  • MIL-OSI Global: ‘Adolescence’ pulls in audiences with its dramatic critique of teenage masculinity

    This story contains spoilers about ‘Adolescence.’

    Adolescence is a turbulent time. And the transition to adulthood from youth is complicated.

    The recently released British series Adolescence on Netflix has struck a chord for many viewers. The show delves into the messy and often disturbing experiences of youth at a British school including bullying, misogyny, gender-based violence and the manosphere.

    Adolescence explores the impact of masculinity on gender-based violence and youth identities. Viewers step into the life of Jamie (Owen Cooper), a 13-year-old boy who is accused of killing a 13-year-old girl, Katie (Emilia Holliday). Exploring Katie’s violent stabbing death reveals the troubling ways masculinity and gender are manifested in the lives of students.

    An equally compelling part of the narrative is the familiar struggle of parents trying to communicate with, make sense of and support the young people in their lives.

    The routine interactions among the students and the exchanges between parents makes this a disturbing yet compelling part of the series.

    Throughout Adolescence, it’s made clear that too often, parents do not see or hear what is playing out before their very eyes.

    Silences between youth and parents

    We know too well the struggles of adolescence: trying to fit in, experiences with bullying, the impact of Instagram and other social media platforms, incels, the popularity of athletic boys, avoiding phys-ed classes when fearing they’re not athletic, homophobia and the silence between parents and their children.

    Adolescence viewers are unsettled by what we see, but desperate to hear and see more.

    The school depicted in the show portrays almost all students struggling to be heard. It also reveals a rebelliousness and a resistance among teachers required to enforce rules of cellphone bans and uniform regulations amid a chaotic school environment.

    At the centre of the story is Jamie, the 13-year-old accused boy. He is a child, fearing needles while a teddy bear is nestled on his bed. Ostensibly, he is any boy. And Katie is any girl.

    But Katie is murdered, leaving the viewer to sort though a tangled web of adolescent relationships in which Jamie shows what he believes about being a man, about being masculine. He is both innocent and deeply troubling.

    Gender-based violence

    Police detective Luke Branscombe (Ashley Walters) cannot fathom the anger expressed by Katie’s best friend, Jade (Fatima Bojang), about the murder. He thinks her furious reaction is out of kilter with the murder. He questions why she is over-reacting.

    In his reaction, he shows just how normalized, how routine, gender-based violence has become.

    A violent outburst by Jamie, who verbally attacks the counsellor who is struggling to understand what being a man feels like for Jamie, is chilling.

    He belittles the counsellor (played by Erin Doherty), suggesting she should be ashamed to be afraid of a 13-year-old boy. The counsellor is subjected to extreme anger and violence pent up in an adolescent boy who has been harbouring feelings of inadequacy but struggling to express them.

    It becomes clear that Jamie had no venue nor language to speak about his feelings about masculinity, his relationships or his deeply held belief that he is “ugly.”

    Like many young people, the youth in Adolescence — Jamie, Jade, Katie, Ryan and Tommy — navigate online sexual harrassment alone. They do so, in part, because they lack support and education in critical media literacy, digital consent and online harassment.

    Teaching them to be boys

    Watching adults struggling to talk with teenagers is not shocking. Notions that boys don’t talk or aren’t emotional are familiar stereotypes of masculinity.

    But what might be shocking to viewers in Adolescence is the raw and unfiltered ways some boys talk violently, aggressively, dismissively and defensively.

    “You do not control what I fucking [do]. Look at me now!” Jamie screams at his counsellor, struggling to express his emotions and his pent-up feelings.

    Boys are not supposed to be vulnerable or emotionally honest, and as Jamie points out, parents are supposed to ignore how boys are feeling or whether they have feelings at all. Like many boys, Jamie has been taught to be a particular kind of boy, which includes years of surveillance, bullying and being ostracized by other, more popular boys.

    Boys learn to hide feelings, repress vulnerabilities and present stoicism and strength above all else.

    Struggling to fit in, desperate to be heard

    Adolescence is a story about adolescent youth with a sharp focus on how they negotiate and embody power. It is a complex story about the ways youth communicate through bullying, surveillance and social media harrassment that is evident both in school lives as well as behind closed doors.

    The viewer is invited to look more closely at the subtle and not so subtle ways gender, power and violence manifest themselves. The show questions how complicit we might be in what young people are learning and how we might respond to both the rebellion as well as the silences, particularly among boys.

    The lure of the manosphere, the attraction of incel groups and the banning of cell phones in schools reflect a deep failure to understand how to communicate with youth. The character Adam, (played by Amari Bacchus), son of the detective investigating the case, is understated and overlooked as he reveals just how little parents understand emojis as yet another language among youth.

    The circulation of intimate images and picture collecting further speaks to relationships, power and adolescence that is punctuated by a lesson from Adam to his dad about emojis that go far beyond red hearts.

    Adam extends a hand to educate his dad, to open up communication even in the face of assumptions that “boys don’t talk.” He demonstrates a counter-narrative to rigid rules and stereotypes about boys.

    ‘Boys will be boys’

    After all, we are in an era when boys and men are aware of the narratives of masculinity — as muscled, dominant and controlling. But the rules for being a man are being questioned. At the same time, far-right conservatives and online manfluencers have asserted that boys/men are victims in a system that won’t let “boys just be boys.”

    In all of this, we — the viewers, the critics and myself, the masculinity scholar — tread dangerously close to forgetting to say “Katie,” the victim’s name. We focus on boys as pawns with no agency or accountability for what they do in their daily efforts to be accepted as real men.

    We are left then with an invitation to see and hear boys differently, not through stereotypes of masculinity. The loss of membership in the boys club is often too much for many boys to withstand. This includes alienation, bullying, and verbal and physical attacks. And so too many remain silent and complicit, as just “one of the boys.”

  • MIL-OSI Global: Trump’s tariffs could push grocery prices even higher, but there are steps Canada could take to protect consumers

    The first months of Donald Trump’s presidency have been defined by a single word: tariffs. He has framed tariffs as a panacea to the woes of the American economy, promising they will restore the country’s manufacturing sector and reduce the national deficit.

    As the United States’ largest trading partner, Canada’s smaller economy is poised to suffer the most from a prolonged trade war. Although the price of all consumer goods will be affected, the grocery aisle has become a particular battleground.

    Canadians have remained defiant, with vows to “buy Canadian” already spurring rapid drops in the sale of American products.

    But with calls for the country to strengthen its economic backbone and reduce dependence on the U.S., perhaps it’s also time to consider rebooting Canada’s grocery sector to better serve Canadians as well.

    Canada’s supermarket problem

    Rising grocery bills have been an ongoing concern for Canadians long before Trump’s inauguration. Today, an estimated 18 per cent of Canadians are struggling with food insecurity owing to persistent inflation and the rising cost of living. Food banks saw a record number of monthly visits in 2024 as a result.

    Yet, even as consumers feel the squeeze, Canada’s grocery giants have been posting record profits. Loblaw Companies Limited, whose supermarkets hold a dominant 28 per cent share of the sector, has become the poster child for this trend.

    In the final quarter of 2022, as Canadians were grappling with rapid inflation on their grocery bills, Loblaw posted $529 million in profitsup 30 per cent from the previous year.

    This has led customers to accuse Loblaw and other large grocery chains of profiteering, provoking both a 100,000 signature petition against “greedflation” and a month-long boycott of Loblaw chains. All this while Loblaw was still reeling from a bread price-fixing scandal yielding a $500 million antitrust settlement.

    In response to the mounting concerns, the federal government met with the heads of Loblaw, Sobeys, Metro, Costco and Walmart in 2023 to discuss stabilizing grocery prices in Canada. Former Prime Minister Justin Trudeau would threaten and later implement amendments to the Competition Act through Bill C-56, although these reforms were focused less on immediately lowering grocery bills and more on giving new tools to Canada’s competition watchdog.

    Investing in the future

    Another area of concern is the initiatives supermarket chains such as Loblaw and Metro have been investing their profits in.

    Since 2020, supermarkets in Canada have invested heavily in self-checkout aisles. While initially a concession to the social distancing measures of the COVID-19 pandemic, these kiosks have become a ubiquitous — and often unwelcome — part of the retail experience for both workers and consumers.

    Beyond the concern that self-checkouts pressure customers to perform more work, they have also increased the precarity of supermarket employees. These technologies generally reduce total worker hours and eliminate well-paying full-time positions, all with an eye towards boosting profit margins.

    Loblaw has also invested in automating their fleet of delivery vehicles, jeopardizing jobs in the logistics sector at a time when Canada’s unemployment rate, already struggling to recover, is expected to rise due to Trump’s tariffs.

    There is also the looming concern of dynamic pricing. Following the lead of American grocery stores such as Kroger, chains run by Loblaw, Metro and Sobeys have begun to implement electronic price tags. These tags enable retailers to instantaneously update prices based on supply and demand, similar to surge pricing on ride-sharing apps like Uber.

    While online commentators were quick to mock fast food chain Wendy’s for potentially using dynamic pricing to charge more for a Frosty on a hot day, this practice becomes more problematic as the availability of family staples like baby formula, which already experiences perennial scarcity, are affected by the trade war.

    The sector won’t reform itself

    There is little reason to believe Canada’s grocery industry will reform itself. Many of the pro-consumer and pro-worker initiatives put forth by these chains have amounted to little more than public relations moves.

    The much-lauded COVID hero pay for front-line grocery workers disappeared only months into the pandemic, despite pressure from unions and MPs during the Omicron wave.

    Loblaw’s widely publicized price freeze on No Name products was similarly criticised for its short duration and for merely repackaging seasonal price freezes as a pro-consumer initiative.

    The company’s promise to create a discounted version of its already discounted grocery chain No Frills drew further scepticism, with the stock being entirely sourced from Loblaw brands that generate higher revenue for the company.

    The question remains: what concrete measures can be implemented to safeguard Canadian grocery bills as our country navigates this next crisis?

    Lowering grocery bills for Canadians

    A report from the Broadbent Institute suggests the idea of a windfall profit tax, which would incentivize grocery companies to invest excess profits into price reductions or higher wages.

    A more durable reform would involve creating a central bank-style regulatory entity to oversee the grocery industry, instead of relying on industry-born measures such as Canada’s recently introduced grocery code of conduct.

    Federal or provincial legislation could be also passed that places guardrails on dynamic pricing in the grocery aisle, if not banning the controversial practice altogether. Government grants and tax incentive programs could be withheld from companies that invest heavily into automating workforces so the government isn’t inadvertently subsidizing job losses.

    The Competition Bureau’s 2023 report highlights another key issue: there is a need for all levels of government to shift from subsidizing large chains and encourage the growth of independent grocers in the Canadian market, driving down prices for consumers through meaningful, local competition.

    Trump’s trade war has filled Canadians with a newfound pride and motivation to buy local to support the economy. Perhaps it’s time our grocery chains showed the same commitment to the people they serve.

  • MIL-OSI Global: AI is for the birds: How machine learning can help predict and manage avian flu outbreaks

    The active and ongoing global spread of avian influenza virus has impacted more than 14 million birds in Canada and 160 million in the USA.

    This recent outbreak has resulted in major economic losses, and a rise in egg prices in the past few years. This trend can cause disruptions in poultry supply chain and significant increases in the price of other poultry products.

    A virus like avian influenza is carried by birds, but it can “jump” species and infect livestock such as dairy or sheep or even pets like dogs and cats.

    And most, if not all, human pandemic influenza viruses have had an avian origin in the past few decades. Experts warn it is only a matter of time before we face another pandemic threat.

    The good news is, we are better prepared than ever to meet that challenge. Not just because we have vaccines or treatments, although those are critical. But because we have something that can change the game entirely: artificial intelligence (AI).

    Vast amounts of information

    AI can offer much in the way of advance pandemic information and planning. Remember the early days of COVID-19? What if we had more time to prepare? What if health officials had known weeks earlier where the virus was spreading, which neighbourhoods were most at risk, and what we needed to do to stop it?

    AI can analyze vast amounts of information, from wildlife health reports, geographical data, satellite images to social media trends, online content, farm data and even weather patterns to answer some questions about how, when and why pandemics happen. It spots patterns, anomalies and relationships humans cannot see in real-time.

    AI can alert monitors to where an avian influenza outbreak might occur before a region is impacted, how severe an outbreak might be and what type of intervention may be most effective. AI can help responders and governments act quickly, precisely and efficiently.

    Predicting outbreaks

    At the University of Guelph, my research team and I are working on AI solutions to help track and predict the avian influenza outbreaks. Our research — which is currently under review — has used AI to filter out misinformation about avian influenza from social media platforms and Reddit, as well as Google search data, and other online sources.

    This helps us understand public discussion about avian influenza. We have also combined these online activities with other data sources to monitor avian influenza online mentions and trends — we’ve found that AI can use this information to predict if an outbreak might occur in a specific area.

    With the availability of online and social media data, an outbreak surge can be predicted up to four weeks in advance in specific regions.

    Our research team has also created and tested decision support tools that use different types of information from wild bird reports, satellite images, climate change data and farm information. These tools help predict avian influenza outbreaks and how serious they might be in a certain area; through testing, we achieved an accuracy of 85 per cent.

    We’re currently in the process of building a Canadian tool to predict where bird flu might emerge, helping farmers and public health officials get ahead of outbreaks — this could mean the difference between a contained outbreak and a global crisis.

    More than a public health issue

    Avian influenza spreads through the food chain, wildlife and global trade. An outbreak in poultry can devastate agriculture and threaten our food security. Worse, it can jump to human populations with little warning.

    This issue is not just a public health issue. It is also an economic and social concern. But if we harness AI properly, we can give ourselves a better chance at combating these threats. We can predict where the next outbreak might come from and take action before it spreads.

    Using AI to predict avian flu outbreaks and spread can be applied to other situations, including other illnesses and the weather and environmental conditions that could contribute to disease spread.

    AI-based decision tools can also include augmented reality that enables the testing of thousands of hypothetical scenarios related to avian influenza. These include how outbreaks might spread, what the impacts of different intervention strategies could be, how changes in the economy and environment might occur, and how the supply chain could be impacted.

    We have the technology in our labs. But to make it work, we need strong partnerships between government, universities, farmers, industry and communities. We need to make sure that we generate high quality data, use the data ethically in a privacy-preserving manner, develop the AI tool responsibly and apply it fairly to ensure that no one is left behind.

  • MIL-OSI United Nations: FOCUS ON: In Barbados, Multi-Hazard Early Warning System saves lives

    Hurricane Beryl, the first major hurricane of the 2024 Atlantic season, left a trail of destruction across multiple Caribbean islands. At major Category 4 strength, Beryl was the strongest hurricane ever recorded in June. Entire communities were left in ruins, with infrastructure crippled and thousands displaced in Grenada and Saint Vincent and the Grenadines.

    Despite the damage incurred, compared to the 176 homes damaged and one fatality caused by Hurricane Ivan in 2004, the destruction in 2024 was slight. That Beryl’s impact in Barbados was not far greater is largely due to the country’s Multi-Hazard Early Warning System (MHEWS).

    The importance of MHEWS, which safeguard lives and reduce the impact of disasters, cannot be overstated. The EW4All initiative exemplifies the power of combining advanced technology, effective communication strategies and local knowledge. EW4All enhances community preparedness and response capabilities, fostering resilience across vulnerable populations.

    Barbados recently approved its MHEWS policy, establishing clear roles, sustainability and financing. The Barbados Meteorological Service, the Department of Emergency

    Management and Government Information Service collaborated effectively to provide timely warnings. Advanced technology, including satellite imagery leveraged through partnerships with Microsoft and MapAction, enabled swift, targeted responses to infrastructure damage.

    The lessons learned from Hurricane Beryl will guide future efforts to improve preparedness, response and recovery, ensuring the safety and well-being of communities across the region. Barbados’ success is now being shared globally, with peer-to-peer learning exchanges extending to African Indian Ocean Island countries. This highlights the importance of engagement and coordination among national sectors and regional entities.

    Infrastructure is the backbone of modern society. It powers cities, connects communities and supports economic activity. Yet every year, disasters wreak havoc on infrastructure worldwide, causing economic losses that exceed US$700 billion.

    The impact is disproportionately felt by poorer nations, where fragile infrastructure can mean the difference between recovery and years of lost development. UNDRR is at the forefront of the mission to help countries fortify their infrastructure, ensuring sustainable growth and safeguarding lives.

    The Sendai Framework for Disaster Risk Reduction and the Sustainable Development Goals emphasize infrastructure resilience, urging nations to integrate risk reduction into their development strategies. However, resilience is more than just withstanding disasters – it means designing systems that can adapt, recover and even improve in the face of adversity. With climate change intensifying risks, countries need innovative solutions and stronger governance to protect their infrastructure investments.

    In collaboration with the Coalition for Disaster Resilient Infrastructure, UNDRR has pioneered an innovative approach. Through tailored interventions, UNDRR has enabled nations to identify weaknesses across critical sectors such as transport, energy, water and telecommunications. By conducting stress tests, infrastructure vulnerabilities have been pinpointed using satellite imagery and geolocalized data, allowing governments to take pre-emptive action. Benchmarking national infrastructure policies against global best practices, such as the Principles for Resilient Infrastructure, has helped align national strategies with proven methodologies. Furthermore, strategic road maps have been developed to guide planning, construction and long-term operations, ensuring resilience is embedded throughout the infrastructure lifecycle.

    UNDRR’s impact is already evident across the globe:

    • Bhutan has integrated resilience measures into its five-year strategic plan, shaping national infrastructure policy for years to come.
    • In Chile, UNDRR’s stress testing prompted national authorities to recognize drought and water scarcity as critical threats, leading to strengthened institutional capacity for risk management.
    • Costa Rica has developed a new data platform, ensuring that future infrastructure investments are informed by risk analysis.
    • Ghana is institutionalizing a technical working group on critical infrastructure to coordinate national disaster resilience efforts more effectively.
    • In Madagascar, a review of regulatory frameworks has led the Government to consider new resilience standards in energy and telecommunications.
    • The Government of Panama is overhauling infrastructure procurement processes and establishing a resilience commission to mainstream risk management in national policies.
    • In Tonga, a deep analysis of the water sector has led to enhanced emergency planning, better water security and improved monitoring of groundwater resources, ensuring communities have access to clean water even during crises.

    UNDRR’s efforts in these countries have significantly strengthened national policies and institutional frameworks for resilient infrastructure. This will positively impact the reduction of disaster damage to critical infrastructure – Sendai Framework Target D – by integrating risk analysis into infrastructure planning, enhancing resource allocation through improved coordination mechanisms, and strengthening construction and maintenance practices. Combined, these actions reduce the likelihood of infrastructure failures and protect economic investment and activity. Infrastructure resilience requires cross-sectoral collaboration to manage interdependencies and prevent cascading failures. Engaging stakeholders across public and private sectors and civil society fosters inclusive and sustainable resilience strategies. Finally, data-driven decision-making ensures that infrastructure investments are both sustainable and secure.

    The time to act is now. As climate change continues to challenge global stability, resilient infrastructure will be the foundation upon which sustainable, inclusive and disaster-ready societies are built. UNDRR’s continued leadership and global collaboration can ensure that our lifeline in times of crisis remains strong in an uncertain world.

  • MIL-OSI United Nations: FOCUS ON: Empowering women and transforming disaster resilience

    The need for gender-responsive and inclusive DRR has never been more urgent. Hazards and risks are not experienced equally; women, in particular, face unique challenges that compound the impacts of disasters. Yet amid these challenges, UNDRR is championing a transformative approach that ensures no one is left behind, not only reducing risks but also empowering communities to build a more resilient future.

    In Latin America and the Caribbean, the Latin American and Caribbean Women’s Network for Disaster Risk Reduction has over 1,535 active members. Operating through autonomous working groups and guided by a robust long-term strategic plan, the network is redefining disaster resilience in the region. Liliam Patricia Cuevas Berrio from the Global Network of Civil Society Organisations for Disaster Reduction affirmed:

    The Women’s Network for Disaster Risk Reduction is a unique platform that highlights the vital role women play in disaster risk management. It fosters a sense of shared commitment and responsibility among its members, providing an opportunity for collaboration, learning and empowerment. Initiatives like these are essential to advancing resilience and ensuring inclusive governance in the region.

    The Disaster Resilience Scorecard for Cities: Addendum for Gender Equality and Intersectionality has enabled local governments to diagnose gaps in their DRR strategies and implement tailored, gender-sensitive actions. This tool not only identifies weaknesses but also highlights opportunities for growth, ensuring that disaster response plans incorporate the perspectives and needs of all community members. Such initiatives are laying the groundwork for systemic change by transforming data into actionable insights and making gender equity a central pillar of disaster governance.

    Beyond the Americas, the Asia-Pacific Ministerial Conference on Disaster Risk Reduction in Manila broke new ground by establishing the first-ever Help Desk on gender-responsive and socially inclusive DRR. Its findings are already steering future interventions towards more meaningful dialogue and action.

    Perhaps the most ambitious of these efforts is the Sendai Gender Action Plan (GAP), launched in March 2024. The Lao People’s Democratic Republic has integrated the GAP into its National DRR Action Plan, directly addressing the unique risks faced by women and girls. As one Lao People’s Democratic Republic government representative stated, highlighting the transformative impact of this global initiative: “The Sendai GAP has been instrumental in helping us integrate gender-responsive strategies into our DRR action plan. It ensures that the needs of all our people are addressed during every step of the process.”

    Similarly, in Cambodia, collaborative efforts between UNDRR and UN-Women have enriched national strategies with diverse gender perspectives. In Samoa, enhanced capacities for collecting disaggregated data have provided clearer insights into how disasters affect different groups, leading to more targeted DRR interventions. Initiatives in Djibouti, Somalia and Sudan have further bolstered gender-responsive governance.

    The journey towards gender-responsive DRR is not without challenges. Persistent gender inequalities and entrenched social biases continue to pose risks that are often magnified during disasters. However, UNDRR is fostering environments where women and girls can lead the way in building safer, more resilient communities.

    In 2024, UNDRR also made strides in championing disability inclusion, advocating for the inclusion of persons with disabilities in DRR at international events and in key discourses. Key moments included presentations at the thirtieth session of the Convention of the Rights of Persons with Disabilities, the Summit of the Future high-level event on disability inclusion and the Equality Conference in Ankara.

    Closer to home, UNDRR implemented its disability inclusion policy, achieving milestones such as recruiting staff with disabilities, developing guidelines for reasonable accommodation, and ensuring participation of persons with disabilities in regional DRR platforms. Awareness was raised through publications and social media, and the UNDRR United Nations Disability Inclusion Strategy focal point actively supported policy implementation.

    Efforts extended to making workshops and webinars accessible, updating conference registration templates and ensuring accessible options for Disability Inclusion Scorecard workshops globally. UNDRR’s communication and knowledge management activities featured numerous content pieces on disability, garnering significant engagement on social media, to further spread the important message of inclusive DRR and how to make it happen.

    UNDRR has long championed the critical role of communication in DRR. In 2024, the Media Saving Lives project conducted in partnership with the World Broadcasting Unions highlighted the importance of media as a vital component of MHEWS.

    With a clear focus on ensuring that risk information reaches the last mile, the initiative strengthened linkages across national disaster management agencies, meteorological offices and national broadcasters. These collaborations ensured coordinated messaging during crises, fostering a more responsive and efficient early warning chain.

    The project further supported broadcasting organizations to enhance their readiness and resilience in times of disaster. Six media organizations established new Standard Operating Procedures to ensure their continuity plans, so these can remain a lifeline for disaster-affected communities.

    On the twentieth anniversary of the 2004 tsunami, six broadcasting houses collaborated on the production of a regional documentary series in the lead-up to the commemoration. The initiative culminated in an hour-long documentary, which examined lessons learned, technological advancements and the resilience of communities that experienced the tsunami’s devastating impact.

    Through compelling storytelling, expert interviews and survivor testimonies, the documentary highlighted successful early warning interventions in high-risk coastal regions and reinforced the need for continuous investment in education, public awareness and coordinated DRR efforts.

    A key milestone in 2024 was the first regional summit in Africa on DRR and climate change, alongside the launch of the Global Media Network for DRR in Bali. These events brought together media professionals to exchange experiences, discuss challenges and share good practices in disaster risk communication and disaster coverage.

    In collaboration with BBC Media Action, the Risk Communication for Early Action project explored challenges and opportunities for media and communication to contribute to DRR. This initiative focused on three pilot countries: Cambodia (hard-to-reach populations), Somalia (conflict-affected communities) and Barbados (fisherfolk and elderly citizens).

    In Maldives, UNDRR carried out a joint risk communication campaign with the National Disaster Management Authority, Maldives, and the Maldivian Red Crescent that was informed by a nationwide assessment of Maldivians’ understanding of disaster risks, early warning messages, and actions to reduce future losses and damages from hazardous events. Global tools, including a Pocket Guide for planning disaster risk communication to support early warning and early action and a Guide for Essential Research, were developed and piloted across the three countries, ensuring their real-world applicability.

    Though a strategy is not the end goal, UNDRR has found that countries with national DRR strategies tend to have more robust DRR governance and a higher prevalence of EWS, demonstrating the value of investment in this fundamental DRR pillar.

    The Government of Jordan has developed its National Disaster Risk Reduction Strategy (2023–2030) in a participatory manner involving different governmental entities, ministries and municipalities, and the Public Security Directorate (Civil Defense), with support from UNDRR and the United Nations Development Programme country office. The strategy also integrates biological hazard risk reduction with the aim of building back better after the COVID-19 pandemic.

    Within the framework of Jordan’s efforts to deal with increasing threats and risks, the National Centre for Security and Crises Management has played a major role in developing two integrated risk registers; the national risk register and the local register for governorates. Both registers aim to improve the kingdom’s capacity to respond to disasters through accurate identification of risks, and enhanced coordination between the local and national levels for improved risk governance.

    Through this effective coordination between the national and local risk registers, Jordan has made great strides in reducing risks and enhancing community resilience, making the kingdom a role model for disaster management and risk reduction at the regional level.

    Morocco, too, has taken concrete steps to strengthen its risk governance. It established the Directorate of Natural Risk Management under the Ministry of Interior as its national DRR coordination mechanism. Morocco also established the National Risk Observatory to collect, analyse and share data on natural hazard risk. Furthermore, Morocco established a National Risk Forecasting Centre for monitoring and alerting, and an Operational Risk Anticipation Centre for forecasting, alerting and risk management assistance systems. Another successful project comprised the generalization of coverage of the entire national territory using multiscale and multi-hazard risk maps (for natural hazards).

    Albania’s National Disaster Risk Reduction Strategy demonstrates widespread integration of concerns related to climate change and triggers the engagement of new sectors, particularly tourism.

    The vision statement explicitly brings together DRR, climate change and sustainable development using the language of resilience, while the document includes a detailed plan of action for DRR implementation that integrates institutions such as the Ministry of Tourism and Environment and the Ministry of Infrastructure and Energy.

    In particular, it articulates the implementation of the ALBAdapt project Climate Services for a Resilient Albania. The Ministry of Tourism and Environment is identified as the lead institution for implementation of a set of activities that offer compounding co-benefits for both DRR and climate change adaptation, including the development of a people-centred MHEWS, the creation of a fully functional and well-resourced National Meteorological and Hydrological Service.

    This integration is supported by articulations elsewhere in the country’s strategic profile, with the National Adaptation Plan 2019 including a priority area entitled “upgrading civil defence preparedness and DRR”. Elsewhere, the National Security Strategy of the Republic of Albania (2023–2028) addresses risks ranging from national security threats to climate change impacts, emphasizing resilience to disasters, while the National Strategy for Development and European Integration (NSDEI) 2022–2030 includes the integration of DRR and climate change adaptation planning among its priorities.

    National DRR strategies are the bedrock for multi-hazard risk governance and the achievement of Sendai Framework targets. These strategies help transform risk knowledge into actions and programmes that save lives and livelihoods. In addition, they serve as guides for mobilizing resources, delegating roles and responsibilities within government, and identifying entry points for non-governmental stakeholder engagement, all leading to more inclusive, sustainable development.

    With 131 countries now reporting having national DRR strategies, and 30 receiving technical support from UNDRR to develop them, this is just a snapshot of the progress being made globally in this important area.

    Under Brazil’s presidency, the Group of 20 (G20) recognized DRR as a critical component of economic resilience. Collaborating closely with UNDRR, Brazil facilitated the adoption of the first-ever G20 Ministerial Declaration on DRR. This landmark declaration emphasized the necessity of accelerating the Sendai Framework for Disaster Risk Reduction’s implementation, aiming to reduce disaster losses by 2030, and called for the development of high-level principles for DRR financing. The work of the G20 DRR Working Group, with UNDRR as the lead knowledge partner, further reflected a comprehensive approach to integrating DRR into economic and social policies.

    UNDRR’s capacity-building continues to go from strength to strength, with nearly 10,000 DRR practitioners being trained in 2024, 77 per cent of whom reported having a better understanding of DRR as a result. At one such workshop in the Global Education and Training Institute in Incheon, Republic of Korea, a remarkable collaboration unfolded – a pioneering workshop uniting experts from UNDRR and the Green Climate Fund (GCF) to empower government stakeholders from Mongolia and Bhutan to mobilize relevant partners and stakeholders and obtain funding for their DRR measures. This joint training begins a process of transforming the daunting challenges of climate change into opportunities for proactive DRR.

    Delegates were empowered by not only technical insights, but also the forging of lasting partnerships. The workshop’s training modules, co-designed by UNDRR and GCF specialists, delved deep into practical tools such as the EW4All Checklist for Gap Analysis, equipping participants to critically assess their national capacities and pinpoint vulnerabilities. “Early warning systems are important components for our national climate change adaptation strategy,” noted Ms. Tserendulam Shagdarsuren, Director General of the Climate Change Department, Ministry of Environment and Tourism in Mongolia, emphasizing how the training illuminated the next steps for their evolving EWS.

    This pilot UNDRR–GCF initiative is part of a broader strategy to replicate capacity-building endeavours in developing countries. Future workshops are planned for countries that are in very different geographic contexts yet face similar challenges (particularly those resulting from climate change), such as Somalia, Togo and the SIDS. These workshops aim to accelerate access to climate finance and enhance DRR measures worldwide.

    In a continuation of the Media Saving Lives programme, UNDRR and partners trained 520 journalists and media practitioners in DRR and risk communications, bringing the total to over 2,500 from 80 countries. Media are an integral part of the EWS delivery chain, and engaging them to build trust between government and communities can be the difference between life and death when disaster hits.

    The rise in global temperatures and the increasing frequency and severity of extreme heat events are rapidly becoming central challenges for nations worldwide. Yet many Member States, cities and societies remain ill-prepared to address this escalating threat. The imperative for enhanced extreme heat risk reduction, governance and management is clear. Without urgent and coordinated action, extreme heat will continue to endanger billions of lives, amplify health risks and threaten the ecosystems upon which we depend.

    In response, the UNDRR/World Meteorological Organization (WMO) Centre of Excellence for Climate and Disaster Resilience – together with the Global Heat Health Information Network, Duke University and WMO Centre of Excellence for Climate and Disaster Resilience partners – has developed an extreme heat decision-support package for countries tackling this global threat. The package includes: international organization resource and ecosystem mapping, readiness reviews and profiles; national best practice analytics; evaluations of heat action plans; and materials for development of an extreme heat maturity index for self-assessment. These materials can enhance collaboration, integrated heat risk governance and policy responses to extreme heat.

    UNDRR’s work and that of United Nations system partners, coupled with increasing demands for assistance from Member States, prompted and informed the United Nations Secretary-General’s Call to Action on Extreme Heat, issued in July 2024, in which he emphasized the need for urgent action if a future characterized by even more devastating heat impacts on lives, economies and ecosystems is to be avoided.

    This work is in turn informing the development of a Common Framework for Heat Risk Governance, led by UNDRR with the Global Heat Health Information Network, and Member States, international organizations and stakeholders. The Framework will receive inputs from (and is designed to bring together) multiple sectors, domains and scales – from agriculture and food systems, to energy systems, transportation, construction materials and design, and urban cooling. It is expected to assist national and subnational decision makers in designing and resourcing integrated actions to reduce extreme heat risk to people, urban and rural ecosystems, and the environment, preventing the loss of lives and livelihoods.

    Prime Minister announces massive surge in immigration enforcement as returns reach 24,000 since the election

    The Prime Minister today (Monday 31 March) announced the government has returned more than 24,000 individuals with no right to be in the UK since the General Election – the highest returns rate for eight years.

    The Prime Minister today (Monday 31 March) announced the government has returned more than 24,000 individuals with no right to be in the UK since the General Election – the highest returns rate for eight years. 

    Speaking at the Organised Immigration Crime Summit, where over 40 countries and organisations have come together to agree new action to smash people-smuggling gangs, the Prime Minister outlined how the government is finally restoring order to the immigration system after years of failure.

    The continued rise in removals includes a 21% increase in enforced returns and a 16% increase in foreign national offenders being removed from the UK since July 5th, including the 4 biggest returns charter flights in the UK’s history, with a total of more than 850 people on board.

    The massive surge in removals followed the government’s immediate action to redeploy staff across the Home Office to work on policies that deliver results. 

    At the Summit the Prime Minister set out the approach this government is taking to finally take on organised immigration crime – one that moves beyond gimmicks and instead delivers hard graft, international leadership, and delivers on working people’s priorities for secure borders.

    He set out how this is based on giving law enforcement tougher powers than ever to smash the smuggling gangs, ramping up removals to record levels, surging illegal working raids to end the false promise of jobs used by gangs to sell spaces on boats and leading a renewed international law enforcement effort.

    Since taking office the government has reset its approach to global cooperation, striking new bilateral agreements with key international partners including France, Germany, Italy, and Balkan states to disrupt smuggling networks and accelerate removals.

    This is backed by the work of Border Security Commander Martin Hewitt who has been negotiating new agreements to bring together international policing, intelligence, and border enforcement to dismantle organised immigration crime networks at home and abroad.

    This work has already seen arrests of major people smuggling kingpins through joint investigations with the National Crime Agency.

    Prime Minister Keir Starmer said:

    Immigration crime funds the vile people-smuggling gangs that trade in human misery, breach our borders and threaten Britain’s economic security. This government is taking back control, doing the hard graft needed to deliver results, working with our international allies to smash these gangs and secure our borders. 

    We’ve already removed more than 24,000 people with no right to be here and we’re finally shutting down exploitative illegal working, dismantling criminal networks, while forcing people-smuggling gangs out of business.

    For too long, the UK was a soft touch. That ends now. No more gimmicks, no empty promises, just serious action for British security.

    With over 40 international partners joining the UK’s call to treat people-smuggling like terrorism, today’s summit marks the beginning of a new global coalition to take the fight to the criminal gangs at every stage of the smuggling chain.

    This is backed by landmark legislation through the Border Security, Asylum and Immigration Bill, giving new powers to seize migrants’ phones to identify smugglers, criminalise those who endanger lives at sea, and ensure every business carries out right-to-work checks – ending the exploitation of illegal labour for good.

    Of total returns since 5 July 2024:

    • 3,594 were of foreign national offenders (FNOs)
    • 6,781 were asylum related returns

    New plan to focus on delivery.

    Health Secretary Neil Gray has set out how the Scottish Government plans to improve access to treatment, reduce waiting times and shift the balance of care from hospitals to primary care through the publication of the Operational Improvement Plan.

    Through the additional £200 million investment contained in the Budget to reduce waiting times and improve flow through hospital, we will create 150,000 extra appointments and procedures using greater use of regional and national working.

    By introducing a seven-day service in radiology, using mobile scanning units and additional recruitment, 95% of referrals will be seen within six weeks by March 2026, reducing backlogs in MRI, CT, ultrasound and endoscopy procedures.

    To improve flow in acute hospitals and support increases in community care, we will expand Hospital at Home to at least 2,000 beds by the end of 2026, meaning the service, which provides hospital level care in the comfort of the patients home, will become the biggest hospital in Scotland. By this summer there will be specialist staff in frailty teams in every A&E department in Scotland. Flow Navigation Centres, which direct patients to the most appropriate service for their condition, will be able to refer patients to more services, reducing the number of people who have to wait in A&E.

    Investment in primary care will make it easier for people to see a doctor, dentist, optometrist or community pharmacist, and £10.5 million will be invested in general practice to take targeted action to prevent heart disease and frailty. 

    Digital services will be expanded to modernise services and improve efficiency, with the Digital Front Door app launching in Lanarkshire in December. This launch will be followed by a national roll-out in 2026, allowing people to securely access their hospital appointments, receive communications and find local services. Over time it will be expanded to include social care and community health services.

    On a visit to Kirklands Hospital’s Flow Navigation Centre, Health Secretary Neil Gray said:

    “This plan details how the Scottish Government will deliver a more accessible NHS, with reductions to long-waits and the pressures we currently see. It shows how we will use the £21.7 billion health and social care investment in the 2025-26 Budget to deliver significant improvements for patients.

    “We want to increase the number of appointments, speed up treatment and make it easier to see a doctor. By better using digital technology, we will embrace innovation and increase efficiencies.

    “This plan is ambitious but realistic, and builds on the incredible work of our amazing health and social care staff across our health boards, to deliver real change.”

    The Isle of Wight Council is working to streamline its online resources to make it easier for families to find information about support services for children and young people with Special Educational Needs and Disabilities (SEND).

    The Local Offer is a crucial resource that provides detailed information on education, health, and social care services available to SEND children and their families.

    The council is legally required to ensure this information is clear, comprehensive, and accessible, as mandated by the Children and Families Act 2014.

    In an effort to improve navigation, the council has removed an outdated page and is now focusing on enhancing the IW Family Information Hub Local Offer page.

    The council is actively seeking feedback from parents and carers to refine this resource and has launched an online survey to gather valuable insights.

    Once a Parent Carer Forum is established, the council will collaborate closely with this forum and other parent/carer groups to develop a robust and effective Local Offer for the Isle of Wight.

    Naomi Carter, service director for education, inclusion and access, said: “By focusing on a single, improved platform, we are making it much easier for families to access the information and support they need.

    “This collaborative approach ensures that the Local Offer will be shaped by the very people it is designed to help.

    Description of the problem:

    In 2024, the World Health Organization (WHO) was informed that various malaria rapid diagnostic tests (RDT) showed faint positive test lines for patients with confirmed malaria infection. Incidents were reported in several countries for various products detecting both Plasmodium falciparum and Plasmodium vivax, and products detecting Plasmodium falciparum and pan species.

    The faint test lines were predominantly observed for patients with low parasitemia (200 parasites/µl). However, some patients with higher parasitemia also generated faint test lines. More recent reports indicated that faint test lines have led to misdiagnosis and therefore delayed appropriate treatment. The manufacturers’ investigations have followed internationally recognized practices.                                                                                          

    Description of risks:

    Rapid diagnostic tests for malaria can give false negative results, even for products found to have satisfactory performance based on criteria established by WHO. Faint test lines increase the risk of false negative test results being reported, which may lead to misdiagnosis, delay to diagnosis, and delay to treatment. In circumstances where misdiagnosis occurs, the potential for harm, such as death or serious deterioration in health, is increased.

    Actions to be taken by users/healthcare professionals:

    1. Carefully follow the instructions for use of the product, specifically:

    •  Read any test line as positive, no matter how faint the test line.
    •  Fully fill and dispense completely the blood from the specimen transfer device.

    2. Respect storage conditions for the test kit.

    3. If the RDT results are negative and no alternative diagnosis is found, advise patients to return for re-evaluation or re-testing if their symptoms worsen or their condition does not improve.

    4. Report any unusual testing results to the manufacturer, via their local authorized representative.

    Action to be taken by national malaria control programmes:

    1. Ensure conditions for transport and storage of RDTs respect manufacturer’s instructions for use throughout the lifespan of the product.
    2. Ensure up-to-date training and supervision of RDT users, and ensure users are specifically sensitized to the issues outlined in this information notice.
    3. Ensure end-users have normal or corrected visual acuity.
    4. Proactively reach out to testing sites to seek feedback on any unusual trends.
    5. Support manufacturers to conduct investigations of unusual testing results.

  • MIL-OSI Australia: Call for information – Stolen motor vehicles – Alice Springs

    The Northern Territory Police Force is calling for information in relation to stolen motor vehicles that were sighted driving dangerously in Alice Springs early this morning.

    At 4:15am, police CCTV operators sighted two vehicles being driven recklessly on Todd Street in Alice Springs. One of the vehicles, a white Haval SUV, was allegedly driving behind a security vehicle and attempting to ram it, however no contact was made. The second vehicle, a silver Mazda hatchback, was following closely behind the SUV.

    The two vehicles subsequently left the area and were last sighted travelling towards East Side. Police commenced investigations and Strike Force Viper members located both vehicles a short time later abandoned on Coolibah Crescent. Both have been seized to undergo forensic examination.

    Police attended the registered address of the vehicles in East Side and confirmed they had been stolen earlier in the night.

    Members from the Dog Operations Unit, Strike Force Viper and general duties conducted area patrols to locate the unknown offenders, however they currently remain outstanding.

  • MIL-OSI USA: NASA Boosts Efficiency with Custom X-66 Flooring

    NASA designed temporary floorboards for the MD-90 aircraft to use while it is transformed into the X-66 experimental demonstrator aircraft. These floorboards will protect the original flooring and streamline the modification process.
    Supporting the agency’s Sustainable Flight Demonstrator project, a small team in the Experimental Fabrication Shop at NASA’s Armstrong Flight Research Center in Edwards, California, built temporary floorboards to save the project time and resources. Repeated removal and installation of the original flooring during the modification process was time-consuming. Using temporary panels also ensures the original floorboards are protected and remain flightworthy for when modifications are complete, and the original flooring is reinstalled.
    “The task of creating the temporary floorboards for the MD-90 involves a meticulous process aimed at facilitating modifications while maintaining safety and efficiency. The need for these temporary floorboards arises from the detailed procedure required to remove and reinstall the Original Equipment Manufacturer (OEM) floorboards,” said Jason Nelson, experimental fabrication lead. He is one of two members of the fabrication team – one engineering technician and one inspector – manufacturing about 50 temporary floorboards, which range in size from 20 inches by 36 inches to 42 inches by 75 inches.

    Nelson continued, “Since these OEM boards will be removed and reinstalled multiple times to accommodate necessary modifications, the temporary floorboards will save the team valuable time and resources. They will also provide the same level of safety and strength as the OEM boards, ensuring that the process runs smoothly without compromising quality.”
    Designing and prototyping the flooring was a meticulous process, but the temporary solution plays a crucial role in optimizing time and resources as NASA works to advance safe and efficient air travel. The agency’s Sustainable Flight Demonstrator project seeks to inform the next generation of single-aisle airliners, the most common aircraft in commercial aviation fleets around the world. NASA partnered with Boeing to develop the X-66 experimental demonstrator aircraft.
    NASA Armstrong’s Experimental Fabrication Shop carries out modifications and repair work on aircraft, ranging from the creation of something as small as an aluminum bracket to modifying wing spars, fuselage ribs, control surfaces, and other tasks to support missions.

    During a time of great turmoil, Vietnam veterans answered our country’s call throughout more than a decade of harrowing combat – leaving many with lifelong scars, both visible and invisible. These veterans returned home to a deeply divided society and tragically did not receive the support and gratitude they deserved – a shameful reality we must never repeat.

    Let us recommit to lifting up the legacy of our Vietnam veterans and upholding our fundamental duty to honor all service members with the support, gratitude, and respect they are rightfully owed.     ʻEWA BEACH, OʻAHU – Nerves heightened and anticipation filled the room as more than 1,200 beneficiaries and their ‘ohana gathered at the Salvation Army Kroc Center in ʻEwa Beach. The group sat in eager anticipation while the Department of Hawaiian Home Lands (DHHL) prepared to announce the names of recipients for 665 project leases in West Oʻahu — the first such awards in more than 20 years.

    Most have waited decades. Some before statehood.

    “This is more than just awarding land; it’s about delivering on the promise of Prince Kūhiō and ensuring Native Hawaiian families have a permanent place to call home,” said Governor Josh Green, M.D. “Housing is healthcare — when people have stable, secure housing, their overall well-being improves. My administration is committed to making sure every family has that opportunity, and Saturday’s lease awards are a major step forward in that effort.”

    The leases, 605 in Kaʻuluokahaʻi and 60 in Kaupeʻa, represent a significant step toward homeownership. This initiative is part of DHHL’s comprehensive approach to addressing its long-standing waitlist by expediting homesteading opportunities.

    “These lease awards represent hope and progress,” said DHHL Director Kali Watson. “We are not just building homes; we are fostering communities. Our goal is to move as many beneficiaries as possible from the waitlist to the ʻāina, ensuring that Native Hawaiian families can create a legacy for future generations.”

    Unlike previous processes, beneficiaries secure a homestead lot prior to the completion of development. This approach gives families the chance to prepare for both financial and program requirements, thereby ensuring long-term stability and the opportunity to transfer their leases to eligible successors.

    “All my years living I’ve never experienced something like this, and I think this is the best,” said Roberta Akana, West O’ahu project lease awardee. “It’s magnificent.”

    “When we house Hawaiians, we house Hawaiʻi,” said Representative Darius Kila (House District 44 – Honokai Hale, Nānākuli, Māʻili). Kila’s grandmother, on the waitlist since 1988, also received a lease that day.

    Act 279, the department’s transformational $600 million allocation of general funds set forth in 2022 by the Hawaiʻi State Legislature, played a crucial role in the development of both homestead projects by providing the necessary infrastructure.

    A New Era for Hawaiian Homesteads

    The awards ceremony on Saturday, March 22, 2025, is the first of three major project lease distributions this year. DHHL will award an additional 400 leases in West Hawai‘i in April and nearly a thousand on Maui in the fall. The department’s ambitious plan aims to issue more than 6,000 project leases statewide over the next two years.

    Eighty-year-old Lani Sanborn Ahuna has been on the Oʻahu residential waitlist for 22 years and said he was overwhelmed when he heard his name called.

    “I cried. Uē, uē,” Sandborn Ahuna said. “I want to put my feet on the ʻāina no matter how old I am.”

    Following the issuance of the intended 665 project leases in Kaʻuluokahaʻi and Kaupeʻa, Watson called for the awarding of an additional 125 alternate leases: clearing the West Oʻahu project lease waitlist.

    “This initiative ensures that Native Hawaiian families not only receive land but also have the support and resources to turn it into a thriving homestead,” added Watson. “A house is more than four walls — it’s the foundation for health, education, and economic stability. Mahalo to Governor Green, our lawmakers, and our partners for making today possible.”

    Conducted the weekend before Prince Jonah Kūhiō Kalanianaʻole Day, Representative Diamond Garcia (House District 42 – Portions of Varona Village, ʻEwa, and Kapolei, Fernandez Village) paid tribute to Prince Kūhiō and the transformative impacts of project lease awards in his speech: “We honor [Prince Kūhiō] by doing the work.”

    Project leases provide a critical pathway to homeownership, offering options such as turnkey homes, owner-builder lots, and rent-to-own opportunities. Developers Gentry Homes and Mark Development, Inc. are working alongside DHHL to ensure that affordable, high-quality housing is available to beneficiaries.

    The Hague, March 31, 2025 – Aegon today announces the nomination of David Herzog, Lori Fouché and Jay Ralph as new members of its Board of Directors at the company’s Annual General Meeting of shareholders (AGM) which will be held on June 12, 2025. 

    The Board intends to appoint David Herzog as Chair in the second half of 2025. Mr. Herzog will succeed William Connelly. To ensure a smooth transition, the Board will propose the reappointment of Mr. Connelly as a member for an additional year.   • MIL-OSI Economics: RBA and ASIC Act on Deep Concerns with ASX

    The Reserve Bank of Australia (RBA) and the Australian Securities and Investments Commission (ASIC) (the regulators) have taken further steps to address their increasing concern over the management of operational risk at ASX, following the CHESS batch settlement failure incident that occurred on 20 December 2024.

    In a joint letter to ASX, the regulators expressed their deep concerns about the potential for operational incidents, such as the CHESS batch settlement failure, to affect the ability of the CHESS system to reliably service the Australian equities market until CHESS is replaced. The regulators also highlighted their concern about the speed and nature of ASX’s remediation actions following the initial incident.

    In response, the RBA has taken the unprecedented step of reassessing the compliance of ASX Clear Pty Limited and ASX Settlement Pty Ltd with the RBA’s Financial Stability Standards outside the usual annual assessment cycle. The RBA has downgraded its assessment of these entities’ compliance with the “Operational Risk” standard from partly observed to not observed. A rating of not observed is made when the RBA has identified serious issues of concern that warrant immediate action.

    In addition, ASIC has directed ASX, under section 823BB(4) of the Corporations Act 2001, to engage an expert approved by ASIC to undertake a technical review of CHESS. This review and any remediation will provide greater confidence to regulators, and the public, in the stability and operational resilience of the current CHESS platform.

    RBA Governor Michele Bullock said, ‘It is deeply disappointing that the regulators need to take these actions today. But they are necessary. ASX operates critical infrastructure that plays a central role in the financial system. ASX’s management of operational risk has been a concern for RBA staff and the Payments System Board for some time, and the recent CHESS incident has underscored those concerns. The underlying issues that we have raised need to be addressed as a matter of priority to strengthen the resilience of the CHESS system.’

    ASIC Chair Joe Longo said, ‘Our actions underscore our increasingly deep concerns with ASX’s management of the CHESS system, and we will continue to consider further action. The technical review of ASX’s core technology infrastructure is necessary given the ongoing concerns the regulators have raised about ASX’s operational resilience. It is troubling that these risks were realised in this major incident.’

    The regulators together outlined their expectations that ASX needs to give the highest priority to the immediate remediation of issues that caused and exacerbated the December 2024 incident.

    If not urgently addressed, the regulators are prepared to take further regulatory action. This could include the use of the regulators’ new powers under reforms to modernise the regulatory framework for Financial Market Infrastructures, which came into effect in September 2024, and further rulemaking under the Competition in Clearing and Settlement reforms.

    Background

    The RBA and ASIC are co-regulators of licensed CS facilities and have separate, but complementary, responsibilities for the licensing and supervision of CS facilities licensees.

    These responsibilities include supervising each CS facility licensee’s compliance with the obligation to do all things necessary to ensure that the facility’s services are provided in a fair and effective way, to the extent it is reasonably practicable to do so. In carrying out supervision and assessment of CS facilities, the RBA and ASIC work closely as appropriate.

    The RBA supervises CS facilities from the perspective of the facilities’ importance to the stability of Australia’s financial system. This includes the power to determine financial stability standards for the purpose of ensuring that CS facility licensees conduct their affairs in a way that causes or promotes overall stability in the Australian financial system.

    ASIC’s regulatory action announced today are in addition and separate to ASIC’s investigation into ASX Settlement Pty Ltd (ASX Settlement) for suspected contraventions of section 821A of the Corporations Act.

    MANILA, PHILIPPINES (31 March 2025) — The Asian Development Bank (ADB) has successfully issued a CNY8.3 billion (about $1.15 billion), 3-year bond issue, its largest Panda Bonds to date, raising significant capital to support its development projects for both sovereign and private sector borrowers. The bonds, issued on 17 March 2025, carry a 1.81% coupon. 

    This issuance marks a significant milestone for ADB, as it represents the largest Panda Bonds issued to date in 2025, and the largest local currency bond issued by ADB. The bonds were well received by both domestic and international investors, reflecting strong confidence in ADB’s commitment to sustainable development.

    “We are delighted with the successful issuance of our latest Panda Bonds,” said ADB Treasurer Tobias Hoschka. “This achievement underscores the robust demand for high-quality, sustainable investment opportunities in the Chinese bond market. Featuring the upgraded AI Cleaning Mode 2.0 and advanced HEPA filtration system, this latest innovation builds on Samsung’s leadership in smart home cleaning appliances.

    Clean Thoroughly With the World’s Most Powerful Suction Power

    The Bespoke AI Jet Ultra boasts suction power of up to 400W3 to tackle even the toughest cleaning tasks. The HexaJet Motor is the key component that generates high suction power. Its unique Hexagon stator structure with a second-stage diffuser and an impeller with the reduced thickness improve airflow and increase motor efficiency, thus enabling up to 400W of suction power. Plus, the motor allows the vacuum cleaner to run for up to 100 minutes on one battery when using Min mode,4 so users can clean their whole house in one go.

     
     
    Intelligent Cleaning Support Through AI Cleaning Mode 2.0

    The Bespoke AI Jet Ultra also introduces the upgraded AI Cleaning Mode 2.0.5 By sensing the brush load and vacuuming air pressure, this mode can classify a total of six different cleaning environments6 using Samsung’s AI Optimum Tech and automatically adjust the cleaning performance. When using the Active Dual Brush, it can recognize whether a carpet is normal or long-pile. The vacuum cleaner senses corners7 with the Slim LED Brush+, as well. And by adjusting the suction power and brush speed8 for the different cleaning environments, it uses power more efficiently, reducing battery power use by 21% and increasing maneuverability by 8% with performance akin to Mid mode.9

     
     
    Advanced HEPA Filtration System
    Complementing this powerful and intelligent experience, Samsung has enhanced the filtration system to ensure dust particles are captured when air is expelled from the vacuum cleaner. The Bespoke AI Jet Ultra features a Multi-layered Filtration system that effectively traps fine dust.10 When air comes in, internal compartments like the cyclone and a metal mesh grille filter catch dust particles in succession. As a result, it achieves a filtration efficiency of 99.999%.11

     
    Another distinctive benefit is that Samsung has implemented HEPA filtration into its Multi-layered Filtration system. With this system, the Bespoke AI Jet Ultra captures dust particles as small as 0.3µm, allowing less dust12 to escape into the air.

If AI Cleaning mode 2.0 does not work frequently, please move the All-in-one Clean Station to a space without obstacles nearby. To enable continuous function updates, users should keep the Wi-Fi in the house on at all times.6 The ability to identify different cleaning environments and the time it takes to change the settings can be affected by environmental conditions.7 Corner and floor-wall joint detection only operates in hard floor environments. “Corner” refers to the area where two flat and closed walls meet. The suction power increases about 2-3.5 seconds after the brush is pressed against the wall. If the brush contacts only one side of the corner or if there is a gap in the corner, it may not be recognized as a corner, and the recognition accuracy and reaction speed may vary depending on the wall shape and actual usage environment.8 The brush rotation speed (rpm) can only be adjusted when using the Active Dual Brush.9 Based on internal testing when using the Slim LED Brush+, in accordance with the global average ratio of the floor composition – wooden floor 76% and carpet 24%. It achieves the same cleaning performance as Mid mode with 2% or less difference in cleaning efficiency, in accordance with the IEC 62885-2 Cl. 5.1 and 5.4 standard. The battery consumption was measured based on the actual amount of power consumed while using the vacuum cleaner for 35 minutes from a fully charged state. The maneuverability is based on the actual measured value in accordance with the IEC 62885-2 Cl. 7.3.9 standard.     Samsung Electronics unveiled its refreshed “AI Home” vision and innovative appliance lineup at its global launch event, Welcome to Bespoke AI, in Seoul, Korea. With a focus on providing a more secure and intuitive user experience, the company introduced an AI Home experience, showcasing advanced AI features and a wider range of screen-enabled appliances.
     
    Jeong Seung Moon, EVP and Head of the R&D Team for Digital Appliances Business at Samsung Electronics, opened the global press conference by introducing the company’s vision for creating an AI Home that harmoniously connects various devices and, as a result, caters to user needs in every room of the home.
     
    “Through our Bespoke AI appliances, Samsung has brought an AI Home to life that not only enhances everyday convenience but also enables energy savings and care,” said Jeong Seung Moon. “We will continue to expand the advanced AI Home to more households, leveraging smart screens, Bixby and Knox security.”

    During the event, Samsung introduced its Bespoke AI appliances for 2025, which bring new and innovative functionalities to solve users’ difficult problems.
     
    At the heart of the company’s vision is the AI Home display.1 Built upon the innovation of the first introduction of the AI Home display last year, the AI Home with new size options has been expanded to a broad range of new products, such as Bespoke AI Refrigerators, the Bespoke AI Laundry Vented Combo, Washers and Dryers.2

     
    The 9-inch AI Home screen on the Bespoke AI Refrigerator lineup increases consumers’ options by offering a similar experience to what’s available on the larger AI Family Hub screen. With the upgraded AI Vision Inside,3 food management has been enhanced with new features such as automatic recognition of processed food items,4 for models with the AI Family Hub and those with the AI Home. Through the 7-inch AI Home in the Bespoke AI Laundry, users can intuitively control the washing and drying cycles, as well as monitor and control other connected devices.5
     

    Moreover, the new Bespoke AI appliances bring enhanced features that adapt to consumer needs. For example, the Bespoke AI Hybrid Refrigerator utilizes AI to efficiently cool the inside of the fridge, detecting its current status and predicting internal temperature changes to effectively adapt cooling.
     
    The Bespoke AI Laundry includes new functions to enhance consumer convenience, with new standalone models that have upgraded AI Wash and AI Dry to AI Wash+ and AI Dry+,6 as well as models to be launched in Europe, using up to 55% less energy than class A minimum requirements for the washer.7 Also, Samsung unveiled the new Bespoke AI Laundry Vented Combo, which is the first ever vented combo in its class.8 It significantly reduces drying time, finishing both washing and drying in 68 minutes with its Super Speed cycle.

     
    Samsung is continuing to innovate its vacuum cleaner lineup, as well. The cordless stick vacuum cleaner, the Bespoke AI Jet Ultra, will be launched with the world’s most powerful9 suction power of up to 400W.10 The upgraded AI Cleaning Mode 2.011 classifies more diverse environments12 like corners13 and the type of carpets14 for improved cleaning performance.

     
    Samsung also revealed the Bespoke AI Jet Bot Steam Ultra.15 Not only is the robot vacuum cleaner designed to climb thresholds, but it is also enhanced with AI Object Recognition for complex environments,16 which can recognize obstacles as small as 1cm, and even transparent liquids17 for better cleaning results. And when it encounters corners or walls, the brush pops out, allowing it to clean areas that can be difficult for typical robot vacuum cleaners to deal with.

     
     
    Samsung Home Appliances Bring Easy To Use, Care and Saving to Consumers
    Samsung elaborated further on its “AI Home” vision and its commitment to integrating AI across the connected experience to cater to diverse lifestyles — through the core benefits of Easy to Use, Care and Saving.
     
    Thanks to the adoption of the AI Home display, users will find it easier than ever to engage with the full functionality of their Bespoke AI appliances. The smart screen is now an even better central control hub, even connecting third party devices through SmartThings without the need for a separate hub device.18 Users can also utilize features like the refrigerators’ Daily Board to receive personalized information and better manage their day — or use Map View to effortlessly monitor and control other connected devices.

     
    The upgraded Bixby allows for easier control of appliances through voice commands and enhances usability through new features like Voice ID.19 It personalizes services by recognizing the user’s voice, automatically switching to the Samsung account of the speaker and showing their calendar on the screen. And if that person also uses the low vision option on their Galaxy smartphone, it will be automatically synced to the screen for a better viewing experience.
     
    New SmartThings services were also introduced during the event, including Family Care,20 which sends an alert to other family members if a user’s movement is not detected at the set time — or if there is no activity for a certain amount of time after the last activity. It is also possible to use the robot vacuum cleaner to look for signs of an emergency, with all of this functionality being tightly secured by Samsung Knox.
     
     
    Continued Efforts To Deliver Reliable Experiences
    To complete its “AI Home” vision for 2025, Samsung shone a light on how it is pushing the boundaries of innovation, prioritizing a trusted experience for users.
     
    First, Samsung will apply enhanced Knox security to devices across the lineup so that users will be able to enjoy their AI Home experience with peace of mind. This year in particular, Trust Chain, which is part of Knox Matrix, is applied to all Wi-Fi enabled appliances launching in 2025. Users can continuously monitor products’ security status in real time through the dashboard.21
     
    Knox Vault is also applied to home appliances for the first time,22 storing particularly sensitive user information, such as passwords and authentication information, in a separate hardware chip to ensure protection. Furthermore, to protect against the potential of future quantum attacks, Samsung’s security is also equipped with post-quantum cryptography (PQC), a part of Knox Matrix Credential Sync, for its screen-applied products.23

     
    Another key priority for Samsung is making sure that customers can use the latest software features on their existing appliances without buying new ones. With Smart Forward,24 the software update service through SmartThings, Samsung continuously updates its appliances with new features to enhance the consumer experience.
     
    Samsung is also actively improving product maintenance. SmartThings Home Care utilizes AI to diagnose each appliance’s status, and if signs of malfunction are detected, it sends a notification in advance. In addition, a technical support representative can provide guidance on remote measures based on pre-diagnosis results.25 This support feature has already expanded to more countries, including France, Netherlands and Canada, following Korea and the United States.
     
    By integrating all of these wide-ranging initiatives, Samsung aims to create safer and more reliable smart home experiences that users can enjoy with comfort and peace of mind.
