    Manchester, New Hampshire, based Global Plastics LLC (Global Plastics) and Melville, New York, based Marco Polo International LLC (Marco Polo), both subsidiaries of MGI International LLC, have agreed to pay $6.8 million to resolve their civil liability under the False Claims Act for knowingly failing to pay customs duties on certain plastic resin imported from the People’s Republic of China (PRC). In connection with the settlement, the United States acknowledged that MGI International and its subsidiaries took a number of significant steps entitling them to credit for cooperating with the government.

    To enter goods into the United States, an importer must declare, among other things, the country of origin of the goods, the value of the goods, whether the goods are subject to duties, and the amount of duties owed. U.S. Customs and Border Protection (CBP) collects applicable duties.

    In 2024, MGI and its subsidiaries disclosed to CBP and the U.S. Attorney’s Office for the District of New Hampshire that, beginning in May 2019, Global Plastics and Marco Polo failed to declare the correct country of origin and value on certain entries of plastic resin products manufactured in the PRC and, as a result, failed to pay the proper duties owed to CBP.

As a result, MGI, Global Plastics, and Marco Polo received credit under the Department’s guidelines for taking disclosure, cooperation, and remediation into account in False Claims Act settlements.

  • MIL-OSI Analysis: Gene editing technology could be used to save species on the brink of extinction

    Earth’s biodiversity is in crisis. An imminent “sixth mass extinction” threatens beloved and important wildlife. It also threatens to reduce the amount of genetic diversity – or variation – within species.

    This variation in genes within a species is crucial for their ability to adapt to changes in the environment or resist diseases. Genetic variation is therefore crucial for species’ long term survival.

    Traditional conservation efforts – such as protected areas, measures to prevent poaching, and captive breeding – remain essential to prevent extinction. But even when these measures succeed in boosting population numbers, they cannot recover genetic diversity that has already been lost. The loss of a unique gene variant can take thousands of years of evolution before it is recovered by a lucky mutation.

    In a new paper in Nature Reviews Biodiversity, an international team of geneticists and wildlife biologists argues that the survival of some species will depend on gene editing, along with more traditional conservation actions. Using these advanced genetic tools, like those already revolutionising agriculture and medicine, can give endangered species a boost by adding genetic diversity that isn’t there.

    Genetic engineering is not new. Plant breeders have used it for decades to develop crops with traits to boost disease resistance and drought tolerance. Around 13.5% of the world’s arable land grows genetically modified crops. Gene-editing tools such as Crispr are also being used in “de-extinction” projects that aim to recreate extinct animals.

    The Dallas-based company Colossal Laboratory & Biosciences has attracted headlines for its efforts to bring back the woolly mammoth, dodo and dire wolf. In de-extinction, the DNA of a living relative species is edited (changed) to approximate the extinct species’ most charismatic traits.

    For example, to “resurrect” a woolly mammoth, Colossal’s researchers plan to splice mammoth genes (recovered from ancient remains) into the genome of the Asian elephant to produce a cold-hardy, hairy elephant-mammoth hybrid. Colossal recently engineered grey wolf pups with 20 gene edits from the extinct dire wolf’s DNA.

    The “Jurassic Park”-style revival of long-gone creatures has attracted considerable attention and funding, which has accelerated the development of genome engineering techniques. These same genome editing tools can be used for conservation of existing and endangered species. If we can edit a mouse to have mammoth hair, or edit a wolf to resemble a dire wolf, why not edit an endangered bird’s genome to make it more resilient to disease and climate change?

    Using DNA from historical specimens, scientists can identify important genetic variants that a species has lost. Many museums hold century-old skins, bones, or seeds – a genomic time capsule of past diversity. With genome editing, it is possible to reintroduce these lost variants into the wild gene pool.

    By restoring genetic variation, species can be fortified against emerging diseases and environmental change. A sharp decline in population numbers is called a “bottleneck”. During a bottleneck, inbreeding and genetic drift lead to the random loss of genetic diversity. Harmful mutations can also increase in frequency. Such “genomic erosion” compromises the health of individuals and can make populations more prone to extinction.

    If we can pinpoint a particularly damaging mutation that has become widespread in the population or a variant that has been lost, we could replace it in a few individuals using gene editing. Aided by natural selection, the healthy variant would gradually spread in the population.

    If a threatened species lacks genes that it desperately needs to survive new conditions, why not borrow them from a close relative that already has those traits? Known as facilitated adaptation, this could help wildlife cope with threats such as climate change.

    In agriculture, such cross-species gene transfers are routine. Tomatoes have been engineered with a mustard plant gene to tolerate cold, and chestnut trees got a wheat gene for disease resistance. There is no reason why such techniques cannot be expanded to animals.

    These genetic interventions can complement, but never replace traditional conservation measures. Habitat protection, control of invasive predators, captive breeding programmes, and other on-the-ground action remain absolutely necessary. Importantly, gene editing only makes sense if the target population has recovered in numbers enough (often through conservation), to allow natural selection to do its job.

    Measuring the risk of extinction

    Gene-edited animals or plants wouldn’t have a chance if released into a barren habitat or a poaching hotspot. Genomic tools can give an extra edge to species that are already being saved from immediate threats, equipping them for adaptive evolution in the future.

    Climate zones are shifting, new diseases are spreading, and once-isolated populations are cut off in small fragments of habitat. Without intervention, even intensive habitat management might not prevent a wave of extinctions.

    However, a strategy of gene editing also comes with significant risks and unknowns. One technical concern is off-target effects – Crispr and other gene-editing techniques might make unintended DNA changes in addition to the intended edit. In other words, you attempt to insert a disease-resistance gene, but accidentally disrupt another gene in the process. Similarly, a gene may have more than one function, which is known as pleiotropy.

    Especially in less-well studied species, we may not be aware of all those functions or pleiotropic effects. Regulatory inertia and public scepticism may also present big obstacles – these issues have historically limited the rollout of genetically modified (GM) organisms, particularly in agriculture.

    There are also evolutionary and ecological uncertainties. A deliberate gene edit might have knock-on effects on how the species evolves over time. For instance, if one individual is given a highly beneficial gene that spreads rapidly, it could replace all the other gene variants at that location in the genome (the full complement of DNA in the organism’s cell). This is known as a “selective sweep”, and it inadvertently reduces the genetic diversity in that region of the genome.

    Some critics argue that the narrative of a genetic quick fix could distract from the root causes of biodiversity loss. If people believe we can simply “edit” a species to save it, will that undermine the urgency to protect habitats or cut carbon emissions? Portraying extinction as reversible might seed false hope and reduce the motivation for tough environmental action.

    Conservation efforts, strong environmental policies and legal protections remain indispensable. So do habitat restoration, climate action and reducing the impact made on the environment by humans.

    Nevertheless, genome engineering is a new tool in the conservation toolbox. It’s one that –given the right assistance and environmental encouragement – can help save species from extinction.

    SAN DIEGO, July 23, 2025 (GLOBE NEWSWIRE) — Endeavor Bancorp (OTCQX: EDVR) (the “Company” or “Bancorp”), the holding company for Endeavor Bank (the “Bank”), today reported net income of $1.07 million, or $0.25 per diluted share, for the second quarter of 2025, compared to $1.36 million, or $0.32 per diluted share, for the first quarter of 2025, and $760,000, or $0.18 per diluted share, for the second quarter of 2024. All financial results are unaudited.

    Results for the second quarter of 2025 included a $746,000 provision for credit losses, reflecting continued prudent credit risk management amid a growing loan portfolio. This compared to a $385,000 provision for credit losses in the first quarter of 2025, and a $451,000 provision for credit losses in the second quarter of 2024. Excluding taxes and loan loss provisions, pretax, pre-provision net income was $2.28 million, consistent with the prior quarter’s $2.33 million, and up from $1.55 million in the second quarter of 2024.

    Income Statement 

    Strong first quarter earnings were driven by loan growth and earning asset rates. Total interest income on loans and bank deposits and investments was $11.6 million, an increase of $504,000 compared to the preceding quarter, while total interest expenses increased $128,000 during the same timeframe. Net interest income was $7.4 million in the second quarter of 2025, which was an increase of $376,000, or 5.4% compared to the preceding quarter and a 37.8% increase compared to the second quarter of 2024.

    The Company’s net interest margin increased nine basis points to 4.21% in the second quarter of 2025 compared to 4.12% in the first quarter of 2025 and increased 51 basis points compared to 3.70% in the second quarter of 2024. The yield on total earning assets remained strong, increasing 10 basis points during the second quarter of 2025 to 6.62%, compared to 6.52% in the preceding quarter, and up from 6.33% in the second quarter of 2024. The cost of deposits decreased to 2.57% in the second quarter, compared to 2.58% in the first quarter of 2025, and down from 2.84% in the second quarter of 2024.

    Non-Interest income was $276,000 in the second quarter of 2025, an increase of $93,000 or 50.5% compared to the first quarter of 2025, and a decrease compared to $390,000 in the second quarter of 2024.

    Non-Interest expense was $5.4 million in the second quarter of 2025, an increase of $521,000 compared to the first quarter of 2025, and an increase of $1.2 million compared to the second quarter of 2024. Included in non-interest expense during the second quarter of 2025 was $263,000 in annual board compensation. In the prior year annual board compensation of $312,000 was paid during the first quarter of 2024. The higher expenses year-over-year were also due to strategic investment in staff. “In 2024, we made strategic investments in talent, increasing our headcount by over 30%. These additions are now delivering strong returns, with revenue growth fueled by our enhanced capabilities more than offsetting the associated rise in expenses year-over-year. Our improved efficiency ratio, which declined to 70.3% during the second quarter of 2025 from 75.8% during the second quarter of 2024, further demonstrates that the team we built last year is now fully ramped and highly productive. With fewer new hires planned for the remainder of the year, we remain focused on maximizing the impact of our expanded workforce and are well positioned to drive continued earnings growth,” said Yates.

    The Company’s annualized return on average equity for the second quarter of 2025 was 8.75%, compared to 11.68% in the first quarter of 2025 and 6.96% in the second quarter of 2024. The annualized return on average assets for the second quarter of 2025 was 0.60% compared to 0.79% in the first quarter of 2025 and 0.52% in the second quarter of 2024. The decrease compared to the prior quarter was primarily due to the previously mentioned board expense along with one-time consulting expense associated with contract renegotiation during the second quarter of 2025.

    Balance Sheet 

    Total assets increased by $42.3 million, or 6.0%, during the second quarter of 2025 to $746.9 million at June 30, 2025, compared to $704.6 million at March 31, 2025, and increased $153.1 million, or 25.8%, compared to June 30, 2024. Balance sheet liquidity remains strong with cash balances of $87.4 million, which represents 11.7% of total assets as of June 30, 2025. The Company’s investment securities increased $1.7 million during the second quarter of 2025 to $28.1 million as of June 30, 2025, representing 3.8% of total assets. Total available borrowing capacity through the Federal Home Loan Bank and the Federal Reserve discount window totaled $245.3 million as of quarter end.

    Total loans outstanding increased $28.1 million, or 4.7%, during the second quarter of 2025 to $625.9 million at June 30, 2025, compared to $597.8 million three months earlier, and increased $142.5 million, or 29.5%, when compared to $483.4 million a year earlier. Total non-performing loans decreased to 0.32% of the total loan portfolio as of June 30, 2025, compared to 0.40% as of March 31, 2025. The Company had $421,000 in net charge-offs during the second quarter of 2025, which included one loan that had previously been reserved for. This compared to zero in net charge-offs during the preceding quarter and the year ago quarter.

    Total deposits increased $41.2 million, or 6.6%, during the quarter to $667.4 million at June 30, 2025, compared to $626.2 million three months earlier, and increased $149.2 million, up 28.8% when compared to $518.2 million a year earlier. The loan to deposit ratio was 93.8% at June 30, 2025, compared to 95.5% at March 31, 2025, and 92.9% as of June 30, 2024. “We are strategically managing our balance sheet with a target loan to deposit ratio of 95% as we aim for the right balance between strong lending activity and liquidity,” added Sefton.

    As a result of its participation in reciprocal deposit placement networks, the Bank accepted “reciprocal” deposits from other institutions, enabling the Bank to offer customers FDIC insurance on accounts in excess of the typical $250,000 FDIC insurance limit. Although the reciprocal deposits maintained through the network are core deposits seeking FDIC insurance, the FDIC rules indicate that reciprocal deposits aggregating over 20% of total liabilities are classified as deposits obtained by or through a deposit broker. The total reciprocal deposits reported as brokered deposits were $133.3 million at June 30, 2025, and $102.5 million as of March 31, 2025. To support strong loan growth, the Company is utilizing a conservative amount of wholesale deposits. As of June 30, 2025, total wholesale deposits, excluding the reciprocal deposits, was $56.8 million, representing 8.5% of total deposits compared to $55.7 million, or 8.9% of total deposits as of March 31, 2025.

    Shareholders’ equity was $48.9 million at June 30, 2025, compared to $47.7 million at March 31, 2025, and $44.1 million at June 30, 2024. Tangible book value per share increased to $13.64 at June 30, 2025, compared to $13.49 three months earlier and $12.55 a year earlier.

    The Bank’s Tier 1 leverage ratio was 10.60% as of June 30, 2025, compared to 10.57% at March 31, 2025. The Tier 1 risk-based capital ratio was 10.20% as of June 30, 2025, compared to 10.47% on March 31, 2025, and the Total risk-based capital ratio was 11.37% compared to 11.65% three months earlier, all of which were well above regulatory minimums.

This represents approximately 5.33% of total shareholders’ equity at June 30, 2025. During the second quarter of 2025 the Company repurchased 91,106 shares, at an average price of $74.58, totaling $6.79 million. These purchases represent approximately 3.54% of total shareholders’ equity at June 30, 2025.

    Under the terms of the repurchase plan, the Company may repurchase shares of the Company’s common stock from time to time, through December 31, 2025, in open market purchases or privately negotiated transactions. Repurchases under the plan may also be made pursuant to a trading plan under Securities and Exchange Commission Rule 10b5-1 under the Securities Exchange Act of 1934, which would permit shares to be repurchased by the Company when the Company might otherwise be precluded from doing so because of self-imposed trading blackout periods or other regulatory restrictions.     Results of Operations

    Quarter ended June 30, 2025:

    Operating revenue, consisting of net interest income before the provision for credit losses and non-interest income, increased 11% to $27.35 million for the second quarter of 2025, compared to $24.73 million for the second quarter a year ago, and decreased 4% from $28.48 million for the first quarter of 2025.

    Net interest income, before the provision for credit losses, increased 5% to $18.11 million for the second quarter of 2025, compared to $17.31 million for the same quarter a year ago, and decreased 4% to $18.90 million from last quarter. “Net interest income has benefited from strong loan portfolio growth, partially offset by higher funding costs,” said Bhavneet Gill, Chief Financial Officer. “We have been able to capitalize on a higher yielding loan portfolio, but that yield was impacted by a $261,000 interest reversal as loans, totaling $11.86 million, were placed on non-accrual during the quarter.”

    The Company’s net interest margin (“NIM”) decreased by 22 basis points to 5.09% for the second quarter of 2025, compared to 5.31% for the second quarter of 2024, and decreased 26 basis points from 5.35% for the preceding quarter. “The decrease in NIM is primarily the result of an increase in deposit and borrowing interest expense, and the decrease in investment interest income. During the quarter, average non-interest bearing deposits decreased $37.67 million. The resulting shift in the deposit portfolio saw the cost of deposits increase 13 basis points,” noted Gill. “During the second quarter of 2025 we sold $48.05 million in investment securities to generate liquidity ahead of anticipated deposit outflows due to ISO partner exits. That transaction was the driver of the decrease in investment interest income in the current quarter and will result in lower investment income in future quarters.”

    The yield on earning assets was 6.18% for the second quarter of 2025, compared to 6.40% for the second quarter a year ago, and 6.31% for the previous quarter. The cost to fund earning assets increased to 1.09% for the second quarter of 2025 compared to 0.96% for the previous quarter, and 1.10% for the same quarter a year earlier. This increase is the result of an increase in brokered deposits and overnight borrowings during the quarter due to ISO deposit outflow that occurred in early June.

    Total non-interest income was $9.24 million for the second quarter of 2025, compared to $7.42 million for the second quarter of 2024, and $9.58 million for the previous quarter. The increase in non-interest income, from the second quarter of 2024, was driven by more gain on the sale of loans, higher merchant services revenue, and a reduction in loss on sale of investments. The quarter-over-quarter decrease in non-interest income was attributed to a decrease in merchant services revenue, partially offset by more gain on the sale of loans.

    Merchant services revenue increased 9% to $6.61 million for the second quarter of 2025, compared to $6.07 million from the second quarter of 2024. The increase over prior year was primarily related to higher volume across ISO partner sponsorship lines and higher gross revenue related to FFB Payments. Merchant services revenue decreased from $7.86 million when compared to the first quarter of 2025 as a result of seasonality and the loss of a significant FFB Payments direct merchant.

    During the first and second quarters of 2025, ISO Partner Sponsorship volumes included $2.78 billion and $2.56 billion in volume, respectively, for the ISO partners that were exited in the second quarter of 2025. Additionally, the first and second quarters of 2025 included ISO Partner Sponsorship revenues of $990,000 and $1.09 million, respectively, from the ISO partners that were exited in the second quarter of 2025. “These ISO exits were driven by our efforts to comply with the Consent Order and designed to ensure best in class oversight. We anticipate replacing this volume and revenue through growth in FFB Payments and with our remaining ISO partners as we move forward,” said Miller.

    Total deposit fee income increased 1% to $854,000 for the second quarter of 2025, compared to $847,000 for the second quarter of 2024, and increased 1% from $849,000 for the previous quarter.

    There was a $1.45 million gain on the sale of loans during the second quarter of 2025, compared to a gain on the sale of loans of $509,000 during the second quarter 2024, and a gain on the sale of loans of $261,000 in the previous quarter. There was a $243,000 loss on the sale of investments during the second quarter of 2025, compared to a $459,000 loss recorded during the second quarter of 2024, and no loss recorded in the previous quarter. The gain on the sale of loans was the result of $16.95 million in SBA loans sold and a $31.77 million RE-multifamily loan sale package that was completed during the quarter. These sales contributed $968,000 and $482,000 in gain respectively.

    Non-interest expense increased 19% to $15.77 million for the second quarter of 2025, compared to $13.29 million for the second quarter 2024, and decreased 4% from $16.47 million from the previous quarter. The increase on a year-over-year comparison was driven by increases in salaries and employee benefits expense, and increases in other operating expense, primarily data and software related expenses and professional fees. Compared to the first quarter of 2025 the decrease in non-interest expense was attributed to a decrease in merchant services operating expenses, marketing expense, director fess, and operational losses.

    Salaries and employee benefits increased 19% to $8.00 million for the second quarter of 2025, compared to $6.72 million for the second quarter 2024. The increase year-over-year was primarily the result of expense associated with the increase in full-time employees. Full-time employees increased to 181 at June 30, 2025, compared to 147 full-time employees a year earlier, and 175 full-time employees from the previous quarter. Total salaries and employee benefits decreased 1% from $8.06 million in the previous quarter. The decrease when compared to the first quarter of 2025 is the result of a decrease in payroll tax expense and increased loan originations, partially offset by higher salary expense from additional full-time employees. Compensation related direct costs associated with loan originations offset salary and employee benefits expense upon loan origination.

    Occupancy and equipment expenses decreased 19% from a year ago, representing 2% of non-interest expense, and remained consistent with the preceding quarter. Merchant operating expense totaled $2.89 million for the second quarter of 2025, compared to $2.66 million for the second quarter of 2024 and $3.17 million for the previous quarter. The change in merchant operating expense is attributed to fluctuations in volume and revenue for the FFB Payments lines of business. Merchant operating expenses include interchange fees, chargebacks, partnership fees, and other card brand fees.

    Other operating expense increased 31% or $1.07 million to $4.53 million from a year earlier and decreased 7% or $357,000 from the previous quarter. The year-over-year increase was driven by increases of $458,000 in data and software related expense, $327,000 in professional fees, $136,000 in regulatory assessment expense, and $127,000 in marketing expense. The increase in data and software expense and professional fees, which include legal, audit, and consulting fees, are primarily due to actions taken to enhance the Company’s AML/CFT, compliance, and merchant services programs.

    The efficiency ratio was 57.15% for the second quarter of 2025, compared to 52.74% for the same quarter a year ago, and 57.83% for the preceding quarter. The efficiency ratio can fluctuate period-over-period based on changes in merchant services’ gross revenues and associated expenses. The Company also calculates an adjusted efficiency ratio where the merchant services’ gross expense, which is included in non-interest expense, is netted against merchant services’ revenue in non-interest income. The adjusted efficiency ratio was 52.14% for the second quarter of 2025, compared to 47.15% for the same quarter a year ago, and 52.54% for the previous quarter.

    “Over the last few quarters, we’ve made intentional investments in people and technology to ensure that the bank can efficiently scale moving forward, and specifically to support our payment ecosystem, product development, regional expansion, and compliance/risk management initiatives. We saw elevated legal, audit, and technology related expenses in the first half of the year mostly related to addressing the Consent Order,” said Miller.

    Six months ended June 30, 2025:

    For the six months ended June 30, 2025, operating revenue increased 15% to $55.83 million, compared to $48.34 million for the same period in 2024. For the six months ended June 30, 2025, net interest income before the provision for credit losses increased 11% to $37.01 million, compared to $33.44 million for the same period in 2024. The increase in revenue is attributed to growth in the loan portfolio, partially offset by a decrease in investment interest income, an increase in interest bearing liabilities, and the cost of funds. For the six months ended June 30, 2025, the yield on earning assets was 6.24% compared to 6.27% for the same period in 2024, while the cost to fund earning assets was 1.02% for the six months ended June 30, 2025, compared to 1.05% for the same period in 2024.

    For the six months ended June 30, 2025, non-interest income increased 26% to $18.82 million compared to $14.90 million for the same period in 2024. Deposit fee income increased 4% to $1.70 million resulting from growth in business demand deposit accounts. The year-over-year growth in non-interest income was also largely attributable to the decrease in loss on sale of investments, an increase in the gain on sale of loans, and an increase in merchant services revenue.

    For the six months ended June 30, 2025, operating expenses increased by 24% to $32.24 million from $25.99 million for the same period in 2024. Salaries and employee benefits expense increased 21% to $16.06 million as a result of the increase in FTE. There was a 21% increase in merchant services operating expenses, to $6.06 million, which represents 19% of total operating expenses for six months ended June 30, 2025. Other operating expenses increased 38% to $9.41 million due to a $711,000 increase in technology related expenses, increases of $683,000 in professional fees, and increase of $389,000 in marketing expense, and a $293,000 increase in operational losses.

    For the six months ended June 30, 2025, the efficiency ratio was 57.49%, compared to 52.85% for the same period ended June 30, 2024. The adjusted efficiency ratio was 52.34%, compared to 47.48% for the same period ended June 30, 2024.

    Balance Sheet Review

    Total assets increased 2% to $1.47 billion at June 30, 2025, compared to $1.44 billion at June 30, 2024, and decreased 6% compared to March 31, 2025.

    The total portfolio of loans increased 13%, or $122.20 million, to $1.09 billion, compared to $969.76 million at June 30, 2024, and remained consistent with the $1.09 billion reported at March 31, 2025.

    Commercial real estate loans increased 22% year-over-year to $683.74 million, representing 63% of total loans at June 30, 2025. The CRE portfolio includes approximately $254.16 million in multi-family loans originated by the Southern California team that the Company may consider selling at some point in the future for liquidity and concentration management. The multi-family portfolio includes $74.32 million in short-term bridge loans for transitional projects of multi-family properties. The short-term bridge loans are conservatively underwritten with minimum DSCR and liquidity requirements. The bank continues to market our bridge loan product in a more measured approach, keeping to our conservative underwriting standards. The real estate construction and land development loan portfolio decreased 84% from a year ago to $12.78 million, representing 1% of total loans, while residential RE 1-4 family loans totaled $17.07 million, or 2% of loans, at June 30, 2025, compared to $17.44 million one year ago.

    The commercial and industrial (C&I) portfolio increased 15% to $266.81 million, at June 30, 2025, compared to $232.79 million a year earlier, and increased 3% from $260.06 million at March 31, 2025. C&I loans represented 24% of total loans at June 30, 2025. Agriculture loans represented 10% of the loan portfolio at June 30, 2025. At June 30, 2025, the SBA, USDA, and other government agencies guaranteed loans totaled $53.36 million, or 4.9% of the loan portfolio.

    Investment securities totaled $254.18 million at June 30, 2025, compared to $345.49 million a year earlier, and decreased $59.65 million from $313.83 million at March 31, 2025. Investment securities were sold during the quarter to generate liquidity ahead of anticipated deposit outflows due to ISO partner exits. The investment portfolio consists of mortgage-backed and municipal securities, both tax exempt and taxable, treasury securities as well as other domestic debt. At June 30, 2025, the Company had a net unrealized loss position on its investment securities portfolio of $25.41 million, compared to a net unrealized loss of $24.50 million at March 31, 2025. The Company’s investment securities portfolio had an effective duration of 6.26 years at June 30, 2025, compared to 5.61 years at March 31, 2025.

    Total deposits increased 6%, or $65.69 million, to $1.23 billion at June 30, 2025, compared to $1.17 billion from a year earlier, and decreased $85.73 million from $1.32 billion at March 31, 2025. Non-interest bearing demand deposits increased 4% to $759.30 million at June 30, 2025, compared to $731.03 million at June 30, 2024, and decreased $66.10 million from $825.40 million at March 31, 2025. Non-interest bearing demand deposits represented 61% of total deposits at June 30, 2025. During the second quarter of 2025 non-interest bearing demand deposits were reduced by $111.20 million due to ISO partner exits completed in early June 2025. Certificates of deposits increased 49%, or $55.01 million, during the quarter primarily due to the addition of $51.00 million in brokered deposits that mature over the next 12 months.

    Included in non-interest bearing deposits at June 30, 2025 are $75.83 million from ISO partners for merchant reserves, $45.24 million from ISO partners for settlement, and $11.61 million in ISO partner operating accounts, totaling $132.68 million. These deposits represent 17.5% of non-interest bearing deposits and 10.7% of total deposits.

    Within the $132.68 million in ISO partner deposits retained as of June 30, 2025 are $29.56 million in deposits for ISO partners being exited in the second half of 2025. The Bank plans to replace these non-interest bearing deposits with growth from new Bank customers in its markets and from the existing ISO partners it will continue to support. In the short-term, the new deposit growth will likely be made up of a higher percentage of interest bearing deposits.

    There was $16.00 million in short-term borrowings at June 30, 2025, compared to $68.00 million at June 30, 2024, and $10.00 million at March 31, 2025. The Company primarily utilizes FHLB advances and the Federal Reserve discount window for short-term borrowings.     The total primary and secondary liquidity of $672.65 million at June 30, 2025 represents a decrease of $75.28 million in primary and secondary liquidity quarter-over-quarter. The decreases in unpledged investment securities and the FHLB advance capacity are the result of investment and loan sales that occurred during the quarter.

    Shareholders’ equity increased 17% to $173.91 million at June 30, 2025, compared to $148.64 million from a year ago, and decreased slightly from the $174.71 million reported at March 31, 2025. Book value per common share increased 22% to $56.87, at June 30, 2025, compared to $46.79 at June 30, 2024, and increased 2% from $55.52 at March 31, 2025. The tangible common equity ratio was 11.80% at June 30, 2025, compared to 10.30% a year earlier, and 11.20% at March 31, 2025. Book value improved as a result of quarterly net income and a reduction in shares outstanding through the bank’s strategic share repurchase program.

    At the Bank level, unrealized losses and gains reflected in AOCI are not included in regulatory capital. As a result, Tier-1 capital at the Bank for regulatory purposes was $222.14 million at quarter end excluding the unrealized loss. The regulatory leverage capital ratio was 14.41% for the current quarter, while the total risk-based capital ratio was 20.61%, exceeding regulatory minimums to be considered well-capitalized.

    Asset Quality

    Nonperforming assets, which consists of nonperforming loans and other real estate owned, increased to $27.23 million, or 1.85% of total assets, at June 30, 2025, compared to $15.37 million, or 0.98% of total assets, from the previous quarter. Of the $26.29 million in nonperforming loans, $10.98 million are covered by SBA guarantees. Total delinquent loans decreased to $2.86 million at June 30, 2025, compared to $19.12 million at March 31, 2025. The increase in nonperforming loans is primarily the result of two multi-family loans, which are real estate secured, totaling $10.00 million to a related group of borrowers. These loans were included in the delinquent balances for the quarter ended March 31, 2025. As a result of their non-accrual status, the balance of the loans exceeding the real estate collateral value is reserved for in the allowance for credit loss, resulting in $1.62 million of additional reserve. The Bank is working closely with the borrowers as they work through stabilization and sale of the properties.

    Past due loans 30-60 days were $1.80 million at June 30, 2025, compared to $17.53 million at March 31, 2025, and $1.05 million at June 30, 2024. There were $1.02 million past due loans from 60-90 days at June 30, 2025, compared to $1.54 million at March 31, 2025 and $175,000 in past due loans from 60-90 days a year earlier. Past due loans 90+ days at quarter end totaled $46,000 at June 30, 2025, compared to $1.05 million, at June 30, 2024. Of the $2.86 million in past due loans at June 30, 2025, $965,000 were purchased government guaranteed loans, which are guaranteed by the SBA for the full payment of the principal plus interest.

    There was a $3.16 million provision for credit losses in the second quarter of 2025, compared to $291,000 provision for credit losses in the second quarter a year ago, and a $1.16 million provision for credit losses booked in the first quarter of 2025. The provision recorded during the second quarter of 2025 is the result of changes in loan portfolio concentrations, net charge-offs recognized, and a $10.92 million increase in total non-accrual loans which were individually evaluated in the allowance for credit losses.

    The ratio of allowance for credit losses to total loans was 1.40% at June 30, 2025, compared to 1.11% a year earlier and 1.18% at March 31, 2025. The Company individually evaluates non-accrual loans in the allowance for credit losses which has resulted in carrying a higher level of reserve.

    During the second quarter of 2025 the Bank recorded $949,000 in other real estate owned (“OREO”). This OREO was the result of a loan foreclosure completed during the quarter where the bank acquired a single-family-residence property as payment through collateral. The property is in good condition and is anticipated to sell during the second half of 2025.

    “As SBA loans have historically been the primary driver of nonperforming loans, the portfolio is watched very closely. Rates have increased so rapidly over the last two years putting pressure on borrowers. A majority of the loans within the portfolio are floating rate loans tied to WSJ Prime and reset quarterly. Borrowers saw a 50bps reduction in their rates on January 1, 2025 and additional rate relief may occur during the second half of 2025,” added Miller. “The ratio of allowance for credit losses to the total, non-guaranteed, loan portfolio was 1.48%, as of June 30, 2025, and our total non-guaranteed exposure on these SBA loans is $44.61 million spread over 222 loans.”

    “We incurred net charge offs of $605,000 during the current quarter, compared to $27,000 in net recoveries in the second quarter a year ago, and $167,000 in net charge offs in the previous quarter,” said Miller. “Our loan portfolio increased 13% from a year ago with commercial real estate (“CRE”) loans representing 63% of the total loan portfolio. Within the CRE portfolio, there are $49.90 million in loans for CRE office as shown in the table below. Since the majority of our CRE office exposure is concentrated in the Central Valley, we are experiencing less volatility than city center CRE markets. Our credit metrics remain strong as we continue to maintain conservative underwriting standards.”

  • MIL-OSI USA: Pfluger, Colleagues Reintroduce Legislation to Protect American Assets From Unlawful Seizure by Foreign Governments

    WASHINGTON, DC — As first reported in The Blaze, Congressman August Pfluger (TX-11) and Congresswoman Terri Sewell (AL-07) reintroduced critical bipartisan, bicameral legislation to protect American companies operating abroad. The Defending American Property Abroad Act would impose retaliatory prohibitions to deter and punish any nation in the Western Hemisphere that unlawfully seizes American assets.

    The need for this legislation has been exemplified by the Mexican government’s ongoing efforts to seize a deep-water port owned by U.S.-based Vulcan Materials Company, which is in direct violation of the United States-Mexico-Canada Agreement (USMCA) governing trade between our two nations. This violation poses a direct threat to American economic interests.

    Senator Bill Hagerty (R-TN) and Senator Tim Kaine (D-VA) introduced companion legislation in the Senate.

    “American companies operating abroad should not have to fear arbitrary government actions that undermine their property rights,” said Rep. Pfluger. “The Defending American Property Abroad Act will ensure that such actions do not go unchecked and that American businesses are protected from unjust expropriation. The protection of American property rights abroad is essential for fostering economic growth and maintaining our national security. I urge my colleagues in Congress to support this critical legislation and send a clear message that the United States will not tolerate unjust actions against American companies.”

    “U.S.-based companies with operations overseas should be able to conduct business without the fear of any government asserting any wrongful actions against employees or property,” said Congresswoman Sewell. “The Defending Americans Abroad Act will ensure that the United States has the ability to thwart any threats to both national security and economic endeavors.”

    “I strongly condemn the Mexican government’s threats against Vulcan Materials Company, and I am pleased to see this bipartisan and bicameral rebuke from the United States Senate,” said Senator Hagerty. “Under the leadership of Mexico’s previous president, Andrés Manuel López Obrador, and now the current president, Claudia Sheinbaum, the Mexican government is committing a blatant theft against a major American company and, by extension, the United States itself. No nation should be allowed to bully an American firm without consequences. Our legislation will counter any attempt by the Mexican government to profit from illegal moves to expropriate, nationalize, or otherwise seize U.S. assets.”

    “The Mexican government’s unfair targeting of Vulcan Materials Company, a U.S.-based company that employs over 1,000 people in Virginia, is harmful to the relationship between our two countries and severely undermines investor confidence,” said Senator Kaine. “That’s why I’m joining my colleagues in introducing this bipartisan legislation to deter the illegal seizure of U.S. assets.”

    Key provisions of the bill include:

    ·     Prohibiting trade partners in the Western Hemisphere from engaging in certain activities, such as docking vessels and importing goods, if they have expropriated or otherwise seized property owned by American entities.

    ·     Expanding Section 301 of the Trade Act of 1974 to treat property expropriation as an unreasonable trade practice

    ·     Empowering the President to implement and enforce prohibitions against offending countries

    ·     Mandating publication of prohibited property designations in the Federal Register

    Background:

    In May 2022, then-Mexican President Andrés Manuel López Obrador (AMLO) abruptly shut down Vulcan Materials Company’s operations with false claims that the firm was violating its contract, and his government subsequently waged an unceasing pressure campaign against Vulcan, including multiple lawsuits and sending military and law enforcement to its facilities.

    In December 2023, Rep. Pfluger led a bipartisan letter to the Mexican Ambassador demanding answers about Mexico’s actions against the American company.

    Earlier this year, Rep. Pfluger also led a letter commending President Trump’s commitment to this issue by protecting American industries and jobs, which was first reported in The Blaze.

  • Mobile phone exports rise 127 times in a decade, says govt

    India’s mobile manufacturing sector has witnessed an extraordinary transformation over the past decade, driven by the government’s Production Linked Incentive (PLI) Scheme and other policy reforms. Mobile phone exports from India surged from ₹1,500 crore in 2014-15 to ₹2 lakh crore in 2024-25, marking a 127-fold increase. Similarly, mobile phone production grew from ₹18,000 crore to ₹5.45 lakh crore in the same period- an unprecedented 28-fold rise.

    These figures were presented in the Lok Sabha by Union Minister of State for Electronics and Information Technology, Jitin Prasada. He highlighted the cumulative impact of targeted policy interventions such as the National Policy on Electronics (NPE) 2019 and various PLI schemes which have established a robust electronics manufacturing ecosystem in the country.

    India is now the second-largest mobile phone manufacturer in the world, a shift made possible by the PLI Scheme for Large Scale Electronics Manufacturing (LSEM), which has successfully transformed India from a net importer to a net exporter of mobile phones. The production of electronics goods in India increased from ₹1.9 lakh crore in 2014-15 to ₹11.3 lakh crore in 2024-25. Electronics exports also rose eightfold, from ₹38,000 crore to ₹3.27 lakh crore.

    The number of mobile manufacturing units in the country expanded from just 2 in 2014-15 to over 300 by 2024-25. Imports of mobile phones, which previously made up 75% of domestic demand, now constitute just 0.02%.

    The PLI Scheme for LSEM has attracted a cumulative investment of ₹12,390 crore, leading to total production worth ₹8,44,752 crore and exports valued at ₹4,65,809 crore as of June 2025. This has generated over 1.3 lakh direct jobs in the sector.

    Similarly, the PLI Scheme 2.0 for IT Hardware has brought in ₹717.13 crore in investments, resulting in production worth ₹12,195.84 crore and the creation of over 5,000 direct jobs.

    In addition to PLI, other initiatives such as the Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors (SPECS), Electronics Manufacturing Clusters (EMC and EMC 2.0), and Public Procurement (Preference to Make in India) Order 2017 have further supported the sector’s growth. Tax reforms, including tariff rationalization and exemptions on basic customs duty for capital goods, along with allowing 100% FDI in electronics manufacturing, have also played a key role.

    According to industry estimates, value addition in electronics manufacturing in India now ranges between 18% and 20% across various products. In the last five years alone, the electronics manufacturing sector has received USD 4,071 million in foreign direct investment, with USD 2,802 million coming from MeitY PLI beneficiaries.

    The inaugural Global SME Ministerial Meeting opened today, marking a milestone in recognizing small and medium-sized enterprises as a key constituency in global trade. 

    The high-level event is co-hosted by the South African Department of Small Business Development (DSBD) and the International Trade Centre (ITC), with main events taking place on 23-24 July. The Ministerial was preceded by the Trade Promotion Organizations Leadership Dialogue on 22 July, in which heads of national trade promotion organizations developed strategies to better engage with SME ministers to bring the voice of small business into policymaking.

    More than 700 delegates from more than 60 countries are participating in the Ministerial, including ministers, heads of delegation, heads of national trade promotion organizations, business leaders and entrepreneurs. Ministerial-level delegates convened from across the world, from Bangladesh to Brazil, from Cameroon to Costa Rica, from Senegal to Switzerland, from the United Arab Emirates to the United Kingdom.  

    In her welcome remarks, South African Minister of Small Business Development Stella Tembisa Ndabeni said: ‘Let this Ministerial Meeting mark the beginning of a bold new global compact for MSME development; one that expands access to markets, unlocks affordable finance, accelerates digital inclusion, and ensures that women, youth and underserved communities are not spectators, but architects of economic transformation.’

    She added: ‘Let us commit to practical, measurable actions that position MSMEs as central pillars of resilience, innovation and sustainability. Let us work towards a global enabling ecosystem, where no entrepreneur is left behind because of where they live, how much they earn, or who they are.’

    In her welcome remarks, ITC Executive Director Pamela Coke-Hamilton said: ‘Now, this Ministerial is no talk shop. This is no place for posturing or politics. This is a space for us to marshal our collective knowledge and our energy and find solutions across the three areas that will bring the benefits of trade within reach of more SMEs: access to finance, digital transformation and green competitiveness.’

    Addressing ministerial-level delegates, she said: ‘When you go back to your capitals, your ministries, your cabinet meetings and your meetings with heads of state and government, you’ll be taking back with you concrete solutions, with the evidence to back them up.’

    Expected outcomes include the endorsement of a call-to-action in which countries align on the three main areas that will harness the development of SMEs—access to finance, digital transformation and green competitiveness —and develop a roadmap for future Ministerial Meetings to take place every two years, to ensure discussions produce outcomes for countries.

  • MIL-OSI Africa: Agricultural cooperatives in Senegal: Driving the sector’s modernization

    With an agricultural sector that employs more than 909,000 households, according to ANSD, organizing Senegal’s producers into well-equipped, operational cooperatives is a key lever for achieving the goals of the Senegal Vision 2050.

    The West Africa Competitiveness Programme in Senegal (PACAO-Senegal) serves as a relevant model as it supported the creation or compliance of 29 cooperative societies as well as strengthened their managerial and organizational capacities. Together, these cooperatives bring together over 545 producer organizations active in the mango and onion value chains. 

    Among these 29 cooperatives, the Cooperative Society for Support to Production, Processing, and Marketing (SCAPTC) of Pout (Thiès) perfectly illustrates the impact of this support.

    Created in 2021, the Cooperative SCAPTC covers four municipalities in the Thiès region (Pout, Diander, Keur Moussa, and Moroland) and brings together almost 2,940 members, including 20 producer organizations and over 20 individuals. Specializing in onion production, the cooperative was born from an urgent need to structure and professionalize producers who previously worked in a scattered manner, without coordination or appropriate management tools.

    Doudou Diop, President of the Board of Directors of the SCAPTC, recalls the difficult beginnings: “Before our cooperative society was born, our groups were not even structured. We didn’t have statutes or internal regulations. We each worked on our own, without a common strategy.”

    With support from PACAO-Senegal, SCAPTC benefited from training in financial management, leadership, conflict resolution, and strategic planning, which enabled its members to transform an informal structure into a high-performing, sustainable organization.

    Mamadou Lèye, a doctoral student in applied physics at Cheikh Anta Diop University committed to agriculture, combines his studies with farm work and serves as the Secretary General of SCAPTC. He says: “We learned to manage our cooperative like a business. We now organize our meetings efficiently, manage our finances rigorously, and resolve internal conflicts constructively. All these skills, acquired through PACAO-Senegal’s support, are key to our success.”

    Today, SCAPTC is cited as an example in the region for its rigorous management and effective organization. “Other cooperatives and even the supervising ministry send experts to study our model and draw inspiration from it,” adds Mamadou Lèye proudly.

    Amy Ndiaye, hired by PACAO-Senegal as a community development officer, confirms this transformation: “Meetings are held regularly, the General Assembly is organized every year, and members have become autonomous in managing their activities. SCAPTC has become a benchmark model in the region.”

    The members of SCAPTC have improved their yields and incomes. “Today, we have full control of our activity from A to Z, from production to marketing. It has changed our lives,” says Doudou Diop.

    From informal to a benchmark model, SCAPTC illustrates the transformative potential of cooperative societies. Thanks to targeted support, they become frameworks for structuring, formalizing, and strengthening agricultural value chains, thereby contributing to achieving the goals of Senegal Vision 2050.

The strategic acquisition expands Obagi Medical’s offerings beyond U.S. medical-grade skincare, a market projected to be $2.2 billion by 2029, into the growing U.S. dermal filler market, projected to reach $2 billion in market size by 2029, effectively doubling its addressable market.1 The move marks a pivotal step in positioning Obagi Medical as an industry leader in integrated skincare and aesthetic solutions.

    Transaction Details
    Under the terms of the definitive agreement relating to the transaction, Waldencast has agreed to acquire Novaestiq in exchange for (1) certain amount of cash payable at closing, (2) certain additional ongoing royalties based on net sales of Saypha® products, and (3) the contingent issuance of Waldencast class A shares (equal to approximately 7% of Waldencast’s fully diluted class A shares), based on the receipt of FDA approval relating to the Saypha® products (triggering the issuance of 3,273,000 Waldencast class A shares) and the achievement of cumulative net revenue thresholds of (a) $100 million (triggering the issuance of an additional 3,273,000 Waldencast class A shares) and (b) $200 million (triggering the further issuance of 3,273,000 Waldencast class A shares), respectively, reflecting meaningful long-term commercial targets, with (a) and (b) being earnable until June 20, 2031. The details of the transaction will be summarized in more detail in a Form 6-K that Waldencast will file with the U.S. Securities and Exchange Commission (the “SEC”) following this press release.

    WTO Director-General Ngozi Okonjo-Iweala welcomed Canada’s donation: “Compliance with international standards enhances food security in both importing and exporting countries by facilitating trade in agricultural products. The long-term impact of STDF-related programs will benefit producers, traders and governments along global and regional value chains, helping them raise export revenues, income levels and living standards. The STDF will continue to facilitate inclusive and safe trade worldwide, in close partnership with Canada.”
    Heath MacDonald, Canada’s Minister of Agriculture and Agri-Food, said: “The Government of Canada will continue to support global efforts to adopt international standards for food safety and animal and plant health. Investing in larger-scale capacity building projects, like the Standards and Trade Development Facility, will help improve food security, reduce poverty, and promote sustainable economic growth around the world.”
    Beyond participation in the STDF Working Group, Canadian officials have shared expertise to strengthen the delivery of STDF projects. This includes innovative projects to pilot the use of Codex Guidelines on voluntary third-party assurance programmes (vTPA) in Africa and Central America for more effective risk-based food safety systems. For instance, the Canadian Food Inspection Agency (CFIA) hosted a learning visit for regulators from Honduras and Belize in 2024, and co-organized webinars in March and April 2025 attended by more than 100 experts, many in Africa, to share insights from Canada’s risk-based food safety model.     This donation underscores Canada’s major and long-standing commitment to the STDF’s programme goal, bringing its total contributions to CHF 7.6 million since 2005.
    Canada has contributed over CHF 15 million to WTO trust funds over the past 23 years.
    The STDF is a global multi-stakeholder partnership that promotes safe and inclusive trade. It was established by the Food and Agriculture Organization of the United Nations (FAO), the World Bank Group, the World Health Organization (WHO), the World Organization for Animal Health (WOAH), and the WTO, which houses and manages the partnership.

  • MIL-OSI Africa: New Bank Leadership, Capital Strategies Drive African Mining Investment Push

    Several African multilateral banks and financial institutions have undergone significant leadership transitions this year aimed at aligning financial strategies with the continent’s evolving development and industrialization goals. In June, the African Export–Import Bank (Afreximbank) appointed Dr. George Elombi as President and Chairman of the Board of Directors, succeeding Professor Benedict Oramah after nearly a decade of leadership. Under Dr. Elombi, the bank aims to scale into a $250 billion institution and serve as a key enabler of investment in Africa’s mining sector.

    The African Development Bank (AfDB) also elected new leadership in May, appointing Sidi Ould Tah to replace Akinwumi Adesina. The Bank is now expanding its capital base – reaching $318 billion – while pursuing a $25 billion replenishment round and broadening its bond issuance strategy to support infrastructure and industrialization. Leadership changes have also extended to commercial banks. Standard Bank appointed Sim Tshabalala as interim CEO in April, while Absa Group named Kenny Fihla as CEO in March.

It is also co-financing a $38.5 million deal with Lotus Resources for the Kayelekera Uranium Project in Malawi. Absa Bank is backing Angola’s Longonjo Rare Earth Project – operated by Pensana – with an $80 million facility. The project is expected to supply up to 5% of the world’s magnet rare earth elements critical to electric vehicle manufacturing.

         Following is a question by the Hon Shang Hailong and a written reply by the Secretary for Security, Mr Tang Ping-keung, in the Legislative Council today (July 23):
     
    Question:
     
         It has been reported that the Police neutralised a rental fraud syndicate several months ago, involving at least 150 victims and approximately HK$13 million in losses. Through an apartment management company, the syndicate recruited local individuals as agents (“principal tenants”) with high commissions on websites or social media platforms, luring talent admitted to Hong Kong under talent admission schemes and students that were “drifters in Hong Kong” to prepay one year’s rent before defrauding the victims of their rent using fake tenancy agreements. There are views that the incident highlights gaps in the current regulatory framework for the property rental market. In this connection, will the Government inform this Council:
     
    (1) whether it will consider improving the current regulatory framework for domestic tenancies in response to the aforementioned case in which “principal tenants” allegedly defrauded tenants through illegal means, so as to protect the rights and interests of landlords and tenants;
     
    (2) whether it will require the Estate Agents Authority to strengthen random inspections of property rental advertisements on Mainland and local social media platforms to root out advertisements containing fraudulent or misleading content;
     
    (3) whether the authorities will collaborate with the relevant Mainland authorities and Hong Kong’s higher education institutions to develop “guidelines on fraud prevention in the local rental market”, which will be distributed to relevant individuals after the Immigration Department issues visas under the Top Talent Pass Scheme and before students’ arrival in Hong Kong;
     
    (4) whether the Police will strengthen co-operation with social media platforms to promptly remove and follow up on residential property rental advertisements containing fraudulent content; and
     
    (5) how the Police will strengthen efforts to combat activities where lawbreakers entice students to participate in rental scams using high commissions; whether penalties be increased to serve as a deterrent?
     
    Reply:
     
    President,
     
         The Government has noted recent illegal rental activities perpetrated by fraud syndicates targeting new arrivals in Hong Kong. Through the social media, criminals impersonating owners of residential units contact new arrivals searching for rental units. The criminals falsely claim that they can sublet the units to the new arrivals at a discounted price and lure them into paying rent. Unfamiliar with Hong Kong’s tenancy system and ways of seeking help, the new arrivals are prone to fall victims to the fraudsters.
     
         The Government has paid close attention to these rental-related scams. In this connection, the Government combats these activities through a multi-pronged approach, including strengthening monitoring work to ensure compliance of property rental advertisements, conducting targeted law enforcement actions and stepping up publicity and education.
     
         In consultation with the Housing Bureau, the reply to the Member’s question is as follows:
     
    (1) The Government’s policy on the private residential rental market is to maintain a stable environment and minimise unnecessary intervention, with a view to facilitating free operation and steady development of the market. The Landlord and Tenant (Consolidation) Ordinance (Cap. 7) provides a framework for legal tenancy matters. Part IV of Cap. 7 is applicable to general domestic tenancy, where landlords and tenants may draw up the terms and conditions of the tenancy agreements as mutually agreed, and execute the tenancy arrangements in accordance with the spirit of the contracts. The “principal tenants” mentioned in the question, who deceived the sub-tenants by illegal means, may have committed fraud-related offences, which are regulated under the Theft Ordinance (Cap. 210) and the Organized and Serious Crimes Ordinance (Cap. 455). Furthermore, the Estate Agents Ordinance (Cap. 511) regulates companies and individuals engaged in the estate agency trade. Estate agents and salespersons must comply with Cap. 511 and its subsidiary legislation. They should also comply with the Code of Ethics and Practice Circulars issued by the Estate Agents Authority (EAA). Persons who fail to do so may be liable to disciplinary action. If a licensee is convicted of a criminal offence, the EAA may suspend or revoke the licence of such a person.
     
    (2) The EAA has all along been conducting cyber patrols to closely monitor online advertisements on the sale and letting of properties in Hong Kong (including those posted on social media platforms in the Mainland and Hong Kong), and examine whether they comply with the provisions of the Estate Agents Ordinance and its subsidiary legislation, such as whether the advertisements contain any false or misleading information. The EAA has stepped up these efforts in recent years. A total of 862 random checks on online property advertisements were conducted in the first half of 2025, representing an increase of 21 per cent compared to the same period last year. In case of any suspected non-compliance, the EAA will conduct follow-up investigations. Cases involving criminal elements (such as suspected fraud) will be referred by the EAA to law enforcement agencies for follow-up actions.
     
    (3) To raise the vigilance of new arrivals to Hong Kong against rental-related scams, the Police and the EAA work jointly with relevant Mainland authorities and local stakeholders (including tertiary institutions) to provide new arrivals with online and offline information on rental-related fraudulent activities both before and after their arrivals, so as to help them identify and guard against the scams.
     
    Pre-arrival information
     
         To enable new arrivals to learn about Hong Kong’s tenancy system and the fraudsters’ common deception tactics as early as possible, the Police have disseminated anti-fraud promotional materials specifically tailored for new arrivals through social media platforms such as Xiaohongshu and Douyin. In addition, the Police have produced a video clip in collaboration with the National Immigration Administration, the Criminal Investigation Bureau of the Ministry of Public Security and the Hong Kong Immigration Department (ImmD). Adopting a first-person perspective of the new arrivals, the video clip demonstrates the modus operandi of fraudsters, with a view to raising the awareness of the new arrivals. The National Immigration Administration will also arrange for the viewing of these videos by the prospective new arrivals during their visa application process. Meanwhile, these videos are disseminated across border control points, exit-entry service halls in the Mainland as well as social media platforms including Xiaohongshu and Douyin.
     
         To strengthen protection of students who newly arrive in Hong Kong, the Police, in collaboration with the National Anti-Fraud Center, have organised both online and offline sharing sessions specifically for Mainland students coming to Hong Kong for studies and their parents. Additionally, anti-fraud information, including details on rental-related scams and ways of seeking help, has been distributed to parents.

         To ensure that new arrivals stay vigilant after arriving in Hong Kong, the Police distribute anti-fraud booklets and leaflets to them through the six regional public service counters of the ImmD, the Labour and Welfare Bureau and major tertiary institutions across Hong Kong. These materials include methods to prevent rental scams.
     
         Additionally, to broaden the reach of the information, the Police collaborate with relevant industries, including the real estate sector, the banking sector and telecommunications service providers, to distribute anti-fraud promotional packages to new arrivals. These promotional materials are updated from time to time, so as to remind new arrivals to be aware of the latest scam tactics, including rental-related scams.
     
         Furthermore, the EAA is committed to educating consumers on the salient points pertaining to renting and purchasing properties. In view of the fraudulent cases relating to property purchase or rental encountered by new arrivals in recent years, in addition to the promotional measures jointly rolled out with the Police, the EAA has, since the beginning of 2025, been actively collaborating with the Hong Kong Talent Engage, Economic and Trade Offices in the Mainland, the Consumer Council, higher education institutions, non-governmental organisations supporting new arrivals and local media to provide new arrivals with information on renting and purchasing properties in Hong Kong. An online public seminar, which was broadcast live on local and Mainland social media platforms, was also organised to enhance new arrivals’ knowledge on the procedures for renting and purchasing properties in Hong Kong as well as fraud prevention. The EAA has put up a number of online advertisements through the Mainland’s media network, and has participated in a seminar organised by the Hong Kong Talent Engage, reminding consumers that they should appoint licensed estate agents to better protect their own interests. In this connection, the EAA website provides the Licence List (www.eaa.org.hk/en-us/Licence-list), through which the public can input the full name or licence number of an agent to ascertain whether the agent is holding a valid licence. Moreover, the EAA distributes booklets such as “A Guide to Tenancy” and “Tenancy Guide for Non-local Students in Hong Kong” to various collaborating units. The public may also download these publications from the EAA website (smart.eaa.org.hk/publications) for reference. In future, the EAA will continue with its proactive publicity and education efforts through various channels and means, including preparing the launch of a new educational website, with a view to enhancing publicity on the steps and points to note when renting and purchasing properties in Hong Kong, so as to raise the anti-fraud awareness amongst the general public and new arrivals.
     
    (4) The Police have been maintaining close collaboration with social media platforms. Should suspected fraudulent (including rental-related) content be found, the Police will request the platforms concerned to immediately remove the content and take appropriate follow-up actions. During the period between January and May this year, the platforms concerned have reviewed and removed over 33 000 items of fraudulent content at the request of the Police.
     
    (5) As mentioned in the introduction of our reply, the Government has been paying close attention to the above-mentioned rental-related scams and adopting a multi-pronged approach, which includes enhanced targeted enforcement actions, to combat these activities. For example, in February this year, the Police carried out the Operation Black Fire, during which a criminal syndicate manipulated by triads involving “fake estate agents” was smashed. A total of 14 persons, including a syndicate mastermind, a licensed estate agent and 12 syndicate members, have been arrested so far. The fraud syndicate was involved in over 270 cases, with crime proceeds amounting to approximately HK$30 million. While the Police are continuing with their investigation, one of the arrested persons has already been charged with one count of “conspiracy to defraud”, and more of them may be charged.
     
         Lawbreakers enticing students to participate in rental scams using commissions may have committed fraud-related offences, including the offence of “fraud” under section 16A and the offence of “obtaining property by deception” under section 17 of the Theft Ordinance, and are liable to imprisonment for up to 14 years and 10 years respectively. In addition, under section 159C of the Crimes Ordinance (Cap. 200), a person who has committed the offence of “conspiracy to defraud” is liable on conviction to imprisonment for up to 14 years, while a person charged with “dealing with property known or believed to represent proceeds of indictable offence” under section 25 of the Organized and Serious Crimes Ordinance for proceeds of deception is liable to maximum penalties of 14 years’ imprisonment and a fine of HK$5 million. Depending on the nature and gravity of the case, the Police may also apply to the court for invocation of section 27 of the Organized and Serious Crimes Ordinance to seek enhanced sentences and thus strengthen deterrence. Members of the public are urged not to commit the offence out of greed.
     
         In conclusion, the Government will continue to adopt a multi-pronged approach to stringently combat rental scams, and raise the new arrivals’ vigilance against related scams through enhanced publicity and education.

    Question:

         Regarding the improvement of labour importation policy, will the Government inform this Council:
     
    (1) as it has been reported that some employers have engaged in “bogus recruitment” (e.g. rejecting suitable local job seekers after interviews on the grounds that they do not meet the requirements) in order to create the false impression of difficulties in local recruitment, so as to justify applications to the Government for labour importation, while some unscrupulous employers have exploited the imported labour they employed through various means, resulting in the issue of “cheap imported labour”, and there are views pointing out that such non-compliant practices severely undermine employment opportunities for local workers, whether the Government will consider establishing a blacklist system to regularly publish information on companies involved in substantiated cases of violation of labour importation regulations (including company names, the industries to which they belong, nature and dates of violations, the labour importation schemes involved, and follow-up actions taken by the authorities), so as to enhance monitoring and increase deterrence;
     
    (2) whether it will study the feasibility of introducing an administrative penalty system to impose heavy fines on employers who violate regulations related to imported labour (including reducing the working hours of local employees or dismissing them after recruiting imported labour) in order to enhance deterrence;
     
    (3) as there are views pointing out that the median monthly wages for some job categories (particularly those in the catering industry) on the List of Common Posts under the current Enhanced Supplementary Labour Scheme are below market levels, which may bring down the wages for local workers in related job categories and even discourage employers from recruiting local workers, whether the authorities will review and refine the methodology for determining the median wage levels on the List to better align them with market levels;
     
    (4) as there are views that local labour market statistics (including size of labour force, unemployment rate, underemployment rate and monthly employment earnings of employed persons) regularly published by the Census and Statistics Department do not process data on imported labour separately, making it difficult for such statistics to effectively reflect the impact of labour importation policy on the local labour market (including the employment and wages of local workers), whether the authorities will consider regularly compiling and publishing relevant labour market statistics that exclude the factor of imported labour; and
     
    (5) whether the authorities will consider proactively and regularly publishing statistics on imported labour (including the numbers of applications, approvals and arrivals to Hong Kong for work, broken down by labour importation scheme, industry and job category, as well as the number and names of enterprises employing imported labour, the industries involved, and the number of local employees and imported workers), so that society can better understand the implementation of the labour importation policy?

         To cope with the challenges brought by manpower shortage and on the premise of ensuring employment priority for local workers, the Government suitably allows employers to apply for importation of workers. Apart from launching sector-specific labour importation schemes for the construction sector, transport sector, and residential care homes for the elderly and residential care homes for persons with disabilities, the Labour Department (LD) has implemented the Enhanced Supplementary Labour Scheme (ESLS) since September 4, 2023 to suspend the general exclusion of the 26 job categories as well as unskilled or low-skilled posts from labour importation under the previous Supplementary Labour Scheme for two years.
     
         In consultation with the Census and Statistics Department (C&SD), the reply to the Member’s question is as follows:
     
    (1) and (2) To safeguard employment priority for local workers, applicant employers of the ESLS must undertake a four-week local open recruitment and accord priority to employing qualified local workers to fill the job vacancies at a salary not lower than the prevailing median monthly wage of a comparable position in the market. Upon completion of the local recruitment procedures, employers shall report the results and submit recruitment advertisements to the LD for verification. The LD will contact each of the unsuccessful local job seekers to verify the interview details and confirm if the reasons for not employing the job seekers as reported by the employers are consistent with the facts and reasonable, so as to assess whether the employers have sincerity in recruiting local workers. If there is evidence showing that an employer has violated the requirements of local recruitment or refused to employ qualified local job seekers without reasonable grounds, the LD will terminate the processing of the relevant application. The LD will also impose administrative sanction on the employer and refuse to process any other application(s) submitted by the employer concerned in the following year. In parallel, employers approved to import workers are required to sign a Standard Employment Contract (SEC) with imported workers, and shall pay a salary not lower than the median monthly wage of a comparable position to prevent the imported workers from becoming “cheap labour” and undermining the employment opportunities of local workers.

         Since June 17 this year, the LD has implemented a series of new measures to strengthen the protection of the employment priority for local workers, including launching an online complaint form on the ESLS dedicated webpage to enable local employees and imported workers to lodge complaints against employers for suspected breaches of the requirements of the ESLS, displaying the names of applicant companies when publishing job vacancies for local recruitment under the ESLS on the Interactive Employment Service website to increase the information transparency of local recruitment, launching a special inspection campaign to check whether establishments employing imported workers have continuously met the manning ratio requirement of full-time local employees to imported workers of 2:1, requiring employers to report information on full-time local employees and imported workers as well as the relevant manning ratios based on a risk-based approach, and refusing to process other application(s) submitted by the same employer within six months after the employer submitted an application under the ESLS. Besides, the LD launched additional measures in July to strengthen monitoring of employers’ local recruitment arrangements to ensure fairness and authenticity in the local recruitment process.
     
         The ESLS also requires employers not to displace local workers with imported workers. In the event of redundancy, imported workers should be retrenched first. If there is sufficient evidence substantiating violation of the relevant requirements, the LD will impose administrative sanction, including withdrawal of approvals for importation of labour previously granted to the employer and refusal to process applications for labour importation submitted by the employer in the following two years.
     
         With regard to the treatment of imported workers, the Government attaches great importance to protecting their employment rights and benefits. Imported workers also enjoy the protection of labour laws in Hong Kong. The Government adopts a multi-pronged strategy, including requiring employers and imported workers to sign the SEC, requiring that wages be paid directly into imported workers’ bank accounts in Hong Kong by automatic payment, conducting surprise inspections to workplaces of imported workers, and organising briefings on employment rights to ensure imported workers understand their employment rights and benefits. For cases of suspected exploitation of imported workers, the Government has set up an inter-departmental task force to follow up and investigate whether criminal elements are involved. If there is sufficient evidence, law enforcement agencies will take out prosecution. In addition, the LD launched the Imported Workers Support Scheme in January this year to strengthen support for imported workers who are suspected of being exploited, including case consultation, follow-up and guidance, as well as assisting imported workers whose employment has been terminated by their employers to arrange temporary accommodation and apply for relevant subsidies.
     
    (3) In consultation with relevant government bureaux/ departments/ training bodies/ professional organisations and making reference to details of the applied posts commonly processed under the ESLS, the LD complies the List of Common Posts under the ESLS (including the scope of duties, academic requirements, years of experience, normal working hours per day, and median monthly wages of relevant posts). Among others, the median monthly wages are mainly determined by the C&SD’s data of wages earned by relevant employed labour force in the specified survey reference month. The LD will continue to closely monitor the local labour market and relevant statistics, and continuously review the operation and implementation arrangements of the ESLS, striving to safeguard the employment priority for local workers.
     
    (4) To reflect the latest conditions of the overall labour force (including imported workers in Hong Kong), the C&SD conducts regular sample surveys to compile and disseminate statistics on the labour force, employment, unemployment and underemployment, etc, in Hong Kong. As imported workers in Hong Kong only constitute a very small proportion of the labour force, the relevant breakdowns will have significant sampling error. Taking into account the accuracy of the statistics, it is difficult to segregate the factor of imported workers and publish the statistics separately.
     
    (5) The Government reports regularly to the Labour Advisory Board on the implementation and relevant statistics of the labour importation schemes, and will continue to closely monitor changes in the local labour market and the manpower situation of different industries, and from time to time review the operation and implementation arrangements of the sector-specific labour importation schemes and the ESLS to ensure measures for safeguarding employment priority for local workers are implemented.

    Following is a question by the Hon Stanley Li and a written reply by the Secretary for Environment and Ecology, Mr Tse Chin-wan, in the Legislative Council today (July 23):

    Question:

    There are views that the geopark in Sai Kung (geopark), as part of Hong Kong’s precious natural and geological heritage, has ecological conservation, scientific research and tourism education values. However, it has been reported that with the increase in the number of tourists recently, the pollution problem of the geopark has been worsening, posing challenges to the natural environment and the sustainable development of scenic areas. In this connection, will the Government inform this Council:

    (1) of the current numbers and distribution of litter bins and waste separation facilities in the geopark, as well as the frequency of waste removal and conveyance at such facilities; in view of the waste disposal pressure arising from the surge in the number of tourists, whether the Government has specific plans to increase the number of temporary cleansing facilities, optimise the waste conveyance routes or introduce smart waste monitoring equipment to enhance the efficiency of disposal; if so, of the details; if not, the reasons for that;

    (2) whether it has launched publicity and educational measures on the conservation of the geopark (such as by placing publicity notices in the geopark and producing guidebooks); whether it will make use of multimedia to step up multilingual publicity and introduce interactive environmental education experience projects, and publicise “Leave No Trace” tourism through travel agencies and at the entrances of scenic areas; if so, of the details; if not, the reasons for that;

    (3) regarding littering in the geopark, of the relevant law enforcement manpower and frequency of inspections at present, as well as the number of relevant prosecutions instituted in the past three years; whether it will consider installing additional surveillance devices at the key areas where littering is often detected; if so, of the details; if not, the reasons for that;

    (4) whether the Government will establish an interdepartmental working group (comprising the Leisure and Cultural Services Department, the Environmental Protection Department, the Agriculture, Fisheries and Conservation Department, etc) to co-ordinate the geopark’s waste management; whether it will promote tripartite co-operation among the Government, environmental groups and local villagers/business operators in handling refuse in the geopark, such as by encouraging business operators in neighbouring areas to take part in the cleaning work, recruiting community volunteers to go to the geopark for cleaning on a regular basis, or introducing an “Environmental Contribution Award Scheme” to attract the input of community resources; if so, of the details; if not, the reasons for that; and

    (5) in the light of the ecological sensitivity of the geopark, whether the Government has plans to assess its visitor carrying capacity, and formulate measures such as booking of time slots or limiting visitor flows to strike a balance between visitor demand and environmental conservation; whether the Government will, in the long run, devise a Development Strategy for Hong Kong Geopark and incorporate waste management into its contents, while formulating systematic improvement proposals by combining ecological restoration, low-carbon tourism facilities (e.g. setting up distribution points for degradable rubbish bags) and the environmental impact assessment mechanism; if so, of the details; if not, the reasons for that?

    Hong Kong UNESCO Global Geopark (Hong Kong Geopark) consists of two geological regions, the Northeast New Territories Sedimentary Rock Region and Sai Kung Volcanic Rock Region. Most of the geopark attractions are located within country parks and special areas, and the Agriculture, Fisheries and Conservation Department (AFCD) is responsible for the regular management work. In response to the question raised by Hon Stanley Li, a detailed reply is provided as follows:

    (1) The AFCD has been committed to keeping the country parks clean and educating the public to cherish nature. Since 2015, through the “take your litter home” campaign, visitors have been encouraged to cultivate a sense of stewardship towards the natural environmental. To tie in with this initiative, litter bins and recycling bins along hiking trails have been removed since the end of 2017, while litter collection facilities are retained at recreational sites (e.g. barbecue sites and campsites) for use by visitors if needed. The AFCD collects litter from recreational sites, hiking trails and public toilets. The litter is then either transported to landfills or handed over to recycling service contractors for processing. The AFCD would flexibly adjust the arrangement for and frequency of litter collection and handling according to actual needs at different locations in country parks, as well as the usage and hygiene conditions of popular sites. In particular, during long holidays and weekends, the AFCD would strengthen relevant cleaning work. In response to the recent upsurge of visitors at some popular Hong Kong Geopark attractions, the AFCD has enhanced cleaning and management efforts, and the environmental conditions at these sites remain generally good.

    (2) In regard to the issue of countryside litter, it is crucial to promote the message of reducing waste at source and caring for nature to the public. The AFCD has organised a variety of education activities, such as roving exhibitions, nature interpretation services, etc, to raise public awareness on responsible hiking practices. These messages have also been disseminated through multimedia, such as online videos (website: www.youtube.com/@HongKongCountryParks) and social media channels (Hong Kong Country Parks Facebook: www.facebook.com/hongkongcountryparks), in a lively manner to continuously raise the public’s awareness. Posters, promotion banners and signages have been displayed at suitable locations in Hong Kong Geopark and at the entrances and exits of hiking trails to remind visitors to take their litter away and observe hiking etiquette. In collaboration with the Travel Industry Council of Hong Kong, seminars and field trips have been organised for tourist guides to enhance their understanding of Hong Kong Geopark attractions, and the message of “take your litter home”. The AFCD has also co-operated with the Economic and Trade Offices in the Mainland and the Forestry Administration of Guangdong Province to publicise relevant messages through social media channels in the Mainland, and will continue to promote the relevant messages of “leave no trace” through various channels and initiatives.

    (3) According to the Country Parks and Special Areas Regulations (Cap. 208A), anyone who litters in country parks or special areas commits an offence and is liable to prosecution. Upon conviction, the offender may be fined up to $10,000 and imprisoned for three months. In addition, under the Fixed Penalty (Public Cleanliness and Obstruction) Ordinance (Cap. 570), any person who violates the above offence may be subject to a fixed fine of $3,000. Currently, about 150 AFCD staff conduct regular patrols and law enforcement actions in country parks and special areas over the territory. Patrols and law enforcement are part of the regular management work of country parks, and there is no detailed breakdown of the manpower and the number of patrols conducted at each country park and special area for combatting littering offences. The number of patrols conducted, prosecution instituted and fixed penalty notice issued for littering by the AFCD in country parks and special areas across the territory over the past three years are tabulated as follows:

    In light of the recent upsurge of visitors at Hong Kong Geopark Sai Kung High Island Reservoir East Dam, the AFCD has been enhancing efforts in reminding visitors to keep countryside clean by displaying banners at suitable locations, including entrances and exits of hiking trails, and using local and Mainland social media platforms (e.g. Xiaohongshu), as well as taking law enforcement actions against littering and other offences within country parks. The AFCD will continue to review and adjust the patrolling arrangements in country parks from time to time in the light of actual circumstances, and arrange special operations or utilise technology such as smart surveillance when necessary to strengthen law enforcement work against illegal activities within country parks.

    (4) Most Hong Kong Geopark attractions are located within the country parks, and the cleaning work is conducted by the AFCD. When litter is identified in public areas outside the country parks, it will be referred to the Food and Environmental Hygiene Department (FEHD) for cleanup. The AFCD has been working closely with various stakeholders to conserve the geological heritage and natural environment of Hong Kong Geopark. This includes assisting villages around the attractions of the park to follow up on environmental hygiene issues. To raise awareness among the youth about protecting the natural environment, the AFCD has invited students to collect litter during field trips to Hong Kong Geopark. In addition, the AFCD has encouraged and co-ordinated volunteer cleanup activities in Hong Kong Geopark. Since last year, over 20 such activities have been organised.

    (5) Important geological and ecological sites of Hong Kong Geopark are protected under legislation including the Country Parks Ordinance and the Marine Parks Ordinance. The main objectives of Hong Kong Geopark are nature conservation, education and sustainable development. When planning and establishing Hong Kong Geopark in the early years, the Government formulated guiding principles to avoid the construction of facilities that would adversely affect the environment. The planning of suitable facilities depends on the actual conditions of different attractions, including their capacity to accommodate higher number of visitors and their ecological sensitivity. For example, sites with higher visitor carrying capacity such as the High Island Reservoir East Dam and Sharp Island, visitor facilities to facilitate visit and education purposes are provided therein; for areas that require preservation in their natural state, such as the coastline along Fa Shan of High Island, the Ung Kong Group and the Ninepin Group, visitor facilities like public piers or trails are avoided, and visitors are encouraged to enjoy sightseeing there by boat tours instead.

    In response to the recent surge in visitor numbers at popular attractions within Hong Kong Geopark, the AFCD is reviewing the carrying capacity of these popular sites and will develop management strategies, such as co-ordinated traffic control measures with relevant authorities, and enhanced visitor management measures when necessary to prevent overcrowding. During peak hiking seasons, the AFCD will also increase the frequency of patrols, enhance cleaning and management efforts, and strengthen the promotion of hiking etiquette to ensure visitor safety and protection of nature, thereby achieving the co-existence of ecotourism and nature conservation.

    Welsh Secretary Jo Stevens is this week (22-25 July) travelling to the United States and Canada on a mission to boost trade and investment in Wales. The two countries are among the most significant markets for Welsh exports, with goods and services worth over £2 billion destined for the US and Canada each year. 

    Trade and investment between Wales and North America supports over 50,000 Welsh jobs. With the significant economic links between the countries, the US and Canada provides Welsh businesses with great opportunities to grow and prosper. The visit follows the signing of the UK’s economic prosperity deal with the US in May, protecting businesses and securing jobs across the country, and boosting key sectors in Wales like steel, aerospace, car making and life sciences.

    Car manufacturer Aston Martin, which has a base in St Athan in the Vale of Glamorgan employing at least 600 people, resumed exports to the United States following the successful trade deal. The Welsh Secretary will visit the new Aston Martin showroom in New York City and meet executives.

    Jo Stevens’ visit to North America comes after the UK Government’s publication of its Industrial Strategy and aims to highlight Wales as a key destination for inward investment into the UK.

    During the visit the Welsh Secretary will raise awareness of this December’s Investment Summit in Wales, encouraging North American business leaders and investors to participate in the event.

    Driving investment into Wales is the Welsh Secretary’s primary goal, with high profile business facing events and roundtable meetings with industry leaders and investors in Toronto and New York.

     Her programme includes: 

    • Hosting a reception for business at Aston Martin’s new showroom in New York City

    • Meeting key Canadian businesses with an interest in Wales – including from manufacturing and other sectors – at a roundtable meeting in Toronto.

    • A business breakfast with investors in sport real estate in the UK in New York. 

    Speaking ahead of the visit, Secretary of State for Wales Jo Stevens said:

    There are strong and important economic and cultural ties between Wales and North America and it is fantastic to be able to promote these and help strengthen them further.

    HAIKOU, July 23 (Xinhua) — A pilot program allowing overseas investors to invest in financial products offered by local financial institutions is scheduled to be launched at the Hainan Free Trade Port on Aug. 21, 2025.

    These include asset management products, private wealth management products from securities, funds and futures operators, as well as funds for investment in public placement of securities and insurance asset management products.

    The program is aimed at increasing the cross-border supply of financial products and finding new channels for foreign investors to access China’s domestic market, said the People’s Bank of China’s Hainan branch, which co-authored the new rules.

    Call for Bids: China Network’s Open Societies ODA Fund 2025/26

    British Embassy Beijing is pleased to open a call for bids for our Open Societies programme, for ODA-eligible projects running from September to February 2026.

    All projects should aim to contribute to sustainable development in China by advancing or deepening understanding of contemporary human rights in ways that support the welfare and empowerment of local communities.

    We welcome bids that are Overseas Development Assistance (ODA) eligible on topics including:

    • Women’s Rights
    • Rights of LGBT+ people
    • Rights of persons with disabilities
    • Civil society resilience
    • Media freedom
    • Digital rights

    This bidding round will only fund projects running between Autumn 2025 (September onwards) and 28 February 2026. All project outputs, including finalised research/analytical products, must be completed by 28 February 2026.

    If bidders see potential for their project to extend into a subsequent project beyond 31 March 2026, bidders are welcome to explain how this might be achieved in the project summary, but should note that a further bid would be required next year in order to secure funding.

    Selection Criteria

    Bids will be assessed against the following criteria:

    • Project design: Feasibility of activities and outputs including the capacity of implementing organisation to deliver outcomes.
    • Impact: Demonstrated contribution to sustainable development outcomes in China, particularly through strengthening inclusive governance, civil society engagement, access to justice, or protection of vulnerable groups. Working together with other diverse partners to enhance impact of the project.
    • Alignment: Alignment with internationally recognized development goals, and with HMG’s strategic priorities for promoting human rights and inclusive development in China.
    • Scalability: The potential for the project to act as a building block for subsequent expansion/work improving human rights.
    • Viability and risks: Clear engagement/buy-in of key stakeholders. Robust analysis of key risks including a plan of action to manage and mitigate those risks.
    • Value for money: Comparable and reasonable costs against the scale of achievable outcomes

    Folkestone business wins US contract through $475,000 UK Export Finance deal

    UKEF announces its support for British engineering firm Dyrhoff, enabling the company to supply key components for a large-scale water management project in the United States.

    • Dyrhoff, a Folkestone-based provider of water control gates, has recently won a major export contract following support from UK Export Finance (UKEF) and NatWest.

    • The business is supporting a flood protection project in North Dakota, using both UK and internationally manufactured parts.

    Dyrhoff, a provider of water control gates, has won a major contract to deliver two pneumatically operated spillway gates for a flood protection project in North Dakota, USA, following support from a government financing scheme.

    Throughout its more than 30 years, the business has specialised in the design and supply of inflatable rubber dams and spillway gates. These gates can be used to reduce flood risk and aid water regulation.

    In line with the government’s Plan for Change and its mission to kickstart economic growth, UKEF guaranteed a $475,000 finance facility to be issued by NatWest. This facility enabled Dyrhoff to meet the bonding terms required to win the contract in North Dakota.

    Dyrhoff works with UK and international partners to engineer and manufacture parts which are subsequently assembled at the project location. The majority of Dyrhoff’s business originates from overseas contracts, contributing to 156 projects in over 33 countries, including USA, Italy, Canada, Norway, Turkey, Portugal and Indonesia.

    Although Dyrhoff is a seasoned exporter, the financial support provided by UKEF has enabled the business to win one of its largest contracts to date.

    As a result of the North Dakota deal and other successful contracts, Dyrhoff is now planning to increase staff numbers at its manufacturing facility in Folkestone, Kent.

    The eThekwini Municipality has approved the Cleansing and Solid Waste Turnaround Strategy during a special council meeting held at the Inkosi Albert Luthuli International Convention Centre.

    The strategic plan has been developed in line with National Treasury’s Metro Trading Services Reform Framework.

    The new strategy, which was adopted on Monday, will see the transformation of the Waste Management Unit to a Cleansing and Solid Waste Business Directorate, establishing a single point of accountability.

    This change will enable the Executive Director of the Waste Management Directorate to have the necessary responsibility and authority to improve its services and ensure accountability.

    As per the requirements by National Treasury, the strategy is supported by two key documents, including Cleansing and Solid Waste Directorate’s Institutional and Governance Roadmap (A1) and Business and Investments Plan (A2), also forming part of the Metro Trading Services Reform to improve all aspects of the solid waste business.

    According to the report, the institutional reforms focus on improved management and governance, while the Business and Investment Plan focuses on the Waste Business Development Plan.

    The Directorate is also required to develop a Performance Improvement Action Plan (A3) which is due in April 2026.

    “The report states that this will be submitted in due course, as it is a pre-requisite for the Urban Settlements Development Grant, an incentive grant that will be provided during the 2026/27 financial year,” the council said.

    This marks the third major turnaround strategy adopted by the Council under the National Treasury’s Trading Services Reform to improve the performance of trading services, following similar approvals in the Water and Sanitation and Energy sectors.
