    Royal Navy aircraft carrier in final preparation to lead multinational deployment to Mediterranean and Indo-Pacific

    Nearly 4,000 British personnel will support the deployment, which will deliver trade events in Singapore, Japan, and India, promoting Britain’s world-leading industry

    Final preparations are underway for a multinational deployment, led by the Royal Navy flagship HMS Prince of Wales, reaffirming the UK’s commitment to the security of the Mediterranean and Indo-Pacific, while providing an opportunity to promote British trade and industry.

    Aircraft carrier HMS Prince of Wales is scheduled to sail from Portsmouth on 22 April, where it will proceed to join a formation of warships, supply ships, and aircraft off the coast of Cornwall, before departing for the Mediterranean where it will conduct exercises to reinforce European security.

    Around 2,500 personnel from the Royal Navy and 592 from the Royal Air Force will be involved in the eight-month deployment, which will see the group sail through the Indian Ocean to conduct exercises and port visits with partners including the US, India, Singapore, and Malaysia. They will be joined by around 900 personnel from the British Army for exercises during the deployment.

    The deployment, named Operation Highmast, provides an opportunity for the UK’s Armed Forces to conduct a major global deployment and a chance to exercise complex operations alongside partners and allies in the region, with 12 other nations supporting the deployment with ships or personnel.

    The Indo-Pacific is a critical region for UK trade, with imports and exports in the region worth billions of pounds for the UK economy, and the deployment will provide a chance for UK companies to take part in trade events during port visits.

    Trade between the UK and Indo-Pacific accounted for 17% of total trade between the UK and all trading partners in the 12 months to September 2024, with the total amount traded in goods and services between the UK and Indo-Pacific standing at £286 billion in the same period.

    As the biggest class of ship in the Royal Navy, the flight decks of HMS Prince of Wales and her sister ship are roughly the size of three football pitches and defended by advanced weapons. A maritime strike force of this size is composed of multiple types of ship, frigates, destroyers, submarines, and supply ships to support logistics.

    Of the 12 other nations supporting the deployment, Norway will provide a warship to support the carrier strike group for the entire duration of the deployment. Canada and Spain are among the other nations providing support to the deployment.

    After its compliment of up to 24 Royal Air Force F-35B Lighting fighter jets is embarked on board HMS Prince of Wales, and the departure for the Mediterranean, the group will initially be placed under NATO command as it joins Exercise Neptune Strike – testing the Alliance’s ability to use high-end maritime strike capabilities, including multiple aircraft carrier and amphibious strike groups.

    The group will transit though the Indian Ocean, conducting exercises and port visits with partners including the US, India, Singapore and Malaysia, before joining 19 partner nations for Exercise Talisman Sabre near Australia, and then training alongside the Japanese Self Defence Forces and conducting a port visit to India.

  • MIL-OSI United Nations: 8 April 2025 Departmental update WHO launches new membership of expert group for behavioural sciences

    The World Health Organization has launched new membership for its Technical Advisory Group on Behavioural Sciences for Better Health. This group will provide scientific advice to channel behavioural science evidence into policy to achieve better health outcomes.

    Following a global call which attracted 340 applications from 71 countries, sixteen highly qualified advisers were selected. These experts represent a diversity of 15 nationalities across all six WHO regions and have expertise in social and behavioural sciences, including psychology, anthropology and behavioural economics. Their experience covers a variety of health topics such as maternal, newborn and child health; HIV and other sexually transmitted infections; cardiovascular disease, obesity and physical activity; vaccination; water and sanitation; and emergency preparedness and response. Importantly, they have substantial experience of using behavioural science to design and implement policies and programmes in low- and middle-income countries.

    The new members of the Technical Advisory Group on Behavioural Sciences for Better Health will support WHO’s response to Resolution WHA76.7 and contribute to WHO’s 14th Global Programme of Work, through advising on the development of methods, tools and mechanisms to support Member States in applying the behavioural sciences. They will also inform the implementation of the Behavioural Sciences for Better Health Initiative.

    The World Health Assembly Resolution WHA76.7 on Behavioural Sciences for Better Health, which was adopted in 2023, called for the mainstreaming of behavioural sciences to achieve more effective, equitable, and people-centred health policies.

    The Behavioural Sciences for Better Health Initiative promotes and enables the systematic use of behavioural and social sciences in public health across the work of WHO and that of its partners. This initiative is part of WHO’s transformation to better promote health, keep the world safe and serve the most vulnerable in a changing world.

    ST. MICHAEL, Barbados, April 08, 2025 (GLOBE NEWSWIRE) — Plantro Ltd. (“Plantro”) today announced amendments to the terms of, and an extension of, its offer to acquire up to 2,777,342 Class A Limited Voting Shares (the “Class A Shares”) in the capital of Information Services Corporation (TSX: ISC) (“ISC” or the “Company”), (the “Tender Offer”) at a price of $27.25 per Class A Share, payable in cash (the “Tender Price”). The amendments and extension, which will benefit ISC shareholders, were made following constructive engagement with the Financial and Consumer Affairs Authority of Saskatchewan and the Ontario Securities Commission.

    Plantro continues to believe the Tender Offer is an opportunity for ISC shareholders to receive an attractive premium, amid volatile markets, for a highly illiquid stock. Plantro was surprised and disappointed at the aggressive and hyperbolic posture adopted by ISC’s board of directors (the “ISC Board”) in response to the Tender Offer. Plantro has made repeated requests to meet with the Chair, other members of the ISC Board and management. However, the ISC Chair, Board and management have not responded, opting instead to have their legal counsel issue hostile letters to Plantro explicitly stating that ISC has rejected the opportunity to meet.

    Plantro respectfully urges the ISC Board to reconsider its current approach, particularly regarding personal attacks and mischaracterizations. For example, ISC referenced Dye & Durham, an unrelated company to this matter, in which both Plantro and ISC were shareholders in 2015. At that time, ISC acquired a 30% stake in Dye & Durham for $3.3 million. If ISC had the business acumen and foresight to hold onto and maintain this 30% investment until Dye & Durham’s most recent annual meeting of shareholders, the value of that stake at that time would have exceeded ISC’s entire unaffected market capitalization of approximately $450 million.

    In light of the changes made to the Tender Offer for the benefit of ISC shareholders, Plantro strongly encourages the ISC Board to reconsider its recommendation to shareholders.

    Important Amendments for ISC Shareholders

    The terms of the Tender Offer and related Letter of Transmittal are amended as follows:

    • Extended Tender Offer Period – The Tender Offer is now open for acceptance by shareholders of the Company until 5:00 p.m. (Eastern Time) on April 28, 2025 (the “Expiry Time”), unless the Tender Offer is further extended, varied or withdrawn.
    • Tender Offer Made to All Shareholders – Plantro is making the Tender Offer to all shareholders of the Company, including shareholders who were not holders of record on March 13, 2025 and the Crown Investment Corporation of Saskatchewan.
    • No Longer Acquiring Shares on a First Come First Serve Basis – Plantro will only take up and pay for Class A Shares that are deposited pursuant to the Tender Offer as at the Expiry Time, and not on a “first come, first served” and/or “rolling” basis. As a result, if more than the maximum number of Class A Shares for which the Tender Offer is made are delivered in accordance with the Tender Offer and not withdrawn at the time of take up of the Class A Shares, the Class A Shares to be purchased from each depositing shareholder will be determined on a pro rata basis according to the number of Class A Shares delivered by each shareholder, disregarding fractions, by rounding down to the nearest whole number of Class A Shares.
    • Shareholders Have the Right to Opt Out of Voting Tender – Plantro has further amended the Tender Offer to allow Class A Shareholders of record on March 13, 2025, to opt out of appointing representatives of Plantro as their nominees and proxy in respect of such shares owned by a shareholder that are not deposited pursuant to the Tender Offer and ultimately taken up and paid for. For clarity, such opt out right will not apply to Class A Shares of record on March 13, 2025, which are deposited pursuant to the Tender Offer and ultimately taken up and paid for, and the holder of such shares will be required to appoint representatives of Plantro as its nominees and proxy for the Company’s annual meeting of shareholders to be held on May 13, 2025 in respect of such shares.

    Plantro is relying on the exemption under section 9.2(4) of National Instrument 51-102 – Continuous Disclosure Obligations to the circular requirements of applicable Canadian proxy solicitation laws.     Commercial Development

The Company is currently in discussions for a potential second tranche (see the Company’s press release dated March 27, 2025).

    Following the successful launch of Abaxx Exchange and Abaxx Clearing in mid-2024, the first quarter of 2025 marked a period of accelerated growth across product development, commercial engagement, and systems expansion. First trades were executed in the Nickel Sulphate and Lithium Carbonate markets, alongside the first OTC LNG cargo trade indexed to Abaxx LNG Futures, reflecting early adoption of our benchmark contracts.

    We launched four new contracts across our battery metals product suite and submitted a 1-kilobar Singapore Gold Futures contract to support Asia’s kilobar market, an offering not currently matched in London or New York. In parallel, we incorporated Abaxx Spot, a separate entity designed to support convergence between futures and physical gold markets. While the gold futures contract will be listed by Abaxx Exchange, Abaxx Spot enables electronic settlement and physical delivery of 99.99% purity kilobars in Singapore through a secure, transparent gold pool. Together, these initiatives advance our vision of building smarter markets for physical gold trading. Onboarding momentum continued through targeted, on-the-ground engagement at commercial events globally.

    We also scaled platform infrastructure, enhancing client onboarding workflows, expanding market data access, and progressing toward ISO 27001 certification. Core protocol development advanced with upgrades to the ID++ protocol and Verifier+, the initiation of AbaxxOne middleware, and continued development of Abaxx Messenger.

    Abaxx Exchange and Abaxx Clearing Developments

    Risk and Regulatory: Abaxx Exchange submitted its application to the U.S. CFTC for recognition as a Foreign Board of Trade (FBOT). Once granted, this recognition would enable U.S. trading participants to directly access products listed on Abaxx Exchange. In February, the Company completed a public consultation on rule amendments to support the introduction of additional currencies as acceptable margin collateral. These amendments are now under regulatory review, with the final list of approved currencies to be announced in due course.

    The Company also convened the inaugural meeting of its Risk Advisory Panel on March 17, 2025 with participation from all three direct clearing members. The Risk Advisory Panel serves as a forum for ongoing collaboration between the clearinghouse and its members to strengthen risk management, transparency, and operational resilience. In late March, Abaxx Clearing conducted its first default management firedrill with member participation, a process which validated its preparedness to manage member defaults and execute crisis response procedures effectively.

    Commercial: The Abaxx Commercial team secured market participation leading to the first trades in Nickel Sulphate and Lithium Carbonate Futures during the first quarter of 2025, including the world’s first trade of a non-Chinese, USD-denominated and physically-deliverable Lithium Carbonate Futures contract. The quarter also saw the first OTC LNG cargo trade indexed to Abaxx LNG Futures, reflecting growing confidence in Abaxx’s benchmark contracts. Active market makers were established across all three LNG contracts and both carbon contracts during core trading hours.

    Onboarding efforts continued across firm types. Abaxx maintained six active clearing members and non-direct clearing firm connections, with four additional clearers, that include global bank clearers, currently in progress to establish new clearing connectivity. Twenty-nine trading firms comprised of merchant traders and financial trading firms are now fully onboarded to execute Block Trades with twelve additional firms currently in the onboarding process; clients connected to Abaxx continue to be able to access Abaxx markets through the central limit order book. Fourteen interdealer brokers (IDBs) are onboarded with twelve more in progress. The quarter also included the first brand listing under the Lithium Carbonate Futures contract.

    Abaxx representatives participated in over 300 high-level meetings across 10 global industry events in Q1 2025. Executives were featured on panels at both E-World and the FT Commodities Global Summit, supporting commercial visibility and momentum. Abaxx was also shortlisted for the World LNG Award for Outstanding Contribution 2024.

    To support commercial growth in Asia in Q1, Abaxx expanded marketing efforts in China, including the launch of a dedicated Chinese-language website (https://cn.abaxx.exchange/) and the announcement of a co-hosted Mandarin-language battery metals seminar with Shanghai Metals Market, taking place April 8, 2025. The team also engaged in exploratory discussions with an external exchange group seeking to use Abaxx Clearing for third-party clearing services, and also engaged in exploratory discussions with external exchange groups based in China to collaborate on cross-jurisdictional (i.e. onshore/offshore) product listing opportunities with Abaxx Exchange and Clearing.

    To support broader market visibility, Abaxx Exchange launched abaxx.exchange/marketdata to provide access to market data publicly. Abaxx also formally launched its market data program in Q1, with six partners onboarded to date: five subscribers and one redistributor. Progress is underway to onboard multiple data distributors, including the leading global financial data provider currently in technical integration, another with a distribution network expected to extend Abaxx market visibility to over 100 million viewers, as well as additional partners supporting our broader data distribution strategy.

    Systems and Operations: Abaxx Exchange and Abaxx Clearing continued to operate reliably with no downtime since launch, supporting stable onboarding and trading. Systems testing is underway to support multi-currency settlement and collateralization, with rollout on track for completion by May 2025. The ISO/IEC 27001 audit for Abaxx Exchange infrastructure is in progress, with certification targeted for June 2025.

    The Company continues to enhance client onboarding workflows to ensure a seamless experience for market participants. In parallel, integration work is advancing across major market data vendors to expand access to Abaxx Exchange market data and meet growing participant demand.

    Exchange Product Development: Development of the Gold Singapore Futures contract progressed through Stage 3 (Industry Review/Risk/Regulatory), with launch planning underway. Abaxx also advanced a regional copper spread futures contract, a suite of weather derivatives, and carbon market contracts aligned with regional compliance programs, each currently in Stage 3. Certain weather and compliance carbon futures are expected to become the first Abaxx contracts priced in currencies other than U.S. dollars.

    Enhancements to the LNG contract suite included updates to the LNG Northwest Europe contract to incorporate Phase 2 compliance requirements under the EU Methane Regulation. Additional research is underway to update the list of eligible ports, including newly commissioned infrastructure. As of April 4, 2025, Calcasieu Pass LNG was added as an Eligible Loading Port under the Abaxx LNG Gulf of Mexico Futures Contract.

    Phase 2 work also continued on contract extensions designed to complement Abaxx benchmark products, as well as on meeting regulatory requirements for a suite of physically and financially-settled options.

    Additional Corporate Updates

    Abaxx Console Apps:   The Company released upgrades to the ID++ protocol and Verifier+ in Q1 2025, including integrations with Abaxx Exchange and SmarterMarkets Coffeehouse™. Verifier+ improvements followed its public release on the Apple App Store and Google Play, with enhanced app speed, simplified account recovery, broader device compatibility, and expanded user controls for account editing and deletion. Device-native features such as PIN entry and camera functionality were also upgraded.

    Messenger is in its final stages of pre-release testing ahead of deployment as a user support tool for Abaxx Exchange. Feature development for initial release is complete, with improvements to maintaining performance at scale now in testing. These include faster load times for messages, improved performance under load, and interface tools that help support teams manage multiple, ongoing conversations.

    Development of AbaxxOne was initiated as a middleware solution connecting enterprise identity systems (e.g., Auth0, Okta) to the Abaxx ecosystem.

    An individual is facing 24 charges under the Criminal Code (CC) and the Customs Act (CA) after a package was intercepted containing seven prohibited weapons.

    On February 27, 2025, the Canada Border Services Agency (CBSA) intercepted a package destined for a location in Petrolia. The package contained seven prohibited weapons. The CBSA’s Ontario Firearms Smuggling Enforcement Team (OFSET) engaged Ontario Provincial Police (OPP) members assigned to the Border Enforcement Security Task Force (BEST) for further investigation.

    On March 19, 2025, a warrant was executed by members from BEST, OPP-led Provincial Weapons Enforcement Unit, CBSA-OFSET and Lambton County OPP Community Street Crime Unit at a residence in Petrolia. As a result, investigators seized:

    • Brass knuckles
    • Two automatic opening knives
    • A brass knuckle knife
    • A centrifugal opening knife with a thumb stud
    • A conducted energy weapon
    • Three butterfly knives

    Phillip GRENDEL, age 32 of Petrolia, has been charged with the following offences contrary to the CC and CA:

    • Attempt to possess a prohibited weapon – seven counts
    • Possession of a prohibited weapon – two counts
    • Import a prohibited weapon knowing it’s unauthorized – seven counts
    • Unauthorized importation of a prohibited weapon – seven counts
    • Smuggling prohibited goods into Canada

    The accused was released from custody and is scheduled to appear before the Ontario Court of Justice in Sarnia on April 16, 2025.

    Chairman and Honourable Members,
     
         I will briefly introduce the estimates of expenditure for financial services and our key areas of work in 2025-26.
     
    Estimates of expenditure
     
    The allocation to the Financial Services Branch (FSB) and departments under its purview for 2025-26 is around $1.6 billion. The allocation is decreased by around $0.6 billion over the revised estimate of last year, mainly due to the one-off provision of $200 million to the Accounting and Financial Reporting Council last year, but no such special expenditure is estimated for 2025-26. Secondly, most of the system development costs of the eMPF Platform have been settled in previous years, and the eMPF Platform Company Limited has to repay a one-off cash advance to the Government, resulting in a decrease in cash flow requirement for the Platform in 2025-26. Furthermore, allocation for various funding schemes/initiatives under the “Funding for promoting and facilitating the development of the financial services sector” in 2025-26 is revised.

    In the coming year, our work will focus on six main themes, namely, continuously supporting the vibrant development of stock market and initial public offering (IPO) market, facilitating asset and wealth management business, attracting enterprises, boosting fintech and innovation, deepening mutual access and international co-operation and taking forward institutional reforms continuously.
     
    (i) To continuously support the vibrant development of the stock market and IPO market, Hong Kong Exchanges and Clearing Limited (HKEX) is taking forward the establishment of a dedicated “technology enterprises channel” (TECH) to further assist specialist technology and biotechnology companies in raising funds and expanding business, facilitating the relevant companies in preparing for listing applications. Meanwhile, the Securities and Futures Commission (SFC) and the HKEX will take forward a comprehensive reform to the listing regime and review the market structure to dovetail with the latest economic trends and corporate needs, attracting more Mainland and overseas issuers to raise funds in Hong Kong as well as investors to increase their allocation to Hong Kong stocks. In addition, we will take forward various measures in facilitating financing of overseas enterprises and specific products, improving trading and risk management efficiency, and promoting trading of Renminbi (RMB) stocks, thereby driving the high-quality development of the Hong Kong securities market and creating more new growth areas.
     
    (ii) To facilitate the asset and wealth management business, we will formulate proposals on the preferential tax regimes for funds, single family offices and carried interest this year, including expanding the scope of “fund” under the tax exemption regime and increasing the types of qualifying transactions eligible for tax concessions for funds and single family offices. Our target is to submit the legislative proposals to the Legislative Council (LegCo) for consideration next year, and strive for the LegCo’s approval as soon as possible to apply the relevant measures with effect from the 2025-26 financial year. Furthermore, Invest Hong Kong has assisted over 160 family offices to set up or expand their businesses in Hong Kong. The third edition of the Wealth for Good in Hong Kong Summit, themed “Hong Kong of the World, for the World”, was successfully held last month, attracting around 360 family office principals and industry leaders, to showcase Hong Kong’s advantages as a leading global family office hub.
     
    (iii) We strive to attract enterprises from the Mainland and around the world to set up headquarters or corporate divisions in Hong Kong. Meanwhile, we submitted a bill to the LegCo for the introduction of a company re-domiciliation mechanism to provide facilitation for companies domiciled overseas to re-domicile to Hong Kong. The scrutiny of the bill is approaching the final stage, and we are thankful to Members for their support. We will pursue the passage of the bill in May for it to take immediate effect.
     
    (iv) We are at the forefront of fintech and are actively promoting innovation.
     
    On virtual assets, we will soon promulgate a second policy statement on the development of virtual assets to explore the convergence of traditional finance and virtual assets, and will conduct consultation on the licensing regimes of virtual asset over-the-counter trading services and custodian services this year. The Stablecoins Bill submitted to the LegCo at the end of last year has also reached the final stage of scrutiny.
     
    In terms of gold and commodities market, we established the Working Group on Promoting Gold Market Development last December, which will formulate a plan this year to enhance gold storage facilities, trading mechanisms, etc. The London Metal Exchange, a subsidiary of the HKEX, has included Hong Kong as an approved delivery point, further strengthening our market position.
     
    We, together with the Office for Attracting Strategic Enterprises and the Hong Kong Trade Development Council, will host the inaugural Hong Kong Global Financial and Industry Summit this year, which will, through financial empowerment, attract more leading companies in advanced industries, domestic as well as overseas enterprises and investors to establish a foothold in Hong Kong.
     
    On fixed income and currency hub, the SFC and the Hong Kong Monetary Authority (HKMA) have set up a task force to formulate a roadmap. We will also organise a flagship forum in the second half of this year to promote Hong Kong’s strengths in this regard. We will also conduct research into the current legal and regulatory regime related to the issuance and transactions of digital bonds and explore enhancement measures to promote the wider adoption of tokenisation in Hong Kong’s bond market.
     
    (v) Hong Kong’s status as an international financial centre is inseparable from our connection with the Mainland and the world. To deepen mutual access and international co-operation, we will strive to enhance the mutual access mechanism. For example, we will explore extending the Cross-boundary Wealth Management Connect Scheme in the Greater Bay Area. Both places are also conducting technical preparations to implement the inclusion of RMB trading counter under Southbound trading of Stock Connect, and taking forward further expansion initiatives. Offshore RMB business is also being upgraded, with the liquidity pool expanding to approximately RMB1.1 trillion.
     
    The Government and the HKEX will step up promotion in ASEAN (Association of Southeast Asian Nations) and the Middle East, foster financial co-operation, attract more enterprises to list in Hong Kong, and explore co-operation including listing of exchange-traded funds to promote two-way capital flows.
     
    (vi) We will also take forward institutional reforms on different aspects continuously.
     
    On improving trading and risk management efficiency, the HKEX is gradually conducting upgrades to its post-trade system to ensure technical compatibility with the T+1 settlement cycle by the end of this year, and will also put forward recommendations on improving the trading unit system (or so-called “board lot” system) within this year. In addition, to meet the risk management needs of investors, the SFC has consulted the market on the proposal to increase the position limits for key index derivatives, so as to enhance flexibility for investors to use the relevant derivatives while safeguarding financial safety.
     
    On reforming the MPF (Mandatory Provident Fund) System, the MPFA (Mandatory Provident Fund Schemes Authority) commenced public consultation on the proposal of MPF “Full Portability” in late March, and will submit consultation conclusions and a legislative amendment proposal to the Government upon completion of the public consultation. Subject to the results of the public consultation, the Government will proceed with legislative amendments, so that MPF “Full Portability” could be launched soon after the full implementation of the eMPF Platform.

    Rosehill Polymers Group has opened a new factory in Sowerby Bridge following a previous financing agreement with UK Export Finance (UKEF) and Virgin Money.

    • The company now exports directly to over 60 countries, through an established network of distributors and end customers.

    • The financing is also supporting apprenticeship schemes and university placements in West Yorkshire, helping to develop the region’s future manufacturing workforce.

    Founded in 1988, Rosehill Polymers Group is a UK manufacturer of high-performance polymer systems using recycled rubber. Its solutions are widely used across sectors such as highways, rail, energy, sport, and security infrastructure.

    In 2023, UKEF, the UK government’s export credit agency, issued a credit guarantee for Rosehill under its General Export Facility. This unlocked new financing from Virgin Money, enabling Rosehill to scale its operations and invest in global growth.

    Thanks in part to this financing, the company has now expanded its direct export markets from 52 to over 60 countries and opened a second factory in Sowerby Bridge. This reflects strong international demand and the versatility of its solutions across diverse applications.

  • MIL-OSI Asia-Pac: HKMA and banking sector support SMEs from various industries

    The Hong Kong Monetary Authority (HKMA), together with the banking sector, introduced today (April 8) sector-specific support measures to further assist more small and medium-sized enterprises (SMEs) in obtaining bank financing and in their upgrade and transformation. The measures were introduced following meetings held by the Banking Sector SME Lending Coordination Mechanism (Mechanism) and the Taskforce on SME Lending (Taskforce) today.
     
    Since the launch of the “9+5” (Note 1) SME support measures by the HKMA and the banking sector last year, more than 39 000 SMEs have benefitted from these measures, involving an aggregate credit limit of over HK$95 billion. The total amount of dedicated funds for SMEs set aside by the participating banks in the Taskforce in their loan portfolio has increased from HK$370 billion in October 2024 to more than HK$390 billion at present.
     
    With the establishment of the Taskforce in August 2024, the HKMA and the banking sector have been actively strengthening the work of supporting SMEs at both the individual case and the industry levels. Up until the end of March 2025, the Taskforce has received around 590 enquiries and cases from various industries through different channels, of which nearly 90 per cent have been handled. At the industry level, the Taskforce has held more than 160 engagement events with trade associations and representatives from different industry sectors―including the retail and wholesale, import and export and manufacturing, construction, and transport sectors ― to gain a deeper understanding of the operations of SMEs in various industries.
     
    In the light of the current trade tension and uncertainties surrounding the external economic environment, and after taking into account and discussing the views of the commercial sectors in the Mechanism and Taskforce meetings, the banking sector reaffirmed its commitment to actively implement the “9+5” SME support measures previously launched. The banking sector will continue to be accommodative in offering credit reliefs, including flexible repayment arrangements and deferment of repayment period, referencing the principles under the Pre-approved Principal Payment Holiday Scheme, to assist corporates in coping with their liquidity needs. Furthermore, banks will introduce more targeted support for various industries under the overarching principle of prudent risk management:
     

    1. Import and export and manufacturing sectors: The commercial sectors reflected their concerns about the current global trade frictions during the meeting. The participating banks agree to provide flexible extensions to trade facilities (e.g. 90 or 120 days), or offer alternative suitable credit arrangements (such as repaying the trade loans by instalments, providing partial principal repayment options, or even offering principal moratorium), to assist individual customers experiencing short-term cashflow pressure due to trade frictions. The Mechanism and the Taskforce will closely monitor the latest developments regarding global tariff disputes and maintain dialogue with the import and export and manufacturing sectors. 
        
    2. Construction sector: The participating banks will assist corporates facing cashflow pressure, particularly subcontractors in the construction sector that may be experiencing sudden cashflow pressure due to capital chain rupture, through a collaborative mechanism. The banks will collaboratively offer flexible financial arrangements as far as practicable to alleviate customers’ cashflow pressure. 
       
    3. Transport sector: The participating banks will actively consider introducing financing products that are better suited to the transport sector, with a view to supporting the Government’s implementation of measures to enhance taxi services. The banks will offer more flexible repayment arrangements to assist customers in coping with operational challenges, taking into account individual circumstances. The banks will also consider correspondingly extending the loan tenor to support the development of the sector (Note 2).

         Furthermore, the HKMA and the banking sector will support the economic development of Hong Kong in other areas, including:
     

    1. Lease extension: The banking sector will strengthen the promotion of the Extension of Government Leases Ordinance (the Ordinance) (Note 3). Banks will ensure that frontline staff are familiar with land lease extension matters under the Ordinance, so that they can properly address customers’ mortgage enquiries related to land leases and offer suitable services to them. 
       
    2. Northern Metropolis development: With the HKMA’s facilitation, the Hong Kong Association of Banks and the Chinese Banking Association of Hong Kong have recently engaged with the Development Bureau to gain an understanding of the latest development of the Northern Metropolis. The banking sector will explore ways to provide suitable financing support to tie in with the Government’s implementation of large-scale land disposal and other developments. 

    The HKMA and the banking sector will maintain close communication with the commercial sectors through the Mechanism and the Taskforce and work in concert to support the business development and transformation of SMEs.
     
    Background
    ————–

    The Banking Sector SME Lending Coordination Mechanism

    The Banking Sector SME Lending Coordination Mechanism was established by the HKMA in October 2019. Participants include 11 banks (Note 4) that are most active in SME lending, the Hong Kong Association of Banks (HKAB) and the HKMC Insurance Limited. Since its establishment, the HKMA and the Mechanism have rolled out several rounds of relief measures for corporates, including the Pre-approved Principal Payment Holiday Scheme and the nine SME support measures launched in March 2024.
     
    The Taskforce on SME Lending

    The Taskforce on SME Lending was jointly established by the HKMA and HKAB in August 2024. Participants include representatives of the HKMA, HKAB and 18 banks (Note 5) that are active in SME lending. The Taskforce aims to further strengthen the related work for supporting SMEs at both the individual case and the industry levels. These include setting up a mechanism to handle individual cases of SMEs encountering difficulties when obtaining bank financing, working out appropriate solutions across banks and enhancing communication among the HKMA, the banking industry and the commercial sector so as to understand the financing needs of SMEs in a more timely manner.

    Note 1: The HKMA and the banking sector introduced nine measures to support SMEs’ access to financing and continuous development in March 2024, and another five measures to support SMEs’ upgrade and transformation in October 2024.

    Note 2: The above-mentioned arrangements are also applicable to taxi loans, public light bus loans and commercial vehicle loans taken out by personal customers. 

    Note 3: Under the Ordinance, which came into effect on July 5, 2024, general purpose leases (i.e. general residential, commercial, industrial leases) will be extended upon expiry for a term of 50 years without payment of any additional premium, but subject to an annual payment of Government rent at 3 per cent of rateable value. The encumbrances, interests and rights under the original lease (such as mortgages) will be carried forward to the extended lease term without being affected, and owners are no longer required to execute lease extension documents with the Government or re-arrange mortgages. The Ordinance is not applicable to special purpose leases (SPL) (including purposes such as petrol filling station, education, recreation, public utility, welfare and special industries). The Lands Department has made an “SPL identification note” in the Land Registry register for SPLs for identification.

    Business of Innovation and Technology Week in April to showcase Hong Kong’s innovation and technology strengths 
         The third InnoEX, co-organised by the ITIB and the Hong Kong Trade Development Council (HKTDC), will occur from April 13 to 16 at the Hong Kong Convention and Exhibition Centre (HKCEC). This annual event brings together I&T elites, enterprises and buyers from the Mainland and overseas to jointly promote I&T advancements and applications and explore global collaboration opportunities. Themed “Innovation • Automate • Elevate”, this year’s InnoEX will showcase cutting-edge technology solutions across five key areas: low-altitude economy, artificial intelligence, robotics, cybersecurity and smart mobility. A highlight of the event is the Smart Hong Kong Pavilion set up by the Digital Policy Office, which will showcase over 100 I&T solutions, including those developed by different government departments in relation to citizens’ daily lives, as well as award-winning I&T projects by local innovators and students, demonstrating Hong Kong’s achievements in I&T and smart city development. 
     
         The second Hong Kong World Youth Science Conference and the Xiangjiang Nobel Forum 2025 will also take place from April 13 to 16 at the HKCEC. Organised by the Hong Kong Alumni Association of Beijing Universities with the full support of the ITIB, the event will gather top-notch I&T talent and renowned scientists, including laureates of the Nobel Prize and Turing Award, in Hong Kong. Through keynote speeches, roundtable forums and other formats, participants will tap into global wisdom on cutting-edge topics in the areas of big data, AI, biotechnology, new materials and large models, thereby enhancing Hong Kong’s status in the international scientific arena.  
     
         Meanwhile, another major I&T highlight this April – the World Internet Conference Asia-Pacific Summit – a high-level global Internet conference, will take place on April 14 and 15 at the HKCEC. Under the theme “Integration of AI and Digital Technologies Shaping the Future – Jointly Building a Community with a Shared Future in Cyberspace”, the Summit will focus on forward-looking discussions in large AI models, digital finance, and digital government and smart life, attracting around 1 000 participants from the Mainland and overseas, including representatives from governments and enterprises, international organisations, internet giants, experts and scholars to attend in person.
     
         The Secretary for Innovation, Technology and Industry, Professor Sun Dong, said, “This April, Hong Kong’s BIT Week will bring together I&T elites from 29 countries and regions and over 2 800 exhibitors.          Following are the remarks by the Chief Executive, Mr John Lee, at a media session before the Executive Council meeting today (April 8):

    Reporter: Chief Executive, two questions. Are there any concrete measures the Government would do to help local businesses affected by tariff and, in your perception, how would the tariff attack Hong Kong’s unemployment rate? And the second question is on the Panama deal, how should local companies respond to Beijing’s criticism, and would the antitrust probe and the possible failed deal affect people’s perception that companies in Hong Kong must ultimately answer to Beijing?
     
    Chief Executive: Last week, the US announced the imposition of so-called reciprocal tariff on trading partners around the world, including an additional 34 per cent tariff on Hong Kong products. Together with the 20 per cent tariff announced earlier, the total tariff imposed on Hong Kong products is up to 54 per cent. The US no longer adheres to free trade, arbitrarily undermining the internationally established rules of world trade. Its ruthless behaviour damages global and multilateral trade. The reckless imposition of tariff affects many countries and regions around the world with huge tax rate increases covering a wide range of goods, disrupting the world economic and trade order, and bringing great risks and uncertainties to the world. In response to the US’s imposition of tariff, the Government will strengthen its strategy in seven areas.
     
         First, we shall fully seize the opportunities in our country, China’s development, and actively integrate into national development. China is the world’s second-largest economy and second-largest consumer goods market, with a domestic market of 1.4 billion people. Hong Kong will take full advantage of CEPA (Mainland and Hong Kong Closer Economic Partnership Arrangement) to attract more foreign companies to set up operations to capitalise on the benefits of “one country, two systems”. As of the end of last year, the accumulated tariff concessions on goods under CEPA exceeded RMB10.2 billion.
     
         Second, we shall strengthen international exchanges and deepen regional ties and co-operation. We shall sign more free trade agreements (FTAs) with countries and economies. Today, Hong Kong’s FTAs already cover 21 economies. We are currently negotiating investment agreements with Saudi Arabia, Bangladesh, Egypt and Peru. We will continue to push for Hong Kong’s early accession to the RCEP (Regional Comprehensive Economic Partnership) to deepen regional co-operation. We are already planning to establish economic and trade offices in Malaysia and Saudi Arabia. Additionally, Invest Hong Kong and the Hong Kong Trade Development Council have set up offices in Cairo, Egypt; Izmir, Türkiye; and Cambodia to proactively expand Hong Kong’s global trade and economic network.
     
         Third, Hong Kong will accelerate industrial transformation by developing a high value-added, innovation-driven economic model. We will expedite the establishment of a high value-added supply chain service hub and promote the growth of a headquarters economy.
     
         Fourth, we will intensify efforts to develop technological innovation, attract top-tier talent, and further strengthen Hong Kong’s competitiveness. We will focus efforts on establishing Hong Kong as a technological and Innovation hub, accelerating development of the Hetao (Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone) and San Tin Technopole, and continuing to attract top-tier talent and enterprises, particularly key strategic companies.
     
         Fifth, we will vigorously advance international financial co-operation to attract investments and capital. I, along with government officials, have conducted multiple visits to emerging markets to forge new partnerships. Notably, we engaged with ASEAN (Association of Southeast Asian Nations) and Middle East countries to establish mutual recognition with their stock exchanges.
     
         Sixth, we will seize the world’s major trend of geographical diversification, proactively attracting foreign companies and capital to establish in Hong Kong, because Hong Kong can provide security and stability to investors and enterprises under “one country, two systems”.
     
         Seventh, we will continue to provide various support to help Hong Kong enterprises to cope with the impact of tariff and external challenges, including capital flow assistance, export credit insurance measures, supporting Hong Kong enterprises in brand development, upgrading and exploring new markets through the BUD special fund (Dedicated Fund on Branding, Upgrading and Domestic Sales), etc.
     
         In respect to your question about Hutchison’s deal to sell some ports, I have earlier made three points, and they remain valid, clear and explicit. I will repeat them. First, there have been extensive discussions in society about the issue, and this reflects society’s concern over the matter. These concerns deserve serious attention. Second, the Hong Kong Special Administrative Region Government urges foreign governments to provide a fair and just environment for enterprises, including enterprises from Hong Kong. We oppose the abusive use of coercion or bullying tactics in international economic and trade relations. Third, any transaction must comply with legal and regulatory requirements. Hong Kong will handle it in accordance with the law and regulations. I have noted that the State Administration for Market Regulation of the PRC (People’s Republic of China) has noticed the deal, and will review it in accordance with the law to ensure fair market competition and protect public interest.

    Honorary Professor of the Polytechnic University Serikbay Bisekeyev held an open lecture for students of the Institute of Industrial Management, Economics and Trade.

    Mr. Bisekeyev is an international entrepreneur. He is the President of Arman Holding, a leading international company in telecommunications, energy and robotics. In addition, Serikbay Zholdybayevich is a co-founder of the Family Development Center in Kazakhstan, a co-founder of the Bolashak Engineer charity project aimed at creating an accessible and high-quality environment for additional education in the field of engineering competencies for schoolchildren in small towns and villages in Kazakhstan, and the author of the books Do It Yourself and Diary of Success. Serikbay Bisekeyev won the Entrepreneur of the Year nomination in Russia according to Ernst Honorary Professor of SPbPU.

    The South African government has underscored the urgent need to diversify the country’s agricultural exports in the wake of the US decision to increase tariffs on its trading partners.

    The progress of South Africa’s agricultural sector has relied partly on exports, which now account for roughly half of the production in value terms. South Africa’s agricultural exports reached a new record of US$13.7 billion in 2024, up 3% from the previous year, according to data from Trade Map. South Africa also imports various agricultural products. In 2024, South Africa’s agricultural imports amounted to US$7.6 billion.

    The US accounts for 4% of South Africa’s agricultural exports. The biggest agricultural exports to the US are citrus, wine, grapes and nuts. These typically entered the US market duty free, and now fall under the tariff level of between 10% and 31% which Washington has levied on South Africa.

    The ministers of International Relations and Cooperation and of Trade, Industry and Competition said in a statement after Washington’s move:

    Efforts will intensify to diversify export destinations, targeting markets across Africa, as well as in Asia, Europe, the Middle East, and the Americas. Moreover, where deemed appropriate, such efforts will also involve bilateral arrangements that allow for the pursuance of our national interest.

    As a medium to longer term strategy this makes sense in the context of the trade friction with the US and the overall growth of South Africa’s agricultural sector. But export diversification will take time to achieve. New markets take time to open up because negotiations with countries, especially in agricultural products, are complex. For example, it took 16 years for South Africa to reopen Thailand for apple exports.

    Moreover, trade agreements typically take a minimum of five years to conclude.

    This means that, in the short term, the South African government will urgently be seeking to engage with Washington to maintain critical access to the US market. In their joint statement, the two departments managing the fallout said they would be seeking “additional exemptions and favourable quota agreements”.

    So what does the long-term strategy look like? And what are the building blocks that need to be put in place to secure diversified destinations for South Africa’s agricultural products in the future?

    As an agricultural economist who has looked at these issues for some time, I would recommend these three areas of focus.

    Firstly, South Africa trade authorities should put resources into understanding the opportunities in dynamic markets in the Gulf and Asia. Saudi Arabia, the United Arab Emirates and Qatar are some of the key markets in the Gulf. In Asia, China, India and Vietnam should remain priorities.

    Secondly, the agricultural sector and government need to develop better ways of working together. This will help ensure business relationships are cultivated in the countries that the government is engaging, and that there’s alignment between the commercial and political interests of the country.

    Thirdly, South Africa’s agricultural sector – government and organised agriculture – must get its house in order. For example, promoting livestock products won’t work unless the necessary disease controls are in place.

    Opportunities

    The African continent accounts for the biggest share of South African exports at 38%. The EU accounted for a 19% share in 2023. Asia and the Middle East accounted for a quarter of South Africa’s agricultural exports in the same year.

    Asia and the Far East, in particular China, have already been identified as key growth areas. Even though Asia and the Middle East are strong destination points, huge pockets of opportunity remain in terms of products and countries.

    The Brics grouping remains crucial in this endeavour. Here, the South African government must have a sharper focus on lowering import tariffs and phytosanitary barriers in countries such as China, India and Saudi Arabia.

    China is the biggest opportunity, largely because of its population and economic size. China, the world’s second largest economy after the US, must feed 1.4 billion people. To do this, China is a huge importer, resulting in an agricultural trade deficit with the rest of the world of about US$117 billion. This suggests there’s a gap for countries with good agricultural offerings.

    Vietnam and India also have sizeable populations. Importantly, South Africa remains a small participant in their agricultural markets.

    The sectors worth targeting include horticulture and wine producers. Expanding exports in these sectors has been a long-running talking point. Now there’s a need for renewed energy and urgency from the government officials’ side.

    The livestock industry is also geared to promote its exports.

    In the short term

    Agricultural stakeholders can play a constructive role in supporting the government’s efforts to engage the US. Stakeholders can assess the impact of the increased US tariff on their exports, mainly citrus, grapes, wine, and nuts, among other products, as well as the impact on jobs in their regions.

    There is also scope to provide more flexibility for American products in the South African market to ease current trade tensions. For example, South Africa currently allows US exporters to sell over 70,000 tonnes of poultry products into the country without any tariff. However, US poultry producers have only used less than 60% of this quota. One reason for this is the low-quality products that have not met the South African specifications. Hence the need to seek negotiating points.

    Next steps

    Trade is about trade-offs and backing the correct winners.

    Both organised agriculture – commodity associations – and business must work together to define new priorities for the country and how these can be pursued internationally.

    Negotiating free trade agreements should be the mainstay of trade policy. South Africa has excelled in opening up new markets in the past 20 years, by concluding several free trade agreements with critical regional and international markets. These include deals with the Southern African Development Community countries as well as the region’s agreement with the European Union and the African Continental Free Trade Area.

    It needs to expand this list.

    But free trade agreements require hard choices over which industries a country is prepared to place on the table for possible trade-offs while building long-term competitiveness in sectors that can be major drivers for growth.

    Government must engage the various agricultural sectors about their key priorities and what trade-offs they’re prepared to consider.

    On the afternoon of March 28, President Lai Ching-te met with British Office Taipei Representative Ruth Bradley-Jones. In remarks, President Lai welcomed Representative Bradley-Jones as she takes up her post in Taiwan, and thanked the United Kingdom government and parliament for demonstrating staunch support for Taiwan. The president indicated that Taiwan and the UK enjoy close economic and trade ties, and our industries complement each other well, with great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. He stated that he looks forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience, jointly advancing the prosperous development of the Indo-Pacific region and economic security around the world. I would like to convey my deepest gratitude to the UK government and parliament.  Currently, the UK is Taiwan’s fourth largest trading partner in Europe and second largest source of investment from Europe. We enjoy close economic and trade ties, and our industries complement each other well. There is also great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. We look forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience. She went on to say that she came to Taiwan last August to study Mandarin, and began her post as British Office Taipei representative in February this year, noting that every day she learns more about and gains a deeper understanding of Taiwan. Last year, she said, she visited Tainan and Wanli, and found Tainan’s wetlands and the scenery in Wanli very impressive. She added that she has also tried many different Taiwanese foods, and is looking forward to experiencing even more of Taiwan’s local culture and customs over the next four years. Continuing her remarks in English, Representative Bradley-Jones stated that since taking up her post, she has borne witness to the strength of the relationship between Taiwan and the UK and the potential for it to continue to grow. She said that on trade and investment, there is significant complementarity between Taiwan’s Five Trusted Industry Sectors and the UK’s Industrial Strategy, particularly in areas such as digital technologies, advanced manufacturing, and clean energy. Both governments are also together supporting Taiwan and UK businesses through our Enhanced Trade Partnership and annual trade talks, she said. Representative Bradley-Jones went on to say that on science and technology, Taiwan and the UK can and should do more together. Representative Bradley-Jones stated that on people-to-people links, parliamentarians, civil society, and academics are continuing to deepen contact, and that she is particularly excited by a new smart parliament partnership agreed upon by the Taiwan Foundation for Democracy and the UK’s Westminster Foundation for Democracy, which aims to facilitate cross-party, cross-society, and cross-border exchanges on issues such as democratic governance, AI, inclusive policy-making, and public safety. The representative indicated that the examples she mentioned just scratch the surface of the full potential of the Taiwan-UK relationship. She said that the UK’s longstanding policy remains unchanged, and fundamentally, that is because we share a common set of values and interests.     President Lai meets Alaska Governor Mike Dunleavy
    On the morning of March 21, President Lai Ching-te met with a delegation led by Alaska Governor Mike Dunleavy. In remarks, President Lai said that Alaska has long been an important trading partner of Taiwan, and that we have built a solid foundation for cooperation in such fields as energy, fisheries, and tourism. The president expressed hope that Taiwan and Alaska will have more frequent engagement and exchanges so that our relations can continue to grow to create prosperous development for both sides. A translation of President Lai’s remarks follows: On behalf of the people of Taiwan, I extend my sincerest welcome to our guests. This is Governor Dunleavy’s first visit to Taiwan, and last night, we both attended the Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan. I am delighted to have this opportunity to meet with Governor Dunleavy today at the Presidential Office for further dialogue. Alaska has long been an important trading partner of Taiwan. Our sister-state relationship was established in 1988, and we have built a solid foundation for cooperation in such fields as energy, fisheries, and tourism. Currently, Taiwan is Alaska’s eighth largest export market and ninth largest source of imports. This goes to show just how close our trade and economic ties are and how much potential there is for further growth. As I said in my remarks at last night’s Hsieh Nien Fan banquet, Taiwan is interested in buying Alaskan natural gas. I am sure that Governor Dunleavy’s visit will help us explore even more opportunities for cooperation and continue to deepen Taiwan-United States relations. In the face of such challenges as expanding authoritarianism, climate change, and pandemics, we look forward to strengthening collaboration between Taiwan and the US. By drawing on our strengths, we can jointly build non-red supply chains to bolster our economic resilience and drive the advancement of global technology. I want to thank the US government for reiterating the importance it attaches to peace and stability across the Taiwan Strait and its opposition to any attempt to change the status quo by force or coercion. Governor Dunleavy said that as the pandemic was raging, the world went from “before COVID” to “after COVID.” Before COVID, he said, the world relied on a number of systems that were in place for decades after World War II involving supply chains, alliances, sources of energy, trading partners, and friends. He went on to say that as we go beyond COVID, we are reestablishing and reevaluating who our friends are, where we are going to get our energy, and who our trading partners are going to be. The governor said that we are creating a new world for the next 50 years with the new administration in Washington, and this is an opportunity for us to reevaluate and reinvest with our friends for the next 50 years in each other, our futures, and our security. Governor Dunleavy stated that one thing is for certain: that Taiwan is a friend of the US and a friend of Alaska, and has been for many, many decades. He said that it is their hope in this trip and subsequent trips to establish an even tighter bond among their friends in Taiwan, the US, and Alaska.     President Lai attends AmCham Taiwan 2025 Hsieh Nien Fan
    On the evening of March 20, President Lai Ching-te attended the annual Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan (AmCham Taiwan). In remarks, President Lai pointed out that the United States is now a major source of investment in Taiwan, adding that last year US investment accounted for 11.5 percent of total foreign investment in Taiwan. The president also pointed out that the US has become Taiwan’s largest investment destination, as Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of its total outbound investment last year. President Lai expressed hope that AmCham will continue to offer support in quickly resolving the issue of double taxation, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. He also emphasized that one essential element for our economic prosperity is maintaining security and stability, both regionally and globally. The president expressed his belief that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity. A transcript of President Lai’s remarks follows: I’m delighted to be here tonight. I want to wish everyone and their families a happy, healthy, and prosperous year ahead. For many years now, AmCham has acted as a bridge between Taiwan and the US. It not only advocates for Taiwan to various sectors in the US, but also offers advice for the development of Taiwan’s industries. So tonight, I would like to express my deepest gratitude to all our friends from the American business community. The 2025 Business Climate Survey, published by AmCham this January, demonstrates the confidence foreign businesses have in the Taiwan market. We are happy to see that over 80 percent of survey respondents reported stable or increased revenue last year, and around 80 percent expressed confidence in Taiwan’s economic prospects for the coming year. Moreover, 90 percent of businesses surveyed are planning to maintain or expand their investments in Taiwan. The positive developments in Taiwan made by our American friends here tonight, their outlook for the future, and their confidence in Taiwan, are further proof of Taiwan’s ideal environment for investment. The US is now a major source of investment in Taiwan. Last year, US investment accounted for 11.5 percent of total foreign investment in Taiwan. In 2023, Entegris opened a new manufacturing facility in Kaohsiung and Micron launched a new facility in Taichung. Last year, Google further solidified Taiwan as its biggest R&D hub outside of the US by opening a new office here. AMD, Nvidia, and major cloud computing companies from the US have also been choosing Taiwan to expand their presence. Over the past several years, the US has also become Taiwan’s largest investment destination. Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of our total outbound investment last year. Four years ago, TSMC’s [Taiwan Semiconductor Manufacturing Company] investment in facilities in Arizona became the biggest FDI [foreign direct investment] in a greenfield project in US history. And this month, TSMC announced it would expand that investment, breaking another record and highlighting the enduring prosperity shared by Taiwan and the US. In addition to TSMC, Taiwan’s GlobalWafers has built a 12-inch silicon wafer factory in Texas, the biggest in the US. This will be followed by many other industries. These companies are confidently expanding their global presence across the Pacific and eastward into the Americas. The US is moving to reindustrialize its manufacturing industry and consolidate high-tech leadership, as it moves to become a global AI hub. In these efforts, Taiwan is an indispensable partner for the US. While the US is a leader in chip design, Taiwan’s semiconductor manufacturing plays an irreplaceable part in the supply chain. Adapting to the changing geopolitical landscape and the coming era of smart technology, Taiwan will continue to promote its Five Trusted Industry Sectors of semiconductors, AI, military, next-gen communications, and security and surveillance. This will drive the next stage in our economic development. A great time to invest in Taiwan is now. We will continue to better connect relevant government agencies and align with international standards to foster a friendlier investment environment. And I am confident that Taiwanese and American companies can leverage their respective high-tech expertise and invest in each other, boosting growth in industrial innovation and development for both our economies. At the same time, we hope to continue deepening Taiwan-US trade relations. Last year, Taiwan was the seventh largest trading partner of the US, up one spot from the previous year, and bilateral trade grew by 24.2 percent. Taiwan is going to expand procurement from the US of industrial and agricultural products, as well as natural gas. I am very happy to welcome Governor [Mike] Dunleavy of Alaska, who has specially come all the way to Taiwan. Alaska is a source of high-quality natural gas, and its relatively short distance from Taiwan facilitates transportation. So we are very interested in buying Alaskan natural gas because it can meet our needs and ensure our energy security. We hope that AmCham will continue to offer support in quickly resolving the issue of double taxation and removing tax barriers to bilateral investment and trade, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. One essential element for our economic prosperity is maintaining security and stability, both regionally and globally. So we are grateful for the joint leaders’ statement issued by [US] President [Donald] Trump and Japan’s Prime Minister Ishiba Shigeru, in which they expressed their solid support for maintaining peace and stability across the Taiwan Strait. As we face growing authoritarianism, Taiwan will continue to uphold our values of freedom and democracy and will be a responsible actor in regional and global security. Currently, Taiwan’s defense budget stands at about 2.5 percent of GDP. Going forward, the government will prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. At the same time, we will continue to reform national defense, further enhancing Taiwan’s self-defense capabilities. And we will advance our cooperation with the US and other democracies in upholding regional stability and prosperity. We also welcome continued Taiwan-US cooperation in the defense sector. In remarks, President Lai thanked the guests for gathering here in Taiwan and discussing ways to enhance regional cooperation, demonstrating that our democratic allies and friends are standing together as we take on the challenges of a new world and a new era. He stated that Taiwan will continue to work with international partners to deepen cooperation, exchanges, and partnership in various domains and resist the expansion of authoritarianism. Together, the president emphasized, we can pursue regional peace and security and realize a new vision for a free and open, stable and prosperous Indo-Pacific. A translation of President Lai’s remarks follows: I would like to begin by thanking Anders Fogh Rasmussen, former prime minister of Denmark and chairman of the Alliance of Democracies Foundation, for inviting then-President Tsai Ing-wen to address the Copenhagen Democracy Summit via video over five consecutive years since 2020, and for inviting myself to give remarks via video last year. Chairman Rasmussen then delivered remarks, saying that it is a great pleasure to be back here in Taipei after meeting with President Lai in 2023. He then thanked President Lai for the Taiwanese hospitality on behalf of the Yushan Forum international visitors and participants, who represent four continents and very different political parties but who are united by one thing – the commitment to democracy. Chairman Rasmussen mentioned that over the past few days, they have met with members of the government, legislature, and civil society in Taiwan. He said that he is more convinced than ever that in a very uncertain world, Taiwan continues to stand as a beacon of democracy, from which people in Europe and in the rest of the world have a lot to learn. Over the past eight years, he has been proud to step up his engagement with Taiwan, he said, as he has always subscribed to the view that freedom must advance everywhere, or else it is in decline everywhere. Chairman Rasmussen noted that they have many interests in making sure Taiwan remains free and that we must always stand up for freedom when it is under assault by a dictator. This is why Ukraine’s fight is also everyone’s fight, he explained. He then praised Taiwan for all of the support it has given to Ukraine since Russia’s invasion and honored the two Taiwanese volunteer soldiers who gave their lives for freedom in Ukraine. Chairman Rasmussen remarked that Taiwan is a strong feature of the Copenhagen Democracy Summit that he convenes each year. His foundation, the Alliance of Democracies, has even been sanctioned by the Chinese government due to its support of Taiwan, he said, which is something he takes as a badge of honor. He added that this year’s Copenhagen Democracy Summit in May will be no different, as they plan to focus on the new world order, urgent measures to strengthen Europe’s military, and the situation in Ukraine. But as the United States pulls back from the transatlantic alliance and Europe focuses more on its own defense, he said, Europe should not retreat from the world. He added that to ensure European security, we need more Europe in the Indo-Pacific, and that is why he has been making the argument for more political and economic cooperation with Taiwan. Chairman Rasmussen praised President Lai’s recent decision to increase Taiwan’s national defense budget to more than 3 percent of GDP, adding that it is important that each nation does what it can for its own defense. The chairman once again thanked President Lai for meeting with them today and for the opportunity to visit Taiwan, a beacon of democracy and liberty in Asia.     President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs.   • MIL-OSI: Investment bank Teniz Capital ventures into fintech, stakes 49% in Tabys of Astana International Financial Centre

    Astana, Kazakhstan – Teniz Capital Brokerage Ltd, a subsidiary of Teniz Capital Investment Bank, has acquired a significant stake in fintech firm Tabys from the Astana International Exchange (AIX).

    Tabys is a digital financial services provider helping individuals access markets via exchange-trade notes and simplified entry processes for investments.

    The platform boasts more than 21,000 active clients, and is one of the most important fintech players in the Central Asian market.

    Yerlan Soltanov will be named CEO, overseeing the company’s existing team backed by the Teniz staff and the AIFC.

    Joint work will start immediately, with both entities fully integrated.

    Tabys will remain based at the AIFC, with client accounts held at the Astana International Exchange Central Securities Depository (AIX CSD).

    Yernar Zhanadil, Chairman of the AIFC Authority Management Board, will join the Board of Directors of Tabys Ltd.

    “Some weeks ago, I exposed the fact that Stormont departments were spending over £35,600 a week on hospitality.

    “Due to a more recent set of questions, I have established that since the restoration of the Executive £60,675.40  has been spent on photographers by government departments.

    “Importantly, this figure does not represent the entire spend as one Department particularly fond of photographs – that of the First and deputy First Minister – has failed to respond. The Executive Office was required by Assembly standing orders to respond a month ago. However, as so often happens with the Executive Office Ms O’Neill and Ms Pengelly have simply ignored their duty to respond to the question within the required time frame. This lack of response shows contempt for the people of North Antrim who I represent in the Assembly and it is a common occurrence when it comes to the Executive Office.

    “In terms of the departments which did reply it is noteworthy that while some of the figures spent by departments are relatively modest, there are other Ministers who appear to be very fond of photographers. Agriculture, for example, has spent just £5,211 with the majority of that (£2,903) going on “publicity material essential for the promotion and marketing of a variety of events including Careers Fairs and Open Days to encourage student enrolment and courses for the wider community and industries.”

    UK Trade Envoy to Bangladesh visits Dhaka to boost trade partnership

    UK Trade Envoy to Bangladesh, Rt. Hon. the Baroness Rosie Winterton of Doncaster DBE, is visiting Dhaka to strengthen and expand the long-standing economic and trade partnership between the UK and Bangladesh.

    The Green Party of England and Wales will today (Tuesday 8th April) launch their local elections campaign for what they predict will be a “record-breaking” year for them. The launch will take place in Warwickshire, one of the places where Greens are expecting to make gains leaving them with a record number of local councillors.  

    Green Party co-leader, Adrian Ramsay, is expected to say: 

    “We know that politics in this country isn’t providing people with what they need – that disillusionment is high and morale is low. But up and down the country Greens are making a difference. We are smashing through records getting more and more hard-working councillors elected.  

    “We are taking votes from the old tired parties to offer something different – the positive change so desperately needed.  

    “Meanwhile, Reform is trying to make gains on the back of a weak and lacklustre political old guard. It’s a party that uses the politics of fear to divide our communities. And whose policies are explicitly designed to only benefit a small number of the very richest people. Importantly for these local elections, Reform has no track record of delivering at any level of government.” 

    The Green Party has been breaking records in recent years and has increased their councillors nearly fivefold over the last five elections to over 800 in 170 councils. Greens lead 14 councils, including Bristol, Warwick and Mid Suffolk and, in total, are part of running over 40. In the general election in 2024, almost two million people voted Green, electing four new MPs to Parliament.

  • MIL-Evening Report: If Australia switched to EVs, we’d be more reliant on China’s car factories – but wean ourselves off foreign oil

    Australia has huge reserves of coal and gas – but very little oil. Before the 20th century, this didn’t matter – trains ran on local coal. But as cars and trucks have come to dominate, Australia has become more and more reliant on imported oil.

    Imports now account for around 80% of total refined fuel consumption, the highest level on record.

    If the flow of oil stopped due to war or economic instability, Australia would have about 54 days worth in storage before we ran out. That would be a huge problem.

    But as more drivers switch from petrol and diesel to electric cars, this equation will change. We can already see this in China, where a rapid uptake of electric vehicles has seen oil demand begin to fall.

    On one level, ending Australia’s dependence on foreign oil makes sense at a time of great geopolitical uncertainty. But on the other, going electric would lead to more reliance on China, now the world’s largest manufacturer of EVs.

    Reducing reliance on oil makes clear sense for climate and national security reasons. But going electric has to be done carefully, to ensure Australia isn’t reliant on just one country.

    Importing oil makes us vulnerable

    In recent years, almost all of Australia’s refineries have closed. The government spent billions keeping the Geelong and Brisbane refineries open, as well as other fuel security measures, such as boosting domestic fuel reserves and building more storage.

    The last two refineries rely on imported crude oil, as Australian oil from the North-West Shelf largely isn’t suitable for local refining.

    As a result, Australia is more reliant than ever on importing fuels from large refineries in Asia such as South Korea, Singapore and Malaysia. In 2023, around 45,000 megalitres of fuel were imported from these nations.

    Almost three-quarters (74%) of these liquid fuels are used in transport, across road, rail, shipping and air transport. But road transport is the big one – our cars, trucks and other road vehicles use more than half (54%) of all liquid fuels.

    This reliance presents clear energy security risks. If war, geopolitical tension, economic turmoil or price volatility slows or stops the flow of oil, Australia’s cities and towns would grind to a halt.

    In January, Australia had 30 days worth of petrol. Our stores of all types of oil are a bit higher, at 54 days worth. But that’s still well short of the 90 days the International Energy Agency (IEA) requires of member nations.

    Electricity made locally

    Shifting to electric vehicles promises cleaner air and far lower ongoing costs for drivers, as electricity is much cheaper than petrol or diesel and maintenance is far less.

    But there’s another factor – the energy source. Australia’s electricity is all produced and consumed inside its borders, using local resources (sun, wind, water, coal and gas).

    In this respect, electric vehicles offer much greater energy security. A war in the Middle East or a trade war over tariffs would not bring Australia to a halt. This is one reason why China has so aggressively gone electric – to end its soaring dependence on foreign oil.

    Mainstreaming EVs in Australia will mean accelerating production of renewable electricity further so we can power not just homes and industry but charge cars, trucks and buses, too.

    Doing this would boost our energy security, break our dependency on imported oil and drive down emissions.

    EV manufacturing is expanding rapidly with more models, lower purchase prices, improved battery charging times and increasing consumer adoption.

    Globally, over 17 million EVs (battery and plug-in hybrids) were sold in 2024, including 91,000 battery and 23,000 plug-in hybrids in Australia.

    IEA data shows electric vehicles are already reducing oil demand globally, as are electric bikes and mopeds.

    Ending our dependence on oil will be slow. Australia Institute research estimates 8% of imported fuels could be replaced by local electricity once EVs make up 25% of the passenger car fleet. At 100% EVs, we would reduce oil demand by 33%.

    The other two-thirds of demand is largely from trucks, planes and ships. Electric trucks are coming, but the sector isn’t as mature as electric cars. It’s a similar story for planes and cargo ships.

    All electricity in Australia is produced locally. For transport, that’s a boon to energy security.

    Energy security and EVs

    Australia doesn’t manufacture EVs at scale. As a result, we import EVs from the top manufacturing nations. China is far and away the leader, building 80% of Australia’s new EVs.

    Australia is a major producer of critical minerals essential to the manufacture of EVs, as well as other green technologies such as lithium, cobalt and nickel. But China dominates much of the global supply chain for refining these minerals and manufacturing batteries.

    There’s a risk in relying largely on one country for EVs, especially given the present geopolitical instability.

    Balancing security and sustainability

    EVs unquestionably offer large benefits for Australia’s energy security by steadily reducing our reliance on imports from volatile global oil markets.

    But this has to be balanced with other security concerns, such as a heightened reliance on China, as well as the privacy and security risks linked to data collection from digitally connected EVs.

    A balanced approach would see authorities emphasise energy independence through renewables and strong support for vehicle electrification through legislative and regulatory frameworks.

    Under this approach, policymakers would work to diversify supply chains, strengthen cybersecurity and encourage local manufacturing of EV components.

    This approach would reduce new security risks while unlocking the environmental and economic benefits of widespread EV adoption.

  • MIL-Evening Report: Here’s a simple, science-backed way to sharpen your thinking and improve your memory

    Many of us turn to Sudoku, Wordle or brain-training apps to sharpen our minds. But research is increasingly showing one of the best ways to boost memory, focus and brain health is exercise.

    Our new research reviewed data from more than 250,000 participants across 2,700 studies. We found exercise helps boost brain function – whether it’s walking, cycling, yoga, dancing, or even playing active video games such as Pokémon GO.

    Moving your body improves how we think, make decisions, remember things and stay focused – no matter your age.

    What the science says

    Our review adds to a growing body of research that shows regular physical activity improves three key areas of brain function:

    • cognition, which is your overall ability to think clearly, learn and make decisions

    • memory, especially short-term memory and the ability to remember personal experiences

    • executive function, which includes focus, planning, problem-solving and managing emotions.

    We conducted an umbrella review, which means we looked at the results of more than 130 high-quality research reviews that had already combined findings from many exercise studies. These studies usually involved people starting a new, structured exercise program, not just tracking the exercise they were already doing.

    To assess the effects on cognition, memory and executive function, the original studies used a range of brain function tests. These included things like remembering word lists, solving puzzles, or quickly switching between tasks – simple activities designed to reliably measure how well the brain is working.

    The improvements were small to moderate. On average, exercise led to a noticeable boost in cognition, with slightly smaller but still meaningful gains in memory and executive function.

    The benefits showed up across all age groups, though children and teens saw major gains in memory.

    People with attention-deficit hyperactivity disorder (ADHD) showed greater improvements in executive function after physical activity than other population groups.

    The brain started responding fairly quickly – many people experienced improvements after just 12 weeks of starting regular exercise.

    Generally, the greatest benefits were seen in those doing at least 30 minutes of exercise on most days of the week, aiming for a total of about 150 minutes per week.

    What’s happening in the brain?

    Activities such as walking or cycling can increase the size of the hippocampus, the part of the brain responsible for memory and learning.

    In one study, older adults who did aerobic exercise for a year grew their hippocampus by 2%, effectively reversing one to two years of age-related brain shrinkage.

    More intense workouts, such as running or high-intensity interval training, can further boost neuroplasticity – the brain’s ability to adapt and rewire itself. This helps you learn more quickly, think more clearly and stay mentally sharp with age.

    Another reason to get moving

    The world’s population is ageing. By 2030, one in six of people will be aged over 60. With that comes a rising risk of dementia, Alzheimer’s disease and cognitive decline.

    At the same time, many adults aren’t moving enough. One in three adults aren’t meeting the recommended levels of physical activity.

    Adults should aim for at least 150 of moderate exercise – such as brisk walking – each week, or at least 75 minutes of more vigorous activity, like running.

    It’s also important to incorporate muscle-strengthening exercises, such as lifting weights, into workouts at least twice a week.

    Everyday movement counts

    You don’t need to run marathons or lift heavy weights to benefit. Our study showed lower-intensity activities such as yoga, tai chi and “exergames” (active video games) can be just as effective – sometimes even more so.

    These activities engage both the brain and body. Tai chi, for instance, requires focus, coordination and memorising sequences.

    Exergames often include real-time decision-making and rapid response to cues. This trains attention and memory.

    Importantly, these forms of movement are inclusive. They can be done at home, outdoors, or with friends, making them a great option for people of all fitness levels or those with limited mobility.

    Although you may already be doing a lot through daily life – like walking instead of driving or carrying shopping bags home – it’s still important to find time for structured exercise, such as lifting weights at the gym or doing a regular yoga class, to get the full benefits for your brain and body.

    Real-life applications

    If you’re a grandparent, consider playing Wii Sports virtual tennis or bowling with your grandchild. If you’re a teenager with signs of ADHD, try a dance class, and see if it impacts your concentration in class.     Police are sending a strong message to criminal groups, shutting down an Auckland syndicate attempting to illegally manufacture 3D printed firearms.

    Five search warrants were executed across central and west Auckland yesterday, resulting in five arrests and a significant haul of firearms parts.

    Police even came across two 3D printers in operation at one address.

    On Monday, Auckland City’s Gang Disruption Unit executed search warrants in Mt Eden, Lynfield, Te Atatū South and Onehunga.

    “We have recovered a significant amount of illegally manufactured firearm parts and firearms under Operation Bismark,” Detective Senior Sergeant Scott Armstrong, of Auckland City CIB says. 

    “Police have put a stop to this syndicate’s operation and our enquiries into their exploits continues.”

    Four 3D printers have been recovered in the terminations.

    “Two of these printers were still in operation when our staff entered the addresses yesterday,” Detective Senior Sergeant Armstrong says.

    Amongst other items seized include dozens of firearms parts and two assembled firearms.

    Those include: 23 pistol lower receivers, 12 pistol slides, four rifle uppers and four rifle lowers.

    Detective Senior Sergeant Armstrong says there were also dozens of failed prints of parts found at these addresses.

    Ammunition was also seized.

    “This is a significant seizure and I have no doubt it has disrupted a source of lethal weaponry for criminal groups.

    “It is likely we have prevented a significant amount of harm from being inflicted on the community as a result.”

    Police continue to target the source of firearms getting into the hands of criminal groups.

    “This is work being carried out on multiple fronts, which includes our Firearms Investigation Teams and the work of the Firearms Safety Authority.

    “The prevalence of 3D printed firearms is still relatively low, but Police are continuing to stay ahead of the issue.”

    Four men, aged 35, 40, 41 and 54, and a 29-year-old woman have appeared in the Auckland District Court.

    Each have been jointly charged with participating in an organised criminal group and conspiring to manufacture firearms using illegal parts produced by a 3D printer.

    Other charges include a raft of methamphetamine and firearms offences.

    Operation Bismark continues, and further arrests or charges cannot be ruled out, Detective Senior Sergeant Armstrong says.

    The Government has announced the New Zealand Green Investment Finance (NZGIF) will stop making new investments and will wind down its existing portfolio, Climate Change Minister Simon Watts says.

    “Almost $400 million has been invested with very limited results and there are more than 20 other government funds operating with similar objectives to the NZGIF,” Mr Watts says.

    “Alongside this, the market for low emission investments has grown, there are more funding and financing products, and we have a more robust Emissions Trading Scheme, reducing the need for government involvement.

    “This Government is serious about climate change, that’s why we have committed to doubling renewable energy, investing in technology to lower emissions while boosting productivity, and cutting barriers to green investment.

    “We will prioritise actions that have the greatest impact on emissions and growth and will provide real value for money. In the current economic environment New Zealanders want assurance that taxpayer money is being well spent and delivering results. We believe NZGIF is no longer aligned to that vision.”

    The transition will be carried out in a structured and responsible manner, ensuring that all stakeholders are kept informed.

    Within 90 days NZGIF will develop a plan for Ministers outlining how changes at the company will be implemented.

  • MIL-OSI USA: Senator Collins Joins Bipartisan Group in Introducing Bill to Reassert Congressional Authority Over Tariffs

    Legislation requires President to explain reasoning and impacts of new tariffs to Congress within 48 hours. All new tariffs would expire after 60 days unless Congress explicitly approves them.

    Washington, D.C. – U.S. Senator Susan Collins joined a bipartisan group of 12 of her Senate colleagues in cosponsoring the Trade Review Act of 2025, a bill to reaffirm Congress’ constitutional role in setting and approving U.S. trade policy. The Trade Review Act of 2025, modeled after the War Powers Resolution of 1973, would reestablish limits on the President’s ability to impose tariffs without the approval of Congress.

    “The unilateral imposition of tariffs by the President without congressional oversight undermines Congress’ constitutional role and can have serious consequences for American workers and businesses,” said Senator Collins. “This bill ensures that Congress retains its responsibility in major tariff decisions that affect our economy, our trading relationships, and the prices families pay for everyday goods.”

    The bill restores Congress’ authority and responsibility over tariffs as outlined in Article I, Section 8, of the Constitution by placing the following limits on the President’s power to impose tariffs:

    • To enact a new tariff, the President must notify Congress of the imposition of (or increase in) the tariff within 48 hours;
    • The congressional notification must include an explanation of the President’s reasoning for imposing or raising the tariff, and provide analysis of potential impact on American businesses and consumers;
    • Within 60 days, Congress must pass a joint resolution of approval on the new tariff; otherwise all new tariffs on imports expire after that deadline;
    • Under the bill, Congress has the ability to end tariffs at any time by passing a resolution of disapproval; and
    • Anti-dumping and countervailing duties are excluded.

    In addition to Senator Collins, Senators Maria Cantwell (D-WA), Chuck Grassley (R-IA), Chris Coons (D-DE), Jerry Moran (R-KS), Amy Klobuchar (D-MN), Lisa Murkowski (R-AK), Mark Warner (D-VA), Mitch McConnell (R-KY), Michael Bennet (D-CO), Thom Tillis (R-NC), Peter Welch (D-VT), and Richard Blumenthal (D-CT) have also co-sponsored the bill.

    In response to the “desperate bid” by Federated Farmers to curtail Greenpeace, the environmental heavyweight has issued a correction to the agri-industry lobby group’s “scurrilous complaint” made to the Charities Commission yesterday.
    Greenpeace Aotearoa spokesperson Niamh O’Flynn says, “It’s just another attempt to shut down dissent by Federated Farmers. The Feds are a lobby group for New Zealand’s biggest polluters, and this crack at peaceful protest is part of a global trend that we must not stand for.
    Greenpeace has faced polluters trying to shut us down for decades. Just like the French bombed the Rainbow Warrior 40 years ago to try to stop our opposition to nuclear testing in the Pacific, and the oil industry is currently trying to eliminate Greenpeace in the US, this is another, albeit impotent, attempt to curtail legitimate peaceful protest.”
    Greenpeace says that the Federated Farmers list of Greenpeace protests is far from comprehensive and omits dozens of examples of direct action that have played a key role in bringing about positive change in Aotearoa and beyond.
    O’Flynn says, “Greenpeace has a long history of taking direct action to highlight environmental injustices and stop polluting industries like Fonterra from harming the environment. Federated Farmers have curated a list of some of our most impactful actions – but they’ve left quite a few out and we want to set the record straight.”
    “Since the 1970s, Greenpeace has campaigned in Aotearoa and the Pacific to ensure that the environment is protected from harm by industries like nuclear weapons, fossil fuels, intensive dairy and commercial fishing that cause significant harm to our collective home. That means that sometimes we will put our bodies on the line to stop corporations from harming the planet.”
    “Importantly, many of our actions to highlight environmental injustice have led to changes that we pride ourselves on as a nation. The nuclear free campaigns of the 1970s and 80s led to New Zealand declaring itself nuclear free, and to the end of nuclear testing in the Pacific. The GE-free campaign led to New Zealand imposing a moratorium on GE crops. The campaign to end oil and gas exploration led to a ban on new offshore oil and gas exploration in Aotearoa. The campaign to stop the Ruataniwha Dam protected the rivers of the Hawke’s Bay from pollution from intensive dairy expansion, and prevented conservation land from being flooded to build a dam.
    “New Zealanders care deeply about nature and history shows that Greenpeace protests have protected that.. Our actions sit alongside long-fought legal battles, petitions, and mass protests and marches in the streets of New Zealand’s biggest cities.
    “We wanted to take this opportunity to reflect on our long history of actions that have succeeded in protecting nature from industries that seek to destroy it.”
    An expanded (but not comprehensive), list of key Greenpeace Aotearoa actions dating back to the 1970s is below.
    1970s:
    • In 1972, the Nuclear Campaign started with the first protest flotilla mobilisation to oppose and disrupt the French Government’s atmospheric nuclear weapons testing programme at Moruroa Atoll in Te Ao Maohi/French Polynesia. This was led by the boat (SV) Greenpeace III, previously named the Vega.
    • In 1973, a second, larger flotilla sailed to the Moruroa Atoll including the Vega. Sailing into the nuclear testing zone prevented the French from being able to detonate bombs.
    1980s:
    • In July 1985, the Greenpeace boat Rainbow Warrior was bombed in the Auckland Harbour following direct actions in the Pacific to oppose nuclear testing – including the evacuation of the people of Rongelap.
    • In September 1985, Greenpeace sent MV Greenpeace to protest against the French Government’s nuclear testing programme at Moruroa Atoll alongside a flotilla of New Zealand protest boats including SV Vega, SV Alliance, SV Varangian, and SV Breeze.
    1990s:
    • In 1995 Greenpeace once again sailed the Rainbow Warrior II into nuclear testing zones in Moruroa and Tahiti to protest the resumption of French nuclear testing.
    • In 1995, Greenpeace protested against CHOGM in Auckland over the impending execution of Ogoni environmental activist Ken Saro-Wiwa by the military regime that ruled Nigeria.
    • In 1997, Greenpeace activists blocked the Stratford gas-fired power station’s generators being unloaded in the Port of Taranaki
    • In 1998, during the SV Rainbow Warrior II tour, Greenpeace ‘unplugged’ Fletcher Challenge Energy’s seismic testing cabling in Taranaki.
    • During the 1990s, Greenpeace championed the creation of a 50 million square kilometre Southern Ocean Whale Sanctuary around the Antarctic continent and launched a series of anti-whaling expeditions into the Southern Ocean to expose and confront the Japanese Government’s bogus ‘scientific’ whaling fleet operating there.
    2000s:
    • In December 2000, Greenpeace activists stopped the production of genetically engineered feed at a Tegel plant in Takanini.
    • In 2002, activists in Auckland scaled a waste incineration facility chimney, capped it, and locked on to highlight dioxin pollution.
    • In August 2003, Greenpeace activists boarded a coal ship in Tauranga in opposition to coal mining.
    • In 2004, the SV Rainbow Warrior II‘s crew used inflatable boats to disrupt the NZ bottom trawler, Ocean Reward, to stop it destroying deep-sea life while fishing in international waters in the Tasman Sea. They delayed the fishing vessel from deploying its trawl net by attaching an inflatable life-raft to it, running the gauntlet of being shot at with compressed air guns and sprayed with high pressure fire hoses by the Ocean Reward’s crew.
    • In May 2004, Greenpeace activists locked on to the Auckland McDonalds distribution centre gates over McDonalds’ use of GE feed.
    • In February 2005, Greenpeace activists occupied the roof of the Marsden B power station.
    • In July 2006, Greenpeace activists locked on to a Chinese bottom trawling ship in the Port of Nelson to prevent the destruction caused by the bottom trawling industry to the seafloor.
    • In October 2008, Greenpeace activists in Tokoroa locked on to logging equipment to stop conversion to pasture for intensive agriculture.
    • In October 2009, Greenpeace activists locked on to a palm kernel shipment in Taranaki to protest links to rainforest destruction and climate change.
    • In November 2009, Greenpeace activists shut down a pit of a New Vale lignite coal mine, used by Fonterra to help fuel operations at its nearby Edendale dairy factory.
    2010s
    • In May 2010, Greenpeace activists locked on to a Fonterra coal power plant in Clandeboye
    • In February 2011, Greenpeace activists locked on to a ship carrying palm kernel in New Plymouth to protest the links to rainforest destruction and climate change.
    • Also in 2011, a flotilla of boats from around the North Island, including the Te Whanau a Apanui fishing vessel San Pietro, began a landmark at-sea protest against offshore oil surveying by oil giant Petrobras that lasted 42 days.
    • In 2012, Greenpeace activists occupied the oil drilling ship The Noble Discoverer in Port Taranaki and camped on its tower for 77 hours, to protest the environmental destruction caused by oil drilling.
    • In 2013, as part of the Oil Free Seas Flotilla, Greenpeace activists broke the newly introduced Anadarko Amendment by sailing into the exclusion zone to confront oil giant Anadarko at sea.
    • In September 2016, Greenpeace ‘returned to sender’ the site office at the Ruataniwha Dam construction site. The activists removed the site office from its location near the Makaroro River, and returned it to the regional council who were promoting the dam’s construction. After a long campaign to prevent this dam from being built, the Council pulled its funding for the dam and the land exchange required to construct it was declared unlawful by the Supreme Court.
    • In 2016, Greenpeace and people from around the country blockaded Sky City which was hosting the annual oil industry conference.
    • In 2016 Greenpeace activists locked on board the NIWA taxpayer-funded climate and ocean research boat which had been chartered by petroleum giant Chevron to survey for oil in New Zealand waters
    • In August 2017, Greenpeace protestors spent 12 hours locked inside irrigation pipes in a bid to slow the construction of the Central Plains Water Scheme
    • In September 2017, Greenpeace activists staged a ‘lightning’ occupation of a dam construction site in Canterbury after facing legal threats from a big irrigation company.
    • The Amazon Warrior Sea Protest in 2017, where Greenpeace’s Executive Director Russel Norman and two others jumped into the ocean in front of the Amazon Warrior to prevent seismic drilling.
    • In July 2018, Greenpeace protestors occupied the site of a proposed dairy expansion in Mackenzie Country and refused to leave.
    • The occupation of oil drilling support vessel the Skandi Atlantic at the port of Timaru in 2019, to prevent it from supporting oil giant OMV to search for oil off the coast of Taranaki
    • In 2019, Greenpeace activists alongside youth climate movement School Strike 4 Climate occupied the headquarters of OMV in Taranaki for several days over the role of the fossil fuel industry in fuelling the climate crisis.
    2020s:
    • In 2020, Greenpeace activists climbed the Fertiliser Association building and unfurled a giant banner calling for an end to the use of synthetic nitrogen fertiliser. Subsequently, the government introduced a cap on the amount of synthetic nitrogen fertiliser used on farms.
    • In 2021, Greenpeace activists took action against fishing company Talleys in Nelson, painting a message on the side of the ship to protest bottom trawling.
    • In 2022, Greenpeace activists deployed a 1500 square metre banner at the Kapuni Fertiliser factory, labelling synthetic nitrogen fertiliser ‘cancer fertiliser’.
    • In 2023, Greenpeace activists dropped banners inside the Parliament gallery to protest inaction on climate change.
    • In 2024, Greenpeace activists scaled Fonterra’s Te Rapa dairy factory in Hamilton and dropped a giant banner reading ‘Fonterra’s methane cooks the climate’, to protest the superheating methane gas produced by Fonterra’s oversized dairy herd.
    • Also in 2024, Greenpeace shut down the offices of Straterra – a mining lobbying firm who are working to advance seabed mining off the coast of Taranaki despite widespread community opposition. Two Greenpeace activists scaled the building while three others locked themselves inside the offices.
    • In November 2024, Greenpeace activists interrupted the AGM of Manuka Resources – the parent company of seabed mining company Trans-Tasman Resources who are attempting to mine the seabed off the coast of Taranaki.
    • In April 2025, Greenpeace activists shut down operations at a palm kernel storage facility in Port Taranaki for several hours, preventing a ship from offloading thirty thousand tonnes of palm kernel connected to the destruction of Indonesian rainforests.

  • MIL-OSI China: US slapping of ‘reciprocal tariffs’ deprives countries, especially Global South, of right to development

    The unilateral imposition of “reciprocal tariffs” by the United States effectively deprives countries, particularly those in the Global South, of their right to development, and is certain to face widespread opposition from the international community, a Chinese foreign ministry spokesperson said on Monday.

    Recently, the United States has imposed tariffs on all its trading partners, affecting over 180 countries and regions worldwide, including some economies classified as the least developed countries by the United Nations. Analysts suggest that these high tariffs will deliver an unprecedented and severe impact on poor nations with simple economic structures and high dependency on exports.

    In response to a related query, spokesperson Lin Jian said at a daily news briefing that the United States, under the guise of “reciprocity,” acted in a manner that prioritizes its own interests at the expense of other nations’ legitimate benefits. This approach places “America First” above international rules, exemplifying unilateralism, protectionism, and economic bullying.

    Lin added that the Chinese government has issued its position on opposing U.S. abuse of tariffs, making clear its solemn attitude.

    Data analysis from the World Trade Organization indicates that, amid economic disparities and unequal power dynamics, U.S. tariff policies will exacerbate the wealth gap among nations, with less developed countries facing particularly severe repercussions. This trend poses a significant threat to the efforts intended to achieve the United Nations 2030 Agenda for Sustainable Development, Lin said.

    The United States’ imposition of differentiated tax rates violates the World Trade Organization’s principle of non-discrimination, severely undermining the normal international economic and trade order, as well as the security and stability of global industrial and supply chains, Lin said, adding that this action significantly damages the multilateral trading system, poses a severe threat to the global economic recovery process, and is bound to meet widespread opposition from the international community.

    Openness and cooperation are a historical trend, and mutual benefit and win-win outcomes are the aspirations of people. Development is a universal right of all countries, not the privilege of a few, said Lin.

    He emphasized that all countries should uphold the principle of extensive consultation, joint contribution and shared benefits, adhere to true multilateralism, jointly oppose all forms of unilateralism and protectionism, and uphold the international system with the United Nations at its core and the multilateral trading system with the World Trade Organization at its core.
