Imports of petroleum products continue to account for a significant share of the country’s energy balance, making it vulnerable both economically and strategically. At the same time, national capacity for investment in sustainable energy solutions remains limited, particularly in the context of the socio-economic challenges associated with the transformation of the energy sector.

    Union Commerce Minister Piyush Goyal on Thursday said it took over two decades to finalise the historic Free Trade Agreement (FTA) with the United Kingdom, crediting Prime Minister Narendra Modi for bringing the deal back into focus and driving it to conclusion.

    Speaking to IANS on the sidelines of the India-UK talks, Goyal said, “This is historic in itself. It took over two decades to finalise this FTA. But when Prime Minister Narendra Modi gave it momentum in 2021, brought it back into focus, and committed to getting it done, India started working on it consistently—and today, we are seeing the positive results.”

    He pointed out that while several governments came and went in the UK, the discussions continued without interruption. “I believe this agreement will open immense opportunities in India, especially for our farmers, MSMEs, and small entrepreneurs,” he said.

    Goyal congratulated Prime Minister Modi, UK Prime Minister Keir Starmer, and the people of both countries on the signing of the landmark India-UK Comprehensive Economic and Trade Agreement (CETA).

    “Duty-free access for about 99 per cent of Indian exports unlocks nearly $23 billion in opportunities for labour-intensive sectors, marking a new era of inclusive and gender-equitable growth,” the minister said.

    As Trump proposes increasing tariffs on Canadian goods up to 35% next week, with the chaos from his ill-conceived and irregularly implemented trade war continuing, U.S. Senator Chuck Schumer revealed new data showing border crossings continue to plummet at all major land ports of entry in New York. New data shows approximately 376,000 fewer travelers crossed the Upstate NY-Canada border via land in June 2025 compared to June 2024, according to CBP, a more than 21% decrease.

    “Across Upstate NY, tariffs are up and raising prices for families, and tourism is way down thanks to Trump’s impulsive, ill-conceived trade war. This new data shows how Trump’s tariffs and insults are driving our closest ally and key trading partner Canada away. Hurting Upstate NY’s summer tourism industry and leaving emptier Main Streets and stores paying the price,” said Senator Schumer. “Meanwhile, Trump is threatening to throw even more fuel on this fire, threatening to raise tariffs on Canada to a whopping 35% next week, which could burn Upstate NY’s tourism industry to the ground. From Buffalo to the Thousand Islands to Plattsburgh, and everywhere in between, Upstate NY can’t afford for Trump’s tariff chaos to continue.     According to new data from CBP, Upstate NY and Canada saw approximately 1.4 million border crossings in June 2025, compared to 1.75 million during the same month in 2024, a 21.5% decrease across land (both road and bridge) crossings frequented by tourists. This follows a months-long trend since Trump took office of Canadian border crossings plummeting, meaning fewer tourists at NY’s hotels, shops, & restaurants. Nationally, border crossings have decreased from approximately 5 million to 3.9 million over the same period.

    Since taking office in January, Trump has damaged the United States’ relationship with Canada by threatening to annex Canada and levying 25% tariffs on Canadian goods, and is now threatening even higher tariffs at 35%. Schumer said Canadians are canceling trips to the United States because of Trump’s tariff war and threats to annex Canada as the 51st state, hurting Main Street businesses that rely on a busy summer tourism season and are already slammed by higher prices.

    Trump’s tariffs are raising costs for families, with households with lower incomes hit hardest because they tend to buy more goods in industries being tariffed. According to the Budget Lab at Yale, Trump’s tariffs are expected to cost families more than $2,700 every year. Americans are already seeing higher prices; In June 2025, prices increased by 2.7% compared to the previous year. With Trump’s threats of even higher tariffs, that means even higher costs for Upstate NY families and small businesses. In addition, with the threat of costs increasing even more, many families feel pressure to make big purchases this year, when prices are lower, but they are less financially prepared, and in some cases, taking on debt to do so.

    Schumer continues to be one of the leading advocates in Congress to end this unnecessary, damaging trade war with Canada that is decimating Upstate NY’s economy, tourism, small businesses, and local jobs.

    Prime Minister Narendra Modi departed for the Maldives on Thursday, concluding the first leg of his two-nation tour. He is visiting the Maldives at the invitation of President Mohamed Muizzu from July 25 to 26.

    During his visit, the Prime Minister will participate as the Guest of Honour at the 60th Independence Day celebrations of the Maldives. His visit also marks the 60th anniversary of India-Maldives diplomatic relations.

  • MIL-OSI Security: United States Disrupts Cryptocurrency Investment Fraud and Files Civil Forfeiture Complaint Against $325,000 in Funds Involved in Money Laundering

    KANSAS CITY, Mo. – On July 17, 2025, the United States Attorney’s Office obtained a temporary restraining order against the unidentified foreign operators of a fraudulent online cryptocurrency investment platform called “Triangular.” The order resulted in the suspension of online access to two websites used to access the platform.

    The United States also filed a civil forfeiture complaint in the U.S. District Court for the Western District of Missouri against more than $325,000 in cryptocurrency seized from two addresses linked to the scam. According to the complaint, the FBI used blockchain analysis and other investigative techniques to determine that the cryptocurrency is connected to the theft and laundering of funds from victims of the Triangular investment fraud scheme.

    The complaint alleges that between July and October 2024, the two cryptocurrency addresses were used to launder millions of dollars in suspected scam proceeds. The complaint further alleges that a victim located in the Western District of Missouri lost more than $16 million to the fake Triangular investment platform.

    The scammers involved in this scheme lured victims through unsolicited messages on social media sites like LinkedIn. Once a relationship formed, the scammers introduced the victims to the fraudulent Triangular platform and made promises of immense investment gain with little to no risk of loss. After the victims made an initial investment through the sophisticated-looking platform, the scammers manipulated the victims’ account to appear to show exponential investment returns and encouraged victims to transfer more cryptocurrency. But when victims tried to withdraw their profit, they were told they needed to pay more in false withdrawal fees or “taxes.” The victims never recovered their money.

    Commonly referred to as a cryptocurrency confidence scam, fake investment schemes like Triangular cost Americans billions of dollars every year, according to the FBI Internet Crime Complaint Center’s 2024 Internet Crime Report.

    The claims in the United States’ civil complaints are only allegations. The preliminary injunction hearing is scheduled for August 6, 2025, before U.S. District Judge Brian C. Wimes. The case is United States v. John Doe, No. 4:25-cv-00529-BCW.

    This investigation is being handled by the Federal Bureau of Investigation Kansas City Field Office. The civil cases are being handled by Assistant U.S. Attorney John Constance.     Prime Minister Narendra Modi called on His Majesty King Charles III at Sandringham Estate, the summer residence of the British monarch, during his visit to the United Kingdom.

    During the meeting, Prime Minister Modi conveyed his happiness over the recovery of His Majesty’s health and the resumption of his royal duties.     Prime Minister Narendra Modi on Thursday held a ‘Chai Pe Charcha’ with his UK counterpart Keir Starmer at Chequers, the countryside retreat of the British Prime Minister. A photo shared by PM Modi in a post on X showed the two leaders engaged in a deep conversation over tea.

    In his post, PM Modi said, “‘Chai Pe Charcha’ with PM Keir Starmer at Chequers… brewing stronger India-UK ties!”

    At the same venue, the two leaders also interacted with business leaders, highlighting the importance of the recently signed Comprehensive Economic and Trade Agreement (CETA), which they said has opened up new avenues for trade and investment.

    The Province Ranks Second for Retail Trade Growth in May 2025

    Today, Statistics Canada shows Saskatchewan’s retail trade remains strong with a 6.4 per cent increase year-over-year in May 2025 over May 2024 (seasonally adjusted). This places the province above the national average of 4.9 per cent and tied for second amongst the provinces.

    “The continued growth in our retail sector reflects our province’s strong economy and is leading to more jobs and opportunities for Saskatchewan people,” Trade and Export Development Minister Warren Kaeding said. “When the province’s economy is strong, our residents get better access to the programs and services they need.”

    The total value of Saskatchewan’s retail trade reached $2.3 billion in May 2025.

    The Monthly Retail Trade Survey compiles data on sales, including e-commerce sales, and the amount of retail locations by province, territory and selected census metropolitan areas from a sample of retailers.

    Retail sales is a measure of total receipts at stores, or establishments, that sell goods and services to final consumers.

    Statistics Canada’s latest Gross Domestic Product (GDP) numbers indicate that Saskatchewan’s real GDP at basic prices reached an all-time high of $80.5 billion in 2024, increasing by $2.6 billion, or 3.4 per cent. This places Saskatchewan second in the nation for real GDP growth and above the national average of 1.6 per cent.

    Private capital investment in Saskatchewan increased last year by 17.3 per cent to $14.7 billion, ranking first among provinces. Private capital investment is projected to reach $16.2 billion in 2025, an increase of 10.1 per cent over 2024. This is the second highest anticipated percentage increase among the provinces.

  • MIL-OSI USA: Federal Court Orders UK Firms, Residents from China, Oklahoma to Pay $19M in CFTC Fraud Case

    WASHINGTON, D.C. — The Commodity Futures Trading Commission announced today the U.S. District Court for the Western District of Washington has resolved all claims the CFTC filed in its September 2024 complaint against Qian Bai and Chao Li, both residents of the People’s Republic of China, their co-conspirator Lan Bai, a resident of Oklahoma, as well as Aipu Limited and Fidefx Investments Ltd., which were both United Kingdom private limited companies. [See CFTC Press Release No. 8987-24].
    The court found that the defendants, while acting as a common enterprise, operated fraudulent websites that purported to allow customers to trade for over 18 months and fraudulently solicited and misappropriated at least $3,630,849 from at least 34 customers in connection with the sale of agreements, contracts or transactions in leveraged or margined retail commodity transactions, off-exchange retail foreign currency contracts, and commodity futures contracts.
    On July 14, the court entered an order against Lan Bai requiring her to pay, jointly and severally, a $699,534 civil monetary penalty and restitution of $233,178 to defrauded victims for her role in the fraudulent scheme. 
    On May 22, the court entered a default judgment against Qian Bai, Li, Aipu Limited, and Fidefx, which requires them to pay, jointly and severally, a $13,863,170 civil monetary penalty and restitution of $4,621,056. The default judgment also imposes permanent injunctions against them and bans them from trading in any CFTC-regulated markets, entering into any transactions involving commodity interests, and registering with the CFTC. 
    Previously, the CFTC and Lan Bai entered into a consent order which imposes a permanent injunction against her and bans her from trading in any CFTC-regulated markets, entering into any transactions involving commodity interests, and registering with the CFTC.
    The CFTC cautions that orders requiring repayment of funds to victims may not result in the recovery of any money lost because the wrongdoers may not have sufficient funds or assets. The CFTC will continue to fight vigorously for the protection of customers and to ensure the wrongdoers are held accountable.

    CFTC’s Fraud Advisory
    The CFTC has issued several customer protection fraud advisories, including Avoid Forex, Precious Metals, and Digital Asset Romance Scams, which warns users of online dating and social media platforms about an increase in scams that lure victims into sending their money to fraudulent websites that claim to trade foreign currency exchange (forex) contracts, precious metals contracts, and/or digital assets. 
    The CFTC also strongly urges the public to verify a company’s registration with the CFTC at NFA BASIC before committing funds. If unregistered, a customer should be wary of providing funds to that entity.
    Report suspicious activities or information, such as possible violations of commodity trading laws, to the Division of Enforcement via a toll-free hotline 866-FON-CFTC (866-366-2382) or file a tip or complaint online or contact the Whistleblower Office. Whistleblowers are eligible to receive between 10 and 30 percent of the monetary sanctions collected, paid from the Customer Protection Fund financed through monetary sanctions paid to the CFTC by violators of the CEA.

    overnor Kathy Hochul today highlighted more momentum for New York’s implementation of distraction-free schools this fall, as approximately 300 school districts statewide have now submitted their plans for bell-to-bell smartphone restrictions in advance of the State’s August 1 deadline. School districts are continuing to share their distraction-free policy with the New York State Education Department (NYSED). As districts finalize their policy in advance of the deadline, they can continue to utilize the resources seen on the Distraction-Free Schools page on Governor Hochul’s website for distraction-free schools, which provides a policy FAQ, external informational toolkit and other resources.

    “Our young people succeed when they’re learning and growing, not clicking and scrolling — and that’s why New York will be ready to implement bell-to-bell smartphone restrictions on the first day of school,” Governor Hochul said. “I’m pleased that most school districts across the state have either already implemented or are finalizing their distraction-free policy — and my team continues to provide the resources and tools to ensure school districts publish their policy by the August 1 deadline.”

    This new requirement will take place in the 2025-26 School Year and applies to all schools in public school districts, as well as charter schools and Boards of Cooperative Educational Services (BOCES).

    This month, Governor Hochul has held roundtable discussions with school district administrators, teachers and other stakeholders from New York City and the Capital Region to highlight their plans for implementing bell-to-bell smartphone restrictions when school resumes this fall. With NYC Public Schools being the nation’s largest school system, teachers and administrators, unions, school safety officers and students spoke about their plans for this upcoming school year, alongside New York City Public Schools Chancellor Melissa Aviles-Ramos.

    In a conversation with the Governor and Melinda Person, President of New York State United Teachers (NYSUT), Albany City School District, Schenectady City School District, Utica City School District and East Greenbush Central School District shared their highlights as they have finalized their distraction-free policy in advance of the State’s August 1 deadline.

    State Senator Shelley B. Mayer said, “I am pleased that approximately 300 school districts across New York have submitted considered, bell-to-bell cell phone restriction plans. The bell-to-bell cell phone restriction and the plans submitted demonstrate a real commitment to creating learning environments that put students’ academic focus and mental well-being first. Importantly, each district has worked to craft a policy that meets the unique needs of their own school community. I commend school leaders, educators, and families for coming together to support students and take meaningful action to reduce distractions and improve outcomes in our classrooms.”

    Governor Hochul’s cellphone policy creates a statewide standard for distraction-free schools in New York including:

    • Prohibits unsanctioned use of smartphones and other internet-enabled personal devices on school grounds in K-12 schools for the entire school day (from “bell to bell”), including classroom time and other settings like lunch and study hall periods
    • Allows schools to develop their own plans for storing smartphones during the day — giving administrators and teachers the flexibility to do what works best for their buildings and students
    • Secures $13.5 million in funding to be made available for schools that need assistance in purchasing storage solutions to help them go distraction-free
    • Requires schools to give parents a way to contact their kids during the day when necessary
    • Requires teachers, parents and students to be consulted in developing the local policy
    • Prevents inequitable discipline

    Governor Hochul’s policy clarifies that students will have authorized access to simple cellphones without internet capability, as well as internet-enabled devices officially provided by their school for classroom instruction, such as laptops or tablets used as part of lesson plans.

    Additionally, the Governor’s policy includes several exemptions to smartphone restrictions, including for students who require access to an internet-enabled device to manage a medical condition, where required by a student’s Individualized Education Program (IEP), for academic purposes or for other legitimate purposes, such as translation, family caregiving and emergencies.

    Governor Hochul pursued this initiative after engaging in a statewide listening tour with teachers, parents, and students. Her report “More Learning, Less Scrolling: Creating Distraction-Free Schools” underscores the following:

    • Smartphones distract students and inhibit learning and creativity
    • Phone-free environments do not compromise student safety
    • Phone-free environments support the mental health of students and teachers
    • Open communication and direct guidance for all stakeholders is key for successful implementation
    • Schools must address any parent concerns about staying in contact with their children during the day
    • An effective distraction-free policy must focus on the entire school day, rather than solely on time in the classroom
    • Schools can strengthen their distraction-free environment by connecting more students with in-person engagement like clubs, sports, arts and other programming

  • India-UK relations enter new era with landmark deals on trade, tech and security

    Prime Minister Narendra Modi held wide-ranging talks with UK Prime Minister Keir Starmer during his official visit to the United Kingdom from July 23-24. The meeting, held at the British Prime Minister’s country residence, Chequers in Buckinghamshire.

    The two leaders held a one-on-one meeting followed by delegation-level talks, covering the full spectrum of bilateral cooperation.

    During the talks, the two sides welcomed the signing of the historic India-UK Comprehensive Economic and Trade Agreement (CETA). The agreement is expected to boost trade, investment, economic collaboration, and job creation in both countries, taking the strategic partnership to a new level.

    In a key development, the two countries also agreed to negotiate a Double Contribution Convention, which will support professionals and service industries by reducing operational costs and promoting competitiveness. Prime Minister Modi also proposed deeper cooperation between India’s GIFT City-India’s first international financial services centre-and the UK’s financial ecosystem.

    The two leaders adopted the India-UK Vision 2035, a roadmap for the next decade that aims to enhance cooperation in the areas of economy, technology, innovation, research, education, defence, climate action, health, and people-to-people ties.

    The finalisation of a Defence Industrial Roadmap was also welcomed. It aims to promote joint design, development, and production of defence products for domestic use and global markets.     Underlining the importance of emerging technologies, the Prime Ministers agreed to accelerate the implementation of the Technology and Security Initiative (TSI). The TSI, which completed one year, focuses on areas such as telecom, critical minerals, AI, biotechnology, semiconductors, health technology, advanced materials, and quantum research.

    Government publishes changes to budget process

    As South Africa’s current budget process has not kept pace with the country’s evolving fiscal, institutional and political realities, government has published changes that will be implemented in the 2026 budget process.

    The changes are aimed at clarifying trade-offs, reducing waste and prioritising high-impact programmes. 

    “A review of the budget process revealed a critical limitation of the process, including fragmented decision-making, poor policy-budget alignment, and weak consensus on trade-offs in the context of competing priorities and limited fiscal space,” National Treasury said on Wednesday. 

    The key actionable reforms to address challenges in the government process have been outlined in the Medium-Term Expenditure Framework (MTEF) Technical Guidelines 2026 (https://www.treasury.gov.za/publications/guidelines/2026%20MTEF%20Guidelines.pdf).

    The guidelines have been issued in terms of Section 27(3) of the Public Finance Management Act (PFMA), which provides that National Treasury must prescribe the format in which an annual budget must be prepared.

    “The guidelines reaffirm government’s commitment to a more disciplined, transparent, and strategically aligned budget process that supports South Africa’s long-term fiscal objectives and national development priorities.

    “Importantly, the guidelines outline the economic environment under which the 2026 MTEF is formulated, signals recommendations from the review that will be implemented, and incorporates lessons learned from the 2025 budget cycle. As a first step in the reform process, these guidelines and the accompanying budget calendar have been formally approved by Cabinet,” National Treasury explained.

    The fiscal objectives, as set out in the 2025 Budget, are to stabilise debt-to-Gross Domestic Product (GDP) ratio, achieve a primary surplus, expand infrastructure investment, and support the social wage. These objectives are set to continue into the 2026 Budget. 

    The principles for the 2026 MTEF include using Targeted and Responsible Savings (TARS) to create fiscal space for key priorities set out in the Medium-Term Development Plan. 

    Some of the initiatives that will be utilised for the identification of programmes to be included in the TARS process are:  

    Spending reviews
    •    Previous work should be updated, where appropriate, to inform implementation;
    •    Outcomes of new sectoral reviews, such as the Active Labour Market Policy (ALMP), and
    •    The review of infrastructure conditional grants should be implemented.

    New data driven approaches
    •    Use of technology to eliminate double dipping in social grants and other programmes (e.g. community works programme);
    •    Annual audit of ghost workers and payroll irregularities;
    •    Updated proposals on public entity and departmental rationalisation;
    •    Implement personnel expenditure review completed by the Department of Public Service and Administration (DPSA), and
    •    Finalise extended review of public entities remuneration.

In their newly released Mid-Year Macro Outlook, the firm projects continued growth, moderating inflation, and a Federal Reserve likely to resume interest rate cuts before year-end.

    Markets reeled earlier this year following an unexpected round of tariffs in April and rising fears of a recession. But with inflation cooling and job growth holding up, Payden sees room for a softer landing than many headlines suggest.

    “Markets overreacted to the April tariff shock, but we believe the data still supports rate cuts and steady growth,” said Jeffrey Cleveland, Chief Economist at Payden & Rygel. “If inflation continues to cool—or unemployment rises modestly—we expect the Fed to act.”

    Key Insights for the Second Half of 2025:

    • Inflation Can Still Moderate: Core Personal Consumption Expenditures (PCE) inflation has slowed meaningfully. Even with tariff risks, disinflation remains on track.
    • No Recession, No Re-acceleration: Payden expects sub-trend GDP growth but sees both recession and re-acceleration risks as overstated.
    • Labor Market Easing, Not Collapsing: Downside risks to job growth will outweigh the upside pressure from the shrinking labor force, leading to a gradual rise in the unemployment rate.
    • Cuts Are Still on The Table: Payden forecasts up to 75 basis points in cuts by year-end—more than current market pricing.
    • Rates Lower Across the Curve: Fiscal concerns are already priced in. With inflation moderating and the Fed cutting, 10-year yields can still decline.
    • Dollar Weakness Likely, But the Trade Is Crowded: The greenback may remain soft with the Fed leading rate cuts, though Payden warns the short-dollar trade is crowded.

         Following the meeting of the Pest Control Steering Committee yesterday (July 23), the Government and stakeholders are progressively strengthening efforts to prevent chikungunya fever (CF). The Under Secretary for Environment and Ecology, Miss Diane Wong, and Assistant Director (Operations) of the Food and Environmental Hygiene Department (FEHD) Mr Wan Chi-shun visited the area around Greig Road in the Eastern District today (July 24) to inspect the enhanced CF prevention efforts in the community.
     
         According to the discussions at yesterday’s meeting, the intensified mosquito prevention and control measures by the Government and stakeholders include: constantly updating the list of mosquito infestation hotspots to adjust and plan their work based on the actual situation, to ensure that mosquito prevention and control work is prompt and effective; carrying out a new round of actions promptly following Typhoon Wipha to thoroughly eliminate mosquito breeding places, supplemented by fogging operations (i.e. ultra-low volume spraying) to eradicate adult mosquitoes; continuing to take proactive anti-mosquito measures including clearing potential breeding grounds at least once a week during the rainy season and timely co-ordinate fogging operations until the season ends.
     
         The FEHD is convening meetings of inter-departmental task forces on anti-mosquito work through its District Environmental Hygiene Offices to strengthen mosquito control work with district stakeholders, including to remove accumulated water and carry out mosquito prevention and control work in target areas that have drawn particular concern, such as public markets, cooked food centres and hawker bazaars, single-block buildings, streets and back lanes, common parts of buildings, village houses, construction sites, vacant sites and road works sites. The FEHD will also call on property managements to properly repairs their premises so as to minimise mosquito breeding places. Furthermore, regular ultra-low volume fogging operations have been conducted since the onset of the rainy season. The FEHD will continue to provide departments and the industry with professional advice and technical support to assist them in formulating and implementing effective anti-mosquito measures swiftly. At the same time, the FEHD will strengthen publicity and public education.
     
         The survey area inspected today recorded gravidtrap indices reaching Level 3 alert level in May and June this year, indicating  extensive distribution of Aedes albopictus mosquitoes. The FEHD has been collaborating with relevant departments and stakeholders to strengthen mosquito prevention and control work in areas under their purview, including eliminating mosquito breeding places, applying larvicides, conducting fogging operations to eradicate adult mosquitoes, and ensuring that mosquito trapping devices at appropriate locations are operating properly. The first-phase gravidtrap index for this survey area in July has dropped to 5.8 per cent.
     
         Apart from the co-ordination mechanism at district level, the Environment and Ecology Bureau will also convene a meeting with stakeholders under the regular meeting mechanism for pest control. During the meeting, the Centre for Health Protection of the Department of Health will present the latest situation of chikungunya fever and responsive measures to be taken by the public. The 15 organisations or institutions participating in this mechanism include the Hong Kong Housing Society, Link, People’s Place, the Hong Kong Property Services Alliance, the Hong Kong Association of Property Management Companies, the Federation of Hong Kong Property Management Industry, the Hong Kong Association of Property Services Agents, the Pest Control Personnel Association of Hong Kong, the Hong Kong Pest Management Association, the Federation of Hong Kong, Kowloon, New Territories Hawker Associations, the Hong Kong Federation of Restaurants and Related Trades, the Association for Hong Kong Catering Services Management, the Association of Restaurant Managers, the Hong Kong Construction Association, and the Hong Kong General Building Contractors Association.
     
         As the hot and rainy weather approaches, the overall risk of mosquito borne diseases may rise significantly. Recently, a considerable number of CF infection cases have been reported in neighbouring regions and some overseas countries. There is also a large number of citizens and tourists frequently travelling to and from Hong Kong and different places. If people infected with CF outside Hong Kong and is bitten by mosquitoes in Hong Kong during the infectious period, and subsequently the mosquitoes bite other people, local transmission may occur. In view of this, although there have been no CF cases in Hong Kong since 2020, the industry and the public must remain vigilant and intensify mosquito prevention and control efforts to avoid the risk of local cases.
     
         The Government again appeals to members of the public to continue working with us to take early measures to prevent and eliminate mosquitoes at home and other venues early, including inspecting their homes and surroundings to remove potential breeding places, changing water in vases, scrubbing their inner surfaces, and emptying water fromsaucers under potted plants at least once a week, properly disposing of containers such as soft drink cans and food containers, and drilling large holes in unused tyres. The FEHD also advises members of the public and property management companies to keep drains free of blockage and level all defective ground surfaces to prevent the water accumulation. They should also scrub all drains and surface sewers with alkaline detergents at least once a week to remove any mosquito eggs.

    A memorial to enslaved Africans transported on Lancaster-owned ships as part of the Transatlantic slave trade has been restored.

    The Captured African sculpture, a poignant piece of Lancaster’s history on St George’s Quay, has been disassembled, cleaned and parts such as mosaics fixed and renewed to ensure its preservation for future generations.

    It was commissioned and installed in 2005 as part of the Slave Trade Art Memorial project (STAMP) and remains the only public sculpture to memorialise involvement in the slave trade at a quayside.

    Designed to encourage people to pause and reflect on the human cost of transatlantic slavery and its legacies, it was created by artist Kevin Dalton-Johnson with input from local young people, who made the iron figures of the captured Africans.

    Councillor Martin Bottoms, Cabinet Member for Arts, Culture and Festivals, said: “The sculpture represents many of the enslaved individuals transported through the port of Lancaster during the 18th century and stands as a sombre and powerful reminder of the city’s involvement in the slave trade.

    “This restoration is not just about preserving a historical artefact — it’s about ensuring that the lives affected by slavery are not forgotten, and that we continue to educate ourselves and future generations about this chapter in our history.”

    Artist Kevin Dalton-Johnson, who is of Jamaican descent, moved away from traditional depictions of slaves in chains and chose to create a sculpture reflecting a cross-section of a ship carrying enslaved Africans at the bottom, with layers of commodities, such as sugar and cotton they produced, stacked above them.

    Mr Dalton-Johnson, said: “The Captured African sculpture is a vital reminder of our shared history and the importance of confronting difficult truths. As the only memorial outside of London, it serves as an educational landmark, inviting reflection rather than simply assigning guilt.

    “I’m grateful to see this work preserved for future generations to engage with this critical chapter of our past.”

    Restoring the sculpture presented unique challenges for local artist and restorer Shane Johnstone.

    Mr Johnstone, who led the restoration project, said: “It was a pleasure to learn how Kevin’s “Windrush” British upbringing, Jamaican roots and African ancestry informed his insights as an artist and led to a design which ingeniously blends the rigorous research of local historian’s, their stories of greed, cruelty, survival and heroism and wraps them around a sculpture, made the process a unique and rewarding experience.

    “A special mention also to the Lancastrians; established and newly adopted who passed by as we laboured on the quayside. Young and old told stories of their relationship with the artwork whether it be a primary school project, familial connection or curious anecdote.

    “All were inspired to engage in conversation and that is the sign of a good piece of art doing its job.”

    The Transatlantic slave trade lasted for more than 300 years until British involvement was banned in 1807. Slavery was eventually abolished in most Britain colonies in 1833.

    In the 1700s around 200 ships sailed out of Lancaster bound for Africa and it is thought that Lancaster merchants were responsible for the forced transportation of around 29,000  African men, women and children across the Atlantic Ocean to the Americas.

    A sail on the side of the sculpture incorporates the numbers of enslaved Africans aboard the ships which docked at Lancaster’s port.

    The deal will see tariffs lowered so businesses can expand more easily in one of the fastest growing economies in the world. The Prime Minister highlighted that UK consumers will benefit from lower prices and greater choice too.

    The Prime Minister also welcomed nearly £6 billion in new investment and export wins, which will create 2,200 jobs across the UK.

    The leaders also discussed the importance of the UK-India Comprehensive Strategic Partnership, which will see closer collaboration on trade, defence, security, technology and education – underscored by the close and historic relationship between the two countries.

    The leaders also discussed the Air India plane crash last month, and said their sympathies are with all the families and loved ones of the victims. The Prime Minister said the UK will continue to support all those affected by the tragedy.
