  • MIL-OSI Analysis: Detroit restaurants identified as ‘Black-owned’ on Yelp saw a slight drop in business ratings

    When the online review platform Yelp added a “Black-owned” tag in 2020, it boosted the visibility of Black-owned restaurants in Detroit. It also caused their ratings to drop, according to our recent study.

    Both local and nonlocal reviewers who showed awareness of a restaurant’s Black ownership rated restaurants 3.03 stars on average. Those who did not acknowledge Black ownership gave a rating of 3.78 stars on average. The tag seems to have caused the average rating to drop by attracting more reviewers who were aware of Black ownership.

    Why it matters

    Technology companies often introduce new features and tools to influence user behavior and make their platforms more usable.

    Although Yelp intended to support Black communities with the Black-owned tag, the design intervention was harmful to Black restaurant owners in Detroit because Yelp failed to consider platform and community-based factors that significantly shape user interactions.

    Yelp’s user base is predominantly white, educated and affluent. Making Detroit’s Black-owned restaurants more visible to Yelp users may have amplified cross-cultural interactions and frictions. For example, non-Black users sometimes mentioned “slower” and “rude” service as justifications for lower ratings. Close readings of these reviews hinted at intercultural and communicative clashes.

    Even if Black-owned restaurants businesses didn’t select the tag, they appeared in searches for “Black-owned restaurants,” in 2022 when we conducted the study and as recently as 2025. Businesses can remove the “Black-owned” tag, but Yelp doesn’t provide a way for them to opt out of search results.

    How we did our work

    To examine the local impacts of Yelp’s Black-owned tag, we collected over 250,000 Yelp reviews of Black- and non-Black-owned restaurants in Detroit and Los Angeles.

    We identified Black-owned restaurants through community-sourced lists for Detroit and Los Angeles and then generated a random sample for the non-Black-owned restaurants.

    We then identified reviews that explicitly noted “Black ownership” for closer analysis.

    Detroit’s Black-owned businesses saw a greater loss in business compared with “ownership-unreported” restaurants during the COVID-19 pandemic. This means they also potentially had more to gain from the new tag.

    We found the awareness of Black ownership on Yelp significantly increased following Yelp’s addition of the Black-owned tag in June 2020. A year after the tag was added, reviews in Detroit mentioned Black ownership 4.3% more often than a year before it was rolled out.

    Detroit Black-owned restaurants also saw a small temporary spike in their number of reviews, largely around the time Yelp added the Black-owned tag. At the same time, the restaurants’ average star ratings dropped from 3.91 to 3.88. In contrast, non-Black-owned restaurants’ ratings stayed relatively steady at 3.90.

    This metric is an aggregate of all Detroit restaurants’ Yelp reviews over their entire existence, so a .03-star rating change is small but significant.

    Even minor changes to star ratings affect the number of diners restaurants attract, their earning potential and the likelihood they will sell out of food.

    Adding obstacles in digital platforms serves to reproduce and amplify inequalities these businesses already face, rather than alleviate them. For example, Black-owned businesses have a harder time getting loans and are relatively underrepresented in Michigan as a whole.

    These findings may seem surprising given that Detroit is a majority Black city. However, Black users on Yelp are a minority. Keeping in mind the skewed user base of Yelp, we hypothesize the lower reviews for businesses featuring a Black-owned tag reflect existing racial and digital divides in the city.

    Generally, our study provides additional evidence that digital interventions are not “one-size-fits-all,” nor is digital visibility inherently positive for all businesses.

  • MIL-OSI Russia: Bosnia and Herzegovina: Staff Concluding Statement for the 2025 Article IV Consultation Mission

    A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

    The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

    Growth has proven resilient supported by expansionary fiscal policies, but inflation has picked up, and risks are elevated due to external shocks and domestic political tensions. Progress towards EU accession could boost confidence, but political hurdles persist. Fiscal policy should focus on restoring buffers and improving spending quality. The authorities should refrain from further discretionary measures that widen the deficit and strengthen contingency planning. Both entities face large financing needs that are expected to be met through external borrowing, with a Eurobond issuance in FBiH and bilateral loans in the RS, along with some domestic issuances. The authorities should prepare contingency plans in case of financing shortfalls. Reforms, including a review of public employment, wages, and social benefits are needed to achieve a debt-stabilizing primary balance.

    To safeguard monetary stability, it is essential to maintain the currency board and uphold the independence of the central bank. The authorities should continue to closely monitor financial sector risks and enhance crisis preparedness. The establishment of a country-wide financial stability fund, which would facilitate bank restructuring and provide liquidity on an exceptional basis, would substantially strengthen the financial safety net. To accelerate growth, the authorities need to speed up reforms to improve fiscal governance, protect financial integrity, fight corruption, and step up digitalization. Transitioning from coal to green energy along with preparing for the introduction of EU carbon taxes are major challenges ahead. Placing BiH on a higher growth path and providing its people with more opportunities will speed up income convergence with the EU and reduce emigration.

    Recent developments and outlook

    Despite a challenging environment, the economy has been resilient. Growth accelerated to 2.5 percent in 2024 from 2 percent in 2023, with strong domestic demand outweighing a decline in net exports. Household consumption was supported by strong growth in credit and remittances; private investment accelerated. The unemployment rate declined to 11.7 percent in Q4:2024, with real wages growing at an annual rate of 8 percent. The current account deficit widened to 4.0 percent of GDP in 2024 from 2¼ percent in 2023, reflecting a drought-induced decline in electricity exports, weaker demand for exports, and higher imports associated with strong domestic demand. Inflation fell to 1.7 percent in 2024 from 6¼ percent in 2023, owing to a slowdown in fuel and utilities prices. However, since end-2024, inflation has been rising again to 3.7 percent (yoy) in May, driven mainly by higher food prices.

    The economic outlook remains uncertain amid elevated downside risks. Real GDP is projected to grow by 2.4 percent in 2025 supported by an improvement in net exports, a stronger fiscal impulse, and private consumption. However, the outlook is vulnerable to both domestic and external shocks. A worsening in geopolitical tensions and a resulting slowdown in Europe, or increased commodity price volatility could raise food and energy prices, lower BiH exports and remittances, and dampen domestic demand. An escalation of political tensions could further increase economic fragmentation and weigh on investor confidence and growth. In the absence of faster reform progress, medium-term growth is expected to remain around 3 percent—insufficient for rapid income convergence with the EU. Inflation is expected to remain elevated during 2025, and as food inflation eases, gradually decline from 2026, approaching the ECB target of 2 percent.  

    Fiscal policy and reforms

    Fiscal performance in 2024 was stronger than expected. The general government deficit turned out to be 1¾ percent of GDP, the same as in 2023, but better than anticipated at the time of the 2024 AIV Consultation. The authorities leveraged a large increase in tax revenues to boost spending on wages, goods and services, social benefits, and public investments.

    With fiscal policy expected to ease in 2025, the authorities should avoid further discretionary measures and strengthen contingency planning. Entity budgets and subsequently-adopted measures envisage increases in public wages and pensions, reflecting both legally-mandated indexation and discretionary changes. The widening deficit, which could reach 2.6 percent of GDP, is expected to be mainly financed mostly through foreign borrowing, as well as domestic banks. The authorities should avoid policies that further expand the deficit as this would likely put upward pressure on rising prices and widen external imbalances. Moreover, given mounting downside risks, the authorities should aim to build cash buffers and develop contingency plans. Depending on the severity of a potential shock the authorities should use the available buffers and activate contingency plans.

    Over the medium term, the authorities are advised to place fiscal deficits on a firmly declining path starting from 2026, build fiscal buffers, and enhance the economy’s growth potential. Persistently high deficits risk placing public debt on an upward trajectory and may worsen financing terms. Fiscal consolidation should begin in 2026, with the goal of reducing the primary deficit to its debt-stabilizing level, while improving the quality of spending and rebuilding treasury balances. Priority should be given to spending measures that enhance efficiency—particularly by rationalizing the public wage bill through functional reviews and improving the targeting of social assistance programs. These measures should be complemented by revenue mobilization efforts, including broadening the tax base through the reduction of exemptions and development of new revenue sources, such as taxing dividends. Any fiscally costly policies should be strictly avoided or offset. Given significant infrastructure gaps, increasing both the level and quality of public investment should be a key objective.

    Fiscal consolidation efforts should be accompanied by institutional and structural fiscal reforms. Strengthening fiscal discipline will require a review of existing fiscal rules to assess whether they are appropriately designed to meet macroeconomic management and developmental needs and whether there are sufficient institutional arrangements in place to ensure that they are met. The recent materialization of contingent liabilities related to international arbitration cases underscores the urgency of enhancing fiscal risk management. This includes timely identification of all sources of fiscal risks, assessment of risk magnitude and likelihood, development of mitigation strategies, and reinforcement of the institutional framework. In this context, improving the oversight and governance of state-owned enterprises (SOEs) is crucial. Reducing inefficiencies in public investment management remains a priority. This involves better project selection, rigorous appraisal processes, efficient and transparency procurement, and stronger portfolio management and oversight. Finally, implementing robust beneficiary registries would improve the targeting of social assistance programs by reducing inclusion and exclusion errors, improving efficiency, and enhancing transparency and accountability.

    Currency board arrangement and financial sector policies and reforms

    For three decades, the currency board arrangement (CBA) has been a cornerstone of macroeconomic stability and must be preserved. The CBA has ensured the stability of the domestic currency, while reinforcing policy credibility and fiscal discipline. Benefiting from strong institutional independence, the Central Bank (CBBH), has consistently maintained net foreign exchange reserves well above the level of its monetary liabilities. Safeguarding the CBBH’s independence is critical to preserving the credibility and effectiveness of the CBA.

    The CBBH should further strengthen the reserve requirement framework. In line with IMF advice, the CBBH applies differentiated remuneration rates on reserve requirements for foreign and domestic currency liabilities. Falling euro area interest rates offer an opportunity to reduce the gap with CBBH remuneration rates on required reserves and the opportunity costs for holding reserves. A further comprehensive review of the reserve requirement framework, with technical assistance from the IMF, and implementation of previous recommendations would further strengthen the CBBH’s capacity to achieve its policy objectives.  

    Sustained strong credit growth calls for close monitoring of systemic risks and continued efforts to safeguard banking sector resilience. Credit expansion has been driven by rising wages, declining lending rates, and a booming real estate market. Despite this rapid growth, banks remain well capitalized, liquid, and profitable, while the share of non-performing loans continues to decline. Nonetheless, vigilance is warranted. The authorities should closely monitor financial sector developments and be prepared to deploy macroprudential tools to address risks from credit growth and rising real estate prices. Following introduction of additional capital buffers for systemic risk (SyRB) and domestic systemically important banks (D-SIBs), the macroprudential toolkit should be expanded to include a countercyclical capital buffer (CCyB) and borrower-based measures such as limits on loan-to-value (LTV) ratios and debt-service to income (DSTI) ratios. To preserve resilience, reducing the regulatory capital requirement from 12 to 10 percent as planned from end-2026 should be avoided. The authorities are also advised to avoid further extensions of temporary regulatory measures that aim to contain lending rate increases and to remove limits on bank exposures to foreign governments and central banks.

    Progress made on coordination on financial sector issues, under the leadership of the CBBH, should be maintained. Regular financial sector coordination meetings strengthen inter-agency cooperation and help ensure smooth information exchange. Additionally, the authorities are encouraged to establish a country-wide Financial Stability Fund to support orderly bank resolution and to cooperate across state-level institutions and both entities to request a new IMF Financial Sector Assessment Program (FSAP)—already requested by the CBBH—to comprehensively assess resilience and outline a roadmap for further reform, including in the context of EU accession.

    We commend the CBBH and the other relevant authorities for their strong efforts to integrate BiH with the Single Euro Payments Area (SEPA). SEPA integration will enable faster and more convenient euro payments across borders within the SEPA area, lower transaction costs, and foster deeper trade and economic integration within Europe. It is crucial that the relevant legislative amendments are adopted in a timely manner to pave the way for the submission of the application for SEPA membership. In addition, the development of the TIPS Clone—the project implemented by the CBBH in cooperation with the Bank of Italy—will provide infrastructure for instant payments.

    Structural reforms

    Advancing toward EU membership will require a stronger, more coordinated, and results-driven approach. Persistent political fragmentation, lack of consensus among governing bodies, and limited administrative capacity continue to obstruct the adoption and execution of key reforms. In this context, timely adoption and implementation of the EU Growth Plan offers a valuable opportunity. Reforms under the growth plan will align BiH more closely with the EU single market, advance EU accession, and unlock €1 billion in additional financing over 2025–27 period.

    The authorities should accelerate energy sector reforms to reduce fiscal risks and prepare for implementation of the EU Carbon Border Adjustment Mechanism (CBAM). Key reforms include phasing out electricity subsidies over the medium term—while protecting vulnerable households—and advancing efficiency improvements in energy SOEs. CBAM charges are set to take effect from 2026, with the largest anticipated impact on the BiH electricity sector. To mitigate this, it is essential to establish a domestic power exchange system and an agreed roadmap and legislative framework for introduction of carbon pricing at the state level. These steps would enable BiH to unlock new investment in renewable electricity generation, reducing the overall burden of CBAM. Implementation of carbon pricing will allow BiH to retain carbon-related revenues domestically and potentially secure a CBAM exemption for electricity exports to the EU.

    Reforms that tackle the labor market, governance, and digitalization are also crucial. The authorities should take a structured approach to minimum wage increases that avoids high, frequent, and ad hoc adjustments. Complementary reforms are needed to address low labor market participation (particularly among women) and high youth unemployment. The authorities should urgently implement MONEYVAL priority actions to avoid being grey listed by the Financial Action Task Force (FATF) in early 2026. Grey listing could impose significant economic costs through reduced investment, delays in international payments, and increased transaction costs. Finally, developing digital identity and trust services, and providing government e-services, would strengthen the business environment.

  • MIL-OSI New Zealand: Elective Boost to get more Kiwis out of pain

    Thousands more New Zealanders will get the procedures they need faster, with the Government today announcing 21,000 more elective procedures over the next year through its Elective Boost programme, Health Minister Simeon Brown says.

    “With over 215,000 procedures set to go ahead over the next year – over 21,000 more than previously planned – wait times will reduce, helping more Kiwis access life-changing operations like hip and knee replacements and cataract surgeries sooner.  

    “Our Government is focused on real delivery. For patients stuck on surgical waitlists, that means getting their procedures faster, no matter where they live or who provides it. 

    “We’re making the health system work smarter, using both public hospitals and private providers in a coordinated national effort. New Zealanders don’t care who does the operation – they just want it done and done quickly.” 

    Many of the procedures will be delivered in Health New Zealand’s dedicated elective facilities, including Manukau Health Park, Tōtara Haumaru on the North Shore, and Burwood Hospital in Christchurch. Others will be completed by private hospitals under new national agreements. 

    The next phase of the Elective Boost follows strong early results: 
     

    • More than 12,764 procedures delivered to 1 June, outpacing the 10,579 target set for 30 June.
    • The majority of procedures delivered have been for people waiting longer than four months for treatment.
    • Statements of work issued to 60 private providers to deliver surgery at consistent national rates.  

    “We’re taking a joined-up approach to procedure delivery. That means removing hold-ups, providing certainty, and unlocking capacity across the system,” Mr Brown says. 

    “This is how we start to fix the waitlist crisis that grew under the previous government. Too many Kiwis have been waiting in pain for procedures that could transform their lives – a tradie needing a shoulder operation to get back to work, a nana needing cataract surgery to see her grandkids clearly, or a child waiting months for tonsils to be removed. We’re turning that around.” 

    Mr Brown says the long-term goal is to treat 95 per cent of patients within four months by 2030 as part of the Government’s health targets. 

    “Our Government is investing $30 billion a year in health, and we’re backing that investment with a relentless focus on delivery. We are ramping up capacity in public hospitals, partnering with private providers in a more strategic way, and most importantly, we are getting Kiwis the care they need,” Mr Brown says.  

    “We’ve already delivered thousands of extra procedures through the Elective Boost, and now we’re building on that with thousands more to put patients first.”

  • MIL-OSI Security: Serial Bank Robber Arrested for Allegedly Robbing Weymouth Bank at Gunpoint

    Defendant previously convicted of robbing five banks across four separate cities and towns

    BOSTON – A Quincy man has been arrested and charged in connection with the December 2024 armed robbery of a Santander Bank in Weymouth.

    Glenn Legere, 46, of Quincy, was charged with one count of armed bank robbery. The defendant was arrested this morning and, following an initial appearance in federal court in Boston today, was ordered detained pending a hearing scheduled for July 8, 2025.

    According to the charging document, at approximately 4:52 p.m. on Dec. 17, 2024, local law enforcement was dispatched to a Santander bank branch in Weymouth for a reported bank robbery. There, it is alleged that a bank teller told law enforcement that as employees were preparing to close the bank, a man wearing a sweatshirt, baseball hat, face covering and gloves entered the bank through the main entrance. It is alleged that the suspect approached the victim teller’s window, removed a black firearm from the front pocket of his sweatshirt, opened a black cloth bag and demanded all the money. As the bank teller handed the suspect money from the cash box, the suspect allegedly yelled words to the effect of “I need money,” “I want the money” and “I don’t play.” At various times, the suspect allegedly pointed the firearm directly at the victim teller. It is further alleged that the suspect ran towards other teller windows, gesturing d towards the cash box areas and demanding more money, but the victim teller explained that there was no more money and displayed an empty cash drawer. The suspect allegedly then left the bank with approximately $947 in stolen cash.

    According to court documents, a subsequent review of surveillance video footage from nearby locations determined that the suspect drove to and from the robbery location in a silver or grey Jeep Grand Cherokee. A vehicle matching the description was captured on cameras in Quincy immediately before and after the robbery. It is alleged that the vehicle was registered to Legere. 
        
    Legere has multiple prior convictions for committing armed and unarmed robberies, including a 2011 conviction of armed robbery in Norfolk Superior Court for which he was sentenced to three to five years in state prison, as well as a 2010 conviction for armed and unarmed robbery of banks in Braintree, Hanover, Duxbury and Plymouth for which he was sentenced to three years in state prison.

    As stated in open court at the defendant’s initial appearance today, when Legere was arrested, a firearm and some of the clothing believed to be used by Legere during the robbery were recovered.

    The charge of armed bank robbery provides for a sentence of up to 25 years in prison, five years of supervised release and a fine of $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    United States Attorney Leah B. Foley; Ted E. Docks, Special Agent in Charge of the Federal Bureau of Investigation, Boston Division; Colonel Geoffrey D. Noble, Superintendent of the Massachusetts State Police; and Weymouth Police Chief Richard M. Fuller made the announcement today. Valuable assistance was provided by the Massachusetts State Police, the National Insurance Crime Bureau and the Wellesley Police Department. Assistant U.S. Attorney Luke A. Goldworm of the Major Crimes Unit is prosecuting the case.

    The details contained in the charging document are allegations. The defendant is presumed to be innocent unless and until proven guilty beyond a reasonable doubt in the court of law.

    On 28 February 2025, Trifork initiated a share buyback program in accordance with Regulation No. 596/2014 of the European Parliament and Council of 16 April 2014 (MAR) and Commission Delegated Regulation (EU) 2016/1052, (Safe Harbour regulation). The share buyback program runs from 4 March 2025 up to and including no later than 30 June 2025. For details, please see company announcement no. 7 of 28 February 2025.

    Under the share buyback program, Trifork will purchase shares for up to a total of DKK 14.92 million (approximately EUR 2 million). Prior to the launch of the share buyback, Trifork held 256,329 treasury shares, corresponding to 1.3% of the share capital. Under the program, the following transactions have been made:

On 1 April and 30 June 2025, 20,306 shares acquired through the share buyback program were utilized to serve the RSU plan of Executive Management and certain employees.

    With the transactions stated above, Trifork holds a total of 363,808 treasury shares, corresponding to 1.8%. The total number of registered shares in Trifork is 19,744,899. Adjusted for treasury shares, the number of outstanding shares is 19,381,091.

    Coventry First LLC, parent company of life settlements provider Coventry Direct (“Coventry”), and its Chairman Alan Buerger engaged in a concentrated effort to manipulate market sentiment about its biggest competitor, Abacus Global Management, through a systematic campaign to disseminate false and misleading statements about Abacus to regulators, auditors, market analysts, customers, investors and the public, causing confusion, concern, and financial injury to Abacus, its clients, and its shareholders, according to a lawsuit filed last night by Abacus in Florida’s Ninth Circuit Court.

    The lawsuit alleges that a short report published by Morpheus Research on June 4, 2025 was Coventry’s latest attack on Abacus. Coventry will be responsible for hundreds of millions of dollars in damages should Abacus prove that Morpheus was acting as Coventry and Buerger’s willing partner and megaphone for the same defamatory statements Coventry was circulating about Abacus’ valuation methodology, statements regulators and market makers had ignored for months.

    The lawsuit details a multi-year effort by Coventry and its Chairman and founder, Alan Buerger, to cast doubt on Abacus’ valuation practices and stock price. Unable to compete with Abacus’ transparent pricing model and performance, Coventry and Buerger devised a scheme to undermine Abacus through false and misleading statements to convince the market that Abacus pays policyholders too much for their policies, causing an overvaluation of Abacus’ assets. This is more than idle talk: they have tried to convince anyone who will listen that the biggest threat to Coventry’s business is in fact illegitimate.

    The lawsuit details the fundamental flaw at the center of Coventry’s false claims: Abacus buys policies from individuals​​ and sells them to investors. When the policies are sold to investors, who conduct their own evaluation of the policies’ value, the sale price consistently exceeds Abacus’ valuations. In short, the market is thoroughly and indisputably corroborating the value of Abacus’ assets and debunking Coventry’s central premise.

    “Coventry’s core claim is that top-tier investors like KKR are overpaying for life insurance policies—policies they’ve purchased from Abacus repeatedly over many years,” continued Abacus CEO Jackson. “Coventry essentially argues that they and Alan Buerger, with their less than sterling reputation, are more sophisticated investors than these major institutional firms. This claim is clearly absurd.”

    Coventry’s claim “deliberately ignores Abacus’ consistent and legally mandated disclosures that its publicly-traded balance sheet is valued ‘under the fair value method’ – that is, market price,” according to the filing.

    To convince the market that Abacus is not properly valuing its policies, Coventry targeted one of the six life expectancy estimate organizations Abacus uses, Lapetus Solutions. Coventry, and in particular Buerger, have “intentionally made false and misleading statements about Lapetus” through “purportedly independent but paid studies” that claim to show Lapetus systematically underestimates life expectancy. Coventry spread these false claims “across a wide range of audiences, each deliberately chosen to inflict maximum harm on Abacus,” including presenting its lies to: Abacus’s auditor, Grant Thornton; TD Securities, a market analyst tracking Abacus’ stock; the Securities and Exchange Commission (“SEC”) and included the defamatory claims about Abacus in a lawsuit against the Florida Office of Insurance Regulation (“OIR”).

    Coventry claims Abacus is using Lapetus to value the policies it holds on its balance sheet, thereby inflating the value of each policy based on inaccurate life expectancy estimates. But as the lawsuit explains, quoting public filings, Abacus has repeatedly disclosed that it “does not use a life expectancy valuation model to value the policies,” rendering the entire accusation meritless. Separately, Abacus uses Lapetus as one of six life expectancy provider inputs when determining the price it will pay seniors for their policies, and not to derive its balance sheet valuations. If Coventry is correct that Lapetus is underestimating life expectancy, then it means Abacus is simply overpaying senior citizens for their policies.

    Abacus alleges that Coventry and Buerger recently “took these insinuations to the next level” when Buerger gave an interview, on the Tegus expert network platform, in which he accused Abacus of “manufactur[ing] earnings,” said that its “stockholders…will be subordinated to the asset-backed debt, which is to say they will all be wiped out when this thing goes upside down,” falsely repeating that Abacus, was “us[ing] Lapetus…primarily,” and predicting, “it’s just a matter of time before [Abacus] implodes.”

    The reality, found in the lawsuit filed today, is Abacus’s financial statements and internal controls over financial reporting have been found “in compliance with GAAP by a respected public company auditor in every annual audit,” that Abacus “has zero asset-backed debt” that can layer other investors in its capital structure, and that Abacus does not use Lapetus “to value the assets on its balance sheet, nor has it ever done so.”

    Coventry and Buerger also solicited “multiple short sellers to write a hit piece on Abacus, regurgitating the same false claims about Lapetus and Abacus’s valuation” with at least one prominent short seller who turned them down, noting “that senior citizens are making too much money off of selling their insurance policies is not a compelling story.”

    But eventually, Coventry and Buerger found a willing partner and megaphone for its defamatory statements: short seller Morpheus Research.

    Buerger’s interview was released to investors for the first time on June 4, 2025, 90 minutes before markets opened. Three hours later, Morpheus Research issued a short report that quoted Buerger’s most inflammatory accusations and heavily cited Coventry’s “research” on Lapetus.

    Within minutes, Abacus stock (NASDAQ: ABL) dropped more than 21%, erasing more than $200 million in market capitalization, based on well-trafficked lies.

    The lawsuit alleges Morpheus was acting as Coventry’s and Buerger’s willing partner and megaphone for the same defamatory statements about the Abacus valuation methodology, which regulators and market makers had ignored for months. The short report from Morpheus “parrots the same or similar false and misleading statements that Coventry had previously peddled.” As Morpheus acknowledges, one of its “sources” for the report includes “Abacus competitors,” a.k.a. Coventry, and ​​Morpheus timed the report to coincide with the release of Buerger’s Tegus interview.

    In the wake of Buerger’s interview and the report from Morpheus Research, Abacus is fielding questions from investors “parroting the points Coventry has been shilling for over a year,” and Buerger is “communicating directly with Abacus investors, and disseminating his misleading study of Lapetus.”

    • Bid-rigging charges from the New York Attorney General;
    • Settling a multi-billion-dollar fraud case brought by AIG;
    • A Florida Office of Insurance Regulation investigation and a subsequent consent order requiring Coventry to adopt a remedial business plan;
    • A federal Court of Appeals characterized Coventry’s policy origination practices as “illegal”; and how
    • Coventry has been a leading player in Stranger-originated life insurance (STOLI), a practice widely viewed as illegal, and the SEC has noted the practice “​​may encourage fraud”, and multiple states have banned the practice.

    British Prime Minister Keir Starmer won a vote on his welfare plans on Tuesday at significant political cost as he suffered the biggest parliamentary rebellion of his premiership and was forced to back down on key parts of the package.

    After his lawmakers pushed him into a series of embarrassing U-turns to sharply scale back plans to cut benefits, lawmakers in the House of Commons gave their initial approval to a package of measures Starmer says are vital to securing the future of the welfare system.

    But the scale of the rebellion – with 49 Labour lawmakers voting against the reforms – underlined the prime minister’s waning authority.

    A year after winning one of the largest parliamentary majorities in British history, Starmer has seen his personal approval ratings collapse and been forced into several policy reversals by his increasingly rebellious lawmakers.

    Starmer came into office last year promising his big parliamentary majority would bring an end to the political chaos that defined much of the Conservative Party’s 14 years in power. But the revolt over the welfare bill underlines the difficulty he has pushing through unpopular changes.

    In the run-up to the vote, ministers and party enforcers known as “whips” had been locked in frantic last-ditch lobbying of undecided members of parliament to try to win their backing.

    In a further concession to rebels about two hours before the vote, the government said it would not finalise changes in eligibility for a key benefit payment until a review into the welfare system had been completed.

    Paula Barker, a Labour member of parliament, called the attempt to pass the plans “the most unedifying spectacle that I have ever seen”.

    In the end, the government suffered by far the biggest rebellion of Starmer’s premiership, eclipsing the 16 members of parliament who opposed an infrastructure bill earlier this month.

    Mel Stride, the opposition Conservative Party finance policy chief, described Starmer’s team as “a government that’s lost control”, only able to pass the legislation by having “ripped the heart of it out”.

    Labour lawmaker Henry Tufnell said by agreeing to the concessions Starmer had shown “he’s willing to take on board these criticisms that people have raised.”

    Almost 90 disability and human rights groups before the vote urged lawmakers to vote down the legislation.

     

    RISING COSTS

    The proposed reforms are designed to reduce the cost of Britain’s growing welfare bill, which the government has described as economically indefensible and morally wrong.

    Annual spending on incapacity and disability benefits already exceeds the country’s defence budget and is set to top 100 billion pounds ($137 billion) by 2030, according to official forecasts, up from 65 billion pounds now.

    More than half of the rise in working-age disability claims since the COVID-19 pandemic relates to mental health conditions, according to the Institute for Fiscal Studies think-tank.

    The government had initially hoped to save 5 billion pounds ($6.9 billion) a year by 2030 by tightening rules for people to receive disability and sickness benefits.

    But after the government conceded to pressure from its lawmakers, it said the new rules would now apply only to future applicants, not to the millions of existing claimants as had been proposed. Analysts estimated the savings would likely be closer to 2 billion pounds.

    It was not clear how the additional last-minute change would impact the hoped-for savings in the welfare reform package.

    Opposition politicians said the government would now have to raise taxes or cut government spending elsewhere to balance the public finances in the annual budget later this year.

    The government has said there would be no permanent increase in borrowing, but has declined to comment on possible tax rises.

    While Starmer is under no immediate threat, and the next election is not expected until 2029, his party now trails behind Nigel Farage’s populist Reform UK in opinion polls.

    John Curtice, Britain’s most respected pollster, said this week that Starmer was the most unpopular elected prime minister in modern British history, and that voters still did not know what he stood for a year after he was elected.

    “I strongly support extending the tax relief for families and small businesses. My vote against this bill stems primarily from the harmful impact it will have on Medicaid, affecting low-income families and rural health care providers like our hospitals and nursing homes. 

    “The Medicaid program has been an important health care safety net for nearly 60 years that has helped people in difficult financial circumstances, including people with disabilities, children, seniors, and low-income families. Approximately 400,000 Mainers – nearly a third of the state’s population – depend on this program. Certainly, there are improvements that should be made to the Medicaid system. For example, I support work requirements for able-bodied adults who are not raising young children, who are not caregivers, or attending school. However, a dramatic reduction in future Medicaid funding, an estimated $5.9 billion in Maine over the next 10 years, could threaten not only Mainers’ access to health care, but also the very existence of several of our state’s rural hospitals.

The tax credits that energy entrepreneurs have relied on should have been gradually phased out so as not to waste the work that has already been put into these innovative new projects and prevent them from being completed. The bill should have also retained incentives for Maine families who choose to install heat pumps and residential solar panels.

Republicans’ Big Ugly Bill adds more to the debt than the Bipartisan Infrastructure Law, American Rescue Plan Act, CARES Act, and CHIPS and Science Act combined — all to pay for yet another round of tax cuts for the wealthy and large corporations.

    As Ranking Member of the Senate Committee on Rules and Administration, Padilla previously circulated a memorandum outlining Senate Republicans’ hypocritical violation of filibuster rules in order to exploit the expedited reconciliation process while hiding the true cost of their tax bill.     Last month, Vice President JD Vance visited Los Angeles.

    No, not to better coordinate with local law enforcement frustrated after the dangerous lack of communication coming from the Trump administration as they keep Marines and National Guardsmen in Los Angeles.

    Instead, the vice president came to escalate a crisis of President Trump’s own making and to disparage California’s elected officials.

    How else would you describe the vice president’s conduct, when three days after Los Angeles Mayor Karen Bass lifted the curfew downtown and protests were dissipating, he staged a press conference to attack state and local leaders, falsely claiming they had ‘decided to go to war against’ law enforcement.

    That’s a far cry from lowering the political temperature. But for this administration, it’s standard operating procedure.

    Yet, one thing the vice president said did surprise me. It came when one of his handpicked reporters lobbed yet another softball question, asking for his comment on the string of Democratic lawmakers — myself included — that the Trump administration has handcuffed for speaking out.

    ‘Well, I was hoping Jose Padilla would be here to ask a question, but unfortunately I guess he decided not to show up because there wasn’t the theater,’ he said, smirking. ‘That’s what this is: it’s pure political theater.’

    Political theater. Huh.

    The vice president, my former colleague and the current president of the U.S. Senate intentionally chose to call me ‘Jose’ instead of ‘Alex.’ He knows my name. But sadly, his behavior in June is indicative of a larger trend from this administration.

    In 2025, there is no one who personifies political theater better than JD Vance and Donald Trump. In fact, we’re in the middle of their biggest act yet — as they use service members and federal law enforcement in Los Angeles as props to justify their latest power grab.

    None of this is new.

    Time and time again, when the Trump administration finds itself in hot water, it returns to the same tired playbook: pick a fight to distract people. Scapegoat immigrants. Threaten the use of force. Do whatever you can to create a spectacle and change the news cycle. And as it turns out, just a few short weeks ago, things were going terribly wrong for Donald Trump.

    He was facing failures on nearly every front: failing to bring prices down or to secure a wave of trade deals despite his trade adviser’s promise to secure “90 deals in 90 days” Failing to quickly pass his “Big, Beautiful Bill” as allies and adversaries alike began to warn of the trillions of dollars it would add to the federal deficit. And perhaps most embarrassing of all, he was facing a messy public break-up with Elon Musk.

    So no, it was no coincidence that at the lowest point of his presidency yet, Donald Trump turned to his break-glass-in-case-of-emergency option, federalizing and deploying 4,000 National Guard troops to Los Angeles along with hundreds of Marines.

    ATLANTA – Governor Brian P. Kemp today nominated Frank O’Connell for appointment to the Chief Judge position of the newly-created Georgia Tax Court. The Court will bring improved efficiency in the adjudication of tax cases at the state level and was created by a constitutional amendment approved by Georgia voters during the November 2024 election. Pending his confirmation by the Georgia House and Senate Judiciary committees, O’Connell’s four-year term as Chief tax court judge will begin on April 1, 2026.

    In his previous role as Deputy Commissioner, O’Connell was responsible for the Tax Operations divisions of Audits, Taxpayer Services, Compliance, and Processing, and the External Operations divisions of Motor Vehicle Tag & Title, Alcohol & Tobacco Regulation, Local Government Services, and Special Investigations.  In his role as General Counsel where O’Connell spent most of his DOR career, he oversaw the drafting of legislative bills for the Department’s annual legislative package, the drafting of all DOR tax, alcohol & tobacco, and motor vehicle regulations, and advised the Department on agency contracts, Open Records Act responses, and the application of confidentiality laws protecting taxpayer data.

    Prior to joining the Georgia Department of Revenue in 2003, Mr. O’Connell consulted in state and local taxation for ten years at two “Big Four” accounting firms. A member of the Tax Section of the State Bar of Georgia, Mr. O’Connell received his law degree from the University of Notre Dame and his LL.M. in Taxation from New York University.

    The Nairobi Railway City project has already provided opportunities to UK businesses with British architecture firm Atkins UK chosen to design the central rail station and public square.

    The Government of Kenya is exploring funding the project through finance mobilised by the UK’s Export Credit Agency, UK Export Finance, which will create UK jobs in engineering, technical and legal services. 

    Both countries also agreed stronger cooperation to disrupt the air, land and sea routes used by organised crime groups to prevent illegal migrants transiting through Kenya in attempts to reach Libya and other countries before travelling on to Europe. Four of the top ten countries for Small Boat arrivals in the UK are near neighbours of Kenya (Eritrea, Sudan, Somalia and Ethiopia).

    Foreign Secretary, David Lammy, said:

    “Through our shared history and values the UK and Kenya have always had a close connection.”

    “Now we are building a shared future; a modern, innovative and respectful partnership which is delivering real benefits – boosting growth and creating jobs for both Kenyans and the British people. We’re going far, together.”

    The UK and Kenya have also committed to increased defence and counter terrorism collaboration, including joint training and the creation of a new counter insurgency, terrorism and stability operations centre.

    Defence sales worth over £70m were agreed during the visit supporting manufacturing jobs in County Durham, Northamptonshire and Surrey. Kenya hosts the UK’s most significant military footprint in Africa, including a facility that trains 3,000 UK troops a year. 

    The UK’s world leading financial services sector will also benefit; Lloyd’s of London will announce today that they will be joining the Nairobi International Finance Centre, which will deepen the partnership between two leading financial centres providing access to up to £500m of insurance market potential in Kenya and the East Africa region. 

    The two countries also committed to explore the potential of a bilateral digital trade agreement. Dubbed ‘Silicon Savannah’, the value of Kenya’s tech sector is projected to reach £11.5bn by 2032.

    A digital trade agreement will open up opportunities in the sector for UK Plc.

  • MIL-OSI Africa: Sudan: United Nations (UN) warns of soaring displacement and looming floods

    At Tuesday’s regular briefing at the UN Headquarters, in New York, Spokesperson Stéphane Dujarric relayed warnings from the UN Office for the Coordination of Humanitarian affairs (OCHA), citing urgent concerns across the country.

    “Across Sudan, we continue to be deeply concerned about the humanitarian impact of the ongoing fighting, which is escalating displacement and driving needs even higher,” Mr. Dujarric said.

    Conflict driving displacement

    Clashes between rival militaries – Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) – continue to uproot civilians, particularly in Darfur and Kordofan states. Fighting in El Fasher alone has displaced more than 400,000 people since April, according to OCHA.

    In June, nearly 8,000 displaced people from North Darfur arrived in Ad-Dabba, putting pressure on overstretched resources and limited access to healthcare, shelter, clean water and food.

    In North Kordofan, over 16,000 people were forced to flee their homes in Bara between 26 and 29 June alone, while another 16,000 to flee Babanusa in West Kordofan on 27 June, according to the UN International Organization for Migration (IOM).

    Flood warnings

    Separately, OCHA warned of increased flood risks as Sudan enters its rainy season, which runs through October. Forecasts point to above-average rainfall, heightening the threat of both riverine and flash floods – especially in areas already facing limited infrastructure and access.

    “Any flooding could disrupt road access, hamper aid delivery, and heighten the threat of disease outbreaks during the ongoing lean season,” Mr. Dujarric said, noting that an ongoing cholera outbreak could worsen with the floods.

    Nearly 500,000 people were affected by floods last year. With the likelihood of a repeat or worse this season, Mr. Dujarric said humanitarian agencies are ready to respond “where access and resources allow,” but warned that critical funding gaps are hampering preparedness.

    UN relief visits Sudan

    Mr. Dujarric also highlighted the importance of recent discussions between Under-Secretary-General for Humanitarian Affairs Tom Fletcher and senior SAF and RSF officials.

    Mr. Fletcher appealed for a humanitarian pause to allow lifesaving aid to reach people in El Fasher, which has been besieged by the RSF and cut off from assistance since last April.

    “Our humanitarian colleagues underscore that we will continue our engagements with the aim of facilitating the swift and safe delivery of aid to all those who need it,” Mr. Dujarric said.

    Turning to migration, the Prime Minister and President welcomed a new UK-Kenya security agreement to disrupt organised immigration crime and human trafficking in Kenya to prevent onward migration to Europe. 

    On trade and investment, the leaders discussed the Nairobi Railway City project, which has been inspired by London’s Kings Cross and will enable opportunities for UK businesses, driving growth and delivering on our Plan for Change. 

    The Prime Minister and President agreed on the need for peace and stability in the region.

    The Green Climate Fund (GCF) has approved projects worth more than $300 million that will protect forests in Papua New Guinea, promote sustainable fisheries in Saint Lucia, and help grow Africa’s Great Green Wall.

    The initiatives, designed by the Food and Agriculture Organization of the United Nations (FAO), were greenlighted at the 42nd meeting of the GCF Board, held in the Papua New Guinea capital from June 30 to July 3. It represents the highest-value batch of such approvals to date.

    “Through sustainable forestry management, fisheries transformation and land restoration, these FAO-designed projects will make a significant difference to the lives and livelihood of these vulnerable communities, especially in the current global context of overlapping and complex crises due to climate extremes and other shocks,” said FAO Director-General QU Dongyu. “FAO appreciates the unwavering trust that the GCF and Member Countries place in FAO’s professional capacity to provide the required technical expertise to strengthen resilience and safeguard the livelihoods of the most vulnerable,” he added. “The FAO-GCF partnership continues to be critical for the climate investments in agrifood systems required to deliver science-based concrete solutions to countries and communities where they are needed most, leaving no one behind.” 

    All three approvals were outcomes of successful FAO-led GCF readiness projects, as well as other long-standing technical collaborations, which unlocked the resources countries needed to pursue more ambitious climate projects. 

    Papua New Guinea 

    FAO has supported the country to design a high-impact climate project, within the framework of GCF’s pilot programme for results-based payments, that will direct investments worth $63.4 million into Papua New Guinea’s sustainable forest management activities.  

    This substantial GCF investment recognizes the Government’s achievements in reducing greenhouse gas emissions by 17 million tonnes of carbon dioxide equivalent (tCO₂e) during the 2014-2016 period – comparable to taking over 3 million cars off the road for a year.  

    Funding for the project falls under the initiative known as REDD+ (Reducing Emissions from Deforestation and forest Degradation), and will support the Government’s efforts to conserve forests and implement the National REDD+ Strategy 2017–2027.  

    Papua New Guinea has been an advocate for the REDD+ global process since its very inception in 2008. The country has kept forest conservation and reducing emissions from the forest sector high on the national and global agenda including through support from FAO and the UN-REDD programme.  

    The investments seek to promote a virtuous cycle of emission reductions by promoting agroforestry, sustainable fuelwood and charcoal production, community pole and timber plantations, the restoration of natural forest, and more.  

    The project will place special emphasis on the social dimension, prompting benefit sharing, encouraging stakeholder engagement, and strengthening both local and national capacities.  

    Papua New Guinea’s tropical rainforests – of which three-quarters are primary forests – cover 78 percent of the country’s land, making it a global biodiversity hotspot. The forests are home to 191 species of mammals, and 750 species of bird. They also serve as vital carbon sinks, storing large amounts of carbon in above-ground biomass and soil.  

    Saint Lucia 

    The FISH-ADAPT project in Saint Lucia, with an investment of $16.7 million, has been designed to reduce the risks that climate change poses to the fishing and aquaculture sectors in this Small Island Developing State located in the eastern Caribbean Sea. 

    The project aims to transform Saint Lucia’s fisheries sector by making fishing safer and more productive despite a changing climate. It will foster a circular economy to help reduce waste, enhance resource efficiency, and promote livelihood diversification for more resilient communities. Fish value chains and markets will be strengthened; coastal fish grounds and aquaculture systems will become more climate resilient; and fishers will have more diversified incomes. 

    The initiative will put in place agrifood solutions that build sustainability and resilience to improve efficiency, safety and productivity in the fisheries sector. These include empowering fishers and aquaculture farmers by enhancing access to weather data, upgrading landing sites and promoting sustainable offshore fishing.   

    Saint Lucia’s geographic position and socio-economic dependence on the fisheries sector make it especially vulnerable to the impacts of climate change. Fisherfolk who rely on the sea for their livelihoods are finding it increasingly difficult to adapt to a changing climate and declining fish stocks. Increased air temperature and changing rainfall patterns have also been affecting inland aquaculture.  

    Considering these challenges, FISH-ADAPT will target approximately 75,000 beneficiaries – about 41 percent of the population – including marine fishers, sea-moss farmers, fish vendors and processors, and inland aquaculture farmers. 

    The Sahel 

    The Scaling-Up Resilience in Africa’s Great Green Wall (SURAGGWA), with an investment of $222 million, will support livelihoods of agropastoral and pastoral communities living in the Sahel’s semi-arid regions, who are extremely vulnerable to climate change.  

    The initiative is FAO’s first multi-country proposal and the largest funding request ever submitted on behalf of its Member Countries. It builds on the extensive work done by FAO on the Great Green Wall initiative, in particular the Action Against Desertification Programme

    The initiative will seek to scale up successful land restoration practices using a diversity of native species to increase livelihood resilience while also sequestering carbon. It will develop value chains for climate-resilient and low-emission non-timber forest products, supporting the livelihoods and food security of vulnerable communities.  

    Another key aspect of the project will be to strengthen national and regional Great Green Wall institutions to ensure the sustainability and coordination of interventions and monitoring of restoration results as well as mobilizing additional resources including through climate change adaptation and mitigation financing mechanisms.   

    The SURAGGWA Programme will advance the African Union’s ambitions to transform Sahelian landscapes by restoring 100 million hectares of degraded land and creating 10 million jobs. Working with smallholder farmers and pastoralist communities, it will also build resilience and contribute to climate change mitigation through carbon sequestration in restored lands across the eight participating countries (Burkina Faso, Chad, Djibouti, Mali, Mauritania, Niger, Nigeria and Senegal). 

    A quarter of the 100 million people who live in the Sahel rely on pastoralist livelihoods. Poverty, social tensions, and climate change put additional strain on herders and farmers who already compete for limited resources and land. Agriculture, livestock and forestry activities are the foundation of their economies and more than 70 per cent of rural communities depend directly on rainfed agriculture.

    The new approvals raise FAO’s GCF portfolio to over $1.8 billion, with climate investments delivering sustainable agrifood system solutions to the countries and communities where they are needed most.

    Britain’s Jack Draper was handed the prime-time early evening slot to get his Wimbledon campaign up and running and spared his fans any fingernail biting as he eased past Argentina’s injured Sebastian Baez in double quick time on Tuesday.

    A dominant Draper was leading 6-2 6-2 2-1 on a boiling Court One when Baez, who hurt his knee earlier in the contest when slipping on the baseline, decided enough was enough with only one hour and 14 minutes on the clock.

    Home fans without tickets had parked themselves on the sun-baked hill adjacent to Court One and those watching at home on TV on their sofas for the entrance of world number four Draper.

    But on a day when many top men’s seeds withered in the scorching temperatures, 23-year-old Draper dispensed with any drama and got the job done in ruthless fashion.

    Left-hander Draper, the highest British seed at Wimbledon since Andy Murray returned as defending champion in 2017, will need all his mental and physical reserves to navigate the pitfalls of Wimbledon under an intense spotlight.

    He has been saddled with trying to fill the void left by the retirement of twice champion Murray, and avoiding drawn-out early round matches, the like of which Murray sometimes inflicted on his legion of fans, is no bad thing.

    Although, speaking on court, Draper said he would have perhaps preferred a slightly tougher test.

    “I wanted to play a bit longer in all honesty. It is no way to win like that and I wish Sebastian the best in his recovery of course,” Draper, who has rocketed up the rankings after reaching the U.S. Open semi-final last year, said.

    Draper will have a much sterner test in the next round when he faces big-serving Croatian Marin Cilic, a player who won the U.S. Open and also reached a Wimbledon final.

    He is also seeded to meet seven-times champion Novak Djokovic in the quarter-finals.

    HIGH EXPECTATIONS

    Asked how he is coping with the weight of expectation on his broad shoulders, Draper said: “I don’t think about it until people mention it every five minutes! I just think about what I can control and play the best tennis I can.

    “I have to face whoever is in front of me, I can’t be thinking about five matches ahead. I focus on whoever is up next. Everyone who is in this draw is in on their own merit, they can all play incredible tennis.”

    When the draw was made it seemed that Draper had been given a tough first hurdle with Baez ranked 38th in the world.

    In reality it was a mismatch.

    Draper’s serving power and venomous forehand were too much for a player more suited to clay and the writing was on the wall for Baez when he dropped his opening service game.

    The first set lasted only 25 minutes and towards the end of it the lightweight Baez slipped awkwardly when trying to change direction and early in the second set he required a lengthy check over from a doctor.

    Had it been a boxing match the towel might have been thrown in by then as Draper was handing out some serious punishment with a barrage of booming groundstrokes.

    Admirably Baez opted to carry on but the outcome was never in doubt and after he lost serve at the start of the third set he walked to the net and offered his hand.

    Draper has now matched his best Wimbledon run, having previously made the second round twice in three visits.

    WASHINGTON – Today, Congresswoman Ayanna Pressley (MA-07) and Congresswoman Diana DeGette (CO-01), Co-Chairs of the Reproductive Freedom Caucus, filed an amendment to Republicans’ Big, Ugly Bill to protect and expand reproductive healthcare.

    The amendment would strip the bill’s language prohibiting Medicaid reimbursements to Planned Parenthood and other essential reproductive healthcare providers, and replace it with the text of the EACH Act, bold legislation to repeal the Hyde Amendment and lift unjust abortion coverage restrictions for those who depend on Medicaid and other government-sponsored plans.

    “Trump and Republicans are doing everything they can to attack Planned Parenthood and other essential healthcare providers as part of their extremist march toward a nationwide abortion ban—and their Big, Ugly Bill is just the latest example of that,” said Congresswomen Pressley and DeGette, Co-Chairs of the Reproductive Freedom Caucus. “While we fight to stop this bill in its tracks, our amendment would protect Planned Parenthood while helping ensure everyone in America can get the reproductive healthcare they need, regardless of income, insurance, or zip code.”

    The FDA is aware that Abiomed has issued a letter to affected customers recommending all Automated Impella Controllers (AIC) have updated instructions for use:

    What to Do
    Be aware that an Automated Impella Controller (AIC) may not detect an Impella pump when connected. Have a back-up AIC available in the unlikely event of a device failure.

    On June 23, Abiomed sent all affected customers a letter recommending the following actions: 

    Have a back-up Automated Impella Controller (AIC) available in the unlikely event of a device failure. 
    Console-to-Console Transfer: If the AIC screen in Image 1 remains for more than 20 seconds and does not advance after connecting the pump to the transferred console: 

     Immediately switch the pump to the previous console to restore support to the patient. 
    If the previous console displays an alarm message, switch to a different console if available. 
    Restart the console that does not advance from Image 1 before attempting to re-connect a pump.  

    Case Start: If the AIC screen in Image 2 remains for more than 20 seconds after connecting the pump and does not progress to indicate “Detecting Impella”, either re-start the case on the console or switch the pump to a different console 
    Review this notice carefully and forward to anyone in your facility that needs to be informed 
    If any affected products have been forwarded to another facility, contact that facility and provide them with this notice.

    Reason for Alert
    Abiomed stated that they have identified an Automated Impella Controller (AIC) issue that may impair the detection of an Impella pump when connected to an AIC. The pump detection issue may occur with any of the Abiomed Impella pumps and may occur during console-to-console transfer or case start. There is no visual alarm displayed on the AIC screen to indicate the detection issue in these situations.  
    This issue may result in inadequate hemodynamic support. Patients in cardiogenic shock are at increased risk, as prolonged episodes of inadequate support may not be well tolerated and may lead to life-threatening injuries. 
    As of June 13, Abiomed has reported no serious injuries and 3 deaths associated with this issue. 
    Device Use
    The Automated Impella Controller is the primary user control interface for the Impella Catheter. The Impella pump system is a blood pump that provides temporary full or partial heart support. The device pumps part or all of the patient’s blood circulation either during an adjunctive procedure where the patient requires hemodynamic stability, or a temporary use of the device to unload the heart to give it time to recover from an acute condition.

    What to Do 
    Identify affected Spectrum pumps and remove them from service. Check the software version installed on the pump and contact Baxter to schedule service if required. 

    On June 20, Baxter sent all affected customers a letter recommending the following actions: 

    Immediately locate Spectrum pumps with the affected serial numbers and remove them from service. The product code and serial number can be found on the bottom of the infusion pump.  
    Check and record the software version installed on the pump. The software on a V6 pump should begin with the number 6 and the software on a V8 pump should begin with the number 8. The software version is located on the startup screen upon powering up the pump as pictured above.  Additionally, the software version is indicated in the pump menu which can be accessed by following the steps below.  

    For V6: From the Pump Information screen, press the ‘sw info’ soft key to display the software version screen. 
    For V8: From the Select Care Area screen, press the ‘options menu’ soft key. Select ‘User Options’ and press OK. Select ‘View Information’ and press OK. Select ‘Pump Information’ and press OK to display the Pump Info screen. 

    Contact Baxter to confirm the software version on the affected pumps and to schedule service if required. Baxter Global Technical Services can be reached at 800-843-7867 Monday through Friday, between 7:00 am and 7:00 pm Eastern Time.

    Reason for Alert 
    Baxter stated that certain Spectrum infusion pumps may have an incorrect version of software. A software version intended for Spectrum V8 may have been installed on the affected Spectrum V6 pumps, and a software version intended for Spectrum V6 may have been installed on the affected Spectrum V8 pumps. Spectrum software is designed for the pumping mechanism setup specific to each pump platform. The V8 software installed in a Spectrum V6 pump, or vice versa, may cause an inaccurate flow rate of overinfusion or underinfusion, especially over a long run time. Additionally, the V6 and V8 designs include many differences in the clinical workflow and user interface. The appearance of the menus and the requested inputs from the pump are different between the two platforms. If a user who was trained and experienced on a V6 pump was presented with a V6 pump with V8 software, or vice versa, they may experience confusion and delay during use or may accidentally mis-program the infusion.  
    This could result in a delay or interruption of therapy, underinfusion, or overinfusion. The issues described above may lead to serious adverse health consequences such as drug toxicity, overdose, fluid overload, electrolyte imbalances, and delayed or subtherapeutic drug levels causing ineffective treatments. The severity and nature of these outcomes include serious injury and death, and are dependent on the type of medication, fluid, or infusate being delivered and the clinical condition of the patient, with high-risk populations being particularly vulnerable. 
    As of June 12, Baxter has reported no serious injuries or deaths associated with this issue.

    Spectrum infusion pumps are intended to provide intravenous infusion of parenteral fluids, blood, and blood products to a patient under the direction or supervision of a physician or other certified health care professional.

    WASHINGTON—Almost $6.9 billion in federal K–12 education funding, normally released to states on July 1, is being withheld from students and classrooms, according to the U.S. Department of Education. Despite Congress passing a continuing resolution in March—which President Trump signed extending previous funding levels through fiscal year 2025—the is taking a first step toward “impoundment the illegal withholding of money appropriated by Congress to fund federal programs and activities.

    These billions of dollars would be used for curriculum, technology, and other critical services. The loss of these funds affects thousands of school districts and every state in the nation. If the funds are not released soon, this move will force schools to cut educators’ salaries as well as reading and math supports, student services, including summer and after-school programs, and support for migrant students and English learners. Educators will face layoffs leading to significantly larger class sizes.

    “School hasn’t even started and this administration is robbing our students and classrooms. It’s shocking, but not surprising, considering the lack of concern for students that this administration has displayed since 1

    and states had planned to use to support children in their statesis a cruel betrayal of students, especially those who rely on critical support services. Schools are already grappling with severe teacher shortages, burnout, and under-resourced classrooms, and here comes the federal government ripping resources away from public schools. It is outrageous and unconscionable.

    “Sadly, this is part of a broader pattern by this administration of undermining public education—starving it of resources, sowing distrust, and pushing privatization at the expense of the nation’s most vulnerable students. And they are doing this at the same time as they push a budget bill that will devastate our schools and communities—all to finance massive tax breaks for billionaires.

  • MIL-OSI USA: Coalition moves for injunction stopping Trump administration’s actions to dismantle the Department of Education

    Washington, D.C. — Today, in the case of NAACP v. US, the coalition of plaintiffs and supporters are moving for a preliminary injunction preventing Linda McMahon and the Trump administration from continuing their unlawful actions to dismantle the Department of Education.   

    Those actions include the Department’s announcement yesterday that it planned to withhold nearly $6.8 billion in appropriated education formula funding from states, almost all of which supports students through their local school districts. That illegal decision, like the other steps this administration has taken to shut down the Department, is unlawful and will harm students and families across the country. 

    The case was brought in March by the National Association for the Advancement of Colored People (NAACP), public school parents, the National Education Association (NEA), and AFSCME Maryland Council 3. They are supported by Student Defense and Education Law Center (ELC). Today’s filing asks the Court to block multiple unlawful actions the administration has taken that harm students, schools and communities across the country. Those actions include:   

    • Terminating grants that support the recruitment and retention of teachers and other education professionals in high needs schools and school districts by way of the elimination, without Congressional approval, of the Teacher Quality Partnership, Supporting Effective Educator Development (SEED), and School-Based Mental Health Services Grant Programs, among many others. These programs supported students and educators and met critical needs in schools across the country. They have now been unlawfully shut down.   
       
    • Eliminating the Department’s capacity to award the correct amounts of federal formula grant aid to high needs schools and districts through the ESEA Title I programs, the rural school supports program under REAP, and other critical federal education programs in future school years. Defendants’ abolition of the Institute of Education Sciences and other critical Department offices leaves the Department unable to produce the data inputs and carry out other functions necessary to accurately calculate schools’ and districts’ federal funding awards after this year.
       
    • Gutting the vendor oversight and institutional accountability functions in the Office of Federal Student Aid, which had exercised the critical oversight necessary to make Congressionally mandated student loan forgiveness programs, like the Public Service Loan Forgiveness program, work and which certified schools’ eligibility to participate in federal student financial aid programs by ensuring that college and universities actually provide the services that they advertise.
       
    • Shuttering seven of the twelve regional enforcement offices of the Office for Civil Rights, terminating over half that Office’s investigative workforce, and doubling and even tripling the caseloads of the remaining investigators so as to effectively eliminate OCR’s ability to timely respond to, and remedy, civil rights complaints filed by students, parents, and educators.   

    Today’s filing is supported by record evidence in excess of 1,000 pages, including over 60 individual declarations in support of the plaintiffs’ claims and in opposition to the devastation wrought by the defendants. Declarants include Former Secretaries of Education Miguel Cardona and John King, Former Assistant Secretary for Civil Rights Catherine Lhamon, former Institute for Education Sciences Director John Easton, and many more. In addition, school communities and districts are in support of the motion, including the Lemon Grove School District in CA.  

    The motion seeks a remedy for the serious harm that the Trump Administration has inflicted on students, educators, schools, and colleges and universities, and asks the Court to direct the Department to fulfill its statutory obligations to students nationwide.
