  • MIL-OSI: Foresight Reports Second Quarter 2025 Results

    WINNEBAGO, Ill., July 21, 2025 (GLOBE NEWSWIRE) — Foresight Financial Group, Inc. (OTCQX: FGFH) reported net income of $2.99 million for the quarter ended June 30, 2025, an 8% decrease compared to the $3.27 million reported for the second quarter of 2024, and a 307% increase compared to the $734 thousand reported for the first quarter of 2025. Diluted Earnings per Share for the second quarter was $0.82 compared to $0.94 for the second quarter of 2024 and $0.20 for the quarter ended March 31, 2025. The second quarter of 2025 results include $1.56 million of charter consolidation expenses, which were partially offset by nonrecurring revenue of $1.20 million related to a debit card branding agreement. The second quarter results produced a Return on Average Equity of 7.60% and Return on Average Assets of 0.75%.

    Net income for the six months ended June 30, 2025 decreased 45% to $3.72 million compared to $6.77 million for the first half of 2024. The decrease in net income reflects a $1.33 million increase in provision for loan losses, a $1.96 million impairment charge related to other investments and $1.88 million of charter consolidation expenses. Diluted Earnings per share for the first six months of 2025 was $1.03 compared to $1.94 for the half of 2024.

The charter consolidation is expected to provide significant savings via the elimination of duplicative expenses and efficiencies gained by operating under one banking platform. These efficiencies combined with more consistent credit administration practices gained through the charter consolidation will improve credit quality, earnings, and shareholder value.”  

    Net interest income for the second quarter of 2025 increased by $588 thousand, or 5%, to $12.95 million as compared to $12.36 million for the second quarter of 2024; and increased by $685 thousand, or 6%, compared to the quarter ended March 31, 2025. The net interest margin on a fully taxable equivalent basis increased to 3.40% compared to 3.24% in the second quarter of 2024; and 3.25% for the quarter ended March 31, 2025.

    Net interest income for the six months ended June 30, 2025, increased $740 thousand, or 3%, to $25.21 million compared to $24.47 million in the first six months of 2024. The net interest margin on a fully taxable equivalent basis was 3.29% for the first six months of 2025.

    Total loans increased by $29.27 million during the quarter to $1.13 billion as of June 30, 2025 compared to $1.10 billion as of March 31, 2025; and increased $8.3 million as compared to total loans as of June 30, 2024. Total deposits decreased by $8.8 million during the second quarter to $1.38 billion as of June 30, 2025; and increased by $11.5 million as compared to total deposits as of June 30, 2024.

    The provision for loan losses for the quarter ended June 30, 2025 increased by $100 thousand to $238 thousand as compared to $138 thousand in the second quarter of the prior year; and decreased by $1.06 million compared to the first quarter of 2025. During the second quarter of 2025 loan net charge-offs totaled $2.93 million. The provision for loan losses for the six months ended June 30, 2025 was $1.54 million, a $1.33 million increase over the provision expense for the first half of 2024.

    Total non-performing assets of the Company as of June 30, 2025 were $28.29 million compared to $29.71 million the previous quarter, and $21.40 million as of June 30, 2024. The ratio of non-performing assets to total assets equaled 1.76% as of June 30, 2025 compared to 1.83% as of March 31, 2025 and 1.34% as of June 30, 2024.

    Noninterest income for the quarter ended June 30, 2025 increased $1.35 million to $3.0 million compared to $1.66 million in the second quarter of the prior year. The increase is primarily attributable to $1.2 million of non-recurring revenue received under a debit card branding agreement.

    Noninterest income for the six months ended June 30, 2025 increased by $1.61 million to $4.95 million compared to $3.33 million the first half of 2024. This increase includes the $1.2 million non-recurring revenue received under the debit card branding agreement.

    Noninterest expenses for the quarter ended June 30, 2025 totaled $11.95 million, a $2.31 million increase over $9.64 million in the second quarter of 2024; and a $234 thousand decrease from the quarter ended March 31, 2025. The increase in operating expenses over the second quarter of 2024 includes $1.56 million in charter consolidation expenses, including $57 thousand in salary and benefits, $143 thousand in outside services and $1.36 million in other expenses, which is primarily related to data system conversions.

    Noninterest expense for the six months ended June 30, 2025 increased by $5.34 million to $24.13 million compared to $18.79 million the first half of 2024. This increase in noninterest expense includes $1.88 million in charter consolidation expenses and a $1.96 million impairment charge related to a nonmarketable equity investment.

    The closing price for the Company’s stock was $31.50, as of the close of business April 16, 2025. Tangible book value per share of the Company’s common stock increased by $1.78 and $2.82 to $44.37 as of June 30, 2025, compared to $42.59 and $41.55 as of December 31, 2024 and June 30, 2024, respectively. The tangible book value per share of the Company’s common stock, excluding Accumulated Other Comprehensive Income was $52.43 as of June 30, 2025, compared to $51.79 at the end of 2024 and $51.36 as of June 30, 2024.

    Sagtec’s revenue for the six months ended June 30, 2025, surged to US$11.4 million, representing a 144% year-over-year increase from US$4.7 million in the same period last year. This robust performance reflects broad-based growth across the Company’s core business verticals, driven by accelerating demand for subscription-based software solutions, customized development services, and technology-enabled hardware offerings in the food & beverage (F&B) and related sectors.

    • Sagtec’s revenue from services surged by 107% to US$6.9 million for the six-month period ended June 30, 2025, compared to US$3.3 million for the same period in 2024. This significant growth was primarily driven by strong client retention through recurring subscription renewal, particularly for the Speed+ and QR ordering systems, as well as the successful onboarding of new customers across Malaysia’s F&B and adjacent industries. The Company also saw increased demand for its custom software development and social media management services, reflecting growing digitalization trends among small, mediam enterprises (SME).

    Net cash used in investing activities rose sharply to US$3.56 million in the first half of 2025, compared to US$625 thousand in the first half of 2024.     Second quarter 2025 highlights

    • Revenue increased 13% to $1.94 billion; organic revenue was +7% and acquisition contribution was +6%
    • GAAP net earnings increased 12% to $378 million; adjusted net earnings increased 9% to $528 million
    • Adjusted EBITDA increased 12% to $775 million
    • GAAP operating cash flow increased 5% to $404 million; adjusted operating cash flow increased 13% to $434 million
    • GAAP DEPS increased 12% to $3.49; adjusted DEPS increased 9% to $4.87

    For the third quarter of 2025, the Company expects adjusted DEPS of $5.08 – $5.12.

(NASDAQ: HBT) (the “Company” or “HBT Financial” or “HBT”), the holding company for Heartland Bank and Trust Company, today reported net income of $19.2 million, or $0.61 diluted earnings per share, for the second quarter of 2025. This compares to net income of $19.1 million, or $0.60 diluted earnings per share, for the first quarter of 2025, and net income of $18.1 million, or $0.57 diluted earnings per share, for the second quarter of 2024.

Lance Carter, President and Chief Executive Officer of HBT Financial, said, “During the second quarter of 2025, our team continued to deliver consistently strong earnings with adjusted net income(1) of $19.8 million, or $0.63 per diluted share. This was driven by an increase in adjusted pre-provision net revenue(1) of 5.2%, compared to the first quarter of 2025. Adjusted ROAA(1) was 1.58% and adjusted ROATCE(1) was 16.02% for the second quarter while our net interest margin on a tax equivalent basis(1) increased 3 basis points to 4.19%. Our strong profitability coupled with an improvement in our accumulated other comprehensive income due to lower interest rates resulted in a $0.59 increase in our tangible book value per share(1) to $16.02, an increase of 3.8% for the quarter and 17.4% over the last 12 months.

    Our balance sheet remains strong as all capital ratios increased during the quarter and asset quality remained stable with nonperforming assets to total assets of only 0.13%. We saw a decrease in loans during the quarter as seasonal paydowns on grain elevator lines of credit caused a decrease in commercial and industrial loans and a higher amount of property sales caused higher payoffs in several other portfolios. We expect to see loan growth return in the third quarter of 2025 due to higher loan pipelines at the end of the second quarter than at the end of the first quarter and fewer payoffs projected.

    Adjusted Net Income

    In addition to reporting GAAP results, the Company believes non-GAAP measures such as adjusted net income and adjusted earnings per share, which adjust for acquisition expenses, branch closure expenses, gains (losses) on closed branch premises, realized gains (losses) on sales of securities, mortgage servicing rights fair value adjustments, and the tax effect of these pre-tax adjustments, provide investors with additional insight into its operational performance. The Company reported adjusted net income of $19.8 million, or $0.63 adjusted diluted earnings per share, for the second quarter of 2025. This compares to adjusted net income of $19.3 million, or $0.61 adjusted diluted earnings per share, for the first quarter of 2025, and adjusted net income of $18.1 million, or $0.57 adjusted diluted earnings per share, for the second quarter of 2024 (see “Reconciliation of Non-GAAP Financial Measures” tables below for reconciliation of non-GAAP financial measures to their most closely comparable GAAP financial measures).

    Net Interest Income and Net Interest Margin

    Net interest income for the second quarter of 2025 was $49.7 million, an increase of 2.0% from $48.7 million for the first quarter of 2025. The increase was primarily attributable to improved yields on debt securities and lower funding costs which were partially offset by a decrease in average loan balances.

    Relative to the second quarter of 2024, net interest income increased 5.6% from $47.0 million. The increase was primarily attributable to lower funding costs, improved yields on debt securities, and higher average loan balances. Additionally, a $0.5 million increase in nonaccrual interest recoveries and loan fees contributed to the increase in net interest income.

    Net interest margin for the second quarter of 2025 was 4.14%, compared to 4.12% for the first quarter of 2025, and net interest margin (tax-equivalent basis)(1) for the second quarter of 2025 was 4.19%, compared to 4.16% for the first quarter of 2025. The increase was primarily attributable to improved yields on debt securities, which increased 11 basis points to 2.60%, and lower funding costs, which decreased 3 basis points to 1.29%.

    Relative to the second quarter of 2024, net interest margin increased 19 basis points from 3.95% and net interest margin (tax-equivalent basis)(1) increased 19 basis points from 4.00%. The increase was primarily attributable to lower funding costs, higher yields on interest-earning assets, and an increase in nonaccrual interest recoveries and loan fees. The increase in the contribution of nonaccrual interest recoveries and loan fees accounted for 4 basis points of the increase in net interest margin.

    Noninterest Income

    Noninterest income for the second quarter of 2025 was $9.1 million, a 1.8% decrease from $9.3 million for the first quarter of 2025. The decrease was primarily attributable to changes in the mortgage servicing rights (“MSR”) fair value adjustment, with a $0.8 million negative MSR fair value adjustment included in the second quarter 2025 results compared to a $0.3 million negative MSR fair value adjustment included in the first quarter 2025 results. Partially offsetting this decrease were seasonal increases in card income of $0.2 million and gains on sale of mortgage loans of $0.2 million.

    Relative to the second quarter of 2024, noninterest income decreased 4.9% from $9.6 million. The decrease was primarily attributable to changes in the MSR fair value adjustment, with a $0.8 million negative MSR fair value adjustment included in the second quarter 2025 results compared to a $0.1 million negative MSR fair value adjustment included in the second quarter 2024 results. Partially offsetting the decrease was a $0.2 million increase in wealth management fees.

    Noninterest Expense

    Noninterest expense for the second quarter of 2025 was $31.9 million, nearly unchanged from the first quarter of 2025. A $0.6 million decrease in salaries expense, which was impacted by seasonal variations in vacation accruals, was largely offset by a $0.4 million increase in other noninterest expense and a $0.3 million increase in employee benefits expense, primarily driven by higher medical benefit costs.

    Relative to the second quarter of 2024, noninterest expense increased 4.6% from $30.5 million. The increase was primarily attributable to a $0.7 million increase in employee benefits expense, primarily driven by higher medical benefit costs, a $0.3 million increase in other noninterest expense, and a $0.2 million increase in bank occupancy expense, primarily due to planned building maintenance and upgrades.

    Income Taxes

    During the second quarter of 2025 our effective tax rate increased to 27.0% when compared to 25.2% during the first quarter of 2025. This increase was primarily related to $0.3 million of additional tax expense related to the nonrecurring reversal of a stranded tax effect included in accumulated other comprehensive income, in connection with the maturity of a derivative designated as a cash flow hedge during the second quarter of 2025. Additionally, the first quarter of 2025 included a $0.2 million tax benefit from stock-based compensation that vested during the quarter.

    Loan Portfolio

    Total loans outstanding, before allowance for credit losses, were $3.35 billion at June 30, 2025, compared with $3.46 billion at March 31, 2025, and $3.39 billion at June 30, 2024. The $113.6 million decrease from March 31, 2025 was primarily attributable to $72.0 million of paydowns from property sales, a seasonal reduction of $25.1 million in grain elevator lines of credit included in the commercial and industrial segment, and additional payoffs across other segments. These reductions were partially offset by draws on existing loans in the construction and development segment and new originations to existing customers. Additionally, increases in the multi-family and commercial real estate – non-owner occupied segments were primarily due to completed projects being moved out of the construction and land development category.

    Deposits

    Total deposits were $4.31 billion at June 30, 2025, compared with $4.38 billion at March 31, 2025, and $4.32 billion at June 30, 2024. The $78.1 million decrease from March 31, 2025 was primarily attributable to higher outflows for tax payments by depositors and lower balances maintained in existing retail accounts which were partially offset by higher public funds balances.

    Asset Quality

    Nonperforming assets totaled $6.5 million, or 0.13% of total assets, at June 30, 2025, compared with $5.6 million, or 0.11% of total assets, at March 31, 2025, and $8.8 million, or 0.17% of total assets, at June 30, 2024. Additionally, of the $5.6 million of nonperforming loans held as of June 30, 2025, $1.9 million were either wholly or partially guaranteed by the U.S. government. The $0.9 million increase in nonperforming assets from March 31, 2025 was primarily attributable to higher nonperforming loan balances in the commercial and industrial and the construction and land development segments.

    The Company recorded a provision for credit losses of $0.5 million for the second quarter of 2025. The provision for credit losses primarily reflects a $1.0 million increase in required reserves driven by changes in the economic forecast; a $0.8 million increase in required reserves resulting from changes in qualitative factors; a $1.2 million decrease in required reserves driven by changes within the portfolio; and a $0.1 million decrease in specific reserves.
    The Company had net charge-offs of $1.0 million, or 0.12% of average loans on an annualized basis, for the second quarter of 2025, compared to net charge-offs of $0.4 million, or 0.05% of average loans on an annualized basis, for the first quarter of 2025, and net charge-offs of $0.7 million, or 0.08% of average loans on an annualized basis, for the second quarter of 2024. Charge-offs during second quarter of 2025 were primarily recognized in the commercial and industrial and one-to-four family residential segments.

    The Company’s allowance for credit losses was 1.24% of total loans and 741% of nonperforming loans at June 30, 2025, compared with 1.22% of total loans and 825% of nonperforming loans at March 31, 2025. In addition, the allowance for credit losses on unfunded lending-related commitments totaled $3.1 million as of June 30, 2025, compared with $3.2 million as of March 31, 2025.

    During the second quarter of 2025, the Company repurchased 135,997 shares of its common stock at a weighted average price of $21.30 under its stock repurchase program. The Company’s Board of Directors has authorized the repurchase of up to $15.0 million of HBT Financial common stock under its stock repurchase program, which is in effect until January 1, 2026. As of June 30, 2025, the Company had $12.1 million remaining under the stock repurchase program.

    New HMRC service announced for workers to take control of their tax affairs

    New PAYE service announced to save around 35 million taxpayers’ time.

    • New PAYE service to make tax system simpler and easier for around 35 million workers.
    • At least 90% of customer interactions with HMRC to be digital by 2030.
    • Reducing post and letters to save £50 million a year – equal to almost 1,500 full time nurses.

    Workers are set to take control of their tax affairs as the government today (21 July 2025) announces a new online Pay As You Earn (PAYE) service for around 35 million UK taxpayers as HM Revenue and Customs (HMRC) sets out more than 50 measures to transform the UK’s tax and customs system.

    The new online service for all PAYE taxpayers will make it simpler and easier to check and update their income, allowances, reliefs and expenses, and will be available via their Personal Tax Account or through the HMRC app.

    This service forms part of HMRC’s Transformation Roadmap launched today that sets out ambitious plans to become a digital first organisation by 2030, with 90% of customer interactions taking place digitally.

    The roadmap sets out more than 50 IT projects, services and measures that, once delivered, will transform the UK’s tax and customs systems, simplifying processes and making it easier to pay the tax that funds public services and deliver the government’s Plan for Change.

    The plans to modernise the tax and customs system, introduce new AI technologies and work with third parties and intermediaries will make it easier for taxpayers, businesses and intermediaries to interact with HMRC.

    The digital first approach will see HMRC automating tax wherever possible and offering new digital self-serve options across a number of tax regimes.

    Alongside the new PAYE service, HMRC will save £50 million a year – the equivalent of almost 1,500 full time nurses – by moving customer letters and reminders to a digital first approach, reducing the reliance on paper correspondence, by the 2028 to 2029 tax year. Paper post provision will remain for critical correspondence and for the digitally excluded.

    Increasing the use and investment in AI will enable customers to meet their tax obligations and allow HMRC to monitor the tax system in near real time. HMRC plans to introduce AI in work areas including:

    • HMRC advisers and caseworkers: using AI capability to automate call summaries and the use of internal GenAI Chat Assistants to support them in their work
    • Digital assistants: developing new AI-powered features to help customers easily navigate HMRC services and improve the ability to update HMRC’s content and guidance on GOV.UK
    • Compliance: delivering an automatic document identifier system for HMRC caseworkers to identify fraudulent documents during compliance activities by using a biometric likeness-liveness check

    HMRC will work with developers to create a set of principles which will set out HMRC’s expectations of how third parties use AI in software where it interacts with the department and the tax administration system. These principles will give developers the confidence to introduce AI functionality into their products in the UK and minimise the risk of those products introducing error or non-compliance.

    James Murray MP, Exchequer Secretary to the Treasury, said:

    We are going further and faster to make HMRC fit for the 21st century, including delivering a simpler and easier system for all PAYE workers.

    By 2030, taxpayers can expect a modern and innovative HMRC with cutting-edge AI, industry-leading customer service practices, and a laser focus on delivering taxpayer value for money by ensuring everyone pays their fair share.

    Mr Murray’s key priorities for the department are to improve day-to-day performance and the customer experience, reform and modernise the tax and customs system and to close the tax gap. As announced at the Spending Review 2025, £1.7 billion will be provided to HMRC over 4 years to fund an additional 5,500 compliance and 2,400 debt management staff – to ensure more of the tax owed is paid, to fund public services.

    HMRC is focusing on tackling wealthy offshore tax non-compliance, with an additional 400 people set to work on wealthy offshore tax risks. This includes experts in private sector wealth management, who will help find and tackle non-compliance more effectively and train HMRC compliance staff.

    The Government’s ambition is for a simpler tax and customs system and this roadmap sets out how HMRC will deliver a first-class experience that feels different to their customers.

    By 2030, UK citizens will experience a tax administration system that is more automated, more focused on self-service, and better set up to get things right first time so they can fulfil their tax obligations.

    The Transformation Roadmap sets out timescales for delivery and HMRC is committed to reporting on progress. Work is underway to deliver some of the measures set out in the roadmap this tax year, including:

    • extending the rollout of the SMS confirmation service to Self Assessment appeals, complaint cases and some PAYE services
    • improving Self Assessment registration service and streamlining the exit process for those customers who no longer need to file a Self Assessment tax return
    • expanding the rollout of the voice biometrics pilot to make customer verification easier when calling HMRC’s helplines
    • a new service to give employed parents, who are newly liable for the High Income Child Benefit Charge, the choice to pay it directly through their tax code without needing to register for Self Assessment
    • launching an enhanced reward scheme for informants, targeting information on serious non‑compliance in large corporates, wealthy individuals, offshore and avoidance schemes. The new scheme will reward informants with compensation linked to a percentage of any tax taken

    Further measures and projects to be delivered as part of the roadmap include:

    • digitalising the Inheritance Tax service to provide a modern, easy-to-use system, that makes submitting returns and paying tax simpler and quicker.
    • launching a new service to allow agents to digitally submit information which may impact their client’s tax code
    • delivering a Digital Disclosure Service to allow customers and intermediaries to correct mistakes, pay liabilities and penalties for all taxes and duties
    • introducing an electronic trade documentation pilot to see how it could improve customs operations
    • progressing the Verifiable Credentials pilot with US Customs and Border Protection to test the use of new internationally interoperable digital credentials and identity standards

    HMRC wants to incentivise taxpayers to pay their tax on time by simplifying and strengthening penalties. In the 2023 to 2024 tax year, HMRC collected 94.7% of the total tax due. Those who meet their obligations and pay their tax on time should not be disadvantaged by the minority who don’t follow the rules. HMRC will update on modernising behavioural penalties later this year.

    New legislation will come into effect from April 2026 to tackle tax avoidance and fraud by umbrella companies. Many umbrella companies operate within the law but the dishonest few can mean taxpayers are left with large and unexpected tax bills. The legislation will make recruitment agencies that use umbrella companies legally responsible for accounting for PAYE on workers’ pay.

    Climate change knows no borders – as Kenya can tell you. The country is routinely hit by weather disasters.

    “Every five to ten years, the country experiences either very heavy rains that cause floods or persistent drought,” says Reuben Chepng’ar, the senior manager in the Banking Supervision Department at the Central Bank of Kenya.

    By the year 2030, Kenya aspires to reduce greenhouse gas emissions by 32%. This work is expected to cost $62 billion, but the government says it can raise only $8 billion. The investment shortfall of $54 billion is expected to come from the private sector and global development institutions, such as the European Investment Bank and the Internal Monetary Fund.

    The Central Bank of Kenya is trying to help commercial banks support more green projects, enhance their climate-related risk reporting and attract foreign investors. The Central Bank used technical assistance from the European Investment Bank to create new climate investing and reporting guidelines in the country.

    The European Investment Bank collaborated with Kenya’s Central Bank to develop two guidelines under a programme known as Greening Financial Systems technical assistance. EIB consultants worked with the Central Bank and local banks from 2023 to 2025 to develop regulations that commercial banks must follow for climate reporting and green investments.

    The EIB support to the Central Bank was financed through the IKI Fund, an EIB trust fund backed by Germany to help climate action initiatives in emerging countries. The IKI Fund highlights the importance of international cooperation and knowledge sharing. Since climate risks transcend borders, coordinated action among global institutions is essential to ensure that local financial systems are aligned with global sustainability objectives. The European Investment Bank oversees a group of trust funds that are financed by EU countries and the European Commission. These funds provide grants, technical assistance and loan guarantees around the world.

    Marjan Stojiljkovic was a team lead for the EIB technical assistance programme in Kenya. He is a climate finance consultant who offers training around the world to banks on sustainability reporting requirements and managing risks related to green lending.

    “One objective of this project was how to internalise and measure the impacts of climate risk on banking operations in Kenya, because climate risks are real and they have impacts on the financial sector,” Stojiljkovic says.

    After a series of meetings and workshops, the central bank created two sets of policy guidelines to help commercial banks improve climate risk reporting. One is the Kenya Green Finance Taxonomy and the other is the Climate Risk Management Framework. The green taxonomy is the fourth to be adopted in Africa, after South Africa, Rwanda and Ghana. The taxonomy is based on the EU green taxonomy that provides a clear classification system for sustainable economic activities and guidance on assessment and reporting. One aim is to prevent greenwashing, or the exaggeration of the benefits projects bring. Another aim is to increase sustainable investments, particularly by attracting foreign investment. The climate risk framework was designed to increase transparency in Kenya’s financial sector and encourage businesses to adopt more sustainable practices.

    The Lok Sabha was adjourned until 2 PM on Monday following uproar by Opposition MPs demanding a discussion on the recent Pahalgam terror attack and the government’s response through Operation Sindoor.

    The House convened at 11 AM but was first adjourned until noon after Opposition members disrupted proceedings, insisting on a statement from Prime Minister Narendra Modi regarding the developments surrounding the attack and Operation Sindoor.

    Expressing his disappointment at the disruptions, Lok Sabha Speaker Om Birla appealed to members to maintain decorum and allow discussions to proceed.

    “This is the Question Hour, and the government is willing to discuss every issue. The House should function, and discussions must take place as per the rules and procedures,” Birla said.

    Despite his appeal, continued sloganeering by Opposition members forced the Speaker to adjourn the House again until 2 PM.

    When the House reconvened, protests resumed after the officiating Speaker informed members that Speaker Om Birla had not granted assent to any of the adjournment motions.

    Defence Minister Rajnath Singh reiterated the government’s willingness to engage in dialogue, “The government is completely ready for discussion on any issue.”

    Responding to the ongoing disruptions, Union Parliamentary Affairs Minister Kiren Rijiju said, “A meeting of the Business Advisory Committee will be held at 2:30 PM to finalise the agenda for discussion. The government is ready, but they (Opposition MPs) are protesting in the Well of the House. This is not the right way to begin the Monsoon Session.”

    Following the adjournment, Leader of the Opposition in the Lok Sabha, Rahul Gandhi, expressed concern over being denied the opportunity to speak, “The question is – why is the Defence Minister allowed to speak in the House while Opposition members, including me as LoP, are not? This is a new approach. Conventionally, if ministers can speak, the Opposition should also be allowed.”

    Congress MP Priyanka Gandhi Vadra echoed the sentiment, stating, “If the government is truly ready for discussion, then they should let the Leader of the Opposition speak. He stood up to speak, and he should be allowed to do so.”

    Meanwhile, BJP MP Baijayant Panda tabled the Report of the Select Committee on the Income Tax Bill, 2025 in the Lok Sabha. The report contains 285 recommendations aimed at overhauling the existing six-decade-old legislation.

    The Monsoon session will run until August 21, with a break scheduled between August 12 and August 18. A total of 21 sittings are planned over the 32-day period.

    The government should streamline business formalization and reduce entry costs for SMEs. To achieve this, the government should fully digitize the business registration process and ensure platforms are user-friendly and accessible to enterprises of all sizes. Registration procedures should be consolidated into a single step across all provinces, including for enterprises subject to additional regulatory oversight under the “control list.” In parallel, eliminating registered capital requirements and simplifying the fee structure, based on enterprise type rather than location or sector. would further lower barriers to entry and incentivize compliance.

    Simplifying the tax system will reduce burdens and encourage formal participation. Abolishing the renewal requirement for tax TINs would eliminate an unnecessary administrative burden and reduce opportunities for informal payments. Tax reporting procedures, particularly for micro and small enterprises, should be simplified and adapted to reflect firms’ varying accounting capacities. The expansion of online tax filing systems and electronic bank transfer mechanisms would improve compliance and reduce transaction costs. Additionally, linking tax compliance to access to credit by using tax history as a basis for creditworthiness can incentivize more accurate income reporting and formal participation in the financial system.

    Modernizing institutions and scaling up e-governance will improve regulatory transparency. To reduce discretionary enforcement and promote a predictable regulatory environment, the government should expand e-government platforms for approvals, licensing, and compliance reporting. Standardized digital procedures will enhance predictability and reduce reliance on informal networks. Ensuring the consistent application of national policies across provinces is essential to providing a level playing field for businesses and increasing confidence in public institutions.

    Investments in infrastructure and skills are essential to strengthen the enabling environment. Improving the SME operating environment requires sustained investment in reliable electricity, roads, and telecommunications—especially in underserved or high-potential regions. Regulatory enforcement mechanisms should be used to ensure the quality and maintenance of infrastructure assets, such as enforcing vehicle weight limits to preserve roads. At the same time, labor market competitiveness should be addressed through wage policy reform and improved retention strategies, including vocational and on-the-job training programs that align more closely with private sector needs.

    Targeted support for women entrepreneurs can unlock inclusive business growth. To increase women’s participation in the formal economy, it is important to recognize the impact of unpaid care responsibilities and promote family-friendly workplace policies. Introducing tax concessions for childcare expenses and expanding mobile-enabled platforms would enhance access to services and information for women entrepreneurs. Targeted training programs, combined with improved access to digital trade platforms, will help address gender-specific barriers in trade, formalization, and enterprise growth.

  • Parliament’s Monsoon Session to begin today amid opposition heat over Operation Sindoor, electoral roll row

    The Monsoon Session of Parliament is set to begin on Monday, marking the first sitting since Operation Sindoor, India’s precision airstrikes targeting terror camps in Pakistan in the wake of the deadly Pahalgam terror attack. Prime Minister Narendra Modi is scheduled to address both Houses before proceedings officially commence.

    The session, running from July 21 to August 21, will include 21 sittings over 32 days. Both Houses will be adjourned from August 12 to August 17 for Independence Day celebrations and reconvene on August 18.

    This session is set against a tense political backdrop, with the Opposition demanding answers on several key national issues. Chief among them is Operation Sindoor, launched following the April 22 terror attack in Pahalgam that killed 26 people, most of them tourists. The Opposition is pressing for a detailed statement from the Prime Minister and clarity on the operation’s strategic objectives and aftermath. Additionally, it has called on the government to respond to U.S. President Donald Trump’s repeated claims of mediating peace between India and Pakistan — a claim New Delhi has consistently denied.

    Another issue expected to dominate the debate is the ongoing Special Intensive Revision (SIR) of electoral rolls in Bihar. Opposition parties have raised concerns over the timing and transparency of the exercise, alleging that it is a politically motivated move to influence the upcoming state elections. The government has denied these allegations, stating that the revision is part of routine electoral procedures.

    Despite these contentious matters, the government is prepared to push ahead with an ambitious legislative agenda. Several key bills are slated for introduction, including legislation on GST reforms, amendments to taxation laws, public trust regulation, sports governance, ports and minerals management, and the preservation of geo-heritage sites. A parliamentary panel report on the proposed Income Tax Bill, 2025, is also scheduled to be tabled in the Lok Sabha, signaling a possible overhaul of the country’s tax framework.

    Adding to the already weighty agenda, Parliament is also expected to take up a proposal concerning the removal of a judge, further heightening political sensitivities during the session.

  • MIL-Evening Report: Why has a bill to relax foreign investment rules had so little scrutiny?

    While public attention has been focused on the domestic fast-track consenting process for infrastructure and mining, Associate Minister of Finance David Seymour has been pushing through another fast-track process – this time for foreign investment in New Zealand. But it has had almost no public scrutiny.

    If the Overseas Investment (National Interest Test and Other Matters) Amendment Bill becomes law, it could have far-reaching consequences. Public submissions on the bill close on July 23.

    A product of the ACT-National coalition agreement, the bill commits to amend the Overseas Investment Act 2005 “to limit ministerial decision making to national security concerns and make such decision making more timely”.

    There are valid concerns that piecemeal reforms to the current act have made it complex and unwieldy. But the new bill is equally convoluted and would significantly reduce effective scrutiny of foreign investments – especially in forestry.

    A three-step test

    Step one of a three-step process set out in the bill gives the regulator – the Overseas Investment Office which sits within Land Information NZ – 15 days to decide whether a proposed investment would be a risk to New Zealand’s “national interest”.

    If they don’t perceive a risk, or that initial assessment is not completed in time, the application is automatically approved.

    Transactions involving fisheries quotas and various land categories, or any other applications the regulator identifies, will require a “national interest” assessment under stage two.

    These would be assessed against a “ministerial letter” that sets out the government’s general policy and preferred approach to conducting the assessment, including any conditions on approvals.

    Other mandatory factors to be considered in the second stage include the act’s new “purpose” to increase economic opportunity through “timely consent” of less sensitive investments. The new test would allow scrutiny of the character and capability of the investor to be omitted altogether.

    If the regulator considers the national interest test is not met, or the transaction is “contrary to the national interest”, the minister of finance then makes a decision based on their assessment of those factors.

    Inadequate regulatory process

    Seymour has blamed the current screening regime for low volumes of foreign investment. But Treasury’s 2024 regulatory impact statement on the proposed changes to international investment screening acknowledges many other factors that influence investor decisions.

    Moreover, the Treasury statement acknowledges public views that foreign investment rules should “manage a wide range of risks” and “that there is inherent non-economic value in retaining domestic ownership of certain assets”.

    Treasury officials also recognised a range of other public concerns, including profits going offshore, loss of jobs, and foreign control of iconic businesses.

    The regulatory impact statement did not cover these factors because it was required to consider only the coalition commitment. The Treasury panel reported “notable limitations” on the bill’s quality assurance process.

    A fuller review was “infeasible” because it could not be completed in the time required, and would be broader than necessary to meet the coalition commitment to amend the act in the prescribed way.

    The requirement to implement the bill in this parliamentary term meant the options officials could consider, even within the scope of the coalition agreement, were further limited.

    Time constraints meant “users and key stakeholders have not been consulted”, according to the Treasury statement. Environmental and other risks would have to be managed through other regulations. There is no reference to te Tiriti o Waitangi or mana whenua engagement.

    No ‘benefit to NZ’ test

    While the bill largely retains a version of the current screening regime for residential and farm land, it removes existing forestry activities from that definition (but not new forestry on non-forest land). It also removes extraction of water for bottling, or other bulk extraction for human consumption, from special vetting.

    Where sensitive land (such as islands, coastal areas, conservation and wahi tapu land) is not residential or farm land, it would be removed from special screening rules currently applied for land.

    Repeal of the “special forestry test” – which in practice has seen most applications approved, albeit with conditions – means most forestry investments could be fast-tracked.

    There would no longer be a need to consider investors’ track records or apply a “benefit to New Zealand” test. Regulators may or may not be empowered to impose conditions such as replanting or cleaning up slash.

    The official documents don’t explain the rationale for this. But it looks like a win for Regional Development Minister Shane Jones, and was perhaps the price of NZ First’s support.

    It has potentially serious implications for forestry communities affected by climate-related disasters, however. Further weakening scrutiny and investment conditions risks intensifying the already devastating impacts of international forestry companies. Taxpayers and ratepayers pick up the costs while the companies can minimise their taxes and send profits offshore.

    Locked in forever?

    Finally, these changes could be locked in through New Zealand’s free trade agreements. Several such agreements say New Zealand’s investment regime cannot become more restrictive than the 2005 act and its regulations.

    A “ratchet clause” would lock in any further liberalisation through this bill, from which there is no going back.

    However, another annex in those free trade agreements could be interpreted as allowing some flexibility to alter the screening rules and criteria in the future. None of the official documents address this crucial question. As an academic expert in this area I am uncertain about the risk.

    But the lack of clarity underlines the problems exemplified in this bill. It is another example of coalition agreements bypassing democratic scrutiny and informed decision making. More public debate and broad analysis is needed on the bill and its implications.

    Taxpayers may be eligible for tax offsets depending on their individual circumstances. Tax offsets reduce the amount of tax people need to pay.

    We’ve recently updated the remote zone tax offset web content to make it easier for you and your clients to understand the eligibility requirements.

    Determining eligibility

    Taxpayers are generally eligible for the remote zone tax offset when they have resided in a relevant area of Australia for more than 183 days during the financial year in which they are claiming the offset. That is, when their usual place of residence is within a remote zone.

    The 183 days does not have to be a continuous period of residency but must be within one financial year unless certain circumstances apply.

    Where your client hasn’t resided within a remote zone for 183 days during the income year, they may still be able to claim the offset if their usual place of residence was in a remote zone for a continuous period of less than 5 years, and:

    • they were unable to claim in the first year because it was not their residence for 183 days or more
    • the total of the days they resided there in the first year and the current income year is 183 days or more
    • the period they resided in a zone in the current income year includes the first day of the income year.

    Fly-in-fly-out (FIFO) and offshore oil or gas rig workers are generally not eligible to claim the zone tax offset, unless their usual place of residence is within a remote zone for the required number of days.

    Temporarily working in a zone, staying at an employer’s camp or provided accommodation does not mean the worker resided in the zone where the worker’s usual place of residence is outside a zone.

    Australian zone list

    We have a non-exhaustive list of locations that are within a remote zone. There may be other eligible locations that are not included on the list but are geographically within a remote zone.

    If your client resides at a location that is geographically within a remote zone, it does not need to be on the list in order to claim the offset.

    Claiming the offset – address details

    Before lodging your client’s income tax return, confirm if there have been any changes to their residential and postal addresses. It’s important to ensure your clients keep their ATO record up to date with their current phone number, postal, residential and email address details.

    Today, President Donald J. Trump celebrates the most successful first six months in office for any President in modern American history.

    • Congress passed the One Big Beautiful Bill, thereby delivering the largest tax cut in American history, increasing Americans’ take-home pay by as much as $13,300, and terminating benefits for at least 1.4 million illegal immigrants who were gaming the system.
    • Congress passed President Trump’s historic rescissions package, which will save taxpayers $9 billion in wasteful, politically-motivated funding for leftwing foreign aid scams and biased NPR and PBS.
    • The wholesale price of a dozen eggs is down 53%, or $3.09, since the inauguration and is down 62%, or $5.08, from its March peak.
    • The U.S. economy has now added a net of 671,000 jobs since January 2025, with jobs numbers beating expectations four months in a row. Native-born workers have accounted for all job gains, with native-born employment increasing 2,079,000 while foreign-born employment has fallen 543,000.
    • U.S. Customs and Border Patrol encountered just 6,070 illegal immigrants at the southern border in June — setting a new record low (15% lower than the previous record set in March). Additionally, zero illegal immigrants were released into the U.S. on parole in June, compared to 27,766 a year prior.

  • MIL-OSI Africa: Over 5 million taxpayers auto-assessed as 2025 filing season gets underway

    As the 2025 filing season gets underway in the new week, the South African Revenue Service (SARS) has announced that 5.8 million taxpayers received Auto Assessments, which is up from last year’s five million.

    “Importantly, 99.6% of Auto Assessments issued to date have remained unchanged by taxpayers. Equally impressive is that R10.6 billion in refunds due to taxpayers have already been paid within 72 hours,” SARS said.

    The successful completion of the Auto Assessment period ran from 7 to 20 July 2025.  

    It will be followed by the tax filing period via eFiling and the SARS MobiApp for individual taxpayers from Monday, 21 July–20 October 2025.  Provisional taxpayers can also file from 21 July 2025–19 January 2026.

    With Auto Assessment, SARS uses data sourced from third-party data providers to assess taxpayers. 

    This is in keeping with the revenue service’s aspiration to “make tax just happen,” which enables taxpayers to not to do anything when they are issued an auto assessment.

    For the few taxpayers that may need to update their tax returns with changes in case of outstanding information, which SARS does not have, this can be done via eFiling or the SARS Mobi App.

    SARS Commissioner Edward Kieswetter expressed his satisfaction with the Auto Assessment as it has been a game changer in making tax easy for taxpayers to comply. 

    “SARS is working hard to give taxpayers the best service. Ultimately, our aim is to make the best service to be no service at all. As we start with Filing Season for those not auto assessed, from Monday, 21 July, I encourage taxpayers rather to use our digital channels than come queue at our Service Centres.”

    He noted that the improvement of SARS’s digital platforms is saving taxpayers’ time and eliminating the need to travel to SARS Service Centres.

    “For the majority of those who submit a return online, an assessment outcome is issued in under five seconds if all is in order. This world class service is done whilst managing the risk of impermissible or fraudulent refunds with sophisticated machine learning and AI [artificial intelligence] models.

    “To avoid penalties, taxpayers must submit accurate information promptly. Taxpayers are using SARS’s digital channels successfully. There is no need to visit SARS Service Centres. If you must, book an appointment first to avoid long queues.

    “Taxpayers who owe SARS are urged to make payments as soon as possible or make payment arrangements. Only refunds more than R100 due to taxpayers will be automatically paid into their bank accounts within 72 hours once the assessment is completed,” the revenue service said.

    Call for vigilance

    SARS urged taxpayers to remain extremely vigilant and keep their details confidential. 

    “There have been many attempts by scammers to defraud taxpayers. Taxpayers are reminded that SARS will never ask taxpayers to use any link to engage with it. Taxpayers must protect their eFiling login details and use only registered tax practitioners,” SARS said.

  • Centre holds all-party meet ahead of Monsoon Session

    The Centre on Sunday convened an all-party meeting in the national capital, with Parliamentary Affairs Minister Kiren Rijiju urging all political parties to ensure the smooth functioning of the House.

    Briefing reporters after the meeting, Rijiju said the government was ready to hold discussions on several key issues, including Operation Sindoor. “The government noted the suggestions of various parties. We have appealed to both the ruling and Opposition sides to work in coordination. Irrespective of ideological differences, it is everyone’s responsibility to ensure the proper functioning of Parliament,” he said.

    Rijiju described the meeting as “constructive” and said representatives from 51 parties participated. “A total of 54 leaders attended, with 40 putting forth the views of their parties. The Opposition shared their priorities; so did NDA partners and non-aligned parties,” he said, adding that final decisions on the schedule of discussions would be taken by the Business Advisory Committee.

    On the Opposition’s demand for a discussion on Operation Sindoor — India’s evacuation operation in West Asia — Rijiju said, “This is a very good suggestion. Delegations to countries after the operation were well received. All those experiences should be shared in Parliament.”

    He also addressed the impeachment motion against Justice Yashwant Verma, saying more than 100 MPs have signed the motion and that the process will be undertaken with consensus. “This is not just a government initiative,” he said.

    The Monsoon Session is scheduled to begin on Monday, July 21.

    The government is set to introduce several bills, including the Manipur GST (Amendment) Bill, Taxation Laws (Amendment) Bill, Jan Vishwas (Amendment) Bill, and the National Sports Governance Bill. Also on the agenda are the Indian Ports Bill, Income Tax Bill, Mines and Minerals (Development and Regulation) Amendment Bill, and the Geoheritage Sites and Geo-relics (Preservation and Maintenance) Bill.

    As part of ongoing parliamentary reforms, the Lok Sabha Secretariat has initiated digitisation and transparency measures under the guidance of the Speaker.

    India is taking steady and confident steps towards oil self-sufficiency, and under Prime Minister Narendra Modi’s leadership, the country is securing its energy future, Petroleum Minister Hardeep Singh Puri said on Sunday.

    With one million square kilometres of offshore area now open for oilfield exploration and 99 per cent of ‘No-Go’ areas cleared, the minister announced on social media platform X that the groundwork is being laid for major energy progress.

    The oil and gas blocks offered under the Open Acreage Licensing Programme (OALP) have already attracted interest from both global and domestic energy players, and Round X is expected to set new benchmarks for participation and investment.

    “25 blocks under OALP-X; 154 exploration blocks active; 14 new oil and gas discoveries; ₹792 crore invested in Mission Anveshan; 6,200 GLKM of seismic data already collected; ONGC producing 34,000 BOPD oil and 3 MMSCMD gas,” he said.

    This month, the Petroleum Ministry invited feedback and suggestions on the Draft Petroleum and Natural Gas Rules, Model Revenue Sharing Contract (MRSC), and Petroleum Lease – part of a series of pathbreaking policy reforms aimed at promoting exploration and production in the oil and gas sector.

    The Oilfields (Regulation and Development) Act, 1948, was amended in March 2025, and the new PNG Rules were issued within three months, ahead of OALP Round X – the largest exploration and production bidding round globally, aligned with PM Modi’s vision for the sector.

    “This is a great time for entrepreneurs and industry leaders to look at oil and gas exploration in India. It has never been easier, faster, or more profitable to invest in India’s energy future,” Puri said.

    The minister also highlighted that clean cooking fuel is now part of daily life for nearly every Indian, with close to 100 per cent geographic and population coverage.
