    CORVALLIS, OR – On Monday, U.S. Representative Val Hoyle toured the 2 Towns Ciderhouse production facility in Corvallis and announced her support for U.S. Representative Earl Blumenauer’s Bubble Tax Modernization Act of 2024.  

    This bill will provide tax and carbonation parity for craft cider producers, simplify the tax code, and make craft producers more competitive within the industry at large.

    “Oregon is powerhouse of innovation when it comes to craft beverages,” U.S. Representative Val Hoyle said. “I am supporting this legislation because our cider makers deserve a level playing field to create new products, grow their business, create jobs and support our local economies.” 

    Representative Hoyle heard from 2 Towns owners Lee Larsen, Aaron Sarnoff-Wood and Head Cider-Maker and Owner Dave Takush about the production and distribution of their ciders as well as demands from customers for fully carbonated cider products. The owners sat down with Representative Hoyle to detail how outdated, overcomplicated, and punitive tax measures mean certain cider products cannot be fully carbonated to meet customer preferences.

    “It’s crucial to understand that this isn’t a tax break—it’s about removing the barriers that stifle creativity in the craft cider industry,” says Dave Takush, head cidermaker at 2 Towns Ciderhouse. “The ‘champagne’ or ‘bubble’ tax pushes hard ciders and perries into higher tax brackets when additional fruit beyond apples or pears are added, especially as carbonation levels rise. These tax implications significantly limit cidermakers’ ability to innovate and simply meet consumer demands. This bill will bring desperately needed changes to the cider industry.”

    2 Towns is one of the largest craft cider producers in the nation with 130 employees and growing. The company uses 100% fresh-pressed Pacific apples in all their varieties.

    The health of our society is deeply intertwined with the health of our planet. While much of the global conversation around the environment focuses on the devastating impacts of climate change, it is crucial to recognize that climate and biodiversity are part of a broader ecological system. The loss and degradation of nature is both a result of and a contributor to climate disruption, as healthy ecosystems play a vital role in regulating the climate. Since 1970, global wildlife populations have plummeted by 70%. And in the last century, nearly 500 vertebrate species have been lost forever. 

    This week, leaders from around the world are gathering for COP16, a United Nations conference in Cali, Colombia, to drive actions to reverse this trend. COP16 will focus on advancing global efforts to implement the UN Biodiversity Plan, which highlights the critical role that companies must play in building a nature-positive world. 

    Microsoft is committed to helping the world drive progress on the UN Biodiversity Plan. Using our technology, investment, and voice, we work to advance the protection and restoration of nature.  Microsoft will be participating in COP16 to share our work and learnings, participate in high-level meetings and panel discussions, and perhaps most importantly, listen, to explore what more we can do to tackle this critical challenge together. 

    Leveraging AI to Boost Biodiversity  

    At Microsoft, we believe we must use technology that matches the scale and complexity of the challenges we face. Given the vastness and complexity of Earth’s ecosystems, AI is emerging as an indispensable conservation tool. AI can empower us with the speed and scale necessary to analyze and better understand Earth’s biodiversity. 

    Technology can not only coexist with nature but help it thrive. One such example is Project Guacamaya, which combines the power of AI with satellite imagery, wildlife imagery, and acoustic data to monitor deforestation and protect biodiversity in the Amazon. Nearly five million acres of the Amazon were deforested in 2022, a 21% increase from the previous year. Thanks to Project Guacamaya, a joint effort of the CinfonIA Research Center at Universidad de los Andes, Instituto SINCHI, Instituto Humboldt, Planet Labs PBC and Microsoft AI for Good Lab, AI is helping protect this tremendous natural resource.

    One aspect of Project Guacamaya involves using AI to identify bird and non-bird sounds in the Amazon. The project has so far analyzed more than 100,000 sounds and achieved over 80% reliability in species identification. Because AI offers real-time analysis, this tool allows researchers and conservationists to respond quickly and effectively to ecological shifts. As Zhongqi Miao, AI for Good Lab’s lead bioacoustics research scientist, noted, “By converting sounds from nature into measurable data, AI helps monitor wildlife populations and track changes in ecosystems.”  

    Building AI and Conservation Skills 

    It’s imperative that the global workforce be prepared to address the biodiversity crisis. This means training more green talent. A LinkedIn study found that the share of green talent in 48 evaluated countries increased by a median of 12.3% between 2022 and 2023. This is promising progress, but we must increase the momentum: the same study found that only one in eight workers around the world has at least one green skill, such as those related to solar power or electric vehicles.  

    We also need to ensure that our green workforce can leverage technology to advance sustainability. Applying advanced AI models in real-world conservation scenarios can be challenging due to their complexity and the need for specialized knowledge. That’s why researchers involved with Project Guacamaya released Pytorch Wildlife, an open-source platform available on GitHub designed for creating, modifying, and sharing powerful AI conservation models.  

    Pytorch Wildlife’s intuitive, user-friendly interface, accessible through local installation or Hugging Face, enables users to detect and classify animals in images and videos. With an emphasis on usability and accessibility, Pytorch Wildlife can be used by individuals with limited or no technical background. It also offers a modular codebase to simplify feature expansion and further development. 

    Strengthening Corporate Investments in Nature 

    In 2020, Microsoft launched a new ecosystems and biodiversity initiative in which we pledged to protect more land than we use while leveraging our voice, tools, and investments to protect and restore ecosystems. We know that our efforts alone won’t be enough to drive the pace and scale of progress needed. When it comes to advancing biodiversity and sustainability, governments, the science community, NGOs, and the private sector all have a vital role to play.   

    Other Microsoft efforts to boost biodiversity in Latin America include projects to restore and protect freshwater ecosystems in São Paulo; drive wetland restoration through on-the-ground efforts, public policy advocacy, collective action, and scientific research in Chile; restore traditional wetland agriculture methods to conserve Lake Xochimilco and the Axolotl; and protect 236,000 acres in the biodiversity hotspot of Belize’s Maya Forest.  

    Our nature-based carbon removal investments, including those with Mombak and BTG Pactual, are also aligned with our commitment to become carbon negative by 2030. Our agreement with BTG Pactual, which is the largest known carbon dioxide removal credit transaction to date, is part of BTG Pactual’s $1 billion reforestation and restoration strategy in Latin America.     Through our $1 billion Climate Innovation Fund, we support innovative solutions that can provide scaled positive impact for people and the planet across our four sustainability pillars: carbon, water, waste, and ecosystem. The companies in our portfolio are pairing cutting-edge technologies and datasets with the latest in Internet of Things (IoT), machine learning, and cloud computing, to create data-driven solutions that enable better decision-making and action for natural ecosystems. Our recent investments include: 

    • Yard Stick – a soil carbon monitoring, reporting, and verification (MRV) company that has created an innovative soil carbon IoT device, paired with data analytics and insights to measure and track soil carbon at farm scale.

    Lessons for the Future 

    Over the last four years, we have made progress in contributing to a nature-positive world. However, our journey has not been without challenges. There is more to do and more to learn. It can be difficult for companies to invest holistically in ecosystem health because they often lack the knowledge, tools, and incentives needed to do so. Recently, we collaborated with an international team of experts to explore what is needed to overcome these challenges. In this whitepaper, we outline eight important lessons:  

    1. Build incentives to invest in ecosystem health: Establish mechanisms that recognize and reward companies for investing in nature-based solutions that improve ecosystem health and ensure local community benefits and stewardship. 
    2. Agree on science-based standards for ecosystem health: Civil society and companies need to collaborate with scientists to agree on corporate standards for characterizing how sustainability investments affect ecosystem health. 
    3. Make science accessible and build capacity to use it: All actors need to use the best available science to evaluate ecological and social risks, design projects that enhance ecosystem health, and assess it effectively.   
    4. Accept tradeoffs and work to minimize them: While not all sustainability benefits can be maximized at once, strategic planning can reduce negative impacts and optimize positive outcomes.  
    5. Innovate to derisk investment: Nature-based investments face risks from the variability of natural systems; better tools are needed to understand, insure, and manage these risks. 
    6. Expand blended finance: Combining public and private capital can reduce financial risks to private investors and attract more investment into nature-based solutions. 
    7. Invest beyond capital: While funding is vital, projects and startups also need strategic support, including expertise, long-term demand signals, and market access. 
    8. Leverage AI for scale, speed, and reliability: AI can help companies prioritize ecosystem health by enabling cheaper, more effective measurement, trade-off analysis, and risk management.  

    The challenges facing our ecosystems are substantial, but so too are the resources at our disposal. Our COP16 convening in Cali ahead of COP30 in Brazil next year will help bring much-needed global focus to this critical topic in a vibrant part of our planet – known for its unparalleled biodiversity and its important role in regulating climate patterns and safeguarding ecosystems globally. We are looking forward to continuing to explore ways we can collectively take action and leverage technology to protect and preserve ecosystems for generations to come.

    Following the revision of France’s outlook to “negative”, Fitch Ratings confirmed AFL’s “AA-” rating, yet with a negative outlook.

    At the beginning of September 2024, Fitch Ratings has for the first time granted AFL, the bank for local authorities, a “AA-” long-term rating and a “F1+” short-term rating, with a stable outlook, equivalent to that of the French State.

    Following Fitch Ratings’ decision on October 11, 2024 to maintain the Sovereign’s rating at AA- but to revise the outlook (from stable to negative), the rating agency also revised the outlook for all local authorities and agencies with a rating equivalent to that of the French State, including AFL.

    Besides, AFL maintains S&P’s “AA-” rating with a stable outlook.

    Darren Brunton – IMCA Asia Pacific Regional Committee Chairman and IMCA Diving Division Committee Member – will soon embark on the Million Baht Phang Nga Bay Adventure: a gruelling 350km challenge that aims to raise one million Baht for the children of the Banya Literary Centre in Thailand.

    Along with other adventurers, Darren – a long-time Singapore resident and passionate advocate for the Banya Literary Centre – has been training hard in preparation for the six-day event, drawing on his experience as a former UK military serviceman and commercial diver.

    Now the Managing Director of KB Associates Pte Ltd and KBA Training Centre Pte – IMCA Member companies in the training and diving / safety consultancy arena – Darren told Making Waves that he is driven by the opportunity to raise money for a worthy cause, improve his own fitness, and share his experience with his teammates as they tackle this demanding adventure together.

    The Challenge and the Cause

    The adventure itself is as thrilling as it is purposeful. From 26 November to 1 December this year, the team will cover the 350km distance by foot, bicycle, and kayak. They will face the physical and mental challenge of pushing their limits while raising money to fund essential resources for the children of the Banya Literacy Centre:

    • Daily Meals: Ensuring that the children receive two meals-a-day for at least a year. Currently, the children are only receiving three meals a week.
    • A School Bus: Providing the children with safe and reliable transport to and from the school.

    The adventure is entirely self-funded, meaning that the team are all paying their own expenses to join the adventure and that every donation will go directly to these children, helping to provide essential support that many of us take for granted.

    The expedition follows a similar fundraising effort in January – the Million Baht Swim – in which a team of Phuket based expats completed a 122km lap of Phuket Island, and together, with the support of the community, raised 1.1 million Baht for the school.

    Alberta’s government is proudly building the Alberta Recovery Model, a system of care that helps people overcome the disease of addiction and supports them in their pursuit of recovery. The province is focused on expanding services that offer prevention, intervention, treatment and recovery. Increased capacity and reduced barriers remain a top priority, which is why Alberta is building 11 recovery communities. The Lethbridge Recovery Community opened one year ago and has provided more than 110 Albertans with long-term addiction treatment.

    Construction on the Lethbridge Recovery Community began in spring 2022. The 50-bed facility had a total capital investment of $19 million and opened its doors in September 2023. Clients of the recovery community receive life-saving addiction treatment at no cost and can stay for up to one year if their situation requires. The average length of stay at the Lethbridge Recovery Community is about four months.

    The Lethbridge Recovery Community is operated by Fresh Start Recovery and serves men 18 years of age or older. Their next-door facility supports women in their pursuit of recovery as well.

    TOPEKA – Governor Laura Kelly announced today that the U.S. Department of Transportation (U.S. DOT) has awarded the Kansas Department of Transportation (KDOT) a nearly $98 million Infrastructure for Rebuilding America (INFRA) grant to improve the I-35 and Santa Fe Street corridor in Olathe.

    “This announcement is a win for Kansas and everyone who travels I-35 through Olathe,” Governor Laura Kelly said. “This project represents my administration’s work to modernize and strengthen the infrastructure and transportation links that support commerce and economic growth across the state.”

    The I-35 Santa Fe Forward project, which targets one of the region’s most congested corridors, seeks to eliminate bottlenecks at two interchanges: Santa Fe Street and Old Highway 56, address access management issues on Santa Fe Street, replace aging infrastructure, and provide multimodal access across I-35 to connect communities on both sides of the interstate.  Currently, the crash rate on I-35 surrounding the Santa Fe interchange is more than two and half times the state’s average, with nearly half of all crashes consisting of rear-end crashes at lower rates of speed.

    INFRA, funded through the Bipartisan Infrastructure Law, is a competitive grant program supporting multimodal freight and highway projects of national or regional significance to improve the safety, efficiency, and reliability of transportation for freight and people in and across rural and urban areas. The grant application was submitted by KDOT in partnership with the City of Olathe.

    Governor Kelly sent letters to the U.S. Department of Transportation in support of this project.

    “Since coming to Congress, I’ve made it a priority to advocate for our community’s local infrastructure needs,” said Representative Sharice Davids, KS-03. “That’s why I voted for the bipartisan infrastructure law. This law creates good-paying jobs, strengthens our supply chains, helps lower costs, and will make our roads more efficient and dependable. I’m thrilled to see these funds coming to Kansas with the I-35 Santa Fe Forward project and investing in improvements that our region will see for generations.”

    Construction on the I-35 and Santa Fe Street corridor between Ridgeview Road and Mur-Len Road is scheduled to begin in late 2026 with a total project cost of nearly $278 million. The City of Olathe is contributing $40 million. KDOT will contribute $140 million through the Eisenhower Legacy Transportation (IKE) Program, a 10-year program that addresses highways, bridges, public transit, aviation, short-line rail, and bike/pedestrian needs across Kansas.

    “The new I-35 and Santa Fe interchange wouldn’t be possible without the partnership of KDOT and the leadership shown by our congressional delegation, including Sen. Jerry Moran, Sen. Roger Marshall, and Rep.   • MIL-OSI Security: Jury Finds Little Rock Man Guilty of Possession with Intent to Distribute Fentanyl, Methamphetamine, Cocaine, and Marijuana

          LITTLE ROCK—A Little Rock man has been convicted of possession with intent to distribute fentanyl, methamphetamine, cocaine, and marijuana at the conclusion of a three-day trial. On Thursday, a federal jury found Marquis Hunt, 42, guilty of four federal narcotics violations: and possession with intent to distribute 400 grams or more of fentanyl, possession with intent to distribute 500 grams or more of methamphetamine, possession with intent to distribute cocaine, and possession with intent to distribute marijuana.

          The jury returned their verdict after deliberating for approximately 2.5 hours. United States District Judge James M. Moody, Jr. presided over the trial and will sentence Hunt at a later date. Hunt faces a minimum sentence of 10 years in federal prison, with a maximum of life imprisonment. There is no parole in the federal system.

          Hunt was indicted by a federal grand jury on third superseding indictment on August 6, 2024. An investigation revealed that on July 8, 2022, a special agent with the Federal Bureau of Investigation (FBI) made contact with Hunt at a residence in southwest Little Rock. Hunt was detained while a search warrant was obtained and executed. During a search, agents located more than 1.5 pounds of methamphetamine and more than 16 pounds of fentanyl throughout the residence, as well as distributable amounts of cocaine and marijuana. Through further investigation, it was discovered that the fentanyl was distributed or sprayed on a shredded vegetable material with a mixture of tramadol, which made it appear to be a form of synthetic marijuana or “K2.” During the jury trial, Hunt acknowledged selling drugs, but then denied selling the drugs located at the residence.

          The methamphetamine and fentanyl convictions carry minimum statutory sentences of not less than 10 years and not more than life in prison, not less than five years supervised release, and a fine of not more than $10,000,000. The cocaine conviction carries a maximum sentence of 20 years, not less than four years supervised release, and a fine of not more than $1,000,000. The marijuana conviction carries a maximum sentence of five years imprisonment, not less than two years supervised release, and a fine of not more than $250,000.

          The investigation was conducted by the FBI with assistance from the Arkansas State Police and Arkansas State Crime Laboratory. The and the case was prosecuted by Assistant United States Attorneys Amanda Fields and Reese Lancaster.

    Jacksonville, Florida – United States Attorney Roger B. Handberg announces that Deonelky Tabares Cid (36, Tampa) has pleaded guilty to conspiracy, four counts of wire fraud, six counts of access device fraud, and one count of aggravated identity theft. Cid faces a minimum penalty of 2 years in federal prison on the count of aggravated identity theft, up to 20 years in federal prison on each count of wire fraud, up to 10 years in federal prison on each count of access device fraud, up to 5 years in federal prison on the conspiracy count, and payment of restitution to the victims he and his co-defendants defrauded. No sentencing date has been set.

    According to court documents, Cid and his co-conspirators worked together to install skimmers on gas pumps to include gas stations in Alabama, Louisiana, and Northern Florida, including the Florida Panhandle. The conspirators used the skimmers to illegally obtain credit and debit card account numbers involved with the purchase of fuel by customers at the gas pump. Using the account numbers stolen by the skimmers, they subsequently made counterfeit credit and debit cards and then, used them to purchase large amount of diesel fuel.

    During the conspiracy, Cid and others drove vehicles that contained a fuel bladder system. This system allowed the conspirators to fake pumping gas into the vehicle’s gas tank when in fact the diesel fuel was being pumped into the fuel bladder system. Analysis by law enforcement of fuel purchases, vehicle tracker data, gas station video surveillance, and real time surveillance of the conspirators determined that Cid and other conspirators drove to multiple case stations throughout Northern Florida. After obtaining the gas, the conspirators offloaded the stolen fuel into 9,500-gallon tanker trucks at a fuel yard. The stolen fuel was then sold to a gas station associated with one of the co-conspirators.

    The co-defendants, Luis Edel Trujillo Pena (29, Miami), Deyvis Hernandez (37, Miami), Luis Ernesto Vigil Ochoa (32, Miami), and Isvaldo Guerra Perdomo (38, Jacksonville) are set for trial in January 2025.   

    This case was investigated by the Federal Bureau of Investigation, the Florida Department of Agriculture and Consumer Services, the Florida Highway Patrol, the Jacksonville Sheriff’s Office, the U.S. General Services Administration – Office of Inspector General, and the U.S. Secret Service – Jacksonville Field Office. It is being prosecuted by Assistant United States Attorney Kevin C. Frein.

    The North Dakota Department of Commerce announced today that 10organizations were recently approved for $2,942,890 through the Regional Workforce Impact Program (RWIP) in round 3. The RWIP provides grants to regional workforce entities in North Dakota to design and implement innovative plans to address their region’s most demanding workforce challenges.  

    “We’re proud to support these innovative projects that are addressing core issues impacting our workforce today,” said Katie Ralston Howe, Director of Workforce at Commerce. “By focusing on solutions that enhance childcare availability and promote workforce recruitment, we’re empowering communities to overcome these challenges and build a more resilient and thriving future for North Dakota.” 

     

    The RWIP recipients include:   

     

    • Learning Adventures Childcare was funded $147,000.00 to purchase the Stony Creek location and expand childcare capacity by 50 slots. 

    • Watford City EDC was funded $50,745.00 to expand the FIND YOUR FUTURE marketing plan, focusing on careers and value propositions in the Watford City region. 

    • Heart of America Medical Center was funded $250,000.00 to expand and renovate the Kids Next Door Daycare Center, adding 30 additional childcare slots. 

    • Ragamuffins Ranch was funded $500,000.00 to build a new childcare center, creating the potential for 90 additional childcare slots. 

    • Devils Lake Area Chamber was funded $250,000.00 for a retention project to address workforce issues by retaining students through various programs, including job fairs and business videos. 

    • Buffalo Daycare Inc was funded $221,274.00 to build a new daycare facility and add 38 additional childcare slots, supporting rural community recruitment. 

    • Charge on Together was funded $180,330.00 to renovate a building and increase childcare availability by 84 children. 

    • S&A Erickson LLC was funded $464,727.50 to build a new childcare center, expanding capacity by 15 slots. 

    • University of Mary was funded $464,727.50 to renovate the University of Mary Butler Center, creating 72 additional childcare slots. 

    • Richardton Development Company was funded $414,086.00 to create a turnkey building for affordable, high-quality childcare, adding 38 additional childcare slots.

    Gov. Doug Burgum today expressed his gratitude for the members of the North Dakota Teacher Retention and Recruitment Task Force for their efforts to provide recommendations that support the education workforce. The task force’s final report is available here.

    Burgum established the Teacher Retention and Recruitment Task Force through Executive Order 2023-08 after a request for emergency rules from the Education Standards and Practices Board was approved on Aug. 8, 2023. The 15-member panel was tasked with developing policy recommendations and identifying best practices to retain and recruit teachers. The task force met four times over the course of the year and received stakeholder input from groups of teachers, administrators and school board members. 

    “The task force’s final report reflects a dedication to the teaching profession by acknowledging the expertise, passion and commitment of our educators in addition to the experiences shared from additional members on the task force,” Burgum said. 

    The task force supported seven recommendations, which will be forwarded to Burgum and state lawmakers for consideration during the budgeting process and the next legislative session beginning in January, including:

     

    • Provide a safe and supportive environment for educators and learners in every building.
    • Reduce barriers for schools that wish to provide child care.
    • Understand supportive school culture.
    • Fund mentorship for educators and administrators.
    • Fund educator pathways.
    • Maximize benefits for educators.
    • Optimize educator earnings.

    Khartoum (Agenzia Fides) – The shooting down of a Russian cargo plane over Darfur (western Sudan) sheds light on the international alliances that are fueling the Sudanese civil war that broke out in April 2023.The plane, an “Ilyushin IL-76” belonging to a company registered in Kyrgyzstan (New Way Cargo), had taken off from Ras al Khaimah (United Arab Emirates) to Amdjarass (Chad). The aircraft was shot down on October 21 over Malha in North Darfur, allegedly by a missile fired by the Rapid Support Forces (RSF), who mistakenly thought it was a Sudanese army plane.The crew of this plane is usually five men. Currently, only the identities of two crew members are known: a Russian and a Kyrgyz, who was carrying an ID card identifying him as an engineer from a Kyrgyz company based in the United Arab Emirates.The plane was en route to Amdjarass in Chad, not far from the border with Sudan, where the United Arab Emirates sends humanitarian aid to the Sudanese population using the local airport (Aéroport International Maréchal Idriss Deby), which has the longest and best paved runway in all of Chad. Humanitarian aid which, according to independent investigations, conceals arms deliveries to Sudanese paramilitaries. The Emirates are considered to be one of the sponsors of the Rapid Support Forces, which is therefore said to have made a serious mistake by shooting down the plane. The militia said in a statement that it had shot down a foreign fighter plane that was supporting the Sudanese army. They also claimed, without providing any evidence, that the plane dropped “barrel bombs” on the civilian population. The Sudanese Air Force, meanwhile, uses Antonov cargo planes, not Ilyushin (like the one shot down), as improvised combat aircraft, which drop barrels filled with explosives from the tailgate during flight.While the Rapid Support Forces are supported by the United Arab Emirates and the Russian private military company Wagner-Group, the Sudanese army receives support from Egypt, Turkey and Iran, while the Ukrainian special forces publish videos from time to time in which their men can be seen taking action against Russian mercenaries who support the Rapid Support Forces.   • MIL-OSI United Kingdom: More electric vehicle chargers to be installed in Plymouth

    Plymouth will be trialling new ways to support residents who cannot charge their electric vehicles at home as they don’t have access to off street parking.

    An executive decision has been signed to trial different ways for residents to charge their electric vehicles across the city, to support residents who park on street as they don’t have private driveways or garages to charge their vehicles. Currently around 37 per cent of households in Plymouth do not have off street parking and have to travel to charge their car if they own an EV.

    As part of its electric vehicle strategy, the Council is allocating £2.415 million of funding obtained from the government’s Local Electric Vehicle Infrastructure (LEVI) Fund to install:

    • 100 pavement channels to enable residents to run a cable from an electricity supply in their house. This is new for Plymouth and would initially be done on a trial basis.
    • 600 pedestal and/or flush fitting 7kW chargers (servicing 1,200 charging bays).  These will be publicly available chargers installed on streets and in car parks in areas where residents do not have access to off-street parking.

    Many of the existing public EV charge points in Plymouth, are super-fast chargers aimed at those who need to charge their cars quickly. There is however a lack of chargers in residential areas, where residents often wish to charge their cars more cheaply overnight.

    More drivers are making the switch to electric vehicles, with electric vehicles accounting for over 16 per cent of the new UK car market in 2023, according to industry statistics. However, electric vehicle uptake in Plymouth has been slower than the UK average, with only 1.5 per cent of 134,000 registered cars and vans as of mid 2024 compared to over 4.6 per cent across the UK. Affordability and insufficient financial incentives, along with perceived range anxiety have been some of the key barriers to EV uptake in Plymouth.

    Councillor Mark Coker, Cabinet Member for Transport, said: “Electric vehicles are a key component for how we get out and about in the future and it’s great to see that the city is starting to adapt and put this into practice.

    “We already have over 300 parking bays for electric vehicle charging across the city, but we need to make it easier for residents to charge electric vehicles close to home.”

    The Council will review requests from the public for proposals for pavement channels, charge point companies will install charge points across the city. We have divided the city up into 164 areas and all will have charge points.

  • MIL-OSI United Kingdom: Council agrees Climate Change Strategy until 2030

    Coventry’s Cabinet is set to approve its Climate Change Strategy that will cover the city until 2030.

    The strategy sets out how the Council plans to tackle the causes and consequences of climate change, working alongside partners, businesses and communities to create a more sustainable city. The city’s Climate Change Board has been instrumental in helping to shape the strategy, alongside feedback from public consultation undertaken last year. The strategy outlines the challenges, but more importantly the opportunities tackling climate change will deliver to local people, ranging from lower bills, warmer homes, greener streets, cleaner air, more jobs and skills.

    Coventry is currently delivering a range of projects while working towards the UK Government Net Zero target by 2050, with an interim target of 68% by 2030.

    The strategy asks five key questions:

    • How we adapt to weather changes caused by climate change and create more resilience in our infrastructure, services and systems?       

    • How we decarbonise our city including buildings, transport and industry and create a green economy?

    • How we use resources more efficiently?

    • How we tackle inequalities and deliver a just transition?

    • How we address the ecological emergency, reverse the decline in nature and create a greener city?

    The Strategy provides a foundation for how we will work with partners, businesses, organisations and communities to address climate change, which has many complex challenges which must be looked at holistically to deliver meaningful and lasting change.

    Cllr Jim O’Boyle, Cabinet Member for Jobs, Regeneration and Climate Change, said: “Coventry City Council, like all other local authorities across the country, has an important leadership role to play in tackling the causes and consequences of climate change.

    “This strategy is just the beginning. It focuses on how to create opportunities for the whole city working in partnership with others to address a really wide range of issues- but all rooted in climate change.  We need everyone to play their part; as residents, businesses, educators and organisations, our action plan sets out what you can do to help drive positive change.

    “We are leading some really big projects in this area – putting us right at the heart of the green industrial revolution. We will be the first all-electric bus city, we have more on street charge points than any city outside London and of course we are pioneering Coventry Very Light Rail – a fully battery powered new transport system which could run on batteries produced at our gigafactory.

    “What’s also clear here is that this new revolution, this green approach, will also lead to new good jobs for local people and if we get this right, and we will, it will help us ensure that we support the most in need in the city. Our partnership with E.ON is leading some really good work in this area – with work to help people heat their homes for less.”

    Margot James, Chair of Coventry’s Independent Climate Change Board, said: “I am so proud of the work this board has done since its inception in 2021. We have seen the partnership grow from strength to strength, representing a huge breadth of expertise and passion for making a difference in Coventry.

    Fostering competitive, sustainable and inclusive economic growth bolsters regional wealth and improves quality of life for Atlantic Canadians. The Government of Canada, through ACOA, will invest total contributions $6,482,012 to help small and medium-sized businesses in Dartmouth innovate, modernize and become more efficient.

    The following six companies are receiving repayable contributions through the Regional Economic Growth through Innovation (REGI) program:

    A contribution of $3,000,000 will enable Farnell Packaging Incorporated to purchase and install automated processing and printing equipment to support its expansion plans. This will allow the company, which provides flexible packaging solutions for a number of different industries and sectors, to increase production, realize operational efficiencies, explore new opportunities in export markets, and develop new sustainable and environmentally-friendly packaging solutions.

    Ring Rescue Incorporated is receiving a contribution of $950,000 to expand its next-generation device suite. This contribution will accelerate growth in North America and support the company’s entry into new European markets, furthering its goal of becoming the global standard of care.

    A contribution of $800,000 will enable Sunrise Foods Incorporated to purchase dry storage and automated processing equipment to improve operating efficiencies and expand production capacity. Sunrise Foods currently prepares private label snack foods like cheese and crackers. This project will enable Sunrise Foods to explore new export markets and additional product lines.

    Sunsel Systems Manufacturing Corporation (Sunsel) will use a $750,000 contribution to purchase advanced manufacturing equipment to expand production, increase productivity and improve quality control measures. The electronic manufacturing services company uses cutting-edge technology to provide custom solutions for the concept, design and commercialization of equipment manufacturers’ products. The upgrades will help Sunsel meet customer demand, increase sales, reduce waste, and seize new market opportunities.

    Ace Machining Limited will receive a $612,330 contribution to acquire advanced manufacturing technology and hire a production manager with specialized skills to increase efficiency, productivity and competitiveness. Ace Machining offers manual and CNC (Computer Numerical Code) machining, fabrication, welding and waterjet cutting to customers across North America. This project will enable the company to scale-up and grow to meet increasing demand.

    A $270,000 contribution will enable HFX Steel Framing Solutions Inc. to acquire equipment to produce heavier steel framing for larger high-rise buildings. HFX Steel manufactures and assembles light gauge steel structures in its facility and ships these ready-to-install prefab structures to clients, allowing clients to build homes faster than with traditional methods. The new advanced technology will enable HFX Steel to significantly increase efficiency, reduce costs, and expand its markets.

    The following company is receiving a non-repayable contribution through the Regional Economic Growth through Innovation (REGI) program:

    Aurea Technologies Inc. is receiving a $99,682 contribution to develop its next-generation wind turbine. Aurea specializes in designing and producing highly efficient personal renewable energy systems. This project will help Aurea explore how its existing products can be further developed for use in the field to support charging larger technologies, positioning the company to expand to new markets.

    Congresswoman Debbie Dingell (MI-06), co-chair of the Congressional Asthma and Allergy Caucus, introduced a resolution to designate October 6 through October 12, 2024, as Latex Allergy Awareness Week.

    “Widespread exposure to products containing latex in homes, stores, schools, workplaces, and healthcare settings have caused incidences of latex allergies to rise. Exposure to latex can be life-threatening for individuals living with a latex allergy, and it is critical Americans understand these risks,” said Dingell. “With this resolution, we can encourage individuals to remain mindful of the products they are using to keep their loved ones living with a latex allergy healthy and safe.”

    “Latex allergy is a potentially serious condition that affects up to 6% of the U.S. population. Symptoms can range from painful skin rashes to severe allergic reactions, or anaphylaxis. Avoiding exposure to latex is the key to preventing flare-ups – but for many this is easier said than done,” said Lynda Mitchell, CEO, Allergy & Asthma Network. “More than 40,000 consumer products contain latex – from balloons and yoga mats to medical equipment and latex gloves. We urge everyone to be vigilant in reducing or eliminating exposure to latex. With awareness and education, and choosing to use latex-free alternatives, people with latex allergy can be included in all activities and have a full and active life.”

  • MIL-OSI USA: Dingell Commends Department of Commerce Action on Foreign Connected Vehicle Technology, Requests Congressional Briefing and Prompt Final Rule

    Congresswoman Debbie Dingell (MI-06) today sent a letter to Department of Commerce Secretary Gina Raimondo thanking the Department for its efforts to address the risks posed by connected vehicle technology from China and Russia, and urging the Department to finalize its rule prohibiting the sale and import of these vehicles without delay and provide a briefing to the relevant Congressional caucuses on the rulemaking status and implementation strategy.

    “I am writing to express my strong support for the Department of Commerce Bureau of Industry and Security’s (BIS) Notice of Proposed Rulemaking (NPRM) aimed at prohibiting the sale and import of connected vehicles incorporating specific hardware and software components with a sufficient nexus to the People’s Republic of China (PRC) or Russia,” Dingell writes. “As our vehicles become smarter and more connected, it is crucial that we address the national security risks posed by these components. This initiative directly addresses significant national security concerns stemming from the increasing prevalence of Chinese Original Equipment Manufacturers (OEMs) in the global automotive market.” 

    “Nearly 70% of vehicles on American roads are now connected — they rely on internet-enabled services and advanced software to manage functions such as navigation, vehicle diagnostics, and even autonomous driving features,” Dingell continues. “The data these connected vehicles and their technologies generate also include highly sensitive information. When this technology is manufactured or controlled by companies with close ties to the CCP, our data becomes vulnerable to foreign access and exploitation.”

    “Given the gravity of these implications, I ask if the Department would provide a briefing to the relevant Congressional caucuses, such as the Auto Caucus and the Autonomous Vehicle (AV) Caucus on the NPRM, its implementation strategy, and the ongoing assessment of risks posed by Chinese and Russian-controlled components in connected vehicles. This briefing would allow Members of Congress to better understand the nuances of the rule and offer any potential assistance,” Dingell concludes. “I also strongly encourage the Department to finalize this rulemaking process without delay, given the urgency of the threat posed by these technologies. The potential threats require a swift response, and I am ready to assist in any way possible to streamline the process and ensure its effective enforcement. Should any legislative support be required to strengthen or clarify the rule’s provisions, I am committed to working collaboratively with both parties in both chambers of Congress to ensure its success.”

    Dingell wrote to the Department of Commerce in August urging the Administration to take action to address the privacy and security risks and trade implications posed by connected vehicle technology manufactured and controlled by foreign adversaries, including China.

  • MIL-OSI USA: Pappas Introduces Bipartisan Bill to Strengthen Law Enforcement Operations at the Southern Border

    Yesterday Representatives Chris Pappas (NH-01), Dave Joyce (OH-14), Juan Ciscomani (AZ-06), and Susie Lee (NV-03)introduced the bipartisan Advanced Border Coordination Act to strengthen law enforcement operations and collaboration at the southern border.

    Building off the successes of state-run fusion centers, this legislation would establish Joint Operation Centers along the southern border to serve as centralized operating hubs tasked with coordinating border operations, information sharing, and workforce training. The Department of Homeland Security (DHS) has periodically established joint operations hubs to help multiple law enforcement agencies work together to strengthen border security and crack down on transnational criminal activity. 

    “Strengthening border operations coordination will bolster efforts to crack down on drug trafficking, help enforce our immigration laws, and keep our communities safe. I’m helping introduce the Advanced Border Coordination Act, which will do just that,” said Congressman Pappas. “This bipartisan bill would establish joint centers along the southern border to serve as centralized hubs to coordinate border operations between Border Patrol personnel and federal, state, and local law enforcement. I’ll keep fighting to support the work of our law enforcement, provide them the resources they need, and address the root causes of the issues at the southern border.”

    The Advanced Border Coordination Act would help address these national security concerns by: 

    • Directing DHS to establish at least two joint operations centers along the southern border. These hubs would help law enforcement from multiple Federal, State, local and Tribal agencies coordinate their efforts and better work together. 
    • Requiring these centralized hubs to serve as resources to improve field operations and intelligence sharing, help detect and deter criminal activity like drug and human trafficking, and support workforce development and training coordination between participating agencies. 
    • Directing the DHS Secretary to issue an annual report to Congress on the centers’ operational activities and recommendations for coordinated federal actions at the southern border. 

    Participating agencies would include DHS, the Department of Defense, the Department of Justice, other federal agencies as the DHS Secretary determines appropriate, and state, local, and tribal agencies that voluntarily choose to participate.

    The bill has been endorsed by the National Border Patrol Council, National Immigration Forum, the Texas Border Coalition, and the Major Cities Chiefs Association. A companion bill was previously introduced in the Senate by Senators Cortez-Masto (D-NV) and Blackburn (R-TN). 

    Background:

    Pappas has been an ardent supporter of bipartisan efforts to address America’s northern and southern border and has called on House Republican leadership to stop blocking the consideration of legislation to restore order and fix the U.S.’s immigration system that has been broken for decades. 

    Pappas is a cosponsor of the Dignity Act, which is comprehensive, bipartisan legislation to address security and infrastructure challenges at the border, hire additional border patrol personnel, establish new pathways for asylum seekers, and create a path to citizenship.

    In March, Pappas helped launch a new border security task force to focus on the need for comprehensive, bipartisan solutions to address the border and fix the broken immigration system. Later that month, Pappas helped to pass the fiscal year 2024 government funding package, which included a $3.2 billion increase in funding for Customs and Border Patrol (CPB), providing for a record 22,000 agents, including 150 counter-fentanyl officers, and needed investments in fentanyl detection equipment.

  • MIL-OSI Security: Belgian National Charged with Attempting to Breach Cockpit and Assaulting Flight Crew Members on March 2024 Flight

    NEWARK, N.J. – A Belgian national was arrested today for attempting to breach the cockpit and assaulting flight attendants aboard flight from Newark Liberty International Airport to Zurich, Switzerland, in March 2024, U.S. Attorney Philip Sellinger announced.

    Jan Daeninck, 43, of Belgium, is charged by complaint with one count of interference with flight crew members and attendants by assault and intimidation, one count of assault, and one count of abusive sexual contact on an airplane. He appeared before U.S. Magistrate Judge U.S. Magistrate Judge Leda Dunn Wettre in Newark federal court and was released on $100,000 unsecured bond.

    According to documents filed in this case and statements made in court:

    On March 31, 2024, Daeninck was a passenger aboard a Swiss International Airlines flight from Newark to Zurich. Shortly after takeoff, Daeninck walked up to a female flight attendant, grabbed both of her breasts with his hands, shook her, and began yelling at her. After the flight attendant was able to wrest herself away from Daeninck, he then approached and attempted to enter the cockpit, repeatedly striking, kicking and beating the cockpit door. While Daeninck was attempting to gain entrance to the cockpit, a male flight attendant approached Daeninck. After repeatedly striking, punching, and kicking the cockpit door and failing to gain entry to the cockpit, Daeninck assaulted the male flight attendant by repeatedly punching and kicking the flight attendant, striking him in head and upper body with a closed fist. Flight crew members were able to intervene and assist with restraining Daeninck on the floor in the vicinity of the cockpit door for the remainder of the flight. As a result of Daeninck’s actions, the flight turned around and landed back at Newark Liberty International Airport.

    The charge of interfering with flight crew members and attendants carries a maximum sentence of 20 years in prison and a maximum fine of $250,000. The charge of assault by beating or striking carries a maximum punishment of one year in prison and a maximum fine of $100,000. The charge of abusive sexual contact carries a maximum sentence of two years in prison and a maximum fine of $250,000.

    U.S. Attorney Sellinger credited special agents of the FBI, under the direction of Acting Special Agent in Charge Nelson I. Delgado in Newark, with the investigation leading to the charge. He also thanked the Port Authority Police Department, under the direction of Edward T. Cetnar, for its assistance.

    The government is represented by Assistant U.S. Attorney Michelle L. Goldman of the Office’s General Crimes Unit in Newark.

    The charges and allegations contained in the complaint are merely accusations, and the defendant is presumed innocent unless and until proven guilty.

    OC Supervisor Andrew Do Admits Receiving More Than $550,000 in Bribe Payments from Funds Meant to Be Used to Provide Meals to Elderly

    SANTA ANA, California – The District One Supervisor on the Orange County Board of Supervisors has agreed to plead guilty to a felony federal charge for accepting more than $550,000 in bribes for directing and voting in favor of more than $10 million in COVID funds to a charity affiliated with one of his daughters, Rhiannon Do, the Justice Department announced today. 

    Andrew Hoang Do, 62, agreed to plead guilty to one count of conspiracy to commit bribery concerning programs receiving federal funds. His plea agreement and information were filed today. He is expected to make his initial appearance in United States District Court in Santa Ana later this month.

    Do is one of five supervisors on the Orange County Board of Supervisors, which is responsible for the county’s $9 billion annual budget. As a county supervisor, Do represents the cities of Cypress, Fountain Valley, Garden Grove, Huntington Beach, La Palma, Los Alamitos, Midway City, Rossmoor, Seal Beach, and Westminster. He has served as a county supervisor since February 2015.

    As part of his plea agreement, Do admitted that in exchange for more than $550,000 in bribes, beginning in 2020, he voted in favor of and directed millions of dollars in COVID-related funds to Viet America Society (VAS), a charity affiliated with his daughter. Do directed and worked together with other county employees to approve contracts with – and payments to – VAS. Do further admitted he acted corruptly and abused his position of trust as a county supervisor.

    “By putting his own interests over those of his constituents, the defendant sold his high office and betrayed the public’s trust,” said United States Attorney Martin Estrada.  “Even worse, the money he misappropriated and accepted as bribe payments was taken from those most in need – older adults and disabled residents. Our community deserved much better. Corruption has no place in our politics and my office will continue to hold accountable officials who cheat the public.”

    “Elected officials have a responsibility to implement programs and policy that will benefit all the people they serve.  Their role is not to squander money, solicit bribes, or to steer funds to organizations or persons, wherein a coordinated effort allows those funds to make their way to family members or friends,” said Akil Davis, the Assistant Director in Charge of the FBI’s Los Angeles Field Office. “Today’s plea is another exclamation point to the FBI’s commitment to ensuring that all local, state, or federal elected and appointed public officials perform their duties with honesty, integrity, and commitment to all the constituents they serve.”

    Shortly after receiving the COVID-related public funds from the county government – funds that were intended to provide meals to the elderly – VAS from April 2021 to February 2024 paid a business identified in court documents as “Company #1” $100,000 or more per month, which totaled approximately $3,804,000. In September 2021, VAS increased its payments to Company #1 from $100,000 to $108,000 per month. Company #1 then began paying Rhiannon Do – Do’s daughter – $8,000 per month, totaling by February 2024 approximately $224,000.

    In his plea agreement, Do admitted that in addition to the $8,000 monthly payments that Company #1 had made to Do’s daughter, in July 2023, Company #1 also transferred a total of $381,500 from the funds it had received from VAS to an escrow company. In July 2023, Do’s daughter used the escrow account funds to purchase a home, in her name, in Tustin for $1,035,000. As part of that transaction, a mortgage for more than $600,000 was obtained by a loan application that contained false information and with fabricated documents. In her related diversion agreement attached as an exhibit to Do’s plea agreement, Do’s daughter admitted her conduct was criminal and violated federal and state law.

    Do also admitted that the $381,500 from Company #1 that his daughter had used to purchase the Tustin house in 2023 was a disguised bribe to him. He also admitted that an additional $100,000 in payments sent to his other daughter, including three $25,000 checks from Company #2 – an air conditioning company that had been paid by VAS – also were bribes to him.

    Some of the bribe funds that had been funneled to his daughters were spent for his direct benefit. For example, during 2022, a total of $14,849 of funds that had been funneled to Do’s daughters was used to make property tax payments for properties in Orange County owned by Do and his wife. Approximately $15,000 was used to pay for one of Do’s credit card bills.

    Do knew that VAS was not providing all the meals for which the county had paid VAS. Instead, much of the funds were used for the benefit of insiders, including to buy real estate in the name of both Do’s daughter and Company #1, bribe payments to both of Do’s daughters, payments to other conspirators, payments to other companies affiliated with VAS’s listed officers, and through hundreds of thousands of dollars in cash withdrawals.

Combating public corruption is one of the most important roles federal law enforcement agencies play in our local communities, and we are proud to be a partner during this investigation.”

    The plea agreement requires Do to forfeit any assets connected to the bribery scheme, including the Tustin property his daughter purchased in 2023. As part of his daughter’s related diversion agreement, she also agreed to forfeit the Tustin property. The plea agreement requires Do to pay full restitution by paying back the bribe money he and his daughters received, which he has agreed to pay in full before he is sentenced. In August 2022, the government seized more than $2.4 million from VAS’s and Company #1’s bank accounts.

    In a related agreement with the Orange County District Attorney’s Office (OCDA), attached as an exhibit to Do’s plea agreement, Do has agreed to immediately resign from the Orange County Board of Supervisors and to forfeit any pension credit for the time where he participated in the bribery conspiracy.

    Once Do enters his guilty plea, he will face a statutory maximum sentence of five years in federal prison.

    The FBI; the Orange County District Attorney’s Office Bureau of Investigation; the Federal Deposit Insurance Corp. Office of the Inspector General; IRS Criminal Investigation; and the United States Department of Education Office of the Inspector General investigated this matter.

    This matter is being jointly prosecuted by the United States Attorney’s Office and OCDA. The prosecution is being led by Assistant United States Attorneys Charles E. Pell, Bradley E. Marrett, and Tara Vavere of the United States Attorney’s Office and Senior Deputy District Attorney Avery T. Harrison and Deputy District Attorneys Anthony J. Schlehner and L.J.     Marc Anthony Targeted a Woman in Fairmount in 2022; Asiem Brooking Carjacked a Man in Olney in 2023

    PHILADELPHIA – United States Attorney Jacqueline C. Romero announced that two Philadelphia men have each been sentenced to almost 10 years in prison for carrying out separate carjackings in the city.

    Asiem Brooking, 21, was sentenced on October 17, 2024, by United States District Court Judge R. Barclay Surrick to 117 months in prison and three years of supervised release for committing an armed carjacking in the city’s Olney section in January 2023.

    At around 8:15 p.m. on January 28, 2023, as a 54-year-old man was about to get out of his Nissan Altima on the 5400 block of North 6th Street, Brooking opened the passenger side front door, pointed a gun at the victim, and threatened to kill him. After the victim complied with Brooking’s demand to hand over his wallet and keys, the defendant fled the scene in the Altima.

    In May of 2023, Brooking was charged by indictment with one count of carjacking and one count of using and carrying a firearm during and in relation to a crime of violence. He pleaded guilty to both counts in July of this year.

    Marc Anthony, also known as Nasir Johnson, 22, was sentenced on October 18, 2024, by United States District Court Judge Karen S. Marston to 115 months in prison and five years of supervised release for carjacking a woman at gunpoint in the city’s Fairmount section in January 2022.

    At about 1:15 p.m. on January 6, 2022, Anthony and an unknown accomplice, both masked and armed with handguns, approached a 40-year-old woman who had just parked her Hyundai Sonata on the 800 block of North 28th Street. As they ordered the victim out of the car at gunpoint, she asked to retrieve her dog from the back seat, struggling to do so as they yelled for her phone and passcode. Once the victim and her dog were clear, the carjackers fled the scene in the Sonata.

    Anthony was charged by indictment in May 2022 with one count of carjacking and one count of using and carrying a firearm during and in relation to a crime of violence. He pleaded guilty to both charges in May of this year.

    Rosneft financed the renovation of primary general education school No. 28 and secondary comprehensive school No. 29 in Syzran. The large-scale renovation of educational facilities was carried out under the cooperation agreement between Rosneft and the Samara Region Government.

    Rosneft is actively involved in the social and economic development of its operating regions. Thanks to the Company’s support, a number of major social projects have been implemented in Samara Region.

    School No. 28 underwent its first major renovation in 70 years. The building, which accommodates 440 students, has had its roof, windows and doors completely replaced, its unique stucco and frescoes on the façade restored, its technical networks renewed, its staircases reinforced, and fire alarms and CCTV systems installed both inside and outside the building. In addition, the classrooms, canteen and cloakroom have been refurbished to make it easier for people with reduced mobility to move around.

    The Company also financed major works to improve the surrounding area. In particular, a universal playground has been created for students and neighbourhood residents, and street fitness equipment has been installed.

    The Company also financed the reconstruction of the middle and high school building of the secondary comprehensive school No. 29. All the building’s technical networks were replaced, fire alarm and CCTV systems were installed and the facade was renovated. The renovation allowed for an increase in classroom and ancillary space. The sports hall has been completely renovated.

    As a result of a major overhaul, the middle and high school buildings and the primary school building, which was reconstructed with Rosneft funds last year, now form a single landscaped space.

    The reconstruction of schools No. 28 and 29 has made it possible to create comfortable conditions for children’s education and to improve the efficiency of the implementation of state education programmes.

    “In Roswell today, we assessed the damage that this weekend’s 500-year flood event caused. We walked through the muck that destroyed people’s homes and cars, Roswell businesses, and the artwork in its famous museum. We heard stories of families stranded on tops of trucks, hanging on to trees and watching in horror from the convention rooftop. But we also heard stories of  neighbors saving each other from danger. We saw the local high school football team showing up to help their community clean out the ruined remains of what was once a home,” said Congresswoman Leger Fernández.

    “I will push to have a federal disaster declared as quickly as possible after the State sends in its request.  The federal government must mobilize resources to help families and businesses recover. It was irresponsible for Speaker Johnson to strip the additional FEMA funding Democrats requested in the temporary government funding bill passed in September. As natural disasters like this continue to intensify, Speaker Johnson must act quickly to make sure FEMA and the SBA have the funding they need to help families and businesses from North Carolina to New Mexico,”she continued.

    Richmond, VA – Today, Representatives Jennifer McClellan (D-VA-04), Abigail Spanberger (D-VA-07), and Rob Wittman (R-VA-01) announced Richmond International Airport (RIC) will receive $2,250,000 to design a consolidated Passenger Screening Checkpoint to improve passenger flow and reduce congestion. 

    In September, McClellan led a bipartisan push supported by Spanberger and Wittman to the Federal Aviation Administration (FAA) calling for increased federal funding to support the design and construction of a consolidated passenger screening checkpoint to meet current and projected capacity requirements. 

    “Richmond International Airport has incredible impacts on the Central Virginia economy. Last year, the airport reported record passenger traffic, which will continue to grow in the coming years,” said McClellan. “We must ensure we modernize and upgrade existing infrastructure to support current and future needs. I’m thrilled by today’s funding announcement to build a new consolidated passenger screening checkpoint, which will increase capacity and efficiency.”

    “For the second year in a row, Richmond International Airport is on track to serve a record number of passengers,” said Spanberger. “The airport is integral to the continued growth of our Commonwealth’s economy and Virginians’ ability to get where they’re going through the air. I’m proud to have worked alongside Representatives McClellan and Wittman to bring this funding home.”

    This grant funding was awarded through the Department of Transportation (DOT) FAA’s Airport Terminals Program. Established by the Infrastructure Investment and Jobs Act, the Airport Terminals Program provides competitive grants for airport terminal development projects that address the aging infrastructure of the nation’s airports.

    Norovirus, a virus that causes vomiting and diarrhoea, can be a particular problem in closed settings which have high numbers of vulnerable (e.g. elderly) people, such as care home and cruise ships.  But we’ve never had a vaccine against norovirus.

    Now, a phase 3 randomised controlled trial of a new norovirus vaccine candidate is being launched in the UK and globally, to investigate whether the vaccine works.

    The vaccine candidate is an mRNA vaccine, produced by Moderna, and the trial is being run as a collaboration between the NIHR, Moderna and DHSC.

    Journalists came to this SMC briefing to hear from those running the trial about what the vaccine is, how it works, what data so far has suggested about whether it will work, how the trial will be run and how it will recruit those most at risk from norovirus, etc.
