    York and North Yorkshire set to benefit from recent trade deals

    The three trade deals that we have struck in three weeks will benefit a range of manufacturing sectors that employ nearly 9% of all people in York and North Yorkshire.

    • Prime Minister to meet with the Mayor of York and North Yorkshire David Skaith to discuss the benefits of his recent trade deals.
    • Comes as we’ve nailed three trade deals in as many weeks to deliver growth that is a priority for the Plan for Change.
    • Delivers a welcome boost to a range of manufacturing sectors that employ nearly 9% of people in the region.

    The three trade deals that we have struck in three weeks will benefit a range of manufacturing sectors that employ nearly 9% of all people in York and North Yorkshire. 

    Reducing India’s tariffs on machinery, slashing tariffs on car exports in both deals and our agreement with the US to remove the 25% tariff on steel provides stability for more than 1,500 businesses in the region employing 43,000 people. 

    This means greater job security for workers and stronger economic growth to create more jobs across York and North Yorkshire – delivering on the priorities in our Plan for Change.

    Prime Minister Keir Starmer said:

    The trade deals that we have closed delivers stability for nearly 9% of people in York and North Yorkshire who are employed in manufacturing. 

    It also will create opportunities for more seamless trade, attracting inward investment that will grow the local economy and make a difference to people’s lives. 

    These changes will be felt everywhere, whether it’s lower food prices at the checkout, more choice for consumers and higher living standards that will improve livelihoods across York and North Yorkshire.

    Over 31,000 people employed in agriculture across the region will also benefit from our agreement with the EU, which reduces red tape and burdens on business, meaning regional specialties like crab, Yorkshire Pudding and cheeses will face easy access to the UK’s biggest trading market.

    The agreement also protects British steel exports from new EU rules and restrictive, providing further security for 8,400 jobs in the steel industry across Yorkshire and the Humber.

    The three landmark deals secured this month with the US, India, and the EU have shown this government is serious about striking the deals that our businesses want and need.

    We are delivering billions for the UK economy and wages every year as part of our Plan for Change. For businesses in North Yorkshire, these deals will mean stability and jobs protected as they seize new opportunities to sell to some of our biggest trading partners.

    The Prime Minister will tell the English Mayors and the Leaders from the Devolved Governments at a meeting of the Council of Nations and Regions in London today (Friday 23 May) that his trade deals with India, the United States and the EU will deliver economic growth that will improve people’s lives at home.  

    He will challenge those in attendance to drive economic growth in their local areas to deliver for working people.  

    Tom Richardson, Chief Commercial Officer, Warrendale Group Limited, said:  

    While we are yet to see the full detail of the agreement, having less red tape when exporting will be welcome to us as a UK beef production business; this will hopefully allow us to reduce time and costs when exporting our products and therefore could open up more markets in the EU to ultimately benefit the farmers producing beef for us.

    Our increased trade with India will unlock opportunities for every region in the UK to access the world’s fastest growing economy, including in York and North Yorkshire’s manufacturing sector.

    Under the Free Trade Deal that was concluded, India has agreed to remove tariffs on a wide variety of UK agri-food products. This will deliver significant benefits for the region’s farming and horticultural sector that produces 20% of all the UK’s agri-food.

    In the same week, we negotiated a first of its kind agreement with the US that will reduce tariffs on UK car exports and remove tariffs on steel, protecting two key industries in the region that employ thousands of people. 

    The US deal also opens the way to a wider UK-US Economic Deal, opening up access for our world leading services industries – including those in York and North Yorkshire. 

    Just this week, the Prime Minister acted in the national interest by confirming a new agreement with the European Union that will deliver on his core mission to grow the economy, creating more jobs in York and North Yorkshire, raising living standards and putting more money in people’s pockets.  

    At today’s meeting of the Council of Nations and Regions the Prime Minister will also lead discussions about spreading AI to help working people access the services that they need in their local areas.

    The three trade deals that we have struck in three weeks will benefit manufacturing that accounts for around 5% of all employment in the West of England.

    • Agreement with the EU a huge boost to 64,000 people employed in agriculture across the South West.

    The three trade deals that we have struck in three weeks will benefit manufacturing that accounts for around 5% of all employment in the West of England. 

    Reducing India’s tariffs on machinery, reducing the US tariff on cars and removing American tariffs on UK aerospace will support employers with a significant presence in the region like Airbus, Rolls-Royce and GKN Aerospace. 

    This means job security for workers, jobs creation supported in local communities and higher living standards across the West of England – priorities that we are delivering through Plan for Change.

    The trade deals that we have closed provides certainty for the 5% of all working people who are employed in manufacturing, delivers security for their families and puts more in people’s pockets.  

    It also will create opportunities for more seamless trade, attracting inward investment that will grow the local economy and make a difference to people’s lives.   

    These changes will be felt everywhere, whether it’s lower food prices at the checkout, more choice for consumers and higher living standards that will improve livelihoods across the West of England.

    68,000 people employed in agriculture (a fifth of all agriculture workers in England) across the South West will benefit significantly from our trade deal with the EU, that removes red tape and burdens on business, meaning regional specialties like Cheddar Cheese now have easy access to the UK’s biggest trading market.

    In another win for local producers, the deal means goods like Gloucestershire sausages that previously could not be exported can now be sold to customers in the EU.

    Under the Free Trade Deal that was concluded, the barriers to trading have been dropped, with India agreeing to reduce tariffs on products including advanced machinery, aerospace and medical devices that are made in the West of England. 

    Based on 2022 trade alone, this amounts to India cutting tariffs worth over £400 million when the deal comes into force, which will more than double to around £900 million after 10 years.    

    India reduced tariffs on medical devices and machinery exported from the UK, that will deliver significant benefits for firms across Bristol and the wider region. 

    The deals both support collaboration on green energy tech, aligning with the region’s initiatives in renewables and energy innovation. They also bring benefits to the financial, digital and services companies that are based in Bristol which employ local people and generate economic growth across the region.

    10,123 people employed in agriculture across the North East are also set to benefit from our trade deal with the EU. It means less checks and red tape, meaning farmers and producers who grow food across the region now have easy access to the EU, the UK’s biggest trading partner.

    This deal also protects British steel exports from new rules and restrictive tariffs, helping to protect 3,050 people working in the steel industry across the North East.

    Amid ongoing geopolitical uncertainty and economic headwinds, these agreements with the US, India and the EU will reduce existing barriers to trade and provide Welsh firms with a renewed sense of optimism as they look to seize new international opportunities.

    Deals like these will be critical to driving growth, creating jobs and raising living standards across our nation.

    Over 200 Welsh businesses exported goods worth £226 million to India last year and this could grow even further under the new trade deal.

    Welsh farmers will benefit from the India deal with tariffs on lamb reduced from 33% to 0%. Wales has a vibrant creative sector, and the deal provides enhanced copyright protections for producers so they can be confident that works will continue to be protected for at least 60 years.

    Welsh food and drink producers will also no longer face huge delays and red tape to export into the EU while some products like Welsh sausages and lamb mince will no longer be blocked. The deal has been welcomed by the Head of Wales at the Federation of Small Businesses and by the National Farmers Union Cymru who highlighted that Wales exports £813m of food and drink a year to the EU – 75% of all exports and more than the UK level of 57%. 

    Wales is also home to a thriving clean energy sector employing over 58,000 people and generating over £4.8 billion in revenue – this deal will support further development as we gain unprecedented access to India’s procurement market as they transition towards a net zero economy. The sector will also benefit from the new EU deal which agrees cooperate on clean energy and link our schemes for emissions trading – worth up to £3.8 billion a year to our economy in the long run.

    Secretary of State for Wales Jo Stevens said:

    The trade deals with India, the US and the EU are great news for Welsh consumers, Welsh business, and Welsh jobs.

    Taken together these deals mean a huge boost for our key industries, from farming to green energy and the creative sector. We want to grow our economy and create secure well-paid jobs and by unlocking new markets and opportunities we can deliver on that promise.

    Our increased trade with India will unlock opportunities for every region in the UK to access the world’s fastest growing economy, including for Wales.

    Wales’s steel industry has also been supported by the US trade deal which has eliminated the previous steel tariffs of 25% and our deal with the EU adds further protection for steel by safeguarding steel exports from new EU tariffs.

    Under the historic deal reached with the US last week, we have agreed reciprocal market access on beef that will benefit farmers in Wales, will a total UK quota of 13,000 metric tonnes. There will be no weakening of UK food standards on imports.

    The new agreement with the European Union, the UK’s largest trading market, will directly address challenges faced by Scottish exporters since 2019. The Scottish salmon industry has estimated that between 2019 and 2023, Scottish Salmon export values experienced a net loss of around £75 million. Our deal makes it significantly easier to sell Scottish goods to European markets. We’ve also unlocked a new salmon market through our deal with India, with tariffs dropping from 33% to 0%.

    The landmark deal with India has slashed tariffs on Scotland’s most iconic products. Scottish distillers will immediately see these halved from 150% to 75% and eventually to just 40% over the next decade.

    Other industries boosted by the deal include soft drinks and food that will ramp up Scotland’s export economy, supporting jobs and increasing prosperity across the country.

    In the US Tariffs on British steel and aluminium will be removed. In addition to vital assurances for life science, there are reductions for the automotive industry with US tariffs cut from 27.5% to 10% for 100,000 vehicles every year and Indian tariffs dropping from 110% to 10% under a quota.

    New reciprocal market access has also been agreed on beef – with UK farmers given a tariff free quota for 13,000 metric tonnes without compromising the sector’s high standards.

    At today’s meeting of the Council of Nations and Regions the Prime Minister will also lead discussions about spreading AI to help working people access the services that they need in their local areas.

    Nancy Rattray, former Market Trader has been posthumously commemorated at the Victorian Market in Inverness.

    Provost of Inverness and Area Cllr Glynis Campbell Sinclair unveiled two plaques in honour of Nancy one of which is a star with “Nancy’s Place 1964-2020” engraved on it and placed on the site where her shop was previously located.

    Another plaque depicts an image of Nancy and the words:

    “Nancy Rattray, Joke shop Legend who provided joy and laughter to generations 1966 to 2020 was so unassuming yet so influential and respected by all, Nancy’s warmth and understanding will live on in our hearts forever leaving an indelible mark on the Victorian Market.”

    Provost Sinclair said: “Nancy was one of those rare individuals that achieved great status in her local community. She was incredibly modest but had a gift to bring joy happiness and well-being to so many people.

    “I hope that Nancy will be proud of what we have achieved here in the Market as we honour her enduring service for over 60 years at the spot where she had her shop and recognise her commitment to the Inverness community.

    “We thank you, Nancy, with these small tributes, your memory will live on in our hearts.”

    Top job creators in the North East of England’s automotive industry are set to benefit from new trade deals with India and the US that slashes tariffs and boosts access to the world’s fastest growing economy.

    This means long-term stability for 14,000 people employed in the sector and security for their families. 

    It will also deliver opportunities for major job creators in the region like Nissan, Hitachi and Caterpillar to grow – the first priority of our Plan for Change.

    10,123 people employed in agriculture across the North East are also set to benefit from our trade deal with the EU. It means less checks and red tape, meaning farmers and producers who grow food across the region now have easy access to the EU, the UK’s biggest trading partner.

    This deal also protects British steel exports from new rules and restrictive tariffs, helping to protect 3,050 people working in the steel industry across the North East.

    In the same week, we negotiated a first of its kind agreement with the US that will reduce tariffs on car exports to 10% for the first 100,000 vehicles per year, almost the total number of UK vehicles exported to the country last year.

  • MIL-OSI United Kingdom: Ban on sale of single-use vapes: reminder to Wolverhampton shop owners

    Trading Standards officers are warning businesses that after this date it will be against the law to sell these types of vapes to shoppers, and any items not sold before then must be disposed of safely.

    The ban includes all single-use or disposable vapes which are not refillable and use a battery which cannot be recharged. It will come into force on the same day across England, Wales, Scotland and Northern Ireland.  

    The Government is introducing the ban to try and tackle a number of issues that affect public health and safety. Single-use vapes can pose health risks and are often discarded as litter or thrown into regular waste bins, which increase the risk of fires.

    Discarded vapes introduce harmful substances into the soil, rivers and streams, and causes harm to biodiversity. When single-use vapes are thrown into regular bins they often end up in landfill or are incinerated, meaning critical resources are lost. They can also cause fires, risking the safety of waste management workers, firefighters and the public.

    Trading Standards officers are currently working with partners including the council’s licensing team and representatives from the police and fire service to make sure shops across the city prepare for the change in the law.

    Officers are carrying out visits and sharing information leaflets and will also be reminding businesses to run down existing stocks before 1 June.

    They will also be carrying out inspections after the ban has come into force to ensure that businesses are adhering to the new laws. Action will be considered against businesses who don’t comply.

    Any business continuing to supply single-use vapes after 1 June will risk the stock being seized. They may also face being fined or prosecuted.

    Councillor Bhupinder Gakhal, cabinet member for resident services at City of Wolverhampton Council, said: “Single-use vapes have become a familiar sight in our communities and, unfortunately, they can cause a number of problems, from littering and environmental damage to health and fire risks.

    “We want to see city businesses trading successfully and it is vital that they pay attention to the new law and stop selling single-use or disposable vapes from 1 June.

    “This will hopefully help to reduce the amount of these products we see discarded in our streets and parks. As well as looking unpleasant, these items can have a hugely damaging effect on our environment and wildlife as they leak poisonous chemicals.

    “I would encourage all businesses that have been selling single-use vapes to make sure they take advice from our officers and pay attention to the new legal requirements.”

  • MIL-OSI Security: Oregon Man Arrested for Indecent Exposure After Flight From Oregon to New Hampshire is Diverted to Buffalo

    BUFFALO, N.Y.- U.S. Attorney Trini E. Ross announced today that Neil McCarthy, 25, of Oregon, was arrested and charged by criminal complaint with indecent exposure, which carries a maximum penalty of six months in prison and a $5,000 fine.

    Assistant U.S. Attorney Charles M. Kruly, who is handling the case, stated according to the complaint, on July 3, 2024, the Niagara Frontier Transit Authority (NFTA) Police were called to Gate 2 at the Buffalo Niagara International Airport, to respond to a report made by an American Airlines flight that a man exposed himself and urinated in the aisle of the aircraft while the plane was in flight. The aircraft was diverted from the original destination of Manchester, New Hampshire, to Buffalo. When the flight landed, an officer boarded the airplane and spoke to a flight attendant, who said that McCarthy had exposed himself and urinated on the flight. McCarthy was taken into custody and escorted off the plane.

    McCarthy made an initial appearance this afternoon before U.S. Magistrate Judge Jeremiah J. McCarthy and was released on his own recognizance.

    The complaint is the result of an investigation by the Niagara Frontier Transit Authority Police, under the direction of Chief Brian Patterson and the Federal Bureau of Investigation, under the direction of Special Agent-in-Charge Matthew Miraglia.

    The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

    Defendant Admitted That He Conspired to Act as an Illegal Agent of the Chinese Government

    BROOKLYN, NY – Today in federal court in Brooklyn, Manhattan resident Chen Jinping pleaded guilty to conspiring to act as an agent of the government of the People’s Republic of China (PRC), in connection with opening and operating an undeclared overseas police station in lower Manhattan for the PRC’s Ministry of Public Security (MPS).  Today’s proceeding was held before United States District Judge Nina R. Morrison. When sentenced, the defendant faces up to five years in prison.

    Breon Peace, United States Attorney for the Eastern District of New York; Matthew G. Olsen, Assistant Attorney General of the Justice Department’s National Security Division; and James E. Dennehy, Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office (FBI), announced the guilty plea.

    “A priority of my Office has been to counteract the malign activities of foreign governments that violate our nation’s sovereignty by targeting local diaspora communities in the United States,” stated United States Attorney Peace.  “Today, a participant in a transnational repression scheme who worked to establish a secret police station in the middle of New York City on behalf of the national police force of the People’s Republic of China has pleaded guilty to conspiracy to act as an illegal agent.  We will continue our efforts to protect the rights of vulnerable persons who come to this country to escape the repressive activities of authoritarian regimes.”

    “Today’s guilty plea holds the defendant accountable for his brazen efforts to operate an undeclared overseas police station on behalf of the PRC’s national police force — a clear affront to American sovereignty and danger to our community that will not be tolerated,” stated Assistant Attorney General Olsen.  “The Department of Justice will continue to pursue anyone who attempts to aid the PRC’s efforts to extend their repressive reach into the United States.”

    “Today, Chen Jinping admitted to his role in audaciously establishing an undeclared police station in the heart of New York City and attempting to conceal the effort when approached by FBI New York,” stated FBI Assistant Director in Charge Dennehy. “This illegal police station was not opened in the interest of public safety, but to further the nefarious and repressive aims of the PRC in direct violation of American sovereignty. The FBI is unwavering in our duty to protect both the freedoms enshrined in the Constitution and the security of our nation from oppressive hostile governments.”

    As alleged in court filings and facts presented at the plea proceeding, Chen Jinping and co-defendant Lu Jianwang conspired to act as illegal agents of the PRC government and also obstructed justice by destroying evidence of their communications with an MPS official (the MPS Official).  While acting under the direction and control of the MPS Official, the defendants worked together to establish the first known overseas police station in the United States on behalf of the Fuzhou branch of the MPS.  The police station—which closed in the fall of 2022—occupied an entire floor in an office building in Manhattan’s Chinatown.  Chen and Lu  helped open and operate the clandestine police station.  None of the participants in the scheme informed the U.S. government that they were helping the PRC government open and operate an undeclared MPS police station on U.S. soil.

    In October 2022, the FBI conducted a judicially authorized search of the illegal police station.  In connection with the search, FBI agents interviewed both defendants and seized their phones.  In reviewing the contents of these phones, FBI agents observed that communications between the defendants, on the one hand, and the MPS Official, on the other, appeared to have been deleted.

    Lu Jianwang has pleaded not guilty to the charges and is awaiting trial.

    The government’s case is being handled by the Office’s National Security and Cybercrime Section.  Assistant United States  Attorneys Alexander A. Solomon and Antoinette N. Rangel are in charge of the prosecution, with assistance from Trial Attorney Scott A. Claffee of the National Security Division’s Counterintelligence and Export Control Section.

    A record 51 UK and international companies joined the fifth UK-Ukraine trade mission in Kyiv this week, making it the largest British-led trade delegation to Ukraine to date.

    Participating companies from across the defence economy specialising in areas like uncrewed systems and military goods are securing contracts which will boost high-skilled jobs in regions across the country, supporting the government’s Plan for Change.

    Trade deals with India, US and the EU that have seen tariffs on key industries slashed are set to help drive growth in South Yorkshire. 
      
    Reductions in tariffs on the steel and auto exports have provided security for nearly 5,000 workers, their families and the biggest two employers in the region.  

    It also will deliver opportunities for major job creators like Rolls Royce and Mclaren based in Sheffield’s Advanced Manufacturing Innovation District to grow – a priority of our Plan for Change

    Prime Minister Keir Starmer said:

    It also will create opportunities for more seamless trade, attracting inward investment that will grow the local economy and make a difference to people’s lives.   

    These changes will be felt everywhere, whether it’s lower food prices at the checkout, more choice for consumers and higher living standards that will improve livelihoods across South Yorkshire.

    Over 31,000 people employed in agriculture across the region will also benefit from our agreement with the EU, which reduces red tape and burdens on business, meaning regional specialties like crab, Yorkshire Pudding and cheeses will face easy access to the UK’s biggest trading market. 

    The agreement also protects British steel exports from new EU rules and restrictive, providing further security for 8,400 jobs in the steel industry across Yorkshire and the Humber.

    The Prime Minister will tell the English Mayors and the Leaders from the Devolved Governments at a meeting of the Council of Nations and Regions in London today (Friday 23 May) that his trade deals with India, the United States and the EU will deliver economic growth that will improve people’s lives at home.   

    He will challenge those in attendance to drive economic growth in their local areas to deliver for working people.

    Under the Free Trade Deal that was concluded, tariffs on cars sold to India will come down from over 100% to 10% under a quota.  

    In the same week, we negotiated a first of its kind agreement with the US that reduces tariffs on car exports to 10% for the first 100,000 vehicles per year, almost the total number of UK vehicles exported to the country last year.  

    Both of these deals secure greater certainty for the sector, the 5,000 workers in South Yorkshire and their families, while also enhancing opportunities for manufacturing in the region to grow. 

    Just this week, the Prime Minister continued to act in Britain’s national interest by confirming a new agreement that will deliver on his core mission to grow the economy, creating more jobs in South Yorkshire, raising living standards and putting more money in people’s pockets.   

    At today’s meeting of the Council of Nations and Regions the Prime Minister will also lead discussions about spreading AI to help working people access the services that they need in their local areas.

  • MIL-OSI USA: ICE San Antonio, federal partners lead to Treasury sanctions of high-ranking members of Cartel del Noreste, a foreign terrorist organization

    WASHINGTON — The Department of the Treasury’s Office of Foreign Assets Control sanctioned two high-ranking members of the Mexico-based Cartel del Noreste, formerly known as Los Zetas, May 21. CDN, one of Mexico’s most violent drug trafficking organizations and a U.S.-designated Foreign Terrorist Organization, has significant influence over the border region, particularly near the Laredo/Nuevo Laredo entry point. These sanctions emphasize the commitment to targeting CDN and other violent cartels involved in drug trafficking, human trafficking, arms trafficking, and other crimes that endanger the American people. The investigation is being conducted by U.S. Immigration and Customs Enforcement’s San Antonio office, the Bureau of Alcohol, Tobacco, Firearms and Explosives’ San Antonio office, and the Drug Enforcement Administration’s Houston Division. The action was closely coordinated with Mexico’s Financial Intelligence Unit, Unidad de Inteligencia Financiera. The sanctions were imposed under Executive Order 14059, which targets the proliferation of illicit drugs and their production, and Executive Order 13224, as amended, which targets terrorists and their supporters.

    “In working toward the total elimination of cartels to Make America Safe Again, the Trump Administration will hold these terrorists accountable for their criminal activities and abhorrent acts of violence,” said Secretary of the Treasury Scott Bessent. “CDN and its leaders have carried out a violent campaign of intimidation, kidnapping, and terrorism, threatening communities on both sides of our southern border. We will continue to cut off the cartels’ ability to obtain the drugs, money, and guns that enable their violent activities.”

    Cartel del Noreste

    CDN is a terrorist organization primarily based in the Mexican states of Tamaulipas, Coahuila, and Nuevo Leon. The group has been involved in narcotics trafficking, human trafficking, arms trafficking, money laundering, vehicle theft, and oil theft. They have also engaged in terrorist activities to intimidate American citizens and local communities in Mexico, including extortion, kidnapping, and murder.

    In March 2022, CDN fired guns and threw grenades at the U.S. Consulate in Nuevo Laredo following the arrest of a CDN member wanted in Mexico for terrorism, homicide, and extortion. The consulate was closed for nearly a month due to the attack, which was seen as a retaliatory act aimed at intimidating American diplomats serving abroad.

    On Feb. 20, the U.S. Department of State identified CDN as an FTO and a Specially Designated Global Terrorist. Prior to this designation, CDN, then known as Los Zetas, was labeled by the United States as a significant foreign narcotics trafficker on April 15, 2009, under the Foreign Narcotics Kingpin Designation Act for its involvement in international narcotics trafficking. On July 24, 2011, Los Zetas was named a transnational criminal organization in the annex to Executive Order 13581. On Dec. 15, 2021, the Office of Foreign Assets Control designated CDN under Executive Order 14059.

    Sanctioning key members of Cartel del Noreste

    Firearms acquired by CDN affiliates have been smuggled into Mexico. Miguel Angel de Anda Ledezma (De Anda), a high-ranking member of CDN residing in Nuevo Laredo, Tamaulipas, oversees the procurement of guns and ammunition for the group. In this role, De Anda has facilitated payments to U.S. straw purchasers and organized firearm deliveries to Nuevo Laredo. Some of these weapons were used in terrorist activities, including one recovered after CDN attacked Mexico’s army during a patrol in March 2024.

    Ricardo Gonzalez Sauceda, who lived in Nuevo Laredo, Tamaulipas, was the second-in-command of CDN until his February 2025 arrest by Mexican authorities. He led an armed enforcement wing of the group and benefited from trafficked firearms in attacks on Mexican police and military, as well as drug trafficking activities. Gonzalez was arrested on Feb. 3, in connection with a CDN attack on the Mexican military in August 2024, which killed two soldiers and injured five. At the time of his arrest, Gonzalez was in possession of a rifle, a handgun, 300 grams of methamphetamine, and 1,500 fentanyl pills.

    The designations of De Anda and Gonzalez resulted from strong coordination between ICE Homeland Security Investigations, ATF, and DEA.

    Both De Anda and Gonzalez are sanctioned under Executive Orders 14059 and 13224, as amended, for being owned, controlled, or directed by CDN or acting on its behalf.

    Santions Implications

    As a result of this sanction, all property, and interests in property of the designated individuals listed above that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to the Office of Foreign Assets Control. Additionally, any entities owned 50 percent or more, directly or indirectly, by one or more blocked individuals are also blocked.

    Unless authorized by a general or specific license issued by OFAC or exempt, OFAC’s regulations generally prohibit all transactions by U.S. persons or within (or transiting) the U.S. that involve property or interests in property of designated or otherwise blocked persons.

    Violations of U.S. sanctions may result in civil or criminal penalties for U.S. and foreign persons. OFAC may impose civil penalties for sanctions violations on a strict liability basis. OFAC’s Economic Sanctions Enforcement Guidelines provide more information regarding its enforcement of U.S. economic sanctions. Financial institutions and other individuals may also risk sanctions for engaging in certain transactions with designated or blocked persons.

    Engaging in certain transactions with the individuals designated May 21 also poses a risk of secondary sanctions under Executive Order 13224, as amended. Under this authority, OFAC can prohibit or impose strict conditions on the opening or maintenance of a correspondent or payable-through account in the U.S. for any foreign financial institution that knowingly facilitated significant transactions on behalf of a Specially Designated Global Terrorist.

    Exports, reexports, or transfers of items subject to U.S. export controls involving individuals on the SDN List under Executive Order 13224, as amended, may face additional restrictions from the Department of Commerce’s Bureau of Industry and Security. See 15 C.F.R. section 744.8 for more details.

    The power and integrity of OFAC sanctions come not only from its ability to designate and add individuals to the SDN List, but also from its willingness to remove individuals from the list in accordance with the law. The ultimate goal of sanctions is not to punish, but to encourage positive changes in behavior.

  • MIL-OSI Security: Firearms Trafficker Sentenced to 15 Years in Prison for Supplying Weapons and Ammunition to Sinaloa Cartel

    NEWS RELEASE SUMMARY – October 18, 2023

    SAN DIEGO – Alfredo Lomas Navarrete, a prolific firearms trafficker, was sentenced in federal court today to 15 years in custody for his role in supplying hundreds of high-powered weapons and tens of thousands of rounds of ammunition to the Sinaloa Cartel.

    This case is part of a long-running investigation targeting the Valenzuela Transnational Criminal Organization (TCO), which is a significant component of the Sinaloa Cartel. The Valenzuela TCO is one of the largest importers of cocaine into the United States. The TCO sources cocaine and other controlled substances (including fentanyl, heroin, methamphetamine, and marijuana) from South America and Mexico, transports the drugs to multiple locations along the U.S.-Mexico border using commercial trucking companies, smuggles the narcotics into the country, and distributes them throughout the U.S. The TCO then smuggles the bulk cash proceeds from its drug trafficking activities back to the TCO’s leadership in Mexico.

    According to court records, throughout 2020, the Valenzuela TCO, including one of its leaders, Jorge Alberto Valenzuela Valenzuela (“Jorge”), was engaged in violent conflict with another component of the Sinaloa Cartel led by Ivan Archivaldo Guzman-Salazar. During this conflict, Jorge’s brother and previous TCO leader, Gabriel Valenzuela-Valenzuela, was killed. This led the Valenzuela TCO to procure large quantities of firearms, ammunition, tactical gear, armored vehicles, and ballistic vests. A considerable number of these items were sourced from within the United States and clandestinely smuggled into Mexico, using numerous arms trafficking networks.

    During the multi-year investigation, agents identified Alfredo Lomas Navarrete as a major firearms trafficker for the TCO. Agents recovered hundreds of messages between Jorge and Lomas in which they discussed firearms trafficking. Lomas worked closely with Jorge and other high-ranking organization members to supply hundreds of firearms to the TCO. These firearms ranged from .50 caliber rifles, submachine guns, and grenade launchers, to assault rifles (AK-47s, AR-15s, FN SCARs) and handguns. In addition to the weapons, Lomas and his co-conspirators supplied tens of thousands of rounds of ammunition to the TCO. Some of these weapons and ammunition were acquired in the United States, including in California, Arizona, and Nevada, and then smuggled through the Ports of Entry in San Diego and Arizona into Mexico

    To date, this investigation has resulted in the charging of 109 defendants and the seizure of approximately 2,000 kilograms of cocaine and fentanyl, over $16 million in cash, and 21,000 rounds of ammunition.

    Lomas pleaded guilty in April 2023 to conspiring to import cocaine, distribute cocaine, commit money laundering, and to smuggle goods from the United States.

    “The amount of cash, ammunition, and narcotics seized in this case is staggering,” said U.S. Attorney Tara McGrath. “The collaboration in this case sends a clear message that the U.S. Attorney’s Office will attack every facet of drug trafficking organizations from money to drugs to firearms. We will stay after it for as long as it takes to bring them to justice.”

    “The Venezuelan transnational criminal organization has brought death and suffering to countless people through their once prosperous criminal enterprise,” said Chad Plantz, special agent in charge for HSI San Diego. “The sentencing of this firearms trafficker sends a resounding message to traffickers and criminals around the world that HSI and the law enforcement community will vehemently pursue those who seek to harm not only Americans, but humanity as a whole with their brutality and deadly drugs.”

    This prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi-jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations.

    The thirteenth Tata Steel / Port Talbot Transition Board met on 22nd May 2025.

    The Secretary of State for Wales, Rt Hon Jo Stevens MP, in her role as Chair of the Transition Board sought endorsement from the Board for three regeneration projects, which will be supported with over £21.2million of Transition Board funding. These projects include:

    • Advanced Manufacturing Production Facility/National Net Zero Centre of Excellence
    • Redevelopment of business premises at Metal Box and Sandfields Business Centre

    Today’s release of money is the sixth announcement from the UK Government’s £80m Tata Steel / Port Talbot Transition Board fund and should support over 270 jobs and add a total of over £119m Gross Value Added to the local economy over the next decade. This latest major investment means more than £70 million has been announced by the Transition Board in the last nine months.  

    Investment from the Transition Board compliments UK Government’s action to secure new trade deals with the US and India, including seeking agreement to eradicate tariffs on core steel products imported into the US. This will protect tens of millions of pounds worth of steel exports from Wales every year.

    The Board also received updates on:

    • Tata Steel UK’s decarbonisation programme;
    • The Department of Business and Trade’s plans for a steel strategy;
    • Mental health and well-being interventions;
    • The Transition Board funds that have already been announced, including applications received for the Supply Chain fund, and support being provided from the Employment and Skills fund.

  • MIL-OSI: MINT Income Fund Announces Normal Course Issuer Bid

    TORONTO, May 23, 2025 (GLOBE NEWSWIRE) — MINT Income Fund (the “Fund”) (TSX: MID.UN) announced that it has filed a notice with the Toronto Stock Exchange (the “TSX”) and received its approval to make a normal course issuer bid (“NCIB”). Purchases pursuant to the NCIB will be made in the open market through the facilities of the TSX and Alternative Canadian Trading Systems. This NCIB will commence on May 27, 2025 and will terminate on May 26, 2026. In accordance with the Declaration of Trust by which the Fund is governed, market purchases pursuant to its NCIB may be effected by the Fund.

    The Fund had 10,052,580 units issued and outstanding as at May 13, 2025, including 10,031,982 units in the public float. The Fund may, during the 12 month period commencing May 27, 2025 purchase on the TSX up to 1,003,198 units, being 10% of the public float and may not, in any 30 day period, purchase more than 201,051 units, being 2% of the units issued and outstanding. The Fund will hold in treasury for resale all units purchased pursuant to the bid. As at May 13, 2025 the Fund had purchased 18,700 units on the TSX and Alternative Canadian Trading Systems at an average price of $6.96 per unit under its previously approved normal course issuer bid. The Fund had the ability to purchase up to 1,089,755 units under its last NCIB. The manager of the Fund believes that such purchases are in the best interest of the Fund and are a desirable use of its available funds.

    Secretary of State Hilary Benn MP underlines the benefits for Northern Ireland of recent trade deals, and a new intended partnership agreement with the European Union.

    It has been a momentous month – both for Northern Ireland and for the entire United Kingdom. First came the Government’s trade deals with India and the USA which will open up new opportunities for Northern Ireland exporters. 

    Next, on Monday, the UK played host to the first-ever UK-EU summit at Lancaster House in London as we set out to build a new partnership with the European Union. In recent years, our relationship with the EU has – at times – been strained, but in an era in which global instability is rising, it makes sense to build stronger ties with our European friends and neighbours.

    And then, on Thursday, we marked the anniversary of the referenda on the 1998 Good Friday Agreement held in Northern Ireland and Ireland. By voting ‘yes’, the people chose and secured a chance for peace in Northern Ireland; a peace which has lasted in the almost three decades since and helped pave the way for Northern Ireland’s transformation. It was an agreement which remains to this day proof of the power of courageous political leadership, and people’s willingness to compromise in hope of a better future.

    The agreement with the European Union will help to create growth and lower household bills across the UK as a whole. 

    It is a particularly good deal for Northern Ireland. Our economy is already vibrant – think of our aerospace, life sciences, manufacturing, and film and television industries – and this agreement will further help Northern Ireland which experienced stronger growth than the United Kingdom as a whole last year. Peace has delivered real economic benefits.

    Of particular significance will be the deal we reached on agrifood and plants, which will smooth flows of trade, ease the frictions for businesses and protect the UK internal market. Applying the same rules across the UK will give businesses greater certainty, and mean we can eliminate paperwork and mandatory identity and physical checks on goods moving under these arrangements. 

    All of this will save up to £1 million a month for those firms using the ‘red lane’ and we’ll see a real difference in garden centres, with bans on so-called ‘high risk’ plants being eliminated – a commitment made in Safeguarding the Union – and plants being able to move within the UK without barriers. 

    This deal will also maintain Northern Ireland’s unique access to both the UK and EU markets and the advantages that the Windsor Framework offers to businesses and the economy. So, it’s no surprise that businesses have welcomed it. The Ulster Farmers Union called it ‘a major step forward for Northern Ireland’s agri-food industry’. The Horticultural Trades Association have said that their sector will save millions. And big name retailers such as Asda and M&S have praised the removal of frictions too. The message is clear from business – this is good news for Northern Ireland and good news for you.

    The other outcomes of Monday’s summit are also good for Northern Ireland. Our new security and defence partnership with the EU will support our national security and the aerospace, defence and space industry which is already home to more than 9,000 jobs in Northern Ireland. Our closer law enforcement relationship with the EU will help prevent crime. Closer cooperation on decarbonisation and energy will lower prices and make our country greener and more resilient. And it’ll become easier to travel to mainland Europe through e-Gates. 

    Northern Ireland’s prosperity is intrinsically linked to its strong relationship with the rest of the UK, and it can only benefit further from our new partnership with the EU. The steps we are taking will bring practical benefits, and Monday’s summit makes me even more confident that Northern Ireland’s economy will continue to flourish as a thriving and growing part of the UK.

(NASDAQ: IMPP; the “Company”), a ship-owning company providing petroleum products, crude oil and dry bulk seaborne transportation services, announced today its unaudited financial and operating results for the first quarter ended March 31, 2025.

    OPERATIONAL AND FINANCIAL HIGHLIGHTS

    • Fleet operational utilization of 83.8% in Q1 25’ versus 86% in Q4 24’ and 80.6% in Q1 24’.
    • About 47% of fleet calendar days were dedicated to time charter activity while 53% to spot activity.
    • Delivery of the dry bulk carrier, Supra Pasha (2012 built) on April 26th 2025; the remaining six contracted dry bulk carriers will be delivered by June 2025.
    • Revenues of $32.1 million in Q1 25’ compared to $41.2 million in Q1 24’- a 22.1% decline as market rates were stronger during Q1 24’.
    • Net income of $11.3 million in Q1 25’ versus $16.7 million in Q1 24’, corresponding to an EPS, basic of $0.32.
    • EBITDA1 of $14.7 million for Q1 25’.
    • Revenues and net income increased by $5.9 million (or 22.5%) and $7.4 million (or 189.7%), respectively, in Q1 25’ compared to Q4 24’.

    First Quarter 2025 Results:

    • Revenues for the three months ended March 31, 2025 amounted to $32.1 million, a decrease of $9.1 million, or 22.1%, compared to revenues of $41.2 million for the three months ended March 31, 2024, primarily due to a decrease in the spot market tanker rates. During the three months ended March 31, 2024 average spot rates for product and suezmax tankers were 26.9% and 24.2% higher than average spot rates during the three months ended March 31, 2025.
    • Voyage expenses and vessels’ operating expenses for the three months ended March 31, 2025 were $10.5 million and $7.1 million, respectively, compared to $13.5 million and $6.0 million, respectively, for the three months ended March 31, 2024. The $3.0 million decrease in voyage expenses is mainly attributed to increased time charter activity leading to a decline in spot days by 16.1%. The decline in spot days along with the decrease in the Suez Canal transits compared to the same period of last year, led to decreased bunker consumption by 21.2% and lower port expenses by 30.8%. The $1.1 million increase in vessels’ operating expenses is primarily due to the increased size of our fleet by an average of 2.1 vessels between the two periods.
    • Drydocking costs for the three months ended March 31, 2025 and 2024 were nil and $0.6 million, respectively. This decrease is due to the fact that during the three months ended March 31, 2025, no vessel underwent drydocking whereas during the three months ended March 31, 2024 our aframax tanker commenced its drydocking which was concluded within April 2024.
    • General and administrative costs for both the three months ended March 31, 2025 and 2024 were $1.2 million.
    • Depreciation for the three months ended March 31, 2025 and 2024 was $5.0 million and $4.0 million, respectively. The change is attributable to the increase in the average number of vessels in our fleet.
    • Management fees for the three months ended March 31, 2025 and 2024 were $0.5 million and $0.4 million, respectively. The change is attributable to the increase in the average number of vessels in our fleet.
    • Interest and finance costs for the three months ended March 31, 2025 and 2024 were $0.6 million and $0.002 million, respectively. The $0.6 million of costs for the three months ended March 31, 2025 relate mainly to accrued interest expense – related party in connection with the $14.0 million and $24.0 million part of the acquisition prices of our bulk carriers, Neptulus and Clean Imperial, respectively. These balances were completely settled in April 2025. For accounting purposes, the outstanding balances payable on the two vessels were required to be allocated between principal and imputed interest, despite the fact that no interest was contractually charged by the sellers. The total amounts ultimately paid remained consistent with the originally agreed purchase prices.
    • Interest income for the three months ended March 31, 2025 was $2.2 million as compared to $1.0 million for the three months ended March 31, 2024. The $1.2 million increase is mainly attributed to a higher amount of funds placed under time deposits.
    • Interest income – related party for the three months ended March 31, 2025 was nil as compared to $0.8 million for the three months ended March 31, 2024. The decrease is mainly attributed to the $0.8 million of accrued interest income – related party for the three months ended March 31, 2024 in connection with the $38.7 million of the sale price of the Aframax tanker Afrapearl II (ex. Stealth Berana). The balance was collected in July 2024, thus the balance for the three months ended March 31, 2025 was nil.
    • Foreign exchange (loss)/gain for the three months ended March 31, 2025 was a gain of $1.7 million as compared to a loss of $0.8 million for the three months ended March 31, 2024. The $1.7 million foreign exchange gain for the three months ended March 31, 2025, is mainly attributed the strengthening of the euro currency against the dollar at the end of the three months ended March 31, 2025 when compared to the respective currency values at the end of year 2024.
    • As a result of the above, for the three months ended March 31, 2025, the Company reported net income of $11.3 million, compared to net income of $16.7 million for the three months ended March 31, 2024. Dividends paid on Series A Preferred Shares amounted to $0.4 million for the three months ended March 31, 2025. The weighted average number of shares of common stock outstanding, basic, for the three months ended March 31, 2025 was 32.9 million. Earnings per share, basic and diluted, for the three months ended March 31, 2025 amounted to $0.32 and $0.30, respectively, compared to earnings per share, basic and diluted, of $0.56 and $0.50, respectively, for the three months ended March 31, 2024.

    WASHINGTON, D.C. — Today, Congresswoman Norma J. Torres introduced the Veterans Skilled Trades Transition Act, legislation that will lower barriers for veterans as they transition from military service to civilian employment. The bill directs the Department of Defense, in coordination with the Departments of Veterans Affairs and Labor, to submit a comprehensive report to Congress on the effectiveness of military-acquired professional credentials in securing state-recognized civilian jobs.

    “The Veterans Skilled Trades Transition Act helps us hold federal and state agencies accountable so that no veteran is left behind in their pursuit of a stable, fulfilling career. Our servicemembers leave the military with world-class training and skills, but far too often, they hit roadblocks when trying to transfer those credentials into the civilian workforce,” said Congresswoman Norma Torres. “This bill will cut through the red tape and honor their service with real support. We have a duty to ensure veterans aren’t forced to start from scratch after dedicating years to serving this nation.” 

    The report will include a full accounting of how many veterans are able to successfully transfer their military-acquired credentials to state-recognized certifications. It will also identify the most commonly used credentials—such as those in airplane mechanics—and assess how effectively those credentials translate into civilian employment. Additionally, the report will analyze the systemic barriers that prevent veterans from entering the workforce in the fields they were trained for during their military service.

    The bill builds upon data from the Department of Defense’s 2018 Credentialing Utilization Report and will ensure veterans can fully utilize the skills they earned while serving our country.
