energy growth, accounting for 47% of the total installed renewable energy capacity. In 2024, record-breaking 24.5 GW of solar capacity was added reflecting a more than two-fold increase in solar installations compared to 2023. Last year also saw the installation of 18.5 GW of utility-scale solar capacity, a nearly 2.8 times increase compared to 2023. Rajasthan, Gujarat, Tamil Nadu, Maharashtra and Madhya Pradesh are among the top-performing states, contributing significantly to India’s total utility-scale solar installations.

    The rooftop solar sector in India witnessed remarkable growth in 2024, with 4.59 GW of new capacity installed, reflecting a 53% increase compared to 2023. A key driver of this growth has been the PM Surya Ghar: Muft Bijli Yojana, launched in 2024, which is now nearing 9 lakh rooftop solar installations, enabling households across the country to embrace clean energy solutions.

    India has also made significant strides in solar manufacturing. In 2014, the country had a limited solar module production capacity of just 2 GW. Over the past decade, this has surged to 60 GW in 2024, establishing India as a global leader in solar manufacturing. With continued policy support, India is on track to achieve a solar module production capacity of 100 GW by 2030.

    Under the guidance of Union Minister Shri Pralhad Joshi, the Ministry of New and Renewable Energy (MNRE) has been implementing key initiatives to scale up renewable energy capacity in India. This 100 GW milestone in solar energy underscores India’s role as a renewable energy powerhouse, ensuring clean, sustainable, and affordable energy access for millions while shaping a self-reliant energy future.

  • MIL-OSI Global: Trump’s offshore wind energy freeze: What states lose if the executive order remains in place

    A single wind turbine spinning off the U.S. Northeast coast today can power thousands of homes – without the pollution that comes from fossil fuel power plants. A dozen of those turbines together can produce enough electricity for an entire community.

    The opportunity to tap into such a powerful source of locally produced clean energy – and the jobs and economic growth that come with it – is why states from Maine to Virginia have invested in building a U.S. offshore wind industry.

    But much of that progress may now be at a standstill.

    One of Donald Trump’s first acts as president in January 2025 was to order a freeze on both leasing federal areas for new offshore wind projects and issuing federal permits for projects that are in progress.

    The order and Trump’s long-held antipathy toward wind power are creating massive uncertainty for a renewable energy industry at its nascent stage of development in the U.S., and ceding leadership and offshore wind technology to Europe and China.

    As a professor of energy policy and former undersecretary of energy for Massachusetts, I’ve seen the potential for offshore wind power, and what the Northeast, New York and New Jersey, as well as the U.S. wind industry, stand to lose if that growth is shut down for the next four years.

    Expectations fall from 30 gigawatts by 2030

    The Northeast’s coastal states are at the end of the fossil fuel energy pipeline. But they have an abundant local resource that, when built to scale, could provide significant clean energy, jobs and supply chain manufacturing. It could also help the states achieve their ambitious goals to reduce their greenhouse gas emissions and their impact on climate change.

    The Biden administration set a national offshore wind goal of 30 gigawatts of capacity in 2030 and 110 gigawatts by 2050. It envisioned an industry supporting 77,000 jobs and powering 10 million homes while cutting emissions. As recently as 2021, at least 28 gigawatts of offshore wind power projects were in the development or planning pipeline.

    With the Trump order, I believe the U.S. will have, optimistically, less than 5 gigawatts in operation by 2030.

    That level of offshore wind is certainly not enough to create a viable manufacturing supply chain, provide lasting jobs or deliver the clean energy that the grid requires. In comparison, Europe’s offshore wind capacity in 2023 was 34 gigawatts, up from 5 gigawatts in 2012, and China’s is now at 34 gigawatts.

    What the states stand to lose

    Offshore wind is already a proven and operating renewable power source, not an untested technology. Denmark has been receiving power from offshore wind farms since the 1990s.

    The lost opportunity to the coastal U.S. states is significant in multiple areas.

    Trump’s order adds deep uncertainty in a developing market. Delays are likely to raise project costs for both future and existing projects, which face an environment of volatile interest rates and tariffs that can raise turbine component costs. It is energy consumers who ultimately pay through their utility bills when resource costs rise.

    The potential losses to states can run deeper. The energy company Ørsted had estimated in early 2024 that its proposed Starboard Offshore Wind project would bring Connecticut nearly US$420 million in direct investment and spending, along with employment equivalent to 800 full-time positions and improved energy system reliability.

    Massachusetts created an Offshore Wind Energy Investment Trust Fund to support redevelopment projects, including corporate tax credits up to $35 million. A company planning to build a high-voltage cable manufacturing facility there pulled out in January 2025 over the shift in support for offshore wind power. On top of that, power grid upgrades to bring offshore wind energy inland – critical to reliability for reducing greenhouse gas emissions from electricity – will be deferred.

    Technology innovation in offshore wind will also likely move abroad, as Maine experienced in 2013 after the state’s Republican governor tried to void a contract with Statoil. The Norwegian company, now known as Equinor, shifted its plans for the world’s first commercial-scale floating wind farm from Maine to Scotland and Scandinavia.

    Sand in the gears of a complex process

    Development of energy projects, whether fossil or renewable, is extremely complex, involving multiple actors in the public and private spheres. Uncertainty anywhere along the regulatory chain raises costs.

    In the U.S., jurisdiction over energy projects often involves both state and federal decision-makers that interact in a complex dance of permitting, studies, legal regulations, community engagement and finance. At each stage in this process, a critical set of decisions determines whether projects will move forward.

    The federal government, through the Department of Interior’s Bureau of Offshore Energy Management, plays an initial role in identifying, auctioning and permitting the offshore wind areas located in federal waters. States then issue requests for proposals from companies wishing to sell wind power to the grid. Developers who win bureau auctions are eligible to respond. But these agreements are only the beginning. Developers need approval for site, design and construction plans, and several state and federal environmental and regulatory permits are required before the project can begin construction.

    Trump targeted these critical points in the chain with his indefinite but “temporary” withdrawal of any offshore wind tracts for new leases and a review of any permits still required from federal agencies.

    Jobs and opportunity delayed

    A thriving offshore wind industry has the potential to bring jobs, as well as energy and economic growth. In addition to short-term construction, estimates for supply chain jobs range from 12,300 to 49,000 workers annually for subassemblies, parts and materials. The industry needs cables and steel, as well as the turbine parts and blades. It requires jobs in shipping and the movement of cargo.

    To deliver offshore wind power to the onshore grid will also require grid upgrades, which in turn would improve reliability and promote the growth of other technologies, including batteries.

    Taken all together, an offshore wind energy transition would build over time. Costs would come down as domestic manufacturing took hold, and clean power would grow.

    While environmental goals drove initial investments in clean energy, the positive benefits of jobs, technology and infrastructure all became important drivers of offshore wind for the states. Tax incentives, including from the Inflation Reduction Act, now in doubt, have supported the initial financing for projects and helped to lower costs.

    It’s a long-term investment, but once clear of the regulatory processes, with infrastructure built out and manufacturing in place, the U.S. offshore wind industry would be able to grow more price competitive over time, and states would be able to meet their long-term goals.

    The Trump order creates uncertainty, delays and likely higher costs in the future.

    UK Minister for Development announces funding and partnerships to deliver Sustainable Development Goals and domestic growth, in speech at London Stock Exchange.

    • New funding and partnerships will unlock investment opportunities, as part of a new development approach supporting sustainable economic growth overseas.

    Efforts to address the climate crisis and boost growth in the Global South and at home will be enhanced under a partnership approach between the government and the UK financial sector, the UK’s Minister for Development Anneliese Dodds announced today (Monday 3 February).

    Speaking at the London Stock Exchange, Minister Dodds praised the “expertise, experience and dynamism” of the UK’s financial services sector, and pledged to put this expertise “at the heart of how we meet the opportunities and challenges of our time”, including accelerating delivery of the UN’s Sustainable Development Goals (SDGs). These seek to address global challenges, including poverty, inequality, and climate change, to achieve a better and more sustainable future for all, by 2030.

    Minister Dodds set out how investment in the Global South is an opportunity for UK financial services “to marry investment in the economies and technologies of the future, with the experience and expertise of the City of London”, adding that the government will hold up its end of the bargain by working internationally to reform the global financial system to provide greater opportunity and stability.

    Minister for Development Anneliese Dodds said:

    With businesses and the government working hand in hand to drive investment in the Global South, we can unlock growth, jobs, trade, investment, and pride in our economy overseas and here at home.

    This government is enabling the financial services sector to flourish and use its expertise and depth of capital to invest in the markets and technologies of the future.

    Through partnerships like this, we will deliver on the Plan for Change, drive domestic growth, and create a world free from poverty on a liveable planet.

    The Minister announced up to £100 million for the UK’s flagship public markets programme MOBILIST. This programme will provide businesses focused on delivering the SDGs with the anchor funding and expert advice they need to list on stock exchanges around the world, including in London, allowing them to attract significant sums of additional private investment. 

    This is expected to generate between £400 million and £600 million of new investments in businesses across emerging markets in Asia, Africa, and Latin America. These investments will support economic growth, sustainable development, and climate action in local markets.

    She also celebrated the issuance of the first Climate Investment Fund (CIF) Capital Markets Mechanism (CCMM) bond last month, which raised $500 million (approximately £400 million) for energy and clean technology projects in low- and middle-income countries. The CCMM, launched by the Prime Minister at COP29, is a new financial mechanism to leverage future loan repayments by issuing bonds on capital markets.

    As today’s announcements demonstrate, this government’s modern approach to development focuses on harnessing the power of the private sector in mobilising the finance emerging markets need to grow. This will create future export markets for the UK and new overseas investment opportunities, supporting domestic growth and delivering on the government’s Plan for Change. It will also make the UK safer and more stable by tackling the drivers of conflict, climate crises and economic decline in partner countries.

    UK Climate Minister Kerry McCarthy said: 

    This is a historic moment for tackling the climate crisis, with the first bond raising $500 million to accelerate the global clean energy transition and support the flow of climate finance to developing countries.

    Public finance alone cannot tackle the scale of this challenge, and this mechanism will help leverage the private finance needed to support those on the frontline of a changing climate.

    Its listing in the UK positions London as a green finance capital. By working with partners such as the World Bank the UK can drive the action needed to grow the economy and reap the rewards of net zero.

    Minister Dodds made the announcements during a speech to the UK financial sector, including pension funds, insurers, banks, and development finance organisations, after joining a market opening ceremony at the London Stock Exchange.

    Julia Hoggett, CEO of the London Stock Exchange, added:

    Flows of investment are vital to generating sustainable growth both in the UK and around the world. London’s capital markets have long played a leading role in driving flows of capital to where they need to go, and we welcome the focus on fuelling growth and supporting the just transition to net zero.

    As part of these efforts, we are proud to celebrate the listing of the Climate Investment Funds’ Capital Markets Mechanism on the London Stock Exchange. This pioneering bond issuance programme not only brings a new financing tool to our market but is facilitating critical investment in sustainable and clean assets.

    As part of the speech, the Minister also welcomed a first-of-its-kind report from UK institutional investors, co-led by Mercer, Aviva Investors and the Private Infrastructure Development Group (PIDG) and supported by the Institutional Investors Group on Climate Change (IIGCC), on scaling private capital for climate action in emerging markets, and announced a new taskforce to take its recommendations forward.

    The speech comes a week after British International Investment (BII), which is funded by the FCDO, launched a call for institutional investors to work with them to develop solutions that will boost the flow of private capital into emerging markets, which are often considered too risky by global investors, but can offer attractive investment opportunities for growth, diversification and impact for the climate transition. 

    Tariye Gbadegesin, Chief Executive Officer, Climate Investment Funds, said:

    The UK has long recognized that to transform our energy systems at the scale and speed required, we must deploy public money smartly. That means putting climate finance to work where it’s most needed: investing in promising new technologies and enabling new clean energy markets, to spur private sector interest at scale.

    As a founding member of the Climate Investment Funds and a proud partner in the launch of our next-generation CIF Capital Markets Mechanism today, the UK is demonstrating its commitment to bold new models of public-private partnership for both people and planet.

MOBILIST’s investment supported £90.5 million in private investment, a mobilisation ratio of 22.9.

    About the CIF & CCMM

    The Climate Investment Funds (CIF) were launched in 2008 to invest in Emerging Markets and Developing Economies (EMDEs) climate projects. To date, the CIF has leveraged over $64bn from $12.3bn of donor contributions, supporting over 400 projects in over 80 countries. The UK (led by DESNZ) is a leading donor and chairs its Joint Trust Fund Committee.

    The CIF Capital Markets Mechanism (CCMM) was launched by the Prime Minister at COP29, and the bonds were issued on the London Stock Exchange in January 2025. It is a new financial mechanism to leverage future loan repayments (reflows) from previous investments made under the CIF’s Clean Technology Fund (CTF), by issuing bonds on capital markets. 

    Examples of investments made by the CTF include:

    • In South Africa, CTF invested $430.9 million (with co-financing of $2.28 billion). Key achievements include supporting Sub-Saharan Africa’s first large-scale battery storage project and increasing clean energy share in the power grid. This has led to a reduction of 1 million tons of CO2 annually. Notable projects include the KaXu, Xina, and Khi solar plants and the 2023 launch of Africa’s largest battery energy storage system.
    • In Thailand, CTF invested $85.7 million (with co-financing of $1.1 billion). This funding supported over 480MW of solar and wind capacity, reducing 160,000 tons of CO2 annually. Over eight years, wind capacity increased seven-fold, and solar capacity more than doubled. CTF also helped finance the Theppana Wind Power Project and kickstarted the Solar Power Company Group to develop solar farms across northeastern Thailand.

    Advancing Renewable Energy and Sustainability through Key Government Initiatives

     

     

    India’s energy security is a cornerstone of its economic and environmental strategy, with a strong push toward renewable energy and self-reliance. As of January 2025, the country’s non-fossil fuel energy capacity has reached 217.62 GW. The CCDC Wind Initiative has significantly enhanced wind energy development, leading to 48.16 GW of installed capacity. The National Green Hydrogen Mission, launched in 2023, is positioning India as a global leader in hydrogen energy with investments exceeding ₹8 lakh crore. The National Solar Mission has propelled solar energy growth, with installed capacity rising from 9.01 GW in 2016 to 97.86 GW in 2025. Additionally, PM-KUSUM and PM Surya Ghar Muft Bijli Yojana are accelerating solar adoption among farmers and households. These efforts, supported by substantial government funding and policy measures, highlight India’s commitment to achieving energy security while reducing carbon emissions. By leveraging technological advancements and strategic investments, India is on a path toward a cleaner, more resilient energy future.

    CCDC Wind Initiative

    About the Scheme:

    Launched in June 2020, the Centralized Data Collection and Coordination (CCDC) Wind Initiative aims to advance India’s wind energy development by improving wind resource assessment through accurate data collection and research. The initiative provides valuable insights for project developers, helping them identify the most promising locations for wind energy projects. It supports the efficient implementation of large-scale wind energy projects and encourages investments in the wind sector. The Government, through National Institute of Wind Energy (NIWE), has installed over 800 wind-monitoring stations all over country and issued wind potential maps at 50m, 80m and 100m above ground level. As on 30 January 2024, India’s cumulative wind power capacity stands at 48.16 GW.

    Objective:

    • Facilitate wind energy development through centralized data collection and research.
    • Provide accurate wind resource assessment for better site identification.
    • Promote private sector investments and public-private partnerships in wind energy projects.

     

     

    Key Achievements:

     

    • Enhanced wind resource mapping has contributed to the successful identification of over 50 potential wind energy sites nationwide.
    • Contributed to the development of over 10 GW of new wind energy capacity from 2020-2024, increasing India’s wind energy capacity by 30%.
    • Significant growth in wind energy capacity, from 1.86 GW in March 2004 and 21.04 GW in December 2014 to 48.16 GW in January 2025, reflecting the initiative’s impact.
    • In 2024, the Union Cabinet approved a Rs. 7,453 crore Viability Gap Funding (VGF) scheme to set up India’s first offshore wind energy projects. The scheme includes Rs. 6,853 crores for 1 GW of offshore wind capacity (500 MW each off the coasts of Gujarat and Tamil Nadu) and Rs. 600 crores for port upgrades to support logistics for these projects.

    National Green Hydrogen Mission

    About the Scheme:

    Launched in January 2023, the National Green Hydrogen Mission is an ambitious initiative aimed at transitioning India towards a hydrogen-based economy. The scheme focuses on the development of indigenous technology for green hydrogen production, infrastructure for storage, transportation, and utilization. By promoting hydrogen as a clean energy source, the mission aims to position India as a global leader in green hydrogen production and export, thereby driving sustainability and reducing dependence on fossil fuels. With over Rs. 8 lakh crores in total investments, green hydrogen capacity is expected to reach 5 million metric tons by 2030. This is expected to create 6 lakh jobs by 2030.

    • Making India a leading producer and supplier of Green Hydrogen in the world.
    • Creation of export opportunities for Green Hydrogen and its derivatives.
    • Reduction in dependence on imported fossil fuels and feedstock.

    • ₹19,744 crore allocated for the mission’s implementation, with a focus on infrastructure development and technology innovation. The Mission has an outlay of ₹600 crore for FY 2024-25.
    • Establishment of 3 hydrogen production hubs in key locations across the country.
    • Tenders awarded to companies for 4.12 lakh tonnes per annum green hydrogen production.
    • Development of key policies and financial incentives, with 50% subsidy on electrolyser manufacturing and hydrogen production. Selection of manufacturers for 1,500 MW electrolyser capacity was also conducted in 2024.
    • The International Conference on Green Hydrogen (ICGH – 2023) took place in New Delhi from 5th to 7th July, 2023, featuring global participation from industry, academia, and government.
    • From 18th to 22nd March, 2024, India hosted the 41st International Partnership for Hydrogen and Fuel Cells in the Economy (IPHE) Meeting in New Delhi, fostering collaboration on clean hydrogen technologies.
    • From September 11-13, 2024, the 2nd International Conference on Green Hydrogen (ICGH) in New Delhi emphasized advancements in green hydrogen technology and India’s leadership in the sector.
    • The year 2024 also witnessed India’s innovative renewable energy solutions being showcased on international platforms such as the World Hydrogen Summit 2024 in Rotterdam, Netherlands.

     

    National Solar Mission (NSM)

     

    About the Scheme:

    Launched in January 2010, NSM is a major initiative to promote ecological sustainable growth while addressing India’s energy security challenges. It is also a major contribution by India to the global effort to meet the challenges of climate change. In order to achieve the above target, Government of India have launched various schemes to encourage generation of solar power in the country like Solar Park Scheme, VGF Schemes, CPSU Scheme, Defence Scheme, Canal bank & Canal top Scheme, Bundling Scheme, Grid Connected Solar Rooftop Scheme etc.

     

    Objectives:

    • Establish India as a global leader in solar energy by creating the policy conditions for solar technology diffusion across the country as quickly as possible.
    • Achieve the Nationally Determined Contributions (NDCs) target to achieve about 50 percent cumulative electric power installed capacity from non-fossil fuel-based energy resources and to reduce the emission intensity of its GDP by 45 percent from 2005 level by 2030.

     

    Off-Grid Solar PV Programme:

    Off-grid Solar PV Applications Programme is one of the oldest programmes of the Ministry aimed at providing solar PV-based applications in areas where grid power is either not available or is unreliable. Applications such as solar home lighting systems, solar street lighting systems, solar power plants, solar pumps, solar lanterns and solar study lamps are covered under the programme.

     

    Solar Grid Connected Programme:

    Government of India have launched various schemes to encourage generation of solar power in the country like Solar Park Scheme, VGF Schemes, CPSU Scheme, Defence Scheme, Canal bank & Canal top Scheme, Bundling Scheme, Grid Connected Solar Rooftop Scheme etc. Various policy measures are also undertaken to promote the grid connected solar power plants.     • In March 2016, the total installed solar capacity was 9.01 GW and by March 2024, the total installed solar capacity stood at 81.81 GW. *As of 28 January 2025, the total installed solar capacity is 97.86 GW.
    • As of March 2024, the total estimated solar potential of the country stood at 748.98 GW.
    • As of March 2024, there are a total of 58 solar parks in India with a sanctioned capacity of 40 GW, in contrast to March 2016, when there were only 34 solar parks with 20 GW sanctioned capacity.
    • In March 2016, there was only 90.8 MV installed solar capacity under the Rooftop PV and Small Solar Power Generation Programme (RPSSGP). In March 2024, the total installed capacity has reached 11,503 MV.
    • In 2024, for off-grid projects, India has 17.23 lakh solar home lights, 84.59 solar lamps, 9.44 lakh solar street lights and an installed capacity of 216.86 GW from solar power plants. This has increased from 2016, when 13.96 lakh solar home lights, 4.42 lakh solar street lights and 172.45 GW of installed solar capacity from power plants.

    PM-KUSUM Scheme: (Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan)

    About the Scheme:

    Launched in March 2019, the PM-KUSUM Scheme supports farmers by offering financial assistance for installing solar-powered irrigation systems, including solar pumps and grid-connected solar power plants. By shifting to solar energy, the scheme also helps to reduce carbon emissions and improve energy access in rural agricultural areas. Under the Scheme, central government subsidy upto 30% or 50% of the total cost is given for the installation of standalone solar pumps and for the solarization of existing grid-connected agricultural pumps.

     

    Objective:

    • Promote solar energy adoption among farmers by subsidizing solar-powered irrigation.
    • Reduce dependency on diesel pumps, leading to lower fuel costs and improve energy access in rural agricultural areas.
    • Enhance income generation through surplus solar energy sales.

     

     

    Key Achievements:

     

    • Over 6.1 lakh solar pumps installed nationwide by December 2024, as compared to 3.3 lakh solar pumps installed by December 2021.
    • 35 lakh grid-connected agriculture pumps solarized.
    • As of June 2024, more than 4 lakh farmers nationwide have benefited from the PM-KUSUM scheme.

     

     

    • Under Components B and C of PM-KUSUM: 30% CFA provided (or 50% for North Eastern/Hilly regions/Islands) for installing standalone agriculture pumps and solarizing grid-connected pumps.

    PM Surya Ghar Muft Bijli Yojana

    About the Scheme:

    Launched in February 2024, the PM Surya Ghar Muft Bijli Yojana, the world’s largest domestic rooftop solar initiative, is designed to promote rooftop solar energy adoption in residential areas. By providing financial incentives and subsidies for solar panel installation, the scheme enables households to generate their electricity, reducing their dependence on the national grid and lowering electricity bills. The initiative has a bold vision to supply solar power to one crore households by March 2027.

    Objective:

    • Encourage rooftop solar adoption in residential sectors.
    • Provide financial incentives and subsidies for solar panel installation.
    • Enable households to generate their own electricity, reducing dependency on the grid.
    • Reduce electricity bills by allowing households to generate and sell surplus solar energy to the grid.

     

    Key Achievements:

     

    • Increased participation in the distributed solar energy ecosystem, with over 1 lakh homes installing rooftop panels in the first year.

     

     

    • Households benefiting from 20-30% reduction in electricity bills due to self-generated solar power.
    • Within just 10 months of PMSGMBY, 7 lakh installations have been achieved—an average of 70,000 per month. This marks a ten-fold increase in monthly installations compared to the average of 7,000 per month prior to the launch of the scheme in February 2024.
    • States such as Gujarat, Maharashtra, Kerala, and Uttar Pradesh have demonstrated exceptional progress, reflecting robust infrastructure and stakeholder collaboration.
    • Issuance of Operational Guidelines for the ‘Model Solar Village’ scheme, with a total outlay of ₹800 crore, granting ₹1 crore grant for the winning village in each district. It aims to promote solar energy adoption and make villages self-reliant in energy. Villages with populations over 5,000 (or 2,000 in special states) can compete based on their renewable energy capacity.

  • MIL-OSI USA: DOE Announces $7.1 Million in Support of Local Energy Project Planning, Siting and Permitting

    WASHINGTON, D.C. — The U.S. Department of Energy (DOE) today announced the selection of four projects totaling $7.1 million to expand a program that improves planning, siting, and permitting processes for large-scale renewable energy and energy storage facilities across the United States. The collaborative teams formed through these projects, as well as 12 previously selected under the Renewable Energy Siting through Technical Engagement and Planning (R-STEP™) program, will develop and expand statewide initiatives that provide expertise, trainings, and technical resources to local governments, Tribal governments, and communities as they plan for and evaluate large-scale renewable energy and energy storage projects. 
    A significant portion of large-scale renewable energy and energy storage projects built in the coming years are likely to be built on private lands, where state and local authorities make permitting decisions. The state-based R-STEP collaboratives will evaluate the needs of stakeholders in their regions and develop tailored educational materials and technical assistance programs to improve planning and streamline project reviews and permit decisions. This will result in renewable energy and energy storage projects that contribute to strong local economies, resilient energy systems, and lower energy costs for households and businesses, especially in rural or underserved communities.
    The R-STEP collaboratives bring together stakeholders from all sides of the energy planning process, including state and regional agencies, universities, developers, technical experts, public service commissions, farmers unions, tribes, community organizations, and other trusted entities. 

    The four newly selected collaboratives are:

    Illinois: Led by University of Illinois Extension, the collaborative will build and maintain a cohort of trusted technical assistance providers in each county to help communities make informed decisions about renewable energy projects. The work will focus on developing education and outreach materials to support proactive decision-making by communities and local government officials. (Award amount: $1.9 million)
    Louisiana: Led by the Louisiana Department of Natural Resources, the collaborative will engage a diverse array of community partners in Louisiana to inform state agencies’ planning and decision-making for offshore wind facilities in state waters. (Award amount: $1.9 million)
    Minnesota: Led by University of Minnesota Extension, the collaborative will engage diverse stakeholders to assess needs, expand technical assistance services, and maintain training and educational resources to expand local officials’ capacity to engage constructively in planning, siting, and permitting for large-scale renewable energy projects. (Award amount: $1.2 million)
    Virginia: Led by the Virginia Department of Energy, the collaborative will create a centralized, stakeholder-informed hub to provide resources and access to trusted experts to increase knowledge about energy fundamentals, economic development, environmental regulations and best practices, and planning for large-scale renewable energy development. (Award amount: $1.9 million)

    DOE is currently seeking experts to provide technical assistance to the R-STEP collaboratives. Organizations with expertise on key renewable energy and energy storage planning, siting, and permitting topics are encouraged to learn more and apply by Jan. 9, 2025, at 3 p.m. ET.

  • MIL-OSI USA: DOE Invests $32 Million for Grid-Edge Technology and Smart Charge Management

    WASHINGTON, D.C.—Today, the U.S. Department of Energy (DOE) announced $32 million for six selected pilot projects that will support new load growth through grid-edge innovations and the ability of energy providers to right-size grid investments for future load growth. These Connected Communities projects in eight states will also provide new strategies and tools for utilities, grid planners and operators, automakers, electric vehicle (EV) smart charge management service providers, and the communities they serve to improve resilience and reduce costs.
    “Providing low-cost, resilient, and reliable energy to all Americans is a top priority for the DOE,” said Jeff Marootian, principal deputy assistant secretary for DOE’s Office of Energy Efficiency and Renewable Energy. “As our nation’s energy system faces unprecedented demand growth, it’s more important than ever to deploy solutions that maximize all our energy resources and deliver the most efficient, reliable, and affordable electricity possible. These pilot projects will leverage the latest grid-edge solutions—like energy efficiency, demand-responsive building systems, energy storage, EV smart charging, and advanced grid-planning strategies—to equip communities and utilities with the tools and data they need to confidently manage our evolving electric grid.”
    DOE continues to evaluate applications for this funding opportunity and intends to award additional projects up to a total of $65 million, as originally announced, with additional selections as reviews are completed. 
    Connected Communities 2.0 builds on the successes and lessons learned from the first cohort of Connected Communities, launched in 2020, and DOE’s original smart neighborhoods in Georgia and Alabama. The first Connected Communities projects focused on integration of distributed energy resources (DERs) to support a more variable grid. The 2.0 version aims to address growing challenges to the grid head-on, ensuring that necessary upgrades are sized correctly to accommodate increasing loads at vehicle charging locations, data centers, buildings, and industrial sites in a way that leverages the flexibility of these new loads. In the process, DOE is selecting a cohort and collecting data needed to build confidence that the grid is highly flexible and resilient.
    Connected Communities 2.0 centers on two major areas:

    Connected Communities (topic 1), focused on integrated grid-edge technical measures in buildings, industry, and transportation to prepare the electric grid for new loads and improve customer benefits and grid resilience.
    Smart Charge Management (subtopic 1A), focused on various unique urban, suburban, and rural-use cases to build confidence in smart charge management as an effective approach for EVs to provide flexibility and value to the electric grid.

    Three projects have been selected in each area.
    The Connected Communities selectees are:

    The Accelerating Community-wide Connected Electric Loads & Energy Reliability Achieved Through Integration with Nationwide Grid (ACCELERATING) Connectivity initiative (Minnesota), led by the Beneficial Electrification League, will advance a nationally scalable approach for building load management. The project will prioritize partnerships with electric cooperatives in Minnesota that advance communications to optimize residential thermal loads as grid assets. (Award amount: $5.3 million)
    Purdue University (Indiana) will demonstrate pathways for rural electric membership cooperatives to improve energy efficiency and resilience in the face of new load growth in collaboration with the National Rural Electric Cooperative Association. Pathways include engaging with rural communities, piloting financial programs, coordinating DERs through systems, and scaling up lessons learned. (Award amount: $5.9 million)
    The Responsive Energy Communities Harnessing Advanced Grid Efficiency (RECHARGE) initiative (California), led by Pacific Gas & Electric, will target residential units, businesses and industry in the city of San Jose and in the Fresno County. RECHARGE will address the growing electric demand and distribution capacity challenges in these communities. (Award amount: $6 million)

    The Smart Charge Management selectees are:

    One Energy Enterprises (Ohio) will pioneer a community charging depot for medium- and heavy-duty truck fleets, which will integrate advanced microgrid technology and DERs to minimize charging investments, while optimizing the grid. The site will be located in Findlay, Ohio, with plans for expansion to support a larger number of class 6–8 electric trucks. (Award amount: $3.2 million)
    Baltimore Gas & Electric Company (Maryland) will use a multi-faceted distributed energy resource management system to unlock grid-aware managed charging functionality. The project will feature technology that reduces residential EV charging peak loads, decreases infrastructure upgrade costs, and adjusts charging schedules to alleviate grid congestion. (Award amount: $5.9 million)
    EV.Energy (California, Florida, Alaska, Rhode Island, and Hawaii) will demonstrate and validate smart charge management solutions in five diverse utility territories across five different states. Smart charge management approaches will include optimization for renewable energy matching, reduced grid congestion, timer peak smoothing, expanded charging access for multifamily housing, and both vehicle-to-home and vehicle-to-grid technologies.  (Award amount: $6 million)

    The six projects selected today will demonstrate the capabilities of grid-edge technologies and integrated power systems that are efficient, resilient, flexible, and affordable, along with distribution and grid-planning strategies that can be replicated across the United States.
    Integration is essential to Connected Communities, and DOE’s Office of Energy Efficiency and Renewable Energy (EERE) and Office of Electricity are collaborating to support integrated energy system planning with a network of technology offices and industry partners. The Connected Communities 2.0 funding announcement is led by EERE’s Building Technologies Office and Vehicle Technologies Office in collaboration with the Solar Energy Technologies Office, Industrial Efficiency and Decarbonization Office, and Geothermal Technologies Office.

  • MIL-OSI Africa: Mission 300: Significant new donor pledges in support of the Sustainable Energy Fund for Africa announced on margins of the Africa Energy Summit

    Denmark, the United Kingdom, Spain and France have unveiled new or additional contributions to the Sustainable Energy Fund for Africa, demonstrating strong support for the African Development Bank (www.AfDB.org)-managed fund as it expands energy access across Africa, including through the Mission 300 partnership. Another new donor – Japan –joined in December 2024 with a $5 million contribution under AGIA (https://apo-opa.co/3Eju6LT). 

    SEFA is a multi-donor Special Fund that provides catalytic finance to unlock private sector investments in renewable energy and energy efficiency. It aims to contribute to universal access to affordable, reliable, sustainable, and modern energy services for all in Africa in line with the New Deal on Energy for Africa and Mission 300. 

    Mission 300 (https://apo-opa.co/4hDAJqx), an ambitious new partnership of the African Development Bank Group, the World Bank Group and other development partners, aims to provide access to electricity to an additional 300 million Africans by 2030.  

    France, a new donor to SEFA, will provide €10 million. Denmark, the UK and Spain will increase existing contributions by DKK 100 million (€13.4 million), £8.5 million (€10.13) and €3 million, respectively.  

    France’s contribution will bolster the Africa Green Infrastructure Alliance (AGIA) (https://apo-opa.co/4aHQE4M), a platform of the African Development Bank, Africa 50 and other partners that will develop transformative sustainable infrastructure projects for investment.  

     These contributions come as SEFA enjoyed its best year on record in 2024, with $108 million approved for 14 projects. SEFA now boasts a portfolio of over $300 million in highly impactful investments and technical assistance programmes, which is expected to unlock up to $15 billion in investments and deliver approximately 12 million new electricity connections. 

    Denmark’s Acting State Secretary for Development Policy, Ole Thonke, said: “Africa is endowed with enormous untapped potential for renewable energy, which can fuel green industrialisation. The latest Danish financial contribution to SEFA will focus on the newly established Africa-led Accelerated Partnership for Renewables in Africa (APRA), further supporting the continent’s ambitious development and climate goals.” 

    “We are halfway through this decisive decade to achieve the sustainable development goals and get on track to tackle climate change,” said Rachel Kyte, UK Special Representative for Climate, Foreign, Commonwealth and Development Office. “Achieving our collective goals of reliable, affordable and clean power is a golden thread that links economic growth, greater investment, strengthened resilience and climate ambition. By accelerating the roll-out of clean power, the UK and Mission 300 are putting green and inclusive growth at the heart of our partnerships with Africa. Our announcement of an additional £8.5 million in UK funding for the AfDB’s SEFA will mobilise the much-needed private sector investment so that more Africans can access clean power right across the continent.” 

    Inés Carpio San Román, Alternate Governor of Spain for the African Development Bank, said, “We are pleased that Spain has decided to renew its support for the SEFA fund with a contribution of €3 million. This reaffirms our commitment to the crucial sector of renewable energy, which plays a key role in fostering sustainable development across Africa.”

  • MIL-OSI Economics: Mission 300: Significant new donor pledges in support of the Sustainable Energy Fund for Africa announced on margins of the Africa Energy Summit

    Denmark, the United Kingdom, Spain and France have unveiled new or additional contributions to the Sustainable Energy Fund for Africa, demonstrating strong support for the African Development Bank-managed fund as it expands energy access across Africa, including through the Mission 300 partnership. Another new donor – Japan –joined in December 2024 with a $5 million contribution under AGIA.

    SEFA is a multi-donor Special Fund that provides catalytic finance to unlock private sector investments in renewable energy and energy efficiency. It aims to contribute to universal access to affordable, reliable, sustainable, and modern energy services for all in Africa in line with the New Deal on Energy for Africa and Mission 300.

    Mission 300, an ambitious new partnership of the African Development Bank Group, the World Bank Group and other development partners, aims to provide access to electricity to an additional 300 million Africans by 2030.

    France, a new donor to SEFA, will provide €10 million. Denmark, the UK and Spain will increase existing contributions by DKK 100 million (€13.4 million), £8.5 million (€10.13) and €3 million, respectively.

    France’s contribution will bolster the Africa Green Infrastructure Alliance (AGIA), a platform of the African Development Bank, Africa 50 and other partners that will develop transformative sustainable infrastructure projects for investment.

    These contributions come as SEFA enjoyed its best year on record in 2024, with $108 million approved for 14 projects. SEFA now boasts a portfolio of over $300 million in highly impactful investments and technical assistance programmes, which is expected to unlock up to $15 billion in investments and deliver approximately 12 million new electricity connections.

    Denmark’s Acting State Secretary for Development Policy, Ole Thonke, said: “Africa is endowed with enormous untapped potential for renewable energy, which can fuel green industrialisation. The latest Danish financial contribution to SEFA will focus on the newly established Africa-led Accelerated Partnership for Renewables in Africa (APRA), further supporting the continent’s ambitious development and climate goals.”

    “We are halfway through this decisive decade to achieve the sustainable development goals and get on track to tackle climate change,” said Rachel Kyte, UK Special Representative for Climate, Foreign, Commonwealth and Development Office. “Achieving our collective goals of reliable, affordable and clean power is a golden thread that links economic growth, greater investment, strengthened resilience and climate ambition. By accelerating the roll-out of clean power, the UK and Mission 300 are putting green and inclusive growth at the heart of our partnerships with Africa. Our announcement of an additional £8.5 million in UK funding for the AfDB’s SEFA will mobilise the much-needed private sector investment so that more Africans can access clean power right across the continent.”

    Inés Carpio San Román, Alternate Governor of Spain for the African Development Bank, said, “We are pleased that Spain has decided to renew its support for the SEFA fund with a contribution of €3 million. This reaffirms our commitment to the crucial sector of renewable energy, which plays a key role in fostering sustainable development across Africa.”

    “As a strong supporter of Africa’s green infrastructure investments with financial tools that mobilise private finance, France is proud to contribute €10 million to the AGIA through SEFA,” stated Bertrand Dumont, Director General of the French Treasury and Governor for France at the African Development Bank. “This very first contribution is our first step towards reinforcing Africa’s sustainable development and accelerating the continent’s path to a low-carbon economy. By investing in green infrastructure in Africa, we are investing for the future.”

    Dr Daniel Schroth, Director of Renewable Energy and Energy Efficiency at the African Development Bank, said, “We welcome the new commitments from donors whose support underscores the impactful work of SEFA. These contributions are essential in enabling SEFA to fulfil its role as a key delivery vehicle for Mission 300 at this pivotal moment.”

    HONOLULU — Governor Josh Green, M.D., today unveiled an executive order to promote and expedite the development of renewable energy in the state of Hawaiʻi.

    In the face of federal uncertainty regarding renewable energy and concerns over grid stability across the state, the Governor is committed to expanding and accelerating Hawaiʻi’s renewable resource development, and has outlined priorities to reduce energy costs, prevent blackouts, and slash emissions for Hawaiʻi residents and businesses.

    The executive order, developed with the Hawaiʻi State Energy Office and the input of various energy stakeholders across the state over the last year, outlines new policy objectives and directives for the state of Hawaiʻi, including accelerating renewable development for neighbor island communities to hit 100% renewable portfolio standards from 2045 to 2035, setting a statewide goal of 50,000 distributed renewable energy installations (such as rooftop solar and battery systems) by 2030, and directing state departments to streamline and accelerate the permitting of renewable developments to reduce energy costs and project development timelines.

    In addition, the order calls upon the Hawaiʻi Public Utilities Commission and Hawaiian Electric Company for support in reducing redundancies and inefficiencies in energy permitting and to prioritize reduced energy costs and energy stability for Hawaiʻi’s people.

    “Hawaiʻi needs to take some drastic steps to reduce energy costs, which have continued to rise and have contributed to the high cost of living for our people,” said Governor Green. “We know that high energy costs in Hawaiʻi are due to our reliance on burning oil for electricity and old infrastructure, which is really unacceptable. We can and must do more to get this under control.”

    Despite the federal administration signaling a turn away from renewables, Governor Green is doubling-down on a diversified, renewable-centered approach to cut costs and emissions.

    “This EO represents the start of real action to lower costs, support a stable energy system, and reduce emissions,” said Chip Fletcher, the Governor’s climate advisor and interim dean of the School of Ocean and Earth Science and Technology (SOEST), University of Hawai‘i at Mānoa. “Governor Green is cutting the red tape to realize our shared energy goals, including the first-ever push to get neighbor island communities to energy independence a decade sooner.”

    “The goal of 50,000 distributed renewable energy installations before 2030 demonstrates the state of Hawaiʻi’s commitment to ensuring more affordable and resilient energy for Hawaiʻi’s people,” said Rocky Mould, executive director of the Hawaiʻi Solar Energy Association. “We are excited to aggressively expand opportunities for rooftop solar and energy storage and unleash its power and promise for the clean/decarbonized grid of the future under Governor Green’s leadership.”

    Energy costs have risen starkly in Hawaiʻi, which has the highest average residential energy rate of any state in the U.S.

    High electricity and utility costs impact households, are a drag on Hawaiʻi’s economy, and add additional tax burdens by increasing government operating expenses. Energy cost increases have represented a $15M recurring increase in the Governor’s latest biennium budget for the Department of Education’s operations alone.

    Union Ministry of New and Renewable Energy (MNRE) has notified the Solar Systems, Devices, and Components Goods Order, 2025, which revises and supersedes the existing Solar Photovoltaics, Systems, Devices, and Components Goods (Requirements for Compulsory Registration) Order, 2017. The revised order has been notified in the Gazette of India vide Gazette Notification dated 27.01.2025 under the Bureau of Indian Standards (BIS) Act, 2016 and will come into effect 180 days from the date of publication. This order covers Solar PV modules, Inverters to be used in Solar PV applications and Storage Batteries.

    The revised Quality Control Order (i.e., QCO, 2025) has been notified by the MNRE after due consultations for over 24 months with all the relevant Stakeholders i.e., Solar PV Module manufacturers, Inverter manufacturers, Storage Batteries manufacturers, Testing laboratories for the products, National Institute of Solar Energy (NISE) and Bureau of Indian Standards (BIS). Comments from World Trade Organization (WTO) member countries were also sought by uploading the draft notification on WTO-TBT (Technical Barrier to Trade) website (https://www.epingalert.org/) for 60 days before publishing in the Gazette of India.

    The revised Quality Control Order aligns with the Government of India’s commitment to promoting high-quality and efficient solar photovoltaic (PV) products for sustainable energy development. The revision aims to enhance product reliability, ensure safety, and support India’s ambitious renewable energy targets.

    Key Highlights of the Order:

    1.         Mandatory Standards:

    • Solar PV modules, inverters, and storage batteries must conform to the latest Indian Standards (as notified by BIS) and bear the Standard Mark under a license from the BIS.
    • Minimum efficiency criteria (@ Standard Test Conditions) for solar PV modules are introduced which are as follows:
    • 18% for Mono Crystalline Silicon and Thin-Film PV Modules.
    • 17% for Poly Crystalline Silicon PV Modules.

    2.         Applicability:

    • The order applies to manufacturers, importers, distributors, retailers, sellers and lessor of solar PV systems and components.
    • Products meant exclusively for export are exempted.

    3.         Certification and Enforcement:

    • The Bureau of Indian Standards (BIS) will oversee grant of licence and enforcement of the order. Market surveillance will be done by BIS or agency notified by BIS in consultation with MNRE.

    4.         Concurrent Operation:

    • Existing licenses under the QCO, 2017 remain valid, with renewals and new registrations governed by the QCO, 2025.

    5.         Penalty for Non-Compliance:

    • Any violation of the provisions of this order will attract penalties under the Bureau of Indian Standards Act, 2016.

    6.         Promoting Public Interest:

    • The updated standards and specifications will ensure the availability of safe, high-performance solar products in India’s growing renewable energy market.

    Focus on Innovation and Efficiency:

    The revised QCO, 2025 introduces detailed testing and efficiency requirements for solar PV technologies, including crystalline silicon and thin-film photovoltaic modules. It also specifies rigorous safety measures for inverters and storage batteries to meet global standards.

    This initiative underscores MNRE’s commitment to ensuring the highest quality standards while fostering innovation and sustainability in the renewable energy sector.

    Thirty African Heads of State and government today committed to concrete reforms and actions to expand access to reliable, affordable, and sustainable electricity to power economic growth, improve quality of life, and drive job creation across the continent. The leaders pledged their commitment in a declaration during the two-day Mission 300 Africa Energy Summit in the Tanzanian commercial capital, Dar es Salaam. Mission 300 partners pledged more than $50 billion in support of increasing energy access across Africa.

    The Dar es Salaam Energy Declaration represents a key milestone in addressing the energy gap in Africa, where more than 600 million people currently live without electricity. The commitments in the Declaration are a critical piece of the Mission 300 initiative, which unites governments, development banks, partners, philanthropies, and the private sector to connect 300 million Africans to electricity by 2030. The Declaration will now be submitted to the African Union Summit in February for adoption.

    By addressing the fundamental challenge of energy access, Mission 300 serves as the cornerstone of the jobs agenda for Africa’s growing youth population and the foundation for future development.

    Twelve countries—Chad, Côte d’Ivoire, Democratic Republic of Congo, Liberia, Madagascar, Malawi, Mauritania, Niger, Nigeria, Senegal, Tanzania, and Zambia—presented detailed National Energy Compacts that set targets to scale up electricity access, increase the use of renewable energy and attract additional private capital. These country-specific plans are time-bound, rooted in data, endorsed at the highest level and focus on affordable power generation, expanding connections, and regional integration. They aim to boost utility efficiency, attract private investment, and expand clean cooking solutions. Deploying satellite and electronic mapping technologies, these compacts identify the most cost-effective solutions to bring electricity to underserved areas.

    “Tanzania is honored to have hosted such a monumental summit to discuss how, as leaders, we will be able to deliver on our promise to our citizens to provide power and clean cooking solutions that will transform lives and economies,” said H.E. Dr. Samia Suluhu Hassan, President of the United Republic of Tanzania.

    Implementing the National Energy Compacts will require political will, long-term vision and the full support from Mission 300 partners. Governments are paving the way through comprehensive reforms, complemented by increased concessional financing and strategic partnerships with philanthropies and development banks to catalyze increased private sector investment.

    Dr. Akinwumi A. Adesina, President of the African Development Bank Group, emphasized the need for decisive action to accelerate electrification across the continent. “Critical reforms will be needed to expand the share of renewables, improve utility performance utilities, ensure transparency in licensing and power purchase agreements, and establish predictable tariff regimes that reflect production costs. Our collective effort is to support you, heads of state and government, in developing and implementing clear, country-led national energy compacts to deliver on your visions for electricity in your respective countries.”

    “Access to electricity is a fundamental human right. Without it, countries and people cannot thrive,” said Ajay Banga, President of the World Bank Group. “Our mission to provide electricity to half of the 600 million people in Africa without access is a critical first step. To succeed, we must embrace a simple truth: no one can do it alone. Governments, businesses, philanthropies, and development banks each have a role—and only through collaboration can we achieve our goal.”

    During the summit, partners announced a series of commitments:

    • African Development Bank Group and the World Bank Group plan to allocate $48 billion in financing for Mission 300 through 2030, which may evolve to fit implementation needs
    • Agence Francaise de Development (AFD): €1 billion to support energy access in Africa
    • Asian Infrastructure Investment Bank (AIIB): $1 billion to $1.5 billion to support Mission 300
    • Islamic Development Bank (IsDB) Group: $2.65 billion in support of Mission 300 and energy access in Africa from 2025-2030
    • OPEC Fund: An initial commitment of $1 billion in support of Mission 300 with additional financing to follow
    • World Bank Group and the African Development Bank Group: Launched Zafiri, an investment company that supports private sector-led solutions, such as renewable mini-grids and solar home systems. Zafiri anchor partners will invest up to $300 million in the first phase and mobilize up to $1 billion to address the persistent equity gap in Africa in these markets.

    The firm commitments made by governments and partners at the summit demonstrate the unique power of the Mission 300 partnership. By combining government reforms, increased financing, and leveraging public-private partnerships, African countries are positioned to turn plans into action, delivering tangible benefits to millions of people.

    Following are UN Deputy Secretary-General Amina Mohammed’s remarks at the opening of the African Heads of State Energy Summit, in Dar es Salaam, United Republic of Tanzania, today:

    It is a pleasure to join you here all today.  I extend my heartfelt thanks to Her Excellency President Hassan and her Government of the United Republic of Tanzania for hosting the Mission 300 Africa Energy Summit.

    But, I would also like to underscore that it is because of her incredible leadership and her vision, that we are all here today and gathered as an African continent.  I would also thank the African Union for keeping the fire under our feet to do right thing for the continent.

    Congratulations to my two brothers, the African Development Bank Group, Akin, and the World Bank Group, Ajay.  These are incredible partnerships, that bring genuine experience, decades of work from the public sector to the private sector.

    That is why we are looking to them for the success of this union.  But, we also look to the Rockefeller Foundation for a strong and meaningful partnership — one that brings key stakeholders together in this room.  Your bold investments are a testament to Africa’s potential for a sustainable and resilient future.

    Today, Africa has one of the lowest levels of energy access, as we have heard, but it is also one of the most vulnerable to intensifying climate shocks.

    Yet, our continent is rich in renewable energy resources and critical minerals.  Which are all essential for the energy transition, and benefit from limited sunk costs in fossil fuel-intensive energy infrastructures.  Africa is also home to a vibrant, young and enterprising population.

    This provides immense potential for Africa to show the rest of the world what a new economic development paradigm grounded in sustainability, resilience, justice and inclusivity can look like.

    Enhanced energy access, affordability and reliability is not only crucial for achieving our Sustainable Development Goal (SDG) 7, but also serves as a catalyst for broader development goals.  Access to clean and sustainable energy underpins progress in health, in education, in gender equality, while driving economic growth and climate action — many of the 17 Goals.

    By advancing long-term energy security and sovereignty, we can foster peace, we can create green jobs and build resilient livelihoods — paving the way for improved stability and prosperity across the continent.

    With renewables now being the cheapest source of new electricity almost everywhere on earth, Mission 300’s bold commitment to connect 300 million people to electricity by 2030 represents a transformative opportunity for Africa.

    Combined with systemic initiatives like the African Continental Free Trade Agreement, Africa is uniquely positioned to lead the global energy transition.

    By powering essential sectors such as healthcare, education and commerce, bolstering industries like solar manufacturing, grid infrastructure and clean energy solutions, renewable energy can unlock unprecedented economic potential.

    With reliable energy access, the continent’s 147 million small and medium-sized enterprises — key drivers of economic growth — will have the tools to scale, innovate and create jobs, turning energy into a true catalyst for inclusive and sustainable progress.

    The United Republic of Tanzania stands as a shining example of how rural electrification and off-grid renewable energy solutions can transform lives, particularly in remote and underserved areas.

    The country has made remarkable strides, with electricity access increasing from just 14 per cent in 2011 to 46 per cent in 2022.  And what does that mean?  It has led to over 1 million new connections, driving the rural electrification rate to 72 per cent. 

    In November 2024, more than 60,000 social institutions were connected by REA [Rural Electrification Agency], benefiting 12,905 educational institutions, 6,768 health facilities, over 8,000 places of worship and 29,000 commercial areas.

    This progress means that more boys and girls in remote areas can now study in well-lit classrooms, health workers can deliver life-saving services to off-grid populations and rural businesses can thrive with reliable power.  The United Republic of Tanzania demonstrates how energy access is not just about electricity — it’s about opportunity, equity and the foundation of a brighter future and a life in dignity for everyone.

    We must ensure that Mission 300 seizes the opportunity that lies ahead.  With five years to the endpoint of the SDGs and having completed the first decade of implementing the African Union’s Agenda 2063, it is clear that transformation efforts remain insufficient.

    I would like to deeply commend the African leadership that is here today, as you seek solutions to address Africa’s energy access, climate vulnerability and development challenges holistically.

    We must accelerate our collective efforts to fast-track solutions for SDG7, but also the Paris Agreement and propel Africa to become a clean energy powerhouse.  This requires urgent action in three key areas beyond this Summit.

    First, creating the right enabling environment to attract scaled private and public investments through stronger, stable and more coherent policy and regulatory frameworks.

    We are very pleased to see — thank you, Ajay — the private sector that is here today and we hope they will accompany us through this very difficult but at the end profitable journey.

    This year, every party to the UN Climate Convention has committed to submit a new economy-wide national climate action plan, that is aligned with the 1.5°C world that we need, well before COP30 [thirtieth Conference of the Parties to the United Nations Framework Convention on Climate Change] in November.

    If done right, these climate plans should align with national energy strategies and development priorities — and they would doubling as investment plans to seize the potential of renewables, helping to eradicate poverty and achieve the Sustainable Development Goals and the Paris Agreement.

    Furthermore, the Secretary-General’s panel on Critical Energy Transition Minerals offers important Principles and Actionable Recommendations to ensure we do not repeat historical patterns of exploitation on this continent.

    Second, mobilizing affordable, accessible and adequate finance. The chronic underinvestment in renewable energy in Africa, and long-standing structural barriers, such as exorbitant capital costs, mean that a continent with the potential to be a renewable powerhouse accounts for less than one percent of global installed solar capacity.

    It is why we are calling for an SDG Stimulus to scale up affordable, long-term financing for developing countries, and for the “Baku-to-Belém Roadmap to $1.3 trillion” to bridge the climate finance gap by leveraging all sources and by addressing unjust and structural barriers.

    Last year’s Pact of the Future sent an unequivocal message — reform of the international finance architecture is urgent and essential to:

    And this Pact would have not gotten over the line, if not for the leadership of the African leaders in the United Nations.  It spoke to strengthening the voice and the representation of developing countries.  It spoke to mobilizing far greater levels of financing for the SDGs, and directing that financing to countries most in need.  It spoke to enabling countries to borrow sustainably, and with confidence, to invest in their long-term development.  But, it also spoke to provide effective and equal support to countries during systemic shocks.

    Finally, multilateralism — our international cooperation — still remains our best hope for delivering solutions at the necessary scale and speed.

    And I note to many of us, as I look to the geopolitical challenges that we have today.  Multilateralism does not seem like the best offer on the table — but it is.  It is a place that we come to.  It is a global town hall for our global village.  It is where we have visibility and where we can shine a light on the opportunities.  But, also, where we can give hope to the millions that look to us — to serve them.

    The United Nations remains dedicated to supporting your efforts every step of the way.  Through our UN expertise and presence in the country, we are committed to supporting Mission 300, the African Development Bank and the World Bank.  And we are committed to help identify and attract investments, strengthen policy, and secure the support you need to make Mission 300 a success.

    Finally, I would like to also commend our Special Representative.  It is not often that we have women in leadership positions.  Today, we are hosted by a great leader that is a woman. But, we also have the Special Representative of the UN on Sustainable Energy for All, Damilola Ogunbiyi, who is playing a critical role within the Mission 300.

    In this critical countdown to 2030, let us ensure that Mission 300 delivers concrete outcomes towards the SDGs, the Paris Agreement and Agenda 2063.

    Let us seize this moment to accelerate and to deliver transformative progress.  Together, I am sure that Africa can lead the clean energy transition, creating lasting prosperity and resilience for generations to come and actions and aspiration fulfilled today for our women and our youth.

    Today, following the resignation of Utilities Commission Chair Charlotte Mitchell, Governor Josh Stein appointed Floyd B. McKissick Jr. to carry out the remainder of Mitchell’s term, which goes through June 30, 2029. Governor Stein also appointed Steve Levitas to fill McKissick’s position through June 30, 2025. 

    “Floyd McKissick currently serves on the Utilities Commission, and he brings decades of conscientious experience in public service to the role,” said Governor Josh Stein. “I am grateful for his willingness to continue serving on the Utilities Commission, and I am proud to be bringing on Steve Levitas, a utilities expert who is a practical problem-solver, to finish Floyd’s current term.”

He is also the 2nd Vice President of the Southeastern Association of Regulatory Utility Commissioners (SEARUC). He previously represented Durham and Granville counties in the North Carolina State Senate for 13 years, including serving as the Senior Deputy Democratic Leader. He has practiced law since 1984, representing both Fortune 500 corporations and small businesses.   

    Levitas is a solar industry veteran and nationally respected authority on energy policy. His areas of expertise include competitive procurement program design, voluntary customer programs, PURPA implementation, integrated resource planning, and transmission and interconnection policies and procedures. In 2023, he received the North Carolina Sustainable Energy’s Association Lifetime Achievement Award. Prior to his involvement in the renewable energy sector, he spent more than 25 years working in the field of environmental law and policy, including serving as the Deputy Secretary of the North Carolina Department of Environmental Health and Natural Resources.

    Your Excellency President Samia Suluhu Hassan, Excellencies, Majesties, Distinguished guests, Ladies and Gentlemen,

    It is a pleasure to join you here all today. I extend my heartfelt thanks to Her Excellency President Hassan and her Government of the United Republic of Tanzania for hosting the Mission 300 Africa Energy Summit.

    But I would also like to underscore that it is because of her incredible leadership and her vision, that we are all here today and gathered as an African continent.

    I would also thank the African Union for keeping the fire under our feet to do right thing for the continent.

    Congratulations to my two brothers, the African Development Bank Group, Akin, and the World Bank Group, Ajay. These are incredible partnerships, that bring genuine experience, decades of work from the public sector to the private sector.

    That is why we are looking to them for the success of this union.

    But we also look to the Rockefeller Foundation for a strong and meaningful partnership – one that brings key stakeholders together in this room.

    Your bold investments are a testament to Africa’s potential for a sustainable and resilient future.

    Today, Africa has one of the lowest levels of energy access, as we have heard, but it is also one of the most vulnerable to intensifying climate shocks.

    Yet our continent is rich in renewable energy resources and critical minerals. Which are all essential for the energy transition, and benefit from limited sunk costs in fossil fuel-intensive energy infrastructures. Africa is also home to a vibrant, young, and enterprising population.

    This provides immense potential for Africa to show the rest of the world what a new economic development paradigm grounded in sustainability, resilience, justice, and inclusivity can look like.

    Enhanced energy access, affordability, and reliability is not only crucial for achieving our Sustainable Development Goal 7 but also serves as a catalyst for broader development goals. Access to clean and sustainable energy underpins progress in health, in education, in gender equality, while driving economic growth and climate action. Many of the 17 goals.

    By advancing long-term energy security and sovereignty, we can foster peace, we can create green jobs, and build resilient livelihoods — paving the way for improved stability and prosperity across the continent.

    With renewables now being the cheapest source of new electricity almost everywhere on earth, Mission 300’s bold commitment to connect 300 million people to electricity by 2030 represents a transformative opportunity for Africa.

    Combined with systemic initiatives like the African Continental Free Trade Agreement, Africa is uniquely positioned to lead the global energy transition.

    By powering essential sectors such as healthcare, education, and commerce, bolstering industries like solar manufacturing, grid infrastructure, and clean energy solutions, renewable energy can unlock unprecedented economic potential.

    With reliable energy access, the continent’s 147 million small and medium enterprises — key drivers of economic growth — will have the tools to scale, innovate, and create jobs, turning energy into a true catalyst for inclusive and sustainable progress.

    Tanzania stands as a shining example of how rural electrification and off-grid renewable energy solutions can transform lives, particularly in remote and underserved areas.

    The country has made remarkable strides, with electricity access increasing from just 14% in 2011 to 46% in 2022. And what does that mean? It has led to over 1 million new connections, driving the rural electrification rate to 72%.

    In November 2024, more than 60,000 social institutions were connected by REA, benefiting 12,905 educational institutions, 6,768 health facilities, over 8,000 places of worship, and 29,000 commercial areas.

    This progress means that more boys and girls in remote areas can now study in well-lit classrooms, health workers can deliver life-saving services to off-grid populations, and rural businesses can thrive with reliable power. Tanzania demonstrates how energy access is not just about electricity—it’s about opportunity, equity, and the foundation of a brighter future and a life in dignity for everyone.

    We must ensure that Mission 300 seizes the opportunity that lies ahead.

    With five years to the endpoint of the SDGs and having completed the first decade of implementing the African Union’s 2063 Agenda, it is clear that transformation efforts remain insufficient.

    I would like to deeply commend the African leadership that is here today, as you seek solutions to address Africa’s energy access, climate vulnerability, and development challenges holistically.

    Excellencies, Ladies and gentlemen,

    We must accelerate our collective efforts to fast-track solutions for SDG 7 but also the Paris Agreement and propel Africa to become a clean energy powerhouse.

    This requires urgent action in three key areas beyond this Summit.

    First, creating the right enabling environment to attract scaled private and public investments through stronger, stable, and more coherent policy and regulatory frameworks.

    We are very pleased to see, thank you Ajay, the private sector that is here today and we hope they will accompany us through this very difficult but at the end profitable journey.

  • MIL-OSI United Nations: Deputy Secretary-General Tells Africa Energy Summit Policy Coherence, Finance, Transparent Cooperation Key to ‘Illuminate the Lives of Millions’

    Following are UN Deputy Secretary-General Amina Mohammed’s remarks to the panel on “Policies and Reforms for Transforming African Energy” at the Mission 300 Africa Energy Summit, in Dar es Salaam today:

    I want to start by thanking the Government of Tanzania and the African Union for its leadership, and the World Bank, the African Development Bank and the Mission 300 partners for convening this summit. 

    Mission 300 has undertaken an enormous task: to help close the energy access gap and unlock sustainable development across the continent by delivering electricity to 300 million Africans by 2030.  As we have heard, we face a stark reality:  685 million people across the continent still lack access to electricity, with the gap widening as population growth outpaces new electricity connections.

    And yet, Africa is richly endowed with natural resources vital for renewable energy technologies:  it is home to 60 per cent of the world’s best solar resources and possesses vast wind, hydro and geothermal potential.  And critical minerals mined in Africa are powering the renewables revolution around the world.

    Despite this abundance, and record global investments in renewable energies worldwide, Africa continues to be left behind and many Africans continue to lack access to clean, affordable energy.  This injustice must be urgently resolved.  Access to electricity is an essential development requirement, one that can also be the multiplier for acceleration in building a sustainable future for all.

    Providing clean energy to local communities represents a unique opportunity to improve health, widen access to education and social protection, make food systems resilient and create green jobs, e-commerce and financial services, while at the same time protecting the environment and biodiversity. 

    We have heard our distinguished speakers discuss why companies and Governments should get involved.  The business case is clear:  the falling costs of renewables and storage offer a great opportunity to deliver access to energy, energy security and sovereignty and climate resilience. 

    With the new African Continental Free Trade Area, aiming at a trade zone without barriers to the transfer of goods and services, the business opportunities will further multiply if the right policy environments — coherent and predictable — are put in place.

    As we move into discussing what policies and reforms for transforming African energy can enable millions to access energy, I would like to focus on three areas of urgent attention for policymakers.

    First, fostering policy coherence.  We are five years away from the target of our SDGs [Sustainable Development Goals], and we are not on track.  Policymakers and the international institutions need to strive to ensure sector-wide plans are coherent and aligned with the achievement of the SDGs due in 2030, while investors need robust regulatory laws in place to ensure business can operate aligned with them.

    At this Summit, Mission 300 target countries are presenting their first national energy strategies for achieving universal energy access.  These strategies need to be part of a broader plan, one that — while achieving universal energy access — needs to be aligned with the new economy-wide national climate action plans, or NDCs, consistent with 1.5°C, well before COP 30 [the 2025 United Nations Climate Change Conference] in November.

    NDCs represent a unique opportunity for all countries to align their new climate plans and energy strategies, together with addressing adaptation needs.  NDCs must coordinate the transition from fossil fuels with scaling of renewables and grid modernization and expansion, ensuring energy security and affordability.  And they must be anchored in justice — providing support for affected workers and communities.

    If done right, climate plans align with national development priorities and double as investment plans — becoming blueprints for a more sustainable and prosperous future.  The Secretary-General’s panel on critical energy transition minerals offers important principles and actionable recommendations to ensure this new era does not repeat historical patterns of exploitation.  SEforALL [Sustainable Energy for All], UN Resident Coordinators and country teams will continue to support country-level policy reforms, integrate stakeholder innovations, build institutional capacities and boost infrastructure investments across the entire clean-energy supply chain. 

    Second, mobilizing finance and support.  While private-sector investments and innovation are important, public financing remains vital — especially in modernizing grid infrastructure to expand access and integrate renewables.  Blending concessional public funds with commercial funds can help multiply renewable-energy investments in developing countries.  We must work to strengthen the health of Africa’s public finances and tackle unsustainable debt burdens that are crowding out essential public investments.

    The fourth International Conference on Financing for Development, that will take place in July to underpin the needs for long-term concessional finance, and the 1.3 trillion roadmap, agreed in Baku, that needs to be delivered by COP 30 in Brazil, must provide investments to scale up, among others, the energy transition.

    Third, enhancing transparent international cooperation.  International investments and cross-border partnerships hold the key to delivering electricity projects at a massive scale.  Institutions must be strengthened to operate in complex regulatory environments, with multiple actors across jurisdictions.

    Public-private partnerships need to be subject to stable and transparent public procurement rules throughout the whole project cycle — rules that prioritize long-term sustainability and allow for mutually beneficial contractual relationships.  Transparency and accountability should be a hallmark of Mission 300 and set a new standard for cooperation across the continent. 

    As we start the five-year countdown to delivering on the Sustainable Development Goals, and mark the ten-year anniversary of the Paris Agreement, let us work together to illuminate the lives of millions, power the industries of tomorrow and ensure that no one is left behind in the race to deliver universal clean energy, climate resilience and economic prosperity.

    The International Winter Academy on Energy has ended at the Institute of Energy. This project is aimed at developing international educational cooperation in energy with universities in different countries. This winter, the Nuclear Energy module was organized for Chinese students from Harbin Engineering University, Sichuan University, Shandong University, and Tsinghua University.

    The staff of the Higher School of Nuclear and Thermal Energy of the Institute of Power Engineering have been conducting classes in a hybrid format since the pandemic. The transition to online classes was inevitable then, and now it has become a convenient option for students who, for various reasons, cannot come.

    We will continue to accept students both online and in person, as there is demand for this. Our program is short-term, it covers both basic and special aspects of energy, so we provide some participants with the opportunity to study after their main classes and after finishing work, – said Ekaterina Sokolova, associate professor at HSE and founder of the academy.

    The Winter Academy received the “status” of an academy when the organizers and founders of the project realized that education is not the only area of cooperation in which students, teachers from foreign universities and polytechnics are interested.

    Now the program includes not only lectures and intensive courses, but also case studies and presentations of scientific research. The Academy participants presented projects on various topics: “Artificial Intelligence on the Path to Sustainable Energy”, “Small Modular Reactors”, “Nuclear Energy and Climate Change”, etc.

    Students wrote review articles and provided examples of the latest developments in their country, Russia and the world, based on the knowledge they had gained during the program. They presented their research results on the final day at the energy forum.

    The guys visited the laboratory of the Scientific and Educational Center “Thermal Physics in Power Engineering”, where Professor Vladimir Mityakov of the Higher School of Engineering and Technology gave a tour in English, showed the work of the wind tunnel and the results of experiments conducted with its help. Associate Professors of the Higher School of Engineering and Technology Khashayar Sadeghi and Hadi Seyed accompanied the students of the Academy, assistant Alexey Tarasenko gave a lecture on the basics of probabilistic safety analysis.

    We would like our academy to be able to provide not only knowledge, but also the skills required for conducting scientific activities and writing articles. The guys get acquainted with the Polytechnic, with teachers and students. We hold events that teach them to work in a team, overcome the language barrier and develop the skill of communicating with future colleagues and scientists. The language of science is, first of all, the language of cooperation, both in education and in culture, – shared Ekaterina Andreyevna.

    A cultural program was prepared for the Academy participants. The children visited the Hermitage and the Yusupov Palace. Senior lecturer of the Higher School of Architecture and Technical Ethics Natalia Donmez and specialist of the SPbPU History Museum Maria Zavyalova conducted a bilingual excursion dedicated to the history of the Polytechnic University.

    The academy’s organizers plan to attract Russian students and students from international educational programs to obtain different opinions and come to new solutions.

    In the near future, IE employees will begin preparing for the spring program on hydrogen energy, which is very popular. Scientists Competence Center for Advanced Nuclear Technologies in the Area of Sustainable Development and Decarbonization of Energy create a course taking into account the latest industry developments.

    In the summer, the team is preparing for the arrival of several delegations from China and students from other countries for modules on electric power, oil and gas industry, nuclear power, and renewable energy sources.

    The Prime Minister, Shri Narendra Modi inaugurated the Utkarsh Odisha – Make in Odisha Conclave 2025 and  Make in Odisha Exhibition in Bhubaneswar, Odisha today. Addressing the gathering, the Prime Minister said this was his second visit to Odisha in the month of January 2025, recalling his visit to inaugurate Pravasi Bharatiya Divas 2025 event. Noting that this was the biggest business Summit in Odisha till date, Shri Modi said that there were around 5-6 times more investors participating in Make in Odisha Conclave 2025. He also congratulated the people and the Government of Odisha for organising the grand event.

    “Eastern India is a growth engine in the development of the country and Odisha plays a key role in this”, exclaimed the Prime Minister. He added that historic data also reveals that the contributions of Eastern India were remarkable when India played a major role in global growth. Shri Modi noted that there were huge industrial hubs, ports, trade hubs in Eastern India and Odisha’s participation in this was remarkable. “Odisha used to be an important center in South Eastern Asian trade and the ports were a gateway to India”, said the Prime Minister. He added that Bali Yatra is celebrated even today in Odisha. Recalling the recent visit of the President of Indonesia to India, the Prime Minister said that the President’s words that there were probably traces of Odisha in his DNA.  

    The Prime Minister remarked that Odisha celebrates a legacy which connects it with South East Asia. He added that Odisha had now begun to revive the glorious heritage in the 21st century. He noted that the President of Singapore recently visited Odisha and Singapore was very enthusiastic about its relationship with Odisha. He highlighted that ASEAN countries have also shown interest in strengthening trade and traditional connections with Odisha. The Prime Minister emphasized that numerous opportunities were opening up in this region, more than ever before since independence. He called upon all the investors present, stating that now is the right time to invest in Odisha’s development journey and assured that their investment would lead to new heights of success.

The Prime Minister highlighted that the expansion of India’s economy rests on two major pillars: the innovative service sector and quality products. He emphasized that the country’s rapid progress cannot rely solely on the export of raw materials and therefore, the entire ecosystem was being transformed with a new vision. The Prime Minister mentioned that India was changing the trend of extracting minerals and sending them abroad for product manufacturing and value addition, only to have those products return to India. Similarly, he added that the trend of exporting seafood for processing in other countries was also being changed. Shri Modi stated that the Government was working to ensure that industries related to the resources in Odisha are established within the state. He highlighted that Utkarsh Odisha Conclave 2025 was a means to realize this vision.

    Remarking that the world was increasingly focusing on sustainable lifestyles and moving towards a green future, Shri Modi noted that the potential for green jobs is also growing significantly. He emphasized the need to adapt to the demands and requirements of the times. He highlighted that India was focusing on green technology and a green future, including solar, wind, hydro, and green hydrogen, which will power the energy security of a developed India. The Prime Minister mentioned that Odisha had immense potential in this regard and stated that the country had launched national-level Green Hydrogen and Solar Power Missions. Shri Modi noted that significant policy decisions were being made to promote renewable energy industries in Odisha, and several steps were being taken for hydrogen energy production.

    Prime Minister remarked that alongside green energy, initiatives were being taken to expand the petro and petrochemical sector in Odisha. He highlighted that dedicated industrial parks and investment regions were being developed in Paradip and Gopalpur, indicating significant investment potential in this sector. Shri Modi congratulated the Odisha government for making swift decisions and developing a new ecosystem, considering the potential of different regions in the state.

    “21st century is an era of connected infrastructure and multi-modal connectivity for India”, said Shri Modi and highlighted that the scale and speed at which specialized infrastructure was being developed in India was making the country an excellent investment destination. He noted that dedicated freight corridors were connecting the east and west coastlines, providing faster access to the sea for previously land-locked regions. He mentioned that dozens of industrial cities with plug-and-play facilities were being constructed across the country. Shri Modi emphasized that similar opportunities were being enhanced in Odisha and thousands of crores worth of projects related to railway and highway networks are underway in the state. He added that to reduce logistics costs for industries in Odisha, the Government was connecting ports with industrial clusters and mentioned that both the expansion of existing ports and the construction of new ports are taking place. He stressed that Odisha was set to become one of the top states in the country in terms of the blue economy.

    Urging everyone to recognize the challenges of the global supply chain in a rapidly changing world, the Prime Minister emphasized that India cannot rely on fragmented and import-based supply chains. Instead, a robust supply and value chain must be built within India to minimize the impact of global fluctuations, he added. He highlighted that this responsibility lies with both the government and the industry. Shri Modi called on industries to support MSMEs and young startups, stressing the importance of research and innovation for growth. He added that theGovernment was creating a vibrant research ecosystem in the country, with a special fund and a package for internships and skill development. He encouraged industries to actively participate and collaborate with the Government. Emphasising that a strong research ecosystem and a skilled young workforce will directly benefit the industry, Shri Modi urged industry partners and the Odisha government to work together to build a modern ecosystem aligned with Odisha’s aspirations, providing new opportunities for the youth. This, he said, will create more job opportunities within Odisha, leading to prosperity, strength, and progress for the state.

    The Prime Minister remarked that people around the world were eager to understand and learn about India. He highlighted that Odisha was an excellent destination to understand India, with its thousands of years of heritage and history. He added that the state offers a unique blend of faith, spirituality, forests, mountains, and the sea, all in one place. Shri Modi described Odisha as a model of development and heritage and mentioned that G-20 cultural events were held in Odisha, and the Konark Sun Temple’s wheel was made a part of the main event. He emphasized the need to explore Odisha’s tourism potential, with its 500-kilometer coastline, over 33% forest cover, and endless possibilities for eco-tourism and adventure tourism. Prime Minister noted that India’s focus was on “Wed in India” and “Heal in India,” and Odisha’s natural beauty and environment were very supportive of these initiatives.

    Highlighting that India had significant potential for conference tourism, the Prime Minister said that venues like Bharat Mandapam and Yashobhoomi in Delhi were becoming major centers for this sector. He also mentioned the emerging sector of the concert economy. He noted that India, with its rich heritage of music, dance, and storytelling, and a large pool of young concert-goers, has immense possibilities for the concert economy. He added that over the past decade, the trend and demand for live events have increased. Pointing out the recent Coldplay concerts in Mumbai and Ahmedabad as evidence of the scope for live concerts in India, Shri Modi emphasized that major global artists were attracted to India, and the concert economy boosts tourism and creates numerous jobs. He urged states and the private sector to focus on the necessary infrastructure and skills for the concert economy. This includes event management, artist grooming, security, and other arrangements, where new opportunities are emerging.

    Shri Modi remarked that next month, India will host the World Audio Visual and Entertainment Summit (WAVES) for the first time. He highlighted that this significant event will showcase India’s creative power to the world. He emphasized that such events generate revenue and shape perceptions, contributing to the economy’s growth. He noted that Odisha has immense potential for hosting such events.

    “Odisha plays a significant role in building a developed India”, emphasized the Prime Minister. He highlighted that the people of Odisha have resolved to build a prosperous state, and the Union government was providing all possible support to achieve this goal. He expressed his affection for Odisha, noting that he had visited the state nearly 30 times as Prime Minister and has been to most of its districts. He emphasized his trust in Odisha’s potential and its people. Concluding his address, the Prime Minister expressed confidence that the investments made by all partners will elevate both their businesses and Odisha’s progress to new heights. He extended his best wishes to everyone involved. 

    The Governor of Odisha, Dr. Hari Babu Kambhampati, Chief Minister of Odisha, Shri Mohan Charan Manjhi, Union Ministers Shri Dharmendra Pradhan, Shri Ashwini Vaishnaw were present among other dignitaries at the event.

  • MIL-OSI Submissions: OPEC – “Connecting People to Electricity” – OPEC Fund joins Mission 300 with a US$2 billion pledge

    January 27, 2025: Supporting access to electricity for hundreds of millions of people, the OPEC Fund for International Development (the OPEC Fund) is joining Mission 300 with an up to US$2 billion pledge. The institution will initially commit US$1 billion to support the initiative and potentially contribute an additional US$1 billion following a progress and demand evaluation in 2027. Launched by the World Bank Group (WBG) and the African Development Bank (AfDB) in collaboration with partners, the initiative aims to connect 300 million people to electricity in sub-Saharan Africa by 2030.

    The OPEC Fund made its pledge at the African Heads of State Energy Summit in Dar es Salaam, Tanzania, on Monday. President Abdulhamid Alkhalifa said: “Mission 300 has the potential to be a real game-changer for millions of people in Africa. Access to electricity will support livelihoods, empower people to set up businesses, unlock opportunities and generate economic growth. The OPEC Fund has always pursued Sustainable Development Goal 7 – Access to Affordable and Clean Energy as one of our core goals and today’s pledge further strengthens this commitment.”

    Addressing energy poverty in an environment-friendly way is a key concern of the OPEC Fund. Guided by its Climate Action Plan, the institution has significantly scaled up its engagements in recent years, especially in Africa where about 600 million people still lack access to electricity. New projects across the continent include the Niger Solar Plant Development and Electricity Access Improvement Project and the Suez Wind Power Plant in Egypt. The OPEC Fund is also a pioneer in clean cooking solutions and signed a corresponding US$35 million loan with the Republic of Madagascar in September 2024.

    Africa is the largest region of operations for the OPEC Fund. Since inception in 1976, the institution has provided some US$15 billion in public and private sector financing to countries across the continent. The OPEC Fund’s engagement is focused on empowering Africa’s huge potential based on natural resources and a skilled, young workforce.

    Mission 300 focuses on expanding the electricity grid, increasing connections in underserved areas and deploying mini-grids and standalone solar solutions to bring power to remote, off-grid communities. At the same time, Mission 300 is modernizing Africa’s energy sector by catalyzing infrastructure investment, driving comprehensive policy reforms and mobilizing private investment.

    The African Heads of States Energy Summit in Dar es Salaam (January 27-28) will highlight the urgent need for reliable, affordable and sustainable energy across the continent. Mahmoud Khene, OPEC Fund Regional Director for West & Central Africa, represented President Abdulhamid Alkhalifa at the event.

  • MIL-OSI Europe: Answer to a written question – Problematic environmental footprint of heat pumps – E-002528/2024(ASW)

    Heat pump is a key technology to decarbonise the heating and cooling sector[1]. In the building sector, replacing a boiler by a heat pump in the EU allows to reduce the gas consumption by 95% or more and has thus been identified in the REPowerEU plan[2] as one of the means to reduce fossil fuel consumption, gas in particular.

    The Commission is working on reducing the environmental impacts of heat pumps beyond their effect on gas consumption and on their CO2 emission reduction and will present in that direction revised ecodesign requirements for space heaters, including heat pumps, in 2025.

    Environmental impacts and circularity of wind turbines are extensively studied and covered in Commission’s reports[3]. A sustainability assessment is given in the Annex 2 of the Clean Energy Technology Observatory (CETO)[4].

    As regards cars, a study on the life-cycle assessment of conventional and alternatively fuelled vehicles showed that battery electric vehicles score best for most of the environmental impact categories[5].

    The Commission is working on the development of a methodology for the assessment and the consistent data reporting of the full life-cycle CO2 emissions of passenger cars and light commercial vehicles under Regulation (EU) 2019/631[6].

    The Commission evaluated the REPowerEU plan in 2024[7]. Over the past 2 years, it has helped the EU save energy (including 18% natural gas savings), diversify its supplies, reduce energy prices, produce clean energy and smartly combine investments and reforms.

    THDC India Limited, a Mini-Ratna Public Sector Enterprise, has achieved a monumental milestone in its commitment to strengthening India’s power generation capacity with the announcement of the Commercial Operation Date (COD) of the Unit#1 of 1320 MW Khurja Super Thermal Power Plant (KSTPP). Sh. R. K. Vishnoi, CMD THDCIL informed that it is a proud moment that the Commercial Operation Date (COD) of the Unit#1 of the 2×660 MW (1320 MW) of KSTPP has been declared in the midnight of 25th January 2025. He mentioned that while traditionally, THDCIL’s core Business Area had been harnessing of Hydropower, this landmark achievement marks a significant display of company’s capabilities, further also showcasing it’s excellence and expertise in the Thermal Power sector, furthering India’s journey towards Energy self-reliance. With the successful commissioning of this unit, THDCIL is poised to play an even more prominent role in powering the Nation’s growth and contributing to its Sustainable Energy future.

    He also added that the Foundation Stone of the project was laid by Hon’ble  Prime Minister of India and presently the synchronization with the grid; Full load testing (660 MW) and Trial Run for 72 Hrs on full load have already been completed. The Commercial Operation Declaration (COD) is a significant milestone as it marks the official point when the plant is considered commercially operational and capable of generating and supplying electricity to the grid. Essentially, the COD signifies that the plant has passed all necessary tests and inspections, meets the performance standards, and is ready to contribute to the electrical system in a stable and efficient manner.

    Sh. Vishnoi highlighted that the Flue Gas De-sulphurization (FGD) system which has been integrated in the Khurja STPP is unique of its kind has been completed in a record time, marking a significant achievement for the Khurja STPP project.

    COD also ensures that the plant complies with regulatory requirements and contractual obligations. After the declaration of COD, the plant can begin supplying electricity to the grid under the signed Power Purchase Agreements and the thermal power plant will be fully integrated into the grid, ensuring stability and continuous supply of electricity in the region. With this achievement the Khurja Super Thermal Power Plant (KSTPP) will start feeding reliable electricity to UP (64.7%), Rajasthan (21.3%), Uttarakhand (3.9%) and Unallocated regions(10.1%).

    Sh. Shallinder Singh, Director (Personnel) congratulated team Khurja for this remarkable success and expressed his pride in the collective efforts of the team, stating, “This achievement is a reflection of the hard work, dedication, and teamwork of all those involved in the project. Our employees have shown immense commitment in overcoming challenges to ensure the timely commissioning of the first unit. It is a proud moment for all of us as we continue to play an integral role in India’s Energy progress.”

    Sh. Bhupender Gupta, Director (Technical) who was present during the occasion of COD at Khurja project appreciated the team’s efforts and highlighted the project’s importance. He mentioned that the Flue Gas De-sulphurization (FGD) system has been integrated into the Khurja Thermal Power Plant to control emissions, specifically targeting the removal of Sulphur Di Oxide (SO₂) from flue gas. This system reduces the environmental impact of burning fossil fuels, thus improving air quality.

    Sh. Sipan Kumar Garg, Director (Finance), THDCIL also congratulated the team, emphasizing the financial and strategic importance of the milestone. He remarked, “This achievement represents the successful execution of a complex power project and also showcases our continued focus on financial discipline and Sustainable investments. This milestone is not only a reflection of our effective financial management and strategic planning but also a key driver for strengthening the financial growth of the company. As the plant contributes to the nation’s power generation, it will also improve THDCIL’s financial parameters, creating a positive ripple effect across our operations. This will help further stabilize and strengthen India’s Energy infrastructure, ensuring long-term benefits for the country’s Economic growth and Energy Security.”

    In addition to the 1320 MW Khurja Super Thermal Power Plant (STPP), THDC India Limited (THDCIL) is also overseeing the completion of several other significant projects i.e. 1000 MW Tehri Pumped Storage Plant and 444 MW Vishnugad Pipalkoti Hydro Electric Project (VPHEP). THDCIL is a holding company of NTPC Limited, India’s largest power utility.
