    Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the closing ceremony of Global Investors Summit-2025, in Bhopal, Madhya Pradesh, today. Many dignitaries including Chief Minister of Madhya Pradesh, Dr. Mohan Yadav were present on the occasion. 

    In his address, Union Home Minister and Minister of Cooperation Shri Amit Shah stated that during this two-day Global Investors Summit, MoUs worth a total of 30 lakh 77 thousand crore rupees were signed. He said that several MoUs will be implemented on the ground and help the state government establish not only large industries but also ancillary industries in Madhya Pradesh. Shri Shah said that more than 200 Indian companies, over 200 global CEOs, more than 20 unicorn founders, and representatives from more than 50 countries have come to invest and see the environment in Madhya Pradesh during the two-day summit. He stated that this time, Madhya Pradesh has done a new experiment by organizing separate investment summits for each sector, aiming for the overall development of the entire state, which will guide many states in the coming days.

    Shri Amit Shah said that in this summit, Madhya Pradesh has made efforts to explore all avenues for unlocking its industrial, sectoral and global potential for development. He mentioned that this summit has given a new dimension to the development of Madhya Pradesh. Shri Shah said that Madhya Pradesh is full of rich cultural heritage of our country and the state is making several efforts to realize the mantra of ‘Vikas Bhi Virasat Bhi’ given by Prime Minister Shri Narendra Modi.

    Union Home Minister said that Prime Minister Modi has set a target before the youth and 130 crore people of the country to make India a fully developed nation by 2047 and the world’s third largest economy by 2027. He said that this Investment Summit of Madhya Pradesh will not only help in achieving both these goals but also make a huge contribution in achieving these goals. Shri Shah said that in Prime Minister Modi’s vision of Team India, the Government of India and all state governments come together with a goal to work towards the development of the entire nation and this event has taken that vision forward.

    Shri Amit Shah said that many dimensions of increasing both local and global investment have been achieved in this summit. He said that this summit will also open many doors of skill development for India’s ‘Amrit generation’. Shri Shah said that by creating synergy between automation and job creation, the policies made by the Madhya Pradesh government for different sectors will move forward and this summit will also help in making India a manufacturing hub.

    Union Home Minister and Minister of Cooperation underlined that under the leadership of Prime Minister Shri Narendra Modi, there is a stable and strong administration working in Madhya Pradesh, which is creating new avenues of development. He emphasized that, as the heart of India, Madhya Pradesh enjoys a strategic location complemented with robust infrastructure. The state boasts of a large pool of skilled workers and an efficient administrative ecosystem that fosters growth. He highlighted that Madhya Pradesh has an unparalleled market access, with its rapidly increasing demand-driven economy. The transparent governance of the state has significantly boosted investor confidence. With ample land resources, a dedicated workforce, rich mineral resources, and numerous industrial opportunities, Madhya Pradesh stands as a prime destination for investment. The Home Minister affirmed that Madhya Pradesh is a major hub for investment in every aspect in India.

    Shri Amit Shah recalled that there was a time when Madhya Pradesh was counted among the BIMARU states, but after 20 years of continuous governance of our party, the state has undergone a remarkable transformation. He highlighted the development of a 5 lakh-kilometer road network, the presence of six operational airports, and an impressive energy capacity of 31 GW, including 30 per cent clean energy. He emphasized that prestigious institutions such as IIM, IIT, AIIMS, IITM, NIFT and NIFD are equipping the youth of Madhya Pradesh with the skills needed to seize emerging opportunities. With one of the richest reserves of minerals in the country, Madhya Pradesh has also emerged as the cotton capital of India, contributing 25 per cent of the nation’s organic cotton supply. Moreover, the state holds a significant position in the food processing sector. The Home Minister noted that the Madhya Pradesh government has designated 2025 as the “Year of Industries” to boost industrial growth. He also lauded the state for being the first in the country to pass the Jan Vishwas Bill, aimed at enhancing ease of doing business.

    Union Home Minister and Minister of Cooperation stated that under Prime Minister Shri Narendra Modi’s leadership over the past 10 years, India’s foreign exchange reserves, Gross Domestic Product (GDP), and per capita income have doubled. He emphasized that the Modi government has built a strong foundation for a developed India, paving the way for new dimensions of growth and progress in coming decade.

    Shri Amit Shah highlighted that in the last 10 years, Prime Minister Narendra Modi has brought 54 crore people into the banking system. He said that these people were without bank accounts for 75 years after independence. He emphasized that PM Modi has ensured financial inclusion for these citizens, marking a major transformation in the country’s banking sector. He further noted that significant economic reforms have been undertaken during this period, including reducing insolvency and bankruptcy cases, bringing Non-Performing Assets (NPAs) below 2.5 per cent, successfully implementing Goods and Services Tax (GST), and streamlining single-window clearance for businesses. Shri Shah pointed out the massive infrastructure growth under PM Modi’s leadership, with addition of 60,000 kilometers of highways, building 8 lakh kilometers of rural roads and the number of airports increasing from 74 to 157. He also highlighted the doubling of railway expansion and cargo handling capacity. He asserted that through several new initiatives, India has become founder of several sectors which will decide the global economic direction for the next 25 years.

    Union Home Minister stated that the Investment Summit in Madhya Pradesh is not just a catalyst for the state’s growth but also a significant boost for India’s overall development. He expressed confidence that in the coming years, Madhya Pradesh will emerge as a leading hub for major industries in the country. He emphasized that the state will continue to uphold transparent governance, implement sustainable policies, and foster a proactive administration that works hand in hand with investors and stakeholders.

    Introduction

    Artificial Intelligence (AI) is driving a transformative shift in India’s judiciary and law enforcement, enhancing efficiency, accessibility, and decision-making. By integrating AI into judicial processes, case management, legal research, and law enforcement, India is streamlining operations, reducing delays, and making justice more accessible to all.

    The judiciary faces longstanding challenges such as case backlogs, language barriers, and the need for digital modernization. AI-powered technologies—including Machine Learning (ML), Natural Language Processing (NLP), Optical Character Recognition (OCR), and Predictive Analytics are now being leveraged to automate administrative tasks, improve case tracking, and enhance crime prevention.

    Initiatives like e-Courts Project Phase III, AI-assisted legal translation, predictive policing, and AI-driven legal chatbots are reshaping the legal landscape, making processes faster, smarter, and more transparent. While the adoption of AI presents challenges, particularly in data security, ethical governance, and legal adaptation, its potential to strengthen India’s justice system is unparalleled.

    AI in the e-Courts Project (Phase III) – A Leap Forward in Judicial Digital Transformation

    The e-Courts Project, initiated under the aegis of the Supreme Court of India, is a transformative initiative aimed at modernizing judicial functions through digital innovation. In Phase III, the project integrates advanced Artificial Intelligence (AI) solutions to enhance case management and administrative efficiency across courts in India. This phase builds on earlier digital transformation efforts to deliver a more responsive and effective judicial system.

      AI-driven tools are now deployed for smart scheduling, case prioritization, and proactive backlog reduction. These systems use predictive analytics to forecast potential delays and adjournments, ensuring that judicial resources are optimally allocated for timely case resolution.

      The integration of Optical Character Recognition (OCR) and Natural Language Processing (NLP) is revolutionizing document digitization. These technologies automate the filing of court documents, ensuring faster processing and reducing manual errors in the documentation process.
    • AI for User Assistance and Chatbots
      AI-driven virtual legal assistants and chatbots are available to provide litigants with real-time information on case status, procedural guidance, and essential legal updates. This round-the-clock digital support makes the judicial system more accessible and user-friendly, especially for individuals unfamiliar with legal procedures.

    Budget and Implementation

    The Government of India has allocated a total of ₹7210 Crore for the e-Courts Phase III project, reflecting a strong commitment to judicial digital transformation. Within this budget, ₹53.57 Crore is specifically earmarked for the integration of AI and Blockchain technologies across High Courts in India. This financial commitment underscores the importance of leveraging advanced technology to achieve greater efficiency, transparency, and accessibility in the judicial system.

    AI for Legal Translation and Language Accessibility 

    India’s judicial system operates primarily in English, creating barriers for non-English-speaking litigants. AI-driven legal translation tools are being deployed to make legal documents and judgments accessible.

    AI is being integrated into policing and law enforcement to enhance crime detection, surveillance, and criminal investigations.

    The Vimarsh 2023 5G Hackathon, organized by the Department of Telecommunications (DoT) and Bureau of Police Research & Development (BPR&D), Ministry of Home Affairs, explored AI-driven innovations for crime prevention.

    Conclusion

    Artificial Intelligence is transforming India’s judiciary and law enforcement by enhancing case management, legal research, crime prevention, and language accessibility. AI-driven tools such as predictive analytics, automated documentation, chatbots, and smart policing systems are improving efficiency and governance in the legal system.     Ports, shipping and the logistics sector are the lifelines that nourish the country’s economy. Trade like rivers flows freely and the shipping sector connects opportunities around the world with India. This was stated by Union Minister of Commerce & Industry Shri Piyush Goyal during his address as the Chief Guest at the 12th Biennial International Conference on Ports, Shipping & Logistics 2025 today in Mumbai.

    Shri Goyal stated that ship building opportunities in the country are high and the Government is looking at ways to promote the sector. He urged the industry to suggest ways to make flagging of vessels in India attractive. “India has the advantage to allow cabotage of vessels and promote imports coming in Indian flagged vessels permitted within the WTO rules, but does not have enough flagged vessels to take advantage of the regulations”, he noted. The Minister urged the participants to suggest ways at the State and Central level to help companies come in flagged vessels in India.

    Shri Goyal further stated that India has doubled its port capacity in the last decade and has significantly brought down the turnaround time of ships. However insisted that work remains towards strengthening the logistics ecosystem.

    95% of India’s trade volume goes through ports and the 7,500 km coastline acts as a major enabler for the trade, he pointed out, asserting the immense potential the sector has to grow over the next few years. He also stressed the need for the logistics system to be more conducive to handle the current traffic at ports. “Unified Logistics Interface Platform (ULIP) has been introduced to aid logistics, but more ideas are needed to provide the whole ecosystem-linked logistics at ports”, he said. 

    The Minister further called for a hybrid mode of training to meet the growing demand of seafarers in the sector. Container ownership, container manufacturing, faster speed of exports, ease of congestion are the areas the sector needs improvement, he stressed.  

    India stands out as an oasis amidst the global trade turmoil, the Minister noted, hoping the country would continue to grow and contribute towards the greater good of the world. He pointed out the maritime trade and logistics sector as the backbone for a Viksit Bharat.

    Union Minister for Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya addressed newly inducted Assistant PF Commissioners (APFCs) of EPFO at Vigyan Bhawan in New Delhi today. The event was also attended by Sushri Shobha Karandlaje, Union Minister of State for Labour & Employment and Micro, Small & Medium Enterprises, and Shri Ramesh Krishnamurthi, Central Provident Fund Commissioner, EPFO.

    While interacting with 145 probationary officers of EPFO, Dr. Mandaviya commended their hard work and perseverance, emphasizing that these qualities had led them to this milestone and should be upheld throughout their careers. Addressing the newly appointed commissioners, Union Minister highlighted the key attributes of success—commitment, dedication, integrity, creativity, and adherence to strong values and ethos.

    Union Minister urged them to embrace the Panch Pran envisioned by Prime Minister Narendra Modi and take on the responsibility of contributing towards realising Prime Minister’s vison of Viksit Bharat by 2047. During their interaction with Union Minister, the probationers expressed their aspirations to serve all sections of society by strengthening social security.

    Reflecting on the sacrifices made for India’s independence, Dr. Mandaviya inspired the officers to dedicate themselves to the nation’s progress, reinforcing the vision of a Viksit Bharat by 2047. He encouraged them to embrace continuous learning and set an example for future officers. He further emphasized that every citizen plays a crucial role in national development, and by fulfilling their responsibilities with dedication and integrity, they contribute significantly to the country’s growth and progress.

    Sushri Shobha Karandlaje, in her address, extended her congratulations to the newly appointed APFCs on joining the country’s largest social security organization. She emphasized their significant responsibility in serving society and underscored the importance of prioritizing nation first by resolution of member grievances. She encouraged them to leverage their domain expertise to contribute effectively towards realizing the vision of Viksit Bharat.

    Union Minister also unveiled a new logo for Pandit Deendayal Upadhyaya National Academy of Social Security (PDUNASS), which plays a key role in building the capacity of EPFO officers, employees, employers, and officials from other departments. The logo was designed by the National Institute of Design, Ahmedabad. Additionally, the Zonal Training Institutes of PDUNASS in Faridabad, Ujjain, Chennai, and Kolkata have been rebranded under this new identity.

    EPFO stands as a leader in social security, dedicated to safeguarding the financial well-being of its members. Building on this commitment, the organization has launched the Program for Field Research Excellence (PFRE)—a strategic initiative aimed at leveraging the expertise of EPFO officers to drive innovation and enhance service delivery. Monitored and supported by the Pandit Deendayal Upadhyaya National Academy of Social Security, PFRE encourages voluntary officer participation in research, fosters collaboration with reputed institutions and enables contributions to impactful organizational projects. Over 100 officers have shown interest, with the flexibility to conduct research at their own stations with PDUNASS support.

    The event concluded with a vote of thanks to the esteemed dignitaries, reaffirming EPFO’s commitment to expanding social security coverage and advancing the welfare of India’s workforce.

    The Prime Minister Internship Scheme (PMIS) Mela was organized by the Ministry of Corporate Affairs in collaboration with Confederation of Indian Industry (CII) at the CII Suresh Neotia Centre of Excellence for Leadership, Salt Lake City, Kolkata. Youth from various districts of East India and prominent companies offering internships under PMIS participated in the mela. The mela was organized with the objective of enlightening the youth about the plethora of internship opportunities available on the PM internship portal, while also serving as a platform for meaningful engagement between industry representatives and aspiring interns.

    Various industries had set up kiosks at the mela to engage directly with youth. This setup allowed prospective interns to gain detailed insights into the internships offered, assess their alignment with their career goals, and determine eligibility for potential roles.

    Dedicated stations were also set up where the youth could come and register, complete their profiles, and apply for internships on the official PM internship portal. Assistance was readily available at every stage of the process to ensure a smooth and supportive experience for all attendees.

    Multiple round table interactions were also organized where the current PMIS interns engaged in fruitful interactions with officials from Ministry of Corporate Affairs, shared their experiences, key learnings, and challenges encountered so far.

    Five PMIS interns, who had joined internships in Round 1 of the scheme from various sectors were also felicitated at the event for their exceptional performance in their internships so far.

    PMIS, which was announced in the Union Budget 2024-25 aims to provides 12-month paid internships in India’s top companies for youth aged 21 to 24 who are not currently in full-time education or employment. The scheme aims to offer over one crore internships in the next five years.

    Currently Round 2 of the pilot phase of the scheme is underway with more than 1 lakh internship opportunities from more than 300 top companies across 740 districts of India. Of the total opportunities, East India has more than 12,500 internship opportunities, with more than 4000 opportunities in West Bengal, making it a major hub for youth seeking opportunities to enhance their skills and employability.

    The PMIS Mela successfully attracted over 900 youth from various districts of East India, with more than 400 eligible candidates completing their registration after receiving personalized counselling and guidance from industry representatives.

    Indian Railways Gears Up for Maha Shivaratri with Special Arrangements

    Over 350 Special Trains from Prayagraj, Enhanced Vigilance at key Stations

    The final Amrit Snan of the Mahakumbh 2025 is scheduled for February 26. A large number of pilgrims from various states, including Uttar Pradesh, Bihar, Madhya Pradesh, Jharkhand, Bengal, and others, have gathered in Prayagraj to bathe at the Sangam, the confluence of the Ganga, Yamuna, and Saraswati rivers. On Sunday and Monday, there was a high number of passengers at stations such as Patna, Danapur, Muzaffarpur, Gaya, Sasaram, Katihar, Khagaria, Saharsa, Jaynagar, and Darbhanga in Bihar. Similarly, there was an increased number of pilgrims at stations in Uttar Pradesh, such as Gorakhpur, Lucknow, Ayodhya, Varanasi, Kanpur, Gonda, Deen Dayal Upadhyay, and Jhansi, among others. Stations in Madhya Pradesh, like Chitrakoot, Jabalpur, Satna, and Khajuraho, also saw high footfall, while a significant number of passengers also traveled from Jharkhand’s Dhanbad, Bokaro, Ranchi, Garhwa, and Medininagar stations to Prayagraj.

    After the Amrit Snan, a large number of people are expected to return to their hometowns, which will likely lead to a heavy crowd at railway stations. Keeping this in mind, North Central Railway, North Eastern Railway, and Northern Railway have made extensive preparations, and all officials and staff have been directed to remain vigilant at their workstations. On the occasion of Mouni Amavasya, over 360 trains were run, successfully transporting more than 20 lakh people to their destinations. Similarly, special arrangements have been made to run additional trains after the Maha Shivaratri Snan, and extra rakes have been stationed near Prayagraj for use as needed. Initially, the railway had planned for the operation of approximately 13,500 trains during the Mahakumbh, and as of the 42nd day, more than 15,000 trains, including a large number of special trains, have already been run.

    Union Railway Minister Shri Ashwini Vaishnaw is closely monitoring the entire railway operation. Chairman and CEO of the Railway Board, Shri Satish Kumar, is actively overseeing train operations. General Managers of the three zonal railways, along with their teams, are working to strengthen railway arrangements. The Railway Minister has directed the Chairman of the Railway Board and General Managers of all zonal railways to ensure the utmost care for Mahakumbh passengers and operate additional special trains if needed.

    In light of the en masse pilgrims  expected on Maha Shivaratri, the railway administration has made arrangements for the convenience of passengers, including security, shelters, and easy ticketing  apart from  running a large number of trains. Over 1,500 commercial department staff and 3,000 Railway Protection Force (RPF) personnel have been deployed at all stations in Prayagraj region. Additionally, 29 squads of Railway Protection Special Force, 2 squads of Women Railway Protection Special Force, 22 dog squads, and 2 bomb disposal squads have been stationed in Prayagraj. Teams from Scouts & Guides, Civil Defense, and other departments are working to provide better travel facilities to the pilgrims.

    To ensure a smooth journey for pilgrims, internal movement plans have been implemented at all stations in the Prayagraj region, and pilgrims have been sent to their destinations via special trains. At Prayagraj Junction, passengers were directed to o specific shelters based on their destinations and then taken by special trains to their respective locations. When the number of passengers increased, the railway implemented its emergency plan by holding passengers at Khusro Bagh and passengers were directed to enter the station safely through passenger shelters before boarding the trains. All activities were monitored by senior officials of the Prayagraj Division at the control tower at Prayagraj Junction, and timely decisions were made to avoid any disruptions in train operations and ensure the safe departure of pilgrims in special trains.

    Medical facilities were also available at various stations, where serious cases of pilgrims were treated in observation rooms. During the Mahakumbh 2025, many pilgrims made use of the digital services offered by the railway. Millions of passengers accessed the website and the Kumbh app for their travel needs.

    In the final weekend of Mahakumbh, the railway continued to manage regular and special trains at good fettle. On Sunday, the railway successfully operated 335 trains, transporting over 16 lakh people to their destinations.

         An outgoing male passenger was sentenced to fourteen months’ imprisonment at the Fanling Magistrates’ Courts today (February 25) for trafficking in a dangerous drug, in contravention of the Dangerous Drugs Ordinance (DDO).     Customs officers intercepted the outgoing 24-year-old male passenger at the Lok Ma Chau Spur Line Control Point on November 14, 2024 and seized about 0.3 gram of cocaine under an insole of his sneaker. He was subsequently arrested.     Customs welcomes the sentence. The custodial sentence has imposed a considerable deterrent effect and reflects the seriousness of the offences. Customs reminds members of the public that under the DDO, any person who traffics any dangerous drug commits an offence and the maximum penalty upon conviction is a fine of $5 million and life imprisonment.     Members of the public may report any suspected drug trafficking activities to Customs’ 24-hour hotline 182 8080 or its dedicated crime-reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002/en).

         ​The Hong Kong Economic and Trade Office, Jakarta (HKETO Jakarta) hosted a Chinese New Year dinner in Penang, Malaysia, today (February 25) to celebrate the Year of the Snake. Some 220 guests from the local government, business, academic, cultural and media sectors attended the event.           In her welcome speech, the Director-General of the HKETO Jakarta, Miss Libera Cheng, said that Hong Kong and Penang share a similar historic and cultural background. The HKETO Jakarta worked closely with the Penang State Government last year to strengthen bilateral exchanges, working together to facilitate numerous Hong Kong teams’ participation at the Penang International Dragon Boat Regatta and the Penang International Lion Dance-on-Stilts Competition, as well as the inaugural performances by the Hong Kong Chinese Orchestra and the Hong Kong Dance Company in Penang.           “Over the past year, Hong Kong-based airlines have significantly expanded passenger services according to the direction set under the Policy Address. Hong Kong has now become one of Penang International Airport’s most frequent routes beyond the Southeast Asia region,” said Miss Cheng.     She added that visitor arrivals from Malaysia increased by 50 per cent year-on-year in 2024, fully reflecting Hong Kong’s glamour. With the grand opening of Kai Tak Sports Park on March 1, a host of sports and entertainment events are set to take place at this iconic venue. Meanwhile, Hong Kong is also committed to enriching visitors’ travel experience, including products related to the panda economy.     PRAKRITI 2025 (Promoting Resilience, Awareness, Knowledge, and Resources for Integrating Transformational Initiatives), the International Conference on Carbon Markets, successfully concluded on its second day, bringing together national and international experts, policymakers, industry leaders, researchers, and practitioners. The conference was inaugurated on February 24, 2025, by Shri Manohar Lal, Hon’ble Minister of Power and Housing & Urban Affairs. As a flagship initiative of the Government of India, organized by the Bureau of Energy Efficiency under the patronage of the Ministry of Power and the Ministry of Environment, Forest and Climate Change, PRAKRITI 2025 served as a premier platform for in-depth discussions on global carbon market trends, challenges, and future pathways.

          Ms. Dia Mirza, Actor, Producer, National Goodwill Ambassador for United Nations graced the event with her presence. She participated in an impactful fireside chat moderated by Mr. Saurabh Diddi, Director, Bureau of Energy Efficiency. Speaking of her role in making a change in the climate change scenario, she said that, As an individual, I have the capacity to change the way I live and hopefully thereby bring some change in the world. Big change will only occur when it starts from the top down because behaviours sometimes take hundreds of years to change.” She commended the Government of India for its initiatives under LiFE (Lifestyle for Environment), highlighting its role in promoting mindful consumption and leading a global movement. Additionally, she emphasized the importance of engaging children and youth to drive meaningful change in climate conversations. Concluding the interview, she shared her vision for sustainability, stating, “My dream sustainability project, if finances didn’t have any upper limit, would be one, to eradicate each and every unit of single use plastics, and two, a scenario where every resource comes in the circular economy.”

      

          Mr. Thomas Kerr, Lead Climate Change Specialist, World Bank chaired and moderated the opening plenary session on Private Sector Perspectives on Indian Carbon Market (ICM). He emphasized that the Indian Carbon Market does not operate in isolation, as global carbon pricing policies will influence India’s industries. Businesses must prepare for these shifts. He highlighted the impact of the European Union’s Carbon Border Adjustment Mechanism (CBAM) on Indian exports, particularly in steel, aluminium, and other high-emission industries, stating, “The European Union’s Carbon Border Adjustment Mechanism (CBAM) will impact Indian exports, particularly in steel, aluminium, and other high-emission industries. This calls for urgent action in domestic carbon markets.” Encouraging India’s active participation, he added, “If you build it, they will come.”

           Mr. Ashok Lavasa, Former Finance Secretary and Government Official, delivered a thematic address on Governance, Transparency, and Accountability in Climate Finance and Carbon Markets. His speech highlighted the complexities of global carbon markets and the challenges India faces in developing a robust system. Emphasizing key factors for success, he stated, “Strong MRV frameworks, fair benefit distribution, and strategic market alignment are crucial to India’s success in the carbon economy. International collaboration is necessary, but India must develop policies tailored to its own needs and challenges.”

           The second day of the conference featured thematic addresses and a series of plenary sessions led by senior government officials and industry experts. Key discussions focused on: Incentivizing Renewable Energy developers through Carbon Markets, Development in Article 6 and Opportunities for India, Bringing Price Transparency in Global Carbon Marketplace, Role of Ecosystem-Based Interventions in Achieving Net-Zero Goals, Climate Tech Startups for Sustainable Development, and Leveraging finance for the deployment of clean technologies.

            The two-day event witnessed robust participation from key Indian ministries, including the Ministry of Power, Ministry of Environment, Forest and Climate Change, and the Ministry of Agriculture, Financial Institutions, Corporates, International NGOs, PSUs, etc. Approximately 80+ experts and 600+ delegates engaged in the conference’s discussion in the last two days, focusing on carbon market mechanisms, policy framework, climate finance and technologies. This demonstrates a coordinated, intergovernmental strategy, fostering synergistic collaboration and broad stakeholder participation, affirming India’s dedication to meet climate goals.

             More than just a conference, Prakriti 2025 has distinguished itself as one of the most comprehensive and significant carbon market events for learning, sharing knowledge, and exploring opportunities for collaboration in the global effort to combat climate change. Prakriti 2025 will build on this momentum, marking a significant milestone in both India’s national climate agenda and the broader international climate discourse.

    A National Conference on ‘Sustainable Cooling and Doubling the Rate of Energy Efficiency Improvement,’ was organised in New Delhi on Feb. 21-22, 2025. The two-day conference was jointly organized by the Bureau of Energy Efficiency (BEE) and the Power Foundation of India (PFI), under the Ministry of Power, Govt. of India.

    The Hon’ble Union Minister of Power and Housing and Urban Affairs, Shri Manohar Lal, inaugurated the Conference. While delivering his inaugural address, he remarked, Energy efficiency is not just an option but a necessity for a cleaner, more sustainable, and economically prosperous future. By doubling the rate of energy efficiency improvement, we can lower costs, enhance productivity, and significantly cut greenhouse gas emissions.”

    The Hon’ble Minister highlighted that India’s power sector has made remarkable progress, with non-fossil fuel capacity reaching 47.15% and emission intensity reduced by 36% – well ahead of our commitments,” he added.

    The Hon’ble Minister also launched a Report titled ‘India Energy Scenario 2023-24’ that provides a comprehensive overview of the country’s energy landscape, trends, and progress in energy efficiency and sustainability.

    The Hon’ble Minister also unveiled a set of Energy-Efficient Retrofit manuals and flyers designed to offer a structured approach for evaluating, planning, and carrying out retrofits in existing commercial and residential buildings. These manuals will serve as a crucial resource for States/UTs, policymakers, and stakeholders in promoting energy efficiency initiatives.

    Hon’ble Minister of State for Power and New and Renewable Energy, Shri Shripad Naik was also present at the inauguration. In his keynote address, he said, “India stands at a crucial juncture where increasing energy demand must be balanced with ambitious climate goals. As the world’s third-largest energy consumer, our commitment to doubling energy efficiency and advancing sustainable cooling is vital for economic growth and climate action. We have met our Nationally Determined Contributions well ahead of time. Under India’s leadership, the G20 and COP28 reinforced the urgency of accelerating energy efficiency globally.”

    Speaking on the occasion, Shri Pankaj Agarwal, Secretary, Ministry of Power, underlined that the G20 Summit in India in 2023 was a pivotal moment in advancing global energy efficiency, highlighting energy efficiency as the ‘first fuel’ and the adoption of the Voluntary Action Plan to double the rate of energy efficiency improvement by 2030 through the New Delhi Leaders’ Declaration (NDLD). He stressed on the need to optimize energy demand from various sectors for doubling the rate of energy savings improvement by 2030.

    To achieve this goal, India’s Energy Intensity (EI) improvement rate, estimated at approximately 2.5% in 2024, will need to increase to 4% by 2030, as per an estimate by the International Energy Agency (IEA).

    While the policies and technologies to achieve the doubling goal are well-recognized and available, greater clarity is needed through stakeholder consultations on measuring energy intensity improvement, attributing energy savings impact, and translating global commitments into actionable steps. There is a pressing need to address rising cooling demand and ensure access to energy-efficient, sustainable cooling solutions. The two-day conference served as a significant step toward advancing discussions, fostering collaboration, and driving actionable solutions in this domain.

    The National Conference brought together key stakeholders from the government, national and international agencies, multilateral organizations, civil society, industry associations, financial institutions, and consumers. Knowledge partners include global organizations such as the IEA, Sustainable Energy for All (SE4All), CLASP, and the International Council on Clean Transportation (ICCT), along with leading Indian think tanks like The Energy and Resources Institute (TERI), the Council for Energy, Environment and Water (CEEW), and the Alliance for an Energy Efficient Economy (AEEE). The Conference featured thematic sessions covering Buildings, Appliances, Industry, Transport, Investment, and Sustainable Cooling.

    More than 50 speakers and 250 delegates were part of the Conference. The two-day National Conference concluded on Feb. 22, 2025.

    Union Minster for Rural Development Shri Shivraj Singh Chouhan inaugurated the SARAS Ajeevika Mela organised at Noida Haat in Uttar Pradesh today through video conferencing. Union Ministers of States for Rural Development Dr. Chandrasekhar Pemmasani and Shri Kamlesh Paswan were also present on this special occasion. While addressing the Lakhpati sisters, Union Minister Shri Shivraj Singh Chouhan said that SARAS has a huge contribution in making the sisters of the Self-Help Groups lakhpatis. “They are getting income through their art. I urge all brothers and sisters to promote rural products”, Shri Chouhan said.

    Dr. Chandrasekhar Pemmasani in his address said that this has become not just a fair but a movement, a movement where women are becoming job providers instead of workers. They are not just housewives but entrepreneurs and not just beneficiaries but leaders of India’s economic progress. Self Help Groups – SHG Didis are now selling products directly to the Government through Government e marketplace GeM.

    Shri Kamlesh Paswan said that SARAS Mela has become an identity for both Lakhpati Didis and Self Help Group (SHGs). This fair is not just a fair but a huge platform through which people are shifting towards organic products.

    SARAS Ajeevika Mela 2025 is being organized from 21st February to 10th March 2025, with the main objective of showcasing the crafts and arts of rural India. For the fifth time, the famous Saras Ajeevika Mela 2025 is being organized by the Ministry of Rural Development in collaboration with National Institute of Rural Development and Panchayati Raj (NIRDPR) with the theme of Tradition, Art and Culture and “Developing the Export Potential of Lakhpati SHG Didis”.

    Visitors of the SARAS Mela are enjoying various products made by the Self Help Groups (SHGs) from 30 states. Handloom, handicrafts and natural food products made by SHGs have been displayed at 200 stalls for exhibition and sale. Apart from this, 25 live food stalls from 20 states are also showcasing their ethnic cuisines and delicious food items at Noida Haat. Around 450 SHG members from across the country are participating in this SARAS Aajeevika Mela.

    The Mela – 2025 is showcasing an excellent display of handloom sarees and dress material from various states. The states showcasing their products at the fair include – Kalamkari from Andhra Pradesh, Mekhela Chadar from Assam, Cotton and Silk from Bihar, Kosa Saree from Chhattisgarh, Bharat Gunthan and Patchwork from Gujarat, Tussar Silk and Cotton from Jharkhand, Chanderi and Bagh Print from Madhya Pradesh, Eri Products from Meghalaya, Tussar and Bandha from Odisha, Kanchipuram from Tamil Nadu, Pochampalli from Telangana, Pashmina from Uttarakhand, Kantha, Batik Print, Tant and Baluchari from West Bengal. .Handicrafts, jewellery and home decor products from different states are also being displayed at the fair. Apart from this, natural food products like ginger, tea, pulses, coffee, papad, apple jam and pickles are also available at the food stalls.

    Arrangements have been made at the Saras Mela for senior citizens, zones for children and mothers’ care. Visitors are also enjoying various cultural programmes every day during the Saras Mela. To develop the export potential of SHG sisters, a dedicated export promotion pavilion has been created at the Saras Mela complex in Noida Haat.

    Launched by the Ministry of Rural Development under Deen Dayal Antyodaya Yojana – National Rural Livelihoods Mission, this initiative aims to help artisans and craftsmen to promote their livelihoods and inclusive growth.This will give a boost to Prime Minister Shri Narendra Modi’s ‘Vocal for Local’ campaign and his vision of ‘Developed India by 2047’.

    This was stated here today by Union Minister of State (Independent Charge) for Science and Technology, Minister of State (Independent Charge) for Earth Sciences, MoS PMO, Department of Atomic Energy and Department of Space and MoS Personnel, Public Grievances and Pensions Dr. Jitendra Singh while addressing the “Business Conclave” organized by the Times Network in New Delhi.

    The Minister highlighted the remarkable progress achieved by the Indian space sector, citing the increased space budget as a key factor driving this success. He noted that under the leadership of Prime Minister Narendra Modi, the space budget has almost tripled—from ₹5,615 crore in 2013-14 to ₹13,416 crore in 2025-2026, reflecting the government’s commitment to fostering growth in the space sector.

    Dr. Jitendra Singh pointed to 2014 as a pivotal turning point for India’s space journey, Prime Minister Narendra Modi took an out-of-box decision to “unlock” India’s Space sector, marking a proactive shift in government policies. He credited the enabling environment created by the Modi government, which had thrown open the gates of Sriharikota for the public and opened up the space sector for private sector participation, bringing in Foreign Direct Investment (FDI).

    This strategic approach, initiated with the personal intervention of PM Narendra Modi, is creating synergy between the government and non-government sectors through frameworks such as the NewSpace India Limited (NSIL) and In-SPACe, boosting innovation and opportunities across the space industry. He added that first Generation space Startups have become successful enterprises.

    Dr. Jitendra Singh also spoke about the historic milestones of the Indian Space Research Organization (ISRO), such as becoming the first nation to successfully reach the South Pole of the Moon.

    While ISRO’s journey began when other nations had already sent humans to the moon, Dr. Jitendra Singh highlighted how India is now leading the way in space exploration with cost-effective and indigenous technologies. Citing the Chandrayaan mission, which was executed at just ₹600 crore—half the cost of similar missions by other countries—he emphasized India’s rise as a global leader in space, science and technology.

    The Minister underscored the transformative impact of space technology on various sectors. He drew attention to the Swamitva Scheme, which uses satellite mapping and drone technology for land record mapping, eliminating the reliance on revenue officials.

    Dr. Jitendra Singh also discussed ISRO’s role in improving communication and connectivity, reinforcing India’s self-reliance in space and satellite technology, and highlighted that 433 foreign satellites had been launched by ISRO which earned 292 million Euros and 172 million $.

    Dr. Jitendra Singh highlighted India’s efforts to foster an inclusive space ecosystem, with women playing a central role in key space projects like Chandrayaan and Aditya L1. He also spoke about India’s growing prominence on the global stage, citing recent developments such as the US’s invitation to send an Indian astronaut to the International Space Station and other future collaborations between India and international space agencies.

    The Minister also pointed to India’s untapped potential in its Himalayan, coastal, and marine resources, which are expected to drive further economic growth and innovation in the coming years. He emphasized how the space sector will play a key role in unlocking these resources for the benefit of the nation.

    Dr. Singh also discussed the growing StartUp ecosystem in India, with Jammu & Kashmir emerging as a role model in agri-tech startups. He highlighted the success of the Aroma Mission: Purple Revolution, which featured in Prime Minister Narendra Modi’s “Mann Ki Baat” and showcased at the Republic Day Parade, empowering the youth in the region.     The land of Eastern India and the Northeast is about to embark on a new future today. Advantage Assam is a grand initiative to connect the entire world with Assam’s potential and progress. History bears witness that Eastern India played a significant role in Bharat’s prosperity in the past. Today, as Bharat moves towards becoming a developed nation, Eastern India and our Northeast are once again set to showcase their strength. I see Advantage Assam as a reflection of this very spirit. I extend my heartfelt congratulations to the Assam government and the entire team of Himanta ji for organising this grand event. I recall when I was visiting Assam for an election campaign in 2013, I spontaneously said something at a gathering— “The day is not far when people, while learning the alphabet, will say: A for Assam.”

    Today, we are all closely observing and understanding global circumstances. Even amidst this global uncertainty, experts around the world have one certainty—and that certainty is Bharat’s rapid growth. There is a solid reason behind this confidence in Bharat. The Bharat of today is taking one step after another, working on a large scale, keeping in mind a long-term vision for the next 25 years of this 21st century. The world’s confidence today rests on Bharat’s young population, which is rapidly becoming skilled and driving innovation. The world trusts Bharat’s neo-middle class, which is emerging from poverty and advancing with new aspirations. The world believes in Bharat’s 1.4 billion people, who support political stability and policy continuity. The world has faith in Bharat’s governance, which is continuously implementing reforms. Today, Bharat is strengthening its local supply chains. Bharat is signing free trade agreements with different regions across the world. Our connectivity with East Asia is continuously improving. Additionally, the new India-Middle East-Europe Economic Corridor is opening up many new opportunities.

    Amidst the growing global trust in Bharat, we have all gathered here today in Assam, on the sacred land of Maa Kamakhya. Assam’s contribution to Bharat’s growth is steadily increasing. The first edition of the Advantage Assam Summit was held in 2018. Back then, Assam’s economy was worth 2.75 lakh crore rupees. Today, Assam has become a 6 lakh crore rupee economy. This means that in just six years under the BJP government, Assam’s economy has doubled in value. This is the double effect of the double-engine government. The large-scale investments in Assam, including those made by all of you, have transformed Assam into a state of unlimited possibilities. The Assam government is focusing on education, skill development, various infrastructure projects, and creating a better investment environment. 

    In recent years, the BJP government has worked extensively on connectivity-related infrastructure in the state. Let me give you an example. Before 2014, there were only three bridges over the Brahmaputra River, meaning that just three bridges were built in 70 years. However, in the past 10 years, we have constructed four new bridges. One of these bridges has been named after Bharat Ratna Bhupen Hazarika ji. Between 2009 and 2014, Assam received an average of 2,100 crore rupees in the railway budget. Our government has increased Assam’s railway budget more than four times, taking it to 10,000 crore rupees. Additionally, over 60 railway stations in Assam are being modernised. Today, the first semi-high-speed train of the Northeast has started running between Guwahati and New Jalpaiguri.

    Assam’s air connectivity is expanding rapidly. Until 2014, flights operated on only seven routes here. Today, flights are running on nearly 30 routes. This has provided a major boost to the local economy and created employment opportunities for the youth of Assam.

    This transformation is not limited to just infrastructure. There has been an unprecedented improvement in law and order. Over the past decade, numerous peace accords have been signed, and long-pending border issues have been resolved. Today, every region, every citizen, and every young person in Assam is working tirelessly for the development of this state.

    Today, major reforms are taking place across every sector and every level of Bharat’s economy. We have consistently worked to improve the Ease of Doing Business. We have built a complete ecosystem to promote industry and an innovation culture. Whether it is policies for start-ups, PLI schemes for manufacturing, or tax exemptions for manufacturing companies and MSMEs, we have formulated excellent policies for all. The government is also making massive investments in infrastructure. This combination of institutional reforms, industry, infrastructure, and innovation is the foundation of Bharat’s progress. That is why investors are recognizing Bharat’s potential and the transformative possibilities of growth. Assam, too, is moving forward at double-engine speed in this progress. Assam has set a target to grow its economy to 150 billion dollars by 2030. I firmly believe that Assam can achieve this goal. My confidence stems from the capable and talented people of Assam and the commitment of the BJP government here. Today, Assam is emerging as the gateway between Southeast Asia and Bharat. To further enhance this potential, the government has launched the North East Transformative Industrialisation Scheme, also known as “Unnati”. This scheme will boost industry, investment, and tourism across the Northeast, including Assam. I urge all industry leaders here to take full advantage of this scheme and Assam’s unlimited potential. Assam’s natural resources and strategic location make it a preferred investment destination. One example of Assam’s strength is Assam Tea. Assam Tea is a global brand, a cherished part of tea lovers’ lives worldwide. Assam Tea has now completed 200 years. This legacy inspires Assam to excel in other sectors as well.

    Today, a major transformation is taking place in the global economy. The world is demanding a resilient supply chain. At this crucial time, Bharat has launched an initiative to strengthen its manufacturing sector in mission mode. Under Make in India, we are promoting low-cost manufacturing. Our industries—pharmaceuticals, electronics, and automobiles—are not only meeting domestic demand but are also setting new benchmarks of manufacturing excellence in international markets. Assam is playing a crucial role in this manufacturing revolution.

    Assam has always had a significant share in global trade. Today, Assam accounts for more than 50% of Bharat’s onshore natural gas production. In the past few years, the capacity of Assam’s refineries has increased significantly. Assam is also emerging rapidly in new-age sectors such as electronics, semiconductors, and green energy. Due to the government’s policies, Assam is becoming a hub for high-tech industries as well as start-ups.

    Just a few days ago, the central government approved the Namrup-IV plant in the Union Budget. In the coming years, this urea production plant will meet the fertilizer demand of not just the Northeast but the entire country. The day is not far when Assam will become a major manufacturing hub of Eastern India. The central government is fully supporting the BJP-led state government in achieving this goal.

    In the 21st century, the world’s progress depends on digital revolution, innovation, and technological advancements. The better we prepare for this, the stronger we will be on the global stage. That’s why our government is moving forward at full speed with 21st-century policies and strategies. We all know how Bharat has made a huge leap in electronics and mobile manufacturing over the past 10 years. Now, Bharat aims to replicate this success story in semiconductor production as well. I am proud that Assam is emerging as a key centre for semiconductor manufacturing in Bharat. A few months ago, the Tata Semiconductor Assembly & Test Facility was inaugurated in Jagiroad, Assam. This plant will play a crucial role in promoting technological growth across the entire Northeast region in the coming years.

    We have also collaborated with IITs to drive innovation in the semiconductor sector. A semiconductor research centre is also being developed in the country. By the end of this decade, the electronics sector is expected to reach a value of 500 billion dollars. Given our speed and scale, it is certain that Bharat will emerge as a global powerhouse in semiconductor production. This will create millions of jobs and significantly benefit Assam’s economy.

    Over the past 10 years, Bharat has taken policy decisions while being mindful of its environmental responsibilities. The world today considers our Renewable Energy Mission a model practice and is following our approach. The country has made massive investments in solar, wind, and sustainable energy resources in the last 10 years. This has not only fulfilled our ecological commitments but has also significantly expanded our renewable energy production capacity. We have set a target to add 500 GW of renewable energy capacity to the country’s energy infrastructure by 2030. The government is also working on a mission to achieve an annual production of 5 million metric tons of green hydrogen by 2030. With the expansion of gas infrastructure, demand for gas in the country has also risen rapidly. The gas-based economy is expanding at a fast pace, and Assam holds a huge advantage in this journey. The government has created numerous opportunities for industries—from PLI schemes to green initiatives, all policies have been designed in your favour. I want Assam to emerge as a leader in the renewable energy sector. However, this can only happen when industry leaders like you step forward and maximise Assam’s full potential.

    Solving the Child Care Shortage: Governor Shapiro Highlights Proposal to Expand Pennsylvania’s Child Care Workforce, Support Parents and Families in Schuylkill County

    Governor Josh Shapiro visited The Perception Training Center in Pottsville, Schuylkill County to highlight the Governor’s 2025-26 proposed budget, which builds on his efforts to make child care more affordable by expanding and strengthening the child care workforce. Governor Shapiro has worked to make child care more affordable over his first two years – and this year’s budget proposal works to make child care more available for Pennsylvania families.

    The budget proposal builds on Governor Shapiro’s first two budgets with a $55 million investment in workforce recruitment and retention grants to increase child care availability and pay these dedicated workers more. These grants would provide an additional $1,000 annually per employee working in licensed child care centers in the Child Care Works (CCW) Program. Since taking office, Governor Shapiro has expanded the Child and Dependent Care Enhancement Tax Credit, delivering $136 million in savings to over 218,000 families, and created the Employer Child Care Contribution Tax Credit to help businesses contribute to employees’ child care costs. These initiatives have been key in helping to make child care more affordable for families all across the Commonwealth.

    “My budget proposal places a special emphasis on workforce development – addressing growing workforce shortages across several critical sectors, including child care,” said Governor Shapiro. “Right now, we have 3,000 unfilled jobs in child care centers across Pennsylvania and when families can’t find safe, affordable child care for their kids, it forces them out of our workforce and hurts our economy. That’s why my budget includes $55 million to give child care workers in Pennsylvania at least $1,000 in recruitment or retention bonuses to invest in our workforce and solve this problem.”

    What you need to know: Governor Newsom is expanding access to the state’s program to create new housing on underutilized state property by streamlining the effort. Today the Governor launched a revamped Excess Sites Program and web portal, an innovative initiative to release state land suitable and available for affordable housing simultaneously, making bidding and building faster.

    SACRAMENTO — Governor Newsom today expanded access to California’s program to transform underutilized state land into new affordable housing by announcing a web portal to make it easier for developers to bid on the projects.  The revamped, streamlined Excess Sites Program aims to improve the speed and efficiency with which state land is leased for affordable housing.

    “California is doing everything we can to give all Californians access to affordable housing as quickly as possible. Today we continue to advance our strategy of transforming underutilized state properties into thriving affordable living communities for Californians.”

    The Department of General Services (DGS) and Department of Housing and Community Development (HCD) are launching the newly revamped Excess Sites Program, the first housing initiative nationwide to release all state land identified as suitable and available for affordable housing development. 

    This announcement aligns with the Governor’s 2019 executive order to help scale up California’s response to a housing crisis decades in the making. The order called on HCD and DGS to identify and prioritize excess state-owned property for affordable housing development. 

    Since the executive order, HCD and DGS have assembled a statewide pipeline of nearly 4,300 housing units across 32 projects in various phases of development. The state estimates that the new sites being released have the capacity for at least 2,000 homes to be added as the sites are developed. 

    “We’re harnessing technology and innovation to help accelerate the rate of affordable housing construction in the Golden State,” said Government Operations Agency Secretary Amy Tong. “We look forward to the proposals from creative and resourceful developers whose efforts will give more Californians a place to call home.”

    “California is committed to continuing to invest in programs that encourage infill development, transforming existing buildings into homes for future generations of Californians,” said Business, Consumer Services and Housing Agency Secretary Tomiquia Moss. “The Excess Sites program is a unique tool that allows us to re-envision underutilized state land to build affordable and healthier communities.”

    The new improvements allow developers to review all sites on the State Excess Sites map simultaneously and submit proposals continuously until an awardable submission is received and a final deadline is set for that specific site.

    “Today, we are taking significant steps to enhance the management of state-owned land,” said DGS Director Ana M. Lasso. “The streamlined processes will help to ensure valuable resources are utilized effectively for growth and community development.”

    “The Governor’s vision to develop state land for affordable housing—particularly in high-resource areas connecting low-income Californians to heightened opportunity—continues to strengthen communities,” said HCD Director Gustavo Velasquez. “HCD and DGS will continue to work in partnership to add efficiencies like those announced today and build on the program’s successes for the benefit of all Californians.”

    Recent projects 

    California has announced a number of recent projects throughout the state as part of its Excess Housing Site program including: 

    • Sacramento, with the April 2023 opening of a 58-unit community that combines housing with commercial space that will house a job training center in partnership with the Sacramento Employment and Training Agency (SETA).
    • Fresno County, with the Guardian Village development, a 48-unit project built on the former Reedley Armory at 601 East 11th Street in Fresno County
    • South Lake Tahoe, with Sugar Pine Village in South Lake Tahoe, which will be the first of its kind as the largest affordable housing project in the history of South Lake Tahoe. The community opened 68 units to residents in late 2024, which will eventually grow into a 248-unit community.

  • MIL-OSI Security: Sick Call Screener Course enhances operational readiness at NMRTC Twentynine Palms

    The Adult Medical Care Clinic (AMCC) at Naval Medical Readiness and Training Command (NMRTC) Twentynine Palms has implemented an innovative approach to improving medical care accessibility and operational readiness through its Sick Call Screener Course (SCSC).

    The AMCC provides acute and primary care services to the Marine Corps Communication-Electronics School (MCCES) and Marine Corps Air Ground Combat Center (MCAGCC) headquarters units, supporting a population of 13,000 to 15,000 MCCES students. The clinic offers services ranging from acute care and medical readiness to laboratory, radiology, pharmacy, and physical therapy.

    “On a typical morning, our first challenge is managing anywhere between 60 to 80 acute sick call patients,” said Senior Chief Hospital Corpsman Matthew Ritchie, AMCC’s leading chief petty officer. “Because of this expected daily demand, we have made it a point to deliver huge improvements in clinic operations. We are proud to say that we have reduced average appointment wait times from six weeks to just seven days.”

    One of the key contributors to this improvement is leveraging the Sick Call Screener Course, a Bureau of Medicine and Surgery (BUMED) program designed to equip hospital corpsmen with the necessary medical knowledge, skills, and abilities to serve in operational environments. The course enhances patient care accessibility by training corpsmen to act as provider extenders.

    “The primary creators of the course at this command are LCDR Bristow, HM1 Smith, and myself,” Ritchie said. “It was developed to increase hospital corpsmen’s medical proficiency while also improving access to care.”

    Sick Call Screeners play a critical role in the AMCC’s operations by triaging acute patients and conducting examinations under the supervision of healthcare providers. Their presence has significantly improved efficiency, allowing for quicker evaluations and streamlined medical services.

    “This program has increased our access to care and allowed us to support mission readiness more effectively,” Ritchie added. “Since its implementation, we’ve seen a substantial decrease in appointment backlog, allowing Marines to receive timely medical attention and return to duty faster.”

    As the AMCC continues upskilling its corpsmen, the success of the Sick Call Screener Course serves as a testament to the Navy Medicine’s commitment to enhancing operational medical readiness and keeping the warfighter in the fight. By empowering hospital corpsmen with critical medical skills, NMRTC Twentynine Palms is ensuring that Marines receive the care they need while maintaining peak mission effectiveness.

    The Academy Awards represent the screen industry’s biggest annual global recognition for the very best of moviemaking. And in these troubled times, many recognise the power of documentaries to transform the world for the better.

    Like last year, the 2025 nominations for Best Documentary are international in their scope, continuing an Academy trend of placing more emphasis on voices outside of the United States.

    This year’s nominations feature a few milestones: it’s the first time a Japanese filmmaker has been put forward, and the first time an Indigenous North American filmmaker has been nominated in Oscars history.

    All exhibit outstanding craftsmanship while exploring intense themes. The following roundup will hopefully encourage you to check them out at the cinema or online, and see why the experts also think they deserve the top gong.

    Soundtrack to a Coup d’Etat

    Johan Grimonprez’s experimental essay examines the Cold War politics of the 1950s and 60s. At this time, many African nations were gaining independence from their colonial masters.

    In Soundtrack to a Coup d’Etat, the uranium and mineral rich Democratic Republic of the Congo becomes a poignant case study.

    As the first prime minister Patrice Lumumba breaks the country away from Belgian rule, a murderous plot by global superpowers to destroy the country’s newfound sovereignty unfolds.

    And underneath it all: the frenetic beat of jazz as a revolutionary reaction against racism on both sides of the Atlantic.

    A wealth of archival material featuring former world leaders, the Congolese situation, and the musical stylings of Nina Simone, Duke Ellington, Louis Armstrong and others make this documentary effortlessly cool. The edit and sound design has a wonderful syncopated rhythm, revealing fascinating facets of modern history and the scramble for power.

    St. Joseph’s Mission was a residential school for Indigenous children in Canada, which closed in 1981.

    When ground penetrating radar begins looking for unmarked graves at the school, Julian Brave NoiseCat – whose father was born on the site – and co-director Emily Kassie embark on a quest of accountability for a myriad of institutional abuses.

    Editors Nathan Punwar and Maya Daisy Hawke interweave archival reels alongside Emily Kassie and Christopher LaMarca’s stark verité cinematography. The film captures members of the Williams Lake First Nation community reckoning with generations of trauma at the hands of Catholic clergy.

    Together, they present some disturbing facts in the film, which won a directing award at the Sundance Film Festival.

    National Geographic has routinely received a documentary Oscar nomination. This film is a challenging topic for Australian and New Zealand audiences. We also have a troubling history with the placement of Aboriginal children in homes, where many faced hardships and mistreatment.

    Sugarcane gives a platform for truth-telling and healing.

    Porcelain War

    Ceramists Slava Leontyev and Anya Stasenko are inspired by the nature of Ukraine and each other. Their friend, and fellow creator, Andrey Stefanov documents their lives on tape after his wife and children flee at the start of the Russian invasion.

    All become involved in active defiance.

    The film combines nonprofessional video, body cams and drone footage alongside wildlife photography and charming animations of Anya’s delicate paintings on clay.

    There are gripping scenes of armed conflict from the viewpoint of Slava’s squad of reservists. These are everyday folks who have become involved in fighting on the ground.

    Porcelain War benefits from a soundtrack composed and performed by folk music quartet DakhaBrakha. This adds an eerie texture to this portrait of hope.

    The film thoughtfully balances light and shade with grace, demonstrating that art remains a potent way to oppose erasure.

    Black Box Diaries

    When her high-profile #MeToo sexual assault case is dropped on the grounds of insufficient evidence, Japanese journalist, director and producer Shiori Itō commences chronicling her journey to justice.

    Deploying abstract imagery over recorded conversations with investigators and witnesses, Itō builds her argument over several years. The passage of time is interspersed with her unfiltered video diary entries.

    There has been controversy about the director including hotel footage of her drugged and being dragged out of a taxi by her attacker, senior reporter Noriyuki Yamaguchi, without permission. Itō had been given the footage for the legal case, but had agreed it would not be used outside of the courtroom.

    The debate has prevented the film from showing on Japanese screens. However, Itō has argued the public good of using this material outweighs commercial interests – especially considering the pressure of Yamaguchi’s influential connections to quell the case, which include then-Prime Minister Shinzo Abe.

    Itō doesn’t shy away from exposing the raw emotional depths of her remarkably brave undertaking against fierce odds, and she serves as an inspiring change-maker we should all heed.

    No Other Land

    No Other Land takes stock of the West Bank situation from the perspective of Basel Adra, who documents evictions of Palestinians in his home village of Masafer Yatta.

    Basel works with journalist Yuval Abraham to bear witness to the army’s gradual destruction of his village to make way for a military training ground.

    No Other Land features some great observational camerawork with many poetic images of resilience. Things kick up a notch when a villager, Harun, is shot by Israeli soldiers while trying to confiscate his building tools. Basel is targeted for filming the ensuing protests – but Adra and Abraham continue undeterred.

    A friendship develops amid the chaos between the Palestinian activist and Israeli reporter, who co-direct and edit with Hamdan Ballal and Rachel Szor. It’s the touching humanity of their relationship that goes to the core of the film; compassion is key to deescalating tensions in the region.


    In Australia and Aotearoa New Zealand, Soundtrack to a Coup d’Etat, Porcelain War, Black Box Diaries and No Other Land are streaming on DocPlay; Sugarcane is streaming on Disney+.

    Australia’s environment is brutal. Its ancient, low-nutrient soils and generally low rainfall make it a hard place for plants to grow. Despite this, the continent is filled with wonderfully diverse plant ecosystems.

    If you don’t know what you’re looking for, it can be easy to miss these seemingly unremarkable species. So, here are three little-known Australian plant species and ecosystems to look out for during your next roadtrip.

    1. Cycads and eucalypts

    If you are driving a coastal route along southern New South Wales, keep an eye out for the stunning combination of burrawang cycads (Macrozamia communis) and spotted gum (Corymbia maculata). These species live in harmony along the NSW coastline, from Kempsey to Bega, and inland as far as Mudgee.

    If you’re on a road trip, now is the perfect time to talk to children about ancient moving continents, volcanoes and dinosaurs.

    Cycads are ancient gymnosperms (cone-bearing plants) which evolved long before the Gondwanan supercontinent separated. These tough, hardy plants saw the dinosaurs come and go, and their relatives are found all around the world.

    These cycads form a striking understorey to the spotted gum. As their scientific name (Macrozamia communis) suggests, they form a dense community.

    Further north in Queensland, pineapple cycads (Lepidozamia peroffskyana), and Western Australia’s zamia palm (Macrozamia riedlei) are also worth spotting.

    Cycad seeds are poisonous, but First Nations Australians worked out a complex process to prepare them for safe eating. This involved dissolving the plant’s toxins in running water, cooking, working and grinding the seeds into a powder.

    Spotted gums evolved long after dinosaurs went extinct. Early eucalypt fossils date from about 34 million years ago, while current species are often only a few million years old.

    Spotted gums are a great example of how plants that survive tough environments often also do well in difficult urban situations.

    Cycads are similarly found growing in poor soils and arid conditions. They have long, glossy leaves up to about 1.5 metres in length with lots of leaflets.

    There are both male and female plants. The female cone is an impressive, wide-domed structure that can be almost half a metre across. Its bright orange-red seeds are eaten by foraging marsupials, large birds and flying foxes.

    Spotted gums are tall, straight eucalyptus trees with dark green, glossy leaves. Old bark creates dark grey spots against their cream coloured trunk, giving them a mottled look.

    It is interesting to see ancient and modern species in such a close community relationship in cycad-spotted gum forests. Both are also well-adapted to the fires that frequent their habitat.

    2. Ancient acacias

    Travelling inland, the environment gets even tougher. Most large trees disappear and are replaced by woodlands dominated by inland acacia (wattle) species.

    These inland acacias are short but mighty, with deep, extensive root systems.

    Two of these species, mulga (Acacia aneura) and brigalow (A. harpophylla) are part of Australian folklore. A Banjo Paterson character says: “You know how the brigalow grows […] saplings about as thick as a man’s arm”.

    Nutrients and water resources are limited, so mulga and brigalow trees are often evenly spaced across the landscape. This eerie symmetry makes it look like they were planted by humans.

    Many people are unaware that the twisted, stunted specimens they see are more than 250 years old and occupy vast tracts of the Australian landscape.

    Waddy-wood (Acacia peuce) is a rare species of acacia, found in just three locations on the edge of the Simpson Desert. This tree has very strong wood, and was used by Indigenous Australians for making clubs (waddys) and tools for carrying fire.

    Inland acacias were widely used by Indigenous Australians for their wood, resins and medicinal properties. They have also been used as fodder for livestock, especially during drought.

    These crucial species provide important habitat for other plants and animals. But they are under threat.

    As old trees collapse and die, there are no young trees replacing them. This is because of drought and grazing, compounded by climate change.

    Desertification – where fertile land is degraded until it essentially becomes desert – is becoming a huge problem due to the massive area dominated by acacias.

    3. Boabs

    If you’re driving across the Northern Territory and Western Australia, you might come across the mighty boab (Adansonia gregoryii).

    These close relatives of the African and Madagascan baobabs floated to Australia as seeds or seedlings around 12 million years ago.

    These deciduous trees live in mostly dry environments that also experience strong monsoonal-type rains. Boabs trap and store water in their trunks, allowing them not only to survive but thrive.

    Their African and Madagascan baobab relatives are sometimes called trees of life, as they support many species.

    Australian boabs are similar. They offer habitat, roosting and nesting sites. Their flowers and fruits are food sources to many species of insects and birds.

    They were – and are – important trees in First Nations cultures. Carvings and symbols on their trunks can last for more than a century, much longer than on other trees. These are called dendroglyphs.

    For example, snake carvings dated to more than 200 years old have been found on boab trees in Northern Australia’s Tanami Desert.

    While these special trees are usually found far from the beaten track, they can be spotted growing around Darwin and other remote towns. If you get the chance to see them, count yourself lucky.

    Tough terrain, tough trees

    Plant communities are remarkably resilient. They also display great creativity when evolving ways to survive tough environments.

  • MIL-Evening Report: England subsidises drugs like Ozepmic for weight loss. Could Australia follow?

    People with a high body weight living in England can now access subsidised weight-loss drugs to treat their obesity. This includes Wegovy (the weight-loss dose of Ozempic, or semaglutide) and Mounjaro (one of the brand names for tirzepatide).

    These drugs, known as GLP-1 agonists, can improve the health of people who are overweight or obese and are unable to lose weight and keep it off using other approaches.

    In Australia, the government subsidises the cost of semaglutide (Ozempic) for people with diabetes.

    But it is yet to subsidise semaglutide (Wegovy) on the Pharmaceutical Benefits Scheme (PBS) for weight loss.

    This is despite Australia’s regulator approving GLP-1 agonists for people with obesity, and for overweight people with at least one weight-related condition.

    This leaves Australians who use Wegovy for weight loss paying around A$450–500 out of pocket per month.

    But could Australia follow the England’s lead and list drugs such as Wegovy or Mounjaro on the PBS for weight loss? Doing so could bring the price down to $31.60 ($7.70 concession).

    Australia has already knocked back Wegovy for subsidies

    The Pharmaceutical Benefits Advisory Committee (PBAC) reviews the submissions pharmaceutical companies make for their drug therapies to be subsidised through the PBS.

    For every such recommendation, PBAC publishes a public document that summarises the evidence and the reasons for recommending that the drug should be added to the PBS – or not.

    In November 2023, PBAC reviewed Novo Nordisk’s submission. It proposed including semaglutide on the PBS for adults with an initial BMI of 40 or above and a diagnosis of at least two weight-related conditions. At least one of these related conditions needed to be obstructive sleep apnoea, osteoarthritis of the knee, or pre-diabetes.

    However, PBAC concluded semaglutide should not be subsidised through the PBS because it didn’t consider the drug cost-effective at the price proposed.

    PBAC referred to evidence on the long-term benefits from weight loss for people at increased risk of developing heart disease, diabetes or having a stroke. However, it didn’t factor these effects into its calculations when estimating the cost-effectiveness of semaglutide.

    The committee suggested a future submission could focus on patients with either pre-existing cardiovascular (heart) disease, type 2 diabetes, or at least two markers of “high cardiometabolic risk”. This could include hypertension (high blood pressure), high cholesterol, chronic kidney disease, fatty liver disease or pre-diabetes.

    What did England decide?

    The National Institute for Health and Care Excellence (NICE) has a similar role to the PBAC, informing decisions to subsidise medicines in England.

    As a result of NICE’s recommendation, semaglutide is subsidised in England for adults with at least one weight-related condition and BMI of 30 or above. Patients must be treated by a specialist weight-management service and prescriptions are for a maximum of two years.

    More recently, NICE approved another GLP-1 agonist, tirzepatide, for adults with at least one weight-related condition and a BMI of 35 or above.

    This approval didn’t restrict prescriptions to those treated in a specialist weight-management service. However, only 220,000 of the 3.4 million who meet the eligibility criteria will receive tirzepatide in the next three years. It is not clear how the 220,000 patients will be selected.

    The limits on tirzepatide will reduce the impact of GLP-1 agonists on the health budget. It is also intended to inform the broader roll-out to all eligible patients.

    For both semaglutide and tirzepatide, NICE noted that clinicians should consider stopping the treatment if the patient loses less than 5% of their body weight after six months of use.

    Why did they reach such different decisions?

    NICE assessed the use of GLP-1 agonists for a broader population than PBAC: people with one weight-related condition and a BMI of 30 or above.

    Another difference was that NICE’s cost-effectiveness analysis included estimates of the longer-term benefits of these drugs in reducing the risk of diabetes, cardiovascular (heart) disease, stroke, knee replacement and bariatric surgery.

    The proposed prices of the GLP-1 agonists in England and Australia are not reported. We can only observe the estimated health benefits. These are represented as the additional number of “quality-adjusted life years” (QALYs) associated with using the drugs. One QALY is the equivalent of one additional year of life in best imaginable health.

    Committees estimate the amount of additional health spending required to gain QALYs, to see if it’s worth the public investment. Looking at the committees’ estimates of weight-loss drugs (without a two-year maximum):

    • NICE reported a gain of 0.7 QALYs per patient receiving semaglutide for a target population with a BMI of 30 or more

    • PBAC reported a gain of 0.3 QALYs, but for a population with a BMI of 40 and above.

    Part of the explanation for the difference in estimated QALY gains is that PBAC did not consider the reduced risk of future weight-related conditions, only the impact on existing conditions.

    In contrast, NICE referred to substantial cost offsets due to reduced weight-related conditions, in particular because some patients would avoid developing diabetes.

    Time to rethink PBAC’s focus?

    Both NICE and PBAC are clearly concerned about the impact of GLP-1 agonists on the health budget.

    PBAC is trying to restrict access to a limited pool of people at highest risk. It is also being more conservative than NICE in estimating the expected benefits of GLP-1 agonists. This would require manufacturers to reduce their price in order for PBAC to consider these drugs cost-effective.

    Maybe this approach will work and the Australian government will pay less for these drugs the next time it considers publicly funding them.

    However, GLP-1 agonists are not on the agenda for the forthcoming PBAC meetings, so there is no timeline for when GLP-1 agonists might be funded in Australia for weight loss.

  • MIL-Evening Report: Labor likely to win WA election, but the campaign is exposing faultlines in the state’s politics

    With Western Australia heading to the polls on March 8, the Cook Labor government will likely prove the exception to the rule that incumbency is a liability for contemporary governments.

    Despite incumbent governments around the world losing office, Labor looks headed for a comfortable re-election.

    The WA contest begins from an unusual position. In 2021, Labor won a historic victory, driven by the popularity of the then premier Mark McGowan. It won 53 of 59 seats in the Legislative Assembly, with the Liberals reduced to two elected members in that chamber.

    Since then, however, Labor’s popularity has slipped.

    In September 2024, the Freshwater Strategy poll reported Labor’s primary vote had declined from 60% to 39%, while the Liberals’ primary vote had increased to 32% from 21% since the 2021 state election.

    A January-February 2025 Newspoll had Labor’s primary vote down from 59.9% to 42%, and its two-party preferred primary vote down from 69.7% to 56%.

    Nevertheless, on a two-party preferred basis, Labor is ahead on 56% to the Liberals’ 44%. While Premier Roger Cook is no McGowan, his approval rating is higher than that of the Liberal leader, Libby Mettam.

    The WA Labor government has several factors working in its favour.

    First is the healthy (two-party preferred) margins that Labor holds in many seats, including traditionally safe Liberal seats. After 2021, the WA Electoral Commission (WAEC) reclassified several former Liberal-held seats as “very safe” or “safe” Labor seats. Labor’s margins in Dawesville, South Perth, Riverton and Darling Range make it far from certain these seats will return to the Liberals in 2025.

    Second, Labor is presiding over a strong local economy. While it has faced criticism for weak responses on housing, equitable access to government concessions, and climate action, Labor’s fiscal record is not in contention.

    Third, Cook is not shy about activating WA’s sensitivities about the east coast. He has railed about “laws which damage Western Australia’s economy”, and complained that the nation’s high “standard of living […] is because of West Australian industry and the West Australian economy”.

    The Cook government can back in its “WA-first” position by pointing to policy wins against federal governments. These include securing increases in WA’s GST share and forcing the shelving of proposed federal nature-positive legislation.

    However, WA Labor cannot take all the credit for its strong position. The WA opposition is doing itself remarkably few favours.

    A challenge for the Liberals is the loss of (people) presence due to their spectacular electoral losses in 2021. In addition to losing the status of the official opposition, the remaining party room lacked star power, featuring a National party defector, an upper house member later sacked for lying to the party leader, and divisive figures such as Nick Goiran and Peter Collier, both key players in the destabilisation that contributed to the party’s 2021 defeat.

    Mettam has also been undermined by forces within her own party.

    Her most serious challenger is the media personality, Lord Mayor of Perth, and Liberal candidate for Churchlands, Basil Zempilas.

    In November 2024, an employee of Zempilas admitted to leaking an internal poll to the media that suggested Mettam’s continued leadership would cause a 3% swing against the party. While Zempilas denied knowledge of the poll, Mettam was forced to hold a party room meeting to defend her leadership five months before the election.

    Then there are some questionable decisions taken by Mettam.

    She flipped on the Voice to parliament referendum and later adopted federal Liberal leader Peter Dutton’s position on refusing to stand in front of the First Nations Flag. Such positions will be popular among some voters, but not the inner metropolitan constituencies that the party hopes to win back.

    The final complication is the Liberals’ tetchy relationship with the Nationals, the official opposition since 2021.

    The WA Liberals and Nationals have always had a tense relationship. Not even the shared experience of a depleted parliamentary presence inspired camaraderie. Despite their alliance, the Labor government exploited policy tensions between them.

    In preparation for even more fraught times ahead, the two parties signed an election code of conduct, agreeing to play nice at elections. However, the Nationals face an existential crisis owing to changes to the state upper house electoral rules. Introducing a single statewide upper house electorate ended the malapportionment that had bolstered the Nationals’ representation in the Legislative Council.

    The Nationals responded by fielding additional lower house candidates, although fewer than the party had foreshadowed. Crucially, the Nationals are competing in the seats of South Perth and Bateman, which are key inner metropolitan seats for the Liberals. Labor, however, is doing the Nationals no favours by preferencing the Liberals.

    There is also an assortment of minor parties and independents. Climate 200 is backing several independents, two of whom are contesting the prized former Liberal seats of Churchlands and Nedlands. Now that McGowan fever has abated, the “Teals” might swoop in as the progressive middle path between Labor and Liberals. Green victories will be likely restricted to the Legislative Council.

    The election might be a foregone conclusion in WA but it would be a mistake to think it is a prelude to the federal election. While WA Labor remains broadly popular among the state’s voters, polling suggests there is less love for the federal Labor party.

    Ahead of Prime Minister Starmer’s meeting with President Trump on Thursday 27 February, Sacha Deshmukh, Amnesty International UK’s Chief Executive, said: 

    “This meeting is a vital opportunity for the Prime Minister to unequivocally stand on the side of international law and human rights and oppose the ruinous logic of ‘might is right’.

    “The Prime Minister has rightly made clear the UK’s support for the European Convention on Human Rights and the International Criminal Court in recent months, and he must make clear to President Trump that these commitments form part of a wider, unequivocal UK commitment to international law.

    “Mr Trump’s advocacy for the forcible displacement of Palestinians from Gaza is outrageous and Mr Starmer must make it abundantly clear that such an act is illegal, and that the UK will take action, regardless of US objections, to prevent Israel’s genocidal acts against Palestinians.

    “Justifying or enabling occupation and annexation, whether of Palestinian or Ukrainian land must be clearly and forcefully opposed with consistent standards applied to all states.

    “Both the war crimes in Ukraine and ongoing genocide in Gaza must end without sacrificing people’s rights or compromising the protection guaranteed under international law.

    “It must be emphasised that the UK will fully and consistently support the rights of both Palestinian and Ukrainian civilians and won’t make any concessions on this to the US President.”

    Evidence of genocide against Palestinians

    In December 2024, Amnesty’s International’s research found sufficient basis to conclude that Israel has committed – and is continuing to commit – genocide against Palestinians in the occupied Gaza Strip. 

    The 296-page report - ‘You Feel Like You Are Subhuman’: Israel’s Genocide Against Palestinians in Gaza - documents how, during its military offensive launched in the wake of the deadly Hamas-led attacks in southern Israel on 7 October 2023, Israel has unleashed hell and destruction on Palestinians in Gaza brazenly, continuously and with total impunity. Amnesty examined Israel’s acts in Gaza closely and in their totality, taking into account their recurrence and simultaneous occurrence, and both their immediate impact and their cumulative and mutually-reinforcing consequences. Amnesty considered the scale and severity of the casualties and destruction over time, and also analysed public statements by officials – finding that prohibited acts were often announced or called for in the first place by high-level officials in charge of the war efforts. 

    As a state party to the Genocide Convention, the UK has a legal obligation to use all reasonable means to help prevent genocide and be consistent when supporting international law – just as it has done when calling out crimes carried out by Russian forces.

    Stewart brings a wealth of experience to the position, previously serving in several key roles within the department in the first Trump Administration. His career spans over 20 years in government, government contracting, and non-profits, with expertise in executive-level decision support in government and in the private sector, as well as in policy coordination and public sector management.   • MIL-OSI Security: Arizona woman pleads guilty to transporting 50 kilograms of cocaine

    COLUMBUS, Ohio – An Arizona woman pleaded guilty in U.S. District Court here today to a narcotics crime related to driving a moving truck filled with 50 kilogram-bricks of cocaine from Arizona to Ohio. 

    Andrea Celaya-Rodriguez, 28, of Tucson, pleaded guilty to possessing with the intent to distribute cocaine.

    According to court documents, Celaya-Rodriguez was stopped by Ohio State Highway Patrol on 1-70 in Madison County on March 22, 2024. She was driving a Penske box truck that she rented a few days prior in Tucson and, according to her rental agreement, was set to return the vehicle to Arizona within the next four days.

    A drug canine positively alerted to the presence of cocaine and troopers subsequently searched the moving truck. The cargo space of the truck had in it a sectional couch, a suitcase and a produce bin with a blanket over it. Within the produce bin there were three duffel bags, which contained 50 individually wrapped kilogram-packages of cocaine.

    After being arrested, Celaya-Rodriguez told DEA agents she was driving the drugs from Arizona to New York in exchange for $50,000 from a man she had met in Mexico two weeks prior. The defendant met the man on a rural road in Arizona, where she was given the cocaine in shoe boxes to be re-packaged for transportation.

    The plea agreement includes a sentencing recommendation of 33 to 41 months in prison. Congress sets minimum and maximum statutory sentences. Sentencing of the defendant will be determined by the Court based on the advisory sentencing guidelines and other statutory factors at a future hearing.

  • MIL-OSI Security: High-level drug trafficker tied to Mexico sentenced to 10 years in prison

    COLUMBUS, Ohio – Francisco Villegas-Garcia, 37, a Mexican national who is here illegally, was sentenced in U.S. District Court in Columbus today to 120 months in prison for his role in a fentanyl conspiracy. Villegas-Garcia was a high-level drug trafficker in a large-scale drug trafficking organization tied to Mexico that transported and distributed multi-kilogram quantities of fentanyl, cocaine and methamphetamine.

    According to court documents, Villegas-Garcia often traveled from Charlotte, North Carolina, to Columbus as part of his drug trafficking. During one traffic stop in Charlotte, agents seized $100,000 in cash from Villegas-Garcia.

    DEA field offices in Charlotte and Columbus coordinated additional investigation, which revealed that Villegas-Garcia often spoke to other members of the drug trafficking organization about their supply of drugs, drug sales, wiring money to Mexico, and securing couriers to transfer money to Mexico. He was often in communication with the source of drug supply in Mexico.

    When agents executed a search warrant at the defendant’s Columbus home on Willowswitch Lane in January 2023, they discovered eight kilograms of fentanyl and fentanyl analogue and $120,000 in cash. These items were hidden inside the wall.

    Agents detained and then arrested Villegas-Garcia in January 2023, at the Los Gauchos Taqueria on South Hamilton Road in Columbus. At the time, he had 28 grams of cocaine and more than $10,000 in cash on his person.

    He pleaded guilty in March 2024 to conspiring to distribute and possess with intent to distribute fentanyl.

  • MIL-OSI Security: U.S. Attorney’s Office Exceeds 900 Immigration Cases Filed in Western District of Texas

    SAN ANTONIO – Acting United States Attorney Margaret Leachman announced today that federal prosecutors in the Western District of Texas have filed more than 900 immigration and immigration-related criminal cases since Jan. 20. These cases were referred or supported by federal law enforcement partners, including Homeland Security Investigations (HSI), Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with the support and assistance of state and local law enforcement partners.

    Along with enhanced interdiction efforts at the border, federal law enforcement has been also prioritizing immigration enforcement operations and prosecutions of aliens unlawfully in the interior of the country and also those otherwise engaged in criminal activity in the U.S., including those who commit drug and firearms crimes, who have serious criminal records, who have active warrants for their arrest, or who have outstanding final orders of removal from the U.S., issued by an immigration judge. Federal authorities have also been prioritizing investigations and prosecutions against drug, firearm, and human smugglers and those who endanger and threaten the safety of our communities and the law enforcement officers who protect us all.

    Cases of interest include the arrest of Juan Ramon Hernandez-Limon in San Antonio, who had been previously convicted on April 28, 2021 for illegal re-entry into the United States and alien in possession of a firearm, and a second time on Feb. 8, 2024 for illegal re-entry. Hernandez-Limon repeatedly attempted to evade arrest during an ICE ERO operation on Jan. 26, 2025, and was eventually taken into custody. He faces up to 20 years in federal prison, if convicted.

    Guatemalan nationals Anderson Morales-Calderon and Ever Morales-Calderon were arrested on Jan. 24 in Waco on criminal charges related to their alleged aiding and abetting the possession of a firearm as undocumented noncitizens. Troy Police Department and Lorena Police Department officers were responding to a road rage complaint called into 911. The 911 caller alleged that an individual pointed a rifle at a semi-truck on IH-35. During the traffic stop, officers observed two air rifles and one .22 caliber rifle in plain view in the back seat and on the back floorboard of the vehicle. Further investigation revealed that both Anderson and Ever Morales-Calderon were unlawfully present in the United States. If convicted, they each face up to 10 years in federal prison.

    Honduran national Melvin Armando Funes-Canales was transferred to federal custody after he was located in the Williamson County jail, where he had been detained for alleged possession of a controlled substance. An investigation revealed Funes-Canales had been previously removed from the U.S. to Honduras on or about Oct. 9, 2020, and had also been deported on five other occasions. Additionally, Funes-Canales was previously convicted of burglary, grand theft and illegal re-entry. He now faces up to 10 years in federal prison for illegal re-entry, if convicted.

    Four individuals illegally present in the U.S. were arrested in El Paso and face up to 10 years in federal prison each for criminal charges related to their alleged involvement in a human smuggling conspiracy. Yair Alejandro Aguilar-Flores, Angel Eduardo Carrillo-Carrillo, Jorge Alfredo Lopez-Acevedo, and Jesus David Reyes-Villagran allegedly conspired to harbor 12 illegal aliens in two El Paso hotels.

    A Mexican national was indicted by a federal grand jury in Austin for one count of possession of a firearm by illegal alien. Marcelo Olvera-Moreno was stopped while driving in Hutto, Jan. 24. A Williamson Country Sheriff’s Office deputy conducted the traffic stop after allegedly observing the passenger in Olvera-Moreno’s vehicle fire a handgun from the front passenger window. Olvera-Moreno admitted to law enforcement that he knew that he was illegally and unlawfully in the U.S. and that he had purchased the pistol at a flea market approximately three months prior. If convicted, he faces up to 15 years in federal prison.

    “Because the Western District of Texas shares 660 miles of common border with Mexico and is home to three of Texas’ largest cities and an estimated 7.6 million people, prosecuting immigration and border-related crimes has long been and remains a priority within this district,” said Leachman. “With the valuable investigative and enforcement efforts of our federal, state, and local law enforcement partners, this U.S. Attorney’s Office is committed to prosecuting immigration-related crimes in the interest of the nation and our citizens.”

    Indictments and criminal complaints are merely allegations and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Man Charged in Federal Court With Trafficking Firearm in Chicago

    CHICAGO — A man has been charged in federal court with trafficking a firearm in Chicago.

    OSCAR GIL-IZQUIERDO sold a pistol, a drum magazine, two additional magazines, and a ballistic vest to a buyer on Feb. 20, 2025, according to a criminal complaint filed in U.S. District Court in Chicago.  The transaction occurred in a parking lot on the Southwest Side of Chicago, the complaint states.  Unbeknownst to Gil-Izquierdo, the individual to whom he sold the gun and other items was an undercover law enforcement agent, the complaint states.

    The complaint charges Gil-Izquierdo, 25, of Chicago, with attempting to transfer a firearm to a person he knew could not legally possess it.  The undercover agent had informed Gil-Izguierdo that the agent was a convicted felon and could not legally purchase a firearm, the complaint states.

    On Monday, U.S. Magistrate Judge Gabriel A. Fuentes ordered Gil-Izquierdo detained in federal custody without bond pending trial.

    The complaint was announced by Morris Pasqual, Acting United States Attorney for the Northern District of Illinois, and Christopher Amon, Special Agent-in-Charge of the Chicago Field Division of the U.S. Bureau of Alcohol, Tobacco, Firearms & Explosives.  Substantial assistance was provided by the Chicago Field Division of the U.S. Drug Enforcement Administration and U.S. Immigration and Customs Enforcement.  The government is represented by Assistant U.S. Attorney Michael Maione.

    The charge in the complaint is punishable by a maximum sentence of 15 years in federal prison.

    The public is reminded that a complaint is not evidence of guilt.  The defendant is presumed innocent and entitled to a fair trial at which the government has the burden of proving guilt beyond a reasonable doubt.

  • MIL-OSI Security: National Sales Director for New York-Based Mobil Diagnostic Company Charged in Kickback Scheme

    BOSTON – A New York national sales director was charged on Feb 20, 2025 in federal court in Boston for allegedly conspiring to offer and pay kickbacks to doctors in exchange for ordering medically unnecessary brain scans.

    David Fuhrmann, 59, of Port Jefferson, N.Y. was charged and has agreed to plead guilty to one count of conspiracy to violate the Anti-Kickback Statute. A plea hearing has not yet been scheduled by the Court.

    According to the charging documents, it is alleged that from at least June 2013 through at least September 2020, Fuhrmann conspired with others, including two managers for a mobile medical diagnostics company that performed transcranial doppler (TCD) scans, to enter into kickback agreements with various doctors. It is alleged that Fuhrmann and his co-conspirators agreed to offer and pay doctors kickbacks based on the number of TCD ultrasounds the doctors ordered. It is further alleged that some doctors were paid in cash and others by check. Fuhrmann and his co-conspirators allegedly created rental and administrative service agreements. On paper, these agreements made it appear as if doctors were compensated for the TCD company’s use of space and administrative resources based on fair market value and not based on the volume or value of referrals. These agreements were allegedly shams that hid the true nature of the arrangement of paying per test.  

    According to the charging documents, the scheme resulted in fraudulent bills of approximately $70.6 million to Medicare.  

    The charge of conspiracy to violate the Anti-Kickback Statute provides for a sentence of up to five years in prison, three years of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

  • MIL-OSI Security: Cherry Point Sailors Get a Taste of Officer Life and Lunch at Mentorship Session

    A mentorship session conducted aboard Marine Corps Air Station Cherry Point on Thursday, February 13, 2025, educated enlisted service members about the opportunities available for them to commission as officers.

    Sailors serving aboard Naval Health Clinic Cherry Point attended a Commissioning Lunch and Learn mentorship session hosted by the facility’s Staff Education and Training Department to hear from their peers and fellow staff about the pathway to becoming commissioned officers in the U.S. Navy.

    “A Commissioning Lunch and Learn is a crucial opportunity for Sailors who aspire to become officers in the U.S. Navy,” said Lieutenant William Hookes, Department Head of the facility’s SEAT team. “Many enlisted Sailors are interested in advancing their careers but may not fully understand their options for becoming commissioned officers.

    Sailors attending the mentorship session heard from Navy Reserve Healthcare Officer Recruiters as well as one of their peers, Hospital Corpsman First Class Michael Barros. Barros serves aboard the clinic in the Warrior Wellness and Readiness clinic and will soon participate in the Medical Service Corps Inservice Procurement Program.

    The program provides an avenue for enlisted Sailors to attend undergraduate and graduate training with the goal of earning a commission in the Navy’s Medical Service Corps.

    Barros spoke about the challenges he overcame in applying to the program and the obligation and commitment required to meet the program’s requirements and complete the application process.

    “This event helps Sailors navigate their choices and determine which pathway aligns with their career goals,” said Hookes.

  • MIL-OSI Security: Lower Sackville — RCMP Halifax Regional Detachment Charges Youth Following Stabbing in Lower Sackville

    RCMP Halifax Regional Detachment has charged a youth following a stabbing that occurred in Lower Sackville.

    On February 24 at approximately 12:45 p.m. RCMP Halifax Regional Detachment responded to a report of an altercation at a bus terminal on Cobequid Rd. involving about 15 people. One of the people was believed to have been stabbed.

    All those involved had dispersed and left the scene in vehicles before officers arrived. Responding officers located one of the vehicles nearby and conducted a traffic stop. The youth passenger was observed to be suffering from a stab wound. Officers immediately administered first aid and the youth was transported to hospital with non-life-threatening injuries by EHS.

    Those involved in the incident are known to one other, and it is not believed to be a random act.

    At approximately 8 p.m., a 16-year-old youth was safely arrested at a home in Beaverbank. They are facing charges of Aggravated Assault, Assault with a Weapon, Possession of a Weapon for a Dangerous Purpose and Failure to Comply with Order. The youth was held in custody and is scheduled to appear in Halifax Youth Justice Court today.

    The investigation is ongoing.
