    The ACT Government is delivering an early election commitment with a new bus network uplift as part of our practical plan for public transport in Canberra.

    This new timetable will support more rapid, local and school services from Monday 28 April 2025, the start of term 2.

    The uplift aligns with the opening of Australia’s largest all-electric bus depot in Woden as network benefits and efficiencies are realised from this nation leading infrastructure.

    There will also be more services for the growing Molonglo region. Rapid services between Denman and the city will start earlier, at 6:05 am, and now run every 15-minutes through the day.

    Local services connecting Denman, Whitlam and Belconnen will also start earlier and run nearly three hours later, providing hourly frequency from 6 am – 10 pm with 30-minute frequency during the pm peak.

    Additional services for popular routes between Belconnen and the city, and Woden and the city will see buses running more frequently during high demand periods.

    Weekdays

    • Additional Rapid 2 services between Belconnen and the city –  10 extra services in AM peak and 4 extra services in PM peak
    • Additional Rapid 4 services between Woden and the city – 4 extra services in AM peak and 3 extra services in PM peak
    • Additional Rapid 10 services between Molonglo and the city – 3 extra services in AM peak and extending 15-minute frequency to all day
    • Additional Rapid 3 services from the Canberra Airport to the city in the evening
    • Additional route 47 services between Molonglo and Belconnen – 6 extra trips across AM and PM peaks
    • Additional route 66 services between Woden and Molonglo

    Weekends

    • Additional Saturday route 47 services between Molonglo and Belconnen – 1 extra service in AM and 2 extra services in PM
    • An additional Saturday route 46 service between Kippax and Belconnen in PM

    Schools
    There will also be a range of improvements to help students get to various schools. This includes additional services and refining routes so they provide better coverage to surrounding suburbs.

    Some services are also being adjusted to better align with bell times based on school community feedback. A full outline of service improvements to schools is available on the Transport Canberra website.

    “This new timetable delivers key parts of Labor’s plan for more frequent local and rapid services that we took to the election.

    “We can do this because we have built Australia’s largest all-electric bus depot in Woden which has increased the efficiency of the whole public transport network.

    “We’ve heard from the community that some buses are full on certain routes, and we’ve responded by increasing frequency on these routes to meet demand.”

    More information for students and families will be provided closer to the start of Term 2 services.

    Olympia, WA — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee and a senior member and former Chair of the Senate Health, Education, Labor and Pensions (HELP) Committee, held a press conference at the Washington State Capitol in Olympia to sound the alarm on the massive, steep cuts to Medicaid that House and Senate Republicans in Washington, D.C. are right now working to pass via their budget reconciliation bill, which only requires a simple majority of votes to pass in each chamber. Joining Senator Murray for the press conference were U.S. Representative Emily Randall, (WA-06), Washington State Senator and Floor Leader Marcus Riccelli (District 3), Dr. Crystal Shen, a pediatrician who leads advocacy efforts for the Washington Chapter of the American Academy of Pediatricians, Justin Gill, a registered nurse and the President of the Washington State Nurses Association, and Julie Clark, a Medicaid recipient who spoke about how the services she receives through Medicaid allow her to live a full and independent life away from an institution.

    Nearly 80 million Americans rely on Medicaid and the Children’s Health Insurance Program for their health coverage and access to care, including over 1.8 million people in Washington state who are enrolled in Apple Health, Washington state’s Medicaid program. In Washington state, 38 percent of children, one in six adults, three in five nursing home residents, and three in eight people with disabilities are covered by Apple Health. House Republicans have proposed cuts of at least $880 billion to Medicaid and other health care programs, which would have devastating consequences for Washington state’s health care system and everyone who relies on it. In Fiscal Year 2023, Washington state received over $12.5 billion in federal Medicaid funding, accounting for 57 percent of all federal funding to the state—cuts to federal Medicaid funding would severely exacerbate Washington state’s budget deficit, since the state would have to make up for the shortfall to try and minimize the loss of crucial health care services.

    “Cuts to Medicaid at the scale Republicans are directing will mean hospitals and clinics—especially in our rural areas—will close their doors. Moms and babies will lose health coverage. Seniors will be cut from home care services and forced out of long-term care facilities. Wait times for care will skyrocket, labor and delivery services will close, and people who need lifesaving mental health care—or help recovering from addiction—will suffer… Nearly half of kids in America get their health care through Medicaid—that is the program Trump, and Elon, and Republicans are aiming their wrecking ball at,” Senator Murray said at the press conference today.

    “House Republicans directed the Energy and Commerce committee to find $880 billion dollars worth of Medicaid cuts—because they need the room in the budget to extend Trump’s tax cuts for the richest Americans,” Senator Murray continued. “If you don’t want to see people kicked off their health care, if you don’t want to see hospitals close their doors in your community, then this is the time to get loud, pick up the phone, and tell Republicans in Congress to stop listening to Donald Trump and Elon Musk who want tax breaks for their billionaire buddies, and start listening to your constituents who just want to stay on their health care.”

    Republicans have offered various proposals to drastically cut Medicaid, all of which would mean cutting services and kicking people off their health care coverage. For example, 782,000 Washingtonians, or 42 percent of adults on Medicaid in Washington state, would be at risk of losing coverage if Republicans institute so-called work requirements, which been proven not to increase employment—but rather strip health coverage from people with low incomes, most of whom are already working full or part-time, or not working due to circumstances like school or caregiving responsibilities. Reducing the federal match rate for states like Washington that expanded Medicaid under the Affordable Care Act, another idea that has been discussed, would force Washington state to spend $2,754,000,000 more to maintain its Medicaid expansion, and threaten coverage for 647,416 people in Washington. Removing or lowering the 50 percent floor on federal Medicaid match rates would shift costs to states dramatically, and would mean Washington state would have to pay an additional $1,197,000,000, or 18 percent every year.

    “I first became aware of the good that government can do for our families when Washington state led the country in expanding Medicaid in 1993, because of brave legislators who knew that it was the right decision. And it was a decision that changed my family’s trajectory—my sister… was born with complex disabilities and my dad’s civilian government employee insurance from the Puget Sound Naval Shipyard was good, but wouldn’t have covered everything that she needed to survive. And my story is just like so many stories across the district, across the state, and across the country,” said U.S. Representative Emily Randall (WA-06). “In our rural community on the Olympic Peninsula, we have hospitals in Forks, in Port Angeles, in Elma, that are already hanging by a thread, that are struggling to keep providers employed and keep their doors open, to continue providing lifesaving care to folks who have nowhere else to go. But if this administration and the Republicans in Congress are effective and successful in delivering $880 billion dollars of cuts to people’s health care, those hospitals will have to close their doors, leaving our community without health care.”

    “Drastically cutting Medicaid would eliminate a lifeline for thousands of people in Eastern and Central Washington,” said Washington state Senator Marcus Riccelli (D-Spokane). “It will mean a loss of comprehensive services to people, including access to primary care, behavioral health, and dental care. By delaying this care, we will see a flood of people end up in already burdened emergency rooms, particularly in rural areas where hospitals are already on the brink of cutting services or closing their doors. Simply put, cutting Medicaid will mean cutting lives short in Washington state.”

    “Medicaid cuts of this massive scale would be devastating for access to care and can lead to significant preventable health harm,” said Dr. Crystal Shen, a Seattle-area pediatrician with the Washington Chapter of the American Academy of Pediatricians. “Medicaid cuts would mean that clinics are at risk of significantly limiting Medicaid access in order to keep their lights on, or could even be at risk of closing. This would lead to families having to travel even farther and wait longer for access to care, or perhaps not being able to access care at all. This means kids would miss out on care that they need and show up in emergency rooms sicker… Pediatric specialist access could become even more limited geographically and even longer waits, when some already have wait times of a year or even longer. Some pediatric specialty departments have even closed due to losing staff due to Medicaid funding challenges… If massive cuts cause clinics or specialty departments to close, then all children in that area may be impacted, not just children on Medicaid. These are difficult to re-open once they are closed, and entire communities, especially rural communities, could lack access to essential medical care. I have seen firsthand the great lengths that parents will go to help their children access medical care, whether traveling for hours or waiting months.”

    “Medicaid is a lifeline for so many of my patients. It ensures expectant parents receive essential care, seniors access long-term support, and working families stay healthy while striving to make ends meet. Cutting Medicaid will further destabilize our healthcare system by forcing clinics and hospitals throughout our state to close, leaving patients with even fewer options,” said Justin Gill, DNP, APRN, RN, President of the Washington State Nurses Association. “These cuts will make our jobs as nurses even more difficult. We will struggle to coordinate care, secure medications, and order necessary tests and diagnostics for our patients. The burden of navigating an already complex system will only grow, further contributing to burnout and workforce shortages. There is a difference between those that make reckless policy decisions, like cutting Medicaid, and those of us that are in the trenches doing the work. When I see a patient, I am accountable for the care and direction I provide. I wonder if any lawmakers supporting these cuts will apply that same standard of accountability when they decide on how to vote.”

    “My care is very high. I have a feeding tube. I love it in my own home. I can do whatever I want to do. I can go anywhere I need or want, but require a caregiver for safety… Staff take care of my physical needs because I can’t take care of myself due to my disability. My staff supports me with medications and they help me to get to and from appointments. They support my social activities. I cannot go anywhere without my caregivers. I wish I could do all these things for myself, but I cannot. I like my freedom. Everyone deserves to have the quality of life to work and live in their own home in the community. Please do not make cuts to Medicaid. These cuts would be very harmful to myself and those like me. This would affect me and my living situation drastically because I would be forced to live in an institution,” said Julie Clark, a self-advocate who relies on services paid for by Medicaid to live a full and independent life.

    Nationwide, nearly half of children in America are enrolled in Medicaid and the Children’s Health Insurance Program (CHIP), and Medicaid pays for nearly half of births in the U.S. Medicaid also pays for services for 2 in 3 nursing home residents and pays for home-based services for close to 2 million seniors—allowing them to age safely at home—as well as close to 3 million people with disabilities and other health conditions. Cutting Medicaid will lead to accelerated hospital closures, particularly in rural areas. Medicaid also covers 1 in 4 people with a mental health or substance use disorder, and serves as the largest payer for mental health and substance use services for communities nationwide amid an ongoing overdose and opioid epidemic made worse by an influx of fentanyl. Recent polling from KFF Health found 82 percent of adults think Medicaid funding should either increase or stay the same and large majorities of people across parties, those who voted for Trump in 2024, and adults living in rural areas say the program is “very important” for their local community. Polling from Hart Research found that 71 percent of voters who backed Trump said cutting Medicaid would be unacceptable, and voters overall were even more opposed to it.

    “We are here because, back in the Other Washington, Republicans are getting ready to launch an all-out assault on a program that tens of millions of Americans, including 1.8 million people in our state, rely on for health care—and that is Medicaid.

    “Last month, House Republicans passed a budget resolution with $880 billion—that’s a ‘b,’ billion—dollars in cuts, with Medicaid in the crosshairs—explicitly laying the groundwork for legislation later this year that will cut Americans off their health care, force our rural hospitals to close their doors, and blow a massive hole in states’ budgets…

    “Including here in Washington state, where we received over twelve-and-a-half billion dollars in Medicaid funding in Fiscal Year 2023 alone.

    “One in five people in Washington state rely on Medicaid for their health care coverage, including three in eight people with disabilities, three in five seniors, and nearly forty percent of children.

    “Make no mistake: Medicaid saves lives.

    “And do you know where it saves lives the most? In rural and red communities. Here in our state, Washington’s 4th and 5th Congressional Districts—the only two represented by Republicans—have the highest proportion of people who rely on Medicaid!

    “Those are the places that are going to really get hit hardest if Republicans succeed in their plan to dramatically slash Medicaid.

    “Cuts to Medicaid at the scale Republicans are directing will mean: hospitals and clinics—especially in our rural areas—will close their doors. Moms and babies will lose health coverage. Seniors will be cut from home care services and forced out of long-term care facilities.     “And don’t forget—Medicaid is the largest source of coverage for mental health and substance use services for communities across the country.

    “And when you consider how many people rely on it, it should come as no surprise that Medicaid is overwhelmingly popular!

    “In fact, 82 percent of Americans want to see Medicaid funding increase or stay the same. Large majorities of people across political parties say Medicaid is, ‘very important’ to their local community. 71 percent of people who voted for Trump said cutting Medicaid would be unacceptable.

    “Those numbers send a clear message—and a clear warning to Republicans in Congress if they decide to charge forward.

    “You might wonder, if Medicaid is so popular, and so essential, to people all over the country—why are Republicans so hell-bent on cutting it to the bone?

    “Well the answer is simple: to pass more tax cuts for billionaires.

    WASHINGTON, D.C. – On Friday, U.S. Senators Rand Paul (R-KY), Ron Wyden (D-OR), Cynthia Lummis (R-WY), and Raphael Warnock (D-GA), alongside Representatives Harriet Hageman (R-WY), Nikema Williams (D-GA-5), and Thomas Massie (R-KY-4), filed a bipartisan, bicameral amicus brief urging the U.S. Supreme Court to reverse the Eleventh Circuit’s ruling in Martin v. United States, which undermines Congress’s clear intent to hold federal law enforcement accountable under the Federal Tort Claims Act (FTCA).

    This case centers around a mistaken, forceful raid by federal agents who stormed the wrong home in the early hours of the morning. The family inside was jolted awake by a flashbang grenade exploding within their walls. This raid subjected the Martin family to extreme psychological and physical distress. Despite the evident toll on these innocent individuals and the assault they suffered, the Eleventh Circuit’s ruling denies them any legal recourse under the FTCA—the very law Congress amended to ensure federal accountability for wrong-house raids. The decision guts the protections Congress established and threatens Americans’ ability to seek justice when harmed by federal agents.

     

    “Congress specifically designed the FTCA to ensure that individuals harmed by government wrongdoing—such as the wrongful raiding of an innocent person’s home—have a means of recourse. By blocking Trina Martin’s right to seek redress, the Eleventh Circuit’s decision not only undermines Congress’ intent and the FTCA’s fundamental purpose but also sets a dangerous precedent that places government misdeeds beyond accountability. We must ensure that when the government makes a mistake, citizens can hold it accountable and seek justice. This case is a critical step in preserving that protection,” said Dr. Paul.

     

     “The brief filed by this bipartisan group confirms what the text of the federal statute says,” said Patrick Jaicomo, a Senior Attorney at the Institute for Justice. “If federal police harm innocent people while raiding the wrong house or engaging in other unlawful activity, the government will make their victims whole.”

     

    In Martin v. United States, the Eleventh Circuit ruled that victims of the wrong-house raid could not recover damages due to the Supremacy Clause, despite the FTCA’s explicit purpose to hold federal law enforcement accountable for wrongful actions. Congress introduced the FTCA’s law enforcement provision specifically to protect citizens harmed in cases like these, yet the Eleventh Circuit’s stance nullifies that protection—leaving innocent Americans vulnerable to unchecked government power.

     

    The Supremacy Clause was intended to assert the primacy of federal statutes—not to obstruct claims explicitly permitted by Congress. The bipartisan, bicameral brief makes it clear that if the Eleventh Circuit’s interpretation is upheld, it will fundamentally undermine the FTCA’s role in federal accountability, allowing agents to act with impunity and without fear of recourse from innocent citizens.

     

    By overturning the Eleventh Circuit’s decision, the Supreme Court would reinforce the FTCA as Congress intended— empowering Americans to hold federal agents accountable for intentional harms, particularly in cases like these that carry such personal and constitutional significance.

    WASHINGTON, D.C. – On Friday, U.S. Senator Rand Paul (R-KY), joined Senators Amy Klobuchar (D-MN), Kevin Cramer (R-ND), and Chuck Grassley (R-IA) in sending a letter to President Donald Trump, urging him to engage directly with the Chinese government to resolve the bureaucratic impasse preventing American families from completing adoptions that were already approved before China’s abrupt shutdown of its intercountry adoption program. Representatives Robert Aderholt (R-AL) and Danny Davis (D-IL) co-led the bipartisan effort in the U.S. House of Representative, which garnered a total of 104 signatories.
    In the letter to the President, the lawmakers wrote:
    “We write to you on behalf of hundreds of children and American families who have been devastated by the People’s Republic of China’s decision to halt its intercountry adoption Program.”
    “We request that you act in the best interest of these children and engage the Chinese government to finalize these pending adoption cases.”
    The lawmakers emphasized the urgency of the situation, stating:
    “The sudden termination of China’s adoption program in August 2024 only exacerbated our concern for these children’s well-being,” the members continued. “Many of these children have special health care needs, and some will soon age out of care systems without the support of a permanent family. … We urge you to elevate this engagement and press the Chinese government to finalize pending adoption cases so these children may finally be united with their adoptive families in the United States.”

    A U.S. State Department notice last November suggested that China may allow adoptions to resume for families in certain countries. The lawmakers are making it clear: the U.S. must be included in any such arrangement. American families must not be left behind, and the administration must press the Chinese government to allow these adoptions to move forward through diplomatic channels, without intervention, hundreds of children remain in limbo, despite their adoptions already being approved.
    Dr. Paul has long been an advocate for these families, having signed a similar letter to President Biden in November 2024. He remains committed to ensuring that every child matched with an adoptive family is given the opportunity to grow up in a safe, loving, and permanent home.

  • MIL-OSI Australia: Workers compensation reform to address psychological safety

    Treasurer Daniel Mookhey will today warn parliament that the State’s workers compensation system is unsustainable without reform to how it deals with workplace psychological injury.

    Mr Mookhey will set out plans to make greater use of workplace health and safety laws to prevent psychological injuries, instead of relying solely on the state’s workers compensation system as the main response. 

    In a Ministerial Statement, the Treasurer will also advise Parliament that:

    • If claims continue growing at recent rates, the State insurer icare expects an additional 80,000 people will make psychological injury claims over the next five years,
    • For every $1 needed to care for injured workers, the State’s main workers compensation scheme currently holds only 85 cents in assets, and
    • Without reform, premiums for businesses facing no claims against them are forecast to rise by 36 per cent over the three years to 2027-28.

    Mr Mookhey will outline a program of consultation with Business NSW and Unions NSW, as well as other interested parties, to create the reform. The model he will outline will see NSW:

    1. Give the NSW Industrial Relation Commission a bullying & harassment jurisdiction ahead of requiring those claims to be heard there first before a claim can be pursued for compensation. This will allow the Commission to address psychological hazards, fostering a culture of prevention.
    2. Define psychological injury, as well as ‘reasonable management action’, to provide workers and businesses with certainty – rather than let the definitions remain the subject of litigation.
    3. Align whole-person-impairment thresholds to standards established in South Australia and Queensland.
    4. Adopt some of the anti-fraud measures recently enacted by the Commonwealth to protect the National Disability Insurance Scheme.
    5. Respond further to the recommendations retired Supreme Court justice Robert McDougall made in his independent review of Safe Work NSW.

    The Treasurer has been working closely with Minister for Industrial Relations Sophie Cotsis and Minister for Emergency Services Jihad Dib on the reform.

    “Our workers compensation system was designed at a time when most people did physical labour – on farms and building sites, in mines or in factories.

    “A system that approaches all psychological workplace hazards the same way as physical dangers, needs to change.

    “Allowing the system to stay on autopilot will only trap more employees, employers, and the state of NSW to a fate we can avoid.

    “We must build a system that is fit for purpose – one that reflects modern workplaces and modern ways of working.”

    ualatin taxpayers filing their own 2024 income tax returns can get free assistance using the new combination of IRS Direct File and Direct File Oregon when Oregon Department of Revenue volunteers visit the Tualatin Public Library March 19.

    The IRS estimates that 4,000 people in Tualatin are eligible to use IRS Direct File and Direct File Oregon. Filing with both IRS Direct File and Direct File Oregon is free and available as a combination for filing both federal and state taxes for the first time this year.

    Help will be available at the Tualatin Public Library, located at 18878 SW Martinazzi Avenue in Tualatin, 1 p.m. to 5 p.m., Wednesday, March 19.

    Before arriving at the library, taxpayers should:

    Taxpayers should bring the following information with them to the library.

    IRS Direct File does not support all return types. Specifically, taxpayers with dividends reported on Form 1099-DIV and capital gains or losses are not eligible to use IRS Direct File.

    Taxpayers who aren’t eligible to use IRS Direct File can find other free options and free assistances sites on the agency’s website. Those who can’t use IRS Direct File to file their federal return can still use Direct File Oregon to file their state return.

    The department believes that helping taxpayers file their own returns using direct file will help maximize the number of Oregonians who choose to use the new free option and make it possible for many who don’t have a filing requirement to file and claim significant federal and state tax credits for low-income families, such as the Earned Income Tax Credit, or EITC. The IRS estimates that nearly 25 percent of eligible Oregon taxpayers are not claiming the EITC. One Oregon organization says that added up to almost $100 million in unclaimed credits in 2020.

    Port au Prince- 16 March 2025: Médecins Sans Frontières/Doctors Without Borders (MSF) strongly condemns the intentional opening of fire upon four of its vehicles while they were seeking safety for their staff amid escalating violence in Port au Prince, Haiti. 

    The escalating violence close to the Turgeau Emergency Centre has forced MSF to suspend again its activities in the hospital on the 15th of March and evacuate its teams from the hospital as a precautionary measure. During one of the evacuation movements, the MSF identified convoy was repeatedly and intentionally fired upon, despite prior coordination with authorities. While fortunately no one was killed, our staff suffered minor injuries.

    “This attack serves as stark reminder that no one is safe amidst the ongoing violence between armed groups and law enforcement. Despite our precautions, we have been targeted and this is unacceptable. We urgently call on all parties for the respect of medical staff, facilities and patients at all times,” says Benoit Vasseur, Head of Mission for MSF in Haiti.

    Since end of February, the situation in Turgeau, where MSF runs a Referral and Emergency Centre, has worsened sharply. On March 12 alone, our Emergency Centre treated 27 victims of violence, including women and children, from the surrounding area. During the night of March 14-15, the violence escalated further. Armed groups moved within meters of the hospital, threatening to turn it into a frontline. “We had to make the painful decision to suspend activities at the MSF Turgeau Emergency Centre to protect our staff and patients. Currently, it is impossible to continue operations at the hospital, but we are committed to reopening our facility as soon as the situation allows us to do so safely,”says Benoit Vasseur.

    Before suspending activities, MSF successfully referred all patients from the Emergency Centre to other medical facilities. Between February 24 and March 2, our teams at the Turgeau Emergency Centre treated 314 patients. In February 2025 alone, our teams conducted over 2,500 medical consultations and more than 400 physiotherapy sessions at the Turgeau Emergency Center.

    This is the second time in less than four months that MSF has been forced to suspend operations at the health facility. On November 22, 2024, MSF halted all activities in Port-au-Prince following multiple attacks and repeated threats against medical staff. After months of engagement with authorities and assurances from all parties regarding the protection of MSF’s medical mission, the organization partially resumed operations in January, reopening the Turgeau hospital on January 20, 2025.

    However, the resurgence of violence and the deliberate attack on our vehicles during this evacuation make it clear that these assurances and engagements with authorities have failed to translate into real safety for our staff and patients.

MSF maintains multiple medical programs in other areas of Port au Prince and Haiti, notably for maternal and newborn care, severe burns, trauma and victims of sexual violence. Continuing these vital medical services requires clear guarantees about the security of our movements.

  • MIL-OSI New Zealand: TREC progressing SH35 underslip work in eastern Bay of Plenty

    A stretch of State Highway 35 near Opape in the eastern Bay of Plenty is now under stop/go traffic management as work continues to repair an underslip.

    Transport Rebuild East Coast (TREC), on behalf of NZ Transport Agency Waka Kotahi (NZTA), is completing the work, using gabion (rock filled) walls to repair a 5-metre long underslip.

    Work is expected to finish in April. Once work is complete, this stretch of state highway will be back to 2 lanes.

    During work hours (Monday to Friday, 6am til 6pm) the crew will use stop/go signs to direct vehicles through the 1 lane site.

    Outside these hours, a give-way system will be operating. Vehicles travelling in 1 direction are given priority to pass through, while those coming from the opposite direction wait until the way is clear – just like if you were using a 1 lane bridge.

    Please slow down, stay alert, and follow all instructions to help keep both road users and our crews safe.

    Coming soon: Slip repairs on SH35 in Tōrere

    Also in the eastern Bay of Plenty, TREC is also starting to plan work to repair 2 slips on SH35 by Te Kura O Tōrere.

    This is a big piece of mahi, that will take around 6 months. There isn’t much space on the highway, so we will set up a worksite on Kura grounds. We’re working with staff and others to plan for this and will share more information shortly. 

    While repairs are underway, this section of highway will be down to one lane for up to six months. Drivers will need to plan for delays of up to 10 minutes.

  • MIL-OSI Australia: Hunter drivers the winners as construction on Muswellbrook Bypass fast-tracked and planning for Cessnock Bypass begins

    Journeys around the Hunter will soon be made easier, with construction to start earlier on the Muswellbrook Bypass and planning to begin on a new Cessnock Bypass.

    The Albanese Labor Government has brought forward its $304.8 million investment in the Muswellbrook Bypass which means construction can commence ahead of schedule.

    Critical utility relocation work will start this year and the tender for major construction is expected to be in late 2026, with construction to commence the following year.

    The bypass will move the New England Highway out of the Muswellbrook town centre, onto an alternate route to the town’s east. 

    The new route will allow highway traffic to avoid traffic lights and flow freely at highway speeds, saving time for motorists and truck drivers who are travelling through the Hunter toward Aberdeen in the north, or the Liddell region in the south.

    With the 13,000-20,000 cars that pass through Muswellbrook’s town centre every day, residents will benefit from a less congested main street and reduced wear-and-tear on local roads, with 13 per cent being heavy vehicles.

    The Muswellbrook Bypass is just one project within the suite of New England Highway Corridor upgrades, with the Australian Government investing nearly $1.1 billion in improving the highway between Tenterfield and Newcastle. 

    The bypass is funded in partnership with the NSW Government, which is contributing $76.2 million. 

    The Albanese Labor Government is also announcing $5 million today to kick-start the planning process for a future Cessnock bypass. 

    The project will identify an alternative safe route to connect new housing developments at Bellbird in Cessnock’s south west to Nulkaba in the north and then onwards to the Hunter Expressway.

    This would bypass Cessnock’s city centre, reducing traffic congestion on Wollombi Road and supporting safer, more efficient journeys for road users.

    These transformative packages of works will better connect residents of the Hunter region with jobs and services, and will fast-track goods to markets and consumers.

    17th March 2025, Cook Islands – An intensive two-week training program by the Fiji Women’s Crisis Centre on Gender, Violence Against Women and Girls, Human Rights, and Counsellor Training is started today in the Cook Islands in collaboration with the Punanga Turuturu Itivaine, Cook Islands Women’s Support Centre.

    This training is being facilitated by a team led by Coordinator Shamima Ali who says the objective is to help participants identify specific types of violence against women and girls, as well as the cause and contributing factors.

    “Additionally, participants will learn to recognize the consequences of such violence on women and girls, their family members, and the broader community,’ she adds.

    “The training will also explore response and prevention actions that can be taken to eliminate violence against women. Moreover, sessions on Counselling Skills will ensure a survivor-centered approach, and support using a rights-based approach,”

    FWCC’s relationship with the Cook Islands and Punanga Turuturu Itivaine dates back to the first meeting of the Pacific Women’s Network Against Violence Against Women in 1992.

    When the Pacific Women’s Network was created, there were only two centres addressing violence against women: FWCC in Fiji and Punanga Tauturu (as it was known at the time) in Cook Islands. Now the Network brings together organisations from over 10 Pacific countries.

    “So, we were invited to go to the Cook Islands in 1996 after the first regional meeting in 1992” said Shamima who is also the Chair of the Pacific Women’s Network Against Violence Against Women.

    “We were invited by the Cook Islands to strengthen Punanga Tauturu at that time and do the training. We also did a male advocacy in the 2000s. Cook Islands was one of the first countries second to Papua New Guinea and Vanuatu,”

    She says they are very excited that the relationship with Punanga Turuturu Itivaine has been ongoing.

    “Even after a lull, the request has come through, and that also shows the trust that people who work in this area around the region have in the Fiji Women’s Crisis Centre,’ adds Shamima.

    A comprehensive and holistic training module has been developed by FWCC and is used in various training packages locally and regionally with relevant adaptations.

    FWCC has been supported by Australia’s Department of Foreign Affairs and Trade for more than three decades.

    About  Pacific Women’s Network Against Violence Against Women

    The regional Pacific Women’s Network Against Violence Against Women (PWNAVAW) has been a catalyst and leadership incubator for most work on sexual and gender-based violence in the region since the 1990s using a rights-based approach. Today, it operates in over 10 Pacific countries and advocates, trains, innovates and sets standards on the prevention and response to gender-based violence, with the Secretariat based at the Fiji Women’s Crisis Centre (FWCC). This is a clear example of the many ways that Pacific feminists have built the road we walk on.
     
    In 1992, FWCC facilitated and hosted the first Pacific Regional Meeting on Violence Against Women in Suva comprising of feminists from 15 Pacific Island countries. The inaugural meeting led to the establishment of the PWNAVAW.
     
    Since its establishment, the PWNAVAW, recognised as the leading network on ending violence against women and girls in the region, has brought together decades of collective expertise, networks and knowledge on ending violence against women and girls in the region, to support the efforts of Pacific governments, national, regional and international CSO and NGO networks and development partners to lift, build and maintain the quality and standards for gender-based violence and counselling services across the Pacific region.
     
    It has served as a support mechanism for women in the Pacific who are working in gender-based violence and human rights. This, in turn, is reflected in the emergence of many counselling centres in the Pacific region including in Kiribati, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu.
     
    Collectively since 1992, the Pacific Women’s Network Against Violence Against Women (PWNAVAW) has had a membership of 129 organisations in over 10 countries across the Pacific.

    PWNAVAW which is deeply rooted in the principles of feminism, women’s human rights, gender equality and the elimination of all forms of discrimination and violence against women and girls has also pioneered response and prevention approaches in engaging men.

    FWCC’s regional presence

    FWCC is a pivotal regional player. It has been provided with Australian aid resources to auspice similar organisations in Tonga and Vanuatu. In 1992, FWCC helped found the Pacific Women’s Network Against Violence Against Women. It continues to act as the Secretariat for this Network and organises its conferences. The Centre undertakes training both across the region and within Fiji. Since 1995, the Centre has offered a four-week regional training twice a year on gender-based violence awareness, prevention and response strategies. This program has trained over 1,000 participants from 15 countries.  FWCC also runs specialised training programs. It began police training in 1995 and now trains police not only from Fiji but from other Pacific countries.

  • MIL-OSI Security: Prison Inmates Sentenced for Gang-Motivated Stabbing

    SAN DIEGO – Jonathan Barba and Abraham Gomez-Rodriguez were sentenced in federal court today to 51 months and 37 months, respectively, for assaulting and stabbing a fellow inmate at the federal jail downtown on orders from a Mexican Mafia gang associate.

    According to the publicly-filed documents in the case, Barba, Gomez-Rodriguez and the victim in the case were all inmates at the Metropolitan Correction Center. On March 27, 2024, Barba came up from behind the victim and stabbed him repeatedly with a metal shank while Gomez-Rodriguez held the victim’s arms so he could not escape or defend himself. When the victim broke free and ran away, Gomez-Rodriguez chased and struck him numerous times.

    The victim was stabbed in the abdomen, neck, head and eye area. One of the stab wounds was dangerously close to the victim’s eyeball. The victim was left lacerated, bloodied, bruised and had to be taken to the hospital.

    After the assault, Barba and Gomez-Rodriguez admitted to the victim that they assaulted him to please another inmate named “Alex,” who was a “shot caller” for the Mexican Mafia. Below is a photo of the shank that was used to repeatedly stab the victim:

    Barba has a criminal history that involves domestic violence and drug importation. In 2014, he was convicted of first-degree domestic battery in Nevada and was sentenced to 60 days in jail and community service. In 2022, he was convicted of importation of methamphetamine and fentanyl in the Southern District of California. For that offense, Barba was sentenced to 37 months in federal prison. He was serving his federal drug trafficking sentence when he violently assaulted and stabbed the victim-inmate.

    Gomez-Rodriguez was convicted in 2022 of possession with the intent to distribute methamphetamine and heroin in the Southern District of California. He was sentenced to 26 months in federal prison.  While he was serving his federal sentence, Gomez-Rodriguez, along with Barba, violently attacked the victim-inmate. The judge ordered that the sentences handed down be served consecutive to their existing sentences.

    “Violence has no place in our correctional facilities,” said Acting U.S. Attorney Andrew Haden. “We are fully committed to taking every legal action available to protect the safety and well-being of all inmates and to hold violent criminals accountable.”

    “I want to applaud the FBI San Diego Violent Crime Task Force and MCC Special Investigations Unit’s commitment and dedication to hold the defendants accountable for their role in the violent and coordinated attack,” said Acting Special Agent in Charge Houtan Moshrefi. “We remain steadfast in working with our partners to protect the integrity of our correctional institutions.”

    This case is being prosecuted by Assistant U.S. Attorneys Andrew Sherwood and Shital Thakkar.

    STATEMENT – People Against Prisons Aotearoa condemns the beating of 77 year-old Dean Wickliffe by prison guards at Waikato’s Spring Hill Corrections Facility. Wickliffe was recalled to prison after being made homeless and breaching his parole conditions that he reside at a specific address. After refusing to be double-bunked, a group of prison guards beat Wickliffe so badly he needed to be transferred to hospital for treatment. Wickliffe has been on hunger strike since March 10th, with his lawyer Annette Sykes saying that Corrections has refused to let her speak to him.

    “Corrections is breaching Section 69 of the Corrections Act, which clearly outlines that the Department must let prisoners speak with their lawyers. Spring Hill prison general manager Alan Lamb is acting unlawfully by refusing to arrange an AVL meeting for Dean’s lawyer.”

    “People Against Prisons Aotearoa has low expectations of Corrections, but the treatment of Dean Wickliffe is outrageous. When this old man was scared to be double-bunked, prison guards beat his head against the floor of his cell until he needed to be hospitalised. Given the recent spate of murders and suicides in custody, it is clear that Corrections is failing incarcerated people and failing Aotearoa. How are people meant to be rehabilitated when Corrections beats, abuses, and neglects them?”

     — Today, Governor Mike Kehoe signed the Fiscal Year (FY) 2025 supplemental budget bill, HB 14, that was passed by the General Assembly last week. The bill allows for current operations of state government to continue through FY 2025.

    “This supplemental bill reflects our commitment to ensuring critical services continue uninterrupted for Missourians,” said Governor Kehoe. “From strengthening education and special needs services to supporting law enforcement and senior care, this funding will make a meaningful impact on communities across our state.”

    HB 14 totals over $1.9 billion, including $391.5 million in general revenue, $1.4 billion in federal funds, and $183.4 million in other funds. The supplemental budget bill includes funding for several high priority areas:

    • $14 million for services provided to Missouri seniors, including home-delivered and congregate meals, transportation, in-home services, and more;
    • $157.4 million to support the Foundation Formula for public schools;
    • $20.8 million to provide special education instruction, therapies and other related services to children with disabilities ages 3-5;
    • $16.5 million for the First Steps program;
    • $250,000 for immigration enforcement training pursuant to Executive Order 25-04; and
    • $187,500 and staff to support full time Division of Drug and Crime Control (DDCC) investigators within each of the nine MSHP troop regions.

     — Following the devastating storms that struck Missouri on March 14, 2025, Governor Mike Kehoe and the Department of Elementary and Secondary Education (DESE) took immediate action to support impacted school districts and ensure students can safely return to the classroom as soon as possible.

    Early assessments show the storm impacted nearly two dozen school districts, with many sustaining damage to buildings, including:

    • Significant power loss
    • Major structural damage
    • Temporary or potential long-term displacement of students and educators

    “While I am disheartened to see the damage that a number of Missouri schools faced from Friday night’s storm, I am incredibly grateful that these storms did not hit while school was in session,” said Governor Kehoe. “Now that the storms have passed and we are turning our attention to recovery, we must prioritize ensuring our children can safely return to school to continue their education and prevent any academic delays.”

    As part of this response, DESE is working closely with impacted school districts as they identify alternative education sites and work to secure transportation for students. The department is also working to ensure impacted districts are not financially penalized under the state education foundation formula for days they are unable to operate.

    “We began working on this issue early Saturday morning and have been in close contact with Governor Kehoe since the very beginning,” said Commissioner Karla Eslinger. “Our top priority is ensuring students and educators can safely return to learning environments. I am speaking directly to impacted school leaders to ensure we’re making rapid progress to help schools recover. We appreciate Governor Kehoe’s leadership and support during these challenges.”

  • MIL-OSI USA: Governor Kehoe Seeks Joint Damage Assessments in Preparation for Major Federal Disaster Declaration Request

     — Today, Governor Mike Kehoe announced the state has requested the Federal Emergency Management Agency (FEMA) participate in joint preliminary damage assessments (PDAs) for Individual Assistance in 23 counties following the severe storms and deadly tornadoes that devastated Missouri March 14-15. This request begins the process of obtaining federal disaster assistance.

    “As I observed during my visit to impacted areas this weekend, these storms and tornadoes caused widespread, devastating destruction and disrupted the lives of families and business across the Missouri,” said Governor Kehoe. “The State Emergency Management Agency (SEMA) has been working closely with local emergency management officials, and we are confident the damage meets the threshold for FEMA to participate in joint damage assessments.”

    Joint PDAs are being requested for the following counties: Bollinger, Butler, Camden, Carter, Franklin, Howell, Iron, Jefferson, Laclede, New Madrid, Oregon, Ozark, Pemiscot, Perry, Phelps, Pulaski, Reynolds, Ripley, St. Louis, Stoddard, Wayne, Webster, and Wright.

    Joint PDA teams are made up of representatives from FEMA, SEMA, the U.S. Small Business Administration and local emergency management officials. Beginning Thursday, March 20, six teams will survey and verify documented damage to determine if Individual Assistance can be requested through FEMA. Individual Assistance allows eligible residents to seek federal assistance for temporary housing, housing repairs, replacement of damaged belongings, vehicles, and other qualifying expenses.

    Initial damage assessments estimate approximately 368 houses were destroyed, 356 with major damageand 1,058 with minor damage. Damage assessments for roads, bridges and other public infrastructure are ongoing, likely resulting in a request for additional PDAs for Public Assistance later this week.

    The National Weather Service (NWS) continues to survey damage and debris patterns to determine the total number and strength of tornadoes. NWS has preliminarily confirmed the following 12 tornadoes as of March 16:

    Outages continue to decrease as power is restored. As of 6:00 p.m., fewer than 13,000 customers remained without power – down from 47,000 at 2 p.m. Sunday. The State Emergency Operations Center remains activated to assist in the recovery process, assess ongoing needs and coordinate resources as requested by local partners and emergency management.

    Volunteer and faith-based organizations also continue to support response efforts and provide support services to those in need. The Red Cross of Missouri continues to provide meals and emergency supplies and operate shelters. Missouri Baptist Disaster Relief is assisting individuals and families with debris removal. Convoy of Hope is providing water and other emergency supplies, and the Salvation Army also continues to provide meals to those in impacted counties.

    Missourians with unmet needs are encouraged to contact United Way by dialing 2-1-1 or the American Red Cross at 1-800-733-2767.     Police have arrested and charged two people following a shooting in Highland Park in January.

    At about 9.46pm on Thursday 16 January Police were after three males entered a premises on Dunrobin Place and assaulted a man before a shot was fired.

    Counties Manukau East CIB Area Investigations Manager, Detective Senior Sergeant Dean Batey, says the victim received a serious gunshot injury and was transported to hospital.

    “Following extensive investigations by our team, two people have now been charged with wounding with intent to cause grievous bodily harm and are currently before the court.

    “Although we knew that those involved in this incident were known to each other, there is no doubt the incident would have been deeply concerning for people who live nearby.

    “Police take these matters extremely seriously and will continue their work to hold people to account,” Detective Senior Sergeant Batey says.

    A 32-year-old man has been remanded in custody and will reappear in Manukau District Court on 6 June charged with wounding with intent to cause grievous bodily harm.

    A 23-year-old man charged with wounding with intent to cause grievous bodily harm and unlawful possession of a firearm will reappear in Manukau District Court on 11 April.

    As the matter is now before the court, Police are limited in providing further comment.

  • MIL-OSI Security: Corpus Christi jury finds South Texas man guilty of transporting illegal aliens

    CORPUS CHRISTI, Texas – A jury has returned a guilty verdict against a 28-year-old Sullivan City resident on two counts of transporting illegal aliens within the United States, announced U.S. Attorney Nicholas J. Ganjei.

    They deliberated for less than 45 minutes before convicting Alberto Chavez Jr. following a one-day trial. 

    Testimony revealed that on Nov. 2, 2024, Chavez pulled up to the Border Patrol (BP) checkpoint in Falfurrias for a routine immigration inspection with two passengers in the vehicle. He claimed they were all cousins and were going north to find work.

    However, the jury heard that neither of the passengers were related to Chavez in any way. Both were actually citizens of Honduras who were illegally present in the United States.

    The jury heard from both men who explained they had crossed the Rio Grande River approximately one month prior and had been placed in various stash houses until Chavez picked them up the night before they arrived at the checkpoint.

    Testimony revealed Chavez bought them clothes to make them appear more “American” and coached them on what to say when trying to pass through the checkpoint. The aliens also stated they had specifically informed Chavez they were illegally present in the United States.

    The defense attempted to convince the jury that Chavez had simply agreed to give the aliens a ride. They did not believe those claims and found Chavez guilty as charged.

    U.S. District Judge David S. Morales presided over trial and has set sentencing for June 18. At that time, Chavez faces up to five years in prison and a possible $250,000 maximum fine.

    Previously released on bond, the court ordered Chavez into custody pending sentencing.

    BP conducted the investigation. Assistant U.S. Attorneys Joseph Griffith and Zachary Bird are prosecuting the case.

    Upper Cleddau Flats landfill, known colloquially as ‘Little Tahiti,’ extends inland from the Tutoko and Cleddau Rivers.

    Department of Conservation Operations Manager, Te Anau, John Lucas, says the clean-up is a legacy from an infrastructure project which took place 70 years before DOC was created.

    Gravel was removed from Little Tahiti to construct Milford Road, and afterwards the site was used as a landfill, until the mid-1980s.

    “DOC, Environment Southland and Ministry for the Environment have been collaborating on this site since investigations uncovered contaminants like asbestos at levels posing a potential risk to human health and the environment,” says John.

    The 8200 m2 landfill also contains waste material and rubbish, along with heavy metals, building materials, hydrocarbons like petroleum, and general municipal waste.

    Located 100 m off the main SH94, Little Tahiti is closed to the public and is not a visitor destination. Material is buried and contact is limited to those assessing the site.

    John says high-priority remedial work is needed to address the contamination and erosion risk.

    “We are seeing more frequent high intensity rainfall events in Milford, like the 2020 floods, which did significant damage across DOC’s network of tracks in the region, including the Milford Track.”

    An earlier weather event in 2019 caused a landfill to breach in South Westland, spilling buried waste into the Fox River and sending it 21 kilometres downstream through Westland Tai Poutini National Park into the Tasman Sea – resulting in the need for a massive clean-up, dubbed Operation Tidy Fox.

    “What happened at Fox River highlights the pressing need to address Little Tahiti as soon as possible to avoid a similar environmental incident,” says John.

    Funding to clean up Little Tahiti is split, with DOC funding 50% while the rest was sourced from the Ministry for the Environment’s former Contaminated Sites Remediation Fund before it closed.

    The Little Tahiti Landfill has been awarded $2,024,700 for remediation works from the Ministry.

    MfE Waste Investments Manager Lara Cowan says the Ministry is pleased to be able to support the remediation of Little Tahiti and enable DOC to proactively address a site at risk of exposure in such a special place for New Zealanders. The Ministry continues to fund projects like Little Tahiti through the newly opened Contaminated Sites and Vulnerable Landfills Fund.

    The remedial work at Little Tahiti will likely affect State Highway 94 with some traffic delays, and increased truck movements on the road to Milford Sound while underway. It’s expected to take two and a half months.

    “Public safety is paramount while work is being carried out,” says John Lucas.

    “There will be notifications as early as possible on the visitor information networks for Milford Sound and SH94 Milford Road updates.”

    The NSW Government will crack down on the predatory practice of ‘claim farming’ where vulnerable people are pressured to lodge compensation claims.

    Claim farmers often use unethical and high-pressure tactics to target those such as child abuse victim-survivors.

    The NSW Government is introducing the Claim Farming Practices Prohibition Bill 2025, to:

    • prohibit a person from contacting another person to solicit them to make a relevant claim
    • prohibit a person from buying or selling a relevant claim referral
    • prevent lawyers who are convicted of these offences from charging legal costs in relation to the claim, and to require them to refund any costs already received.

    Claim farmers may obtain someone’s personal information without consent to make unsolicited contact and use high-pressure tactics such as harassment and intimidation.

    The practices used by claim farmers can cause distress to victim-survivors who are pressured to lodge civil compensation claims.

    Claim farmers charge referral fees to ‘sell’ the claim to a legal practice or another claim farming organisation.

    They often make promises about legal entitlements that may not be correct or in the claimant’s best interests.

    The bill will prohibit claim farming for personal injury claims under the Civil Liability Act 2002 and arising from intentional torts (intentional acts that result in injury or death).

    The Civil Liability Act 2002 applies to many types of claims, including serious injury, medical negligence, and public and product liability.

    Intentional torts cover acts such as child abuse, assault and deprivation of liberty.

    Existing offences such as fraud will still apply in addition to the claim farming bill. Dishonestly obtaining financial advantage by deception currently carries a maximum penalty of 10 years’ imprisonment.

    Prohibiting claim farming will not prevent abuse victims from bringing a claim for compensation, which can be done by contacting a lawyer directly.

    Attorney General Michael Daley said:

    “It’s abhorrent that individuals and organisations are seeking to profit off vulnerable people such as victim-survivors of child sexual abuse.

    “The NSW Government is listening to advocates who have called for a ban on this predatory and exploitative practice that worsens the trauma experienced by victim-survivors.

    “We have carefully consulted with the community and are moving to stop the harm inflicted by this egregious behaviour.”

  • MIL-OSI Australia: This vote will change everything for public schools

    There’s a stark choice facing voters this year thanks to the major parties’ radically different views on teaching and learning and, critically, how schools should be funded.

    AEU federal president Correna Haythorpe says the choice is between Labor’s vision for fully funded public schools where teachers and students have the support they need or a Dutton government that plans to tell teachers what to teach and how to teach it and deny them the support and resources they need. Peter Dutton claims “ideologically driven advocates” have too much influence over what is taught.

    “Kids are being indoctrinated from preschool where all sorts of woke agendas are part of the curriculum … it then progresses … all the way through to high school. And there are a lot of teachers there who are masquerading as teachers, but who are really either climate zealots

    or other social issues that they’re obsessed with,” he says.

    By contrast, Minister for Education Jason Clare celebrates the work of teachers, telling Parliament:

    “Everything they do helps our kids to aim higher, to work harder, to be braver and to believe in themselves.”

    Prime minister Anthony Albanese too has praised teachers and educators, saying: “Hardworking, dedicated educators who have slogged hard through the terms, through the years, all of them working to make sure that holding open the doors of opportunity is not a lofty ideal, but a lived reality – and an Australian tradition.”

    He describes public schools as an essential part of the fabric of Australia and recognises that “education is the single most powerful weapon we have against disadvantage. And it’s the single best investment we can make in our nation’s future”.

    Labor’s groundbreaking pledge

    In January, the prime minister made a landmark commitment to deliver full funding of public schools.

    In agreements struck with Victoria and South Australia, he guaranteed to lift the federal share of public school funding from 20 per cent of the Schooling Resource Standard (SRS) to 25 per cent.

    The SRS is the minimum level of funding schools require to meet the needs of all students.

    State and territory governments are required to fund the remaining 75 per cent of the SRS and remove clauses in previous agreements that allow them to count non-school costs of $2 billion a year as part of their share of funding.

    With NSW signing on in March, the federal government is aiming to finalise agreements with every state and territory to deliver full funding to the minimum standard of 100 per cent of the SRS by 2034.

    Haythorpe says full funding will mean guaranteed funding increases for schools over the next decade, allowing for the employment of additional teachers, more small group and individual support for struggling students and more support for teachers inside the classroom via additional education support workers.

    It will also mean more specialist support in schools such as counsellors and speech pathologists.

    “We’ve been campaigning for more than a decade for schools to be funded to 100 per cent of the SRS, which was the original recommendation of the Gonski review in 2011,” says Haythorpe. “The Albanese government’s commitment is testament to the efforts of teachers, principals, support staff and community members who have worked tirelessly to deliver it.”

    The government has also made serious inroads in addressing the teacher shortage crisis, announcing teaching scholarships of up to $40,000 to new undergraduates and payments to teaching students during their practicums, in addition to tuition-free teaching degrees and HELP debt reduction.

    Coalition conservative agenda troubling

    The Coalition has never expressed support for the full funding of public schools. It has not responded to requests for clarification on its position before this edition of Australian Educator was finalised.

    “You can’t trust the Coalition on school funding,” says Haythorpe.

    “The last time they were in government, they promised to honour school funding agreements but then ripped them up and cut $14 billion from public schools in 2017,” she says.

    “Scott Morrison struck agreements with state and territory governments in 2018 that saw only 1.3 per cent of public schools fully funded by 2023. By contrast 98 per cent of private schools were funded at or above the SRS.”

    New official data from the Australian Curriculum, Assessment and Reporting Authority highlights the disparity between public and private school funding.

    Private schools are receiving 27 per cent more recurrent income from all sources per student than public schools.

    The capital expenditure gap is also increasing. In 2023, it was 2.1 times more than public schools, up from 1.5 times more in 2021.

    Stark differences in teaching and learning

    The major parties’ ideas about teaching and learning are also diametrically opposed.

    Dutton has consistently attacked teachers, questioning their professionalism and claiming children are being indoctrinated in schools.

    The Coalition’s plan for schools includes overhauling the national curriculum, mandating explicit/direct instruction in every classroom and introducing a behaviour curriculum for students.

    The Albanese government’s schools funding plans are tied to reforms including a Year 1 phonics and numeracy check to identify students who need extra help, wellbeing programs including access to mental health professionals in schools, high-quality and evidence-based professional learning and new initiatives to improve the attraction and retention of teachers.

    Greens call for end to private school funding

    The Greens have called for full funding to 100 per cent of the SRS for public schools by July this year. Their election commitments also include a capital fund for public schools and additional funding of $2.4 billion for public schools so fees can be abolished. Leader of the Australian Greens Adam Bandt says governments are underfunding public schools and shifting the costs onto parents.

    A programme to identify broken sewer pipes on private and public property is playing its part to improve Porirua Harbour’s health, with hundreds of repairs being carried out since the initiative began.
    Porirua City councillors were briefed on the Knowing Your Pipes programme at a workshop last Thursday. The project, led by Wellington Water Ltd (WWL), began four years ago to identify and fix problem areas causing pollution in Te Awarua-o-Porirua Harbour.
    To locate faults, a WWL drainage investigation crew identify and trace pollution caused by broken pipes. Where pipes are privately owned, property owners are required to take action to repair them.
    Since 2021, a total of 571 private wastewater and stormwater faults have been identified in Porirua. Of these, only 38 major faults are yet to be fixed, with almost half of these being in Kāinga Ora properties and scheduled for works.
    While most private property owners will voluntarily fix faulty pipes, from time to time there can be a delay in owners taking action. When a fault is found, the programme follows a structured process to notify and remind owners of repairs that are needed.
    At the workshop, officers outlined those steps, as well as the enforcement process and a financial assistance programme, where a repair can be paid for over time.
    Porirua Mayor Anita Baker says it is pleasing to see that there has been a high fix rate, with most property owners playing their part in restoring the health of our harbour.
    “The recent signing of the Porirua Harbour Accord underscores how important this issue is.
    “We all have a role to play – on both private and public land.”
    Faults found on the public network are fixed as part of the infrastructure maintenance programme. Since  Knowing Your Pipes began, 41 major public faults have been found. All but 10 of these have been fixed, with the rest in train.
    The newly minted Porirua Harbour Accord, signed in February between Te Rūnanga o Toa Rangatira, Porirua City Council, Greater Wellington Regional Council, Wellington City Council, and WWL, alongside stakeholders, community groups, and organisations dedicated to improving the harbour’s health, sets the strategic context for Knowing Your Pipes, the workshop briefing noted.

    Rain and cooler temperatures in Southland have lowered the fire danger, prompting Fire and Emergency New Zealand to move the district back to an open season at 8am on Tuesday 18 March.
    Fire and Emergency Southland District Manager Julian Tohiariki says this means permits will no longer be required to light an open-air fire in most of the district.
    There is still a restricted fire season in place around plantation forests, Awarua Wetlands, and Department of Conservation land.
    “We appreciate those people across Southland who have taken care with planned fires over the dry summer period, and ask everyone to stay vigilant when lighting fires in an open season,” Julian Tohiariki says.
    “The wind will remain a factor through to autumn, so Southlanders need to keep this in mind when lighting fires.

    Bradley Burke receives his commendation from DCO Bill Johnstone

    Jeffcott Fire Brigade Captain Bradley Burke has received the Chief Officer’s Commendation for Courage after risking his life to rescue a truck driver from a burning vehicle, in late 2023.

    It was while driving through Jeffcott in the state’s northwest, Captain Burke saw a semi-trailer carrying grain leave the road and crash into trees. 

    Acting instinctively, he pulled over and ran toward the wreckage. 

    “I saw the truck veer off and thought he was avoiding a bump, but then he kept going straight into the trees,” Captain Burke said. 

    “The first thing I did was ring my brother James also a CFA member, who was only 6 minutes away. 

    “He called 000 to alert emergency services.  

    “As I approached the crash, my first thought was, ‘I need to find the driver.’ The door was pinned against a tree, but I heard him inside.” 

    Finding the driver wedged between the seats, he realised the driver’s side door was blocked. 

    “I had to tear away the bonnet, break the glass, and climb onto the engine bay to reach him,” he said. 

    As he worked to free the driver, fire ignited near the rear of the cabin and spread quickly. 

    “By the time I pulled him free, flames were spreading.” 

    Despite sustaining lacerations, Captain Burke pulled the driver to safety through the broken windscreen. 

    Not long after he had freed the driver, the truck was fully engulfed in flames. 

    “James stayed on the phone to 000 and rendered first aid until paramedics arrived. Which allowed me to organise more CFA appliances to respond to the scene, as the fire was starting to get away.  

    “Thankfully crews arrived quickly and were able to stop it spreading.” 

    The driver was taken into the care of paramedics and has since made a full recovery. 

    “You don’t think, you just do it. The priority was getting him out and making sure no one else was inside,” Captain Burke said.  

    CFA District 18 Assistant Chief Fire Officer Gavin Wright praised Captain Burke’s actions. 

    “He acted with incredible bravery under extreme pressure,” Gavin said.  

    “His quick thinking and determination saved a life that day, and his actions are truly worthy of this recognition.” 

    Upon receiving his award at Donald Fire Station on Saturday night, Captain Burke insisted he was just doing his job. 

    “It’s humbling to receive this award, but my only thought was getting the driver out safely, I didn’t think about anything else,” he said. 

    “I just happened to be in the right place at the right time. If it were me in that truck, I’d hope someone would do the same. 

    “It’s what we do as firefighters. We’re here to protect our communities, and that’s all I was trying to do.” 

    Captain Burke is now one of just 19 recipients of the Chief Officer’s Commendation for Courage since its introduction in 2012.

They also apprehended 8 suspected smugglers and destroyed their trafficking vessels. These operations continue to disrupt cartels and Transnational Criminal Organizations seeking to traffic fentanyl and other illicit drugs into the U.S. Through the efforts of CGC Stone – and the men and women on watch across the Coast Guard – we are keeping drugs off our streets and ensuring our communities are safe.

    Our members are the cornerstone of all our Coast Guard operational success. In coordination with our @dhsgov and @DeptofDefense partners, the Coast Guard continues to detect, deter, and interdict illegal migration, drug smuggling, and other terrorist or hostile activity before it reaches our border.

  • MIL-OSI USA: SBA Opens Disaster Loan Outreach Center in Pacific Palisades

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) has opened a third Disaster Loan Outreach Center (DLOC) in Los Angeles County to assist small businesses, private nonprofit (PNP) organizations, and residents affected by the wildfires and straight‑line winds occurring Jan. 7-31.

    The new center, located in Pacific Palisades, provides a one-stop resource where SBA customer service representatives are available to meet individually with business owners and residents to answer questions and assist with the disaster loan application process. No appointment is necessary, but walk-ins are welcome. Those who prefer to schedule an in-person appointment in advance can do so at appointment.sba.gov.

    “When disasters strike, SBA’s Disaster Loan Outreach Centers perform an important role by assisting small businesses and their communities,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the U.S. Small Business Administration. “At these centers, our SBA specialists help business owners and residents apply for disaster loans and learn about the full range of programs available to support their recovery.”

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

    The SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and private nonprofit organizations impacted by financial losses directly related to these disasters. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Interest rates are as low as 4% for small businesses, 3.625% for nonprofits, and 2.563% for homeowners and renters, with terms up to 30 years. Interest does not begin to accrue, and payments are not due, until 12 months from the date of the first loan disbursement. The SBA determines eligibility and sets loan amounts and terms based on each applicant’s financial condition.

    The SBA encourages applicants to submit their loan applications promptly. Applications will be prioritized in the order they are received, and the SBA remains committed to processing them as efficiently as possible.

    “”The transatlantic trade in enslaved Africans was a crime against humanity that resonates through
    history and continues to scar societies. Today, we remember the women, children, and men torn
    from their loved ones, forced to work in agonizing conditions, cruelly punished, and deprived of
    their dignity and human rights, and we recall their acts of resistance and demands for justice.
    For more than four centuries, millions of Africans were kidnapped, trafficked, abused and
    dehumanized. This horrific enterprise rested on the destructive lie of white supremacy. And it
    saw many colonizers, corporations and institutions amass unimaginable wealth.
    For too long, these unthinkable acts have remained unacknowledged, unspoken, and
    unaddressed, all as their legacies continue to shape our world. Many still benefit from the odious
