    Union Minister of Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya will chair a two-day “National Conference with Labour Ministers and Secretaries of States/UTs” in New Delhi on 29-30, January 2025. Minister of State for Labour & Employment and Micro Small and Medium Enterprises, Ms. Shobha Karandlaje will also attend the meeting and Ms. Sumita Dawra, Secretary (Labour & Employment) will set the context for the deliberations.

    The Ministry of Labour and Employment is organizing this national meeting for strengthening collaboration with all 36 States and Union Territories on Labour Reforms, Social Security for Organized and Unorganized Workers, including Gig and Platform workers, expanding ESIC medical infrastructure and healthcare facilities, and improving employability through National Career Service (NCS) Portal and Model Career Centres (MCC).

    Exchange of insights, experiences and best practices will take place on key labour and employment issues including harmonization of the draft rules of Centre, States and UTs under Labour Codes, and labour reforms being undertaken by States/UTs under the existing framework in line with the spirit of Labour Codes. States & UTs will showcase reforms already undertaken by them.

    The meeting also aims at capacity building of stakeholders for transformation of role of Inspector to Inspector-cum-Facilitator. These reforms are aimed at both facilitating growth of industry including MSMEs and Start-Ups to promote generation of quality employment through ease of doing business, as well as for promoting labour welfare and female work-force participation, etc.

    Key objective of the meeting is to accelerate convergence in efforts of the Central Government, States, and Union Territories for building a streamlined and consistent legal and administrative framework for reforms aimed at benefitting both workers and employers.

    LUCKNOW, January 28 : Marking its 60thanniversary, the CSIR-Indian Institute of Toxicology Research (CSIR-IITR) showcased its contributions and future ambitions at a celebratory event addressed by Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, wherein he lauded some of the institute’s milestone achievements which have established its credibility and trustworthiness across the country as possibly the only institution of its kind in India and perhaps one of the few of its kind in the world.

    Dr Jitendra Singh also placed on record the institute’s appreciable contribution in investigating the cause of the mysterious disease currently making news from the Rajouri district of Jammu & Kashmir.

    The Minister lauded the institute’s pivotal role in addressing public health challenges and called for its expanded reach to ensure a “toxin-free India” by 2047, aligning with the vision of Viksit Bharat.

    The Minister emphasized the institute’s support for startups and MSMEs through initiatives like the DSIR-CRTDH Environmental Monitoring Hub and BIRAC-BioNEST. With more than 30 startups and 55 MSMEs receiving support, CSIR-IITR is fostering innovation and entrepreneurship in sectors like environmental monitoring and pollution abatement.

    The Minister stressed the need for wider visibility of the institute’s work, urging modern outreach strategies, including leveraging social media, to connect with stakeholders and the public.

    “Institutes like these don’t often make headlines unless linked to a crisis. It’s time for a proactive approach to showcase their contributions,” he remarked.

    Underlining the significance of synergy, Dr. Jitendra Singh proposed greater collaboration between CSIR-IITR and like-minded institutions, including IITs and medical research centres, to foster a holistic approach to science and innovation. He also celebrated the institute’s support for over 30 startups and 50 MSMEs, highlighting its contribution to India’s bio-economy.

    As part of the Diamond Jubilee Celebrations, Dr. Jitendra Singh inaugurated several key facilities at CSIR-IITR, strengthening its research and innovation capabilities. These included the Diamond Jubilee Arches, the new Diamond Jubilee Block, the NaMo-ATAL facility, and VV Sansa—an advanced reference material facility. Additionally, the Minister inaugurated the third-floor TDIC, the operational hub of the BioNEST initiative, aimed at fostering biotech startups and research collaborations.The Minister toured the CSIR-IITR Exhibition, which showcased the institute’s latest research breakthroughs and technological innovations.

    Dr. Jitendra Singh also unveiled a commemorative stamp highlighting the institute’s remarkable journey. Among the major product launches were Apatkaleen AHAAR, a shelf-stable, high-nutrition food solution for disaster relief and emergency preparedness, and NFit: Nutritious Food in Tablets, a compact superfood designed for endurance and cognitive performance in extreme environments, including space travel. Another innovation, MIL-FiT: Millet-enriched All-in-One Tablets, offers a high-fibre, protein-rich food solution for trekkers, adventurers, and field personnel operating in remote locations. Additionally, SenzSCAn: Point-of-Care Chromogenic Sensor for Sickle Cell Anaemia was introduced—a cost-effective and portable diagnostic tool enabling rapid detection of sickle cell anaemia, particularly in underserved regions.

    In a boost to translational research, major technology transfers—VV Sansa’s TT, and Oneer—were also formalized, underscoring CSIR-IITR’s commitment to transforming lab innovations into real-world applications. Further strengthening its knowledge-sharing efforts, the Minister released the CSIR-IITR Annual Report and Vish-Vigyan Sandesh Sankalan (Volume 1), documenting the institute’s recent achievements and scientific contributions.

    The event also witnessed the launch of the WARMEST and EARTH-25 conferences, aimed at fostering research collaboration on environmental and health challenges, along with the Diamond Jubilee Internship and the E-PARAM initiative, promoting skill development and digital transformation.

    Dr. Jitendra Singh highlighted the institute’s evolution over six decades, transitioning from its original focus on industrial toxicology to tackling contemporary issues like environmental hazards, food safety, and health crises. He emphasized the institute’s critical role during national emergencies, such as the Odisha cyclone and the epidemic dropsy outbreak, and its integration into flagship government missions like NamamiGange and air quality monitoring.

    Dr. Jitendra Singh commended the institute’s innovations in developing cost-effective tools, such as on-field detection kits for haemoglobin content and sickle cell anaemia, which hold great potential for improving healthcare accessibility. He also lauded its role as the only CSIR laboratory with both NABL accreditation and GLP certification, ensuring adherence to international quality standards.

    Dr. Jitendra Singh also appreciated the institute’s efforts in promoting scientific temper among students through its Jigyasa programs and skill development initiatives. He encouraged the institute to continue its focus on creating affordable, accessible technologies, such as strip-based tests for food adulteration, which directly benefit citizens in their daily lives.

    The Minister’s address underscored a broader commitment to safeguarding public health as a cornerstone of India’s developmental goals. By focusing on reducing toxins—both chemical and social—CSIR-IITR aims to play a crucial role in achieving a healthy and prosperous India by its centenary in 2047.

    Millions of devotees are arriving in Prayagraj on the sacred occasion of Mauni Amavasya at the Mahakumbh 2025. To ensure their safety and convenience, the Mela administration has made special arrangements. In case of emergencies, teams of Mela police, traffic police, and special doctors are stationed 24/7 to assist the devotees.

    Senior Superintendent of Police, Mahakumbh Nagar, Shri Rajesh Dwivedi, mentioned that special preparations have been made for the second Amrit Snan on Mauni Amavasya. Devotees are being especially encouraged to stay alert and avoid any rumours. They have been urged to cooperate with the police in maintaining order and seek police help if any problem arises. Police and administration are available round the clock to assist the devotees.

    Crowd Management:

    Dos:

    • Use the designated lanes to reach the Sangam Ghat.
    • Stay in your lane while going for the Ganga Snan.
    • After performing the bath and darshan, head directly to the parking area.
    • While visiting temples, stay in your lane and proceed to your destination.
    • Seek police assistance, when necessary.
    • In case of health issues, get checked at the nearest sector hospital.
    • Be patient at barricades and pontoon bridges; avoid rushing.
    • Use paper, jute, or eco-friendly utensils and kulhads (clay cups).
    • All ghats are part of the Sangam; bathe at the ghat you reach.

    Don’ts:

    • Devotees should not stop at any one location in large groups.
    • Avoid having devotees meet face-to-face while arriving or leaving.
    • Do not fall for rumors being spread at the Mela.
    • Do not believe any misinformation spread through social media.
    • Do not rush or show urgency while visiting temples.
    • Avoid stopping on paths instead of holding areas; do not block any routes.
    • Do not fall for misleading suggestions regarding arrangements or services.
    • Avoid spreading misleading news.
    • Do not rush for the sacred bath.
    • Avoid using plastic bags and utensils.

    On the auspicious occasion of Mauni Amavasya, the Uttar Pradesh government has deployed over 1000 medical personnel in Mahakumbh Nagar, keeping in mind the safety and health of the devotees. Modern medical facilities have been provided in every sector of the Mahkumbh, with arrangement in place for minor operations to major surgeries.

    In Mahakumbh Nagar, 300 specialist doctors have been stationed at the Super Speciality Hospital, ready to handle any emergency situation. So far, over 2 lakh patients have benefitted from OPD services at central and other hospitals, and more than 2.5 lakh pathology tests have been conducted.

    Easily Accessible Health Services

    Dr. Gaurav Dubey, the nodal medical officer for the Mahakumbh Mela, stated that devotees coming from across the country and abroad are receiving medical care in Mahakumbh Nagar. The government has taken all possible measures to make the Mela safe and healthy with modern medical facilities.

    Further, with the support of the government, saints from monasteries, temples, and akhadas are also helping devotees with medicines and tests. These saints are organizing various camps, through which devotees are being provided with Ayurvedic, Homeopathic treatment and medicines.

    Indian Railways has undertaken massive efforts to ensure smooth and convenient travel for the millions of devotees attending the ongoing Maha Kumbh Mela in Prayagraj. Addressing the media, the Chairman and CEO of the Railway Board, Shri Satish Kumar, said that Railways has taken extensive measures to accommodate the unprecedented influx of pilgrims. As part of these efforts, Indian Railways operated 132 to 135 special trains on January 14 and has decided to significantly increase train services for the upcoming Mauni Amavasya, the most auspicious day of Maha Kumbh 2025. Shri Satish Kumar said railways is operating an unprecedented operation of 360 trains, for this occasion, including 190 special trains, the special trains comprising from three zones NR, NER & NCR to manage the massive influx of devotees. This historic move will ensure a train runs every four minutes, will provide seamless connectivity and uninterrupted travel for millions of pilgrims.

    He mentioned that Indian Railways has developed infrastructure worth ₹5,000 crore in and around Prayagraj to support the Maha Kumbh Mela, ensuring timely upgrades and enhanced capacity. The key infrastructure developments such as new Road Under Bridges (RUBs) and Road Over Bridges (ROBs), track doubling and station upgrades, which have made this record-breaking train service possible by decongesting the Rail lines.

    He further stated, “Indian Railways has significantly improved passenger amenities to ensure a seamless journey for devotees. Every station in Prayagraj possesses newly constructed toilets along with ample drinking water and food courts. In case of emergencies, First Aid booths and medical observation rooms will provide the needed assistance. At Prayagraj Junction and Prayagraj Chheoki, the Yatri Suvidha Kendra will assist devotees with wheelchairs, luggage trolleys, hotel and taxi bookings, medicines, baby milk and other essentials.”

    For better crowd management, RPF personnel are deployed at railway stations to ensure seamless boarding and deboarding. A special RPF team has been assigned to ensure the safety of devotees during the ongoing Maha Kumbh. To facilitate smooth movement, colour-coded tickets and designated Ashriya Asthals have been introduced. RPF personnel escort devotees from the Ashriya Asthals and assist them in reaching the trains. Holding areas have been set up both at Prayagraj station and outside the station, where food, water, and other essential facilities are provided for up to one lakh people. Medical teams are also stationed at the locations, ready to attend to any devotee who requires immediate care.

    Shri Kumar stated that devotees are arriving around the clock by train for the Maha Kumbh, and to manage the large crowds, numerous CCTV cameras have been installed to monitor and divert pilgrims to less crowded areas. He also praised the State government’s exceptional arrangements for the convenience of the devotees, including provisions for both accommodation and food. In a coordinated effort with the Uttar Pradesh government, Indian Railways has established multiple holding areas where passengers can wait comfortably in tents. These areas are equipped with food arrangements and display information in several languages. One of the largest such areas is Khusro Bagh, located just outside Prayagraj station, which can accommodate up to 1 lakh passengers at a time.

    WAVES 2025 presents a unique confluence of India’s rich cultural legacy and modern creativity, offering platforms for everyone—from creators of classical and semi-classical music to creators of modern music of EDM and innovative advertising professionals, designers and creators for Khadi.

    Envisioned with the expertise of the esteemed “Dilli Gharana,” Wah Ustad will serve as a platform for young, classically trained vocalists aged 18 and above. Open to global participation, the program invites entries from talented individuals with a passion for Hindustani or Carnatic music, Sufi singing, and semi-classical genres.

    The journey for participants has already begun with online registrations through the Dilli Durbar portal. This will progress to regional auditions, thematic episodes, and ultimately culminating in a grand finale at WAVES 2025 in Mumbai. Since its beginning in 2018, PPC has evolved into a nationwide movement, garnering a staggering 3.56 crore registrations for its 8th edition in 2025. This also marks a significant increase from the 7th edition, which saw 2.26 crore registrations, reflecting a remarkable surge of 1.3 crore registrations.

    Pariksha Pe Charcha has not only become a popular program but has also transformed into a “Jan Andolan” (people’s movement), resonating deeply with students, teachers, and parents across the country. The initiative’s focus on addressing exam stress and encouraging students to view examinations as a festival – “Utsav” – has struck a chord with people from all walks of life. The overwhelming participation in PPC reflects a growing awareness and acceptance of the importance of mental well-being and holistic education. The program’s interactive format, which involves open dialogue between students, teachers, and the Prime Minister, has further contributed to its success.

    To further strengthen PPC as a “Jan Andolan,” a series of engaging activities were conducted from 12th January 2025 (National Youth Day) to 23rd January 2025 (Netaji Subhash Chandra Bose Jayanti) at the school level. These activities, conducted across States/UTs, aimed to engage students, parents, and teachers in celebrating PPC as a festival. A total of 1.42 crore students, 12.81 lakh teachers, and 2.94 lakh schools participated. These activities were designed to reduce stress, improve focus, and enhance performance during exams and beyond. Students were encouraged to participate in a diverse range of activities, including indigenous games like Kho-Kho and Kabaddi, short-distance marathons, creative meme competitions, engaging Nukkad Natak performances, and eye-catching poster-making. They were also encouraged to share their experiences through student testimonials, participate in student-led discussions, and engage in yoga and meditation sessions to cultivate relaxation and mindfulness. Schools organized plays developed by students, conducted workshops, and invited special guests to share their insights.

     

    Culminating these activities, screening of glorious inspirational stories of valour and sacrifice, the “Bharat Hai Hum” series was conducted on 23rd January 2025. Thereafter, a quiz competition based on the series “Bharat Hai Hum” was conducted across 567 Kendriya Vidyalayas nationwide. A total of 55,961 students participated, including 17,408 from Kendriya Vidyalayas, 4,567 from Jawahar Navodaya Vidyalayas, 5,542 from PM SHRI Schools, 18,394 from CBSE-affiliated schools, and 10,050 from State Board schools. Prizes were awarded to the winners, and all participants received a copy of the book “Exam Warriors,” authored by the Prime Minister of India. This initiative not only tested the students’ knowledge but also reinforced the valuable lessons imparted through the “Bharat Hain Hum” series.

    SACRAMENTO — California Attorney General Rob Bonta today, along with New York Attorney General Letitia James, led a coalition of 23 attorneys general in filing a lawsuit to block implementation of a memo by the Office of Management and Budget (OMB) threatening to freeze up to $3 trillion in federal assistance funding effective at 2pm PT / 5pm ET today. The attorneys general are seeking a temporary restraining order to block the memo from taking effect, citing immediate harms to their states, which stand to lose billions in funding essential for the administration of vital programs that support the health and safety of their residents. Already, the order has thrown state programs into chaos and created uncertainty around their administration. Impacted programs include disaster-relief funding necessary for Los Angeles’ recovery from recent wildfires, as well as public health, education, public safety, and government programs.

    “The Trump Administration is recklessly disregarding the health, wellbeing, and public safety of the people it is supposed to serve,” said Attorney General Bonta. “This directive is unprecedented in scope and would be devastating if implemented. Already, it has created chaos and confusion among our residents. I will not stand by while the President attempts to disrupt vital programs that feed our kids, provide medical care to our families, and support housing and education in our communities.     The OMB directive freezing federal funding less than 24 hours after it was announced will cause immediate and irreparable harm to the states every day that it is in effect — in the form of millions of dollars in funds and mass regulatory chaos. Many states could face immediate cash shortfalls, making it difficult to administer basic programs like funding for healthcare and food for children and to address their most pressing emergency needs. This will result in devastating consequences for California in particular, given the uncertainty around continued disbursement of FEMA funding that is essential for recovery from the Los Angeles wildfires, which have caused an estimated $150 billion in economic losses.

    In the lawsuit, the attorneys general argue that the OMB directive violates the U.S. Constitution, violates the Administrative Procedure Act, and is arbitrary and capricious. Specifically, the attorneys general argue that Congress has not delegated any unilateral authority to OMB to indefinitely pause all federal financial assistance under any circumstance, irrespective of the federal statutes and contractual terms governing those grants, and without even considering them. The directive also violates the “separation of powers” between Congress and the Executive Branch because the Spending Clause of the U.S. Constitution gives the power of the purse exclusively to Congress. The attorneys general seek a temporary restraining order to block the directive from being implemented.

    SACRAMENTO – California Attorney General Rob Bonta together with Sacramento County District Attorney Thien Ho, Sacramento Police Chief Kathy Lester and the Unites States Department of Homeland Security today announced the official launch of the Sacramento Regional Human Trafficking Task Force (SR HTTF). This announcement signifies the formation of the third team within the California Department of Justice (DOJ) dedicated to combating human trafficking. These teams are situated in the greater San Diego and Fresno areas, and now in Sacramento. They have already made significant strides across the state, collaborating with law enforcement to disrupt human trafficking operations and protect children from criminal exploitation, resulting in 707 arrests and assistance extended to nearly 800 victims.

    Meteghan RCMP has charged a man in relation to firearms offences, drug trafficking and possession of unstamped tobacco as part of a drug trafficking investigation that began in December 2024.

    On January 24, Meteghan RCMP, with assistance of the Southwest Nova Street Crime Enforcement Unit (SCEU), Nova Scotia RCMP Police Dog Services, and the Department of Service Nova Scotia, executed a search warrant on a residence located in Meteghan River.

    Officers safely arrested a man and seized a quantity of cocaine, psilocybin (magic mushrooms), unstamped cigarettes, and two firearms plus ammunition.

    Yvon Jean Paul Lacombe, 52, of Meteghan, has been charged with:

    • Possession for the Purpose of Trafficking (cocaine)
    • Unauthorized Possession of a Firearm (2 counts)
    • Possession of a Firearm Knowing its Possession is Unauthorized (2 counts)
    • Careless Use of Firearm (2 counts)
    • Possession of Weapon for Dangerous Purpose (2 counts)
    • Possession of Weapon Obtained by Commission of Offence (2 counts)
    • Selling, etc., of Tobacco Products and Raw Leaf Tobacco
    • Possession a tobacco product not stamped (Excise Act)

    Lacombe was released on conditions pending a first court appearance at Yarmouth Provincial Court scheduled for March 21, 2025.

    At least one girl and three boys were killed, and three boys injured, during an attack on the Saudi Hospital in the besieged Sudanese city of El Fasher, North Darfur, on Friday. 

    The children were among the patients being treated in the hospital’s emergency ward for injuries from previous bombings in the area, said the UN Children’s Fund, UNICEF.

    “This heinous attack is a blatant violation of children’s rights. Children are being killed and injured in the very places where they should be safest from harm,” said UNICEF Executive Director Catherine Russell.

    “Such attacks exacerbate the dire situation for children and families who are trapped in areas affected by conflict, insecurity, and lack of protection.”

    70 per cent of hospitals out of action

    In Sudan, over 70 per cent of hospitals in conflict-affected areas are currently non-operational due to damage, destruction, lack of supplies, or being used as shelters.

    The delivery of medical supplies, vaccines, and routine immunisation has been hindered by ongoing security concerns and lack of access, worsening the humanitarian crisis and putting countless lives, especially those of children, at significant risk.

    Under International Humanitarian Law, hospitals enjoy special protection and must not be targeted. Attacks on them undermine the essential care and relief the facilities provide to civilians, including children. All parties to the conflict have an obligation to ensure the protection of civilians, including children, and refrain from any actions that could impede access to life-saving medical services.

    “Continued attacks on health facilities endanger children’s lives and restrict their access to lifesaving medical care, which can have immediate and long-term impacts on their health,” said Ms. Russell. “The violence must end now. Children in Sudan cannot wait any longer.”

    US with pull out of Paris Agreement 27 January next year

    The United States has officially notified the Secretary-General of its withdrawal from the Paris Climate Agreement, effective 27 January 2026, UN Spokesperson Stéphane Dujarric said on Tuesday.

    The historic accord reached by 193 countries in December 2015 in a bid to keep temperature rises to below 1.5°C above pre-industrial levels, was signed by the US on 22 April 2016.

    During the first Trump administration the US withdrew from the Agreement effective 4 November 2020, before his successor took the country back into the accord on 19 February 2021.

    Fight continues against global warming

    The UN Spokesperson said the latest withdrawal would not lead to any slowdown in the UN’s efforts to combat climate change.

    “We reaffirm our commitment to the Paris Agreement and to support all effective efforts to limit the rise in global temperature to 1.5 degrees Celsius,” said Mr. Dujarric.

    The international community continues to work towards the goals set by the Agreement, despite the US’s decision to withdraw.

    UN health agency leads call to fight neglected disease scourge

    Health news now, and an appeal from the UN World Health Organization (WHO) for concerted action to tackle neglected tropical diseases, which impact more than one billion people – often with devastating health, social and economic consequences.

    Every year, around 800 to 900 million people are treated for at least one neglected tropical disease, according to the UN health agency, which warned that global warming has emerged as a threat in this field of medicine.

    Long list

    The list of tropical diseases is a long one and includes Buruli ulcer, Chagas disease, dengue, chikungunya and dracunculiasis. They tend to thrive among vulnerable people who live in poverty and are caused by viruses, bacteria, parasites, fungi and toxins.

    Progress in tackling these diseases remains hampered by a lack of investment and conflict, the WHO said, ahead of World Neglected Tropical Disease Day on Thursday.

    Today, 54 countries have successfully eliminated at least one neglected tropical disease; WHO’s goal is for 100 countries to do the same by 2030.

    A new publication has been released from a Powell Center workshop focusing on headwater streamflow.

    The protection of headwater streams faces increasing challenges, exemplified by limited global recognition of headwater contributions to watershed resiliency and a recent US Supreme Court decision limiting federal safeguards. Despite accounting for ~77% of global river networks, the lack of adequate headwaters protections is caused, in part, by limited information on their extent and functions—in particular, their flow regimes, which form the foundation for decision-making regarding their protection. Yet, headwater streamflow is challenging to comprehensively measure and model; it is highly variable and sensitive to changes in land use, management and climate. Modelling headwater streamflow to quantify its cumulative contributions to downstream river networks requires an integrative understanding across local hillslope and channel (that is, watershed) processes. Here we begin to address this challenge by proposing a consistent definition for headwater systems and streams, evaluating how headwater streamflow is characterized and advocating for closing gaps in headwater streamflow data collection, modelling and synthesis.

    WASHINGTON, DC — A recent directive from President Donald Trump may delay hundreds of millions of dollars in federal grants intended for infrastructure upgrades across the state.  Trump’s order pauses billions of dollars in already awarded grant money for projects nationwide.

    In an effort to ensure the pause doesn’t negatively impact Rhode Island or hold up work, U.S. Senators Jack Reed and Sheldon Whitehouse and Congressmen Seth Magaziner and Gabe Amo sent a letter to the Acting Director of the Office of Management and Budget (OMB) urging him to confirm that the law will be upheld and the funds will be released to the state.

    Legal experts have noted that if the Trump Administration fails to adhere to the law, then lawsuits would ensue and courts would likely overturn the President’s attempt to undo the law, delaying work and costing U.S. taxpayers untold sums of wasted money.

    As you know, the Trump Administration has needlessly halted work to advance the release of funding appropriated by Congress and competitively awarded for projects in the State of Rhode Island and elsewhere. In particular, we are alarmed that the Administration is blocking the release of over $600 million in competitive grant funding for more than ten Rhode Island transportation projects. These grants include over $220 million for the Interstate-195 Washington Bridge, which has been partially closed since December 2023 due to a catastrophic failure, and more than $250 million to address 15 bridges along Rhode Island’s busy I-95 corridor, which span critical rail and roadway infrastructure.

    These are essential projects that have already been evaluated and selected in a competitive process for funding.

    Lingering uncertainty about the status of funding threatens to disrupt work on these essential infrastructure projects, which could have negative ramifications for state and local budgets, preventing projects from being completed on time, threatening good-paying jobs, and

    harming our economy. We ask that you promptly confirm that all of these funds, as well as others being held for review, will be released to the State.

    The Trump administration’s Office of Management and Budget (OMB) announced a sweeping executive order pausing almost all forms of federal assistance to states, nonprofits, non-governmental organizations and more. The full list that agencies are directed to review encompasses over 2,600 assistance programs, including Supplemental Nutrition Assistance (SNAP), Women, Infants and Children (WIC), community health centers, the Community Development Block Grant (CDBG), transportation and highway funding, energy assistance programs, water infrastructure funding, State Opioid Targeted Response grants, GI Bill, veteran compensation for service connected disabilities, Section 8 vouchers, school breakfast and lunch, Title I education grants, Temporary Assistance for Needy Families (TANF) and Head Start.

  • MIL-OSI Europe: Briefing – Foot and mouth disease: Fresh cause for concern – 28-01-2025

    It has been 14 years since the last outbreak of foot and mouth disease (FMD) in a European Union (EU) country. However, three water buffaloes have recently tested positive for the disease in Germany. While FMD poses no risk to human health, it is a highly contagious viral disease that can affect various cloven-hoofed animals. The speed with which the disease spreads makes it essential to cull all animals hosted on the affected farm once an outbreak is detected, and to apply strict biosecurity measures. This results in significant economic losses. As a result of the 2001 outbreak in the United Kingdom (UK), over 6 million animals were culled in one year, costing more than £3 billion (more than €6.5 billion at current prices) in public expenditure and having a huge impact on the tourism sector. The EU has legislation in place outlining rules for the prevention and control of animal diseases such as FMD, including a notification system integrated into the World Animal Health Information System to facilitate a coordinated approach. The European Commission also cooperates with the United Nations Food and Agriculture Organization (FAO) to fight the spread of the disease. Since 1990, the use of preventive vaccines against FMD has been prohibited in the EU, except for in certain cases and in emergencies. Although conventional FMD vaccines protect livestock from developing the disease, vaccinated animals may still become infected and carry the disease.

    Article 47(2) of Regulation (EU) 2024/1143 on geographical indications provides that the amount of feed not originating in the demarcated geographical area may not exceed 50 % of dry matter each year. The product specification for ‘Prosciutto di Parma’ (Parma ham) has recently been amended to ensure compliance with this requirement regarding the origin of feed.

    A recent television investigation[1] carried out by RAI – Italian Radio Television – into Parma ham revealed a failure to comply with Article 47(2) of Regulation (EU) 2024/1143, highlighting in particular the clear failure to verify the origin of the feed for pigs intended for the production of such ham.

    In view of the above, can the Commission answer the following questions:

    • 1.Is the Commission aware of this situation and the infringement of EU law?
    • 2.Does it consider it appropriate to take action and request an intervention by the Italian Ministry of Agriculture, Food Sovereignty and Forestry to put an end to this situation that is detrimental to the consumer and to the system of certification of geographical indications?
    • 3.What is its assessment of hams from pigs reared on feed of unverified origin and their placing on the market following the entry into force of the new specification?

    European fruit and wine production is suffering from the decisions to reduce or ban a number of active substances that are needed to combat the most harmful plant diseases. These include the ban on outdoor use of thiamethoxam (Regulation (EU) 2023/334), which is used to target the American grapevine leafhopper (Scafoideus titanus), a vector of flavescence dorée disease, or the current proposals to ban the use of active substances that help to control the brown marmorated stink bug (Halymorpha halys), which would further damage Italian fruit growing. Over the last 15 years, Italy’s fruit and vegetable sector has lost 300 000 ha of farmland. Farmers are facing resistance in many fungal diseases, attacks by new alien pests and often extreme climate changes, severely affecting yields and harvesting options. These problems are compounded by incomprehensible import policies that benefit third countries and products grown with substances that are not authorised in the EU.

    In view of the above:

    • 1.When putting forward proposals to reduce or ban an active substance used in pest control, will the Commission assess in advance the existence and effectiveness of alternative tools, as well as the economic and social impact of the proposals?
    • 2.What initiatives will it put in place to provide tangible support for EU fruit growing?

  • MIL-OSI Europe: Answer to a written question – DANA in Spain and the risk of medicine and vaccine shortages – E-002481/2024(ASW)

    The European Medicines Agency (EMA), together with the Member States, continuously monitors and investigates signals of potential supply disruptions escalated to EU level by national competent authorities to prevent their occurrence and mitigate their effects as far as possible.

    The potential impact of the situation in Spain on the supply of medicinal products is closely monitored. Thus far, no critical shortage requiring EU coordination actions has been identified in this context.

    In the context of the flood emergency and upon request from the Spanish authorities, the EU Copernicus satellite mapping system[1] was activated on 29 October 2024, and the EU Civil Protection Mechanism[2], on 8 November 2024.

    As a result, 83 maps were produced, and several Member States offered in-kind assistance, in the form of heavy vehicles and pumps. The Commission deployed two liaison officers to help coordinate the assistance. The EU’s strategic reserve, rescEU,[3] was not mobilised as the requests were fulfilled by the offers of Member States.

    A virtual warehouse for data on vaccine needs and stocks has not been set up yet, apart from the existing IT tool CECIS 2.0, in the area of civil protection.

    As part of the implementation of EMA’s extended mandate[4], the European Shortages Monitoring Platform, launched in November 2024, will be used to report shortages and monitor supply, demand, and stock levels of medicinal products for preparedness activities, and during a public health emergency or major event.

    As part of the pharmaceutical reform[5], the Commission has proposed to further expand the platform to cover structural shortages and security of supply of critical medicines.

    1. As explained in the Pharmaceutical Strategy for Europe[1], companies are currently not under a legal obligation in the EU to market a medicine in all Member States. Access disparities, with smaller and less affluent countries especially affected, can be due to various factors. This includes national pricing and reimbursement policies, market size and the organisation of health systems. It can also be due to marketing decisions of individual companies.

    2. The Commission is committed to addressing the issue of access to affordable medicines for all EU citizens while respecting national competences on pricing and reimbursement of medicines, in line with Article 168(7) of the Treaty on the Functioning of the European Union. The proposed reform of the general pharmaceutical legislation[2] includes stronger incentives to launch innovative medicines in all Member States; measures for earlier entry of generics and biosimilars and for faster and simpler authorisation procedures. The Commission also supports and encourages cooperation between Member States on pricing, reimbursement and procurement policies in the group of National Competent Authorities on Pricing and Reimbursement and Public Healthcare Payers (NCAPR), based on mutual learning and best-practice exchange, to improve the affordability and cost-effectiveness of medicines and health system’s sustainability.

    1. The Commission follows the EU market of tobacco products closely. There are no safe levels of nicotine consumption. In the EU, to advertise and promote nicotine-containing e-cigarettes is prohibited in Information Society Services, in the press, other printed publications, the radio and audiovisual media[1]. Member States may prohibit cross-border distance sales of nicotine-containing electronic cigarettes to consumers[2].

    While Member States are in principle responsible for regulating age limits and sales arrangements for tobacco and related products within the remit of their own jurisdiction, they are encouraged to prevent sales of such products to children and adolescents[3].

    The Tobacco Products Directive allows Member States to prohibit a certain category of tobacco or related products if such prohibition is justified by the need to protect public health and based on grounds relating to the specific situation in the Member State[4].

    2. Consumer protection on online marketplaces is a priority for the enforcement of the Digital Services Act (DSA)[5]. It provides rules aimed at preventing the dissemination of illegal content as defined by the EU and national legislation and managing systemic risks posed by very large online platforms and search engines (VLOPs and VLOSEs). Providers of online marketplaces must comply with the applicable EU law regarding precontractual information, compliance, and product safety[6]. VLOPs and VLOSEs, in addition, need to comply with the provisions concerning risk assessments of the systemic risks posed by their services and measures to mitigate those risks.[7]

    3. The Commission is carrying out a comprehensive evaluation of the EU legislative framework on tobacco[8]. Future steps will depend on its findings.

    The analysis of the wolf situation published in December 2023 by the Commission[1] considered the best available data including the conservation status assessments reported by Member States under Article 17 of the Habitats Directive[2]; the International Union for Conservation of Nature Red List assessments; as well as updated information on wolf numbers in the EU.

    This analysis showed that the conservation status of the wolf in Europe has significantly recovered over the last decades and that the general trends in population and range were still improving.

    The Commission therefore considered, with that information at hand, that waiting for the next reports to be submitted under Article 17 of the Habitats Directive was not necessary.

    Generally increasing trends of both population and range of wolves in Europe have been confirmed by the latest available data, recently published by the Commission[3].

    A change of the protection status of the wolf in the Habitats Directive[4] would not remove the obligation for Member States to reach or maintain good conservation status of wolf populations.

    It will rather provide additional flexibility to the Member States that need it, without obliging other Member States to change the protection status of the wolf at national level.

    Irrespective of any change in the legal protection status of the wolf, the Commission will continue to promote and support, through EU funding instruments, the design and implementation of appropriate coexistence solutions, including measures to prevent and reduce livestock depredations by protected wildlife species[5].

  • MIL-OSI USA: Former West Virginia Supervisory Correctional Officer Found Guilty Following Jury Trial on Conspiracy and Obstruction Charges

    Following a four-day jury trial, Chad Lester, a former lieutenant at the Southern Regional Jail in Beaver, West Virginia, was found guilty yesterday of conspiracy, witness tampering, and giving false statements to the FBI. The charges arose out of a staff assault of an inmate named Quantez Burks, who later died from injuries he suffered during the assault. Seven correctional officers pleaded guilty in connection with the assault of Burks; several of those former officers testified against the defendant during the trial. The defendant faced charges related to his efforts to obstruct the investigation into the assault.

    According to the evidence presented at trial, the defendant conspired with other officers at the Southern Regional Jail to tamper with witnesses to cover up the assault of Burks. The evidence showed the defendant directed a subordinate correctional officer to leave truthful information out of his report related to the circumstances of Burks’ death. The defendant directed another officer to include in his report false information about Burks. The defendant told a third officer that he would beat him if he discovered that the officer was providing information about the assault to investigators. Finally, the defendant provided false information relating to the assault of Burks to the FBI during an interview.

    Lester is scheduled for sentencing on April 16 and faces a maximum penalty of 20 years in prison. A federal district court judge will determine any sentence based on the U.S. Sentencing Guidelines and other statutory factors.

    The FBI Pittsburgh Field Office, Charleston Resident Agency, investigated the case.

    Deputy Chief Christine M. Siscaretti and Trial Attorney Tenette Smith of the Justice Department’s Civil Rights Division prosecuted the case in partnership with the U.S. Attorney’s Office for the Southern District of West Virginia.
