  • MIL-OSI Australia: JACET Charges – Child abuse – Alice Springs

    The Joint Anti-Child Exploitation Team (JACET) has charged a 28-year-old man with child abuse offences in Alice Springs.

    On Wednesday 7 May 2025, NT JACET received an urgent referral from the Federal Bureau of Investigation through the Australian Federal Police (AFP).

    The following day, detectives and federal agents from NT JACET, with support from Alice Springs Domestic Violence & Child Abuse Taskforce, executed a lawful search on a residence resulting in the seizure of large quantities of child abuse material. Police will allege that the man also abused a child, aged under 5-years-old, who was known to him. 

    The 28-year-old male has been charged with the following:

    1. Sexual intercourse with child under 10 x 1
    2. Gross indecency with child under 14 x 2
    3. Produce child abuse material for use via a carriage service x 3
    4. Possess or control child abuse material
    5. Access child abuse material
    6. Transmit child abuse material

    He has been remanded to appear in Alice Springs Court on 10 July 2025.

    NT Police Force Detective Superintendent Paul Lawson said, “The crimes committed by this individual are abhorrent.

    “Preying on the most vulnerable members of our community who cannot defend themselves. 

    “I want to commend the seamless collaboration with our international and federal partners to target this offender and bring him before the court.

    “If you abuse a child or procure, access and transmit child abuse material, we will find you, and you will be prosecuted.

    “We will continue to work tirelessly to protect children from harm.”

    AFP Superintendent Greg Davis said the AFP and its law enforcement partners across Australia were committed to protecting children from sexual predators.

    “Offenders cannot hide behind a screen when they carry out these reprehensible and hideous acts,” Supt Davis said.

    “Our message to online offenders has not changed – if you possess, produce or transmit child abuse material, you will be found, arrested and prosecuted.”

    The Ministry of Justice has released the 2024 coronial statistics, providing data drawn from the annual returns of individual Coroner Areas.

    The Ministry of Justice advises against direct comparisons between different areas due to their unique characteristics and demographics, which can lead to misleading conclusions about overall performance.

    The Isle of Wight is recognised as a particularly complex Coronial Area, due to several different factors.

    These include a higher-than-average rate of road traffic collision deaths, a large elderly prison population, a secure mental health unit, and an older general population.

    The high number of care homes per capita, challenges faced by NHS services, a fully coastal border, and significant population surges during major events, such as annual music and sailing festivals, all contribute to this complexity.

    Additionally, the Isle of Wight hosts the only active formal ‘Burials at Sea’ site off the Needles. Areas of deprivation on the Island also impact the Coroner’s Service.

    Caroline Sumeray, His Majesty’s Senior Coroner for the Isle of Wight, said: “I recognise that the Isle of Wight Coronial Area is not the fastest to complete Inquests.

    “There are multiple reasons for this, including the non-availability of an Island-based pathologist willing to do coronial work; a larger proportion of inquests having to wait for other external agencies’ investigations to be completed before they can proceed, and the need to ensure that we carry out extremely thorough investigations.

    “Those investigations do take time to resolve. It goes without saying that the fastest investigations are not always the most robust. It is essential that I leave no stone unturned.”

    Wendy Perera, chief executive of the Isle of Wight Council, emphasised the importance of the Island’s Coroner’s Service.

    She said: “Supporting Island families and the Coroner’s Office is of great importance to the council. We work in partnership with His Majesty’s Senior Coroner to provide the staffing and facilities to support the service and delivery of the Coroner’s statutory role.

    “For many years, it has been difficult to maintain a fully staffed service which has impacted on service delivery. In addition, access to court facilities has also been challenging.

    “The council has recently invested in creating a purpose-built Coroner’s Court at Seaclose Park to alleviate some of these pressures; steps are also being taken to ensure staffing resilience and to address any delay linked to these two issues.”

    The council and HM Senior Coroner are confident that by working together, they will deliver the required improvements in the service.

    The council remains committed to supporting the Coroner and the Island’s Coroner’s Service to ensure the delivery of the best possible support for Island families.

    The Dromore Place Plan was launched on Wednesday 7 May at Dromore Community Centre, setting out a vision and priorities for the future to create a unique market town that is rich in built and natural heritage and primed for strategic growth.

    The Place Plan was taken forward by the Armagh Banbridge and Craigavon Community Planning Partnership of which Armagh City, Banbridge and Craigavon Borough Council was the lead partner. Following the Armagh Place Plan (2022) and the Banbridge Place Plan (2024), this is the third locality plan for the borough.

    Dromore is the smallest urban town in the borough with a strategic location along the A1 Dublin Belfast Economic Corridor. With over 1000 people participating in the ‘Taking Stock’ public engagement sessions, events and surveys, the Place Plan mirrors the ambition and passion to create a thriving and prosperous place to live, work and play.

    Speaking at the event, Deputy Lord Mayor of Armagh City Banbridge and Craigavon Borough, Councillor Kyle Savage said: “An extensive collaborative process with the local people, businesses and groups has helped to create this visionary Place Plan for Dromore. It recognises distinct challenges, exciting opportunities and unique characteristics to be celebrated within the town. As a council, we are committed to ensuring that this shared vision and action plan is used as a tool to secure a vibrant, thriving and environmentally responsible town.”

    The Dromore Place Plan outlines a strategic vision for the place, detailing five outcomes which are aimed at enhancing the quality of life for the residents, preserving the unique character of the area whilst stimulating economic growth. Six thematic clusters comprising of 37 suggested actions, serve as a road map for the Community Planning partners, stakeholders, businesses and local community groups to collaborate to develop Dromore into the future.

    The four big ideas include: Tackling Vacancy and Dereliction (breathing life into underutilised spaces to create vibrant hubs for community and business); Development Potential of Quillyburn (exploring opportunities to transform these lands into a thriving new space unlocking economic growth); Dromore Viaduct (restoring this historic landmark to promote heritage, recreation and community use); Active Riversides (enhancing links between the River Lagan and the town’s assets).

    Sinead Collins, Vice Chair of Place Board Sub Committee said: “We were delighted with the response from the people based in Dromore, which had one of the highest engagement rates. Engaging with the people who live and work here gives them the opportunity to play a proactive role in defining the future of their town.     When Jiang Xiaojuan and her husband boarded a plane for a journey of around 3,500 kilometers, they were not just headed on holiday; they were pursuing a shared passion: badminton.

    The couple from Urumqi, northwest China’s Xinjiang region, flew to the coastal city of Xiamen, east China’s Fujian Province, to catch the 2025 Sudirman Cup, held during China’s bustling May Day “golden week” holiday.

    The couple instinctively knew that spectating would not be enough, which is why they had packed their rackets into their suitcases.

    “Xiamen has plenty of badminton courts and a vibrant local scene,” Jiang told Xinhua outside the stadium, shortly after cheering for China’s win in the final. “As soon as we landed, we joined a local group and played three matches.”

    For Jiang, blending sports with travel was the perfect getaway: “It’s good for both body and mind,” she said with a grin.

    A new trend of sports-driven tourism is emerging in China as more travelers are building their itineraries around tournaments, marathons and championship games. Cities are seizing the opportunity, leveraging major events to boost hotel bookings, catering consumption and cultural exploration.

    The government is backing this trend. National action plans released in March and April highlighted the integration of sports, culture, and tourism as a strategic pillar for stimulating domestic consumption, calling for more high-quality sports programs and distinctive events.

    Xiamen’s hosting of this year’s Sudirman Cup was a prime example. Running from April 27 to May 4, the tournament coincided with the country’s five-day May Day holiday, attracting crowds of badminton fans alongside regular holiday tourists.

    Local businesses saw a noticeable boost, with hotels across the city reporting higher bookings than the previous year. Shen Xiaoyan of Le Meridien Xiamen said the hotel hosted several groups in town for the competition. To attract more guests, the hotel offered bundled packages with perks like complimentary shuttle service to the arena and free court time.

    The city didn’t rely solely on the matches. “We rolled out ‘sports-plus’ packages to enrich the visitor experience,” said Chen Lan, deputy head of Xiamen’s sports bureau. Initiatives like “Walk with the Champions” city tours and campus visits by athletes added layers of experience beyond stadiums.

    More people are prioritizing health and leisure amid rising living standards, said Li Peigong, president of Shanghai Lixin University of Accounting and Finance. “A combination of sports and travel has become a go-to solution that caters to a wide range of needs.”

    This shift aligns with China’s broader development strategy to become a leading sporting nation by advancing competitive sports, encouraging mass participation, and developing its sports industry — all in parallel.

    With annual growth surpassing 10 percent over the past years, the sports industry has emerged as a key driver of consumption, innovation, and employment in the country.

    In 2024 alone, Xiamen hosted 40 high-level sports events, generating more than 2.6 billion yuan (about 361 million U.S. dollars) in revenues.

    Meanwhile, Shanghai is setting the pace for sports-driven consumption. In March, the Formula One Chinese Grand Prix drew a record-breaking 220,000 spectators, exceeding last year’s attendance.     South Australia Police (SAPOL) welcomes another 34 experienced international and interstate police officers to the frontline, following their graduation from the 15-week SAPOL Transition Program (STP) Course 2 and 3 today.

    This second graduating course includes officers from a range of policing backgrounds across the UK and Australia, bringing skills in areas including counter-terrorism, armed policing, serious sexual offences, public order, investigations, and general duties.

    Among the cohort, two officers are heading to Port Augusta, with the remainder joining teams across metropolitan areas.

    STP Course 2 graduate Ella Mestroni, who previously served five years with Victoria Police within metropolitan and regional areas, said the transition back to her home state has been seamless.

    “My husband and I were always going to return to South Australia to raise our daughter close to family, and SAPOL made that move incredibly smooth,” she said.

    “Being able to retain my rank and transfer entitlements like long service leave has made a big difference, and the level of support during the recruitment process – from flexible testing options to genuine communication, has been outstanding.”

    Jamie Earl, who graduated from STP Course 1 in March, said the past two months have confirmed he made the right decision.

    “Policing here is fast-paced, efficient, and outcomes-focused,” Jamie said.

    “In just a short time I’ve achieved more positive outcomes for victims than I would in six months back in the UK, and that’s incredibly rewarding. Of course, it’s been a steep learning curve and some days have been challenging, but I’ve been backed by an amazing team and a really supportive work culture.”

    This latest graduation comes as SAPOL continues a multi-pronged domestic and international recruitment drive.

    A refreshed ‘You Belong in Blue’ television campaign has recently launched across South Australia, showcasing the stories of three serving SAPOL officers from regional and metropolitan areas. The campaign highlights the diversity of policing roles on offer and the dynamic and rewarding nature of the job.

    The domestic push complements strong momentum internationally, with a SAPOL delegation recently completing a second UK recruitment drive. More than 1,100 officers registered to attend SAPOL’s seminars across London, Cardiff, Birmingham, Manchester, and Glasgow.

    This initiative is expected to drive a significant increase in applications, replicating the success of the 2024 in-country recruitment activity.

    Issued for BRAY near Robe in the Lower South East.

    The SA Country Fire Service (CFS) advises that there is a bushfire in the Lake Hawdon South Conservation Park at Bray, approximately 20 kilometres south east of Robe in the Lower South East.

    CFS and Department of Environment and Water crews are currently working to contain the fire within the park’s boundaries, these operations are being supported by private landowners who are utilising heavy machinery.

    This fire will continue to burn throughout the night and will be monitored by crews on scene.

    The fire poses no threat to the community at this time but smoke and flames may be visible from Clay Wells Road and the Southern Ports Highway well into the night.

    Hazards in the area may include reduced visibility due to smoke and emergency vehicles operating in the area.

  • MIL-Evening Report: The Kiwi heart surgeon, his wife and the film maker in Palestine

    Auckland film maker Paula Whetu Jones has spent nearly two decades working pro bono on a feature film about the Auckland cardiac surgeon Alan Kerr, which is finally now in cinemas.

    She is best known for co-writing and directing Whina, the feature film about Dame Whina Cooper.

    She filmed Dr Kerr and his wife Hazel in 2007, when he led a Kiwi team to Gaza and the West Bank to operate on children with heart disease.

    What started as a two-week visit became a 20 year commitment, involving 40 medical missions to Gaza and the West Bank and hundreds of operations.

    Paula Whetu Jones self-funded six trips to document the work and the result is the feature film The Doctor’s Wife, now being screened free in communities around the country.

    20 years of inspirational work in Palestine

    I met Alan and Hazel Kerr in 2006 and became inspired by their selflessness and dedication. I wanted to learn more about them and shine a light on their achievements.

    I’ve been trying to highlight social issues through documentary film making for 25 years. I have always struggled to obtain funding and this project was no different. We provided most of the funding but it wouldn’t have been possible to complete it without the generosity of a small number of donors.

    Others gave of their time and expertise.

    Our initial intention was to follow Dr Alan in his work in the West Bank and Gaza but we also developed a very special relationship with Hazel.

    While Dr Alan was operating, Hazel took herself all over the West Bank and Gaza, volunteering to help in refugee camps, schools and community centres. We tagged along and realised that Dr Alan and his work was the heart of the film but Hazel was the soul. Hence, the title became The Doctor’s Wife.

    I was due to return to Palestine in 2010 when on the eve of my departure I was struck down by a rare auto immune condition which left me paralysed. It wasn’t until 2012 that I was able to return to Palestine.

    Wheelchair made things hard
    However, being in a wheelchair made everything near on impossible, not to mention my mental state which was not conducive to being creative. In 2013, tragedy struck again when my 22-year-old son died, and I shut down for a year.

    Again, the project seemed so far away, destined for the shelf. Which is where it sat for the next few years while I tried to figure out how to live in a wheelchair and support myself and my daughter.

    The project was re-energised when I made two arts documentaries in Palestine, making sure we filmed Alan while we were there and connecting with a NZ trauma nurse who was also filming.

    By 2022, we knew we needed to complete the doco. We started sorting through many years of footage in different formats, getting the interviews transcribed and edited. The last big push was in 2023. We raised funds and got a few people to help with the logistics.

    I spent six months with three editors and then we used the rough cut to do one last fundraiser that helped us over the line, finally finishing it in March of 2025.

    Our documentary shows the humanity of everyday Palestinians, pre-2022, as told through the eyes of a retired NZ heart surgeon, his wife and two committed female film makers who were told in 2006 that no one cares about old people, sick Palestinian children or Palestine.

    They were wrong. We cared and maybe you do, too.

    What is happening in 2025 means it’s even more important now for people to see the ordinary people of Palestine

    Dr Alan and his wife, Hazel are now 90 and 85 years old respectively. They are the most wonderfully humble humans. Their work over 20 years is nothing short of inspiring.

    Beatrice Gralton, who curated this year’s Archibald, Wynne and Sulman prizes, has hung the exhibition well. Julie Fragar’s Archibald-winning portrait of her friend and fellow artist Justene Williams is impossible to miss in the central court of the Art Gallery of New South Wales.

    Fragar’s subject bursts out of the central space, as though she is herself the Big Bang that created the Universe. This is the artist as the Creator of All Things, the governor of a world that extends from her hands. Behind her are the stars from whence she may have come.

    Her face is grave, but severe – governing the multiverse is a serious task. She hovers above the figures she has created, including her daughter, Honore, who has also inspired many of Williams’ works. Honore appears in the painting twice, first as a tiny child looking up, and then as an eight-year-old, half-hidden behind the assortment of objects and detritus that Williams uses to make her art.

    The title, Flagship Mother Multiverse, comes from Williams’ recent New Zealand installation work, Making Do Rhymes With Poo, best described as an endurance piece where the artist used her own body to make a series of works.

    By painting in monochrome, Fragar enables the viewer to focus first on the subject, before taking in the details of the confusion of the elements beneath her. Her dress, quietly captioned “Flag ship Mother” (with “mother” printed in verso), reinforces that this mother, who makes all things, is indeed captain of her ship.

    The Wynne prize and urban beauty

    Much of the time, the Australian landscape is imagined as bush, desert, or lush pastoral land. Winner of the Wynne prize, Jude Rae’s painting Pre-dawn sky over Port Botany container terminal, celebrates the accidental moments of urban beauty. The artist lives in Redfern where, high on the hill, it is possible to see the lights of the Botany Bay container terminal: a place that never sleeps.

    The Wynne prize is awarded to a landscape painting or figure sculpture, and Rae has painted her urban landscape just at that moment where the sky blushes a faint pink, turning to dark blue, before the almost black of the night sky.

    There are no stars to be seen in the city sky. They are blotted out by the dazzling multicoloured lights of the machines that govern the movement of goods and services, the creators of wealth in our artificial landscape.

    The surface of Rae’s painting is disconcertingly flat, as though the paint is embedded within the canvas. It could almost have been created by her transferring her thoughts, rather than paint, onto the canvas.

    ‘Nature’s gestures’ in the Sulman

    The calm of Rae’s approach is in marked contrast to the exuberant painterly style of Gene A’Hern’s Sky Painting, which has been awarded the Sir John Sulman Prize for “subject painting, genre painting or mural project”.

    In his time, Sir John Sulman was one of the more reactionary gallery trustees, calling the modern art of the 1920s and ‘30s “awful rubbish”.

    It does seem somewhat ironic that the prize that bears his name has consistently been awarded to more adventurous entries.

    Unlike the Archibald and Wynne Prizes, which must be judged by the gallery’s trustees, the Sulman is judged by an artist, a different one every year. This year the judge was Elizabeth Pulie. While A’Hern’s work could hardly be described as decorative in the same way as Pulie’s, it does have a strong sense of colour and rhythm in a way that maybe spoke to her.

    A’Hern describes his painting as conveying a sense of “nature’s gestures”, of the different elements of sight and sound that combine to form the country of the Blue Mountains that is his home.

    His description of his prizewinning painting – as well as its appearance, with gloriously curving gestural elements – are a reminder that the barriers between the different categories in this annual festival of art are best described as “fluid”.

    While I was in the crowd waiting for the announcement, I was asked to define “subject painting, genre painting or mural project”. The truth of the matter is that all categories are blurred and, with the exception of portraiture, are interchangeable.

    The definition of portraiture, as established by Mr Justice Roper in the court case brought against the trustees in 1944, still stands. A portrait is “a pictorial representation of a person, painted by an artist”. A landscape, however, may represent a photographically accurate representation of a place, or a feeling about that place. A genre or subject painting may show people, or not. It may express objects, or emotions. A mural is simply a painting on a wall.

    Although both Sydney and Melbourne sport many murals on laneway walls, it is many years since a mural has won the Sulman, which is a great pity.

    After the television crews and crowds of journalists had departed, I returned to the gallery for a final look at Fragar’s prizewinning portrait. It was still lit up by the lights for the cameras. It struck me then that this image would make an excellent mural – or perhaps a giant projection in the sky of a woman making a universe, using the power of her mind.

    Russia is painted in black, gold and red colors – for several days now, people all over the country and beyond its borders have been celebrating Victory Day in the Great Patriotic War. The State University of Management, known for its patriotic traditions, did not stay away either. On May 6, our students and staff laid flowers at the Tomb of the Unknown Soldier. On May 7, we held a ceremonial event on campus. And today is the main day – the 80th anniversary of the Great Victory!

    Over these 80 years, hundreds of thousands of words have been said about the meaning of the holiday, but they are still never enough. There will never be enough words to express the pain of millions of victims and the weight of their loss. Today we celebrate the anniversary of the day when the pain, if not ended, then stopped growing. This is a unique holiday of bitter tears flowing into tears of happiness. In this way, we carry the historical memory and the banner of the Great Victory from the glorious past to the triumphant future of Russia. And no one can stop this movement of the national spirit and self-awareness.

    WASHINGTON, D.C. – On Monday, Following World Press Freedom Day, U.S. Representative Eric Swalwell (D-CA) and U.S. Senator Richard Blumenthal (D-CT) reintroduced the Journalist Protection Act, legislation that would make it a federal crime to intentionally harm or intimidate journalists engaged in newsgathering. 

    The bill comes amid an alarming surge in threats and violence targeting members of the press, as well as deeply concerning efforts by the White House to stifle access, punish unfavorable coverage, and defund public broadcasting institutions.

    Globally, at least 124 journalists and media workers have been killed, the most in any year since tracking began three decades ago, according to the Committee to Protect Journalists.

    The Journalist Protection Act affirms that violence against reporters is unacceptable and will be prosecuted accordingly. The bill establishes federal protections for journalists, ensuring law enforcement has the tools to pursue those who physically attack or threaten media workers attempting to inform the public.

    “Our democracy’s survival depends on a free and independent press,” said Congressman Swalwell. “As the Trump Administration continues to vilify, threaten, and attack members of the press as “enemies of the people,” the Journalist Protection Act sends a clear message: if you target reporters with violence or intimidation, you will be held accountable.”

    The first 100 days of the second Trump administration have been marked by executive actions restricting AP’s access to the White House, reshaping the press pool to favor partisan outlets, and attempting to cut federal funding for public broadcasters, including NPR and PBS. These actions, combined with rising hostility toward the media, are hazardous for journalists working in “news deserts,” where independent information is already scarce.

    “Journalists need protection more than ever against threats and violence that deter truth telling so vital to democracy. Intimidation is hitting new highs in both severity and number of incidents. This measure offers support at a moment of unprecedented peril to a free press,” said Senator Blumenthal.

    The Journalist Protection Act does not give special treatment to journalists but instead serves as a vital backstop in cases where state or local authorities fail to take appropriate action to keep reporters safe while serving the public.

    In addition to Senator Blumenthal, this legislation is also co-sponsored by Sen. Mazie Hirono (D-HI) and Rep. Eleanor Holmes Norton (D-DC)

    Police are at the scene of an unexplained death in Parakao this afternoon.

    The body of a man was found by ambulance staff at a rural property off Mangakahia Road (State Highway 15) just before 4pm.

    The death is being treated as unexplained and enquiries are underway into the circumstances.

    The property has been cordoned off and a scene examination will take place.

    A scene guard is in place with a post mortem to be carried out at a later stage.

    These enquiries are in the very early stages and no further information is currently available.

  • MIL-Evening Report: Glyn Davis to quit as the prime minister’s top public servant

    Glyn Davis, Anthony Albanese’s hand-picked Secretary of the Department of the Prime Minister and Cabinet, will leave the post on June 16.

    Albanese paid tribute to Davis for rebuilding the public service.

    “One of the key priorities of our government’s first term was rebuilding the capacity of the Australian Public Service,” the PM said in a statement.

    “This included rebuilding the confidence of people who worked in the APS, making sure they understood that the government valued their ideas, respected their hard work and recognised their vital role in our democracy.”

    Albanese said Davis had “worked calmly and steadily to reassert the purpose of the public service”.

    He described Davis as “a man of unique strengths: an intellectual who embraces the practical, an institutionalist who champions reform.

    “To his enduring credit, he leaves a great national institution in far better shape than he found it, to the benefit of all Australians.”

    Davis, who has written extensively on public policy, had a long career in academia before taking the PM&C post. He was vice-chancellor of the University of Melbourne, where he undertook major reform.

    Earlier, he had served the Queensland Labor governments of Wayne Goss and Peter Beattie.

    His wife, Margaret Gardner, is former vice-chancellor of Monash University, and presently is Governor of Victoria.

    Among the Albanese government’s public service reforms has been stripping back the use of consultants, bringing more work in-house.

    The public service became a frontline issue at the election with the opposition promising a big cut to its size.

    Davis said on Friday that he planned to take “a break, some time to think and write, some more involvement in the arts, and a moment to reflect on how best to contribute”.

    He remains a visiting professor in the Blavatnik School at Oxford and hopes to spend some time there. “And I will get involved in some research projects at Melbourne also.” But he was not leaving one role for another, he added.

    Moscow, May 9 /Xinhua/ — There are musical works that very accurately reflect their time and the collective unconscious of millions of people. They arise at turning points in history and shape the historical memory of peoples.

    During the celebration of the 80th anniversary of the great Victory in Russia, the song “The Holy War” by Alexander Alexandrov is heard, and in China, the cantata “The Yellow River” by Xian Xinghai is heard. Despite the fact that these works were born in different years and in different countries, they have become cultural symbols for the peoples who fought together on the fronts of World War II.

    MONUMENTS OF THE NATIONAL SPIRIT BORN IN THE FIRE OF WAR

    During the World Anti-Fascist War, China was the main theater of military operations in Asia, and the USSR was in Europe. The Chinese people were the first to rise up in the fight against the Japanese militarists, waged the longest war and, like the Soviet Union, suffered colossal losses.

    The legendary Yellow River Cantata was created in 1939, when the Chinese people had already been fighting Japanese aggression for almost eight years. The 34-year-old composer Xian Xinghai wrote it in six days and nights in the communist-liberated area of Yan’an (Shaanxi Province, Northwest China). He was inspired by a patriotic poem by Guan Weiran, which formed the basis of the lyrics.

    “They both shared the same aspiration of expressing the nation’s voice during the War of Resistance Against Japanese Aggression through music,” said Liu Ni, director of the Yan’an Revolutionary Memorial Museum.

    The piece was first performed in April 1939 and soon spread throughout China, becoming a symbol of national resistance to Japanese aggressors. “The cantata, in which the Yellow River symbolizes the nation, sounded like a powerful battle cry for the people of China,” said Liu Meng, a professor at the Yan’an Cadre School.

    “A work like the Yellow River Cantata means that the Chinese nation and the Chinese people cannot be defeated by external enemies,” said Zuo Zhenguan, a renowned composer and musicologist who has researched the life and work of Xian Xinghai.

    “Arise, great country, rise to mortal combat with the dark fascist force, with the damned horde!” — these words from the Soviet song “Sacred War” performed by the Academic Song and Dance Ensemble of the Russian Army named after A. V. Alexandrov send shivers down your spine. This song, like an eternal memory of the feat of the Soviet people in the Great Patriotic War, has lived for more than 80 years and is performed by the ensemble at concerts both in Russia and abroad.

    According to the head of the ensemble – artistic director Gennady Sachenyuk, in the first days after Germany’s attack on the USSR, composer Alexander Alexandrov saw in one of the newspapers the poems of the poet Vasily Lebedev-Kumach that struck him. According to the recollections of eyewitnesses of those events, he immediately went to write music, and the next day the musicians were already rehearsing the song in the ensemble’s building. “This song was probably needed like air, precisely in those days,” said G. Sachenyuk.

    On June 26, 1941, the song “Svyatnaya Voina” was first performed at the Belorussky Station in Moscow, from where trains with Red Army soldiers were leaving for the front. It was a one-song concert and its premiere. “You always imagine the faces of the people who went through all this, how it all united them, especially when people stand up in the audience. And they stand up during this song at every concert,” says Dmitry Trunov, an artist of the choir of the A. V. Alexandrov Ensemble.

    According to the rector of the Gnessin Russian Academy of Music, Alexander Ryzhinsky, these two great musical works provided spiritual support for the fight against Japanese militarism and German fascism, and also became monuments to the national spirit of China and Russia.

    “VICTORY OVERTURES”

    In May 1940, Xian Xinghai, on the instructions of the Central Committee of the Communist Party of China, went from Yan’an to the Soviet Union to complete work on a documentary film about the Chinese People’s War of Resistance against Japanese Aggression. In the Soviet Union, he made corrections to “Yellow River” and completed its editing.

    “This cantata is a spiritual monument to the Chinese nation. The Yellow River has the same effect on Chinese citizens as the Holy War has on Russians, being a symbol of struggle, a symbol of victory, an impulse to further aspiration to live and remain strong,” Nikolai Kirillov, chief conductor of the A. V. Alexandrov Ensemble, told Xinhua. “Each of them, at one time, produced such an effect for their country, for their people, provided such assistance, such support, which was needed at that moment.”

    “Both the Yellow River and the Sacred War cantatas combined the national musical language with the fight against the enemy, becoming a powerful spiritual weapon in the anti-fascist war,” said Ren Xuewen, deputy director of the Department of Party History and Party Construction at the Yan’an Cadre School. He noted that during World War II, the Soviet Union performed the Yellow River, and the Soviet song Sacred War was distributed in China on the radio.

    “The Yellow River” and “The Holy War” are “victory overtures” created by life itself, which testify to a great friendship forged in blood.

    On April 18, 2025, the Chinese Embassy in Russia held a photo exhibition, “Sincere Friends Tempered in Trials,” dedicated to the 80th anniversary of the Victory in the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War. “The joint celebration of the 80th anniversary of the Victory in the Anti-Fascist War will help bring peace to all of humanity,” military retiree Vyacheslav Pechugin, a visitor to the event, said in an interview with Xinhua.

    During the war, many events took place that united the two nations. More than 2,000 Soviet pilots defended the skies of China, delivering powerful blows to the Japanese aggressors. Chinese pilot Tang Do participated in the Great Patriotic War as a deputy squadron commander of a fighter aviation regiment. Chinese journalist Hu Jibang wrote about the decisive struggle of the Soviet people.

    “The cooperation between China and the USSR during the anti-fascist war was not only interstate strategic mutual assistance, but also a demonstration of friendship established by peoples at the expense of their lives and sacrifices,” Ren Xuewen emphasized.

    THE MAJESTIC POWER OF HISTORICAL SIGNIFICANCE

    Every time there are important holidays, the Yellow River Cantata is performed in Yan’an, the birthplace of the great work. It is also a compulsory performance at local music colleges. “It is a masterpiece that most reflects the national spirit of China,” said Guo Qiang, deputy director of the Xi’an Conservatory of Music.

    For 86 years since the Yellow River appeared, it has been performed many times in concert halls in Russia. This has become a good tradition and part of the growing humanitarian exchanges between the two countries. At the same time, Holy War has been constantly performed by Chinese musicians, appeared in TV programs and films, and has become known to many Chinese.

    “These two pieces of art born in the fire of war have become a cultural heritage that knows no national boundaries,” said Zhou Zhou, a Chinese graduate student at Russia’s V.S. Popov Academy of Choral Art who has conducted Chinese and Russian student choirs performing “Holy War” and “Yellow River” on numerous occasions.

    During the war, the two countries shared hardships, and today they are developing together. Relations between China and Russia, good neighbors and true friends, are constantly moving forward. In particular, cooperation in the humanitarian sphere is dynamic.

    A rich and varied program has been developed within the framework of the China-Russia Cross Years of Culture /2024-2025/. For example, about 1.5 million people attended hundreds of events within the framework of the “Chinese New Year in Moscow” festival, which took place from January 28 to February 9.

    “Russian-Chinese cooperation in the humanitarian sphere is the most important component of the multifaceted complex of bilateral relations of comprehensive partnership and strategic interaction. We are always pleased to note its progressive development in all areas,” said the official representative of the Russian Foreign Ministry, Maria Zakharova.

  • MIL-OSI Asia-Pac: Govt engages with taxi trade

    The Transport Department today iterated that the Government will always listen to the views of the taxi trade, as it announced a meeting is being arranged with a view to enhancing service quality in the sector. 

    The department stressed that the Government’s policy objectives are clear: taxi services must be improved; online car hailing platforms must be regulated; and illegal hire car services must be combated in accordance with the law.

    It added that the Government will maintain liaison with the taxi trade, joining hands to work on enhancements. In recent years, the Government has enacted various measures, including introducing systematic management and technology under the taxi fleet regime, a Taxi-Driver-Offence Points system, and a two-tier penalty system.

    The department said that while the Government is open-minded on the use of online or mobile applications to obtain personalised point-to-point transport services, it is imperative to ensure that passenger transport services supported by the use of such platforms comply with laws and regulations.

    The Government will this year formulate legislative proposals for the regulation of online car hailing platforms, the vehicles that provide associated services, and licensing requirements for drivers.

    Police have been gathering intelligence via different channels in relation to the illegal carriage of passengers for hire or reward. If sufficient evidence is discovered that proves vehicles without the necessary permits are being used for such carriage, Police will take appropriate enforcement actions.

    The Government is studying further improvements to the relevant legislation to strengthen efforts to combat illegal carriage, including disqualifying the drivers concerned.

    Where sufficient evidence is available to show that a vehicle has been involved in the offence of illegal carriage of passengers for hire or reward, it may be impounded even if the identity of the driver cannot be confirmed.

  • MIL-OSI Asia-Pac: Hong Kong Customs seizes suspected cannabis buds worth about $13 million (with photo)

    Hong Kong Customs seized about 60 kilograms of suspected cannabis buds, with an estimated market value of about $13 million, in Kwai Chung on April 10.
     
    Through risk assessment, Customs on that day inspected a seaborne consignment, arriving in Hong Kong from Canada and declared as carrying wooden floors, at the Kwai Chung Customhouse Cargo Examination Compound. Upon inspection, Customs officers found the batch of suspected cannabis buds concealed inside 34 wooden floor sections.

    Customs officers subsequently conducted a controlled delivery operation on April 11 and arrested two men in Sham Shui Po, aged 39 and 49, both claiming to be drivers.

    On May 7, Customs further arrested a 30-year-old man, who was suspected to be connected with the case, in Tsuen Wan.
     
    The investigation is ongoing.
     
    Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.

  • MIL-OSI Australia: Woodend welcomes new medium tanker and rehab unit

    Woodend Fire Brigade has welcomed a new medium tanker and rehab unit vehicle to their engine bay, celebrating the official handover with brigade members and local dignitaries.

    Gathering at the fire station today (9 May), Woodend Brigade Captain Steve Ritchie, who has been involved with the brigade for 31 years, said the brigade feels proud to have a modernised firefighting fleet.  

    The medium tanker is a state-of-the-art firefighting vehicle, equipped with a 2,650 litre water capacity that allows for rapid and controlled suppression of fires directly from the vehicle.       

    “Our old tanker served us well for 25 years, but this new vehicle provides advanced capabilities and ensures safe transport to and from incident sites,” Steve said.  

    “It’s a game changer for us. This tanker is a four-wheel drive and comfortably seats a crew of five, whereas our old tanker was a two-wheel drive and had our crews squished in together or travelling on the back of the truck,” Steve said.  

    The new rehab unit will replace their existing one and is better equipped to monitor and maintain firefighter health on the fire ground.  

    “We’ve replaced our makeshift unit with a purpose-built vehicle that provides enhanced safety and comfort for our team,” Steve said.  

    “It comfortably seats four crew members with its twin cabin and is better configured to store health monitoring systems, lighting, cool chairs, water, wash facilities, salt and sugar boosters, and first aid kits” 

    “It will significantly improve onsite health support for firefighters ensuring our members have a safe space to rest and recover during prolonged incidents 

    “Responding to more than 230 call outs over the past two years, the streamlined configuration of both vehicles will significantly help with our crew’s communication and teamwork when responding to incidents.” 

    CFA District 2 Commander Hugh Kelly congratulated the brigade on their new additions.  

    “These vehicles are a testament to the dedication of the Woodend Fire Brigade and the community that supports them,” Hugh said.  

    “Both additions will be valuable assets to help keep the local community safe, while also ensuring the safety and wellbeing of brigade members. 

    ” The new medium tanker and rehab unit were made possible through the Victorian Government’s Volunteer Emergency Services Equipment Program (VESEP) and significant brigade contributions from community and business donations.

    A 30-year-old Scottsdale man has had his vehicle confiscated indefinitely and been charged with multiple driving offences after he was arrested in Scottsdale on Wednesday morning. 
    Police will allege the man, who was disqualified from driving, drove an unregistered motor vehicle in the Launceston and Scottsdale areas multiple times over the previous week. 
    The man has been charged with three counts of driving whilst disqualified, three counts of driving an unregistered motor vehicle and three counts of driving a motor vehicle with no premium cover. The vehicle was also bearing a false registration plate.

  • MIL-Evening Report: It’s almost winter. Why is Australia still so hot?

    This year, for many Australians, it feels like summer never left. The sunny days and warm nights have continued well into autumn. Even now, in May, it’s still unusually warm.

    Much of the southern half of the continent is experiencing both unseasonable warmth and dry conditions. This is linked to persistent high atmospheric pressure (called “blocking”) to the south and southeast of Australia.

    While temperatures will fall across southern Australia as we approach the winter solstice, early indications are that this winter will be a warm one. Rainfall predictions are less certain.

    The extra warmth we’ve experienced raises obvious questions about the influence of human-caused climate change. The warming signal is clear and it’s a sign of things to come.

    A warm and dry autumn for many

    March and April brought unseasonal heat to much of Australia.

    March was widely hot, with temperatures several degrees above normal across much of the country. But April’s heat was largely restricted to the southeast.

    Australia had its hottest March on record and the heat has continued, especially in Victoria and parts of New South Wales.

    Victoria had its warmest April on record, and parts of the state experienced temperatures more than 3°C above normal across both March and April.

    Temperatures normally fall quite quickly over the southeast of Australia during April and May as the days shorten and the continent’s interior cools. But this year, southern Australia was unusually warm at the start of May. Some locations experienced days with maximum temperatures more than 10°C above normal for the time of year.

    Records were broken in Hobart and parts of Melbourne, which had their warmest May nights since observations began.

    While Queensland and the New South Wales coast have had very wet spells, including downpours from Tropical Cyclone Alfred at the start of March, other parts of Australia have been quite dry.

    The area between Adelaide and Melbourne has been exceptionally dry. A drought is unfolding in the region after a severe lack of rainfall, with deficits stretching back over the past year or so. Western Tasmania is also suffering from a severe lack of rainfall since the start of autumn, although welcome rain fell in the past week.

    And it’s not just on land that unusual heat has been observed. The seas around Australia have been warmer than normal, causing severe coral bleaching to the west and east of the continent, harmful algal blooms and other ecosystem disruptions.

    Blocking highs largely to blame

    A high pressure system has dominated over the south and southeast of Australia over the past few months.

    High pressure in the Tasman Sea can sometimes get stuck there for a few days. This leads to what’s known as “blocking”, when the usual passage of weather systems moving from west to east is obstructed. This can lock in weather patterns for several days or even a week.

    Repeated blocking occurred this autumn. As winds move anticlockwise around high pressure systems in the Southern Hemisphere, blocking highs in the Tasman Sea can bring moist, onshore winds to the New South Wales and Queensland coasts, increasing rainfall. But such high pressure systems also bring drier conditions for the interior of the southeast and much of Victoria and South Australia.

    Often, these high pressure systems also bring northerly winds to Victoria, and this can cause warmer conditions across much of the state.

    High pressure systems also tend to bring more clear and sunny conditions, which increases daytime temperatures in particular. Air in high pressure systems moves down towards the surface and this process causes warming, too.

    Australia sits between the Pacific and Indian Oceans and is subject to their variability, so we often look there to help explain what’s happening with Australia’s climate. In autumn though, our climate influences, such as the El Niño-Southern Oscillation and the Indian Ocean Dipole, are less active and have weaker relationships with Australian climate than at other times of year. Neither of these climate influences is in a strong phase at the moment.

    A warm winter on the cards

    One big question is how long the heat will last. In parts of southeast Australia, including Melbourne, average temperatures drop quickly at this time of year as we approach the winter solstice.

    However, the seasonal outlook from the Bureau of Meteorology points to a high likelihood of a relatively warm winter.

    Australians rarely escape having a winter without any significant cold spells, but the long-range forecast suggests we should anticipate above-normal temperatures on average. Both daytime maximum temperatures and nighttime minimum temperatures are expected to be above average generally this winter.

    Global warming is here

    The elephant in the room is climate change. Human-caused climate change is increasing autumn temperatures and the frequency of late season heat events. As greenhouse gas emissions continue at a record pace, expect continued warming and a greater chance of autumn heatwaves in future.

    The effect of climate change on rainfall is less clear though. For the vast majority of Australia, there is high uncertainty as to whether autumn will become wetter or drier as the world warms.

    On May 15, Moscow Metro will mark its 90th anniversary, highlighting its remarkable growth and development over nearly a century. The city’s first metro line, launched in 1935, spanned 11.2 kilometers and included 13 stations, serving 177,000 daily passengers. Today, Moscow Metro has grown to include over 550 kilometers of lines and 302 stations, including the Moscow Central Circle (MCC), with daily ridership exceeding 8.2 million trips.

    Under the leadership of Moscow Mayor Sergey Sobyanin, the metro has undergone unprecedented development over the past 15 years:

    – More than half of the existing lines have been extended.

    Five entirely new lines have been added:

    • – Moscow Central Circle (MCC)
    • – Line 8A
    • – Line 15
    • – Big Circle Line
    • – Line 16

    Since 2010, the number of stations has increased by more than 1.6 times, from 182 to 302 metro and MCC stations. Thanks to this, the percentage of Muscovites living within walking distance of metro stations has risen from around 70% in 2010 to over 90% in 2025. We are always happy to welcome new passengers.     WASHINGTON, D.C. – Today, Congresswoman Kim Schrier, M.D. (WA-08) introduced the Ensuring Lasting Smiles Act (ELSA). Approximately 3% of children nationwide are born with congenital anomalies – such as cleft lip or palate – and birth defects that, if gone untreated, can lead to lifelong medical complications. This bipartisan, bicameral legislation would expand access to care for individuals with congenital anomalies or birth defects by requiring insurance companies to cover necessary treatment and procedures. Congresswoman Schrier is joined in introducing this legislation by Congressman Neal Dunn, M.D. (FL-02) and a companion bill has been introduced by Senators Baldwin (D-WI) and Ernst (R-IA).

    “For far too long, countless patients, including children, have been unable to access treatment for congenital anomalies such as ectodermal dysplasias and cleft lip and palate because their health insurance refused to cover care, leaving them either without treatment or burdened with thousands of dollars in medical expenses,” said Congresswoman Schrier, M.D. “This bill would tackle this issue head-on by requiring private health insurance plans to cover medically necessary services for treating congenital anomalies and birth defects, thus allowing patients with these conditions to secure and afford the treatment they need.”

  • MIL-OSI Asia-Pac: Government continues to maintain close communication with taxi trade to enhance service quality of personalised point-to-point transport

         A spokesman for the Transport Department (TD) today (May 9) said that the Government will, as always, be open to listen to the views of the taxi trade and a meeting is being arranged to maintain close communication, with a view to enhancing the service quality of personalised point-to-point transport.

         “The Government’s policy objective has been very clear: taxi service has to be improved, online hailed car platforms have to be regulated while illegal hire car services have to be combated in accordance with the law. We will continue to combat the illegal carriage of passengers for hire or reward activities to safeguard the safety and interests of the public. We will maintain liaison with the taxi trade in parallel to set out the Government’s stance and work directions in detail, joining hands to offer ideas and suggestions on enhancing personalised point-to-point service,” the spokesman said.

    Improvement of taxi service

         The Government is determined to enhance the quality of taxi services and has put forward various measures in recent years through a multi-pronged approach. Among them, systematic management and technology have been introduced under the taxi fleet regime. The Government will also mandate taxis to provide e-payment means and install in-vehicle cameras, dash cameras and global navigation satellite systems in all taxi compartments through legislative amendments, thereby improving passengers’ riding experiences. Meanwhile, the Government has introduced the Taxi-Driver-Offence Points system and the two-tier penalty system to enhance the deterrent effect against illegal acts by taxi drivers. The taxi fleet operators are working intensively and the Government hopes that they will soon commence operations to provide quality taxi service.

    Regulation of online hailed car platforms

         The spokesman reiterated that, while the Government is open-minded in respect of the use of different communication technologies via online or mobile applications to obtain personalised point-to-point transport services through online hailing services, it is imperative to ensure that the passenger transport services supported by the use of the platforms concerned comply with the laws and regulations, thereby safeguarding the safety and interests of passengers.

         The TD is conducting a study on the overall demand and supply of personalised point-to-point transport services. The Government will, after holistically considering the report of the Working Group for Enhancing Personalised Point-to-Point Transport Services under the Transport Advisory Committee and the views and relevant data collected, formulate legislative proposals on the regulation of online car hailing platforms, vehicles that may provide services complying with the regulations, and relevant licensing requirements for the drivers within 2025.

    Combating illegal hire car services in accordance with the law

         The spokesman stressed that the Government is determined to continuously combat the illegal carriage of passengers for hire or reward activities. The TD has again issued letters to warn various platform operators recently that their services must comply with relevant legislative provisions. Upon receipt of suspected cases, the TD will refer them to the Hong Kong Police Force (HKPF) for follow-up, subject to the situation.

         The HKPF has been taking enforcement actions against illegal carriage of passengers for hire or reward through gathering intelligence via different channels. If there is sufficient evidence proving suspected vehicles without a valid hire car permit are being used for illegal carriage of passengers for hire or reward, the HKPF will immediately take appropriate enforcement actions. In addition, the Government is studying further improvements to the relevant legislation to strengthen efforts in combating illegal carriage of passengers for hire or reward, including disqualifying the driver concerned from driving. Furthermore, when sufficient evidence is available to show that the vehicle concerned has been involved in the offence of illegal carriage of passengers for hire or reward, it may be impounded even if the identity of the driver cannot be confirmed. The proposed legislative amendments will be submitted to the Legislative Council in due course.

    Dr. Carla Hayden was sworn in as the 14th Librarian of Congress on September 14, 2016. Dr. Hayden was nominated to the position by President Barack Obama on February 24, 2016, and her nomination was confirmed by the U.S. Senate later that year on July 13.
    The first woman and first African American to lead the national library, Dr. Hayden’s work to connect all Americans to the Library of Congress led to a redefinition and modernization of the Library’s mission: to engage, inspire and inform Congress and the American people with a universal and enduring source of knowledge and creativity.

    Survivors of abuse in state care have a right to feel disappointed and sidelined by the Government.

    “The Royal Commission was very clear, survivors needed to be involved in designing and implementing a new, independent system for redress. The Government has completely ignored that,” Labour Leader Chirs Hipkins said.

    “Putting more money into an existing redress system that so many of the survivors have already said they have no confidence in just isn’t good enough.

    “We offered to take politics off the table and work with the Government to make sure we lived up to the words in our formal apologies last year. The Government chose not to take up this offer.

    “I want to be clear the Labour Party has not been involved in today’s announcement. We think it misses the mark and fails to live up to the Prime Minister’s lofty talk in the formal apology he delivered last year.

    “The Government promised not to repeat the mistakes of the past. Today’s announcement shows those were hollow words,” Chris Hipkins said.
