  • MIL-OSI Security: Sun Prairie Man Sentenced to 30 Months for Illegally Possessing Firearms

    MADISON, WIS. – Timothy M. O’Shea, United States Attorney for the Western District of Wisconsin, announced that Javaris Nunn, 33, Sun Prairie, Wisconsin, was sentenced June 24, 2025, by Chief U.S. District Judge James D. Peterson to 30 months in prison for possessing firearms and ammunition as a convicted felon. Nunn pleaded guilty to this charge on March 26, 2025.

    On December 28, 2023, Nunn was a rear passenger in a vehicle that was stopped because it did not have a license plate. Next to Nunn, officers found a backpack containing an unloaded Glock 42 .380 caliber handgun and a loaded Smith & Wesson M&P .45 caliber handgun with the serial number scratched off. While Nunn denied knowledge of the handguns, the Wisconsin State Crime Laboratory found evidence of Nunn’s DNA on both guns.

    Nunn has prior felony convictions for theft from a person, felon in possession of a firearm, and robbery. As a convicted felon, Nunn cannot legally possess firearms or ammunition.

    At sentencing, Judge Peterson said that he was considering not only Nunn’s traumatic past and positive characteristics, but also his significant criminal history and the severity of the offense.  Judge Peterson noted that Nunn carrying firearms was a recipe for disaster. Judge Peterson imposed the sentence to run concurrently with a state revocation sentence and ordered that Nunn serve three years of supervised release.

    The charge against Nunn was the result of an investigation conducted by the Dane County Sheriff’s Office and the ATF Madison Crime Gun Task Force consisting of federal agents from ATF and Task Force Officers from state and local agencies representing the Western District of Wisconsin. Assistant U.S. Attorney Corey Stephan prosecuted this case.

    This case has been brought as part of Project Safe Neighborhoods (PSN), the U.S. Justice Department’s program to reduce violent crime. The PSN approach emphasizes coordination between state and federal prosecutors and all levels of law enforcement to address gun crime, especially felons illegally possessing firearms and ammunition and violent and drug crimes that involve the use of firearms.

    Today, Congressman Morgan McGarvey sent a letter to EPA Administrator Lee Zeldin raising the alarm about a sharp spike in forever chemicals detected in the Ohio River, which is downstream of notorious polluters like the Chemours Washington Works Plant.

    Data from Louisville Water shows that in November 2024, detected levels of the PFAS chemical GenX spiked dramatically, jumping from under 5 parts per trillion (ppt) to over 50 ppt. Studies have revealed that GenX consumption can have adverse effects on the liver, kidneys, immune system, offspring development, and an association with cancer.

    Dear Administrator Zeldin, 

    In light of your announced intention to revisit maximum contaminant levels for per- and polyfluoroalkyl substances (PFAS) and related chemicals, I am writing to express a significant concern for my district, Louisville, Kentucky, and the numerous communities that rely on the Ohio River for their drinking water. I urge you to carefully consider the concerning health impacts that these communities and others across the country will face if per- and polyfluoroalkyl substances continue to pollute our nation’s waters. 

    Further, if your review of the regulatory determinations made under the Safe Drinking Water Act does lead to reduced protections for Kentuckians with PFAS in their drinking water, I ask that you please provide your plan to prevent the continued release of PFAS pollutants into their waterways in the first place and how to hold polluters accountable for alarming spikes like the one seen in November 2024. The chart indicating this spike is included below. 

    While Louisville Water remains confident in its ability to treat the water from the Ohio River, the responsibility of preventing PFAS from entering the waterways ultimately lies with the polluters themselves. Data from Louisville Water, which provides drinking water to roughly one million customers in Jefferson, Shelby, Spencer, Bullitt, Hardin, and Nelson counties in Kentucky, shows that in November 2024, detected levels of the PFAS chemical GenX spiked dramatically, jumping from under 5 parts per trillion (ppt) to over 50 ppt. 

    Chemours, a spin-off of DuPont Chemicals, developed hexafluoropropylene oxide dimer acid (HFPO-DA, or GenX) as a replacement for perfluorooctanoic acid (PFOA) in various industrial and consumer applications. GenX was designed to address concerns stemming from litigation related to PFOA’s toxicity. It is used in high-performance polymers for manufacturing cabling, cookware, non-stick coatings, laptops, cell phones, and other similar applications. GenX chemicals have been found in surface water, groundwater, drinking water, rainwater, and air emissions. Studies have revealed that GenX consumption can have adverse effects on the liver, kidneys, immune system, offspring development, and an association with cancer.   

    In 2024, EPA established the first-ever national drinking water standards to protect Americans from exposure to a wide range of PFAS, including GenX. Per your May announcement, EPA now intends to rescind regulations for GenX and some other PFAS chemicals while conducting a review of the legal process in making those regulatory determinations under the Safe Drinking Water Act. As your agency conducts this review of the regulatory process, I urge you to consider the harm that rescinding GenX limits in drinking water will have on my constituents and other communities along the Ohio River downstream of notorious polluters like the Chemours Washington Works Plant.

    As announced in the President’s political Political Guidelines 2024-2029[1] the Commission has adopted a Water Resilience Strategy[2] ‘to ensure sources are properly managed, scarcity is addressed, and that we enhance the competitive innovative edge of our water industry and take a circular economy approach’. In this context, the strategy addressed the need to boost innovation and consider innovative financing solutions, including private investment.

    In recent years, key pieces of EU water sector legislation[3] have entered into force regarding drinking water[4], urban wastewater[5] and water reuse[6].

    These set ambitious requirements that necessitate innovative solutions, including treatment technologies, leakage management, energy management and circular water use. Innovations in these areas can further strengthen the competitive advantage of the EU water sector.

    The Water Resilience Strategy includes a number of proposals to mobilise the necessary public and private financing. The Cohesion policy funds[7] recent mid-term review[8] proposed by the Commission provides exceptional incentives for investing in water including up to 100% EU financing for this purpose.

    Civil society organisations (CSOs) play a key role in upholding fundamental rights, democracy and the Rule of Law. The Commission is committed to defending the core values which the EU is founded upon, and to ensuring a safe and enabling environment for civil society can freely defend and uphold these core values in their day-to-day work.

    To carry out their functions, CSOs must be protected, supported and empowered. The Commission has a dedicated policy work strand on a thriving civic space[1], which includes the 2023 Recommendation to Member States on civic engagement[2].

    Under the Citizen Equality Rights and Values programme[3], it has also supported almost 1 500 CSOs in all 27 Member States. During its current mandate, the Commission will further step up its engagement with civil society, which will include the development of an EU Civil Society Strategy and further engagement with civil society through a Civil Society Platform.

    The Commission also monitors significant developments concerning the situation of civic space in the context of its annual Rule of Law Report.

    The 2024 chapter on Greece reports that concerns regarding the space for civil society remain. It also refers to the Bekir-Ousta and Others group of cases[4] decided by the European Court of Human Rights, which have been pending implementation for more than 15 years.

    The Commission will continue to monitor developments in this area and will provide an up-to-date assessment in its 2025 Rule of Law Report.

    Highland Councillors have restated their commitment to a partnership between the Council, NHS Highland and WildLand to see a new North Coast Care Facility developed in Tongue in Sutherland at today’s meeting of The Highland Council.

    The development which compliments WildLand’s creation of new housing in the area is underpinned by the Council’s partnership with NHS Highland, who have developed a full business case for a future health and care facility in Tongue.

    At the meeting in Council headquarters today Members agreed that the partnership with WildLand remains the most economically advantageous option for the delivery of the North Coast Care Facility; and agreed that The Highland Council will complete a legal agreement with WildLand and NHS Highland to formalise their joint commitment to the project.

    Chair of Highland Council’s Health, Social Care and Wellbeing Committee, Cllr David Fraser said: “A lot of work has been done over recent years to bring us to this point where Council can confirm and restate its agreement to progress this project.  I would like to pay tribute to current and previous local members and community representatives for their unwavering commitment to seeing this project through to this point and beyond.

    “With partners, this development aligns well with the Council’s work in relation to establishing Community Points of Delivery (PODs) which are part of the Council’s Highland Investment Plan.

    “I am very pleased that the decisions made today bring us closer to providing much needed health and social care facilities and new housing for the Sutherland communities.”

    David Park, NHS Highland’s Deputy Chief Executive said: “We welcome the agreed commitment by The Highland Council and we will continue to work together and with the local community members to progress this important integrated redesign of local care services.”

  • MIL-OSI United Kingdom: City Service to continue as Council’s In-House Bus Team steps in

    The Highland Council’s In-house Bus team are gearing up to take over a key Inverness bus route, ensuring regular passengers and visitors to the city are not left without a service.

    The move follows the announcement from Stagecoach that their 4 and 7 services will be withdrawn from Monday 7 July.

    The new number 7 service provided by The Highland Council branded buses will start on Friday 4 July to coincide with the start of the school holidays.  It will operate Monday to Saturday and take passengers from the Holm Dell and Culduthel areas to Inverness City Centre.

    The route will commence at Bridge St (Gellions) and serve Drummond Road, Broom Drive, Drumdevan Road, Morven Road, Stratherrick Road and Holm Dell Drive before returning via the same route terminating at Castle Street.

    Chair of the Council’s Economy and Infrastructure Committee, Councillor Ken Gowans said: “I’m delighted that our In-house bus team has been able to react so quickly and positively to the news that Stagecoach are withdrawing their service that connects the Holm Dell and Culduthel communities with the city centre. Having reliable bus services to take passengers into the city centre is vital in order to help those who rely on buses to get around and to encourage more people to use public transport.

    “When we set up our In-House bus service, we said one of its strengths would be the ability to be flexible and to react to customer demands, so I look forward to seeing our branded buses covering the route.”

  • MIL-OSI United Kingdom: Accounts Commission commends Highland Council’s culture of transformation

    Members of today’s meeting of The Highland Council (26 June 2025) have considered and agreed the Accounts Commission’s Best Value report, which was published in April 2025 and highlights organisational improvements across leadership, performance management and community engagement.  

    In April’s report, the Accounts Commission recognised and welcomed significant progress within the organisation since the 2020 Best Value Assurance Report (BVAR) and commended the embedded culture of transformation; noting however that the Council would have to maintain momentum and continue identifying transformation opportunities.  

    These points were acknowledged in the first annual progress report for the Operational Delivery Plan approved by Council on 15 May 2025.  Highlights from the progress report which sets out the transformation programme included:  95% of the planned savings of £27.6m will have been delivered (excluding those savings associated with adult social care); the significant level of staff engagement undertaken within the organisation, along with examples of innovative approaches to income generation.   

    Convener of the Council Cllr Bill Lobban said: “Whilst the Accounts Commission’s report covers financial management and sustainability, a significant point which it did not reference is that the Council’s 2025/26 budget does not make use of any reserves to meet the revenue gap.  This was important to us, as it ensures the Council’s financial sustainability. We are here for people for the long haul.”   

    “Highland faces unique geographic challenges, with central government funding failing to account for the fact that we deliver services across a vast remote and rural area. Elected members therefore need to make tough decisions when it comes to setting the budget. The £12.9m worth of additional savings that were approved will enable strategic investment of £14m in energy and transport, planning for the needs of the next generation.”   

    The Council’s response to the report provides assurance that the organisation’s borrowing, savings and investment of council tax revenues remains an affordable, prudent and sustainable way to fund the necessary transformation, without requiring the use of reserves to fund revenue gaps.   

    The Accounts Commission’s report has concluded that appropriate and effective financial management arrangements are in place.

    BEIJING, June 26 (Xinhua) — The crew members of the Shenzhou 20 manned spacecraft, who are currently aboard China’s space station, completed the second round of extravehicular activity on Thursday, the China Manned Space Administration (CMSA) said.

    The three astronauts, Chen Dong, Chen Zhongrui and Wang Jie, worked for about 6.5 hours and completed their tasks by 9:29 p.m. Beijing time. The astronauts were assisted by a robotic arm and a team of scientific and technical experts on the ground.

    Chen Dong and Chen Zhongrui, who were assigned to perform the spacewalk, installed the space debris protection device and carried out inspection and maintenance of the external equipment and facilities.

    They also installed leg adapters and interface modules on the external platform, which will improve the efficiency of spacewalks. As a result, the duration of future spacewalks is expected to be reduced by about 40 minutes, CMSA noted.

    The Shenzhou-20 crew members are currently conducting various scientific experiments in a planned manner. In the future, the astronauts will focus on conducting scientific research and technology tests in key areas such as space life science, fundamental microgravity physics, space material science, space medicine and new space technology. –0–

    Washington (June 26, 2025) – Senators Edward J. Markey (D-Mass.) and Elizabeth Warren (D-Mass.) today led the entire Massachusetts Congressional delegation in writing to U.S. Immigration and Customs Enforcement (ICE) Acting Director Todd Lyons and ICE ERO Boston Acting Field Office Director Patricia Hyde, pressing them on whether ICE was violating agency standards and holding detainees in inhumane conditions at a facility in Burlington, Massachusetts. The lawmakers also warned of the damage from a new ICE policy to shield field offices from public view by preventing members of Congress from making unannounced visits as part of their oversight — a key function of their job to serve their constituents.
    U.S. Representatives Jake Auchincloss (D-Mass.), Seth Moulton (D-Mass.), Stephen Lynch (D-Mass.), Jim McGovern (D-Mass.), Richard Neal (D-Mass.), Bill Keating (D-Mass.), Katherine Clark (D-Mass.), Lori Trahan (D-Mass.), and Ayanna Pressley (D-Mass.) also joined Senators Markey and Warren on the letter.
    “We are disturbed that ICE appears to be using the Burlington facility beyond its original design to detain people in inadequate conditions in Massachusetts — and that ICE is undermining public transparency and accountability,” wrote the lawmakers.
    New reports reveal that ICE is holding people for days at a time at a field office in Burlington, Massachusetts, an office building designed to process people for no more than a few hours. ICE’s own policy says that, barring “exceptional circumstances,” no one should be detained in a field office holding facility for over 12 hours. But in recent months, ICE has used the Burlington office as a “de facto detention facility,” with conditions made worse by the Administration’s attempts to triple the number of ICE arrests per day.
    Conditions at the facility are reportedly abysmal, including inadequate food, drinking water, beds, medical care, hygiene supplies, and more. These conditions appear to violate ICE’s own standards, warranting immediate attention.
    ICE also recently changed its policy to prohibit members of Congress from making unannounced visits to field offices used for detention, undermining public transparency. Meanwhile, ICE continues to dispute individuals’ reports of what they have personally experienced at those same field offices.
    “In effect, ICE appears to be violating its own detention standards, denying reports of violations, and then preventing the American public’s representatives from witnessing those violations,” wrote the lawmakers.
    The lawmakers requested a congressional briefing and pushed for answers regarding conditions at the Burlington facility, with a deadline of July 10.

Markey (D-Mass.), Democratic Leader Chuck Schumer (D-N.Y.), and Finance Committee Ranking Member Ron Wyden (D-Ore.) today wrote to Senate Majority Leader John Thune (R-S.D.) and Finance Committee Chair Mike Crapo (R-Idaho) with concerns that the proposed cuts in the Republican budget reconciliation bill to Medicaid and the Supplemental Nutrition Assistance Program (SNAP), or allowing the enhanced Affordable Care Act (ACA) premium tax credits to expire for 3 million small businesses, including more than 34,000 Massachusetts small businesses, would be a disaster for families and small businesses across the country.
    More than 40 percent of small business owners surveyed by Small Business For America’s Future (SBAF) are concerned that health care cuts would make it harder to compete with large companies, hurt local economies, and result in higher employee turnover and lower productivity. Small business owners are working entrepreneurs who fuel local economies and create jobs. Gutting these lifelines to give more tax breaks to billionaires is an insult to the workers and business owners who keep our communities going.
    The lawmakers write, “It is no surprise that small business owners across the country do not support Republicans’ health care and nutrition cuts: 7 in 10 small business owners oppose cutting healthcare programs while extending tax breaks for the wealthy. As a small business owner in Pennsylvania stated, ‘These cuts don’t solve problems – they shift costs from government programs onto the businesses least able to absorb them, all while extending tax breaks for corporations that already pay lower effective rates than the corner store.’ Small businesses succeed when their owners and employees are healthy, secure, and financially stable. Policies that strip away basic support systems in favor of giveaways for the ultra-wealthy don’t just hurt families, they stifle entrepreneurship and economic growth. The Senate reconciliation bill should recognize this and support America’s small business owners and employees. If this bill is enacted, small businesses would lose while big corporations and the ultra-wealthy win.”
    “Small businesses cannot afford to be shut out of access to affordable healthcare. Medicaid, CHIP, SNAP, and enhanced ACA premium tax credits are lifelines for small business owners, their families, and their workers. If Republicans gut these programs or allow them to expire, health care costs for small businesses and their families will skyrocket, employees will lose coverage, and entrepreneurs will be stifled,” said Senator Markey. “We must expand access to health coverage for all, especially small businesses.”
    “The GOP plan will destroy Main Street just to give more tax cuts to Wall Street. Republicans’ healthcare cuts will cripple the ability of small businesses to provide affordable health insurance for their employees and raise costs to make it even harder for small businesses to stay afloat, especially when so many are already being crushed by the higher prices of Trump’s tariffs,” said Leader Schumer. “Small businesses are the lifeblood of this country and the staggering healthcare cuts could cause Main Street businesses to shutter in every corner of the country. Republicans are dead set on continuing their billionaire tax giveaway, but Senate Democrats will not stop fighting to expose the cruelty at the heart of this legislation.”
    “The Republican prescription to cut lifeline health care programs will clobber small businesses making every ounce of effort to keep their lights on,” said Senator Wyden. “I’ve heard firsthand from Oregonians in red and blue communities alike that losing health care coverage will mean one more extra cost that’s hard to afford.     Small businesses owners surveyed by SBAF expressed fears that the Republican tax scam will impact their ability to compete and retain employees, squeeze their bottom lines, and ultimately threaten the survival of their businesses and their access to essential health care. The SBAF survey also found that:
    Over half of small businesses surveyed have owners, employees, or family members who rely on Medicaid, CHIP coverage, or use the ACA premium tax credits.
    A majority of those surveyed stated that small businesses would face financial pressure if health care program cuts were enacted.

The GRB originally included 19 bands of Ottawa people who lived along the Grand River and other waterways in Southwest Michigan.     UN CHARTER
    The Secretary-General spoke at the special General Assembly session this morning and he said that the UN Charter is a declaration of hope — and the foundation of international cooperation for a better world. And from day one, he added, the United Nations has been a force of construction in a world often marked by destruction.
    Mr. Guterres said that upholding the purposes and principles of the Charter is a never-ending mission. But he warned that today, we see assaults on the purposes and the principles of the UN Charter like never before.
    On and on, he said, we see an all too familiar pattern: Follow when the Charter suits, ignore when it does not. But the Secretary-General said the Charter of the United Nations is not optional, and it is not an à la carte menu. We cannot and must not normalize violations of its most basic principles.
    He urged all Member States to live up to the spirit and letter of the Charter, to the responsibilities it demands and to the future it summons us all to build.

    OCCUPIED PALESTINIAN TERRITORY
    Turning to the situation in Gaza, the Office for the Coordination of Humanitarian Affairs tells us that civilians continue to be killed and they continue to be injured daily – whether in Israeli air strikes, shelling, or while trying to just find food for their families. These tragic events must not be accepted as normal, ever.
    This afternoon, our partners working on health reported a mass casualty incident following a strike in Deir al Balah – with Al Aqsa Hospital said to have received more than 20 people killed and some 70 injured. Additional wounded patients were transferred to Nasser Medical Complex and two other medical facilities.
    Our partners working on health also tell us an increase in preventable diseases is being seen. In just the past two weeks alone, over 19,000 cases of acute watery diarrhoea have been recorded, alongside over 200 cases each of acute jaundice syndrome and bloody diarrhoea.
    These outbreaks are directly linked to the lack of clean water and the lack of sanitation in Gaza, underscoring the urgent need for fuel, the urgent need for medical supplies, the urgent need for water, the urgent need for sanitation and the urgent need for hygiene items. All of this to prevent any further spread of the collapse of the public health system, which is already in dire, dire situation.
    In a social media post, the World Health Organization noted that yesterday, it delivered its first medical shipment into Gaza since 2 March, when Israel imposed a full blockade on the Strip. Nine trucks carrying essential medical supplies, some 2,000 units of blood, and 1,500 units of plasma were transported from Kerem Shalom.
    These supplies will be distributed to priority hospitals in the coming days. The blood and plasma were delivered to Nasser Medical Complex’s cold storage facility for onward distribution to other hospitals facing critical shortages amid the growing influx of patients we have been speaking about.
    However, WHO reminds us that all these medical supplies are only a drop in the ocean of what is actually needed.

  • MIL-OSI Global: Natural hazards don’t disappear when the storm ends or the earthquake stops – they evolve

    Hurricane Helene lasted only a few days in September 2024, but it altered the landscape of the Southeastern U.S. in profound ways that will affect the hazards local residents face far into the future.

    Mudslides buried roads and reshaped river channels. Uprooted trees left soil on hillslopes exposed to the elements. Sediment that washed into rivers changed how water flows through the landscape, leaving some areas more prone to flooding and erosion.

    Helene was a powerful reminder that natural hazards don’t disappear when the skies clear – they evolve.

    These transformations are part of what scientists call cascading hazards. They occur when one natural event alters the landscape in ways that lead to future hazards. A landslide triggered by a storm might clog a river, leading to downstream flooding months or years later. A wildfire can alter the soil and vegetation, setting the stage for debris flows with the next rainstorm.

    I study these disasters as a geomorphologist. In a new paper in the journal Science, I and a team of scientists from 18 universities and the U.S. Geological Survey explain why hazard models – used to help communities prepare for disasters – can’t just rely on the past. Instead, they need to be nimble enough to forecast how hazards evolve in real time.

    The science behind cascading hazards

    Cascading hazards aren’t random. They emerge from physical processes that operate continuously across the landscape – sediment movement, weathering, erosion. Together, the atmosphere, biosphere and the earth are constantly reshaping the conditions that cause natural disasters.

    For instance, earthquakes fracture rock and shake loose soil. Even if landslides don’t occur during the quake itself, the ground may be weakened, leaving it primed for failure during later rainstorms.

    That’s exactly what happened after the 2008 earthquake in Sichuan Province, China, which led to a surge in debris flows long after the initial seismic event.

    Earth’s surface retains a “memory” of these events. Sediment disturbed in an earthquake, wildfire or severe storm will move downslope over years or even decades, reshaping the landscape as it goes.

    The 1950 Assam earthquake in India is a striking example: It triggered thousands of landslides. The sediment from these landslides gradually moved through the river system, eventually causing flooding and changing river channels in Bangladesh some 20 years later.

    An intensifying threat in a changing world

    These risks present challenges for everything from emergency planning to home insurance. After repeated wildfire-mudslide combinations in California, some insurers pulled out of the state entirely, citing mounting risks and rising costs among the reasons.

    Cascading hazards are not new, but their impact is intensifying.

    Climate change is increasing the frequency and severity of wildfires, storms and extreme rainfall. At the same time, urban development continues to expand into steep, hazard-prone terrain, exposing more people and infrastructure to evolving risks.

    The rising risk of interconnected climate disasters like these is overwhelming systems built for isolated events.

    Yet climate change is only part of the equation. Earth processes – such as earthquakes and volcanic eruptions – also trigger cascading hazards, often with long-lasting effects.

    Mount St. Helens is a powerful example: More than four decades after its eruption in 1980, the U.S. Army Corps of Engineers continues to manage ash and sediment from the eruption to keep it from filling river channels in ways that could increase the flood risk in downstream communities.

    Rethinking risk and building resilience

    Traditionally, insurance companies and disaster managers have estimated hazard risk by looking at past events.

    But when the landscape has changed, the past may no longer be a reliable guide to the future. To address this, computer models based on the physics of how these events work are needed to help forecast hazard evolution in real time, much like weather models update with new atmospheric data.

    Thanks to advances in Earth observation technology, such as satellite imagery, drone and lidar, which is similar to radar but uses light, scientists can now track how hillslopes, rivers and vegetation change after disasters. These observations can feed into geomorphic models that simulate how loosened sediment moves and where hazards are likely to emerge next.

    Researchers are already coupling weather forecasts with post-wildfire debris flow models. Other models simulate how sediment pulses travel through river networks.

    Cascading hazards reveal that Earth’s surface is not a passive backdrop, but an active, evolving system. Each event reshapes the stage for the next.

    Understanding these connections is critical for building resilience so communities can withstand future storms, earthquakes and the problems created by debris flows. Better forecasts can inform building codes, guide infrastructure design and improve how risk is priced and managed. They can help communities anticipate long-term threats and adapt before the next disaster strikes.

    Most importantly, they challenge everyone to think beyond the immediate aftermath of a disaster – and to recognize the slow, quiet transformations that build toward the next.

    • $112,646 for the Defiance Memorial Airport to design reconstruction of deteriorating taxi lanes and apron pavement.

    This new investment delivered by Congresswoman Kaptur follows $342K awarded to Fulton County Airport in March, 2025, $1 Million awarded to Eugene F.     SUMMARY…Severe storms with a threat of a few tornadoes and
    isolated to scattered damaging winds may develop this afternoon.

    DISCUSSION…An MCV is moving out of the Missouri Valley toward
    southern MN, immediately in advance of a larger-scale
    mid/upper-level trough moving across the northern Plains. A warm
    front is draped from northern IA into southern WI. This front will
    move northward into this afternoon, as a surface wave moves along
    the front near the MN/IA border. Rich low-level moisture is in place
    near and south of the warm front. Midlevel lapse rates are weak, but
    diurnal heating of the very moist airmass will result in MLCAPE
    increasing into the 1500-2500 J/kg range along and south of the
    front.

    Visible satellite indicates some clearing north of the warm front
    from northeast IA into far southeast MN and southwest WI. This will
    allow moderate buoyancy to develop within a region where surface
    winds are backed and effective SRH is locally enhanced. As the MCV
    and surface wave move across the region, supercell development will
    be possible near/north of the warm front and near the surface low,
    with relatively enlarged low-level hodographs supporting a tornado
    threat. Eventually, a broken line of storms may eventually develop
    along a trailing cold front, which could also pose a threat of
    locally damaging winds, and possibly a tornado.

    Watch issuance is likely by early afternoon in order to address
    these threats.

  • MIL-OSI USA: Remarks at the Executive Compensation Roundtable

    Good afternoon. Welcome to all of you attending in person or watching and listening online to today’s roundtable on executive compensation. I thank the very distinguished group of moderators and panelists who have assembled here today for volunteering their time to contribute their thoughts on this important topic.

    As one of the enumerated disclosure items in Schedule A to the Securities Act of 1933,[1] the requirement to provide executive compensation information is as old as the federal securities laws themselves. Over the past ninety years, the Commission has adopted numerous rules requiring more and more information about executive compensation. Some of these rules have come about from Congressional mandates, while others have not. I have been at the SEC in one role or another for a couple of these changes, including the 1992 rulemaking initiated by Chairman Richard Breeden that created the “summary compensation table”[2] and the 2006 rulemaking that introduced “compensation discussion and analysis” and added other compensation tables.[3]

    Today, one might describe the Commission’s current disclosure requirements as a Frankenstein patchwork of rules. The volume and complexity of these rules may be just as scary to a law firm associate performing a “form check” of a proxy statement, as the monster was to Dr. Frankenstein himself when the monster opened its eyes. 

    The Commission amended Item 402 of Regulation S-K in 1992 to state specifically that “This Item [402] requires clear, concise and understandable disclosure of…compensation…”[4] However, one could say that this well-intentioned, three-decade-old statement has become facetious with the passage of time in light of the lengthy narrative disclosure and numerous tables and charts that appear in today’s proxy statements.

    Our rules must be grounded in achieving the Commission’s three-part mission: investor protection, fair, orderly and efficient markets, and capital formation. These rules should be cost-effective for companies to comply with and provide material information to investors in plain English. Most importantly, the information required to be disclosed should be material to the company and understandable to the Supreme Court’s objective reasonable investor.[5]  The outcome of our rules is not effective when companies require highly specialized lawyers and compensation consultants to prepare disclosure that the reasonable investor struggles to understand.

    Today’s roundtable is one of the first steps in considering whether the current executive compensation disclosure requirements achieve these objectives, and if not, how the rules should be amended. In connection with this process, I previously asked the Commission staff to consider several questions in this area and for the public to provide their views on those questions.[6] Thank you to those who have already submitted comment letters. For others who intend to submit a letter, please do so as soon as possible over the next several weeks, to provide the staff time to consider and incorporate your views into any potential rulemaking proposal.

    Thank you to the staff of the Division of Corporation Finance, the Office of Support Operations, the Office of Information Technology, and the Office of Public Affairs for organizing this roundtable. I very much look forward to this afternoon’s discussion.

  • MIL-OSI USA: RIDOH and DEM Lift Advisory at Worden Pond and Recommend Avoiding Contact with Wilson Reservoir

    The Rhode Island Department of Health (RIDOH) and Rhode Island Department of Environmental Management (DEM) have lifted the advisory recommendation for recreational activities at Worden Pond in South Kingstown. The harmful algae bloom (HAB) caused by blue-green algae (cyanobacteria) has cleared. Recent testing shows algae levels are low and no toxins were detected, meeting safety guidelines.

    RIDOH and DEM are also advising people to avoid contact with Wilson Reservoir in Burrillville due to harmful algae blooms (HABs). HABs are caused by blue-green algae, also known as cyanobacteria, which are naturally present in bodies of water. HABs can produce toxins which can be harmful to humans and animals. Toxins and/or high cell counts have been detected by the RIDOH State Health Laboratory from water samples collected by DEM at this location.

    Use caution in all areas of Wilson Reservoir as HABs can move locations in ponds and lakes. All recreation, including swimming, fishing, boating and kayaking, is high risk to health and recommended to be avoided at this location. People should not drink untreated water or eat fish from affected waterbodies. Pet owners should not allow pets to drink or swim in this water. This advisory recommendation remains in effect until further notice.

    Skin contact with water containing blue-green algae can cause irritation of the skin, nose, eyes, and throat. Symptoms can include stomachache, diarrhea, vomiting, and nausea. Less common symptoms can include dizziness, headache, fever, liver damage, and nervous system damage. Young children and pets are at higher risk for health effects associated with HABs because they are more likely to swallow water when they are in or around bodies of water. People who have had contact with these ponds and experience those symptoms should contact their healthcare provider.

  • MIL-OSI Security: Arizona to Evansville Fentanyl Trafficking Operation Dismantled, Landing Two in Federal Prison

    EVANSVILLE— Two men have been sentenced to a combined 16 years in federal prison for their roles in a drug trafficking operation responsible for pumping thousands of counterfeit fentanyl pills from Arizona into Evansville.

    Deriontai Mathis, 31, of Evansville, has been sentenced to 11 years in federal prison followed by five years of supervised release after pleading guilty to possession with intent to distribute fentanyl, two counts of possession of a firearm by a convicted felon and conspiracy to distribute fentanyl.

    Ernest Gilbert, 38, of Arizona, was sentenced in July of 2024 to five years in federal prison followed by three years of supervised release after pleading guilty to distribution of fentanyl and conspiracy to possess with intent to distribute 400 grams or more of fentanyl.

    According to court documents, between September and November of 2022, Mathis and Gilbert conspired together to buy and sell thousands of fentanyl-laced counterfeit oxycodone pills. Gilbert, who resided in Arizona, would obtain the pills, ship or otherwise transport them to Indiana, and then fly to Indiana and drive the pills to Mathis in Evansville.

    On November 10, 2022, during a search of Mathis’s residence, investigators recovered nine plastic bags containing ten thousand counterfeit M-30 fentanyl pills hidden inside of a child’s toy car, a camouflaged backpack that contained $56,800.00 in cash, a body armor vest and nine firearms. During a search of another residence Mathis used to store his contraband, officers recovered three additional handguns and a 12-gauge shotgun.

    In 2015, Mathis was convicted for being a drug abuser in possession of a firearm, thereby prohibiting from ever legally possessing a firearm again.

    This investigation also led to the discovery that Jeremial Leach was a customer of Mathis, purchasing counterfeit fentanyl pills for $10 per pill. In May of 2024, Leach was sentenced to 20 years in federal prison for dealing fentanyl resulting in at least three overdoses and a teen’s death.     “The sentences imposed here should serve as a warning: these poisons kill—and selling them will earn you decades in federal prison,” said John E. Childress, Acting United States Attorney for the Southern District of Indiana. “Our office remains committed to working hand in hand with our state, local and federal partners in order to keep our communities safe, hold drug traffickers accountable, and stop the flow of deadly substances into our neighborhoods.”

    The Drug Enforcement Administration, Bureau of Alcohol, Tobacco, Firearms and Explosives, Evansville-Vanderburgh County Drug Task Force and Evansville Police Department investigated this case. The sentences were imposed by U.S. District Judge Richard L. Young.

    Acting U.S. Attorney Childress thanked Assistant U.S. Attorney Lauren Wheatley, who prosecuted this case.

    Uttar Pradesh Chief Minister Yogi Adityanath and Union Minister for Science & Technology Dr. Jitendra Singh on Thursday laid the foundation stone and performed the Bhumi Pujan for a state-of-the-art Green Data Centre in Sahibabad, Ghaziabad. The project, a collaboration between Central Electronics Limited (CEL), a public sector undertaking under the Ministry of Science & Technology, and ESDS, involves an investment of approximately ₹1,000 crore and boasts a 30 MW capacity.

    Dr. Jitendra Singh described the data centre as a pivotal step in India’s journey toward becoming a self-reliant global digital power. The facility is designed with sustainability at its core, incorporating energy-efficient technologies, renewable energy sources, and eco-friendly practices to minimize environmental impact. It will feature a scalable infrastructure capable of supporting 200 high-density racks per floor, adhering to Tier III/TIA/Uptime-compliant standards for high availability and resilience. Equipped with a 40 Gbps ring fibre network and dual 10 Gbps links for cloud integration and disaster recovery, the centre will also include rainwater harvesting, reflective roofing, and smart cooling systems to enhance energy efficiency.

    Chief Minister Yogi Adityanath praised CEL for its pioneering contributions to solar photovoltaic technology, noting its role in delivering solar-based electricity solutions to tribal and remote areas of Uttar Pradesh. He highlighted CEL’s broader impact beyond defence, including advancements in digital literacy and railway safety, which have strengthened critical infrastructure and supported inclusive growth across the state.

    Dr. Jitendra Singh recalled CEL’s historic legacy, established in 1974 to commercialize indigenous technologies. He noted its introduction of India’s first solar cell in 1977, well ahead of global recognition of solar energy’s potential. Despite facing a severe financial crisis that nearly led to disinvestment, CEL achieved a remarkable turnaround through a public-private partnership model, earning “Mini Ratna” status last year. The minister also underscored CEL’s contributions to strategic sectors, particularly its radars for the Akash Missile System, which played a critical role during Operation Sindhoor. CEL’s innovations extend to defence, railways, and solar sectors, making it a trusted name in innovation-led manufacturing.

    The Green Data Centre is expected to attract startups, enterprises, and government agencies, while generating skilled jobs and fostering local innovation. Dr. Singh also announced the establishment of a Biotechnology Industrial Park in Lucknow and a Startup Conclave in Uttar Pradesh post-Independence Day, reinforcing the state’s growing status as an innovation hub. He thanked CM Yogi Adityanath for his support in promoting science and innovation, citing his role in inaugurating the Central Administrative Tribunal building in Lucknow.

    Highlighting India’s advancements in science and technology, Dr. Singh cited CSIR-NBRI’s development of a 108-petal lotus, the Palampur Institute’s out-of-season tulips offered during the Ram Temple consecration, and the Surya Tilak phenomenon enabled by precise astronomical engineering. He also noted the Department of Atomic Energy’s faecal sludge treatment plants at this year’s Kumbh Mela, which processed 1.5 million tonnes of waste, ensuring hygiene at the world’s largest human gathering.

    Dr. Singh emphasized the vision of “Viksit Bharat @2047,” calling for collaborative efforts between government and private sectors to unlock India’s potential through science, technology, and innovation.

    For decades, the IAM Air Transport Territory has been the backbone of the IAM. It weathered the airline bankruptcies of the 2000s resulting from the 9/11 terrorist attacks. IAM Air Transport fought for its members and preserved contracts, pensions and a quality way of life for thousands of working-class families across the United States.

    But about a decade ago, labor in general was stagnant, with mini­ mal growth and an uncertain future.

    “There was a time when people thought unions would go extinct, but J think we are changing that,” said Richie Johnsen, who has ser­ ved as IAM Air Transport Terri­ tory General Vice President for the past three years.

    Under Johnsen’s leadership, IAM Air Trans­ port has experienced a resurgence. The territory has become the largest airline labor conglomerate in the AFL-CIO, representing more than 65,000 active members and 40,000 retirees at airlines across the country, including Puerto Rico and Guam. The territory, which represents mechanics, customer service agents, ramp workers and more, is divided into two large groups-District 141 with 42,000 members, from United, American, Spirit and other carriers and District 142, with 25,000 members, who pri­marily work for Southwest, Alaska, Hawaiian and American.

    “My exposure to the union came as far back as I can remem­ber. My father was a Machinist member. He was a shop steward. His father was an officer with the Longshoremen,” said Johnsen, who joined the IAM in I988 as an airline mechanic with United Air­ lines in San Francisco. “When J talk to my father, and he sees how the union has evolved, I think he’s fired up by seeing how we continue to grow.”

    Johnsen credits his territory’s ascension with an influx of new leadership from top to bottom, nego­tiating industry leading contracts, a fresh approach to labor activism, and a renewed hunger for organizing workers.

    “It’s very personal to me. What they’ve done is incredible. It has set the standard for what I believe union representation should look like,” said Johnsen. “In recent years, their wages have increased almost $8 an hour. For someone that was making $32 an hour, they’re making $40 now. Those are massive increases that we haven’t seen in decades.”

    Assisting General Vice Pre­sident Johnsen is Air Transport Chief of Staff Edison Fraser, a member since 2002, who originally hired on at Southwest Airli­nes in Baltimore. Fraser says he’s excited about the direction of the territory.

    “As a leader in the Air Transport Territory I am extremely proud of the work that Districts 141 and 142 have done,” said Fraser. ‘The leaders of those districts have embraced the growth of the districts and put the members first. With our help, from Headquarters, we’ve been able to support them 100%.”

    Qantas Airways aircraft maintenance engineers organized by the 1AM in 2024.

    Recent union victories include organizing wins at Qantas Airlines, PSA Airlines, multiple Swissport locations, Atlantic Aviation and Unifi Aviation, wins that have uplifted the lives of hundreds of workers. A large-scale victory of note took place in 2020 when the IAM negotiated a new contract for I0,000 union members at American Airlines, including Kenny Geis, a member and grievance committee chair at Local 1903M at Charlotte International Airport in North Carolina. Geis, who helped negotiate the contract, has been in the airline industry for 40 years, raised a family with three kids and says !AM Air Transport is enhancing lives across the country.

    “It was an industry-leading contract in pay, but more importantly in benefits. By far, the IAM gave us the best contract for work rules and scope of lan­ guage. Just recently, the company did a percentage rate increase to bring us back to the top of the industry as far as pay, and we keep all of our bene­ fits. That was huge,” said Geis, who works at American as a line aircraft inspector, testing for cra­ cks and corrosion in planes. “Not only are we the highest paid in the industry, we have the best benefits. That helps me and my family on a daily basis. As far as our medical, dental and eye coverage, I believe it’s the best in the industry and it’s all because of the IAM and the negotiating it did.”

    DISTRICT 141: A POWERHOUSE FOR AIRLINE WORKERS

    A decade ago, IAM District 141 had 23,000 members. Now, under the guidance of President and Directing Chairman Mike Klemm, it has increased in size to 41,000 members, 14 con­ tracts, and a budget that has tripled over IO years. Klemm, who became an IAM member in 1992, while working on the ramp for United Airlines at JFK Airport in New York, credits the district’s success to organizing, building relationships with members, rolling out an award-winning website, increasing safety standards on the shop floor, and updated training for members and shop stewards.

    “I feel very lucky. I couldn’t have done it without the support of the incredible members, especially at JFK Airport where 1 got my start, and the Executive Board,” said Klemm, who says his IAM membership has helped him provide a good life for his wife and two daughters. “If I didn’t have a strong team, I wouldn’t be able to be here. I never forget that, and I always make sure I keep in touch with my membership. I always work on improving their lives through the collective bar­ gaining agreements that I negotiate.”

    Growth at District 141 is also contributing to the communities it serves by supporting non-profit organizations at the local and national level.

    “We raised and donated at least $250,000 to the IAM Disaster Relief Fund. We felt like we were in a good monetary situation where we could contribute to the IAM and its members in need. We are certainly proud of that,” said Klemm. “We also give to Guide Dogs of America I Tender Loving Canines and even schools with kids that are less fortunate who have trouble finding school supplies. We also do Santa Clause gift runs during Christmas.”

    Members on a local level have high praises for the leadership and direction within IAM District 141. Marcello Serrao, IAM Local 1322 Commit­ tee Chair, who’s worked as a ramp serviceman at busy New York area airports for decades, says it’s refreshing to see top district representatives rou­tinely communicate with members and listen to their concerns.

    “It ‘s a great experience. It ‘s so necessary to have that relationship with the members,” said Serrao, a resident of Long Island. “There’s been such a change, more transparency, and what an improvement. It’s really good to see. In the past, you felt like you didn’t get a lot of information. It was very stagnant. But now there ‘s more updates on the website, more emails and people can keep track of what’s going on.”

    DISTRICT 142: RISING RAPIDLY TO SERVE IAM MEMBERS

    IAM District 142 has also experienced a rapid rise, increasing its membership in recent years from 16,000 to 20,000, with 36 contracts at 20 companies. District President and Directing Chairman John Coveny took over in 2022, after rising through the union ranks for years, with stops in Upstate New York, Pittsburgh and now Arizona.

    “The union is where I truly belong. Once I got involved with the union, that became my passion, and my desire,” said Coveny. “It’s a 24/7, 365 job. I love what I do. I live, eat and sleep this union because I believe in it that much.”

    After his installation, Coveny immediately moved district headquarters from Kansas City to Phoenix, where more IAM members resided. He and his staff also utilized social media with Facebook, X (For­mally known as Twitter), lnstagram and TikTok. Coveny and his staff reenergized organizing cam­paigns, streamlined technology and promoted diver­sity within the ranks.

    “We’ve established an organizing committee, a women’s committee, a young workers committee,” said Coveny. “We also put in place new dues processing software.”

    Coveny, who joined the union in 1988 as a mechanic at US Airways in Buffalo, N.Y., is passio­nate about the TAM because it has given him and his family a better quality of life. Strong union contracts and salaries over the years gave Coveny the ability to pay college tuition for his three children, and also hike, bike and enjoy time off with his wife of 37 years.

    “The purpose of the union is to provide a reaso­nable living for the members. I truly stand by every contract that we’ve negotiated,” said Coveny. “We lead the industry in almost every contract we’ve negotiated.”

    Coveny is also committed to mentoring a new generation of IAM leaders at the district. Nearing retirement, Coveny says he’s excited about a new generation of District 142 representatives who can build on the foundation, he and his staff, have laid.

    “It’s very important to me, that people who are younger and help push them forward, so when folks who are in office today leave, somebody is ready to fill that role,” said Coveny.

    Steve Oheme is a member of IAM Local 1976 in Pittsburgh who joined the union in 1986 as a mechanic at United Airlines. He says new district leadership has boosted communication with mem­bership, fought for lucrative collective bargaining agreements and pressured airlines to protect IAM mechanics by maintaining stricter safety standards in aircraft hangers.

    ‘They’re doing a fantastic job. They keep us up to date. We are better than we were. It’s amazing. And it’s a great deal,” said Oheme, who works as a crew chief and supervisor of 16 mechanics. ‘There is a big push for safety that wasn’t there before. They make sure we get all the tools, supplies and anything we need, like eyewear and hearing protection. The district pushes the company to supply that stuff. It’s good knowing that they fought for us. I feel secure. It’s awesome.”

    Industry-leading IAM contracts, negotiated by District 142, have helped members like Oheme to thrive. As his four-decade career winds down, he’s proud of raising two children with his wife of 40 years, and enjoys hobbies like pickleball, skiing, mountain biking and golfing, a way of life that embo­dies the success and mission of the district, and the IAM Air Transport Territory as a whole.

    “I want us to continue to grow and I want these Districts to be larger and stronger,” said IAM Air Transport Territory Chief of Staff Edison Fraser.

    IAM Air Transport has set ambitious goals for 2025 and beyond. The union is gaining ground in two large organizing campaigns, 20,000 ramp and cargo workers at Delta Air Lines, and 3,000 ramp workers at JetBlue Airways, and is aggressively organizing the ground handling sector across the United Sta­tes. Leadership believes it will win those campaigns, grow the territory and continue to boost the quality of life for aviation workers, and their families, across the country.

    “I feel like we set the standard. No one does what we do. I feel like we lead the way and it’s our job to lead the way. Were big, we’re progressive and we’re diverse,” said General Vice President Johnsen. “We move people and cargo. Without air transportation, the economy stops. It shuts down. There is no eco­nomy without us taking care of the passengers and the cargo This 1s an exciting time “

    POCATELLO – Michael Allen Montoya, 40, of Burley, was sentenced to 360 months in federal prison for sexual exploitation of a child, Idaho Attorney General Raúl Labrador and Acting U.S. Attorney Justin Whatcott announced today.
    According to court records, the investigation began when the FBI became aware that a person, later identified as Montoya, was distributing child sexual abuse material through an online social media platform. The FBI also learned that during online chat conversations, Montoya had discussed his sexual interest in children and had exchanged child sexual abuse material with other offenders. The FBI referred the investigation to the Idaho Internet Crimes Against Children Task Force (ICAC). ICAC obtained a federal search warrant for Montoya’s Burley residence. During a forensic examination of Montoya’s electronic devices, ICAC located numerous files of child sexual abuse material. ICAC also discovered that Montoya had produced explicit images and videos of himself sexually abusing an infant and an 8-year-old child in his care.
    “Our commitment to protecting children from abuse is unwavering,” said Idaho Attorney General Labrador. “I am grateful for our ICAC Task Force and the partnership we have with Acting U.S. Attorney Whatcott’s office. By working together, we can continue making Idaho safer by investigating, arresting, and prosecuting one bad guy at a time.”
    “Law enforcement in Idaho has zero tolerance for those that target children for abuse and exploitation,” Acting U.S. Attorney Whatcott said. “As this case illustrates, images of child sexual abuse material are not just images – they are evidence of sexual abuse committed by predators like this defendant. I am thankful that we have outstanding professionals in the ICAC, the FBI, and our office that are dedicated to protecting Idaho’s children and ensuring this type of abhorrent conduct results in significant prison sentences.”
    Senior U.S. District Judge B. Lynn Winmill also sentenced Montoya to lifetime supervised release and ordered him to pay restitution to his victims. Montoya will be required to register as a sex offender as a result of the conviction.
    Acting U.S. Attorney Whatcott commended the cooperative efforts of the Idaho ICAC Task Force, the Federal Bureau of Investigation, the Rupert Police Department, the Idaho State Police, the Minidoka County Sheriff’s Office, and the Cassia County Sheriff’s Office, which led to the charge. This case was prosecuted by Assistant United States Attorneys Kassandra McGrady and Erin Blackadar.This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. As part of Project Safe Childhood, the U.S. Attorney’s Office for the District of Idaho and the Idaho Attorney General’s Office partner to marshal federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.
