  • MIL-OSI Security: Defendant Pleads Guilty to Federal Kidnapping and Carjacking Charges

                WASHINGTON – David Zanders, 22, of Washington D.C., pleaded guilty today in U.S. District Court to one count of federal kidnapping and one count of carjacking, stemming from an incident on May 1, 2022, announced U.S. Attorney Matthew Graves; FBI Acting Special Agent in Charge David Geist, of the Washington Field Office’s Criminal and Cyber Division; and Chief Pamela Smith, of the Metropolitan Police Department.

                U.S. District Court Judge Royce C. Lamberth scheduled a sentencing hearing for March 4, 2024. The defendant was arrested on November 18, 2022, and has been detained ever since.

                According to the court documents, in the early morning hours of May 1, 2022, Zanders and a conspirator kidnapped two males outside of a nightclub located at 645 Florida Avenue, NW, Washington, D.C. The pair posed as an Uber and the two male victims subsequently got into the defendant’s vehicle. Shortly thereafter, Zanders pulled over on a neighborhood street in Washington, D.C., pointed a firearm at the two victims and robbed them of their phones and money. The victims were then driven around so the kidnappers could attempt to withdraw money using the victims’ credit cards. One of the victims was able to escape at a gas station in Washington D.C., when Zanders and the other suspect were looking for an ATM.  After the first victim escaped, the second victim was driven to a supermarket in Maryland. The defendant and his cohort then retrieved money from an ATM at the supermarket using the second victim’s ATM card. The second victim was then driven to another location in Maryland and released.

                That same evening, Zanders, his cohort and a third individual met at 955 Longfellow Street, NW, Washington, D.C. Zanders had arranged a meeting with two additional victims where he was purporting to sell his vehicle but was, in fact, going to take their vehicle. When the two victims arrived in their vehicle, a 2019 green Dodge Charger, Zanders pulled out a gun, threatened to shoot the third victim, and demanded his phone, money and keys. The additional suspects turned towards the fourth victim and demanded the car keys. The fourth victim complied and one of the suspects then drove away with the 2019 green Dodge Charger. Zanders and the additional suspect then drove away in their own vehicles and fled the scene.  

                Zanders faces a statutory maximum sentence of life in prison for kidnapping and 15 years for carjacking. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

                In announcing the plea, U.S. Attorney Graves, SAC Geist, and Chief Smith commended the MPD officers and FBI agents who collaborated on the investigation as members of MPD’s Violent Crime Suppression Unit and FBI’s Washington Field Office’s Violent Crimes Task Force. Valuable assistance was provided by the Prince George’s County Police Department.

                The case was prosecuted by Assistant U.S. Attorney Shehzad Akhtar and Assistant U.S. Attorney Cameron Tepfer and by former Special Assistant U.S. Attorney Lauren Renaud.  The case was initially investigated and indicted by Assistant U.S. Attorney Thomas Strong.

  • MIL-OSI Security: Romance Scammer Who Took U.S. Citizens Hostage in the Dominican Republic Sentenced to 25 Years in Prison

                WASHINGTON – Deivy Jose Rodriguez Delgado, 30, a Venezuelan national, was sentenced today in U.S. District Court for the District of Columbia to 25 years in federal prison for the 2022 armed hostage takings of three U.S. citizens in the Dominican Republic, announced U.S. Attorney Matthew M. Graves and FBI Special Agent in Charge Jeffrey B. Veltri of the Miami Field Office.

                On December 11, 2023, after a nearly two week trial, a jury convicted Delgado of one count of conspiracy to commit hostage taking and three counts of hostage taking. In addition to the prison sentence, U.S. District Court Chief Judge James E. Boasberg ordered Delgado to serve five years of supervised release. Following his release from prison, Delgado will be subject to deportation proceedings. 

                According to the government’s evidence, Delgado, also known as “Sebastian,” kidnapped three men in separate instances between July 5 and July 30, 2022. In each of the three hostage-takings, Delgado lured his victim online with the promise of a friendly “date” and picked the victim up in his car. After driving a short distance, Delgado suddenly stopped to let an accomplice into the backseat, at which point Delgado and his accomplice held the victim at knifepoint, physically restrained the victim, and demanded ransom for his release. Delgado ordered that the ransoms be paid to online banking accounts, including the same CashApp account.

                Each of the three victims was forced at knifepoint to call his friends and family and ask for money to secure his release. The victims were held in captivity by Delgado and his accomplice(s) for up to an hour and were only released after Delgado believed a ransom payment had been made by the victims’ friends and family. In all three hostage takings, the victims were also robbed of their personal belongings before being released on the streets of the Dominican Republic.

                Following multiple victim reports, Dominican authorities began an investigation in August 2022. Local law enforcement in the Dominican Republic traced a vehicle used in one of the hostage takings to Delgado and arrested him on Sept. 14, 2022. During a search of the vehicle, Dominican authorities found two serrated knifes like those used in the hostage takings.

                This case was investigated by the FBI’s Miami Field Office with valuable assistance provided by the Justice Department’s Office of International Affairs and the Dominican Republic’s Division Especial de Investigacion de Crimen Organizado Internacional (DECROI). The case was prosecuted by Assistant U.S. Attorneys John Korba and Jolie Zimmerman of the U.S. Attorney’s Office for the District of Columbia with assistance from paralegal Michael Watts.

  • MIL-OSI Security: Sapotaweyak Cree Nation — Swan River RCMP lay numerous charges in robbery

    On November 2, 2024, at 3:25 pm, Swan River RCMP responded to a report of a 24-year-old male having assaulted several people and was now walking around the community with a firearm.

    As officers arrived in the community, information was received that the suspect had fled the area after being picked up in a vehicle.

    Patrols were made and the suspect vehicle was located at the gas bar in Mafeking. A traffic stop was conducted on this vehicle that led to the arrest of the 24-year-old male, a 27-year-old male and a 40-year-old female. The 24-year-old male suspect had been found lying in the back of the vehicle with a loaded sawed-off shotgun, machete and ammunition.

    The investigation has determined that the 24-year-old male had assaulted two male victims (22, 20), threatened to harm them and forced them to empty their pockets and turn over their cell phones all while having the firearm pointed at them.

    24-year-old Chandler Cook and 27-year-old Travis Cook, both from Sapotaweyak Cree Nation, were remanded into custody on charges including Careless Use of a Firearm x2, Point Firearm x2, Robbery with Firearm x2 as well as numerous other firearm-related offences.

    The 40-year-old female, from Brandon, was later released from custody for a future court appearance in Swan River.

    Swan River RCMP continue to investigate.

  • MIL-OSI Security: Springhill — Cumberland County District RCMP investigating suspicious circumstances

    Cumberland County District RCMP is seeking assistance to identify a man following a suspicious incident in Springhill.

    On November 4, RCMP officers responded to a report of a suspicious person on Pine St. Investigators learned that at approximately 5:00 p.m., a man driving a truck stopped on the roadway and waved to a child outside a nearby home in an attempt to have them approach his vehicle.

    Based on there having been a significant distance between the child and the road, the child is not believed to have been at risk of physical harm during this incident. The child quickly informed an adult, and the vehicle left the area. Police did patrols but the vehicle was not located.

    “This child did the right thing by immediately telling an adult about this incident,” says Sgt. Brian Cameron, Operations NCO of Cumberland County District RCMP. “We don’t know the driver’s intent and would like to hear from him.”

    The male driver had brown hair and a mask that covered his nose and mouth. He was wearing a sweater and pants, possibly blue and green. The pick-up truck was silver in colour.

    Police want to speak with people who have information about this incident, as well as anyone who has witnessed or experienced a similar incident in the area.   • MIL-OSI Security: Canton Man Sentenced to Five Years in Prison for Possession of Firearm by a Convicted Felon

    Jackson, MS – A Canton man was sentenced to 5 years in federal prison for possession of a firearm by a convicted felon.

    According to court documents, on January 2, 2024, Damonik Robinson, 23, was found in possession of a firearm after Capitol Police conducted a traffic stop on Madison Street near Fortification Street in Jackson. There were four firearms found in the vehicle, three of which were equipped with attached machinegun conversion devices, commonly known as “switches,” which convert semi-automatic handguns to automatic weapons.  At the time of this possession, Robinson already had a previous felony conviction for drug and gun possession. It is a violation of federal law for a convicted felon to possess a firearm or ammunition.

    Robinson was indicted by a federal grand jury on February 21, 2024.  He pled guilty on July 18, 2024, to possession of a firearm by a convicted felon.

    The U.S. Attorney’s Office has seen an increase in cases involving illegal firearm conversion devices, commonly known as “switches” or “auto sears,” which convert semi-automatic handguns into fully automatic weapons (i.e., machineguns) in a matter of seconds. The rapid fire of firearms converted to machineguns presents a significant danger in our community to both the public and law enforcement.  According to a 2023 report by the Bureau of Alcohol Tobacco, Firearms and Explosives (ATF), there was a 570% increase in the number of machinegun conversion devices taken into ATF custody between 2017 and 2021.

    U.S. Attorney Todd W. Gee and Special Agent in Charge Joshua Jackson of the Bureau of Alcohol, Tobacco, Firearms and Explosives made the announcement.

    The ATF and Capitol Police Department are investigating the case.

    Assistant U.S. Attorney Amber Jones is prosecuting the case.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.     • Net sales of $1.164 billion, down 6.2% sequentially and down 48.4% from the year ago quarter. The midpoint of our guidance provided on August 1, 2024 was net sales of $1.150 billion.

    Net sales for the second quarter of fiscal 2025 were $1.164 billion, down 48.4% from net sales of $2.254 billion in the prior year’s second fiscal quarter.

    GAAP net income for the second quarter of fiscal 2025 was $78.4 million, or $0.14 per diluted share, down from GAAP net income of $666.6 million, or $1.21 per diluted share, in the prior year’s second fiscal quarter. For the second quarters of fiscal 2025 and fiscal 2024, GAAP net income was adversely impacted by amortization of acquired intangible assets associated with our previous acquisitions.

    Capital expenditures for the quarter ending December 31, 2024 are expected to be about $20 million. Capital expenditures for all of fiscal 2025 are expected to be about $150 million. We are selectively adding capital equipment to maintain, grow and operate our internal manufacturing capabilities to support the expected growth of our business.

    Under the GAAP revenue recognition standard, we are required to recognize revenue when control of the product changes from us to a customer or distributor.     HAMILTON, Bermuda, Nov. 05, 2024 (GLOBE NEWSWIRE) — Enstar Group Limited (Nasdaq: ESGR) today announced that its wholly-owned subsidiary, Cavello Bay Reinsurance Limited (“Cavello Bay”), has acquired a Bermuda-domiciled Class 3B insurer and segregated accounts company (the “Reinsurer”).

    The Reinsurer underwrote property reinsurance business between 2020 and 2023 on behalf of third-party investors, assuming the risk through retrocession agreements with a fronting carrier. The Reinsurer had $66 million of shareholders’ equity at the end of July 2024.

    The Reinsurer will be merged into Cavello Bay and a consolidated and amended retrocession agreement between the fronting carrier and Cavello Bay will become effective.

  • MIL-OSI Global: No, America’s battery plant boom isn’t going bust – construction is on track for the biggest factories, with thousands of jobs planned

    The United States is in the midst of the biggest boom in clean energy manufacturing investments in history, spurred by laws like the bipartisan Infrastructure Investment and Jobs Act and the Inflation Reduction Act.

    These laws have leveraged billions of dollars in government support to drive private sector investments in clean energy supply chains across the country.

    For several years, one of us, Jay Turner, and his students at Wellesley College have been tracking clean energy investments in the U.S. and sharing the data at The Big Green Machine website. That research shows that companies have announced 225 projects, totaling US$127 billion in investment, and more than 131,000 new jobs since the Inflation Reduction Act became law in 2022.

    You may have seen news stories that said these projects are at risk of failure or significant delays. In August 2024, the Financial Times reported that 40% of more than 100 projects it evaluated were delayed. These included battery manufacturing, renewable energy projects and metals and hydrogen projects, as well as semiconductor manufacturing plants. More recently, The Information, which covers the technology industry, warned that 1 in 4 companies were walking away from government-supported grants for battery investments.

    BMW

    We checked up on all 23 battery cell factories announced or expanded since the Inflation Reduction Act was signed – almost all of them gigafactories, which are designed to produce over 1 gigawatt-hour of battery cell capacity. These factories have some of the largest employment potential of any project supported by the act.

    We wanted to find out if the boom in U.S.-based clean energy manufacturing is about to go bust. What we have learned is mostly reassuring.

    The biggest battery factories are on track

    While the exact investment totals are challenging to pin down, our research shows that planned capital expenditures add up to $52 billion, which would support 490 gigawatt-hours of battery manufacturing capacity per year – enough to put roughly 5 million new electric vehicles on the road.

    While not all 23 companies have announced their hiring plans, these facilities are expected to support nearly 30,000 new jobs, with projects mostly in the U.S. Southeast, Midwest and Southwest.

    We wanted to know if these projects are on track or experiencing delays or problems.

    To do that, we first reached out to local and state economic development agencies. In many instances, local and state tax incentives are supporting these projects. Where possible, we sought to confirm the project’s status through public data or formal announcements. In other instances, we looked for news stories to see if there is evidence of construction or hiring.

    Of the 23 projects, our research shows that 13 appear to be on track, with total planned capital investments in excess of $40 billion and nearly 352 gigawatt-hours per year of capacity. Importantly, these include most of the biggest projects with the largest investments and projected production.

    By our count, 77% of the total planned capital investment, 79% of the proposed jobs and 72% of the planned battery production are on track, which means that a project is likely to happen, roughly on time, and generally with their expected level of investment and employment.

    Three projects are on the bubble. These have shown progress but experienced delays in construction or financing.

    Five others show deeper signs of distress. We don’t yet have enough information to draw a conclusion on two projects.

    An example of a project that is on track is Envision AESC’s battery factory in Florence, South Carolina. Its scale has been expanded twice since it was first announced in December 2022. It is now a $3 billion investment intended to manufacture 30 gigawatt-hours of batteries annually to supply BMW’s factory in Woodruff, South Carolina.

    In early October 2024, South Carolina Secretary of Commerce Harry Lightsey conducted a tour of the Envision site and posted a video. Construction on the plant started in February 2024, and 850 workers are working six days a week to finish the 1.4 million-square-foot facility by August 2025. Once it goes into full production, the project is expected to employ 2,700 people.

    2024 election could end or accelerate the boom

    But a lot hinges on what happens in the upcoming elections.

    Our data suggests the real risk that these projects and projects like them face isn’t slow demand for electric vehicles, as some people have suggested – in fact, demand continues to climb. Nor is it local opposition, which has slowed only a few projects.

    The biggest risk is policy change. Many of these projects are counting on Advanced Manufacturing Tax Credits authorized by the Inflation Reduction Act through 2032.

    On the campaign trail, Republicans up and down the ticket are promising to repeal key Biden-led legislation, including the Inflation Reduction Act, which includes grant funding and loans to support clean energy as well as tax incentives to support domestic manufacturing.

    While full repeal of the act may be unlikely, an administration hostile to clean energy could divert its unspent funds to other purposes, slow the pace of grants or loans by slow-walking project approvals, or find other ways to make the tax incentives harder to get. While our research has focused on the battery industry, this concern extends to investments in wind and solar power too.

    So, is the big boom in U.S.-based clean energy manufacturing about to go bust? Our data is optimistic, but the politics is uncertain.

(Nov. 4, 2024) – Savencia Cheese USA is recalling select soft ripened cheeses manufactured in our Lena manufacturing facility because it has the potential to be contaminated with Listeria monocytogenes, an organism which can cause serious and sometimes fatal infections in young children, frail or elderly people, and others with weakened immune systems. Although healthy individuals may suffer only short-term symptoms such as high fever, severe headache, stiffness, nausea, abdominal pain and diarrhea, Listeria infection can cause miscarriages and stillbirths among pregnant women.

    At this time, there have been no confirmed reports of adverse health events due to consumption of these products.

    The Justice Statutes Amendment Act, 2024, would amend several pieces of legislation, including the Electoral Boundaries Commission Act, the Public’s Right to Know Act, the Critical Infrastructure Defence Act and the Alberta Evidence Act. Proposed amendments would increase access to justice and address the current needs of Albertans.  

    Electoral Boundaries Commission Act

    If passed, amendments to the Electoral Boundaries Commission Act would direct the commission to increase the number of electoral divisions in Alberta from 87 to 89 and clarify the list of factors the commission may consider when drawing up the new electoral boundaries.

    Under the Electoral Boundaries Commission Act, the population of each electoral division in Alberta must not be more than 25 per cent above or more than 25 per cent below the average population of all the proposed electoral divisions. Currently, the populations of nine electoral divisions in Alberta are greater than 25 per cent of the average electoral division population. 

    Proposed amendments would help address the significant increase in Alberta’s population since the most recent provincial election, and ensure Albertans have effective representation in the legislature.

    Public’s Right to Know Act

    The Public’s Right to Know Act legislates public reporting of crime data to make it easier for Albertans to know what’s happening in their community. Proposed amendments would allow the minister of justice to require government departments, municipalities and police services to provide up-to-date data, which will foster greater sharing of information and a better understanding of the criminal justice system.

    Critical Infrastructure Defence Act

    The Critical Infrastructure Defence Act protects essential infrastructure by creating offences for trespassing, interfering with operations or causing damage. Proposed amendments would incorporate the health care facilities currently identified in the regulation into the act, ensuring the definition of essential infrastructure is contained in one place. The definition of essential infrastructure is currently contained in both the act and the Critical Infrastructure Defence Regulation. With this amendment, the Critical Infrastructure Defence Regulation, which initially added “prescribed health care facilities” into the definition of essential infrastructure, will no longer be needed and will be repealed.  

    Alberta Evidence Act

    The Alberta Evidence Act sets out a process for individuals to give evidence to the court either orally or in writing. Proposed amendments would give Albertans simpler and more modern processes for confirming the truth of the information they provide to the courts. These amendments would save Albertans time and money by allowing them to certify information electronically rather than visiting a courthouse or paying to swear or affirm an oath in person. Processes will still be available for those who prefer in-person and paper-based execution of documents. 

    Quick facts

    • Between July 1, 2023 and July 1, 2024, Alberta’s population grew by around 204,000 people or 4.4 per cent. This is the highest annual growth rate since 1981 and the highest among all provinces.
    • The populations of nine electoral divisions currently exceed 25 per cent of the average population of each electoral division, which is the maximum deviation allowed under the legislation. 
    • An Electoral Boundaries Commission reviews existing electoral boundaries and makes proposals to the legislative assembly about area, boundaries and names of the electoral divisions.
    • A new Electoral Boundaries Commission is appointed eight to ten years after the appointment of the previous commission.
    • When drawing up the new electoral boundaries, the commission must consider the requirement for effective representation for all Albertans. In addition, the commission may consider:
      • The sparsity and density of population.
      • Communities of interest, including municipalities, regional and rural communities, Indian reserves and Metis settlements.
      • Geographical features, including the availability and means of communication and transportation between various parts of Alberta.
      • The desirability of understandable and clear boundaries.
      • The rate of population growth.
      • Any other factors the commission considers appropriate.

    • Today, the FDA published “Catching Up with Califf: One Health – Optimal Public Health Outcomes for Humans and Animals in Our Shared Environment,” by FDA Commissioner Robert M. Califf, M.D. Dr. Califf discusses One Health and the FDA’s mission to collaborate across disciplines and sectors to promote the health of humans and animals; and taking into account agricultural and environmental issues, using science, technology, and innovation to better understand and define policies that involve these intersections. The blog also provides details on FDA Center for Veterinary Medicine’s upcoming Symposium: “Paws, Claws, Hooves, Fins, and Feet—Advancements through a One Health Approach.”
    • On Monday, the FDA published the Supplement to the 2022 Food Code. The Supplement updates the 2022 Food Code with recommendations made by regulatory officials, industry, academia, and consumers at the 2023 Biennial Meeting of the Conference for Food Protection. The Food Code and its Supplement provide government and industry with practical, science-based controls for reducing the risk of foodborne illness in retail and foodservice establishments of all types. The Food Code and the Supplement are joint projects by the FDA, the Centers for Disease Control and Prevention, and the United States Department of Agriculture – Food Safety and Inspection Service.
    • On Monday, the FDA, in collaboration with the Environmental Protection Agency (EPA), announced the registration of the first antimicrobial treatment for pathogen reduction in pre-harvest agricultural water—a landmark achievement in enhancing food safety. This product effectively combats foodborne pathogens such as E. coli and Salmonella in water used to grow crops. It is the first label amendment approved under a revised efficacy protocol–designed by the FDA and EPA–to ensure robust treatment options are available for agricultural use. 
    • On Monday, the FDA authorized marketing of LumiThera, Inc.’s Valeda Light Delivery System to help improve vision in certain dry age-related macular degeneration (AMD) patients. According to data on AMD prevalence estimates analyzed by the CDC, in 2019 an estimated 19.8 million Americans aged 40 years and older were living with some type (dry or wet) of AMD.

      “Today’s action brings to market the first therapeutic option for adult patients with dry AMD,” said Malvina Eydelman, M.D., director of the Office of Ophthalmic, Anesthesia, Respiratory, ENT and Dental Devices at the FDA’s Center for Devices and Radiological Health. “This authorization reinforces FDA’s commitment to assuring access to innovative, safe and effective medical devices to treat high-prevalence, degenerative conditions.”

      The Valeda Light Delivery System uses three light emitting diodes that generate light at different wavelengths to provide treatment to the patient’s eye. Treatment with the device after approximately two years can provide an average improvement in vision equivalent to around one line on an eye chart. 

    • On Friday, the FDA Office of Criminal Investigations arrested a Massachusetts spa owner, Rebecca Fadanelli, for allegedly performing thousands of illegal injections of counterfeit Botox, Sculptra and Juvederm on clients for over three years.   • MIL-OSI New Zealand: Coalition Govt’s expensive tunnel vision for Wellington comes at the expense of the regions

    A second Mount Victoria tunnel, a duplicate Terrace tunnel alongside highway widening will dump more traffic in the centre of Wellington and result in more pollution. 

    “We know urban highway widening does not solve the problem. It’s a 1950s-style solution that makes traffic and pollution worse,” says the Green Party’s spokesperson for Transport, Julie Anne Genter. 

    “The only way to ensure more people can move easily around Wellington in the future is to substantially invest in rail, public transport, and active transport. If the Government eventually brings in congestion pricing, people will want and need those alternatives – so logically, they should be the priority.

    “If the Government is going to spend a few billion dollars on a road, it would be better spent in the regions where it will actually make a difference – not just a few kilometres of an extra lane in the centre of Wellington.

    “The cost of these projects has not yet been publicly disclosed, but it will easily be more than the $3 billion deemed ‘unaffordable’ for the crucial inter-island ferries project, or the Dunedin hospital. 

    “It’s outrageous that the Coalition Government is prioritising billions of dollars for a few kilometres of an extra car lane in Wellington, while cutting rail and public transport improvements that would deliver more for our people and our climate.

    “The most concerning aspect is the use of the Fast Track Bill, which means local government, communities and the environment will not be considered in the least. This is a classic example of the Government dodging democracy to implement policies and projects that are bad for both people and planet. 

    “Wellingtonians deserve to have a say on a project that will have such a monumental impact on the outlook of our city and its future,” says Julie Anne Genter.

  • MIL-OSI New Zealand: Not too late to abandon the Bill, Christopher

    The Green Party is urgently calling on Prime Minister Christopher Luxon to abandon the Treaty Principles Bill following reports it will be introduced on Thursday. 

    “It’s not too late to do the right thing, Christopher. It’s time to abandon this Bill and honour Te Tiriti,” says the Green Party’s spokesperson for Justice, Tamatha Paul.  

    “Te Tiriti forms the founding agreement Aotearoa was built upon. It provides the foundations for an enduring relationship between tangata whenua and tangata Tiriti that ensures everybody is looked after and nobody is left behind.

    “Te Tiriti is permanent, Governments are temporary. Honouring the Treaty has to come before the honouring of coalition agreements. 

    “At Waitangi, Christopher Luxon told Māori that Te Tiriti was our past, present and future. At the tangi of Kiingi Tuuhetia, he spoke to the importance of kotahitanga and the need to honour the legacy of the late Kiingi. If his words are actually worth anything, he would not allow legislation that aims to completely corrupt and defile the defining essence of our nation anywhere near our Parliament. 

    “It is high time that his rhetoric matched the reality of his actions when it comes to Te Tiriti. He has stood by and watched as Treaty protections were removed from state care, as the Māori Health Authority was scrapped and as Māori wards were essentially erased. 

    “The Prime Minister has two choices: abandon the Bill and honour our founding agreement or unleash a level of division and disharmony that will cut to the very core of our country.

    “We call on the Prime Minister to do the right thing and uphold the dignity, meaning and integrity of our founding agreement,” says Tamatha Paul.

  • MIL-OSI New Zealand: Near four-year high unemployment reveals dire need for new direction

    Today, Statistics New Zealand’s latest labour market report revealed that unemployment has reached 4.8 per cent, the highest rate since late 2020, during the COVID pandemic.

    “The Government’s economy for the rich is leaving thousands behind,” says the Green Party’s Spokesperson for Social Development and Employment, Ricardo Menéndez-March.

    “We can build an economy that works for everyone and leaves nobody behind by investing in the public services and infrastructure which support our communities as well as programmes like jobs for nature that provide people with meaningful and stable work. 

    “The unemployment rate has hit the highest level since COVID, and this is down to the coalition government relying on making people unemployed to lower inflation while prioritising tax cuts, slashing public investment, and undermining the construction industry.

    “Losing a job shouldn’t condemn families to poverty, yet successive Governments have set benefit levels below the poverty line and pushed ahead with sanctions that entrench hardship. 

    “Instead of punching down on those doing it the toughest and pushing more children into hardship, the Greens will lift all families out of poverty with a Guaranteed Minimum Income. 

    “This Government’s punitive approach to welfare and public investment is clearly not working. The Government has engineered an economy that punches down on our communities, one without jobs that simultaneously punishes people for not being able to find work. 

    “Poverty is a political choice, one that successive governments have chosen not to address. However, with unemployment rising and households experiencing wave after wave of financial strain, there is no better time than the present to end poverty and introduce an Income Guarantee. 

    “This is a policy we campaigned on and will continue to push as disparities in wealth widen and the incomes of people on the breadline stagnate. 

    “The Income Guarantee is a commitment to every New Zealander that no matter what, your income will never fall below $390 per week, after tax. For couples, our Income Guarantee will be at least $780, and a single parent will always have an income of at least $750.

    “The Greens would support people into work with a supportive welfare system, more training opportunities, and restarting public investment in healthcare, schools, and houses that create good jobs,” says Ricardo Menéndez-March.

  • MIL-OSI Security: Dubuque Man Who Possessed Firearms While Being an Illegal User of Methamphetamine and Cocaine Sentenced to Prison

    A man who possessed five firearms while being an illegal drug user was sentenced November 1, 2024, to more than one year in federal prison.

    Jesse James Zeromski, age 25, from Dubuque, Iowa, received the prison term after a May 10, 2024, guilty plea to one count of possession of a firearm by an unlawful drug user.

    At the guilty plea, Zeromski admitted he unlawfully possessed five firearms, including a revolver, two shotguns, and two rifles, while being an unlawful user of methamphetamine, amphetamine, and cocaine.  

    Zeromski was sentenced in Cedar Rapids by United States District Court Chief Judge C.J. Williams.  Zeromski was sentenced to twelve months’ and one day imprisonment.  He must also serve a three-year term of supervised release after the prison term.  There is no parole in the federal system.

    Zeromski is being held in the United States Marshal’s custody until he can be transported to a federal prison.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    The case was prosecuted by Special Assistant United States Attorney Michael Hudson and Assistant United States Attorney Patrick J. Reinert and investigated by the Dubuque Police Department, the Bureau of Alcohol, Tobacco, Firearms, and Explosives, and the Iowa Division of Criminal Investigations.

  • MIL-OSI USA: A Week of Rain Across Spain

    On October 29, 2024, a period of intense rainfall inundated Valencia province in eastern Spain. The extensive, deadly flooding destroyed infrastructure and spurred massive search and rescue efforts.
    The downpours kept coming as a high-altitude, low-pressure weather system remained parked over the region. These systems, known as cut-off lows or locally by the Spanish acronym DANA, develop when cold fronts encounter warm, humid air masses and become isolated from the jet stream. In the days following the Valencia flash floods, rain continued to fall in Spain’s eastern coastal regions as well as its southwest, causing yet more flooding and disrupting transportation, classes, and other activities.
    This map shows rainfall accumulation totals from October 29 through November 4, 2024. These data are remotely sensed estimates that come from IMERG (the Integrated Multi-Satellite Retrievals for GPM), a product of the GPM (Global Precipitation Measurement) mission, and may differ from ground-based measurements. For instance, IMERG data are averaged across each pixel, meaning that rain-gauge measurements within a given pixel can be significantly higher or lower than the average.
    Ground-based measurements by Spain’s meteorological agency, AEMET, indicated that rainfall totals exceeded 300 millimeters (12 inches) in some areas of Valencia province on October 29 alone. A few days later, on November 1, Huelva province in southwest Spain saw torrential rains; 134 millimeters (5 inches) fell in the city of Cartaya in a 12-hour period. AEMET also issued warnings and reported strong storms along the Mediterranean coast on November 2 and 3.
    Next, the heavy rains migrated north, and 150 millimeters (6 inches) fell in Barcelona by noon on November 4. Barcelona’s airport cancelled and diverted flights on that day due to flooding, and train services and schools were also suspended.
    Cut-off low-pressure weather systems are typical in this region in autumn because intrusions of cold air from the Arctic encounter remaining surface heat from the Mediterranean summer. Storm systems of the same type drenched Spain and Greece in September 2023.

    6 November 2024 – Swinburne University of Technology and EDF Australia have joined forces in a partnership to launch a ground-breaking program to drive innovation for the energy transition. The partnership, funded by the Franco-Australian Centre for Energy Transition (FACET), will foster innovation for startups and will support Australia’s decarbonisation goals.

    While continued investment in traditional clean energy infrastructure remains essential for Australia to reach its net-zero targets, investment in innovation is needed to fully decarbonise the Australian economy. The urgency of the climate crisis is clearer than ever, highlighting the need for diverse solutions to reduce carbon emissions across all sectors and industries. The program will identify and support startups developing ground-breaking and innovative solutions to address key challenges in areas such as energy storage technologies, transmission infrastructure, alternative clean fuel developments and the decarbonisation of existing industrial assets.

    EDF Australia CEO James Katsikas emphasised the partnership aims to deliver a unique opportunity for startups to work with major industrials and to test these innovative solutions in real-life conditions.

  • MIL-OSI New Zealand: Health and Employment – New Dunedin hospital petition: Southerners need tertiary level care

    The Government will today be urged to ensure the new Dunedin hospital provides crucial tertiary level health services for the Southern region in a petition being handed over at Parliament today.
    Tertiary level health services are specialised and lifesaving care such as surgery and lifesaving and cancer treatments. The current Dunedin Hospital which provides a range of these specialist services to patients throughout Otago and the South Island is in a state of disrepair.
    The 34,406-signature petition from the New Zealand Nurses Organisation (NZNO) Tōpūtanga Tapuhi Kaitiaki O Aotearoa calls for the new hospital to be fully funded as planned after the Coalition Government in September said it would be scaled back to reduce costs.
    The proposed downgrades are a false economy, says NZNO delegate Linda Smillie.
    “A scaled back hospital will increase costs over the long term because it will reduce the clinical capacity to care for an increasingly aging population.
    “Nurses will not be able to provide the appropriate level of care their patients need. This will lead to patient harm and loss of life.”
    The Coalition Government must fund the full new hospital as was promised, Linda Smillie says.
    “Southerners deserve more than half a hospital or a slow rebuild of the old hospital.”

    Any company that strives to be profitable and successful needs to include women and other diverse representatives in its leadership. Yet even in the most forward-focused organizations, women may still face obstacles to inclusion.

    Sameer Somal, a tech entrepreneur and the co-founder of Girl Power Talk and Girl Power USA, a non-profit organization dedicated to helping you women become leaders in business and society, will share his experiences and perspective on empowering women during the next Equity Now presentation on Nov. 19.     Women Walk a Tightrope of Expectations

    Somal is the CEO and co-Founder of Blue Global Technology, focused on digital transformation, risk management, and technology development. Raised by a progressive father, and inspired by a friend, he began a journey to help girls and women advance in both business and society.

    He will discuss how his organization inspires young women to be their best in their personal and professional lives, and how passionate engagement with girls today empowers them to build a career full of purpose.

    Somal will also discuss the obstacles that women and other diverse employees face in the workplace, including how corporate structure has historically been designed to keep women out; hiring and promotion processes that favor men; and adverse institutional mindsets about who qualifies for certain roles, particularly in leadership.

    Even today, women often walk a tightrope of expectations, he said. They are expected to exhibit assertiveness, independence, and dominance but still convey sensitivity and compassion.

    “While both gender-specific roles and traits are dated concepts, female leaders often have to strike a hard balance to be seen as worthy, adding to the pressure that leadership brings with it,’’ he said.

    Finally, women face ‘affinity bias’ in the workplace. Most corporate decisionmakers are still men, and affinity bias can lead them to consciously or unconsciously hire and promote people who are like them, he said.

    Somal is a member of the Board of Directors of Future Business Leaders or America, the Abraham Lincoln Association, the Academy of Legal Studies in Business and the American Bar association. A graduate of Georgetown University, he has held leadership roles at Bank of America, Morgan Stanley, and Scotiabank before creating his own company.

    Series Brings Business Expectations into Sharp Focus

    The 2024-25 Equity Now series began in October with a presentation by Lauren Cleary, an ethics and compliance professional at Patagonia, who spoke about the importance of privacy in organizations.

    Li said that China is willing to work with Serbia to strengthen the docking of development strategies, jointly implement the China-Serbia free trade agreement, build and operate key cooperation projects, accelerate cooperation in green, digital and artificial intelligence innovation areas, and achieve more mutually beneficial and win-win results.

    It is hoped that Serbia will continue to provide a sound business environment for Chinese enterprises to invest and do business in Serbia, Li said, adding that the two sides should further deepen exchanges and cooperation on culture, tourism, education, sports, media and youth to consolidate popular support for building a China-Serbia community with a shared future.

    Vucevic said Serbia firmly abides by the one-China principle, appreciates China for its firm support on issues concerning Serbia’s sovereignty and territorial integrity, and looks forward to closer exchanges with China, well implementing the bilateral free trade agreement under the framework of the Belt and Road Initiative, deepening practical cooperation in such fields as economy and trade, education, science and technology, medical and health care, transportation and agriculture, and strengthening people-to-people exchanges.

    Double-take! The Kiwi labour market is even weaker than the headline suggests. The devil is in the detail. Worker demand has waned, and unemployment is drifting higher.

    *       The unemployment rate rose to just 4.8% from 4.6%, slightly better than we and the market consensus had predicted. But it’s a result of a much sharper decline in labour force participation, from 71.7% to 71.2%. That in itself is a sign of a weak jobs market. Workers are now heading (or are forced) for the exits as demand wanes. 

    As StatsNZ comments “From the survey, some of the largest increases in those not in the labour force over the year came from people mainly engaged in leisure activities, studying or training, and taking care of themselves due to their own sickness, illness, injury, or disability.” 
    We’ve heard a lot about voluntary redundancies, migrants struggling to find work, and some going back to Uni and other reasons. The fall in participation appears to have been concentrated within the younger cohort (15-24years). 
    Almost 60k more people were classified as ‘not in the labour force’ over the past year. So don’t be fooled by the stronger headline print (unemployment rate). Worker demand is waning, with employment contracting 0.5% over the quarter, and down 0.4% on the year – the first since September 2012, and the deepest since the GFC. The Kiwi labour market is weakening.

    *       Wage inflation cooled faster than expected. Annual wage growth has slowed to 3.3%, moving further away from the 4.5% peak. A shrinking proportion are receiving a payrise, with fewer enjoying a 5% increase (from 32% to 27%). And a growing share are seeing no change in pay. Weaker wage inflation however is necessary to drive an easing in domestic inflation.

    *        The labour market has more catch up to do. We still see the unemployment rate on track to exceed 5% in the coming year – peeling further and further away from the 3.2% low. 

    We expect the unemployment rate to drift higher from here. By our calculations, it is still on track to hit around 5.5% next year. That’s some distance from the 3.2% low recorded in 2021. We attributed the initial rise in unemployment to fast-growing labour supply led by rising migration. 

    The level of employment has climbed to record highs, but growth was still not strong enough to keep pace with rapid population growth. Now, however, the increasing number of unemployed is due to a slowdown in hiring. And mounting job losses are a consequence of aggressive policy tightening pushing the economy into a downturn. 

    Today’s update was an important one ahead of the RBNZ’s policy update later this month. Despite a stronger headline number, the data is unlikely to skew the RBNZ’s thinking. Because the key takeaway is the same: the Kiwi labour market is weakening. A further relaxation in monetary policy settings is needed. The labour market has crumbled under the weight of the RBNZ’s heavy-handed interest rate hikes. And it’s only the beginning. 

    Like the RBNZ, we forecast a further increase in the unemployment rate next year. 
    But it’s important for the RBNZ to stay ahead of any further labour market slowing by proceeding with rate cuts sooner rather than later. With the 2% target inflation rate well within reach, we believe the RBNZ needs to get the cash rate below 4% ASAP. We continue to expect a 50bp cut at the RBNZ’s final meeting for the year. And potentially a third 50bp cut in February.

  • MIL-OSI New Zealand: Offenders caught after aggravated robbery with machete

    At about 6am this morning, four people armed with a large machete and other weapons entered the Te Ngai Road Caltex Service Station in Owhata, Rotorua.

    They threatened a staff member, stole cash, vape products and cigarettes.

    The offenders then left in a stolen vehicle which they dumped nearby.

    After calls from the public alerting Police to the location of the vehicle, a police dog and handler tracked the offenders to a nearby address.

    Three youth offenders were arrested and are facing charges of aggravated robbery and unlawfully taking a motor vehicle.

    The offenders are from Hamilton and Rotorua. The property stolen has been recovered along with the weapons used in the incident.

    The vehicle used which was stolen from Hamilton overnight has been recovered and will be returned to its owner.

    Inspector Phil Gillbanks, Rotorua Area Prevention Manager says “Police would like to thank the members of the public who were alert enough to notice suspicious activity and call Police right away.

    We will not tolerate this behaviour and will take enforcement action where appropriate to keep our community safe. It is good to be able to recover the stolen items, including the vehicle used, and make these arrests.

    Let this be a reminder that Police will continue to hold to account, those offenders choosing to behave like this. It is very lucky no one was  injured.

    Like the witnesses did in this case, always call Police straight away on 111 if you see or suspect anything suspicious happening.”

    Winning projects use the latest innovations to help meet the unique transport needs of people who live in rural areas.

    • eight projects awarded £150,000 each to better connect rural communities
    • winning projects include digital tools that support patients and staff to travel to NHS hospitals
    • funding will enhance travel for rural residents, while delivering greener transport technologies

    People living in rural areas could benefit from smoother and more frequent transport, thanks to government funding announced today (6 November 2025).

    Small businesses have won a share of £1.2 million as part of the Rural Transport Accelerator Fund, which supports the development of innovative concepts that will improve rural transport, in partnership with local authorities. The scheme aims to boost the wellbeing of communities, support rural jobs and kickstart local economies.

    Winners include a digital tool to predict rural transport demand and deliver on-demand services, as well as a journey mapping tool to support health providers in delivering hospital transport for patients.

    The 8 projects, which have won £150,000 each, are spread across the UK’s rural areas and will be trialled from Norfolk to Herefordshire and Suffolk to south east Scotland.

    Future of Roads Minister, Lilian Greenwood, said:

    People who live in rural areas have unique needs when it comes to transport and we’re always looking for ways to improve connections across the country.

    Through our funding, these projects will shake up the way rural transport is delivered, using the latest innovations to help residents see their friends and family, do their weekly food shop or attend hospital appointments.

    The winning projects include:

    • You.Smart.Thing – development of a digital tool to offer shared, demand responsive or community transport options for those without car access, trialled in Warwickshire
    • UrbanTide – mapping rural hospital patient journeys to identify barriers to accessing health services in rural areas and support health providers in enhancing rural transport services, trialled near Fife
    • Alchera Technologies – use of data insights to create a behavioural travel model to help local authorities with rural mobility decision making, trialled in Norfolk County Council
    • Civil Water Management – installation of new drainage systems using recycled car tyres to aid safer cycling along flood-prone sections of cycle routes, trialled in Milton Keynes County Council

    This year’s scheme called for solutions to a number of challenges that rural areas face:

    • the importance of rural roads for everyday journeys
    • driving towards a sustainable future
    • enabling innovation in rural mobility
    • advancements in agricultural transportation
    • open challenge – building communities and enabling adoption of technology in rural areas

    The grant is delivered in collaboration with the Connected Places Catapult, the UK’s innovation accelerator for cities, transport and place leadership

  • MIL-OSI United Kingdom: Better Care for Mental Health Patients Under Major Reforms

    Mental Health Act reformed to improve treatment of patients and address disparities

    • Outdated Mental Health Act modernised to better support patients, treat them more humanely, and address disparities

    • Reforms will introduce statutory care and treatment plans, end the use of police and prison cells to place people experiencing a mental health crisis, and end the inappropriate detention of autistic people and people with learning disabilities

    • Greater involvement of patients, families and carers will improve treatment whilst protecting patients, staff and the wider public

    New laws will give patients sectioned under the Mental Health Act more dignity and say over their care in long-awaited updates to be introduced in Parliament today (Wednesday, 6 November).

    Currently, outdated laws do not meet modern standards and fail to give patients an adequate voice. For example, individuals experiencing severe mental illness can be placed in police cells, and the law automatically gives a patient’s nearest relative – rather than the person of their choosing such as a partner – a say in decisions about their care.

    Black people are over three times more likely to be detained under the Act, whilst those with a learning disability and autistic people are also found to be inappropriately sectioned. Patients currently have little say over their care and treatment should they be detained, or over who should be involved in making decision related to their care, such as family members and carers. 

    The new Mental Health Bill addresses the significant changes in attitudes towards mental illness since the original Act was passed, recognising outdated laws around the treatment of people in a mental health crisis are no longer tolerable. Modernising the Bill was a manifesto commitment and will reform the existing Mental Health Act to make it fit for purpose, improving patients’ experiences of hospital and mental health outcomes, while also introducing stronger protections for patients, staff and the general public.

    This includes making it a legal requirement for each patient to have ‘care and treatment plans’ tailored and shaped by their individual needs that will make clear what is needed to progress them to discharge. The Bill will also give patients the right to elect a person to represent their interests and greater access to advocacy when they are detained. Together, these reforms will make it more likely for patients to stay in contact with health services and continue to engage with treatment.

    As well as ensuring patients have a voice in their care, the reforms also recognise the critical role that families and carers can play in keeping patients safe – providing insight and knowledge of a patient’s wishes and preferences and an understanding of what keeps them safe – including when a patient is too unwell to express this themselves. The Bill will strengthen the rights of families and carers through changes to the Nominated Person role, and require clinicians to consult with others close to the patient as they make decisions around their care where appropriate or where the patient wishes.  

    Police and prison cells will also no longer be used to place people experiencing a mental health crisis, as well as creating more space for police forces to hold criminal suspects. Instead, patients will be supported to access a suitable healthcare facility that will better support their needs.

    The Mental Health Act is vital to keeping people safe when necessary. It will continue to provide clinicians with the powers to admit and treat people if they become a risk to themselves or others.

    Secretary of State for Health and Social Care, Wes Streeting, said:

    Our outdated mental health system is letting down some of the most vulnerable people in our society, and is in urgent need of reform.

    The treatment of autistic people and people with learning disabilities, and the way in which black people are disproportionately targeted by the act should shame us all.

    By bringing the Mental Health Act in line with the 21st Century, we will make sure patients are treated with dignity and respect and the public are kept safe.

    Safety is paramount, which is why the Bill also includes measures to ensure patients, staff and the general public are better protected. The Bill will improve decision making around detention, discharge, care and treatment. As part of this, the Bill will introduce a new requirement for the Responsible Clinician to consult another person before they discharge a patient. Increased access to second opinion doctors will help ensure care is appropriate, compassionate and effective. Discharge processes will also be reviewed more broadly and will include a safety management plan for the patient, to keep themselves and other safe.  

    Claire Murdoch, NHS National Mental Health Director, said:

    This new Mental Health Act is a once in a generation opportunity to ensure that patients experiencing serious mental illness and crises receive safe, modern, evidence-based care, and that the needs and wishes of patients and their loved ones are central to care and better mental health outcomes.

    This comes alongside the NHS’s work to transform mental health services – either through intervening earlier with hundreds of NHS teams working in schools, or trialling new 24/7 crisis mental health hubs to prevent people needing hospital care in the first place, and if an admission to hospital is needed the health service is working with local services to ensure this is delivered in a safe and therapeutic environment close to people’s homes.

    Lord Timpson, Minister for Prisons and Probation, said: 

    This Bill will rightly end the use of prison cells for people who need care under the Mental Health Act and ensure they get the urgent specialist help they need.

    It will also mean prisoners requiring mental health hospital treatment are transferred quicker, and builds on our ongoing work to ensure prisons make better citizens and not better criminals.

    Whilst there have been decreases in the number of detentions from 2021/22 and 2022/23, latest data from NHS England shows an increase in 2023/24 with 22,000 people subject to the Act as of September.

    An independent review of the Mental Health Act, chaired by Professor Sir Simon Wessely, President of the Royal Society of Medicine, and commissioned by former Prime Minister Theresa May in 2017, found rising rates of detention under the Act, racial disparities, poor patient experience especially for autistic people and those with a learning disability.    

    For those with a learning disability or autistic people, the Act will be amended to place a limit of 28 days for which they can be detained unless they have a co-occuring mental health condition.

    Professor Sir Simon Wessely, Chair of the Independent Review of the Mental Health Act, said:

    I am delighted that at long last a new Mental Health Act bill is to go before Parliament. No one doubts that it is time to modernise our legislation, in order to achieve the goal of reducing coercion and increasing choice for those who suffer from the most severe mental illnesses.

    Our reforms will achieve that by ensuring better treatment and discharge planning with more family involvement, replacing outdated Victorian rules, and by reforming community treatment orders tackle unacceptable ethnic differences. Most of all ensuring that more attention is given to patient preferences will improve compliance with essential treatment, reduce coercion, whilst still protecting the public where necessary.

    Reforms in the Mental Health Bill aim to improve patient experiences, choice and autonomy as well as tackling racial discrimination and better supporting those with learning disabilities.

    This includes:

    • Increase the frequency of clinical reviews, to better ensure that the treatment patients receive is appropriate

    • Update the use of Community Treatment Orders, so that they are only used when appropriate and proportionate

    • Limit the length of time that people with a learning disability and/or autistic people can be detained under the Act, if they do not have a co-occurring mental disorder that needs hospital treatment and have not committed a criminal offence

    • End the use of police and prison cells for detaining someone experiencing a mental health crisis instead of getting them access to a facility where they can get the proper support, such as a hospital

    • Speed up transfers from prison to hospital by limiting the time it can take to transfer prisoners who need treatment in a mental health hospital to a maximum of 28 days

    The action follows the introduction of one of the world’s first all-hours mental health crisis support service in August through NHS 111. The government also announced £26 million will be invested to open new mental health crisis centres as part of last week’s Budget, with extra funding also secured to provide talking therapies to an extra 380,000 patients.

    For people who need support at A&E, every emergency department in England now also has a liaison psychiatric team available to offer specialist care. 

    A full list of mental health support options is available via the NHS.uk website. The service is also suitable for deaf people, with tailored services available via the NHS 111 website.

    Commenting on the announcement, Mark Rowland, Chief Executive at the Mental Health Foundation, said:

    These long overdue updates to the Mental Health Act cannot come soon enough. People need support that reflects our modern understanding of how to help and care for people during a mental health crisis – not our understanding four decades ago. The original version of the Act has driven racial disparities, stripped those who are sectioned of their humanity in a wholly unnecessary way, and all too often made crises worse.

    We particularly welcome reforms to give greater say to patients, such as granting people with severe mental health problems more control over who makes decisions for them during a crisis, banning the use of police cells as ‘places of safety’ for people experiencing a crisis, and addressing the inappropriate use of Community Treatment Orders, which Black people were 11 times more likely to receive. We will look to work with the Department of Health and Social Care over the next weeks and months to help shape the Mental Health Bill and put dignity at the heart of how our public services support people experiencing a mental health crisis.

    Mark Winstanley, Chief Executive, Rethink Mental Illness, said:

    People tell us that the Mental Health Act has saved their life, but that the experience was horrendous. It is hard to fathom that when people are at their most unwell they are still routinely placed in prison cells, have no say in who is appointed as their nearest relative and have so little involvement in their treatment.

    Reform of this vital legislation is long overdue, and today marks another important step towards the reality of a Mental Health Act fit for the 21st century. Reform should help ensure people are with dignity and respect, and help to protect us all.

    We hope the Bill is given careful passage through Parliament so it can be swiftly implemented, and bring improvements for the thousands of people who are detained under the act every year.

    We’re heading into the busiest time of year for postal deliveries and Police want to remind everyone to do what they can to stop parcel theft.

    Coming into Christmas there are more parcels being delivered, and more chance for your presents to be stolen.

    Thieves will take any opportunity to steal, and parcels left on front doorsteps or in apartment building common areas are an easy target.

    Our advice is:

    • Get packages delivered to a place where someone will be home to receive them, or to a work address.

    • If you do have deliveries made to your home, make sure you’re going to be home to sign for them, or have a secure location where they can be left.

    • Make sure your delivery instructions are clear, and ask for packages not to be placed at your front door, or on top of an apartment building post box.

    • If you’re not going to be home when the parcel is delivered, arrange to collect your parcel from the depot, or have the parcel redirected to the address of someone you trust.

    • Be smart when disposing of packaging, so passers-by can’t see what you’ve been buying.

    • Report any suspicious behaviour to Police – e.g. if you see a car following a courier van, or an unexpected visitor knocks on your door asking for someone you don’t know.
