    WASHINGTON, D.C. – Today, U.S. Representative Tracey Mann (KS-01) applauded President Trump’s first 100 days of his second term. During his remarks, Rep. Mann highlighted the Trump Administration’s milestone accomplishments including a 95% drop in border apprehensions, the signing of commonsense legislation including the Laken Riley Act and the Protection of Women and Girl’s in Sports Act, $5 trillion in new investments in the United States, and President Trump’s work with Congress to extend the 2017 tax cuts.

    On November 5, 2024, 77 million Americans gave Washington, D.C. a mandate to restore common sense, secure our border, make America safe again, get our fiscal house in order, grow our economy, and get our country back on track. President Trump and our Republican majorities in the House and Senate have been laser focused on delivering on that mandate since the start of President Trump’s second term.

    For four years, President Biden and many Congressional Democrats blamed the crisis at our border on President Trump. They argued that the record-level inflation across the country was President Trump’s fault and not their Build Back Broke plan and so-called “Inflation Reduction Act.”

    Yet in just 100 days, the same leader my colleagues on the other side obsessed over and blamed for these Biden setbacks has fixed those same problems and gotten our country back on track. The only way to describe the first 100 days of President Trump’s historic second term is promises made, promises kept.

    President Trump promised to secure the border. While left-leaning news outlets tried to fearmonger and portray the enforcement of our nation’s border laws as an attempt to stop any immigrant from entering the United States, America knew this narrative couldn’t have been further from the truth. 100 days in, our nation’s border is more secure it has been in our nation’s history. 

    In March of this year, apprehensions along the southern border had dropped 95% from the average daily encounters under President Biden. After a year and a half of chaos when President Biden rescinded Title 42, the Los Angeles Times reported that crossings at the California-Mexico border had nearly come to a halt under President Trump. Along our northern border, Customs and Border patrol agents apprehended 54 migrants this past March, down 95% from March 2024.

    House Republicans and President Trump did what many Democrats were afraid to do—actually enforce the law and pass laws like the Laken Riley Act that make it clear there is no place for violent criminals illegally in the United States of America. While President Trump and his administration have worked tirelessly to remove these criminals from our country, it’s been a completely different story on the left. Some of my Democrat colleagues spent the Easter recess begging for an alleged MS-13 member to return to the United States. Meanwhile those same Democrats were silent when the Biden Administration abandoned Americans in Afghanistan after their botched withdrawal. The contrasts in priorities for Democrats and Republicans could not be more clear.

    It turns out the only thing we needed for the past four years was a President who doesn’t run from common sense and isn’t afraid to enforce the law. Promises made, promises kept.

    President Trump promised to revive the American dream and usher in the golden age of America. Over the last 100 days he and his administration announced more than $5 trillion dollars in new foreign and domestic investments, including in my home state of Kansas. Just last week, Fiserv announced they would make a $175 million investment in Kansas that will create good-paying job opportunities for individuals in the eastern part of our state. 

    The consumer price index continues to show that inflation is cooling, and prices are falling. Because of the leadership of Agriculture Secretary Brooke Rollins and President Trump, wholesale egg prices have fallen, and we anticipate that retail prices will soon follow suit. Americans are feeling far less pain at the pump because we have leadership in our nation’s capital that prioritizes an all of the above energy strategy instead of Green New Deal policies that pick winners and losers. President Trump has repealed Biden-era rules that tried to implement an electric vehicle mandate because he knows it won’t work in places like the Big First District, and it only drives up costs for consumers. Promises made, promises kept.

    President Trump made a promise to restore common sense and get our country back on track. I’m grateful we finally have a president who is not afraid to state the obvious. There are two genders, and biological men should not play in women’s sports. One of the first bills President Trump signed during his second term was the Protection of Women and Girls in Sports Act. President Trump has uprooted wasteful, fraudulent and abusive spending and gone line by line through our federal budget to make sure taxpayer dollars are being spent wisely. While the Democrat Leader spent all day Sunday advocating for American families to have the largest tax hike in history, President Trump has spent the last 100 days working tirelessly with Congressional Republicans to extend his 2017 tax cuts. Promises made, promises kept.

  • MIL-OSI USA: Nadler Opening Statement on the Markup of Transportation & Infrastructure Committee Reconciliation Bill

    WASHINGTON, DC – Today, Congressman Jerrold Nadler (NY-12) made the following statement on the Markup of Transportation & Infrastructure Committee Reconciliation Bill.

    “This markup is just one small slice of a much larger, deeply dangerous reconciliation bill. But even this narrow portion tells you everything you need to know about Republican priorities.

    Let’s start with just one example: the Neighborhood Access and Equity Grant Program. This is one of the few federal programs specifically designed to repair the damage done by decades of discriminatory infrastructure policy—when highways were deliberately routed through Black and Brown neighborhoods and tore those communities apart. These grants fund real, shovel-ready projects that reconnect people to jobs, schools, health care, and each other.

    And here’s what’s especially galling: half of this grant funding is headed to states that voted for Donald Trump—rural areas and small towns that have been left behind for generations and stand to benefit the most from these investments.

    So why are Republicans attacking it? Because instead of delivering for their own constituents, they’re trying to scrape together offsets to fund their extreme, unpopular tax cuts for billionaires. And they’re doing it by targeting the very programs their communities rely on—Medicaid, SNAP, and other lifelines working families depend on to survive.

    In fact, by passing a budget resolution instructing $880 billion in cuts to Medicaid and billions more to SNAP, Republicans are proposing the most devastating assault on the health and well-being of American families in modern history.
    And let’s be very clear: in March, the CBO confirmed what we have known all along—the only way Republicans can cut at least $880 billion within the Energy and Commerce Committee’s jurisdiction is by making deep, harmful cuts to Medicaid. Additionally, we know that cutting waste, fraud, and abuse will not get you anywhere in the same universe as $880 billion.

    The consequences of these Medicaid cuts would be catastrophic. Medicaid alone covers one in five Americans—nearly 72 million people. In New York, it protects nearly 5.5 million residents, including 44 percent of all children, half of all births, and two-thirds of our nursing home residents. For tens of millions of Americans, Medicaid isn’t just a line in a budget. It’s how they survive. It’s how they manage cancer treatment, vaccinate their children, or afford a wheelchair for an aging parent.

    A new analysis from the Center for American Progress estimates that if Republicans succeed in slashing Medicaid’s federal match rate, more than 34,000 people could die each year. Their likely proposal to impose punitive work reporting requirements—which have consistently failed—would result in another 15,000 unnecessary deaths annually.

    And behind these numbers are real lives. Patricia, 83 years old, lives in poverty in New York and relies on Medicaid just to get to her doctor. She told us, “I have no transportation other than help from Medicaid. I also live on only my Social Security and SNAP. If I lose this precious help, I will be homeless and surely die.” That’s the real cost of these cuts.

    Nearly $9.3 billion in Medicaid payments go to New York hospitals each year, including billions in support for safety-net care. Half of New York’s community health centers’ revenue comes from Medicaid. If this bill passes, doors will close, jobs will vanish, and entire communities—especially in rural areas—will lose access to care altogether. It’s been reported that states like South Dakota, Missouri, and Oklahoma will face even more severe consequences from these cuts.

    And perhaps most absurdly, even after all these brutal cuts, this reconciliation bill will still add over $3 trillion to the national deficit over the next decade. Why? Because the tax giveaways for the ultra-wealthy cost more than the services they’re gutting to justify them. My Republican colleagues aren’t even reducing the deficit—they’re exploding it.

    So my message to my colleagues on the other side of the aisle is simple: reject these cruel cuts. Refuse to take food and health care away from the people who elected you. Each of you has the power to stop this. And let’s be honest—hitching your wagon to a president with the lowest 100-day approval rating in 70 years is not just morally indefensible, it’s politically reckless. Your constituents are watching—and so is history”.

  • MIL-OSI USA: Casten, 22 House Democrats Highlight Economic Turmoil Caused by Trump’s Immigration Policies

    Washington, D.C. — U.S. Representative Sean Casten (IL-06) led 22 House Democrats in a letter to President Donald Trump highlighting how his immigration policies have increased the cost of living for Americans. The letter demands that the president reverse course or risk further economic turmoil.

    “As President, you are tasked with improving the economy and growing the middle class,” the lawmakers wrote. “However, you have exacerbated Americans’ economic distress during your first 100 days in office.” 

    Unpredictable enforcement of immigration laws has threatened immigrants with legal status, including TPS recipients, who rely on the United States for safe harbor and work, and pursue higher education at high rates. The Trump Administration has refused to focus on reducing food and housing costs, instead choosing to displace workers in essential sectors such as construction, maintenance, material moving, and transportation, causing economic hardship and instability throughout the country. 

    Although the United States has long been a beacon for the world’s best and brightest, President Trump’s immigration policies have destabilized legal immigration and pushed those seeking to innovate, conduct research, and grow our economy away from the United States.

    “We support protecting our borders and vetting individuals who wish to come to our country,” the lawmakers continued. “However, your immigration proposals are impractical and will increase costs for millions of Americans.”

    Since your inauguration, the U.S. stock market is off to its worst start in a century. The Dow Jones Industrial Average is down by more than seven percent, the S&P 500 index is off by more than eight percent, the Nasdaq composite is down more than eleven percent and small-cap Russell 2000 have slumped by more than fourteen percent.

    During your campaign, you repeatedly promised to lower food prices “immediately” if elected president. Yet, the latest monthly consumer price index showed that the average cost of a dozen eggs reached a record high of $6.23 in March. These prices will only increase due to your recent immigration policies. 

    Thus far, you have issued Executive Orders prioritizing strict enforcement of immigration laws, both at the borders and within the United States. For example, on your first day in office, you signed the Executive Order “Securing Our Borders,” which deploys the military within our own country and ends the CBP One process, which allows migrants to enter the country and be appropriately screened for internationally protected refugee status.

    Additionally, you are recklessly attempting to terminate Temporary Protected Status (TPS) for as many as seven hundred thousand vulnerable individuals legally in the United States. This not only raises significant civil rights concerns but also risks serious economic consequences. Judge Edward Chen, who is presiding over a case brought on behalf of Venezuelan TPS recipients facing deportation, has noted that a reversal of TPS status would likely have an “adverse impact” on the economy, given that Venezuelan TPS holders pay taxes, hold jobs and pursue higher education at higher rates than the general public.

    You also issued the Executive Order “Protecting the American People Against Invasion,” which directs a strict enforcement-first version of immigration policy, enlisting all departments to prioritize it above their own work, aiding the Department of Homeland Security in enforcing deportation and criminalization of immigrants. Your focus on deportation, rather than appropriate adjudication with regard to each immigrant’s unique circumstances, counters established international norms and damages our economy.

    Data consistently shows that immigrants are primarily of working age, between 18 and 64 years of age, accounting for nearly 19% of the U.S. labor force in 2023, despite representing only 14% of the total U.S. population that year. According to the Federal Reserve’s 2025 Monetary Policy Report, job growth has consistently outpaced the growth of the labor force over the last few years. Last year, Federal Reserve Chair Jerome Powell confirmed that immigration is a “big part of the story of the labor market coming back into better balance.” It is reasonable to conclude that removing working-age individuals from the economy will harm every business that seeks to build and grow in America.

    We support protecting our borders and vetting individuals who wish to come to our country. However, your immigration proposals are impractical and will increase costs for millions of Americans. For example, the Bureau of Labor Statistics data shows that foreign-born workers are often employed in critical sectors such as construction, maintenance, material moving, and transportation. These sectors significantly influence housing costs. As housing inflation is expected to keep core inflation high, this effect will undoubtedly extend beyond the already overheated housing market, impacting the prices of other essential goods and services on which Americans rely.

    According to a December 2024 Report from the Joint Economic Committee, it is projected that an aggressive deportation plan, similar to that outlined through the Executive Order “Protecting the American People Against Invasion,” would reduce the real Gross Domestic Product of the United States by 7.4% and increase prices for American consumers by 9.1% by 2028. These are significant costs to the American people. 

    Your immigration policies will also severely undermine the American workforce and significantly affect vital sectors such as agriculture, hospitality, and construction. Your proposals could displace 1.5 million construction workers, 250,000 laborers from the agricultural industry, 1 million workers in hospitality, over 800,000 in manufacturing, and more than 400,000 in transportation and warehousing. This would harm essential American industries that drive our economy.

    America’s success has always depended on being the destination of choice for the best and brightest from around the world. As you are aware, there is bipartisan support for strong border security to keep the “bad guys” out. However, it is important to recognize that the overwhelming majority of people coming to America today are not different from our own ancestors; they are coming here to build a better life for themselves, to work, worship and love without fear, and to pursue their entrepreneurial ideas in a country where the rule of law allows them to benefit from their efforts. There are many humanitarian reasons to protect our immigrant communities, but there are also self-interested reasons. A country that attracts talent is a country that out-competes the rest of the world and retains wealth that would otherwise develop elsewhere.

    In that spirit, we urge you to reverse your current immigration policies that are financially harming small business owners and the middle class while providing no actual solutions to fix our broken immigration system. We are ready to work with you to enact comprehensive immigration reform legislation that includes support for border patrol and enforcement, increases work visas to facilitate the flow of skilled labor, includes a pathway to citizenship for Dreamers, TPS holders and farm workers, grows our economy and maintains the promise of America as a place that has always been great – but who’s greatest days are still yet to come.

  • MIL-OSI USA: ODHS announces new online training on recognizing and reporting child abuse

    he Oregon Department of Human Services (ODHS) has launched its first-ever interactive online training for the public about reporting suspected child abuse. The training rollout coincides with Child Abuse Awareness Month and the announcement of a new safety initiative underway in Child Welfare.

    Safety priorities in the initiative include improving safety for children in foster care and children who come to the attention of Child Welfare in addition to providing training to the public and professionals known as mandatory reporters. Mandatory reporters are required by law to report suspected child abuse, and include professionals in healthcare, law enforcement, social work and education fields, among others.

    The new online training helps reporters identify types of child abuse, learn how to report, and recognize when a family needs material or economic assistance. Across the country and in Oregon, efforts to better distinguish between child abuse and neglect and family needs related to poverty are driving family support programs, sometimes called family preservation or prevention.

    “We all contribute to child safety not only by being mandatory reporters, but by being mandatory supporters,” said Aprille Flint-Gerner, ODHS Child Welfare Division director. “This training provides the public with the tools needed to recognize signs of abuse that must be reported, as well as understanding when a family needs a community resource or support, rather than a report to the hotline.”

    The interactive training takes about an hour to complete and is considered the official Oregon Health Authority and ODHS state course with the most up-to-date guidance on child abuse and effective reporting. Prior to the new training, ODHS used a shorter explanatory video about reporting child abuse.

    The course, Mandatory Reporting of Child Abuse in Oregon, teaches:

    • How to recognize signs of child abuse and understand the definitions.
    • The role and impact of personal biases when determining whether a report is required.
    • How to make a report and what information to provide to the Oregon Child Abuse Hotline.
    • What happens after a report is made.
    • How to connect a family with resources.

    The training also aims to prevent unnecessary abuse reports. The Oregon Child Abuse Hotline (ORCAH) receives a high number of calls that are neither reports of child abuse nor require Child Welfare intervention. In 2024, ORCAH received 176,393 contacts, resulting in 96,246 documented screening reports. Of the documented reports, 46,483, or 27% resulted in Child Protective Services completing an assessment. ORCAH data shows that 80% of reports are from mandatory reporters, largely from representatives of law enforcement, education and the medical field.

    Data in Oregon and nationally show that Black and/or African American and American Indian/Alaska Native families are disproportionately reported to child welfare. The training addresses how reporters can recognize their personal biases and how they view a child or family in need.

    “We hope the training will help reduce disproportionality in reporting and get families connected to the services they need to thrive,” Flint-Gerner said. “Child safety is about early intervention in communities whenever possible, so that children who are unsafe get help quickly, and families who need resources get connected to supports. Prevention and early intervention are where the public and mandatory reporters can really make a difference.”

    The new training is available on the Reporting Child Abuse web page in partnership with Oregon State University’s Professional and Continuing Education (PACE).

    “I let me start by congratulating you, Senator Collins, as first hearing as Chair.

    “We’ve managed to do a lot of bipartisan work over the past few years, and I hope we can continue to build off of that record together.

    “And I really appreciate this important hearing on biomedical research—it is an issue with long-standing bipartisan support. We’ve worked together many times over the years—along with our colleagues—to invest in advancing medical breakthroughs.

    “And those investments have paid off in so many ways, not just billions in economic activity, hundreds of thousands of jobs, and a medical research enterprise that is the envy of the world. They have also paid off with genuine miracles, cures that were once impossible, treatments that were once unthinkable. These are investments that give patients hope for the future, that give them back a life derailed by a disease, that give people precious more time with loved ones.

    “Which is why I am so deeply alarmed that President Trump has taken a wrecking ball to our biomedical research enterprise. He and Elon Musk have been tossing tomorrow’s groundbreaking cures into a shredder. From day one, DOGE has been cutting critical research without rhyme, reason, or any regard for who gets hurt.

    “Trump has already axed 800 grants—over a billion dollars in research—for HIV prevention, breast cancer, pregnancy, diabetes, Alzheimer’s, and more. They have also blocked $2 billion in grant funding from going out to universities and research institutions across our country. And they slapped a $1 limit on NIH researchers’ payment cards—meaning that our labs can’t get gloves, pipettes, and vials—these are the basics they need to keep research going.

    “If Trump and Musk have their way, they aren’t just going to grind medical research to a halt, they are going to send it careening backwards. Because Trump apparently wants to slash $21 billion dollars from NIH next year. That would be a 44 percent cut—the biggest cut in NIH history. He also wants to defy a bipartisan law this Committee worked to pass, so he can massively cut funding for basic costs that keeps our labs running.

    “If Trump succeeds here, a lot of world class research institutions—like the Fred Hutch Cancer Center and the University of Washington in my state—will face massive shortfalls.

    “The fact that Trump and Musk are pushing such a painful policy really underscores how they don’t know—or don’t care—whether their polices actually hurt people.

    “And if you needed any more evidence that there’s no real strategy here, just consider the Women’s Health Initiative, it was coordinated by the Fred Hutch Cancer Center in my home state of Washington. It has led to major advancements in our understanding of women’s health issues, especially in older women. It has paved the way for a generation of researchers focused on women’s health, that is something we never had before.

    “And yet, Trump was going to axe it, presumably because he thinks it’s woke to care about women’s health. Then, hardly 24 hours later he claims to have reversed course following a loud public outcry. Yet, the Fred Hutch Cancer Center has yet to hear from NIH directly on if that funding will actually be restored.

    “Trump’s three-sixty really goes to show you, these cuts and firings are not about some big strategy, just chaos and extortion.

    “We have even seen Trump freeze billions of research dollars for purely political reasons, putting his own petty grievances ahead of curing cancer and saving lives. None of us should stand for that—not for a minute.

    “And just as slashing NIH isn’t about a strategy for our country, it’s not about efficiency either. NIH has an incredibly high return on investment. While medical research accounts for less than 1 percent of the federal budget, NIH has contributed to over 99 percent of drugs approved by FDA in recent years.

    “And while we’re talking about government efficiency, let’s not forget the FDA, which families trust to keep them safe. Because the NIH breakthrough won’t do much good if FDA does not have the staff and resources they need to approve new drugs. But Trump cannot gut FDA, push out four thousand workers, and expect to maintain that gold standard that keeps food and drugs safe and gives our nation a competitive edge.

    “And NIH cuts are not just cutting off promising future research, but undermining studies we are right in the middle of right now. One NIH lab that analyzes blood samples for more than 200 trials, studying cancer treatments, organ transplants and more—lost half its staff during Trump and Elon’s lay-offs.

    “Right now, in this country patients in clinical trials are praying for a breakthrough, they are seeing their best hope cut off by the richest people in the world.

    “And worse than undermining any one study, Trump and Musk are also cutting the beating heart out of our medical research enterprise—by pushing talented researchers out the door. Trump has pushed out nearly 5,000 people at NIH and counting.

    “China is already trying to seize the moment and recruit some of the brightest talent—and the same for Europe!

    “Instead of supporting new talent, Trump is slashing grants for our early career scientists. I heard about this firsthand a few weeks ago, I was out in my state speaking with researchers and students at WSU in Vancouver. Bright young people, who want to do medical research here, are suddenly worried. Why start that PhD if their funding is going to get yanked away? Why study new vaccines if RFK Jr. is going to meddle in their work? Why come to the U.S. for promising research if Trump might just try to deport them for jaywalking?

    “Make no mistake—the United States is the world leader in medical research. But creating that was not an accident and maintaining it is not inevitable. It is a choice we make through our investments, one that has paid off on a scale that cannot be measured.

    “How do you measure the miracle of eliminating a disease? Of funding a cure? Of developing a new vaccine? How do you measure giving someone the chance to become a parent, or to see their grandkids? You can’t.

    “Which leads me to the question I hope we focus on today. Why on earth would we let Trump slash that all to ribbons? Why on earth would we give up on Alzheimer’s research? Or heart disease? Or cancer? 

    “I will tell you, I am not giving up on patients. I am not giving up on cures. And I suspect many others here feel the same. So, I hope this discussion helps us focus on that common ground. And that working together we can push back on these devastating cuts and push forward the research that is so important to folks back home.”

    The Transport Department today said that the Government is determined to enhance the service quality of personalised point-to-point transport.

    It made the statement in response to press enquiries on the taxi service and complaint figures.

    The department met the taxi trade today to exchange views on enhancing taxi service quality and promoting the healthy development of the industry, and reiterated that the Government will continue to combat the illegal carriage of passengers for hire or reward activities to safeguard the safety and interests of the public.

    To improve the taxi service, the Government has implemented the Taxi-Driver-Offence Points system and the two-tier penalty system as well as introduced a taxi fleet regime to provide quality services to passengers by the use of systematic management and technology.

    The five selected taxi fleet operators are working intensively to prepare for the service commencement which is anticipated to be in place by end-July 2025.

    On the other hand, the Government proposes to mandate the installation of in-vehicle cameras, dash cameras and global navigation satellite systems in all taxi compartments to better protect the rights of passengers. It also proposes to mandate all taxi drivers to provide e-payment means. Follow-up work on the legislative exercise of the relevant proposed provisions is underway.

    On the regulation of online hailed car platforms, while the Government is open-minded in respect of the use of different communications technologies, including the use of online or mobile applications for obtaining personalised point-to-point transport services through online hailing services, it is imperative to ensure that the passenger transport services supported by the use of platforms concerned comply with the laws and regulations.

    The department is conducting a study on the overall demand and supply of personalised point-to-point transport services.

    The Government will, after considering the report of the Working Group for Enhancing Personalised Point-to-Point Transport Services under the Transport Advisory Committee and the views and relevant data collected, formulate legislative proposals on the regulation of online car hailing platforms, vehicles that may provide services complying with the regulations and relevant licensing requirements for the drivers within 2025.

    To combat illegal hire car services in accordance with the law, Police have been taking enforcement actions against illegal carriage of passengers for hire or reward through gathering intelligence via different channels.

    If there is sufficient evidence proving suspected vehicles without a valid hire car permit being used for illegal carriage of passengers for hire or reward, Police will immediately take appropriate enforcement actions.

    People who intend to use a hire car service may enquire with the service operator or make use of the department’s online checking system to ensure the private car concerned has been issued with a valid hire car permit before the journey starts.

    The department stressed that using illegal hire car services can put passengers at risk, as the vehicle’s third party insurance may be invalid in case of a traffic accident.

  • MIL-OSI Security: Southfield Doctor Convicted of Illegally Prescribing More Than 200,000 Opioid Pills

    DETROIT – On April 25, 2025, a federal jury convicted Dr. Charise Valentine, 69, of Southfield, of conspiracy to unlawfully distribute prescription opioids, including Oxycodone and Oxymorphone, and 10 counts of illegal distribution of Oxycodone and Oxymorphone, Acting United States Attorney Julie A. Beck announced.

    Beck was joined in the announcement by Special Agent in Charge Cheyvorea Gibson, Federal Bureau of Investigation, Detroit Division, and Special Agent in Charge Mario Pinto of the U.S. Department of Health and Human Services Office of Inspector General’s (HHS-OIG) Chicago Regional Office.

    Dr. Valentine was convicted for her role as one of two primary doctors at Orthopedic Medical Building who issued illegal opioid prescriptions. From November 2016 to July 2018, Dr. Valentine issued more than 3,000 prescriptions for more than 200,000 pills to supposed “patients” who did not have a legitimate medical need for the drugs. The “patients” were typically brought to the clinic by “patient recruiters/marketers.” Orthopedic Medical Building, a sham clinic that operated out of a warehouse in Oak Park, Michigan, accepted only cash, and charged patients $200-500 per prescription, but did not charge anything if the patient didn’t receive an opioid prescription. The prices were not based on the service provided, but instead based on the quantity, type, and dosage of prescription opioids that the “patient” received, usually Oxycodone 30mg or Oxymorphone 40mg, two of the most addictive prescription opioids. These prescription drugs are also among the most highly diverted prescription opioids due to their high street value. The clinic also charged cash for the creation of fraudulent medical records for the supposed “patients.”

    Dr. Valentine was paid about 50% of the clinic’s proceeds – more than $500,000 in cash over about 19 months – and was paid only if she wrote an opioid prescription to a patient, not based on any supposed “medical care.” She received an envelope of thousands in cash each day she worked.

    The other defendants charged in the case, including clinic operator Iris Winchester, Dr. Michele Ritter, clinic employee Kristina Brown, and Joyce Robinson, previously pleaded guilty.

    “Addressing the sources of the opioid epidemic – which include addictive opioid prescription pills as well as street drugs – remains a top priority of this office,” stated Acting U.S. Attorney Beck. “We continue to focus on doctors who, rather than helping to address the terrible impact the opioid epidemic, use the cover of a “medical office” to write illegal prescriptions for the opioids that fuel the crisis.”

    “The conviction of Dr. Valentine, who abused her position of trust by prescribing opioids in exchange for cash, underscores the FBI’s strong commitment to holding medical professionals accountable under federal law,” said Cheyvoryea Gibson, Special Agent in Charge of the FBI in Michigan. “Physicians and other healthcare providers are entrusted with the well-being of our communities and are expected to maintain the highest ethical standards. Those who violate that trust for personal financial gain can expect to be investigated and brought to justice by the FBI’s Detroit Field Office. I also want to thank our partners at the U.S. Department of Health and Human Services – Office of Inspector General for their collaboration and support throughout this case.”

    “Physicians who prescribe powerful opioids and other controlled substances, without regard for medical necessity, endanger the health and safety of the very patients they have sworn an oath to protect,” said Mario M. Pinto, Special Agent in Charge of the U.S. Department of Health and Human Services, Office of Inspector General.  “Working in conjunction with our law enforcement partners, our agency is committed to identifying and investigating those medical providers who place profits over patient safety.”

    This case was prosecuted by Assistant United States Attorneys Andrew J. Lievense and Wayne F. Pratt. The Eastern District of Michigan is one of the twelve districts included in the Opioid Fraud Abuse and Detection Unit, a Department of Justice initiative that uses data to target and prosecute individuals that are contributing to the nation’s opioid crisis.

    The case was investigated by special agents and task force officers of the Federal Bureau of Investigation and the Department of Health and Human Services-Office of the Inspector General.

  • MIL-OSI Security: Altoona Man Sentenced to 78 Months in Prison for Transporting and Possessing Material Depicting the Sexual Exploitation of a Minor

    JOHNSTOWN, Pa. – A resident of Altoona, Pennsylvania, was sentenced in federal court to six-and-a-half years in prison, to be followed by 20 years of supervised release, on his convictions of transporting and possessing material depicting the sexual exploitation of a minor, Acting United States Attorney Troy Rivetti announced today.

    United States District Judge Stephanie L. Haines imposed the sentence on Kevin Myers, 48, on April 29, 2025.

    According to information presented to the Court, from in and around December 2020 to in and around December 2021, Myers transported and possessed material depicting the sexual exploitation of a minor. The images were produced using materials that were shipped or transported in interstate or foreign commerce.

    Assistant United States Attorney Arnold P. Bernard Jr. prosecuted this case on behalf of the government.

    Acting United States Attorney Rivetti commended Homeland Security Investigations forthe investigation leading to the successful prosecution of Myers.

    This case was brought as a part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children and to identify and rescue victims.   • MIL-OSI Security: Greenwich Investment Group Operator Pleads Guilty to Fraud, Money Laundering Offenses

    Marc H. Silverman, Acting United States Attorney for the District of Connecticut, today announced that JUSTIN C. MURPHY, 50, of Stamford, pleaded guilty yesterday before U.S. District Judge Victor A. Bolden in New Haven to offenses stemming from an investment fraud scheme.

    According to court documents and statements made in court, Murphy owned and operated Greenwich-based Mara Investment Group, LLC, also known as Mara Investment Management LP and Mara Investments Global Management LLC (“Mara”), which Murphy purported to be a hedge fund that solicited and accepted investments and used a quantitative strategy that balanced long and short positions in securities.  Between approximately 2016 and September 2022, Murphy defrauded investors by pursuing a much riskier investment strategy than he told investors; diverting substantial investor funds for his own personal use and benefit; representing to investors that their invested funds were performing more favorably than was, in fact, the case, including providing investors with account statements that falsely representing their account balances; and providing investors with federal tax forms that falsely reported business income upon which investors would be required to pay tax.

    Murphy stole approximately $3,465,812 in investor funds through this scheme and used the funds to pay for personal expenses and to purchase a personal stake in his relative’s startup company.

    Murphy pleaded guilty to one count of wire fraud, which carries a maximum term of imprisonment of 20 years, and one count of money laundering, which carries a maximum term of imprisonment of 10 years.  A sentencing date is not scheduled.

    Murphy was arrested in Brazil on December 6, 2023, and was detained for nearly 11 months while awaiting extradition to the U.S.  He has been released on a $250,000 bond since November 1, 2024.

    This investigation has been conducted by the Federal Bureau of Investigation and the Internal Revenue Service – Criminal Investigation Division.  The Justice Department’s Office of International Affairs and Brazilian authorities provided assistance.

    The case is being prosecuted by Assistant U.S. Attorney David E. Novick.

  • MIL-OSI Security: Lake Charles Man Sentenced on Child Pornography Charges

    LAKE CHARLES, La. – Kenneth Blake LeBlanc, 33, of Lake Charles, was sentenced yesterday on child pornography charges, announced Acting United States Attorney Alexander C. Van Hook. United States District Judge James D. Cain, Jr. sentenced LeBlanc to 180 months (15 years) in prison, followed by 15 years of supervised release.  

    LeBlanc was arrested in April 2024 after law enforcement officers with the Calcasieu Parish Sheriff’s Office (“CPSO”) received a complaint about an individual, later determined to be LeBlanc, who had recorded a prepubescent minor female undressing in the bathroom. Detectives with CPSO and agents with Homeland Security Investigations began an investigation into the allegations and learned that in April 2024, LeBlanc hid a cell phone and used it as a recording device to capture a minor undressing in the bathroom of a known residence. The phone was positioned to capture someone getting in and out of the shower. The video LeBlanc created included images of the private areas of the minor, who was under the age of 11 years old at the time. Using the internet, LeBlanc transported this video from his Android phone to an iPhone, knowing that the video contained child pornography.

    LeBlanc pleaded guilty to a Bill of Information charging him with one count of attempted transportation of child pornography. 

    The case was investigated by Homeland Security Investigations, a division of the U.S. Department of Homeland Security, and prosecuted by Assistant United States Attorney Lauren L. Gardner.

  • MIL-OSI Security: Robberies of Convenience Stores in Vinton Lead to Arrest and Conviction of Sunset Man

    LAKE CHARLES, La. – Acting United States Attorney Alexander C. Van Hook announced that Bracelon Armon Charles, 22, of Sunset, Louisiana, has been sentenced by United States District Judge James D. Cain, Jr. to 155 months (12 years, 11 months) in prison, followed by 5 years of supervised release, for brandishing a firearm during and in relation to a crime of violence.  

    According to information presented in court, on or about October 6, 2023, Charles and a juvenile used a 2018 Kia which had been stolen from a residence in Lafayette, to drive to Vinton, Louisiana. Charles and the juvenile entered Tiger Mart, a gas station and convenience store located in Vinton, and entered the store brandishing firearms and demanded money from the store clerk. The clerk complied and gave them money from the cash register in the amount of $400. Charles and the juvenile immediately left the Tiger Mart.

    Just minutes later, Charles and the juvenile entered More 4 Less, another gas station and convenience store in Vinton. As in the previous store just minutes before, Charles and the juvenile brandished their firearms and demanded money from the store clerk as they pointed their firearms at the clerk. The clerk complied and gave all the money in the cash drawer over to Charles and the juvenile, which was $400.

    Charles and the juvenile then traveled into Texas where law enforcement officers engaged them in a high speed chase back into Louisiana where they were subsequently apprehended. Charles was charged in a federal indictment and pleaded guilty to using or carrying a firearm during and in relation to a crime of violence. 

    The case was investigated by the Federal Bureau of Investigation and Calcasieu Parish Sheriff’s Office and prosecuted by Assistant United States Attorney Lauren L. Gardner.

    Approximately one-third of Americans have criminal records that can hinder their ability to secure employment, housing, or educational opportunities. While many of them qualify for record-sealing or expungement under state laws, the process is frequently complicated, time-consuming, and costly.

    The Fresh Start Act would allow states that have enacted automated record-sealing or expungement laws to apply for federal infrastructure grants to help streamline the process. This federal legislation builds on the momentum of Clean Slate policies enacted in 2018 by a diverse group of 12 states including California, Colorado, Connecticut, Delaware, Michigan, Minnesota, New Jersey, New York, Oklahoma, Pennsylvania, Utah, and Virginia.

    “No one should be denied a job, housing, or education because of bureaucratic red tape,” said Rep.     Summary:

    • Amends 34 U.S.C. §40302 (National Criminal History Improvement Program, or NCHIP) to include funding for covered automatic expungement and record sealing laws.
    • Covered Expungement Law—The term “automatic” is defined as expungement or sealing that does not require any action on the part of the eligible individual. The term “covered expungement law” is defined as a law of a State that provides for the automatic expungement or sealing of a criminal record, subject to requirements imposed by the State.
    • Reporting Requirements—A State that receives a grant under the Fresh Start Act of 2025 is required to produce and send a report to the Attorney General, under the guidelines established by the Attorney General, that provides information on:
      • the number of individuals eligible for automatic expungement or sealing disaggregated by race, ethnicity, and gender;
      • the number of individuals whose records have been expunged or sealing disaggregated by race, ethnicity, and gender;
      • and the number of individuals who application for expungement or sealing are still pending disaggregated by race, ethnicity, and gender;
    • Inaccessibility of Data for Reporting—If data required for reporting are not available, the State is required to develop and report a plan to obtain as much of the data as possible no later than one (1) year after the first year the grant is awarded.
    • Publication—The Attorney General is required to publish and make publicly available a report containing data collected under the reporting requirements.

    Republicans plan to raise costs for students and make it harder for them to find good-paying jobs includes:

    • Cuts to Pell Grant eligibility by setting full-time attendance as 30 credits per year instead of 12 per semester – which would decrease the average Pell awards by 20%.
    • Eliminating an income-driven student loan repayment program.
    • Repealing regulations designed to protect students, including:
      • The bipartisan 90/10 regulation, which prevents for-profit colleges from duping veterans out of their hard fought GI bill benefits.
      • The Borrower Defense regulation, which provides student loan relief for millions of borrowers defrauded by their schools.
      • The Closed School Discharge regulation, which provides loan relief for students whose institutions closed before they completed their programs.

    SEATTLE – As Washington State Ferries expands its service for the busy summer season, it will host two virtual community meetings in May to provide updates and answer questions.

    At the meetings, WSF leaders will outline plans for the busy season ahead, provide updates on new projects and invite public input on the Washington State Transportation Commission’s fare proposals. Topics also will include an updated service plan and progress on building new ferries.

  • MIL-OSI USA: New Drug Shows Promise for Treating Bronchiectasis

    Results of a large, global clinical trial spanning five continents with over 1,700 patients with bronchiectasis, published this April in the New England Journal of Medicine, demonstrated benefits of an investigational, once-a-day pill called brenso­catib as a therapy for the chronic lung condition.

    The clinical trial findings are important, as there are currently no FDA-approved medications for bronchiectasis, a chronic condition with persistent lung airway inflammation and infection. Bronchiectasis can often stem from various injuries to the airways causing the ‘bronchial’ tubes leading to the lungs to become permanently enlarged, and more prone to infection and chronic inflammation.

    Symptoms of bronchiectasis include chronic cough with sputum (mucous) production, shortness of breath and fatigue. Acute exacerbations of the debilitating condition experienced by patients are characterized by worsening of the cough and sputum production, often with fever, shortness of breath or chest pain and further impair patient quality of life.  Severe exacerbations may result in hospitalization and permanent loss of lung function.

    Bronchiectasis impacts up to 500,000 Americans, but there is often misdiagnosis or delayed diagnosis as the condition can present similarly to other pulmonary conditions such as COPD or asthma.

    Senior study author Dr. Mark Metersky of UConn School of Medicine served on the Steering Committee for the global, multi-center, randomized clinical trial and was principal investigator for UConn School of Medicine’s clinical trial site. Metersky specializes in bronchiectasis care and is the longtime director of UConn’s dedicated Center for Bronchiectasis Care at UConn Health in Farmington, Connecticut.

    Most bronchiectasis patients experience loss of lung function over time due to the irreversible damage caused by the progressive disease. But in this large, international, randomized ASPEN trial which included 1,721 patients, the new DPP-1 inhibitor medication targeting inflammation in either a 10 mg or 25 mg pill dose versus placebo over a 52-week period was shown to significantly lower the annualized rate of exacerbations in patients taking either drug dose while also slowing their loss of lung function.  Also, the authors report that in each brensocatib group nearly half (48.5%) of patients remained exacerbation-free one year later at week 52.

    “Patients with bronchiectasis have impaired quality of life,” shared Metersky who personally cares for well over 100 patients with the condition at UConn Health. “The study results suggests that brensocatib will help many patients living with bronchiectasis. Bronchiectasis patients’ quality of life was measured throughout the study and improved in patients who received the drug.”

    “Pulmonary exacerbations of bronchiectasis can last days or weeks and preventing them is important,” stresses Metersky. “However, this drug resulted in improved quality of life even when patients were not suffering from an exacerbation, providing hope for so many patients suffering with daily symptoms.”

    Metersky concludes, “This is a very promising new treatment and likely will be the first-ever FDA-approved treatment for bronchiectasis.”

    Insmed, Inc. is the drug’s manufacturer and sponsored the clinical trial.

    Two mentees of UConn’s Dr. Cato T. Laurencin — Carol Morris, MD, MS and Erica D. Taylor, MD, MBA — were recognized at the J. Robert Gladden Orthopaedic Society’s (JRGOS) Annual Awards Luncheon at the American Academy of Orthopaedic Surgeons (AAOS) 2025 Annual Meeting.

    The meeting was held on March 13 in San Diego, CA. Laurencin is active in mentoring, especially those underrepresented in science, engineering, and medicine.

    Carol Morris, MD, MS was honored with the JRGOS Claudia L. Thomas, MD Award in recognition of her exemplification of Dr. Claudia Thomas’ resilience, tenacity, and leadership in Orthopaedic Surgery. Morris was Laurencin’s first graduate student at his MIT lab when it was first established.

    “Dr. Laurencin’s mentorship and influence have been tremendous in my career. His impact on my professional trajectory has been significant and sustaining for decades,” said Morris.

    Morris is an internationally recognized leader in orthopedic oncology with clinical expertise in primary bone cancer, metastatic cancer to bone, soft tissue sarcoma, and neurofibromatosis. She is the chair of Orthopaedic Surgery at the Memorial Sloan Kettering Cancer Center in New York.

    Taylor was the recipient of the 2025 Alvin H. Crawford, MD, Mentorship Award in recognition of her remarkable contributions to orthopaedic surgery. Taylor is a leader in orthopaedic surgery and an ardent advocate for health equity and inclusion. She completed her residency under Laurencin and is the vice president of Health Equity for Duke Health, and vice chair of Equity & Inclusion for Duke University’s Department of Orthopaedics.

  • MIL-OSI Security: Illegal Alien Guilty of Assaulting Federal Agent and Fleeing Scene in Underwear

    LAREDO, Texas – A 21-year-old Mexican citizen has pleaded guilty to assaulting a Border Patrol (BP) agent who was assisting him and inflicting bodily injury, announced U.S. Attorney Nicholas J. Ganjei.

    Marco Cupil-Hernandez, an illegal alien from Nuevo Laredo, Tamaulipas, Mexico, admitted he struck the agent’s body and face repeatedly while attempting to flee.

    On the evening of Jan. 23, law enforcement had arrested Cupil-Hernandez after he had waded across the Rio Grande River. A BP agent transported him to a local hospital for emergency care after Cupil-Hernandez complained of injuries to his knees.

    Medical personnel cleared him for release, though he walked with a limp. As the agent attempted to assist him into the vehicle, Cupil-Hernandez forcefully pushed him away and attempted to flee.

    A struggle ensued on the concrete. Each time the agent grasped an article of Cupil-Hernandez’s clothing, he removed it. Cupil-Hernandez then elbowed the agent’s face which caused him to lose his hold, at which time Cupil-Hernandez jumped to his feet and fled wearing only his underwear and shoes.

    Authorities took him into custody a short time later after discovering him hiding under the covered parking spaces of a nearby gym.

    “The defendant’s conduct, in brief, was quite revealing; he attacked a federal agent and barely escaped,” said Ganjei. “The naked truth here is if you assault a federal officer, you are going to federal prison.”

    U.S. District Judge John A. Kazen will impose sentencing at a later date. At that time, Cupil-Hernandez faces up to 20 years in federal prison and a possible $250,000 maximum fine.

    Cupil-Hernandez has been and will remain in custody pending that hearing.

    FBI conducted the investigation with the assistance of BP, Customs and Border Protection Air and Marine Operations. Assistant U.S. Attorney Jose Homero Ramirez prosecuted the case.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime.   • MIL-OSI Security: Harbour Grace — Man arrested by Harbour Grace RCMP for robbery and uttering threats

    Harbour Grace RCMP arrested 30-year-old Lucas Rowe of Carbonear for robbery, uttering threats, and other offences on April 28, 2025.

    Around 3:45 p.m. on Monday, Harbour Grace RCMP received a report of a residential disturbance at a home in Carbonear. A woman was leaving her home when she was met by a man outside. The man threatened her and demanded that she give him her vehicle.

    The woman went back inside her residence and the man threw a rock through the window of the home. He then proceeded to damage a vehicle that was parked in the driveway. Police responded and quickly located and arrested the man, who was identified as Lucas Rowe.

    Rowe attended court yesterday and was remanded into custody. His next court appearance is set to take place on Friday, May 2, 2025. He is charged with the following criminal offences:

    • Robbery
    • Uttering threats
    • Mischief – property damage over $5,000
    • Resisting arrest

    The investigation is ongoing.

    Ladies and gentlemen,

    My European partners and I would have preferred not to have to convene this Security Council meeting on Ukraine, but Russia’s high-intensity war of aggression continues to ravage Ukraine, as reiterated by the Under-Secretary-General for Political Affairs and the Assistant Secretary-General for Humanitarian Affairs, with drastic humanitarian consequences in violation of international law and in violation of the Charter of the United Nations: our Charter.

    How did this happen?

    It started with the aspirations of the Ukrainian people to freedom and democracy, which Russia sought to repress in the 2014 Maidan Uprising.

    Ten years ago, a fragile ceasefire was agreed in Minsk. It was violated twenty times.

    Three years ago, Russia launched its large-scale invasion of Ukraine, a unilateral, brutal, unjustifiable war of aggression that must end now. A war that was not a defensive war, and that was not inevitable. A war that was not justified, and continues to be unjustifiable. It is quite simply the expression of an overt revisionist plan.

    Ladies and gentlemen,

    On 24 February this year, the Security Council adopted an American resolution, Resolution 2774, and I wish to cite it as a reminder: “the Security Council […] implores a swift end to the conflict”.

    What has Ukraine done since 24 February?

    On 9 March, Ukraine accepted the principle of a total and unconditional ceasefire, in accordance with Resolution 2774, showing its good faith and sincere desire to move towards peace.

    And what has Russia done since 24 February and the adoption of Resolution 2774?

    It has continued its war crimes and crimes against humanity by striking infrastructures and targeting civilians, women and children, and humanitarian workers.

    While it is totally violating international law, Russia would have us believe that is in within its right and that it may lay claim to the Ukrainian territories in the name of the principle of self-determination. But it is a diversion; it is false. What is true is that Russia is violating the sovereignty and territorial integrity of Ukraine, Russia is attacking its neighbour, and in this war of aggression, it is violating international law and international humanitarian law. Everyone can see that, and everyone knows it.

    And today, the only obstacle now to the ceasefire, the only obstacle to the implementation of Resolution 2774 adopted by the Council on 24 February, is Vladimir Putin.

    So why oppose the implementation of this resolution in this way?

    Vladimir Putin’s Russia most likely wants to push Ukraine to surrender. But France, like many other members of this Council, is opposed to this, and will continue to oppose it.

    First, because it is a security challenge for Europe and France, which Russia seeks to destabilize.

    Yes, ladies and gentlemen, France has already been targeted.

    Since the beginning of the conflict, our country, a supporter of Ukraine, has been targeted by Russian cyber attacks originating in the Russian military intelligence services, GRU, carried out by threat actor APT28. They targeted a dozen French entities including public services, enterprises, and sports organizations involved in the Paris 2024 Olympic and Paralympic Games. We condemn these cyber attacks in the strongest terms. They are unworthy of a permanent member of the Security Council and contrary to the framework set by the United Nations. They must cease immediately.

    But if France, like other members of this Council, is opposed to any form of surrender by Ukraine, it is not only for the sake of Europe’s and France’s security, it is also for the sake of global peace and security. Because such an outcome in this war would enshrine the concept of “might is right”, and inevitably lead the world into a frenetic arms race, and most certainly proliferation.

    I believe that quite simply we must return to some of the elementary principles of our Charter, which I would once again like to cite to refresh the memories of all members of this Council. In Chapter I, Article 2, Paragraph 4, it states that: “States shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the Purposes of the United Nations (…)”.

    So let’s get back to simple principles: aggressors must not be rewarded at the victim’s expense; borders are intangible; and States, no matter which, are sovereign.

    I therefore call on President Putin to say to him:

    Cease fire!

    Cease fire!

    Cease fire!

    That is when peace will become possible again.

    A just and true peace.

    A peace that complies with the Charter of the United Nations and international law.

    A peace that respects the sovereignty, territorial integrity and security of Ukraine.

    We can succeed.

    That is why, while commending the mediation efforts undertaken by the United States of America and at the highest level, France wants this Council to unanimously demand a total, immediate and unconditional ceasefire, and by that I mean that weapons be laid down.

    Open debate on the situation in the Middle East, including the Palestinain issue

    Statement by the Minister for Europe and Foreign affairs, Jean Noel Barrot

    Dear Secretary-General,

    Ministers,

    Ladies and gentlemen,

    I wanted to make the debate on the Middle East a focus of the French Presidency of the Security Council.

    The anti-Semitic massacres on 7 October 2023 and the ensuing military conflagration have upended the region.

    As we are speaking here today, Gaza has been devastated by war, Lebanon is struggling to recover, Syria is engaged in a fragile and uncertain transition, and Iran is pursuing its dangerous race towards nuclear weapons. This spiral of destabilization must not lead us to a situation that cannot be undone. That is why we must work together to find a path to peace and security for all.

    Our first priority is to stop the hostilities and end the suffering of civilian populations.

    In Lebanon, in close cooperation with our American partners, we managed to achieve a ceasefire agreement five months ago. Its implementation still needs to be fine-tuned, but it has brought about peace. It is crucial and must be upheld.

    In Gaza, war rages on. The fact that the ceasefire has been broken and Israel has resumed its military strikes should alarm us all. It is a huge step backwards for the Palestinian civilian population, for the Israeli hostages and their loved ones, and for the security of the entire region. Negotiations urgently need to resume and bring about a lasting ceasefire. We support mediators’ efforts to achieve that.

    This ceasefire must bring about the unconditional and immediate release of all the hostages being held arbitrarily by Hamas. I would like to take a moment to mention before this Council our fellow Frenchman, Ofer Kalderon, who was released after 484 days in captivity. I would also like to pay homage to the memory of another fellow Frenchman, Ohad Yahalomi, taken hostage on 7 October, arbitrarily held and murdered in Gaza. He has left behind a widow and three innocent children.

    The ceasefire must also bring about deliveries of massive amounts of humanitarian aid to Gaza. The situation in Gaza is catastrophic, as all humanitarian aid has been blocked for two months. I was able to see this for myself when I visited the Egyptian border and I testify before you that this situation is unacceptable. Because since the end of March, Israeli bombings have killed more than 1,300 people, including many civilians, women and children. And these military strikes have also killed humanitarian workers and UN staff members. The tremendous suffering of the civilian populations in Gaza has to stop. I call on Israel to remove all obstacles so that massive amounts of humanitarian aid can finally be delivered to Gaza.

    France is fully doing its part to address this humanitarian emergency. Since 2023, we have contributed €250 million in humanitarian aid to civilian populations. A portion of this aid was distributed via UNRWA and France supports UNRWA’s action and efforts of committed reform. In close cooperation with our regional partners, including Egypt and Jordan, we have also directly provided healthcare, food and shelter for people living in Gaza who are victims of the war.

    Our second priority is to help the territories ravaged by conflicts to recover.

    The International Conference in Support of Lebanon’s People and Sovereignty held in Paris on 24 October 2024 raised more than $1 billion. This aid went to the population and security forces. The new authorities have begun reform and reconstruction efforts that we support. When the time is right, we will hold an international conference in support of Lebanon’s economic recovery in Paris. The role of the United Nations throughout this process will be key.

    Lebanon needs to recover its sovereignty – its full sovereignty. We call on Israeli forces that are still in Lebanon to fully withdraw from Lebanese territory so that the Lebanese Armed Forces can be redeployed there. It is up to them to ensure the security and sovereignty of the State, assisted by UNIFIL and the supervision mechanism in which France participates alongside the United States, and which includes the United Nations. France is continuing its efforts with determination to ensure the full implementation of Council’s Resolution 1701.

    In Syria, a historic transition process has begun since Bashar al-Assad’s dictatorship was overthrown. France is prepared to provide support. With its European partners, it has started to lift the first sanctions under certain conditions. The transition process must respect and protect the rights of all Syrians, regardless of their ethnic background, religion or gender. It must also ensure effective and determined action to counter terrorism. I will say this before the United Nations General Assembly: the terrible crimes committed by Bashar al-Assad’s regime must not be forgotten. The UN has an important role to play against impunity and in Syria’s reconstruction.

    In Gaza, we will support our Arab partners’ efforts to build a robust and credible framework for the “day after”. This framework should enable the reconstruction, governance and security of the enclave. But these efforts can only produce their effects if they are carried out from a political standpoint.

    That is why our third priority is to work on political solutions ensuring a just and lasting peace

    There is only one solution to achieve a political settlement of the Israeli-Palestinian conflict: it is the two-state solution, the only solution that can ensure peace and security over the long term for both Israelis and Palestinians.

    This solution is now being threatened by the increasing settlement building in the West Bank, by the violence of extremist settlers, by the desire to weaken the Palestinian Authority and by discourse on an annexation and forced displacement of the population.

    Amid faits accomplis on the ground, the prospect of a Palestinian State has to be protected. That is why France is holding an international conference on the implementation of the two-state solution with Saudi Arabia here in New York in June. Our aim is clear: to advance the recognition of Palestine and the normalization of relations with Israel. That is how we will successfully ensure Israel’s security and regional integration, while responding to the legitimate aspirations of Palestinians to have a State. This roadmap for the effective implementation of the two-state solution also involves disarming Hamas, defining a credible governance from which it will be excluded, and reforming the Palestinian Authority. The UN and its agencies must have a full role in this process.

    Also, we are not toning down our efforts to find a diplomatic solution to the challenge related to the headlong pursuit of Iran’s nuclear programme. IAEA Director General Rafael Grossi explained the situation clearly yesterday during our meeting on non-proliferation.

    Amid destabilizing interference, we have to continue to work on reinforcing the sovereignty of the States in the region.

    Having just visited Iraq, I would like to stress how much headway this country is making. Destroyed recently by conflicts and power plays, it is now on the sidelines of regional tensions. Iraq has resumed its role as a hub for balance and stabilization. The third Baghdad Conference, which will be held at the end of 2025, testifies to this. It will provide an opportunity to work on regional cooperation and security, countering the fragmentation and confrontation approach at work today.

    Ladies and gentlemen,

    France is working for peace and sovereignty; without them nothing is possible. We are deeply committed to the Middle East for historic and geographic reasons. Today, everyone’s security and stability depend on this region. We are therefore determined to build a path to peace there, for you and with you.

    Unknown Soldiers Buried in France

    Remains from six Commonwealth soldiers who fought in World War 1, none of them identifiable by name, have been laid to rest in France.

    The men were commemorated in two burial ceremonies this week: 

    • On 29 April, remains from four unknown Commonwealth soldiers were buried at the Commonweath War Graves Commission (CWGC) Ovillers Military Cemetery. 

    • On 30 April, two unknown Commonwealth soldiers were buried at CWGC Loos British Cemetery Extension 

    All services were organised by the MOD’s Joint Casualty and Compassionate Centre (JCCC), also known as the ‘War Detectives’. The services were supported by serving soldiers from Abingdon-based 4 Regiment, Royal Logistic Corps.

    The soldiers buried at CWGC Ovillers Military Cemetery were discovered in fields near Fricourt, in the Somme region of France – whilst this land was fought over extensively during several phases of the war, these men are most likely casualties of the Battle of the Somme, 1916.

    The soldiers buried at CWGC Loos British Cemetery Extension were recovered from Tilloy-les-Mofflaines and Loos-en-Gohelle – both in the Pas de Calais region of France. The man found at Tilloy most likely died during the Battle of Arras in 1917, whereas the man found at Loos was most likely killed either during the Battle of Loos in 1915, or the Hundred Days Offensive in 1918. 

    Due to the extensive fighting in the recovery areas by multiple battalions of different regiments over a long period, the list of those missing is extensive. Though the General Service buttons and ammunition found alongside the remains indicate the men were of Commonwealth origin and unlikely to be officers, no artefacts could identify individuals. With no way to distinguish these men from the thousands recorded there as missing, they were buried as unknown soldiers, known unto God.  

    Alexia Clark, MOD War Detective said: 

    Whilst it is disappointing that we have been unable to name these men, they have been afforded a dignified and respectful military burial to honour their sacrifice. Their memory will be kept alive by visitors to the cemeteries, and by those of us here to witness their burials. 

    Reverend Joseph Roberts, Chaplain to 4 Regiment, Royal Logistic Corps said: 

    It is a huge privilege to officiate at these burial services, even though these soldiers are unknown to us, they are forever known, named and loved by God. As they are laid to rest alongside their comrades who too made the ultimate sacrifice, for the freedoms and liberties of our way of life, it is therefore only right and proper to bury them, with the honour, respect and dignity that they are owed. May they rest in eternal peace. 

    Head of Commemorations at the CWGC, Dr James Wallis, said:

    We are deeply honoured to have these soldiers laid to rest at our cemeteries in France, after they tragically lost their lives more than a century ago. Although their names remain unknown, their graves will be cared for by us, in perpetuity.

  • MIL-OSI Russia: Rosneft held a series of patriotic events in Samara in honor of the Great Victory

    Employees of the Samara group of enterprises of NK Rosneft organized a large-scale project dedicated to the 80th anniversary of the Victory in the Great Patriotic War. The action united more than 500 participants – veterans and employees of Rosneft enterprises, students, volunteers and residents of the Samara region.

    The patriotic initiative began with a flash mob in Novokuibyshevsk. Next to the memorial complex to the heroes of the Great Patriotic War, volunteers unfurled an 80-meter St. George ribbon – a symbol of valor, fortitude and pride in the Great Victory. Participants honored the memory of the fallen heroes with a minute of silence and laid flowers at the Eternal Flame.

    A bright continuation of the event was the motor rally – 30 cars and motorcycles with the Victory Banners, went to the city of Samara. During the Great Patriotic War, Kuibyshev (now Samara) became the “reserve capital” of the country and the largest industrial center. The route of the rally included significant historical places, including the Kuibyshevsky district of Samara, which appeared on the city map in 1943 thanks to the construction of the Kuibyshev Oil Refinery.

    The grand opening of the open-air historical photo exhibition took place on the Volga River embankment. The exhibition “Samara Oil – for Victory” reflects the main stages of the formation and development of the oil industry in the region during the war years. Having received the order from the Motherland to accelerate the development of the oil industry for the uninterrupted supply of fuel to the front, Samara oil workers of Kuibyshevneft (now Samaraneftegaz) were the first in the USSR to find Devonian oil and increase production fivefold. They also built two oil refineries, the Syzran and Kuibyshev Oil Refineries, in record time.

    The culmination of the event was the screening of the film “War of Motors”, created on the initiative of NK “Rosneft” and dedicated to the selfless work of Soviet oil workers during the Great Patriotic War. Home front workers demonstrated courage, fortitude and heroism, providing the front with fuel – forged Victory in the rear.

    The event ended with a festive concert, which featured the beloved songs of the war years, “Smuglyanka”, “Katyusha” and “Blue Scarf”, performed by the company’s employees – winners of the corporate festival “Energy of Talents”.

  • MIL-OSI Security: California City Councilmember Charged with Hazardous Waste Transportation Conspiracy that Risked Death or Serious Bodily Injury

    Michael Kulikoff, 39, of California City, was arrested today on an indictment charging him with conspiracy to transport and cause to be transported a hazardous waste without a manifest and placing another person in imminent danger of death or serious bodily injury, Acting U.S. Attorney Michele Beckwith announced.

    According to court documents, in February 2024, Kulikoff was a city councilmember in California City and owned a car wash business. On Feb. 25, 2024, Kulikoff learned that a mercury exposure incident had occurred at his car wash. An individual had spilled a jar containing several ounces of mercury inside the cabin of a sports utility vehicle and had attempted to clean up the mercury using a vacuum cleaner. The individual then drove the contaminated SUV to a residence in California City, where he called 911 because he was experiencing symptoms related to mercury exposure.

    California City emergency services personnel responded to the scene and scanned the SUV for mercury. They detected approximately 20 times the allowable limit of mercury inside the SUV’s cabin and put yellow caution tape around the SUV to deny entry to it. They also shut down the car wash business. Kulikoff attempted to clean up the business himself but was told by the emergency services personnel that he had to stop because it was a hazardous materials scene and was unsafe.

    Early the following morning, Kulikoff conspired with another person to move the contaminated SUV outside of city limits. He directed the other person to drive the contaminated SUV from California City to Boron because the SUV was causing problems for Kulikoff in California City, and he wanted the SUV to be outside the jurisdiction of California City emergency services personnel. Emergency services personnel left the location of the contaminated SUV scene to respond to a report of a fire that turned out to be a false report. When they returned to the scene, the contaminated SUV was gone. A couple of hours later, Kern County emergency services personnel found the contaminated SUV at the residence of the individual who had moved the vehicle at Kulikoff’s direction. That individual also complained of symptoms related to mercury exposure.

    This case is the product of an investigation by the U.S. Environmental Protection Agency’s Criminal Investigation Division (CID) and the Federal Bureau of Investigation. Assistant U.S. Attorneys Jeffrey A. Spivak and Arelis M. Clemente are prosecuting the case.

    If convicted, Kulikoff faces a maximum statutory penalty of five years in prison and a $250,000 fine for conspiracy to transport hazardous waste and a maximum statutory penalty of 15 years in prison and a $50,000 fine per day of violation for placing another person in imminent danger. Any sentence, however, would be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables.     Highlights Private Sector Partnerships and Importance of Reporting

    As ransomware threats continue to evolve and disrupt critical services across the country, the FBI San Francisco Field Office is reinforcing its message to businesses and infrastructure partners: strong collaboration and timely reporting are essential to protecting U.S. networks.

    While participating in the RSA Cybersecurity Conference at the Moscone Center through May 1, 2025, FBI San Francisco is engaging cybersecurity professionals and industry leaders to strengthen partnerships and share information on the state of the cyber threat landscape.

    “Our cyber strategy is focused on disrupting adversaries, building trusted partnerships, and removing threats from U.S. networks before they cause harm,” said FBI San Francisco Special Agent in Charge Sanjay Virmani. “We are proactively engaging not only major corporations but also small and mid-sized companies that form the bedrock of our economy.”

    Ransomware Threat Landscape

    The ransomware threat today is immense—measured by the amount of financial losses, the number of active variants, and the increasing sophistication of attacks. Ransomware is malicious software designed to infect a computer or server, encrypt its contents, and demand a ransom payment in exchange for a decryption key.

    These attacks are often carried out by complex networks of criminal developers, affiliates, and service providers. Ransomware operations continue to adapt, emphasizing operational security and using layered tactics to extort victims. A growing trend is data theft and victim extortion without encryption, where criminals demand payment to avoid leaking sensitive or proprietary information—even when the victim has reliable backups.

    Criminal groups are also resorting to harassment tactics, including contacting employees or customers directly to pressure organizations into paying.

    According to the FBI’s Internet Crime Complaint Center (IC3):

    • In 2024, cyber incidents and internet-enabled frauds cost victims more than $16.6 billion.
    • IC3 received over 3,100 ransomware complaints in 2024—an increase of nearly 12% over the prior year.
    • IC3 received over 86,000 extortion complaints in 2024—an increase of nearly 79% over the prior year.
    • Ransomware remains the most persistent cyber threat to critical infrastructure, with complaints rising 9% from 2023.
    • In 2024, 14 of the 16 U.S. critical infrastructure sectors experienced ransomware att

    From 2022 to 2024, IC3 received ransomware complaints totaling more than $106 million in reported losses—though the actual impact is likely higher, as many incidents are never reported.

    FBI Strategy: Disrupt, Partner, Protect

    The FBI’s cyber strategy focuses on disrupting cybercriminal infrastructure, building enduring partnerships, and making it harder and costlier for adversaries to succeed. The FBI targets the key services ransomware groups rely on: digital infrastructure, tools, communications, and money.

    By combining the capabilities of domestic and international partners and imposing costs on cybercriminals, including seizing illicit funds, the FBI is taking proactive steps to degrade their operations and reduce future attacks. This work requires help from the public and private sectors alike.

    “Together, we can dismantle these operations and protect the systems Americans rely on,” Virmani added. “But we can only do it if incidents are reported. If we don’t know it happened, we can’t act—and we can’t stop the next one.”

    Reporting To The FBI

    Despite the growing number of attacks, the FBI continues to face challenges with underreporting. After the FBI gained visibility into a major ransomware group’s infrastructure, investigators found that only about 20% of that group’s U.S. victims had reported the attack to law enforcement—a pattern consistent across multiple operations.

    Organizations may avoid reporting due to reputational concerns, quick internal recovery, or payment decisions. However, reporting cyberattacks helps the FBI track evolving threats, identify patterns, and support victims.

    The FBI urges victims of cyber incidents to report as soon as possible through the Internet Crime Complaint Center at www.ic3.gov. Prompt reporting allows FBI cyber squads to assess threats, provide appropriate assistance, and minimize disruption.

    The possible options, estimated costs and timescales to improve the sustainability of Aberdeen City Council’s Victorian school buildings went before the Education and Children’s Services committee yesterday (Tuesday 29 April).

    Committee members approved the recommendations of the Victorian Schools Programme report which included the Outline Business Case.  The preferred options (Appendix A) for the 10 in-scope schools were detailed in a confidential report due to the commercially sensitive costs involved and heard in private.

    Councillor Martin Greig, the Convener of Education and Children’s Services Committee, said: “It is important to do all we can to ensure that every city schools is able to provide the best possible learning environment for the benefit of pupils. The ‘Outline Business Case’ for the ten Victorian Granite schools is the latest part of the Council’s strategy to maintain and improve the school estate in the long term. Detailed and careful planning is needed to identify how we can manage to upgrade these older buildings. Funding will be a major challenge with the very finite resources available.”

    Councillor Jessica Mennie, Vice-Convener of Education and Children’s Services Committee, said: “The Victorian Schools Programme report highlights the significant amount of work that we are committed to delivering over the next 15 years to ensure that we can provide the highest quality, sustainable and nurturing environments in our Victorian Schools. It’s important we invest in our heritage schools, whilst ensuring our learning environments are accessible and fit for purpose.”

    The Victorian school buildings included within the scope of this project are:

    • Aberdeen Grammar School
    • Ashley Road School
    • Broomhill School
    • Culter School
    • Gilcomstoun School
    • Kittybrewster School
    • Skene Square School
    • St Joseph’s RC School
    • Sunnybank School
    • Woodside School

    Some of the common suitability challenges affecting many of the schools include accessibility issues; lack of breakout spaces for small group work and pupil support; limited space for outdoor learning; lack of space for dining and PE provision; and inadequate toilet facilities. In addition, several schools are at or already exceed their available pupil capacity, and space within the school sites for extending the buildings is severely limited.

    The cost of the preferred option, programming and cost implications for the Victorian Schools Programme will be added to the development of the School Estate Plan annual update report, which will be presented to the Education and Children’s Services committee in September 2025.

    This will enable the costs to be considered within the budget setting process for 2026/27 along with the cost for any other new priorities which may be identified in the School Estate Plan update.

  • MIL-OSI Canada: Two Quebec-based companies and two individuals fined a total of $35,000 for violating the Species at Risk Act

    Environment and Climate Change Canada enforcement officers work across the country to enforce the laws and regulations that protect and conserve wildlife and its habitat. They work to reduce threats and harm to biodiversity.

    On April 3, 2025, at the Longueuil Courthouse, the companies Habitations Pilon Inc. and Les excavations Jacques Germain & fils Inc. pleaded guilty to one count each of violating prohibitions set out in the Emergency Order for the Protection of the Western Chorus Frog Great Lakes / St. Lawrence — Canadian Shield Population (the Emergency Order), in contravention of the Species at Risk Act (the Act). Marc-André Tarte, a Chambly resident and the construction manager for the company Habitations Pilon Inc., and Maxime Germain, an excavator operator for Les excavations Jacques Germain & fils Inc. and a Chambly resident, also pleaded guilty to one count each in connection with the same offences. They were sentenced to pay fines totalling $35,000. An amount of $30,000 will be directed to the Government of Canada’s Environmental Damages Fund and $5,000 will be paid to the Receiver General for Canada.

    On November 16, 2023, during a routine patrol, Environment and Climate Change Canada enforcement officers observed evidence of heavy machinery traffic in the area protected by the Emergency Order. Officers also observed crushed vegetation. The visible damage covered an area of approximately 612 m2. After investigating, they were able to determine that the companies Habitations Pilon Inc. and Les excavations Jacques Germain & fils Inc. were responsible for the damage caused by heavy machinery traffic in the protected area. The companies and their employees had driven through the area where the Emergency Order applies to make changes to a billboard. In so doing, the companies and the individuals violated subsection 2(1) of the Emergency Order.

    A violation of the provisions of an emergency order constitutes an offence under the Species at Risk Act. The Emergency Order prohibits using vehicles anywhere other than on roads or paved paths. It also prohibits removing, pruning, mowing, damaging, destroying, or introducing any vegetation. In addition, the Emergency Order prohibits installing or constructing any infrastructure or performing maintenance on any infrastructure within the enforcement area. The Act prohibits killing or harming an individual of a wildlife species listed as threatened, as well as damaging or destroying the habitat of one or more species.
