  • MIL-OSI USA: Mountains of the Greater Yellowstone Ecosystem: The Wind River Range and the Laramide Orogeny

    The Greater Yellowstone Ecosystem (GYE), one of the largest nearly intact temperate-zone ecosystems remaining on Earth, is comprised of a volcanic plateau resulting from the Yellowstone hotspot, the Snake River Plain (which is partially a product of caldera-forming eruptions caused by the hotspot) to the southwest of the plateau, and several high mountain ranges along its other margins. When compared to the relative interest given to the surrounding ranges, the Yellowstone Caldera complex of the volcanic plateau receives an understandable degree of attention; however, the adjoining mountain ranges are no less important and have been around far longer than Yellowstone Caldera. For example, the volcanic rocks of the Absaroka Range are roughly 20 times older than the youngest Yellowstone caldera-forming eruption.  Other mountain ranges in the region are not volcanic, but instead were lifted by tectonic forces.

    The Wind River Range extends roughly 220 km (136 miles) from Dubois to South Pass City, WY, with a width of approximately 65 km (40 miles). The western Continental Divide runs along the crest of the range, with Gannett Peak (4,210 m or 13,810 ft) being the highest point not just in the Wind River Range but also in the State of Wyoming. The core of the range consists of gneiss (a metamorphic rock caused by intense heat and pressure) and igneous intrusions that have been influenced by metamorphic processes. These rocks range in age from 3.4 to 2.3 billion years. In other words, the majority of the rock that now composes the Wind River Range is older than half the age of the Earth and was once deeply buried beneath the Earth’s surface.

    During portions of the Paleozoic (542 to 251 million years ago) and Mesozoic (251 to 65.5 million years ago) eras, the region was part of an inland sea, as evidenced by deposits of sandstone, mudstone, and limestone found along the foothills of the Wind River Range. These sequences of sedimentary rock are common throughout the GYE.

    At some point, those rocks began to experience uplift, but the exact timing of that uplift has proven difficult to constrain precisely. Most geologists tend to agree that the Wind River Range experienced uplift between about 65 million years ago and about 50 million years ago, although there is some evidence that the uplift may have begun tens of millions of years earlier and lasted tens of millions of years longer. Erosional evidence suggests that the uplift did not occur as a single episode, but instead may have taken place in pulses. Over the duration of the cumulative deformation, uplift raised the rocks of the Wind River by about 14.5 km (9 miles) vertically, and laterally transported the rocks by about 25 km (16 miles). The faults that accommodated this displacement are located to the southwest of the Wind River Range. In historical time, these faults have remained aseismic.

    Geoscientists call mountain-building events orogenies (with oros being a Greek term for mountain genesis). The orogenic period of the Wind River Range coincides with the formation of many mountain ranges forming the Rocky Mountains across western North America, and geologists refer to this period as the Laramide Orogeny (named after the Laramie Mountains of eastern Wyoming).

    Geologists attribute the Laramide Orogeny to the subduction of an oceanic plate, specifically the Farallon Plate, beneath the North American Plate. This subduction began roughly 160 million years ago, but the Laramide Orogeny only commenced around 80 to 70 million years ago. While most subducted plates sink deep into the Earth relatively quickly after traveling less than a couple hundred kilometers beneath an overriding plate (behavior sometimes referred to as steep subduction), for some of its history the Farallon Plate traveled >1,000 kilometers (>600 miles) beneath North America at relatively shallow depths compared to what would be expected with steep subduction. Even today, parts of the Farallon Plate located beneath the Mississippi River are at shallower depths than oceanic crust subducted roughly only half as long ago. Geologists term this flat-slab subduction and are still researching exactly why it occurs, but a consequence is that the shallow subducting plate pushes crust and mantle material ahead of it, causing uplift, although the mechanics of this process are not well understood. The flat-slab subduction of the Farallon Plate may also explain the origin of the magmas that fed the Absaroka volcanoes along the northern and eastern borders of the Yellowstone region, as these magmas are more chemically characteristic of volcanoes near subduction zones (i.e., within a couple hundred kilometers of plate boundaries) than in the middle of continental plates.

    The timing of the Laramide Orogeny varied geographically across western North America. Much like with its start, the end of the Laramide Orogeny has yet to be determined with confidence, but probably stopped around 55 to 35 million years ago. Well after the uplift of the Wind River Range ceased, glaciations like the Bull Lake (about 150,000 to 130,000 years ago) and Pinedale (22,000-14,000 years ago) events sculpted the mountains, creating the beautiful landscape we enjoy today.

    KAILUA-KONA, HAWAIʻI ISLAND – When an illegal fireworks incident set a hillside in Papakōlea between Kapahu and Laukea Street ablaze on New Year’s Eve in 2023, the need for change sparked within Noel Shaw.

    “Because we had Lahaina, we were even more sensitive to the realities of what a fire like what happened on New Year’s could have resulted in for our community,” said Shaw, a Kalāwahine homesteader and Nā Leo O Papakōlea Firewise member. “We saw all the loss in Lahaina, and we saw the need after, and that’s why it was even more urgent.”

    Shaw’s search for a solution led her to the Firewise program.

    On February 27, 2025, homestead leaders from across the state participated in the Hawaiʻi Wildfire Summit alongside Department of Hawaiian Home Lands (DHHL) staff.

    Hosted by the Hawaiʻi Wildfire Management Organization (HWMO), the Hawaiʻi Wildfire Summit was designed to unite leaders and collaborators statewide. The event’s discussions, panels, and workshops were centered on the latest wildfire research and innovative strategies for wildfire preparedness, mitigation, and management in Hawaiʻi.

    “The goal is to take a forward-looking and united approach to wildfire readiness and resilience,” said Nani Barretto, co-executive director of HWMO. “As HWMO often says, we all have a role to play, and this event was created for us to learn and grow together.”

    Two homestead communities were recognized Thursday for their efforts, commitment and contributions to the Firewise program.

    Nā Leo O Papakōlea Firewise, a group comprising homesteaders from the Papakōlea, Kewalo, and Kalāwahine homesteads on Oʻahu, were recipients of the Firestarter Award; this award recognized the group’s accelerated efforts to assemble a Firewise team. Kahikinui’s Firewise team received the Trailblazer Award for its hazardous waste removal project on Maui.

    Mike Mundon, a Puʻukapu lessee and HWMO team member, was the recipient of the Spirit Award.

    “We deeply value our partnership with the Department of Hawaiian Home Lands and commend their proactive efforts to ensure the safety of their communities,” said Barretto.

    Homesteaders and DHHL staff were among the panel discussions and presented the measures being implemented at both the community and department level. Some initiatives include green-waste cleanups, community organizing and individual home assessments.

    Of the more than 50 homesteads across the pae ʻāina, only four are nationally recognized as Firewise:

    • Kailapa, Hawaiʻi Island: Established 2016
    • Kahikinui, Maui: Established 2016
    • Waiohuli, Maui: Established 2016
    • Puʻukapu, Hawaiʻi Island: Established 2018

    Three homesteads are currently undergoing the Firewise recognition process: Leialiʻi and Paukukalo on Maui, and Papakōlea.

    “The success of the Firewise program lies in its ability to empower our communities. It gives our homesteads, and its leaders, the tools, strategies and support they need to mitigate wildfire risks in their own backyard. Through collaborative efforts with HWMO, the department aims to ensure every homestead is well-prepared against the threat of wildfires,” DHHL Director Kali Watson said.

    Shaw hopes continued community engagement ignites a call for action.

    “Being fire prepared and stewarding our ‘āina collectively is the dream,” said Shaw. “I think it will bring generations back to what they knew and into what they should be knowing for the future”.

    Hauʻula, Oʻahu — Starting today, a portion of the Hauʻula Forest Reserve on Oʻahu, including hunting unit C and the Maʻakua Ridge-Papali Trail, will temporarily close for Little Fire Ant (LFA) containment and removal efforts.

     

    The DLNR Division of Forestry and Wildlife (DOFAW) is partnering with the Oʻahu Invasive Species Committee, the Hawaiʻi Department of Agriculture, and the Hawaiʻi Ant Lab to produce a comprehensive plan to control the infestation of this noxious invasive species. The partnership also includes surveys and control efforts on private properties around the forest reserve.

     

    This closure is necessary to ensure the safety of hikers, pets, and hunting dogs. The tiny ant delivers a painful sting when disturbed. LFA stings cause welts that can last for weeks and have also been known to cause blindness in cats and dogs. The ant doesn’t build mounded dirt nests, but lives in a variety of habitats, including trees, potted plants, around irrigation lines, and in electrical boxes.

     

    “This little ant is a big threat to our quality of life and native plants and animals,” said DOFAW Oʻahu Branch Manager Marigold Zoll. “We don’t want it to become established in our communities or forest areas, so we need to take quick action. We urge the Hauʻula community to help us in testing their homes and treating any infestations, so we ensure it is eradicated from the area.”

    Emergent populations of LFA have been successfully controlled in other places on Oʻahu, such as Lanikai and Waimānalo, but this is the first detection in a forest reserve on the island. Eradication efforts will begin once the infestation area is defined and may take over a year.

    Zoll added that DOFAW staff will attend the Hauʻula Community Association meeting on March 4 and the Koʻolauloa Neighborhood Board meeting on March 13 and encourages residents to join.

    DOH ADVISES PRECAUTIONARY MEASURES IN RESPONSE TO THE CONTINUING KĪLAUEA INTERMITTENT ERUPTIONS

    HONOLULU — Since Dec. 23, 2024, Kīlauea has continued to erupt intermittently within the Hawaiʻi Volcanoes National Park. According to the U.S. Geological Survey, the Kīlauea summit eruption paused on the morning of Feb. 26, 2025 with a new episode predicted to occur within the next four to six days. While the eruption has paused, volcanic gas emissions remain elevated. High levels of volcanic gas create vog conditions (hazy air pollution caused by the volcanic emissions) that can have far-reaching effects downwind of the summit. Additional eruption hazards include Pele’s hair (strands of volcanic glass) and other volcanic fragments that may impact nearby communities.

    Currently, air quality levels are elevated at several Hawaiʻi island and Maui island air monitoring stations. As southerly winds are expected to persist throughout the weekend, particulates in the air and levels of sulfur dioxide (SO₂) may increase and fluctuate in various areas of the state, causing poor air quality.

    The Hawai‘i Department of Health (DOH) is encouraging residents and visitors to access Hawai‘i Air Quality Data on the Clean Air Branch website at https://health.hawaii.gov/cab/hawaii-ambient-air-quality-data/ and the Hawai‘i Interagency Vog Information Dashboard at www.ivhhn.org/vog/ for the most comprehensive and up-to-date online information on vog and SO₂ from volcanic activity in Hawai‘i.

    Hawai‘i residents and visitors are advised to be prepared for and aware of the surrounding conditions, and how they may react to vog in the air. In the event of voggy conditions, the following precautionary measures are advised:

    • Reduce outdoor activities that cause heavy breathing. Avoiding outdoor activity and exercise during vog conditions can reduce exposure and minimize health risks. This is especially important for sensitive groups, such as children, the elderly and individuals with pre-existing respiratory conditions including asthma, bronchitis, emphysema and chronic lung and heart disease.
    • People with asthma or a chronic respiratory disease should always have medications available. Daily prescribed medications should be taken on schedule.
    • People experiencing health effects should contact their medical provider as soon as possible if any symptoms develop, as respiratory conditions might worsen rapidly in heavy sulfur dioxide or vog conditions.
    • Stay indoors and close windows and doors. If using an air conditioner, set it to recirculate. If you need to move out of an impacted area, turn on the car’s air conditioner and set it to recirculate.
    • Face masks (surgical, cloth, KF94, KN95, N95) do not provide protection from sulfur dioxide or vog. However, they can be effective in outdoor environments in reducing inhaled hazardous particulates associated with falling ash and Pele’s hair.
    • Do not smoke and avoid second-hand smoke.
    • Drink plenty of fluids to avoid dehydration.
    • Have family emergency plans prepared and ready.
    • Heed warnings by county and state emergency management officials.

    What you need to know: Local community leaders are praising Governor Newsom’s announcement this week of new financial investments to help boost LA’s economic recovery, as well as the launch of California’s Economic Blueprint and the Los Angeles County Jobs First Regional Plan.

    LOS ANGELES – This week, Governor Newsom announced $24 million in investments towards the economic recovery of Los Angeles following January’s devastating firestorms. The announcement came during the seventh stop of the Governor’s statewide Jobs First tour, where the Governor received the Los Angeles Regional Plan — a community-driven strategy to leverage the innovation, social infrastructure, and LA-area industries — and debuted the statewide California Jobs First Economic Blueprint.

    Funds announced will strengthen infrastructure, and provide support for small business and workers in the LA region, including disaster response: 

    • $10 million in partnership with LA Rises, Maersk and APM Terminals to the LA Region Small Business Relief Fund, a grant program run by the City and County of LA that will provide direct financial support to businesses and nonprofits in fire-impacted communities. This is the first investment by LA Rises, the unified recovery effort launched by the Governor in January and led by Dodgers Chairman Mark Walter, business leader and basketball legend Earvin “Magic” Johnson, and Casey Wasserman.
    • $3 million toward the Los Angeles Jobs First Collaborative in their recovery efforts for the region, including for the launch of public-facing campaigns to promote small business support and additional capacity for near-term business and economic recovery. 
    • $11 million toward High Road Training Partnerships with workforce training organizations based in Los Angeles.

    China aims to land its astronauts on the moon before 2030 for scientific exploration. The China Manned Space Agency (CMSA) announced on Monday that the country has been steadily advancing the lunar landing phase of its manned lunar exploration program.
    By 2025, China’s manned space program will focus on two major tasks: the application and development of the space station and the manned lunar exploration, said the CMSA.
    The CMSA disclosed that, by now, major space flight-related products, such as the Long March-10 carrier rocket, the Mengzhou manned spacecraft, the Lanyue lunar lander, the Wangyu moon-landing spacesuit, and the Tansuo manned lunar rover, are in preliminary development stages with phased progress.
    Meanwhile, the test and launch facilities related to the lunar landing mission at the Wenchang Space Launch Site in southern China’s Hainan Province are being developed and constructed in an orderly manner.
    The overall plan for the lunar exploration mission’s ground systems, such as the landing site, has been completed, and the construction works will be carried out as planned.
    Various large-scale tests will be conducted on initial samples of the above-mentioned major space flight-related products, according to the CMSA.
    China’s manned lunar exploration program will continue to promote the digital transformation of research and development, targeting the effective improvement of quality and efficiency, the CMSA added.
    The country plans to carry out a manned lunar landing before 2030. Two carrier rockets will be launched to send a manned spacecraft and a lunar lander into lunar orbit. The spacecraft and lunar lander will rendezvous and dock, and then astronauts will enter the lander.
    Upon the lander’s arrival on the moon’s surface, astronauts will drive the lunar rover for scientific exploration.
    In February, the CMSA unveiled that the moon-landing spacesuit is named Wangyu, meaning gazing into the cosmos, and the manned lunar rover is named Tansuo, meaning to explore the unknown.

  • MIL-OSI: Rethinking Basement Usage: Allstate Canada Data Reveals Water Damage Among Top Claim Reasons

    MARKHAM, Ontario, March 03, 2025 (GLOBE NEWSWIRE) — Basements have evolved from mere storage spaces to integral parts of many homes, now equipped with state-of-the-art entertainment systems, expensive gym equipment and valuable furniture. However, these spaces remain highly susceptible to flooding, potentially leading to costly repairs. Recent data from the Insurance Bureau of Canada highlights 2024 as the most expensive year for severe weather-related losses in our country’s history, with flooding contributing to over $1 billion in losses.

    In fact, Allstate Insurance Company of Canada (Allstate Canada) data reveals that water damage is one of the top reasons customers submit a home insurance claim, and the cost to repair a water-damaged basement has risen by nearly 20 per cent between 2019-2024. According to a recent Léger poll conducted on behalf of Allstate Canada, 80 per cent of Canadians who responded have a basement and one in 10 have experienced basement flooding. The survey also revealed that 61 per cent of responding homeowners have a bathroom, sink or access to running water in their basement, and 55 per cent use their basement to store a spare fridge or freezer. Additionally, 47 per cent have a bedroom, 30 per cent have a home gym or workout area, 23 per cent installed a home theatre system, 20 per cent a home office, and 25 per cent say their basement has a playroom for their children.

    While Canadian homeowners use their basements in different ways, the results of the poll also show that:

    • 41 per cent use their basements to store expensive sports gear such as skis and bikes;
    • Nearly one in three (32 per cent) store home entertainment equipment in their basement;
    • Basements are also commonly the site for priceless possessions, such as photo albums (40 per cent) and family heirlooms (24 per cent);
    • Other items stored in the basement include tools, extension cords and lightbulbs (65 per cent), seasonal items like patio furniture or holiday decorations (59 per cent), furniture (51 per cent), collectibles or memorabilia (31 per cent), important financial, legal or tax documents (28 per cent), computer equipment (23 per cent) and musical instruments (15 per cent).

    Rethinking Home: A New Era for Basements

    “Kitchens are often a central, social part of the home, but basements play an important role as a space to relax with hobbies, store gear between adventures, or to simply unwind,” says Odel Laing, Agency Manager at Allstate Canada. “Homeowners should consider how they can protect these valuable spaces from flooding, which can quickly affect plans as we approach the spring season.”

    Protection and Remodeling Tips

    Flooding typically occurs during warmer weather months, so Laing invites homeowners to consider taking steps to protect their basement and its contents.

    • Elevate high-quality, expensive entertainment systems on stands or hang them up on the wall. Alternatively, keep them on the main floor, if possible.
    • Swap cardboard boxes for plastic ones for storage.
    • Select waterproof cabinetry and shelving.
    • Review your home insurance policy to understand your coverage for water damage.
    • Consult a professional about landscaping opportunities to direct water away from the home’s foundation.
    • Install water or leak detectors compatible with your monitored home security system to notify owners of flooding quickly.
    • If owners are planning to finish or renovate their basement, discuss with your contractor how to best protect from flooding risks.

    Allstate commissioned Léger to conduct a study among Canadian homeowners to better understand their use of basements, storage habits, flood prevention measures, and overall preparedness for extreme weather events. In order to meet research objectives, an online survey was conducted with 1,000 Canadian homeowners, aged 18 and over, who could express themselves in French or English from January 23 to 27, 2025. It should be noted that due to the non-probabilistic nature of the sample (associated with any web survey), the calculation of the margin of error does not apply. For comparative purposes, a probabilistic sample of 1,000 respondents (web panel) would have a global margin of error of ± 3.1% 19 times out of 20. The margin of error would, however, increase for subgroups.

    March 1 marked three years since the opening of the headquarters of the Moscow City Branch of the All-Russian Student Rescue Corps on the territory of the State University of Management. Congratulations to our volunteers on this date!

    It should be noted that the Moscow City Branch of the VSKS is one of the largest branches of the All-Russian Student Rescue Corps, which includes more than 400 volunteers from 19 squads on the territories of higher and secondary educational institutions of the capital, as well as 8 school rescue squads.

    — organized security at more than 60 major events; — made 5 missions to the territory of the Luhansk and Donetsk People’s Republics as part of the Moscow-VSKS-Donbass project and helped 56 families by carrying out emergency recovery operations and delivering humanitarian aid to residents of villages and towns; — organizes and delivers aid to military personnel in the SVO zone; — works in the joint headquarters of the Kursk and Rostov regions, the city of Anapa, and also conducts missions to the Belgorod, Tver and Zaporozhye regions, the LPR and DPR; — conducts training for the population and popularizes a culture of security.

  • MIL-OSI Asia-Pac: Retail sales down 3.2% in January

    The value of total retail sales for January, provisionally estimated at $35.3 billion, was 3.2% less than in the same month a year earlier, the Census & Statistics Department announced today.

     

    After netting out the effects of price changes over the same period, the provisional estimate represents a 5.2% year-on-year decrease.

     

    Online sales accounted for 6.9% of January’s total retail sales value. Provisionally estimated at $2.4 billion, the value of this segment rose 3.5% from the same month a year earlier.

     

    The value of sales of jewellery, watches, clocks and valuable gifts dropped by 17.9%.

     

    Meanwhile, decreases were likewise seen in sales of electrical goods and other consumer durable goods not elsewhere classified (down 10.5%); fuels (down 4.3%); motor vehicles and parts (down 52.6%); books, newspapers, stationery and gifts (down 15.1%); furniture and fixtures (down 26.4%); Chinese drugs and herbs (down 4.6%); and optical shops (down 4.4%).

     

    On the other hand, the value of sales of other consumer goods not elsewhere classified increased by 6.6% in January 2025 over a year earlier. This was followed by sales of commodities in supermarkets (up 4.9%); food, alcoholic drinks and tobacco (up 10.9%); wearing apparel (up 1.2%); medicines and cosmetics (up 4.3%); commodities in department stores (up 0.5%); and footwear, allied products and other clothing accessories (up 7.1%).

     

    The Government commented that the value of total retail sales recorded a much narrower year-on-year decline in January, and turned to an increase on a seasonally adjusted month-to-month comparison, possibly due in part to the early arrival of the Lunar New Year this year.

     

    It would thus be more meaningful to examine the figures for January and February combined, when available, to assess the latest retail sales performance. 

     

    Looking ahead, it said that the retail sector’s near-term performance will continue to be affected by changes in the consumption patterns of visitors and residents.

     

    However, it added that increasing earnings from employment, and the introduction of various measures by the central government to boost the Mainland’s economy and benefit Hong Kong, together with proactive efforts by the Hong Kong Special Administrative Region Government to promote tourism and boost market sentiment, will benefit the sector.

    The six-day Indian Technical and Economic Cooperation Executive (ITEC) Capacity Building Programme on human rights for the NHRIs of Global South, being organized by the National Human Rights Commission (NHRC), India in partnership with the Union Ministry of External Affairs (MEA) began in New Delhi today. About 47 participants from the NHRIs of 14 countries of the Global South have confirmed their participation. These are Madagascar, Uganda, Samoa, Timor Leste, DR Congo, Togo, Mali, Nigeria, Egypt, Tanzania, Mauritius, Burundi, Turkmenistan, and Qatar.

    Justice V. Ramasubramanian, Chairperson, NHRC, India in his inaugural address said that India is a country of rich diverse cultural ethos with various castes, communities, art forms and languages and yet it thrives in its unity of shared values and traditions for centuries. However, he said that diversity also comes with diverse problems requiring diverse solutions. Every country has its socio-cultural, political, and economic traditions and diversities may face challenges while addressing the human rights issues given their standardised approaches set to dealing with them following the Universal Declaration of Human Rights. Therefore, solutions to the problems can’t be tailor-made for every country to follow.

    Justice Ramasubramanian said that such platforms like ITEC provide an opportunity to share and exchange each other’s rich cultural diversity and human rights values to think and find ways how best to address the ever-emerging human rights challenges in each country with its social, cultural, political and economic realities.

    He expressed his gratitude to the participating senior functionaries of the NHRIs of Global South and their countries for accepting NHRC, India’s invitation to depute them for participation. He also referred to many ancient Indian texts highlighting the human values and ethos practiced in the countries or centuries, which hold relevance even today for the whole world.

    Justice (Dr) Bidyut Ranjan Sarangi, Member, NHRC, India in his remarks stated that the Commission has played a crucial role in shaping India’s human landscape through its wide-ranging initiatives. Unlike many Western approaches that emphasise individual freedom above all else, India follows a more balanced model that values both individual and collective rights. India’s engagement in international human rights forums reflects its dedication to building a just and equitable global order. He said that capacity-building initiatives like ITEC play a crucial role in expanding our knowledge and refining our skills. While engaging in this programme, let us recognise the need to contextualise human rights principles within our national realities while remaining steadfast in our commitment to universal values of dignity, justice and equality.

    Smt Vijaya Bharathi Sayani, Member, NHRC, India said that by sharing our collective wisdom and resources, we can significantly enhance the protection and promotion of human rights across our nations and regions in the scenario of constantly evolving global human rights landscape. She also highlighted some of the key thematic issues of human rights that are being focused on by the NHRC, India, including the rights of women and achieving gender equality, protecting marginalised communities, safeguarding vulnerable populations in the context of development and displacement, among others.

    NHRC, India Secretary General, Shri Bharat Lal in his opening remarks said that India traditionally always wants to share its most cherished knowledge and wisdom for the larger cause of humanity. This training has been organised with the same spirit wherein we hope and expect to learn from each other. He said that India has a federal structure of governance with 27 State Human Rights Commissions besides the National Human Rights Commission and other Commissions to address the issues of the rights and welfare of various segments of society. The NHRC, India is not just a human rights advocacy forum but responsible for enforcing human rights in the country.

    On the occasion, senior officers of the NHRC, India and MEA were present. The capacity building programme has several sessions on various aspects of human rights to be addressed by the eminent expert speakers with a national and international perspective.

In particular, they discussed the introduction of a regime for the expulsion of illegal migrants, the creation of a register of controlled persons who do not have the right to be in Russia, limiting the number of SIM cards sold to foreign citizens, tightening the requirements for concluding contracts for the provision of communication services, including the collection of biometric data, as well as a law aimed at combating fictitious marriages and adoptions.

    Professor Volokh also noted that at the current stage of development, it is necessary to develop and approve a new Strategy for the State Migration Policy of the Russian Federation by the Head of State, as provided for by the Constitution of the Russian Federation.   • MIL-OSI United Nations: Japan contributes US$7 million to WFP Afghanistan to tackle hunger and malnutrition

    KABUL – The United Nations World Food Programme (WFP) in Afghanistan welcomes a US$7 million contribution from the Government of Japan to support emergency food assistance, prevent malnutrition and bolster school feeding programmes.

    This funding will enable WFP to provide emergency food assistance to nearly 30,000 families – over 200,000 people – for three months. Additionally, more than 60,000 pregnant and breastfeeding mothers and children will receive specialized nutritious food. The contribution will also support daily school snacks for nearly 30,000 school children, enhancing their ability to learn and focus in the classroom.

    “Thanks to humanitarian assistance and better harvests, we’ve seen significant improvements in overall food security,” said H.E. Takayoshi Kuromiya, Ambassador of Japan to Afghanistan. “However, 15 million Afghans still do not know where their next meal will come from. These numbers represent real families, children and communities in urgent need, and the Government of Japan remains committed to supporting Afghan families through this crisis.” 

    The funding came at a critical time, when hunger and hardship for communities deepened ahead of the long Afghan winter. With limited work opportunities and scarce food, families were facing the impossible choice of either heating their homes or feeding their children. 

    “As economic opportunities remain out of reach for many, especially for women, families across Afghanistan are also having to endure a harsh winter,” said Mutinta Chimuka, acting Country Director for WFP in Afghanistan. “WFP is committed to supporting the most vulnerable, particularly women-headed families. Thanks to the generosity of partners like Japan, we’ve been able to reach more than 12 million people last year, providing a vital lifeline in the face of ongoing challenges.”

    The Government of Japan has been a steadfast supporter to WFP’s mission in Afghanistan. Since 2021, Japan has contributed US$93 million, enabling WFP to assist some of the most vulnerable food-insecure families across the country.

    Union Health Minister, Shri Jagat Prakash Nadda visited the Rural Health Training Center (RHTC), Najafgarh and Ayushman Arogya Mandir, Palam, today. Shri Ramvir Singh Bidhuri, Member of Parliament (Lok Sabha) from South Delhi and Smt. Kamaljeet Sehrawat, Member of Parliament (Lok Sabha) from West Delhi was also present.

    Shri Nadda interacted with patients and medical staff in both the health centres. He also planted a sapling in both the campuses under the “Ek Ped Maa ke Naam” initiative.

    The Union Health Minister also reviewed the progress report of RHTC and approved the retention of PHCs at Najafgarh, Ujwa, and Palam under Government of India and directed NQAS & IPHS certification within 3 months and full operationalization of the RHTC hospital within 6 months. Emphasizing skill development, he highlighted RHTC’s role as a model for integrated primary, secondary, AYUSH, and training services and assured the support of the Centre in augmenting the health facilities of the institute.

    Background:

    The Rural Health Training Center (RHTC) in Najafgarh, New Delhi under Ministry of Health & Family Welfare, Government of India, has been serving as a key institution for primary and secondary healthcare, along with skill development in the field of health. Established in 1937 as a health centre and upgraded over the years across 3 campus (Najafgarh, Palam and Ujwa), the RHTC is now being developed as a model integrated centre for Primary, Secondary, AYUSH, and Skill Development and in future Tertiary care.

    Najafgarh is set to witness a significant transformation in healthcare services with the expansion of primary services, already introduced secondary health care services. The Ayushman Arogya Mandirs (AAM) will be NQAS accredited reinforcing Government’s commitment to deliver standardized, high-quality healthcare services at doorstep.

    To bridge the gap between primary and tertiary healthcare, RHTC Hospital has been developed as a 183-bedded general hospital. It is a unique healthcare setting providing primary, secondary care and AYUSH services are provided in the same campus at present. This hospital is poised to deliver quality medical treatment, emergency care, and specialized healthcare interventions, ensuring that residents have access to advanced medical facilities closer to home.

    RHTC is embracing IT-enabled healthcare solutions under the Ayushman Bharat Digital Mission (ABDM) to create a digitally empowered healthcare ecosystem, enhancing efficiency, accessibility, and patient-centric care.

    To support the growing healthcare infrastructure, significant efforts are being made in skill development and training. The existing ANM School will be upgraded to develop world class frontline healthcare workers. The ANM course started in 1985 with 20 students per batch, diploma course for girls. An ANM school building was also established in 1985. As on date, 44 students are selected annually, totaling 88 students at a time. RHTC conducts online combined entrance exam every year for RHTC (44) & Lady Reading Health School (LRHS) (44), in 2024, 672 children applied for 88 seats. Post of principal & 8 Sister tutor being created for ANM school. 

    The curriculum of Nursing requires mandatory rural community posting. RHTC with rural setup, a dedicated community and subcenters fulfills the norms of Delhi Nursing Council for compulsory Internship Program. The courses for which nursing interns come to RHTC and its various branches are ANMs, GNMs, B.Sc. Nursing and M. Sc. Nursing.  A total of 19 colleges with 2821 students were provided internship at RHTC in all its AAM & its community through subcentres.

    The strengthening of primary, secondary, and AYUSH services in one campus of Najafgarh reflects a strong commitment of Government of India to public health and community well-being. The initiative of integrating Allopathic facilities, Indigenous AYUSH system with skill development programs, aims to strengthen healthcare accessibility, improve patient outcomes, and create a robust medical workforce for the future.

    These facilities will hugely improve the accessibility and availability of the healthcare facilities in and around the Najafgarh area covering people of adjoining districts from Delhi and Haryana.

    The Ministry of Coal successfully organized a Roadshow on ‘Commercial Coal Mine Auctions and Opportunities in the Coal Sector’ in Gandhinagar, bringing together Government, key stakeholders from the coal industry and private sector. Union Minister of State for Coal and Mines, Shri Satish Chandra Dubey, graced the event as the Chief Guest. Additional Secretary & Nominated Authority, Ministry of Coal, Ms. Rupinder Brar, along with senior officials of the Ministry were also present.

    The roadshow is part of the Ministry’s continuous efforts to engage with potential investors, highlighting the vast opportunities in commercial coal mining, and reinforce India’s commitment to energy security and self-reliance in the coal sector.

     

    In her welcome address, Smt. Rupinder Brar, Additional Secretary & Nominated Authority, Ministry of Coal, emphasized the potential of commercial coal mining in shaping India’s energy future. She highlighted that coal will remain a crucial pillar of India’s energy security for decades, driving industrial growth and ensuring an uninterrupted power supply. Furthermore, she stated that the Ministry is actively fostering an enabling ecosystem to encourage private sector participation by streamlining processes, offering financial incentives, and enhancing the ease of doing business. She made a special mention of the Single Window Clearance System, stating that it has expedited clearances, and ensured a level playing field for all stakeholders.

    Ms. Brar also noted that the series of roadshows from Kolkata to Mumbai to Ahmedabad have provided investors with valuable insights into the auction framework and policy landscape. She reaffirmed the government’s commitment to transparent, investor-friendly policies while also promoting advanced mining technologies, coal gasification, and sustainable mining practices.

    Delivering the Keynote Address, Shri Satish Chandra Dubey, Minister of State for Coal and Mines, highlighted the Government’s commitment to strengthening the coal sector through progressive policy measures. He assured stakeholders that the Ministry remains committed to fostering an efficient, competitive, and responsible coal-mining ecosystem that balances economic progress with environmental stewardship.

  • MIL-OSI Africa: Centrale Électrique du Congo (CEC) Joins the Congo Energy & Investment Forum (CEIF) 2025 as Gas Turbine Overhaul Nears Completion

    With maintenance nearing completion on one of the three turbines at the 484 MW gas-fired Centrale Électrique du Congo (CEC) power plant, the Republic of Congo’s state-owned electricity company is strengthening its role in driving electrification and industrial growth. In 2024, CEC achieved its highest production year, generating 2.39 TWh with a peak demand of 423.9 MW.

    Gianmaria Pozzoli, Director General of CEC, will participate in the Congo Energy & Investment Forum (CEIF) this March, where he is expected to engage with investors, foster partnerships and advance economic development initiatives. His participation will provide valuable insights into Congo’s evolving energy landscape and CEC’s role in expanding the country’s power infrastructure.

    The inaugural Congo Energy & Investment Forum, set for March 24-26, 2025, in Brazzaville, under the patronage of President Denis Sassou Nguesso and supported by the Ministry of Hydrocarbons and Société Nationale des Pétroles du Congo, will bring together international investors and local stakeholders to explore national and regional energy and infrastructure opportunities. The event will explore the latest gas-to-power projects and provide updates on ongoing expansions across the country.

    Earlier this month, CEC signed an MoU with investment holding company Zanaga Iron Ore Company Limited to evaluate power supply solutions for the Zanaga Iron Ore Project in Congo. The partnership will assess the technical, economic and legal aspects of power generation and distribution to support the project’s initial phase, which targets an annual production capacity of 12 million tons of iron ore.

    In June 2024, the World Bank allocated $100 million to improve electricity access in Congo, prompting the government to expand gas-to-power infrastructure to meet the country’s rising energy demand, projected to reach 900 MW by 2025. CEC, a key beneficiary of this initiative, utilizes natural gas from the Marine XII Block and currently operates two turbines, with the third undergoing maintenance. The facility is also being converted into a combined-cycle plant, a transition expected to be completed this year.

    Despite limited electricity access – with 68% of urban areas and 12% of rural areas connected to the grid – Congo has made notable progress in strengthening both domestic and regional energy networks. In 2021, Congo and the Democratic Republic of Congo (DRC) signed a cooperation agreement to implement the Boucle de l’Amitié Énergétique. The project’s initial phase focuses on enhancing power transmission between CEC’s Pointe-Noire facility and the Inga Hydroelectric Plant in the DRC, passing through Brazzaville.

    This three-nation collaboration is designed to increase electricity production, stabilize the grid and deepen economic and political ties. The initiative is expected to supply power to industrial zones across participating countries, spurring economic growth and development.

    UN Secretary-General António Guterres said, “The reduction of America’s humanitarian role and influence will run counter to American interests globally.”

    Addressing the press today (28 Feb), Guterres said expressed his deep concern about information received in the last 48 hours by UN agencies — as well as many humanitarian and development NGOs — regarding severe cuts in funding by the United States.

    He said, “These cuts impact a wide range of critical programmes. From lifesaving humanitarian aid, to support for vulnerable communities recovering from war or natural disasters. From development to the fight against terrorism and illicit drug trafficking. The consequences will be especially devastating for vulnerable people around the world.”

    He added, “We have been extremely grateful for the leading role the United States has provided over the decades. For example, thanks to the generosity of donors — led by the United States — the UN assists and protects more than 100 million people every year through our humanitarian programming.”

    He stated, “The message is clear. The generosity and compassion of the American people have not only saved lives, built peace and improved the state of the world. They have contributed to the stability and prosperity that Americans depend on.”
    He continued, “Now, going through with these cuts will make the world less healthy, less safe and less prosperous. The reduction of America’s humanitarian role and influence will run counter to American interests globally. I can only hope that these decisions can be reversed based on more careful reviews, and the same applies to other countries that have recently announced reductions in humanitarian and development aid.”

    Guterres also announced his travel to Cairo for the Gaza conference.

    He said, “Next Tuesday, I will be in Cairo to join the Extraordinary Summit of the League of Arab States to discuss the reconstruction of Gaza. Since the horrific attacks of terror by Hamas in Israel on October 7, the ensuing hostilities have unleashed an unprecedented level of death and destruction in Gaza.”

    He added, Tuesday’s Summit is an opportunity for leaders across the Arab world to come together and discuss the elements required to deliver peace and stability in Gaza. Their unified position will help guide the way forward.”

    He stressed, “All hostages must be released immediately, unconditionally and in a dignified manner. The parties must ensure humane treatment for all those held under their power and all transfers must be carried out in a dignified way and as per the terms of the deal.”

    He reiterated, “The ceasefire must hold. We must keep the humanitarian lifeline open. As part of this, I will once again appeal for the urgent and full support of UNRWA’s work.”

    He also said, “Ending the immediate crisis is only a first step. There must be a clear political framework that lays the groundwork for Gaza’s recovery, reconstruction and lasting stability.”

    He concluded, “The only path to lasting peace is one where two states — Israel and Palestine — live side by side in peace and security, in line with international law and relevant UN resolutions, with Jerusalem as the capital of both states.”

    On March 1, the closing ceremony of the space profile finals took place in Moscow National Technology Olympiad (NTO), whose project office operates at the National Research University Higher School of Economics. The names of the winners and prize winners were announced in three areas at once: “Aerospace Systems”, “Analysis of Space Images and Geospatial Data” and “Satellite Systems”. The best were 21 schoolchildren from 13 regions of Russia. The competition was traditionally held with the support of the State Corporation “Roscosmos”.

    Space profiles are among the very first in NTO, and their popularity and demand are only growing. This academic year, applications were submitted by about 4.5 thousand students of grades 8-11 from different parts of the country. However, only 90 participants made it to the final stage. The final competition and the closing ceremony took place within the walls of the university that organized the space profiles — RTU MIREA.

    During the final tests, the participants in teams solved real engineering problems directly related to promising projects in the space industry. The schoolchildren developed a system for analyzing meteorological data to monitor the ice conditions in the northern seas and a satellite that simulates the solution of problems of remote sensing of the Earth. In addition, the finalists made attachments for the rover and programmed the control system.

    The award ceremony was opened by RTU MIREA Rector Stanislav Kudzh: “We are not just holding the Olympiad, but are part of the Roscosmos network, are a strategic partner and train personnel for the corporation. I hope that among you there will be those who will enroll in our university, enroll in other leading universities. And you will continue to glorify our science and our country with your deeds.”

    “Space is a huge source of inspiration,” emphasized Dmitry Zemtsov, executive secretary of the NTO organizing committee and HSE Vice-Rector, addressing the finalists. “We have always been inspired by the story of how 15-year-old Sergei Korolev joined a gliding club and, a few years later, found himself in one of the best universities in the country. Another ten years later, he began designing his own systems and eventually created our cosmonautics. All this became possible because from the very beginning he had access to the advanced technologies of his time — back then, gliders were at the cutting edge of progress. What you work with at NTO are not only the technologies of today, but also of tomorrow. Every time I go on stage to present diplomas, I feel sincere pride, because you will definitely make the world a better place and create technologies that previous generations could not even imagine.”

    “Any Olympiad is, first of all, a competition. However, the most important victory is the ability to overcome yourself and achieve results,” said Dmitry Shishkin, Director of the Administrative Department of the Roscosmos State Corporation, at the closing ceremony. “No task that you will have to face in life can be solved instantly, without preparation. It is impossible to immediately take first place, assemble a satellite or obtain a space service. Therefore, the most important skill is to move forward steadily, step by step, without stopping. This is exactly what I wish for you. May your achievements of today and tomorrow be written in gold letters in the history of our cosmonautics and in the annals of the achievements of the entire country.”

    According to the results of the competition in the individual standings, the winners of the profile “Analysis of space images and geospatial data” of the Scientific and Technical Organization were schoolchildren from the Municipal Budgetary Educational Institution “Lyceum No. 11” of Chelyabinsk: Artem Sufiyanov and Artem Yantsen.

    The winners were Artem Arefyev from PJSC Khoroshevskaya Gymnasium (Moscow), Fedor Shpilev from ANOO Khoroshevskaya School (Moscow), and Yulia Dzhumataeva and Sofia Markova from the Lyceum at the Federal State Budgetary Educational Institution of Higher Education BGPU (Blagoveshchensk).

    The overall winner was the team represented by Artem Sufiyanov, Artem Yantsen, Yulia Dzhumataeva and Sofia Markova.

    In the individual standings of the “Satellite Systems” profile of the NTO, the best were schoolchildren from St. Petersburg: Nikita Gubarev from the Lyceum “Physical and Technical School” named after Zh. I. Alferov and Vladislav Shiman from the ChOU OiDO “LNMO”.

    The names of six winners of the profile were also announced. Among them are three participants from St. Petersburg: Tatyana Efremova from the Lyceum “Physical and Technical School” named after Zh. I. Alferov, Mikhail Demidov from the State Budgetary Educational Institution “School No. 644” of the Primorsky District and Maksim Podlesny from the State Budgetary Educational Institution “School No. 362” of the Moskovsky District. Another prize was taken by Mikhail Palkin from the city of Kudrovo in the Leningrad Region, a student of the State Budgetary Educational Institution “Secondary School No. 255” of the Admiralty District of St. Petersburg. The list of winners was also replenished by Vladislav Borisenko from the Municipal Budgetary Educational Institution “GKL” (Metallploshchadka settlement, Kemerovo Region) and Ksenia Titova from the Lyceum of the Federal State Budgetary Educational Institution “UlGPU named after I. N. Ulyanov” (Ulyanovsk).

    The overall winner was the team from St. Petersburg, which included Vladislav Shiman, Mikhail Palkin, Mikhail Demidov and Maxim Podlesny.

    In the individual competition, the winners of the Aerospace Systems profile of the Scientific and Technical Organization were Arseniy Kuimov from the Kemerovo Municipal Budgetary Educational Institution GKL and Konstantin Syshchikov from the State Budgetary Educational Institution Lyceum No. 369 in St. Petersburg.

    Among the prize winners in this category are five participants. High results were shown by students of the FEFU University School in Primorsky Krai: Maria Sabashnyuk (Vladivostok) and Ivan Rubtsov (Artem). Prize places were also awarded to finalists from: Moscow Region – Svyatoslav Tveritnev (Chernogolovka) from MBOU “Chernogolovskaya Secondary School”, Tomsk – a student of MAOU “Gymnasium No. 24 named after M.V. Oktyabrskaya” Artemy Odyshev, Krasnodar Region – Gleb Anokhin (urban-type settlement Sirius) from ANOO “Presidential Lyceum “SIRIUS”.

    The overall winner was the team represented by Arseniy Kuimov, Gleb Anokhin and Svyatoslav Tveritnev.

    The winners will receive not only diplomas, but also additional educational opportunities: 100 points on the Unified State Exam or admission without entrance examinations to the country’s leading universities.

    Let us recall that the tasks of the space profiles were developed with the participation of partners: “Aerospace Systems” — Voltbro, the Institute of Mechanics of the Lomonosov Moscow State University and Intellect Design, “Analysis of Space Images and Geospatial Data” — the Institute of Environmental Design and Research, “Satellite Systems” — the Center for Space Education “Education of the Future”.

    The jubilee tenth season of the NTO is taking place in the 2024/2025 academic year. Space profiles, being one of the first areas of the Olympiad, have trained a whole galaxy of young engineers over the years.

    Evgeny Ivankin first took part in NTO in 2018/2019 in the profile on autonomous transport systems, and the following year he switched to the space track and became a prize winner in the profile “Analysis of space images and geospatial data”. After graduating from school, he successfully performed in the student track and became the winner of the profile “Geospatial digital twins”. The diploma of the school track of NTO helped Evgeny to enter the University of Innopolis without entrance examinations, and the victory in the student track – to get an internship at the company “Innogeotech”, where he transferred to a permanent position and develops geoinformation systems – a direction directly related to the profiles in which he won.

    Another inspiring example is Alexey Gilenko, the winner of the Satellite Systems profile in NTO – 2022/2023. After winning, Alexey entered Bauman Moscow State Technical University, and then joined the team of organizers of his native profile. Now he works at the Education of the Future center and helps develop tasks for new participants.

    Such stories show that the NTO is not just a competition, but a real platform for expanding the country’s technological human resources potential. The NTO is held under the coordination of the Ministry of Science and Higher Education of the Russian Federation together with the ANO “Russia – Land of Opportunities” with the support of the “Movement of the First”, the Agency for Strategic Initiatives and the ANO “NTI Platform”.     These statistics are based on detection alerts from Kaspersky products, collected from users who consented to provide statistical data to Kaspersky Security Network. The statistics for previous years may differ from earlier publications due to a data and methodology revision implemented in 2024.

    The year in figures

    According to Kaspersky Security Network, in 2024:

    • A total of 33.3 million attacks involving malware, adware or unwanted mobile software were prevented.
    • Adware, the most common mobile threat, accounted for 35% of total detections.
    • A total of 1.1 million malicious and potentially unwanted installation packages were detected, almost 69,000 of which associated with mobile banking Trojans.

    In 2024, cybercriminals launched a monthly average of 2.8 million malware, adware or unwanted software attacks targeting mobile devices. In total, Kaspersky products blocked 33,265,112 attacks in 2024.

    At the end of 2024, we discovered a new distribution scheme for the Mamont banking Trojan, targeting users of Android devices in Russia. The attackers lured users with a variety of discounted products. The victim had to send a message to place an order. Some time later, the user received a phishing link to download malware disguised as a shipment tracking app.

    In August 2024, researchers at ESET described a new NFC banking scam discovered in the Czech Republic. The scammers employed phishing websites to spread malicious mods of the legitimate app NFCGate. These used a variety of pretexts to persuade the victim to place a bank card next to the back of their phone for an NFC connection. The card details were leaked to the fraudsters who then made small contactless payments or withdrew money at ATMs.

    A similar scheme was later spotted in Russia, where malware masqueraded as banking and e-government apps. The SpyNote RAT was occasionally used as the malware dropper and NFC activator.

    Also in 2024, we detected many new preinstalled malicious apps that we assigned the generalized verdict of Trojan.AndroidOS.Adinstall. A further discovery, made in July, was the LinkDoor backdoor, also known as Vo1d, installed on Android-powered TV set-top boxes. It was located inside an infected system application com.google.android.services. The malware was capable of running arbitrary executables and downloading and installing any APKs.

    On top of the above, we discovered several apps on Google Play, each containing a malicious SDK implant named “SparkCat”, which began to spread at least as early as March 2024. Infected apps were deleted by the store in February 2025: nevertheless, our telemetry data shows that other apps containing SparkCat are distributed through unofficial sources.

    This SDK received a C2 server command with a list of keywords or dictionaries to search the gallery on the device for images to exfiltrate. Our data suggests that the Trojan was aimed at stealing recovery phrases for cryptocurrency wallets of Android users primarily in the UAE, Europe and Asia.

    It is worth noting that the same implant for iOS was delivered via the App Store, which makes it the first known OCR malware to sneak into Apple’s official marketplace. Apple removed the infected apps in February 2025.

    Mobile threat statistics

    We discovered 1,133,329 malicious and potentially unwanted installation packages in 2024. This was below the 2023 figure, but the difference was smaller than the year before. The trend in the number of new unique malware installation packages appears to be plateauing.

    Adware and RiskTool apps continued to dominate the rankings of detected threats by type. The BrowserAd (22.8%), HiddenAd (20.3%) and Adlo (16%) families accounted for the largest number of new installation packages in the former category. RiskTool’s share grew largely due to an increase in the number of Fakapp pornographic apps.

    Banking Trojans gained three positions as compared with 2023 to occupy fourth place, following the usual leaders: adware, Trojans, and RiskTool.

    Fakemoney, a family of investment and payout scam apps, showed the highest level of activity in 2024. Third-party WhatsApp mods with the Triada.ga embedded Trojan were third, following the generalized cloud-specific verdict of DangerousObject.Multi.Generic. Many other messaging app mods in the same family, namely Triada.fd, Triada.gs, Triada.gn and Triada.gm, hit the TOP 20 too.

    Mamont banking Trojans, ranking fourth by number of attacked users, gained high popularity with cybercriminals. These malicious apps come in a multitude of variants. They typically target users’ funds via SMS or USSD requests. One of them spreads under the guise of a parcel tracking app for fake online stores.

    Various malware files detected by machine learning technology ranked fifth (Trojan.AndroidOS.Boogr.gsh) and seventh (DangerousObject.AndroidOS.GenericML). They were followed by the Dwphon Trojan that came preinstalled on certain devices. The SpyNote RAT Trojans, which remained active throughout the year, occupied ninth, tenth and twentieth places.

    Turkey and India accounted for the majority of region-specific threats in 2024. A variety of banking Trojans continued to be active in Turkey. Piom Trojans were associated with GodFather and BrowBot banker campaigns.

    Users in India were attacked by Rewardsteal bankers and a variety of SmsThief SMS spies. Our quarterly reports have covered FakePay utilities widespread in Brazil and designed to defraud sellers by imitating payment transactions.

    Mobile banking Trojans

    The number of new banking Trojan installation packages dropped again to 68,730 as compared to the previous year.

    The total number of banker attacks increased dramatically over 2023’s level despite the drop in the number of unique installation packages. The trend has persisted for years. This may suggest that scammers began to scale down their efforts to generate unique applications, focusing instead on distributing the same files to a maximum number of victims.

    Conclusion

    The number of unique malware and unwanted software installation packages continued to decline year to year in 2024. However, the rate of that decline slowed down. The upward trend in mobile banking Trojan activity persisted despite the years-long decrease in unique installation packages.

    Cybercriminals kept trying to sneak malware into official app stores like Google Play, but we also discovered a fair number of diverse preinstalled malicious apps in 2024. Speaking of interesting techniques first spotted last year, the use of NFC for stealing bank card data stands out.

  • MIL-OSI United Nations: French support keeps UNHAS flying in Afghanistan

    KABUL – A timely EUR 1 million contribution from the Government of France to WFP in Afghanistan in 2024 helped keep United Nations Humanitarian Air Service (UNHAS) operational in the country, maintaining a vital lifeline for aid workers and relief supplies.

    The support allowed UNHAS to transport aid workers from UN agencies, non-governmental organizations and other partners as well as essential cargo like food, medical supplies and emergency shelter materials to remote locations across the country.

    “France is proud to support UNHAS, a crucial lifeline delivering humanitarian aid to the most vulnerable populations in Afghanistan and all over the world,” said H.E. Ms Céline Jurgensen, Ambassador, Permanent Representative of France to the United Nations in Rome.

    UNHAS currently flies aid workers to 25 destinations across the country, many of them remote and inaccessible. Earlier in 2024, UNHAS also operated an international airbridge connecting Kabul with Doha, Qatar and Dubai, United Arab Emirates, ensuring quick and reliable delivery of humanitarian assistance and safe transport for aid workers to sustain life-saving operations. After commercial airlines started serving these destinations reliably, these destinations were discontinued. UNHAS still flies to Islamabad, Pakistan and Dushanbe, Tajikistan, twice a week.

    “UNHAS enables humanitarian aid workers to reach and support vulnerable populations in remote, hard-to-access areas while also providing them with peace of mind, knowing that medical evacuations and security relocations are available in critical situations,” said Mutinta Chimuka, WFP’s acting Country Director in Afghanistan. “We are grateful for the generous support from our partners who help WFP keep UNHAS in the air.”

    The Government of France has been a dedicated supporter of WFP in Afghanistan, contributing nearly US$9 million in 2023 and over US$6.5 million in 2024. This unwavering commitment places France squarely among the top ten donors for WFP in Afghanistan.

This is the wish that Pope Francis, hospitalized at the Gemelli Hospital in Rome for more than two weeks, addresses to the “Korea Mission Society”, which is celebrating its golden Jubilee these days, that is, 50 years since its foundation (see Fides, 14/10/2024).The “Korea Mission Society” was in fact founded on February 26, 1975 (about 22 years after the end of the Korean War) thanks to an intuition of the Bishop Emeritus of Busan, John A. Choi Jae-seon. Approved by the Korean Episcopal Conference, it currently has 87 members, including missionary priests and lay people. Legally speaking, it now presents itself as a Society of Apostolic Life of diocesan law, under the responsibility of the Archdiocese of Seoul.The Society, which also has a “missionary school”, says it is “open to the whole world, wherever there is a need for missionaries”, with a particular interest in Asia. To date, in fact, dozens of missionaries have been sent outside Korean territory and are working in 9 countries, including Papua New Guinea, Taiwan and Hong Kong, but also in other countries in Africa and the American continent.Several events have accompanied February 26 in recent months, such as conferences, seminars and the ceremony of sending three diocesan priests as new missionaries.The ceremony, which took place on Friday, February 28, was presided over by Archbishop Peter Soon-taick Chung, who presented Joseph Yoon-sang Yoon, John Dae-yong Kim (who will travel to Taiwan), and Peter Byung-woong Oh (the latter bound for South America) with a wooden crucifix, a symbol of their commitment to the missionary path and their dedication to spreading the Gospel.“Although I feel anxious about leaving for such a distant land, I remember the words of a nun who reassured me: ‘God will be there before you, so do not worry.’ I will do my best to live joyfully alongside God, who is already here,” said Peter Byung-woong Oh. The celebration follows the solemn ceremony of the last hours, which also took place in the Cathedral of Myeongdong, during which the Apostolic Nuncio in Korea, Archbishop Giovanni Gasparri, read the message that the Pope wrote for the occasion and sent through the Cardinal Secretary of State.The Pontiff asked the missionaries to consider this important anniversary not as an end, but as “an inspiration for continued dedication to the spread of the Gospel”, overcoming the religious indifference that permeates our society in order “to proclaim the Good News effectively, even in difficult situations”.The celebration, presided over by Archbishop Jeong Soon-taek of the Archdiocese of Seoul and concelebrated by Cardinal Yeom Soo-jung and a large group of bishops and priests, was opened by a procession with the flags of the countries where the “Korea Mission Society” is present. A procession attended by representatives of the nine countries where the Korea Mission Society is present, with representatives from Papua New Guinea, Taiwan, China, Cambodia, Mozambique, the Philippines, Mexico and the United States.In his homily, Archbishop Jeong expressed his gratitude for the sacrifices and missionary work that the Society carries out, recalling that “mission is the very essence of the Church and its reason for being.     Warsaw (Agenzia Fides) – Reflection, prayer, sharing and dialogue on the challenges of evangelization were the focus of the Meeting of European National Directors of the Pontifical Mission Societies, held in Warsaw from 24 to 28 February. The meeting, which takes place every year in a different country (last year in Hungary, see Fides, 7/2/2024), was dedicated to sharing experiences at the local level and aims to join forces to face global missionary urgency together.The President of the Pontifical Mission Societies, Archbishop Emilio Nappa, presided over the Eucharistic celebration on Monday and opened the work the following day. On Tuesday and Wednesday, the program included speeches by the President of the Polish Bishops’ Conference, Archbishop Tadeus Wojda, and the President of the Episcopal Mission Commission, Bishop Jan Piotrowski.   • MIL-OSI Asia-Pac: Taxi fleet service to begin gradually

    The Government announced today that the five taxi fleet operators it selected will soon commence service with a fleet of over 3,500 taxis, accounting for nearly 20% of the total number of taxis in Hong Kong.

     

    While addressing the Taxi Fleet Launching Ceremony this morning, Secretary for Transport & Logistics Mable Chan said that the launch of the service marks an important milestone of the trade’s development in the city.

     

    The selected operators comprise three urban fleets and two mixed fleets, ranging from 300 to 1,000 taxis each. They will deploy about 1,500 new vehicles at the time of the service commencement and the first fleet is expected to start service by the end of this month.

     

    Passengers will be served with electric taxis, wheelchair-accessible taxis or premium taxis to promote green transport and cater for the diverse travel needs of the customers.

     

    All fleets must provide online hailing services, customer service hotlines and different electronic communication channels for passengers to select appropriate vehicle types, and rate driver services.

     

    Additionally, all fleet taxis will provide multiple electronic payment means, while safety devices and driver monitoring systems will be equipped for passengers’ convenience and driving safety.

     

    For passengers’ easy identification, all fleet taxis are required to display a fleet taxi certificate and fleet taxi plate.

     

    Ms Chan noted that the Government introduced a series of measures to enhance taxi services in the past two years, and the introduction of the new taxi fleet regime was one of the key initiatives.

     

    Under the Transport Department’s regulatory regime, operators form fleets with professional management and good use of technologies to provide quality service for passengers, bringing a new look to the taxi trade, she added.

     

    The department issued conditional grants of the Taxi Fleet License to the five selected operators in July 2024, and they are required to complete the gearing-up work and commence service within one year.

     

    The department will monitor the fleet’s operations and actively promote the remaining fleets to commence operations as soon as possible.

    Hongkong Post today announced that a new set of definitive stamps and associated philatelic products on the theme of Hong Kong landmarks will be released for sale on March 18.

    This is the fifth set of definitive stamps issued by Hongkong Post since the establishment of the Hong Kong Special Administrative Region.

    The set of 16 definitive stamps introduces famous landmarks in Hong Kong, including the Hong Kong Palace Museum, the International Finance Centre, the Hong Kong-Zhuhai-Macao Bridge and Lai Chi Wo.

    The stamps demonstrate the uniqueness and charm of Hong Kong as an international financial hub and an East-meets-West centre for international cultural exchanges. They also showcase the city’s stunning landscapes and depict its important infrastructure developments and conservation achievements.

    Official first day covers will be on sale at all post offices and ShopThruPost from tomorrow, while postcards will be available at philatelic offices only.

    Stamp booklets will be on sale at all post offices from March 18 to 24, and available at convenience stores and other non-post office outlets from March 24.

    In parallel, the 2014 Hong Kong Definitive Stamps on the theme of the Hong Kong Global Geopark of China will continue to be on sale while stocks last.
