    Headline: IMCA publishes industry’s first dedicated guidance for DP1 vessel operators

    IMCA has published the marine contracting industry’s first comprehensive guidelines for the safe and efficient operation of DP1 Vessels.

    The newly published IMCA M268 – Recommended Practice for the Operation of Class 1 DP Vessels, sets out best practice in the operation of DP1 ships, which do not have the redundant capabilities of Dynamic Positioning (DP) class 2 & 3 systems.

    The guidance, now available for IMCA Members to download, emphasises the importance of understanding the limitations of DP1 vessels, and contains recommended guidance on achieving operational preparedness and ensuring that crew members have the required training and experience.

    Power system redundancy is a critical mechanism within DP systems that ensures a vessel can maintain its position in the event of the failure of power components.

    Given these limitations, IMCA now recommends that:

    ·         DP1 vessels should not undertake any operation where a loss of position or heading would be deemed unacceptable,

    ·         Using only two differential GNSS systems for position reference is not acceptable for DP1 operations,

    ·         The lower level of redundancy on DP1 vessels requires a significantly higher level of experience and understanding. There is no guarantee that a DP operator from a DP2 vessel has the transferable skills to operate a DP1 vessel safely and efficiently.

    IMCA’s DP Committee produced the guidance in response to the growth in the number of DP1 vessels entering service in recent years.

    Of the offshore vessels, dredgers, and other non-cargo vessels built since 1975, more than 1,000, some 8%, have a DP1 system according to Clarksons data, representing 25% of all DP vessels.

    However, these vessels are not required to have redundant systems or equipment, and are not required to maintain their position and/or heading after single point failure.

    This means that, without a clear understanding of the characteristics and limitations of DP1 vessels, charterers may have unrealistic expectations of these vessels’ performance and their ability to meet the assurance standards normally expected of DP equipment class 2 or 3 vessels.

    There are multiple IMCA documents that contain guidance and best practices for DP operations. This year, IMCA published revised versions of IMCA M140 – Recommended Practice for Specification and Use of DP Capability Plots, and to IMCA M220 – Recommended Practice on Operational Activity Planning, both of which are available now for IMCA Members to access.

    Establishing a thriving forest

    Set in over 85 hectares within the North Devon UNESCO Biosphere Reserve, Grascott Farm boasts a thriving woodland that is home to barn owls, badgers and elusive otters, as well as providing a steady income through timber, biomass, and recreation. But it hasn’t always been like this – so what is the story behind Grascott Farm’s success?

    Over 25 years ago, expert forester Sam Whatmore was determined to create his own forest. Having spent years managing other people’s woodlands with short-term objectives, Sam wanted to focus on a longer-term goal: maintaining continuity of forest management to see the fruits of his labour in the years to come. When the opportunity arose to purchase an initial 25 acres of woodland in 1993, Sam jumped at the chance, supplementing his holding with the addition of a larger mixed farm in 1998.

    The primary objective of the forest was to grow high-quality Douglas fir to produce timber and other wood products. Following extensive woodland planning, trees were planted during the 1998-99 and 1999-00 planting seasons, as part of the then South West Forest, taking advantage of Forestry Commission grants and local incentives.

    With over 150,000 trees to put in the ground, this was no mean feat. Devon has ideal growing conditions for Douglas fir with the warm and wet climate, and the landholding has sloping freely draining soils to support establishment. Slightly wetter soils around the site were more appropriate for Sitka spruce, and broadleaves were planted to complement and diversify the conifer species. Careful management was critical particularly in the first 5 years of establishment, with a lot of time dedicated to weeding, pest control, and beating up, to ensure full stocking.

    Opportunity and innovation

    Establishing a woodland brings challenges, with innovative thinking required to fill the income gap between tree establishment and future returns to turn those challenges into opportunities. Holiday cottages were built in the early years on Grascott Farm to generate revenue through recreation. Deer stalking led to the creation of a successful venison business, selling high-quality burgers and sausages at shows across the county.

    In 2000, the biomass renewable energy market was only just emerging, and with it the development of a whole new avenue for the forestry sector. Aiming to be ahead of the curve, Sam installed a biomass boiler in 2003 – the third in the UK – providing heat to the holiday cottages. From this point onwards, Sam was at the forefront of wood fuel development as it grew into an established market, changing the face of the UK forestry economy. Alongside delivering hundreds of seminars across the country, Sam set up his own wood fuel business in 2006.

    This start-up evolved into the biggest biomass supply company in the UK, and has since merged with an international energy company that continues to flourish to this day.

    • timber and firewood: no part of the tree goes to waste, with saw logs going to the sawmill, smaller roundwood being used as firewood, and the canopy woodchip feeding the biomass boiler, which in turn is used to heat both the holiday cottages and the kiln to dry the firewood
    • biomass, supported by the Renewable Heat Incentive scheme

    Great British Nuclear Transition Update

    Great British Nuclear (GBN) is making the step forward from start-up to a permanent organisation, marking a pivotal moment in its mission to deliver growth from nuclear and help deliver the Government’s Plan for Change and clean energy superpower mission.

    Since its inception, GBN has rapidly established itself as the Government’s delivery body for new nuclear, focusing initially on the Small Modular Reactor (SMR) Technology Partner selection process. GBN is currently in the negotiation phase of this process, with four remaining vendors: GE-Hitachi Nuclear Energy International LLC, Holtec Britain Ltd, Rolls Royce SMR Ltd, and Westinghouse Electric Company UK Ltd. Final decisions will be taken this Spring.

    Great British Nuclear (GBN) has also bought land for new nuclear development from Hitachi at both Wylfa on Ynys Môn/Anglesey and Oldbury-on-Severn in Gloucestershire. GBN is working closely with the local communities at these sites to consider how future new nuclear projects will benefit their communities.

    On February 12, 2025, the Institute of Distance Education of the State University of Management awarded diplomas to bachelors who completed their studies in the accelerated program “Human Resources Management”.

    The students of the Institute of Distance Education, who studied in their field after technical schools, colleges or received a second higher education, passed the final certification tests at the State University of Management earlier than others. For three and a half years, they combined their studies at the university with work in institutions and enterprises of various sectors of the economy and are now ready to continue their career in a new capacity.

    At the award ceremony, the bachelor’s degree students were congratulated by the Director of the Institute of Distance Education, Sergei Lenshin, the Institute’s staff, and representatives of the Distance Learning Student Council, who wished the graduates not to stop there, to realize themselves in their professions, and to continue their education in the university’s Master’s program.

    We wish that the acquired education will help our graduates in their career growth, and that the knowledge obtained at the State University of Management will become the basis and a serious bid for a successful life.

    Pavel Voloshchuk has been developing and researching educational products for 14 years. Since August 2024, he has headed two master’s programs at the HSE Faculty of Computer Science:Research and Entrepreneurship in AI” And “Master of Science in Data Science” Pavel Voloshchuk spoke about his career path, time management and the specifics of academic leadership in an interview.

    — Tell us about your background.

    — I have two main interests. The first is teaching adults. For the last 14 years, I have been creating educational products: first in consulting and corporations (the Sochi-2014 organizing committee, Russian Railways, Sber), and for the last five years at HSE. The second interest is product research and product management, especially in the area of customer research and working with product hypotheses. This year, AST publishing house released my textbook, “Shake the Client: How to Create Products Inspired by Real People.”

    Thus, I have a managerial, product background.

    — What are your scientific interests?

    — I’m interested in how people learn, especially in face-to-face programs that are delivered online. How user behavior and their perception of product value change. How we can easily assess the value of a product before investing in expensive design and development stages.

    — How did you get into HSE?

    — I worked at SberUniversity, a division that trains Sber executives and develops external educational programs for partner companies. At a certain point, I was offered to transfer to the Higher School of Economics.

    — What are your responsibilities?

    — I am responsible for two master’s programs.

    “Research and Entrepreneurship in Artificial Intelligence” is a classic full-time program with 30 students. It is designed for those who want to dedicate themselves to scientific work in the field of DS – to become an employee of a corporate or university laboratory, a founder or a member of a team of a technology startup.

    The Master of Science in Data Science is a large online program, currently enrolling around 450 students. The online master’s degree is suitable for those who have no technical experience and are looking to learn the Data Scientist profession from scratch.

    These programs differ in everything from the format of study (face-to-face vs. online) to the requirements for admission (having technical experience and a desire for scientific work vs. lack of technical knowledge and mastering the profession from scratch).

    In addition, I collaborate with colleagues from Center for Continuous Education of the Faculty of Computer Science, where we are developing several new projects in the field of additional professional education.

    I also, of course, teach product research and mentor seminars in my master’s programs.

    — How does your working day go?

    — My working day can vary greatly depending on the season.

    During the admissions campaign, I conduct consultations with applicants and prepare for the new academic year. In May and June, I participate in examination committees and accept defenses from students.

    At the same time, a typical day always includes meetings – with the program team, teachers and colleagues from different departments of the HSE – communication with students, preparation of materials and much more, which ends with evening classes.

    The role of an academic director is not about a fixed schedule. The program is not just a set of tasks, but people: students, teachers, university staff, the market and the situation. This means that every day you have a variety of tasks to ensure the effective operation of the program.

    — How do you manage to combine academic leadership of two such different master’s programs?

    “It’s difficult, and without a team it would not have been possible to cope with such a workload.”

    We are implementing the program “Research and Entrepreneurship in AI” together with our partner – MTS, the guys are very helpful. And we also have an amazing manager of the training office – Ilona Yakovleva.

    If we talk about the Master of Data Science program, there is also a huge amount of work. Several factors help: previous experience in online education, the project team and the amazing involvement of teachers, with whom we are friends and solve all the problems together. For such a large program, connections with the industry are important. For example, in the 2024/25 academic year, through joint efforts, we found academic supervisors for 190 students in two weeks.

    — Are there any special features in managing an online master’s degree program?

    — There are many, I will give a couple of examples. First of all, it is a much larger volume of communication with students and teachers. Due to the format, they cannot simply ask questions at a meeting, it is a little more difficult for them to remain involved. Therefore, we have special curators who work with students’ questions. Special attention is also paid to community management, so that students have the opportunity to get to know those with whom they study and expand their circle of social and professional connections.

    — What are the prospects for your educational programs?

    — In 2024, we launched the first intake for the AI Research and Entrepreneurship program. On the one hand, it is difficult to be the first, on the other hand, students receive maximum attention from partners and the program team. Now we are actively preparing for the start of a new admissions campaign, analyzing feedback and preparing the program design for the next academic year. In addition, the internship season is approaching, colleagues from MTS are preparing to accept our students who have applied for an internship.

    For the Master of Data Science program, 2025 is a very important year — we are completely redesigning the program: it has become Russian-language, classes are synchronous. That is, students will be able to attend online classes, and the studies will be as similar as possible to the full-time program. This is an important transition that will improve the quality of training in the program and maintain the maximum relevance of the competencies that students receive.

    — What do you do in your free time?

    — Tennis. I also like quizzes. This fall we picked up a kitten, named her Amber, and now our family leisure time is treating the cat. She is almost healthy, we will soon choose another hobby.

    WASHINGTON – House Republican Conference Chairwoman Lisa McClain (R-Mich.) released the following statement ahead of the U.S. House of Representatives vote on H.R. 35, the Agent Raul Gonzalez Officer Safety Act:

    “This bill sends a message to illegal aliens, drug traffickers, and smugglers. If you threaten American lives, you will face the full consequence of the law,”Chairwoman McClain said. “Republicans want to detain, deport, and prevent these criminals from threatening our communities. And it is unfortunate that 154 Democrats disagreed when they voted against a similar, common-sense bill in the last Congress. They voted against America’s security. But today, they have another chance to redeem themselves. For those that vote against this bill today – you can start calling the loved ones of fallen officers.”

    The Agent Raul Gonzalez Officer Safety Act is set to be voted on in the House today. Officer Gonzalez lost his life in a high-speed chase near the border. The bill, named after him, would prevent illegal immigrants who flee border patrol from ever being admitted to the United States.

  • MIL-OSI USA: Governor Lamont Announces $12.8 Million in Small Cities Grants Awarded to Eight Municipalities To Modernize and Rehabilitate Housing

    (HARTFORD, CT) – Governor Ned Lamont and Connecticut Housing Commissioner Seila Mosquera-Bruno today announced that the Connecticut Department of Housing is awarding $12.8 million in grants to eight municipalities for infrastructure upgrades that will modernize and rehabilitate housing for low and moderate-income residents.

    The grants are being awarded as part of the Community Development Block Grant (CDBG) Small Cities program, which is administered by the Connecticut Department of Housing with funding from the U.S. Department of Housing and Urban Development. Eligible projects are required to be in a municipality with a population of fewer than 50,000 residents.

    “These housing grants go a long way to improving neighborhoods so that we can make our communities more attractive and encourage continued growth for the benefit of all our residents,” Governor Lamont said.

    “Connecticut has both large and small cities that contribute to its unique culture and quality of life,” Commissioner Mosquera-Bruno said. “Whether it’s helping families make essential renovations to their homes, ensuring senior living facilities are ADA compliant, or providing a fire truck for increased services, these grants are essential to upgrade and enhance our smaller towns. We’re aware that this funding is crucial and improves the day-to-day-lives of our residents.”

    The grants are being awarded to the following recipients:

    • Ashford – Pompey Hollow Senior Housing ($2,000,000): The Town of Ashford will use funds to renovate Pompey Hollow Senior Housing, a 32-unit low and moderate-income housing complex for elderly and disabled individuals. The proposed scope of work includes interior renovations replacing all common doors and hardware, installing automatic entry doors, full kitchen and bathroom upgrades, installing new mailboxes for the tenants, adding blown-in insulation, elevator upgrades, installing LED lighting, updates to the attic sprinklers, updates to emergency lighting, and replacement of all smoke detectors with hardwired combination smoke/carbon monoxide systems. All interior upgrades will focus on ADA compliance, where applicable. The exterior renovations include replacing the existing vinyl siding, replacing AC condensers, roof and chimney repairs, pathway and driveway repairs, sloping the existing patio for better drainage, installing a handrail at the front sidewalk, and installing new fuel tanks for the existing generator. Additionally, there will be mechanical upgrades including a new fire pump with transfer switch, new hot water circulating pumps, new expansion tanks, a new furnace air handler, and changing the heating system from oil to propane.
    • Canton – 21 Dowd Avenue ($2,000,000): The Town of Canton will use the funds to rehabilitate an SSHP property located at 40 Dowd Avenue in Canton. The property was built in 1979 with 40 residential units and a community building. The renovations include replacing roofing materials, installing new doors and windows, and replacing siding. ADA compliance improvements will be made to four residential units and the community building. The fire alarm and call-for-aid systems will be upgraded and replaced. Asphalt roofing systems will be installed in four of the six buildings. All windows will be replaced with Energy Star-rated windows. Improvements will include sidewalks, site railings, and parking areas.
    • East Windsor – Park Hill ($2,000,000): The Town of East Windsor will use the funds for capital improvements to the existing affordable housing development located at Park Hill, an 84-unit affordable housing development located at 1A Park Hill in Broad Brook. This phase will prioritize the oldest buildings, which include five buildings totaling 30 units. The remaining nine buildings (54 Units) will be addressed with SSHP funds to complete a similar scope. The improvements included in the proposed scope are energy efficiency upgrades through new heat pump heating systems (mini-splits); improved envelope with new siding, insulation, windows, and doors; and new kitchens, stoves, and flooring throughout units (excluding bathrooms). Additionally, handicapped accessibility upgrades to bathrooms through tub to shower conversions for elderly and disabled residents will be made.
    • Southington – General Pulaski Terrace ($2,000,000): General Pulaski Terrace consists of eleven buildings, including ten residential buildings with a total of 40 units and a community building. The project aims to modernize the property by replacing roofing materials, installing seamless aluminum gutters and leaf screens, replacing the existing heat pumps, and installing a monitored fire alarm system (call-for-aid) including a closed-circuit television system and the replacement of inefficient heat pumps with more energy-efficient units.
    • Stonington – Housing Rehabilitation Program ($400,000): The Town of Stonington will use the funds to complete up to 10 housing units, and the future use of any program income to be used to continue the Stonington Housing Rehabilitation Program (SHRP) into the future. It is the town’s goal to establish SHRP as a continuous town service for its residents and serve as a catalyst to improve the properties and the living conditions of the residents.
    • Tolland – Old Post Village ($2,000,000): Old Post Village was constructed in 1977, before the Americans with Disabilities Act of 1990. Currently, the housing complex does not have any fully ADA accessible units available for its residents. The scope of this project proposes to achieve full ADA compliance on three units. This conversion will not only benefit the tenants who need it most, it will also make the property fully compliant by meeting the minimum 10% “Type A” barrier-free handicapped- accessible units’ requirements. The proposed scope of work focuses on ADA improvements, energy efficiency, and safety. This will be achieved through renovations to the exterior building envelope, which includes replacing the roof, gutters, windows, entry and storm doors, as well as the entry door stoops; interior kitchen, bathroom and community room renovations, including ADA accessibility; new interior doors, water closets, sinks, showers, and flooring; blown-in attic insulation; replacement of all mini split units throughout the complex; electrical upgrades, including interior and exterior lighting, emergency lighting, smoke/carbon monoxide detectors, as well as building service panels and meter cans; and site work, including improving drainage, parking lot repairs and expansion, as well as ADA ramp additions and improvements.
    • Watertown – Country Ridge ($2,000,000): The proposed renovations for the complex include replacement of roofing materials, installation of new Energy Star-rated triple pane windows, and installation of new entry doors and storm doors. These renovations aim to improve the long-term sustainability and independence of the property.
    • Windsor – Housing Rehabilitation Program ($400,000): The Town of Windsor will use the funding to continue its Housing Rehabilitation Loan Program to help low and moderate-income homeowners rehabilitate their homes. Ten housing units are expected to be rehabilitated. Upgrades will include roof replacement, heating systems, window replacement, lead paint and asbestos removal, and electrical and code upgrades.

  • MIL-OSI Security: Mexican National Sentenced to Over Eight Years in Prison for Distributing Methamphetamine

    FRESNO, Calif. — Dario Mata-Manzo, 33, a Mexican national residing in Fresno, was sentenced today to eight years and eight months in prison for distribution of methamphetamine, Acting U.S. Attorney Michele Beckwith announced.

    According to court documents, in June 2022, Mata-Manzo negotiated the sale of crystal methamphetamine for $1,200 per pound and subsequently delivered 8 pounds of the drug to undercover officers in Fresno. Court documents indicate that Mata-Manzo was connected to an interstate poly-drug trafficking organization.

    This case was the product of an investigation by the Federal Bureau of Investigation, the Drug Enforcement Administration, the Fresno County Sheriff’s Office, and the High Impact Investigation Team (HIIT), a High Intensity Drug Trafficking Area Initiative (HIDTA), which consists of personnel from the California Department of Justice, Fresno Police Department, Fresno County Sheriff’s Office, Fresno County District Attorney’s Office, California Highway Patrol, Madera County Sheriff’s Office, Tulare County Sheriff’s Office, Kings County Sheriff’s Office, and the California Department of Corrections and Rehabilitation. Assistant U.S. Attorney Karen Escobar prosecuted the case.

    The case was investigated under the Organized Crime Drug Enforcement Task Forces (OCDETF). OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.     The 65th Medical Brigade hosted senior leaders from the Republic of Korea Army Feb. 6 for a briefing and static display walk-through at the 135th Forward Resuscitative Surgical Detachment. The visit highlighted the ongoing partnership between U.S. and ROK medical forces and their efforts to modernize battlefield medical capabilities.

    “As our partnership with the Republic of Korea Army continues to strengthen, we are working together to modernize battlefield medical capabilities,” said Col. Edgar G. Arroyo, commander of the 65th Medical Brigade. “The exchange of knowledge and experience between our forces ensures that we remain ready to provide life-saving care in any operational environment.”

    As the ROKA transitions from its Mobile Army Surgical Hospital model to adopt the U.S. Army’s FRSD structure, the engagement provided an in-depth look at how expeditionary surgical teams deliver advanced combat casualty care in austere environments. The event included a briefing on FRSD operational capabilities and a static display walk-through to showcase how this capability enhances battlefield survivability.

    Two senior ROKA generals attended the visit. Brig. Gen. Seo, the ROKA equivalent of the U.S. Army surgeon general, plays a pivotal role in shaping medical doctrine and force modernization. Brig. Gen. Jeon, head of the ROKA Analysis and Evaluation Department, oversees the assessment and implementation of force structure advancements. Additional attendees included commanders from ROK 7th Corps, 2nd Operational Command and 5th Corps, along with representatives from the Republic of Korea Joint Chiefs of Staff, Armed Forces Medical School and other ROK medical institutions.

    “The ability to sustain the fight starts with effective medical care,” Arroyo said. “Through engagements like this, we are reinforcing our shared commitment to ensuring our warfighters have access to the best possible battlefield medical support, no matter the conditions.”

    RYE, N.Y., Feb. 13, 2025 (GLOBE NEWSWIRE) — The Board of Trustees of The Gabelli Utility Trust (NYSE:GUT) (the “Fund”) approved the continuation of its policy of paying fixed monthly cash distributions. The Board of Trustees declared cash distributions of $0.05 per share for each of April, May, and June 2025.

    Each quarter, the Board of Trustees reviews the amount of any potential distribution from the income, realized capital gain, or capital available. The Board of Trustees will continue to monitor the Fund’s distribution level, taking into consideration the Fund’s net asset value and the financial market environment. If necessary, the Fund will pay an adjusting distribution in December which includes any additional income and net realized capital gains in excess of the monthly distributions for that year to satisfy the minimum distribution requirements of the Internal Revenue Code for regulated investment companies. The Fund’s distribution policy is subject to modification by the Board of Trustees at any time, and there can be no guarantee that the policy will continue. The distribution rate should not be considered the dividend yield or total return on an investment in the Fund. The Gabelli Utility Trust has paid a distribution to shareholders every month since October 1999.

    The Fund’s shares are currently trading at a premium to net asset value. The Board of Trustees believes that the premium at which the Fund shares trade relative to net asset value is not likely to be sustainable. Shareholders participating in the Fund’s dividend reinvestment plan should note that at the current market price, the reinvestment of distributions occurs at a premium to net asset value.

    All or part of the distribution may be treated as long-term capital gain or qualified dividend income (or a combination of both) for individuals, each subject to the maximum federal income tax rate for long term capital gains, which is currently 20% in taxable accounts for individuals (or less depending on an individual’s tax bracket). In addition, certain U.S. shareholders who are individuals, estates or trusts and whose income exceeds certain thresholds will be required to pay a 3.8% Medicare surcharge on their “net investment income”, which includes dividends received from the Fund and capital gains from the sale or other disposition of shares of the Fund.

    If the Fund does not generate sufficient earnings (dividends and interest income, less expenses, and realized net capital gain) equal to or in excess of the aggregate distributions paid by the Fund in a given year, then the amount distributed in excess of the Fund’s earnings would be deemed a return of capital. Since this would be considered a return of a portion of a shareholder’s original investment, it is generally not taxable and would be treated as a reduction in the shareholder’s cost basis.

    Long-term capital gains, qualified dividend income, investment company taxable income, and return of capital, if any, will be allocated on a pro-rata basis to all distributions to common shareholders for the year. Based on the accounting records of the Fund currently available, each of the distributions paid to common shareholders in 2025 would include approximately 1% from net investment income and 99% would be deemed a return of capital on a book basis. This does not represent information for tax reporting purposes. The estimated components of each distribution are updated and provided to shareholders of record in a notice accompanying the distribution and are available on our website (www.gabelli.com). The final determination of the sources of all distributions in 2025 will be made after year end and can vary from the monthly estimates. Shareholders should not draw any conclusions about the Fund’s investment performance from the amount of the current distribution. All individual shareholders with taxable accounts will receive written notification regarding the components and tax treatment for all 2025 distributions in early 2026 via Form 1099-DIV.

    Sen. Markwayne Mullin (R-Okla.) is an unconventional leading ally for President Donald Trump. As Trump prepared to return to Washington, plenty of Republicans with higher profiles and deeper pockets were jockeying to be his congressional facilitator-in-chief. 
    To understand Mullin’s rise from congressman to senator to Trump confidant, it must be recognized this isn’t a relationship built on politics — rather one forged in the deeply personal throes of a tragedy deferred.
    In early 2020, Mullin’s 15-year-old son, Jim, suffered a life-threatening blow to the head while wrestling, his pulse faint as paramedics airlifted him to a Tulsa hospital. When Trump learned what Mullin’s family was facing, he began calling.
    He never stopped. 
    “He was at rehab for 18 months,” Mullin said in an interview with Bloomberg Government on Capitol Hill. “The president called every week. He flew to Bakersfield, California, to see him. He offered to help us financially, which we didn’t need, but he offered to help us financially with it. He still asks about him. Every time we talk, he still asks how my boy is doing.”

    ‘Significant Relationship’ 
    Mullin’s bond with the president has positioned him to be one of the most influential lawmakers in Trump’s second term, with both a direct line to the president and congressional ties to help shape his legislative agenda. He stuck by Trump during the times when the president’s political career seemed over — through Jan. 6, a second impeachment, and the barrage of criminal charges. In doing so, as Trump returned to the White House, Mullin had demonstrated the attribute he values above all: loyalty.
    “There’s no question he has a significant relationship with the president,” Rep. Jason Smith (R-Mo.), Mullin’s close friend and roommate in Washington, told Bloomberg Government. “I know that to be certain.”
    On the surface, Trump and Mullin look like opposites. Trump, as a boy in New York, had a chauffeur, while Mullin grew up with six siblings in rural Oklahoma.
    The Oklahoman wears square-toed cowboy boots, a look his male staffers copy but one Trump wouldn’t be caught dead in. “And no, I don’t play golf,” Mullin said.
    Despite lacking the name recognition of some of Trump’s other allies, his close ties to the House — where he served for a decade before becoming one of the youngest senators at 45 years old in 2023 — give him a level of influence across the Capitol few senators have. 
    Mullin still leads a bipartisan workout group at 6:30 a.m. in the House gym, a group that included former Rep. Tulsi Gabbard (D-Hawaii), who was confirmed on Wednesday as Trump’s director of National Intelligence, and former House Speaker Kevin McCarthy. It has become his forum for maintaining relationships and building new ones, Smith said.
    “There’s not one senator over there that has better relationships with as many House members as Markwayne, and there is not a senator over there that campaigned more for Donald Trump,” Smith said.
    Frequent Fighter 
    At the same time, he’s one of Trump’s most effective attack dogs. He posts on X frequently — often more than a dozen times a day — defending the administration’s policies, talking up his nominees, and slapping down the “woke” mob out to get Trump. 
    He spent weeks on the road campaigning for Trump last fall, and as a citizen of the Cherokee Nation, he’s one of the few Native Americans in Congress — an attribute that has made him a credible attack dog in Trump’s anti-DEI crusade.
    “I grew up in Indian Country, living on the same land my ancestors were forced to move to,” Mullin posted on X last month. “I was born with bowed [legs] and a bad speech impediment. I lived in a barn. I NEVER let that be an excuse.”
    Mullin also played a pivotal role in getting some of Trump’s nominees across the line, including Defense Secretary Pete Hegseth and Robert F. Kennedy, Jr. for Secretary of Health and Human Services, according to a senior White House official who spoke on the condition of anonymity to discuss internal strategy. The official described him as working tirelessly and being “energetic” in advancing Trump’s goals.
    “President Trump loves people who are fighters,” said Rep. Kevin Hern (R-Okla.). “Clearly, Markwayne Mullin is a fighter.” 
    Mullin’s pugilistic nature was on show in 2023 when he threatened to fight Teamsters President Sean O’Brien during a committee hearing. The two nearly came to blows until Sen. Bernie Sanders (I-Vt.) intervened. The clip went viral on social media, raising the profile of both men. 
    As far as the president is concerned, Mullin has distinguished himself as a resource, Justin Clark, a former Trump White House official who later worked for Mullin’s campaign, said. He is one of a few senators who had direct access to Trump, meaning he can call him directly rather than go through handlers, and has established a regular back-and-forth where the two exchange ideas.
    Yet despite that access, Mullin doesn’t over-communicate — even as countless others constantly fight to get in the president’s ear.
    Mullin said he talks to Trump a few times a week. The two had spoken that morning, he said. However, Mullin wouldn’t say what was discussed — offering a hint at why the relationship has blossomed.
    “There’s a trust factor there, too,” he said.

  • MIL-OSI Europe: Using Digital Traces to Enforce Platform Regulation

    The geometric representation of the positioning of political parties and individuals according to different dimensions, a standard feature of comparative political studies, has only recently emerged in the analysis of digital data.

    The visualisations presented here by Pedro Ramaciotti, Researcher at Sciences Po médialab and the Centre national de la recherche scientifique, Head of the European Polarisation Observatory, Jean-Philippe Cointet, Professor at the médialab and Director of Sciences Po Open Institute for Digital Transformations, and Tim Faverjon, PhD student at the médialab, are based on analyses carried out on the digital traces of X/Twitter accounts. This research opens up avenues for regulators to prevent the risk of political profiling of platform users without their knowledge.

    The proliferation of exchanges via social networks and the democratisation of automatic learning algorithms, which ‘calculate’ individuals on the basis of their behavioural traces, are giving rise to growing mistrust.

    These technologies, which define the form and rules of interaction within the digital public space, are accused of increasing the polarisation of debates, encouraging the proliferation of hate speech and spreading disinformation (fake news), among other issues. Such fears underscore the need to focus on existing regulatory mechanisms to guarantee democratic principles.

    Since the mid-2010s, Europe has created an innovative regulatory framework through a series of legal instruments such as the Artificial Intelligence Act, the Digital Services Act (DSA), the Digital Markets Act (DMA) and the General Data Protection Regulation (GDPR). Two of these – the GDPR and the DSA – seek to protect European Union (EU) citizens from intrusive data collection and advertising that uses personal information such as ethnic origin, sexual preference, religion and political opinion (Article 26.3 of the DSA, which refers to the list of sensitive categories from Article 9.1 of the GDPR).

    On 14 March 2024, less than a month after the DSA came into force, LinkedIn was censured by the European Commission, which suspected the platform of using sensitive data (including political preferences) from users to expose them to targeted advertising. Article 34 of the DSA also requires platform operators to assess the risk that their services, including recommendation and moderation systems, pose to ‘freedom of expression and information, including freedom and pluralism of the media’. Europe’s leading role in protecting democratic principles online is laudable.

    It is nonetheless legitimate to question the effectiveness of these legal tools. The DSA prohibits platforms from engaging in political profiling for advertising purposes, but what tools does the regulator have to detect this type of profiling? Similarly, social networks are given real responsibility for the variety of opinions visible online. However, the amplification systems that make the algorithms so addictive are also likely to produce an incomplete or biased view of opinions.

    So how to identify and quantify this deviation from the pluralist ideal? How to measure the diversity of opinions expressed on a given subject? The problem is twopronged. First, the information space to which users are exposed through the prism of the platforms needs to be observable. Second, the space in which respect for political diversity is desirable needs to be clarified. How should this diversity be measured? Should the ideological indicator be based on the right-left spectrum? Or should it be gauged in other attitudinal dimensions linked to sometimes emerging issues such as immigration, globalisation, cultural and environmental issues?

    Measuring the opinions of large populations using their digital footprints

    While it is common practice in comparative politics to use geometric representation to position parties or politicians along predefined axes, this type of practice has only recently emerged in the analysis of digital data. The nature of this data, generally resulting from behavioural traces left by individuals, depends on each platform; it typically includes information on what users share, write or ‘like’. They are of particular interest when they are produced by large populations of users, enabling conclusions to be drawn about national political systems on a large scale with greater robustness.

    Using behavioural traces to estimate the positions of individuals according to ideological dimensions or spectrums (opposing right and left, for example) or positions (for or against) on various public policies is a relatively old practice. In the 1980s, pioneering work used parliamentary voting data to position legislators on ideological spectrums. The intuition was that legislators voting for the same laws were probably very close ideologically. Conversely, if their votes were rarely in agreement, then they were very far apart. Gradually, all these patterns of behaviour created a political space that enabled each player to be finely positioned in a one-, two- or even multi-dimensional space. The same is true today of digital traces, which can betray the political preferences of users when we collect the media they retweet or the accounts of politicians they follow (to mention only the case of X/Twitter). 

    The European Polarisation Observatory (EPO), led by Sciences Po, is tackling the measurement of the public opinion of large populations (from hundreds of thousands to several million users per country) based on their digital traces. While the first studies using social network traces, mainly sought to position individuals and content on spectrums opposing liberals and conservatives (particularly for political analysis in the United States), the research carried out within EPO seeks to extrapolate these studies for the different national contexts in the EU.

    Statistical inference methods are developed using various databases that have been used to characterise the political space defined by the parties in each country. For example, data from the Chapel Hill Expert Survey are used to position the political parties on dozens of ideological dimensions or public policy issues that structure each national context: right-left, European Union, immigration, confidence in institutions and elites, etc. This expert data enables validation and calibration of the results obtained by analysing digital traces and, above all, expansion of this classification to the party level across very large populations.

    Measuring online behaviour and exposure according to political preferences

    Because their political positioning has been estimated along dimensions specific to their national contexts, and because these estimates are linked to digital traces (unlike, for example, traditional survey data), these populations could become a primary source of metrics for the regulator to assess political profiling. This is illustrated by two studies published in 2023 and 2024, respectively: one on the relationship between polarisation and disinformation online, and the other on algorithmic content recommendations on social media.

    Online misinformation is one of the central issues in moderating and regulating platforms. Understanding the determinants of fake news sharing is key to fighting disinformation better. Research carried out in the United States has shown that disinformation is mainly spread by a small share of the population on the fringes of the political spectrum, and particularly on the far right. The populations produced by EPO at an EU level enable an extension of the results obtained in the United States to other countries, accounting for the specific political dimensions that structure their digital space.

    The best illustration of these results is the aforementioned 2023 study, which analysed misinformation circulating on X/Twitter. It shows that in France fake news-sharing behaviour is largely determined by the position of accounts along two independent dimensions: on the one hand, the right-left axis, and on the other (and perhaps above all), the anti-elite sentiment and distrust of institutions harboured by certain accounts.

    Analysis of algorithmic content recommendations further illustrates the challenge facing regulators. To comply with Article 34 of the DSA, platforms must assess the impact of algorithmic recommendations on plurality and freedom of access to information. In countries where X/ Twitter is the platform of choice for journalists and political figures – as is the case in almost all of Western Europe and on the other side of the Atlantic – it is easy to imagine the consequences of targeted algorithmic amplification that would favour or penalise messages and content emanating from a single party or reflecting the perspective of a single political camp.

    To analyse these issues, researchers, who are explicitly given this role by article 40 of the DSA, need to have access to both the data on platform recommendations and a political characterisation of the content recommended and the users to whom it is offered. This is the purpose of the 2024 study on algorithmic recommendations, based on digital populations produced by EPO, in collaboration with the CNRS (the ‘Horus’ project). By jointly assessing the political positions of the authors and recipients of recommended messages, this study provides the first quantitative assessment of the political diversity of recommendations to which players in the French Twittersphere are exposed.

    It clearly shows (see figure above) that recommendations obey a logic of ideological segregation: users from the left, centre and right are overexposed to messages from their respective political camps, though to a lesser extent for centrists. In other words, messages published by friends who share the same opinions are systematically amplified by the algorithm.

    The only exception to this boost for ideological proximity is that the algorithm also amplifies messages from far-left-wing users among right-wing users, to the detriment of content published by moderates. It is also interesting to note that the reverse is not true, and that left-wing users appear to be underexposed to content from the right (in almost the same way as content from moderates).

    Can artificial intelligence inadvertently generate political profiles?

    The digital traces of platforms enable building unprecedented bridges between computer science and comparative politics. A question that must be considered is whether the artificial intelligence (AI) algorithms used to recommend content on platforms might inadvertently build political profiles of users in their deep layers.

    AI technologies exploit massive quantities of data and produce complex statistical models to calculate, for example, predictions or information rankings (which feed into algorithmic recommendations). However, these models are not always comprehensible or explainable, which is why they are often referred to as black boxes. Hence the risk that recommendation algorithms may unwittingly internalise political user profiles in their calculations. If so, how can this phenomenon be detected, measured and, if necessary, protected against? These questions are justified for two reasons.

    First, the creation of profiles within AI models would constitute a breach of Article 26 of the DSA and would, in practice, mean an unwanted shift in the responsibility of platforms, which are hiding behind the opacity of the models. Detecting these profiles in AI models could also prevent intentional but stealthy breaches of Article 26.

    For example, if the operator of a platform is convinced that its AI model will provide relevant political advertising to its users (by anticipating what content will be shown to users of a particular political persuasion), without having to make this explicit in the design of its AI model, it will be able to offer targeted political advertising as a service while claiming that the users’ political profile remains unknown to the machine.

    Second, efforts to moderate the negative phenomena caused by the political diversity of the content consumed (such as exacerbated polarisation) raise complex normativity issues: what degree of content diversity should be imposed on users? Who should measure it and who should impose it?

    In addition to revealing the political profiles of users, it is conceivable that these models could be used to selectively delete information that might betray an individual’s political preferences. Is it possible to design recommendation systems that are blind to politics, that comply with legislation, but that remain relevant to the user? Developing the ability to map the political space suggested by digital traces is key to answering this question. And it is crucial in this respect that digital platform data be widely auditable by research.

  • MIL-OSI United Kingdom: More red tape slashed to reduce apprenticeship bureaucracy

    Reforms to apprenticeship training provider payment system and End Point Assessments will cut bureaucracy and enable focus on high quality training.

    The government is slashing more red tape to ensure businesses and apprenticeship training providers are able to focus even more of their time on apprentices, the Skills Minister announced today, unlocking opportunity and driving growth under the government’s Plan for Change.

    Reforms to the payment system have long been called for by training providers. They will cut red tape by stopping the need for providers to log the same data multiple times, saving valuable time currently wasted on duplicating records, ensuring consistency across systems.

    The move comes during National Apprenticeship Week and will mean training providers can focus on what matters most – breaking down barriers to opportunity through helping apprentices to develop their skills to enter well-paid careers and drive economic growth in key sectors.

    Today the government also announced changes to End Point Assessments (EPAs), making the system simpler and more flexible while ensuring apprentices prove their competence for skilled work.

    Where appropriate, apprentices will be assessed on some things during their apprenticeship rather than all at the end, and training providers may be able to deliver elements of the assessment, rather than having to rely on external assessors.

    The government is also ensuring apprentices don’t have to be re-tested on the same skills they have already demonstrated, such as by taking a mandatory industry exam, to avoid wasting apprentices’ time. 

    This will deliver more timely assessments while retaining rigour, and ensure that apprentices are assessed on what matters most to employers, removing unnecessary burdens to career opportunities and getting skilled workers into key industries to support growth.

    Skills Minister, Baroness Jacqui Smith, said:

    Employers and providers are burdened with needless red tape which makes it harder to train and recruit apprentices.

    We have heard time and again from training providers, apprentices and employers that this needs to change, and we are determined to deliver this so they can focus on what they do best – creating jobs and driving growth.

    Businesses should rest assured this National Apprenticeship Week that this government is determined to work with them to make apprenticeships work better, helping to grow the economy.

These included shorter apprenticeships with the minimum time for completion reduced to eight months, and making English and Maths requirements for completing an apprenticeship more flexible to boost recruitment in sectors like construction and healthcare.

    Existing assessment plans will be rewritten on a standard-by-standard basis to reflect these changes, with the first plans being revised from April 2025.

  • MIL-OSI USA: A Few Simple Steps to Start Preventing Heart Disease Today

    Dr. Maxwell Eder recently joined the Calhoun Cardiology Center at UConn Health. The Center is celebrating its 20th anniversary of advancing cardiovascular care, research, and training the next generation of heart doctors.

    “UConn Health is an excellent place for general cardiology,” says Eder. “General cardiology allows me to care for a wide variety of heart patients which I really enjoy!”

    Eder serves as an assistant professor of cardiology at UConn School of Medicine. He joined the UConn faculty from Yale where he completed both his residency and fellowship training in general cardiology.

    Eder cares for patients at UConn Health ranging from those who simply want to prevent heart disease or lower their risk factors to those with a cardiovascular disease diagnosis and are being treated in the echocardiography lab or as inpatients at UConn John Dempsey Hospital.

    Eder loves the heart.

    “I really like the complexity of this muscle we call the heart,” says Eder. “It is more than just a muscle, a lot more. The heart has a very unique pathology, its own piping, and even its own electrical system too.”

    Plus, Eder loves the heart patients he gets to meet.

    “I really connect with my heart patients. It’s very gratifying to be able to offer them really great and evidence-based treatments,” Eder says who finds it also rewarding to meet with patients who are looking to prevent heart disease.

    “I am happy to see all patients, but most people don’t need a practicing cardiologist to begin to prevent heart disease today, right now,” Eder says about heart disease which remains the leading cause of death of American men and women.

    According to Eder, if someone has a new concern or change in their heart health or risk factors for the disease such as a sedentary lifestyle, high blood pressure, high cholesterol, was a past smoker, or has a strong family history of heart attack or stroke, it’s a very good idea to seek a consult with a cardiologist.

    Eder advises three simple healthy lifestyle choices to begin preventing heart disease at any age.

    First, eat heart healthy with a daily diet rich in fruits, vegetables, and high in fiber.

    Second, stay active weekly with brisk walking or other vigorous exercise you enjoy.  In fact, the official recommendation for exercise by the American Heart Association (AHA) is 150 minutes of moderate aerobic activity or 75 minutes of vigorous activity per week with strength training two days per week.

    Lastly, don’t ever smoke, or quit smoking now, as it hardens and narrows the arteries in your body including those in the heart.

    “If you eat healthy, exercise regularly, keep your cholesterol low, and avoid smoking your risk of developing heart disease will be much lower,” stresses Eder. “It’s never too early to start preventing heart disease and reducing your cardiovascular risk factors to prevent a heart attack or stroke in your lifetime.”

    Eder concludes, “Live a healthy lifestyle, with everything in moderation. Do these few simple steps daily and you will be doing an amazing job of keeping your risk factors for cardiovascular disease low and maintaining your heart health.”

  • MIL-OSI Security: High-Ranking Member of Sinaloa Cartel Charged in Chicago with Drug Conspiracy

    CHICAGO — A federal grand jury in Chicago has indicted a high-ranking member of the Sinaloa Cartel in Mexico on a drug conspiracy charge for allegedly manufacturing and distributing fentanyl, cocaine, heroin, and other drugs and importing them into the United States.

    According to an indictment returned Monday in the Northern District of Illinois, CEFERINO ESPINOZA ANGULO, 43, a dual citizen of the U.S. and Mexico, employed dozens of gunmen in Mexico to protect and support the leadership of the Guzman faction of the Sinaloa Cartel, including Ivan Guzman-Salazar, Jesus Alfredo Guzman-Salazar, Ovidio Guzman-Lopez, and Joaquin Guzman-Lopez, collectively known as “the Chapitos.”  The indictment alleges that Espinoza Angulo worked with others to obtain fentanyl precursor chemicals and to manufacture fentanyl for importation into the United States.  Espinoza Angulo allegedly worked with others to transport the fentanyl, cocaine, heroin, methamphetamine, and ecstasy toward the U.S. border for importation into the country.  The indictment accuses Espinoza Angulo of illegally using a machine gun in furtherance of his drug trafficking crime.

    The Chapitos are the sons of Joaquin Guzman Loera, also known as “El Chapo,” who led the Sinaloa Cartel before being convicted by a federal jury in Brooklyn, N.Y., and sentenced to life in prison.  The Chapitos allegedly assumed their father’s role as leaders of the Sinaloa Cartel.  The Chapitos have been charged with drug trafficking in other U.S. indictments.

    The indictment against Espinoza Angulo charges him with drug conspiracy and a firearm offense, which are punishable by a maximum sentence of life in federal prison and a minimum of 30 years.  Espinoza Angulo is believed to be residing in Mexico.  A U.S. warrant has been issued for his arrest.

    The indictment was announced by Morris Pasqual, Acting United States Attorney for the Northern District of Illinois, Antoinette T. Bacon, Supervisory Official of the Justice Department’s Criminal Division, Tara K. McGrath, United States Attorney for the Southern District of California, and Chad Yarbrough, Assistant Director of the FBI’s Criminal Investigative Division.  Valuable assistance was provided by Homeland Security Investigations Field Offices in Arizona and Spokane, Wash.; DEA Special Operations Division, Bilateral Investigations Unit; FBI Field Offices in Washington, San Diego, and Los Angeles; and the Portland, Ore. Police Bureau, Narcotics and Organized Crime Unit, HIDTA Interdiction Taskforce.  The government is represented by Assistant U.S. Attorneys Michelle J. Parthum and Andrew C. Erskine of the Northern District of Illinois, Assistant U.S. Attorney Matthew Sutton of the Southern District of California, and Trial Attorney Kirk Handrich of the Criminal Division’s Narcotics and Dangerous Drug Section at the Justice Department.

    The case is part of an Organized Crime Drug Enforcement Task Force operation.  OCDETF identifies, disrupts, and dismantles drug trafficking organizations and other criminal networks that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local enforcement agencies.

    “Our nation’s fentanyl crisis has devastated individuals and families in northern Illinois and throughout the country,” said Acting U.S. Attorney Pasqual.  “Our office will continue to work with our law enforcement partners to disrupt the production and trafficking of fentanyl and other dangerous narcotics before they can reach more victims.”

    “As alleged, the defendant conspired to traffic dangerous drugs, including fentanyl, into the United States — and employed dozens of gunmen to protect his drug trafficking operation and the leadership of the Guzman faction of the Sinaloa Cartel,” said Supervisory Official Bacon.  “Stopping Mexican cartels from poisoning our communities with fentanyl and other narcotics is a top priority of this Administration.  Today’s indictment demonstrates that the Criminal Division is relentless in its pursuit of the drug traffickers who profit at the expense of the American people.”

    “From San Diego to Chicago to D.C., we are united to bring down the traffickers pushing these poisons into American communities,” said U.S. Attorney McGrath. “We are attacking at every level — from street dealers to cartel leaders.”

    “This indictment reinforces the FBI’s unwavering commitment to hold accountable those who endanger our communities and traffic violence and drugs across our borders,” said Assistant Director Yarbrough.  “Let this serve as a clear message: if you engage in cartel activity, we will pursue you and bring you to justice.  Together with our law enforcement partners at every level, we remain fully committed to protecting the American people and stopping the flow of these dangerous drugs into our nation.”

    The public is reminded that an indictment is not evidence of guilt.  The defendants are presumed innocent and entitled to a fair trial at which the government has the burden of proving guilt beyond a reasonable doubt.

  • MIL-OSI Security: U.S. Attorney’s Office Collects $23.5 Million in Civil and Criminal Actions in Fiscal Year 2024

    ST. LOUIS – U.S. Attorney Sayler A. Fleming announced today that the Eastern District of Missouri collected $23.5 million in criminal and civil actions in Fiscal Year 2024. Of this amount, $11 million was collected in criminal actions and $12.5 million was collected in civil actions.  

    Additionally, the Eastern District of Missouri worked with other U.S. Attorney’s Offices and components of the Department of Justice to collect $16.9 million in cases pursued jointly by these offices, the majority of which was collected in civil actions.          
         
    Among the civil settlements were two cases involving allegations of false claims for medical services. Total Access Urgent Care (TAUC) paid $9.1 million and a Festus pain management doctor, Dr. Nehal Modh paid $1.2 million.

    Nearly $1 million of the total collected in criminal actions came from a continuing case against two Jefferson County chiropractors who aided their clients in committing disability fraud. So far, 27 patients have pleaded guilty and been ordered to repay their fraudulently-obtained disability payments. The chiropractors are currently in prison, and have also been ordered to pay restitution.

    More than $880,000 was recovered in fiscal year 2024 from the garnishment of the retirement accounts belonging to two doctors who pleaded guilty in separate criminal cases. About $628,000 was recovered from Dr. Amy Swegan, who admitted accepting kickbacks from telemedicine companies involved in a nationwide fraud scheme. Nearly $255,000 was collected from Dr. Ashu Joshi, who distributed child pornography involving the daughter of a former patient.

    “These cases show that our Financial Litigation Unit will aggressively pursue restitution for victims and taxpayers, even if it takes years after a case is resolved,” said U.S. Attorney Sayler A. Fleming.

    The U.S. Attorneys’ Offices, along with the department’s litigating divisions, are responsible for enforcing and collecting civil and criminal debts owed to the U.S. and criminal debts owed to federal crime victims. The law requires defendants to pay restitution to victims of certain federal crimes who have suffered a physical injury or financial loss. While restitution is paid to the victim, criminal fines and felony assessments are paid to the department’s Crime Victims Fund, which distributes the funds collected to federal and state victim compensation and victim assistance programs.

    Additionally, the U.S. Attorney’s office, working with partner agencies and divisions, collected $5.6 million in asset forfeiture actions in FY 2024. Forfeited assets deposited into the Department of Justice Assets Forfeiture Fund are used to restore funds to crime victims and for a variety of law enforcement purposes.

  • MIL-OSI Security: Boston Woman Sentenced for Fraudulently Obtaining COVID-Relief Funds

    BOSTON – A Boston woman was sentenced in federal court in Boston for a scheme to fraudulently obtain pandemic-related relief funds from the Paycheck Protection Program (PPP).

    Jameela Gross, 28, was sentenced by U.S. District Court Judge William G. Young to time served (one day) to be followed by three years of supervised release. Gross has also been ordered to pay $18,750 in restitution. In September 2024, Gross pleaded guilty to one count of wire fraud. Gross was arrested in February 2024 along with over 40 Heath Street Gang members/associates, who were charged with racketeering conspiracy, drug trafficking, firearms charges and financial frauds, including COVID-related fraud.

    Among other relief programs, the Coronavirus Aid, Relief, and Economic Security Act created the PPP, a temporary loan program directed at small businesses. PPP loans were processed and funded by participating lenders and guaranteed by the U.S. Small Business Administration. If the small business used the loan funds for permissible expenses, the loan could be forgiven.

    In April 2021, Gross submitted a fraudulent PPP loan application on behalf of her purported photography business. The application contained multiple false statements, including false representations regarding the fictitious business’s income in 2020 and the purpose of the loan. Gross also submitted false tax records in support of her loan application. Based on the fraudulent application, Gross received approximately $18,750.

Foley; Boston Police Commissioner Michael Cox; Jonathan Mellone, Special Agent in Charge of Department of Labor, Office of Inspector General; and Thomas Demeo, Acting Special Agent in Charge of the Internal Revenue Service Criminal Investigations made the announcement today.   • MIL-OSI Security: Four Arrested for Harboring a Dozen Illegal Aliens in 2 El Paso Hotels

    EL PASO, Texas – Four individuals were arrested in El Paso on criminal charges related to their alleged involvement in a human smuggling conspiracy.

    According to court documents, agents from the Ysleta Border Patrol Station’s Disrupt Unit were conducting surveillance operations at an El Paso motel when they observed a vehicle outfitted with a temporary license plate. The vehicle had previously been observed at various other hotels known to be used for harboring undocumented noncitizens. Court documents allege that the driver of the vehicle entered the motel lobby briefly before returning to the vehicle and driving away.

    Soon after, the agents allegedly observed three individuals cautiously departing from one of the motel rooms and entering a separate vehicle with a temporary license plate. The driver of the vehicle, Yair Alejandro Aguilar-Flores, allegedly admitted to being a Mexican national living in the United States illegally. The two individuals who accompanied him, Angel Eduardo Carrillo-Carrillo and Jorge Alfredo Lopez-Acevedo, were also arrested after the agents determined them to also be illegally present in the U.S. They also acknowledged that additional undocumented noncitizens were inside the motel room.

    Upon investigation, the agents located seven more undocumented noncitizens, all of whom were placed under arrest. As agents were concluding their investigation, they noticed the driver of the first vehicle returning to the motel. He approached the room where the migrants had been arrested and knocked on the door. The individual, Jesus David Reyes-Villagran, allegedly admitted to the agents that the motel room was his and that he was returning from dropping off five other undocumented noncitizens at another El Paso hotel.

    Aguilar-Flores, Carrillo-Carrillo, Lopez-Acevedo and Reyes-Villagran are charged with bringing in and transporting aliens. If convicted, they each face up to 10 years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

  • MIL-OSI Security: Fall River Woman Pleads Guilty to Stealing Social Security Benefits

    BOSTON – A Fall River woman pleaded guilty yesterday in federal court in Boston to stealing Social Security benefits intended for her child.    

    Nancy Taylor, 45, pleaded guilty to one count of theft of public funds. Chief U.S. District Court Chief Judge F. Dennis Saylor IV scheduled sentencing for May 12, 2025. Taylor was indicted by a federal grand jury in April 2024.

    From May 2016 through May 2022, Taylor embezzled approximately $86,994.58 in Social Security benefits that were intended for her minor child. In August 2014, when Taylor applied to receive benefits on behalf of her child as a representative payee, the Social Security Administration (SSA) informed her of her obligation to notify SSA if her child left her custody.  However, Taylor did not notify SSA when she lost custody of her child in May 2016. Instead, Taylor called SSA in October 2021 to update contact information for the child so that she could continue receiving her child’s benefits. Further, in June 2022, Taylor visited an SSA field office to reactivate her receipt of her child’s benefits and provided two fraudulent forms claiming that her child still lived with her and that she spent all the Social Security benefits she received for her child’s care. In reality, Taylor used the vast majority of the stolen funds to pay her own bills.

    The charge of theft of public funds provides for a sentence of up to 10 years in prison, three years of supervised release and a fine of $250,000 or twice the gross gain or loss, whichever is greater. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and other statutory factors.

Foley and Amy Connelly, Special Agent-in-Charge of the U.S. Social Security Administration, Office of the Inspector General, Office of Investigations, Boston Field Division made the announcement.   • MIL-OSI United Kingdom: Repairs to start on listed Council House

    Works to repair and protect the historic Council House building are starting this week.

    The works will stabilise precast cladding panels on the Grade 2 listed building, which surveys show are deteriorating due to age and weather exposure.

    Additional fixings will be installed on the panels and the joints between them sealed to help prevent water getting in.

    A decision to allocate funding from the Council’s capital programme for the works will also allow further investigations and regular inspection of the panels.

    Further scaffolding is being erected and the works are likely to take 18 weeks to complete. The building will remain open to the public throughout and meetings and events will not be affected. However, parking will not be available at the front of the building during the works. 

    Councillor Chris Penberthy, Cabinet member with responsible for assets, said: “We need to care for public assets and these works are essential to protect both this important public building and the people using it. The listed status means the works will be carried out carefully and sensitively.

    “We’ll be making sure disruption to the many users of the building is kept to an absolute minimum.”

    As part of National Apprenticeship Week 2025, the Apprenticeship Team at Coventry City Council hosted more than 25 employers for a School Apprenticeship Show.

    The event held this week at Coventry Rugby Club brought together over 300 students.

    Severn Trent, Coventry University, BUUK infrastructure, Land Rover and West Midlands Police were just a few of the organisations promoting the wealth of apprenticeship opportunities available.

    The show provided an invaluable platform for young people to explore career pathways, engage with employers, and gain insights into how apprenticeships can be a direct route into skilled employment.

    Employers from sectors such as construction, healthcare, digital, engineering, and the public sector were on hand to share information, answer questions, and inspire the next generation of apprentices.

    Cllr Richard Brown, Cabinet Member for Finance and Resources at the Council, said: “I’m really pleased that our own apprenticeship team is helping to bring together so many great organisations and so many young people.

    “Events like this are such a great way to highlight the different career options that apprenticeships can be the springboard to.”

    The London Assembly has called on the Mayor of London to launch an independent investigation into temporary speed limits put in place on the A20 at the Sidcup bypass between October 2023 and October 2024.

    In a motion agreed today, the Assembly noted campaign groups’ concerns that:

    • Signage was insufficient and followed the wrong chapter of the signage manual
    • The signage installed was potentially hazardous with the top of the mounting post not fully covered by the sign
    • There are allegations that the traffic order (0622) was not published on the Transport for London (TfL) website or in compliance with statutory instruments

    Thomas Turrell AM, who proposed the motion, said:

    “There are serious questions to be raised about whether TfL have followed due procedure, and for that reason they cannot be allowed to mark their own homework in investigating what has happened.

    “The Assembly has spoken clearly: the Mayor should call an independent investigation, so that we might learn lessons from this and avoid the mistakes made with the A20.

    “This has affected drivers who say that they couldn’t possibly have known they were breaking the rules, and we owe it to them to thoroughly investigate this issue.

    The full text of the motion is:

    This Assembly calls on the Mayor of London to launch an independent investigation into the implementation of the temporary speed limits on the A20 at the Sidcup by-pass, which were in place between October 2023 and October 2024.

    This Assembly notes the concerns raised by campaign groups which include:

    • Allegations that the traffic order (0622) was not published on the Transport for London (TfL) website or in compliance with statutory instruments, and that the Officer named on the order does not appear on the Audit record, and concerns at the possibility that the wrong Officer signed off on the order altogether.

    • Concerns that the signage installed was potentially hazardous with the top of the mounting post not fully covered by the sign.

    This Assembly believes that TfL cannot be allowed to mark their own homework on this issue and therefore calls on the Mayor to launch an independent investigation into these concerns so that lessons can be learnt and the mistakes seen with the A20 are not repeated.

  • MIL-OSI Security: Defense News: NMCB 11 Seabees help stranded motorists

    The Seabees were convoying home from an exercise when they noticed a submerged vehicle near the site of a collision and quickly rushed to the aid of the two elderly occupants inside.
    “We spotted the car while stopped for a routine check and ran straight over,” said Builder 2nd Class Thomas McLaughlin, who helped with the rescue. “The occupants were frightened but felt reassured when they saw us get into the water to help.”
    After carrying the motorists to safety through waist-deep mud and water, the Seabees returned to the vehicle to retrieve personal belongings.
    Now safe on dry land, Hospital Corpsman 1st Class Marcos Ramirez assessed all motorists involved in the three-car accident for injuries while Equipment Operator 1st Class Andrew Warren coordinated with emergency services.
    Once first responders took over the scene, the convoy was back on the road and returned safely to Naval Construction Battalion Center Gulfport, Mississippi.
    NMCB-11, assigned to Naval Construction Group (NCG) 2, is homeported in Gulfport as part of the Naval Construction Force.
    The mission of NCG 2 is to organize, man, train, maintain, and equip Naval Construction Regiments (NCRs), NMCBs, the Construction Battalion Maintenance Unit (CBMU), and the Underwater Construction Team (UCT) to provide supported commanders with expeditionary engineering forces capable of general engineering and construction, and limited combat engineering across the full range of military operations.

    An “inspiring” community event took place at Akaal Primary School recently which brought together key local partners to support young people and families to identify employment and education options for young people.

    Led by Derby City Council’s Neighbourhood Team, this initiative was a direct response to ideas raised at the recent Normanton Partnership; a collaboration of residents, community groups, schools and councillors.

    The event gave residents the opportunity to ask local organisations about the work taking place in their neighbourhood, and also gave young people and their families the chance to talk about apprenticeship and educational opportunities available to them.

    With the involvement of organisations such as Aspire2Succeed, Derby College, DWP Job Centre, Derbyshire Constabulary, Supporting Communities and many others, the event provided a vital space for engagement, support, and collaboration. Over 60 residents attended, highlighting the community’s desire for accessible, local support.

    A key takeaway from the evening was that young people expressed the importance of having a dedicated space within their community where they feel safe, valued, and represented. The success of this event has laid the foundation for further events in the future at other locations around Derby, so residents learn more about their neighbourhood team and education and employment opportunities available to them.

    The Institute for Statistical Studies and Economics of Knowledge at the National Research University Higher School of Economics, based on statistical data and a specialized survey called “Making Science in Russia,” analyzes the prevalence of practices in scientific organizations and universities in the country that use AI solutions to carry out research and development.

    Reference: The “Doing Science in Russia” study is a continuation of the Doing Science project (the first two waves were conducted in 2017 and 2022). As part of the third wave (October-November 2024), representatives of 719 scientific organizations and universities (heads or their deputies for research activities) were asked to rate on a five-point scale the level of provision with AI systems for research and development.

    This issue of the series “Artificial Intelligence” was prepared within the framework of the project “Monitoring scientific support for measures to achieve technological leadership of the Russian Federation” of the thematic plan of research work provided for by the State assignment of the National Research University Higher School of Economics.

    Modern AI-based technologies are changing the usual way of life in all areas of activity, and science is no exception. SurveyA 2023 Nature study found that more than a quarter of scientists already using AI in their research expect the technology to become an essential tool for their field in the next 10 years, with another 47% believing it will be very useful. Related study Oxford University Press shows that we won’t have to wait that long: 75% of surveyed scientists publishing in leading journals have already used various AI tools in 2024, including machine translation services (49%), chatbots (43%) and search engines (25%). According to respondents, AI-based solutions are useful at all stages of the research cycle and for a wide range of tasks: 41% of respondents used them to search for literature, about 35% – for its generalization and/or editing of text (e.g., an article manuscript), 25% – for idea generation, data collection and/or its analysis.

    According to statistics, the implementation of AI solutions in the field of science in Russia is only gaining momentum. In 2023, about 5% of scientific organizations and about 10% of universities used AI for their purposes, but these figures do not fully reflect the real scale of the use of this technology by scientists, since they characterize only the practices of the organizations themselves, and not their employees.

    In the future, we should expect the expansion of AI implementation in the field of science and higher education: every second organization sees prospects for further use of relevant tools in their activities here. In addition, almost 25% of scientific organizations and 38% of universities that are already using AI believe that such technologies will radically change internal processes in science in the coming years; many of them consider intelligent decision support technologies to be the most promising for these tasks (33%).

    It is obvious that the possibility of realizing these expectations largely depends on the level of development of the necessary digital infrastructure. As shown by a survey of 719 scientific organizations and universities conducted by the HSE ISSEK as part of the Doing Science in Russia project (October-November 2024), access to AI systems for research and development is still difficult. The surveyed executives rated the availability of such foreign-developed systems (ChatGPT, Trinka, Mendeley, Scite, Google Jax, etc.) at 2.71 points out of a possible five, and domestic systems (GigaChat, GitVerse, YaLM, SOVA, RAZUM AI, GOLEM, NeuroMark, AI BAUM PLATFORM, NNWizard, etc.) even lower, at 2.60 points. The situation is somewhat better in universities than in other organizations (Fig. 1).

    Against the background of restrained assessments of the current situation, forecasts for the next three years look more optimistic: organizations of all types expect a significant increase in the use of AI systems for research and development. Of course, to ensure such dynamics, it is necessary to remove barriers that hinder the spread of AI in science. Among the most significant of them, universities and scientific organizations note: a shortage of financial resources, a shortage of qualified personnel, an insufficiently developed ICT infrastructure, a shortage/low quality of big data for the implementation of AI. Half of the universities and about 40% of scientific organizations point to the influence of these restraining factors.

    Overcoming barriers to the spread of AI in Russian science could be facilitated by a special program that would provide for the development of research standards using AI; grants for young scientists and research teams studying and using AI in their work (with priority given to those areas of science where such technologies are rarely used); support for the development of AI applications for scientific tasks; compensation for the costs of universities and research organizations for the purchase of big data for the purposes of training and development of generative models.
