  • MIL-OSI USA: Congressman Nick Langworthy Introduces Bill to Support the Wellbeing of Family Caregivers

    WASHINGTON, D.C. – Today, Congressman Nick Langworthy (NY-23) introduced the bipartisan H.R. 2560, the Lifespan Respite Care Reauthorization Act, which would extend funding for programs that provide short-term relief to unpaid caregivers who look after people with disabilities or chronic conditions. Congressman Langworthy is joined by co-lead Rep. Tokuda (D-HI) in introducing this bill. Senators Susan Collins (R-ME) and Tammy Baldwin (D-WI) introduced the companion to this bill in the Senate. 

     

    “Too often we see family members who are full time caregivers on top of the other responsibilities of life. While this is selfless and heroic work, it is often financially and emotionally taxing on the entire family,” said Congressman Langworthy. “Respite care helps to reduce mental stress and physical health issues that family caregivers may experience, keeping them healthy and families intact.”

     

    Specifically, the bill reauthorizes funding for the Lifespan Respite Care Program through fiscal year 2029. The Lifespan Respite Care Program plays a crucial role in supporting caregivers and enhancing the overall quality of life for individuals with chronic conditions or disabilities, such as Alzheimer’s or dementia. By providing funding opportunities to states and programs, these programs offer caregivers a temporary break from the heavy physical, mental, and financial tolls associate with caregiving that, all too often, go unnoticed. This can, in turn, improve the quality of life for both caregivers and individuals living with chronic illness. 

     

    “In rural areas, where access to healthcare and respite services can be very limited, caregivers go above and beyond to provide essential care to loved ones with disabilities and chronic conditions. The Lifespan Respite Care Reauthorization Act provides much-needed support to the unsung heroes of our communities,” said Rep.   • MIL-OSI United Nations: Accountability for missing persons is ‘crucial’: UN human rights chief

    2024 saw the highest increase in missing persons in at least two decades, with 56,559 new cases recorded, according to the International Committee of the Red Cross.

    That’s one of the alarming updates shared by Volker Türk during a General Assembly briefing on Wednesday, the first informal meeting dedicated to the issue of the thousands who go missing after being targeted each year.

    The High Commissioner for Human Rights urged Member States to do more to address the “unprecedented” rise in disappearances, largely driven by armed conflict and growing disregard for international humanitarian law.

    Persistent impunity for violations of international humanitarian law fuels more abuses,” he told delegates, calling the scale of the crisis “enormous”.

    While the meeting focused on missing persons in armed conflict, disappearances today are also linked to State repression, counter-terrorism measures, migration and the targeting of dissidents and human rights defenders.

    “It is precisely in circumstances of conflict, instability, and repression that people are

    likely to go missing,” Mr. Türk stressed. “Accountability for those violations is crucial.

    Echoing this sentiment, the President of the General Assembly, Philémon Yang, insisted: “We have a moral responsibility to determine and find every missing person.

    ‘Tip of a very large iceberg’

    The Working Group on Enforced and Involuntary Disappearances has handled more than 62,000 cases across 115 countries in the past 45 years. “Sadly, this is just the tip of a very large iceberg,” said Mr. Türk.

    Mr. Yang expressed that these figures demand “that we take decisive steps to lessen the hardship and distress.”

    The High Commissioner pointed to recent momentum in addressing the issue, including this year’s UN-organized First World Congress on Enforced Disappearances, where governments, civil society and victims’ groups gathered in a show of global solidarity.

    A call for stronger frameworks

    Mr. Türk outlined three key areas for action, beginning with the need to strengthen and implement international human rights frameworks.

    He urged States to ratify and implement the International Convention for the Protection of All Persons from Enforced Disappearance, adopted in 2006 and described as the “key global agreement” on the issue. Only 77 countries have ratified it so far.

    The Convention guarantees the right to know the truth about the fate and whereabouts of disappeared persons and the progress of investigations – “exactly what family members need and demand,” said Mr. Türk.

    “We must pursue justice and other forms of accountability,” continued Mr. Türk, pointing to widespread impunity as a major obstacle to reparations for victims.

    For families, accountability begins with knowing the truth about the fate of their loved ones, regardless of how they went missing,” he said.

    He called on States to thoroughly investigate cases, bring perpetrators to justice and build up forensic, judicial and law enforcement institutions to ensure proper identification.

    Centre the victims

    Mr. Türk said placing victims at the heart of the response is crucial. He emphasised the critical role of families, especially women, who often lead the search for loved ones in precarious and dangerous circumstances.

    “In some cases, the law prevents them from obtaining the documents needed to exercise their rights to health, to education, or to property,” Mr. Türk noted, which leaves them stigmatised and at risk of falling into poverty.

    Family members are often ignored, disbelieved, or intimidated into silence. “They must feel able – and safe – to speak out for their missing relatives, at home and abroad,” Mr. Türk insisted.

    Momentum for change

    International efforts can make a real difference, the High Commissioner said, referencing the recent creation of the Independent Institution on Missing Persons in the Syrian Arab Republic, established to clarify the fate of missing persons in the country and support survivors and their families.

    In February, the institution’s head visited Damascus and met dozens of families – some of whom were being asked about their missing loved ones for the first time ever.

    ‘Our common humanity demands it’

    Concluding his remarks, Mr. Türk reaffirmed the commitment of his Office to support victims and help States meet their obligations.

    OHCHR continues to promote the ratification and implementation of the Convention, follow up on individual cases and connect victims with UN human rights mechanisms.

    “We all have a role to play,” he said. “We must commit, together, to doing more for truth and justice, in solidarity with victims everywhere. Our common humanity demands it.

  • MIL-OSI Security: New Kensington Man Sentenced to Six Years in Prison for Cocaine Trafficking

    JOHNSTOWN, Pa. – A resident of New Kensington, Pennsylvania, was sentenced in federal court to 72 months in prison, to be followed by four years of supervised release, on his conviction of conspiracy to distribute and possession with intent to distribute cocaine, Acting United States Attorney Troy Rivetti announced today.

    United States District Judge Marilyn J. Horan imposed the sentence on Keith Hurst, 48.

    According to information presented to the Court, from in and around August 2022 to in and around March 2023, in the Western District of Pennsylvania, Hurst conspired with others to distribute and possess with intent to distribute 500 grams or more of cocaine. Hurst was intercepted on a federal wiretap obtaining quantities of cocaine that he distributed to others.

    Assistant United States Attorney Arnold P. Bernard Jr. prosecuted this case on behalf of the government.

    Acting United States Attorney Rivetti commended the Federal Bureau of Investigation’s Laurel Highlands Resident Agency and Homeland Security Investigations for the investigation leading to the successful prosecution of Hurst. Additional agencies participating in the investigation included the Bureau of Alcohol, Tobacco, Firearms and Explosives, Internal Revenue Service – Criminal Investigation, United States Postal Inspection Service, and other local law enforcement agencies.

    This prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

    WASHINGTON, D.C. – Today, a U.S. District Court judge in New York dismissed the corruption case, with prejudice, against Eric Adams, Mayor of New York City, blocking future legal action against Mr. Adams. This follows Trump allies at the Department of Justice (DOJ) making an unprecedented request to dismiss the case, leading to the resignation of career senior prosecutors at the DOJ. 
    Recent reporting raises questions as to whether Todd Blanche, now Deputy Attorney General, testified truthfully about his involvement in DOJ’s decision, while under oath during his nomination hearing in February. Mr. Blanche was asked by Senator Peter Welch (D-Vt.) about his knowledge of plans to dismiss the case against Mayor Adams, and similar questions were asked by Sens. Coons and Booker. Senators Welch and Coons this week led Democrats on the Senate Judiciary Committee in requesting documents from U.S. Attorney General Pam Bondi to determine the veracity of Mr. Blanche’s testimony before the Judiciary Committee.

  • MIL-OSI Security: Teenager convicted of multiple terrorism offences

    A man has pleaded guilty to a number of terrorism offences linked to sharing terrorist material online following an investigation by the Met’s Counter Terrorism Command.

    Leo Walby, 19 (08.08.2005) of Swanley, Kent, pleaded guilty at the Old Bailey on 2 April to six counts of dissemination of terrorist material, contrary to section 2 of the Terrorism Act (TACT), 2006. He also pleaded guilty to one count of failing to disclose a password, after being served notice, contrary to section 53, Regulation of Investigatory Powers Act (RIPA), 2000.

    Walby was arrested on 4 October, 2024, as part of a proactive investigation by officers from the Counter Terrorism Command. He was arrested at an address in Swanley, Kent and officers also carried out a search at the address and seized various digital devices.

    As the investigation progressed, officers found evidence that Walby had been sharing various posts sharing extreme Islamist-related terrorist material, including Daesh propaganda through various social media accounts he was controlling.

    Walby was charged on 5 October 2024, with six counts of disseminating terrorist material. As the investigation continued, officers also applied to the court for a ‘section 49 notice’ to compel Walby to provide them with a password to a cloud-based storage account he held.

    However, even after the notice was obtained from the court, Walby still refused to provide officers with the password, so he was subsequently charged with failing to provide the password, contrary to section 53, Regulation of Investigatory Powers Act (RIPA), 2000.

    Commander Dominic Murphy, head of the Met’s Counter Terrorism Command said: “Our investigation found that Walby was sharing various pieces of terrorist material across a number of social media accounts he was controlling. This kind of content can be extremely harmful, so where we identify people like Walby who are responsible for this, then we will take action and he is now facing the very serious consequences of doing this.

    “I’d encourage anyone who comes across extremist or terrorist material online to report it to our specialist team who will review to determine whether further police action is necessary and appropriate.”

    Anyone who sees what they believe to be extremist or terrorist-related material can report it via www.gov.uk/ACT.

    After pleading guilty to the above offences, Walby was remanded in custody and is due to appear for sentencing at the Old Bailey on 9 May.

  • MIL-OSI USA: Ciscomani Leads Effort to Increase Flexibility for Purple Heart Recipients

    WASHINGTON, D.C. – Congressman Juan Ciscomani is leading a bipartisan effort to get the U.S. Army to review regulations that prevent eligible veterans and service members from receiving one of our nation’s most distinguished military honors, the Purple Heart. 

    A Purple Heart is given to current and former members of the Armed Forces who’ve been wounded or killed as a result of enemy action while serving. But a gap in the regulations has barred thousands from receiving the honor, including at least one in Ciscomani’s 6th Congressional District. 

    Ciscomani meets with the Military Order of the Purple Heart

    “It simply isn’t fair,” said Ciscomani, a member of the House Veterans’ Affairs Committee. “I’ve personally met an Iraq War veteran who nearly gave his life serving our country and is prevented from even being considered for a Purple Heart because of regulations that may not reflect the realities of combat. This is wrong and it needs to change.” 

    Ciscomani and nine other members of Congress are urging Secretary of the Army Daniel Driscoll to review the regulations to provide greater flexibility when considering Purple Heart applications. 

    In a March 28 letter to Driscoll, the lawmakers wrote that veterans and service members who’ve been diagnosed with traumatic brain injuries have been denied a Purple Heart because they lack proper documentation.   

    The lawmakers wrote, “While we recognize the difficulty in establishing clear guidelines for every combat scenario, greater flexibility is urgently needed. The Army’s appeals process, which we fully support, can take over a year to resolve—an unacceptably long wait for veterans seeking proper recognition of their injuries.” 

    The Purple Heart is the oldest military award presented to American service members. It bears the likeness of President George Washington, who first presented an early version of the award in 1782. It was redesigned in 1932 at the direction of Gen. Douglas MacArthur. 

    According to Army Regulation 600-8-22, a Purple Heart can be presented to an individual who suffered a wound, injury, or death as a result of enemy or hostile act, international terrorist attack, or friendly fire. The individual must have also received treatment by medical officials and have official records of medical treatment. Unfortunately, that last requirement does not account for situations where a medical officer may not be present to provide treatment.  

    Joining Ciscomani in signing the letter are Jeff Hurd (R-CO), Brian Fitzpatrick (R-PA), Pat Fallon (R-TX), Diana Harshbarger (R-TN), Don Davis (D-NC), Jen Kiggans (R-VA), Scott Peters (D-CA), Tony Gonzales (R-TX), and Mike Haridopolos (R-FL).

    Dear Sec. Driscoll: 

    We are writing to express our concern regarding current Army regulations that are inhibiting veterans and service members nationwide from receiving proper consideration for a Purple Heart decoration from the United States Army. As you know, this honor is awarded to those who have sacrificed greatly in defense of our country and our freedoms, and therefore we take great care to ensure its proper consideration. 

    Specifically, we have concerns with Army Regulation 600-8-22, which governs the eligibility criteria to award the Purple Heart to individuals injured in the line of duty and its related impact on service members who were unable to be treated by a medical officer at the time of their injury. We have met with those whose vehicles were struck by IEDs or exposed to concussive blasts, resulting in diagnosed traumatic brain injury (TBI), and despite following the proper channels, their applications for a Purple Heart have been denied due to a lack of contemporaneous documentation, often through no fault of their own. 

    The regulation requires that each approved award of the Purple Heart must meet the following requirements: a) a wound, injury, or death as a result of enemy or hostile act, international terrorist attack, or friendly fire and b) treatment by medical officials and official records of said medical treatment. Unfortunately, the latter requirement does not account for the realities of combat, particularly in incidents where a medical officer may not have been present to provide treatment. Oftentimes, soldiers stationed at forward operating bases with limited medical capabilities may not receive treatment until they return to base or redeploy. 

    Further, in some cases service members are unaware that they need referrals for TBI treatment documented in their health records, creating significant barriers when applying for a Purple Heart. The nature of blast injuries means that symptoms do not always manifest immediately, making it even more difficult to obtain proper documentation at the time of the incident. Yet, these injuries have long-term consequences, affecting not only the individual’s health but also their ability to access care and benefits after service. 

    Additionally, other Army processes—such as referral to the Physical Evaluation Board (PEB)—or external entities like the VA have documented TBI diagnoses as a result of combat, medical retirements, and evidence of referrals for treatment for a veteran or service member, but the Department of the Army does not allow for the consideration of these forms of record. We believe that this evidence should be considered when determining initial Purple Heart eligibility, and yet they are often overlooked. 

    While we recognize the difficulty in establishing clear guidelines for every combat scenario, greater flexibility is urgently needed. The Army’s appeals process, which we fully support, can take over a year to resolve—an unacceptably long wait for veterans seeking proper recognition of their injuries. During this time, many of these veterans are left in limbo, waiting for decisions that impact not only their recognition of service but also their long-term well-being. Our offices stand ready to assist in expediting these appeals and advocating for regulatory adjustments to reduce unnecessary delays. 

    We urge you to review these regulations with partners in the Department of Veterans Affairs and look forward to your timely reply on how we can partner to move this process forward.

  • MIL-OSI Canada: Seizure of contraband and unauthorized items at Mountain Institution

    On March 27, 2025, as a result of the vigilance of staff members, a package containing contraband and unauthorized items was seized on the perimeter of Mountain Institution, a medium-security federal institution.

    The contraband and unauthorized items seized included methamphetamine, shatter, card readers, cell phones and charging cords, SIM cards, and tobacco. The total estimated institutional value of these seizures is $140,300.

     

    The police have been notified and the institution is investigating.

    The Correctional Service of Canada (CSC) uses a number of tools to prevent drugs from entering its institutions. These tools include ion scanners and drug-detector dogs to search buildings, personal property, inmates, and visitors.

     

    CSC is heightening measures to prevent contraband from entering its institutions in order to help ensure a safe and secure environment for everyone. CSC also works in partnership with the police to take action against those who attempt to introduce contraband into correctional institutions.

    CSC has also set up a telephone tip line for all federal institutions so that it may receive additional information about activities relating to security at CSC institutions. These activities may be related to drug use or trafficking that may threaten the safety and security of visitors, inmates, and staff members working at CSC institutions.

    The toll-free number, 1‑866‑780‑3784, helps ensure that the information shared is protected and that callers remain anonymous.

  • MIL-OSI Security: Fresh appeal following murder in Brixton

    Detectives investigating the murder of Troy Ramsundar in Brixton are continuing to appeal for information.

    Officers from the Met’s Specialist Crime Command leading the investigation into Troy’s murder have today released images of a distinctive backpack they are keen to locate.

    The backpack is a blue Herschel rucksack with brown strapping and a pink or orange striped lining. The backpack belonged to the suspect and we believe he may have discarded it in or around the vicinity of Brockwell Park.

    The suspect entered the park from the Brixton Water Lane entrance at 05:15hrs on Thursday, 20 March and left by the junction of Norwood Road and Dulwich Road after approximately 30 minutes.

    The suspect was wearing and may have also discarded:

    • Dark outer jacket
    • Light (possibly grey) hooded top
    • Dark face-mask
    • Dark trousers
    • Dark shiny shoes
    • Gloves (possibly red / brown)

    Detectives are also keen to speak to anyone who was at the bus stop on Brixton Road (bus stop Q) between 04:30hrs and 05:15hrs on Thursday, 20 March. This bus stop is served by the 2, 3, 196, 415, 432, N2 & N3 buses.

    Detective Chief Inspector Brian Howie, from the Met’s Specialist Crime Command, who is leading the investigation, said: “My team continue to support Troy’s family who are inconsolable and are trying to understand why he was killed.

    “While we are making significant progress in our investigation, we continue to appeal for anyone who witnessed this incident and particularly anyone who has information about the bag and its contents to contact us.

    “Did you see Troy that evening? We believe that he was selling packets of crisps in the area, including to people at the bus stop. This may seem like an insignificant detail but we are hoping it may jog people’s memories.

    “My team are working tirelessly to piece together the events that took place on the morning of Thursday, 20 March. They will be conducting a witness appeal at 04:00hrs tomorrow in Brixton Road on the two-week anniversary of Troy’s death.

    “Please speak to them and share any information you may have. Help us to provide Troy’s family with the answers they need.”

    Police were called at approximately 05:10hrs on Thursday, 20 March to reports of a man suffering a stab injury in Brixton Road SW9.

    Officers and London Ambulance Service attended but despite their efforts Troy, aged 34, sadly died at the scene.

    Anyone with information that could assist police is asked to call 101 or message @MetCC on X giving the reference CAD843/20Mar. You can also provide information, or upload images and footage, through the online portal here .

    A mother received an especially warm welcome when she arrived at The Box today with her two daughters to discover she was the millionth visitor to come through the doors since the museum and gallery opened.

    This is a huge milestone for The Box, which has gone from strength to strength since opening during the pandemic in 2020.

  • MIL-OSI United Kingdom: Resurfacing marks final phase of Western Road improvements

    THE final phase of maintenance and improvements to a residential road in Leicester’s West End will begin next week.

    Leicester City Council will begin work to resurface Western Road – between its junctions with Braunstone Gate and Paton Street – from Wednesday 9 April.

    The work will require the stretch of road to be closed to traffic for up to nine days while work is carried out. A short, well-signposted diversion will be place. Parking will also be suspended.

    Access to properties and businesses will be maintained for deliveries.

    Work will also be carried out at the junction of Western Road and Briton Street, where adjustments will be made to give priority to vehicles and cycles from Briton Street.

    This will be the final phase of a £700,000 scheme that has improved footpaths along the length of the road and removed dropped kerbs that cut across the pavement, but which no longer provide access to parking or loading areas. Carriageway drainage improvements have also been carried out.

    Cllr Geoff Whittle, assistant city mayor for environment and transport, said: “The city’s road network needs regular maintenance and repairs to ensure it can cope with modern demands.

    “The work on Western Road will help improve a busy residential street and important local route to ensure it’s in good shape for years to come. This will benefit everyone who uses it.

    “The final phase of resurfacing will mean some disruption. While the road is closed for a few days, a clearly signposted diversion will be in place and the team will be working hard to keep disruption to a minimum.”

    The Western Road scheme is funded as part of the Connecting Leicester programme which is supported by the Department for Transport’s Transforming Cities Fund.

    Excellencies, Dear friends,

    I am truly sorry that I could not join you in person today but it is a true honor to open this third Global Disability Summit.

    More than that, I want to thank you for your leadership and commitment to shape a more just world.

    Expanding hope and opportunities for people with disabilities is close to my heart – and that of the Secretary-General.

    It is a matter of dignity… of humanity… of human rights.

    It is a test of our common values.

    And it is also plain common sense.

    When persons with disabilities can fully participate in society, societies are stronger.

    When we unlock potential and recognize talents, economies and communities thrive.

    When we advance human rights, all of humanity moves forward.

    Disability rights are human rights – and everyone one wins when we make them real.

    And so I thank the International Disability Alliance and the Governments of Germany and Jordan for bringing us together.

    You are meeting at a crucial time – with the 5-year clock ticking on the 2030 Agenda for Sustainable Development.

    I was involved in the shaping of that agenda – and saw firsthand how so many of you helped put the rights and hopes of persons with disabilities front and center.

    In doing so, you gave deeper meaning to the promise of leaving no one behind – and laid the foundation for the progress we strive to advance today.

    The Pact for the Future, adopted last year, reinforces that call for a more peaceful, inclusive, accessible and equitable world – with persons with disabilities a full and equal part of our shared effort to advance sustainable development, climate action and digital transformation.

    Yet today, we face a sobering truth.

    Progress is not just slow – in some cases, we are moving backward.

    The UN Disability and Development Report found that about 98 per cent of the SDG indicators for persons with disabilities are off track.

    This is far more than a statistic – it is a wake-up call.

    Persons with disabilities are being left behind.

    The world is failing them.

    We are seeing growing and stark inequalities across the board – with higher poverty, greater unemployment, deeper food and health insecurity and more limited access to digital technologies.

    Women, Indigenous Peoples, rural residents with disabilities, and persons with intellectual or psychosocial disabilities face even greater exclusion. 

    Not to mention those in humanitarian and emergency situations.

    In Gaza, Ukraine, Sudan and elsewhere, countless civilians have sustained permanent injuries and deep psychological trauma.

    Children with disabilities are especially vulnerable.

    Gaza alone has the highest number of child amputees in modern history.

    Too often, persons with disabilities also face inaccessible evacuation routes, shelters, and services – an assault on their human rights and dignity.  

    Many are deprived of the assistive devices critical to their survival.

    When I think of people with disabilities in conflict, I think of people like Mai.

    Mai was a young Palestinian, and a proud employee of the United Nations, living and working in Gaza.

    Mai did not let her muscular dystrophy or her wheelchair confine her dreams. 

    She was a top student, became a software developer and devoted her skills to working on information technology for the United Nations. 

    When given the opportunity, she excelled – bringing skill and determination to all she did.

    Unfortunately, she was killed along with her family in November 2023. 

    Her story still weighs heavily on our hearts.

    I share it not only to honour her memory, but because it reminds us both of what is possible when barriers are removed – and of the terrible truth that persons with disabilities are often among the first casualties in conflict.

    Excellencies,

    Ladies and gentlemen,

    Despite the challenges, we have much to build upon. 

    The Convention on the Rights of Persons with Disabilities has led to significant legislative progress worldwide.

    Yet, implementation is lagging.

    The problem is not always a lack of will, but a lack of resources.

    Nearly 90 per cent of developing countries have laws or policies protecting education for persons with disabilities – yet only about one-third of those countries have accessible schools.

    Meanwhile, almost half of all persons with disabilities in these countries face inaccessible transportation.

    Behind these figures are people. 

    Children shut out of classrooms. 

    Adults who cannot get to work. 

    Families denied essential services.

    This must change.

    And we must all be part of it.

    The United Nations is committed to leading by example.

    Our UN Disability Inclusion Strategy is striving to drive action across the system.

    We are working to strengthen institutional capacities, mainstream disability inclusion across our work, and expand employment opportunities for persons with disabilities.

    At the country level, we are working to ensure that our cooperation frameworks with governments are fully inclusive of the needs and rights of persons with disabilities.

    And we are committed to supporting Member States turn global commitments into local progress – for and with persons with disabilities.

    This Summit presents opportunities to strengthen cooperation with all partners – and reaffirm the leadership of organizations of persons with disabilities.

    Development assistance for disability inclusion has been growing – but it is still far from enough.

    And in today’s troubling context, it is under increasing threat.

    So too, perversely, is the very concept of accessibility.

    Developed countries, in particular, have a responsibility to step up support.

    Now is the time to recommit to the 2030 Agenda by:

    Securing decent work and dignified livelihoods;

    Fostering inclusive education and career opportunities;

    Building accessible and affordable housing;

    Promoting equitable health systems;

    And harnessing technologies that enable autonomous living for all.

    That means investing in inclusive public institutions;

    Empowering representative organizations as full partners in policy and implementation;

    And integrating disability inclusion into national development plans – backed by clear targets and real funding.

    Dear friends,

    I know so many of you have spent years, even decades, breaking down barriers, and opening doors – for all of us.

    Let this Summit help drive that action forward.       

    As we look ahead to the Second World Summit for Social Development in Qatar and beyond, let’s together send a clear message:

    Inclusion is not optional.

    Rights are not negotiable.

    Accessibility is essential.

    Promises made must be promises kept.

    Let’s keep fighting for the inclusive, just, sustainable future for all that our world needs.

  • MIL-OSI Canada: Saskatchewan Improves Cancer Care by Enhancing Oncology Drug Formulary

    Saskatchewan is improving patient care by approving 13 additional uses for existing drugs and adding 2 new drugs to the Saskatchewan Cancer Agency’s oncology drug formulary.

    The new drugs have been recommended by Canada’s Drug Agency Pan-Canadian Oncology Drug Review, negotiated through the pan-Canadian Pharmaceutical Alliance and will be available later this spring. Each drug was reviewed for efficacy and deemed to be of high quality. The addition of these oncology drugs will benefit more than 450 Saskatchewan residents who are undergoing cancer care in the province.

    “When new treatments are available and proven to be effective, we want to make them accessible to Saskatchewan residents,” Health Minister Jeremy Cockrill said. “We have increased funding for cancer care and treatment because we want patients to get the best possible care when they need it.”

    The Government of Saskatchewan’s 2025-26 Provincial Budget is providing $279 million to the Saskatchewan Cancer Agency, an increase of $30 million, or 12.2 per cent, over 2024-25 to ensure Saskatchewan patients have access to the most current and effective oncology drugs, therapies and treatment options. 

    “Adding these new drugs to the formulary ensures we continue to give the best treatment possible to our patients, providing more treatment options for our patients,” Saskatchewan Cancer Agency President and CEO Deb Bulych said.  

    The drugs being added to the oncology formulary, or having their use expanded, will treat a range of cancers, such as: leukemia, lung cancer, breast cancer, prostate cancer and others. The Saskatchewan Cancer Agency will be primarily responsible for the administration of these therapies.

    Gungahlin locals – with two legs and four – will soon have even more places to play.

    Kids are now enjoying the upgraded Burrumarra Avenue playground in Ngunnawal. The CaseyCommunity Recreation Park is well on its way and work will soon begin on the new dog park in Franklin.

    The suburb’s only fully fenced playground, the upgraded space provides more fun and accessible play opportunities for all ages and abilities.

    Casey Community Recreation Park

    Work continues on the Casey Community Recreation Park, which is scheduled to open around the middle of this year.

    The park is really taking shape with all play equipment now installed and construction continuing for the installation of the multi-purpose court, accessible toilet facilities and the picnic areas, as well as the carpark upgrades.

    The park will offer  a wide range of new recreation facilities, including:

    • shade structures, BBQ and picnic areas
    • play equipment for all abilities
    • design emphasising nature play
    • accessible toilet facilities
    • a multi-purpose court for different sports
    • a cricket net
    • a flying fox
    • 12 new parking spaces, including one accessible space, plus surface upgrades and new lighting
    • grassed areas including an amphitheatre and open play spaces.

  • MIL-OSI Australia: Take a virtual tour of the new CIT Woden campus

    A new video has been released to showcase this state-of-the-art public education and transport hub.

    Construction is ramping up at CIT Woden with Canberrans invited to suggest names for the three public green spaces surrounding the main building.

    A new video has also been released to showcase this state-of-the-art public education and transport hub. This helps the community picture these new areas and understand how the campus will interact with the new public transport interchange.

    The first of the three public spaces is a 169-metre-long boulevard running east-west. It features native landscaping and forms a critical pedestrian link between the interchange and the town centre. This central corridor will include a series of spaces for public seating, outdoor dining, and retail frontage.

    Situated at the northern end of the CIT Woden campus is a sunny 3700 square metre break out space for students and the public to enjoy. It includes canopy trees and gardens providing wind and sun protection, as well as dog clean-up facilities.

    The third public space at the western end is a welcoming 1295 square metre plaza. It is surrounded by a mix of native and non-native planting and features a gathering and ceremony space. There is also seating with charging ports, accessible paths and featured paving.

    Naming these spaces is an opportunity to connect people and places. It will also help to provide signage and wayfinding for students, staff and visitors across the CIT Woden Campus.

    The following themes are a guiding framework to help the public to think about possible names.

    • First Nations
    • Innovation
    • Education

    The community can put forward names under a single theme for all three public spaces or mix and match spaces, themes, and names.

    Canberrans can submit their naming suggestions on the ACT Government’s YourSay page. You can also present their ideas in person at pop-up information sessions being held at Westfield Woden, CIT Reid and CIT Bruce.

    A short-list of names will be reviewed by the CIT Woden place naming committee including representatives from First Nations advisory groups. The chosen names will be revealed later this year.

    With CIT Woden Campus opening in 2025, the community won’t have to wait long to start enjoying the public plazas and green spaces around the precinct.

  • MIL-OSI Australia: Proposed Dickson Shops upgrade revealed

    The design proposes a series of spaces that encourage socialisation and conversation.

    The draft design for the Dickson Shops upgrade is now available to view. The ACT Government is seeking feedback and suggestions from the community.

    The design enhances the unique identity and character of Dickson shops while providing much needed upgrades and improvements.

    Here are some of the elements included in the design:

    Safety and pedestrian experience

    The designs include enhanced lighting, upgraded paving and widened footpaths. Circulation spaces for pedestrians are included, with more seating opportunities and bicycle parking.

    The project proposes widening the pedestrian link from Cowper Street to the post office. It will also consider ways to improve the pedestrian crossing on Badham Street.

    Community connection

    Providing spaces for the community to gather and socialise is main feature of the design.

    It proposes decluttering Taglietti Square (the library plaza) and other courtyards. This would create more spacious, accessible and adaptable areas for small events and activities. This approach also supports outdoor dining.

    The design for the area south of the post office includes opportunities for incidental play. This will help to create a family-friendly space that is safety distanced from traffic.

    Existing artworks have been retained and repurposed in the proposal. The landscape design visually aligns with the iconic Dickson Heritage Library, designed by Enrico Taglietti.

    The plans propose reusing existing bricks as a feature in the paving design. This supports sustainability and respects the history of the area.

    Large mature trees have been kept and there is more greenery to mitigate urban heat.

    Consultation is open until 23 April 2024, with construction expected to begin in 2025.

  • MIL-OSI Security: Four Individuals Charged for Alleged Armed Robbery Spree

    LOS ANGELES—A federal grand jury returned an indictment Monday charging four individuals for their alleged involvement in an armed robbery spree in Oxnard, California.

    The following defendants are charged with conspiracy to interfere with commerce by robbery and interference with commerce by robbery (Hobbs Act):

    • Erasmo Jose Corral, 19, of Oxnard;
    • Wendy Xitlali Gutierrez, 21 , of Oxnard
    • Sylvia Martinez, 51 , of Oxnard and
    • Ramon Olvera, 29, of Oxnard

    According to the indictment, on January 4, 2025, Corral, Gutierrez, Martinez, and Olvera allegedly robbed a The Home Depot store in Oxnard, California and three days later, robbed a Walmart. According to court documents, on both occasions, Corral brandished a handgun and aimed it at store employees, as he and his co-conspirators fled with stolen items.

    Following the Walmart robbery on January 7, officers with the Oxnard Police Department located the suspects and conducted a traffic stop, resulting in the arrest of Corral and Gutierrez. During the search, officers reportedly discovered a loaded handgun in the vehicle that matched the handgun allegedly used in the robberies. Corral is not legally permitted to possess a firearm and ammunition because he was previously convicted of a felony and was on probation at the time of his arrest. Martinez and Olvera were arrested by officers with the Oxnard Police Department on March 29th and they were brought into federal custody yesterday.

    Corral was also charged with one count for possession with intent to distribute methamphetamine.

    An indictment contains allegations that a defendant has committed a crime. Every defendant is presumed to be innocent until and unless proven guilty in court.

    If convicted, Corral, Gutierrez, Martinez, and Olvera face a statutory maximum sentence of 20 years in federal prison for each Hobbs Act robbery count. Corral faces additional seven-year consecutive sentences for allegedly brandishing a firearm during each robbery, a statutory maximum of 15 years for felon in possession of a firearm and ammunition, and a statutory maximum 40 years for possession with intent to distribute at least 5 grams of methamphetamine. All defendants in this case are expected to remain in custody pending trial.

    The investigation is being conducted by the Ventura County Violent Crime Task Force, which includes the FBI, the Oxnard Police Department, and the Port Hueneme Police Department.

    Former Chairman and CEO Raised More Than $280 Million Using Forged Documents and Fake Revenue Projections

    Matthew Podolsky, the Acting United States Attorney for the Southern District of New York, and Christopher G. Raia, the Assistant Director in Charge of the New York Field Office of the Federal Bureau of Investigation (“FBI”), announced today the unsealing of an Indictment charging RANDY MILLER, former Chairman and President of Legacy Sports, and his son, CHAD MILLER, former CEO of Legacy Sports, with engaging in a scheme to defraud investors of more than $280 million in two municipal bond offerings. RANDY MILLER and CHAD MILLER were arrested today and will be presented tomorrow in the U.S. District Court for the District of Arizona. The case has been assigned to U.S. District Judge Lewis A. Kaplan. 

    Acting U.S. Attorney Matthew Podolsky said: “As alleged, Randy Miller and Chad Miller swindled investors out of over a quarter of a billion dollars by selling municipal bonds they knew were backed by forgeries and lies. Municipal bonds fund critical public projects and investors rely on accurate financial disclosures to make informed decisions. This Office is committed to protecting the integrity of the public finance system. When individuals abuse that system and investors’ trust, we will hold them accountable.”

    FBI Assistant Director in Charge Christopher G. Raia said: “Fathers and sons have found shared bonds in sports for generation. Randy and Chad Miller allegedly chose to use a planned sports complex as a means to exploit and defraud investors.  The Millers allegedly executed the scheme using fraudulent documents to lie about the status of the proposed project in order to raise hundreds of millions of dollars which they used to enrich themselves.  The FBI will continue to ensure a level playing field by holding fraudsters accountable in the criminal justice system.”

    According to the allegations contained in the Indictment:[1]

    From November 2019 through May 2023, RANDY MILLER and CHAD MILLER engaged in a scheme to defraud investors in municipal bonds used to fund the development of a major sports complex in Mesa, Arizona called Legacy Park. The defendants worked together and with others to lie to potential bond investors about the interest sports organizations and other potential customers had in using or relocating to Legacy Park. The defendants and their associates forged and altered purported “binding” letters of intent and other documents from those potential customers to make it appear that the customers were committing to holding many events at Legacy Park, with a significant number of spectators, and agreeing to pay large fees – all far beyond what the organizations were considering, if they were considering Legacy Park at all. In some instances, RANDY MILLER and CHAD MILLER signed and directed others to sign customers’ names without the customers’ knowledge or permission. At other times the defendants copied and directed others to copy the signatures of other customers onto the fabricated letters, again without the customers’ knowledge or permission. As part of their scheme, the defendants forged documents on behalf of numerous persons and organizations, including an organization that promotes sports for disabled athletes.

    RANDY MILLER and CHAD MILLER presented the fraudulent documents to prospective bond investors and incorporated them into their solicitation materials by claiming that Legacy Park would be 100% occupied at opening and would generate nearly $100 million in revenue in its first year of operations, more than enough to cover the bond payments. 

    After the Legacy Park bonds were sold to investors, RANDY MILLER and CHAD MILLER used some of the proceeds to pay for personal expenses such as a home and SUVs. The defendants also paid themselves inflated salaries and withdrew hundreds of thousands of dollars in addition to their salaries.

    While the defendants enriched themselves, Legacy Park struggled to survive. The park opened in 2022, but within months failed to generate enough revenue to make the monthly bond payments, and by October 2022 it was in default. On May 1, 2023, the project filed for bankruptcy and was later sold for less than $26 million. Of those proceeds, less than $2.5 million went to repay the approximately $284 million owed to Legacy Park bondholders. Accordingly, because of the defendants’ fraud, bondholders were left with near total losses.

    RANDY MILLER, 70, and CHAD MILLER, 41, both of Phoenix, Arizona, were both charged in the Indictment with one count of conspiracy to commit wire fraud and securities fraud, which carries a maximum term of five years in prison; one count of securities fraud and one count of wire fraud, each of which carries a maximum term of 20 years in prison; and one count of aggravated identity theft, which carries a mandatory minimum sentence of two years in prison.

    The mandatory minimum and maximum potential sentences in this case are prescribed by Congress and provided here for informational purposes only, as any sentencing of the defendants will be determined by a judge. 

    Mr. Podolsky praised the outstanding work of the FBI. Mr. Podolsky also thanked the U.S. Securities and Exchange Commission, which has filed a parallel civil action. 

    The case is being handled by the Office’s Securities and Commodities Fraud Task Force. Assistant U.S. Attorneys Courtney L. Heavey and Matthew R. Shahabian are in charge of the prosecution.

    Euronext publishes its detailed dividend payment schedule for 2025        

    Amsterdam, Brussels, Dublin, Lisbon, Milan, Oslo and Paris – 2 April 2025 – In line with the dividend distribution policy of Euronext, it is proposed to distribute 50% of 2024 reported net profit. As a consequence and subject to approval of shareholders at the Company’s Annual General Meeting to be held on 15 May 2025, the annual gross dividend on the 2024 results to be paid in 2025 amounts to €292.8 million, corresponding to a dividend per share of €2.90 (based on the total number of eligible shares).

    Payment of the annual dividend will occur as follows:

Representatives Kweisi Mfume (MD-07), Jamie Raskin (MD-08), Steny Hoyer (MD-05), Glenn Ivey (MD-04), Sarah Elfreth (MD-03), April McClain Delaney (MD-06) and Johnny Olszewski (MD-02) released the following statement after the Trump White House conceded to deporting Kilmar Armando Abrego Garcia, a Maryland immigrant, in ‘error,’ sending him to a Salvadoran prison where he remains:

    “Yesterday, the Trump Administration admitted that it abducted and unlawfully deported Kilmar Armando Abrego Garcia, a Marylander, the husband of a U.S. citizen, and the father of a U.S. citizen child with disabilities. He had just picked up his son, who has autism, when Immigration and Customs Enforcement (ICE) detained him. The Trump Administration sent him to a notorious mega-prison in El Salvador without a hearing or any semblance of due process. The Administration has produced no viable evidence that he was a member of any gang and admitted his detention and removal were an ‘error.’

    “He was given no chance to see what he was accused of or to plead his case—just snatched, shackled, and shipped off to a Salvadoran prison with the very gang members whose persecution he had fled and had been given protection from.

    “As the Trump Administration stated in a filing in this case: ‘On March 15, although ICE was aware of his protection from removal to El Salvador, Abrego Garcia was removed to El Salvador because of an administrative error.’ This extraordinary statement is not a claim from a plaintiff’s attorney or an ‘activist judge,’ it is a frank admission by the Trump Administration itself.

    “This is not immigration enforcement. This is plainly a miscarriage of justice that must be remedied. The Trump Administration admitted in open court that it made an ‘error.’ It must remedy this error by bringing Mr. Abrego Garcia back to America immediately.”

  • MIL-OSI United Kingdom: expert reaction to study suggesting shingles vaccine (Zostavax) associated with lower risk of dementia

    A study published in Nature looks at the effect of the shingles vaccine (Zostvax) on dementia risk. 

    Comments provided by our friends at the Australian Science Media Centre:

    Dr Joseph Doyle, Professor of Infectious Diseases at Monash University and President of the Australasian Society for Infectious Diseases, said: 

    “The paper [by Eyting and colleagues in Nature] presents results of a natural experiment in Wales, United Kingdom, on the effect of shingles vaccination on new diagnosis of dementia. The study observed that older adults appeared to have less chance of dementia diagnosis in the seven years after receiving live-attenuated shingles vaccination (Zostavax). The authors estimate there were 3.5% fewer dementia diagnoses among people who received the live-attenuated shingles vaccine.

    “This study had an observational design, so we need to be cautious in assuming the vaccine itself caused this decline in dementia diagnoses. It is plausible that episodes of infection, immune system changes, or health care engagement are among the factors behind this association, but further research is needed to help determine whether there is a causal link.

    “Importantly, we don’t know whether these findings apply to both the live-attenuated shingles vaccine (Zostavax) used in their study and the newer recombinant subunit shingles vaccine (Shingrix) now used widely in Australia. 

    “Australia approved and subsidised Shingrix on the National Immunization Program in 2023. This newer shingles vaccine is available for older adults and is safer for people who are immunocompromised. 

    “While we do not know whether the newer shingles vaccine used locally has the same association with less dementia yet, we do know the shingles vaccine provided free in Australia is very effective and protective against episodes of shingles. 

    “Older adults and people with weak immune systems at higher risk of shingles are encouraged to see their doctor to talk more about vaccination.”  

     

    Professor Anthony Hannan, Group Head of the Epigenetics and Neural Plasticity Group at the Florey Institute of Neuroscience and Mental Health, said:

    “This new research article in Nature adds to the evidence that the nervous system and immune system closely interact, and that this has implications for dementia risk, as well as potentially new approaches to dementia prevention and treatment. Furthermore, it provides evidence that vaccination has the potential to impact positively on human health, beyond the particular disease that the vaccine was intended to prevent. 

    “A key question, not answered by this new study, is how the shingles (herpes zoster) vaccine may have helped protect (reducing risk by 20%) against dementia. We now know that, despite the blood-brain barrier, the brain has its own immune cells, which serve many roles including removal of specific toxic molecules that accumulate with age (particularly in the most common form of dementia, Alzheimer’s disease). 

    “It is possible that the vaccine had direct effects on these brain immune cells, but it is also possible that the vaccine acted indirectly, for example, by slowing brain aging and/or enhancing brain resilience to the ravages of age. The next step is to work out exactly how this vaccine exerts its protective effects against dementia and to use that information to develop new ways to prevent and treat dementia. It also increases the likelihood that in future there may be specific vaccination programs whose primary aim is to prevent dementia.”

     

    Dr Henry Brodaty, Scientia Professor of Ageing and Mental Health and Co-Director of the Centre for Healthy Brain Ageing at the University of New South Wales, said:

    “They examined the effect of a live virus to prevent shingles administered to people aged 79 to 80. The researchers took advantage of a decision in Wales that 79-80-year-olds born before 2nd September 1933 were ineligible for life to receive the shingles vaccine, whereas those born on or after that day were eligible for at least one year to receive the vaccine. There were 16,595 adults who had become eligible for the vaccine from a total sample of 282,541 adults in the sample.

    “They compared people who were one week too old with those who were one week younger. Those who received the vaccine had an absolute reduction of 7% of developing dementia over the next seven years. Compared to those who were unvaccinated, their risk of dementia was 20% lower. The benefits were stronger for women than men.

    “The authors examined multiple competing hypotheses to explain the results. There were no differences in dementia diagnoses for those who had and had not received influenza vaccines. Other possible explanations were also discounted. The authors considered the possible mechanism maybe preventing the reactivation of the shingles of the herpes varicella virus. The authors confirmed their findings in a different population by combining a different type of data from England and Wales and using deaths certified as being due to dementia.

    “Limitations include that these results only pertained to 79-80-year-olds in Wales and to the use of the live vaccine.

    “There has been evidence for some time that older people who receive their vaccinations in general are less likely to develop dementia. This is the best evidence yet to show this. Future research will determine whether the newer non-live virus, Shingrix will provide the same benefit and whether immunisation at younger ages may be just as effective.”

    NIH-supported study reveals new risk group for future high blood pressure, heart disease.
    What
    Blood pressure patterns observed in the first half of pregnancy, even among women without hypertensive disorders of pregnancy (HDP), can identify women at greater risk of developing hypertension up to 14 years after giving birth. The new findings are from a large observational study supported by the National Institutes of Health (NIH).
    High blood pressure is a risk factor for heart disease, the leading cause of death. This study identified a new, previously undefined risk group of postpartum women who are not currently recognized as being at high risk for future hypertension and cardiovascular disease because they did not develop HDP during pregnancy. HDP includes serious complications such as preeclampsia and gestational hypertension during pregnancy and are known to increase the risk of heart disease later in life. When the history of HDP was combined with women’s early pregnancy blood pressure patterns, these data together provide a new and improved tool for risk assessment.  
    The study followed 174,774 women who received prenatal care at Kaiser Permanente Northern California between 2009 and 2019. None of these women had hypertension, kidney, liver, or heart disease, or a history of preeclampsia before pregnancy. Researchers tracked their health records up to 14 years after delivery to identify new cases of hypertension.
    The research found that women who showed certain blood pressure patterns during the first 20 weeks of pregnancy were more likely to develop hypertension later in life. Six distinct risk groups of blood pressure trajectory were identified, ranging from ultra-low to elevated-stable patterns. Women with elevated-stable blood pressure patterns were at the highest risk.
    This study shows that blood pressure trajectories during early pregnancy can stratify this risk, even for women without HDP. By identifying women at higher risk, healthcare providers can offer targeted surveillance and early interventions, potentially preventing future heart problems.
    Detailed Results:

    The study showed that these blood pressure patterns could differentiate risk levels among women with and without HDP.
    Among groups of women who did not develop HDP, those with higher risk blood pressure patterns — including elevated-stable patterns — during early pregnancy were still 11 times more likely to develop hypertension years later than those women with less risky blood pressure patterns.   

    Researchers suggest that this previously unrecognized risk group may warrant closer monitoring after pregnancy. Additionally, they suggest that early pregnancy blood pressure trajectories may improve predictions of cardiovascular disease risk in women. The findings appeared in the journal Hypertension.
