  • MIL-OSI USA: Congresswoman Ramirez Honors Vietnam Veterans at Recognition Ceremony

    CHICAGO, IL — Today, Congresswoman Delia C. Ramirez (IL-03), Ranking Member of the Veterans’ Affairs Oversight and Investigation Subcommittee, honored the sacrifices of Vietnam War era veterans as she commemorated the 50th anniversary of the end of the War. During the event, Congresswoman Ramirez was joined by Congressman Raja Krishnamoorthi (IL-08)Alderman Anthony Quezada, the Veterans Assistance Commission of Cook County, and Chicago’s Department of Family and Support Services in recognizing 10 Cook County veterans with a Vietnam Veteran Lapel Pin and a congressional commendation letter.

    “In recognition of 50 years since the end of the Vietnam War, I commemorate the sacrifices made by our veterans who returned home carrying the weight of their experiences. As their Congresista, I am committed to honoring their service, not just with pleasantries or rituals, but with actions,” said Congresswoman Ramirez, who serves on the Veterans’ Affairs Committee. “We made a covenant to take care of veterans and their loved ones. May we never forget or break that promise.”

    Ramirez added, “As we honor those who wore the uniform, served their country, and are still serving our communities, we must also remember the devastating costs of war and recommit to peace.”

    “America owes our veterans a debt we can never fully repay,” Congressman Krishnamoorthi said. “I was honored to commemorate the 50th anniversary of the end of the Vietnam War by presenting local Vietnam veterans with pins recognizing their service. Their bravery and sacrifice will never be forgotten.”

    Congresswoman Delia C. Ramirez (IL-03) has championed critical legislation to address access to housing, health care, and education for veterans. In February, she reintroduced the Student Veterans Benefits Restoration Act, which passed the House in the 118th Congress. In the 118th, she also led the Servicemember Student Loan Affordability Act and co-sponsored the End Veteran Homelessness Act of 2024, to expand eligibility for HUD-VASH vouchers and pathways to permanent housing for homeless veterans. As Ranking Member of the Veterans’ Affairs Oversight and Investigation Subcommittee, Ramirez has reintroduced legislation to expand housing opportunities for veterans through the Grant Per Diem Program.

  • MIL-OSI Europe: Briefing – Key challenges faced by LGBTI asylum applicants in the EU – 28-04-2025

    Lesbian, gay, bisexual, trans-gender and intersex (LGBTI) asylum applicants are recognised as a vulnerable social group under European Union (EU) legislation, and are therefore entitled to international protection. However, it is up to applicants to prove that they are indeed LGBTI, which can be challenging. As they often come from countries where being a member of the LGBTI community exposes individuals to persecution and violence, there is normally little documentary evidence they can produce to support their claims. EU legislation has imposed limits on how Member States can examine and assess LGBTI asylum applications. Whatever methods EU countries use, they are required to respect the human dignity of applicants. LGBTI applicants also have specific needs – for example, in terms of healthcare and safety at reception centres. Vulnerability based on sexual orientation can also play a role in Member States’ decisions on whether an applicant can be sent to their country of origin or to another non-EU country. Although a country might be considered safe as a whole, it might still prove hostile to members of the LGBTI community, which would prevent Member States from being able to send them there. However, more could still be done to better meet the needs of LGBTI asylum applicants. EU legislation requires Member States to set up national independent mechanisms to ensure compliance with LGBTI asylum applicants’ fundamental rights. Organisations such as the European Union Agency for Fundamental Rights have also come up with guidance, such as additional training for staff.

  • MIL-OSI Europe: Answer to a written question – Impact of the closure of USAID on Latin America, in particular on the seven million Venezuelan refugees – E-000576/2025(ASW)

    The Commission has taken note with regret of the announcement by the United States (US) Secretary of State that 83% of all United States Agency for International Development (USAID) assistance programs will be terminated and acknowledges the significant humanitarian and development impact of such decision, particularly in Latin America and the Caribbean, where the presence of USAID has played a significant role in supporting vulnerable populations, including Venezuelan vulnerable refugees and migrants.

    The EU has long been at the forefront of supporting global humanitarian and development efforts and has so far contributed to the organisation of four international conferences[1] in solidarity with Venezuelan vulnerable refugees and migrants and their host countries. The scale and complexity of the current global needs require a collective response.

    While the Commission cannot replace the scale of assistance provided by the US, it remains committed to its engagement and continues to provide support to displaced Venezuelans in several host countries (including in Colombia, Peru, Ecuador, Costa Rica and Mexico) by contributing to socioeconomic integration, access to decent jobs and social protection systems.

    The EU will continue delivering humanitarian assistance to vulnerable people in the region, in a principled manner and on the basis of humanitarian needs.

    The Commission continues to call for an international response to the Venezuelan migration crisis, as it requires shared responsibility. While the US decision generates new challenges, the EU will continue working in a collective approach to uphold its commitments in Latin America and the Caribbean and beyond.

  • MIL-OSI Europe: Answer to a written question – Risk weights in Italian healthcare bodies – E-000877/2025(ASW)

    Ensuring the level playing both inside the single market and vis-à-vis third countries is one of the core tasks of Commission. The approach contained in Article 116 of Regulation (EU) No 575/2013 (Capital Requirements Regulation)[1] is in line with this objective, by granting the same prudential treatment to banks exposures that present equivalent risks.

    To achieve this objective, the Commission cannot disregard the competences — recognised by the Treaties — of Member States in setting-up and delivering their national health systems. These differ significantly in terms of governance and funding arrangements and, accordingly, credit risk profile.

    Given their knowledge of their domestic healthcare bodies and other public sector entities (PSE), national competent authorities are better suited to assess the risks which each PSE poses. As such, they are tasked by the Capital Requirements Regulation with assessing whether exposures to PSEs can be considered as bearing the same risks of exposures to the central government, regional government, or local authority of their respective Member States.

    As noted in the answer to Written Question E-002729/2024[2] from the Honourable Member, the merits of this approach have been confirmed recently by co-legislators when endorsing Regulation (EU) 2024/1623[3], which — to increase transparency of the single-market — tasks the European Banking Authority to establish and update a publicly accessible database of PSEs within the EU which are treated as the central, regional or local government of the Member State in which they are established for the purposes of prudential capital requirements.

  • MIL-OSI Europe: Answer to a written question – Reconstruction of Gaza in the context of the EU Strategy for the Middle East – E-000745/2025(ASW)

    The European External Action Service and the Commission are currently carrying out preparatory work for the EU Strategy for the Middle East.

    Given the huge shifts in the region over the last months, and the significant changes still occurring, the EU aims to avoid publishing a strategy which would become rapidly obsolete.

    The EU aims first to finalise work on the New Pact for the Mediterranean, before pushing ahead with the strategy. The High Representative/Vice-President will be working very closely with the Commissioner for the Mediterranean and other members of the College in preparing the strategy.

    The EU welcomed the Gaza Recovery, Reconstruction and Development Plan by the Arab states as a good basis for future cooperation.

    The international community must work with the Palestinians to rebuild the Gaza strip. The EU firmly rejects any proposal to displace Palestinians from Gaza. The EU will work closely with its international partners and key players in the region to build on this initiative.

    In the short-term, the EU’s priority remains a resumption of the ceasefire in Gaza, to allow the release of all the hostages, the restarting of humanitarian aid deliveries at scale to the people of Gaza and a permanent end to hostilities.

  • MIL-OSI Europe: Answer to a written question – Need for a realistic and flexible approach to emissions and mobility regulation in the EU – E-000932/2025(ASW)

    Delivering on the EU’s climate targets[1] requires a swift decrease in greenhouse gas emissions from all sectors, including transport. It is also urgent to reduce Europe’s reliance on imported fossil fuels, which makes the EU more vulnerable to external pressure and global market uncertainty — in 2022, the EU’s fossil-fuel energy import bill reached EUR 604 billion.

    The CO2 standards Regulation[2] sets targets for new cars and vans, which get more stringent over time, up to a 100% emission reduction as of 2035.

    This creates long-term predictability for manufacturers and investors, while giving industry the necessary lead-time to adapt. This also supports competitiveness — EU manufacturers are strongly investing in zero-emission technologies and a strong home market is a crucial enabler for them to regain leadership in this area.

    The 2025 CO2 targets, which require a 15% reduction of emissions from baseline, can be met through a mix of technological options, including electric and hybrid vehicles.

    For manufacturers that may not be able to comply on their own , the regulation, as strongly requested by the industry, provides the option to pool with other manufacturers. Pooling is not required under the regulation — it is one option in manufacturers’ compliance strategy.

    As announced in the Industrial Action Plan for the European automotive sector[3], on 1 April 2025 the Commission proposed a targeted amendment of the CO2 standards, whereby compliance would be assessed over the years 2025, 2026 and 2027 combined instead of annually[4].

    This will contribute to safeguarding the EU industry’s capacity to invest, keeping the overall ambition of the 2025 targets. The Commission will also accelerate work on the preparation of the review of the regulation .

    Delivering on the EU’s net greenhouse gas emissions reduction target of at least 55% by 2030 compared to 1990 and the climate neutrality target by 2050[1] calls for ambitious action to ensure a swift decrease in emissions from all sectors, including transport.

    The revised CO2 standards Regulation[2] sets targets which get more stringent over time, up to a 100% emission reduction for new cars and vans registered in the EU as of 2035.

    This gradual transition towards zero-emission mobility gives industry enough lead-time to develop an adequate compliance strategy.

    The 2025 target requiring a 15% reduction of emissions from the 2021 baseline was agreed by the co-legislators in 2019 and confirmed in 2023. Manufacturers may rely on various technologies to achieve this target, such as zero-emission and hybrid vehicles, or improvements of conventional vehicles.

    For manufacturers that may not be in a position to achieve target compliance on their own, the regulation provides the option to pool with other manufacturers. Pooling is not mandatory, but is one option as part of manufacturers’ compliance strategy.

  • MIL-OSI Europe: Missions – SANT mission to Kyiv, Ukraine – 14-04-2025 – Committee on Public Health

    Committee on Public Health travelled to Ukraine on 14 and 15 April for talks with parliament representatives and healthcare leaders. The delegation was composed of five Members: Adam Jarubas (EPP, PL), SANT Chair, Tilly Metz (Greens/EFA, LU), SANT Vice-Chair, Vytenis Andriukaitis (S&D, LT), Nikos Papandreou (S&D, EL) and Veronika Cifrová Ostrihoňová (Renew, SK).

    The European Parliament delegation met Chairman Ruslan Stefanchuk, Mykhailo Radutskyi, Chair of the Committee on Public Health, and other members of the Verkhovna Rada, as well as healthcare leaders, including Maryna Slobodnichenko, Deputy Minister of Health. MEPs also witnessed first-hand the impressive care of soldiers injured in the Russian war of aggression.

    On the 30th anniversary of the enforced disappearance of the 11th Panchen Lama, we are deeply concerned over his abduction by the Chinese authorities on 17 May 1995. Thirty years on, no information about his whereabouts has been provided. This ongoing disappearance raises serious concerns about the Panchen Lama’s well-being and the safety of other Tibetan Buddhist leaders, including His Holiness the 14th Dalai Lama.

    In light of this, we would like to ask the following questions:

    • 1.Has the EU engaged with China to press for clarification on the whereabouts of the 11th Panchen Lama, and what outcomes have been achieved?
    • 2.Does the VP/HR plan to bring up the enforced disappearance of the 11th Panchen Lama during the upcoming EU-China strategic dialogue, and what concrete actions are being pursued to ensure accountability for his abduction and the broader violation of religious freedoms in Tibet?
    • 3.The Chinese Government has expressed its intention to interfere in the reincarnation of the Dalai Lama, disregarding Tibetan traditions and violating religious freedom. In response, the United States introduced the Tibet Policy and Support Act of 2019, affirming that only the Tibetan Buddhist community can decide on the Dalai Lama’s succession. What is the EU’s position on this issue?

    The Italian[1] and European ceramics sectors are very energy-intensive and do not currently have technologically and economically feasible alternatives to natural gas.

    Exports alone account for 82 % of the total turnover of the Italian ceramics industry, exposing this sector to competition from non-EU countries that have less restrictive environment- and climate-related regulations.

    The current Emissions Trading System does not reflect the ceramic tile production process as a whole, as it allocates free allowances to this sector on the basis of just one product benchmark (‘spray-dried powders’). This state of affairs penalises plants which manufacture these powders themselves as it compels them to buy additional emission allowances, thereby driving up their costs and putting them at a disadvantage vis-a-vis third country exporters. Furthermore, the ETS does not account for energy that is generated by means of combined heat and power (CHP) systems, which are more efficient and produce fewer emissions.

    While the Commission has determined that sectors like steel, paper and aluminium[2] can benefit from carbon emission (‘carbon leakage’) cost offsets, the ceramics industry has been excluded from this arrangement even though it has a high trade intensity (in excess of 40 %) and a carbon leakage indicator above the 0.2 threshold set by Directive 2003/87/EC.

    In the light of the above:

    • 1.Will the Commission revise the free allowance allocation system by taking the entire ceramics production cycle into account along with energy-efficient technologies like CHP systems?
    • 2.Given the evolution of energy prices, will the Commission limit itself to applying the criteria laid down by Directive 2003/87/EC, thus allowing the ceramics sector to benefit from carbon emission cost offsets?

    Recurrent landslides are persistently and increasingly causing problems on the national road between Tripoli and Pyrgos. Due to landslides on the deathtrap that is the EO74, the region of Gortynia has been cut in two, leaving local residents unable to carry out even the simplest of everyday tasks. There are issues with the general road infrastructure, as the byroads serve a large volume of traffic, given the equally unacceptable condition of the lakeside road connecting the areas of Tropaia and Kontovazaina with the national road between Patras and Tripoli (111), as well as of the road between Loutra and Dimitsana, which cannot cope with the demands of large vehicle traffic. What is worse, the transfer of patients from the Tropaia health centre is being hindered.

    This unacceptable situation is one of many examples of the repercussions of the cost-benefit policy followed by the EU, the Nea Dimokratia Government and all the previous ones, since this road is ‘ineligible’ for funding due to the ‘cost-benefit analysis’.

    In view of the above, can the Commission answer the following:

    • 1.What view does it take of the urgent request from the inhabitants of Arkadia and their collective associations for immediate funding and for the implementation of the essential project concerning the stretch of the Tripoli-Pyrgos national road between Vytina and Archaia Olympia with a bypass of Lagkadia?
    • 2.What view does it take of the fact that cost-benefit policies of the EU and national governments leave roads that are critical for the lives and everyday activities of local residents unmaintained, incomplete and, ultimately, posing a risk to their lives and safety?

  • MIL-OSI Europe: Answer to a written question – Monitoring of the Schengen acquis : unannounced evaluations – E-001063/2025(ASW)

    1. The Commission considers that the new Schengen Evaluation Regulation[1] offers a meaningful and important tool to ensure an effective response to situations that may impact the functioning of the Schengen area, including fundamental rights violations.

    2. Since 2022, the Commission has carried out several unannounced visits. These visits revealed that while the required 24-hour notification may allow authorities to prepare, this does not compromise the integrity and effectiveness of the unannounced visit. For example, in one case, serious deficiencies in the quality of border management were identified.

    3. The Commission has strengthened the Schengen governance framework to ensure robust monitoring of the Schengen acquis. This includes increased scrutiny of Member States through verification visits, with reinforced oversight by the Schengen Council through regular exchanges on key priorities identified for each Schengen cycle, supported by the Schengen Coordinator and tools, such as the Schengen Barometer+ and Scoreboard. The reinforced governance framework seeks to address the most pressing needs by making the most of the existing resources, by strengthening operational scrutiny, promoting more active political engagement, and fostering synergies at all levels, including with EU agencies.

  • MIL-OSI Security: Hammonds Plains — RCMP Halifax Regional Detachment investigates vehicle crash

    RCMP Halifax Regional Detachment is investigating a vehicle crash involving a fatality in Hammonds Plains.

    Yesterday, at approximately 8:40 p.m., RCMP officers, fire services, and EHS responded to a report of a vehicle crash at the intersection of Kingswood Dr. and Terradore Ln. Investigators learned that a Ford Edge travelling on Terradore Ln. went through the intersection, struck a fire hydrant, and came to rest in the tree line.

    The driver, a 72-year-old Hammonds Plains man, who was pronounced deceased at the scene, is believed to have suffered a medical incident.

    The passenger, a 70-year-old Hammonds Plains woman, suffered non-life-threatening injuries and was transported to hospital by EHS.

    The investigation remains ongoing.

    Our thoughts are with the man’s loved ones at this difficult time.

  • MIL-OSI Security: Ocala Convicted Felon Sentenced To Nearly Six Years In Federal Prison For Possessing A Firearm

    Ocala, Florida – United States District Judge Thomas P. Barber has sentenced Lewis Tinson, Jr. (30, Ocala) to 5 years and 10 months in federal prison for possession of a firearm by a convicted felon. Tinson entered a guilty plea on January 8, 2025.

    According to court records, on August 27, 2021, Tinson’s girlfriend called 911 because Tinson had threatened her with a gun. When deputies from the Marion County Sheriff’s Office arrived, Tinson was outside the girlfriend’s home with firearms in his hands. Upon seeing the deputies, Tinson fled inside the residence and unsuccessfully tried to hide three loaded firearms in a clothes hamper. 

    Tinson is a four-time convicted felon. Each of his prior felony convictions involve firearms—carjacking with a firearm, possession of a firearm by a delinquent, possession of a firearm by a convicted felon, and shooting at/within/into a vehicle. As a convicted felon, Tinson is prohibited from possessing firearms or ammunition under federal law.

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Marion County Sheriff’s Office. It was prosecuted by Assistant United States Attorney Hannah Nowalk Watson.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

  • MIL-OSI Security: Three New Orleans Men Convicted for 2017 Edna Karr High School Double Homicide

    NEW ORLEANS – Acting U.S. Attorney Michael Simpson announced that TERRAN WILLIAMS, a/k/a “Funky” (“WILLIAMS”), TYRONE BOVIA, a/k/a “Sixx” (“BOVIA “), and JAVONTA DOLEMAN, a/k/a “Dutt” (“DOLEMAN “), all from New Orleans, were found guilty on April 21, 2025 after a two-week jury trial before United States District Judge Jane Triche Milazzo.  They were found guilty of various violations, including RICO conspiracy, drug trafficking conspiracy, firearms conspiracy and Violent Crime in Aid of Racketeering (VCAR) murder.

    All three defendants were members of the Byrd Gang, which operated primarily out of the former Magnolia Housing Development, but additionally had ties to the Westbank.  Its members daily distributed drugs, including heroin, fentanyl, crack cocaine and marijuana, and always possessed firearms. WILLIAMS, BOVIA and DOLEMAN participated in numerous drug trafficking activities and violent crimes and acted as gunmen for the Byrd Gang.

    On January 31, 2017, Lawrence Williams, IV, and Wynston Jackson, a/k/a “Ghost,” were shot and killed by the three defendants shortly after leaving an Edna Karr High School basketball game.  Jackson was a member of the rival group, Ghost Gang, while Williams was an associate. Byrd Gang member, Briyan Love, attended the basketball game, and when she saw Jackson enter the auditorium, she communicated with Terran WILLIAMS and informed him that Jackson was at the game. WILLIAMS, BOVIA and DOLEMAN, and other Byrd Gang members and associates, drove across the river to Edna Karr School to kill rival Jackson.

    When Williams and Jackson left the basketball game and sat in a car in front of the school,  WILLIAMS, BOVIA and DOLEMAN approached the car with two rifles and a handgun and unloaded a torrent of bullets.  Jackson attempted to return fire with his nine-millimeter handgun but was shot and killed on the scene.  Williams, who was also shot, later died at the hospital.

    TYRONE BOVIA was also convicted for his role in another shooting that he committed in May 2017 at the Bernmas Apartments, where M.I., another Ghost Gang member, resided and was the intended target. BOVIA’S companion and fellow Byrd Gang member, Terrence Augustine, was shot and killed during this incident by return fire.  Byrd Gang member, James Alexander, has additionally pled guilty to this shooting.

    During the trial, evidence was presented that showed back-and-forth retaliatory shootings between the Byrd Gang and the Ghost Gang, much of which was fueled by social media posts, rap music and videos.  Numerous individuals have been shot and killed on both sides, and many innocent bystanders have likewise been shot during these inner-city rivalries.

    During the investigation, dozens of firearms, most with large-capacity magazines, as well as hundreds of rounds of ammunition, have been recovered from Byrd Gang members, including from the three defendants.   

    WILLIAMS, BOVIA and DOLEMAN all face a mandatory life sentence for the VCAR murders.  Sentencing in this matter will be held before Judge Milazzo on July 30, 2025.

    Acting U.S. Attorney Simpson praised the work of the Federal Bureau of Investigation, especially the New Orleans Gang Task Force, and the New Orleans Police Department in investigating this matter.  Assistant United States Attorneys Elizabeth Privitera, David Haller and Sarah Dawkins are in charge of the prosecution.

    COLUMBIA, S.C. — A federal grand jury in Columbia has charged 12 individuals in a 24-count indictment in connection with narcotics, firearms, and conspiracy offenses. These charges stem from an investigation targeting individuals engaged in the illegal possession and distribution of narcotics in Richland and Lexington County. During this investigation, agents seized multiple firearms, ammunition, and large quantities of methamphetamine, fentanyl, crack cocaine, cocaine, and marijuana.

    The individuals charged include:

    The defendants are each charged with offenses carrying a mandatory minimum of 10 years and a maximum of up to life in federal prison. The defendants appeared for arraignment last week. Ten defendants waived their right to a bond and United States Magistrate Judge Shiva V. Hodges ordered them detained pending trial. Douglas Steven Raley and Marsha Beth Gurwitch have detention hearings scheduled for tomorrow. The remaining defendants retain the right to ask for a detention hearing at a later date.

    This operation is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.     The case was investigated by the Drug Enforcement Administration, City of Columbia Police Department, Richland County Sheriff’s Department, and the Clarendon County Sheriff’s Office. Assistant U.S. Attorney Ariyana Gore is prosecuting the case. 

    All charges in the indictment are merely accusations and defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

    EU deaths and hospitalisations due to respiratory infections including respiratory syncytial virus, pneumonia, influenza and COVID-19 are rising, while immunisation rates are declining in some Member Sates. Recent cuts to the EU4Health programme put EU preparedness and response to cross-border health threats under pressure, and clear policies and investment are needed to address Europe’s lung health and its impact on ageing.

    The weekly European Respiratory Virus Surveillance Summary by the European Centre for Disease Prevention and Control (ECDC) and the WHO, and the ECDC Respiratory Diseases Forecasting Hub (RespiCast), with UK collaboration, are significant, recently launched EU tools for monitoring and forecasting the prevalence of respiratory infections. These portals build on the European health union’s ambition and are fundamental for lung health promotion and cross-border prevention of respiratory diseases.

    In the face of rising vaccine hesitancy and healthcare system limitations, civil society calls for the wide dissemination of preventative, science-based information on respiratory infections, to increase awareness, literacy, transparency and trust in public health measures.

    Tampa, Florida – United States Attorney Gregory W. Kehoe announces the return of an indictment charging Carlos Alberto Urribarri Dominguez (34), a Venezuelan national, with knowingly buying a fraudulent Social Security card and possessing a fake U.S. Permanent Resident Card, commonly known as a “Green Card.” If convicted for the Social Security card offense, Urribarri Dominguez faces a maximum penalty of five years in federal prison. The Greed Card offense carries a maximum penalty of 10 years in federal prison.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    WASHINGTON, D.C. — U.S. Senator Tammy Baldwin (D-WI) led a group of 41 Senators in calling out the Trump administration’s direct attacks on Head Start and demanding his Department of Health and Human Services immediately release Head Start funding, reverse the mass firing of Head Start staff, and stop gutting the offices that help ensure high-quality child care is available for thousands of children and families across the country.
    “Since day one, this Administration has taken unacceptable actions to withhold and delay funding, fire Head Start staff, and gut high-quality services for children,” wrote the lawmakers in a letter to HHS Secretary Robert F. Kennedy, Jr. “… It is abundantly clear that these actions are part of a broader effort to ultimately eliminate the program altogether, as the Administration reportedly plans to do in its fiscal year 2026 budget proposal.”
    “Head Start provides early childhood education and comprehensive health and social services to nearly 800,000 young children every year in communities across this country, and employs about 250,000 dedicated staff,” the lawmakers continued. “Head Start is a critical source of child care for working families, particularly in rural and Tribal communities, where Head Start programs are often the only option for high-quality child care services. Head Start programs ensure children receive appropriate health and dental care, nutrition support, and referrals to other critical services for parents, such as job training, adult education, nutrition services, and housing support.”
     “[W]e urge you to immediately reinstate fired staff across all Offices of Head Start, and cease all actions to delay the awarding and disbursement of funding to Head Start programs across this country,” the lawmakers conclude.
    Earlier this month, Senator Baldwin called on U.S. Secretary of Health and Human Services Robert F. Kennedy Jr. to answer for the closure of five regional Head Start offices across the country, including the Region 5 office in Chicago, which serves Head Start centers in Wisconsin.
    Earlier in the year, the Trump Administration froze funding for Head Start programs, and despite being forced to rescind its directive, eight Head Start programs around the state continued to experience issues accessing their federal funding, forcing one Head Start Center in Waukesha to close – leaving more than 250 families without childcare. Baldwin demanded that the Administration resolve the issue immediately and restore funding to these Wisconsin Head Start centers so they could continue serving kids and families.
    Senator Baldwin led the letter with Senators Patty Murray (D-WA) and Bernie Sanders (I-VT), and it was signed by 39 of their Senate colleagues.

    Dear Secretary Kennedy:
    We write to express our strong opposition to the actions you have taken to directly attack and undermine the federal Head Start program. Since day one, this Administration has taken unacceptable actions to withhold and delay funding, fire Head Start staff, and gut high-quality services for children. Already this year, this Administration has withheld almost $1 billion in federal grant funding from Head Start programs, a 37 percent decrease compared to the amount of funding awarded during the same period last year. It is abundantly clear that these actions are part of a broader effort to ultimately eliminate the program altogether, as the Administration reportedly plans to do in its fiscal year 2026 budget proposal.
    Head Start provides early childhood education and comprehensive health and social services to nearly 800,000 young children every year in communities across this country, and employs about 250,000 dedicated staff. Head Start is a critical source of child care for working families, particularly in rural and Tribal communities, where Head Start programs are often the only option for high-quality child care services. Head Start programs ensure children receive appropriate health and dental care, nutrition support, and referrals to other critical services for parents, such as job training, adult education, nutrition services, and housing support.
    You even acknowledged the value of Head Start following a recent visit to a Virginia Head Start center, where you said, “I had a very inspiring tour. I saw a devoted staff and a lot of happy children. They are getting the kind of education and socialization they need, and they are also getting a couple of meals a day.”
    However, as a result of your actions to withhold and delay funding and undermine the administration of this vital program, Head Start centers are in serious jeopardy and have already had their day to day operations impacted. Programs are increasingly worried that they will not be able to make payroll, pay rent, and remain open to serve the hundreds of thousands of children and families who depend on their services in communities across the nation.
    Since the very start of this Administration, Head Start programs have been under attack. On January 27th, 2025, the Office of Management and Budget issued a memo (M-25-13) that suddenly froze the disbursement of grant funding for federal programs and services government-wide, including Head Start. Despite the Administration’s clarification that Head Start programs would not be the target of the funding freeze, many Head Start programs across the country were unable to draw down their grant funds through the Payment Management System (PMS) for weeks. At one point, the National Head Start Association reported 37 programs serving nearly 15,000 children across the country could not access their federal funding. Head Start programs operate with thin margins and on short-term budgets from HHS, and without any communication from the Administration about the status of funding, programs were forced to temporarily close or to lay off staff. In Wisconsin, the National Centers for Learning Excellence, which serves more than 200 children and their families, shut down for a week and laid off staff due to the funding freeze.
    On April 1st, you abruptly closed five of the ten regional offices that help local grantees administer Head Start programs in 22 states. This left hundreds of programs without dedicated points of contact to address mission critical issues like approving grant renewals and modifications, investigating child health and safety incidents, and providing training and technical assistance to ensure high-quality services for children. While some grantees were assigned a new program specialist, we understand many have not been receiving responses to their inquiries. This is on top of the estimated 97 Office of Head Start central office staff that were terminated due to their probationary status and the recent reduction in force. You promised “radical transparency” as Secretary, yet it is unclear how these actions will improve Head Start programs, and you and your staff refuse to respond to basic inquiries and requests for information.
    On March 14th, 2025, the Office of Head Start (OHS) notified all Head Start programs that “the use of federal funding for any training and technical assistance or other program expenditures that promote or take part in diversity, equity, and inclusion (DEI) initiatives” will not be approved and that any questions should be directed to regional offices. Programs have not received any guidance for what would be considered “DEI” but this policy is potentially in direct conflict with statutory and regulatory program requirements, such as providing culturally and linguistically appropriate instructional services for English learners. Many programs cannot direct questions to regional staff, as half of regional offices were abruptly closed, and as unprecedented actions are being taken to delay and withhold funding, Head Start programs have been intentionally left with little to no guidance.
    Head Start programs are now arbitrarily required to provide justifications for each draw down of funds that is necessary to operate their programs, despite already receiving a federal grant award for these purposes. As of April 14th, Head Start programs have reportedly received correspondence from an email address “defendthespend@hhs.gov” requiring programs to submit a “specific description of why the funds are necessary and why they are aligned to the award” before programs can have funding disbursed. It has been reported that political appointees must sign off on every draw down of funds. This creates an illusion of improving oversight but only serves to add unnecessary red tape by requiring the manual sign off on hundreds of thousands of individual actions annually across the Department based on two to three sentence justifications. Already some grantees have reported delays in receiving funds, and have reported that furloughs or closures are imminent if funds are not released. For an administration that purports to value local autonomy and efficiency in federally funded programs, your actions have achieved the exact opposite.
    Finally, Head Start grantees are still waiting on payments and grant renewals from the Office of Head Start, including programs whose grants end on April 30th, 2025. These notices should have gone out by now, yet we are concerned to hear programs report they have received little to no correspondence regarding their grant renewals. Additionally, because we started fiscal year 2025 under a short-term continuing resolution, as is usual, some grantees have only received partial funding for the first few months of the year. But with a full year funding bill in place, these grantees should have received full funding by now, yet some are reporting that they have not received the full amount of their grants and will run out of funds this month or next. On Wednesday, April 16th, the delays in Head Start funding led to the closure of Head Start centers serving more than 400 children in Sunnyside, Washington.
    The Administration has a legal and moral obligation to disburse Head Start funds to programs and to uphold the program’s promise to provide high-quality early education services to low income children and families across this country. The fiscal year 2025 appropriations act provided $12.3 billion for Head Start, the same as the fiscal year 2024 level. The Head Start Act includes an explicit formula for how appropriated funds should be allocated. There is no justifiable reason for the delay in funding we have seen over the last two months, and you have refused to offer any kind of explanation. However, this week leaked fiscal year 2026 budget documents indicated the Office of Management and Budget was directing the Department, consistent with the Administration’s proposal to eliminate Head Start in fiscal year 2026, to “ensure to the extent allowable FY2025 funds are available to close out the program.” If this explains any of the delay in awarding fiscal year 2025 funding, we want to be clear, no funds were provided in fiscal year 2025 to “close out the program,” and it would be wholly unacceptable and likely illegal if the Department tries to carry out this directive.
    Finally, the leaked budget documents provided a justification, albeit brief, for eliminating Head Start in fiscal year 2026 that makes this Administration’s priorities clear and puts the Department’s actions over the last several months in context. The Administration argues that eliminating Head Start, “is consistent with the Administration’s goals of returning education to the States and increasing parental choice.” It is shocking to see an argument that eliminating a program that provides comprehensive early childhood care and education to 800,000 children and their families would increase parental choice. It is particularly concerning to see that argument in the context of the significant delay in awarding fiscal year 2025 appropriated funds and what that indicates about the intent behind the Department’s actions. We believe it is obvious that eliminating Head Start would be detrimental to hundreds of thousands of children and families. Similarly, we believe it is obvious that delaying funding like we have seen over the last two months, forcing Head Start programs to close, and leaving families to scramble to find quality, affordable alternatives puts the education and well-being of some of the most vulnerable young children in America at risk. In our view, that is unacceptable.
    Therefore, we urge you to immediately reinstate fired staff across all Offices of Head Start, and cease all actions to delay the awarding and disbursement of funding to Head Start programs across this country.
    Please provide us with a written response to the questions below no later than 10 days from receipt:
    Will you reinstate the staff who administer Head Start programs and reopen the closed regional offices responsible for overseeing Head Start programs in 22 states?
    When is HHS going to share information on the reorganization plan for the consolidation of the regional offices?
    Please provide the contact information for each program specialist designated to the 22 states who lost their regional office.
    Who is responsible for ensuring there are no delays or lapses in funding, nor any disruptions to Head Start program operations now that these states do not have a regional office?

    San Salvador, El Salvador – Today, U.S. Representatives Maxwell Frost (D-FL), Robert Garcia (D-CA), Yassamin Ansari (D-AZ), and Maxine Dexter (D-OR) announced that they have arrived in El Salvador to pressure the Trump Administration to abide by a Supreme Court order to facilitate the return of Kilmar Abrego Garcia, a Maryland man with protected legal status who was unlawfully deported by the Trump Administration. Mr. Abrego Garcia is currently detained in El Salvador despite having no criminal conviction in the United States, a direct violation of due process protected by the Constitution. 

    The Congressional Members are in El Salvador to bring attention to President Trump’s illegal defiance of the binding and unanimous Supreme Court decision in Noem v. Abrego Garcia that demands the Administration facilitate Abrego Garcia’s return and due process in the United States. 

    This visit comes after the Trump Administration admitted that Mr. Abrego Garcia’s detention was an “error” but refused to abide by a federal judge and the Supreme Court’s orders to facilitate Mr. Abrego Garcia’s return home. Members will also advocate for other detainees who are being held without due process. 

    This trip is not being financed by taxpayer dollars and comes after Chairman James Comer refused to approve Garcia and Frost’s request for an official CODEL.

    “Donald Trump and his Administration are running a government-funded kidnapping program– illegally arresting, jailing, and deporting innocent people with zero due process. Kilmar Abrego Garcia is Trump’s latest victim,” said Congressman Maxwell Frost. “As Members of Congress it is our responsibility to hold the President and Administration accountable for defying the constitution of the United States. Donald Trump and ICE are not above the law. Today it’s Kilmar, but tomorrow it could be anyone else. We cannot and will not let Donald Trump get away with this.”

  • MIL-OSI United Kingdom: Update to Caithness Committee on project to renew interest in low-demand void housing

    Good progress is being made to create sustainable tenancies in Caithness by enhancing the appeal for re-letting of low-demand void council housing.

    The Council’s Void-Plus Policy is being delivered in Caithness on a trial basis as part of the Council’s Delivery Plan 2024 – 2027. It is designed to help create sustainable tenancies in parts of Caithness where there has been difficulty in re-letting void Council housing.

    It involves improvements being made to voided properties to increase the appeal of these homes. There are low demand issues in Caithness so a choice-based letting scheme currently operates in the area. This means housing applicants can register an interest in a property which will then be considered by the service.

    By the end of March 18 empty properties had been brought up to Void-Plus standard. While the Void-Plus Policy is focused primarily on decorative works, 2 of the 18 properties have benefited from the supply of white goods and carpeting.

    To date, no Void-Plus property has been refused. The local Housing team has spoken with 9 of the new tenants as part of the standard settling-in process. All have advised that they are satisfied with the quality of their new homes.

    Caithness Chair, Councillor Andrew Jarvie said: “This is a fantastic project which will help encourage people to move into Caithness.

    “By taking empty Council houses and fitting them out to an enhanced standard, it encourages people to register interest from the broader Highlands and brings homes back into use which would otherwise sit empty

    “Caithness has so much to offer, and it is great to see more people moving in.

    “I am also glad to note that the feedback from tenants who are now living in these homes has been very positive.

    “Our committee looks forward to a more detailed report once the first-year milestone of this pilot project has been reached.”

     A partnership of public, private and academic organisations in the Highlands and Islands has unveiled its ten-year strategy to deliver sustainable economic growth across the region.  

    The Highlands and Islands Regional Economic Partnership (HIREP)’s Regional Economic Strategy 2025-2035 presents a vision of a thriving, resilient and inclusive region in 2035. 

    Aligning with the goals of member organisations, the strategy addresses the challenges affecting the region’s businesses and communities, including high cost of living, population and connectivity.  

    It sets out the importance of regional-scale collaborative actions necessary to address those challenges while capitalising on ‘once-in-a-generation’ opportunities that could deliver thousands of jobs and millions of pounds into the economy.  
    Informed by research, analysis, stakeholder surveys and a consultation, it spells out a commitment to deliver high quality, affordable housing as well as enhanced transport and digital infrastructure.  

    There’s a focus on renewable energy and the need to maximise economic and community benefits while driving the region’s transition to net zero emissions.  

    The need to enhance skills and workforce capabilities to meet future demands is emphasised. 

    Current chair of HIREP is Cllr Raymond Bremner, Leader of The Highland Council. He said: “The Highlands and Islands is a region with tremendous potential. Realising that potential and building a vibrant economy and leading Scotland’s transition to net zero requires collaboration on a very broad scale. 

    “That’s what this strategy is all about. It’s a major step in our joint efforts to build a dynamic, connected, resilient and prosperous Highlands and Islands. I very much look forward to working with the HIREP partners to deliver the actions that will make a real and lasting difference.” 

    HIREP was established in 2021 to bring together public, private, academic and third sector interests in pursuit of economic opportunities and addressing challenges across the region. It is one of eight Regional Economic Partnerships in Scotland. Since its inception, it has worked across several policy areas including housing, population attraction and retention, skills, childcare, and community wealth building, as well as sectoral opportunities.  

    It emphasises collaboration, community benefit and leveraging regional strengths to address unique challenges and opportunities. HIREP plays a key role in a developing a regional vision for delivery of the Scottish Government’s National Strategy for Economic Transformation (NSET). 
    Membership of the HIREP includes local authorities, Highlands and Islands Enterprise, Skills Development Scotland, Scottish Funding Council, UHI, NatureScot, VisitScotland, Bord na Gaidhlig, HITRANS, Cairngorm National Park Authority, the Crofting Commission, business representatives and third sector organisations.

    Two community projects in Badenoch and Strathspey have been awarded £9,435.20 of funding from the Community Regeneration Fund following today’s meeting of the Area Committee.

    Cllr Russell Jones, Chair of the Badenoch and Strathspey Committee, said: “Community Regeneration Funding helps us support key projects in the heart of our communities.  £4,435.20 will be invested in window repairs for the Burnfield Public Toilets in Grantown on Spey, with £5,000 being invested in urgent electrical work at the Newtonmore Village Hall.

    “Additionally, £50,000 of funding from the Highland Coastal Communities Fund has also been ringfenced to deliver the Loch Vaa car park project. I am pleased that these projects will now be prioritised and taken forward which will bring welcome improvements for those in the local community.”

    Community Regeneration Funding is an umbrella term for several funds that are available for communities and organisations to access in Highland. The Highland Coastal Communities Fund is designed to support economic regeneration and sustainable development around coastal areas in Highland.

    Members of the Badenoch and Strathspey Committee have today agreed to establish a Transport Forum for the area, comprising Highland Council Members, transport operators and other partner organisations.

    The forum is supported by the Badenoch and Strathspey Community Partnership and will be a central point of contact for transport issues in the area.

    Chair of the Badenoch and Strathspey Committee, Cllr Russell Jones, said: “The transport forum will allow us to develop an integrated Transport Plan which will provide a framework for transport provision and improvements in the area. The forum’s remit will cover all modes of public transport operating within Badenoch and Strathspey, namely local bus, express coach, community transport and train. Local transport is especially important in rural areas and the Forum will give our communities the opportunity to raise concerns, share ideas for improvements and engage directly with transport operators in the area.

    “It is important that the Badenoch and Strathspey Transport Forum delivers tangible actions and improvements for local people, and we look forward to building strong relationships with partner organisations to develop solutions for improved and sustainable community transport throughout Badenoch and Strathspey. We will be in touch with local community and statutory partners, including the Cairngorms National Park Authority, to set up an initial meeting of the Transport Forum before the end of June.”

    “It is unconscionable and wrong for your ICE personnel to harm families in this way. Ms. Sánchez is entitled to due process, and her husband and daughter (both U.S. citizens) deserve to be treated with the dignity we value as Americans,” wrote Rep. Castor. “Ms. Sánchez’s husband, Carlos Yuniel Valle, advised me that the separation of mother and daughter was so sudden and traumatic that their infant daughter was taken to the hospital. The baby was still breastfeeding at the time your Administration tore them apart, and the baby’s ongoing health issues require her mother’s return to the U.S. as soon as possible. Ms. Sánchez, a mother and home health aide, was complying with the Immigration and Customs Enforcement (ICE) request to regularly check in at the local Tampa office.

    You attended the funeral of Pope Francis over the weekend, so I recommend that you honor his memory by acting consistently with his recent admonition that we are “called upon to consider the legitimacy of norms and public policies in the light of the dignity of the person and his or her fundamental rights.”

We understand fully that each and everyone of you here at this dinner have a lot of important initiatives tonight but you choose to honour us with your presence and that makes it even more important and special for us all. I am truly honoured to be able to play an important role in forging stronger tourism ties between the Middle East and Hong Kong, and I indeed look forward to exchanging views with you on how we can collaborate to bring more visitors to Hong Kong. 
     
    Let me start by saying how keen we are to receive friends from the Middle East. Last year, the Chief Executive of the Hong Kong Special Administrative Region outlined the vision in his Policy Address to establish Hong Kong as a welcoming destination for the Middle East travellers. Following this, my Bureau promulgated the Development Blueprint for Hong Kong’s Tourism Industry 2.0 which sets out the roadmap for the development of Hong Kong’s tourism industry from 2025 to 2030. A key focus in this Blueprint is expanding our visitor base with the Middle East at the forefront. The Middle East is one of the fastest-growing markets globally. By 2028, it is estimated that there will be 250 million Muslim visitors worldwide, generating US$225 billion in tourism revenues. That’s why I am here to share with you that Hong Kong, as the Pearl of the Orient, and a unique fusion of the East and the West, is more than ready and happy to welcome you from the Middle East to enjoy the all-in-one experiences in the city. 
     
    But that is not all. It is not about business. It is not just about business. It is about establishing friendship between us in Hong Kong and you all in the Middle East and for those who come from Dubai locally, I enjoy the city very much and I hope that in the rest of my journey, I will be enjoying the other cities that I will be visiting as much as I do here.
     
    Hong Kong also has its unique appeal in a wide spectrum, offering multifaceted tourism products and experiences that fit for visitors of all ages and with different interests. First, we offer a myriad of possibilities and experiences by presenting world-class tourist attractions such as the Hong Kong Disneyland Resort, which will be celebrating its 20th anniversary this year, the Ocean Park which is home for six adorable pandas, among others, the very iconic Peak Tram which brings you to the Victoria Peak to enjoy the magnificent panoramic views of Victoria Harbour and the heart of Hong Kong, or the Ngong Ping 360 cable car that takes you to the tranquil Po Lin Monastery and the famous Big Buddha. For arts and culture lovers, we have unmissable experiences at world-class landmarks like the M+ and the Hong Kong Palace Museum, which carry an exciting array of exhibitions on East and West cultural themes. Apart from attractions, we are also promoting mega events tourism, island tourism and horse-racing tourism which offer tourists unforgettable and unique experiences. Last month, we commissioned the largest state-of-the-art sports infrastructure in Hong Kong, the Kai Tak Sports Park, which marked a thrilling new era and would see lots of great sports and entertainment events being held in Hong Kong. In addition to staging our signature Hong Kong Sevens rugby matches for the first time in end March this year, the new venue, the Kai Tak Sports Park, will play host to the Hong Kong Football Festival featuring four world-renowned football clubs, including Liverpool which just secured its champion on the English Premier League for the 20th time. And also we will have Arsenal, AC Milan and Tottenham Hotspur this July. Horse racing has a history of 140 years in Hong Kong and our racecourses are well-known tourist hotspots. The new racing season of Hong Kong usually starts in September, climaxing on the Hong Kong International Races in early December with world-class jockeys and horses competing fiercely for the world championships. The magnificent green and blue from our green landscape, the beautiful beaches and outlying islands are also the hidden gems of the city awaiting you to explore.
     
    We are indeed dedicated to making Hong Kong a welcoming home for Middle East visitors. Our 60 hotels and 170 restaurants in Hong Kong are halal-certified, and many attractions and venues provide prayer facilities and cultural training for their staff. Not only do we have strong and keen enthusiasm in joining the Arabian Travel Market and setting up a Hong Kong pavilion again to showcase the city’s novel experiences like what we did this afternoon and the coming days, we have also arranged familiarisation visits for trade partners from the Middle East to go to Hong Kong to experience our various offerings, and we also partnered with major Middle East airline and online travel agents to promote Hong Kong as an ideal tourism destination across the region.  
     
    Looking ahead, we are eager to build even closer ties with the Middle East – not just welcoming you as visitors to Hong Kong but also inspiring more Hong Kong people to explore the incredible destinations for both business and leisure in the Middle East.

    UIDAI wins Prime Minister’s Award for innovation as Aadhaar face authentication sees record adoption

    Aadhaar e-KYC transactions cross 44.63 crore in March 2025, boosting ease of business across sectors

    In a clear sign of its growing adoption and utility, Aadhaar number holders carried out more than 2,707 crore authentication transactions in 2024-25 including 247 crore such transactions in March alone.

    Aadhaar has been an enabler of digital economy and the increasing adoption shows its growing role across sector including banking, finance, telecom, and for the smooth delivery of benefits under various government schemes and services.

    The total number of authentication transactions in March 2025 (246.75 Cr) is higher than the transactions clocked during the same period last year as well as in February 2025.  Since inception, the cumulative number of authentication transactions have crossed over 14,800 crore.

    The AI/ML based Aadhaar Face Authentication solutions developed in house by UIDAI has been witnessing significant growth. In March more than 15 crore such transactions took place, indicative of the growing usage, adoption of this authentication modality and how it is benefiting Aadhaar number holders seamlessly. More than 100 entities both in government and private sector are using face authentication for smooth delivery of benefits and services.

    On 21 April, UIDAI received the prestigious Prime Minister’s Award for Excellence in Public Administration. This was presented under the Innovation category for UIDAI’s Face Authentication modality.

    Aadhaar e-KYC service continues to play a crucial role in improving customer experience and adding ease of doing business in sectors including banking and non-banking financial services.

    The total number of eKYC transactions (44.63 Cr) carried out during March 2025 is over 6% more than the numbers during the same period last year. The cumulative number of e-KYC transactions has touched 2356 crore as on 31 March 2025.

    Similarly, 20 lakh new Aadhaar numbers were generated in March 2025 and over 1.91 crore Aadhaars were updated successfully following submissions from Aadhaar number holders.
