    Funding for cultural centre project.

    A new centre to promote Gaelic language and culture in Inverness is to receive a significant funding boost from the Scottish Government.

    Cultarlann Inbhir Nis will receive £370,000 to develop a space for Gaelic gatherings, ceilidhs and exhibitions in the centre of the city.

    The Cultarlann is based in what was the East Church building. The new funding is a crucial step in developing the property, which will also feature meeting rooms for language courses, a café and shop. 

    The investment forms part of a £4 million package to promote Gaelic initiatives across Scotland.

    The centre will be the first dedicated Gaelic cultural centre in the Highlands and is also intended to be a tourist attraction where visitors can meet Gaelic-speaking staff and learn more about the language and its history.

    Cultarlann Inbhir Nis’s expansion will meet a growing demand for a dedicated space for Gaelic speakers in Inverness. Census figures published earlier this year show a 12% increase in the number of people with some Gaelic skills in Inverness compared to 2011.

    Deputy First Minister and Cabinet Secretary for Economy and Gaelic Kate Forbes said:

    “To strengthen Gaelic, we are supporting projects like Cultarlann which will enable more people to use the language in their day-to-day life.

    “Gaelic is a unique selling point for Scotland, which is why promoting the language goes hand-in-hand with attracting visitors and growing the economy.

    “The Scottish Government is also supporting the language’s continued growth in the Highlands by working collaboratively to progress the Scottish Languages Bill. The Bill will create a system to enable all parents to apply for Gaelic early learning and childcare services and introduce measures to strengthen Gaelic education in secondary school.”

  • MIL-OSI China: China-Laos railway increases cross-border passenger services to drive tourism

    VIENTIANE, Nov. 1 — The Laos-China Railway Co., Ltd. (LCRC) has increased the number of passenger train services between Xishuangbanna of China and Luang Prabang of Laos, starting on Oct. 29, with the aim of boosting tourism.

    The company now operated six days a week compared to the previous four days a week, according to the LCRC.

    The expanded schedule will enable more passengers to travel between the two popular destinations.

    The railway started cross-border passenger services on April 13, 2023. Since then, the railway has become the preferred mode of transport for a growing number of international travelers due to its affordability, convenience and comfort.

    On April 13 this year, Chinese and Lao railway authorities launched one more pair of trains for the railway’s international passenger services, running between Xishuangbanna and Luang Prabang, two popular tourist destinations.

  • MIL-OSI China: China revises rules to ease foreign strategic investment in listed firms

    BEIJING, Nov. 1 — Chinese authorities on Friday released revised rules on foreign investors’ strategic investment in listed companies in a move to encourage foreign investors to make long-term and value investment in the country.

    The revised rules, jointly released by six government departments, including the Ministry of Commerce and the China Securities Regulatory Commission, allow foreign natural persons to make strategic investment in listed companies, a change from the old rules that only allowed foreign legal persons or organizations to make such investment.

    Capital requirement is also lowered under the new rules for foreign investors that do not become the controlling shareholders in listed firms. The latest capital requirement for them will be no less than 50 million U.S. dollars in total actual assets or no less than 300 million U.S. dollars in total managed actual assets.

    The new rules add tender offers as an extra option to make strategic investment. In the past, the only available options were private placements and share transfer agreements.

    For foreign investors intending to invest through the options of private placements or tender offers, they will be allowed to use shares of non-listed overseas companies as consideration shares for acquisition payment.

    The new rules also eased requirements on the shareholding ratio and the lock-up period. The shareholding ratio requirement is scrapped for foreign investors making investment through private placements, while the ratio requirements for the options of tender offers and share transfer agreements are lowered to 5 percent from the previous 10 percent.

    In order to encourage medium- and long-term investment, the requirement on lock-up period for acquired shares should be no shorter than a 12-month period under the new rules. This is reduced from no shorter than three years previously.

    A press briefing posted on the MOC’s website said that the revised measures seek to reduce the investment threshold for foreign investors, broaden the channels for foreign investment in the country’s securities market and encourage foreign investors to carry out long-term and value investment.

    It said that the scale of China’s securities market has further expanded in recent years with the sustained and healthy development of China’s economy and the nation’s deepened reform and opening up, adding that welcoming more high-quality foreign investment in listed companies will help promote China’s industrial upgrading as well as the healthy and stable development of China’s capital market.

    The revised rules are in line with the reform measures adopted at the Third Plenary Session of the 20th Central Committee of the Communist Party of China held in July this year, which vowed to open China’s commodity, services, capital, and labor markets wider to the outside world in an orderly manner, and facilitate foreign equity investment and venture capital investment in China.

    China issued rules for foreign investors to make strategic investments in listed companies back in 2005. Since then, foreign investors have made strategic investments in more than 600 listed companies.

  • MIL-OSI New Zealand: Fatal crash, Lake Road, Hauraki

    One person has died following a single vehicle crash where a car has collided with a power pole on Lake Road, Hauraki, today.

    Police responded to the crash just before 6am.

    One person was transported to hospital in a critical condition where they have since died.

    Three further people were transported to hospital, two in a moderate condition and one with minor injuries.

    The Serious Crash Unit conducted a scene examination and the road has since reopened.

    Enquiries into the circumstances of the crash are ongoing.

    Chinese President Xi Jinping met with Slovak Prime Minister Robert Fico in Beijing on Friday.

    Noting that this year marks the 75th anniversary of the establishment of diplomatic relations between China and Slovakia, Xi said that after three-quarters of a century of development, the traditional friendship between the two countries is full of vitality, and the cooperation in various fields has yielded fruitful results, bringing tangible benefits to the people of both countries.

    “We have decided to elevate China-Slovakia relations to a strategic partnership, which meets the future development needs of both countries and will inject new and powerful momentum into bilateral cooperation,” Xi said, adding that China is willing to work together with Slovakia to open a new chapter in bilateral relations and lift their ties to a higher level.

    Xi said the two countries need to deepen political mutual trust, calling on both sides to maintain high-level exchanges, strengthen strategic communication, adhere to mutual respect, equality and mutual benefit, and accommodate each other’s core interests and major concerns.

    In order to expand pragmatic cooperation, Xi said the two countries should make good use of the newly established inter-governmental cooperation committee to strengthen synergy in new energy, transportation and logistics, infrastructure construction and water resources management. China encourages its enterprises to invest in Slovakia and welcomes Slovak enterprises to explore the market in China, he said.

    Xi said the two countries should promote cultural and people-to-people exchanges. He called on both sides to carry out communication and dialogue among political parties, local governments, youth, think tanks, and the media, and make good use of platforms such as the Confucius Institutes to consolidate the foundation of public opinion for China-Slovakia friendship across generations.

    China has decided to grant 15-day visa-free entry to Slovak citizens, Xi added.

    Xi noted that the two countries need to strengthen international cooperation. In a complex and rapidly changing world, Xi said, both sides should uphold true multilateralism, firmly safeguard the international system with the United Nations at its core and the international order based on international law, advocate for an equal and orderly multipolar world and universally beneficial and inclusive economic globalization, embrace a vision of global governance featuring extensive consultation, joint contribution and shared benefits, and promote the building of a community with a shared future for humanity.

    China attaches great importance to China-EU relations, Xi said, adding that next year marks the 50th anniversary of the establishment of diplomatic relations between China and the EU, and China-EU relations should demonstrate due maturity and stability.

    Xi expressed the hope that the new EU institutions will adhere to the orientation of the China-EU partnership, adopt a positive and pragmatic approach, properly manage differences, and refrain from politicizing economic and trade issues.

    Fico said Slovakia firmly adheres to the one-China policy and recognizes the government of the People’s Republic of China as the only legitimate government representing all of China. Slovakia opposes any interference in other countries’ internal affairs and advocates for respecting each country’s choice of development path.

    Slovakia appreciates China’s decision to grant Slovak citizens the 15-day visa-free treatment, Fico said. Slovakia supports facilitating people-to-people exchanges between the two countries, and welcomes more Chinese enterprises to invest in the country and strengthen cooperation in areas such as new energy and infrastructure, he added.

    Slovakia appreciates the three major global initiatives put forward by President Xi, and is willing to strengthen exchanges with China on state governance experience and actively promote the EU’s commitment to handling differences through dialogue and consultations, Fico said.

    The two sides also exchanged views on the Ukraine crisis. Xi expounded on China’s consistent principle and position, commending Slovakia for adopting an objective, rational and impartial stance. He welcomed Slovakia, as well as more like-minded countries, to play a positive role in promoting peace talks.

    Fico stated that China’s position on the Ukraine crisis is fair, objective and constructive. Slovakia is willing to join the group of Friends for Peace on the Ukraine crisis and work with China to contribute to the political settlement of the crisis.

    Following the meeting, the two sides issued a joint statement on the establishment of a strategic partnership.

  • MIL-OSI China: Spanish floods kill at least 205, PM pledges comprehensive support

    Spain remains deeply shaken by the deadly flash floods that have left 205 people confirmed dead and wrecked havoc across the regions of Valencia, Castilla-La Mancha and Andalusia in the east and southeast parts of the country. As of Friday, many more are still unaccounted for.

    With the ground too dry to absorb the intense rainfall, which exceeded 400 liters per square meter in many areas and reached up to 600 liters in some, the torrential overnight downpours on Tuesday led to devastating flash floods.

    Videos posted on social media have shown torrents up to three meters high sweeping cars down the streets to pile them up as if they were toys. Bridges were swept away, railway tunnels collapsed and fields were swamped as people climbed onto roofs of their homes and cars to seek refuge, but not all survived.

    The official death toll, initially 12 on Wednesday morning according to the Center for Coordinated and Integrated Operations, has now soared to 205, with 202 fatalities in the region of Valencia, two in Castilla-La Mancha and one in Andalusia.

    The Feria de Valencia exhibition center has had to be used as a temporary mortuary. With many people still missing, the number of fatalities is expected to climb further.

    The Spanish newspaper Eldiario.es reported on Friday that 1,900 people are still missing. Witnesses in the affected areas said many people had gone into underground garages to save their cars, only to be trapped by the extreme deluge. The media outlets are filled with heart wrenching stories, with loved ones making final calls from vehicles trapped in rising waters.

    Moreover, over 130,000 homes lost power during the floods, and by Friday, power company Iberdrola confirmed that 23,000 homes still remained without electricity.

    The floods left the Valencia region in eastern Spain almost isolated, with the high-speed rail link between the capital city of Madrid and Valencia closed for up to three weeks following the collapse of two tunnels.

    Around 80 km of local rail lines and 100 roads were damaged, prompting the government to allocate 25 million euros (27 million U.S. dollars) on Friday for emergency repairs.

    Spanish Prime Minister Pedro Sanchez visited the affected areas on Thursday and pledged comprehensive aid for recovery efforts. The government declared three days of official mourning as sporting events in the Valencia region were all postponed.

    Meanwhile, nearly 2,000 military personnel, supported by 400 vehicles and 15 helicopters, have been deployed to assist in rescue and recovery operations. Hundreds of mud-caked Valencia volunteers were seen helping clear streets and homes with shovels and brooms.

    However, police also reported that approximately 60 people have been detained for looting in the wake of the floods.

    Relief support has poured in from across Spain, with funds being set up by the Red Cross and other agencies to aid rescue and recovery. Additionally, the international community, including the European Union, has offered assistance.

    Three days after the deadliest floods in decades, Valencia remains under alert for further downpours, with high warnings issued for Huelva, Castellon, Mallorca, and Catalonia.

    The sixth Friends of the Paris Agreement High-Level Dialogue was held in Paris on Oct. 28-29, where global leaders and stakeholders gathered to review both the significant progress and ongoing challenges faced by the international community in addressing climate-related crises since the Paris Agreement’s enactment.

    The dialogue was co-chaired by Xie Zhenhua, former China’s special envoy for climate change, and Laurence Tubiana, former France’s climate change ambassador and special representative for COP21.

    Organized by the European Climate Foundation and co-organized by the Institute of Climate Change and Sustainable Development of Tsinghua University, the dialogue has drawn over 20 high-level officials from signatory countries.

    Among the attendees are Laurent Fabius, president of the French Constitutional Council and former French prime minister, John Kerry, former U.S. Secretary of State, Teresa Ribera, European Commission’s first executive vice-president, Luiz Alberto Figueiredo Machado, former Brazilian minister of External Relations, Catherine McKenna, former Canadian minister of environment and climate change, Selwin Hart, special adviser to the UN Secretary-General and Assistant Secretary-General of the Climate Action Team, and Liu Zhenmin, China’s special envoy for climate change.

    As next year marks the 10th anniversary of the Paris Agreement, participants reached a consensus on the need for all countries to embody the spirit of the United Nations Climate Change Conference (COP21) amid the current complex global challenges.

    They also emphasized a strong commitment to defending and upholding multilateralism, advancing the global process for climate action, and adhering to the principle of common but differentiated responsibilities.

    The attendees also agreed that countries must continue advancing climate actions under the framework of the Paris Agreement, adopt faster and larger-scale international cooperation to ensure the timely achievement of global climate goals, and accelerate the global transition toward green, low-carbon, and climate-resilient development.

    The participants also held in-depth discussions on various climate-related issues, such as the Nationally Determined Contributions (NDCs), climate finance, energy transition, and technological innovation.

    They all agreed to further strengthen the role of the “Friends of the Paris Agreement,” supporting and advancing the success of this year’s UN Climate Change Conference in Baku (COP29) and laying the foundation for next year’s UN Climate Change Conference in Belem (COP30) in line with the goals and principles established by the UN Framework Convention on Climate Change and the Paris Agreement.

    The Friends of the Paris Agreement High-level Dialogue was initiated in 2019. It is hosted annually on a rotating basis by the European Climate Foundation and the Institute of Climate Change and Sustainable Development of Tsinghua University.

    The dialogue, gathering high-level representatives who have played key roles in the formulation and implementation of the Paris Agreement, serves as a platform for them to provide recommendations to the United Nations, the host countries of the Climate Conference and the secretariat of the UN Framework Convention on Climate Change, to promote the multilateral process.

  • MIL-OSI New Zealand: Child fatally struck on driveway, Palmerston North

    Police are investigating after a small child was fatally struck by a car in a driveway on Terry Crescent in Palmerston North today.

    Police were alerted to the incident at 1.15pm today, after the child was taken to hospital by family members.

    Tragically the child was unresponsive when they arrived at the hospital and was unable to be revived.

    The Serious Crash Unit has completed a scene examination at the property on Terry Crescent.

    Officers are speaking to family members to establish the full circumstances, and we are also working to support them following this tragic incident.

    At this stage there is no further information or comment available.

  • MIL-OSI China: China hopes talks with EU on EV anti-subsidy probe will bring agreement: MOC

    China’s Ministry of Commerce (MOC) said on Friday that it hoped the new phase of talks on price commitment with the European Union (EU) regarding the latter’s anti-subsidy probe into China-made electric vehicles (EV) will reach a mutually acceptable solution.

    In a statement, the MOC said that the technical teams of China and the EU have immediately launched a new phase of consultations on price commitment following a discussion held via video link on Oct. 25 between Chinese Commerce Minister Wang Wentao and European Commission Executive Vice President and Trade Commissioner Valdis Dombrovskis.

    After intensive communication, the EU side indicated that it will be in China to continue consultations on the specific contents of the plan, the MOC said.

    “China welcomes this and hopes that the next phase of consultations will follow the principle of pragmatism and balance to reach a solution acceptable to both sides,” the MOC said.

    On Oct. 29, the EU said it had decided to impose definitive countervailing duties of up to 35.3 percent on EVs from China for a period of five years.

  • MIL-OSI China: New climate financing goal expected

    China will collaborate with other Global South countries at an upcoming conference to push for a new, ambitious climate financing goal from developed nations that can adequately support climate actions in developing countries.

    Formerly known as the 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change, COP29 is slated to be held in Baku, Azerbaijan, from Nov 11 to 22.

    Xia Yingxian, director of the Ministry of Ecology and Environment’s Department of Climate Change, made the remarks at a news conference organized by the State Council Information Office in Beijing on Friday.

    Emphasizing the critical need to adhere to the objectives and principles outlined in the Convention and the Paris Agreement, Xia expressed China’s aspirations for COP29 to send a resoundingly positive message that the global climate multilateral process is irreversible and that international cooperation is absolutely essential.

    He highlighted that the UN assembly must enhance the efficacy of global endeavors in combating the climate crisis, offer sustained momentum for worldwide green, low-carbon transitions and innovations, and buttress climate resilience.

    Xia especially underscored the pivotal importance of a specific climate financing target from developed countries for developing nations to achieve a successful COP29.

    A key task for the UN climate gathering is to establish a New Collective Quantified Goal on climate financing, which represents a post-2025 climate financing commitment from developed economies to developing nations.

    In 2009, developed countries pledged to deliver $100 billion per year in international climate funding by 2020. The 2015 Paris Agreement on climate change extended the target, requiring contributing nations to maintain the annual contribution through 2025. But the promise has not yet been fully materialized.

    Xia said parties should adhere to the authorization of Article 9 of the Paris Agreement. This means that developed countries must fulfill their funding obligations and continue to lead in mobilizing funds, rather than renegotiate or rewrite relevant arrangements, he said.

    Article 9 stipulates that “developed country parties shall provide financial resources to assist developing country parties with respect to both mitigation and adaptation in continuation of their existing obligations under the Convention”.

    The official stressed a specific target number from developed nations as “golden key” and “master switch” to ensure fruitful outcomes from COP29. He stated that the conference must ensure that the level of support from developed countries aligns with the level of action taken by developing countries.

    The Houthis, backed by the Iranian regime, continue to escalate their attacks in the Middle East. Redesignating the Houthis as a Foreign Terrorist Organization (FTO) would impose meaningful costs on them and limit their ability to commit acts of terrorism.
    U.S. Senators Marco Rubio (R-FL), Jacky Rosen (D-NV), and colleagues led a letter to U.S. Secretary of State Antony Blinken urging him to redesignate the Houthis as a FTO after the Biden-Harris Administration foolishly removed that designation.
    “We therefore urge you to immediately restore the designation of the Houthis as an FTO, which would enable the United States to better target the group’s assets and financial support and hold the group accountable for committing terrorism against the United States, Israel, and our partners and allies throughout the region.”
    Joining Rubio and Rosen were Senators Rick Scott (R-FL), Bob Casey (D-PA), Marsha Blackburn (R-TN), and Catherine Cortez Masto (D-NV).

    Dear Secretary Blinken: 
    We write to request that you redesignate the Houthis, also known as Ansarallah, as a Foreign Terrorist Organization (FTO). Since the misguided revocation of the Houthis’ FTO designation in 2021, the Houthis, backed by the Iranian regime, have only escalated their efforts to destabilize the Middle East. These actions include firing drones and missiles against Israel that have killed civilians, disrupting international shipping by targeting commercial vessels, directly attacking U.S. forces, and obstructing the delivery of humanitarian aid to civilians in Yemen. While we recognize that your administration has listed the Houthis as a Specially Designated Global Terrorist (SDGT), that designation is nowhere near as impactful as an FTO listing. Designating the Houthis as an FTO would impose meaningful costs on the Houthis and degrade their ability to commit acts of terrorism. 
    The Houthis, whose longstanding call to arms includes the phrase “death to America, death to Israel, curse on the Jews,” are a key actor in Iran’s terrorist proxy network. As the world’s leading state sponsor of terrorism, Tehran has fueled the conflict between Yemen’s internationally-recognized government and the Houthis by providing the group with a wide array of advanced weapons, including ballistic, surface-to-air, and cruise missile components, unmanned aerial vehicles, and small arms. According to the Defense Intelligence Agency, the U.S. and its partners have interdicted at least 20 Iranian smuggling vessels destined for the Houthis since 2015. By providing the Houthis with advanced capabilities, the Iranian regime has allowed the group to expand its aggression well beyond Yemen’s borders, including by repeatedly firing drones and missiles at Israel. These attacks include a drone strike on Tel Aviv in July 2024 using an Iranian-made drone that killed one person and wounded 10 others. 
    Following the October 7, 2023 Hamas terrorist attack on Israel, the Houthis began targeting commercial shipping in the Red Sea and Gulf of Aden, posing a significant threat to the free flow of commerce in one of the world’s most critical shipping lanes. These attacks have employed anti-ship ballistic missiles, unmanned aerial vehicles, and cruise missiles. These actions not only threaten the security of our partners in the region, but also disrupt the delivery of humanitarian aid to Yemen and other conflict areas, endanger global energy markets and supply chains, and increase shipping costs.
    Additionally, following the U.S.-led coalition’s launch of Operation Prosperity Guardian on December 18, 2023 to ensure freedom of navigation in the Red Sea and Gulf of Aden, the Houthis have launched multiple attacks on U.S. military forces. Despite coalition strikes in Yemen intended to disrupt and degrade the capabilities of the Houthis, the group has been able to continue committing acts of terrorism. We should not wait for U.S. casualties to take further action to impose costs on the Houthis. 
    Relisting the Houthis as an FTO would make individuals or entities providing material support to the group liable for criminal prosecution and considered Tier III terrorists subject to sanctions and a travel ban, open up economic tools to target the Houthis’ weapons procurement networks and manufacturing capabilities, provide a legal right of action to U.S. victims of Houthi terrorism, and ban Houthi members from obtaining a visa or entering the United States. Moreover, relisting the Houthis as an FTO would not inherently disrupt the delivery of international aid to Yemeni civilians. 
    We therefore urge you to immediately restore the designation of the Houthis as an FTO, which would enable the United States to better target the group’s assets and financial support and hold the group accountable for committing terrorism against the United States, Israel, and our partners and allies throughout the region.     The Chinese-invested Phnom Penh-Sihanoukville Expressway, Cambodia’s first high-speed toll road, celebrated the second anniversary of its operation on Friday.

    Cambodian Minister of Public Works and Transport Peng Ponea and Chinese Ambassador to Cambodia Wang Wenbin took part in the event, held here at the headquarters of the Cambodian PPSHV Expressway Co., Ltd., the operator of the 187-km expressway.

    Speaking at the ceremony, Ponea said the expressway has become a key strategic route, linking the first economic powerhouse of Phnom Penh with the second economic powerhouse of the coastal province of Sihanoukville.

    “This expressway has been providing great benefits to Cambodia’s socio-economic development and tourism,” he said. “It has played a crucial role in improving the efficiency of travel and goods transport.”

    The minister said the motorway was one of major achievements in Cambodia under the framework of China’s Belt and Road Initiative (BRI) cooperation, in addition to the Sihanoukville Special Economy Zone, the Siem Reap Angkor International Airport and the Morodok Techo National Stadium.

    “These achievements are a solid testament to our joint efforts in building a Cambodia-China community with a shared future,” he said.

    Wang said the expressway was a landmark project of China-Cambodia cooperation under the BRI.

    “It is a vivid example of China-Cambodia joint efforts in building a high-quality, high-level and high-standard community with a shared future in a new era,” he said.

    The ambassador said the expressway has significantly contributed to creating job opportunities, promoting regional development and improving the well-being of local people.

    At the event, the company offered a one-year free travel to Chhum Sophearun, a 42-year-old taxi driver, who was the 10 millionth user of the expressway.

    Secretary for Labour and Welfare: I will start with the last question. I think the fact that O’Sullivan has decided to come to Hong Kong and become a part of us speaks volumes about the attraction of Hong Kong. Clearly he has spoken a lot about the good things of being in Hong Kong. With this success and with the launching of a new stream under the Quality Migrant Admission Scheme where we are going to invite top talents from all over the world direct, we are going to do a lot more. We hope to achieve more success, because we truly believe in the attraction of Hong Kong. Be it our tax system, our natural beauty, the convenience, the great food and all the great things here in Hong Kong, is a huge attraction to top talents all over the world. 

         As for the Top Talent Pass Scheme (TTPS), as I have said on different occasions, right now we have built in a very robust system to make sure all the qualifications submitted to us are true and can be verified. For submissions from Mainland China, there is a mandatory requirement for them to verify it through a third-party system, or they have to verify direct with the institutions granting them the qualifications. We can rest assured that for all applications approved under the TTPS based on academic qualifications, all these qualifications are authentic and can be verified.

         We are not going to predict or estimate how many TTPS visa holders are going to have their visas extended. Our principle is that we have made it very clear the criteria for a successful visa extension. We are not going to provide additional help. For those who are able to make it, of course they can stay in Hong Kong and continue their career. For those who failed to make it, we are not going to grant them visa extensions. Rather, after several months when we have a better grasp about the extension situation, we are going to make it public. By then, we would know how many, or in terms of percentage, of the TTPS visa holders got their visas extended successfully. Thank you very much.

  • MIL-OSI China: New offshore platform taps into potential of heavy-oil reserves in China

    The world’s first mobile thermal-injection platform was recently delivered in China’s Shandong province, offering new opportunities to tap into China’s vast potential for heavy-oil recovery, according to the country’s major marine oil-mining company.

    China National Offshore Oil Corporation (CNOOC) announced on Thursday that “Recai No.1” or “Thermal Recovery No.1”, the mobile thermal-injection platform developed and built by China, has been delivered in waters off Weihai, Shandong.

    The two-deck platform is 82 meters long and 42 meters wide, with a total deck area of over 3,000 square meters, a weight of over 10,000 tonnes and a height equivalent to a building of more than 20 stories.

    Equipped with four legs that are over 70 meters high, the platform can operate in waters at the depth of 35 meters, and withstand typhoons up to category 16.

    According to CNOOC, the platform features a number of pioneering technologies, including the mobile thermal-injection system and the compensation technology for high-temperature, high-pressure steam pipelines.

    It is equipped with three steam boiler systems that can simultaneously inject high-pressure steam at temperatures exceeding 350 degrees Celsius into six oil wells, reducing the viscosity of heavy oil and turning it into more fluid and easily extractable crude oil.

    The platform can be towed to different oil-recovery platforms by tugboats to carry out rapid thermal injection, effectively reducing the development costs of heavy oil and realizing large-scale thermal recovery of heavy oil.

    Heavy oil refers to crude oil that is relatively viscous and has poor fluidity, making it difficult to extract. Unlike the cold-recovery method used for conventional crude oil, heavy oil is typically developed by thermal recovery.

    Heavy oil makes up more than two-thirds of the world’s proven crude oil reserves. As one of the world’s four major producers of heavy oil, China has an estimated heavy-oil resource volume of about 19.87 billion tonnes. In the Bohai Sea area with which Shandong province has a coastline, heavy-oil reserves account for nearly half of the total proven crude oil reserves in the area.

    Chinese carmaker BYD officially launched its premium brand DENZA in Thailand on Friday in a move to expand its presence in the Southeast Asian country’s upscale automotive market.

    Narit Therdsteerasukdi, secretary general of the Thailand Board of Investment, emphasized in his opening speech the importance of the entry of the DENZA brand into the Thai market, which marks a milestone in the development of Thailand’s electric vehicle (EV) industry.

    Narit noted that the debut of the DENZA brand not only reflects the confidence of international brands in the Thai market, but will also inject new impetus into Thailand’s economic development. Thailand will continue to support the development of the EV industry and provide a good investment environment for enterprises.

    Thailand has long been a regional automotive manufacturing and export hub. With the government’s investment promotion efforts, the nation aims to convert 30 percent of its annual auto production into EVs by 2030.

    Liu Xueliang, general manager of BYD Asia Pacific auto sales division, said BYD has currently sold 56,000 EVs in the Thai market, adding that the introduction of the DENZA brand is another important strategic plan for BYD after it opened its Thailand factory this year.

         The Agriculture, Fisheries and Conservation Department (AFCD) today (November 2) held the Opening Ceremony of Robin’s Nest Country Park (RNCP) and Launching Ceremony of Discovering Robin’s Nest Country Park Hiking Challenge, which is also one of the activities to celebrate the 75th anniversary of the founding of the People’s Republic of China.
     
         RNCP, located in Sha Tau Kok, Northeastern New Territories, was established in March this year as the 25th country park in Hong Kong, forming an ecological corridor with Shenzhen Wutong Mountain. The AFCD has launched a series of publicity and education activities themed “Discovering Robin’s Nest Country Park – The Interconnected Ecology and Landscape”, in which Discovering Robin’s Nest Country Park Hiking Challenge activity was kick-started today. Through promotional videos and the activity, the public is encouraged to explore the rich green tourism resources of Robin’s Nest, which symbolises the ecological integration of Hong Kong and Shenzhen, from multiple perspectives.

         Following the opening ceremony, about 40 nature enthusiasts with extensive hiking experience from Shenzhen and Hong Kong embarked on the first hike of Discovering Robin’s Nest Country Park Hiking Challenge to enhance the exchanges and foster friendship between the two places.
     
         In addition, the public and tourists can participant in the Discovering Robin’s Nest Country Park Hiking Challenge activity from today until February 28 next year. Participants need to register on the Discovering Robin’s Nest Country Park Hiking Challenge website (www.discoveringrncp.hk) and visit the eight designated checkpoints along the two hiking trails in RNCP, the Robin’s Nest Country Trail and Lin Ma Hang Country Trail, scanning QR codes with their smartphones at checkpoints to record their completion.          The AFCD reminds the public to take into account their physical strength, hiking experience and weather situation in planning a hike.     Chinese lawmakers are advancing a draft law aimed at enhancing preschool children’s rights and ensuring their safety, a spokesperson said on Friday.
    The latest version of the draft preschool education law will be submitted for a third review during the 12th session of the Standing Committee of the 14th National People’s Congress (NPC), scheduled to take place in Beijing from Nov. 4 to 8, according to Huang Haihua, spokesperson for the Legislative Affairs Commission of the NPC Standing Committee.
    Huang noted that the revised provisions of the draft law require special care for preschoolers with unique needs, such as those with specific health conditions.
    To further safeguard children’s rights, the draft mandates that kindergartens and other educational institutions handle children’s personal information responsibly, ensuring their privacy and reputation are protected, according to the spokesperson.
    Additionally, Huang stated that the draft outlines regulations to ensure food safety in kindergartens and enhance security in surrounding areas.

  • MIL-OSI China: Fall typhoons spark concerns in south

    With one powerful autumn typhoon having affected a Chinese province and another one bearing down on the mainland, concerns have mounted over the potential disasters from heavy rainfall that such storms can bring to vulnerable areas on the southern and southeastern coasts.
    Authorities have been ramping up preparations to address the heightened risk of flooding and other weather-related hazards in such areas.
    The remnants of Typhoon Trami, coupled with a cold front, have triggered extensive flooding in Qionghai, Hainan province. All 13 towns in the city have been inundated to varying degrees, with the Wanquan River basin submerging 183 villages.
    Responding to the crisis, Qionghai has mobilized a fleet of 43 motorboats, 30 inflatable boats and over 200 vehicles, and has requested helicopter assistance for supply transport and rescue operations. By Wednesday evening, authorities had evacuated 17,198 residents.
    Rainfall had decreased by Wednesday night, and water levels in the Wanquan River are gradually receding. The Hainan disaster reduction commission terminated its flood and wind emergency response on Thursday at 5 pm.
    However, forecasts predict another deluge from Sunday to Tuesday as southeasterly airflow collides with a cold front.
    Elsewhere, in anticipation of Typhoon Kong-rey’s approach, China’s State Flood Control and Drought Relief Headquarters has initiated a Level-IV emergency response in Zhejiang province.
    China has a four-tier emergency response system, with Level I being the most severe.
    Kong-rey, the 21st typhoon of the year, made landfall in Taiwan’s Taitung at around 1:40 pm on Thursday, leading to the closure of schools and offices in 22 counties and cities across the island. By Thursday morning, 527 flights were suspended, eight were delayed and 139 ferries operating on 11 routes were canceled.
    Taiwan authorities said Kong-rey was the strongest typhoon to make landfall on the island in nearly a decade. The storm is forecast to track north-northeast, with winds expected to peak at 184 kilometers per hour.
    Heavy rainfall is anticipated in Shanghai and the provinces of Fujian, Zhejiang and Jiangsu, with Zhejiang preparing for a significant impact.
    As the typhoon nears eastern China, railway authorities in the Yangtze River Delta Region have suspended multiple train services, particularly affecting high-speed rail lines such as the Hangzhou-Shenzhen, Shanghai-Kunming, Hangzhou-Changsha, and Hefei-Fuzhou routes.
    Zhejiang escalated its emergency response to Level II for typhoon preparedness, with maritime safety measures heightened to Level III.
    As of 8 am on Thursday, 45 of Zhejiang’s 152 water passenger ferry routes have been suspended. Additionally, 62 out of its 136 water-related construction projects under development have been halted, with 593 workers safely evacuated from the vessels.
    Jia Yan, deputy chief forecaster at the Zhejiang Meteorological Observatory, issued a warning about the impending impact of Kong-rey on the province on Thursday morning. She highlighted the period from Thursday night to Friday as critical, anticipating widespread heavy rainfall that significantly heightens the risk of flood disasters.
    “Precautions need to be taken to prevent urban and rural water-logging, as well as secondary disasters such as localized flash floods, mudslides and landslides. Additionally, there will be prolonged periods of strong winds at sea, necessitating enhanced safety measures for maritime traffic and operations,” she said.
    Fujian province also raised its emergency response level in response to Kong-rey’s impact. Railway and maritime services have suspended several train services and halted 71 coastal passenger ferry routes affecting 190 vessels. Meanwhile, 115 coastal construction projects have been stopped until further notice.

         The Leisure and Cultural Services Department (LCSD) will launch the Muse Fest HK 2024 in November, rolling out over 70 fabulous programmes in LCSD museums and art spaces. With the same theme “Hong Kong H.A.S. (History. Art. Science.) Museums”, the 10th edition of the Museum Festival enables members of the public to immerse themselves in Hong Kong’s rich and distinctive cultural heritage and artistic diversity, offering an alternative museum experience. Most activities are free, and members of the public are welcome to join on the spot.
          
         The inaugural event of the Muse Fest 2024, “Fun@Museum Carnival”, is being held today and tomorrow (November 2 and 3) at the Hong Kong Cultural Centre (HKCC) Piazza, Hong Kong Museum of Art (HKMoA), Hong Kong Space Museum (HKSpM) and Salisbury Garden in Tsim Sha Tsui. The carnival features a variety of programmes. There are performances of Intangible Cultural Heritage (ICH) items such as “Vital Lion Dance” opening performance and “Puppetry Encounters” performance today. The Director of Leisure and Cultural Services, Mr Vincent Liu, officiated at the opening ceremony of the Muse Fest HK 2024 and eye-dotting for lion dances this morning. Addressing the ceremony, Mr Liu said this year marks the 10th Edition of Muse Fest. The opening carnival this year focuses in “Chinese Cutlure”, promoting the development and inheritance of Chinese culture and history through diversified performances and interactive workshops. With the theme of “Hong Kong H.A.S. (History. Art. Science.) Museums” this year, Muse Fest will continue to broaden citizens’ scope of knowledge in these areas.
          
         The booths of flower button, lion dance and lion head crafts by the ICH Office are well received, with visitors busy taking photos with the lion head. Some also made lion head crafts to experience this ICH item which combines martial arts and performing arts. In the afternoon, the carnival invited a seasoned puppet group to perform classic plays such as “Daming Prefecture”, “Zhong Kui Getting Drunk” and “Sun Wukong Thrice Beat the Bony Demon”, winning great applause from audiences.
          
         In addition to the popular ICH-related programmes, the booths of the Conservation Office have also attracted many passers-by. They have been engaged in learning the use of wax materials in artefacts protection, or making their own light clay cake model magnets with a wooden cake mould. The Gear Up – Nano World Outreach Programme booth, presented by the Science Promotion Unit of the Hong Kong Science Museum, has been surrounded by children viewing the comic-style panels and interactive exhibits introducing nano science. Apart from the booth activities, the carnival has invited Community Cultural Ambassadors 2024 the Windpipe Chinese Music Ensemble and Chinese and Western music ensembles of the Music Office to deliver live performances at the HKCC Piazza to boost the atmosphere. The Hong Kong Public Libraries promotes theme-based reading through the Library-on-Wheels outreach truck and storytelling sessions by Story Ambassadors, while the Interactive Storytelling Device – Joyful Reading of Three Kingdoms – allows participants to acquire knowledge through playing games. Meanwhile, the HKSpM has organised a treasure hunt named Cosmic Voyage, inviting visitors to follow the hints on the treasure map and find out the answers at the Exhibition Hall to learn about the universe and space science in various aspects.
          
         The carnival will continue tomorrow with more extraordinary events. The Pok Fu Lam Village Fire Dragon Association and Pokfulam Kaifong Welfare Association will bring the fire dragon dance performance to Tsim Sha Tsui tomorrow from 4pm to 6pm. Locals residents and tourists can join the parade and learn about the traditions and historical significance of the fire dragon dance. Visitors can touch and take a closer look at the unicorn head and create postcards at the unicorn booth. In addition to the above mentioned lion head crafts booth, a waxing in conservation activity, “Gear Up – Nano World” outreach programme -Nanoboy Ornament Workshop, Library-on-Wheels with Storytelling Sessions and the Interactive Storytelling Device. Those interested in movies should not miss the animated film screening of “Chang An” to be held at the Lecture Hall of the HKMoA, which is organised by the Film Programmes Office.
          
         Various museums will host fun days during weekends in November. The Sheung Yiu Folk Museum Fun Day will be held on November 9, featuring a photo-taking corner, video screenings and workshops to enhance visitors’ understanding of Hakka culture and customs. The “Spark Joy @Oi!” Fun Day 2024 at Oil Street Art Space on November 10 will feature handpan music performances, workshops and guided tours by artists. The Hong Kong Museum of the War of Resistance and Coastal Defence (MWRCD) and the Hong Kong Heritage Museum will offer a variety of activities on November 16 for the public. The Hong Kong Railway Museum Fun Day and the ICH Office’s ICH Fun Day at the Sam Tung Uk Museum will be staged on November 17 and November 23 respectively. Demonstrations and education activities will be held at the Fireboat Alexander Grantham Exhibition Gallery Fun Day on November 30 to enhance the public’s knowledge of the Fireboat Alexander Grantham and the history of Hong Kong’s sea rescue. Moreover, the Conservation Office will arrange the Guardians of Museum Artefacts at the Shenzhen Museum: The Behind the Scenes of Conservators talk on November 16 at the HKMoA where the specialist from the Shenzhen Museum will introduce preventive conservation work.
          
             In addition to the day-time events, museums also offer exciting night-time activities. The Flagstaff House Museum of Tea Ware, in celebration of its 40th anniversary, will host An Evening with Flagstaff House Museum of Tea Ware for two nights. On November 23, where visitors can enjoy the outdoor immersive light show titled “Gentle Smoke of Tea” at the museum’s façade and “The Sound of Art” concert at the lawn. On November 24, in addition to the light show, visitors can explore the indoor “Gardens of Four Seasons” interactive display and visit the museum exhibitions.
          
         This year’s Muse Fest will continue to launch a mega publication and souvenir sale, offering up to 50 per cent discounts for selected museum publications and souvenirs.
          
         LCSD Museum Pass holders may also enjoy exclusive admission to experience a variety of special programmes during the festival period. For the event “Meet the Curator – Hong Kong Museum of the War of Resistance and Coastal Defence”, assistant curators of the MWRCD will introduce the curation and stories behind the exhibitions, and how the curatorial team delivers the history of the War of Resistance and Coastal Defence to audiences. They will also take you on a special tour to permanent and thematic exhibitions of the museum. For another exclusive programme, “The Fireboat Then and Now Guided Tour – A Fireman Leads the Way”, a retired firemen who served on the fireboat will share the bits and pieces of the adventurous experience in the historic vessel as docent.

    A 56-year-old Lanena man has been charged with drink driving offences after he was intercepted by Police on the West Tamar Highway at Rosevears this morning.
    Members of the public alerted police to the driving behaviour of a silver Hyundai between Legana and Rosevears about 11.20am.
    The car was intercepted south of Exeter and police will allege that the driver, who was not the holder of a drivers licence, returned a reading of 0.180, more than three times the legal limit.
    “Police would like to thank other road users who contacted emergency services and provided real-time information about the location of the car and manner of driving,” a police spokesperson said.
    “Drink driving is one of the fatal five contributors to serious and fatal crashes and detecting anyone breaking the law in this regard is vital in keeping the roads safe for everyone.”
    The driver was arrested and charged with driving under the influence of alcohol, exceeding the prescribed alcohol limit, being an unlicenced driver and also being an unlicenced driver with alcohol in his system.
    He was issued with an excessive drink driving notice, resulting in an immediate disqualification for 2 years.
    The driver was bailed to appear in the Launceston Magistrates Court on December 18.

    The Polytechnic University hosted a regional robotics Olympiad for students of St. Petersburg universities. The team of the Higher School of Automation and Robotics (HSAiR) of the Institute of Mechanical Engineering, Materials and Transport took an honorable second place in the team championship.

    The organizer of the annual robotics Olympiad is the Committee for Science and Higher Education of the Government of St. Petersburg together with the St. Petersburg State Electrotechnical University “LETI” named after V. I. Ulyanov. The Higher School of Automation and Robotics acted as the operator of the event in partnership with Omega LLC.

    The subject Olympiad has been held since 2008, its goal is to identify talented youth, stimulate students’ scientific activity, and improve the quality of training of university graduates, said the host of the event, Konstantin Mashyanov, an engineer at the Mechatronics educational laboratory of the Higher School of Aviation and Radio Engineering.

    This year, a record number of teams applied — 16 from nine universities of St. Petersburg. The parting words were given by the Vice-Rector for Youth Policy and Communication Technologies of SPbPU Maxim Pasholikov, Deputy Director of IMMiT for Educational Activities Pavel Kovalev, Director of HSAI Olga Matsko, as well as the Head of the Education and Science Directorate of Omega LLC Vladislav Vasiliev and the honorary guest, Director of the Scientific and Educational Center Concern VKO Almaz-Antey Sergey Baushev.

    The jury included representatives of the participating universities. Technical support for the teams was provided by students of the Higher School of Architecture and Russian Engineering from the PoliRoboTech student engineering association.

    Participants completed various tasks. They programmed Omegabot to move along a closed curved trajectory and carry an object from point A to point B, thought about the possibilities in the field of robotics, and much more.

    According to the results of the team competition, the students of BSTU “Voenmekh” won. The team of polytechnics, which included 3rd year students of the Higher School of Architecture and Rural Affairs Zakhar Vcherashny, Vladimir Yulik, Egor Meshkov, Vadim Berko, Alexander Timofeev and Alexander Travin, took the honorable second place. The team of ITMO University came in third.

    In the individual championship, the gold medalist was BSTU “Voenmekh” student Maxim Smirnov, second place went to Pavel Myznikov (GUAP) and Yaroslav Petrov (GUAP), third place was shared by BSTU “Voenmekh” students Alexander Galkin, Timofey Skrykov and SPbGUAP Olga Timofeeva.

  • MIL-OSI Asia-Pac: Building safety symposium held

    More than 400 building professionals, property management practitioners, government officials and academics today attended the Building Safety Symposium, organised by the Buildings Department, to discuss the application of innovative technologies to enhance safety at buildings and in construction works.

    Speaking at the symposium, Secretary for Development Bernadette Linn said the Government is conducting a comprehensive review of the Buildings Ordinance, with three aims in mind: encouraging owners to expedite building repairs; rationalising enforcement against unauthorised building works (UBWs); and regulating the quality and safety of building works.

    Stressing that the main approach of the review is to increase penalties, lower prosecution thresholds and rationalise enforcement priorities, Ms Linn said the Government expects a public consultation on specific proposals to be launched by the end of this year, with legislative amendment proposals being submitted in the first half of 2026.

    In addition, she highlighted that the Government has adopted innovative technologies to enhance enforcement and work efficiency, including using new technologies such as drones and artificial intelligence to speed up building inspections, thereby strengthening enforcement against UBWs and defective signboards, and enhancing site safety.

    The Government will also put forward elderly-friendly building design proposals to tie in with its “ageing in place” policy. It has announced a roadmap, generally supported by the industry, to make it mandatory for the private sector to adopt Building Information Modelling (BIM) technology by 2029. Ms Linn said the Government will continue to work with the industry to make preparations.

    Director of Buildings Clarice Yu said at the symposium that the department will undertake a consultancy exercise on the full adoption of BIM by the private sector.

    In July, the department introduced mandatory measures requiring the adoption of two alert systems, under the Smart Site Safety System, for superstructure works with an estimated construction cost over $30 million. It is also exploring the feasibility of extending the systems to other types of works.

    The department will continue to apply professional expertise and take an innovative approach, while working together with the industry to create a safer and more sustainable built and living environment, Ms Yu added.

    The symposium was a highlight event of Building Safety Weeks 2024, and featured a number of local experts speaking on topics ranging from elderly-friendly building design to the impact of temperature on building safety.

    The department will hold carnivals on November 9 and 10 at Tuen Mun Town Plaza, and on November 16 and 17 at Olympic City 2. These will feature game booths, allowing the public to acquire building safety knowledge in a fun and engaging way.

  • MIL-Evening Report: Palau newspaper sued by president’s family company ahead of general election

    Palau’s largest newspaper is being sued for defamation by the company of President Surangel Whipps Jr’s father, just days ahead of general elections in the Pacific nation.

    Surangel and Sons alleges “negligence and defamation” by the Island Times and its editor Leilani Reklai for an article published on Tuesday with “false and unsubstantiated allegations,” owner Surangel Whipps Sr said in a press release on Thursday.

    Reklai has rejected the company’s allegations and said the “lawsuit is trying to control how media here in Palau tells a story”, a news article about the case in the Island Times reported on Friday.

    “I feel like we are being intimidated, we are being forced to speak a certain narrative rather than present diverse community perspectives,” said Reklai, who is also a stringer for BenarNews.

    The Micronesian nation of 17,000 people — 650 km north of Papua New Guinea — goes to the polls on November 5. Whipps Jr’s rival is his brother-in-law Tommy Remengesau Jr, who was president from 2001 to 2009 and 2013 to 2021.

    The controversy comes after Palau was top of the inaugural 2023 Pacific Media Freedom Index of 14 island countries that highlighted the region’s media facing significant political and economic pressures, bribes and corruption, as well as self-censorship.

    Island Times reported on Friday the suit is seeking compensation and punitive damages and that the company asserts the “monetary awards should be substantial enough to prevent similar conduct from the newspaper and Reklai in future”.

    Surangel and Sons financial details — leaked from the country’s tax office — were posted on social media last weekend, prompting heated online debate over how much it paid.

    A new corporate and goods and services tax system introduced by Whipps Jr’s government is currently being rolled out in Palau and its merits have been a focus of election campaigning.

    The company in a statement said its “privacy rights had been violated,” the tax details were obtained illegally, posted online without consent, and some of the figures had been altered.

    Motivation ‘confusing voters’
    “The motivation behind the circulation of this document is clearly for misinformation and disinformation to confuse voters. In the end Surangel and Sons is not running for office. Unfortunately, it has been victimised by this smear campaign,” the company posted on social media.

    Island Times in a 225-word, front-page story headlined “Surangel & Sons condemns tax report leak as privacy violation” reported the company’s statement on Tuesday. It also quoted financial details from the leaked documents and accompanying commentary.

    Whipps Jr. in a press conference on Wednesday accused the Island Times of publishing disinformation.

    “Island Times continues to print political propaganda, it’s not accurate,” Whipps Jr said, calling for a correction to be published.

    The lawsuit against the paper and its editor was served the next day.

    Whipps Jr’s spokesperson told BenarNews any questions related to the lawsuit should be directed to the parties involved.

    Surangel and Sons was founded in 1980 by Whipps Sr, who also served as Palau’s president briefly in 2005 and for two years from 2007.

    Business ‘offers everything’
    The privately-owned business “offers everything from housing design and automotive repair to equipment rentals, groceries, and scuba gear” through its import, sales, construction and travel arms, the company’s website says.

    Previously as CEO, Whipps Jr transformed the company from a family store to one of Palau’s largest and most diversified businesses, employing more than 700 people.

    His LinkedIn profile states he finished as CEO in January 2021, after 28 years in the position and in the month he became president. His spokesperson did not respond to questions from BenarNews about if he still retains any direct financial or other links to the company.

    Surangel and Sons said the revelation of sensitive business information threatens their competitive advantage and puts jobs at risk.

    Palau’s Minister of Finance Kaleb Udui Jr told the president’s press conference on Wednesday an investigation was underway, a special prosecutor would be appointed and apologized for the leak to the company.

    “I would hope the media would make extra effort to help educate the public and discourage misinformation and breaches of privacy of the tax office and any other government office,” Udui said, confirming the tax documents had been altered before being posted on social media.

    He said tax office staff have previously been warned about leaks and ensuring data confidentiality, as breaches negatively impact the confidence of foreign investors in Palau.

    Explanation rather than leak
    Whipps Jr added that the newspaper should have explained the tax system instead of reporting the leaked information.

    He also accused Island Times of failure to disclose a paid advertisement in this week’s edition of the paper for his political opponent.

    “I’m disappointed in the Island Times, because there was an article that was not an article, a paid advertisement,” Whipps Jr said about a colourful blue and yellow election campaign graphic.

    Island Times told BenarNews it was not usual practice to put “Paid Advertisement” on advertisements but it would review its policy for political campaign material.

    Reklai fears the lawsuit could have serious consequences for the media in Palau and bankrupt Island Times, the paper reported.

    “If I don’t stand up to this, it sends a signal to all journalists that they risk facing claims for damages for powerful companies and government officials while carrying out their work,” she said.

    Palau has two newspapers and four radio stations and enshrined in its constitution are protections for journalists, including a guarantee they cannot be jailed for refusing to disclose sources.

    Surangel and Sons said they would no longer sell Island Times through their outlets.

    Vadim Yermolenko, 43, a dual U.S.-Russian national and resident of New Jersey, pleaded guilty to conspiracy to violate the Export Control Reform Act, conspiracy to commit bank fraud, and conspiracy to defraud the United States for his role in a transnational procurement and money laundering network that sought to acquire sensitive dual-use electronics for Russian military and intelligence services.

    “This defendant joins the nearly two dozen other criminals that our Task Force KleptoCapture has brought to justice in American courtrooms over the past two and a half years for enabling Russia’s military aggression,” said Attorney General Merrick B. Garland. “This defendant admitted to playing a central role in a now-disrupted scheme with Russian intelligence services to smuggle sniper rifle ammunition and U.S. military grade equipment into Russia. The Justice Department will never stop working to aggressively disrupt and prosecute both the criminal networks and the individuals responsible for bolstering the Russian war machine.”

    According to court documents, the defendant was affiliated with Serniya Engineering and Sertal LLC, Moscow-based companies that operate under the direction of Russian intelligence services to procure advanced electronics and sophisticated testing equipment for Russia’s military industrial complex and research and development sector. Serniya and Sertal operated a vast network of shell companies and bank accounts throughout the world, including the United States, that were used in furtherance of the scheme to conceal the involvement of the Russian government and the true Russian end users of U.S.-origin equipment.

    The defendant and his co-conspirators unlawfully purchased and exported highly sensitive, export controlled electronic components, some of which can be used in the development of nuclear and hypersonic weapons, quantum computing and other military applications. Following Russia’s invasion of Ukraine in February 2022, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) and the U.S. Department of Commerce (DOC) Bureau of Industry and Security (BIS) levied sanctions and imposed additional export restrictions on Serniya, Sertal, and several individuals and companies used in the scheme, calling them “instrumental to the Russian Federation’s war machine.”

    Sertal was licensed to conduct highly sensitive and classified procurement activities by Russia’s Federal Security Service (FSB), Russia’s principal security agency and the main successor agency to the Soviet Union’s KGB. The Serniya network’s Russian clients included State Corporation Rostec, the state-owned defense conglomerate; State Atomic Energy Corporation Rosatom (Rosatom); the Ministry of Defense; the Foreign Intelligence Service (SVR); and various components of the FSB, including the Department of Military Counterintelligence and the Directorate for Scientific and Technological Intelligence, commonly known as “Directorate T.”

    To carry out the scheme, the defendant helped set up numerous shell companies and dozens of bank accounts in the U.S. to illicitly move money and export-controlled goods. During the period charged in the indictment, more than $12 million passed through accounts owned or controlled by the defendant. These funds were used in part to purchase sensitive equipment used in radar, surveillance and military research and development. In one instance, money from one of the defendant’s accounts was used to purchase export-controlled sniper bullets, which were intercepted in Estonia before they could be smuggled into Russia.

    Co-defendant Alexey Brayman previously pleaded guilty to conspiracy to defraud the United States and is awaiting sentence. The case against co-defendant Vadim Konoshchenok, a suspected FSB operative, was dismissed after Konoshchenok was removed from the United States as part of a prisoner exchange negotiated between the United States and Russia. Defendant Nikolaos Bogonikolos’ case remains pending. Defendants Boris Livshits, Alexey Ippolitov, Svetlana Skvortsova, and Yevgeniy Grinin remain at large.        

    The FBI, BIS, and IRS are investigating the case.

    The U.S. Customs and Border Protection, Department of Justice’s Office of International Affairs, and Estonian authorities provided valuable assistance.

    Assistant U.S. Attorneys Artie McConnell, Andrew D. Reich, and Matthew Skurnik for the Eastern District of New York are prosecuting the case, with assistance from Trial Attorney Scott A. Claffee of the National Security Division’s Counterintelligence and Export Control Section.

    Today’s actions were coordinated through the Justice Department’s Task Force KleptoCapture and the Justice and Commerce Departments’ Disruptive Technology Strike Force. Task Force KleptoCapture is an interagency law enforcement task force dedicated to enforcing the sweeping sanctions, export restrictions and economic countermeasures that the United States has imposed, along with its allies and partners, in response to Russia’s unprovoked military invasion of Ukraine. The Disruptive Technology Strike Force is an interagency law enforcement strike force co-led by the Departments of Justice and Commerce designed to target illicit actors, protect supply chains and prevent critical technology from being acquired by authoritarian regimes and hostile nation states.

  • MIL-OSI USA: Lyft to Pay Civil Penalty to Resolve Allegations of Misleading Drivers About Their Potential Earnings

    The Justice Department, together with the Federal Trade Commission (FTC), today announced that Lyft Inc. (Lyft) has agreed to resolve allegations that it made false and misleading statements about how much Lyft drivers would earn. The settlement includes an agreement to pay $2.1 million in civil penalties and a permanent injunction prohibiting such false and misleading earnings claims.

    Lyft operates a mobile app ride-hailing platform that connects consumers seeking rides with those who provide rides with their own personal vehicles. Through marketing campaigns and advertisements, Lyft recruits drivers. After a driver is hired, Lyft sets the rates the driver charges and collects a portion of the fare for each ride. In a civil complaint filed in the U.S. District Court for the Northern District of California, the government alleges that, as early as 2021, Lyft made false and misleading claims in its advertising and marketing regarding potential earnings and incentives to be earned by drivers who signed up to drive for Lyft. Lyft allegedly continued these practices even after it received a Notice of Penalty Offenses in October 2021 that placed the company on notice that false and misleading earnings claims were unlawful.

    The complaint alleges that Lyft disseminated advertisements promoting specific hourly amounts that drivers throughout the United States could earn. The company, however, did not disclose that the potential hourly amounts were based on the earnings of the top 20% of its drivers. The complaint also further alleges that Lyft also tried to induce drivers to offer more rides by promoting “earnings guarantees,” which guaranteed that drivers would be paid a set amount if they completed a specific number of rides in a certain time. These guarantees allegedly did not clearly disclose that drivers were paid only the difference between what they otherwise earned for the rides and Lyft’s advertised guaranteed amount, rather than receiving the full guaranteed amount in addition to their regular earnings for the rides.

    In the stipulated order entered today by the federal district court, Lyft is required to pay a $2,100,000 civil penalty. The order also enjoins Lyft from making any misrepresentations regarding driver earnings and includes other monitoring and reporting provisions aimed at promoting Lyft’s compliance with the order.

    “The Justice Department will vigorously enforce the law to stop companies from misleading Americans about their potential earnings in the gig economy,” said Principal Deputy Assistant Attorney General Brian M. Boynton, head of the Justice Department’s Civil Division. “We will continue to work with the FTC to stop unfair and deceptive marketing practices.”

    “Lyft drivers deserve accurate information about how much they will be paid for the work they do,” said Director Samuel Levine of the FTC’s Bureau of Consumer Protection. “Our settlement with Lyft bans exaggerated earnings claims and underscores the FTC’s commitment to ensuring gig workers are treated fairly.”

  • MIL-OSI USA: Readout of Director Rachel Rossi’s Trip to Northern California

    Director Rachel Rossi of the Office for Access to Justice traveled to San Francisco to deliver the keynote address at the Pathways to Justice Conference, a statewide legal services conference held every three years. The engagement included meetings on access to justice issues and initiatives happening in Northern California.

    Opening the visit, Director Rossi participated in a listening session hosted by the California Community Justice Workers Working Group, a group of legal aid and access to justice leaders aiming to leverage professional support from nonlawyers to support legal service providers in delivering legal assistance to underserved and marginalized communities. Director Rossi delivered brief opening remarks and then heard from working group members on its proposed recommendations for a community justice worker program in California. The presentation was followed by a discussion with legal aid leaders from across California.

    Tuesday morning, Director Rossi delivered the keynote address for the Pathways to Justice Conference convened by the State Bar of California, the Legal Aid Association of California and the California Judicial Council. The conference convenes nonprofit legal service providers, private bar pro bono volunteers and staff from court departments and self-help centers from across the state to discuss access to justice topics. In her remarks, Director Rossi highlighted Office for Access to Justice initiatives and focused on the need to foster collaboration between state, local and federal access to justice stakeholders.

    Following the keynote, Director Rossi met with leadership from the Legal Aid Association of California, a statewide membership organization of over 100 legal aid providers. In the meeting, Director Rossi listened to the most pressing issues facing California’s legal aid community and discussed support for efforts to increase interagency collaboration at the state level in the pursuit of access to justice.

    That afternoon, Director Rossi attended a roundtable discussion with Bay Area public defense chiefs and leadership, including from San Francisco, Alameda, Santa Clara, Contra Costa, Sonoma, Solano and Marin County, California offices. Director Rossi shared information about Access to Justice Office resources including the Public Defense Resource Hub and the Legal Aid Interagency Roundtable federal funding digital resource. The discussion included the challenges confronting public defense professionals in Northern California such as lack of resources, caseload and workload challenges, recruitment and retention concerns and the unique resource needs for specialized and effective youth defense representation. The roundtable also touched on best practices and innovative public defense strategies spearheaded across bay area offices, including their advocacy and policy work, creative recruitment strategies and holistic representation models.

    Director Rossi then met with Prisoner Legal Services to discuss their work providing civil legal assistance to individuals incarcerated locally. She highlighted the pilot program launched by the Office for Access to Justice in partnership with the Federal Bureau of Prisons, which similarly provides civil legal services to adults in federal custody, including through the first medical-legal partnership in a federal prison in the United States. They discussed future collaboration and sharing of best practices.

    Director Rossi also met with the Federal Public Defender for the Northern District of California to discuss implementation of the Report and Recommendations Concerning Access to Counsel at the Federal Bureau of Prisons’ Pretrial Facilities, unique issues facing Criminal Justice Act panel attorneys, and other issues facing federal defenders in the district. Closing the trip, Director Rossi met with U.S. Attorney Ismail J. Ramsey for the Northern District of California.
