  • MIL-OSI: Trisura Group Reports First Quarter 2025 Results

    TORONTO, May 01, 2025 (GLOBE NEWSWIRE) — Trisura Group Ltd. (“Trisura” or “Trisura Group”) (TSX: TSU), a leading specialty insurance provider, today announced financial results for the first quarter of 2025.

    David Clare, President and CEO of Trisura, stated,

    “In Q1 Trisura reported a strong Operating ROE of 18.4% driven by Operating net income of $34.2 million or $0.70 per share. Growth, profitable underwriting, and higher Net investment income demonstrates consistent execution of our strategy.

    Profitable underwriting resulted in a quarterly Combined ratio of 82.7%, alongside strong growth of 28.1% in our Primary lines. We continued expanding US Surety, reaching 33 state licenses in our Treasury-listed entity while broadening rate filings and building relationships with key distribution partners.

    Growth and strong earnings lifted book value to a new record of $820 million, with a conservative 10.7% debt-to-capital underscoring flexibility and capacity for growth.

    Highlights

    • Operating ROE(1) of 18.4% was strong, reflecting profitability from core operations, while ROE(1) was 15.0% in the quarter.
    • BVPS(2) of $17.16 increased 23.5% over Q1 2024 demonstrating consistent expansion in book value.
    • Operating net income(3) was $34.2 million in the quarter, which increased over the prior year as a result of growth in the business. Net income of $29.0 million was lower than Q1 2024 primarily as a result of higher Net gains on the investment portfolio in Q1 2024 and the impact of movements in the yield curve in the quarter.
    • Operating EPS(1) of $0.70 in the quarter increased by 2.9% demonstrating the strength of core operations(4) through continued growth and profitability. EPS of $0.60 in the quarter decreased from Q1 2024 primarily as a result of higher Net gains on the investment portfolio in Q1 2024 and the impact of movements in the yield curve in the quarter.
    • Combined ratio(1) for the quarter was 82.7%, reflecting a strong underwriting performance across the portfolio.
    • GPW(2) of $711.7 million, decreased by 1.6% compared to Q1 2024, primarily as a result of non-renewed programs in US Programs during 2024, offset by growth in our Primary lines(5). Trisura’s Primary lines grew by 28.1% in the quarter, which are the lines of business that contribute most meaningfully to Underwriting income(3).
    • Net investment income growth of 8.6% in the quarter was driven by a larger investment portfolio.

    Insurance Operations

    • Net insurance revenue of $172.7 million, increased by 12.8% compared to Q1 2024, reflecting growth in the business, driven by growth in our Primary Lines.
    • Underwriting income of $29.9 million, increased by 1.7% compared to Q1 2024 due to growth in the business and foreign exchange movement, offset by a higher Combined ratio.
    • The consolidated Combined ratio was 82.7% for the quarter reflecting a higher Loss ratio at Trisura Specialty offset by a shift in the business mix to Trisura Specialty which typically has a higher Expense ratio but a lower Loss ratio.

    Investments

    • Net investment income rose 8.6% in the quarter compared to Q1 2024. The portfolio benefited from growth in the business.

    Capital

    • The Minimum Capital Test ratio(6) of our regulated Canadian subsidiary was 273% as at March 31, 2025 (276% as at December 31, 2024), which comfortably exceeded regulatory requirements(7) of 150%.
    • As at December 31, 2024, the Risk-Based Capital(8) of the regulated US insurance companies were in excess of the various company action levels of the states in which they are licensed.
    • Consolidated debt-to-capital ratio of 10.7% as at March 31, 2025 is below our long-term target of 20.0%.

    VERO BEACH, Fla., May 01, 2025 (GLOBE NEWSWIRE) — Bimini Capital Management, Inc. (OTCQB: BMNM), (“Bimini Capital,” “Bimini,” or the “Company”), today announced results of operations for the three-month period ended March 31, 2025.

    First Quarter 2025 Highlights

    • Net income of $0.6 million, or $0.06 per common share

    Management Commentary 

    Commenting on the first quarter results, Robert E. Cauley, Chairman and Chief Executive Officer, said, “While economic data and events generally are never uniformly stable or consistent, the first quarter of 2025 was relatively uneventful.  Interest rates were generally range bound, and volatility was low for most of the quarter.  These are ideal conditions for a levered investment strategy in Agency RMBS.  Accordingly, the Company and the Agency RMBS market generated attractive returns for the period.  Orchid Island Capital’s stock also traded well during the quarter – at least until the last week of the quarter. Orchid was able to take advantage of these conditions and the performance of its common stock price and raise additional capital, enhancing the Company’s advisory service revenues going forward. 

    “Although we did not add to the RMBS portfolio at our Royal Palm Capital subsidiary this quarter we did several times during 2024, and with funding costs down as a result of Fed rates cuts late in 2024, our net interest income, inclusive of dividends from our holdings of Orchid, increased substantially.

    “While the first quarter market conditions were very supportive of our two operating segments, conditions so far in the second quarter have been challenging.  At the moment, there remains considerable uncertainty about how the tariffs introduced by the new administration will ultimately impact the economy and markets. To the extent the economy slows, leading to potential additional rate cuts by the Fed, and/or longer-term interest rates rise as a result of the inflationary impacts of the tariffs, both the Company’s investment portfolio as well as Orchid’s could benefit from enhanced net interest margins resulting from the steeper interest rate curve.”

    Details of First Quarter 2025 Results of Operations

    Orchid reported net income for the first quarter 2025 of $17.1 million and generated a 2.60% return on its book value for the quarter – not annualized. Orchid also raised $205.4 million during the quarter and its shareholders equity increased from $668.5 million at December 31, 2024 to $855.9 million at March 31, 2025. As a result, Bimini’s advisory service revenues of approximately $3.6 million represented a 22% increase over the first quarter of 2024 and a 6% increase over the fourth quarter of 2024. 

    Royal Palm did not add to the RMBS portfolio during the first quarter of 2025 but did so several times during 2024, and interest revenue increased 25% over the first quarter of 2024 and 4% over the fourth quarter of 2024.  With funding costs down as a result of Fed rates cuts late in 2024, net interest income, inclusive of dividends from holdings of Orchid common shares, increased approximately 64% over the first quarter of 2024 and by approximately 35% over the fourth quarter of 2024.  Note these figures represent just the net interest income from the investment portfolio, and do not include interest charges on our trust preferred or other long-term debt.

    Interest charges on the preferred trust and other long-term debt of $0.54 million were down 8% from the fourth quarter of 2024 and 12% from the first quarter of 2024. Expenses of $2.92 million increased 4% from the fourth quarter of 2024 and decreased 3% from the first quarter of 2024.  Bimini recorded an income tax provision of $0.2 million for the first quarter of 2025.

    Management of Orchid Island Capital, Inc.

    Orchid is managed and advised by Bimini. As Manager, Bimini is responsible for administering Orchid’s business activities and day-to-day operations. Pursuant to the terms of a management agreement, our subsidiary, Bimini Advisors, provides Orchid with its management team, including its officers, along with appropriate support personnel. Bimini also maintains a common stock investment in Orchid which is accounted for under the fair value option, with changes in fair value recorded in the statement of operations for the current period. For the three months ended March 31, 2025, Bimini’s statement of operations included a fair value adjustment of $(0.1) million and dividends of $0.2 million from its investment in Orchid common stock. Also, during the three months ended March 31, 2025, Bimini recorded $3.6 million in advisory services revenue for managing Orchid’s portfolio, consisting of $2.7 million of management fees, $0.6 million in overhead reimbursement, and $0.2 million in repurchase, clearing and administrative fees.

    Book Value Per Share

    The Company’s book value per share on March 31, 2025 was $0.74. The Company computes book value per share by dividing total stockholders’ equity by the total number of shares outstanding of the Company’s Class A Common Stock. At March 31, 2025, the Company’s stockholders’ equity was $7.4 million, with 10,005,457 Class A Common shares outstanding.

    Capital Allocation and Return on Invested Capital

    The Company allocates capital between two MBS sub-portfolios, the pass-through MBS portfolio and the structured MBS portfolio, consisting of interest-only and inverse interest-only securities. The table below details the changes to the respective sub-portfolios during the quarter.

    Financing and Liquidity

    As of March 31, 2025, the Company had outstanding repurchase obligations of approximately $115.5 million with a net weighted average borrowing rate of 4.47%. These agreements were collateralized by MBS with a fair value, including accrued interest, of approximately $121.4 million. At March 31, 2025, the Company’s liquidity was approximately $4.5 million, consisting of unpledged MBS and cash and cash equivalents.

    We may pledge more of our structured MBS as part of a repurchase agreement funding but retain cash in lieu of acquiring additional assets. In this way, we can, at a modest cost, retain higher levels of cash on hand and decrease the likelihood that we will have to sell assets in a distressed market in order to raise cash.     Participants focused on translating identified needs into actionable investment opportunities and presented findings from national and regional consultations. They also validated the terms of reference of the Partenariat, including its membership framework, geographical scope and core functions.
    In his opening remarks, WTO Deputy Director-General Jean-Marie Paugam emphasized the importance of strengthening the cotton–textile–garment value chains in the C-4+ countries through increased value addition, expanded trade opportunities and sustainable development outcomes. He noted that the objective of the meeting was threefold: to present the national and regional reports emerging from the consultations; to highlight national priorities and investment needs; and to explore the technical assistance and financing options proposed by financial institutions in response to these findings.     Ms Kanayo Awani, Afreximbank’s Executive Vice President for Intra-African and Export Development, underscored the need to address issues relating to low yields and processing capacity, climate change, climate variability, market fluctuations, global cotton prices, and limited infrastructure and technology, which hinder productivity and efficiency. To be able to upgrade and integrate into the global cotton value chain, the C-4+ countries need these issues to be tackled, she said.
    Over the two-day gathering, the Steering Committee engaged in thematic sessions on sustainable practices in cotton production and on financing mechanisms for value chain development aligned with the outcomes of the national consultations. A high-level panel explored strategies to unlock investment for cotton industrialization and local transformation in the C-4+ region.
    The meeting concluded with forward-looking discussions on supporting C-4+ priorities, including the establishment of a dedicated C-4+ Partenariat Support Fund to facilitate participation in capacity-building activities and key international meetings. Participants also discussed preparations for the upcoming World Cotton Day, to be hosted in October 2025 by Chad in collaboration with the International Trade Centre (ITC).
    Attendees included representatives from the WTO, United Nations Industrial Development Organization (UNIDO),the  International Labour Organization (ILO), Better Cotton (BC), the African Development Bank (AfDB), FIFA, the International Atomic Energy Agency (IAEA) and the International Cotton Advisory Committee (ICAC). Also present were representatives of the International Finance Corporation (IFC), the International Trade Centre (ITC), the United Nations Office on Drugs and Crime (UNODC), and development partners such as China and the European Union, as well as representatives of the C-4+ countries.
    The next opportunity to carry forward these discussions will be the Director-General’s Consultative Framework Mechanism on Cotton meeting scheduled for 14 May in Geneva.

  • MIL-OSI Economics: Agriculture Chair urges innovative approaches to move talks forward

    The Chair reported on the consultations he held with various groups and individual members since he assumed the role as Chair on 1 April. He said that divergences in views continue to persist on how the shared goal of making progress on agriculture talks can be translated into a meaningful MC14 outcome. However, while MC14 might not be the conclusion of members’ efforts, it should result in a meaningful step forward. The credibility of the WTO depends on its ability to respond to real-world challenges, particularly in the current turbulent international context, he said.

    Moving forward, Ambassador Hussain encouraged members to engage constructively in an attempt to narrow differences and explore solutions. He committed to facilitating this effort through dialogue across all groups upon request. He noted that meetings of the Committee on Agriculture in Special Session (CoASS) will be held as needed to promote transparency and inclusivity. These meetings will serve to update members, allow feedback and share progress.

    Ambassador Hussain said he intends to pursue in the coming weeks his consultations in various configurations, starting with proponents on the various topics, to explore how concrete progress can be made on their topics of interest in a pragmatic and effective manner.

    The Chair also indicated that there will not be a facilitator-led process for now, but more technical discussions may be launched if needed. This phase will culminate in a stocktaking session after the summer, likely in late September or early October, to evaluate progress and collectively decide on the way forward and the expected outcome, setting the stage for final negotiations ahead of MC14.

    Members overall expressed support for the process outlined by Ambassador Hussain, urging a focus on achievable MC14 outcomes and aiming at a clear roadmap post-MC14 for more detailed negotiations. Innovative approaches in Geneva were advocated, avoiding ineffective past methods. Members also underlined the importance of the upcoming retreat on sustainable agriculture on 5-6 May, and of future meetings of the Committee on Agriculture, which should contribute to maximizing the effectiveness of discussions ahead of concrete ministerial action in 2026.

    Several members highlighted the on-going joint work between the Cairns Group of agricultural exporting economies and the African Group as a promising example of substantive discussions aimed at narrowing gaps. The two groups reported that since their last update to members in February, they have continued discussions, together with others, on a draft package that could form the basis of CoASS negotiations. These discussions aim to identify and work through areas of difference, identify and build on commonalities and make progress on a draft modalities package across all topics.

    The two groups noted that the goal is to continue this technical work and submit a document to CoASS for the membership’s consideration and further work. The process has been designed so that ideas can be put on the table and assessed without prejudice to final positions, in an effort to facilitate a constructive dialogue. Members participating in the process are doing so on the basis that there is no commitment to any elements where convergence may develop until an overall package that is satisfactory to all is reached, they said.

    Public stockholding and the Special Safeguard Mechanism

    Members held dedicated sessions on public stockholding (PSH) for food security purposes and on the Special Safeguard Mechanism (SSM) to have more focussed discussions on these topics.

    The Chair reported on his recent consultations, noting that he sensed a political will from many delegations to engage constructively on finding a way forward on PSH. However, significant disagreements remain, particularly regarding the sequencing of negotiations and concerns about expanding domestic support, he said. The concern about the impact of the current trade context on efforts to make meaningful progress was expressed by several members.

    The proponents stressed that securing a permanent solution on PSH was increasingly urgent, as it remained critical to global food security amid growing economic uncertainties and potential disruptions to food supply chains.

    Ambassador Hussain stressed that “there is no alternative to frank exchanges to achieve meaningful progress” on the key issue of PSH. He expressed his confidence that progress can be made “if we shift from fixed positions to shared solutions.”

    On SSM, discussions also reflected that members continue to hold different views regarding the linkage between SSM and market access. Given how important this file is for many developing economies, and the need to achieve a balanced outcome at MC14, the Chair urged members to think creatively to help break the impasse. He suggested identifying a pragmatic approach to foster a substantive technical dialogue on the various components of a potential SSM outcome.

    Mes remerciements s’adressent bien sur également à nos partenaires de l’ONUDI, pour leur rôle moteur dans notre partenariat, ainsi qu’à l’ensemble de ceux qui y participent — gouvernements, organisations internationales, institutions financières,  et acteurs du secteur privé — au premier rang desquels nous reconnaissons tous les pays du C4, qui en sont les inspirateurs et portent la cause de l’économie du coton depuis près d’un quart de siècle à l’OMC.  
    Pour nos discussions des deux prochains jours, notre objectif est clair : trouver les moyens de renforcer les chaînes de valeur du secteur coton–textile–habillement dans les pays du C4 «+»: le Bénin, le Burkina Faso, le Tchad, le Mali et la Côte d’Ivoire, en créant davantage de valeur ajoutée, en élargissant les opportunités commerciales, et en assurant des résultats de développement durables.
    Concrètement, il s’agira de :
    Présenter les rapports nationaux et celui régional issus des différentes consultations dans les pays du C4+ ;
    Identifier les priorités nationales ainsi que les besoins en matière d’assistance technique et de financement des investissements ;
    Échanger sur les mesures de soutien et les options de financement proposées par les institutions financières, sur la base des rapports issus des consultations nationales.
    Cette réunion du Comité de pilotage se tient à un moment charnière, au terme d’un travail collectif considérable de mise à jour de l’état des lieux de la filière coton et des enjeux de notre Partenariat. En juin 2024, le Comité de pilotage a validé les conclusions d’une étude de référence menée par l’ONUDI, avec l’appui du Centre du Commerce International. En septembre 2024, des consultations nationales se sont tenues sur cette base dans les cinq pays du C-4+. Ces consultations ont permis d’identifier les priorités du secteur coton-textile-habillement, sur lesquelles des présentations vous seront faites dans un instant.
    L’enthousiasme autour du Partenariat, la diversité des parties prenantes et institutions représentées ici aujourd’hui, les perspectives prometteuses que laissent espérer les études nationales ainsi, la mobilisation des institutions financières, montrent une dynamique tournée vers l’action.
    C’est cette dynamique que nous voulons nourrir, avec déjà, en ligne de mire, l’échéance de la prochaine conférence ministérielle de l’OMC, au printemps 2026, qui se tiendra en terre africaine, à Yaoundé, et pourrait représenter une nouvelle étape pour notre mobilisation. 
    C’est en nous plaçant dans cette perspective optimiste que j’ouvre la réunion de notre comité de pilotage. Je forme le vœu que nos échanges au cours de ces deux journées soient porteurs de résultats concrets pour l’industrialisation et la transformation locale du coton dans les pays partenaires.
    Nous pourrons rapporter ces résultats aux membres de l’OMC lors de notre prochaine discussion sur le coton, prévue le 14 mai à l’OMC, qui abordera toutes les problématiques auxquelles fait face l’industrie cotonnière dans les pays du C4 et les autres pays en développement.

    The Directorate General of Training (DGT), under the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India, has announced the admission schedule for the Craft Instructor Training Scheme (CITS) enrolment for the academic session 2025-26.

    Aspirants, who possess an NTC (National Trade Certificate), NAC (National Apprenticeship Certificate), Diploma, or Degree qualification, or are appearing for the final year qualifying examinations (NTC/NAC/Diploma/Degree) can apply online at the official website— www.nimionlineadmission.in — between 8th May 2025 and 28th May 2025. Admissions will be based on the All-India Common Entrance Test (AICET), which will be conducted in a Computer-Based Test (CBT) mode across multiple centers nationwide. The examination is scheduled for 15th June 2025.

    The selected candidates will be offered training across 41 trades — comprising 28 engineering trades and 13 non-engineering trades — at National Skill Training Institutes (NSTIs) and Institutes for Training of Trainers (IToTs) across India. Under CITS, 45,025 trainers have been trained in the last five years, between 2019 and 2024.

    The Craft Instructor Training Scheme (CITS) is designed to train instructor trainees comprehensively, covering both technical skills and training methodologies. The program ensures that instructors are well-versed in techniques for effectively transferring hands-on skills, with the aim of producing skilled manpower for the industry. The FISH Act would combat foreign illegal, unreported and unregulated (IUU) fishing by blacklisting offending vessels from U.S. ports and waters, bolstering the U.S. Coast Guard’s enforcement capabilities and partnerships, and advancing international and bilateral negotiations to achieve enforceable agreements and treaties.     Department of Community and Economic Development (DCED) Secretary Rick Siger will celebrate Small Business Week by touring downtown Hamburg and highlighting the important impact small businesses have on Pennsylvania’s economy. Governor Josh Shapiro has proclaimed May 4 through 10, 2025, as Small Business Week in Pennsylvania.

    Secretary Siger will also be announcing a new designation for the Berks County borough, highlighting a recent $100,000 investment through the Main Street Matters Program, and visiting local small businesses.

    The tour will include stops at the following: the Art & Craft Gallery of Hamburg, the Balthaser building, the Hamburg Item building, AEC Market, Liv Holistic, the Hamburg Strand Theater, Hazel’s Cafe, and the Hamburg Antique Center.

    Governor Shapiro created Main Street Matters to help revitalize downtowns, support small businesses, and strengthen local economies. The Governor, who recently announced investments in 81 community projects across Pennsylvania through the program, has included another $20 million in his 2025-26 budget proposal for this successful initiative.

AAG Slater appointed Dina Kallay to serve as Deputy Assistant Attorney General for International, Policy and Appellate.     Omeed Assefi serves as Acting Deputy Assistant Attorney General with a focus on criminal enforcement. At the beginning of the second Trump Administration, Mr. Assefi served as the division’s Acting Assistant Attorney General. There, he was responsible for overseeing antitrust and various other regulatory matters. From 2017-2020, Mr. Rinner served at the Antitrust Division first as Counsel to the Assistant Attorney General, and subsequently as Chief of Staff and Senior Counsel. Earlier in his career, he practiced antitrust law at two major national firms. After law school, he clerked for Hon. From 2006-2013, Dina served as Counsel for Intellectual Property & International Antitrust at the Federal Trade Commission (FTC) Office of International Affairs. Earlier in her career she practiced law at several law firms, most recently with Howrey LLP in Washington D.C., and worked at the European Commission’s Directorate General for Competition (DG COMP) in Brussels, Belgium

    Dina received her LL.B. magna cum laude and B.A. in economics from Tel Aviv University (1996), and her LL.M. (Int’l Economic Law) (1998) and S.J.D. (2003) from the University of Michigan in Ann Arbor, where she was a student of former Assistant Attorney General for Antitrust, Professor Tom Kauper. She has taught antitrust and intellectual property at the Hebrew, Bar Ilan and Georgetown Universities, and is a frequent writer and speaker on international antitrust and antitrust-intellectual property topics.

    William “Bill” Rinner serves as Deputy Assistant Attorney General with a focus on civil enforcement and mergers. Prior to his return to the division, Mr. Rinner was Senior Regulatory Counsel at Apollo Global Management Inc. There, he was responsible for overseeing antitrust and various other regulatory matters. From 2017-2020, Mr. Rinner served at the Antitrust Division first as Counsel to the Assistant Attorney General, and subsequently as Chief of Staff and Senior Counsel. Earlier in his career, he practiced antitrust law at two major national firms. After law school, he clerked for Hon.     Dr. Chetan Sangvhi serves as Deputy Assistant Attorney General focused on Economics. Dr. Sanghvi has deep experience conducting economic research and analyses in the context of antitrust policy. In his tours of duty at the FTC and in private practice, he has evaluated the competitive impacts of hundreds of proposed mergers and other antitrust concerns. He has been recognized by the FTC for his “outstanding intellectual and analytical contributions to a broad range of complex economic issues arising in the FTC’s competition mission” and by professional reference publications. Dr. Sanghvi has taught at New York University, Johns Hopkins University, Rutgers University, and Trinity College and holds a PhD in economics from Rutgers University and a BA in economics from Northwestern University.

  • MIL-OSI USA: 71-Unit Affordable Housing Development Completed in Brooklyn

    overnor Kathy Hochul today announced the completion of The Rise, a 71-unit affordable and supportive housing development in the Brownsville neighborhood of Brooklyn. The $50 million project includes 47 supportive apartments, a community hub, and rooftop farm. The seven-story building is located on “Site J” of New York State Homes and Community Renewal’s Vital Brooklyn Initiative — the State’s comprehensive community development initiative aiming to address social, economic and health disparities in Central Brooklyn. In the past five years, HCR has financed nearly 8,400 affordable homes in Brooklyn. The Rise continues this effort and complements Governor Hochul’s $25 billion five-year housing plan, which is on track to create or preserve 100,000 affordable homes statewide.

    “Individuals and families in Brownsville deserve access to housing they can afford and the services that provide the support they need to thrive,” Governor Hochul said. “The Rise builds on our commitment to Central Brooklyn and will provide affordable housing opportunities, social services, and the types of amenities that can strengthen the entire community.”

    Apartments at The Rise are available for households earning up to 60 percent of the Area Median Income. Designed to appeal to families of different sizes, the development features studios, one-, two-, and three-bedroom apartments. As part of the Vital Brooklyn initiative, The Rise will also bring economic and community development benefits to Brownsville. Programming will be available to building residents and the Brownsville neighborhood in the community hub and will include workshops focused on critical thinking, conflict resolution, health, and women’s empowerment. Using the building’s rooftop farm, residents and members of the surrounding community can also participate in programming such as fresh food cultivation and workforce development in farming.

    The 47 supportive apartments are reserved for formerly incarcerated individuals and their families. On-site supportive services including trauma-informed case management, mental health and substance use services, employment and educational services, life skills, and wellness support groups will be available to eligible tenants.

    The project is developed by Xenolith Partners, LLC. Women’s Prison Association and The Osborne Association are providing onsite supportive services for eligible tenants, Community Capacity Development will provide the community programming, and Project Eats will operate the rooftop farm.

    The Rise is an all-electric building that offers cost-effective amenities to reduce energy consumption, improve health, and build resilience. Energy-efficiency features include solar panels for on-site energy generation and a Variant Refrigerant Flow heating and cooling system that captures and repurposes heat already in the environment. The hot water system utilizes heat pumps, there are electric dryers and cooktops, energy recovery ventilation for improved indoor air quality, and LED lighting. The project was awarded a Buildings of Excellence Award from the New York State Energy Research and Development Authority.

    The project is supported by New York State Homes and Community Renewal’s (HCR) Federal Low-Income Housing Tax Credit Program which generated $21 million in equity, $5 million from its Supportive Housing Opportunity Program, $4.5 million from HCR’s Low-Income Housing Trust Fund, and $4 million from its Federal Housing Trust Fund. Additional support includes $10 million from the New York State Office of Temporary and Disability Assistance’s (OTDA) Homeless Housing and Assistance Program, nearly $1.3 million from the New York State Energy Research and Development Authority’s (NYSERDA) New Construction Program, and federal solar energy tax credits that generated $84,000 in equity. The Community Preservation Corporation provided pre-development and other financial support for the project through its Equity Investing platform and has also committed to providing long-term permanent financing. Operating funding for the supportive units is being provided by the Empire State Supportive Housing Initiative, administered by OTDA, and Project-Based Section 8 vouchers provided by HCR.

    Governor Hochul’s Housing Agenda

    Governor Hochul is committed to addressing New York’s housing crisis and making the State more affordable and more livable for all New Yorkers. As part of the Fiscal Year (FY) 25 Enacted Budget, the Governor secured a landmark agreement to increase New York’s housing supply through new tax incentives for Upstate communities, new incentives and relief from certain state-imposed restrictions to create more housing in New York City, a $500 million capital fund to build up to 15,000 new homes on state-owned property, an additional $600 million in funding to support a variety of housing developments statewide and new protections for renters and homeowners. In addition, as part of the FY23 Enacted Budget, the Governor announced a five-year, $25 billion Housing Plan to create or preserve 100,000 affordable homes statewide, including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes. Nearly 60,000 homes have been created or preserved to date.

    The FY25 Enacted Budget also strengthened the Pro-Housing Community Program which the Governor launched in 2023. Pro-Housing certification is now a requirement for localities to access up to $650 million in discretionary funding. Currently, nearly 300 communities have been certified, including the city of New York.

    Province’s GDP Growth Rate Second Highest in Canada

    Today, new figures from Statistics Canada show that Saskatchewan remains a national leader in economic growth. Real GDP data shows Saskatchewan is second among Canadian provinces for growth in 2024. 

    Real GDP rose by 3.4 per cent from 2023 to 2024, well over the national average increase of 1.6 per cent. Saskatchewan’s real GDP value remains at an all-time high of $80.5 billion, beating 2023’s record of $77.9 billion. This is a provincial record.

    “Saskatchewan continues to see record growth within our provincial economy and today’s Statistics Canada data shows more people are choosing to live, work and raise families in our province,” Trade and Export Development Minister Warren Kaeding said. “Saskatchewan exports bring food and energy security not only to North America, but around the world. The result of this is more high-paying jobs for Saskatchewan residents, more services and a high quality of life for all who call our province home.” 

    Many sectors contributed to this growth, including construction, up 13.2 per cent, agriculture, forestry, fishing and hunting, up 7.8 per cent and mining, quarrying and oil and gas extraction, up 5.6 per cent.

    GDP measures the value of goods and services produced within a prescribed geographic region over a specific period of time. 

    This announcement continues to highlight the strength of the provincial economy. Private capital investment in Saskatchewan increased last year by 17.3 per cent to $14.7 billion, ranking first among provinces. Private capital investment is projected to reach $16.2 billion in 2025, an increase of 10.1 per cent over 2024. This is the second highest anticipated percentage increase among the provinces.

    The Government of Saskatchewan recently unveiled its new Securing the Next Decade of Growth – Saskatchewan’s Investment Attraction Strategy. This strategy combined with Saskatchewan’s trade and investment website, InvestSK.ca, contains helpful information for potential markets and solidifies the province as the best place to do business in Canada.

    WASHINGTON, D.C. – Yesterday, U.S. Senator Pete Ricketts (R-NE) highlighted his efforts to fight for Nebraska priorities during the recent Senate state work period. Ricketts led a bipartisan delegation trip to the Philippines and Taiwan focused on deterring Communist China. Trade issues were also discussed. He then held a series of public events in Nebraska. Those included town halls in Scottsbluff, Valentine, and Kearney. He made the following comments while on a conference call with Nebraska media:

    “Before Easter, I visited the Philippines and Taiwan,” said Ricketts. “I met with the leaders in both those countries. We discussed ways to push back on Communist China’s aggression. Communist China is our greatest external threat.”

    Ricketts also underscored the potential for expanded trade opportunities for Nebraska agriculture producers.

    “There is a lot of interest in signing new trade deals,” said Ricketts. “For example, Taiwanese Vice President Hsiao expressed an interest in buying more of our soybeans instead of buying them from Brazil. Others expressed interest in buying more of our natural gas. They know Communist China is a bad trading partner. They want to work with us. There’s a lot of opportunity. We need to start cutting these trade deals.”

    In addition, Ricketts recapped the many public events he held across Nebraska. This included three town halls, roundtable conversations in Grand Island and Scottsbluff, a cattle branding in Sioux County, and events in Lincoln with Nebraska Farm Bureau and the Lincoln Chamber of Commerce.

    BEIJING, May 1 — Prior to International Workers’ Day 2025, the Great Hall of the People in Beijing — the heart of China’s political life — welcomed a proud assembly: over 2,000 exemplary representatives drawn from the country’s vast workforce of hundreds of millions.

    In a ceremony on Monday, President Xi Jinping joined technicians, judges, nurses, and farmers to recognize not only their vital contributions, but also the spirit of dedication and hard work that fuels a nation.

    Hailing the honorees as exemplars of the people and pillars of the country, Xi called on citizens to draw inspiration from them — staying grounded and working hard — so that, step by step, they can turn the grand vision of national rejuvenation into reality.

    Xi sent the message at the gathering marking the 100th anniversary of the All-China Federation of Trade Unions. It drives home a point he has long emphasized — great dreams are not achieved by waiting or chanting slogans; they are earned through hard work and determination.

    A LEADER FORGED THROUGH HARD WORK

    Xi’s respect for hard work is built on his own past.

    In 1969, just shy of 16, Xi arrived at Liangjiahe, a rugged village on the arid Loess Plateau in northwest China, to work the fields alongside the farmers who called the rural community home.

    He took on nearly every kind of task, but spent an especially large number of hours on one in particular: building the dams by compacting the earth layer by layer with heavy stone pounders.

    Xi threw himself into the labor. Day one left his hands blistered; day two saw them bleeding. Still, he kept working without complaint.

    “What a fine lad,” remarked the locals.

    The hard work did not end when Xi was elected Party chief of Liangjiahe in 1974. He rolled up his sleeves and led villagers in digging wells, building terraced fields, and installing biogas pits — gradually transforming the community.

    Living and working alongside the farmers for seven years, Xi grew from a slightly bewildered teenager into a man determined to serve the people.

    “Most importantly,” he later said, “I learned from my fellow farmers the values of respecting facts and working hard with perseverance.”

    Those formative years left an indelible mark on Xi, shaping the strong work ethic that has been his character either as village Party chief or general secretary of the Communist Party of China Central Committee.

    He works tirelessly, juggling domestic meetings, inspections and overseas visits — his schedule always packed to the brim.

    In a rare reflective moment during a foreign media interview, Xi was asked about life as China’s leader. His candid reply laid bare his sacrifice. “My personal time? It’s all consumed by work,” he said. “Entrusted by the people … I must put them first, serving with unwavering diligence.”

    MODEL WORKERS AS STARS

    By a “galaxy of stars,” he was referring to the 65 role models before him, those honored for their hard work in their industries over the past decades.

  • MIL-OSI Global: Why Donald Trump’s trade tariffs are a threat to global food security

    Donald Trump’s tariffs will make many things more expensive for his fellow US citizens. The price of imported cars, building materials and some tech will go up – and so will the cost of the food on American dining tables.

    The US currently imports around 16% of its food supply, with a large proportion of its fruit and vegetables coming from countries now hit by tariffs.

    Mexico stands out. It supplies over half the fresh fruit and nearly 70% of the fresh vegetables consumed in the US.

    And even when it comes to home grown produce, the US still depends on imported fertiliser for its crops, with Canada providing up to 85% of its neighbour’s supply.

    So grocery bills for American families, especially for fresh produce (and processed foods dependent on foreign ingredients) will get higher. But there will also be a noticeable effect on food prices outside the US.

    The consequences could be particularly serious for developing economies that rely on stable international prices to secure affordable food imports. The prices of many global staples including maize, wheat and soybeans are benchmarked against US markets so when disruptions occur, they reverberate globally.

    Research I conducted with a colleague found that when international prices are disturbed, local food prices, especially in developing countries, go up.

    Take global maize prices, which this year rose by 7% between April 2 (Trump’s “liberation day”) and April 11. Our study suggests this will immediately lead to a similar increase in local maize prices in places like sub-Saharan Africa.

    This is where many of the world’s poorest people live, with hundreds of millions in households earning below the World Bank’s poverty line of US$2.15 (£1.61) per day. When much of that income is spent on food, a 7% increase in the price of maize could be devastating.

    Growth market

    According to another study, tariffs on agricultural products such as fertiliser will increase global production costs, potentially lowering crop yields and worsening food insecurity.

    While the US has reduced tariffs on Canadian potash from 25% to 10%, other fertiliser producers face steeper levels (up to 28% for another major exporter, Tunisia, before Trump’s reciprocal tariffs were paused).

    This is especially worrying for agriculture in countries like Brazil, India and Nigeria, which are still reeling from fertiliser shortages caused by the war between Russia and Ukraine. As with food costs, US tariffs are likely to drive up prices in the global fertiliser market, making it more expensive for everyone, everywhere.

    And when the cost of farming rises, crop production can suffer. This could significantly weaken food production in developing countries that are already battling climate change and volatile markets.

    Another study I conducted found that countries such as the Democratic Republic of the Congo and Somalia – already struggling with food insecurity – are among the most vulnerable to local food price shocks. These economies depend heavily on food imports and face high exposure to currency fluctuations and transport costs.

    If the trade war escalates, farmers in these regions may be forced to abandon staple crops for cash commodities such as cocoa or coffee, deepening their reliance on volatile global markets and reducing their food self-sufficiency. Global inequality will worsen unless things change.

    One option would be to protect essential agricultural imports, especially fertilizers and staple foods, from punitive tariffs. This would stabilise prices and protect vulnerable economies. The recently announced 90-day pause for negotiations offers a glimmer of hope, but it must be used wisely to build a more equitable trading system.

    In the long term, developing countries need to bolster the resilience of their food systems. My research recommends investing heavily in mechanised agriculture which is resilient to climate change, incentivising farmers with government support, and strengthening regional trade.

    The global food system is heavily interconnected. Decisions made in Washington can quickly affect food prices in Lagos, Cairo and New Delhi. And if tariffs go unchecked, they may unleash a silent and subtle crisis – one measured not in GDP, but in millions of empty stomachs.

  • MIL-OSI Global: Using fire to produce nanoparticles could revolutionize various industries

    Fire is arguably humanity’s earliest discovery. It was pivotal in advancing society — underpinning many of humanity’s most transformative inventions, from cooking and forging weapons to generating energy and enabling car combustion engines.

    Today, fire continues to be the gateway to some of the most cutting-edge nanotechnologies currently being developed for use in cancer treatments and as breath sensors for early detection of diabetes and other metabolic diseases.

    Nanotechnologies can be found in almost every aspect of our daily lives. For instance, I have previously written about the nanotechnology used in the mRNA vaccines that helped us through the pandemic, and have facilitated conversations discussing how nanotechnology affects our wine, gut and climate.

    For example, gas sensors incorporating nanoparticles made via fire can be used to verify that there’s no methanol in alcoholic beverages. Methanol is a highly poisonous alcohol contaminant, and has caused numerous poisonings worldwide.

    Fire is how most widely used nanoparticles — and by extension, nanotechnologies — are made. For example, a third of a car tire’s weight is comprised of carbon black nanoparticles, which are made using fire. These nanoparticles help to reinforce the tire. The white paint we use on our walls and the coatings on some pills contain fire-made titania nanoparticles. Similarly, fumed silica — which is used in the optical fibres needed for internet and communication systems — are also forged in fire.

    How nanotechnology is made

    So how do nanoparticles, which are 80 to 100 thousand times smaller than the thickness of a human hair, form inside a fire?

    I specialize in making nanoparticles in fire — specifically using a technology called flame spray pyrolysis.

    In my research, I burn flammable chemicals that contain the target metal elements to form my nanoparticles. Everything gets oxidized during combustion: carbon becomes CO2, hydrogen becomes water vapor and metal elements become metal oxides.

    During the milliseconds that these metal oxide particulates spend inside the fire, they collide and grow into nano- or micro-particles. I collect these particles on a filter on top of the fire. Important properties such as the size and crystal structure of the nanoparticles that are produced depend on how much time these particles spend inside the fire.

    The more time the particles have to collide inside the forging fire, the larger they grow. We can also make complicated particles consisting of multiple elements by burning a mixture of different chemicals. This process is both versatile and scalable — allowing millions of tonnes of nanoparticles to be produced each year.

    Overcoming limitations

    Being able to mass-produce nanoparticles has been one of the biggest challenges of producing nanotechnologies on a larger scale. This is because most of the nanoparticles used in nanotechnologies can only be made via “wet chemistry,” or by using liquids.

    It can take hours of working with liquid in beakers, mixing them, heating them, then separating and centrifuging them just to obtain tiny amounts of material. These processes are often too expensive and too dangerous to scale enough for viable commercialisation.

    For instance, quantum dots (nanoparticles made from semiconducting materials which have both optical and electrical properties) — the discovery of which was celebrated by the Chemistry Noble Prize in 2023. These have the potential to revolutionize many technologies — including solar cells, carbon capture and contrast agents used in medical imaging.

    However, quantum dots are hardly ever used in those technologies on a large scale because the prohibitive cost of making them via wet chemistry can be as high as US$45,000 per gram.

    But unlike wet chemistry, fire is simple, cheap, scaleable and surprisingly safe. So when processes that allow for the production of high value nanoparticles, such as quantum dots, with fire are developed, costs drastically drop and they become immediately scaleable and of potential interest to industry.

    Fire can also produce harmful particles and by-products.

    For instance, if you place a napkin in front of the exhaust of your car, black stuff will accumulate on it. This black residue is soot particles produced by the fire burning inside the engine. Similarly, smoking cigarettes causes soot to form and accumulate in a smoker’s lung, often causing cancer.

    Soot is also, by some estimations, the third highest contributor to global warming after carbon dioxide and methane. However, those assessments may actually be underestimating the true contribution of soot to greenhouse gas effects.

    Flame spray pyrolysis technology has also been used to simulate combustion conditions to not only study the impact of generated soot more accurately, but also test process changes that could virtually eliminate soot emissions. For example, one study used flame spray pyrolysis to show that injecting air downstream of jet fuel combustion can reduce soot emission by more than 90 per cent. Flame spray pyrolysis could continue to be a useful tool in researching the impacts of pollution.

    The future of nanoparticles

    But not all nanoparticles can be produced by fire. As such, research exploring new recipes and processes to make high-value nanoparticles that are not yet possible to make in fire could have a large impact.

    For example, a major focus of my current work is to explore the possibility of using fire to make graphene. Graphene is the strongest material known at the nanoscale. My previous work shows that by using ultraviolet light, graphene can be transformed into strong macroscopic structures — possibly allowing it to be used in 3D printing.

    GUANGZHOU, May 1 — The 137th China Import and Export Fair, also known as the Canton Fair, will reduce booth fees by 50 percent for export exhibitors, a move aimed at helping exporters navigate global trade challenges.

    Booths in rural revitalization and other special zones will remain rent-free, the China Foreign Trade Center, organizer of the Canton Fair, announced on Thursday as the third phase of the fair opened.

    The adjusted booth fees have been published on the fair’s official website, with a 9-square-meter booth now generally priced at just over 10,000 yuan (about 1,375 U.S. dollars). The waived portion of the previously collected fees will be refunded, according to the organizer.

    The third phase features over 12,000 exhibitors in 21 sections, showcasing products such as toys and maternity goods, fashion, home textiles, stationery, and health and recreation items.

    This edition of the fair, held in the southern Chinese metropolis of Guangzhou from April 15 to May 5, is organized into three themed phases. The first one focused on advanced manufacturing, the second on quality home furnishings, and the third on products that promote a better quality of life.

    More than 220,000 overseas buyers from 219 countries and regions attended the first two phases, setting a record. The fair has seen packed venues with vibrant buyer-seller engagement since opening, indicating the resilience of China’s foreign trade.
