  • MIL-OSI USA: $21.6m Grant to Fund Bluebike Expansion, New Transit Shuttles, Other Congestion Relief Solutions in Metro Boston

    MAPC will work with the Healey-Driscoll Administration, Boston, Cambridge, Somerville, & other Greater Boston communities on regional effort to reduce traffic thanks to new federal award announced this week 

    BOSTON, MA — A major new federal grant designed to help relieve congestion across Greater Boston will fund scores of new Bluebikes stations and add several new shuttle routes to supplement MBTA service throughout the city, the Metropolitan Area Planning Council (MAPC) announced this week.

    The $21.6 million Congestion Relief Grant from the Federal Highway Administration, one of seven awards issued throughout the country, will fund research into ways of reducing driving and encouraging transit use and will help launch a new mobile app that will allow transit riders to book trips across the system in one place. 

    The new shuttle network will expand public transit in key Boston neighborhoods, including the Seaport, Charlestown, and Allston-Brighton. The Bluebikes expansion will add nearly 400 new bikes to the system, a quarter of them electric bikes (e-bikes), as well as new stations throughout the system. Approximately half of the new stations will be electrified, allowing e-bikes to recharge while docked, extending their range and reducing their dependency on manual battery swapping. Some existing stations will also be relocated from on-street to off-street sites to enable them to operate year-round.

    The first phase of the work will be to plan specific station locations in existing Bluebikes communities, which includes Arlington, Boston, Brookline, Cambridge, Chelsea, Everett, Malden, Medford, Newton, Revere, Somerville, Watertown and Salem.

This federal funding will advance transit equity and reduce carbon emissions by giving more people the option to get to work, school, medical appointments, and other important services without relying on a car.”

    “The Congestion Relief Program funding is a huge boost in helping to build the transportation system we have dreamed of, one that is seamless, gives people more travel options, and which launches technology to help people navigate as they take trips,” said Transportation Secretary and CEO Monica Tibbits-Nutt. “The funding turns vision into reality, implementing steps to reduce pollution, decrease congestion, and support people who don’t have a car.” 

    “This grant will provide more options for people to get around without relying on a car and will make a dent in Boston’s status as one of the most congested cities,” said Eric Bourassa, Director of Transportation at MAPC, the regional planning agency for Greater Boston, which applied for the grant. “We are also excited to see these funds advance research and technology solutions that will improve non-auto travel options and encourage people to use other modes of transportation. 

    According to INRIX’s Global Traffic Scorecard, Boston area drivers lost 88 hours stuck in traffic in 2023. This grant is designed to create a menu of new projects to address that by easing the transition away from single-occupancy vehicles, and increasing the appeal of public transit and micro-mobility options.

    Expand Public Transit 

    • Launch new fixed-route shuttles in three Boston neighborhoods: Allston-Brighton, Charlestown/Somerville, and the Seaport District 

    • Launch and operate on-demand micro-transit services in the Mattapan and Grove Hall neighborhoods of Boston. 

    Expanded Bluebikes throughout Greater Boston 

    • Purchase and install 90 e-bikes and 32 electrified stations 

    • Purchase and install 290 pedal bikes and 32 regular stations 

    • Redistribute non-electrified stations throughout system 

    • Cover operating costs for new stations and bikes for 3-4 years 

    • Move existing stations off-street so they can operate in all four seasons 

    New Trip Planning and Payment App 

    • Allow riders across Greater Boston to plan and pay for all trips in one mobile app, regardless of mode (train, bus, bike, shuttle)

  • MIL-OSI Security: Bartibog — 24-year-old woman dies following two-vehicle collision

    A 24-year-old woman from Bathurst, N.B., has died following a two-vehicle collision in Bartibog, N.B.

    On October 17, 2024, at approximately 1:50 p.m., members of the Neguac RCMP responded to a report of a two-vehicle collision between a car and a truck on Route 8 in Bartibog. The driver and sole occupant of the car died at the scene as a result of her injuries. The driver and passengers of the truck sustained non-life-threatening injuries.

    The collision is believed to have occurred when the car, travelling northbound, crossed the centre line and collided head-on with the truck, travelling southbound.

    Members of the Miramichi Police Force, Miramichi Fire Department, Ambulance New Brunswick, New Brunswick Department of Public Safety and an RCMP Collision Reconstructionist attended the scene. A member of the New Brunswick Coroner’s Office also attended the scene and is assisting with the ongoing investigation. An autopsy will be conducted to determine the woman’s exact cause of death.

    The investigation is ongoing.

  • MIL-OSI Security: Milwaukee Woman Indicted for Multimillion Dollar Health Care Fraud and Kickback Scheme

    Gregory J. Haanstad, United States Attorney for the Eastern District of Wisconsin, announced that on October 16, 2024, a federal grand jury indicted Lakia Jackson (age: 34) for perpetrating a $3.7 million health care fraud and kickback scheme that involved Jackson lying about having provided prenatal care coordination services and childcare coordination services to at-risk and low-income pregnant women and new mothers in Milwaukee.

    According to the indictment, from June 2020 through December 2021, Jackson owned We Care Services, which was a Prenatal Care Coordination (PNCC) agency operating in Milwaukee. PNCC agencies are reimbursed by Medicaid when they provide services intended to address Wisconsin’s historically high rate of infant mortality among at-risk populations. Specifically, PNCC services are supposed to ensure that women at high risk are identified as early as possible in their pregnancies, receive psychosocial support, prenatal care services, and health and nutrition education, and are referred to available community services that they need to help them achieve positive birth and parenting outcomes.

    The indictment alleges that Jackson offered and provided kickbacks to induce women to sign up for prenatal care coordination services with We Care Services, and then allegedly submitted millions of dollars of fraudulent claims for services never actually provided to those women. Jackson also allegedly submitted claims for services she contended were provided to her clients before she or anyone from her agency had ever met the client.

    The indictment charges Jackson with multiple counts of Health Care Fraud and False Statements Relating to Health Care Matters, in violation of 18 U.S.C. § 1347 and 18 U.S.C. § 1035, violations of the Anti-Kickback Statute, 42 U.S.C. § 1320a-7b, Money Laundering, in violation of 18 U.S.C. § 1957, and Aggravated Identity Theft, in violation of 18 U.S.C. § 1028A. If convicted, Jackson faces a mandatory sentence of two years in prison for each count of Aggravated Identity Theft, up to twenty years in prison for each count of Health Care Fraud, up to ten years in prison for each count of Anti-Kickback Statute violations and Money Laundering, and up to five years in prison for each count of False Statements. 

    The Federal Bureau of Investigation and the Medicaid Fraud Control and Elder Abuse Unit of the Wisconsin Department of Justice investigated the case, which Assistant United States Attorneys Julie F. Stewart and Kate M. Biebel will prosecute.

    An indictment is only a charge and not evidence of guilt. The defendant is presumed innocent and is entitled to a fair trial at which the government must prove guilt beyond a reasonable doubt.

    EDISON — Governor Phil Murphy today visited Edison to sign S3006/A4299 into law, establishing the crimes of home invasion burglary and residential burglary. The two new burglary classifications will raise penalties for crimes of burglary, reinforcing legal protections for New Jersey communities and ensuring that individuals who commit these crimes are held accountable.

    “The safety and well-being of New Jerseyans is our Administration’s highest priority,” said Governor Murphy. “Today’s bipartisan legislation ensures that the penalties for burglary and home invasion reflect the severity of these crimes and deter individuals from entering a home illegally. We are grateful to the Legislature, our law enforcement community, local mayors, and community members for supporting our shared goal of keeping New Jersey residents safe.”

    “Our home is our sanctuary, holding the things we value most and the people we love most. When that sanctity is violated and that feeling of security is shattered, it leaves us with an overwhelming feeling of helplessness and vulnerability,” said Attorney General Matthew J. Platkin. “We have seen significant reductions in violent crime in New Jersey, and with the serious consequences established by this new law, Governor Murphy and the Legislature are taking another step in the effort to secure our homes and provide greater peace of mind to all New Jerseyans.”

Their leadership and dedication to public safety will help New Jerseyans feel more secure in their homes, knowing those who threaten their peace will face harsher consequences.”

    Home invasion burglary refers to a person who enters a home to commit an offense and ultimately inflicts bodily injury or is armed with a deadly weapon, whether or not that weapon is used. Under the new law, home invasion burglary is a crime in the first degree. A crime of the first degree is punishable by a term of imprisonment of 10 to 20 years, a fine of up to $200,000, or both.

    Residential burglary refers to a person who enters a home to commit an offense. Under the new law, residential burglary is a crime in the second degree. A crime of the second degree is punishable by a term of imprisonment of five to 10 years, a fine of up to $150,000, or both.

    Both classifications of burglary are subject to the “No Early Release Act,” which requires the convicted person to serve at least 85% of their incarceration term before becoming eligible for parole. Any person convicted of home invasion burglary or residential burglary may be denied a professional license from the Division of Consumer Affairs within the Department of Law and Public Safety.

    Today’s legislation, which takes effect immediately, builds upon the Administration’s commitment to reducing crime and bolstering public safety. Over the past seven years, the Murphy Administration has taken a holistic approach to crime reduction, including tightening gun laws, investing in mental health resources, deploying new data collection technology, and increasing penalties for violators.

    The primary sponsors of S3006/A4299 are Senators Anthony Bucco, Brian Stack, and Vin Gopal, and Assembly members Sterley Stanley, Robert Karabinchak, and Alexander “Avi” Schnall. The bill received overwhelming bipartisan support in the Legislature, with a vote of 36-1 to pass the Senate and a unanimous 74-0 vote in the Assembly.

    “New Jersey has consistently ranked as one of the safest states in the country, but many residents are rightfully concerned by the recent uptick in home break-ins and robberies,” said Congressman Frank Pallone. “I applaud the State Legislature for taking decisive action to address these concerns and thank Governor Murphy for pushing to get this important bill across the finish line. This new law is a commonsense measure that will hold home invaders accountable, provide peace of mind to New Jersey residents, and help law enforcement keep our communities safe.”

    “With the Governor’s signature, New Jersey is sending a strong and clear message that individuals who burglarize homes or engage in other associated criminal activities will face severe consequences,” said Senate Republican Leader Anthony Bucco. “Now, law enforcement and prosecutors will have the necessary tools to combat the troubling wave of residential home burglaries spreading across the Garden State and ensure safety within our communities.  After today, there should be no mistake that if you commit these crimes, you will do time.”

    “Citizens have a right to feel safe in their own homes. Making stiffer penalties for burglaries of residences, especially by perpetrators who are also armed with a weapon, will make would-be burglars think twice before committing this very personal and invasive crime,” said Senator Brian Stack.

    “Even the report of just one home invasion or burglary on a street or in a neighborhood can have a traumatic effect on those who live there,” said Senator Vin Gopal. “People should have a right to feel safe and secure in their own homes. By toughening the punishment for home invasion crimes, including in some cases length of sentencing, we hope to crack down on this practice, and make would-be burglars, car thieves or home invaders think twice before breaking into and entering someone’s home illegally.”

    “As elected leaders we have a responsibility to not just ensure that our residents are safe, but also a responsibility to make sure they feel safe,” said Assemblyman Sterley Stanley. “Unfortunately, it has become clear that many communities throughout our great state do not feel safe due to what would seem to be a unique rise in home burglaries and other related crimes. This important piece of legislation seeks to address these concerns by creating two new charges that prosecutors will have at their disposal in order to hold those who break into homes accountable, while also allowing us to gather important data to better understand the challenges our communities are facing.”

    “A person’s home should be their sanctuary, and this bill holds criminals accountable for targeting those personal spaces,” said Assemblyman Robert Karabinchak. “By specifying the definitions when it comes to residential burglary, we are not just addressing property crimes, we’re also protecting lives.”

    “By clearly defining and separating these crimes, we can ensure that the legal system has the tools to adequately address the dangers posed by home invasion burglary and residential burglary,” said Assemblyman Alexander “Avi” Schnall. “With this bill, we address the unique threats posed by violent break-ins and ensure that those who commit such offenses face appropriate consequences.”

    The U.S. Geological Survey (USGS) and NASA have officially opened a Request for Proposal (RFP) for the 2025-2029 Landsat Science Team. This team will play a pivotal role in shaping the future of the Landsat program, supporting the ongoing operations of Landsat 8 and 9 while contributing to the development of Landsat Next, which is set to launch in 2030/2031.

    Selected members will serve for a term up to five years and will focus on providing relevant science and technical evaluations and recommendations on a number of issues pertinent to the Landsat program, maximizing the value of the Landsat archive, and addressing the unique challenges of next-generation Earth observation systems.

    Issues of interest include support for current and future Landsat missions, maximizing value of the Landsat data archive for users, future science needs and applications, research innovations to advance Landsat applications, and scientific issues associated with the Landsat Next mission. A core functionality is to ensure that the Landsat archive—spanning over 50 years—remains compatible with future missions like Landsat Next, while maintaining the high-quality standards that Landsat is known for. The team will also explore synergy with other Earth observations systems such as the European Copernicus Sentinel-2 missions.

    The RFP encourages a broad representation from academia, government, and industry. Proposals should reflect various expertise in areas such as optical imaging, multi-spectral data, and remote sensing applications.

  • MIL-OSI USA: Lankford Challenges HHS’ “Gender Identity” Guidance that Targets People of Faith and Women

    OKLAHOMA CITY, OK—Senator James Lankford (R-OK) led a letter to Health and Human Services Secretary Xavier Becerra following new guidance that compels speech, targets the ability of federal employees to practice their faith, and endangers women.

    “We write out of deep concern over Guidance you issued entitled “Gender Identity Non- Discrimination and Inclusion Policy for Employees and Applicants.’… According to the Guidance, failure to use the preferred names and pronouns an individual asks to be addressed with ‘contribute[s] to an unlawful hostile work environment.’ Notably, your Guidance states that the Department cannot ‘require a legal change of name or gender marker, medical certification, or other documentation.’ In other words, anyone can change their names and pronouns and compel coworkers to use that name or pronoun, or face disciplinary action,” the Senators wrote. 

    “Perhaps more egregious than the Guidance’s position on compelled speech related to pronoun usage is the policy on bathroom, locker room, and lactation room usage. According to the Guidance, HHS will ‘ensure there are no barriers to equally accessing restrooms, locker rooms, lactation rooms, or other personal care spaces.’…Including lactation rooms in this same Guidance is blatantly offensive—males cannot breastfeed their children, and claiming to be female does not change that reality. The only reason for including this in the Guidance is to continue to push a radical agenda in every facet of the federal workplace,” the Senators continued. 

    Lankford is Chairman of the Senate Values Action Team. Senators Jim Risch (R-ID), Mike Lee (R-UT), Marco Rubio (R-FL), Steve Daines (R-MT), and Ted Cruz (R-TX) also signed onto this letter.

    We write out of deep concern over Guidance you issued entitled “Gender Identity Non- Discrimination and Inclusion Policy for Employees and Applicants.” This Guidance denies science, compels speech, jeopardizes the ability of federal employees to practice their faith without fear of retaliation, endangers women, and further erodes the American people’s trust in public institutions. We urge you to reverse course and rescind this Guidance.

    According to the Guidance, failure to use the preferred names and pronouns an individual asks to be addressed with “contribute[s] to an unlawful hostile work environment.” Notably, your Guidance states that the Department cannot “require a legal change of name or gender marker, medical certification, or other documentation.” In other words, anyone can change their names and pronouns and compel coworkers to use that name or pronoun, or face disciplinary action. The Guidance also stipulates that training on this guidance will be included in “all new employee training.” It also says additional trainings regarding gender identity will be made available, and that “specialized training” may be deemed necessary “for particular offices or Department-wide.” There is no mention anywhere in the Guidance about accommodations for those with religious or conscience objections to the compelled use of incorrect pronouns.

    In addition to violating extremely clear, long-standing Supreme Court precedents on compelled speech, reaffirmed as recently as 303 Creative v Elenis, this also violates Title VII of the Civil Rights Act of 1964, as well as the Religious Freedom Restoration Act. In forcing employees to choose between deeply held religious beliefs or losing their job, HHS is creating a hostile work environment for employees.

    Perhaps more egregious than the Guidance’s position on compelled speech related to pronoun usage is the policy on bathroom, locker room, and lactation room usage. According to the Guidance, HHS will “ensure there are no barriers to equally accessing restrooms, locker rooms, lactation rooms, or other personal care spaces.” The Guidance notes that, “HHS will not condition this access on an employee having undergone or providing proof of gender-affirming surgeries or other medical procedures.” Further, if any employees are made uncomfortable by having to share bathrooms, locker rooms, or lactation rooms with individuals using the wrong space, they will be directed to use other facilities, because “employees will not be barred from using the restroom consistent with their gender identity.”

    Given the Guidance’s stipulation on not requiring any evidence of gender dysphoria or gender transition procedures, women could be forced to be exposed to fully male anatomy in the bathroom or in the locker room. This creates a hostile work environment for women who may have no other option than using the facilities at work. A female employee who has used a women’s restroom for more than a decade will be told that she has to find a new option for a restroom if she is uncomfortable with a biological male in her restroom. Women deserve better. Including lactation rooms in this same Guidance is blatantly offensive—males cannot breastfeed their children, and claiming to be female does not change that reality. The only reason for including this in the Guidance is to continue to push a radical agenda in every facet of the federal workplace.

    Finally, the Guidance’s denial of science—and incorporation of that denial into the hiring, firing, and promotion process—raises questions about the work and research being done through the HHS. Gender is not, as the Guidance erroneously asserts, “a social construct of identities, norms, behaviors, and roles that vary between societies over time.” There are only two sexes: male and female. Research by the HHS at taxpayer expense should not be done in contravention of that scientific and self-evident fact. 

    HHS is rapidly losing the confidence of the American people over the last three years. According to Pew Research polling, in 2020, HHS had a favorable/unfavorable rating of 73/19. In 2023, that favorability metric had plummeted to 55/30. By rejecting science and diving deeper into the culture wars, HHS risks further undermining faith in critical public institutions. We urge you to rescind this Guidance, and request answers to the following questions no later than October 30.

    1. In your response to a Finance Committee question for the record, you stated that this Guidance does not change any religious protections for employees, but you did not answer whether there was a specific exemption process in place for this guidance. What exemption process is HHS providing to employees and managers being required to follow or implement this guidance based on religious or conscience objections?

    a. Please provide detailed account of the exemption process; how HHS is ensuring employees are aware of this process; if individuals have to apply for an exemption; and how many individuals have received exemptions.

    2. The Guidance requires managers who become aware of “derogatory remarks or demeaning behaviors” to “take appropriate steps to immediately and effectively stop these activities.”

    a. Is an employee’s refusal to use preferred name or pronouns considered “derogatory remarks or demeaning behavior?”

    b. What does HHS consider “appropriate steps?”

    3. How many HHS employees have faced employment consequences of any type for not abiding this guidance?

    4. The Guidance refers to updating websites, policies, programs, trainings, and publications to “replace gendered language with gender-neutral and gender-inclusive language.”

    a. Please provide detailed accounts of how many hours have already or will be used on this, the total cost of updating training materials, and any other expenses incurred as a result of this change.

    b. Will information pertaining to male and female specific medical issues—including testicular or ovarian cancer, maternal health, etc.—also be changed to gender neutral language?

    5. The Guidance creates an “LGBTQI+ Coordinating Committee.”

    a. Who will determine the members of this committee?

    b. What funds will be used to pay for the activities of this committee?

    c. Will there be a member on this committee dedicated to ensuring the protection of employees with religious and conscience objections?

    6. On what statutory authority does HHS base this Guidance?

  • MIL-OSI United Kingdom: Joint donor statement on Humanitarian Access in Sudan by the UK, USAID, Norway, Sweden, France, Germany, Netherlands, Ireland, Switzerland, Canada and the European Commissioner for Crisis Management

    The UK, alongside ten other donors, has issued a joint statement on humanitarian access in Sudan, calling on the warring parties to stop blocking aid from reaching those in need.

    The people of Sudan are experiencing one of the world’s worst humanitarian crises. 25 million people, half of Sudan’s population, are in urgent need of assistance. Fighting between the Sudanese Armed Forces (SAF) and Rapid Support Forces (RSF) has forced approximately 11 million from their homes, fleeing horrific violence and severe hunger since the outbreak of conflict 18 months ago. Women and girls are facing severe protection risks, including widespread sexual violence and other grave human rights violations. 

    In August, famine conditions were confirmed in Zamzam camp for internally displaced people – home to over 500,000 people. This marks the third official famine determination in the 21st century. On 9 October, in addition to the ongoing risk of famine in areas of greater Darfur, we were alerted that urban and rural areas of South Kordofan are now at elevated risk of famine due to continuing conflict and siege-like conditions. 

    The conflict between SAF and RSF and the two sides’ systematic obstruction of local and international humanitarian efforts is at the root of this famine. The war has driven civilians from their homes – uprooting them from their livelihoods. People have been increasingly forced into harmful coping strategies and are more at risk of being trafficked. It has damaged agricultural production and disrupted trade flows and market functionality, resulting in a severe deterioration in the production of and access to food. 

    In Darfur, only a fraction of the aid needed to feed 7 million acutely food insecure people has been allowed in since August. Untold numbers of people have already died, and many more will die as a result. An immediate and coordinated scale-up of assistance, together with full, safe and unhindered humanitarian access to populations in need, is urgently required to mitigate the large-scale loss of life. We condemn that, despite the overwhelming urgency, both SAF and RSF persist in obstructing the humanitarian response. 

    In addition, bureaucratic impediments by both the Sudan’s Humanitarian Aid Commission and the Sudan Agency for Relief and Humanitarian Operations continue to impede the delivery of assistance at the necessary scale. The Sudanese authorities must recognize that it is essential to work in partnership with humanitarian actors in Sudan, allowing them to address the most urgent needs independently and unhindered. Bureaucratic obstacles that are primarily designed to obstruct the delivery of aid, such as delays in issuing visas and travel permits, will continue to prevent life-saving support to the most vulnerable communities – including those seeking safety from the RSF’s assault on El Fasher in Northern Darfur. The recent treatment of the inter-agency Mission in Darfur is unacceptable and underlines this pattern of obstructive behaviour. The UN and partners must be able to engage with all parties to the conflict to ensure that lifesaving aid reaches people in urgent need wherever they are. 

    The parties have a duty to comply with their obligations under international humanitarian law to protect civilians and humanitarian personnel. In practice, this means the removal of all arbitrary restrictions on the Adre border crossing from Chad, including the 3-month time limit, opening of all possible cross-border routes without impediment, and agreeing on routes for humanitarian aid across conflict lines. In this regard, we recall the clear commitment of Chairman of the Sovereign Council, General Al-Burhan, to alleviate and remove all obstacles facing humanitarian actions. 

    We welcome the fulfilment of the humanitarian pledges made during the Paris Conference for Sudan and neighbouring countries on 15 April and recent progress of the Advancing Lifesaving and Peace in Sudan (ALPS) group in improving cross-border and crossline access. We call on the SAF and the RSF to engage and to deliver on their existing commitments and obligations for the sake of the Sudanese people. 

    Last month, world leaders gathered at the UN General Assembly called for the immediate cessation of hostilities and urgent action in support of Sudan. This is needed now more than ever, with the escalation of the hostilities causing displacement, destruction and death.

    LAS CRUCES, N.M. – Today, October 17, 2024, U.S. Representative Gabe Vasquez (NM-02) highlighted his ongoing commitment to helping New Mexicans navigate federal bureaucracy and securing funding for community projects. The event brought together constituents who have directly benefited from his office’s assistance with federal agencies as well as local leaders whose projects have received significant federal support through Community Project Funding (CPF).

    Since taking office, Vasquez has returned over $1 million to constituents, successfully resolving over 1,200 cases involving IRS disputes, Social Security benefits and VA assistance for veterans. Several constituents shared their stories of how Vasquez helped them overcome obstacles when dealing with federal agencies.

    “My husband was a Vietnam veteran. He was very, very sick, and he died in Texas because that’s where they sent him, and I waited and waited for my benefits. Every time I contacted the VA, they told me they’re working on it, but it never moved. I came here, filled out paperwork. Congressman Vasquez’s office sent it. On Thursday, your office sent me a letter saying that you heard from them, and on Saturday, I got my money. I can’t thank you enough for what you’ve done,” said Karen of Las Cruces.

    “My husband and I are both veterans. I started getting heart issues in 1998. Recently, I was told I needed a transplant, and they told me I needed to go to Utah. My husband and I are pretty close to retirement and by us having to temporarily move and lose our employment, would mean our house and our car would be gone. All of the things that we’ve worked for for retirement in a few years would be out the window. I called Congressman Vasquez and within the same week, the doctor called me back with an option to stay in state. It’s amazing how fast things worked for us. I really appreciate your intervention, because without that, I would have been dead within a week or two” said Cyprina of Alamogordo. 

    “Congressman Vasquez helped me with a Post Office issue,” said John of Las Cruces. “Our mailbox on our block got vandalized, and for months, we had to pick up our mail at the Post Office. I contacted the office and within days we got a new mailbox. It was crazy!” 

    In addition to casework success, Vasquez highlighted over $14.2 million he has secured for Community Project Funding. Vasquez’s submission of fifteen CPF projects for Fiscal Year 2024 marked the first time that New Mexico’s second congressional district has participated in the CPF process in recent years. Local leaders in attendance praised Vasquez’s leadership in bringing federal dollars back to New Mexico to fund essential community programs that will grow the economy and keep New Mexicans safe. 

    “Unlike my predecessor, I have secured millions of dollars in Community Project Funding for our district for the first time,” said Vasquez. “These investments are supporting critical infrastructure upgrades, public safety initiatives and strengthening New Mexico’s economy and families.”

    “I’ve been on the City Council while we’ve had a representative who was unresponsive to our community’s needs, and I don’t ever want to go back to that.   • MIL-OSI Canada: Canada announces new military assistance for Ukraine

    Today, at the North Atlantic Treaty Organization (NATO) Defence Ministers’ meeting in Brussels, the Honourable Bill Blair, Minister of National Defence, announced $64.8 million in military assistance to Ukraine.

    October 18, 2024 – Brussels, Belgium – National Defence / Canadian Armed Forces 

    Today, at the North Atlantic Treaty Organization (NATO) Defence Ministers’ meeting in Brussels, the Honourable Bill Blair, Minister of National Defence, announced $64.8 million in military assistance to Ukraine.

    Ukraine’s need for small arms remains ongoing and is a critical requirement on the battlefield. Today’s announcement commits $27.3 million to procure small arms and ammunition from Canadian industry—building upon more than $120 million in small arms and ammunition that Canada has donated.

    The Minister further announced $20 million to manufacture Canadian-made personal protective equipment and military uniforms for women Armed Forces of Ukraine (AFU) soldiers, expanding Canada’s pilot project announced in October 2023. This contribution will outfit 30,000 women AFU soldiers with appropriately sized military gear.

    Canada has also committed $5 million towards the Drone Capability Coalition Common Fund. Drones have become critical in this conflict and this Coalition has brought together Ukraine Defense Contact Group (UDCG) members working to find ways to support Ukraine’s drone industry and procure drones that are crucial to Ukraine’s defence efforts.

    In addition, Minister Blair also announced the donation of: 

    • Up to $10.5 million to support Canadian Armed Forces (CAF) activities such as training for Ukrainian Forces; and
    • Up to $2 million to join the IT Capability Coalition and continue Canada’s role in working with Ukraine to strengthen its cyber capabilities. 

    Since the beginning of the conflict, Canada has worked closely with Ukraine and its partners to strengthen Ukraine’s cyber capabilities against Russia’s attacks. Our membership in the IT Coalition will enable us to enhance our ongoing support and leadership in this important space.

    The donations announced today are part of an additional $500 million in military assistance to Ukraine, announced by Prime Minister Justin Trudeau at the NATO Summit in July 2024, including $444 million to support the costs of military equipment, assistance, and training for Ukraine’s Armed Forces.

    • Since February 2022, Canada has committed over $19.5 billion in total assistance to Ukraine, including $4.5 billion in military assistance. This includes Leopard 2 main battle tanks, armoured combat support vehicles, anti-tank weapons, small arms, M777 howitzers and associated ammunition. 

    • Canada is allocating up to $389 million to enhance F-16 pilot training through the Ukraine Defense Contact Group Air Force Capability Coalition. This commitment will support training for pilots in Ukraine’s Armed Forces as well as provide critical equipment to support Ukraine’s safe operation of F-16s.

    • Since the launch of Operation UNIFIER, the CAF has trained more than 42,000 members of the AFU. Canada has announced the extension of this mission until March 2026, so the CAF can continue to respond to Ukraine’s training needs.

    • Canada continues to train AFU members under Operation UNIFIER, with approximately 330 CAF members currently deployed in the United Kingdom, Poland, and Latvia in various roles.

    • These donations are all priorities that Ukraine has stated and have been validated by the Ukraine Defence Contract Group (UDCG) and the International Donor Coordination Centre. They further demonstrate Canada’s strong commitment, along with its Allies, to ensuring Ukraine’s success in its fight against Russia’s unjustifiable war. 

    • Canada is currently a member of the UDCG’s Armour, Air Force, Drone, and IT capability coalitions.

    • The UDCG was created by the United States Secretary of Defense in April 2022 to allow Allies and partners to synchronize donations, consult, and coordinate military assistance to Ukraine, and build up the capabilities of the AFU. The UDCG now comprises more than 50 countries.

    • Since late March 2022, the Royal Canadian Air Force (RCAF) has been transporting Ukraine-bound military aid donated by Canada, Allies, and partners. To date, the RCAF has transported over 22 million pounds of military donations.

  • MIL-OSI Banking: Retail Sales Remain Strong in September as Single-Family Starts Continue to Rebound

    Key Takeaways:

    • Retail sales and food services increased 0.4 percent in September, according to the Census Bureau. Sales at stores with big ticket items, including motor vehicle and parts dealers (flat over the month), furniture stores (-1.4 percent), and electronics and appliance stores (-3.3 percent) were generally soft. However, this was offset by strong sales at grocery stores (+1.0 percent), health and personal care stores (+1.1 percent), and miscellaneous store retailers (+4.0 percent), all of which may have been affected by consumers stocking up on goods in preparation for hurricanes. Sales at restaurants and bars were up 1.0 percent, their strongest monthly gain since November 2023. Control group retail sales (excluding food service, auto, building supplies, and gas station sales) increased by a strong 0.7 percent.
    • Industrial production, a gauge of output in the manufacturing, utility, and mining sectors, declined 0.3 percent in September, according to the Census Bureau. Additionally, August’s originally reported 0.8 percent gain was revised downward to just a 0.3 percent increase. Manufacturing activity declined 0.4 percent to 99.1. Mining activity declined 0.6 percent to 118.2, while utilities output rose 0.8 percent to 106.8.
    • Housing starts declined 0.5 percent in September to a seasonally adjusted annualized rate (SAAR) of 1.35 million, according to the Census Bureau. Single-family starts rose 2.7 percent to reach a SAAR of 1.027 million, a five-month high. This followed a 16.1 percent jump in August, which was a rebound after hurricane disruptions in July. Single-family permits were more measured with a 0.3 percent increase to a SAAR of 970,000, though that’s also the best pace since April. Multifamily starts declined 9.4 percent to a SAAR of 327,000, while multifamily permits declined 8.9 percent to a SAAR of 458,000.
    • The National Association of Home Builders (NAHB)/Wells Fargo Housing Market Index increased 2 points to 43 in October, a four-month high. The index for single-family sales in the present rose 2 points to 47, while the index for single-family sales in the next six months rose 4 points to 57, the highest level since April. The index for the foot traffic of prospective buyers rose 2 points to a still subdued 29.
    Forecast Impact:

    The September retail sales report is supportive of our forecast for strong consumption in the third quarter. Control group retail sales, which flow directly into the Bureau of Economic Analysis’s estimate of personal consumption expenditures (PCE), have now posted strong increases for five consecutive months. We expect a bit of a slowdown in PCE in the fourth quarter toward something closer to the long-run trend growth rate, though we caution that recent hurricanes may distort the underlying trend in consumption growth over the next few months. Separately, the industrial production report continues to show that manufacturing activity has been roughly stagnant since January of last year. While this is more positive than the manufacturing surveys that have indicated the sector has been in outright contraction over that period, higher interest rates are likely continuing to weigh on growth in manufacturing.

    The strong gain in single-family starts was a bit above our expectations, though the typically more indicative series for single-family permits was in line with our forecast. While we expect some short-term volatility in the starts data following the hurricanes in Florida and surrounding states, the underlying trend for single-family construction remains positive. The particularly strong 4-point gain in the homebuilder confidence index for sales in the next six months adds to the bullish case for new home construction. Multifamily starts have been weaker, though, in line with our forecast. With a significant number of multifamily construction projects already underway, we expect multifamily starts will continue to soften through the end of 2024.

  • MIL-OSI Security: FBI Anchorage Seeks Information Regarding Serial Bank Robber

    ANCHORAGE, AK—The FBI Anchorage Field Office is seeking information regarding the identity and whereabouts of an individual with alleged involvement in three separate bank robberies that took place in Anchorage. With each robbery, the individual presented a note demanding money to a bank employee and stated he had a weapon. The robberies occurred on September 23, 2024; October 7, 2024; and October 16, 2024.

    The individual is believed to have robbed the following banks:

    • On September 23, 2024, at approximately 11:45 a.m., the subject allegedly robbed the Credit Union 1, Midtown Branch, located at 3525 Eureka Street in Anchorage. After the robbery, the subject fled the area on a dark-colored bicycle.
    • On October 7, 2024, at approximately 10:15 a.m., the subject allegedly robbed the Global Credit Union located at 8475 Hartzell Road in Anchorage. After the robbery, the subject entered a stolen vehicle and drove away.
    • On October 16, 2024, at approximately 12:30 p.m., the subject allegedly robbed the Global Credit Union located at 2300 Abbott Road in Anchorage. After the robbery, he departed the area on foot and headed north towards Abbott Road.

    The individual is described as a male, approximately 5’5” tall, with black hair and brown eyes, weighing approximately 155 lbs.

  • MIL-OSI Security: Happy Valley-Goose Bay — RCMP Traffic Services Labrador seizes six vehicles for various offences in just over 24 hours

    Six motorists are without their vehicles following traffic stops conducted by RCMP Traffic Services Labrador between October 17-18, 2024.

    At approximately 1:00 a.m. on October 17, a 43-year-old man, who held a suspended licence, was stopped on Spruce Avenue in Happy Valley-Goose Bay. He was ticketed and the vehicle was seized and impounded.

    Later that afternoon, at approximately 1:45 p.m., police stopped a speeding vehicle on Route 520. The vehicle was uninsured. The driver, a 46-year-old man, was ticketed for both violations and the vehicle was seized and impounded.

    A short time later, just before 2:30 p.m., police stopped a vehicle on Route 520. The driver, a 30-year-old man who was operating a vehicle without a valid licence, provided a roadside breath sample that was above the provincial limit but below the criminal threshold for alcohol. He received a licence suspension and the vehicle was seized and impounded.

    Shortly after 8:30 p.m. that evening, police stopped an unregistered vehicle on Tenth Street in Happy Valley-Goose Bay. The driver, a 33-year-old man was without a valid driver’s licence and the vehicle was without insurance. Tickets were issued and the vehicle was seized and impounded.

    Shortly after midnight on October 18, a 29-year-old man, who was operating an uninsured vehicle without a valid driver’s licence, was stopped by police on Mesher Street in Happy Valley-Goose Bay. He was ticketed and the vehicle was seized and impounded.

    Shortly before 2:00 a.m. that same day, a 44-year-old suspended driver was stopped on Mackenzie Drive in Sheshatshiu. The man was ticketed for driving while suspended and the vehicle was seized and impounded.

  • MIL-OSI Security: IAEA Mission Recognizes Latvia’s Commitment to Improve Nuclear and Radiation Safety, Encourages Continued Improvements

    An International Atomic Energy Agency (IAEA) team of experts said Latvia has made clear improvements to its regulatory infrastructure, making it more efficient and effective. The team also encouraged Latvia to continue efforts to complete its work programme to further align regulatory framework with the IAEA safety standards.

    The Integrated Regulatory Review Service (IRRS) follow-up mission, 13 to 18 October, was conducted at the request of the Government of Latvia and hosted by the country’s regulatory body, the Radiation Safety Centre of State Environmental Service (RSC SES). Its purpose was to review the progress made against the recommendations and suggestions identified in the initial IRRS mission in 2019.

    IRRS missions are designed to strengthen the effectiveness of the national nuclear and radiation safety regulatory infrastructure, based on IAEA safety standards and international good practices, while recognizing the responsibility of each country to ensure nuclear and radiation safety.

    The IRRS team – comprised of five senior safety experts from five IAEA Member States, in addition to two IAEA staff members – conducted interviews and discussions with RSC SES staff and representatives from the Ministry of Climate and Energy.

    Latvia does not have any nuclear power plants. Latvia uses radiation sources in medical, scientific and industrial applications, as well as in science and research. The country’s research reactor has been permanently closed since 1998 and is currently in the early stage of decommissioning. All spent highly enriched uranium fuel was sent back to the country of origin. Latvia operates a disposal site for low and intermediate level radioactive waste, which is located 30 km from the capital Riga. 

    The team reviewed the regulatory oversight of all facilities and activities using nuclear material and radiation sources, as well as emergency preparedness and response, transport, decommissioning, and occupational, medical and public exposure control. The IRRS team determined that of the 23 recommendations and 12 suggestions made in 2019, 17 recommendations and 10 suggestions have been adequately addressed and are therefore closed. The Government of Latvia and RSC SES have an action plan to address the remaining recommendations and suggestions in the coming years.

    “We found that the RSC SES has made significant progress in addressing the recommendations made in 2019” said Paul Dale, Team Leader for the mission, from the Scottish Environment Protection Agency of the United Kingdom. “The work undertaken by RSC SES to date should be applauded, and we welcome the well laid plans set out by RSC SES to address the remaining recommendations in the next few years. The IRRS team welcome the commitment of RSC SES to continue to progress its regulatory systems and to continually improve.”

    The mission team identified an area of good performance – the Long Term Training Plan developed by RSC SES to deliver and maintain competency of its staff – and highlighted notable achievements since 2019, including:

    • The revised legal and regulatory framework, which provides an improved safety framework for regulating all facilities and activities in Latvia;
    • The national policy and strategy for radiation safety, along with policies and strategies for radioactive waste management, which are now addressed in the Environmental Policy Guidelines for 2021 to 2027;
    • Significant improvements throughout the RSC SES integrated management system, including the development of a programme for the promotion of leadership and safety culture; and
    • Strengthened emergency and preparedness response, through the coordination of an interinstitutional working group, training seminars and exercises.

    “The IRRS follow-up mission has provided an opportunity to qualitatively assess the tasks set by international experts in 2019 for the improvement of the radiation safety infrastructure in accordance with IAEA standards,” said Dace Satrovska, Director of the RSC SES. “Since 2019, our team has significantly improved the quality management system, also strengthening the radiation safety culture in Latvia. We are ready to continue working on areas that need improvement, especially on radioactive waste management and emergency preparedness.”

    “The IRRS is an internationally recognized process that strengthens regulatory effectiveness. Countries that invite missions – including Latvia – demonstrate openness and transparency,” said Hildegarde Vandenhove, Head of the IAEA Division of Radiation, Transport and Waste Safety. “By disseminating and sharing good practices and lessons learned, IRRS missions contribute to a stronger global nuclear safety regime.”

    The final mission report will be provided to the Government in about three months.

    The IAEA Safety Standards provide a robust framework of fundamental principles, requirements and guidance to ensure safety. They reflect an international consensus and serve as a global reference for protecting people and the environment from the harmful effects of ionizing radiation.

  • MIL-OSI Security: New IAEA Report on Climate Change and Nuclear Power Focuses on Financing

    The 2024 edition of the IAEA’s Climate Change and Nuclear Power report has been released, highlighting the need for a significant increase in investment to achieve goals for expanding nuclear power. The new report was launched last week on the margins of the Clean Energy Ministerial (CEM) in Brazil. 

    Nuclear power is enjoying increasing interest around the world as countries seek to strengthen energy security and decarbonize their economies. A rapid expansion of clean energy technologies is required to achieve net zero emissions by 2050 and nuclear power is expected to play a key role, with the IAEA projecting a capacity increase of 2.5 times the current level by mid-century in its high case scenario. 

    According to the report, global investment in nuclear energy must increase to 125 billion USD annually, up from the around 50 billion USD invested each year from 2017-2023, to meet the IAEA’s high case projection for nuclear capacity in 2050. The more aspirational goal of tripling of capacity, which more than 20 countries pledged to work towards at COP28 last year, would require upwards of USD 150 billion in annual investment. 

    “Across its near century-long lifetime, a nuclear power plant is affordable and cost competitive. Financing the upfront costs can be a challenge however, especially in market driven economies and developing countries,” said IAEA Director General Rafael Mariano Grossi. “The private sector will increasingly need to contribute to financing, but so too will other institutions. The IAEA is engaging multilateral development banks to highlight their potential role in making sure that developing countries have more and better financing options when it comes to investing in nuclear energy.” 

    The new report also examines ways to unlock private sector finance, a topic that is gaining increasing attention worldwide. Last month, 14 major financial institutions including some of the world’s largest banks came together during a New York Climate Week event to signal a willingness to help finance nuclear newbuild projects. 

    The report was presented at a side event jointly organized by the Agency and the CEM’s Nuclear Innovation: Clean Energy Future (NICE) initiative on the margins of the 15th CEM in Brazil. The CEM is a high-level global forum that promotes policies and programmes to advance clean energy technology, and share lessons learned and best practices. 

    “The CEM is bringing together key stakeholders to discuss concrete steps to make clean energy—including nuclear power—affordable, attractive and accessible for all and accelerate clean energy transitions around the world,” said Jean-Francois Garnier, Head of the CEM Secretariat. “Financing the necessary expansion of nuclear power to help integrate other sources of clean electricity is key to this success and I am happy to see the IAEA and CEM/NICE Future partnering to launch this report which highlights some innovative approaches to attract investments from both the public and private sectors.” 

    The side event featured speakers from Brazil, the IAEA, the International Energy Agency (IEA) and the United States of America sharing their thoughts on how best to secure capital for nuclear power projects and looking ahead to COP29 in Baku, Azerbaijan, where financing the clean energy transition is set to be a major topic of discussion. 

    “IAEA energy system modelling and planning tools and publications are fundamental to decision-making processes for nuclear power plants,” said Giovani Machado, Advisor to the President of Brazil’s Energy Research Office (EPE). “IAEA publications on full cost analyses for electricity provision and financing of nuclear power plants were very useful to an EPE study on the Angra-3 nuclear power reactor for the National Energy Policy Council of Brazil.” 

    Nuclear power’s inclusion in sustainable financing frameworks, including the European Union (EU) taxonomy for sustainable activities, is having a tangible impact. In the EU, the first green bonds have been issued for nuclear power in Finland and France in 2023. Electricité de France (EDF) was one of the first recipients, with the award of €4 billion in green bonds and around €7 billion in green loans between 2022 and 2024. 

    To achieve climate change goals, global nuclear capacity needs to increase rapidly, increasing by a factor of 1.8 by 2035, said Sylvia Beyer, a Senior Energy Policy Analyst at the IEA. “Financing mechanisms that support scale, work force and supply chain development are going to be needed,” she added. 

    The report makes the case for policy reform and international partnerships to help bridge the financing gap and accelerate nuclear power expansion into emerging markets and developing economies, including for small modular reactors. Robust regulatory frameworks, new delivery models, skilled labour development and stakeholder engagement can unlock new avenues for sustainable energy investments towards development goals. 

    “Accelerating the transition process is a multifaceted challenge that needs to be addressed within the broader framework of energy transition plans,” said Celso Cunha, President of the Brazilian Association for the Development of Nuclear Activities.

    Halifax, Nova Scotia, October 18, 2024 — The communities of Shelburne and Barton will have 13 new, energy efficient, homes after an investment of more than $5.1 million from the federal and provincial governments and Co-operative Homes Ltd. (Compass Nova Scotia).

    Heritage Hall in Shelburne is a centrally located building that will be converted into five one- and two-bedroom apartments. Barton Elementary School is located on a large parcel of land near shops and services in Barton, and will be converted into eight one- and two-bedroom apartments.

    The conversion to make the two buildings more energy efficient will include heat pumps, heat recovery ventilators, and envelope improvements.

    Compass Nova Scotia is a not-for-profit housing co-operative that currently has 111 homes in 8 neighbourhoods across the province.

  • MIL-OSI Security: Ex-Husband of ‘Real Housewives of New Jersey’ Star Sentenced to Seven Years in Prison for Violent Crime in Aid of Racketeering and Obstruction of Justice

    NEWARK, N.J. – The ex-husband of a former star of the Bravo reality television show “The Real Housewives of New Jersey,” was sentenced today to 84 months in prison for hiring, then assisting, a soldier in the Lucchese Crime Family to assault his ex-wife’s current husband, U.S. Attorney Philip R. Sellinger announced.

    Thomas Manzo, 59, of Franklin Lakes, New Jersey, was convicted on June 4, 2024, after a two-and-a-half week trial before Judge Susan D. Wigenton in Newark federal court. The jury convicted Manzo of one count of committing a violent crime in aid of racketeering, one count of conspiracy to commit a violent crime in aid of racketeering, and one count of falsifying and concealing documents related to a federal investigation.

     “Whether you’re actually in the Mafia or not, hiring the mob to assault someone because of your marital problems is abhorrent. Covering up the role you played only makes it worse. The jury’s verdict, and today’s sentence, make clear that this office will spare no resources to hold accountable anyone who commits such crimes.”

    According to documents filed in this case and the evidence at trial:

    In the spring of 2015, Manzo, a co-owner of The Brownstone, a Paterson, New Jersey, catering hall, hired Lucchese Crime Family soldier John Perna to assault his ex-wife’s then-boyfriend, paying for the assault with a free wedding reception. Perna, a “made man” with his own crew, worked with them to carry out the assault on July 18, 2015. The Perna wedding, held in August 2015 at the Brownstone, was attended by approximately 330 people, many of whom also were members of the Lucchese Crime Family. Four years later, Manzo concealed and falsified documents related to the Perna wedding in response to a grand jury subpoena.

    In addition to the prison term, Judge Wigenton sentenced Manzo to three years of supervised release and ordered him immediately remanded.

    U.S. Attorney Sellinger credited special agents of the FBI, under the direction of Acting Special Agent in Charge Nelson I. Delgado in Newark, with the investigation leading to the conviction. U.S. Attorney Sellinger also thanked special agents of the U.S. Department of Labor, Office of the Inspector General, Officers with the Lyndhurst Police Department, Officers with the Totowa Police Department, Investigators with the Monmouth County Prosecutors Office, Investigators of the New Jersey State Police, and the Passaic County Prosecutor’s Office for their substantial assistance.

  • MIL-OSI Security: Indiana Man Admits $500,000 Wire Fraud Scheme

    TRENTON, N.J. – An Indiana man admitted defrauding dozens of victims by fraudulently negotiating the sales of valuable and rare items that he did not own or possess, U.S. Attorney Philip R. Sellinger announced today.

    Brian Combs, 49, Fishers, Indiana, pleaded guilty before U.S. District Judge Georgette Castner in Trenton federal court on Oct. 15, 2024, to an information charging him with three counts of wire fraud.

    According to documents filed in this case and statements made in court:

    From April 2018 through December 2023, Combs fraudulently obtained $581,605 from dozens of victims by fraudulently negotiating sales of valuable and rare items – which he did not own or possess – with unsuspecting victims, who believed Combs would deliver these items once they paid Combs. The items included rare bottles of whiskey, precious metals, silver coins, and a rare, collectable Mickey Mantle baseball trading card. Combs frequently requested that the victims wire payment for these valuable and rare goods to him directly, rather than through the e‑commerce website where he advertised the sale of these goods, to make it more difficult for the victims to recover payment for the items Combs fraudulently failed to deliver to them.

    The wire fraud charges each carry a maximum of 20 years in prison. Sentencing is scheduled for Feb. 20, 2025.

    U.S. Attorney Sellinger credited special agents of the FBI Newark Division, Trenton Resident Agency, under the direction of Acting Special Agent in Charge Nelson I. Delgado, with the investigation leading to the guilty plea.

    Hurricane Helene struck Florida’s coast as a Category 4 storm on September 27 before devastating communities across Florida, Georgia, South Carolina, North Carolina, Tennessee, and Virginia. Tragically, the death toll continues to rise, with 228 being confirmed to date. Hurricane Milton struck Florida on October 9, bringing life-threatening storm surges and wind gusts and causing 24 deaths to date.
    We are immensely grateful to first responders and federal workers as they perform life-saving work. However, the task of recovering from these storms has overwhelmed state and local governments. Federal support will be needed to restore and rebuild our communities.
    While the recovery costs are still being determined, estimates of Hurricane Helene’s damage range from $34 billion to $47 billion. Hurricane Milton is likewise expected to cost billions more in damages.
    The Federal Emergency Management Agency will require significant additional funding to ensure it has the resources it needs for Hurricane Helene and Milton recovery, and additional federal funding will be required to support states and federal agencies’ emergency response efforts. Likewise, as communities begin to rebuild, uninterrupted access to key disaster assistance loans from the U.S. Small Business Administration is imperative. Agricultural producers will also need financial assistance to help them recover from yet another natural disaster that is further compounding their already tenuous economic situation, and small businesses will need support to help cover the damage to their livelihoods and rebuild, so they can reopen their doors to communities.
    Given the immense need, we respectfully ask that the Office of Management and Budget work quickly to determine the costs of recovering from Hurricane Helene and Milton and immediately submit a supplemental appropriations request to Congress that includes this full cost.
    Congress stands ready to ensure the federal government and our communities have what they need to recover from Hurricanes Helene and Milton and future natural disasters.

    Today, during Children’s Health Month, Congressman Chris Pappas (NH-01) joinedSenator Maggie Hassan (NH),U.S. Environmental Protection Agency (EPA) New England Regional Administrator David W. Cash, and the Derry Cooperative School District to celebrate $31 million in funding for 110 new clean school buses across nine school districts in New Hampshire. This funding is from the EPA’s Clean School Bus Program, which was made possible by the bipartisan infrastructure law, and includes $8.6 million in rebate funding for Derry to purchase 25 zero-emission buses.

    “Clean school buses safeguard the well-being of New Hampshire children, save taxpayer dollars, help keep our air and environment clean, and make a big difference in the long-term health of our communities,” said Congressman Chris Pappas. “The EPA’s Clean School Bus Program was created by the bipartisan infrastructure law and is providing New Hampshire school districts with resources to upgrade their bus fleet to cleaner, safer vehicles, including rebate funding for Derry to purchase 25 zero-emission buses.   • MIL-OSI USA: Attorney General Bonta Joins Multistate Amicus Brief Protecting Access to Mifepristone

    OAKLAND – California Attorney General Rob Bonta today joined a coalition of 18 attorneys general in filing an amicus brief in Bryant v. Stein to protect mifepristone access in the state of North Carolina. In the brief, filed in United States Court of Appeals for the Fourth Circuit, the attorneys general strongly urge the Court to uphold the District Court’s determination that North Carolina cannot impose restrictions on mifepristone access that the Food and Drug Administration (FDA) has explicitly determined are unnecessary to ensure patient safety. 

    “For decades, medication abortion has been recognized not only as effective, but so safe that it presents lower risks of serious complications than taking Tylenol or getting a colonoscopy,” said Attorney General Bonta. “Restricting its availability not only undermines the rights of individuals but also creates unnecessary barriers to essential healthcare. That’s why, I, alongside attorneys general nationwide are urging the Court to protect access to mifepristone for North Carolinians.”

    Mifepristone is a safe and effective medication prescribed to patients who need critical, time-sensitive reproductive care, including for abortions and the treatment of miscarriages. Studies show that medication abortion allows people to get reproductive care as early as possible when it is safest, least expensive, and least invasive. It plays an important role in reducing barriers and promoting equitable access to healthcare, particularly for those who live in rural and underserved communities. 

    In 2023, North Carolina revised its laws governing pregnancy termination by implementing several archaic restrictions around the use and distribution of mifepristone. These restrictions included physician-only prescribing; in-person prescribing, dispensing, and administering; the scheduling of in-person follow-up appointments; and non-fatal adverse event reporting to the FDA. 

    Ultimately, a North Carolina federal district court judge ruled that while the State may impose certain restrictions on abortion care, it cannot override the FDA’s determination to remove these specific restrictions on mifepristone. The coalition’s amicus brief defends the District Court’s decision as striking the proper balance between state authority and FDA regulation. 

    In the brief, the attorneys general argue that mifepristone has been safely used as an integral part of reproductive healthcare for decades since its initial approval by the FDA, and over that period, the FDA has carefully balanced patient safety and access to the drug by removing certain restrictions on mifepristone distribution. Therefore, they argue that North Carolina’s restrictions on mifepristone, which re-instate the same restrictions that the FDA has explicitly considered and removed, create unnecessary burdens to reproductive healthcare. 

    Attorney General Bonta joined the attorneys general of Colorado, Connecticut, Delaware, Illinois, Maine, Maryland, Massachusetts Michigan, Minnesota, New Jersey, New York, Oregon, Pennsylvania, Rhode Island, Vermont, Washington, and the District of Columbia.

    Janesville, WI (October 18, 2024) – Congressman Bryan Steil (WI-01) today led the Wisconsin delegation in urging the Biden-Harris administration to take immediate action to address the nationwide IV fluid shortage due to the damage caused by Hurricane Helene. In a letter to the administration, the members are seeking a clear plan from the Biden-Harris administration on how they will address this national crisis.

    “As you may be aware, Baxter International’s North Cove site, located less than an hour from Asheville, North Carolina, is the largest manufacturer of IV fluids and dialysis solutions in the U.S.  

    “According to the company, their site was “significantly impacted by the rain and storm surge” from Hurricane Helene and is temporarily closed. Baxter supplies roughly 60% of the IV fluids to hospitals in the U.S. 

    “Our offices have heard from Wisconsin hospitals and health systems who have already begun postponing and canceling elective procedures for patients due to the impending shortage.

    “With more disruptions anticipated from Hurricane Milton, we ask your administration to take all available action to minimize the impact of this shortage on patient care and increase the supply of IV solutions.”

  • MIL-OSI USA: Golden leads 68 lawmakers pressing Biden administration on threats to domestic shipbuilding

    WASHINGTON — Congressman Jared Golden (ME-02) today led a letter to President Joe Biden and U.S. Trade Representative (USTR) Katherine Tai urging swift action to counter China’s domination of maritime industries. His letter comes as the USTR’s office investigates unfair Chinese trade practices in the maritime, logistics and shipbuilding sectors after accepting a petition sent from a coalition of unions. 

    Golden’s letter was co-led by Representatives Debbie Dingell (MI-06), Donald Norcross (NJ-01), Steven Horsford (NV-04), and Mark Pocan (WI-02), Rosa DeLauro (CT-03), Joe Courtney (CT-02), and Val Hoyle (OR-04). It was signed by 68 representatives. 

    “China’s cheating — and its resulting outsize maritime capacities in the face of our own shipbuilding crisis — has led to our nation’s military leadership sounding the alarm,” the lawmakers wrote. “According to U.S. Secretary of the Navy Carlos Del Toro, China operates 13 large shipyards, with a single yard representing more capacity than all American yards combined.Even more shockingly, the U.S. Navy estimates that China’s shipbuilding capacity is roughly 232 times greater than the United States.”

    “Our nation has recently turned the page on decades of inaction, working to rebuild our critical infrastructure and strengthen the supply chains critical to the safety and livelihood of the American people,” the lawmakers wrote. “However, a key component of that infrastructure – our shipbuilding, repair, maintenance, and logistics sectors – has languished in the face of overwhelming efforts by the Chinese government to dominate the global maritime industry. It is time to rectify that.” 

    Specifically, the lawmakers highlighted a March proposal by labor unions to create a U.S. Commercial Shipbuilding Revitalization Fund. This program would support existing measures that incentivize domestic shipbuilding while investing in stronger supply chains and increased workforce development.

    “Our national security, and thousands of good IAM Union jobs, depends on standing up to predatory Chinese trade practices in the shipbuilding industry,” International Association of Machinists and Aerospace Workers (IAM) Eastern Territory General Vice President David T. Sullivan said. “As a native Mainer and IAM Local S6 shipbuilder by trade, I have been proud to work with Congressman Golden as we push USTR to take on China’s takeover of shipbuilding. The IAM Union stands ready to defend our national security and the dedicated workforce that makes it possible.”

    Golden has been an ardent supporter of U.S. shipbuilding and a leading voice for the need to revitalize American manufacturing at large. In addition to securing authorization for Bath Iron Works to build a DDG-51 destroyer in 2025 and ensuring the shipyard continues to be a leader in naval warship production, Golden helped secure authorization for $50 million for shipyard infrastructure and technological improvements and more than $150 million for shipyard research and development in this year’s federal budget. This authorization represents years of additional work for Maine shipbuilding on top of existing orderssecuredby Golden in the past.  

    In September he introduced legislation that would implement a 10 percent tariff on all imports, which followed legislation in May that would raise tariffs on Chinese-made automobiles and energy components to ensure America’s industrial base, and thus its future, is strong. He published an essay the same month on the importance of a robust production economy for national security and middle-class prosperity.

    We write in strong support of the Office of the U.S. Trade Representative’s (USTR) investigation into discriminatory and unreasonable trade practices by the government of the People’s Republic of China (PRC or China) concerning the maritime, logistics and shipbuilding sectors. We urge you to reach a swift conclusion in this investigation and to consider strong and effective remedies to begin to turn the tide on our decades-long domestic shipbuilding crisis.

    In the face of China’s unfair, predatory and highly discriminatory practices, U.S. shipbuilding and maritime supply chain industries have been forced to compete on an uneven playing field, facing shipyards and order books that have benefited from hundreds of billions of dollars of state-directed funding. China’s industry is insulated from market forces, utilizes state-owned enterprises to provide cheap inputs and cut yard production costs, and strengthens the People’s Liberation Army’s Navy with expansive shipbuilding, repair, and maintenance capacities. Meanwhile, U.S. shipyards have been shuttered or forced to compete for a handful of remaining contracts. While the U.S. produces fewer than 10 ocean-going vessels annually, Chinese yards churned out over a thousand.

    China’s cheating — and its resulting outsize maritime capacities in the face of our own shipbuilding crisis — has led to our nation’s military leadership sounding the alarm. According to U.S. Secretary of the Navy Carlos Del Toro, China operates 13 large shipyards, with a single yard representing more capacity than all American yards combined.2 Even more shockingly, the U.S. Navy estimates that China’s shipbuilding capacity is roughly 232 times greater than the United States’.

    To meet the immense challenge of rebuilding U.S. maritime capabilities, we need a robust, highly-trained workforce. Tens of thousands of jobs have been lost as shipyards have closed and experienced workers have been forced out of the industrial base. The United States needs a healthy and revitalized maritime industry capable of meeting the commercial and defense needs of our nation for years to come. That will require making the investments needed to recruit, train and expand our world-class industrial workforce. Breaking the boom-and-bust cycle that has plagued U.S. shipbuilders is critical to maintaining that workforce and growing critical supply chains.

    The shipbuilding sector is still enduring the aftershocks from the closure of the Avondale shipyard in Louisiana in 2014. At one time, that yard employed over 26,000 people and was one of the top employers in the state of Louisiana. With that closure, the U.S. lost a key shipyard capable of building, repairing, and maintaining large commercial and specialty vessels. That workforce and capacity loss has yet to be restored.

    While U.S. workers were laid off and our capacity and know-how were lost, China’s shipbuilders were capturing additional market share and extending their growing domination of the global shipbuilding industry. According to the Chinese Communist Party (CCP), in the first six months of this year, their shipyards accounted for almost 75% of the world’s new orders, while holding almost 60% of existing orders on their books.

    Our nation has recently turned the page on decades of inaction, working to rebuild our critical infrastructure and strengthen the supply chains critical to the safety and livelihood of the American people. However, a key component of that infrastructure – our shipbuilding, repair, maintenance, and logistics sectors – has languished in the face of overwhelming efforts by the Chinese government to dominate the global maritime industry. It is time to rectify that.

    The March 2024 petition submitted by a coalition of labor unions includes potential measures to revitalize America’s shipbuilding capacity through the creation of a U.S. Commercial Shipbuilding Revitalization Fund to (1) support existing U.S. government programs such as Construction Differential Subsidies, the Federal Ship Financing Program, and small shipyard grants; (2) expand the Maritime Security Program and the Tanker Security Program’s enrolled vessels with a premium on enrolling U.S.-built vessels; and (3) implement measures to increase demand for U.S.-built ships including through graduated requirements to transport U.S. energy products on U.S. built, flagged, and crewed vessels; and (4) promote the revitalization of shipbuilding supply chains and invest in training and workforce development. 

    We believe that USTR’s investigation will conclude that China’s predatory actions demonstrate a clear and unambiguous intent to dominate global markets to the detriment of American workers and industry. The result of the investigation, with your help, can lead to measures being put in place to restore American capacity in these sectors.

    We strongly urge you to swiftly conclude this investigation and to implement resolute measures to remedy decades of unfair and discriminatory policies by the CCP that have harmed our members and the economic and national security of the United States. The remedies must be commensurate in scope and magnitude to the large-scale harm caused to U.S. industry over the past several decades. We look forward to joining you as we commit to a brighter future for the U.S. shipbuilding, maritime, and logistics sector.

         In the Oval Office, I sit surrounded by portraits of exceptional American Presidents and busts of inspiring American leaders.  They remind me each and every day that we are a Nation of dreamers and doers, of promise and possibilities, and of ordinary Americans doing extraordinary things.  Above all, we are a Nation of good people, who show our kindness and character through small acts every single day.  This National Character Counts Week, we celebrate the core values of decency, honesty, dignity, and equality that have long defined the character of America.
         Our Nation is strong, and our future is bright — in large part because of the upstanding character that resides within all Americans.  I have witnessed it up close in educators like the First Lady, who inspire our Nation’s youth to reach for every possibility; mothers, fathers, and parental figures who raise their children with care, courage, and grit; first responders, who run toward danger to protect others; union workers, who are building America; and brave service members, who stand on the frontlines of freedom to defend our democracy.  Across the country, American workers are writing the greatest comeback story we have ever known — restoring pride in our hometowns, pride in America, and pride in knowing we can get big things done when we work together.

         Under my Unity Agenda, we are tackling the opioid epidemic and mental health crisis, holding Big Tech accountable, supporting our veterans and their families, and ending cancer as we know it.  We are investing more than $1 billion to help schools across the country train and hire new mental health counselors through the Bipartisan Safer Communities Act, we have granted new disability benefits to over one million veterans and their families under the PACT Act, and we launched the Advanced Research Projects Agency for Health to fast-track progress on how we prevent, detect, and treat cancer and other diseases.
         My father taught me that our character is not measured by how many times or how hard we get knocked down but by how quickly we get back up.  Even in the face of challenges ahead and obstacles in our way, Americans always get back up.  It is what drives our great country forward and what makes our Nation strong.  This week and every week, let us recommit to upholding our most essential values and remember that the sacred task of perfecting our Union is not just about any one of us but about “We the People.”

         Our forests are central to our country’s heritage, history, and economy.  Forests support livelihoods across Tribal Nations, rural towns, and big cities — from foresters and loggers to mill workers and carpenters — while also sustaining the health of our environment and our communities.  During National Forest Products Week, we recognize that conserving our bountiful forests is critical to sustaining our economy and ensuring that Americans can enjoy the wonder of our forests for generations to come.
         As a Nation, we rely on our forests for so much — from cleaning the air we breathe and the water we drink to providing the lumber and paper we use every day.  But the existential threat of climate change endangers our forests, putting those jobs, livelihoods, and critical products at risk.  After decades of fire suppression and ignoring climate change, wildfire seasons have become wildfire years, burning down communities, destroying forest ecosystems, and upending people’s lives.
         My first year in office, I launched the “America the Beautiful” initiative to conserve at least 30 percent of all our Nation’s lands and waters by 2030 through local, voluntary efforts across the country while empowering foresters and farmers to advance sustainable practices to keep working lands productive.  These efforts will help strengthen our economy and pass on a healthier planet to our children and grandchildren.
         When I came into office, I was determined to conserve our forests while protecting the people who rely on them for jobs.  My Bipartisan Infrastructure Law is creating jobs managing our forests, restoring ecosystems, and preventing catastrophic fires.  It is investing in the removal of overgrown vegetation near homes and power lines, preparing evacuation routes in areas at risk of wildfires, removing invasive plant species from forests that can cause fire to spread, and planting native tree species that are more resilient to the changing climate.  And my Inflation Reduction Act made the largest climate investment ever, putting people to work planting trees, sustainably managing our forests, and working on fire prevention.  Together, these actions are producing new jobs that help us care for our forests and keep all of us safe from wildfires.
         At the same time, my Administration is working to support the American workers and rural communities producing our forest products.  We have awarded millions of dollars in grants to American businesses that support forest conservation, expand the sustainable use of American wood products, and find innovative ways to use our wood waste materials, including to build strong and sustainable buildings.  I also take pride in having raised the Federal firefighter minimum wage to $15 per hour — an important first step in ensuring the people who run into flames to keep all of us safe are paid what they deserve.
         Conserving our forests is good for our economy, the planet, and the soul of our Nation.  This week, may we recommit to responsibly stewarding our forests and the abundant resources they provide so that we may all enjoy their benefits and beauty for years to come.
         To recognize the importance of the many products generated by our Nation’s forests, the Congress, by Public Law 86–753 (36 U.S.C. 123), as amended, has designated the week beginning on the third Sunday in October of each year as “National Forest Products Week” and has authorized and requested the President to issue a proclamation in observance of this week.
         NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim October 20 through October 26, 2024, as National Forest Products Week.  I call upon the people of the United States to join me in this observance and in recognizing all Americans who are responsible for the stewardship of our Nation’s beautiful forested landscapes.

  • MIL-OSI Security: Prince Albert — Prince Albert RCMP asks public to immediately report sightings of vehicles, suspects involved in robbery

    On October 17, 2024 at approximately 4:45 p.m., Prince Albert RCMP received a report of a robbery in the RM of Garden River.

    Initial investigation determined two individuals were in a vehicle driving on Garden River Road near Highway #55, northeast of Prince Albert. They approached a vehicle that looked like they were in need of assistance. When they stopped, a male threatened the individuals with a firearm and stole their vehicle.

    No physical injuries were reported by the two individuals.

    Prince Albert RCMP are actively investigating. Prince Albert Police Service received a report of a robbery near Little Red River Park around 5:40 p.m. on October 17. Their investigation determined two individuals were threatened with a firearm and assaulted, then their vehicle was stolen.

    One of the suspect vehicles then struck a vehicle within the City of Prince Albert and fled. No injuries were reported by the occupants of the struck vehicle.

    Investigators believe the incidents may be connected.

    They are asking the public to report all information about these incidents.

    The suspects are described as three males and one female. One male was wearing a red shirt and had many tattoos. Another male was wearing a dark-coloured hoodie.

    They may be driving a red 2005 Dodge Dakota pick-up truck with Saskatchewan license plate 529 ISI or a black 2013 Kia Sportage with Saskatchewan license plate 803 MKY.

    If you see these vehicles or suspects, do not approach them. The suspects should be considered armed and dangerous. Be cautious approaching any unknown or suspicious persons.

    Report information or suspicious persons to Prince Albert RCMP immediately by dialling 310-RCMP. Information can also be submitted anonymously by contacting Saskatchewan Crime Stoppers at 1-800-222-TIPS (8477) or http://www.saskcrimestoppers.com.

    Updates will be provided as they become available. We are monitoring this situation. If investigation determines an imminent risk to public safety exists, we will alert the public.

    The Biden-Harris Administration has approved more than $1.8 billion in federal assistance for individuals and communities affected by Hurricanes Helene and Milton. FEMA Administrator Deanne Criswell continues to lead the federal response, working in coordination with state and local partners to ensure that survivors receive the resources they need to jumpstart their recovery.

    Currently, FEMA has deployed more than 4,800 personnel to the affected areas, contributing to a total of over 7,500 federal responders who are working together to support state and local governments in their recovery efforts. FEMA personnel on the ground are actively coordinating with local officials, conducting damage assessments, and helping individuals apply for disaster assistance programs.

    Federal assistance for those affected by the hurricanes includes $722 million to support survivors with housing repairs, personal property replacement and other essential recovery efforts. Additionally, over $1.1 billion has been approved for debris removal and emergency protective measures, which are necessary to save lives, protect public health and prevent further damage to public and private property.

    Applying for assistance is a critical first step towards recovery. Disaster survivors in certain areas of Georgia, Florida (Helene), Florida (Milton), North Carolina, South Carolina, Tennessee and Virginia can begin their recovery process by applying for federal assistance through FEMA. Individuals affected by the hurricanes are encouraged to apply as soon as they are able to by visiting DisasterAssistance.gov, which is the fastest way to get an application started. Individuals can also apply using the FEMA App, calling 1-800-621-3362 or in person at a local Disaster Recovery Center. Disaster Recovery Centers in the affected communities can provide survivors with in-person help on their applications and answer questions. Center locations can be found at FEMA.gov/DRC. FEMA also has Disaster Survivor Assistance team members in the field supporting survivors and helping them with the application process. 

    Federal assistance for individuals may include upfront funds to help with essential items like food, water, baby formula, breastfeeding supplies and other emergency supplies. Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay. Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for other federally declared disasters.

    FEMA also works with private sector vendors to fulfill critical disaster response needs. The agency contracts with local businesses in affected areas when practical and feasible. Companies interested in doing business with FEMA should follow the steps outlined on the agency’s Doing Business with FEMA webpage. FEMA will only engage with businesses through the formal federal procurement process and solicitations sent directly to individual FEMA staff will not be processed.

    Recovery Update

    For those affected by Hurricane Helene, FEMA has approved over $1.1 billion in assistance. This includes $655 million in assistance for individuals and families, along with more than $518 million for debris removal and efforts to protect public health and safety. In response to Hurricane Milton, FEMA has approved more than $671 million in assistance, with $67 million allocated for individuals and families and over $604 million for debris removal and safety measures.

    To support response and recovery efforts, FEMA delivered over 12.6 million meals and 13.1 million liters of water to states impacted by Helene. For Milton, FEMA delivered more than 2.8 million meals and 1.8 million liters of water to Florida.

    FEMA continues to open Disaster Recovery Centers in affected communities, offering in-person assistance, information on available resources and help with FEMA assistance applications. Disaster Survivor Assistance Teams are also on the ground in all affected states, helping survivors apply for aid and connect with additional resources from state, local, federal, and voluntary agencies. As of today, FEMA now has 40 Disaster Recovery Centers open and 850 Disaster Survivor Assistance team members on the ground supporting community members. 

    Support for North Carolina

    As ongoing response efforts continue in western North Carolina, FEMA has approved over $108 million in housing and other types of assistance for over 82,000 households.

    More than 3,500 applicants who cannot return home are staying in safe and clean lodging through FEMA’s Transitional Sheltering Assistance program. Shelter numbers remain steady, with 13 shelters housing just over 520 occupants. 

    Commodity distribution, mass feeding and hydration operations remain in areas of western North Carolina. Voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft.

    There are over 402 Disaster Survivor Assistance members in communities providing support. There are also 10 Disaster Recovery Centers now open in Asheville, Bakersville, Boone, Brevard, Hendersonville, Jefferson, Lenoir, Marion, Sylva and Waynesville where survivors can speak directly with FEMA and state personnel for assistance with their recovery.     Support for Florida

    In response to Helene, FEMA has approved over $253 million in housing and other types of assistance for more than 81,000 households. Additionally, FEMA has approved more than $330 million in Public Assistance for debris removal and emergency work. In response to Milton, FEMA has approved over $67 million in housing and other types of assistance for over 84,000 households. Additionally, FEMA has approved more than $604 million in Public Assistance for debris removal and emergency work. There are 46 Disaster Survivor Assistance members in communities to provide support. There are also 14 Disaster Recovery Centers now open supporting survivors from Debby, Helene and Milton where survivors can speak to state and federal personnel to help with their recovery. Centers are in Bradenton, Branford (2), Brooksville, Glen Saint Mary, Homosassa, Lake City, Largo, Live Oak, Madison, Old Town, Perry, Punta Gorda, Sarasota and Tampa. Survivors may find their closest center by visiting FEMA.gov/DRC. 

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 1-800-342-3557. English, Spanish and Creole speakers are available to answer questions.  

    Support for South Carolina

    FEMA has approved over $146 million in housing and other types of assistance for more than 151,000 households. 

    There are 99 Disaster Survivor Assistance members in communities providing support. There are also four Disaster Recovery Centers now open in Anderson, Easley, Greenville and North Augusta where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Residents with questions on Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133. Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information. 

    Support for Georgia

    FEMA has approved over $131 million in housing and other types of assistance for more than 125,000 households.

    There are 185 Disaster Survivor Assistance members in communities providing support. There are also six Disaster Recovery Centers now open in Augusta, Douglas, Lyons, Midway, Sandersville and Valdosta where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Residents can find resources like shelters and feeding sites at gema.georgia.gov/hurricane-helene. 

    Support for Virginia

    To date, FEMA has approved over $5.3 million in housing and other types of assistance for more than 1,700 households.

    There are about 73 Disaster Survivor Assistance members in communities providing support. There are also five Disaster Recovery Centers open in Damascus, Dublin, Independence, Marion and Tazewell where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Residents can find resources like shelters and feeding sites at: Recover – Hurricane Helene | VDEM (vaemergency.gov).

    Support for Tennessee

    FEMA has approved more than $12.3 million in housing and other types of assistance for more than 2,600 households. 

    There are more than 47 Disaster Survivor Assistance members in communities providing support. There is now one Disaster Recovery Center open in Erwin where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    FEMA remains steadfast in its mission to support survivors as they begin their recovery from these historic storms. The agency will continue to work with federal, state, and local partners to ensure the safety and well-being of those impacted by Milton and Helene.

  • MIL-OSI Security: Upshur County Woman Sentenced to Federal Prison for Defrauding Employer

    TYLER, Texas – An Upshur County woman has been sentenced to federal prison and ordered to pay restitution for federal violations in the Eastern District of Texas, announced U.S. Attorney Damien M. Diggs.

    Tamarisk Trejo Mathews, 52, of Big Sandy, pleaded guilty to wire fraud and was sentenced to 33 months in federal prison by U.S. District Judge Jeremy Kernodle on October 16, 2024.  Mathews was also ordered to pay $334,252.00 in restitution.

    According to information presented in court, Mathews was responsible for accounting duties of a restaurant and music venue in Wood County, Texas.  She worked in accounts receivable, accounts payable, and had access to the financial accounts of the business.  Mathews also had authority to issue invoices to customers and issue checks and other payments to creditors.  Beginning in about December 2018, Mathews devised and began executing a scheme to wrongfully obtain money, funds, and assets under the custody and control of the restaurant.  Among other things, she wrote checks that she was not authorized to write for personal expenditures, made charges in the business’s name from vendors such as Amazon, and used business funds to make purchases through PayPal.  Mathews also opened an American Express account in the name of the business and obtained an American Express credit card. She then used the card and account to make personal purchases and expenditures and paid American Express for those purchases and expenditures using business funds and the business bank account.  The scheme resulted in a loss to the business of $334,252.00.

    This case was investigated by the FBI and prosecuted by Assistant U.S. Attorney Alan Jackson.
