  • MIL-OSI Africa: Early detection and action stop a measles outbreak in Cameroon

    “I was coughing. My eyes were red, and my nose was running. My skin had rashes.” 

    7-year-old Djoubeda from Mayo-Oulo village in Cameroon’s North region was at home with her grandmother when she started showing worrying symptoms of measles. 

    A highly contagious viral infection, measles spreads easily among the unvaccinated—with young children at highest risk. It’s a serious illness that can require hospital admission, cause permanent disability, and even kill if not treated properly.  

    But thankfully help wasn’t far away. Local Cameroon Red Cross Society volunteer, Ramatou—affectionately known as Aunty Ramatou in the village—was called to come see little Djoubeda straight away. 

    Ramatou had previously received training in how to recognize and prevent disease outbreaks, and how to quickly report any unusual health events to authorities, through the Community Epidemic and Pandemic Preparedness Programme (CP3).  

    “I received training on detecting diseases in the population. When I visited Djoubeda, I deduced her symptoms resembled measles and that inaction could spread it,” she explains. 

    Without hesitation, Ramatou notified local health authorities of the suspected measles case using a digital community-based surveillance tool set up through the CP3 programme, then took Djoubeda straight to the nearest health centre. 

    Within three days, tests confirmed that Djoubeda did indeed have measles. During that time, Ramatou and fellow CP3 volunteers got to work educating the community in Mayo-Oulo about measles signs and symptoms, how to prevent it from spreading, and how to report if they noticed something was wrong. 

    Upon confirmation of measles, local health authorities immediately launched a mass vaccination campaign in and around the village—calling upon Cameroon Red Cross volunteers for their support in sharing trusted health information about the vaccines and encouraging families to bring their children along to be immunized.  

    “It’s you, the Red Cross, going around to sensitize us. It’s because of people going around the village talking about vaccination that I brought him,” explains Maya Sylvie, a mother from Mayo-Oulo village who was supported by the Cameroon Red Cross to vaccinate her baby boy. 

    To achieve herd immunity against measles and prevent recurring outbreaks, at least 95% of the population must be fully vaccinated. This vaccination campaign was therefore a huge joint effort between local health authorities and Cameroon Red Cross volunteers, who mobilized as many community members as possible to bring their children for their jabs. Thankfully, since this outbreak, local health authorities haven’t recorded any further measles cases. 

    “We vaccinated nearly 500 children. What if this epidemic had not been stopped? Measles is deadly. We could have recorded a lot of deaths. After the Ministry vaccinated all the children, we have not had any more cases of measles,” explains Dr Laboulaye, Head of the Mayo-Oulo Health Centre. 

    “I want to say to the Red Cross: thank you. Thank you for your support, for all your disease prevention activities and help with the response,” she adds. 

    For Ramatou, learning the skills to quickly detect and report outbreaks in Mayo-Oulo was exactly why she wanted to volunteer in the first place: 

    “I’ve lived here for over 30 years, since I was 6 years old. I became a CP3 volunteer to help my community. As a volunteer, my motivation is to save lives, ease pain, help the sick, and prevent diseases from spreading. What pleases me is that people listen, volunteers work well, the past diseases are gone and the community values and appreciates our efforts.” 

    And as for little Djoubeda, she happily made a full recovery from measles and is grateful to Ramatou for being there for her when she was sick. 

    “I was injected and given medicine. I got better and went back home. Aunty Ramatou, who wears the uniform, does her job well,” she says.

  • MIL-OSI Africa: Minister of Planning, Economic Development and International Cooperation Participates in High-Level Session on “Belt and Road Initiative” during World Economic Forum (WEF) Meetings in China

    H.E. Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development and International Cooperation, participated in the high-level discussion session titled “Where is the Belt and Road in 2025?” during her role as a co-chair of the World Economic Forum meetings, held from June 23-26, 2025, under the theme “Resilient Economic Policies to Keep Up with Global Change” in Tianjin, China.

    The event saw high-level participation from policymakers, private sector leaders, and entrepreneurs from over 90 countries.

    During her speech, H.E. Dr. Rania Al-Mashat pointed out that international partnerships are always built on shared and mutual interests, adding that the large number of countries participating in the Belt and Road Initiative reflects its importance. She noted the celebration last year of the 10th anniversary of the initiative’s launch, where participating countries showcased projects being implemented under the Belt and Road Initiative, which supported sustainable infrastructure in areas such as transport, renewable energy, and ports.

    H.E. Dr. Al-Mashat added that each of these projects reflects the national priorities of the countries, and for Egypt, the projects were consistent with the national agenda and strategic goals of the state.

    Regarding the stimulating factors contributing to accelerating the implementation of these projects, H.E. Dr. Al-Mashat outlined that the Belt and Road Initiative has been a real catalyst in many cases for advancing national strategies. She pointed to the emergence of a number of national and international initiatives that integrate with and support the Belt and Road Initiative in the recent period, noting that China launched the Global Development Initiative several years ago, and many projects implemented under that initiative run in parallel with and support Belt and Road projects.

    H.E. Minister Al-Mashat also mentioned the issue of financing, explaining that much of the funding directed to these projects came through development finance. She highlighted that, with regard to sustainable transport and renewable energy projects in Egypt, there is a significant mobilization of resources towards the private sector, including low-cost development finance that has contributed to advancing investments.

    Regarding relations between Egypt and China, H.E. Dr. Al-Mashat stated that the historic visit of the Chinese President to Egypt in 2014 was an important starting point in Egyptian-Chinese relations, followed by the signing of MoU on the Belt and Road Initiative. She noted that relations between the two countries are based on two main aspects: the first relates to investments, with Chinese companies investing in Egypt, and the second is development cooperation between the two governments.

    Regarding development cooperation, H.E. Minister Al-Mashat indicated that it includes projects in multiple fields such as health, satellites, and capacity building, noting the role of the China International Development Cooperation Agency (CIDCA) in supporting Egypt’s development agenda, in addition to China signing a debt swap agreement several years ago. She added that Egyptian-Chinese relations are also based on investment and trade, pointing to a large number of Chinese companies within the China-Egypt Suez Economic and Trade Cooperation Zone in Egypt, where more than 150 companies operate, providing over 10,000 job opportunities, with diverse activities across multiple sectors.

    H.E. Dr. Al-Mashat reiterated that the Belt and Road Initiative does not impose a specific plan on countries; it is not an initiative based on a centralized blueprint that obliges each country to a specific path or project. Instead, it is a flexible framework that adapts to the priorities of each individual country.

    Regarding the issue of financing, H.E. Dr. Al-Mashat referred to the “4th Financing for Development” conference to be held in Seville on June 30, a UN conference held every ten years focusing on ways to finance development in developing and emerging economies. She explained that one of the most prominent messages of this conference is that the world needs to reduce reliance on debt and increase the mobilization of resources from the private sector to finance development projects.

    H.E. Minister Al-Mashat added that each country has full ownership in designing its projects, in line with its national vision, to then include these projects within the broader framework of the Belt and Road Initiative. Furthermore, the cost of implementing these projects represents a common challenge and has been a strongly debated issue on the global stage for years, requiring innovative solutions and multiple sources of financing. She noted that, concerning debt, there are many international initiatives aimed at addressing this issue, including “debt-for-development and investment swaps” mechanisms.

  • MIL-Evening Report: Celebrities, blue jeans and couture: how Anna Wintour changed fashion over 37 years at Vogue

    After 37 years at the helm, fashion industry heavyweight Anna Wintour is stepping down from her position as editor-in-chief of American Vogue.

    It’s not a retirement, though, as Wintour will maintain a leadership position at global fashion and lifestyle publisher Condé Nast (the owner of Vogue and other publications, such as Vanity Fair and Glamour).

    Nonetheless, Wintour’s departure from the US edition of the magazine is a big moment for the fashion industry – one which she has single-handedly changed forever.

    Fashion mag fever

    Fashion magazines as we know them today were first formalised in the 19th century. They helped establish the “trickle down theory” of fashion, wherein trends were traditionally dictated by certain industry elites, including major magazine editors.

    In Australia, getting your hands on a monthly issue meant rare exposure to the latest European or American fashion trends.

    Vogue itself was established in New York in 1892 by businessman Arthur Baldwin Turnure. The magazine targeted the city’s elite class, initially covering various aspects of high-society life. In 1909, Vogue was acquired by Condé Nast. From then, the magazine increasingly cemented itself as a cornerstone of the fashion publishing.

    The period following the second world war particularly opened the doors to mass fashion consumerism and an expanding fashion magazine culture.

    Wintour came on as editor of Vogue in 1988, at which point the magazine became less conservative, and more culturally significant.

    Not afraid to break the mould

    Fashion publishing changed as a result of Wintour’s bold editorial choices – especially when it came to the magazine’s covers. Her choices both reflected, and dictated, shifts in fashion culture.

    Wintour’s first cover at Vogue, published in 1988, mixed couture garments (Christian Lacroix) with mainstream brands (stonewashed Guess jeans) – something which had never been done before. It was also the first time a Vogue cover had featured jeans at all – perfectly setting the scene for a long career spent pushing the magazine into new domains.

    Wintour also pioneered the centring of celebrities (rather than just models) within fashion discourse. And while she leveraged big names such as Beyonce, Madonna, Nicole Kidman, Kate Moss, Michelle Obama and Oprah Winfrey, she also featured rising stars as cover models – often helping propel their careers in the process.

    Wintour’s legacy at Vogue involved elevating fashion from a frivolous runway to a powerful industry, which is not scared to make a statement. Nowhere is this truer than at the Met Gala, which is held each year to celebrate the opening of a new fashion exhibit at the Metropolitan Museum of Art’s Costume Institute.

    The event started as a simple fundraiser for the Met in 1948, before being linked to a fashion exhibit for the first time in 1974.

    Wintour took over its organisation in 1995. Her focus on securing exclusive celebrity guests helped propel it to the prestigious event it is today.

    This year’s theme for the event was Superfine: Tailoring Black Style. In a time where the US faces great political instability, Wintour was celebrated for her role in helping elevate Black history through the event.

    Not without controversy

    However, while her cultural influence can’t be doubted, Wintour’s legacy at American Vogue is not without fault.

    Notably, her ongoing feud with animal rights organisation PETA – due to the her unwavering support for fur – has bubbled in the background since the heydays of the anti-fur movement.

    Wintour has been targeted directly by anti-fur activists, both physically (she was hit with a tofu cream pie in 2005 while leaving a Chloe show) and through numerous protests.

    This issue was never resolved. Vogue has continued to showcase and feature fur clothing, even as the social license for using animal materials starts to run out.

    Fashion continues to grow increasingly political. How magazines such as Vogue will engage with this shift remains to be seen.

    A changing media landscape

    The rise of fashion blogging in recent decades has led to a wave of fashion influencers, with throngs of followers, who are challenging the unidirectional “trickle-down” structure of the fashion industry.

    Today, social media platforms have overtaken traditional media influence both within and outside of fashion. And with this, the power of fashion editors such as Wintour is diminishing significantly.

    Many words will flow regarding Wintour’s departure as editor-in-chief, but nowhere near as many as what she oversaw at the helm of the world’s biggest fashion magazine.

    BEIJING, June 27 (Xinhua) — The 2025 Eurasian Commodity and Trade Expo is becoming a key arena for attracting investment in Xinjiang cities and counties thanks to its strong ability to concentrate resources, information and business connections.

    The event opened on Thursday in Urumqi, capital of the Xinjiang Uygur Autonomous Region, Xinjiang Uygur Autonomous Region, northwest China, bringing together more than 2,800 enterprises and representatives from 50 countries and regions.

    According to local newspaper Xinjiang Daily, Urumqi city authorities will hold a presentation titled “Investing in Xinjiang Together” at the exhibition, where representatives from Xinjiang districts and counties will deliver reports revealing the region’s advantages and resource potential, which will be a sincere message to global investors.

    The fruitful results of the past fairs confirm their platform value: the cumulative contract volume of the previous four sessions has exceeded 1 trillion yuan, with 360 projects worth 521.037 billion yuan signed in 2023 alone, contributing to the improvement of the quality and level of Xinjiang’s industrial upgrading.

    The Xinjiang Huineng coal comprehensive utilization project, which was attracted by Hami City to participate in the 2023 Expo with a total investment of 8.5 billion yuan, has completed the groundwork and entered the main equipment installation phase. Once put into operation, the project will play a key role in developing the processing chain of Hami’s tar-rich low-grade coal, ensuring high-quality economic growth and strengthening national energy security.

    The projects signed at the 2023 Turpan Fair worth 51.718 billion yuan have become a powerful engine for upgrading and high-quality development, playing a decisive role in strengthening and expanding industrial chains.

    The new-type intelligent transportation system project for Heishan Coal Area signed between Xinjiang Energy and Chemical Co., Ltd. and Toxun County Government at the 2023 fair enabled Heishan Coal Mine to be awarded the status of a mid-level intelligent open-pit coal mine in 2024. Today, there are 106 unmanned coal trucks operating in conjunction with conventional vehicles, clearly demonstrating the transformation of traditional industries by new-quality productive forces.

    The 2025 Eurasian Goods and Trade Expo serves as a golden platform for showcasing capabilities, launching new products, analyzing markets, and establishing partnerships. It has become a strategic fulcrum for Xinjiang enterprises to integrate into the dual circulation of domestic and international markets.

    BEIJING, June 27 (Xinhua) — Trade turnover between central China’s Henan Province and Central Asian countries increased 24.6 percent year-on-year in the first five months of this year, exceeding 4 billion yuan, the provincial government said, citing local customs data.

    In particular, the volume of trade in goods between this province and Kazakhstan during the reporting period reached 2.4 billion yuan, an increase of 31.2 percent.

    The most popular locally produced goods on the Central Asian market during the reporting period were electromechanical products and rolled aluminum.

    Exactly 20 years ago, the first Yutong buses, manufactured in Henan Province, were delivered to Kazakhstan. They are currently the best-selling Chinese bus brand in Central Asia.

    In addition, building materials including aluminum and rolled steel are also in high demand in the region.

    Statistics show that more and more agricultural products from Central Asia are entering the Chinese market. The volume of golden beans supplied from Uzbekistan to the province from January to April this year reached 180 million yuan, up 9.81 percent from a year earlier.

    The intensification of trade and economic cooperation between Henan Province and Central Asian countries was due to the development of transport. In September last year, the Zhengzhou-Almaty road freight service was launched within the framework of the TIR system. Currently, Henan and Central Asia are connected by six such routes. -0-

  • MIL-OSI Russia: Capital colleges increase number of employer partners

    Over 800 employers became partners of the capital’s colleges during the past academic year. Their total number now exceeds 3.8 thousand. These are large industrial enterprises, developers and research institutes, said Anastasia Rakova, Deputy Mayor of Moscow for Social Development.

    “In Moscow, the education of college students is based on a practice-oriented approach. Already now, 70 percent of the time is devoted to acquiring professional skills in practice. We are also actively expanding the cooperation of colleges with leading companies in the capital to take into account the current demands of the labor market. Over the past academic year, the total number of partners has grown by 30 percent, exceeding 3.8 thousand. Among the new companies are large industrial enterprises, developers and research institutes. They participate in updating educational programs, developing standards for equipping laboratories and organizing industrial practices. Partners offer targeted training, internships for students and teachers, and also participate in career guidance events,” noted Anastasia Rakova.

    This year, Moscow colleges began cooperation with large industrial enterprises and institutes, including Itelma, a leading domestic developer and manufacturer of electronic solutions for motor vehicles, Aeroflot Technics, the largest provider of aircraft maintenance and repair in Russia and other CIS countries, the All-Russian Research Institute of Automation named after N.L. Dukhov, the Research Institute of Molecular Electronics, and the engineering company ARCH. Thus, Aeroflot Technics plans a targeted recruitment of 90 students, and the All-Russian Research Institute of Automation named after N.L. Dukhov will select specialists in radio electronics.

    The Lemana PRO company has become one of the key partners in training personnel for the transport industry. The organization participates in the creation of relevant educational programs and conducts excursions at production facilities. An important area of cooperation has become the development of VR simulators. They allow students to improve their professional skills and get acquainted with various work situations while still studying at college.

    In the construction sector, one of the partners was Coldy, a multidisciplinary developer with 20 years of experience in implementing large-scale projects in Moscow. The company conducts internships and training for students of Moscow colleges and employs the best of them. The plans include organizing career guidance excursions for schoolchildren.

    “Participation in programs for training young personnel is part of the strategy of sustainable development and corporate social responsibility of the Coldy company. The success of the business directly depends on the qualifications of current and future employees. Cooperation with Moscow colleges solves two urgent problems: graduates receive the necessary practical competencies for a successful start of their career, and the company receives trained and adapted young specialists. The synergy of human resources and management practices allows us to create high-quality development projects for social, cultural and business activity,” said the company’s CEO Ivan Kashkin.

    The company “Nanosoft Development”, the Russian leader in the creation of software for automated design and information modeling. Its employees create programs for advanced training for teachers of construction colleges. It is planned that more than 200 teachers will undergo training in new design technologies.

    The flagship of the Moscow film cluster, the Moskino film park, has also become a platform for the development of students from the capital’s colleges. Since January of this year, student filming days have been held here. 70 young professionals have already taken part in them, having filmed 10 creative works. Students are mastering filming locations, special programs, attending lectures and master classes, using the film cluster’s facilities.

  • MIL-OSI Russia: 40 kilometers of new bike lanes will appear in Moscow in 2025

    Since the beginning of the year, 40 kilometers of new cycling infrastructure have appeared in the capital, said the Deputy Mayor of Moscow for Transport and Industry Maxim Liksutov.

    “According to the projects of the Center for Road Traffic Management, more than 90 kilometers of cycling infrastructure have already been built in 2025, of which 40 kilometers are new cycling lanes. The total length of cycling infrastructure in Moscow has exceeded 575 kilometers. We continue to make traffic in the city more comfortable,” said Maxim Liksutov.

    New bike lanes have appeared in seven districts of Moscow:

    — SAO — Begovoy, Khoroshevsky;

    — SVAO — Ostankinsky;

    — SZAO — Northern Tushino, Southern Tushino;

    — Central Administrative District — Basmanny, Krasnoselsky, Khamovniki;

    — South-East Administrative District — Vykhino-Zhulebino, Kuzminki, Maryino;

    — South Administrative District — Biryulevo Zapadnoye, Danilovsky, Zyablikovo, Orekhovo-Borisovo Severnoye, Orekhovo-Borisovo Yuzhnoye;

    — South-West Administrative Okrug — Zyuzino, Cheryomushki.

    A new 4.3-kilometer-long bike path has been allocated separately on both sides of Kosygina Street in the Ramenki and Gagarinsky districts. It runs along the Vorobyovy Gory.

    Muscovites also have access to the 129-kilometer Green Ring bike route. It connects 24 green areas of Moscow, metro stations, the Moscow Central Ring, and the Moscow Central Diameters, allowing you to combine business trips with relaxation in parks and sightseeing. Its direction can be recognized by special signs with the Green Ring logo, as well as by navigation steles.

    For example, you can start your journey at the Profsoyuznaya metro station, pass by the Lomonosov Moscow State University, continue along the Moskva River through Fili Park, see Stroginsky Bay, cross Timiryazevsky Park, VDNKh and Losiny Ostrov National Park, finishing the route in Golyanovo.

    Work on developing cycling infrastructure continues. The Traffic Management Center will continue to improve the capital’s cycling infrastructure for comfortable and safe travel by bicycle and personal mobility devices.

    The city has offered comfortable housing under the renovation program on Yerevanskaya Street (house 4, block 2) to Muscovites from four neighboring five-story buildings. This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “In Tsaritsyno, over 460 city residents are gradually beginning to move to a residential complex located at 4 Yerevanskaya Street, Block 2. It has already become the third new building in the area in which residents have begun to inspect apartments under the renovation program this spring. In total, approximately 36,000 Muscovites from 141 old buildings are to be resettled here. Resettlement has already affected residents of every sixth such building,” said Vladimir Efimov.

    As in other new buildings erected under the renovation program, the house takes into account the criteria of a barrier-free environment, which is especially important for the older generation, as well as parents with small children. On the ground floor there is a room for storing strollers and bicycles, there is an opportunity to open shops, service enterprises and social facilities.

    “The first offers of equivalent apartments in the new building were received by about 120 residents of building 2, block 1 on Yerevanskaya Street at the end of May, and in mid-June, they were joined by another 125 Muscovites from building 4, block 1 on the same street. Residents began inspecting the housing on June 20. At the end of the month, about 220 residents of building 12, block 2 and building 6, block 1 began choosing apartments. On issues related to the execution of documents, future new residents are consulted by the Department’s employees at the information center, which opened on the first floor of the new building on Kaspiyskaya Street (building 28, block 4). Thanks to the phased start of inspections, specialists will be able to devote more time to each family and will make the resettlement process more comfortable for residents of old five-story buildings,” she noted.

    The houses being resettled are located close to the residential complex, so after moving, participants in the renovation program will not have to register with another clinic, change kindergartens and schools for children, or build new transport routes.

    The area around the house was comprehensively improved: trees and bushes were planted, lawns and flower beds were laid out, and children’s and sports playgrounds with safe rubber surfaces were equipped.

    Help with moving

    Minister of the Moscow Government, Head of the Department of Urban Development Policy Vladislav OvchinskyHe specified that the five-section residential complex on Yerevanskaya Street has 253 apartments with a total area of over 14,000 square meters. They have a ready-made, improved finish, which will allow residents to move in immediately, without wasting time on additional repairs.

    In addition, two apartments are equipped for disabled citizens with limited mobility: they have wide corridors and doorways, and special handrails are provided in the bathrooms. The first floors in the new building are non-residential; in the future, pharmacies, shops, cafes, leisure centers for children and other social and household facilities will open on them.

    In order for residents to move more comfortably under the renovation program, they can use the “Moving Assistance” service. The city will provide free movers and a car to transport things from the old apartment to the new one. The service can be ordered through the mos.ru portal or at the resettlement information center.

    In the capital Department of Information Technology noted that it will help to prepare for the planned move general instructions, available in the super service “Moving under the renovation program” on the mos.ru portal.   • MIL-OSI Canada: Strong support for school library policy | Un fort appui pour une politique sur les bibliothèques scolaires

    Following the discovery of multiple books with explicit sexual content in some school libraries across the province, Alberta’s government conducted a public engagement survey to collect feedback on the creation of consistent standards to ensure the age-appropriateness of materials available to students in school libraries.

    From May 26 to June 6, Albertans were invited to share their views on age-appropriate materials in school libraries through an online survey. Almost 80,000 individual respondents completed the survey, showing significant and widespread public interest in the issue.

    Alberta’s government will be using this input, along with ongoing feedback collected from education partners, to develop provincewide standards. These standards will provide school boards with clear and consistent guidelines for selecting and managing age-appropriate materials in school libraries across the province.

    “Parents, educators and Albertans in general want action to ensure children don’t have access to age-inappropriate materials in school libraries. We will use this valuable input to guide the creation of a provincewide standard to ensure the policy reflects the priorities and values of Albertans.”

    Key survey findings

    • When asked “At what age should children be able to access materials with sexually explicit content in school libraries,” parents said:
      • never (have access): 42 per cent
      • elementary school (age 12 and under): four per cent
      • middle school (age 12 and up): 18 per cent
      • high school (age 15 and up): 22 per cent
      • all ages (should have access): 14 per cent
    • 62 per cent believe parents and guardians should have a role in reporting or challenging sexually explicit content in school libraries.  
    • When asked who should decide what materials are age appropriate in school libraries, the most popular responses were school librarians, teachers and parents.
    • Parents of school-age children were most supportive (42 per cent) of children never being able to access these materials in schools.

    The online survey summary and data are available on Alberta.ca. It should be noted that this online survey was designed for public engagement and to be used as a temperature check to see what Albertans think is the best way forward on this issue.

    A man is due back in court in two weeks charged with offending relating to alleged road rage in Tauranga last month.

    On 20 May, Police received a number of reports from members of the public about the manner of driving of a utility vehicle, including an instance where the driver allegedly brandished a knife at a motorist.

    Inspector Logan Marsh, Relieving Western Bay of Plenty Area Commander, says this week’s arrest comes after significant Police enquiries to locate the alleged offender, which culminated in Police executing a search warrant at a Welcome Bay address this week.

    A 52-year-old man was arrested on Wednesday and appeared in Tauranga District Court yesterday, charged with operating a motor vehicle recklessly, and possession of an offensive weapon.

    He has been remanded in custody to reappear on 11 July.

    “We’d like to thank the public for the information they provided, which was a key component to our investigation,” Inspector Marsh says.

    “Our teams have worked to locate the person responsible and I’d like to acknowledge their hard work.

    “Police will continue to take action where we can against any dangerous driving activity on our roads,” he says.

    Police continue to urge anybody who witnesses any dangerous or illegal behaviour to report it to Police.

  • MIL-OSI Australia: Three arrested over car park assault

    Three people were arrested today following investigations into a violent assault in the city earlier this week.

    About 6.30pm on Tuesday 24 June, a 29-year-old man was assaulted in a car park at Topham Mall, Waymouth Street, Adelaide.

    It will be alleged he was set upon by three young males armed with a knife and a bottle and sustained significant lacerations.  The victim was taken to hospital by ambulance.  His injuries are not considered life-threatening.

    Following investigations, Youth and Street Gangs Task Force attended a northern suburbs home today (Friday 27 June) and arrested three suspects.

    A 15-year-old boy from Blakeview, a 16-year-old boy from Semaphore Park and a 20-year-old man from Brahma Lodge were all charged with aggravated assault cause harm.

    The youths were refused police bail and will appear in the Adelaide Youth Court on Monday 30 June.

    The 20-year-old man was bailed to appear in the Adelaide Magistrates Court on 10 August.

    Police wish to reassure the public that this was not a random incident.

    President Wavel Ramkalawan presided over the official opening ceremony of the new Praslin Vehicle Testing Station at Île Eve, Baie Ste Anne, Praslin, marking a significant milestone in the decentralization of transport services and the enhancement of road safety standards across Seychelles. 

    The modern facility, construction of which commenced in 2023, was built at a cost of SCR 15.5 million and represents a major advancement from the previous manual testing system conducted at the SPTC depot in Amitié. The new station introduces cutting-edge automated testing technology, with 90% of vehicle inspections now conducted using state-of-the-art equipment, ensuring greater accuracy, fairness, and transparency in the testing process. The comprehensive facility also houses amenities for novice drivers to undertake theory driving tests and provides accommodation for visiting staff. 

    Speaking at the inauguration ceremony, the Minister for Transport Antony Derjacques emphasized the facility’s broader significance: “Today, we open more than just a building – we open a new chapter in public service delivery, one that brings precision, professionalism, and parity in transport services to Praslin.”

    The facility will serve Praslin’s approximately 1,200 vehicles, which form part of the national fleet of 28,000. Beyond vehicle testing, the station will provide comprehensive services including spare parts importation assessments, vehicle condition evaluations for maintenance purposes, and technical assistance to police for accident investigations and spot checks. 

    The Principal Secretary for Aviation, Ports and Marine, Mr. David Bianchi, highlighted the journey to completion, stating: “Despite challenges including COVID-19, material shortages, adverse weather conditions, and logistical issues, we have successfully delivered this world-class facility after 18 months of dedicated work.” He expressed his gratitude to all stakeholders for their unwavering commitment and valuable contributions in realizing the project. 

    In his keynote address, President Ramkalawan expressed pride and commitment of Government in advancing critical infrastructure at the disposal on the community. 

    “It is an honour for me to officially inaugurate the new Praslin Vehicle Testing Station—an essential step forward in modernising the services we offer to our people. This facility is a symbol of progress and a reflection of our continued commitment to improving infrastructure that directly benefits our communities. Together, we continue to move Praslin and our country forward.”

  • MIL-OSI Asia-Pac: Fatal traffic accident in Pat Heung

         Police are investigating a fatal traffic accident in Pat Heung in the small hours today (June 27) in which a man  died.

    At about 2.10am, a taxi driven by a 63-year-old man was travelling along Fan Kam Road towards Sheung Shui, while a private car driven by a 54-year-old man was travelling along Fan Kam Road towards Yuen Long. When reaching the vicinity of Wang Toi Shan Chuk Hang Chuen, the two vehicles reportedly collided head-on.

        The taxi driver and two male passengers, aged 41 and 43 respectively, were trapped inside the taxi and rescued by firemen. The 41-year-old male passenger sustained serious injuries and was rushed to North District Hospital in unconscious state, and was certified dead at 3.02am.

         The taxi driver sustained serious injuries to his chest and limbs and was sent to Prince of Wales Hospital in conscious state; the 43-year-old male taxi passenger sustained injuries to his head and hand and was sent to Tuen Mun Hospital in conscious state; while the private car driver sustained injuries to his waist and was sent to North District Hospital in conscious state.

         Investigation by the Special Investigation Team of Traffic, New Territories North is under way.

         Anyone who witnessed the accident or has any information to offer is urged to contact the investigating officers on 3661 3857.

    UNITED NATIONS, June 26 (Xinhua) — UN Secretary-General Antonio Guterres on Thursday criticized the selective application of the UN Charter, saying it is not an “a la carte” menu.

    “Today, as never before, we see attacks on the purposes and principles of the UN Charter. The threat or use of force against sovereign states; violations of international law, including international humanitarian law and international human rights law; attacks on civilians and civilian infrastructure; the transformation of food and water into weapons; the erosion of human rights,” he said at a meeting of the UN General Assembly dedicated to the 80th anniversary of the signing of the UN Charter.

    “Time and time again, we see an all-too-familiar pattern: the Charter is respected when convenient, and ignored when it is not,” the UN chief said. “The United Nations Charter is not optional. It is not an a la carte menu. It is the foundation of international relations. We cannot and must not normalize violations of its most basic principles.”

    “The UN Charter is a declaration of hope and a foundation for international cooperation to build a better world,” Guterres emphasized. “It has given us the tools to change destinies, save lives, and bring hope to the most desperate corners of the world. And we can draw a clear line between creating the United Nations and preventing a third world war.”

    According to the Secretary General of the world organization, upholding the purposes and principles of the UN Charter is an ongoing mission, and now, more than ever, it is necessary to respect international law and reaffirm our commitment to comply with it both in words and in deeds.

  • EU leaders discuss new US trade proposal as deal clock ticks down

    European Union leaders discussed new proposals from the United States on a trade deal at a summit in Brussels on Thursday, with Commission President Ursula von der Leyen not ruling out tariff talks could fail and saying “all options remain on the table”.

    Time is running out for the bloc to find a common position before a respite on higher tariffs threatened by U.S. President Donald Trump expires on July 9, which could hammer exporters from cars to pharmaceuticals.

    European leaders were meeting to decide whether they want to push for a quick trade agreement or keep fighting for a better deal, with the EU’s two biggest economies apparently at odds.

    German Chancellor Friedrich Merz urged the EU to do a “quick and simple” trade deal rather than a “slow and complicated” one.

    But in a separate briefing, French President Emmanuel Macron, while also wanting a quick and pragmatic trade deal, said his country would not accept terms that were not balanced.

    All tools must be used to ensure a fair deal and if the U.S. baseline rate of 10% remained in place, then Europe’s response would have to have an equivalent impact, he said.

    “Our goodwill should not be seen as a weakness,” Macron added.

    French officials have argued that the Commission should take a firmer stance including by targeting U.S. services.

    Similarly, Merz said European leaders were “basically united” on concluding the Mercosur trade deal with the South American trade bloc, but Macron said he could not support the deal in its current form.

    Von der Leyen said the EU had received the latest U.S. document on Thursday for further negotiations and the bloc was still assessing it.

    “We are ready for a deal. At the same time, we are preparing for the possibility that no satisfactory agreement is reached,” she told reporters. “In short, all options remain on the table.”

    No specifics were immediately available on the document, which one EU diplomat described as a “two-pager, principle agreement”, adding the United States did not want to get into specific industrial sectors.

    The bloc is already subject to U.S. import tariffs of 50% on its steel and aluminium, 25% for cars and car parts along with the 10% tariff on most other EU goods that Trump has threatened could rise to 50% without an agreement.

    The European Union has agreed, but not imposed, tariffs on 21 billion euros ($24.55 billion) of U.S. goods and is debating a further package of tariffs on up to 95 billion euros of U.S. imports.

    Among the EU rebalancing options is a tax on digital advertising, which would hit U.S. giants like Alphabet Inc’s Google GOOGL.O, Meta META.O, Apple AAPL.O, X and Microsoft MSFT.O and eat into the trade surplus in services the U.S. has with the EU.

    The EU leaders also discussed ideas to carve out a new form of trade cooperation with Asia-Pacific countries that would be a way of reforming what they see as an ineffective World Trade Organisation.

    Merz said the idea was in its early stages but could include mechanisms to resolve disputes, as the WTO was meant to do.

    “You all know that the WTO doesn’t work any more,” he said.

    OTHER ISSUES

    The EU summit pivots from a NATO meeting this week that agreed to drastically raise defence spending in the military alliance but left some European countries finding it difficult to pay, and Spain explicitly demanding an opt-out.

    Aside from tariffs, the EU bloc also has to tackle a raft of other issues, including its support for Ukraine and the prospect of EU membership for a country still at war against nuclear-armed Russia. Hungary is firmly opposed.

    Ukrainian President Volodymyr Zelenskiy had urged the EU to pass a new sanctions package on Russia targeting its oil trade and banks, as well as to give a clear signal on his country’s EU accession.

    “What’s needed now is a clear political message – that Ukraine is firmly on the European path, and that Europe stands by its promises,” he told EU leaders. “Any delay by Europe at this point could create a global precedent – a reason to doubt Europe’s words and commitments.”

    On the sidelines of the summit, EU leaders also sought to allay the concerns of Slovakia and Hungary over ending their access to Russian gas as foreseen by the EU’s plan to phase out all Russian gas imports by the end of 2027.

    Before the start of the summit however, Slovakia’s Prime Minister Robert Fico said he would block a vote on the EU’s 18th package of sanctions against Russia until Slovak concerns on gas were addressed.

  • No known intelligence that Iran moved uranium, US defence chief says

    U.S. Defence Secretary Pete Hegseth on Thursday said he was unaware of any intelligence suggesting Iran had moved any of its highly enriched uranium to shield it from U.S. strikes, amid continuing questions about the state of Iran’s nuclear program.

    U.S. military bombers carried out strikes against three Iranian nuclear facilities early Sunday local time using more than a dozen 30,000-pound bunker-buster bombs.

    The results of the strikes are being closely watched to see how far they may have set back Iran’s nuclear program, after President Donald Trump said it had been obliterated.

    “I’m not aware of any intelligence that I’ve reviewed that says things were not where they were supposed to be, moved or otherwise,” Hegseth told an often fiery news conference.

    Trump, who watched Hegseth’s exchange with reporters, echoed his defense secretary, saying it would have taken too long to remove anything.

    “The cars and small trucks at the site were those of concrete workers trying to cover up the top of the shafts. Nothing was taken out of (the) facility,” Trump wrote on his social media platform, without providing evidence.

    Several experts have cautioned that Iran likely moved a stockpile of near weapons-grade highly enriched uranium out of the deeply buried Fordow site before the strikes, and could be hiding it in unknown locations.

    They noted satellite imagery from Maxar Technologies showing “unusual activity” at Fordow on Thursday and Friday, with a long line of vehicles waiting outside an entrance to the facility. A senior Iranian source told Reuters on Sunday most of the 60% highly enriched uranium had been moved to an undisclosed location before the attack.

    WHEREABOUTS OF URANIUM

    The Financial Times, citing European intelligence assessments, reported that Iran’s highly enriched uranium stockpile remains largely intact since it was not concentrated at Fordow.

    Hegseth’s comments denying such claims came at the news briefing where he also accused journalists of downplaying the success of the strikes following a leaked preliminary assessment from the Defense Intelligence Agency suggesting they may have only set back Iran by months.

    He said the assessment was low confidence, and, citing comments from CIA Director John Ratcliffe, had been overtaken by intelligence showing Iran’s nuclear program was severely damaged and would take years to rebuild.

    U.S. senators briefed later on Thursday by Ratcliffe, Hegseth, Secretary of State Marco Rubio and General Dan Caine, chairman of the Joint Chiefs of Staff, said it was clear the strikes had damaged Iran’s nuclear facilities, though it would take time to assess by how much.

    “I will say it was not part of the mission to destroy all their enriched uranium or to seize it or anything else,” Republican Intelligence Committee Chairman Tom Cotton of Arkansas told reporters after the classified briefing, adding that he was confident the mission was “extraordinary.”

    Senator Mark Warner of Virginia, the top Intelligence Committee Democrat, said the only way to be certain about Iran’s nuclear capabilities was to have inspectors on the ground.

    “It was clear, and again, this is long before this brief, that some of the enriched uranium was never going to be taken out by a bunker-buster bomb, so some of that obviously remains,” Warner said.

    Tulsi Gabbard, who normally would conduct such briefings as director of national intelligence, did not participate. Trump said last week that she was wrong in suggesting there was no evidence Iran was building a nuclear weapon.

    The four officials were due to brief the House of Representatives on Friday.

    Senators are expected to vote this week on a resolution that would require congressional approval for strikes against Iran, which is not expected to be enacted.

    At the Pentagon news conference, Hegseth described the strikes as “historically successful.” His comments came after Iranian Supreme Leader Ayatollah Ali Khamenei said Iran would respond to any future U.S. attack by striking American military bases in the Middle East.

    Khamenei claimed victory after 12 days of war, and promised Iran would not surrender despite Trump’s calls.

    MEDIA ‘HATRED’

    During the news conference, Hegseth criticized the media, without evidence, for having an anti-Trump bias.

    “It’s in your DNA and in your blood to cheer against Trump because you want him not to be successful so bad,” Hegseth said.

    “There are so many aspects of what our brave men and women did that … because of the hatred of this press corps, are undermined,” he said.

    Trump praised Hegseth’s news conference as: “One of the greatest, most professional, and most ‘confirming’ News Conferences I have ever seen!”

    On X, Hegseth thanked Trump for his praise.

    During the press conference, Caine, the top U.S. general, largely stuck to technical details, showing a video testing the bombs on a bunker like the ones struck on Sunday.

    Caine declined to provide his own assessment of the strike, deferring to the intelligence community. He denied being under pressure to present a more optimistic view of the U.S. strikes and said he would not change his assessment due to politics.

    Uniformed military officials are supposed to remain apolitical.

    “I’ve never been pressured by the president or the secretary to do anything other than tell them exactly what I’m thinking, and that’s exactly what I’ve done,” Caine said.

    UN Secretary-General Antonio Guterres on Thursday called out the selective application of the UN Charter, saying it is not an a-la-carte menu.

    “Today, we see assaults on the purposes and principles of the UN Charter like never before: the threat or use of force against sovereign nations; the violation of international law, including international humanitarian law and international human rights law; the targeting of civilians and civilian infrastructure; the weaponization of food and water; the erosion of human rights,” he told a UN General Assembly event to mark the 80th anniversary of the signing of the UN Charter.

    “On and on, we see an all-too-familiar pattern: follow when the charter suits, ignore when it does not,” he said. “The Charter of the United Nations is not optional. It is not an a-la-carte menu. It is the bedrock of international relations. We cannot and must not normalize violations of its most basic principles.”

    The UN Charter is a declaration of hope — and the foundation of international cooperation for a better world,” said Guterres. “The charter has given us the tools to change destinies, save lives, and deliver hope to the most desperate corners of the world. And we can draw a direct line from the creation of the United Nations and the prevention of a third world war.”

    Upholding the purposes and principles of the UN Charter is a never-ending mission, said Guterres, stressing the need more than ever to respect and re-commit to international law — in words and deeds.

    “On this anniversary, I urge all member states to live up to the spirit and letter of the charter, to the responsibilities it demands, and to the future it summons us to build — for peace, for justice, for progress, for we the peoples,” he said.

    The UN Charter, the foundational treaty of the world body, was adopted on June 25, 1945, at the San Francisco Conference and was signed by delegates the following day.

  • MIL-OSI China: Transformed NW China desert region emerges as travel hotspot

    In the blazing heat of June, tourists dash down sun-scorched dunes, ride camels on golden sands, and cool off in shimmering desert pools. Laughter, excitement and the hum of singing bowls fill the air.

    Tucked along the edge of the Tengger Desert in northwest China’s Ningxia Hui Autonomous Region is Shapotou, a national resort area where river, sand and stars converge.

    Once infamous due to encroaching desert dunes and deadly sandstorms, this remote region is now a vibrant symbol of ecological restoration and thriving desert tourism.

    In the past, desertification still threatened Shapotou’s very survival, as dunes advanced several meters annually — swallowing fields and homes.

    Shapotou first attracted serious attention with the construction of the Baotou-Lanzhou railway in 1958, which was China’s first desert railway. To protect it, national focus and efforts converged at Shapotou.

    Researchers and local residents worked together to develop and use a straw checkerboard technique to fight desertification. Along with tree planting and other endeavors, millions united to gradually stop the sand dunes from advancing. Over the course of several decades, the desert eventually retreated by 25 kilometers — a landmark victory in ecological restoration.

    With the settling of the desert sands, new opportunities emerged in this region. Former tourism official Tao Neng recalled that officials from Europe and the United States once came to study desertification control at Shapotou, while backpackers from the West were drawn to this area by the mystery of the Silk Road.

    Intrigued by their fascination, Tao studied English in Beijing to better understand the appeal. It was then that he realized why people loved the desert — its sunrises, sunsets, rainstorms and rainbows offer rare beauty, far removed from the concrete and pressures of city life.

    Though born in the city of Zhongwei in Ningxia, Tao first saw the desert turn pink after rain through this job, while also discovering its hidden oases and villages, and learning to embrace sandstorms as a unique life experience.

    To capture these impressions, he kept a notebook in which visitors from around the world could write about their desert journeys. Their reflections sparked ideas that helped lay the foundation for today’s nationally renowned Shapotou tourist area.

    Inspired by international desert tourism models, Shapotou introduced sandboarding, desert surfing and even zip-lining across the Yellow River. In 2007, it became a national 5A-level scenic area — drawing nearly 600,000 visitors that year.

    Recent years have seen a shift toward premium, immersive desert experiences. In 2020, the first phase of the Desert Star Hotel opened, offering luxury stargazing stays with rooms priced at up to 2,000 yuan (about 279 U.S. dollars) per night. Despite the cost, these rooms are often fully booked.

    To cater to younger travelers, the local government built a desert campsite featuring ensuite tents, music festivals and stargazing installations. According to the hotel’s general manager, these tent accommodations enjoyed an occupancy rate of nearly 90 percent last year, while the government’s investment has already been fully recovered.

    The booming tourism industry has brought real change to this area. Local data revealed that Zhongwei’s tourism employment level had risen from 40,000 in 2014 to 70,000 in 2024. Major brands now stage product launches in the dunes, while hit reality shows have chosen Shapotou as a backdrop.

    The transformation of Shapotou also reflects China’s national strategy of building an ecological civilization — which places green development at the heart of its modernization goals.

    Notably, as one of the countries most severely affected by desertification, China has launched large-scale ecological projects to combat land degradation, particularly in its northern and northwestern regions.

    Shapotou’s success is part of broader national efforts like the Three-North Shelterbelt Forest Program, a decades-long afforestation initiative launched in 1978. This massive project has mobilized millions of people to carry out reforestation, sand control and grassland restoration across vast stretches of northwest, north, and northeast China.

    By 2023, the program, the world’s largest of its kind, had completed 480 million mu (about 32 million hectares) of afforestation, rehabilitated 1.28 billion mu of degraded grassland, and treated 500 million mu of desertified land. As a result, forest coverage in the project area had increased from 5.05 percent in 1978 to 13.84 percent in 2023.

    As a pioneer of desert tourism in China, Shapotou is now developing more upscale desert vacation experiences. In 2024, the Tengol Desert Resort opened its doors, offering minimalist sand-toned villas modeled after ancient Silk Road camel towns. Backed by 200 million yuan in infrastructure investment, the resort runs on sustainable systems — no plastic bottles and no underground water extraction.

    Offering 105 rooms, it boasts a spa, bar, desert adventure experiences and gourmet meals, featuring Helan Mountain wine and local Tan sheep. All rooms were fully booked by February for this year’s May Day holiday — 75 percent by women seeking tranquility and quality travel.

    “We used to think of the desert as something to conquer,” said Zhang Ying, general manager of the hotel. “Now we’ve learned to live in harmony with it. Even as sandstorms rage outside, our guests can sip coffee and take in the view in complete comfort.”

    As China emerges as a global hub for smart manufacturing and technological innovation, German companies are ramping up their presence and partnerships in the country, moving beyond traditional technology transfer to embrace joint R&D and ecosystem-level collaboration.

    At the Sino-German Smart Manufacturing Matchmaking Conference held from Tuesday to Thursday in Hefei, east China’s Anhui Province, nearly 100 German enterprises — including industry leaders like BMW and Siemens — gathered to explore new opportunities, signaling a renewed momentum in bilateral industrial cooperation.

    The three-day conference included field visits, matchmaking sessions and in-depth exchanges, resulting in 28 trade and investment deals worth over 6.8 billion yuan (about 949.46 million U.S. dollars). These covered a wide range of sectors, from new energy and intelligent connected vehicles to high-end equipment, life sciences, environmental protection, and artificial intelligence.

    For Helmut Heuser, managing director of Wurth Electronic ICS (Shenyang) Co., Ltd., it was already his third trip to Anhui this year — a province now widely recognized for its high-tech orientation and smart manufacturing strengths.

    “This region’s automotive industry and innovation capabilities are booming,” said Heuser. “We hope to gain new customers, discover new market possibilities, and seize fresh opportunities here.”

    His company has already provided battery management systems and smart controllers for several Chinese companies, including Anhui-based auto giant JAC Motors, and is collaborating in fields like industrial robotics to co-develop new intelligent solutions.

    As China’s innovation engine gathers strength, Sino-German cooperation is evolving from one-way technology import into a model of joint innovation and mutual empowerment, offering a collaborative blueprint for global smart manufacturing.

    “We are cooperating for decades and decades in the past 40 years. It was very successful, mainly because German companies brought a lot of technology here and support the Chinese companies to upgrade,” said Maximilian Butek, executive director and board member of the German Chamber of Commerce in China, the east China region.

    However, he noted that the two sides are now engaged in a different game, as Chinese enterprises and talent are demonstrating strong innovation potential, attracting many German companies to carry out R&D in China and export technologies to the global market.

    According to the 2024/2025 Business Confidence Survey by the German Chamber of Commerce in China, 92 percent of member companies plan to stay in China, and about half intend to increase their investment over the next two years.

    This long-term commitment reflects not only confidence in the Chinese market, but also recognition of the country’s growing innovation capacity.

    In fact, 55 percent of German companies operating in China expect their Chinese counterparts to become innovation leaders in their industries within the next five years, and nearly half of the surveyed firms plan to enhance competitiveness through partnerships with Chinese players.

    German high-tech firm Trumpf Group, a century-old leader in machine tools and laser technology, has seen rapid growth in China since entering the market in 2000. It has also deepened cooperation with local partners in advancing manufacturing digitization.

    “In the new energy vehicle sector alone, over 2,000 processes require lasers. For example, copper and aluminum alloys — key materials in power batteries — are highly reflective and can create welding splashes that pose safety risks,” said Yang Gang, president of Trumpf Group (China). “By working with Chinese partners, we’ve developed processes to suppress splatter and overcome these technical bottlenecks.”

    Sino-German cooperation is now scaling from individual projects to ecosystem-level coordination, encompassing shared technologies, harmonized standards, and integrated production capacity.

    Reflecting this growing momentum, earlier this year BMW deepened its local AI ecosystem by integrating DeepSeek, following its strategic partnership with Alibaba in large language models. In June, the Sino-German Standardization Innovation Center was officially launched, aiming to produce more joint standardization outcomes in smart manufacturing and beyond.

    Meanwhile, Feiwo Technology signed a strategic cooperation agreement with German aerospace parts manufacturer Heggemann, combining China’s cost-efficiency and Germany’s lean production expertise to jointly develop core aircraft components.

    Smart manufacturing has been identified as a national priority in China. And international cooperation — particularly with Germany, a long-time industrial partner — plays a crucial role in driving technological advancement and industrial upgrading.

    In the face of growing global uncertainties, many German companies noted that Sino-German cooperation in smart manufacturing is expected to generate mutual benefits and contribute to greater stability in global supply chains.

    “Sino-German cooperation offers mutual benefits,” said Heuser. “For China, it is access to German industrial know-how and EU market pathways. For Germany, it is faster innovation cycles and access to China’s vast data resources. Together, we believe we can set global benchmarks for Industry 4.0, combining Germany’s quality-first approach with China’s speed-to-market advantage.”

  • MIL-OSI New Zealand: Prompt arrest after vehicle stolen opposite Napier Police Station

    An alleged car thief in Napier picked the wrong location to try her luck – getting arrested within 10 minutes of stealing a vehicle parked opposite the Police station.

    Shortly before 10am today, a courier driver was delivering a parcel to a premises on Station Street, opposite the Napier Police Station.

    Senior Sergeant Su Robinson says the driver left his vehicle running, as was his usual practice, when a woman got into the vehicle and drove off with the van loaded full of parcels.

    “The driver has urgently run into the front counter of the Police Station and let front desk staff know,” she says.

    “An immediate call went out to all staff on the radio with the details, and staff have sprung into action.”

    Officers have made area enquiries, and located both the van and the woman on Masefield Avenue.

    The 27-year-old woman was arrested, and she is due in Napier District Court on 3 July charged with unlawfully taking a motor vehicle.

    Senior Sergeant Robinson says the woman will also face a burglary charge, after the arresting officer located property on her relating to a previous burglary.

    “While officers were fortunate to make an incredibly quick arrest on this occasion, we’d urge anyone leaving their vehicle even for a short time to please ensure it is locked – as it only takes a second for someone to steal it.”

    The Northern Territory Police Force attended a large disturbance at Willowra community yesterday afternoon.

    About 5pm, the Joint Emergency Services Communication Centre received reports of up to 60 people armed with various weapons involved in a disturbance. Two vehicles are also believed to have been deliberately set on fire.

    Ti-Tree Police deployed to the community and the group dispersed.

    Investigations are ongoing.

  • MIL-OSI Australia: Update on Port Lincoln murder

    Investigations are continuing into the murder of a 39-year-old man in Port Lincoln earlier this month.

    Police wish to reassure the public that the accused a, 34-year-old local woman Tamika Chesser, remains in custody charged with murder, and that this was not a random incident.

    Just before 3.30pm on Thursday 19 June, police and emergency services were called to a unit on Flinders Highway, Port Lincoln after reports of a small fire.

    When police entered the property, they located a deceased man.  He is believed to be the occupant and Tamika’s partner, Julian Story, 39 years old.

    It was a confronting scene for police and emergency services personnel as Julian’s body had been dismembered.   Julian’s head had been removed during the dismemberment and, despite extensive searches, has not yet been located.

    Investigators believe Julian was killed around midnight on the Tuesday 17 June.

    Police are trying to track Tamika’s movements in the week of the murder, particularly between midnight on Tuesday night and the report of the fire at 3.30 pm on Thursday afternoon.

    Major Crime detectives have released images of the clothing she was wearing during this time in the hope that it will jog people’s memories.  Police are appealing to local residents to review any CCTV or dashcam footage they have which may assist the investigation. (Images below)

    Detective Superintendent Darren Fielke said, “All murders cause pain and grief for victims’ families and friends.  The circumstances of this murder are particularly harrowing, confronting and distressing.  Major Crime detectives have spoken with Julian’s family who are devastated by his loss and also by the circumstances surrounding his death.

    “We are releasing the details of this horrific crime because it is vital for Julian’s family to peacefully lay him to rest.

    “We know that Tamika did not drive a vehicle and regularly walked around the township of Port Lincoln.  We are appealing to anyone who can help us to identify Tamika’s movements to please contact police.”

  • MIL-OSI Russia: Rizalits, arches, modillions: 60 neoclassical buildings to undergo major renovations in Moscow

    In 2025, the Moscow Capital Repair Fund (CRF) will celebrate 10 years since it began operating in the capital. As in previous years of the capital repair program for housing, the city continues to put more and more new buildings in order. Particular attention is paid to preserving the architectural authenticity and iconic buildings. Thus, this year, specialists from the Moscow City Services Complex will renovate 60 buildings built by architects and engineers in the neoclassical style.

    Half-columns with capitals, bas-reliefs and modillions

    A new life will be given to a seven-story residential building at 3-5 Krasnoprudnaya Street, Building 1. It was built in 1947 in the Soviet neoclassical style. It has a through arched passage. The façade is distinguished by rustication and is richly decorated. To the left of the central vertical axis is a massive group with a pediment: half-columns of the Corinthian and Ionic orders are arranged in three tiers, between which the walls are decorated with panels and bas-reliefs.

    The specialists will comprehensively repair the facade and work on the engineering systems. To preserve the original beauty of the building, they developed an individual project, which took into account all the features of its design and selected modern domestic materials. As a result, the house will be transformed, while its architectural individuality will be preserved and its operational qualities will be improved.

    Work on the facade will begin with clearing the old paint coating, then the craftsmen will knock off the old plaster. After that, all surfaces will be completely washed. The facade will be plastered again, and the surfaces will be painted. For this, the shades “light brown ash” and “pastel sand” were chosen.

    In addition, all decorative elements will be restored: semi-columns with capitals, bas-reliefs, modillions under the crowning cornice. The balconies on the facade will be repaired, and a new external drainage system will be hung. It is planned to update the entrance groups, replace doors and windows in common areas. Craftsmen will put the basement of the building in order, replace the risers of hot and cold water supply, central heating and drainage.

    Stucco, arches and niches

    In 2025, a residential building of variable number of storeys (seven, eight and 10 storeys) at 13/3 Sadovaya-Chernogryazskaya Street, building 1, will undergo a major overhaul. It was erected in 1929–1930 according to the design of architect Viktor Kokorin. The building consists of a long rectangular volume with two through passages into the inner courtyard and a quadrangular part. Its ends adjoin the neighbouring houses. The façade has projections, arches and niches. The first two floors are decorated with pilasters, architraves and portals, the balconies of the fifth to seventh floors are decorated with brackets with stucco. Along the perimeter, the house is crowned with a composite profiled cornice with dentils and modillions.

    The specialists will put the facade and roof in order, and also replace the engineering systems and risers. The work affecting the facade began with clearing and washing the open surfaces. It is planned to repair all architectural elements: columns, pilasters with capitals, brackets, moldings, crowning cornice. The lost elements will be restored.

    After that, the building will be plastered and painted, in particular, the historical colors of beige and light brown oak will be preserved on the facade. In addition, the entrance groups and windows in common areas will be updated, the slopes will be repaired and the ebbs will be replaced, the blind area and base will be put in order, a new external drainage system will be hung on the building. The sheathing and roofing will be laid on the pitched roof, the temperature and humidity regime will be established using mineral wool slabs, and the wooden structures will be treated with a fire-retardant composition.

    On the courtyard side of the facade, the external garbage chute is being repaired. In the engineering systems, the main water drainage, cold and hot water supply lines will be replaced. Next, they will work on the central heating and risers.

    Pinnacles, interfloor belts and balustrades with pedestals

    Recently, a major overhaul of the 16-story building at 120 Mira Avenue was completed. It was built in 1955. Its façade is symmetrical, the central part is accented by a portico and decorated with pilasters with capitals and bas-reliefs. The protruding side wings are highlighted by towers, arched galleries, acroteria and pinnacles. The walls of the lower four floors are treated with rustication. The roof railing is made in the form of a balustrade with pedestals and acroteria.

    After a preparatory complex of measures, the four lower floors, covered with rusticated plaster, were painted in a historical pale brown color. The upper floors made of ceramic blocks were hydrophobized: the facade surfaces were covered with a water-repellent layer for reliable protection of the external walls of the building.

    Particular attention was paid to the complex architectural decor. The craftsmen restored the appearance of the tower tops and pinnacles, the walls in the arched galleries and the interfloor belts. In addition, the decorative capitals, balustrades with pedestals were repaired. The specialists installed new window units in the common areas, tidied up the entrance groups and balconies, and replaced the drainpipes.

The acceptance of applications for participation in the auction will end in the period from July 4 to 22, the auctions will be held from July 15 to 31.
