    ow-income Harney County taxpayers eligible to claim valuable federal and state tax credits can get assistance filing their tax returns when Oregon Department of Revenue volunteers visit Burns April 2.

    Help using the combination of IRS Direct File and Direct File Oregon to file electronically for free will be available at the Harney County Library, located at 80 West D Street in Burns, 10 a.m. to 6 p.m., April 2.

    According to IRS and state statistics, the federal Earned Income Tax Credit and the Oregon Earned Income Credit were claimed on more than 17 percent of returns in Harney County for tax year 2022. It’s likely, however, that more area families could claim the credits. The IRS estimates that, overall, 25 percent of Oregon taxpayers eligible don’t claim the credits.

    The Department of Revenue believes that helping taxpayers file their own returns using direct file will help maximize the number of Oregonians who choose to use the new free option and make it possible for many who don’t have a filing requirement to file and claim significant federal and state tax credits for low-income families.

    The Earned Income Tax Credit is a federal tax credit for people for making up to $66,819 in 2024. Families may be eligible for a maximum refundable credit of $7,830 on their federal tax return, and a maximum Oregon Earned Income Credit of $940 on their state tax return. Certain taxpayers without children may also be eligible for these credits.

    Some taxpayers eligible for the Earned Income Tax Credit and the Oregon Earned Income Credit may also be able to claim the Oregon Kids Credit, which could total as much as $5,000.

    All three are refundable credits meaning that eligible taxpayers can receive the Earned Income Tax Credit, the Oregon EIC, and Oregon Kids Credit, even if they are not otherwise required to file. To receive the refundable credits, however, they must file a federal and state tax return.

    The IRS estimates that 1,000, or one out of every seven people in Harney County are eligible to use IRS Direct File and Direct File Oregon. Filing with both IRS Direct File and Direct File Oregon is free and available as a combination for filing both federal and state taxes for the first time this year.

    Taxpayers should bring the following information with them to the library.

    Identification documents

    • Social security card or ITIN for everyone on your tax return
    • Government picture ID for taxpayer and spouse if filing jointly (such as driver’s license or passport)

    Common income and tax documents

    • Forms W2 (wages from a job)
    • Forms 1099 (other kinds of income)
    • Forms SSA-1099 (Social security benefits)

    Optional documents

    • Canceled check or bank routing and account numbers for direct deposit
    • Last year’s tax return

    IRS Direct File does not support all return types. Specifically, taxpayers with dividends reported on Form 1099-DIV and capital gains or losses are not eligible to use IRS Direct File.

    Taxpayers who aren’t eligible to use IRS Direct File can find other free options and free assistances sites on the agency’s website. Those who can’t use IRS Direct File to file their federal return can still use Direct File Oregon to file their state return.

  • MIL-OSI Security: Medical Device Manufacturer And Its Owner Agree To Pay $550,000 To Resolve False Claims Act Allegations

              GRAND RAPIDS – The United States has reached a settlement agreement with The Prometheus Group (Prometheus), a New Hampshire manufacturer of rectal therapeutic systems and probes, and Richard Poore, its president and sole owner, to resolve a civil lawsuit filed against them. The lawsuit alleges that the defendants violated the False Claims Act by causing health care providers to bill Medicare for services in which the providers improperly re-used single-user rectal sensors and single-use catheters on multiple patients.  As part of the settlement, Prometheus and Poore will pay $550,000 to resolve the claims against them.  

              “Medicare beneficiaries deserve treatment that is reasonable and safe,” said Acting U.S. Attorney for the Western District of Michigan Andrew B. Birge. “Device manufacturers and medical practitioners cannot flaunt the rules and jeopardize the wellbeing of patients in our community.”

              “Manufacturers and providers must ensure that medical devices are utilized in a manner that ensures the safety of patients and complies with Federal laws and regulations,” said Mario M. Pinto, Special Agent in Charge of the U.S. Department of Health and Human Services, Office of Inspector General – Chicago Region.  “Our agency, working in conjunction with our law enforcement partners, will always work to hold those accountable who jeopardize patient safety or submit false claims to Federal health care programs.”

              “The FBI is committed to investigating bad actors and protecting the public from healthcare professionals and top executives who exploit the trust of patients by prioritizing greed and convenience over safe health practices,” said Cheyvoryea Gibson, Special Agent in Charge of the FBI in Michigan. “The FBI remains dedicated to safeguarding public health and maintaining the integrity of the medical system.”

              Prometheus manufactures and sells device systems for use in pelvic muscle rehabilitation (PMR), a non-surgical therapy to eliminate or reduce symptoms of pelvic floor disorders, including urinary and fecal incontinence. Specifically, Prometheus has manufactured and marketed the Pathway CTS 2000 Pelvic Floor Training System and the Morpheus System.  Both systems required the use of a rectal pressure probe that is inserted into a patient’s rectum during therapy. Prometheus manufactured its own sensor for use with the Pathway System and encouraged its customers to use a competitor’s anorectal manometry catheter with the Morpheus System.

              The U.S. Food and Drug Administration (FDA) cleared the Prometheus rectal pressure sensor to be used as a single-user device and the anorectal manometry catheter to be used as a single-use device.  For example, the instructions for use identify the rectal pressure sensor as “a potential bio-hazard” and state: “This sensor is restricted for single person use only. Use by another person is strictly prohibited by Federal Regulations.” Similarly, the anorectal manometry catheter was cleared by the FDA as a disposable single-use device, with packaging that states: “Do not re-use.”

              According to the United States’ complaint, the defendants knew of these restrictions, but for years encouraged and instructed health care providers to reuse the rectal pressure sensors and anorectal manometry catheters on multiple patients, using a glove or condom to cover the probes, as a way to reduce the overhead costs associated with Prometheus’s systems.  The government alleged that using the devices in this manner, which exposed patients to unnecessary risk of infections, was not reasonable or necessary, and thus was ineligible for Medicare coverage. 

              The resolution obtained in this matter was the result of a coordinated effort between the Justice Department’s Civil Division, Commercial Litigation Branch, Fraud Section, and the United States Attorney’s Office for the Western District of Michigan, with assistance from the Department of Health and Human Services, Office of Inspector General, the FDA’s Office of Criminal Investigations, and the Federal Bureau of Investigation.

              The investigation and resolution of this matter illustrates the government’s emphasis on combating healthcare fraud.  One of the most powerful tools in this effort is the False Claims Act.  Tips and complaints from all sources about potential fraud, waste, abuse, and mismanagement, can be reported to the Department of Health and Human Services at 800-HHS-TIPS (800-447-8477).

              The lawsuit, which was filed in the U.S. District Court for the Western District of Michigan, is captioned United States v. The Prometheus Group., et al., No. 22-cv-446 (W.D. Mich.).  The lawsuit was handled by Senior Trial Counsel Jay D. Majors and former Assistant U.S. Attorney Andrew J. Hull.

  • MIL-OSI Security: Pittsburgh Felon Sentenced to Prison for Possessing and Attempting to Prevent the Seizure of Firearms

    PITTSBURGH, Pa. – A resident of Pittsburgh, Pennsylvania, has been sentenced in federal court to 45 months of imprisonment, to be followed by three years of supervised release, on his convictions of possession of firearms and ammunition by a convicted felon and attempting to take action to prevent seizure, Acting United States Attorney Troy Rivetti announced today.

    United States District Judge Marilyn J. Horan imposed the sentence on Javon Pope, 36.

    According to information presented to the Court, on the morning of November 19, 2019, agents from the Federal Bureau of Investigation discovered Pope inside a Wilkinsburg residence at which another individual had just been arrested and officers had observed several firearms in plain view. The agents detained and searched Pope, finding a digital scale, a small amount of marijuana, and a cellular telephone. Upon the execution of a search warrant for the residence, agents found four firearms, but in different locations from where they had been initially observed by officers. A search warrant for Pope’s cellular telephone revealed an internet search for “how long does it take to get a search warrant” during the morning of November 19 while the FBI would have had the house secured pending the warrant, as well as a picture of the defendant with several of the firearms found in the residence. Pope has a prior felony conviction, and federal law prohibits possession of a firearm or ammunition by a convicted felon.

    The cell phone also revealed several telephone calls between Pope and a resident of the home beginning around the time the Pittsburgh S.W.A.T. Team arrived at the residence, during which Pope was informed that federal agents were at the home and intending to search it. It is a violation of federal law to attempt to take action to prevent seizure of items pursuant to a federal search warrant.

    Assistant United States Attorney Brendan T. Conway prosecuted this case on behalf of the government.

    Acting United States Attorney Rivetti commended the Federal Bureau of Investigation and Pittsburgh S.W.A.T. Team for the investigation leading to the successful prosecution of Pope.

    This prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

  • MIL-OSI Security: Humble man sentenced in relation to scheme to illegally ship firearms to Iraq

    HOUSTON – A 53-year-old local resident has been sentenced to federal prison for providing false information on federally mandated firearms records, announced U.S. Attorney Nicholas J. Ganjei.

    Yashab Idnan Sandhu, Humble, pleaded guilty July 24, 2023.

    U.S. District Judge Andrew Hanen has now ordered Sandhu to serve 42 months in federal prison to be immediately followed by three years of supervised release.

    “The Southern District of Texas is pleased to have worked with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to have intercepted this shipment of guns before they reached Iraq, and used for whatever unknown purpose,” said Ganjei.

    “Being a responsible gun dealer is not just a matter of business; it’s a fundamental duty to safeguard public safety and uphold the trust placed in our agency by the American people,” said ATF Special Agent in Charge Michael Weddel. “ATF puts great trust in Federal Firearms Licensees (FFLs), to include ‘responsible persons,’ as they carry significant responsibility. When that trust is violated, it undermines the confidence the public has in the system. ATF Houston is committed to maintaining public safety, which includes holding these FFLs and their associated employees responsible when the laws and regulations are not followed.”

    The investigation began March 13, 2020, when authorities discovered a cache of handguns concealed in a shipping crate addressed to Iraq at a Port of Houston warehouse. They recovered approximately 473 handguns, 38 of which were pistols with obliterated serial numbers.

    Law enforcement ultimately traced 38 pistols with obliterated serial numbers to R’s Golf & Guns, an FFL for whom Sandhu was a “responsible person.”

    A responsible person is someone who has the authority and power to direct firearm compliance decisions and operations for an FFL.

    The investigation revealed Sandhu had sold these firearms to a suspected firearms smuggler. As part of his plea, Sandhu admitted he went back to previously completed forms and added the firearms, falsely reporting they had been sold to other innocent persons. 

    Sandhu was permitted to remain on bond and voluntarily surrender to a U.S. Bureau of Prisons facility to be determined in the near future.

    ATF conducted the investigation with the assistance of the FBI and Bureau of Industry and Security. Assistant U.S. Attorneys Steven Schammel and Heather Winter prosecuted the case.

    WASHINGTON, D.C. — In a Senate Armed Services subcommittee (SASC) hearing on sea power, U.S. Senator Angus King (I-ME) discussed the importance of supporting our nation’s shipbuilding capacity with senior U.S. Navy and government personnel. In a conversation with witnesses Dr. Brett A. Seidle, Acting Assistant Secretary of the Navy for Research, Development, and Acquisition, and Shelby S. Oakley, Director of Contracting and National Security Acquisitions at the Government Accountability Office (GAO), King confirmed the Navy’s willingness to support the shipbuilding workforce through investments in childcare, housing, and professional development.
    “If I were to list the three biggest problems right now in developing shipyard capacity, the first would be workforce, the second would be workforce, the third would be workforce. The Navy has to be thinking in unconventional ways. For example, one of the most important things to develop workforce is to have childcare facilities, parking, housing in the area. We’ve had people recruited to Bath who get there and cannot find a place to live. I believe that has to be part of the mentality of developing the workforce. And then of course training and all those details that go to attracting people in this economy. Finally, on the development of the infrastructure, it is the infrastructure itself. There has to be a joint investment in the private shipyards and the Navy in terms of infrastructure buildings, more efficient layout of the facility, and those kind of steps are very important. I’m giving you advice, but this is based on my experiences working with the shipyards…My final question is to GAO. You mentioned 60 or so recommendations that have not been followed. What are the top three recommendations that if you were pressed you think would make a difference?,” Senator King asked.
    “You’re really pressing my memory on 60 recommendations, but I think most pressing in the front of my mind are our recommendations related to design and the changes we would like to see the Navy make with regard to like you said, ensuring the design is finalized before we are awarding a contract for construction and before we are starting to bend metal. Because the problems arise when those design changes creep in as the pressures of a fixed price contract begin to mount. That leads to challenges overall. It is exactly what we are seeing with the frigate program. We made adjustments to the Navy that they ensure that they have matured their basic and functional design before awarding the contract for detailed design and construction. Another recommendation we made was related to ensuring that detailed design on each individual block is finished before you begin construction on that block. Most of those recommendations are aimed at ensuring that there is less of a likelihood these surprises will pop up at a time where the pressure will be high to continue to proceed because of schedule or money challenges,” responded Director Oakley.
    Senator King also asked Acting Assistant Secretary Seidle about his support for a smooth transition between ship designs to ensure workforce and production sustainability.
    “A couple of technical observations before I get to the broader questions. One is, as you know, DDX is in the design stage and the concern from the point of view of the shipyards, both in Bath and Mississippi, is there would be a smooth transition between DDG 51 and DDX. What concerns us is a timing trough because you cannot turn on and turn off welders. I hope as you plan out the transition process, that it is top of mind. It would be disastrous for the yards if there was a lag in demand between the two ships. Are you with me on that?” asked Senator King.
    “Yes. We saw the lessons from DDG 51, to DDG 1000 back in the day, and how some of that worked out. We will clearly be intentional about the transition of DDG 51 to DDGX to keep the production line to feather in DDG X and then only taper out DDG 51 when it is ready,” replied Acting Assistant Secretary Seidle.
    As a member of the Senate Armed Services Committee, Senator King has championed funding for both Bath Iron Works (BIW) and Portsmouth Naval Shipyard (PNSY). Recently, Senator King and Secretary of the Navy John Phelan, discussed the importance of utilizing lessons from the private sector to maintain best practices for ship designing, building, and maintenance. Last year, he strongly urged Mr. Frederick J. Stefany, Acting Assistant Secretary of the Navy for Research, Development and Acquisition to prioritize long-term investments in the defense industrial base – including Bath Iron Works—to avoid a ‘trough’ between contracted work, resulting in a likely loss of workers and threatening American national security.   • MIL-OSI USA: Reed & Young Introduce Bipartisan Bill to Promote Service & Boost Civic Engagement

    WASHINGTON, D.C. – In an effort to bring Americans together through service to the nation and their fellow citizens, U.S. Senators Jack Reed (D-RI) and Todd Young (R-IN) reintroduced legislation that would create a whole of government approach to addressing military, national, and public service needs.
    This legislation is based on recommendations published by the bipartisan National Commission on Military, National and Public Service that Senator Reed and the late Senator John McCain established to review the military selective service process and consider methods to increase participation in military, national, and other public service to address the needs of the nation. 
    The Commission published its final report and recommendations five years ago, just as the pandemic began to grip the nation, setting off a decline in the rates of volunteerism from 30 percent to 23.2 percent according to data from AmeriCorps.  The Commission called for a ten-year goal for five million Americans to begin participating in military, national, or public service each year.
    Additionally, the Commission set targets for ensuring there are more than enough qualified individuals seeking to serve in the Armed Forces and for modernizing government personnel systems to attract and enable Americans with critical skills to enter public service. The Unity through Service Act would provide the architecture and focus to mobilize a collaborative approach across government to achieving these goals.
    According to the latest research compiled by AmeriCorps, volunteerism has begun to rebound following the pandemic with 28.3 percent of Americans formally volunteering in 2023, giving nearly five billion hours of service with an economic value of $167.2 billion.
    “Recent growth in volunteerism and service show that Americans are ready and willing to answer the call to serve, to come together and meet the challenges we are facing. We must create the conditions to mobilize them and strengthen opportunities to serve,” said Senator Reed. “That is why I am proud to join Senator Young in introducing the Unity through Service Act, reaffirming our national culture of service and elevating all forms of service by leveraging the strengths of our existing programs.”

    In addition to Senators Reed and Young, the legislation is cosponsored by U.S. Senator Chris Coons (D-DE) and was introduced in the House of Representatives by U.S. Representatives Chrissy Houlahan (D-PA-6), Jimmy Panetta (D-CA-19), Jack Bergman (R-MI-1), and Don Bacon (R-NE-2).
    The Unity through Service Act would elevate all forms of service, making it easier for Americans to identify service opportunities that align with their skills and goals.
    This bill would establish an Interagency Council on Service to coordinate and lead initiatives that extend across military, national, and public service. The Council will be tasked with preparing and submitting to the President a national strategy on service, including a review of current programs, initiatives and online content.
    Furthermore, the Unity through Service Act would authorize a joint advertising, market research, and recruiting program with the Department of Defense (DOD), the Corporation for National and Community Service (CNCS), and the Peace Corps to identify successful strategies and efficiently share this information across agencies. The bill would require a quadrennial report to Congress on initiatives to integrate military, national, and public service programs.

  • MIL-OSI Global: Global population data is in crisis – here’s why that matters

    Every day, decisions that affect our lives depend on knowing how many people live where. For example, how many vaccines are needed in a community, where polling stations should be placed for elections or who might be in danger as a hurricane approaches. The answers rely on population data.

    But counting people is getting harder.

    For centuries, census and household surveys have been the backbone of population knowledge. But we’ve just returned from the UN’s statistical commission meetings in New York, where experts reported that something alarming is happening to population data systems globally.

    Census response rates are declining in many countries, resulting in large margins of error. The 2020 US census undercounted America’s Latino population by more than three times the rate of the 2010 census. In Paraguay, the latest census revealed a population one-fifth smaller than previously thought.

    South Africa’s 2022 census post-enumeration survey revealed a likely undercount of more than 30%. According to the UN Economic Commission for Africa, undercounts and census delays due to COVID-19, conflict or financial limitations have resulted in an estimated one in three Africans not being counted in the 2020 census round.

    When people vanish from data, they vanish from policy. When certain groups are systematically undercounted – often minorities, rural communities or poorer people – they become invisible to policymakers. This translates directly into political underrepresentation and inadequate resource allocation.

    As the Brookings Institution, a US research organisation, has highlighted, undercounts have “cost communities of colour political representation over the next decade”.

    This is happening because several factors have converged. Trust in government institutions is eroding worldwide, with the Organisation for Economic Co-operation and Development (OECD) reporting that by late 2023, 44% of people across member countries had low or no trust in their national governments. Research shows a clear trend of declining trust specifically in representative institutions like parliaments and governments. This makes people less likely to respond to government-issued census requests.

    The COVID-19 pandemic created logistical nightmares for census takers. Many countries had to postpone their censuses. Budget cuts to statistical offices reduced capacity, while countries struggled with recruiting field staff.

    International funding for population data is also disappearing. The US-funded Demographic and Health Surveys program, which provided vital survey data across 90 countries for four decades, was terminated in February 2025. Unicef’s Multi-Indicator Cluster program, which carries out household surveys, faces an uncertain future amid shrinking global aid budgets. US government cuts to support for UN agencies and development banks undertaking census support will likely have further impacts.

    This is incredibly worrying to us as geography academics, because gathering accurate population data is fundamentally about making everyone visible. As population scientists Sabrina Juran and Arona Pistiner wrote, this information allows governments to plan for the future of a country and its people.

    The US census directly impacts the allocation of more than US$1.5 trillion (£1.2 trillion) in public resources each year. How can governments distribute healthcare funding without knowing who lives where? How can disaster response be effective if vulnerable populations are invisible in official population counts?

    Solutions that count

    Countries are adapting. The COVID-19 pandemic accelerated the transition to alternative census methodologies. Many countries turned to online questionnaires, telephone interviews and administrative data sources to reduce face-to-face interactions.

    The UN Economic Commission for Africa recommends that countries move from using paper forms for census data collection and embrace new digital technologies that can be cheaper and more reliable. Turkey’s switch in 2011 reduced census costs from US$48.3 million to US$13.9 million while improving data quality and timeliness, and nearly 80% of countries used tablets or smartphones for data collection in the 2020 round of censuses.

    At WorldPop, our research group at the University of Southampton, we’re also helping governments to develop solutions using new technologies. Buildings mapped from satellite imagery using AI, together with counts of populations from small areas, can help create detailed population estimates to support census implementation or provide estimates for undersurveyed areas.

    As we face growing challenges, from climate change to economic inequality, having accurate, reliable and robust population data isn’t a luxury. It’s essential for a functioning society. National statistical offices, UN agencies, academics, the private sector and donors must urgently focus on how to build cost-effective solutions to provide reliable and robust population data, especially in resource-poor settings where recent cuts will be felt hardest.

    When people disappear from the data, they risk disappearing from public policy too. Making everyone count starts with counting everyone.

  • MIL-OSI Global: Humans are bad at reading dogs’ emotions – but we can do learn to do better

    A lot of dog owners believe that they can tell what their dogs are feeling. They believe that they can assess their dog’s emotions no matter the context.

    Yet newspapers frequently publish stories about dogs who attack “out of nowhere”, where owners claim there were “no signs” prior to the attack. A recent US study has found the answer may lie with humans – as it turns out, we’re not very good at interpreting dogs’ emotions.

    Previous research has shown that experience with dogs affects how successful people are in assessing a dog’s emotional state. As a psychologist, the more I know about dogs and the more I study and observe them, the better I become in assessing their behaviour. However, even experts can struggle to get it right.

    In the recent US study, researchers looked at how successful people are at assessing dogs’ emotions from looking at pictures. The images showed the dogs in different postures such as submissive or anxious. Sometimes the context around the dog was positive (for example, the owner approaching the dog with a lead) and sometimes the context around was negative (a person about to scold the dog).

    The study found that the context influenced whether people assessed the dog’s behavioural response as positive or negative even though the posture and other signals didn’t change.

    Research also suggests we have the tendency to misinterpret some facial expressions of dogs. A 2018 University of Lincoln study examined how children aged three to five years old and their parents interpret dogs’ facial expressions.

    Participants were shown pictures of dogs, for example showing bare teeth, which signals high levels of distress. The children especially misinterpreted that as a smiling and happy dog. The study also showed that interventions, which educated participants on how to interpret dogs’ behavioural signals, increased their understanding of dogs’ stress signals (though this was mostly true in the adults).

    We tend to anthropomorphise and attribute human emotions to our dogs. A good example of this is the so-called guilty look. You often see videos on social media in which a dog avoids eye contact with humans, for example turning its head slightly to the side.

    If this happens after the dog has done something they shouldn’t have, the owner may classify this as indicative of shame or guilt. In reality, dogs avoid eye contact as a kind of deescalation behaviour.
    It indicates that they do not want a confrontation. Perhaps the owner has already reacted to the mishap. Or the dog has learned to expect a reaction from the owner in certain situations. Insecure or fearful dogs also often avoid eye contact because they feel threatened or intimidated. However, this behaviour has little to do with shame.

    Another classic misconception is that a dog that wags its tail is a happy and friendly dog. In reality, a wagging tail only means that the dog is aroused. To assess the dog’s emotional state, you also have to consider the position of the tail. If it is standing upright, then this is more a sign of a tense dog. If it is positioned lower and the movement of the tail is relaxed and wide from left to right, then it is probably a friendly signal.

    We anthropomorphise dogs because we have evolved a human-specific way to interpret others’ emotions. If we see a person who pulls up the corners of their mouth and smiles, then we understand them to be happy or at least cheerful. That leads to problems if we apply that system to interpret other species’ emotional expressions.

    So how can we analyse dogs’ emotional expression in an objective way? One approach that scientists use is a technical method called DogFACS. In this method, each facial muscle is assigned a movement on the surface of the face. Facial movements are documented by numbers and analysed separately from each other.

    In 2013 University of Portsmouth researchers went to dog shelters across the UK and filmed dogs for two minutes each. They then analysed the dogs’ behaviour, including their facial expressions.

    The animal shelter told the researchers how long it took for the filmed dogs to be adopted by new owners. Neither barking nor wagging tails influenced the adoption rate, but only a specific eyebrow movement: the so-called puppy dog eyes look. The more often the dogs raised their eyebrows and produced the puppy dog eyes, the quicker they were rehomed. Nothing else had an effect. This could be because the puppy dog eyes resemble a facial movement that we produce when we are sad and makes us want to care for the dog.

    In fact my 2019 study showed that the facial muscle anatomy of dogs has evolved for facial communication with humans. My team compared the facial muscle anatomy of dogs and wolves and demonstrated that the facial muscles of dogs and wolves are identical – except for one muscle, the levator anguli oculi medialis. This muscle is responsible for the lifting of the inner eyebrow in dogs.

    We may not be much good at reading dogs’ emotions but as the University of Lincoln study shows, we can learn to be.

  • MIL-OSI Global: Britons increasingly trust each other – but trust in politicians has slumped since the pandemic

    One surprise in the early days of the pandemic was people’s increased willingness to trust political authorities. According to the British Social Attitudes survey (BSA), the proportion of people trusting government ministers rose from 15% in 2019 to 23% in 2020. Data from Ipsos MORI showed a similar bounce for trust in government ministers and politicians in 2021. Trust in government was also a significant factor in whether people complied with lockdown rules and other restrictions.

    Since then, however, people’s trust in government has plummeted. The latest BSA survey finds that, in 2023, just 14% of the population said they trust government “always” or “most of the time”. Fully 45% of the population trust government “almost never”. These are the most negative set of figures since the BSA began asking questions on trust almost four decades ago.

    This collapse in trust is perhaps unsurprising given the various government shenanigans over the past few years, notably Boris Johnson’s Downing Street lockdown parties and Liz Truss’s disastrous prime ministerial tenure. However, there is also evidence that Britons have become less trusting as a result of dashed expectations over the benefits of Brexit, negative views of government performance in areas like health, and cost of living pressures.

    Yet while Britons are less trusting of those with political authority, they appear to be more trusting in each other. Back in 1999, 29% of the population believed that “most people [in Britain] can be trusted”. Four decades on, that proportion has increased to 46%, topping the previous high of 43% in 1981. This might partly reflect the sense of collective endeavour and neighbourliness that was instilled during the pandemic, when we were encouraged to look out for, and help, other people. There is also evidence that, while people see the country as a whole as becoming more divided, at the local level perceptions of unity outweigh perceptions of division.

    This is a welcome shift, particularly since trust in other people is associated with a range of positive outcomes, including support for international cooperation and international organisations. In an uncertain and dangerous world, social trust may be an important factor shaping the willingness of states to work together.

    Wellbeing of politicians

    The decline of popular trust in government and politicians is concerning. Low trust is associated with support for populist politicians such as Donald Trump and upheavals like Brexit. Low trust could also significantly compromise public acceptance of, and compliance with, official messages and rules in a future pandemic.

    Distrust can also cause direct harm to public figures. As one of us (James) has shown, politicians are generally poor estimators of public trust in themselves. But where they do perceive widespread distrust, often because of repeated experiences of physical or online abuse and intimidation, this has a significant negative effect on their mental health and wellbeing.

    Increased security around MPs – the cost of which jumped from £77,234.67 to £4,381,733.40 between 2014 and 2022 – is likely to protect them from the worst excesses of public distrust where it trickles over into extreme behaviour. Yet given the importance of contact for people’s trust, it could also inadvertently fuel more cynicism by increasing the physical distance between politicians and the public.

    The public’s declining regard for politicians and government should be a source of concern. We are hardly likely to recruit the calibre of politician we expect (and need), or indeed encourage a more diverse population of aspiring representatives, if the personal costs of holding elected office are so high.

    At the same time, a look at the bigger picture offers some reassurance. As one of us (Ben) has recently shown, there is little evidence that low trust induces popular scepticism towards democracy itself, or that it weakens public support for state spending or government programmes in key areas like healthcare.

    Trust on the frontline

    The nature and strength of Britain’s civic ties are revealed not only in our trust of politicians and institutions, but also in how we treat the people who provide public services, such as police officers and health workers.

    On the face of it, the picture is not pretty. Over the past few years, rates of public abuse towards frontline service providers have increased. In 2021, 18% of teachers reported having experienced verbal abuse from a parent or carer in the past year. In 2023, that figure had risen to 30%.

    A survey of police officers in 2022 found that 37% had experienced verbal insults at least once a week over the past year. This was an increase from the 29% of officers who reported a similar level of insults in 2020, although the figure dropped slightly in 2023 to 34%.

    Rates of physical abuse of London ambulance staff have more than doubled in four years, with 346 incidents recorded in 2019, increasing to 728 incidents in 2023. A similar picture of public abuse is found for frontline workers in the health service. Polling in 2023 found that 85% of GPs across the UK had received verbal abuse from members of the public during the past year. A 2021 survey by the British Medical Association found more than half of GPs, and one in five hospital doctors, had experienced verbal abuse in the past month.

    While majorities of the British public express trust in many frontline workers such as nurses and doctors (who currently attract 94% and 88% trust ratings), others appear to take a more negative view, extending even to abusive behaviour.

    Given the range of service providers facing such rising antipathy, it seems unlikely that the trigger for this was the pandemic. A better clue is provided by longer-term data on public treatment of doctors.

    NHS survey figures show that rates of abuse towards doctors declined between 2003 and 2011. (The wording of the relevant survey question changed in 2012, which restricts our ability to compare the more recent data). This was precisely the period when resources were pumped into the health service and public satisfaction with the NHS increased. This suggests that public interactions with frontline service workers like doctors are strongly shaped by the quality of the service they face.

    Indeed, GPs themselves ascribe the verbal abuse they and their staff experience to people’s dissatisfaction with the service, including discontent with access to health services. One underappreciated effect of austerity might thus be an increased public frustration with healthcare workers, which on occasion appears to extend to outright abuse.

    More accessible (read: better funded) public services might reduce some negativity towards frontline service workers. However, the important task of rebuilding people’s trust in politicians is – particularly given the negative coverage by much of Britain’s media – likely to be a trickier task.

  • MIL-OSI Global: Why eating yoghurt regularly could lower your risk of bowel cancer

    Hard on the heels of impressive research findings that a glass of milk is good for reducing cancer risk, another recent study has highlighted the potential benefits of yoghurt consumption in lowering the risk of certain types of cancer – particularly colorectal cancer.

    The number of new colorectal cancer cases among people under 55 has doubled globally in recent years, with diagnoses increasing by nearly 20%. As a consultant oncologist, many people have asked me how their risk can be reduced.

    The emerging evidence suggests that regular yoghurt consumption may have a protective effect against certain aggressive forms of colorectal cancer by modifying the gut microbiome, the natural bacteria that live in the gut.

    The gut microbiome plays a crucial role in overall health, influencing digestion, immune function and even cancer risk. The gut bacteria can live inside cancer itself, and in general a healthy balance of these bacteria is thought to be essential for maintaining a strong immune system and preventing inflammation, which can contribute to cancer development.

    Yoghurt contains live cultures of beneficial bacteria, such as lactobacillus bulgaricus and streptococcus thermophilus, which can help maintain this balance.

    The study found that consuming two or more servings of yoghurt per week was associated with a lower risk of a specific type of aggressive colorectal cancer, which occurs on the right side of the colon and is associated with poorer survival outcomes compared with cancers on the left side.

    The study analysed data from over 150,000 participants followed for several decades, indicating that long-term yoghurt consumption may alter the gut microbiome in ways that protect against certain cancers. Researchers surveyed the participants every two years about their yoghurt intake, and measured the amount of Bifidobacterium (a type of bacteria found in yoghurt) in the tumour tissue of 3,079 people within the sample who were diagnosed with colorectal cancer.

    While yoghurt did not directly lower the risk for all types of colorectal cancer, those who ate two or more servings of yoghurt per week had a lower risk of developing Bifidobacterium-positive proximal colon cancer”, a type of colorectal cancer that occurs in the right side of the colon and has one of the lowest survival rates. This new work also validates and builds on previous studies showing similar findings.

    Several mechanisms have been proposed to explain how yoghurt might reduce cancer risk. One key mechanism is the modulation of the gut microbiome. Yoghurt’s probiotics can enhance the diversity and balance of gut bacteria, potentially reducing inflammation and levels of cancer-causing chemicals (carcinogens).

    Additionally, yoghurt may exert anti-inflammatory effects on the colon lining cells, called the mucosa, which could help prevent cancer development. Improving gut barrier function is another potential mechanism, as yoghurt may reduce gut permeability, which is linked to increased cancer risk.

    Choose wisely

    Beyond its potential anti-cancer effects, yoghurt offers several other health benefits. Like milk, it is rich in calcium, which supports bone density and may reduce the risk of brittle bones, known as osteoporosis.

    Regular yoghurt consumption has also been associated with lower blood pressure and reduced risk of cardiovascular disease. Some studies suggest that yoghurt intake may help prevent type 2 diabetes and other diseases too.

    But when incorporating yoghurt into your diet, it’s important to choose wisely. Opt for plain, unflavoured yoghurt to avoid added sugars, which can negate health benefits – for example by causing weight gain, which is a risk factor for obesity and cancer.

    Different fermentation processes can result in varying levels of beneficial bacteria, so look for yoghurts with live cultures. Plain, unsweetened Greek yoghurt is generally higher in protein and lower in sugar, while full-fat yoghurt often has fewer processed ingredients than reduced-fat or non-fat variations.

    Yoghurt contains all nine essential amino acids, and aside from improving gut health, a serving of plain Greek yoghurt contains 15 to 20 grams of protein.

    There are nearly 45,000 cases of bowel cancer every year in the UK, making it the nation’s fourth most common cancer, and third worldwide – but many of these are preventable.

    According to Cancer Research UK data, 54% of all bowel cancers could be prevented by having a healthier lifestyle. Smoking, lack of exercise, alcohol, eating processed meat, and poor diet are all significant factors in the development of bowel cancer.

    The emerging evidence suggests that yoghurt, particularly when consumed regularly, may play a role in reducing the risk of certain aggressive forms of colorectal cancer. While more research is needed to fully understand these effects, incorporating yoghurt into a balanced diet could be a beneficial choice for overall health.

    But as with any dietary recommendation, it’s crucial to consider the broader context of a healthy lifestyle, including a diverse diet rich in fruits, vegetables and whole grains, along with regular physical activity. While yoghurt is not a magic bullet against cancer, it is a nutritious food that can contribute to a healthy diet and potentially offer protective effects against certain cancers.

    As research continues to uncover the complex relationships between diet, gut health and cancer risk, incorporating yoghurt into your daily routine may be a simple yet beneficial step towards a healthier life.

  • MIL-OSI Global: Trump’s America is facing an Andrew Jackson moment – and it’s bad news for the constitution

    How do you deal with an American president who does not obey the US constitution? The question has arisen because the recent episode where deportation flights carrying Venezuelans were dispatched to El Salvador, despite a court ruling that those flights must not proceed, suggests Donald Trump’s administration has a limited understanding of the separation of powers in the US. A president has no power to defy a court order.

    Similarly, a Brown University medical professor, Rasha Alawieh, was deported to Lebanon because of a perceived sympathy for Hezbollah, despite the fact she had a valid US work visa and despite a judge’s order blocking her removal from the US.

    This administration’s seemingly blatant disregarding of constitutional procedure is not the first time such a problem has arisen. Early in the life of the new republic it was posed by the election to the presidency in 1828 of Andrew Jackson. Jackson, an unashamed populist, harboured deep suspicion of all federal institutions. His belief in states’ rights sometimes trumped his commitment to the union.

    Trump echoes Jackson in many ways. Just as Trump reviles Joe Biden, so Jackson scorned his predecessor, John Quincy Adams. Trump’s attacks on institutions such as USAid and the Department of Education, is echoed by Jackson’s extraordinary war on the Bank of the United States, which he thought too big and grand for a democratic people.

    But the parallels come closest in relation to forced expulsion, whether of individuals in Trump’s case, or of whole peoples in Jackson’s.

    When Europeans established their colonies in the Americas, they justified their presence by asserting the philosopher John Locke’s principle that legal title to land belonged to those who farmed it. Since the native peoples were mostly nomadic hunters, this legal fiction enabled the Europeans and their American successors to seize land while claiming it was theirs “by right”.

    But the peoples of the American southeast – the Chickasaw, Choctaw, Creek, Seminole and Cherokee – took the Europeans at their word. They adopted a much more European lifestyle, establishing towns, wearing European clothing, even converting to Christianity. But above all, they started farming the land, even to the point of owning slaves to work on it. They were known, rather patronisingly, as the “five civilised tribes”.

    None of this adoption of western culture would save them, however, when Georgian cotton planters realised, first, that the tribes were sitting on prime cotton-growing land and, subsequently, that there was gold in Cherokee territory. In 1828 the state of Georgia claimed jurisdiction over all the land of the five tribes. Jackson, an old “Indian fighter” and a staunch states-rights southerner who was about to begin his stint as seventh US president, clearly sympathised.

    Jackson’s first State of the Union address made it clear that he intended to remove all the “Indian” tribes to the desert lands west of the Mississippi. In Congress, Jackson’s opponents accused him of betraying the very principles on which the republic had been founded. What had these people done that required their removal – and since they were indeed farmers, why was their right to their own land not to be respected in law?

    Despite these good reasons for these people to be allowed to stay, the 1830 Removal Act passed and the Chickasaw, Choctaw and Creek peoples packed up and left. The Seminole attempted armed resistance but were defeated.

    Supreme Court versus the US president

    The Cherokee took their case to the Supreme Court. The US Supreme Court had originally been intended merely as a final court of appeal, but under its long-sitting chief justice, John Marshall, it had established itself as the ultimate arbiter of what was and was not lawful according to the constitution. And this included acts of the president.

    The court’s new-found constitutional role was deeply resented in the White House as an unacceptable incursion on the rights of the president, even when it ruled in the president’s favour. Now Marshall was being asked to rule on the constitutional legality of Georgia’s claim to the land of the Cherokee people.

    The Cherokee had tried to declare they were a fully independent state, but the court ruled against that. It did, however, find that they constituted a dependent nation within the United States and that, therefore, the State of Georgia had no jurisdiction over them.

    Georgia, however, simply ignored the Supreme Court and in 1838 sent in troops to round up and expel the Cherokee people. Some 13,000 people set off on what became known as the “Trail of Tears” – about one-third of them died of weakness, disease and hunger.

    One American officer commented later that: “I fought through the civil war and have seen men shot to pieces and slaughtered by thousands, but the Cherokee removal was the cruellest I ever knew.”

    Jackson was exultant, taunting Marshall that his judgement “has fell still born” and sneering that Marshall had no means of enforcing it. The Cherokee chief, the half-Scottish John Ross, summed up the situation: “We have a country which others covet. This is the only offence we have ever yet been charged with.”

    The Cherokee had found that, if the president chose to ignore it, the US constitution offered no protection to the innocent. It’s a history lesson Greenlanders, Mexicans and Canadians – and indeed many Americans who may fall foul of this administration and seek recourse to the law – would do well to study.

  • MIL-OSI Canada: Camping reservations will open for entire Berg Lake Trail in Mount Robson Park

    Camping reservations will soon open for the entire Berg Lake Trail in Mount Robson Park, marking the return of hikers this summer to one of B.C.’s most popular backcountry hiking destinations.

    Beginning at 7 a.m. on Wednesday, April 2, 2025, people can reserve tent pads at any of the seven backcountry campgrounds along the Berg Lake Trail for arrivals starting June 26, 2025, the same day the entire trail is scheduled to reopen. Reservations will open for the entire season and are required to stay at campgrounds along the trail until Sept. 29, 2025.

    “Mount Robson Park is a special place, drawing thousands of people from across Canada and the world to experience the natural beauty,” said Tamara Davidson, Minister of Environment and Parks. “Having undergone repairs to help withstand the impacts of climate change, we’re thrilled to welcome families and friends back to the entire Berg Lake Trail.”

    Located between Valemount and Jasper, the 23-kilometre Berg Lake Trail features views of waterfalls, turquoise-coloured lakes and massive glaciers. In June 2021, the trail was closed due to extensive flooding caused by heavy rain following the heat dome. The flooding washed away parts of the trail and caused significant damage to infrastructure, such as bridges, picnic tables and tent pads.

    “Hiking the Berg Lake Trail is an unforgettable experience, with nearly 20,000 backcountry hikers and campers coming to this special part of B.C. every year,” said Spencer Chandra Herbert, Minister of Tourism, Arts, Culture and Sport. “Having the entire trail open again is important for local businesses, communities and visitors, and I encourage everyone to get out this summer and explore beautiful B.C.”

    The trail has been rebuilt in three phases. Phase 1 focused on various upgrades from the parking lot to Kinney Lake campground and reopened in 2023 for day use and overnight camping. Phase 2, from Kinney Lake to Whitehorn campground, reopened in 2024 and included a new trail route and new bridges at the far end of Kinney Lake and over the Robson River.

    Phase 3, from Whitehorn campground to Berg Lake, included various campground upgrades, along with a significant amount of trail rebuilding and realignment to reduce the amount of time the trail is in the flood plain or crosses the river. The total cost of restoring the trail is estimated at $5 million.

    “The Village of Valemount is thrilled to be part of the wonderful news that nature enthusiasts and hikers alike have been eagerly awaiting,” said Owen Torgerson, mayor of Valemount. “The Berg Lake Trail and Mount Robson Park is important for tourism, contributing about 25% to our local economy every year. I encourage everyone to plan a trip to experience the beauty of Berg Lake, and I appreciate the extensive work that has gone into restoring this beloved trail.”

    The Berg Lake Trail is open for winter recreation. From May 15 until June 25, the trail will be open for first-come, first-served camping at Kinney Lake and Whitehorn campgrounds. Permits for campsites can be purchased at the Mount Robson Welcome Centre before heading up the trail.

    “The Berg Lake Trail offers outdoor enthusiasts an unparalleled hiking and camping experience, while also boosting visitation and driving tourism revenue to the Robson Valley and our welcoming community,” said Eugene Runtz, mayor of McBride. “Reopening this iconic trail strengthens McBride’s position as a premier destination for nature lovers and adventure seekers, showcasing the breathtaking beauty of the Canadian Rockies and inviting travellers to explore all that the Robson Valley has to offer.”

    Ellen Walker-Matthews, chief executive officer for the Thompson Okanagan Tourism Association, said: “We are thrilled that the Berg Lake Trail, one of the iconic experiences in the Thompson Okanagan region, is reopening. The Berg Lake Trail not only draws visitors to its unique experience but helps to attract and welcome Canadian and international visitors to the spectacular North Thompson Valley and surrounding communities.”

  • MIL-OSI Australia: Significant milestone for Sustainable Household Scheme

    Many Canberrans have accessed the Sustainable Household Scheme to add solar panels to their homes.

    The Sustainable Household Scheme has had another big year supporting Canberrans.

    Over 20,000 Canberra households have now applied to participate in the Scheme to make their homes more energy efficient.

    The Sustainable Household Scheme has approved $200 million in loans and supported the installation of almost 17,000 sustainable upgrades since it commenced in July 2021.

    This has saved households money on their energy bills and reduced the ACT’s carbon footprint.

    Through the Scheme, Canberrans have access to zero-interest loans and rebates for a range of energy-saving upgrades.

    These include efficient heating and cooling, cooktop and hot water systems, solar panels, battery storage, electric vehicles and ceiling insulation.

    The Sustainable Household Scheme forms a key part of the ACT Government’s strategy for achieving net zero emissions by 2045.

    To celebrate this milestone and showcase the Canberrans’ efforts, the ACT Government has launched a new Sustainable Household Scheme Dashboard.

    This interactive tool allows users to explore the impact of the Scheme across the ACT, including:

    • Which suburbs are leading the charge in sustainability
    • What’s the most popular upgrade in your neighbourhood
    • The number and types of upgrades being installed.

    This new dashboard will help us track Canberra’s progress in transitioning to a cleaner future, and share community success stories.

  • MIL-OSI USA: Urgent: Boilermaker action needed to defeat anti-union bill

    The Boilermakers union is calling on all Boilermakers, especially those who live or work in Mississippi, to help defeat an anti-union bill. In its current iteration, Mississippi SB 2849 would deny funding to businesses that voluntarily recognize unions.

    Known as the “anti-voluntary recognition bill,” SB 2849 is now in a joint conference committee. S.B. 2849 would ban any businesses receiving state funding from voluntarily recognizing a union that has demonstrated majority support in their workplace.

    A union contract with good wages and quality benefits provides families in Mississippi with a pathway to the middle class, but lawmakers are trying to make it more difficult for working people to achieve this. This legislation strips workers of essential freedoms, takes away the rights of Mississippi business owners to make their own workforce decisions, and violates federal labor law.

    To ensure that harmful labor provisions are not passed in the state, the Mississippi State AFL-CIO urges union members and allies to contact conference committee members immediately and urge them to defeat the bill entirely or to support a House-amended version. The Senate initially passed SB 2849 with language that barred companies receiving state funds from agreeing to neutrality or card check with labor unions, but the House removed this language. The Senate rejected those changes, and now a six-member conference committee will decide the bill’s final version.

    (COLUMBIA, S.C.) – South Carolina Attorney General Alan Wilson has joined a bipartisan coalition of attorneys general from across the country urging Congress to take immediate action to combat a growing threat to public safety: contraband cell phones in prisons. 

    For years, Attorney General Wilson has led on this issue, calling on Congress and the Federal Communications Commission to allow cell phone jamming within state prisons. 

    “For years, in South Carolina and across the nation, prison cells have become command centers for crime. Inmates are using contraband phones to traffic drugs, extort victims, and even order hits,” said Attorney General Alan Wilson. “This isn’t just a talking point—it’s a full-blown crisis. I’m once again calling on Congress: give states the power to jam these phones. Enough talk. It’s time to act.” 

    In a joint letter sent to congressional leaders, Attorney General Wilson and 30 other attorneys general called for the swift passage of H.R. 2350 and Senate companion bill S. 1137, legislation that would allow states to implement cell phone jamming technology in correctional facilities. 

    Despite stringent security measures, inmates across the U.S. continue to use smuggled phones to coordinate violent crimes, direct drug trafficking operations, orchestrate fraud schemes, and intimidate witnesses. A recent national survey found nearly 26,000 contraband phones recovered in state prisons in a single year alone. 

    The proposed legislation would authorize states to deploy jamming systems inside prison walls—without disrupting emergency communications or public cell service. Current federal law prohibits such systems in state prisons, even though the technology is allowed inside federal prisons.

    “This is not a partisan issue—it’s a public safety issue,” Wilson added. “Every day we delay is another day criminals can exploit our prisons to harm the public. We’re calling on Congress to act now.” 

    The letter is being led by the attorneys general of Tennessee, Georgia, North Carolina, and the U.S. Virgin Islands and joined by South Carolina, Alabama, Alaska, Arizona, Arkansas, Connecticut, Florida, Indiana, Iowa, Kentucky, Louisiana, Maryland, Michigan, Mississippi, Nebraska, Nevada, New Hampshire, New Mexico, North Dakota, Northern Mariana Islands, Ohio, Oklahoma, Oregon, Pennsylvania, Texas, Virginia, and West Virginia.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), a member of the Senate Appropriations Committee and Co-Chair of the Senate NIH Caucus, released the following statement after voting against President Trump’s pick to lead the National Institutes of Health (NIH), Dr. Jay Bhattacharya:

    “All the progress we have made at NIH and all the progress we hope to make is in danger because of Donald Trump and Elon Musk. They are carrying out an unprecedented and devastating campaign to cut research funding for cancers, ALS, Alzheimer’s, dementia, and infectious diseases. The lifesaving work at NIH benefits patients in red and blue states—providing hope to patients, supporting jobs in every community, and cementing our scientific leadership against China.

    “To achieve breakthroughs for patients, NIH needs a director who will fight back against President Trump’s misguided and dangerous proposals that threaten to delay new cures and treatments. I do not believe Dr. Bhattacharya is that person.”

    Durbin met with Dr. Bhattacharya earlier this year. During the meeting, Durbin questioned Dr. Bhattacharya about President Trump and Elon Musk’s illegal funding cuts at NIH. President Trump and Musk have frozen NIH grants to researchers nationwide and are attempting to cap “indirect costs” at 15 percent for lab capacity, which would be devastating for new cures that patients desperately seek. Durbin also pressed Dr. Bhattacharya about the reported indiscriminate firing of 1,200 NIH workers.

    Durbin twice asked for unanimous consent (UC) to pass a resolution he introduced with U.S. Senators Chris Van Hollen (D-MD) and Angela Alsobrooks (D-MD), as well as 21 other Senators, that would pledge support for NIH. The resolution simply said that the work of NIH should not be subject to interruption, delay, or funding disruptions in violation of the law, and it reaffirmed that the NIH workforce is essential to sustaining medical progress. The first UC request was blocked by U.S. Senator John Barrasso (R-WY) and the second was blocked by U.S. Senator Markwayne Mullin (R-OK).

    Durbin has long been a strong advocate for robust medical research. His legislation, the American Cures Act, would provide annual budget increases of five percent plus inflation at America’s top four biomedical research agencies: NIH, the Centers for Disease Control and Prevention, the Department of Defense Health Program, and the Veterans Medical and Prosthetics Research Program. Thanks to Durbin’s efforts to increase medical research funding, Congress has provided NIH with a 60 percent funding increase over the past decade.

    A University of Aberdeen geology student has reached the final of the UK Career Change Awards after embarking on a degree following service as a Royal Marine Commando and rope access technician on offshore installations.
    Andy Rycroft, who lives in Turriff, had written off his chances of succeeding in education with a succession of school reports citing that he was ‘easily distracted, doesn’t listen to instructions, presentation is poor’.
    With no qualifications he enlisted in the Royal Marines and after 32 weeks of the most arduous basic military training in the world, became a Royal Marines Commando serving in Afghanistan and on operations in Canada and the UK.
    The military gave him his first taste of formal training and he gained and NVQ and apprenticeship in engineering.
    But when he left in 2012 he again turned to his practical skills training as a Rope Access Inspection Technician and later worked in the Oil and Gas industry as a project planner.
    It was not until Covid slowed down the pace of the world that he asked what really inspired him and decided to follow his passion for earth and planetary science, signing up to a part-time distance learning course with the University of London Birkbeck.
    During the enrolment process he took a learning differences screening and was diagnosed with dyslexia, making sense of the negative school reports.
    Andy said: “With correct allowances in place and modern technology like recording lectures, Grammarly, reading back aloud and extra reading time in exams, I unlocked the cheat code in my mind.
    “After achieving a distinction in the planetary science certificate, I was eager to complete the degree but decided to come closer to home and accelerate it to full-time learning.
    “So, after 11 years in the Oil industry, I left and the University of Aberdeen accepted me to year two of BSc Geology, where I achieved my proudest grade to date. A 3500 report on the history of earth life with an A1 grade, has given me a huge confidence boost going into my honours years.
    “I am currently in year 3 and getting ready to undertake my mapping project dissertation in the summer of 2025. After I complete my degree in 2026, I will become the first in my family to have a university degree.”
    This remarkable career change has secured him a place as one of only 10 finalists the targetjobs UK Career Change Award Grand Final to be held in London April 25.
    And Andy has plans to put his academic passion for earth sciences to practical use once he has completed his degree.
    “I want to be part of something that makes a tangible impact on people’s lives,” he added. “The current energy crisis in the UK, where some people have to choose between heating and eating, is not something we can sit by and do nothing about. This can only be achieved by investing in wind, battery storage, and electric car charging infrastructure using clean energy sources. I am keen to transition into an industry where I can apply these passions.
    “I’m honoured to be selected for the final out of hundreds of nationwide applications. I had the privilege of meeting representatives from Clifford Chance, the award sponsor and seeing first-hand how seriously they value career changers.
    “Being invited to their stunning HQ in Canary Wharf along with 20 other shortlisted candidates was an incredible and humbling experience. I had the opportunity to pitch my career change journey and present an innovation that breaks down barriers for career changers, showcasing its benefits for both individuals and organisations.”

    Progress continues to be made on major construction works across Aberdeen as part of the £150million City Centre and Beach Masterplan (CCBMP), a committee heard today.

    The updates to the Council’s Finance and Resources Committee included that the start of works to the Castlegate will take place immediately after the Tall Ships event finishes in July this year, and updates to continuing works to Union Street Central and the beachfront.

    Finance and Resources Committee convener Councillor Alex McLellan said: “Aberdeen City Council is investing in the significant transformation of the city centre and beachfront to make place people want to live, work, study, do business or invest.

    “The Castlegate works will be running alongside the existing construction taking place on Union Street and the beachfront and, once finished, these developments will make a major difference to the city and ensure our city centre is a place both residents and visitors can continue to enjoy.”

    Councillor Ian Yuill, Co-leader said: “The city centre and beach areas will be significantly improved through the agreed construction works. These are major investments to upgrade the city for the benefit of all.

    “The beachfront will experience its biggest redevelopment for 35 years. The new facilities will offer amazing new facilities to young people, families and individuals of all ages. The aim is to make the city centre and beach a more attractive and desirable place for all to enjoy.”

    The report to committee said the works to the Castlegate will mean it will play an important part in delivery of the city’s events programme, capable of hosting a range of small-scale events, as well as being an important gateway to the beach. The project comprises public realm and streetscaping improvements including street furniture, public art, improved lighting, enhanced street greening, and an active travel route towards the beachfront.

    An area of loose flagstones has been lifted in the area and replaced with a temporary tarmac surface for public safety. Further site investigation works will take place so the main construction works can start after the Tall Ships event in July 2025.

    The report said the works to Union Street Central will mean the space will be reapportioned in favour of walking, wheeling, and riding users, and public transport whilst still allowing for service vehicle access. It includes a new two-way 3m wide cycle track on the north side, public seating at key locations, and will offer welcoming amenity to all and opportunities for rest for the less able whilst encouraging a wide range of visitors to the city centre.

    The report said since the start of the project, there has been additional works associated with the removal of tram sleepers embedded within the existing concrete basecourse and an undocumented redundant water main.

    The report said practical completion of phase A of the beachfront works – including a beach park, events park, and Broad Hill – should be reached in late summer 2026.The core play park will create a focus for activity and will act as a key ‘gateway’ into the wider park and the beach.

    The Events Park is intended as a flexible space capable of holding events including festivals, larger concerts and gatherings. The Field will be the central focus of this area, semi-enclosed by woodland planting, providing definition and increased shelter.

    The vision for Broadhill is to enhance the natural environment of this distinctive feature through additional planting, furthering the diversity of habitat, and ecological value.

    The report said works on site to all areas progressing on programme. The updates include:

    Beach park:

    • Drainage well progressed;
    • Foundations work has started on the canopy and gateway building;
    • The hub building consents are now in place;
    • Superstructure orders are being procured by the contractor.

    Events field:

    • Drainage is well progressed across the area;
    • Canopy foundations are in place;
    • Amphitheatre foundations have started;
    • Car park drainage and formation work is complete.

    Broadhill:

    • Access steps from Links Road are in place and moving towards completion;
    • Seating and viewing points are due for installation over the next month;
    • Landscaping work has started.

    The £150million commitment by Aberdeen City Council towards the City Centre and Beach Master Plan includes major improvement works underway at Union Street Central, the new market building, and at the city’s beach area. They will create vibrant and accessible areas to help make the city a destination of choice for the benefit of residents, visitors, and businesses.

    Good progress on a new primary school for the area of Tillydrone has been made and the new building is expected to open before the summer holidays.

    Members of Aberdeen City Council’s Finance and Resources Committee today (26 March 2025) agreed a report which gave an update on the construction work for the replacement for Riverbank school.

    Finance and Resources Committee convener Councillor Alex McLellan said: “Aberdeen City Council is investing significantly in the education estate across Aberdeen, delivering new schools such as the new Tillydrone Primary School, to ensure children and young people have the best learning environment.

    “I am pleased the new Tillydrone Primary School will be completed in the coming weeks and officials are working hard to ensure pupils can access the building from May 2025.”

    Councillor Martin Greig, convener of Education and Children’s Services Committee, said: “The new school will provide top-class facilities for all of its pupils including a 3G sports pitch and external outdoor play. The building will be a tremendous boost for the local area as well as being a fantastic learning facility for pupils at the start of their education. It is an excellent and improved asset for the community.”

    A report to committee said the major contractors are confident that practical completion can be achieved with the purpose of achieving an opening in May 2025. This would allow the pupils of the existing Riverbank Primary School to decant to the new school in advance of the summer recess.

    The report also said the building works have been affected by a number of factors, including poor weather and new utility connections which are out with the control of the main contractor.

    The three-stream primary school with Early Learning and Childcare (ELC) provision will also include a 3G sports pitch and external outdoor play and learning facilities.

    The new school is being built on the site of the former Tillydrone Infant School and on part of the former St Machar Primary School site.

    The North Carolina Department of Health and Human Services along with Positive Childhood Alliance is holding an event as Governor Josh Stein proclaims April as Child Abuse Prevention Month in North Carolina. Recognizing the role everyone plays in helping North Carolina’s children reach their full potential, this Child Abuse Prevention Month, community organizations, government agencies, businesses, faith groups and other stakeholders will come together to amplify a message of hope for strong families and supportive communities. A free family-friendly public event will be held on Tuesday, April 1st at Pullen Park in Raleigh, North Carolina from 11 a.m. to 1 p.m. and includes free food and entertainment while supplies last.

    The 2025 national campaign theme, “Powered by Hope, Strengthened by Prevention,” highlights the importance of working together to create the conditions that build a stronger future for all.

    “Every child deserves to grow up in a safe, nurturing environment with hope for the future,” said NC Health and Human Services Secretary Dr. Dev Sangvai. “By ensuring families have the resources, support, and connections they need before challenges become crises, we can build a stronger North Carolina where all children and families can thrive.”

  • MIL-OSI Security: Man given hospital order after attack which led to death of man in Harrow

    A man has been sentenced following two violent assaults that left one his victims dying from stab wounds.

    Abdul Khan, 27 (14.08.97), of Durham Road, Harrow was sentenced to an indefinite hospital order under Section 37 of the Mental Health Act at the Old Bailey on Tuesday, 25 March.

    Khan was also placed under an additional Section 41 order, which means that only the Secretary of State for Justice or a tribunal can give approval for him to be discharged from hospital.

    Khan pleaded guilty to the manslaughter – through diminished responsibility – of Bohdan Vandzhura, and possession of an offensive weapon. He was also admitted to the attempted murder in relation to a second man who he attacked in Harrow. He was also found guilty of ABH in relation to this victim.

    His father, Khalid Khan, 62 (22.04.62) of Durham Road, Harrow was sentenced to four years’ imprisonment for assisting an offender in relation to this incident.

    Detective Chief Inspector Tom Williams, who led the investigation, said:

    “Our thoughts remain with Mr Vandzhura’s family and friends.

    “Bohdan was a loving father-of-two who was assaulted, unprovoked, and tragically died from his injuries.

    “Abdul Hussain demonstrated a pattern of violent behaviour and posed a clear threat to the public.

    “He will now remain in a safe place to get the treatment he needs.”

    An investigation was launched by the Specialist Crime Command after police were called on the morning of 8 July 2023 to reports of a stabbing on Pinner Road in North Harrow.

    Officers attended along with the London Ambulance Service and London’s Air Ambulance. At the scene, they found 49-year-old Bohdan with stab wounds. Despite their efforts he died.

    A post-mortem examination carried out the following day confirmed he died as a result of multiple stab wounds to the chest and neck.

    Detectives reviewed CCTV footage from the area and were able to track Khan’s movements, capturing him disposing of the weapon and walking away from Bohdan’s home.

    This led them to quickly identify and then arrest Khan.

    The footage also provided them with evidence of his father – Khalid Khan – leaving his home with a carrier bag that was later discovered to contain his son’s bloodied clothing.

    Abdul Khan was arrested on 8 July and charged within 24 hours. He pleaded guilty to manslaughter – through diminished responsibility – and possession of an offensive weapon.

    As part of this investigation, detectives also established that Khan was a suspect for two further offences that predated the death of Bohdan.

    On 20 August 2022, in Pinner Road, Harrow, Khan punched a 43-year-old man to the ground before repeatedly stamping on him, leaving him unconscious.

    He also attacked the same man on a second occasion on 10 February 2023.

    Officers carried out an investigation at the time but were unable to identify a suspect. However, following the investigation into the assault of Bohdan, detectives were able to piece together evidence which made it clear that Khan was the chief suspect of the assault.

  • MIL-OSI Security: Guatemalan National Sentenced to Prison for Illegal Reentry

    TOLEDO, Ohio – Eduardo Lopez-Jiguan, 35, a citizen of Guatemala who illegally returned to the United States after being deported was sentenced on March 18, 2025, to 13 months in federal prison for illegal reentry.  U.S. District Court Judge Jeffrey J. Helmick also imposed a consecutive six-month sentence on a supervised release violation for a total prison sentence of 19 months.  Lopez-Jiguan was on supervised release after being convicted in February 2023 of illegal reentry and possession of a fraudulent identification document.

    At the guilty plea, Lopez-Jiguan admitted he had previously been deported from the United States and illegally reentered the United States without the permission of the United States government. Lopez-Jiguan was previously deported in 2020 and 2023.  In August 2024, immigration officials learned Lopez-Jiguan had illegally returned to the United States and found him at the Huron County Jail after previously serving a jail sentence for falsification and operating a vehicle while intoxicated.

    This case was investigated by U.S. Immigration and Customs Enforcement and prosecuted by Assistant U.S. Attorney Ava Rotell Dustin for the Northern District of Ohio.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations, and protect communities from the perpetrators of violent crime.

  • MIL-OSI Security: Anchorage man sentenced to 16 years for producing child pornography

    ANCHORAGE, Alaska – An Anchorage man was sentenced yesterday to 16 years in prison and will serve 15 years on supervised release for exploiting a 16-year-old minor to produce child pornography.

    According to court documents, in 2019, the minor female victim moved from Oregon to Alaska and began living with Donteh Devoe, 46. At some point after the victim began living with him, Devoe started sexually abusing her and convinced her that because she was 16, the sexual abuse was legal.

    The victim confided in a friend, explaining that she and Devoe were “dating and having sex.” The victim also disclosed instances where Devoe physically abused her and texted her sexually graphic images during the school day. The victim’s friend promptly reported the alleged abuse to law enforcement and an investigation began.

    In February 2020, law enforcement obtained a search warrant for accounts on Devoe’s and the victim’s devices. Law enforcement reviewed those accounts and discovered sexually explicit conversations between Devoe and the victim. During conversations on Sept. 30, and Oct. 1, 2019, Devoe directed the victim to take sexually explicit photos and send them to him.

    On Nov. 15, 2024, Devoe pleaded guilty to one count of production of child pornography.

    “Mr. Devoe used emotional and physical manipulation to carry out his sexual abuse and get what he wanted. The harm that he caused with his conduct is lasting,” said U.S. Attorney Michael J. Heyman for the District of Alaska. “I want to thank the investigators and prosecutors who were essential in securing a serious penalty for the crime he pleaded guilty to, and the witness for promptly coming forward to report the abuse. I also want to commend the victim for showing extraordinary bravery and resilience in bringing this perpetrator to justice. Our office will continue our strong partnerships with law enforcement to investigate and prosecute anyone who threatens the safety of children.”

    “Through manipulation and a betrayal of trust, Devoe emotionally, physically, and sexually abused a minor in our community, including the production of CSAM,” said Special Agent in Charge Rebecca Day of the FBI Anchorage Field Office. “The sexual abuse and exploitation of children is inexcusable and will not be tolerated by Alaska’s law enforcement community.”

    “The Anchorage Police Department remains committed to ensuring justice for victims and their families. Our officers and investigators worked diligently to bring this case to a resolution, and we appreciate the collaboration with our law enforcement partners and the judicial system. Today’s sentencing is a testament to the dedication of those who seek justice and uphold the safety of our community,” said Christopher Barraza, Deputy Director, Community Relations Unit for the Anchorage Police Department.

    The FBI Anchorage Field Office and Anchorage Police Department investigated this case as part of the FBI’s Child Exploitation and Human Trafficking Task Force.

  • MIL-OSI Security: Koreatown-Based Medicare Advantage Provider Seoul Medical Group and Related Parties to Pay More Than $62 Million to Settle False Claims Lawsuit

    LOS ANGELES – Seoul Medical Group Inc. and its subsidiary Advanced Medical Management Inc., headquartered in the Koreatown area of Los Angeles, have agreed to pay $58.74 million and their former president and majority owner, Dr. Min Young Cha, has agreed to pay $1.76 million for allegedly violating the False Claims Act by causing the submission of false diagnosis codes for two spinal conditions to increase payments from the Medicare Advantage program.

    Renaissance Imaging Medical Associates Inc., a Northridge-based radiology group that worked with Seoul Medical, has also agreed to pay $2.35 million for allegedly conspiring with Seoul Medical Group in connection with the false diagnoses for the two spinal conditions.

    “My office is committed to ensuring that healthcare providers are held accountable for unlawful misrepresentations to Medicare and other healthcare programs,” said Acting United States Attorney Joseph McNally. “As this settlement makes clear, we will diligently pursue those who defraud government programs.”

    “Medicare Advantage is a vital program for our seniors and the government expects healthcare providers who participate in the program to provide truthful and accurate information,” said Acting Assistant Attorney General Yaakov M. Roth of the Justice Department’s Civil Division. “Today’s result sends a clear message to the Medicare Advantage community that the United States will zealously pursue appropriate action against those who knowingly submit false claims for taxpayer funds.”

    Under Medicare Advantage, also known as the Medicare Part C program, Medicare beneficiaries have the option of enrolling in managed care insurance plans called Medicare Advantage Plans (MA Plans) and the MA Plans contract with healthcare providers, such as Seoul Medical Group, to provide the Medicare-covered benefits. MA Plans are paid a per-person amount to provide the care to their enrollees and, in turn, the MA Plans pay the providers.

    The Centers for Medicare and Medicaid Services (CMS), which oversees the Medicare program, adjusts the payments to MA Plans based on demographic information and the health diagnoses of each plan beneficiary. The adjustments are commonly referred to as “risk scores.” In general, a beneficiary with diagnoses that are more expensive to treat will have a higher risk score, and CMS will make a larger risk-adjusted payment to the MA Plan for that beneficiary.

    Seoul Medical Group is a healthcare provider that started in 1993 in Los Angeles and has since expanded into at least six states and has employed at times 150 primary care providers and 1,000 specialists. Dr. Min Young Cha started Seoul Medical Group and until 2023 was president and majority owner. 

    The United States alleged that, from 2015 to 2021, Seoul Medical Group and Dr. Cha submitted diagnoses for two severe spinal conditions, spinal enthesopathy and sacroiliitis, for patients who did not suffer from either of these conditions. When Seoul Medical Group was questioned by an MA Plan about its use of spinal enthesopathy, Seoul Medical Group enlisted the assistance of Renaissance Imaging Medical Associates to create radiology reports that appeared to support the spinal enthesopathy diagnosis. Both diagnoses resulted in an increase in payment from CMS to the MA Plan, and the MA Plan then passed along a portion of the increased payment to Seoul Medical Group. 

    “Providers who game the Medicare program to increase profit undermine the foundation of care and diminish patient trust in the nation’s public health care system,” said Deputy Inspector General for Investigations Christian J. Schrank of the Department of Health and Human Services Office of Inspector General (HHS-OIG). “HHS-OIG will continue to collaborate with our law enforcement partners and rigorously probe false claims to the fullest extent possible.”

    The civil settlement resolves claims brought under the qui tam or whistleblower provisions of the False Claims Act by Paul Pew, the former Vice President and Chief Financial Officer of Advanced Medical Management. Under those provisions, a private party can file an action on behalf of the United States and receive a portion of any recovery. The qui tam case is captioned United States of America ex rel. Pew v. Seoul Medical Group, Inc., et al., No. 2:20-cv-05156 (C.D. Cal.). The relator’s share of the settlement has not yet been determined.

    The resolution obtained in this matter was the result of a coordinated effort between the Justice Department’s Civil Division, Commercial Litigation Branch, Fraud Section, and the United States Attorney’s Office for the Central District of California, with assistance from the Department of Health and Human Services Office of the Inspector General.

    The investigation and resolution of this matter illustrates the government’s emphasis on combating healthcare fraud. One of the most powerful tools in this effort is the False Claims Act. Tips and complaints from all sources about potential fraud, waste, abuse, and mismanagement, can be reported to the Department of Health and Human Services at 800-HHS-TIPS (800-447-8477).

  • MIL-OSI Security: Southern California Man Sentenced to 13 Years in Federal Prison for Involvement in a Fentanyl Overdose Death

    BOISE – Brian Arthur Goodale, 56, of Lake Elsinore, California, was sentenced to 13 years in federal prison for distributing fentanyl, Acting U.S. Attorney Justin D. Whatcott announced today. U.S. District Judge Amanda K. Brailsford, also ordered that Goodale pay restitution to the family of the victim to cover funeral expenses and to serve three years of supervised release following his prison term.

    According to court records, on March 16, 2023, law enforcement conducted a welfare check on the victim who had not responded to calls or knocks on the door.  They found the deceased victim with a small drug tube clutched in his hand and a small piece of tin foil next to him.  A toxicology report and autopsy showed that the victim had a lethal dose of fentanyl in his system at the time of death.  The investigation revealed Facebook messages between the victim and Goodale.  Goodale sent a message that said, “shoot the $100 and I’ll send it now . . . 3pk . . . but I’m gonna need the $200 on Wed. if your still alive!!”  The investigation revealed that the victim purchased fentanyl from Goodale, who shipped the fentanyl through the Post Office in Chula Vista, California to Boise, Idaho.  Goodale has an extensive criminal history that includes 29 prior convictions in the state of California, 20 of which are controlled substance offenses.  At the time he sold the fentanyl to the victim in Idaho, Goodale was on felony probation for offering a controlled substance for sale, fentanyl, in Riverside County, California.

    Fentanyl is a synthetic opioid that is 50–100 times stronger than morphine.  Pharmaceutical fentanyl was developed for severe pain management and prescribed in the form of transdermal patches or lozenges.  While prescription fentanyl can be diverted for misuse, most cases of fentanyl-related overdoses in the U.S. are linked to Mexican Drug Trafficking Organizations, who are the world’s leading producers of illicit fentanyl. These Drug Trafficking Organizations often collaborate with transnational cartels to smuggle illicit fentanyl into the U.S.

    Acting U.S. Attorney Whatcott commended the Boise Police Department, the Drug Enforcement Administration and the United States Postal Inspection Service for their investigation in this case, which led to the charge.  Assistant U.S. Attorney Christian S. Nafzger prosecuted the case.

  • MIL-OSI Security: Eight members of Hampton Roads armed robbery conspiracy sentenced to prison

    NEWPORT NEWS, Va. – Five more co-conspirators have been sentenced to prison for their parts in a broader conspiracy to rob mail carriers at gunpoint, break into collection boxes to steal mail, and commit bank fraud.

    According to court documents, from at least April through July of 2023, Ricky Damion Christopher Jones, Jr., aka David William Smith or “Top!,” 21, led at least seven others in a conspiracy to rob U.S. Postal Service (USPS) mail carriers at gunpoint for their arrow keys, which the co-conspirators then either sold or used to break into collection boxes. Arrow keys are master keys used by USPS mail carriers to access blue collection boxes, outdoor parcel lockers, and apartment mailbox panels and are highly valued by criminals who use them to steal mail in lucrative criminal schemes, such as bank and check fraud and identity theft. The co-conspirators included: Dashawn Evans-McCloud, aka Shawn or RI$E, 21, of Virginia Beach; Samir As-Sad Hurd, aka Prodigy, 24, of Chesapeake; Chanz Lamarion Pough, aka NSO Up, 21, of Frederick, Maryland; Manray A.C. Perry, 23, of Virginia Beach; O’Sirus Charles Landres Ford, aka Siris or John Jack, 22, of Chesapeake; Jayden Stukes, 21, of Chesapeake; and Datwan Watson, 24, of Chesapeake.

    On May 8, Ford orchestrated the robbery of a USPS carrier in Norfolk wherein the minor robbed the USPS mail carrier at gunpoint, taking both his arrow key and his USPS identification card. Ford and the minor ran back to their vehicle, where Perry was waiting and served as the getaway driver. Perry and the minor agreed to commit another robbery in Hampton the following day, but each backed out. Ford then recruited Stukes and, with Watson’s assistance, robbed another carrier of his arrow key at gunpoint in Hampton on May 9. During the robbery, he threatened to shoot the victim. The other co-conspirators played their own roles, with Jones paying Ford $1000 for both robberies and the keys, Evans-McCloud arranging the rental of the getaway vehicle, and Hurd providing the firearm.

    Despite Ford’s June 6, 2023, arrest, the remaining co-conspirators went forward with additional robberies. On July 20, 2023, Evans-McCloud served as the gunman and Hurd as the getaway driver for one attempted robbery in James City County, then two more completed robberies in James City County and Hampton. First, Evans-McCloud, masked and brandishing a firearm, ran toward a mail carrier, but the victim carrier was able to escape in her USPS mail truck. Less than an hour later, Evans-McCloud approached another mail carrier delivering mail on West Steeplechase Way, pointed a gun at the back of his head, and demanded his arrow key. After the carrier surrendered the key, Evans-McCloud retreated to the vehicle driven by Hurd. An hour later, Evans McCloud robbed a carrier by pointing a gun to her head and demanding her arrow key. When she surrendered the key, Evans-McCloud again fled the scene with Hurd. Pough rented the getaway vehicle, which was tracked to an apartment in Virginia Beach rented by Jones. During a search of that apartment, the rented vehicle, and Jones’ vehicle, law enforcement found both stolen arrow keys, masks consistent with the one worn by Evans-McCloud, and several firearms, ammunition, and magazines. They also found numerous tools of check washing, card cracking, and related bank fraud, including high-end printers, blank check stock, deposit slips, hundreds of checks, credit cards in other people’s names, assorted identity documents, and boarding passes.

    Subsequent investigation revealed that Jones, Evans-McCloud, Pough, Hurd, and Ford were also participating in related bank and wire fraud schemes involving “card cracking” and “check washing.” These schemes included, among other methods, depositing a counterfeit check, whether altered or entirely fabricated, into a third-party account, then withdrawing as much of that money as possible before the fraudulent check was detected and the account was frozen or the transaction was reversed.

    On Sept. 4, 2024, Jones pled guilty to use of a firearm during a crime of violence and conspiracy to commit robbery and conspiracy to commit bank fraud. Jones was sentenced today to 19 years in prison.

    On Sept. 16, 2024, Hurd pled guilty to robbery and brandishing a firearm during a crime of violence. On Jan. 28, Hurd was sentenced to 14 years and three months in prison.

    On Sept. 16, 2024, Evans-McCloud pled guilty to conspiracy to commit robbery, robbery, and brandishing a firearm during a crime of violence. On Mar. 19, Evans-McCloud was sentenced to 15 years in prison.

    On Sept. 19, 2024, Perry pled guilty to robbery. On Mar. 4, Perry was sentenced to five years and three months in prison.

    On Sept. 23, 2024, Pough pled guilty to conspiracy to commit bank fraud. Pough was sentenced on Feb. 13 to two years and six months in prison.

    Stukes and Watson were each sentenced to 4 years in prison on Apr. 17 and 18, 2024, and Ford was sentenced to 12 years in prison on Jun. 12, 2024.

    Erik S. Siebert, U.S. Attorney for the Eastern District of Virginia, and Damon E. Wood, Inspector in Charge of the Washington Division of the U.S. Postal Inspection Service, made the announcement after sentencing by U.S. District Judge Roderick C. Young. The James City County Police Department and Hampton Police Department assisted in the investigation of this case.

    Additionally, it is noted that Martha Bejar and Paula Felstead will not stand for re-election, and that Vincent Mercier will step down from the Board with effect at the close of the meeting to be held on 2 June 2025.

    Delphine Segura Vaylet is 54 years old and a French citizen. She holds a Master’s degree (DEA) in Social Law, European  Law from the University of Paris I Panthéon-Sorbonne. Delphine Segura Vaylet began her career at Groupe Bayard Press from 1993 to 1994 before joining Thales in 1994, where she held various operational Human Resources (HR) leadership roles until 2006. In 2007, she joined STMicroelectronics as HR Director for the Digital Consumer division. In parallel, she led Talent and Organizational Development as well as Training at the Group level for four years. In 2014, she became Group HR Director of Zodiac Aerospace, serving as a member of the Executive Committee until the company’s acquisition by Safran. She then joined Total in 2017 as Vice-President Strategy and HR Policy. Since January 2021, Delphine Segura Vaylet held the position of  Senior Executive Vice President Human Resources at Groupe SEB. She also holds non-executive roles at Soitec and Artelia.

    Didier Lamouche has been the Chairman of the Board of Quadient S.A. since June 28, 2019. He holds a PhD in Semiconductor Technology from École Centrale de Lyon. Didier Lamouche has had a distinguished career, including serving as President and CEO of Idemia until 2018, the world leader in cyber security and digital identity technologies, which he had headed since 2013. From 2005 to 2013, he also held key leadership roles at ST-Microelectronics, ST-Ericsson, and Bull Group, where he successfully turned the company around and repositioned on growth segments.
