    • 15,512 shares;
    • 996,585.86 euros in cash.

    As a reminder, the following means were listed in the liquidity account on December 31, 2024:

    • 19,820 shares;
    • 838,684.39 euros in cash.

    Over the period from December 31, 2024, to June 30, 2025, trading volumes represented:

    • 36,191 shares for 1,138,124.19 euros purchased (1,002 executions);
    • 40,499 shares for 1,289,318.95 euros sold (1,239 executions).

    At the time of the original agreement on June 14, 2011, the following means were included in the liquidity account:

    • 0 shares;

    Following are UN Secretary-General António Guterres’ remarks, delivered by Deputy Secretary-General Amina Mohammed, at the fiftieth anniversary of Cabo Verde and the fiftieth anniversary of its partnership with the United Nations, in Praia today:

    I am happy to be with you today on behalf of the United Nations Secretary-General, Antonio Guterres, and I thank the Government and the people of Cabo Verde for your warm welcome and hospitality.  I am honoured to deliver his remarks on this historic occasion.

    It is with deep emotion that I send these words to a country I hold close to my heart.  As Secretary-General of the United Nations, as former Prime Minister of Portugal and as a long-time friend, I am honoured to mark this fiftieth anniversary of Cabo Verdean independence and partnership with the United Nations.

    Cabo Verde has shaped my conscience and conviction.  And I celebrate with you the enduring spirit of the povo cabo-verdiano — a people whose determination has long outshone the constraints of geography.

    The story of Cabo Verde is a story of freedom reclaimed.  On 5 July 1975, the world bore witness to the birth of a new republic.

    After centuries of colonial rule, the people of Cabo Verde — together with their brothers and sisters in Guinea-Bissau — rose up to demand self-determination.

    As a Portuguese citizen, I cannot speak of Cabo Verde without acknowledging the deep and complex history we share — a history marked by pain, injustice, but also by solidarity.

    I carry with me the memory of walking through the gates of the former Tarrafal concentration camp — in the company of Edmundo Pedro and Sérgio Vilarigues, who had endured its horrors.  Their stories of suffering and resistance are etched into my memory.

    Today, we honour so many heroes of that struggle — heroes like Amílcar Cabral.  Receiving the Order of Amílcar Cabral by Prime Minister Carlos Veiga remains one of the greatest honours of my life.

    From the beginning, Cabo Verde chose the harder path: Stability over strife.  Dialogue over division.  The peaceful transition to independence, the embrace of democracy and good governance.  A model that endures.

    Cabo Verde is also a wonder of geography.  Ten volcanic islands scattered across the Atlantic, bound by morabeza — that singular warmth and grace that define the Cabo Verdean soul.

    But, it is the people who truly set Cabo Verde apart.  A culture that is at once rooted and global, melancholic and joyful.

    This nation gave the world morna — a music of sodade, of longing for home across distant seas.  It brought us the timeless voice of Cesária Évora, who sang from Mindelo to the world — and made every listener feel a little closer to Cabo Verde.

    When Cabo Verde gained independence, many may have doubted. Yet, five decades later, you stand as a middle-income country and a champion of peace and equality.

    As Prime Minister of Portugal, I had the privilege of working closely with Cabo Verde to deepen our cooperation.  I recall with pride the signing of the Acordo de Cooperação Cambial — a monetary agreement that was more than a technical arrangement.

    It was a bridge between our economies, a symbol of trust and a recognition of Cabo Verde’s growing role on the global stage.  And through it all, you have remained true to your values.

    Welcoming migrants, upholding the rule of law and staying true to the principles of solidarity and open cooperation.  I saw these values in action during my last visit.

    At the port of Mindelo, I watched the sails of the Ocean Race rise against the horizon — a striking reminder of Cabo Verde’s openness, resolve and connection to the wider world.

    What stayed with me was not just the race, but the spirit onshore — young people learning, communities coming together, leaders thinking boldly about the future.  It reinforced what I have always felt:  Cabo Verde is not just navigating the tides of change — it is helping to chart the course. 

    And the United Nations has been honoured to journey with you. From the earliest development plans — schools, health systems and social protection, to our shared work on food security, disaster resilience and democratic institutions.

    From supporting the graduation from least developed country status, to cooperating on climate action, ocean conservation, biodiversity protection, renewable energy.  And advancing the multidimensional vulnerability index — a vital tool to reflect the unique challenges of small island developing countries.

    Together, we are exploring new frontiers:  the blue economy, digital inclusion and diaspora engagement.  And today, as we celebrate your past, we also recommit to your future.  A future shaped by resolve.  Cabo Verde knows, more than most, the realities of climate change.  Rising seas, droughts, external shocks.

    Your location also brings higher costs — for transport, for energy, for resilience.  But, you have turned water scarcity into a frontier of innovation.

  • MIL-OSI: EMGS – Vessel activity and multi-client sales update for the second quarter 2025

    Electromagnetic Geoservices ASA (the “Company” or “EMGS”) releases information on vessel activity and multi-client sales during the quarter approximately 4-5 working days after the close of each quarter. The Company defines vessel utilisation as the percentage of the vessel charter period spent on proprietary or multi-client data acquisition. Downtime (technical or maritime), mobilisation, steaming, and some standby activities are not included in the utilisation rate.  

    At the end of the second quarter 2025 the Company had one vessel on charter, the Atlantic Guardian. The Atlantic Guardian completed the second of two proprietary surveys in India in the quarter and started transit back to Norway for three fully prefunded multi-client surveys in the North Sea with a total contract value of USD 2.7 million.

    The utilization for the second quarter was 44% compared with 51% for the second quarter 2024. 

    EMGS had one vessel in operation and recorded 3.0 vessel months in the quarter. In the second quarter 2024, the Company recorded 3.0 vessel months.

    The Company expects to record approximately USD 200,000 in multi-client late sales in the second quarter of 2025.

    Russian Railways (RZD) and Central PPK have announced the launch of the first train of the latest Ivolga 4.0 model on the Yaroslavl direction of the Moscow Railway. This milestone marks another step in the large-scale modernization program for suburban transport in the Moscow region.

    A Technological Breakthrough for Passengers.

    The new Ivolga 4.0 trains represent a significant leap forward in the development of domestic railway transport.

    – Increased capacity: Wider aisles and doorways, and more doors

  • MIL-OSI Security: Call for Papers: Conference on Transport of Nuclear and Radioactive Material

    Interested contributors have until 15 September 2025 to submit synopses for the IAEA’s International Conference on the Safe and Secure Transport of Nuclear and Radioactive Material.

    The IAEA estimates that 20 million shipments of radioactive material are transported every year. These materials are shipped nationally and internationally by road, rail, sea, air and inland waterways for applications such as medicine and health, agriculture, nuclear power generation and advanced scientific research. 

    The conference, to be hosted in Vienna, Austria from 23 to 27 March 2026, will cover the legislative and regulatory framework for the transport of nuclear and other radioactive material, safety and security by design; safety and security during transport operations. It builds on previous events held in 2011 and 2021.

    “For decades, IAEA safety standards have been the backbone for the safe transport of radioactive material. With rapid technological advances in the nuclear and transport sectors, the global landscape is evolving — and fast. This conference aims to drive innovation, share experience and help strengthen the global standards,” said Shazia Fayyaz, one of the scientific secretaries and Head of the IAEA Transport Safety Unit in the Division of Radiation, Transport and Waste Safety.

  • MIL-OSI NGOs: Call for Papers: Conference on Transport of Nuclear and Radioactive Material

    Interested contributors have until 15 September 2025 to submit synopses for the IAEA’s International Conference on the Safe and Secure Transport of Nuclear and Radioactive Material.

    The IAEA estimates that 20 million shipments of radioactive material are transported every year. These materials are shipped nationally and internationally by road, rail, sea, air and inland waterways for applications such as medicine and health, agriculture, nuclear power generation and advanced scientific research. 

    The conference, to be hosted in Vienna, Austria from 23 to 27 March 2026, will cover the legislative and regulatory framework for the transport of nuclear and other radioactive material, safety and security by design; safety and security during transport operations. It builds on previous events held in 2011 and 2021.

    “For decades, IAEA safety standards have been the backbone for the safe transport of radioactive material. With rapid technological advances in the nuclear and transport sectors, the global landscape is evolving — and fast. This conference aims to drive innovation, share experience and help strengthen the global standards,” said Shazia Fayyaz, one of the scientific secretaries and Head of the IAEA Transport Safety Unit in the Division of Radiation, Transport and Waste Safety.

    “During transport, nuclear and radioactive material may be vulnerable to a number of modal specific risks and threats,” said Robert Officer, the other scientific secretary of the conference and Head of the IAEA Transport Security Unit in the Division of Nuclear Security. “The conference will further raise awareness through sharing experiences on strengthening safety and security capabilities, including on such topics as legal and policy frameworks, and technological and commercial trends for the protection of end-to-end transport.”

    Building on the successful rollout of its groundbreaking continental payment infrastructure, the Pan-African Payment and Settlement System (PAPSS), in strategic collaboration with Interstellar, a leading African deep-tech company, have announced the launch of the PAPSS African Currency Marketplace (PACM). The launch was announced on the sidelines of the 2025 Afreximbank (www.Afreximbank.com) Annual Meeting (AAM2025) held in Abuja from June 25 – 28.

    This next-generation Financial Market Infrastructure (FMI) represents a bold evolution of the PAPSS mission, addressing Africa’s longstanding challenge of currency inconvertibility and enabling seamless, sovereign currency exchange for intra-African trade.

    For decades, Africa’s economic momentum has been hindered by a fragmented financial landscape. The continent’s 41 currencies, diverse regulatory environments, and lack of convertibility have created significant friction. To trade with neighbouring countries, African businesses have often relied on external (hard) foreign currencies for foreign exchange, creating what experts call the “hard and costly currency bottleneck.” This workaround drains an estimated $5 billion annually in fees, delays, and opportunity costs, undermining the competitiveness of African enterprises and slowing progress toward realising the African Continental Free Trade Area (AfCFTA).

    “PAPSS African Currency Marketplace is fully transparent, order book-driven, and operates with trusted counterparties, strictly adhering to local regulatory frameworks and global best practices,” affirmed Mike Ogbalu III, CEO of PAPSS. “By creating a single, continent-wide liquidity pool, PACM serves as a powerful liquidity engine for intra-African commerce.” This launch marks a major strategic evolution in the PAPSS journey. According to Mr Ogbalu, since its official launch in 2022, PAPSS has enabled real-time cross-border payments across 17 countries, connecting 14 national switches and over 150 commercial banks. Initially piloted in the West African Monetary Zone (WAMZ), PAPSS rapidly expanded to become the core settlement layer of the AfCFTA’s financial infrastructure. But while payment rails were laid, a deeper issue remained.

    “We soon realised that solving for payments alone was not enough,” explained Mike Ogbalu. “Corporations, airlines, reinsurance firms, and multinationals operating across Africa still faced a persistent hurdle: trapped capital, arising from limited currency convertibility and overreliance on hard currencies.” For example, he explained, over $2 billion is currently ‘trapped’ in African countries where airlines operate, unable to repatriate their funds due to exchange restrictions or depreciation of local currencies. “The PAPSS African Currency Marketplace is the answer to that problem — an extension of our commitment to building sovereign, frictionless financial infrastructure for Africa.” He added.

    The PAPSS African Currency Marketplace jointly developed by PAPSS and Interstellar, enables the direct exchange of African currencies without passing through hard currencies. As a transparent, continent-wide, peer-to-peer platform, it allows businesses to trade directly in local currencies in near real-time while remaining compliant with national regulations. It unlocks liquidity, releases trapped capital, eliminates excessive foreign exchange costs, and supports the continent’s long-term goal of financial sovereignty.   • MIL-OSI Africa: Driving Angolan Hydrocarbon Production: bp Chief Executive Officer (CEO) Murray Auchincloss Joins Angola Oil & Gas (AOG) 2025

    Murray Auchincloss, CEO of global energy company bp, has joined the Angola Oil & Gas (AOG) conference as a keynote speaker. His participation comes as bp – through its joint venture Azule Energy – advances a series of large-scale oil and gas developments in Angola, covering strategic investments from upstream exploration to oil production to non-associated gas development. Auchincloss’ participation at the event reflects bp’s broader commitment to Angola and is expected to unlock new opportunities for collaboration across the sector.

    With a long history in Angola, bp has played an instrumental role in unlocking significant value from the country’s oil and gas resources. Initial forays by the energy major in the 1990s included the acquisition of four deepwater blocks, with a further five deep and ultra-deepwater blocks across the Kwanza and Benguela basins acquired in 2011. These investments marked the start of a decades-long commitment to Angola, with the energy major contributing significantly to the country’s oil production. Many of these blocks continue to account for a significant share of the country’s production portfolio, including Block 18 and 31 in the Lower Congo basin and Blocks 19 and 24 in the Kwanza and Benguela basin.

    Following a merger of bp’s Angolan assets in 2022 with those of energy major Eni, the companies further strengthened their operational stronghold in Angola. The merger led to the establishment of the largest independent equity producer of oil and gas in the country and one that continues to play a central role in Angola’s oil and gas market. The company’s asset portfolio comprises 18 licenses – of which 11 are operated by Azule Energy and one is situated in Namibia. Azule energy also has a stake in the country’s sole LNG facility: Angola LNG. With a target to increase oil production to 250,000 barrels per day – up from the current 210,000 bpd – while advancing non-associated gas development, Azule Energy is accelerating the development of several impactful projects.

    The company is preparing to start operations at the Agogo FPSO vessel in the second half of 2025. The vessel – arriving in Angolan waters in May 2025 – will be situated at the Agogo Integrated West Hub Development, joining the operational Ngoma FPSO to harness resources from Block 15/06. The vessel will increase the block’s production capacity by 120,000 bpd and features a combined cycle power generation unit, advanced electrification and digital automation, a seawater-driven turbine generators and a vapor recovery unit to eliminate flaring. The vessel will add to Azule Energy’s existing portfolio of operational FPSOs in Angola, with four deepwater vessels. currently in production.

    Beyond Agogo, Azule Energy is developing Angola’s first non-associated gas projects through its operatorship of the New Gas Consortium. The project will harness gas resources at the Quiluma & Maboqueiro shallow water fields, thereby enhancing feedstock for the Angola LNG facility. As of February 2025, the project partners – namely, Cabinda Gulf Oil Company, Sonangol P&P and Totalenergies – completed the offshore platforms for the project. Production is expected to start in late-2025 or early-2026, six-months ahead of schedule.

    These developments coincide with a drive to enhance clean energy development in Angola, with Azule Energy spearheading projects in biorefining and solar. The company is developing the Caraculo solar photovoltaic plant through Solenova – a joint venture with Sonangol – which will be located in the province of Namibe. The project targets a total capacity of 50 MW, with the first 25 MW phase coming online in 2023. In 2024, Azule Energy and Sonangol signed an agreement to enhance decarbonization at the operational Luanda Refinery – the country’s sole operating refining facility. The agreement will see the partners conduct a feasibility study for the development of a biorefinery at the facility, aiming to advance low-carbon energy solutions in Angola. These projects reflect the commitment by bp to advance Angolan energy production and Auchincloss’ participation at the country’s premier industry event is expected to generate greater understanding of the company’s portfolio, ongoing projects and future investment plans.

    Addressing the BRICS Summit in Brazil, PM Modi said, “Under India’s BRICS Chairmanship, we will define BRICS in a new form. BRICS would mean ‘Building Resilience and Innovation for Cooperation and Sustainability.’”

    PM Modi affirmed that India would carry forward the spirit of people-centric progress during its leadership of the bloc comprising Brazil, Russia, India, China, and South Africa.

    “In the coming year, under India’s BRICS Chairmanship, we will continue close cooperation on all subjects,” the PM said.

    The Prime Minister underlined how India’s presidency of the G20 elevated the concerns of the developing world and promised a similar approach for BRICS.

    “Just as during our G-20 Presidency, we ensured inclusivity and prioritised issues of the Global South in the agenda,” he said. “In the same way, during our BRICS Chairmanship, we will take this forum forward with a people-centric approach and the spirit of ‘Humanity First.’”

    This message of unity and collaboration was reflected earlier in the day, as Prime Minister Modi, along with other BRICS leaders, partners, and outreach invitees, gathered for the traditional family photo at the 17th BRICS Summit in Rio de Janeiro on Monday morning (local time).

    Westminster Abbey opened its doors to residents, community groups, friends and family of the Lord Mayor for one of the most important events in the City of Westminster’s calendar—the Civic Service. This officially marks the appointment of the Lord Mayor and Deputy High Steward, Cllr Paul Dimoldenberg.

    The service began with morning prayers, or matins sung by the Choir of Westminster Abbey. The Lord Mayor read from the Book of Deuteronomy, while Westminster City Council Leader, Councillor Adam Hug, delivered a reading from the New Testament, reflecting on the importance of community. The sermon was given by The Reverend David Stanton, Sub-Dean and Canon Treasurer.

    Following the service, the Abbey’s bells rang out as councillors, cadets from the RAF and Army, emergency service representatives, and guests joined the Lord Mayor for a reception in the College Garden.

    In 1965 the new City of Westminster, incorporated the Boroughs of Paddington and St Marylebone by Royal Charter. The following year, the Queen granted the First Citizen the style and dignity of Lord Mayor.     Plymouth City Council is calling for urgent clarity on how public bodies should interpret and apply recent changes to equality law, following a Supreme Court decision that redefined how “sex” is understood in the Equality Act.

    The ruling has raised serious questions about who can access single-sex spaces like toilets, changing rooms, and hostels—and how councils are expected to apply the law in practice.

    At Full Council on 2 June, the Council passed a motion raising concerns about the impact of the ruling on access to public facilities and the safety of women, trans, non-binary and intersex people.

    That motion agreed that the Council would respond to The Equality and Human Rights Commission’s (EHRC)s consultation on its Code of Practice, write to the Minister for Women and Equalities, and review its own services once final guidance is published.

    The Council has now submitted its consultation response and the Leader of the Council, Councillor Tudor Evans has written to the Minister, expressing concern that the ruling has created confusion over which public facilities people are legally allowed to use.

    But this issue goes far beyond toilets. The ruling has implications for how councils and other public bodies deliver a wide range of services—from changing rooms and hostels to healthcare, education, and communal accommodation. It could also affect how the Council meets its responsibilities under the Public Sector Equality Duty.

    The Council is concerned that the ruling and guidance risks creating unnecessary anxiety and division and could impact the delivery of services that residents rely on.

    Councillor Chris Penberthy, Cabinet Member for Communities, for Plymouth City Council, said: “This ruling has left too many people feeling uncertain and unsafe. We’re proud to be a city that includes everyone, and we need national guidance that reflects that.

    “The Equality Act was once world-leading, but it needs to be updated to meet the realities of today. We’re asking the Government to act now to protect people’s rights and help councils like ours deliver services fairly and safely.”

    In the letter, the Council calls on the Minister to:

    • Consider modernising the Equality Act 2010, including reviewing the definition of sex;
    • Use the forthcoming Equality (Race and Disability) Bill as an opportunity to announce a full review;
    • Place a moratorium on the application of the Supreme Court ruling while legal appeals are ongoing.

    The Council will continue to assess the wider impact of the ruling and remains committed to delivering services that are inclusive, safe, and fully aligned with the law once final guidance is in place.

    Peterborough’s historic cathedral is the venue for ARU Peterborough’s graduation ceremony on 11 July

    The first cohort of ARU Peterborough students to join the city’s new university in 2022 are preparing to celebrate their graduation this week, with many having already secured skilled jobs in the local area.

    Peterborough Cathedral will host this year’s graduation ceremony for ARU Peterborough students at 2pm on Friday, 11 July.

    Students who have studied undergraduate degrees, degree apprenticeships, postgraduate courses and professional development qualifications will cross the cathedral stage to mark the formal completion of their studies.

    “Congratulations to all our graduates on their success. This graduation ceremony marks a historic milestone for ARU Peterborough. It is a celebration of the achievements of our first cohort of students and reflects our mission to create opportunities, drive social mobility, and deliver high level skills tailored to local and national needs.

    “This graduation also signals the beginning of an exciting new chapter for our university and community, as we expand our academic offer with a range of new courses available to start this September.”

    The first graduation is a landmark moment for the city, which until the opening of ARU Peterborough, was known as a higher education “cold spot”. The university has provided opportunities for many students to develop their skills – opportunities they might not have had otherwise.

    James Johnson, 26, is to start work after graduation at local firm ParkAir as an Embedded Software Engineer. The Applied Computer Science graduate from Yaxley said: “It’s unlikely I would’ve attended university if it wasn’t for ARU Peterborough. I was 24 when I enrolled and going further afield wasn’t an option.

    “Finding a local job straight after graduation means a lot. At the start, I was a little uncertain if university was right for me. This proves going to ARU Peterborough was the right thing to do.”

    Faaizah Hussain, who lives in Peterborough and has studied for a BSc (Hons) degree in Accounting and Finance at ARU Peterborough, will give the Vote of Thanks speech at the graduation ceremony on 11 July.

    Faaizah, who has now enrolled on a Postgraduate Certificate in Education to become a teacher, said: “I had already secured an apprenticeship and hadn’t planned on going to university until I found out about ARU Peterborough. I wasn’t keen on moving away or commuting long distances, and I didn’t realise there was a university here until my mum came across an advert and told me about it.

    “Studying at ARU Peterborough has far exceeded my expectations. The one-to-one support has helped shape both my confidence and my character. University turned out to be so much more than I imagined – there wasn’t just academic guidance, there was genuine care from the tutors.

    “Throughout my time here, I’ve taken on so many different roles. I co-founded a student society, was elected as a student governor, became a course representative, and worked as a student ambassador, which I absolutely loved. ARU Peterborough really gives you the platform to grow and get involved in ways that make a lasting impact on not just your own student experience, but the university’s future as a whole.”

    Kazim Raffiq-Fazal, from Peterborough, has been a student ambassador during his computer science degree course and has just started a job at a Cambridgeshire software development company.

    Kazim, 20, said: “I did my A-levels here in Peterborough and I knew university would be the next step for me. I went to a few open days at other institutions but I knew I wanted to study close to where I was living. I went to an open day at ARU Peterborough, met some of the lecturers and saw what the course contained, and it was everything I was looking for.

    “I don’t think I would have had the same experience if I had gone to university elsewhere. Studying close to home has allowed me to spend less time commuting and I have been able to take part in more study and activities.

    “In my second year I did an internship at a software company and that led to an offer to work for them after I graduated.”

    St. Petersburg, July 7 (Xinhua) — Security measures will be strengthened in Russia’s Leningrad Region due to the threat of attacks by unmanned aerial vehicles (UAVs), the press service of the regional governor’s administration said on Monday.

    Vehicles with mobile electronic warfare systems will be on duty near the venues where mass events are taking place. Inspection of vehicles entering the courtyards and parking lots of government agencies and government buildings will also be organized in the region. In the event of a threat of attacks using UAVs, an air danger signal will be sent to residents of the Leningrad Region via SMS notification.

    Last weekend, the region’s governor, Alexander Drozdenko, reported that several drone attacks had been repelled in the region. According to him, no one was hurt and there was no damage. –0–

  • MIL-OSI United Nations: Call for Papers: Conference on Transport of Nuclear and Radioactive Material

    Interested contributors have until 15 September 2025 to submit synopses for the IAEA’s International Conference on the Safe and Secure Transport of Nuclear and Radioactive Material.

    The IAEA estimates that 20 million shipments of radioactive material are transported every year. These materials are shipped nationally and internationally by road, rail, sea, air and inland waterways for applications such as medicine and health, agriculture, nuclear power generation and advanced scientific research. 

    The conference, to be hosted in Vienna, Austria from 23 to 27 March 2026, will cover the legislative and regulatory framework for the transport of nuclear and other radioactive material, safety and security by design; safety and security during transport operations. It builds on previous events held in 2011 and 2021.

    “For decades, IAEA safety standards have been the backbone for the safe transport of radioactive material. With rapid technological advances in the nuclear and transport sectors, the global landscape is evolving — and fast. This conference aims to drive innovation, share experience and help strengthen the global standards,” said Shazia Fayyaz, one of the scientific secretaries and Head of the IAEA Transport Safety Unit in the Division of Radiation, Transport and Waste Safety.

    “During transport, nuclear and radioactive material may be vulnerable to a number of modal specific risks and threats,” said Robert Officer, the other scientific secretary of the conference and Head of the IAEA Transport Security Unit in the Division of Nuclear Security. “The conference will further raise awareness through sharing experiences on strengthening safety and security capabilities, including on such topics as legal and policy frameworks, and technological and commercial trends for the protection of end-to-end transport.”

  • MIL-OSI United Nations: Sevilla Outcome Document ‘Seeks to Rekindle Sense of Hope Embodied in Sustainable Development Goals’, Notes Deputy Secretary-General, Closing Conference

    Following are UN Deputy Secretary-General Amina Mohammed’s remarks at the closing of the Fourth Financing for Development Conference in Sevilla, Spain, today:

    At the opening of this conference, the Secretary-General remarked that, for decades, the mission of sustainable development has united countries.  Yet today, development and its great enabler — international cooperation — are facing massive headwinds.

    Over the last four days — through formal sessions, six multistakeholder round-tables, 400 side-meetings and special sessions, and countless bilateral discussions — we have reckoned with this challenge.

    The human consequences of rising debt burdens, escalating trade tensions and steep cuts to official development assistance (ODA) have been brought into sharp relief. 

    Likewise, we understand all too well the collateral damage that competing Government priorities can have on development finance and that global support for sustainable development can no longer be taken for granted. 

    Nevertheless, amid this sobering backdrop, the Sevilla conference has delivered a powerful response. 

    We have agreed an outcome document — the Compromiso de Sevilla — that upholds the commitments from Addis Ababa 10 years ago and seeks to rekindle the sense of hope embodied in the Sustainable Development Goals.

    The outcome document contains three major areas of commitments. 

    First, an investment push to close the financing gap.  This incorporates steps to grow the full capital stack:  domestic, international and private capital.

    Second, at last, a serious attempt to confront the debt crisis.  The actions agreed here seek to reset how debt is used, managed and treated, to make it work in service of sustainable development.

    Third, the elevation of developing countries throughout the international financial architecture.   Developing countries need to be heard in global policymaking — just as they have been at this conference.

    In addition to the outcome document, the conference has witnessed the unveiling of more than 130 initiatives to turn the outcome document into action:  through the Sevilla Platform for Action.

    The Platform includes:  A debt pause alliance to relieve countries of fiscal stress in times of crisis; a new tool for multilateral development banks to manage currency risks; a commission to explore the future of development cooperation; and the introduction of the world’s first solidarity levy on premium-class flights and private jets to generate new resources for sustainable development including climate action.

    In addition, I’m delighted to report today that the Government of Spain will support the UN Secretary-General, in consultation with Member States and stakeholders, to operationalize the Sevilla Forum on Debt, to help countries learn from one another and coordinate their approaches in debt management negotiations and restructuring.

    As I think back over the past four days, I’ve been struck by three aspects about this conference.

    First is the remarkable sense of resolve on display. 

    Attendees here are under no illusion of the difficulty of our current context.  But they have approached this moment with a sense of unity and solidarity and demonstrated that intergovernmental processes still matter and still work.  I hope this spirit will be taken forward into the World Summit for Social Development, the G20 and thirtieth UN Climate Change Conference later this year.

    Second, the conference has been deeply practical. 

    In today’s constrained financial environment, our community is working to stretch the resources we have, and to focus them where they’re most needed, to confront the largest problems, and search for innovative solutions.

    Third, everyone is focused on implementation.

    The commitments agreed in the outcome document come with specifics, and Member States, financial institutions, businesses and civil society are already looking ahead at how these commitments will be delivered, with a can-do attitude. 

    Taken together — resolve, practicality and implementation — this provides a basis for rebuilding trust and solidarity. 

    Let me conclude by sincerely thanking the people and the Government of Spain, who have proven not only to be gracious hosts, but have demonstrated outstanding leadership on sustainable development. 

    The journey ahead will not be easy.  The global challenges we face will not be overcome overnight. 

    But I leave Sevilla confident that we can walk that path together with clarity, with courage, a sense of purpose and commitment.

    Let the Fourth Financing for Development Conference be remembered as a conference where the world chose cooperation over fragmentation, unity over division and action over inertia.

    Let us leave here inspired and ready to finance the future that we want.

  • MIL-OSI Security: DHS Terminates TPS for Nicaragua: It Was Never Meant to Last 25 Years

    WASHINGTON – Secretary of Homeland Security Kristi Noem today announced the termination of Temporary Protected Status for Nicaragua, which will expire on July 5, 2025.  The termination will be effective 60 days after the publication of the Federal Register notice. 

    At least 60 days before a TPS designation expires, the Secretary of Homeland Security, after consultation with appropriate U.S. government agencies, must review the conditions in a country designated for TPS to determine whether the conditions supporting the designation continue to be met and, if so, how long to extend the designation.  

    Temporary Protected Status was never meant to last a quarter of a century,” said a DHS Spokesperson. “The impacts of a natural disaster impacting Nicaragua in 1999 no longer exist.  The environmental situation has improved enough that it is safe enough for Nicaraguan citizens to return home. This decision restores integrity in our immigration system and ensures that TPS remains temporary.

    After conferring with interagency partners, Secretary Noem determined that conditions in Nicaragua no longer meet the TPS statutory requirements. The Secretary’s decision was based on a U.S. Citizenship and Immigration Services review of the conditions in Nicaragua and in consultation with the Department of State. The Secretary determined that, overall, country conditions have improved to the point where Nicaraguans can return home in safety.

    Nicaraguan nationals departing the United States are encouraged to use the U.S. Customs and Border Protection CBP Home app to report their departure from the United States and take advantage of a safe, secure way to self-deport which includes a complimentary plane ticket, a $1,000 exit bonus, and potential future opportunities for legal immigration.

    PORTLAND, Ore.—A dedicated Illinois teacher and lifelong union activist will serve on the executive committee of the National Education Association, the nation’s largest labor union. Bill Farmer, a high school science teacher from Evanston, Illinois, was elected by his union siblings at NEA’s Representative Assembly to serve on the organization’s influential and highest governing body. 

    As a classroom teacher for more than two decades, Farmer has dedicated his life’s work to organizing and advocating for students, public schools, and union members. As president of his local, he helped deliver big wins for educators—including lower health care costs and securing 12 weeks of paid parental leave—while keeping membership above 98% after the Supreme Court struck down agency fees.

  • MIL-OSI Security: Convicted Killer Sentenced to 35½ Years for RICO Conspiracy and VICAR Kidnapping

               WASHINGTON – U.S. Attorney Jeanine Ferris Pirro announced that Christopher Green, 39, of the District of Columbia, was sentenced today to a total of 35 ½ years in prison for conspiracy in violation of the Racketeer Influenced and Corrupt Organizations Act (RICO), violent crime in aid of racketeering (VICAR) kidnapping, first degree murder while armed (with aggravating circumstances), attempted robbery while armed, assault with a dangerous weapon, and firearms offenses, in connection with a series of violent crimes he committed in early 2017.  The prosecution had asked the judge to impose a sentence of 60 years.

               In addition to the 426-month prison sentence, U.S. District Court Judge Randolph D. Moss ordered that the defendant also serve five years of supervised release.

              The sentencing today follows a 12-day re-trial, earlier this year, in which a federal jury found Green, aka “Twin,” guilty of RICO conspiracy and VICAR kidnapping.

              At his initial trial in 2021, Green was found guilty of the murder, assault and attempted robbery offenses. However, the jury was unable to reach a verdict on the RICO conspiracy and VICAR charges, which led to the recent trial and convictions.

               Green was sentenced today with respect to the charges he was convicted of in both trials.

             According to the government’s evidence, Green was a core member of a criminal organization that operated in the District of Columbia, Prince George’s County, Maryland, and elsewhere, primarily making money through a series of armed robberies. Green’s actions in Southeast Washington, D.C., on April 9, 2017, led to the death of 25-year-old Zaan Scott. Mr. Scott, a swim coach at the Eastern Market pool, was on his way home when Green attempted to rob him at gunpoint. Mr. Scott died on May 17, 2017, of a blood clot that the medical examiner determined was a result of the shooting. Green was also found guilty at the initial trial of firing gunshots at another victim on February 23, 2017.

               In the recent re-trial, the evidence established that Green and a co-conspirator committed a series of violent acts and were working as an “enterprise” to enrich themselves. The VICAR kidnapping conviction in the re-trial involved an incident on April 8, 2017, in which Green and a co-conspirator confronted a young man at gunpoint as the man was getting out of his car in a convenience store parking lot. Green ordered the victim back into the car and robbed him of his ATM card. He then forced the victim to drive to a nearby apartment complex, where he forced him to take off his clothes, and then robbed him of his sneakers and other belongings.

               Joining in the announcement were Assistant Director in Charge Steven J. Jensen of the FBI Washington Field Office, and Chief Pamela Smith of the Metropolitan Police Department (MPD).

               This case was investigated by the FBI’s Washington Field Office, the Metropolitan Police Department, and the Prince George’s County Police Department. It was prosecuted by Assistant U.S. Attorney Nihar R. Mohanty of the Violent Crime and Narcotics Trafficking Section of the U.S. Attorney’s Office for the District of Columbia and Assistant U.S. Attorney Michael Liebman of the Superior Court Division Homicide Section.

                WASHINGTON – Robert Varez Williams, 28, of the District of Columbia, was sentenced today in U.S. District Court to 48 months in federal prison for being a previously convicted felon in possession of a loaded Glock 23, a semiautomatic pistol fitted with an extended capacity magazine, while he was on supervised release for a prior violent firearm offense, announced U.S. Attorney Jeanine Ferris Pirro.

                Williams pleaded guilty March 25 before the Honorable Dabney L. Friedrich to being a felon in unlawful possession of a firearm. In addition to the 48-month prison term, Judge Friedrich ordered Williams to serve three years of supervised release.

                According to court documents, on Jan. 10, 2024, officers from the Metropolitan Police Department’s Robbery Suppression Unit were on patrol when they spotted Williams driving erratically in a silver Volkswagen. Williams fled as the officers attempted a traffic stop. A short while later the officers located the VW on the 900 block of R Street, NW. Williams jumped out of the car and sprinted away on foot. An officer caught Williams in an alley off R Street.

                Another officer who remained with the car, saw a gun on the front driver’s seat where Williams had been sitting. Police later identified the firearm as a Glock, Model 23, .40 caliber semi-automatic pistol loaded with 21 rounds of ammunition. An additional officer pulled a passenger from the car as another conducted a search of the vehicle. That officer found a second Glock pistol outfitted with a machine gun conversion device, under a coat on the front passenger seat, 44 pills that tested positive for MDMA, suspected PCP in a vial, additional rounds of ammunition, and a bottle of alcohol on the car’s center consol.

                At the time he was arrested in this case, Williams was on supervised release in the District for attempted assault with a deadly weapon and an unlawful possession of a firearm.

                This case was investigated by the Metropolitan Police Department and the FBI Washington Field Office. It was prosecuted by Assistant U.S. Attorney Shehzad Akhtar and Special Assistant U.S. Attorney Haley M. Pennington of the District of Columbia.

    Investigators recovered a Glock 23, .40 caliber semi-automatic pistol, loaded with 21 rounds, from Williams’ car.

                WASHINGTON – U.S. Attorney Jeanine Ferris Pirro announced that Zimarie Bryant, 20, of the District of Columbia, was sentenced today to 30 months in federal prison in connection with marijuana trafficking and illegally possessing a machine gun.

                Bryant, an aspiring rapper aka “Cruddy Marie,” pleaded guilty on March 13, 2025, to one count of possession with intent to distribute marijuana and to one count of unlawful possession of a machine gun. In addition to the 30-month prison term, U.S. District Court Judge Amy Berman Jackson ordered Bryant to serve three years of supervised release.

                According to court documents, on Aug. 31, 2023, FBI agents went to an apartment in the 3600 Block of Jay Street, NE, to execute a federal arrest warrant. Agents knocked on the door but did not gain entry for more than 20 minutes. Agents obtained a search warrant and recovered numerous firearms, including a 9mm Glock 45 that had been modified with a switch to make it a functionally fully automatic machine gun.

                Agents also recovered about 12 pounds of marijuana, ammunition, and a firearm magazine. As part of this plea, Bryant acknowledged that he possessed the marijuana with the intent to distribute it, that he possessed the machine gun in connection with that possession with intent to distribute, and that he knew the firearm was a machine gun.

                While Bryant was released from the apartment, messages from his Instagram account from around the time of the search acknowledge his presence at the scene. On Aug. 31, 2023, Bryant sent an Instagram message to another user saying, “I was just locked up and got picked up by the fbi.” In a separate conversation that day, another Instagram user asked him, “Ever found some thunder 1” “? *”, which refers to marijuana. Bryant responded, “I had some but fbi ran in our spot and took everything”.

                On May 30, 2024, Bryant was arrested at an apartment in Southeast Washington, D.C. Law enforcement recovered a disassembled Glock 19 handgun, two 9mm magazines with 15 rounds each, a black scale, and two additional 9mm rounds. When Bryant was shown his arrest warrant during booking, he denied having a machine gun but did admit he had a Glock 19.

                Bryant has a history of using and possessing firearms unlawfully. On June 30, 2023, he posted a video on Instagram showing him possessing what appears to be the same firearm involved in this case.

                Joining in the announcement were Assistant Director in Chief Steven J. Jensen of the FBI Washington Field Office, Special Agent in Charge Ibrar A. Mian of the Drug Enforcement Administration (DEA) Washington Division, and Chief Pamela Smith of the Metropolitan Police Department (MPD).

                This case was investigated by the FBI Washington Field Office, the DEA, and MPD. It was prosecuted by Assistant U.S. Attorney Solomon Eppel.

                WASHINGTON – U.S. Attorney Jeanine Ferris Pirro announces that James E. Coleman, 29, of the District of Columbia, was sentenced today to 30 years in prison for trafficking a 14-year-old victim from Virginia in 2020 for commercial sex with strangers, announced U.S. Attorney Jeanine Ferris Pirro.

                Coleman pleaded guilty on May 17, 2022, to conspiracy to commit sex trafficking of a child, to production of child pornography, and to first-degree child sexual abuse. In addition to the 360-month prison term, U.S. District Court Judge Randolph D. Moss ordered Coleman to serve 15 years of supervised release, to register as a sex offender and to pay $25,000 in restitution to the victim.

                According to court documents, Coleman worked with a co-conspirator with the goal of trafficking the victim for commercial sex and knew that the victim was a minor. Beginning on June 30, 2020, Coleman took sexually explicit photographs and videos of the victim to market her on websites advertising commercial sex services.

                Coleman gave the victim directions regarding how much to charge for sexual services, with specific monetary amounts for increments of time she spent with the commercial sex customers. Coleman then pocketed the payments for sexual services the victim provided. He told the victim to tell commercial sex clients she was 21 years old, if she was asked.

                Coleman also used his cell phone to record a video of himself engaging in sex acts with the victim.

                In July of 2020 Coleman ordered the victim to give him money. When she refused, he beat her with a broomstick, assaulted her with a knife, cut off her clothing, and left her nude in the hallway of his building.

                Coleman was arrested by U.S. Marshals on Oct. 22, 2020, and has been held without bond since.

                This case was investigated by the FBI Washington Field Office’s Child Exploitation and Human Trafficking Task Force. It was prosecuted by Assistant U.S. Attorneys Caroline Burrell, Meredith Mayer-Dempsey, and Angela Buckner.

  • MIL-OSI Security: The New England Strike Force Joins Nationwide Crackdown on Health Care Fraud

    CONCORD- Acting U.S. Attorney Jay McCormack, together with Acting U.S. Attorneys Michael P. Drescher of the District of Vermont and Craig M. Wolff of the District of Maine, announces a sweeping enforcement action aimed at combatting health care fraud across New England. The enforcement action is a result of the collaboration and partnership between the Districts of New Hampshire, Vermont, and Maine, and the New England Strike Force.

    The New England Strike Force charged six defendants in connection with unrelated allegations including conspiracies to defraud the State of New Hampshire’s Medicaid program (NH Medicaid), Medicare, and other federal benefit programs, totaling over $14 million. The charges filed in federal court throughout New England are part of the Department of Justice’s 2025 National Health Care Fraud Takedown. The charges stem from various schemes, including a previously convicted social worker who submitted claims to NH Medicaid following his disbarment from billing federal health care programs, a conspiracy to submit false and fraudulent claims to Medicare for wrist, knee, and back braces and other equipment that were medically unnecessary, and a conspiracy to fulfill illegitimate prescriptions for drugs including Ozempic.

    Previously Convicted Felon Charged in New Scheme Fraudulently Billing Medicaid and Exploiting a Vulnerable Patient

    • United States v. Erik Alonso: Erik Alonso, age 54, of Miami, Florida, was charged by indictment with eight counts of health care fraud in connection with an alleged scheme to submit claims to NH Medicaid, despite being barred from billing federally funded health care programs following a previous heath care fraud related conviction in 2015. Alonso failed to disclose his exclusion to his employer, a Laconia, New Hampshire-based telehealth psychotherapy provider, and purportedly provided psychotherapy treatments to NH Medicaid beneficiaries between March 2022 and July 2024 via telehealth. In addition, Alonso allegedly exploited a psychotherapy patient by using purported psychotherapy sessions to seek and obtain assistance from that client with personal tasks, including preparing an application for a presidential pardon of his prior conviction and assisting him with applying for licensure in other New England states.  The case is being prosecuted by DOJ Trial Attorneys Danielle Sakowski, Thomas Campbell, and John Howard, and Assistant United States Attorney Matthew Vicinanzo of the U.S. Attorney’s Office for the District of New Hampshire.

    Straw Owner of Health Care Company Used to Commit Fraud and Launder Illicit Proceeds

    • United States v. Leo Anzivino Jr.: Leo Anzivino, Jr., age 34, of Teaticket, MA, was charged by indictment with conspiracy to commit health care fraud, conspiracy to commit money laundering, and four counts of money laundering in connection with an alleged scheme to fraudulently obtain over $6 million in Medicare funds. According to the indictment, Anzivino, Jr. acted as the straw owner of a durable medical equipment (“DME”) company, Advanced Medical Supply (Advanced), and conspired with others to cause the submission of false and fraudulent claims to Medicare for DME.  The indictment further alleges that Anzivino falsified bank account documents, including beneficial ownership information, and conspired to launder fraudulent funds from the DME scheme to conceal and disguise the nature, source, origin, and control of the proceeds of the DME fraud.  Anzivino, Jr., made four transfers from one Advanced account at a New Hampshire bank to another Advanced account at a Massachusetts bank, totaling over $3 million dollars, to conceal a co-conspirator’s control over the funds. The government seized approximately $353,768.29 in assets tied to the alleged scheme.  This case is being prosecuted by DOJ Trial Attorneys Danielle Sakowski, Thomas Campbell, and Tiffany Wynn, and Assistant United States Attorney Matthew Vicinanzo of the U.S. Attorney’s Office for the District of New Hampshire.

    Global Pharma and Money Laundering Scheme

    • United States v. Manthan Rohit Shah: Manthan Rohit Shah, 37, of Mumbai, India, was charged by indictment with misbranding prescription medication, conspiring to import controlled substances, and conspiring to commit international concealment money laundering.  As alleged in the indictment, Shah owned and operated Company-1, a pharma company based in Mumbai, India. Company-1 allegedly shipped controlled substances and misbranded pharmaceutical drugs, including drugs that contained potentially potent, dangerous, and/or addictive substances, into New England and across the United States.  Shah and Company-1 used fake prescriptions to provide a veneer of legitimacy for customer orders, despite the customers never obtaining such prescriptions.  Shah undertook various acts in furtherance of the drug conspiracy. For example, on or about May 6, 2025, Shah sent a text message to an undercover law enforcement agent regarding Company-1’s fulfillment of illegitimate prescriptions for 50 pens of the drug Ozempic, costing approximately $6,200, to be shipped from a location outside the United States to an address in Vermont.  Shah also conspired with others to direct the shipment of pharmaceutical drugs without valid prescriptions to a network of online pharmacies and call centers that fulfilled orders placed by customers in New England and across the United States. Shah then conspired with others to launder the funds from financial accounts in the United States, through shell companies, and to Shah’s company in India.  The case is being prosecuted by DOJ Trial Attorneys Patrick Brown, John Howard, and Thomas Campbell.

    Health Care Scheme Involving Purchase of Tulum Penthouse, High-Volume Cash Withdrawals

    • United States v. Evelyn Herrera: Evelyn Herrera, 61, of Loxahatchee, Florida, was charged by complaint with conspiracy to commit health care fraud in connection with an alleged scheme to fraudulently obtain approximately $6.5 million in Medicare funds.  According to the charging documents, Herrera, the owner of Merida Medical Supplies Inc., a purported DME company, submitted false and fraudulent claims to Medicare from individuals residing across New England for wrist, knee, and back braces and other equipment, which were medically unnecessary and ineligible for reimbursement by Medicare.  After the funds from these fraudulent services were deposited into a bank account controlled by Herrera, she allegedly conducted financial transactions and attempted to conceal the source, origin, and control of the health care fraud proceeds generated by Merida. For example, Herrera allegedly sent an international wire from her bank account, indicating it was to be used to purchase property in Mexico, and sent other funds to a cryptocurrency wallet that she controlled.  During the scheme, the Centers for Medicare and Medicaid Services (“CMS”) issued a payment suspension to Herrera for suspected fraud, after which Herrerra allegedly attempted to withdraw large amounts of cash from a bank and siphon funds off to other individuals.  The case is being prosecuted by Trial Attorneys Sarah Rocha, Thomas Campbell, and Tiffany Wynn.  The complaint was filed in the District of Vermont.

    Health Care CEO Indicted in Cross-Border Health Care Fraud Scheme

    • United States v. Donald Jani: Donald Jani, 39, of Maharashtra, India, was charged by indictment with health care fraud and conspiracy to commit health care fraud in connection with an alleged scheme to fraudulently obtain approximately $1.9 million in Medicare funds.  According to the indictment, Jani, the CEO of CSS Pain Relief, Inc., a purported DME company, submitted false and fraudulent claims to Medicare for DME.  Jani and his co-conspirators allegedly used the personal identifying information of elderly and disabled New England residents to fraudulently bill Medicare.  As part of the conspiracy, Jani unlawfully used the personal identifying information of medical providers in the District of Vermont and elsewhere to create the false appearance that the DME claims were premised on legitimate medical orders. The case is being prosecuted by Trial Attorneys Sarah Rocha, John Howard and Thomas Campbell.  The indictment was brought in the District of Vermont.

    • United States v. Joseph Dobie: Joseph Dobie, 36, of Lewiston, Maine, was charged by complaint with aggravated identity theft, false statements relating to health care matters, and unlawful use of Supplemental Nutritional Assistance Program (“SNAP”) benefits in connection with an identity-theft scheme. As alleged in the complaint, Dobie used a stolen identity to fraudulently obtain Medicaid and SNAP benefits in Maine, while simultaneously receiving SNAP benefits in New York.  The case is being prosecuted by Assistant United States Attorney Nicholas Scott. The complaint was filed in the District of Maine.

    Outside of New Hampshire, Vermont, and Maine, the New England Strike Force also supported a nationwide investigation, Operation Gold Rush, which resulted in charges in the Eastern District of New York, the Northern District of Illinois, the Central District of California, the Middle District of Florida, and the District of New Jersey against 19 defendants in connection with the largest loss amount ever charged in a health care fraud case brought by the Department at $10.6 billion. Twelve of these defendants have been arrested, including four defendants who were apprehended in Estonia as a result of international cooperation with Estonian law enforcement and seven defendants who were arrested at U.S. airports and the U.S. border with Mexico, cutting off their intended escape routes as they attempted to avoid capture.
