  • MIL-OSI Africa: Progress being made in the implementation of SA’s Green Hydrogen Strategy

    Trade, Industry and Competition Minister Parks Tau says meaningful and tangible progress is being made in the implementation of South Africa’s Green Hydrogen Commercialisation Strategy. 

    He was addressing delegates at the Green Hydrogen Summit on Thursday, held at the Century City Conference Centre in Cape Town. 

    Tau said several commercial-scale green hydrogen projects are currently in development across the country, each addressing different parts of the value chain that must be unlocked. 

    “Through the Industrial Development Corporation (IDC), we have also secured €23 million in grant funding from the German government via KfW Development Bank. 

    “These funds will be used to de-risk and fast-track key catalytic green hydrogen projects. Of the 24 projects identified as Strategic Integrated Projects (SIPs), several have already completed their pre-feasibility study phase. 

    “We have also established the Just Energy Transition Green Hydrogen Programme Management Office, hosted by the IDC, to coordinate the implementation of the green hydrogen chapter of the JET-IP Implementation Plan,” he told the delegates. 

    He said the scale of funding required to develop a green hydrogen ecosystem was immense, therefore collaboration was not just a recommendation, but a necessity.

    “We will explore a range of mechanisms, including project feasibility and development funding, tools to de-risk investments, support for green premiums during the early stages of cost curve reduction such as contracts for difference, investment in supporting infrastructure, and funding that facilitates ecosystem development, including policy support, capacity building, technology transfer, sustainability and inclusion,” he said. 

    Tau said the Green Hydrogen ecosystem will not help South Africa to avert further de-industrialisation, but assist in driving the reindustrialisation of the economy. – SAnews.gov.za

  • MIL-OSI Africa: United Nations Economic Commission for Africa (ECA) capacitates Zambia, Zimbabwe and Malawi in e-commerce tools and marketing strategies

    The Permanent Secretary, Zambia Ministry of Commerce Trade and Industry (MCTI), Mrs Lillian Bwalya said, the workshop takes place at a pivotal moment as Africa intensifies efforts to operationalise the African Continental Free Trade Area (AfCFTA), “I commend UNECA and the Government of Italy for this collaboration to organise this workshop that will provide public and private sector stakeholders with practical tools and methodologies to harness the full potential of e-commerce in driving export growth, enhancing market access, and building competitiveness in global and regional markets”.

    She was speaking at the workshop on E-Commerce Marketing and Business Development Strategies for the African Continental Free Trade Area (AfCFTA) and Global Markets convened by the United Nations Economic Commission for Africa (ECA), through its African Institute for Economic Development and Planning (IDEP) and its Sub-Regional Office for Southern Africa (SROSA) and funded by the Government of Italy.

    The overall objective of the workshop was to strengthen the skills of participants from Malawi, Zambia and Zimbabwe to leverage e-trade opportunities in the context of AfCFTA. Mr. Enrico de Agostini, Ambassador of Italy in Zambia reiterated the importance of capacity building of entrepreneurs in the region to ensure sustainable development.

    Ms. Beatrice Mutali, United Nations Resident Coordinator, speaking on behalf of the UN family in Zambia underscored the importance of partnerships between governments, international partners, private sector and the UN to address the gaps in digital trade such as infrastructure, connectivity to payment systems and regulatory frameworks.

    The Director of ECA Subregional office for Southern Africa, Ms. Eunice Kamwendo, in her opening remarks, emphasised the efforts of ECA in implementing innovative and practical initiatives in order to better support member states. An example of which is this e-commerce training that was intended to provide strategic and practical tools necessary to unlock opportunities in the e-commerce space under the AfCFTA and in global markets.

    She further noted that, the AfCFTA, with its promise of a US$3.4 trillion single market, presents ECA and its partners with a unique platform to reimagine value chains, promote innovation, and stimulate sustainable growth driven by the private sector.  “At ECA, we believe that digitalization when guided by inclusive policies and backed by the right skills can bridge development gaps, unlock new markets, and catalyze youth employment”.

    To complement the training ECA-SROSA experts presented on the AfCFTA and initiatives related to the implementation of the AfCFTA Agreement. Ms. Zodwa Mabuza, Chief Sub-Regional Initiatives outlined the protocol on digital trade indicating that it helps harmonize rules to boost Africa’s digital economy, cutting cross-border e-commerce costs, building trust, and supporting Small and Medium Enterprises. Ms. Bineswaree Bolaky, Economic Affairs Officer presented on the AfCFTA, its rationale and instruments, and on ECA’s work on AfCFTA, e-commerce and digital trade including outlining ECA’s support to member States on developing their National AfCFTA Strategies and Green Supplements to these strategies. Mr. Henry Lubinda, Programme Officer gave an overview of SRO-SA’s major areas of support to member States such as inclusive industrialization, green transitions, enhanced food systems and AfCFTA-led trade in Southern Africa.

    The training consisting of 6 sessions, was facilitated by Mr. Fabio Santoni ASeS-CeFor, the implementing partner of the project funded by Italy. Participants were trained through scenarios and business simulation techniques. 

    At the closing of the workshop, certificates were remitted to participants by Mr. Aime Mbatkam, coordinator of the project at ECA’s training arm, the African Institute for Economic Development and Planning.

    This collaborative initiative between ECA and the Government of Italy aimed at supporting Member states through a capacity building programme for the effective implementation of the AfCFTA Agreement. Under Phase 2, Cameroon, Democratic Republic of Congo, Gabon, Malawi, Mauritania, Zambia, and Zimbabwe benefitted from (i) an assessment of e-trade readiness  and (ii) a capacity needs assessment of stakeholders for AfCFTA implementation. These studies informed the design of the online training courses that were subseuqently delivered.

    President Lai hosts state banquet for President Bernardo Arévalo of Republic of Guatemala  
    At noon on June 5, President Lai Ching-te hosted a state banquet at the Presidential Office for President Bernardo Arévalo of the Republic of Guatemala and his wife. In his remarks, President Lai noted that Taiwan and Guatemala have both undergone an arduous democratization process, and therefore, in face of the continuous expansion of authoritarian influence, must join hands in brotherhood and come together in solidarity to safeguard our hard-earned freedom and democracy. President Lai also expressed hope that both countries will work together and continue to deepen various exchanges and cooperation, taking a friendship that has lasted over 90 years to new heights. A translation of President Lai’s remarks follows: Once again, I would like to offer a warm welcome to President Arévalo and First Lady Lucrecia Peinado, who are leading this delegation to Taiwan. President Arévalo’s previous visit to Taiwan was 31 years ago. Back then, Taiwan did not have direct presidential elections, and the nation was continuing to make progress toward democratization. Today, 31 years later, Taiwan has conducted direct presidential elections eight times, with three transfers of power between political parties. On this visit, I am sure that President Arévalo will gain a deep appreciation for Taiwan’s free and democratic atmosphere.  Taiwan and Guatemala have both undergone an arduous democratization process. A little over 200 years ago, the people of Guatemala took a stand against colonial oppression, seeking national dignity and the freedom of its people. Eighty-one years ago, President Arévalo’s father, Juan José Arévalo, became Guatemala’s first democratically elected president, establishing an important foundation for subsequent democratic development.  Our two peoples have democracy in their blood. Both know the value of freedom and democracy and are willing to take a stand for those values. Therefore, in face of the continuous expansion of authoritarian influence, our two countries must join hands in brotherhood to respond to threats and challenges, and come together in solidarity to safeguard our hard-earned freedom and democracy. The leaders also jointly witnessed the signing of a letter of intent for sports exchanges and a memorandum of understanding regarding the Presidents’ Scholarship Fund. President Lai then presided over a launch ceremony for a loan program to purchase aircraft. In remarks, President Lai thanked the government and the Nitijela (parliament) of the Marshall Islands for their longstanding support for Taiwan’s international participation and for voicing staunch support for Taiwan at numerous international venues. In just a few moments, President Heine and I will witness the signing of several documents, including a memorandum of understanding and a letter of intent, to expand bilateral cooperation in such fields as sports, education, and transportation. Taiwan will take concrete action to work with the Marshall Islands and advance mutual prosperity and development, writing a new chapter in our diplomatic partnership. I would also like to take this opportunity to express gratitude to the government and Nitijela of the Marshall Islands. In recent years, the Nitijela has passed annual resolutions backing Taiwan’s international participation, and President Heine and Marshallese cabinet members have been some of the strongest advocates for Taiwan’s international participation, voicing staunch support for Taiwan at numerous international venues. Building on the pillars of democracy, peace, and prosperity, Taiwan will continue to work with the Marshall Islands and other like-minded countries to deepen our partnerships, engage in mutual assistance for mutual benefits, and help one another achieve joint and prosperous development. I have every confidence that the combined efforts of our two nations will yield even greater well-being for our peoples and see us make even more contributions to the world. President Heine then delivered remarks, and began by conveying warm greetings of iokwe from the people and government of the Republic of the Marshall Islands to the people and government of the Republic of China (Taiwan). She said she was deeply honored to be in Taiwan for an official visit, and extended appreciation to President Lai and his government for their gracious invitation and warm welcome. President Heine stated that this year marks 27 years of diplomatic ties between our two nations, and that they are proud of this enduring friendship. This special and enduring relationship, she said, is grounded in our shared Austronesian heritage, and strengthened by mutual respect for each other’s democratic systems and our steadfast commitment to the core values of freedom, justice, and the rule of law. President Heine stated that Taiwan’s continued support has been invaluable to the people and national development of the Marshall Islands, particularly in the areas of health, education, agriculture, and climate change. She also expressed deep appreciation to Taiwan for providing Marshallese students with opportunities to study in Taiwan, and for the care extended to Marshallese who travel here for medical treatment. President Heine also announced that she would be presenting a copy of a resolution by the people and government of the Republic of the Marshall Islands reiterating their appreciation for the support provided by the people and government of the Republic of China (Taiwan), and calling on the United Nations to take immediate action to resolve the inappropriate exclusion of Taiwan’s 23 million people from the UN system. She added that she looked forward to the bilateral discussions later that day, and to continuing the important work that both countries carry out together. After the bilateral talks, President Lai and President Heine witnessed the signing of a letter of intent regarding sports exchanges and a memorandum of understanding regarding the Presidents’ Scholarship Fund by Minister of Foreign Affairs Lin Chia-lung (林佳龍) and Marshallese Minister of Foreign Affairs and Trade Kalani R. Kaneko. President Lai then presided over a launch ceremony for a loan program to purchase aircraft, marking the formal beginning of Taiwan-Marshall Islands air transport cooperation. The visiting delegation also included Council of Iroij Chairman Lanny Kabua, Minister of Finance David Paul, and Nitijela Standing Committee on Foreign Affairs and Trade Chair Joe Bejang.     President Lai Ching-te welcomed President Hilda C. Heine of the Republic of the Marshall Islands and her husband on the morning of June 3 with full military honors. In remarks, President Lai thanked President Heine and the people and government of the Marshall Islands for demonstrating such high regard for our nations’ diplomatic ties. The president said that over our 27 years of diplomatic relations, our cooperation in healthcare, agriculture, fisheries, education and training, and climate change has yielded many positive results. And moving ahead, he said, Taiwan will continue to deepen collaboration across all domains for mutual prosperity and growth. The welcome ceremony began at 10:30 a.m. in the plaza fronting the Presidential Office. President Lai and President Heine each delivered remarks after a 21-gun salute, the playing of the two countries’ national anthems, and a review of the military honor guard. A translation of President Lai’s remarks follows: On behalf of the people and government of the Republic of China (Taiwan), it is a great pleasure to welcome President Heine, First Gentleman Thomas Kijiner, Jr., and their delegation with full military honors as they make this state visit to Taiwan.     President Lai interviewed by Nippon Television and Yomiuri TV
    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

  • MIL-OSI Africa: Ambassador Anne Lafortune represents Seychelles at the Forum on China-Africa Coordination (FOCAC) Coordinators meeting in Changsha

    On Wednesday 11th June 2025, Ambassador Anne Lafortune, the Seychelles Resident Ambassador in Beijing, People’s Republic of China, attended the Ministerial Meeting of Coordinators on the Implementation of the Follow-up Actions of the Forum on China-Africa Coordination (FOCAC) Summit, the latter was held in Beijing in September 2024.

    The meeting took stock of the current achievements since the 2024 FOCAC Summit, and discussed ways to advance the implementation of the Beijing Declaration and its Action Plan (2025-2027), which outlined China-Africa cooperation for the three years.

    The platform, which will commemorate its 25th anniversary since its establishment in October 2000, remains an important mechanism of collaboration between China and African nations, focusing on a win-win partnership and mutual prosperity.

    In her statement, Ambassador Lafortune reaffirmed Seychelles’ commitment to the implementation of the principles and objectives of the FOCAC, which continue to unlock Africa’s full potential. She commended President Xi’s ten (10) partnership actions announced in September 2024, which responded to the evolving and distinct development needs of African countries.  She also stated that “Seychelles is proud to be part of this transformative endeavour”.

    She further emphasised that as a Small Island Developing State (SIDS), Seychelles values the support of the Government of China, which aligns closely with its national development strategy. Highlighting the excellent Sino-Seychelles relations, which have flourished over the years, creating pathways for sustainable growth and development, as the two countries near the significant milestone of 50 years of diplomatic ties next year.

    Ambassador Lafortune will also attend the special sessions of the Fourth China-Africa Economic and Trade Expo (CAETE), under the theme “China and Africa: Together Towards Modernisation”, supporting the economic and trade initiatives defined in the Ten Partnership Action. The Expo

  • MIL-Evening Report: Why did Israel defy Trump – and risk a major war – by striking Iran now? And what happens next?

    Alarmed by an intelligence assessment that Iran will be able to produce nuclear weapons within months if not weeks, Israel has launched a massive air campaign aiming to destroy the country’s nuclear program.

    Israel’s air strikes hit Iran’s main nuclear enrichment facility at Natanz, as well as its air defences and long-range missile facilities.

    Among the dead are Hossein Salami, the chief of Iran’s powerful Revolutionary Guards Corps; Mohammad Bagheri, the commander-in-chief of the military; and two prominent nuclear scientists.

    Iranian Supreme Leader Ayatollah Ali Khamenei has promised “severe punishment” in response. Iran could potentially target Israel’s own nuclear sites and US bases across the Persian Gulf. Israel claimed Iran launched 100 drones towards it just hours after the attack.

    The Middle East is yet again on the precipice of a potentially devastating war with serious regional and global implications.

    Stalled nuclear talks

    The Israeli operations come against the backdrop of a series of inconclusive nuclear talks between the United States and Iran. These negotiations began in mid-April at President Donald Trump’s request and aimed to reach a deal within months.

    Israeli Prime Minister Benjamin Netanyahu opposed the talks, pressing for military action instead as the best option to halt Iran’s nuclear program.

    The diplomatic efforts had stalled in recent weeks over Trump’s demand that Iran agree to a zero-uranium enrichment posture and destroy its stockpile of some 400 kilograms of enriched uranium at a 60% purity level. This could be rapidly enriched further to weapons-grade level.

    Tehran refused to oblige, calling it a “non-negotiable”.

    Netanyahu has long pledged to eliminate what he has called the Iranian “octopus” – the regime’s vast network of regional affiliates, including Hamas in Gaza, Hezbollah in Lebanon, the regime of former Syrian leader Bashar al-Assad, and the Houthi militants in Yemen.

    Following Hamas’ attack on Israel on October 7 2023, Israel’s military has considerably degraded these Iranian affiliates, one by one. Now, Netanyahu has now gone for beheading the octopus.

    Trump keeping his distance

    Netanyahu has in the past urged Washington to join him in a military operation against Iran. However, successive US leaders have not found it desirable to ignite or be involved in another Middle East war, especially after the debacle in Iraq and its failed Afghanistan intervention.

    Despite his strong commitment to Israel’s security and regional supremacy, Trump has been keen to follow this US posture, for two important reasons.

    He has not forgotten Netanyahu’s warm congratulations to Joe Biden when he defeated Trump in the 2020 US presidential election.

    Nor has Trump been keen to be too closely aligned with Netanyahu at the expense of his lucrative relations with oil-rich Arab states. He recently visited Saudi Arabia, Qatar and the United Arab Emirates on a trip to the Middle East, while bypassing Israel.

    Indeed, this week, Trump had warned Netanyahu not to do anything that could undermine the US nuclear talks with Iran. He has been keen to secure a deal to boost his self-declared reputation as a peace broker, despite not having done very well so far on this front.

    But as the nuclear talks seemed to be reaching a dead end, Netanyahu decided now was the moment to act.

    The Trump administration has distanced itself from the attack, saying it had no involvement. It remains to be seen whether the US will now get involved to defend Israel if and when Iran retaliates.

    What a wider war could mean

    Israel has shown it has the capacity to unleash overwhelming firepower, causing serious damage to Iran’s nuclear and military facilities and infrastructure. But the Iranian Islamic regime also has the capability to retaliate, with all the means at its disposal.

    Despite the fact the Iranian leadership faces serious domestic issues on political, social and economic fronts, it still has the ability to target Israeli and US assets in the region with advanced missiles and drones.

    It also has the capability to close the Strait of Hormuz, through which 20–25% of global oil and liquefied natural gas shipments flow. Importantly, Iran has strategic partnerships with both Russia and China, as well.

    Depending on the nature and scope of the Iranian response, the current conflict could easily develop into an uncontrollable regional war, with none of the parties emerging as victor. A major conflict could not only further destabilise what is already a volatile Middle East, but also upend the fragile global geopolitical and economic landscape.

    The Middle East cannot afford another war. Trump had good reasons to restrain Netanyahu’s government while the nuclear negotiations were taking place to see if he could hammer out a deal.

    Whether this deal can be salvaged amid the chaos is unclear. The next round of negotiations was due to be held on Sunday in Oman, but Iran said it would not attend and all talks were off until further notice.

    Iran and the US, under Barack Obama, had agreed a nuclear deal before – the Joint Comprehensive Plan of Action. Although Netanyahu branded it “the worst deal of the century”, it appeared to be holding until Trump, urged by Netanyahu, unilaterally withdrew from it in 2018.

    Now, Netanyahu has taken the military approach to thwart Iran’s nuclear program. And the region – and rest of the world – will have to wait and see if another war can be averted before it’s too late.

    CHANGSHA, June 13 (Xinhua) — The 4th China-Africa Economic and Trade Expo opened Thursday in Changsha, capital of central China’s Hunan Province, demonstrating China’s commitment to strengthening ties with Africa, the continent with the largest number of developing countries.

    The four-day event, with the main theme “China and Africa: Together for Modernization,” will bring together about 4,700 Chinese and African enterprises and attract more than 30,000 participants. According to the organizers, the value of pre-agreed cooperation projects exceeds US$11 billion.

    Chinese Foreign Minister Wang Yi attended the opening ceremony on Thursday and expressed confidence that the expo would create more opportunities for China-Africa cooperation and bring more results.

    “No matter how the international situation changes, China will always stand firmly with Africa, provide strong support for the continent’s modernization, and be a true friend and sincere brother in Africa’s development,” said Wang, who is also a member of the Politburo of the CPC Central Committee.

    Realizing modernization is the common aspiration of the more than 2.8 billion people in China and Africa and a key theme of the China-Africa community with a shared future, he said.

    Wang Yi assured that China will continue to exchange governance experience with African countries and strengthen the synergy of the two sides’ development strategies. He promised that China will continue its efforts to expand opening up to Africa.

    China will also deepen practical cooperation to promote Africa’s industrialization and digital transformation, Wang added.

    The opening ceremony of the EXPO was also attended by Ugandan Prime Minister Robin Nabbanja, Liberian Vice President Jeremiah Kuhn and Kenyan Foreign Minister Musalia Mudavadi.

    In her speech, R. Nabbanja said that in the face of global challenges such as climate change, supply chain disruptions and rising protectionism, true modernization must be built on partnerships characterized by mutual respect, win-win cooperation and inclusive development.

    She called for far-sighted, sustainable and inclusive China-Africa cooperation, especially in trade and investment.

    M. Mudavadi also spoke at the opening ceremony of the event, saying that Kenya welcomes increased Chinese investment in infrastructure, especially in energy, transport and industrial parks, and supports strengthening cooperation between the two sides in the areas of technology transfer, innovation, etc.

    The current Expo features specialized zones dedicated to smart mining technologies, clean energy, modern agricultural machinery and construction equipment. For the first time, the Expo will feature specialized expositions dedicated to famous Chinese-African cooperation brands, high-quality African products, Chinese-African tourism and Chinese-African cooperation in traditional Chinese medicine.

    The Expo will feature 30 economic and trade events covering China-Africa cooperation in various fields. Two key documents on China-Africa economic ties will also be released during the event.

    Alarmed by an intelligence assessment that Iran will be able to produce nuclear weapons within months if not weeks, Israel has launched a massive air campaign aiming to destroy the country’s nuclear program.

    Israel’s air strikes hit Iran’s main nuclear enrichment facility at Natanz, as well as its air defences and long-range missile facilities.

    Among the dead are Hossein Salami, the chief of Iran’s powerful Revolutionary Guards Corps; Mohammad Bagheri, the commander-in-chief of the military; and two prominent nuclear scientists.

    Iranian Supreme Leader Ayatollah Ali Khamenei has promised “severe punishment” in response. Iran could potentially target Israel’s own nuclear sites and US bases across the Persian Gulf. Israel claimed Iran launched 100 drones towards it just hours after the attack.

    The Middle East is yet again on the precipice of a potentially devastating war with serious regional and global implications.

    Stalled nuclear talks

    The Israeli operations come against the backdrop of a series of inconclusive nuclear talks between the United States and Iran. These negotiations began in mid-April at President Donald Trump’s request and aimed to reach a deal within months.

    Israeli Prime Minister Benjamin Netanyahu opposed the talks, pressing for military action instead as the best option to halt Iran’s nuclear program.

    The diplomatic efforts had stalled in recent weeks over Trump’s demand that Iran agree to a zero-uranium enrichment posture and destroy its stockpile of some 400 kilograms of enriched uranium at a 60% purity level. This could be rapidly enriched further to weapons-grade level.

    Tehran refused to oblige, calling it a “non-negotiable”.

    Netanyahu has long pledged to eliminate what he has called the Iranian “octopus” – the regime’s vast network of regional affiliates, including Hamas in Gaza, Hezbollah in Lebanon, the regime of former Syrian leader Bashar al-Assad, and the Houthi militants in Yemen.

    Following Hamas’ attack on Israel on October 7 2023, Israel’s military has considerably degraded these Iranian affiliates, one by one. Now, Netanyahu has now gone for beheading the octopus.

    Trump keeping his distance

    Netanyahu has in the past urged Washington to join him in a military operation against Iran. However, successive US leaders have not found it desirable to ignite or be involved in another Middle East war, especially after the debacle in Iraq and its failed Afghanistan intervention.

    Despite his strong commitment to Israel’s security and regional supremacy, Trump has been keen to follow this US posture, for two important reasons.

    He has not forgotten Netanyahu’s warm congratulations to Joe Biden when he defeated Trump in the 2020 US presidential election.

    Nor has Trump been keen to be too closely aligned with Netanyahu at the expense of his lucrative relations with oil-rich Arab states. He recently visited Saudi Arabia, Qatar and the United Arab Emirates on a trip to the Middle East, while bypassing Israel.

    Indeed, this week, Trump had warned Netanyahu not to do anything that could undermine the US nuclear talks with Iran. He has been keen to secure a deal to boost his self-declared reputation as a peace broker, despite not having done very well so far on this front.

    But as the nuclear talks seemed to be reaching a dead end, Netanyahu decided now was the moment to act.

    The Trump administration has distanced itself from the attack, saying it had no involvement. It remains to be seen whether the US will now get involved to defend Israel if and when Iran retaliates.

  • MIL-OSI Africa: Training Ethiopia’s next wave of freelancers to earn, grow and go global

    A digital training initiative is helping young Ethiopians turn freelancing into a viable career, opening up new opportunities for income, independence and access to global work.

    Ethiopia is emerging as a strong contender in the global freelance economy. With more than 200,000 science graduates each year, expanding internet access, and some of the most competitive labour costs in Africa, the country has the conditions to scale remote work. Supported by digital payment reforms and a national taskforce focused on freelancing, the country is working to turn its digital talent into a driver of economic growth.

    Until recently, however, few young people had access to structured support or training to help them enter the freelance market. That’s starting to change. A recent Digital Freelancing Training Programme trained 353 participants – 186 women and 167 men – in how to build sustainable careers as freelancers and access the global gig economy. The training covered everything from financial planning and personal branding to project management and securing online clients. The training was supported by the Netherlands Trust Fund V (NTF V) Ethiopia Tech project at the International Trade Centre (ITC).

    From employment to independence

    Nardos Seifu, a design and research strategist based in Addis Ababa, joined the programme after seeing a post on social media. Her work focuses on human-centred design, innovation, and facilitating learning experiences. She had long been interested in consulting but didn’t know how to position herself as a freelancer.

    ‘I had the skills, but I didn’t know how to offer them as a service,’ she said. ‘The training explained how freelancing works, including how to price your time, promote yourself, and manage your work professionally.’

    Since completing the course, she has formalized a tutoring side job and is applying for remote design consulting roles. She credits the financial planning sessions for helping her organise her income and time and is using platforms like LinkedIn and Facebook to grow her visibility.

    ‘I’ve always wanted to open a design studio that trains young people in design thinking. Now I feel like that’s possible.’

    Adapting to local realities

    The training was delivered online through weekly webinars, practical guides and interactive sessions. Internet access was a challenge for some participants, particularly outside Addis Ababa, so the team used multiple channels, including Telegram, SMS and email, to keep learners engaged.

    A key resource was the Become a Freelancer Checklist, a step-by-step guide to setting goals, building online profiles, and managing client work. Enquanhone also authored a companion eBook, Become an Online Freelancer, which covers everything from branding and pricing to productivity and digital tools.

    Turning lessons into action

    Participants were encouraged to apply what they learnt immediately. For Seifu, that meant tracking tutoring hours, setting a consistent hourly rate, and using scheduling tools to stay on top of her workload.

    ‘We were taught to treat freelancing like a business,’ she said. ‘That means knowing your value, being organised, and communicating clearly.’

    The programme also introduced tools for building an online presence. Nardos, previously hesitant about platforms like TikTok, is now using it to share insights and reach new audiences. ‘There are a lot of tools out there. The programme helped me figure out which ones matter and how to use them.’

    Following the training, many participants began applying their new skills immediately. A total of 148 entrepreneurs – including 63 women and 137 young people – have enhanced their ability to work as freelancers as a result of gaining practical tools to manage clients, projects and income streams. Of those trained, 87 participants (35 women and 81 youth) secured new jobs, demonstrating the programme’s early success in improving employability and access to income-generating opportunities.

    Growing a freelance community

    Participants came from diverse sectors – including marketing, development, and tech – and peer learning was a core part of the experience.

    ‘We were learning from each other,’ said Seifu. ‘We talked about our goals and shared what was working.’

    Still, Ethiopia’s freelance ecosystem is young. Seifu noted the lack of local networks or co-working spaces for freelancers. A Telegram group created through the programme helps alumni stay in touch and share opportunities, but participants see the need for more structured, long-term support.

    A model for future growth

    The early results are promising. Graduates are putting their new skills into practice and exploring new income streams. But to sustain progress, Ethiopia will need to invest in ongoing mentorship, stronger digital infrastructure and formal recognition of the freelance sector.

    ‘This training was a starting point,’ said Enquanhone. ‘Now we need to expand access, build networks and make freelancing a respected path to employment.’

    With the right support, Ethiopia’s freelancers could help shape the country’s digital economy and become a model for others across the continent.

Furthermore, the Company has received subscription applications to subscribe for 4,704,934 units without unit rights, corresponding to approximately 33.9 percent of the Rights Issue. Thus, 15,054,830 units were subscribed for with and without unit rights, corresponding to approximately 108.5 percent of the Rights Issue. The Rights Issue is thus oversubscribed, and no underwriting commitments will be utilised.

    Each unit in the Rights Issue consists of twelve (12) B-shares and three (3) warrants of series TO9 B. In total, 13,880,714 units will thus be allocated, corresponding to 166,568,568 newly issued B-shares and 41,642,142 warrants of series TO9 B.

    Through the Rights Issue, the Company will receive approximately SEK 15 million before issue costs. Upon full utilisation of all warrants of series TO9 B within the framework of the offered units, the Company may receive an additional maximum of approximately SEK 15.1 million.

The dilution effect, after registration of the Second Directed Issue, amounts to 10.2 percent in the Rights Issue.

    In the event that all attached warrants of series TO9 B are fully exercised for subscription of new B-shares in the Company, the number of shares in the Company will increase by an additional 83,729,677 B-shares, from 1,638,087,750 shares (1,084,463 A-shares and 1,637,003,287 B-shares) to 1,721,817,427 shares, and the share capital will increase by an additional SEK 837,296.770, from SEK 16,380,877.500 to SEK 17,218,174.270. The dilution effect, if all warrants of series TO9 B are exercised, amounts to 4.9 percent.

    Warrants of series TO9 B
    Each warrant of series TO9 B entitles the holder to subscribe for one (1) new B-share in the Company. One (1) warrant of series TO9 B entitles the holder to subscribe for one (1) B-share in the Company at a subscription price of SEK 0.18 (corresponding to 200 percent of the subscription price per B-share in the Directed Issues and the Rights Issue). Application for subscription of B-shares with the support of warrants of series TO9 B will take place during the period from December 1, 2025, up to and including December 15, 2025. The warrants are intended to be admitted to trading on Nasdaq First North Premier Growth Market.

    Paid subscribed units (“BTU”)
    Trading in BTU (paid subscribed units) will take place on Nasdaq First North Premier Growth Market until June 30, 2025, or until the conversion of BTUs into B shares and warrants of series TO9 B, which will take place after the Rights Issue has been registered with the Swedish Companies Registration Office. Registration with the Swedish Companies Registration Office is expected to take place during week 26, 2025.

    Compensation to underwriters
    In connection with the Rights Issue, two (2) external investors have provided underwriting commitments corresponding to 99.8 per cent of the Rights Issue. For underwriting commitments made, underwriting compensation of 12 percent of the underwritten amount is paid in the form of newly issued units. In total, a maximum of 1,661,774 new units may be issued as underwriting compensation to the underwriters.

  • MIL-OSI Asia-Pac: Maritime advisory body formed

    The Government announced today that the Chief Executive has appointed a chairman and members to the Hong Kong Maritime & Port Development Board (HKMPDB) for a term of three years, effective from July 1.

    Moses Cheng has been named chairman, while the board’s other members are Angad Banga, Sabrina Chao, Bjorn Hojgaard, Wellington Koo, Timothy Lee, Edward Liu, Billy Mak, Alan Tung and Frankie Yick.

    The board also includes a number of ex-officio members, namely the Secretary for Transport & Logistics or an assigned representative, the Commissioner for Maritime & Port Development, the Director of Marine, the Director-General of Investment Promotion, and the Executive Director of the Hong Kong Trade Development Council.

    The Chief Executive announced in the 2024 Policy Address that the existing Hong Kong Maritime & Port Board would be reconstituted as the HKMPDB. Chaired by a non-official member and with other members largely coming from the maritime sector, this high-level advisory body is expected to assist the Government in formulating policies and long-term development strategies.

    The HKMPDB will be supported by dedicated staff and provided with additional funding to enhance its research capabilities, strengthen its Mainland and overseas promotional work, and step up manpower training, with a view to supporting the Government in policy implementation and promoting the sustainable development of Hong Kong’s maritime industry.

    Secretary for Transport & Logistics Mable Chan stressed that consolidating and enhancing Hong Kong’s status as an international maritime centre is a top priority for the Government, a strategic objective of the country, and particular importance for the city’s economic development.

    “The establishment of the HKMPDB is a key step in this institutional reform. It is hoped that the new board will adopt an innovative and change-embracing spirit in supporting the Government to lead the maritime and port industry to further leverage Hong Kong’s unique advantages and enhance the industry’s global competitiveness in the midst of geopolitical challenges.

    “Under the leadership of Mr Cheng, I am confident that board members will make valuable contributions to the work of the HKMPDB with their respective expertise and experience, and continue to advance side by side with the industry.”

    The Government added that four committees, namely the Port Development Committee, the Maritime Services Development Committee, the Promotion & External Relations Committee and the Manpower Development Committee will be formed under the HKMPDB to focus on specific areas of work. Appointments to these committees will be announced later this month.

  • MIL-OSI New Zealand: Joint Statement: By the Foreign Ministers of the Republic of Indonesia and New Zealand at the 12th Joint Ministerial Commission

    His Excellency Sugiono, Minister for Foreign Affairs of the Republic of Indonesia, and Rt Hon Winston Peters, Minister of Foreign Affairs of New Zealand, convened the 12th meeting of the Joint Ministerial Commission (JMC) on 13th June 2025 in Jakarta, Indonesia. 
    The Ministers welcomed meeting in person, underscoring the importance of regular consultations between themselves, Leaders and other Cabinet colleagues to strengthen the relationship in ways that deliver real benefits and advance shared values.
    The Ministers celebrated the cooperation between Indonesia and New Zealand under the Comprehensive Partnership agreed by Leaders in 2018, and the achievements under the 2025-2029 Plan of Action. 
    The Ministers committed to intensify cooperation across the seven pillars of the Comprehensive Partnership to strengthen bilateral ties and achieve the ambitious goals set out in the 2025-2029 Plan of Action.
     
    Reviewing the implementation of the first year of the Plan of Action 2025-2029, and way forward 

    “Friends for Good” Ties

    The Ministers acknowledged intensive recent engagement between the two countries, including Minister Peters’ attendance at President Prabowo’s inauguration in October 2024, and meetings between our Prime Minister and President, and Foreign Ministers at APEC in November 2024, as well as increased engagements by senior officials. 
    Both Ministers agreed to further increase two-way dialogue and acknowledged the importance of face-to-face engagement, and regular hosting of key relationship architecture meetings, in maintaining our “Friends for Good” ties.
    The Ministers agreed to encourage relevant stakeholders to bolster bilateral relations and cooperation, including through bilateral defence talks and the annual Senior Officials Meeting on Trade and Investment Framework.
    Both Ministers also noted the significant potential for promoting Parliamentary and civil society exchanges to further strengthen bilateral and people-to-people ties.
    Enhancing Trade and Economic Partnerships to Advance Growth of Both Economies
    The Ministers highlighted the importance of enhancing mutual prosperity and strengthening trade and economic connections. Ministers recalled the goal in the Plan of Action to grow two-way trade to NZ$6 billion by the end of 2029.  They highlighted the need for New Zealand and Indonesia to increase mutual cooperation in the face of global economic uncertainty.
    Both Ministers highlighted the importance of resolving non-tariff trade barriers to ensure trade continuity and growth. Ministers welcomed agreement of the Cooperation Arrangement on Halal Standards.  The Arrangement will facilitate the convenience, security, safety and certainty of halal food traded between our countries. Ministers noted the intent for New Zealand and Indonesia to work together to further support the Indonesian national program of food resilience and the Nutritious Meal programme.

    The Ministers noted the positive trend of New Zealand’s investment in Indonesia, and agreed to continue efforts to encourage investment flows.
    Ministers welcomed the year-round direct flights between Auckland and Bali and committed to continue to work towards unlocking the full potential of enhanced air connectivity to facilitate increased people-to-people, business and trade flows.
    Both Ministers reconfirmed the importance of a rules-based, free and open trade environment, with the World Trade Organisation at its core, as critical for the regional and global economy. The Ministers welcomed the implementation of the upgraded ASEAN-Australia-New Zealand Free Trade Area (AANZFTA), which entered into force in April 2025, and ongoing cooperation under the Regional Comprehensive Economic Partnership (RCEP).
    The Ministers acknowledged the process of Indonesia’s accession to the Organisation for Economic Co-operation and Development (OECD) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) as an important step to foster economic integration, accelerate economic reform, and support mutual prosperity. 
    Both Ministers reaffirmed their nations’ commitment to preventing illegal money laundering and other illegal financing activities to enhance financial integrity and transparency and to further promote economic growth and development.
     
    Renewable Energy and Environment Cooperation 
    The Ministers highlighted the importance of renewable energy, including geothermal cooperation, which has been a significant part of the relationship since the 1970s and welcomed the renewed Partnership Arrangement in renewable energy and energy conservation signed in September 2024. 
    Ministers announced a further NZ$15 million investment in Phase 2 of the New Zealand-Maluku Access to Renewable Energy Support (NZMATES 2.0) programme to continue to improve access to reliable, renewable electricity for remote and small islands while building local industry service capacity.
    The Ministers acknowledged strong collaboration between the Indonesia and New Zealand geothermal industries, including under the Pūngao Ngawha (Panas Bumi) Indonesia-New Zealand Partnership Programme (PINZ), that provides access to New Zealand’s world-renowned technical and training capabilities, with the aim of assisting Indonesia to further accelerate the development of its geothermal energy sector and broader energy transition.
    The Ministers emphasised their shared commitment to adapting to and mitigating the impacts of climate change under the Paris Agreement and expressed willingness to expand climate related and environmental cooperation through comprehensive climate change dialogue that includes both mitigation and adaptation strategies.
     

    Education, Tourism, Science, Technology and Innovation, and People-to-People Cooperation

    Ministers welcomed the significant increase in the annual allocation of tertiary scholarships under the Manaaki New Zealand Scholarship Programme (MNZSP), from 45 to 70, for Indonesia for this year and the next two years, reflecting their mutual dedication to deepening people-to-people connections, strengthening capacity in renewable energy and public governance, and developing disadvantaged regions. 
    The Ministers welcomed the Arrangement on Education Cooperation to refresh areas of cooperation, including increased education and higher education policy dialogues to enhance education system development and resilience.
    The Ministers underscored the importance of enhancing people-to-people connections, particularly in education and tourism, as a bedrock of strong bilateral ties. Both Ministers welcomed the exchange of cultural missions and promotions to serve this purpose.
    Ministers welcomed further exchanges of officials’ level visits to New Zealand focused on good governance, public sector performance and integrity and other sectors to advance bilateral relations.
    The Ministers encouraged closer cooperation between Indonesia and New Zealand in supporting research collaboration as highlighted in the Arrangement on Education Cooperation.
     
    Development Cooperation 
    Both Ministers welcomed the past year’s implementation progress under the Statement of Partnership (SoP) 2025-2029 signed in July 2024 and reviewed in May 2025. The SoP has strengthened and elevated both the development relationship and mutual commitment to focus on development cooperation and other strategic issues and is strongly aligned with Indonesia’s national priorities in two areas: climate and economic resilience; and inclusive human development.
     
    Defence, Security, Cyber and Maritime Cooperation

    Ministers acknowledged New Zealand and Indonesia’s long-standing defence relationship and committed to continuing to strengthen these ties, including through regular Defence Ministers’ meetings. They welcomed the upcoming visit to Jakarta by New Zealand Navy ship HMNZS Te Kaha and the recent visit by the Chief of the Royal New Zealand Navy.
    The Ministers announced new funding towards ongoing cooperation on security issues through continued support for the Jakarta Centre for Law Enforcement Cooperation (JCLEC). The funding provided by New Zealand will enable the continued delivery of high-quality capacity building initiatives and collaboration between law enforcement agencies to combat transnational organised crime in the region. 
    The Ministers also reaffirmed their commitment to the Bali Process and welcomed progress against the Adelaide Strategy for Cooperation, which sets out the priority areas of cooperation for the Bali Process Working Groups. This includes an upcoming Joint Tabletop Exercise co-hosted by New Zealand, Indonesia, Australia and Viet Nam, through the Working Group on Disruption of Criminal Networks Involved in People Smuggling and Trafficking in Persons from 23 to 26 June 2025. 
    The Ministers agreed to continue to implement the refreshed cooperation arrangement on counter-terrorism, and identify opportunities for dialogue on preventing violent extremism. 
    Ministers highlighted the importance of active participation by our militaries in training activities, annual defence talks and joint exercises, including Exercise Super Garuda Shield.
     

    Regional and Multilateral Agenda

    The Ministers emphasised ASEAN’s central role in the dynamic regional architecture and their shared commitment to ongoing dialogue and cooperation through ASEAN-led mechanisms and processes, particularly the East Asia Summit (EAS), the ASEAN Regional Forum (ARF), and ASEAN Defence Ministers’ Meeting Plus (ADMM-Plus).
    The Ministers welcomed the ASEAN-New Zealand Joint Statement on the ASEAN Outlook on the Indo-Pacific in 2023 to maintain regional stability and to serve as a framework to strengthen bilateral relations to advance economic relations and maritime governance under international law.
    The Ministers welcomed the implementation of the ASEAN-New Zealand Plan of Action (POA) (2021-2025) and its substantial progress achieved across the four themes outlined in the POA – Peace, Prosperity, People, and Planet. They further welcomed activity throughout 2025 to commemorate 50 years of dialogue relations between New Zealand and ASEAN, including preparations under way for a Commemorative Summit in Malaysia in October. Minister Sugiono confirmed Indonesia’s support for New Zealand’s proposal to elevate the relationship to a Comprehensive Strategic Partnership, and noted the development of a new ASEAN-New Zealand Plan of Action (2026-2030) to guide future cooperation. 
    Ministers reaffirmed their shared commitment to maintaining and promoting security and stability in the South China Sea. Ministers underscored their strong support for freedom of navigation and overflight and unimpeded trade, and their unwavering support for the 1982 United Nations Convention on the Law of the Sea (UNCLOS). Ministers emphasised the need for the peaceful resolution of disputes in accordance with international law, particularly UNCLOS. In this regard, Ministers recalled the 2016 ruling of the South China Sea Arbitral Tribunal, constituted under UNCLOS. They underscored the importance of further progress towards an effective and substantive Code of Conduct that is consistent with international law, including the 1982 UNCLOS.
    Ministers expressed concern about the conflict and humanitarian crisis in Myanmar.  Ministers called on stakeholders and parties in Myanmar, in particular the armed forces and security forces concerned, to immediately cease violence, including the targeting of civilians, and to engage in inclusive dialogue. Ministers emphasised the importance of a peaceful, stable and unified Myanmar, affirmed their strong support for ASEAN-led efforts in line with the ASEAN Five-Point Consensus and encouraged the international community to work together in a pragmatic and constructive way to support peace and stability in Myanmar.
    The Ministers expressed concern about the dire humanitarian situation in Gaza and reiterated their calls for all parties to cease all hostilities; release all remaining hostages; facilitate the rapid, safe, unimpeded, and sustained delivery of humanitarian aid; adhere to international humanitarian law; and protect aid workers to enable their lifesaving work. Ministers reaffirmed their support for the implementation of a two-state solution consistent with international law and relevant United Nations resolutions.
    Ministers exchanged views on the war against Ukraine and reiterated support for efforts to achieve a comprehensive, just and lasting peace.  In that context, Ministers continued to reaffirm their respect for sovereignty, political independence and territorial integrity, and reiterated their call for compliance with the United Nations Charter and international law.
    The Ministers acknowledged the challenges to the multilateral system from shifting geopolitical dynamics, a tightly constrained financial environment and increasingly complex global risks. They reaffirmed their strong support for multilateralism and the international rules-based system, and acknowledged its important role in underpinning global stability, resilience and prosperity. The Ministers committed to collaborating on efforts to strengthen the multilateral system, increase inclusivity and transparency, and to safeguard and advance human rights, in order to support a system that is more responsive to today’s challenges. 

    Conclusion

    Ministers reviewed the implementation of the Plan of Action for 2025-2029 and discussed their common interest in advancing bilateral cooperation and delivering tangible outcomes.
    Both Ministers reaffirmed their commitment to utilise and advance the implementation of existing cooperation frameworks to deliver our shared interests. 
    Both Ministers were ready to explore more cooperation in the future to support both nations’ interests, as confirmation of their strong stance as Friends for Good.
    Minister Peters expressed his sincere gratitude to Minister Sugiono and the Indonesian Government for the warm welcome and hospitality accorded to him during the visit, and looked forward to hosting Minister Sugiono at the 13th JMC in New Zealand in 2026.

  • MIL-OSI USA: Cramer, Murphy, Young, Kaine Introduce Bill to Ban Non-Compete Agreements

    WASHINGTON, D.C. – About one in five American workers, or 30 million people, are constrained by a non-compete clause, which blocks individuals from working for a competing employer or starting a competing business. Research indicates workers trapped by non-competes have lower wages, and their restricted mobility makes it more difficult for businesses to recruit talent. In states where non-competes are enforced, young firms are more likely to fail in their first three years compared to states where they are not enforced.

    U.S. Senators Kevin Cramer (R-ND), Chris Murphy (D-CT), Todd Young (R-IN), and Tim Kaine (D-VA) introduced the Workforce Mobility Act to limit the use of non-compete agreements. This legislation bans most of these agreements except when dissolving a partnership or selling a business or ownership interest.

    Specifically, the Workforce Mobility Act requires employers to make employees aware of the limitations on non-competes. It also protects the ability of employers to require non-disclosure agreements for trade secrets. Enforcement jurisdiction for this legislation falls under the Federal Trade Commission and the U.S. Department of Labor, while also allowing state attorneys general to bring actions and authorizing employees to sue for damages and legal fees, and making pre-dispute arbitration agreements and joint-action waivers unenforceable.

    “Non-compete agreements stifle innovation and job mobility,” said Cramer. “I am glad North Dakota is a national leader in blocking these inhibitive practices. Our bipartisan bill makes non-competes virtually illegal and puts more power back into the hands of the American worker.”

  • MIL-OSI Asia-Pac: Government announces appointments to Hong Kong Maritime and Port Development Board

    The Government announced today (June 13) that the Chief Executive has appointed the Chairman and members to the Hong Kong Maritime and Port Development Board (HKMPDB). The appointments will be effective from July 1, 2025, for a term of three years.

    The Chief Executive announced in the 2024 Policy Address that the existing Hong Kong Maritime and Port Board (HKMPB) will be reconstituted into the HKMPDB. To be chaired by a non-official member and with other members largely from the maritime sector, this high-level advisory body will assist the Government in formulating policies and long-term development strategies. The HKMPDB will be underpinned by dedicated staff and provided with additional funding to enhance its research capabilities, strengthen its Mainland and overseas promotional work and step up manpower training, with a view to supporting the Government in policy implementation more effectively and promoting the sustainable development of Hong Kong’s maritime industry.

    The Secretary for Transport and Logistics, Ms Mable Chan said, “Consolidating and enhancing Hong Kong’s status as an international maritime centre is the top priority of the Government as well as the strategic objective of our country, hence particularly important for Hong Kong’s economic development. The establishment of the HKMPDB is a key step in this institutional reform. It is hoped that the new Board will adopt an innovative and change-embracing spirit in supporting the Government to lead the maritime and port industry to further leverage Hong Kong’s unique advantages and enhance the industry’s global competitiveness in the midst of geopolitical challenges. Under the leadership of Dr Moses Cheng, I am confident that Board members will make valuable contributions to the work of the HKMPDB with their respective expertise and experience, and continue to advance side by side with the industry.”

    Moreover, four committees will be formed under the HKMPDB to focus on specific areas of work, namely the Port Development Committee, the Maritime Services Development Committee, the Promotion and External Relations Committee and the Manpower Development Committee. The four committees will be formed by broad inclusion of industry stakeholders, including ad personam and institutional members. The appointments will be announced later this month.

    Ms Chan also expressed gratitude to the outgoing HKMPB members for their valuable contribution in the past, remarking that the substantive progress made in various areas of maritime and port development is a testimony to their dedicated effort.

  • MIL-OSI China: China, Africa unlock development potential at key expo

    The 4th China-Africa Economic and Trade Expo (CAETE) opened Thursday in Changsha, capital of central China’s Hunan Province, drawing a record-breaking of over 30,000 participants from 53 African countries, 11 international organizations and 27 Chinese provincial-level regions, highlighting the dynamic two-way economic ties.

    Under the theme “China and Africa: Together Toward Modernization,” the biennial event, running through June 15, aims to further harness the shared development potential as a concrete follow-up to the 10 partnership actions announced at the 2024 Beijing Summit of the Forum on China-Africa Cooperation.

    From African flavors to tourism offerings, from digital payment solutions to agricultural machinery and clean energy technologies, the expo is expected to further advance the China-Africa partnership in their shared pursuit of modernization.

    BEYOND TRADITIONAL TRADE

    At this year’s expo, more than 800 African products, ranging from Kenyan black tea to Congolese framed artwork, are scheduled to either debut or expand their presence in the Chinese market, a stable and promising destination supported by favorable policies and platforms.

    The strength of the partnership is reflected in trade data. In 2024, two-way trade reached a record of 295.6 billion U.S. dollars, marking a 4.8 percent year-on-year increase. This solidified China’s position as Africa’s largest trading partner for the 16th consecutive year. Meanwhile, imports from Africa reached 116.8 billion dollars, up 6.9 percent year-on-year.

    Beyond traditional trade, the expo also showcases progress in value-added production between China and African countries. One example is Rwanda’s chili sauce, which has become a symbol of integrated value chain development.

    Seeking larger-scale and sustainable cooperation, Rwanda’s Gashora Farm partnered in 2024 with Hunan Modern Agriculture International Development Co. Ltd to launch the Rwanda-Hunan Chili Pepper Industry Demonstration Project, which covers 100 hectares (1 square km). The initiative spans the full value chain, from seedling cultivation to export.

    In the first season after signing of the agreement, 200 tonnes of dried chili were shipped to China. “The Chinese market offers more than just orders. It brings stability and investment,” said Dieudonne Twahirwa, managing director of Gashora Farm. “It gives us partners. This partnership is transforming our business and the lives of farmers.”

    From Kenyan dried anchovies and Madagascan lamb products to rubber from Cote d’Ivoire, cooperation of various forms is expanding across Africa, supporting African countries’ industrialization efforts. This trend has already yielded notable success, including Ethiopia’s Eastern Industrial Zone and the China-Egypt TEDA Suez Economic and Trade Cooperation Zone.

    “The continent’s development priorities are shifting from raw material exports to value-added production,” said Humphrey Moshi, a professor of economics and director of the Center for Chinese Studies at the University of Dar es Salaam in Tanzania. “The China-Africa relationship is evolving beyond traditional trade, toward deeper industrial collaboration and shared value creation.”

    “It is no longer just about importing, but co-building industrialization,” said Senegalese Minister of Agriculture, Food Sovereignty and Livestock Mabouba Diagne. “China is a strategic partner that can drive the structural transformation of our agriculture … CAETE serves as a matchmaking platform, enabling such win-win collaborations.”

    EMPOWERING AFRICAN PRIORITIES

    This year’s expo features exhibition zones dedicated to clean energy, modern agricultural machinery, along with 30 events to be held in such areas as industrial collaboration and youth entrepreneurship. The expanded agenda underscores a dynamic partnership aligned with Africa’s priorities, including agricultural modernization, industrialization, and sustainable growth.

    “This expo is even more innovative,” said Okonkwo Chinweuba Innocent, Belt and Road Africa Economic Promotion Initiative Center in Nigeria. “It better connects supply and demand between China and Africa … cooperation is expanding into new areas like digital economy, green development and finance,” he told Xinhua.

    As cooperation deepens in these fast-growing sectors, Chinese solutions are empowering Africa’s industrialization and modernization, key priorities for the continent.

    For instance, in e-commerce, Chinese expertise contributes to local transformation. To tackle persistent logistical challenges, Kilimall, an e-commerce platform founded by Chinese entrepreneurs in Africa, has introduced the “African overseas warehouse” model to reduce delivery time and facilitate cross-border trade. During the expo, the company is showcasing services designed to help entrepreneurs gain access to both Chinese and African markets.

    Private-sector participation is also gaining momentum. “I would like to see more Chinese companies set up in Kenya to manufacture solar products,” said Arnold Dodo Kageha, a 28-year-old Kenyan entrepreneur who has profited from distributing Chinese clean energy products such as portable power stations.

    “CAETE has become more than just a trade fair,” said Moshi. “It is now a venue through which Africa and China can align their aspirations and work together. It fits squarely within the broader goals of South-South cooperation.”

  • MIL-OSI USA: Sullivan Chairs Hearing on Combatting Chinese & Russian IUU Fishing Threat

    WASHINGTON—U.S. Senator Dan Sullivan (R-Alaska), chairman of the Senate Commerce, Science, and Transportation Subcommittee on Coast Guard, Maritime, and Fisheries, today chaired a hearing on the threat of foreign illegal, unreported, and unregulated (IUU) fishing to Alaska’s fishermen and coastal communities. The hearing focused on strategies to combat foreign IUU fishing, many of which are found in Sen. Sullivan’s Fighting Foreign Illegal Seafood Harvest (FISH) Act. These strategies include blacklisting offending vessels from U.S. ports and waters, bolstering the U.S. Coast Guard’s enforcement capabilities and partnerships, and advancing international and bilateral negotiations to achieve enforceable agreements and treaties. On April 30, 2025, the Senate Commerce Committee unanimously passed Sen. Sullivan’s FISH Act, co-led by Sen. Sheldon Whitehouse (D-R.I).

    The hearing featured testimony from a panel of expert witnesses, including Gabriel Prout, president of the Alaska Bering Sea Crabbers.

    “There was a senior Russian official who publicly declared, ‘We know we’re at war with American fishermen.’…What more should we be doing with regard to the unfair competition with Chinese and Russian fleets?” Sen. Sullivan asked. “We’ve talked about their IUU practices, their slave labor practices. Another thing that happens is their governments heavily subsidize their fleet…What are the other things we can be doing and how has the ban on Russian seafood into the U.S. market, including the Chinese communist loophole that we also shut down, helped your industry and other fishermen throughout the country?”

    “The effect of IUU and the importation of it into our markets has been nothing short of devastating,” said Mr. Prout. “When Russia floods the market with illegal, under-priced crab, or any other seafood commodity for that matter, it puts downward pressure on our prices and destabilizes the processors. Processors within Alaska especially rely on numerous revenue sources of different seafood commodities…They use that method to stay afloat, diversifying their portfolio a little bit. If they take a major loss on crab or salmon, it really destabilizes their efforts and it threatens their whole operation. Additionally, fishermen then are potentially looking at a loss of a place to deliver, because the processors are unable to compete with the importation of IUU products, just because of the price difference that is associated with it.

    “As far as the impact of your efforts, it’s had a tremendous impact—banning the importation of Russian crab. One of the most notable products in Alaska, of course, is the Alaskan red king crab. This past season, myself and my family, and all the rest of the fishermen who participated in that, experienced record prices at the dock for their catch. I can confidently say that I believe that wouldn’t have taken effect had there still been a large importation of Russian product coming into the domestic market. So your efforts to stem the flow of that IUU [seafood] have been very obvious to my family and many of the fishermen within Alaska.”

    Other hearing witnesses included Gregory Poling, director and senior fellow of the Southeast Asia Program and the Asia Maritime Transparency Initiative at the Center for Strategic & International Studies (CSIS); Nathan Rickard, partner at Picard Kentz & Rowe; and Whitley Saumweber, director of the Stephenson Ocean Security Project at CSIS.

    Today’s hearing will focus on international conflict, criminal activity, and, yes, even slave labor associated with the ocean. We’re particularly focused on the fight for fisheries resources, geopolitical flashpoints where conflict is likely to arise, and the role of both state and non-state actors involved in conflict with criminal activity in the fishing sector. And, of course, we want sustainable, lasting fisheries.

    Additionally, we’ll discuss measures being taken to address the growing challenges and criminal activity surrounding these resources and conflicts, and what more can be done. Illegal, unreported and unregulated fishing, also known as IUU fishing, poses a significant threat to global marine ecosystems, economies, sustainable fisheries, and food security.

    It is estimated that IUU fishing accounts for up to 20 percent of the global catch, which translates to global losses between $10 billion and $50 billion annually for fishing fleets that actually fish legally, like ours in America. The scale of IUU fishing varies by region, with some areas experiencing more severe impacts due to lax enforcement, corruption, and high demand for seafood. Of course, the Chinese Communist Party in China plays a significant role in this problem in the global fishing industry, and is the worst offender of IUU fishing, by far. No surprise.

    The Chinese government has provided billions of dollars in subsidies to its distant water fishing fleets, “gray fleets,” as we sometimes call them, enabling their fishing sector to grow exponentially. According to Global Fishing Watch, China operates approximately 57,000 fishing vessels—57,000—which accounts for 44 percent of the world’s total fishing activity.

    Operating in tandem with the Chinese military to protect its fishing fleet, the Chinese fishing boats benefit from the protection of the Chinese Coast Guard and Navy, ensuring their ability to pilfer resources around the globe. If you care about the environment and healthy ecosystems, this should be a top concern of yours. China is ravaging our oceans.

    The scale of China’s fishing activities raises concerns about the sustainability of global fish stocks around the world, and the geopolitical tensions that can arise from maritime disputes.

    China is a concern, but Russia is as well. Close to Alaska, Russian and other vessels conduct IUU fishing near our exclusive economic zone, our EEZ. Although Russia banned imports of U.S. seafood into Russia over ten years ago, Russia has been able to bring their seafood into the U.S., sometimes using loopholes through China as recently as late 2023.

    IUU fishing is not an issue just for the United States. U.S. fisheries are the most sustainable fisheries in the world, but sustainably sourced, legally caught, high quality seafood can’t compete with illegally sourced seafood that is being plundered from our oceans.

    I might add, due to some great reporting—and I’m going to reference it here in this hearing—from Politico magazine, [and] the New Yorker, China also uses slave labor on many of its fishing vessels. Pretty hard to compete against slave labor if you’re an American fisherman. IUU fishing not only distorts the true cost of seafood sold in markets, but it is often linked overseas with transnational crime, forced and slave labor, and even human and drug trafficking.

    The key to preventing IUU fishing is to lead international efforts to address the issue at its sources globally. Through the years, Congress and the executive branch, Democrats and Republicans, have worked together with global partners and have focused on IUU fishing. I’m proud to see my colleague and friend, Senator Whitehouse, here. He and I recently introduced our Fighting Foreign Illegal Seafood Harvest, also known as the FISH Act, a bipartisan bill that just recently in this committee passed unanimously. It puts IUU fishing vessels on a blacklist, raises costs for IUU vessel owners and importers, and supports increased Coast Guard enforcement and work with our partners. It builds on previous bipartisan legislation that this committee has championed, particularly Senator Wicker’s Maritime Safe Act.

    In April, President Trump signed an executive order entitled, “Restoring American Seafood Competitiveness.” My office, my team and I were proud to work closely with the Trump administration on this important executive order. This order aims at strengthening measures to combat IUU fishing, including preventing IUU seafood from entering the U.S. market, and supporting international efforts to address the issue at its source. We look forward to working with the administration on these efforts.

    But it’s not all bad news. This is, after all, the subcommittee in charge of the Coast Guard. I believe we are going to be embarking on a golden age for our Coast Guard. In the budget reconciliation bill right now, there is $24.6 billion focused on the Coast Guard of the United States. That will likely be the biggest investment in the Coast Guard in the history of the United States of America. There are a lot of good things happening with regard to our Coast Guard.

    The U.S. has a vital role to play, a leading role to play, in combating IUU fishing through regulatory measures, international cooperation, consumer awareness, and passing the FISH Act. By preventing IUU seafood from entering our market, the U.S. can help protect legitimate fishermen, some of whom we’ll hear from today, and promote sustainable fishing practices worldwide.

    Below is a full transcript of Mr. Prout’s opening statement at the hearing.

    Thank you for the opportunity to appear today to discuss the devastating impact of IUU—illegal, unreported and unregulated—crab fishing, and unfair Russian and Chinese trade practices on American crab fishermen and coastal communities. I’d like to first start by acknowledging and thanking Senator Sullivan, as well as Senator Cantwell, for their long-standing support of independent crab harvesters like myself. Thank you. My name is Gabriel Prout and I am the President of Alaska Bering Sea Crabbers. I represent the majority of quota and vessel owners harvesting king, snow, and bairdi crab in the Bering Sea. I’m also a third-generation commercial fisherman and a vessel owner from Kodiak, Alaska, a seafood powerhouse where hundreds of millions of pounds of product cross the docks each year.

    For nearly 20 years, I’ve worked in the Bering Sea and Gulf of Alaska with two of my brothers, continuing a livelihood passed down from our father and grandfather. In recent years, the collapse of snow crab and red king crab stocks hit us hard. Boats sat tied up, crews were out of work, and families like mine faced deep uncertainty. This fishery isn’t just our livelihood, it is our identity. Crab stocks now appear to be rebounding, but we still need action to protect small fishing families, like mine, especially from the harms of IUU fishing.

    For over 20 years, Russian IUU crab has undercut the economic foundation of our industry. A 2021 U.S. International Trade Commission report found that, in 2019, over 20 percent of U.S. imports of snow and king crab from the Russian far east came from IUU sources. Fortunately, U.S. imports of Russian crab have largely ceased thanks to the embargo that began under President Biden, continued under President Trump, and was strengthened by Senator Sullivan’s work to close the China trans-shipment loophole.

    Still, Russia’s IUU crab continues entering global markets through other channels, suppressing prices and creating unfair competition for U.S. harvesters who follow the law. Russia’s actions extend far beyond IUU. The following are just a few key points.

    It has heavily subsidized its seafood industry to deliberately undercut U.S. competitors; flooded international markets with underpriced seafood following its 2022 invasion of Ukraine to help fund its war; and contributed to an estimated $1.8 billion in losses for the Alaska seafood industry during 2022 and 2023.

    There are also national security concerns. Russian crab is being funneled into the global market through North Korean smuggling networks, where it’s reprocessed and relabeled in China. This collaboration between two sanctioned regimes undermines trade restrictions and raises serious concerns about enforcement and global seafood supply chain integrity.

    Based on years of experience witnessing the impact of Russian IUU on Alaskan crabbers, I respectfully urge the following actions.

    One, expand the seafood import monitoring program and ensure it focuses on species at highest risk for IUU fishing; [and] mandate country-of-origin labeling, also known as “cool labeling” that also applies to cooked crab products.

    Two, expand economic sanctions and trade restrictions, which would extend and strengthen sanctions on Russian-origin seafood and ensure enforcement on the ban of Russian seafood entering through third countries, especially China.

    Expand intelligence sharing agreements with allies. This is under point three. Increase international cooperation and enforcement, increase support for international bodies working to combat IUU fishing, and push for stronger enforcement of port state measure agreements, especially with countries still importing Russian crab around the world.

    Four, provide economic relief to affected communities, establish emergency relief similar to the Seafood Trade Relief Program, and create low-interest loans to help crabbers and fishing fleets modernize gear and remain competitive throughout the world; prioritize support for small, independent, family-owned fishing operations like those that I represent.

    And five, strengthen U.S. enforcement against IUU fishing. Congress should pass Senate Bill 688, the FISH Act, and provide full funding and direction for the U.S. Coast Guard and NOAA to expand patrols, inspections, and enforcements targeting IUU threats.

    For over two decades, Russian IUU crab has undermined American fishermen who follow the rules, invest in sustainability, and support our coastal communities. This isn’t just about statistics. It’s about lost livelihoods, struggling towns and an industry fighting for survival.

    Congress has the opportunity to protect American harvesters and ensure global seafood is harvested legally and sustainably. Thank you for your attention to this critical issue affecting thousands of American fishing families. I look forward to your questions and working with the Committee on effective solutions.

    On Trade Certainty:

    “I’ve made clear that I support President Trump’s goals of getting better trade deals for U.S. producers. I’ve heard from many industries and businesses in Iowa. Each one of them [is] in a very unique position due to the tariffs, but all express one common concern – and that’s the need for certainty around trade.

    “I’ve spoken with several Trump administration officials and nominees about the importance of finalizing two or three deals to provide some certainty around trade. So, would you agree that trade deals need some certainty and that at the same time, provide fair market access for U.S. goods would benefit the economy and provide much needed markets?”

    On 45Z Regulations and Farmers:

    “The Senate Finance Committee has been working on what will soon be the 45Z Clean Fuels Production Tax Credit. Implementing this credit properly is important for the biofuels industry and especially for farmers.

    “The Biden administration failed to meaningfully address 45Z regulations. They put some out for comment, but not much beyond that. But the regulations it released for the 40B Sustainable Aviation Fuel (SAF) credit demonstrated that Treasury officials in that administration knew nothing about farming.  

    “Prior to issuing rules governing 45Z, we need everyone in the Trump administration to take some time to learn a thing or two about how farming works. So, this is kind of a question of working ahead, looking after the president signs this bill, and regulations are going to be written on 45Z. Would you be willing to work with congressional colleagues, farmer-led organizations and even this senator to make sure that we get regulations under 45Z that work for farmers?”

    Extending 2017 Trump Tax Cuts:

    “The 2017 tax law provided tax relief across all incomes with a focus on the middle-class. Just as important, the law included pro-growth reforms to incentivize business investment, boosting production and leading to higher wages.

    “A study published by the National Bureau of Economic Research found the 2017 law boosted investment 20 percent. What will making the 2017 tax law permanent mean in terms of economic growth, job creation and wage growth?”

  • MIL-OSI China: China’s top diplomat calls for enhanced ties with Africa

    Chinese Foreign Minister Wang Yi on Thursday held meetings with several African dignitaries who are in China for the opening ceremony of the fourth China-Africa Economic and Trade Expo, as well as the Ministerial Meeting of Coordinators on the Implementation of the Follow-up Actions of the Forum on China-Africa Cooperation (FOCAC) in Changsha, the capital of central China’s Hunan Province.

    The African dignitaries Wang met with include Ugandan Prime Minister Robinah Nabbanja, Liberian Vice President Jeremiah Kpan Koung, Rwandan Foreign Minister Olivier Nduhungirehe, Somali Foreign Minister Abdisalam Abdi Ali, Mozambican Foreign Minister Maria Manuela dos Santos Lucas, and Togolese Foreign Minister Robert Dussey.

    When meeting with Nabbanja, Wang said that the heads of state of China and Uganda have established mutual trust and friendship, providing impetus and a guarantee for the development of bilateral relations. In the first quarter of this year, Uganda’s exports to China increased nearly 90 percent year on year, and China is willing to deepen practical cooperation in various fields with the country, he added.

    Nabbanja expressed her gratitude to China for its valuable support for Uganda’s infrastructure construction and economic and social development over a long period of time. She noted her expectation that cooperation with China would be deepened in key areas such as airport expansion, digital transformation and agricultural modernization.

    When meeting with Koung, Wang noted that the presidents of China and Liberia had met on the sidelines of the FOCAC Beijing Summit to announce the establishment of a strategic partnership between the two countries. He said that China stands ready to work with Liberia to continue implementing the consensus reached between the two heads of state, as well as the key outcomes of the summit, to deliver benefits to both peoples.

    Koung expressed gratitude for China’s long-term, selfless support for Liberia, expressing willingness to work with China to implement the consensus reached between the two heads of state and advance cooperation across sectors such as maritime affairs, green energy, health care and agriculture.

    When meeting with Nduhungirehe, Wang said that the heads of state of China and Rwanda had elevated bilateral relations to a comprehensive strategic partnership, providing strong strategic guidance for the development of bilateral relations. China is willing to deepen its exchange and mutual learning with Rwanda in the area of state governance, and to enhance practical cooperation across various fields, Wang said.

    Nduhungirehe said Rwanda is committed to implementing the outcomes of the FOCAC Beijing Summit, particularly the ten partnership actions for modernization, so as to work collaboratively to advance toward an independent, self-reliant modernization.

    When meeting with Abdisalam, Wang said that the heads of state of China and Somalia had elevated bilateral relations to a strategic partnership during the FOCAC Beijing Summit. He noted that China is willing to work with Somalia to implement the summit’s outcomes, deliver more tangible benefits to the Somali people, and assist Somalia in restoring peace and stability and accelerating its reconstruction and development.

    Abdisalam thanked China for its strong support during Somalia’s most difficult times, noting that China holds a highly important position in the hearts of the Somali people, and that Somalia greatly appreciates and is willing to actively participate in the series of global initiatives proposed by China.

    When meeting with Lucas, Wang said that China is willing to deepen its comprehensive strategic partnership with Mozambique, and is ready to assist the country in accelerating its industrialization and modernization processes. He expressed appreciation for Mozambique’s adherence to the one-China principle.

    Lucas said that Mozambique appreciates China’s new measures to support African development, as well as China’s countermeasures against the imposition of unilateral tariffs.

    When meeting with Dussey, Wang congratulated Togo on its smooth transition of its political system, expressing support for Togo in actively exploring a governance path that suits its national conditions. He added that China is willing to support Togo in safeguarding its independence, sovereignty and national dignity.

    Dussey said the series of global initiatives proposed by China uphold the spirit of solidarity and cooperation, and have made vital contributions to promoting world stability and prosperity.

    Forestry, Trade and Investment Minister Todd McClay, today announced at the Fieldays Forestry Hub, both inbound and outbound forestry trade missions with India this year, aimed at strengthening trade links, deepening industry ties, and unlocking greater value for both countries’ forestry and wood processing sectors.

    “India is one of the fastest-growing markets for our forestry exports – and we’re focused on turning that growth into long-term opportunity for New Zealand exporters,” Mr McClay says.

    New Zealand’s wood exports to India have surged from $9.5 million in 2023 to an estimated $76.5 million this year. Pulp exports have more than doubled, from $20 million to $45.6 million.

    “Increased engagement with India is already delivering results. We’re now building on that momentum with a targeted sector focus — including hosting an Indian delegation in New Zealand and planning a Minister-led mission to India later this year.”

    The inbound visit, supported by industry partners, will showcase New Zealand’s world-class forestry systems and sustainable management practices. While the outbound mission will continue to open doors for deeper commercial and government partnerships.

  • MIL-OSI USA: CFTC Announces Additional Cost Savings From Office Leases

    WASHINGTON, D.C. —The Commodity Futures Trading Commission is in the process of extending a lease at its current headquarters while buildout continues on its new offices. The one-year extension represents a 4.5 percent reduction in rental expenses, totaling nearly $1 million. This logical and fiscally responsible arrangement allows for staff to continue their work uninterrupted while the new facility is completed, in full compliance with the President’s executive orders, and avoids the excess costs, inefficiencies and inconveniences of moving multiple times. The CFTC has already saved nearly $340,000 by renegotiating its lease at its Chicago branch office.
    The CFTC’s new headquarters in an existing building in Southwest Washington is scheduled to come online in June 2026. The lease at the current headquarters in Northwest Washington expires on September 30, requiring a short-term solution. The CFTC was able to negotiate the one-year extension at the current facility at a meaningfully reduced rate. The lease at the new facility will be significantly reduced from the FY 2025 rate of over $21.37 million to just over $6 million.
    Here are additional details about the extension:
    The extension will not require additional funding from Congress

    The CFTC’s current rent expense is built into the existing budget. 

    Rental and payment line items in the FY 2026 budget request are unchanged from FY 2025 enacted levels.

    The extension is expected to result in savings of 4.5 percent compared with the lease expense in FY 2025.

    The CFTC considered various scenarios and determined that an extension was the most logical, efficient and responsible option. 

    The CFTC partnered with GSA in the search and acquisition process for the new HQ, including regarding contingencies in the event of delays in bringing the new HQ online.  

    While the CFTC has worked with GSA throughout the process, the CFTC negotiated directly with the lessor to extend the lease at the current HQ, as required by statute. This is consistent with decades of historical precedent and practice regarding the CFTC’s independent leasing authority and the terms of an MOU with GSA, which covers leases at new facilities, not existing leases. 

    While the CFTC and GSA had planned to use temporary space from another federal agency that was in GSA’s inventory after the expiration of the CFTC’s HQ lease in September 2025, the agreement for the CFTC’s temporary space was canceled by the other federal agency due to their mission needs. 

    Moving to a temporary space would have also cost millions to move staff and equipment to and from the temporary space as well as the setting up and decommissioning of that space.

    Teleworking during this time is not a viable option 

    The CFTC is committed to complying with President Trump’s return-to-office executive orders, just like other Americans who go to work every day without special treatment. 

    A teleworking posture would still require the CFTC to secure a physical space for its IT infrastructure and other critical services, which would require a lease and two moves, costing millions.

    The CFTC inspector general identified widespread and prolonged telework fraud during the CFTC’s post-COVID fully remote telework period of over four years. This has prompted an ongoing review of CFTC employee compliance with federal government laws and regulations regarding time and attendance to better safeguard American taxpayer dollars from waste and fraud by federal employees who have been collecting pay for time not actually worked. This ongoing review has identified additional instances of telework fraud and misuse of government property and paid official time. CFTC employees are the highest paid in the entire federal government, making nearly $250,000 per year on average.

  • MIL-OSI USA: Murphy, Young Reintroduce Legislation to Protect American Workers, Limit Non-Compete Clauses

    WASHINGTON–U.S. Senators Chris Murphy (D-Conn.) and Todd Young (R-Ind.) on Wednesday reintroduced the Workforce Mobility Act, bipartisan legislation to limit the use of non-compete clauses that negatively impact American workers. U.S. Senators Tim Kaine (D-Va.) and Kevin Cramer (R-N.D.) co-sponsored the legislation.

    About one in five American workers – 30 million people – are constrained by a non-compete clause, which blocks workers from working for a competing employer or starting a competing business. Research indicates that workers trapped by non-competes have lower wages, and their restricted mobility makes it more difficult for businesses to recruit talent. In states where non-competes are enforced, young firms are more likely to die in their first three years compared to states where they are not enforced.

    “Millions of fast-food workers, security guards, janitors, and health care workers can’t leave their current job for a better one because they’re locked in non-competes. That crushes worker power, reduces wages, and stifles new businesses. The FTC should continue defending its rule to ban non-competes, but Congress should make the policy permanent and pass our legislation to protect workers and support entrepreneurs,” said Murphy. 

    “Non-compete agreements stifle growth, career advancement, innovation, and human freedom. Our bill aims to remove these barriers and create opportunities that help, not hinder, Hoosier workers,” said Young. “The reforms in our legislation will assist workers and entrepreneurs so they can freely apply their talents where their skills are in greatest demand.” 

    “Non-compete agreements make it harder for businesses to recruit and hire talent and stifle wage growth for workers,” said Kaine. “I’m proud to join my colleagues in introducing this bipartisan legislation to promote innovation and support American workers.”

    “Non-compete agreements stifle innovation and job mobility,” said Cramer. “I am glad North Dakota is a national leader in blocking these inhibitive practices. Our bipartisan bill makes non-competes virtually illegal and puts more power back into the hands of the American worker.”

    The Workforce Mobility Act would:

    • Narrow the use of non-compete agreements to include only necessary instances of a dissolution of a partnership or the sale of a business;
    • Charge the Federal Trade Commission and the Department of Labor with enforcement, as well as making explicit a private right of action in federal court;
    • Require employers to make their employees aware of the limitation on non-competes, as studies have found that non-competes are often used even when they are illegal or unenforceable. The Department of Labor would also be given the authority to make the public aware of the limitation; and
    • Require the Federal Trade Commission and the Department of Labor to submit a report to Congress on any enforcement actions taken.

  • MIL-OSI New Zealand: Prime Minister to visit China and Europe

    Prime Minister Christopher Luxon will travel to China and Europe next week. He will be joined in Shanghai and Beijing with a delegation of senior New Zealand business leaders.

    “China is New Zealand’s largest trading partner and a vital part of our economic story,” Mr Luxon says.

    The visit will focus on growing trade, which was worth over $38 billion last year, as well as also look to strengthen education and tourism links and to maximise opportunities for New Zealand businesses.

    “New Zealand is a trusted supplier of safe, high-quality food and beverage products to Chinese consumers. It is an important market, and I look forward to doing what I can to support Kiwi businesses to thrive,” Mr Luxon says.

    China is New Zealand’s largest source of international students and is our third-largest tourism market. 

    “This visit is about backing the recovery of international education and tourism and putting New Zealand front and centre as a world-class destination for travel, study, and long-term connection,” Mr Luxon says.

    The Prime Minister will meet China’s top leadership, including President Xi Jinping and Premier Li Qiang, to discuss the comprehensive bilateral relationship and key regional and global issues.

    “The challenging global outlook makes it vital that we are sharing perspectives and engaging China on issues that matter to New Zealand.”

    The Prime Minister will be accompanied by the 2025 Te Matatini champions, Te Kapa Haka o Ngatī Whakaue.

    The Prime Minister and his delegation will be in China from 17 to 20 June.

    Europe

    Mr Luxon will then travel on to Europe to undertake bilateral visits in Brussels and the Hague. He will meet with leaders, including from the European Union, to discuss trade, security, and the shifting geopolitical landscape.  

    “We have a high-quality trade relationship with the European Union, and the Netherlands and Belgium are gateways for New Zealand’s growing exports to Europe,” Mr Luxon says. 

    “Since the early entry into force of the New Zealand-European Union Free Trade Agreement, Kiwi goods exports have grown by over 25 per cent, which is a more than NZ$1 billion increase.” 

    In the Netherlands, the Prime Minister will participate in the NATO Summit and hold one-on-one talks with a number of NATO leaders. 

    “Prosperity is only possible with security, and our discussions will focus on connections between the Euro-Atlantic and Indo-Pacific security environments,” Mr Luxon says. 

    New Zealand has been invited to the NATO Summit alongside other members of the Indo-Pacific Four – Australia, Japan and Korea. 

    “I look forward to building our positive relationship with our European friends, and to forging stronger links with businesses and investors as part of our wider plan to rebuild New Zealand’s economy.” 

    The Prime Minister is in Europe from 21 to 25 June

    Today’s hearing will examine the fiscal year 2026 budget request for the Bureau of Industry and Security, an agency whose mission is critical to ensuring America wins the AI arms race against the Communist Party of China.

    We are at a historic inflection point. Technologies that will define the 21st century, such as AI, biotechnology, and quantum computing are achieving breakthroughs that increasingly sound more like science fiction, than the reality that we’re used to. These technologies have a potential to unlock tremendous economic prosperity, medical innovations, and human flourishing.

    However, they are not just drivers of economic growth. They are instruments of military power and security as well. Advanced AI models could coordinate fleets of self-driving cars in Michigan. They could also direct autonomous drone swarms over the Taiwan Strait. The nation that leads in developing and deploying these technologies has an opportunity to gain geopolitical advantages for decades to come.

    The CCP understands this. That’s why it’s trying to dominate these critical technologies by any means necessary through state subsidies, forced tech transfers, economic espionage, chip smuggling, and exploiting access to the West’s most innovative AI labs and universities.

    AI dominance is central to the CCP’s goals. Its military modernization efforts, surveillance state, and human rights abuses are amplified by AI. Export controls play a crucial role in ensuring that US and allied technologies are not used to fuel the CCP’s pursuit of global dominance. Amongst its many important roles, BIS serves as a guardian of one of the world’s most valuable and powerful supply chains. The ecosystem of advanced chips, tools, components, and design software that underpins the development of cutting-edge artificial intelligence.

    China’s leading AI companies have made it clear just how dependent their future is on US technology. In response to a question on what their biggest obstacle to AI development is Deepeek’s CEO put it bluntly, “bans on shipments of advanced chips are the problem.”

    The CCP understands the importance of these AI choke points. That’s why it’s working around the clock to steal chips and exploit export control loopholes to internalize its production. That’s why this hearing today is so important.

    BIS’ fiscal 26 budget request includes a 133% increase in enforcement funding. A bold and necessary step. As the deep CEO made evident, it’s not a lack of talent holding back China’s AI development. It’s the lack of access to US technology. That’s what this budget supports. It allows BIS to better disrupt covert efforts to funnel US innovation to the CCP’s military and surveillance state.

    So, let’s be very clear, enforcement is not about punishing innovation. It’s about protecting it. It’s about making sure that the technologies that define the future are not weaponized against our values, our alliances or our own people.

    We also recognize that BIS operates in a dynamic and challenging environment. The technologies we’re discussing are evolving rapid rapidly. BIS must become faster, more adaptive and uh and more technologically capable than ever before.

    This subcommittee is committed to giving the bureau the tools and resources it needs to meet that challenge head on. The geopolitical struggle between America and China defines the technologies of our time. Global AI development shaped by democratic values or authoritarian control will depend on the decisions we make right now about licensing, enforcement, and strategic technology protection.

    I’m pleased that we are joined by Undersecretary Jeffrey Kessler, who leads BIS during this decisive period in history. Mr. Kessler, thank you for your service and your appearance here at the subcommittee. The window for preserving America’s technology edge is narrow, but it does remain open. BIS with the support of Congress, must ensure America wins the AI arms race.

    CHANGSHA, June 12 (Xinhua) — Chinese Foreign Minister Wang Yi on Thursday held separate meetings with a number of high-ranking African officials who arrived in China to attend the opening ceremony of the 4th China-Africa Economic and Trade Expo and the ministerial meeting of the coordinators of the implementation of the Forum on China-Africa Cooperation (FCAC) in Changsha, capital of central China’s Hunan Province.

    Among the African dignitaries Wang met were Ugandan Prime Minister Robin Nabbanja, Liberian Vice President Jeremiah Kun, Rwandan Foreign Minister Olivier Nduhungirehe, Somali Foreign Minister Abdisalam Abdi Ali, Mozambican Foreign Minister Maria Manuela dos Santos Lucas and Togolese Foreign Minister Robert Dusset.

    At the meeting with Robina Nabbanja, Wang Yi, also a member of the Politburo of the CPC Central Committee, said that the leaders of China and Uganda have established mutual trust and friendship, providing impetus and guarantees for the development of bilateral relations. According to him, in the first quarter of this year, Ugandan exports to China increased by nearly 90 percent year-on-year, and the Chinese side hopes to deepen practical cooperation with Uganda in various fields.

    The Ugandan leader thanked China for its valuable support in Uganda’s infrastructure construction and socio-economic development over a long period of time. She expressed hope to deepen cooperation with China in key areas such as airport expansion, digital transformation and agricultural modernization.

    Speaking with Jeremiah Kuhn, Wang Yi recalled that the leaders of China and Liberia held a meeting on the sidelines of the FCAC Beijing Summit, during which they announced a new positioning of the strategic partnership between the two countries. The Chinese diplomat said that China is willing to continue to implement the agreements reached by the heads of state and the important results of the FCAC Beijing Summit with Liberia, so as to continuously bring benefits to the peoples of the two countries.

    The Vice President of Liberia expressed gratitude to China for his country’s long-term and selfless support and assistance. He stressed his willingness to continue to work with China to implement the consensus of the leaders of the two countries and advance cooperation in such sectors as maritime affairs, green energy, health care and agriculture.

    Meeting with Olivier Nduhungirehe, Wang Yi stressed that the leaders of China and Rwanda have jointly elevated China-Rwanda relations to a comprehensive strategic partnership and provided strong strategic guidance for the development of bilateral ties. Wang Yi noted that China is willing to deepen exchanges and mutual learning with Rwanda in public administration, and strengthen practical cooperation in various fields.

    The Rwandan Foreign Minister, for his part, stated that Rwanda expects to implement the results of the Beijing summit of the FCAS, especially the ten partnership action programs for the joint promotion of modernization, in order to jointly move towards independent and self-sufficient modernization.

    During the meeting with Abdisalam Abdi Ali, Wang Yi said that during the FCAS summit in Beijing, the leaders of China and Somalia elevated bilateral relations to a strategic partnership. He noted that China is willing to work with Somalia to implement the outcomes of the summit, bring more tangible benefits to the Somali people, and help the country restore peace and stability, as well as accelerate the process of reconstruction and development.

    The Somali Foreign Minister, for his part, thanked China for its strong support during the most difficult times for his country. He stressed that China holds a particularly important place in the hearts of Somalis and that Somalia highly values and expects to actively participate in a number of global initiatives put forward by China.

    At the meeting with Maria Manuela dos Santos, Lucas Wang Yi said that China is willing to deepen the China-Mozambique comprehensive strategic partnership of cooperation and is willing to help Mozambique accelerate its industrialization and modernization. The Chinese diplomat highly appreciates Mozambique’s firm commitment to the one-China principle.

    The Mozambican Foreign Minister, for her part, said that her country is sincerely grateful to China for its new measures to support Africa’s development, as well as its countermeasures to counter the introduction of additional unilateral customs duties.

    During the conversation with Robert Dusset, Wang Yi congratulated Togo on its smooth transition to a new political system and expressed support for Togo in actively seeking a governance path that suits its national conditions. The Chinese Foreign Minister added that China will continue to support Togo in safeguarding its independence, sovereignty and national dignity.

    R. Dusset, for his part, said that a number of global initiatives put forward by China are imbued with the spirit of unity and cooperation and have made a decisive contribution to promoting stability and prosperity in the world. –0–

  • MIL-OSI USA: Judiciary Committee Unanimously Advances Bipartisan Bill to Combat Online Child Sex Abuse Material

    WASHINGTON – The Senate Judiciary Committee today unanimously voted to advance the bipartisan STOP CSAM Act to crack down on child sexual abuse material (CSAM) online. 
    “The STOP CSAM Act takes direct aim at the terrible spread of online child sexual abuse material – and gives law enforcement and victims stronger tools to fight back. I was glad to move it out of the Judiciary Committee and anticipate the committee will have future opportunities to mark up additional legislation in this space,” Judiciary Committee Chairman Chuck Grassley (R-Iowa) said.
    The Grassley-backed bill, led by Sen. Josh Hawley (R-Mo.) and Ranking Member Dick Durbin (D-Ill.), would promote greater transparency in the tech industry and empower victims to seek justice against culpable platforms. Sens. Amy Klobuchar (D-Minn.), Mark Kelly (D-Ariz.), Cindy Hyde-Smith (R-Miss.), Katie Britt (R-Ala.), Ashley Moody (R-Fla.) and Richard Blumenthal (D-Conn.) cosponsor the legislation.   • MIL-OSI Economics: DG Okonjo-Iweala welcomes President Luis Abinader of the Dominican Republic to the WTO

    Director-General Ngozi Okonjo-Iweala met with the President of the Dominican Republic, Luis Rodolfo Abinader Corona, on 11 June at the WTO. They discussed the Dominican Republic’s robust macroeconomic performance, acknowledging that it is the fastest growing economy in Latin America. Its success is driven by ongoing diversification and modernization, in particular through digital transformation and services trade, they emphasized. DG Okonjo-Iweala complimented the Dominican Republic on its active role at the WTO and underlined the importance of the country ratifying the WTO Agreement on Fisheries Subsidies so that it can enter into force as soon as possible.

  • MIL-OSI Economics: DDG Hill: WTO members’ engagement vital to unlocking the benefits of digital trade

    In her closing remarks, DDG Hill noted that digital technologies were powering the global economy, including international trade. Citing WTO data, she highlighted the dynamic growth of digitally delivered services exports, which in 2024 accounted for 14.5% of global exports in goods and services. She also underscored the transformative impact of digital technologies – not only speeding up trade, but also leading to the creation of entirely new categories of data-driven goods and services.

    DDG Hill said digital trade has been not only a growth engine, but also a tool of inclusion, in particular for small and women-led businesses. She pointed out in this regard that while middle-income countries increased their share of global digital services exports by 24% between 2015 and 2022, low-income economies continue to face hurdles.

    DDG Hill emphasized that in times of economic uncertainty, stability and predictability in international trade are more important than ever. She pointed to the role of longstanding WTO agreements – such as the General Agreement on Tariffs and Trade (GATT) and the General Agreement on Trade in Services (GATS) but also the Trade Facilitation Agreement or the Agreement on Trade-Related Aspects of Intellectual Property Rights – in supporting digital trade. These rules remain the cornerstone of the international trading system not only by providing basic disciplines, but also by cutting “red tape”, increasing access to digital goods and fostering innovation and technology diffusion.

    DDG Hill acknowledged that current WTO rules do not capture certain nuances of digital technologies, from cybersecurity to consumer protection and e-payments. She noted, however, that WTO members are trying to grasp these and other aspects of the digital economy through insightful discussions within the Work Programme on Electronic Commerce. DDG Hill highlighted in this regard the deep level of engagement by many members, including developing economies, in recent discussions on the opportunities and challenges posed by digital trade.

    “Finding a balance between openness and protection, innovation and integrity is the defining digital governance challenge of our time,” said DDG Hill. She cited a joint WTO–OECD study, which found that convergence towards balanced data flows with appropriate safeguards is the optimal solution that could boost global exports by 3.6% and global GDP by 1.77%. She mentioned in this context the plurilateral agreement on e-commerce is one of the tools that seek to strike such a balance. The agreement – supported by 71 WTO members – lays down rules aiming at facilitating and building trust in e-commerce, while ensuring an open digital trade environment.

    DDG Hill further noted the potential of artificial intelligence to help level the playing field for small businesses by lowering market entry barriers, simplifying compliance, and boosting efficiency. She cited the WTO Secretariat report on AI – “Trading with intelligence” – which finds that AI has the potential to benefit low- and lower middle-income countries as much as high-income counterparts in terms of export growth potential. In her view, building digital skills, infrastructure, and supportive regulatory frameworks will be key to harnessing this potential.

    Looking ahead to the 14th Ministerial Conference (MC14), which will take place in March 2026 in Yaoundé, DDG Hill acknowledged the complexity of the international trading landscape and emphasized the value of discussions on e-commerce. “A meaningful reform of the system seems to be a top priority for many members, and failing to agree on a roadmap towards such a reform would be a missed opportunity,” DDG Hill said. “It would also be a missed opportunity to neglect the most dynamic component of international trade over the past few decades”.

    DDG Hill concluded that trade and digital technologies – when aligned thoughtfully – can be a force for good. “This is why it is particularly important that the WTO remains a vital platform for dialogue, for monitoring developments, and for shaping the rules of tomorrow,” DDG Hill said.

    C++ is at the heart of Bloomberg’s infrastructure, powering everything from low-level libraries to highly performant financial applications, analytics, and trading systems. Maintaining a best-in-class C++ environment requires a collaborative approach to knowledge sharing and continuous education, and that’s where Bloomberg’s C++ Guild comes in.

    The C++ Guild is one of 12 guilds Bloomberg has created to provide structured forums for people to share technical knowledge, tools, code, and best practices. The C++ Guild, in particular, is dedicated to strengthening Bloomberg’s use of the language and related areas such as training, ISO standardization, and application design. Guild members’ influence also extends across the industry through tech talks at key conferences and meetups, open source contributions, and through the standardization process. Through these efforts, the Guild ensures that Bloomberg remains a C++ innovator, while empowering the broader tech community to drive the language forward.

    However, the Guild isn’t just a technical forum. It’s also a catalyst for professional growth. Members gain opportunities to sharpen their expertise, learn from industry leaders, and become recognized technical experts themselves. We asked individuals from this community to share more about the C++ Guild and discuss how it has shaped each of their careers.

    First, let’s meet Aurelien Cassagnes, a Tokyo-based Team Lead in Bloomberg’s Feeds Engineering group. He started in 2015 as an intern and then served as an individual contributor (IC) for eight years before becoming a team lead in 2024.

    How did you get involved with the C++ Guild? And what is your role in the Guild?
    I knew someone else from the APAC region was involved in the C++ Guild’s API Reviews Working Group, so I decided to join that same group to keep our efforts focused.

    The API Reviews Working Group is tasked with defining best practices for the most fundamental APIs used at Bloomberg and ensuring compliance. It also brings together engineers with different skills and backgrounds to review far-reaching internal libraries or code that is used in open source projects that Bloomberg publishes. For example, before the release of BlazingMQ, a modern high-performance open source message queuing system, the C++ Guild’s API Reviews group was extensively involved in reviewing its code.

    How did you become a co-lead of a Working Group?
    My group lead and I discussed my available bandwidth to focus on this guild, while still being able to deliver for my team. I later decided to also join the Conferences Working Group in order to bring back some of the expertise in the region, as it’s quite challenging to source events locally.

    The two prior co-leads of the API Reviews Working Group were happy with the work I was doing there and they trusted me to lead the local chapter. I started some other local initiatives to grow the guild, such as making sure that our teams know what services we provide and finding opportunities for our engineers to participate in Standards Committee meetings or write C++ standards proposals. Those efforts were ultimately rewarded with being picked as a Guild Leader, which is a title I wear as proudly as Team Lead.

    We recently launched another working group locally to handle the writing of a standards proposal. All in all, having participated in multiple groups has shown me the power of building a strong network in the guild.

    What do you tell engineers about why they should get involved in the C++ Guild?
    Guilds are the perfect place to stretch your engineering muscle beyond your day-to-day tasks. You’ll work alongside world-class experts who are excited to share their skills. So if you are looking for a venue to grow as an engineer, this is a great place. The guild is not only for you to receive; we are also interested and open to see what you want to contribute. The guild is an investment, and you get tenfold the time and effort you put in.

    How has the C++ Guild community supported your career development?
    As the guild looked to expand its presence in APAC, they trusted me to lead the local chapter, and thus was positively noticed and supported by my manager. Because I was invested in finding opportunities for our engineers, I took even more initiative and nominated and sent my people to events, and this was also noticed. I have no doubt that these were some of the milestones that were considered when my managers decided to make me a team lead. It’s safe to say that I feel a whole lot more complete as an engineer thanks to being in the guild.

    Last year, you attended CppCon. Why is it important for Bloomberg engineers to attend, participate, and speak at technical conferences?
    While we are immersed in our day-to-day work, it’s easy to forget that best practices and the bar for excellence in C++ is a moving target. But the language keeps evolving. Bloomberg aims to lead this movement, and is committed to being a strong voice in the C++ Standards conversation. So we want our engineers to be engaged in the community, to learn from it, and to give back.

    This starts by fostering a culture of curiosity and openness. Question the status quo, understand where we are, and improve on it. We invest in our engineers so they have the opportunity to share what they know with the community at a conference or a local meetup, get feedback, and take their ideas to the next level. Ultimately, when an engineer presents a proposal on stage at CppCon, they will reach and influence the community at scale, so we make sure we utilize that opportunity for both our business’ and the individual’s growth.

    Elena Vorobyeva is Team Lead on the Sessions Infrastructure team, part of Platform Security. She first joined Bloomberg as a contractor on the Real-time Data team. She eventually accepted a permanent position working on application middleware, and then market data.

    Tell us about how you got involved with the C++ Guild?
    I am the Lead of the C++ Guild’s Conference Working Group. When I first joined the guild in 2019, there were several groups within the Guild that were in need of leadership. I chose to lead the Conference Working Group because national and international conferences create possibilities for community-wide professional development and education. I also enjoy sharing my own fascination with and knowledge of C++.

    What is your Working Group charged with?
    The Conference Working Group is responsible for managing conference-related activities. Each year, we recommend which conferences related to C++ that the Engineering department should sponsor. We decide which sponsorship level best aligns with Bloomberg’s objectives. We also provide support and assistance to individuals participating in these conferences, whether as first-time attendees or seasoned presenters. This ensures that our team members are well-prepared and can make the most of their conference experience.

    Why is it important for Bloomberg engineers to attend, participate in, and speak at technical conferences?
    Each year, Bloomberg participates in more than a dozen C++ conferences around the globe. We also have many engineers involved in WG21, the ISO C++ Committee that helps shape the international standard for the C++ language. Bloomberg has one of the world’s largest C++ codebases, and as that investment grows, it is important to show our commitment to this language, which leads in both performance and safety.

    Bloomberg’s engineers are widely recognized as thought leaders and experts in the field. At conferences and on committees, we also have a chance to discover insights, share perspectives and get inspiration from experts outside the company.

    Conferences are also an excellent way to show potential talent that Bloomberg is not only a financial services company, but also a leading software company. In addition to presenting our work, we get to share our unique company culture, where people can stretch professionally and contribute to the evolution of technology. People from other companies tell us that they are fascinated that every Bloomberg employee they talk to tells the same story: we love where we are, and we trust that we are appreciated.

    Our own employees come home from these conferences with a renewed appreciation for what Bloomberg offers, both professionally and as a place to work and grow. The chance to present their work to outside audiences offers people a moment to step back and understand what they have accomplished and how much that matters to the greater C++ community.

    The Guild community continues to introduce me to a network of talented and driven people outside of my own department. Being involved in the Conference Working Group has allowed me to mentor colleagues across the company. I feel like I am helping to create – while also being given – a comprehensive platform for both personal and professional growth.

    What makes guilds a great way for engineers to learn new skills and develop their interests in emerging technologies?
    Guilds provide a dynamic environment to share information both throughout our company and externally as well. Interaction with a diverse array of Working Groups allows contributors to focus on many aspects of professional development. In the C++ Guild, deeply technical Working Groups collaborate to conduct in-depth exploration of current topics such as Reflection, Inter-Thread Communication, and API review, while others focus on community and organization, event planning, presentation, and project management. This variety ensures that every engineer can find a group that aligns with their own interests and career goals, and can also learn from the research and work of others. In addition, people can flexibly commit to join the Guild and participate when they have time or an interest in doing so. Everybody is welcome!

    Jessica Winer is a Junior Software Engineer working on Bloomberg’s Asset and Investment Management (AIM) Enterprise product. She is responsible for creating a highly configurable automated user experience for Post Trade. She joined Bloomberg three years ago.

    Tell us about how you got involved with the C++ Guild? How long were you at Bloomberg before you got involved with the community?
    When joining Bloomberg, I was particularly drawn to the company’s “Choose your own adventure” style of career development. I’ve tried to take full advantage of a wealth of opportunities offered to me to have impact across the firm. I have been able to dive into the deep end of technical projects, have gotten lost in the weeds, and climbed my way out. And I’ve been able to take projects from ideas to reality even at this early stage of my career. My Team Lead pointed me towards guilds as an avenue for exposure and technical exploration. As a new member of the C++ Guild, I have gotten to work with engineers across the company.

    What initiatives have you been actively involved in?
    I have gotten involved in a few different working groups, such as the Recommended Libraries Working Group, where I learned about weighing the qualities of different tools to solve a specific technical problem.

    As part of the Testing Working Group, I’ve learned about testing best practices across Bloomberg, and have contributed to tools to increase testing coverage. This group is particularly interesting to me, as I have been co-leading a local department working group for testing for over a year, where we have been creating a cross-department solution for Gherkin-style system tests which can be run automatically on a daily interval. Through the Guild, I realized that a lot of the questions we were deliberating in our department were already being discussed Bloomberg-wide.

    Most recently I have been working in the Conferences Working Group, learning more about the organization of conferences and Bloomberg’s involvement externally.

    Are there any conferences you have attended as a speaker or presented your work?
    My first conference through Bloomberg was CppCon 2023, which is the world’s largest C++ conference. While I enjoyed learning from brilliant minds and expanding my knowledge in formal sessions, it was truly incredible to meet members of the C++ Standards Committee, who are helping to evolve the language, as well as Bjarne Stroustrup, who created the language. These people all went out of their way to welcome us into the community. After attending CppCon, I co-created a presentation on system design with a colleague, which we presented at ACCU 2024 in Bristol, UK.

    What’s one thing you wish people knew about the Guilds?
    Guilds are meant to be a learning opportunity for those at the company. You don’t already have to be a domain expert to join. You will become part of a network of brilliant engineers and domain expertise will follow.

    In 2024, you attended CppCon. Why is it important for Bloomberg engineers to attend, participate in, and speak at technical conferences?
    Conferences are a great opportunity to meet brilliant engineers both in and outside of Bloomberg. Attending conferences gives you dedicated time to learn from others and to improve your technical skills.

I have been able to dive into the deep end of technical projects, have gotten lost in the weeds, and climbed my way out. And I’ve been able to take projects from ideas to reality even at this early stage of my career.”

    Conor Spilsbury is a Senior Software Engineer within the Trade Automation and Execution organization, where he works on Bloomberg’s Listed Securities Execution Management System, EMSX, a real-time, high throughput, multi-asset transactional trading platform used by financial institutions around the world to manage their daily trading activity. He has worked at Bloomberg for five years, having joined as an entry-level engineer in the infrastructure team after finishing his master’s degree in mathematics. He is now working on deepening the integration between EMSX and AIM, our buy-side OMS, as part of Bloomberg’s enterprise offerings.

    How did you get involved with the C++ Guild?
    I am always looking for what more I can be doing – both in my own team and beyond. Six months after I joined Bloomberg, I read a post in one of the internal newsletters looking for help in organizing Guild activities. My managers at Bloomberg have always encouraged and supported me to participate.

    The Guild is responsible for a C++ newsletter that is regularly sent to engineers at Bloomberg. We use this to share recent updates in the C++ community, including changes to our build tools, tooling or library updates, advertising upcoming conferences that engineers can attend, internal transfer opportunities, internal talks from Bloomberg employees or special guests (e.g., the C++ Guild recently hosted Sean Baxter to talk about the Circle Compiler), and ultimately highlighting opportunities for engineers to get involved in the C++ community itself.

    The newsletter has been running for five years now and we still experiment with what we can include in it. For example, we’re also trying to do more to promote ways to contribute to “inner source” projects and have been running a “Feature of the Month” column which shares a tip about a C++ feature. The most recent newsletter included tips on C++23’s ‘std::expected’.

    How did you become co-chair?
    As the Guild has grown, we have expanded the domains that we work on, which means there are all kinds of new opportunities for engineers to get involved in. The Guild is organized into dedicated Working Groups, each of which is focused on a particular domain.

    I found myself making contributions to multiple different WGs and have led two of them; I’ve contributed to API Reviews, Communications, Membership, Recommended Libraries, Testing, and organized our presence at an internal conference called “Guild Week” over multiple years, and even delivered talks at this conference.

    One of the primary forms of responsibility for me in recent years has come from being involved in Membership and supporting new members to get involved. This has also led me to presenting talks about Guild to other internal communities at Bloomberg.

    After a few years of making increasingly larger contributions across multiple working groups, I put myself forward to be the next chair of the Guild and I was fortunate to receive a lot of support.

    What are some of the ways the C++ Guild’s members influence C++ utilization both within and outside the company ?
    One of our goals is to bring engineers across the company together to work on influencing the direction of C++ at Bloomberg and improving the development experience internally. We do this by establishing best practices and guiding principles based on community feedback and contributions.

    For example, our Tooling Working Group maintains and improves our tools for C++ development along with standardizing this tooling. They are currently working on implementing the Common Package Specification as described by our very own Bret Brown at CppCon 2023 in collaboration with KitWare.

    In addition, Bloomberg has many active contributors to new features in the C++ programming language, and we have a Working Group that coordinates our efforts with the wider international standardization working group for C++, WG21. For example, Dan Katz, our previous Guild co-chair, is a co-author on the paper that proposes to add Reflection into C++26, which will be a major milestone for the language.

    How has the C++ Guild community supported your career development?
    I’ve been able to gain a lot more technical knowledge, including expert insights, best practices, and industry trends that have helped me deepen my understanding of the language and stay up-to-date with the latest developments both internally at Bloomberg and externally in the wider community.

    Being involved in the Guild is also a unique opportunity to have company-wide impact and to gain leadership experience whilst remaining an individual contributor as opposed to going down a Team Lead or Management track. I’ve taken the lead in organizing Guild initiatives, setting direction, and mentoring others to achieve our goals. This experience has not only helped me become a more effective team player but also given me the confidence to take on new challenges in my own role. I’ve been able to bring this experience back to my team and make more meaningful contributions as a result.

    The community has also provided me with opportunities to meet and connect with engineers in other departments, which has been a great way to expand my network and learn about new areas of the company. It’s amazing how often I’ve been able to find the exact person I need to answer a question or provide guidance.

    I found this particularly useful when I was looking for a new challenge and decided to move teams internally to an entirely new domain. Thanks to the Guild, I had already established relationships with engineers who could offer valuable advice and introductions. As it turns out, the first time I met two of my current teammates in EMSX was when the three of us were attending CppCon, a C++ industry conference!

    At CppCon 2024, I gave my first talk at a conference which was a really rewarding experience. In particular, collaborating with colleagues as we went back and forth improving the talk together.

    How do you encourage employees to get involved?
    Some engineers will join the Guild with a clear idea of what they want to work on, but others may not know where to start. In either case, the most important thing is to bring enthusiasm and a curiosity to learn more. To help with this, we have a Membership Working Group that pairs each new member with an experienced Guild member to support them. It all comes down to trying out new things, volunteering to get involved in an initiative, or pitching something new and sharing ideas.

    Ultimately, the more perspectives represented by engineers in the Guild, the better. Our goal is to reach engineers across the entire company in all of our departments and at every experience level to improve their experience.

    Engineering the Future: Bloomberg Powers the 2025 NYC FIRST Robotics Regional

    Bloomberg recently served as the lead sponsor of the 2025 FIRST Robotics Competition’s New York City Regional, hosted by NYC FIRST, where more than 50 high school teams from across the tri-state area showcased their engineering skills to help protect one of the ocean’s most diverse habitats.

    Among the competitors were 21 Bloomberg-sponsored teams, including Team 333 – The Megalodons from John Dewey High School in Brooklyn.

    The Megalodons earned a prestigious Regional Engineering Inspiration Award, securing them a coveted spot at the FIRST Championship in Houston, Texas, where they competed on the global stage. But for this school team, winning was just the beginning — the real challenge was securing the funds to make the journey to Houston a reality.

    When Competition Ends, Community Begins

    In a powerful show of solidarity, a group of Bloomberg software engineers — who spent the season mentoring teams that didn’t make it to the finals — came together to help. Engineers, including Josh Greenman, Brian Maher, Joe Pokorny, Bharath Sreenivas, and ZQ Yeo, donated their Dollars For Your Hours (DFYH) contributions to support the Megalodons’ journey to Houston. It’s a testament to the deep sense of community and compassion that defines Bloomberg’s Engineering culture.

    “Brian and I have mentored the Megalodons for six and 10 years respectively, and we’re always eager to support our team’s journey,” said Josh Greenman, FIRST Engineering Mentor. “At Bloomberg, FIRST mentors are a family — we rally behind the teams that make it to Champs, whether our own or not, to ensure every student gets to experience that inspiration. The growth we see in these students, sparked by curiosity and nurtured through mentorship, is what truly inspires us in return.”

    These efforts reflect a core value at Bloomberg: using technical skills and professional support to empower the next generation. More than 1,800 Bloomberg employees have volunteered nearly 30,000 hours with FIRST programs in New York City, New Jersey, San Francisco, and London since 2004, mentoring students, designing workshops, and supporting competitions across the U.S. and beyond.

    “Supporting programs like FIRST Robotics is how we bring Bloomberg’s values to life — combining skills, mentorship, and community to empower future leaders,” said Vanessa Luna of Bloomberg’s Corporate Philanthropy team. “Watching our engineers rally around the Megalodons is a powerful reminder of the impact we can make when we collectively invest in people and purpose.”

    At this year’s NYC Regional event, 13 Bloomberg engineers served as mentors, and 50 employees volunteered on site. Adam Wolf, Bloomberg’s Global Head of Engineering, attended with his family, witnessing firsthand the power of STEM mentorship and the community that forms around it.

    “Giving students the confidence to solve real-world problems, work as a team, and see themselves as future engineers and leaders is incredibly rewarding,” said Wolf. “I am always inspired watching our engineers mentor and support these teams, using our skills to give back and help shape what’s next.”

    From Brooklyn to Houston: A Team Effort

    For the Megalodons, reaching Houston meant more than just competing — it was a moment to represent their school, their city, and their journey. They were joined at the FIRST Championship by six other Bloomberg-sponsored teams, including:

    • Team 1796 – RoboTigers, Queens Technical High School (Long Island City, NY)
    • Team 694 – StuyPulse, Stuyvesant High School (New York City, NY)
    • Team 1880 – Warriors of East Harlem, East Harlem Tutorial Program (East Harlem, NY)
    • Team 2601 – Steel Hawks, Townsend Harris High School (Flushing, NY)
    • Team 5298 – E-Tech Chargers, Energy Tech High School (Long Island City, NY)
    • Team 8739 – Redhawk Robotics, High School for Construction Trades, Engineering & Architecture (Queens, NY)

    These students joined thousands of peers from around the world in Houston from April 17–20, 2025, where they competed in high-stakes matches, learned from others, and inspired one another through their shared passion for science, technology, engineering, and math.

    Engineering Culture in Action

    FIRST Robotics is more than a competition — it’s a launching pad for future engineers, technologists, and leaders. Bloomberg’s support spans sponsorship, mentorship, and education initiatives that open doors for students who may not otherwise have access to advanced STEM experiences.

    “Those who support FIRST Robotics do so because we share a passion to excite and grow future engineers,” said Engineering Manager Joe Pokorny. “When we have a chance to support others, like this year’s Megalodons – whether it be through time, services, or donations – we band together as one tight-knit team. Seeing these kids realize what they can achieve is such a great experience.”
