    Sacramento, California – Governor Gavin Newsom today issued a proclamation declaring April 24, 2025 as “Day of Remembrance of the Armenian Genocide.”

    PROCLAMATION

    On April 24, 1915, the Ottoman Empire began its systematic genocide of Armenian people, a minority group that had long been treated as second-class citizens. The Armenian Genocide began with the forced deportation and murder of hundreds of Armenian intellectuals and community leaders and ended with the deaths of 1.5 million men, women, and children. It was the first genocide of the 20th century. Armenians around the world continue to face targeted persecution, evidenced by the recent violence towards over 120,000 indigenous Christian Armenians from Artsakh in 2023.

    As we remember the victims and survivors on this somber anniversary, we honor the strength and resilience of the Armenian people, who have built new lives and thriving communities in all corners of the globe. Thousands made their homes in California, and we are immeasurably greater for their contributions. 

    Shamefully, this community continues to be the target of hateful acts that too often go unreported. These, and other ongoing threats to the Armenian people, are painful reminders of the need to not only learn the lessons of history but also to redouble efforts to address discrimination and violence. California is taking action to confront racial, ethnic, and religious hate through enhanced security at houses of worship and other at-risk cultural centers, anti-hate programs that promote tolerance and support victims, an anonymous reporting hotline for victims and witnesses of hate acts, and other resources.

    California is committed to continuing this work to protect the safety and well-being of all our communities. Let us recommit ourselves to remembering the painful lessons of the past and always speaking out against hatred and atrocities anywhere they occur.

    Thousands of UK jobseekers helped into workplace training.

    Tens of thousands of people have been helped into workplace training thanks to government support, new figures show today (25 April).

    • Tens of thousands helped into workplace training thanks to government support of more than 80,000 tailored workplace training places – in a key step to boosting the nation’s skills.
    • Scheme to be expanded to provide 100,000 places this financial year as the government continues its drive to Get Britain Working.
    • Placements offer people the opportunity to kickstart a new career by giving them the skills they need, helping to deliver on the government’s Plan for Change.

    People claiming certain out-of-work benefits have the chance to benefit from Sector-Based Work Academy Programmes (SWAPs) – these offer training, workplace placements and a guaranteed interview with an employer in industries with the most vacancies, such as hospitality and construction.

    In the last financial year, 86,640 places were provided, surpassing the Government’s target of 80,000 over the period, helping tens of thousands of people into work and putting more money in people’s pockets.

    With 100,000 places due to be available over this financial year, helping even more people into work, these measures are a step towards achieving the 80% employment rate and supporting the government’s growth mission. This comes as part of wider efforts to put more money into people’s pockets and improve living standards, delivering on the Plan for Change.

    Work and Pensions Secretary, Liz Kendall MP said: 

    SWAPs help people to stay in work for longer and boost their pay, while getting businesses loyal staff with the right skills. 

    That’s why we are boosting the scheme even further next year, giving even more people access to these life-changing opportunities.

    This kind of support is crucial to get people back to work, as we continue to unlock growth, improve living standards and break down barriers to opportunity for people across the country with our Plan for Change.

    All unemployed benefit claimants aged 16 or over who are on Universal Credit, Jobseeker’s Allowance or Employment and Support Allowance who do not need extra support are eligible for help into work through the SWAPs programme.

    The programme aims to address a lack of basic employability skills and is part of the government’s plan to Get Britain Working, as it overhauls jobcentres, tackles inactivity and improves outcomes for jobseekers. 

    DWP research published earlier this year shows that in the two years after finishing a SWAP, participants stay in their jobs on average up to three months longer, earn up to £1,400 more, and save the taxpayer over £350 per person compared with those who don’t take part in the programme.  

    With over 86,000 SWAPs over the last financial year, it means the total number of SWAPs places now stands at 370,560 since the scheme launched in April 2021.

    As part of the wider expansion of SWAPs to 100,000 places this financial year, a new Hospitality SWAPs pilot will be available in 26 new areas with the greatest need for new jobs and opportunities, including 13 coastal towns such as Scarborough and Blackpool.

    Through the SWAP programme, Sophie found a job as a domestic assistant for infrastructure support service provider, Amey. 

    Speaking about her experience on the programme, Sophie said: 

    I really enjoyed the experience. I’ve worked in cleaning positions in the past, but this programme was unique and allowed me to see what working for Amey would feel like. I’m really proud of my work.  

    Because of the great team here, I want to do a good job. When my sister told me she was looking for a job, I got her in touch with my Operations Manager and now she also works as a domestic assistant at another contract.

    As part of the Plan for Change the government is also boosting the National Living Wage and creating more secure jobs through the Employment Rights Bill to make work pay and keep Britain working.

    Career Insight: Mustafa, Trainee Solicitor, CMA

    Mustafa provides an insight into his training within the Competition and Markets Authority (CMA)

    My first seat as a legal trainee at the CMA was in the CMA’s cartels team, where the main case that I worked on was an investigation by the CMA under Chapter I of the Competition Act 1998 (‘CA98’) into anti-competitive conduct in relation to vehicle recycling and advertising of recycling-related features. I had a fantastic experience working on the case, as I was able to gain exposure to a wide array of advisory work pertaining to competition enforcement.

    Once I had familiarised myself with the case’s subject matter, I was able to assist the team with contributions to sections of milestone documents and reviewing them ahead of issuance. Shortly afterwards we engaged in the settlement process with the case parties via written and oral representations submitted by the parties, including at settlement meetings. This was an insightful experience, as it allowed me to further my understanding of the legal principles and positions that the CMA applies as an enforcer, while also recognising the often-unique perspectives of case parties on the other side.

    The process following the settlement meetings was equally engaging, as the case team had to make decisions on revising milestone documents, and using these to prepare the Statement of Objections for the case, which in turn would become the foundation for the infringement decision. This stage allowed me to further develop my understanding of competition law and the cartels case, as I was often responsible for researching and analysing challenging legal issues and advising on potential courses of action. Closer to the issuing of the infringement decision, I also had the opportunity to get involved with the drafting of the case’s press release and the CMA’s approach towards public announcement of the investigation.

    My current seat is in the CMA’s litigation team, where I have been involved in cases across the range of the CMA’s tools, including a Chapter II CA98 case that is pending before the Court of Appeal and a consumer law matter in relation to misleading practices. As a litigation trainee, I have had the opportunity to draft correspondence to parties, filings, and letters to the court. I was also fortunate enough to attend a hearing at the Court of Appeal on a Chapter II CA98 case regarding excessive pricing of a pharmaceutical drug, where I observed experienced counsel conduct competition litigation. At the hearing, I saw firsthand the various ways in which the work done by the CMA’s litigation team facilitated the advocacy undertaken by our counsel team.

    A highlight for me at the CMA has been my positive experience with colleagues, who have been superb. They have been supportive, friendly, and empathetic – people are keen to share their knowledge in formal and informal settings, and set aside time for junior colleagues, such as trainees, which demonstrates their interest in helping others grow. In my view, this fosters a growth-oriented and collaborative environment at work, where people are encouraged to maximise their potential.

Through this program, CMS will assess both the financial impact on hospitals and the effect on health care delivery in the populations they serve.

    “This is a meaningful victory for Greenwood Leflore Hospital and the rural communities that depend on it,” said Congressman Thompson. “For far too long, rural hospitals have operated at a disadvantage, being underfunded, understaffed, and overburdened. This program is a step toward leveling the playing field, giving hospitals the resources they need to provide quality care and remain open.”

    Participation in the Rural Community Hospital Demonstration Program will provide Greenwood Leflore Hospital with more stable and equitable reimbursement under Medicare, helping to ensure it can continue serving patients in Leflore County and across the Mississippi Delta.

    “Every Mississippian, no matter where they live, deserves access to reliable, high quality health care,” Thompson added. “I will keep fighting to make sure our rural hospitals get the support they need to meet that promise.”

    India Steel 2025 was inaugurated today at the Bombay Exhibition Centre with a dynamic Day 1 that set the tone for three days of ground breaking dialogues, collaborations, and innovations. The biennial event, jointly organized by the Ministry of Steel, Government of India, and FICCI (Federation of Indian Chambers of Commerce and Industry), has once again cemented its status as the country’s premier platform for the steel industry.

    The inaugural session was addressed by Hon’ble Prime Minister Shri Narendra Modi through a video message and he emphasized India’s strategic vision to enhance domestic steel production, reduce carbon emissions, and promote Make in India. The other key dignitaries part of the inaugural session included Shri Bhupathi Raju Srinivasa Varma, Minister of State, Ministry of Steel, Govt of India; Shri Lakhan Lal Dewangan, Hon’ble Minister of Commerce and Industry, Labour, Govt of Chhattisgarh, Shri Sandeep Pondrik, Secretary, Ministry of Steel, Govt of India; Shri Amarendu Prakash, Chairman, Steel Authority of India Ltd. (SAIL) and Chair- FICCI Steel Committee, Shri Anant Goenka, Senior Vice President, FICCI & Vice Chairman, RPG Group, and Dr. Edwin Basson, Director General, World Steel Association.

    During the day, important sessions were organized to discuss the potential, challenges and opportunities in the Indian steel sector and the road map to capitalize the international market.

    The session on ‘Viksit Bharat: Role of Steel Sector in Indian Economy’, a high-level panel comprising senior policymakers, economists, and industry leaders delved into the critical role of steel in realizing India’s $5 trillion economy vision which was moderated by Shri Anthony Crasto, Senior Partner, Deloitte. The session emphasized the sector’s potential to drive infrastructure, employment, and self-reliance under the Atmanirbhar Bharat initiative. Context to the session was set by Shri Amarendu Prakash, Chairman, SAIL whereas panelists H.E. Shri Mikhail Yurin, Deputy Minister, Ministry of Industry & Trade, Government of Russian Federation, Shri Ashwini Kumar, Economic Advisor, Ministry of Steel, Government of India, Shri Jayant Acharya, Joint Managing Director & CEO JSW Group, Shri Anthony Crasto, Senior Partner, Deloitte & Shri Hitoshi Kawano, CEO, Primetals Technologies India Ltd. shared their thoughts.

    The ‘India–Russia Round Table’ served as a strategic platform for bilateral engagement between key stakeholders from both nations. The Indian delegation included senior officials such as the Secretary (Steel), Additional Secretary and Financial Advisor (AS&FA), Director General of BIS, Joint Secretaries (AN and VKT), the Director of SAIL, Chairmen and Managing Directors of NMDC and MECON, as well as top leadership from major private sector players including Tata Steel, AMNS, JSW, JSPL, JSL, and other prominent industry members. On the Russian side, the delegation was led by H.E. Shri Mikhail Yurin, Deputy Minister, Ministry of Industry and Trade, along with Shri Bobylev Petr, Director, Coal Industry Development, Ministry of Energy. The round table also included key trade representatives: Shri Evgeny Griva, Shri Mamed Akmedov, Shri Andrey Podchufarov, Shri Artem Ukolov, and Shri Vladislav Dmitriev, Head of the Chamber of Commerce and Industry of the Russian Federation. The discussion centered on enhancing bilateral cooperation in the steel and mining sectors, fostering joint ventures, and exploring new avenues for technology transfer and trade facilitation.

    With participation from over 250 exhibitors across 15 countries, the exhibition hall buzzed with activity, showcasing cutting-edge equipment, automation solutions, and sustainable product lines. Delegates explored advances in AI, robotics, and materials science that are shaping the future of steel.

    The Day-2 of India Steel 2025 will witness the presence of Shri Piyush Goyal, Minister of Commerce & Industry, Govt of India; Shri Dharmendra Pradhan, Minister of Education, Govt of India; Shri Ashwini Vaishnaw, Minister of Railways, I&B and Electronics & Information Technology, Govt of India; Shri Pralhad Joshi, Minister of New & Renewable Energy, Govt of India; along with Shri Mohan Charan Majhi, Chief Minister of Odisha; to address the industry leaders, delegates along with exhibitors  on various sessions on infrastructure, export strategies, and skill development.          A spokesperson for the REO said, “The REO encourages eligible persons to submit applications for new registration as GC electors or change of voter registration particulars through ‘iAM Smart’. They may also provide/update their mobile phone number and email address, and check their voter registration status through ‘iAM Smart’.”
     
         Members of the public who are newly registered as GC electors or registered electors who need to update their residential address must submit to the REO an address proof. They should also provide their phone number and email address for the REO to facilitate contact. Applicants who are the registered occupants of public rental housing under the Housing Department or subsidised housing under the Hong Kong Housing Society are not required to submit any address proof.
     
    “Under no circumstances would the REO require the provision of address proof with personal bank information. Members of the public shall remain vigilant in avoiding fraud,” the spokesperson reminded. 
         Announcements in the Public Interest of the Voter Registration Campaign will run on television, radio, online platforms and various venues such as housing estates and government buildings starting from today. The relevant information will also be publicised through banners, posters, social media platforms, websites, and mobile applications, and displayed in the public transportation system, such as on bus and tram bodies, in MTR stations and at bus shelters. The Ballot Box Family mascots, comprising the Blue Ballot, Red Ballot and Grandpa Ballot, are well received by members of the public and designed with ballot boxes as the concept.   • MIL-OSI Asia-Pac: Tenders for operation and management contracts of Light Public Housing invited

         The Housing Bureau (HB) today (April 25) invites tenders for two operation and management contracts of the Light Public Housing (LPH), and encourages capable and experienced organisations to participate.
     
         The first contract covers the four school conversion projects located at Shun On Road, Choi Yuen Road, Shun Lee Tsuen Road and Chuk Yuen Road respectively (i.e. the Mission Covenant Church Holm Glad No. 2 Primary School in Shun On Estate, Kwun Tong; Tung Wah Group of Hospitals Ma Kam Chan Memorial Primary School (Choi Yuen Annex) in Choi Yuen Estate, Sheung Shui; Carmel Leung Sing Tak School in Shun On Estate, Kwun Tong; and Baptist Rainbow Primary School in Chuk Yuen South Estate, Wong Tai Sin), the conversion works of which will be completed in two phases. The first phase covers the two projects at Shun On Road and Choi Yuen Road, which will provide about 130 and 110 units respectively, and are expected to be completed in the fourth quarter of this year. The second phase covers the two projects at Shun Lee Tsuen Road and Chuk Yuen Road, which will provide about 110 and 105 units respectively, and are expected to be completed in the first quarter of 2027. The second contract covers the project at Sheung On Street, Chai Wan, which will provide about 1 720 units and is expected to be completed in the second quarter of next year.
     
         A spokesperson for the HB said, “The four school conversion projects are packaged into one single contract, taking into account that these four projects are relatively smaller in scale. By engaging a single operating organisation for the overall operation and management, resources can be shared among the projects to enhance cost-effectiveness.”
     
         Same as the contracts already awarded, the operation and management services for the LPH not only cover occupant management, property management and daily maintenance, but also the provision of social services, as well as the management and operation of ancillary facilities, etc. To encourage participation of different stakeholders in the community, the HB welcomes tenders from all capable and experienced service providers, including non-government organisations and those with a valid property management company licence, or collaborations between them.
     
         To ensure service quality, the HB will carry out technical assessments based on a series of factors, including the management capability, relevant experience and past service performance of the organisations, as well as the proposed modes of operation and management, social services to be provided, feasibility of exit plan and use of innovation and information technology as stated in their proposals, so that the facilities and services of the LPH can meet the needs of the residents and the local community. The tender price will then be evaluated to form a consolidated assessment to decide on the most suitable organisation for operating the LPH.
     
         Tenant intake for the first LPH project at Yau Pok Road, Yuen Long, which provides about 2 100 units, already commenced on March 28 this year by phases. It is managed and operated by the Pioneer Management Limited – Tung Wah Group of Hospitals Joint Venture. The second operation and management contract, which covers the two LPH projects at Choi Hing Road and Choi Shek Lane, Ngau Tau Kok (i.e. the former St Joseph’s Anglo-Chinese School), providing about 2 290 and 148 units respectively, has been awarded to the Easy Living Consultant Limited and Yan Chai Hospital Joint Venture. The two LPH projects are to be completed by late June this year and the first quarter of next year respectively. The HB is now evaluating tenders for the third and fourth operation and management contracts covering the LPH projects at Tsing Fuk Lane, Tuen Mun (i.e. Tuen Mun Area 3A) and Olympic Avenue, Kai Tak (Phase 1), which will provide about 1 900 and 3 000 units respectively, with tenant intake anticipated in the fourth quarter of this year.
     
         The spokesperson said, “Under the leadership of the HB, the brand new operation and management model of the LPH has entered into a new stage, with intake for the first LPH project commenced in late March on a gradual basis. Through the provision of an improved living environment, better living facilities, lower rent, larger units and a series of social services, those with the most pressing needs in society can receive practical assistance and enhance their sense of happiness and sense of gain. At the same time, the LPH can suitably serve as an adequate housing option for the tenants of subdivided units (SDUs) in need. Along with transitional housing and the various traditional public rental housing projects to be completed in the coming few years, the Government will have the fundamental strength to effectively and accurately address the problem of SDUs in Hong Kong. To this end, we hope that experienced and aspirational organisations can participate in the tender exercises and join hands with us in this large-scale social project.”
     
         Interested organisations may download the tender documents via the relevant tender notices on the HB’s website (www.hb.gov.hk) or from the e-Tendering System; or contact the Dedicated Team on Light Public Housing under the HB for obtaining the tender documents. The Tender Reference for the Shun On Road; Choi Yuen Road; Shun Lee Tsuen Road and Chuk Yuen Road LPH projects is HB2025/OPR-LPH-VSP, while the Tender Reference for the Sheung On Street, Chai Wan LPH project is HB2025/OPR-LPH-CW.
     
         Tenderers must submit the tenders by noon on June 13, 2025 (Friday), either electronically via the e-Tendering System or by deposit in the Government Secretariat Tender Box situated at Lobby of the Public Entrance on Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar.     More Hong Kong Reading Week highlight activities to be held this weekend 
         The public libraries in Guangdong, Hong Kong and Macao earlier organised the 4.23 World Book Day Creative Competition under the same theme “Reading – My Travel Buddy”. The HKPL will hold a prize presentation ceremony at the HKCL tomorrow to commend participants from Hong Kong who excelled in the competition.
     
         In addition, a series of fun day activities suitable for people of all ages will be available at the HKCL on Saturday and Sunday. The activities include the “Next Station: Conservation” interactive talks tomorrow, where educators from Ocean Park Hong Kong will explore interesting facts about animals with participants, share the experiences of animal caretakers for giant pandas, and talk about a book titled “Whiskers and Friends: Polar Sports Challenge” to provide tips on energy saving and alleviating global warming.
     
         The “Understanding Pandas” workshop will be held on Sunday, where educator Tang Man-hon (STEM Sir) will explore with audiences the lives of giant pandas and the threats to their habitats. Renowned landscape photographer Kelvin Yuen will conduct an “On the Road” photography sharing session on the same day, discussing the creative process behind his works and the challenges encountered. Works by Yuen and winners of the Matching Quotes with Snapshots Competition will also be on display at the HKCL. Other activities include workshops on Chinese tea culture appreciation, mosquito-repelling fragrant sachet making, plant rubbing and dyeing, Zentangle art, tag making, and more.
     
         In collaboration with Bring Me A Book Hong Kong, the HKPL will hold REadCONNECT family activities at the HKCL on Sunday, including creative book-making workshops and “Author Meets and Greets” sessions hosted by picture book authors Rachel Ip, Shana Cheung, Benny Lau and Bonnie Pang. The authors will share how their observations of daily life inspire their works.
     
         The Pop-up Library@Hong Kong Reading Week will be held at D·PARK in Tsuen Wan on Sunday. Author Rap Chan, Korean culture and travel writer Joyce Cheuk, content creator SaiDorSi, and writer Christine Cappio will share their life stories and selected books on “soul empowerment”, accompanied by live music and sand painting performances. There will also be activity booths, including scented bookmark making and a virtual reality tour of the natural landscape and cultural attractions of China. The Library-on-Wheels outreach truck will be stationed outside D·PARK to provide a book-lending service, and members of the public can experience the convenience of the easy-to-use self-checkout service.
     
         Selected public libraries across Hong Kong will continue to have special decorations on Saturday and Sunday to create a fun-filled reading space. Workshops such as storytelling, landscape sketching, and making aroma stones will be held. Photo taking booths will be available at some selected public libraries for patrons to create travel-themed postcards.
     
         The HKRW is being held from April 19 to 27. Under the theme “Zoom/LIBRARY”, the HKRW holds about 450 online and on-site events to foster a reading habit among the public.     Addressing a gathering electronically at the India Steel 2025, PM Modi said that he hoped the event would prove to be a new launch pad for sharing new ideas, forge partnerships and boost innovation. “This event will become the foundation of a new chapter in the steel industry.

    “The role of steel in all developed economies has been like a skeleton. Be it sky-scarpers, highways, high speed trains, smart cities, industrial corridors…every success story is backed by the strength of steel,” PM Modi said. He said that the country was taking steps to become a USD 5 trillion economy. “The steel industry will play a crucial role in achieving this target. We are proud that India is now the second biggest steel producer in the world,” he said, underscoring how his government formulated the steel policy envisaging production of 3 million tonnes of steel by 2030. The per capita consumption of steel at present is 98 Kg, which is expected to rise up to 160 Kgs by 2030.

    “The increase in steel consumption signals the direction of the country’s growth, its efficiency and effectiveness,” he said, adding that the steel industry was full of new hopes and ideas. “Today country has the base of PM Gati Shakti and national masterplan,” he said, highlighting how the various utility services and logistic nodes were integrated under PM Gati Shakti. Likewise, he said, the various mine areas and steel units were being mapped for multi-model connectivity.

    “This is the reason why government initiatives have the largest proportion in steel consumption,” he said. The PM said that the steel policy of the government was enabling other industries to become globally competitive. “Our manufacturing, construction and automobile sectors are gaining strength from the steel industry,” he said, adding that the government has tried to give impetus to Make In India by announcing the National Manufacturing Mission. “This mission will boost the small, medium and large industries besides opening new avenues for the steel industry,” he said.

    “We are moving with the goal of building modern and large ships in the country. Our target is that other countries of the world should also buy the steel made in India. Similarly, the demand for pipelines, grade steel and corrosion registered alloys is also increasing in the country. Today, the railway infrastructure in the country is also being developed rapidly,” he said.

    The PM said that there should be a goal for all such needs. “We are aiming to export 25 million tons of steel. We are also working to reach our capacity of 500 million tons by 2047. But for this it is necessary that our steel sector is ready for new processes, new growth and new scale. We have to keep the future in mind and update ourselves,” he said.

    “There are infinite possibilities of employment generation in the growth potential of the steel industry. I appeal to both the private and public sectors to develop new ideas, nurture them and share them. We need to move ahead together in the modern technology upgrade in manufacturing. We have to create as many new employment opportunities as possible for the youth of the country,” he said, adding that there were some challenges in the development journey of the steel industry and it is necessary to solve them to move ahead.

    The PM said that if the global partners and Indian companies work together in this direction, then various challenges will be resolved faster.

    In the last 10 years, the country has taken strides in mining. “Now it is very important to use these allotted mines and the resources of the country properly and on time. The more delay there is in this, the country will suffer losses and the industry will also suffer losses,” he said, stressing on acceleration of green field mining.

    Shri Bhupathi Raju Srinivasa Varma, Minister of State, Ministry of Steel said, “Steel industry is a pivotal pillar of India’s economic expansion, contributing nearly 2% of GDP. As we strive towards becoming a US $ 5 Trillion economy, the sector’s role in infrastructure, manufacturing and exports will only become indispensable. Every investment in steel fuels a ripple effect across allied industries, strengthening our economic foundation and manufacturing excellence.”

    Shri Lakhan Lal Dewangan, Hon’ble Minister of Commerce and Industry, Labour, Chhattisgarh highlighted the important role of his state in Indian Steel Industry stating, Chhattisgarh has long been the backbone of India’s steel industry, contributing significantly to the nation’s production capacity and industrial growth. India Steel 2025 is a timely platform to showcase the immense potential of our state—not only as a leading steel-producing region but also as an emerging hub for green manufacturing and value-added steel products. With the strong support of central government initiatives such as the PM Gati Shakti programme, the National Steel Policy, and Production Linked Incentive (PLI) schemes, Chhattisgarh is rapidly enhancing its infrastructure, attracting new investments, and creating skilled employment opportunities.”

    Shri Sandeep Pondrik, Secretary, Ministry of Steel highlighted the importance of the Indian steel industry. He said, “For the last four years, India has been growing in double digit, perhaps the only major economy which is growing at such a rate. We are not only growing, we will continue to grow for a foreseeable future.  He further added that this growth is happening because of growing steel consumption. In the last 10 years we have doubled the consumption and that is why the steel industry is seeing a positive side. Another factor is our per capita consumption is growing- we have crossed 100 KGs per capita consumption and we are hoping to cross 160 KGs per capita consumption in next 4/5 years.

    Shri Amarendu Prakash, Chairman, Steel Authority of India Ltd. (SAIL) highlighted the importance of India Steel 2025.  He said “India Steel 2025 is not just an exhibition—it is a strategic platform that underscores India’s rising stature in the global steel landscape. As we continue to strengthen our capabilities and expand our global footprint, forums like India Steel provide the perfect opportunity to engage with international partners, showcase our technological advancements, and reaffirm our commitment to nation-building through steel.”

    Shri Anant Goenka, Senior Vice President, FICCI & Vice Chairman, RPG Group said, “The steel industry today serves as a critical catalyst for advancing multiple national priorities. Its growth generates a multiplier effect on manufacturing, industrial and economic growth. To support the growth of the steel industry, it is essential to address certain challenges like financing of capacity augmentation, dumping, cost competitiveness and regulatory pressure around decarbonization as we transition to green steel.

    Dr. Edwin Basson, Director General, World Steel Association said, “India is the second largest steel producer and user, which means what happens here in India is important on a global basis and is also important for the global steel industry. It is indicative of India’s status as a developing economy. Steel industry is an enabling industry, for every 1 US dollar of income generated in the steel industry, there is another 5$ USD generated elsewhere in the economic system.

    He also highlighted the challenges faced by the industry such as maintaining the level playing field, decarbonization and last but not the least is human challenge. India can play a major role in combating all these challenges.

    With India now the second-largest producer of steel globally, India Steel 2025 serves as a vital convergence point for domestic and international stakeholders to explore investment opportunities, forge partnerships, and accelerate the industry’s contribution to India’s economic growth.

    [PRESS RELEASE Apia Samoa, 10th April 2025] – The Taiala Youth Exchange Program, a cultural and leadership initiative led by Brown Girl Woke and Samoan Solutions, was honored to meet with the Honorable Prime Minister Fiame Naomi Mataafa on April 10, 2025, at the Prime Minister’s Office in Apia.

    The meeting brought together Samoan diaspora youth and national leadership to discuss service, identity, and the importance of reconnecting to Fa’aSamoa.

    At 11:33 a.m., the Prime Minister was formally welcomed in Samoan by Jocelynette Leilua, Program Manager of Brown Girl Woke. The youth were introduced and acknowledged for their work and commitment to their cultural roots.

    The Prime Minister shared her reflections on leadership, shaped by the legacy of her mother and aunties—women who modeled integrity and service in governance.

    After receiving her matai title at age 20, her political career began shortly after, grounded in education, faith, and community.

    Youth Questions & Prime Minister’s Reflections

    1. Donnavyn Tuitele: Who were your role models and mentors?

    Fiame: “My mother, my aunties, and the women in my community. They didn’t call themselves mentors, but they always told me what to do. I was raised by strong women who were midwives, teachers, and community leaders.”

    2. Nerisa Tuaua: Did you feel pressure to enter politics because of your family’s legacy?

    Fiame: “No, I always had an interest in politics. But things happened faster than I expected. When my father passed away, it shifted everything. I received my matai title at 20, and my leadership path began from there.”

    3. Alexandria Saelua: How do you care for your own mental health while serving Samoa?

    Fiame: “Mental health is so important. We don’t talk about it enough here. There’s only one mental health organization in Samoa, and a small hospital unit. I try to reflect, stay close to nature, and surround myself with positive people. Rest and prayer help ground me.”

    4. Manalita Sagote: What do you consider your greatest accomplishment?

    Fiame: “Serving in the Ministry of Education and rebuilding after the cyclones. We had to redesign the curriculum to support bilingual learning—keeping Samoan language strong while teaching

    English.”

    5. Epi Aumavae: What message do you have for diaspora youth trying to reconnect to Samoa?

    Fiame: “You can’t make up identity—it has to be lived. But you can build it. If our young people are supported where they are, they’ll carry Samoa with them. If not, we need to welcome them back with open arms and strong culture.”

    “Brown Girl Woke was created in Samoa as a safe space for diaspora Samoans who carry a deep desire to return—not just to reconnect, but to serve with humility.

    Coming home isn’t always easy, but it’s necessary. Taiala helps bridge that journey. It allows us to ground our experiences in Fa’aSamoa, and to give back in a way that honors both where we come from and what we’ve learned. This exchange reminds us there is always room to return, to listen, and to serve with grace.”

    “Taiala was created to help our youth find their identity by learning about being samoan —not just by blood, but through culture, language, and service. We come back to Samoa because this is where we’re reminded who we are. For so many diaspora youth, that connection has been broken or never fully formed. This exchange gives them a path—not just to visit, but to belong.”

    Distinguished Guests,

    Ladies and Gentlemen,

    I am indeed extremely privileged and humbled to address this important ceremony for the handing over of the much needed and immensely valued e-truck and charger to support the administration of TTM Hospital Oxygen Plants services and transportation of oxygen cylinders from our main oxygen plant here to other health facilities both in Upolu and Savaii.

    I believe this electric-truck is one of the e-vehicles procured under the Climate Action Pathways for Island Transport project implemented by the Government of Samoa through the leadership of the Ministry of Works, Transport and Infrastructure in close partnership with UNDP and funded by the Government of Japan.

    The procurement of this electric-truck is increasingly important for oxygen plant administration due to their potential to reduce emissions, lower operating costs and improve air quality, especially in areas where oxygen plants often operate.

    I applaud the fact that this is the first time ever that this electric truck has been specially manufactured and reconfigured to cater the need of MOH, for a specialized truck to transport oxygen cylinders from the TTM Hospital Oxygen Plant to rural health facilities.

    Most importantly, it is Samoa’s commitment to expected outcomes of the Pathway for the Development of Samoa 2021-2026 in placing emphasis on Samoa’s efforts towards decarbonization and enhancement of health services provision.

    On behalf of Samoa government and its people, I would like to take this opportunity to express my sincere gratitude to UNDP and Government of Japan for your never-ending support. This handover is another good example of how we can continue working together and fostering our partnership in finding solutions for challenges that confront the health of our people on a daily basis.

    I have no doubt that this pivotal assistance, will go a long way to save lives and improve the quality of life of all our people, by ensuring sufficient oxygen supplies to all health facilities in Samoa.

    To this end, I would like to reiterate my deepest appreciation to our development partners who had kindly provide this assistance for us, not forgetting our local counterparts who had worked together in facilitating and negotiation of such important assistance to support the provision of quality and safe health support services for our people.

    Ladies and gentlemen, it is my pleasure to celebrate with you this addition of e-vehicles provided by UNDP and Government of Japan through Climate Action Pathways for Island Transport project for Samoa, and look forward to receiving more e-vehicles in the coming years, and continue to receive more support from our partners to promote health and wellbeing of our people.

    Fee schedule for public healthcare services gazetted to take effect on January 1 next year 
    The HHB spokesperson emphasised that the Government is implementing the healthcare system reform in a holistic manner, of which public healthcare fees and charges is an integral part. The reform will be based on five key principles:
     
    (i) Commitment will not be lessened: The Government’s commitment to public health will remain unchanged. All gains from the reform will be wholly utilised for public healthcare services; 
    (ii) Co-payment for those who can afford it and for those with mild conditions: The Government will reasonably expand and enhance the co-payment mechanism; 
    (iii) Enhancement and reduction: Protection for “poor, acute, serious, critical” patients will be enhanced, and wastage will be reduced; 
    (iv) High subsidisation: The high level of subsidy will be maintained after the reform, with the target of maintaining the 90 per cent overall public subsidisation rate; and 
    (v) Gradual and orderly progress: The objective will be achieved in a progressive and orderly manner in five years.  
    Following the announcement of the Public Healthcare Fees and Charges Reform on March 25, the HHB and the HA have been actively engaging with the Legislative Council, members of the public, and various stakeholders to explain the reform details and gather feedback on the reform direction. There is a consensus across society that Hong Kong’s current public healthcare subsidisation structure cannot cope with increasing service demands driven by demographic changes and healthcare developments. This necessitates reform of the public healthcare subsidisation structure to modify healthcare service utilisation patterns, achieve precise allocation of medical resources, reduce wastage and misuse of medical resources, and strengthen protection for those most in need.
     
    Apart from restructuring subsidisation levels for various services, the public healthcare fees and charges reform emphasises enhanced healthcare protection, including enhancing the medical fee waiver mechanism, introducing a cap on annual spending, and strengthening protection for patients with critical illnesses regarding drugs and medical devices. As such, public healthcare will be reinforced as a safety net for all, which is also becoming larger, more stable, thicker and denser, to enhance protection for “poor, acute, serious, critical” patients. It is expected that the enhanced medical fee waiving mechanism will expand eligible beneficiaries from 0.3 million to 1.4 million underprivileged individuals, while the annual spending cap will benefit 70 000 patients with serious illnesses. More patients with critical illnesses, including those from middle-income families, will receive subsidies for drugs and medical devices.
     
    The HA spokesperson said, “The HA’s next steps will focus on refining implementation measures to ensure the smooth execution of the reform, including streamlining application procedures for medical fee waivers and relaxing the eligibility criteria of means test for the Samaritan Fund safety net, and establishing information platforms to help members of the public understand and utilise the new healthcare protection measures starting next year. On April 28, the HA will launch a means test calculator on the HA website and mobile application ‘HA Go’ (See Attachment). By inputting information about household income and assets, members of the public can make a preliminary estimation of their eligibility for medical fee waiving and safety net applications under the new healthcare protection measures to be implemented next year.”
     
    The spokesperson added that the Primary Healthcare Commission (PHC Commission) will actively develop primary healthcare to complement the reform, encouraging appropriate utilisation of community primary healthcare networks. The HA will continue to increase the capacity of family medicine outpatient services, with a priority to serve underprivileged groups including low-income families and the elderly living in poverty. Through cross-district collaboration and flexible resource allocation, evening and holiday outpatient services will be increased, focusing on districts with high demand. The PHC Commission and the HA will also collaborate with private healthcare institutions to compile information about private hospitals and primary healthcare clinics providing evening and holiday services, making this information available through various channels including eHealth and at Accident and Emergency (A&E) departments to help members of the public access service options beyond A&E. Starting January 1 next year, when the new A&E fee ($400) takes effect, the HA will simultaneously regularise the special A&E refund arrangements. While waiting for consultation after triage nurses conduct triage and preliminary medical assessments, patients who choose to seek treatment at other healthcare institutions may apply for a $350 refund.
     
    The HA is also reviewing fees for non-eligible persons, private services in public hospitals, and remaining individual fee items for public healthcare services. Further announcements will be made upon completion of the review.

    Phnom Penh (Fides Agency) – “There are many non-Christians who, driven by curiosity or desire, attend our churches every Sunday. And among them, there are those who ask to begin the journey of preparation for baptism,” Jesuit Father Enrique Figaredo Alvargonzález, a Spanish missionary who has been in Cambodia for 40 years and is Apostolic Prefect of Battambang, told Fides Agency. In 2025, the small Catholic community in Cambodia—a predominantly Buddhist country where Catholics number only about 30,000 out of a population of 17 million—rejoiced at the gift of new baptisms.In Phnom Penh, 127 people, including young people and adults, were baptized after taking part in the “Rite of Election,” led by Bishop Olivier Schmitthaeusler, Apostolic Vicar of Phnom Penh. The bishop urged them to “be ready to live and die with Jesus.” Baptism, he recalled, “makes us new people,” and the priest anoints us with oil “to receive strength directly from Jesus.” We receive the white garment, “clothing ourselves with Jesus himself.” “He will not abandon us, even if we forget him. Once baptised and officially entered into the Christian community, of which Christ is the head, our mission as Christians is to pray, serve, and love,” he observed.Among the young people baptised during the Easter Vigil, Yem Samnang, 20, learned about the parish through the youth center of the Sisters of Charity, saying she “wants to become a daughter of God.” Samnang was impressed by the “vibrant and energetic” life of Christians and said, “I want to become a Christian like them.”For many, it was the Christian witness of the faithful that attracted them. Prum Mey, a 24-year-old from Takeo province, is a student at St. Francis Catholic School. Intrigued by the way Christians prayed in the church near her school, she joined them. She attended catechesis meetings and the Lord touched her heart. Today she says, “I want to follow what the Word of God tells me. The Word helps me to have a pure heart, to love others as He loves, to share love and to give hope to others.”Father Charles Lichipan, a Cambodian priest in charge of the Takeo Activity Center, which welcomes baptismal candidates every year, said with emotion that he will continue to follow the journey of faith of these young people. “We priests will be there for them, we will invite them to participate in other community meetings, we will help them attend Mass, we will accompany them on their spiritual journey of closeness to Christ. We do this to remember him and pray for his soul.He was a person who chose to live humbly, close to all the poor, both in Argentina, when he was first a priest and then a bishop, and in Rome when he became Pope.This is a very important message, because it is the message of the Church, who is a mother.The Pope, bishops, and parish priests are shepherds who accompany the children of this Church, taking them by the hand and walking toward the Father. Not only on a spiritual level, through prayer or teaching, but also through caring for their bodies. The last months of the Pope’s life, spent in hospital, shed light on precisely these aspects, spiritual and physical. He himself understood the beauty of the art of care practiced by doctors and nurses.He seemed fragile in recent times, but I remember his strong attitude and his clear stance before the world’s most powerful figures. He was also strong when he met the leaders of Sudan and prostrated himself before them to kiss their shoes, asking them to agree to peace. He showed the same strength in Cuba when he met Patriarch Kirill.I also remember my first personal meeting with him, which took place at Casa Santa Marta after my escape. It was my first face-to-face encounter with Pope Francis, at Mass in Santa Marta, after my imprisonment. We greeted each other and he said to me: “Pray for me.” I remembered when he said it for the first time from the balcony of St. Peter’s Loggia on March 13, the day of his election. But when he asked me in person, it was different; it moved me deeply.The last time I saw him was on December 7, 2024.He welcomed me into his office with great simplicity, we talked about many things, and he listened to me the whole time. With his usual manner and laughter. The meeting took place in an atmosphere of joy.This human aspect was important and very beautiful for me. I was nervous that day because meeting the Pope is always a moment of grace. I left Santa Marta with my heart full of joy. I felt like I was flying. For me, that face is the face of the Church: sensitive to the human and spiritual side. We all need this attention from the Church, which must be clear and strong but at the same time must practice tenderness. And Pope Francis has truly been an example of this.There would be so much more to say, but I think the most important thing is to remember the space he gave to Syria. To stop the conflict, he called for a day of fasting and special prayer, just as he did for Ukraine. But I also think of the appeals he made for Gaza.“Beloved tormented Syria”, he always referred to it as such, even when he wrote to President Assad asking him to respect human rights for prisoners as well as for the people, and to allow Syrian migrants to return home. To prevent them from dying, he fought to create humanitarian corridors, which still exist today thanks in part to Sant’Egidio, asking parish priests throughout Europe to welcome Syrian refugees. He himself met them in Lesbos, taking some of them away with him on the papal plane.I remember the criticism he faced when he welcomed a Syrian Muslim family to the Vatican. It was a very important sign, which meant going beyond divisions based on religious identity to open up to humanity. In this perspective, the interreligious dialogue he promoted, as well as his friendship with the Imam of al-Azhar, which led to the Declaration on Human Fraternity, are also important.   • MIL-OSI Economics: RBI cancels the licence of Imperial Urban Co-operative Bank Ltd., Jalandhar

    The Reserve Bank of India (RBI), vide order dated April 24, 2025, has cancelled the licence of “Imperial Urban Co-operative Bank Ltd., Jalandhar”. Consequently, the bank ceases to carry on banking business, with effect from the close of business on April 25, 2025. The Registrar of Cooperative Societies, Government of Punjab has also been requested to issue an order for winding up the bank and appoint a liquidator for the bank.

    The Reserve Bank cancelled the licence of the bank as:

    1. The bank does not have adequate capital and earning prospects. As such, it does not comply with the provisions of Section 11(1) and Section 22 (3) (d) read with Section 56 of the Banking Regulation Act, 1949.

    2. The bank has failed to comply with the requirements of Sections 22(3) (a), 22 (3) (b), 22(3)(c), 22(3) (d) and 22(3)(e) read with Section 56 of the Banking Regulation Act, 1949.

    3. The continuance of the bank is prejudicial to the interests of its depositors.

    4. The bank with its present financial position would be unable to pay its present depositors in full; and

    5. Public interest would be adversely affected if the bank is allowed to carry on its banking business any further.

    2. Consequent to the cancellation of its licence, “Imperial Urban Co-operative Bank Ltd., Jalandhar” is prohibited from conducting the business of ‘banking’ which includes, among other things, acceptance of deposits and repayment of deposits as defined in Section 5(b) read with Section 56 of the Banking Regulation Act, 1949 with immediate effect.

    3. On liquidation, every depositor would be entitled to receive deposit insurance claim amount of his/her deposits up to a monetary ceiling of ₹5,00,000/- (Rupees five lakh only) from Deposit Insurance and Credit Guarantee Corporation (DICGC) subject to the provisions of DICGC Act, 1961. As per the data submitted by the bank, 97.79% of the depositors are entitled to receive full amount of their deposits from DICGC. As on January 31, 2025 DICGC has already paid ₹5.41 crore of the total insured deposits under the provisions of Section 18A of the DICGC Act, 1961 based on the willingness received from the concerned depositors of the bank.

    Countries across the Asia-Pacific region have agreed to intensify cooperation to drive sustainable and resilient urban development, adopting a new resolution at the close of the 81st session of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) today. The resolution highlights the urgency of addressing challenges such as climate risks, infrastructure gaps, overcrowding and social inequalities amid fast-paced urbanization.

    “The solutions lie within the diversity of our region,” shared United Nations Under-Secretary-General and Executive Secretary of ESCAP Armida Salsiah Alisjahbana in her closing remarks. “We have deftly navigated through past crises and emerged stronger together. Our capabilities will provide solutions to our contemporary challenges and allow us to anticipate those that have yet to emerge.”

    Governments committed to expanding regional and subregional partnerships to share know-how, align urban policies with the Sustainable Development Goals, and support local authorities in building livable and inclusive cities. The resolution calls for greater investment in digital innovation, low-carbon transport, nature-based solutions and climate- and disaster-resilient infrastructure.

    The resolution also recognizes the critical role of city leaders and community networks in shaping urban futures. It encourages local action through integrated planning, sustainable financing and climate-smart strategies that respond to unique national and local contexts.

    As the region becomes increasingly urban, countries emphasized the importance of ensuring equitable access to services for all, advancing gender equality, and creating employment and entrepreneurship opportunities that leave no one behind.

    A second resolution adopted at the session responds to intensifying water-related challenges driven by climate change in the region. ESCAP member States expressed concern over increasing water stress, the growing frequency and severity of water-related disasters, and the alarming retreat of mountain glaciers and thawing permafrost, which threaten both ecosystems and livelihoods. It urges countries to adopt integrated water management approaches, enhance institutional capacity, invest in resilient infrastructure, and involve youth, civil society and communities in decision-making.

    Another key outcome from the session focuses on the need for targeted international support to help middle-income countries address ongoing development hurdles. The adopted text advocates moving beyond income-based metrics by incorporating vulnerability indices and underscores the value of South-South and triangular cooperation, while reiterating that these efforts must complement, not replace, North-South cooperation. Countries additionally adopted a fourth ESCAP resolution reaffirming their commitment to advancing digital inclusion and transformation in the region.

    Around a thousand delegates from 43 member States, associate members and observer countries as well as various stakeholder groups and international organizations attended the session held from 21 to 25 April in Bangkok.

    The Economic and Social Commission for Asia and the Pacific (ESCAP) is the most inclusive intergovernmental platform in the Asia-Pacific region. The Commission promotes cooperation among its 53 member States and 9 associate members in pursuit of solutions to sustainable development challenges. ESCAP is one of the five regional commissions of the United Nations.

    Stark figures from the Chartered Institute for Personnel and Development show that over half of women experiencing menopause (53 per cent) have not been able to attend work due to their symptoms, with 10 per cent leaving work for good – costing businesses around £1.5 billion every year.

    Convened by the government’s Menopause Employment Ambassador, Mariella Frostrup, the group discussed the impact menopause can have on workers, current efforts to support women in work and businesses can work in partnership with government to ensure women don’t fall out of the work force due to menopause.

    It comes alongside the government’s wider efforts to break down barriers to work, keep people in work and create a thriving and inclusive labour market which is central to unlocking economic growth as part of the plan for change.

    Work and Pensions Secretary Liz Kendall said:

    “For too long working women have suffered in silence or stopped working when they experience the menopause – a completely natural and normal part of life.

    “A taboo and lack of understanding is holding back our nation’s growth and it’s time to tackle it head on.

    “The first ever independent Menopause Advisory Group will bring together huge knowledge and experience on this vital issue so we can give women the support they need to remain and thrive in work, putting money in people’s pockets and delivering growth for our economy as part of the Plan for Change.”

    I’m delighted to have this incredible group of professionals helping me ensure that women in midlife, a time when we often have to balance so much responsibility, are properly supported at work.

    The launch of the group comes as the government steers its flagship Employment Rights Bill through Parliament. As well as boosting workers’ rights and protections, the Bill also includes landmark legislation that requires large employers with more than 250 employees to produce and publish Menopause Action Plans detailing how they will support employees through the menopause.

    The government has also started work on its £240 million Get Britain Working plans, launching the first two trailblazers to tackle inactivity in South Yorkshire and Wales in recent weeks with the reforms set to transform Jobcentres to focus on people’s skills and careers, guarantee young people the chance to earn or learn and provide mental health support to help people to start and stay in work.

    Planning Inspectorate Performance update – April 2025

    Performance and other updates following the publication of our latest official statistics release.

    Every three months, we publish the latest official statistics on appeals performance, which represent the greatest volume (in terms of number of cases) of the work of the Planning Inspectorate. 

    We also update the appeals handling times data to give customers the latest information on the average time it takes to receive a decision and provide an update on our other main casework areas. 

    The latest set of performance statistics shows quicker decision times in some areas of casework and demonstrates the positive impact of work to reduce the number of open cases we carry. 

    Appeals 

    In each month of the last quarter (Jan, Feb and March 2025) we have closed more cases than we have received. We now have 12,086 open cases down from 13,293 a year ago (March 2024). 

    We have made 18,346 appeal decisions in the last 12 months up to the end of March 2025. In March we made 1,736 decisions, more than 200 more than the 12-month average of 1,529.  

    Our appeal cases are dealt with in one of three ways: written representations, hearings, or inquiries. Ministerial performance measures include an expectation to reduce average decision times over time and make our decision speeds more consistent. All our decision times are measured from the day we receive a valid appeal through to the day we issue a decision. This is the same approach as Local Planning Authorities. 

    We continue to focus on reducing our overall open caseload of appeals and making our decision times more consistent, especially planning and enforcement appeals decided after an exchange of written evidence. 

    Median decision times 

    The median decision time for cases decided over the past 12 months was 27 weeks. 

    At the end of March decision times for planning cases decided by written representations and hearing were both below the 12-month average, as were enforcement cases decided by inquiry.

    •  8 where we are preparing our recommendation. 
    •  6 where the relevant Secretary of State is considering our recommendation.

    There are currently 61 live Local Plan examinations in progress.

    Program to Empower Youth to Take Lead in Giving New Identity to Border Villages and Transform India’s Frontier Communities

    The Viksit Vibrant Villages Program is a joint initiative aimed at revitalizing India’s remote border regions. Spearheaded by the Ministry of Youth Affairs and Sports, in coordination with the Ministry of Home Affairs, the program will be implemented with support from local governance bodies and the Indo-Tibetan Border Police (ITBP). It will focus on Leh-Ladakh, Himachal Pradesh, and Uttarakhand, taking place from 15th to 30th May 2025.

    This initiative will empower youth by involving 500 MY Bharat volunteers from across the country, who will work directly with communities in 100 selected villages. These volunteers will drive grassroots engagement and community development through a variety of initiatives, ranging from educational support and infrastructure enhancement to healthcare and cultural preservation. By engaging local residents and leveraging the strength of youth leadership, the program aims to bring long-lasting, positive transformation to these border areas.

    Registration for the Viksit Vibrant Villages Program officially commenced on 23rd April 2025 via the MY Bharat Portal. Volunteers from across India are encouraged to apply for this transformative opportunity. 10 MY Bharat volunteers will be selected from the Union Territories and 15 from each participating state. In total, 500 volunteers will be chosen to serve as the backbone of the program, leading and coordinating activities within the villages.

    As part of this program, immersive learning journeys, cultural exchange programs, and grassroots development projects are being rolled out, allowing the youth to directly interact with the unique socio-cultural and strategic fabric of India’s border regions.

    The program will unfold over 7 days, with each day dedicated to a distinct domain of community development. The activities will include, but are not limited to:

    1. Community Engagement

    2. Youth Leadership Development

    3. Cultural Promotion

    4. Healthcare Awareness and Support

    5. Skill-building and Education

    6. Environment Protection Best Practices

    7. Career Counselling Sessions

    8. Fitness Activities like Sports, Yoga, Meditation, etc

    9. Open Mic, Essay, Fireside Chat, etc on My Dream India

    Knowledge Transfer and National Consciousness

    Through this program, young citizens will have the opportunity to explore and document the heritage, resilience, and potential of border communities. These experiences, when shared through digital platforms, community discussions, and institutional presentations, will ensure that the voices of India’s frontier residents reach wider national and global audiences.

    The initiative encourages youth to not only witness but actively contribute to the development of these areas – be it through innovative projects in education, entrepreneurship, sustainable agriculture, or local governance. This interaction cultivates mutual respect, deeper national unity, and the emergence of border villages as ‘cultural beacons’ rather than isolated outposts.

    From Forgotten to Celebrated: Giving Border Villages a New Identity

    The program seeks to dismantle the long-held stereotype of border villages being “the last on the map.” Instead, it celebrates them as ‘first villages’ in the journey toward Viksit Bharat  by 2047. Through sustained youth involvement, these villages will be given a platform to showcase their language, art, music, architecture, and stories – redefining their identity from that of a geopolitical buffer to centers of heritage, innovation, and national pride. The Viksit Vibrant Villages program is not just a government effort – it is a generational mission to ensure that development, identity, and dignity ow to every corner of the country, with the youth leading the way.

    To kick-start this initiative, the Ministry will conduct an orientation program in Delhi, where all selected volunteers will undergo an intensive briefing and training session. This orientation will ensure that the volunteers are well-prepared to carry out the program’s objectives and equipped with the necessary knowledge to engage with local communities effectively. The orientation program will provide a unique opportunity for the volunteers to develop crucial leadership skills, gain deeper insights into rural community needs, and learn how to coordinate their efforts with the local governance systems.

    This structure aims to provide a well-rounded learning experience for volunteers, ensuring that they not only contribute to village transformation but also grow personally and professionally throughout the program. This initiative will serve as a catalyst for positive change in the border regions of India, empowering the youth to become active participants in nation-building. By providing youth with the platform to engage directly with local communities, the program seeks to foster a spirit of National integration, cultural pride, and strategic development.

    Starting today, the public can use the Hong Kong Cross-boundary Public Services self-service kiosk located on 1/F, Zhongshan Government Service Center to access various public services of Hong Kong. The opening hours of the kiosk in the Center are 9am to noon and 1.30pm to 5pm, Monday to Friday (except public holidays on the Mainland).     “I love you Mom because you take me out to play…”

    Moksh’s mother had tears in her eyes when she read this simple, loving, and heartwarming note written by her son in uneven letters and wobbly handwriting. Though it seems like just ten simple words written by a kid to his mother. But behind those words lies a powerful story of love, waiting, and hope.

    Moksh was born with a condition called “knock knees,” which made his legs bend inward. He was left at a Child Care Institution when he was just a day old unaware of anything in this new world. He was put up for adoption. For four years, families walked in and out of his life—pausing, hesitating, moving on. His condition was listed on the form. And that was often the end of the conversation.

    Until one day, it wasn’t.

    In 2021, a couple saw him, not the label, not the diagnosis, but ‘Their child.’ To them, he wasn’t a problem to solve, he was their son, waiting for them from the day he was born. The second wave of COVID-19 made the wait even longer. But they didn’t let him go, they stayed—through video calls, telling him bedtime stories through screens, making him smile from far away and patiently waiting to hold him in their arms.

    Finally, before the New Year, Moksh came home. His new parents enrolled him in swimming to help his legs, took him for regular check-ups, and gave him love and care. Today, Moksh is not just healthy—he’s thriving. He learned to swim, act in plays, and most of all, fly through the air in parkour, that bold sport of leaps and climbs and courage. From a child once left behind… to being named ‘Student of the Month’.  

    Moksh’s story is one of love triumphing over hesitation. And across India, many more stories like his are finally being written. Over the years, legal adoptions in India have seen a boost with families coming forward to give home to orphaned children. In FY 2024-25, India saw a record 4,515 adoptions—the highest in nearly a decade. Of these, 4,155 were domestic, marking a powerful shift in societal attitudes. It’s no longer rare for Indian families to adopt. It’s becoming a choice made with open hearts and open arms.

    The Promise of Legal Adoption

    Driving this transformation is the Central Adoption Resource Authority (CARA), with its mission to ensure no child is left behind. The statutory body under the Ministry of Women and Child Development ensures that adoptions should happen legally and ethically to safeguard innocent children.

    It functions as the nodal body for the adoption of Indian children and is mandated to monitor and regulate in-country and inter-country adoptions. It is designated as the Central Authority to deal with inter-country adoptions by the provisions of the Hague Convention on Inter-country Adoption, 1993, ratified by the Government of India in 2003. CARA primarily deals with the adoption of orphan, abandoned, and surrendered children through its associated /recognized adoption agencies. CARA is working day and night through on-ground activities, training sessions, and social media campaigns to promote legal adoptions. As adoption is not just about legal contracts, it is more of an emotional journey that both parents and child take together, the process becomes even more important.  

    Before planning to adopt, the Prospective Adoptive Parents must go through the eligibility criteria mentioned on CARA’s website. Illegal adoption is concerning as it amounts to child trafficking and is a punishable offense under The Juvenile Justice (Care and Protection of Children) Amendment Act, 2021.

    Illegal Adoption refers to taking direct, immediate and unsolicited custody of a child in need of care and protection.

    More Children, More Hope

    For years, one of the biggest hurdles in adoption was the gap between children in need and parents willing to adopt. But 2023–24 marked a turning point.

    • Over 8,500 children were identified and added to the adoption pool—many of them from institutions where they had long waited to be seen, chosen, and loved. 
    • 245 new agencies were added to CARA’s network, making adoption more accessible than ever.

    These are not just policy wins—they are acts of restoration. Every child added to the list represents a new possibility for connection, belonging, and a chance to be a child again.

         The Census and Statistics Department (C&SD) released today (April 25) the results of the Quarterly Business Tendency Survey for the second quarter (Q2) of 2025.
     
    Business Situation
     
         For all surveyed sectors taken together, the proportion of respondents expecting their business situation to be better (9%) in Q2 2025 over the preceding quarter is lower than that expecting it to be worse (18%). 
      
         When compared with the results of the Q1 2025 survey round, the proportion of respondents expecting a better business situation in Q2 2025 is 9%, broadly the same as the corresponding proportion in Q1 2025. On the other hand, the proportion of respondents expecting a worse business situation had slightly decreased from 19% in Q1 2025 to 18% in Q2 2025.
     
         Analysed by sector, respondents in most of the surveyed sectors expect their business situation to decrease on balance in Q2 2025 as compared with Q1 2025. In particular, significantly more respondents in the accommodation and food services and transportation, storage and courier services sectors expect their business situation to be worse in Q2 2025 as compared with Q1 2025.
     
         The results of the survey should be interpreted with care. In this type of survey on expectations, the views collected in the survey are affected by the events in the community occurring around the time of enumeration, and it is difficult to establish precisely the extent to which respondents’ perception of the future accords with the underlying trends. The enumeration period for this survey round was from March 4, 2025 to April 10, 2025. 
     
    Volume of Business / Output
     
         Respondents in all of the surveyed sectors expect their volume of business/ output to decrease on balance or remain broadly unchanged in Q2 2025 as compared with Q1 2025. In particular, significantly more respondents in the accommodation and food services sector expect their volume of business to decrease in Q2 2025 over Q1 2025.
     
    Employment
     
         Respondents in most of the surveyed sectors expect their employment to decrease on balance or remain broadly unchanged in Q2 2025 as compared with Q1 2025. In particular, more respondents in the accommodation and food services and construction sectors expect their employment to decrease in Q2 2025 over Q1 2025. In the real estate sector, however, more respondents expect their employment to increase, as compared to those expecting it to decrease.
     
    Selling Price/ Service Charge
     
         Respondents in most of the surveyed sectors expect their selling prices/ service charges to remain broadly unchanged in Q2 2025 as compared with Q1 2025. However, significantly more respondents in the construction and accommodation and food services sectors expect their tender prices/ charges for services rendered/ prices of food provided to go down in Q2 2025 over Q1 2025.
     
    Commentary
     
         A Government spokesman said that according to the survey conducted earlier, the near-term business outlook and hiring appetite among large enterprises for the second quarter of 2025 were largely stable compared with expectations for the previous quarter.  
     
         The spokesman pointed out that the survey captured largely the views of enterprises before the abrupt escalation of trade tensions due to the significant increases in import tariffs by the US in early April. Looking forward, as the downside risk and uncertainties of the global economy have increased notably, business sentiment should be subject to pressure. The Government has been providing support to enterprises through various measures, and will monitor the situation closely. 
     
    Further Information
     
         The survey gathers views on short-term business performance from the senior management of about 570 prominent establishments in various sectors in Hong Kong with a view to providing a quick reference, with minimum time lag, for predicting the short-term future economic performance of the local economy.
     
         The survey covers 10 major sectors in Hong Kong, namely manufacturing; construction; import / export trade and wholesale; retail; accommodation and food services (mainly covering services rendered by hotels and restaurants); transportation, storage and courier services; information and communications; financing and insurance; real estate; and professional and business services sectors.
     
         Views collected in the survey refer only to those of respondents on their own establishments rather than those on the respective sectors they are engaged in, and are limited to the expected direction of quarter-to-quarter change (e.g. “up”, “same” or “down”) but not the magnitude of change. In collecting views on the quarter-to-quarter changes, if the variable in question is subject to seasonal variations, respondents are asked to provide the expected changes after excluding the normal seasonal variations.
     
         Survey results are generally presented as “net balance”, i.e. the difference between the percentage of respondents choosing “up” and that choosing “down”. The percentage distribution of respondents among various response categories (e.g. “up”, “same” and “down”) reflects how varied their business expectations are. The “net balance”, with its appropriate sign, indicates the direction of expected change in the variable concerned. A positive sign indicates a likely upward trend while a negative sign indicates a likely downward trend. However, the magnitude of the “net balance” reflects only the prevalence of optimism or pessimism, but not the magnitude of expected change, since information relating to such magnitude is not collected in the survey.
     
         Furthermore, owing to sample size constraint, care should be taken in interpreting survey results involving a small percentage (e.g. less than 10%) of respondents in individual sectors.
     
         Chart 1 shows the views on expected changes in business situation for the period Q2 2024 to Q2 2025.
     
         Table 1 shows the net balances of views on expectations in respect of different variables for Q2 2025.

    The recent decision to further increase fares for subsidised sea connections to the smaller Sicilian islands (up 72 % since 2022), coupled with the simultaneous reduction of services, raises serious concerns for local communities and tourism accessibility.

    Federconsumatori[1][2] has pointed out that those increases in prices penalise local economies and violate the European principle of mobility and accessibility of essential public services, enshrined in Regulation (EEC) No 3577/92, as well as the objectives of territorial cohesion laid down in the TFEU.

    The current financing system for public service routes is not enough to contain price hikes.

    In the light of the above, I ask the Commission:

    • 1.Does it believe that Regulation (EEC) No 3577/92 is compatible with the current pricing policy adopted for sea connections to the smaller Sicilian islands, given the severe disadvantage those islands are at as a result of their insularity?
    • 2.What steps can it take to provide more transparency in the procedures for reviewing subsidies for maritime services in the public interest?

    There have been reports that a large number of property transactions have been carried out along Greece’s border with Türkiye by Turkish-controlled companies or European citizens of Turkish origin[1].

    Local government representatives have even made direct reference to a Muslim colonisation of Evros[2].

    At the same time, it is well known that Article 63 of the Treaty on the Functioning of the European Union prohibits all restrictions on the movement of capital between EU Member States and between Member States and non-EU countries, ‘unless they are necessary for legitimate public interests’.

    Organisers of this year’s City of Derry Jazz & Big Band Festival are delighted to launch the Guinness Jazz Trail, making it easier for guests to plan and enjoy their weekend of music.

    Let the Guinness Jazz Trail do all the work for you this year, showing you around the many exciting performances that are taking place in the city.

    Kicking off next week, The City of Derry Jazz and Big Band Festival will fill venues across the walled city with world-class performances and thousands of music lovers attending from Thursday 1st until Monday 5th  May.

    The Guinness Jazz Trail is now live and will be your go-to guide to all that’s happening throughout the five-day music spectacular, which this year features an impressive 400 musical performers taking place across 65 venues.

    The entire line up can be accessed online via the official website, while daily listings will be posted on social media, making it easy and accessible for everyone.

    Jazz Festival Coordinator with Council, Aisling McCallion, said they were delighted to launch the Guinness Jazz Trail and hoped it helped everyone make the most of the weekend.

    Edinburgh residents are being urged to check their cost-of-living support to claim everything they are entitled to.

    With 80,000 people living in poverty in Edinburgh – including close to a quarter of all children – tackling inequality and preventing poverty remains one of the biggest challenges facing the capital.

    As it’s revealed that households could be owed up to £80 million in unclaimed benefits in Edinburgh, the council has rolled out two new self-help tools to make it easier for people to check what they’re owed.

    A DIY benefits calculator, Entitled To, and a one-stop-shop for other forms of financial support, Lightning Reach, have been made available online.

    A campaign has been launched to highlight these tools, urging residents not to leave their household budgets to chance.

    It’s a worrying time for lots of people who are struggling with rising costs and we want to make sure that every household is claiming all the benefits they are entitled to. If you go online, you’ll find our DIY benefits calculator which makes it straightforward to check what you might be owed, so that you can then apply for support.

    Our efforts to tackle poverty in Edinburgh have put almost £24 million into the pockets of those who need it most, but around £80 million in benefits remains unclaimed. It’s my hope that this campaign will help to challenge the barriers – stigma, complexity and lack of awareness – that prevent people from accessing the support they should be getting. I urge everyone to check their cost-of-living support and to get in touch for more advice or support as needed.

    Linda, 59, has been a full-time-carer for her brother since their mother passed away almost 10 years ago.

    She said:

    I worked from the age of 17 and in my late 20’s I bought my own home and a car. But in 2015, my mother suddenly became unwell. She spent six months in intensive care on a ventilator and then passed away. I very suddenly became a full time carer for my brother, who has additional support needs. I had to stop working and sell my house to go live with him and my life changed completely.

    I went from ‘having it all’ – a job, a house, holidays and savings – to having next to nothing. The stigma associated with having to ask for help and being judged for having to rely on benefits has probably been the hardest part.

    I wish I had sought help earlier than I did. I wish I had set my pride and feelings of shame aside and realised that asking for help is not a bad thing. When life events happen that turn your world upside down, there is help available. The hardest part is knowing where to look to find that help – it can be very challenging – and accepting that there is no stigma in asking.

    Progress to End Poverty in Edinburgh

    This July will mark the mid-point between the publication of the Edinburgh Poverty Commission’s final report and the city’s target to end poverty by 2030.

    By being part of End Poverty Edinburgh, I have had the opportunity to attend and speak at various meetings and events to raise awareness of the issues which those living in poverty have to face. We work closely with the council and others to improve customer experiences when seeking advice and help. We try to promote the help that is available which a lot of people aren’t aware of. Being part of this group has given me back a feeling of self worth.

    So far, positive collaboration on a range of initiatives between the council and partners has led to:

    •          Increasing access to grants and welfare advice by 20% over the last year

    •          Helping residents to receive almost £24 million in previously unclaimed benefits

    •          Supporting 5,000 people into work or learning (a 19% increase on the previous year)

    •          Driving down bills for 900 homes thanks to new energy efficiency measures

    •          Securing savings worth £206k for tenants through Energy Advice Support (an average of £428 per household)

    •          Helping to prevent homelessness for 461 households

    •          Over 9,000 free school meal payments and nearly 8,400 clothing grant awards

    •          Supporting 95% of all pupils to reach positive destinations after school

    •          Encouraging payment of the living wage (up 80 in a year to 720 accredited employers)

    •          Agreeing Council contracts committed to paying the real Living Wage (96% of suppliers, up 14%)

    •          Introducing a new Regenerative Futures Fund, a third sector led programme bringing £15m of new investment.

    LEICESTER’S exciting new Roman visitor attraction is to open its doors to the public on Saturday 26 July.

    In just three months’ time, people will be able to see how the remains of the Roman bath house at Jewry Wall have been incorporated into a contemporary museum, with more than 100 Roman artefacts ­– all discovered in Leicester and Leicestershire – and the latest digital technology helping to bring Leicester’s Roman past to life.

    The Grade II listed building that housed the old museum and the former Vaughan College has been sensitively refurbished, with huge glass walls connecting the ancient Jewry Wall and the outdoor space with the modern exhibition space inside, and with a new pedestrian bridge from St Nicholas Circle making the building fully accessible for the first time.

    Inside the museum, an immersive film will welcome visitors with a journey through the excavated areas of Roman Leicester, while interactive displays, games and projections will allow visitors to explore the 2nd century site, transporting them back in time to experience everyday life in Leicester as it was around 2,000 years ago.

    Characterisations of the buildings and the people of Roman Leicester, created by artist Scott Tetlow, will help to animate the story, giving visitors an insight into the public and private lives of the residents of Ratae Corieltauvorum ­ – the Roman name for the city of Leicester.

    Managed by the same team responsible for the award-winning King Richard III Visitor Centre, the museum will also boast an attractive café – overlooking the remains of the Roman bath house – which will be open to the public every day, without the need to buy an admission ticket.

    “It’s fair to say that this project has faced more than its fair share of challenges, with a global pandemic and not one but two key contractors going out of business during the construction phase, so I’m delighted that we can now – finally – look forward to the opening of this brilliant new attraction for Leicester,” said City Mayor Peter Soulsby.

    “Everything that will be on display in the new museum has been discovered right here in Leicester and Leicestershire, from the Blackfriars Mosaic that’s been described as one of the finest mosaics found in Roman Britain, to a beautifully crafted bronze key handle that depicts a man grappling with a lion, uncovered by archaeologists right next to Jewry Wall on Great Central Street in 2016.

    “The opening of the new museum on Saturday 26 July means that Leicester can finally shout about its Roman roots, offering visitors another must-see attraction in our historic city and making local people even more proud of Leicester’s extraordinary 2,000-year history.”

    A joint ticket is also available for those who wish to visit both the Jewry Wall Museum and the King Richard III Visitor Centre, with adult tickets for both attractions costing £23 and a family ticket priced at £62.

    All tickets provide visitors with a Roman Explorer Pass, which gives access to the museum for a whole year. Subject to conditions, people can book as many visits as they like in a 12-month period, enjoying special events and re-enactment activities without having to pay again.

    Anyone who is fascinated by Leicester’s Roman history doesn’t need to wait until July to find out more about the city’s past. Tomorrow (Saturday 26 April) and Sunday (27 April), Leicester’s historic centre will be transformed for the annual Old Town Festival, which this year has a Roman theme.
