Hi, Kansas! I’m here to talk about the ‘One Big, Beautiful Bill’ – a game changer for hard-working folks like you, middle-income families who keep our state strong. This bill, passed by the House and improved by the Senate, puts you first. And I want to share how it delivers for Kansans.
What does this bill do? Let me break down the top ways it supports our families, our farms, our businesses, and our futures.
First and foremost, the One Big, Beautiful Bill prevents the largest tax increase in American history. Let me say that again – it stops a massive $4 trillion tax hike by keeping taxes low and supercharging our economy. It puts an extra $1,000 a month back in your pocket – now that’s money for groceries, for gas, or your kids’ school supplies. Plus, it makes the 2017 Trump tax cut rates in the standard deductions permanent.
Second, it boosts your children’s future for every child born after January 1, 2024, that is, last year – the bill gives a $1,000 federal deposit in a savings account to grow for their future. Think College, a first home, starting a business right here in Kansas, and it expands the Child Tax Credit to $2,200 per child, up from $1,000, so you can keep more of your hard-earned money to raise your family.
Third, it cuts taxes on your hard work. True to President Trump’s promises, we’re eliminating taxes on tips and overtime pay – whether you’re a server in Topeka or a factory worker in Wichita pulling an extra shift, that’s more cash in your paycheck, which supports family and small business dreams.
We’re extending the paid family and medical leave tax credit so that you can care for a newborn or sick loved one without losing your paycheck. For small business owners – our Kansas backbone – we’re permanently increasing the tax deduction for your income, giving you certainty to grow higher. And for our seniors, we’re letting you write off Social Security income because you’ve earned it.
We don’t touch Medicare. For Medicaid, we strengthen it and preserve it for those who need it the most, including seniors in nursing homes and those on disabilities. And we increase spending on Medicaid more than the rate of inflation.
Finally, this ‘One Big, Beautiful Bill’ tackles our national debt, $36 trillion and counting, which worries Kansans like us. This bill slashes $2 trillion in federal spending over the next 10 years, showing fiscal responsibility. It also funds border security, removes violent illegal immigrants, and gives our military pay raises and modern equipment, keeping our communities safe and strong.
Now, is this bill perfect? Of course, not. But as President Reagan told a senator once, “If you get 80% of what you want, take it.” In fact, this bill delivers more than 90% for Kansas, lower taxes, more money for your family, and a stronger future. MIL-OSI Canada: Highland Valley Copper extension gets provincial permits

The Province has fully permitted the Highland Valley Copper Mine Life Extension (HVC MLE) project west of Logan Lake.

The extension was identified by Premier David Eby as a priority project to expedite as part of British Columbia’s efforts to diversify exports and strengthen the economy.

The permits issued under the Mines Act, the Environmental Management Act, and the Water Sustainability Act follow the June 17, 2025, issuance of the Environmental Assessment Certificate by the ministers of mining and critical minerals, and environment and parks, and clears the way for the project to proceed.

“British Columbia will be the economic engine to drive our whole country forward in a rapidly changing global economy. Part of our advantage is abundant resources like copper, resources in demand, everywhere,” Premier Eby said. “By accelerating approvals for Highland Valley Copper’s extension as a provincial priority, we are growing the provincial economy and creating good jobs, while doing our part to help Canada stand strong.”

The permits build on the 17 conditions attached to the Environmental Assessment Certificate, balancing the economic benefits provided by the mine with strong protections for the environment and measures to mitigate impacts to First Nations and local communities.

“Our government is committed to making B.C. the economic engine of Canada, and the review and approval of the HVC Mine Life Extension project shows we are making decisions and enabling economic development,” said Jagrup Brar, Minister of Mining and Critical Minerals. “Whether it’s major mine expansions like this or exploration drilling, we are taking action to develop the critical minerals the world needs while creating good family-supporting jobs here in B.C.”

HVC is an open-pit copper mine owned by Teck Resources Ltd. approximately 17 kilometres west of Logan Lake.

The HVC MLE will extend the life of the mine into the mid-2040s, producing an additional 900 million tonnes of ore. The expansion will also add an additional 200 jobs, bringing the workforce to more than 1,500 people.

“Receiving regulatory approvals from the Government of B.C. is a further step forward in extending the life of Canada’s largest copper mine, supporting jobs and generating economic activity,” said Jonathan Price, president and CEO, Teck Resources. “I want to thank Indigenous governments and organizations for their meaningful participation, deep contributions and individual assessments as part of this comprehensive process, and we look forward to continuing to work in partnership with them. These positive permitting decisions position the project for a final construction sanction decision in the near term that will allow for the continuation of the social and economic benefits of HVC, including approximately 1,500 direct jobs and $500 million in annual GDP.”

The Province carried out a combined environmental assessment and permitting process for the HVC MLE project that included a technical review table for all parties involved. Through this co-operative approach, Teck was able to submit one application that met the information requirements of all provincial regulators, providing a streamlined review. As a result, permit decisions were made almost immediately following the certificate decision, demonstrating the Province supports robust reviews that uphold environmental values, and health and safety, while providing an efficient process.

“This decision is good news for our members at Highland Valley Copper and for workers across the region who rely on stable, family-supporting jobs,” said Scott Lunny, director, District 3, United Steelworkers union (USW). “Extending the life of this mine means increased economic certainty for hundreds of union families and their communities. We welcome the Province’s commitment to getting critical mineral projects like this across the line while maintaining Indigenous engagement and strong environmental and community standards. Our union will continue working to ensure that workers’ voices are heard as this project moves forward.”

The project is now approved to start construction, pending a final construction decision by Teck’s board of directors.

Private climate finance to emerging markets and developing economies (EMDEs) is falling, despite these countries representing 25% of global GDP and requiring an additional US$450–US$550 billion annually in external climate investment by 2030.

Basel III rules, as currently interpreted, unintentionally discourage EMDE lending, including by unnecessarily limiting recognition of robust credit enhancement tools.

Project finance is treated highly conservatively under Basel capital calculation approaches, despite strong data showing lower-than-expected default rates and high recovery rates over time.

Country risk ceilings often overstate risk for EMDE exposures, limiting bank participation even in high-quality, co-financed projects – thus driving up the cost of capital.

Targeted clarifications and reforms to the Basel Framework could unlock significant volumes of private investment in high-impact, climate-aligned EMDE projects – without compromising financial stability.

Emerging markets and developing economies (EMDEs) are on the frontline of the global climate crisis – both in terms of exposure to its impacts and in their indispensable role in driving the transition to a net-zero future. Yet, these economies face a stark shortfall in the climate finance needed to achieve this transformation.

Despite accounting for roughly 25% of global GDP, emerging markets and developing economies – with the exception of China – attract just 14% of total international climate finance. To stay on a net-zero path, they require an additional US$450–$550 billion annually in external investment by 2030, a 15- to 18-fold increase from current private flows which sit at just US$30 billion.

Mobilising this scale of investment requires us to take a critical look at existing financial structures, particularly those where well-intentioned rules may inadvertently hinder the very transitions we most urgently need. Elements of the Basel III Framework exemplify this challenge. Designed in the aftermath of the 2007-2009 crisis and intended to safeguard financial stability, current interpretations unintentionally discourage lending to emerging markets and developing economies.

Targeted clarifications and reforms to the Basel Framework could unlock significant volumes of private investment in high-impact, climate-aligned projects in emerging markets and developing economies, while ensuring the continued soundness of the global financial system.

What are the barriers to climate finance in emerging markets and developing economies?

Basel III rules, as currently interpreted, unintentionally discourage EMDE lending. This includes unnecessarily limiting the recognition of public risk mitigation tools (such as credit guarantees and co-lending structures) that reduce lending risks of multilateral development banks and development finance institutions. For example, unconditionality and timeliness requirements often render guarantees ineligible to lower the capital buffers held by banks — despite their demonstrated effectiveness in reducing real-world credit risk. In addition, current rules do not recognise the risk-reducing benefits of blended finance structures, and the Basel framework’s list of multilateral development banks eligible for favourable risk weights is static, excluding newer institutions with strong credit ratings and climate finance aligned mandates.

Conservative risk weights of project finance to climate and infrastructure investment further undercut global climate finance flows to EMDEs. This is despite data demonstrating that project finance in EMDEs outperforms corporate loans, with higher recovery rates and default rates comparable to investment-grade corporates after five years. In addition, the Basel III rules do not recognise borrower-level mitigants (such as FX hedging and purchase agreements) and the internal ratings-based (IRB) maturity adjustment assumes linear risk growth over time when, in practice, project finance exhibits decreasing risk as projects stabilise and generate revenue.

What is the impact of country risk calculations?

While the Basel Framework does not explicitly assign capital charges based on country risk, it does so indirectly. This happens through country risk ceilings (the maximum credit rating that any entity within a country can receive) and risk-weight floors (a minimum percentage risk weight that regulators require banks to apply) for corporates or projects in lower-rated jurisdictions.

Illustrative example:

A commercial bank considers lending to a solar energy project in a Sub-Saharan African country rated B- despite having:

• A long-term power purchase agreement with a multilateral-backed utility,
• Multilateral Investment Guarantee Agency political risk insurance against currency inconvertibility and breach of contract, and
• Co-financing from a multilateral development bank (A-loan).

The exposure still attracts a 100%+ capital charge due to the country’s sovereign rating. This undermines the effect of risk mitigants and disincentivises the bank’s participation.

ICC recommendations: what reforms should take place?

Given the urgency of the financing challenge faced by many EMDEs we encourage policymakers to consider a two-step approach to macroprudential reform – starting with low-hanging fruits that could yield an immediate boost to climate finance flows, before considering broader structural reforms.

Step 1: Technical adjustments and clarifications

Small, targeted adjustments to the Basel Framework could unlock substantial additional investment – either by way of new guidance from the Basel Committee on Banking Supervision or, failing that, through coordinated action from national regulators.

Such steps could include:
1. Updating credit risk mitigation guidance to accommodate the real-world mechanics of MDB/DFI and private credit enhancement tools, including PRI. At a minimum, such guidance should allow guarantees or insurance to qualify if exclusions are: standard market practice (e.g. nuclear or war clauses); and statistically remote or immaterial to the exposure in question.
1. Clarifying time limits for credit risk mitigants by recognising that contracts with defined arbitration periods (e.g. under 180 days) or subject to the established claims procedures of MDBs/DFIs can provide functionally timely payouts and should qualify for capital relief.
1. Allowing the application of blended risk weights to exposures covered by partial guarantees to reflect the real risk reduction offered by these tools.
1. Allowing for automatic recognition of credit enhancements provided by all MDBs/DFIs with credit ratings at or above AA-.
1. Providing clear guidance on the treatment of borrower-level risk mitigants in project finance transactions (both during pre-operation and operational phases) – including interest rate or currency hedging, purchase agreements, reserve accounts and performance bonds.
Step 2: Structural reforms

Building on these initial measures, we recommend that Basel Committee is mandated to establish new work programmes to:
1. Refine the treatment of project finance to reflect its proven performance based on available market data; introduce dynamic risk weights that adjust over a project’s lifecycle (particularly between pre-operation and operational phases); and consider recognising project finance as a distinct asset class within the prudential framework.
1. Review Basel’s approach to country risk to better differentiate between sovereign and project-level risk. This should permit risk weight adjustments where exposures are highly secure or mitigated by credible guarantees/involve MDB participation.
1. Consider the potential introduction of a scaling factor for high-quality, climate-related investments in EMDEs – similar to the existing Supporting Factor for Small and Medium-Sized Enterprises under Basel III or the Infrastructure Supporting Factor within the European Union’s Capital Requirements Regulation.
1. Review potential modalities to recognise well-structured blended finance arrangements – notably those with public or concessional first-loss tranches – as eligible credit risk mitigation where they provide transparent and reliable risk absorption.
ICC calls on governments and financial standard-setters to initiate a structured dialogue under the Baku to Belem Roadmap at COP30, with the engagement of the Basel Committee on Banking Supervision, and to explore targeted prudential adjustments that can be implemented in the near term.

Reacting to Reform UK’s plans for a “Britannia Card” which would offer wealthy foreigners and returning British expats a bespoke tax regime in exchange for a one-off payment of £250,000 – with all funds collected redistributed to Britain’s lowest-paid workers – Green Party co-leader Adrian Ramsay MP said:

“Nigel Farage’s latest wheeze to prop up the super wealthy, dressed up as helping the poorest, would result in an estimated loss of a whopping £34bn to the Treasury. Rather than enabling the super-rich to buy their way out of paying UK tax, the Green Party would tax investment income as equivalent to earned income and introduce a wealth tax based on assets. This is the way to fix our public services to benefit everyone.

“This is another reminder that Reform UK is a Party run by multi-millionaires out to look after their own and with net zero interest in the rest of us. There’s nothing patriotic about a “Britannia card” that would let the ultra-wealthy avoid paying taxes and contributing to society.”

Causes and Consequences of Flooding in California’s Central Valley
USGS researchers are leveraging advances in satellite-based monitoring to better characterize and predict flood inundation, which is essential for effective emergency response and water management planning.

Atmospheric rivers (ARs) are long corridors of water vapor transport that extend from the tropics to mid-latitudes. These meteorological phenomena can bring large amounts of rain or snow to the western United States each year. In locations like California, AR storms are responsible for the largest magnitude floods in the state.

Emergency responders, water managers and planners need to be able to predict where flood inundation will occur due to an AR storm. But the complex connection between AR precipitation and flooding – which is needed for these predictions – is only partially understood.

How remote sensing is helping complete the picture

Fortunately, advances in satellite-based monitoring enabled USGS researchers to create long-term map records of surface water dynamics (including flooding) from 20 years of MODIS satellite imagery. These new records are high frequency (monthly) and cover the entire year. The winter-time record is especially valuable; previous research using Landsat excluded this time period due to wintertime cloud cover limitations in the satellite image record.

This pair of images shows flooding in the Sacramento-San Joaquin Valley region inland of San Francisco Bay. The image on the left was captured by the MODIS Aqua satellite on December 10, 2005, and the image at right was captured on January 4, 2006. Water is dark blue/black, vegetation is green, bare land is brown, and clouds are white.

In collaboration with the Desert Research Institute and other federal and academic partners, USGS scientists used these map products to investigate the connection between ARs and wintertime flooding in California’s Central Valley. Their study was recently published in the Journal of Flood Risk Management. The researchers compared spatially explicit locations of winter inundation to a chronology of atmospheric river landfalls, the corresponding integrated vapor transport associated with each storm (a measure of the total amount of precipitation passing over a specific area), and surface conditions (i.e., antecedent soil moisture).

They found significant relationships between inundation patterns and climatic factors, helping identify specific locations and conditions under which flooding occurs in relation to ARs. The findings also indicate areas where surface water frequently occurs outside of designated flood boundaries.

Actionable science

By revealing the relationship between AR storms and winter inundation patterns, the scientists were able to assess infrastructure flood exposure and identify possible floodwater management strategies, specifically the opportunity to use floodwaters for aquifer recharge. This knowledge can help inform land use planning, like infrastructure development and cropland distribution. The findings also highlight where AR-driven flooding occurs, driving home the importance of revising flood boundary maps and management strategies. Overall, remote sending products are a valuable decision-support tool for enhancing flood risk mitigation and groundwater recharge efforts in the region and beyond.

MIL-OSI Global: AI is consuming more power than the grid can handle — nuclear might be the answer

New partnerships are forming between tech companies and power operators — ones that could reshape decades of misconceptions about nuclear energy.

Last year, Meta (Facebook’s parent company) put out a call for nuclear proposals, Google agreed to buy new nuclear reactors from Kairos Power, Amazon partnered with Energy Northwest and Dominion Energy to develop nuclear energy and Microsoft committed to a 20-year deal to restart Unit 1 of the Three Mile Island nuclear plant.

At the centre of these partnerships is artificial intelligence’s voracious appetite for electricity. One Google search uses about as much electricity as turning on a household light for 17 seconds. Asking a Generative AI model like ChatGPT a single question is equivalent to leaving that light on for 20 minutes.

Having GenAI generate an image can draw about 6,250 times more electricity, roughly the energy of fully charging a smartphone, or enough to keep the same light bulb on for 87 consecutive days.

The hundreds of millions of people now using AI have effectively added the equivalent of millions of new homes to the power grid. And demand is only growing. The challenge for tech companies is that few sources of electricity are well-suited to AI.

The grid wasn’t ready for AI

AI requires vast amounts of computational power running around the clock, often housed in energy-intensive data centres.

Renewable energy sources such as solar and wind provide intermittent energy, meaning they don’t guarantee the constant power supply these data centres require. These centres must be online 24/7, even when the sun isn’t shining and the wind isn’t blowing.

Fossil fuels can run continuously, but they carry their own risks. They have significant environmental impacts. Fuel prices can be unpredictable, as exemplified by the gas price spikes due to the war in Ukraine, and the long-term availability of fossil fuels is uncertain.

Major tech companies like Google, Amazon and Microsoft say they are committed to eliminating CO2 emissions, making fossil fuels a poor long-term fit for them.

This has pushed nuclear energy back into the conversation. Nuclear energy is a good fit because it provides electricity around the clock, maximizing the use of expensive data centres. It’s also clean, allowing tech companies to meet their low CO2 commitments. Lastly, nuclear energy has very low fuel costs, which allows tech companies to plan their costs far into the future.

However, nuclear energy has its own set of problems that have historically been hard to solve — problems that tech companies may now be uniquely positioned to overcome.

Is nuclear energy making a comeback?

Nuclear power has long been considered too costly and too slow to build. The estimated cost of a 1.1 gigawatt nuclear power facility is about US$7.77 billion, but can run higher. The recently completed Vogtle Units 3 and 4 in the state of Georgia, for example, cost US$36.8 billion combined.

Historically, nuclear energy projects have been hard to justify because of their high upfront costs. Like solar and wind power, nuclear energy has relatively low operating costs once a plant is up and running. The key difference is scale: unlike solar panels, which can be installed on individual rooftops, the kind of nuclear reactors tech companies require can’t be built small.

Yet this cost is now more palatable when compared to the expense of AI data centres, which are both more costly and entirely useless without electricity. The first phase of OpenAI and SoftBank’s Stargate AI project will cost US$100 billion and could be entirely powered by a single nuclear plant.

Nuclear power plants also take a long time to build. A 1.1 gigawatt reactor takes, on average, 7.5 years in the U.S. and 6.3 years globally. Projects with such long timelines require confidence in long-term electricity demand, something traditional utilities struggle to predict.

To solve the problem of long-range forecasting, tech companies are incentivizing power providers by guaranteeing they’ll purchase electricity far into the future.

These companies are also literally and financially moving closer to nuclear power, either by acquiring nuclear energy companies or locating their data centres next to nuclear power plants.

Destigmatizing nuclear energy

One of the biggest challenges facing nuclear energy is the perception that it’s dangerous and dirty. Per gigawatt-hour of electricity, nuclear produces only six tonnes of CO2. In comparison, coal produces 970, natural gas 720 and hydropower 24. Nuclear even has lower emissions than wind and solar, which produce 11 and 53 tonnes of CO2, respectively.

Nuclear energy is also among the safest energy sources. Per gigawatt-hour, it causes 820 times fewer deaths than coal, 43 times fewer than hydropower and roughly the same as wind and solar.

Still, nuclear energy remains stigmatized, largely because of persistent misconceptions and outdated beliefs about nuclear waste and disasters. For instance, while many public concerns remain about nuclear waste, existing storage solutions have been used safely for decades and are supported by a strong track record and scientific consensus.

Similarly, while the Fukushima disaster in Japan displaced thousands of people and was extremely costly (total costs of the disaster are expected at about US$188 billion), not a single person died of radiation exposure after the accident, a United Nations Scientific Committee of 80 international experts found.

For decades, there was little effort to correct public perceptions about nuclear fears because it wasn’t seen as necessary or profitable. Coal, gas and renewables were sufficient to meet the demand required of them. But that’s now changing.

With AI’s energy needs soaring, Big Tech has classified nuclear energy as green and the World Bank has agreed to lift its longstanding ban on financing nuclear projects.

Big Tech’s billion-dollar bet on nuclear

The world has long lived with two nuclear dilemmas. The first is that, despite being one the safest and cleanest form of energy, nuclear was perceived as one the most dangerous and dirtiest.

The second is that upgrading the power grid requires large-scale investments, yet money had been funnelled into small, distributed sources like solar and wind, or dirty ones like coal and natural gas.

Now tech companies are making hundred-billion-dollar strategic bets that they can solve both nuclear dilemmas. They are betting that nuclear can offer the kind of steady, clean power their AI ambitions require.

This could be an unexpected positive consequence of AI: the revitalization of one of the safest and cleanest energy sources available to humankind.

2. Accelerating Renewable and Off-Grid Solutions

South Africa’s energy future depends on a diversified generation mix. With the rapid rise of solar adoption – from 2,300 MW in 2022 to over 5,400 MW by early 2024 – the Expo will highlight solar PV, wind, and battery storage technologies that enable homes, businesses, and municipalities to generate electricity independently and reduce their reliance on the national grid.

Over 130 IPP projects, totalling roughly 22,500 MW, are also in the pipeline. At the Expo, both large-scale and decentralised innovations will be on display, including off-grid and mini-grid solutions for rural and high-risk areas.

Attendees will engage directly with tech developers and solution providers, demonstrating the tools needed to power communities and commercial hubs even in the absence of national supply.

The recent Electricity Regulation Amendment Act marks a new era for South Africa’s electricity sector, introducing reforms such as an independent transmission system operator and a competitive power market. But policy must match pace with technology.

Washington, D.C. — U.S. Senator Elizabeth Warren (D-Mass.), a member of the Senate Finance Committee, released new data from the Joint Committee on Taxation (JCT), a nonpartisan Congressional committee dedicated to analyzing tax legislation, revealing that the majority of the benefit from the 199A tax deduction goes to millionaires.

The 199A tax deduction was created by the 2017 Tax Cuts and Jobs Act, with Congressional Republicans claiming it would support small business owners by allowing them to deduct up to 20 percent of their business’s qualified income from their personal income taxes.

JCT’s responses provided a breakdown, by income level, of who claims the 199A deduction, in addition to other key information about who the deduction benefits. Key findings include:

More than 50% of the benefit of the 199A deduction goes to millionaires.

The top 10% of taxpayers claimed 87% of the benefit of 199A, while the bottom 20% claimed no benefit whatsoever.

84% of the businesses through which individuals claimed the 199A deduction had no employees.

More than two-thirds of the 199A deduction goes to individuals above the deduction’s phase-out thresholds, demonstrating that the law’s guardrails to prevent wealthy individuals from taking the benefit are ineffective.

The proportion of 199A benefits claimed by millionaires increased over time from 2018 to 2022.

The House version of Trump’s “big, beautiful bill,” now under consideration by the Senate, includes an expansion of the 199A deduction from a 20 percent deduction to a 23 percent deduction.

1. Screen-reader optimization: we run a background process that learns the website’s components from top to bottom, to ensure ongoing compliance even when updating the website. In this process, we provide screen-readers with meaningful data using the ARIA set of attributes. For example, we provide accurate form labels; descriptions for actionable icons (social media icons, search icons, cart icons, etc.); validation guidance for form inputs; element roles such as buttons, menus, modal dialogues (popups), and others. Additionally, the background process scans all the website’s images and provides an accurate and meaningful image-object-recognition-based description as an ALT (alternate text) tag for images that are not described. It will also extract texts that are embedded within the image, using an OCR (optical character recognition) technology. To turn on screen-reader adjustments at any time, users need only to press the Alt+1 keyboard combination. Screen-reader users also get automatic announcements to turn the Screen-reader mode on as soon as they enter the website.

2. Keyboard navigation optimization: The background process also adjusts the website’s HTML, and adds various behaviors using JavaScript code to make the website operable by the keyboard. This includes the ability to navigate the website using the Tab and Shift+Tab keys, operate dropdowns with the arrow keys, close them with Esc, trigger buttons and links using the Enter key, navigate between radio and checkbox elements using the arrow keys, and fill them in with the Spacebar or Enter key.Additionally, keyboard users will find quick-navigation and content-skip menus, available at any time by clicking Alt+1, or as the first elements of the site while navigating with the keyboard. - Epilepsy Safe Mode: this profile enables people with epilepsy to use the website safely by eliminating the risk of seizures that result from flashing or blinking animations and risky color combinations.

Additional UI, design, and readability adjustments

WASHINGTON, D.C. – Today, one day before the third anniversary of the Dobbs v. Jackson Women’s Health Organization Supreme Court decision that overturned Roe v. Wade, U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Senate Finance Committee, warned of dire consequences for reproductive health care in Washington state if the Republican reconciliation bill is passed.
“In the State of Washington, Planned Parenthood serves about 100,000 patients annually,” said Sen. Cantwell at a May 14 press conference with Planned Parenthood president Alexis McGill Johnson. “About half of those patients rely on Medicaid. And it accounts for about half of the annual budget of Planned Parenthood [of Greater Washington and North Idaho]. These clinics and their patients count on that delivering care.”
Sen. Cantwell issued a new fact sheet with details about the proposed cuts, and exclusive new testimonials from patients, doctors, and other health care professionals about how the cuts would impact Washingtonians.

Business leaders have welcomed the government’s modern Industrial Strategy – a 10-year plan to promote growth.
Business leaders from across the UK have welcomed the government’s modern Industrial Strategy. The Strategy is a 10-year plan to promote business investment and growth and make it quicker, easier and cheaper to do business in the UK.

The plan focuses on 8 sectors where the UK is already strong and there’s potential for faster growth: Advanced Manufacturing, Clean Energy Industries, Creative Industries, Defence, Digital and Technologies, Financial Services, Life Sciences, and Professional and Business Services.

The significant role of the Windrush generation in getting a post-war Britain “back on its feet again” was highlighted by the Lord Mayor of Westminster as he paid tribute to the Caribbeans who have contributed to Westminster’s success.

The Lord Mayor, Cllr Paul Dimoldenberg, cited the compelling stories of the estimated 500,000 people who answered the call to come to 1950s Britain and rebuild a country exhausted by war.

Speaking on Windrush Day (June 22) at Westbourne Forum summer festival, the Lord Mayor said:

So essential was the Windrush generation to our economic recovery, that in the 1950s the NHS, British Rail, and the public transport industry were recruiting almost exclusively from the Caribbean. Our City and our country would be in a much worse state without their work.

“But their contribution goes far beyond simply their labour. They have helped build our communities, enriched our culture, and made Westminster a better place to live.”

The Lord Mayor highlighted individual contributions like that of Jamaican-born Gwendolyn Dennis who came to Westminster aged 26 and worked in both St Thomas’s Hospital and the Royal Orthopaedic Hospital, and Barbadian Levi Decourcey Husbands who moved to Maida Vale, and worked as a British Rail train guard. That legacy continues to this day with Gwendolyn’s granddaughter and Levi’s daughter both working for Westminster City Council, the Lord Mayor added.

This year’s Westbourne Forum festival was dedicated to celebrating the contribution the Windrush generation and their descendants have made not just in employment but also in culture, the arts and the wider community.

However, the Lord Mayor also made clear there was a darker aspect of that history that needed to noted:

We must acknowledge the challenges these people faced when they arrived. How much harder they had to work to overcome barriers that were placed in their way because of the prevailing atmosphere of racism, prejudice, and discrimination. These are issues that have never entirely gone away, and which we must keep working tirelessly to eliminate.”

The Lord Mayor concluded:

We are proud to continue working towards a unity of people across spectrums, building a better, fairer Westminster, and recognising that the Windrush generation and their legacy can help to bridge the divides in our society.”

THE FLAG of the Armed Forces has been raised at Leicester’s Town Hall to mark the start of Armed Forces Week.

Leicester’s Lord Mayor Cllr Teresa Aldred was joined by Deputy Lieutenant Professor Surinder Sharma for the flag-raising ceremony today (Monday).

The flag will be flown until Armed Forces Day on Saturday (28 June), when Leicester will once again host the Armed Forces Day parade.

The 250-strong parade will be made up of serving military, reservists, veterans, cadets and the Pipes and Drums of the Seaforth Highlanders, stepping off from Belgrave Gate, near to the Haymarket car park, at 11am. It will make its way past the Clock Tower, onto High Street, and fall out in Jubilee Square.

A saluting dais will be positioned on High Street, opposite Carts Lane, where the salute will be taken by the Lord-Lieutenant of Leicestershire Mike Kapur OBE and a senior military officer.

They will be joined on the dais by the Lord Mayor of Leicester, Cllr Teresa Aldred, and the Chairman of Leicestershire County Council, Cllr Paul Harrison.

Once in Jubilee Square, a drumhead service will begin at around 11.20am. The service will begin with the formation of the drumhead made up of five single drums. The service will be led by the Dean of Leicester, the Very Revd Karen Rooms.

Leicester has a long-standing relationship with local units of the armed forces with both the Royal Lancers and Royal Anglian Regiments having been granted the freedom of the city of Leicester.

The city council is also a signatory of the Armed Forces Covenant, which sets out the authority’s relationship with the armed forces and the services available to current and former personnel and their families.

Assistant city mayor Councillor Manjula Sood MBE is the city council’s Armed Forces Champion.

“Coming together to recognise the work of our Armed Forces, both past and present, is always an honour, and we are ever aware of the increasing unrest across the world that still heavily relies on members of our services to stand and protect us all,” she said.

“We continue to show them our gratitude for their commitment and dedication.”

Leicester’s Armed Forces Day Parade and Service has been organised by Leicester City Council, Leicestershire County Council, the Lieutenancy Office, and Leicester Cathedral.

MIL-OSI Security: Canadian Man is the Sixth and Final Defendant Sentenced in a Grandparent Scam that Targeted Kentucky Victims and Others

Louisville, KY – A Canadian citizen was sentenced to 5 years and 1 month in federal prison for his role in a sweeping “grandparent scam” that targeted victims in Kentucky and across the United States through Canadian-based call centers.

U.S. Attorney Kyle G. Bumgarner of the Western District of Kentucky, Special Agent in Charge Karen Wingerd, Cincinnati Field Office, IRS Criminal Division, and Special Agent in Charge Robert Holman of the United States Secret Service made the announcement.

According to court documents, callers would convince senior victims that their grandchild or other family member had an emergency, usually a car accident, and urgently needed money from the victim. Co-conspirators posing as “couriers” would then collect cash from victims at home and others would launder the criminal proceeds, both through traditional banks and cryptocurrency exchanges. The charged wire fraud conspiracy and money laundering conspiracy spanned from August 2020 to May 2021, and impacted hundreds of victims across the United States—including in Kentucky—who lost over $3 million in total.

Phillipe Gravel–Nadon, 35, a Canadian citizen who was extradited from Colombia to face the federal indictment, was sentenced on June 12, 2025, to 5 years and 1 month in prison, followed by 2 years of supervised release, for wire fraud conspiracy. Gravel–Nadon was considered a “manager or supervisor” within the conspiracy. He was also ordered to pay $963,290 in restitution.

Five other defendants have previously entered guilty pleas and have been sentenced in the case.

Robert Louis Sanchez, 58, of Albuquerque, New Mexico, was sentenced on June 27, 2024, to 1 year and 6 months in prison, followed by 3 years of supervised release, after pleading guilty to wire fraud conspiracy, for his role both as a courier and sometimes as the “safehouse” who would guard cash that was taken from victims.

Jairo Ostia Roberts, 44, who traveled from Panama to the United States to act as a courier in the scheme, was sentenced on March 9, 2023, to 6 months in prison followed by 1 year of supervised release, for wire fraud conspiracy. Roberts was removed to Panama upon his release from U.S. Bureau of Prisons custody.

Panama Abel Diaz Adames, 40, who also traveled from Panama to the United States to act as a courier in the scheme, was sentenced on April 4, 2024, to 1 year and 4 months in prison, followed by 3 years of supervised release, for wire fraud conspiracy.

Christopher Courcoulacos, 47, a Canadian citizen who had been residing in Panama, was considered a “manager or supervisor” within the conspiracy, and was sentenced on November 9, 2023, to 6 years in prison, followed by 3 years of supervised release, for wire fraud conspiracy.

Mark Anthony Phillips, 45, of Ruskin, Florida, was sentenced on May 2, 2024, to 6 years in prison, followed by 3 years of supervised release, after pleading guilty to a money laundering conspiracy charged in the Western District of Kentucky, as well as pleading guilty to five additional money laundering counts, originally charged in the Western District of New York, which were transferred to Kentucky for guilty pleas and sentencing.

“These schemes—designed to take advantage of vulnerable, well-intentioned victims—are becoming increasingly more prevalent across the country. We will do everything in our power to identify the perpetrators of these frauds and hold them to account,” said U.S. Attorney Kyle Bumgarner. “As we do our part to curb these frauds, I would caution the public to be skeptical of any phone call that presents you with an urgent situation that can be remedied by an immediate payment of money. Those requests are generally a fraud, and you should have the courage to hang up the phone when the caller pushes you even harder for money.”

There is no parole in the federal system.

This case was investigated by the IRS-CI and USSS with assistance from the Jefferson County Sheriff’s Office, the Federal Bureau of Investigation, Homeland Security Investigations, and the Treasury Inspector General for Tax Administration.

The Justice Department’s Office of International Affairs and the Criminal Division’s Narcotic and Dangerous Drug Section (NDDS) Judicial Attaché Office in Bogotá provided valuable assistance with securing the arrest and extradition of Gravel-Nadon to the United States.

The 11th International Day of Yoga (IDY 2025) witnessed an unprecedented global celebration on June 21 with over 2,000 yoga events held across 191 countries, reinforcing yoga’s universal message of wellness, peace, and unity. Spearheaded by Prime Minister Narendra Modi, the initiative continues to emphasize India’s leadership in promoting holistic health and traditional wisdom on a global scale.

Domestically, the scale of engagement was massive, with 13.04 lakh yoga events registered across India through the Yoga Portal by June 20. This overwhelming response from people across regions showcased a deep-rooted commitment to the practice and its role in public well-being.

A landmark moment came from Visakhapatnam, where two Guinness World Records were set: the largest yoga gathering at a single venue with an astounding 3.02 lakh participants, and the largest mass Surya Namaskar demonstration, performed by 22,122 tribal students on June 20.

The Ministry of Ayush, in collaboration with various government departments and local administrations, conducted fifteen iconic yoga demonstrations at culturally and geographically significant locations throughout the country. These events were designed not only to highlight the richness of India’s heritage but also to connect the practice of yoga with national spirit and natural beauty.

Among the most challenging locations were the icy heights of the Siachen Glacier, where Indian Army personnel practiced yoga at the world’s highest battlefield. Other high-altitude sessions were held in the Galwan Valley, Rohtang Pass, and Sela Tunnel, with Border Roads Organisation (BRO) and Indo-Tibetan Border Police (ITBP) staff participating under extreme conditions. In Jammu & Kashmir, yoga was performed on the Chenab Rail Bridge — the world’s highest railway bridge — blending engineering excellence with spiritual depth.

In the westernmost part of India, the Konark Corps of the Indian Army led a session in the Rann and Creek sector of Kutch, Gujarat. Meanwhile, India’s southernmost tip, Indira Point in the Andaman & Nicobar Islands, saw yoga performed by personnel from the Andaman & Nicobar Command. Offshore yoga also made its mark, with ONGC personnel participating on an oil rig in the Arabian Sea. On the New Pamban Bridge in Tamil Nadu, railway officials, scouts, guides, and students came together to demonstrate the theme of connectedness and flow.

Spiritual and historical landmarks also hosted special sessions. The 91 UP Battalion of the NCC conducted yoga on the banks of the Ganga at NaMo Ghat in Varanasi, while the BSF Rajasthan Frontier held a culturally vibrant session at Kishangarh Fort in Jaisalmer. Youth athletes performed yoga in the picturesque meadows of Pahalgam and Sonmarg, Jammu & Kashmir, emphasizing harmony with nature. In a significant cross-border gesture, Indian pilgrims undertaking the Kailash Manasarovar Yatra via Nathu La practiced yoga in Bainang County, Tibet Autonomous Region, symbolizing transnational spiritual unity.

In partnership with the Geological Survey of India, twelve yoga sessions were held at prominent Geological Heritage Sites known for their scientific, ecological, and cultural significance. These included locations like Rahioli Dinosaur Fossil Park in Gujarat, Bhimbetka Rock Shelters in Madhya Pradesh, and Arwah-Lumshynna Cave in Meghalaya, among others. These events underscored the deep connection between yoga and the Earth’s natural history, promoting the theme “Yoga for All, Yoga Everywhere.”

Through a Whole of Government approach, the Ministry of Ayush was able to orchestrate this vast celebration with the support of multiple ministries, state governments, educational institutions, the Indian Armed Forces, yoga organizations, NGOs, and millions of practitioners worldwide.

The Ministry expressed heartfelt gratitude to all who contributed to making IDY 2025 a historic global celebration of health, resilience, and unity, upholding yoga as not just a practice, but a living tradition that continues to inspire generations across continents.

Domestically, the scale of engagement was massive, with 13.04 lakh yoga events registered across India through the Yoga Portal by June 20. This overwhelming response from people across regions showcased a deep-rooted commitment to the practice and its role in public well-being.

A landmark moment came from Visakhapatnam, where two Guinness World Records were set: the largest yoga gathering at a single venue with an astounding 3.02 lakh participants, and the largest mass Surya Namaskar demonstration, performed by 22,122 tribal students on June 20.

The Ministry of Ayush, in collaboration with various government departments and local administrations, conducted fifteen iconic yoga demonstrations at culturally and geographically significant locations throughout the country. These events were designed not only to highlight the richness of India’s heritage but also to connect the practice of yoga with national spirit and natural beauty.

Among the most challenging locations were the icy heights of the Siachen Glacier, where Indian Army personnel practiced yoga at the world’s highest battlefield. Other high-altitude sessions were held in the Galwan Valley, Rohtang Pass, and Sela Tunnel, with Border Roads Organisation (BRO) and Indo-Tibetan Border Police (ITBP) staff participating under extreme conditions. In Jammu & Kashmir, yoga was performed on the Chenab Rail Bridge — the world’s highest railway bridge — blending engineering excellence with spiritual depth.

In the westernmost part of India, the Konark Corps of the Indian Army led a session in the Rann and Creek sector of Kutch, Gujarat. Meanwhile, India’s southernmost tip, Indira Point in the Andaman & Nicobar Islands, saw yoga performed by personnel from the Andaman & Nicobar Command. Offshore yoga also made its mark, with ONGC personnel participating on an oil rig in the Arabian Sea. On the New Pamban Bridge in Tamil Nadu, railway officials, scouts, guides, and students came together to demonstrate the theme of connectedness and flow.

Spiritual and historical landmarks also hosted special sessions. The 91 UP Battalion of the NCC conducted yoga on the banks of the Ganga at NaMo Ghat in Varanasi, while the BSF Rajasthan Frontier held a culturally vibrant session at Kishangarh Fort in Jaisalmer. Youth athletes performed yoga in the picturesque meadows of Pahalgam and Sonmarg, Jammu & Kashmir, emphasizing harmony with nature. In a significant cross-border gesture, Indian pilgrims undertaking the Kailash Manasarovar Yatra via Nathu La practiced yoga in Bainang County, Tibet Autonomous Region, symbolizing transnational spiritual unity.

In partnership with the Geological Survey of India, twelve yoga sessions were held at prominent Geological Heritage Sites known for their scientific, ecological, and cultural significance. These included locations like Rahioli Dinosaur Fossil Park in Gujarat, Bhimbetka Rock Shelters in Madhya Pradesh, and Arwah-Lumshynna Cave in Meghalaya, among others. These events underscored the deep connection between yoga and the Earth’s natural history, promoting the theme “Yoga for All, Yoga Everywhere.”

New operating rooms at Vancouver General Hospital will provide people in Vancouver and throughout British Columbia with better access to faster, high-quality surgical care.

Construction has begun on 15 new operating rooms and one hybrid operating room upgrade as part of Phase 2 of the operating-room expansion at Vancouver General Hospital. Completion of both phases of the operating-room expansion is expected to increase the number of surgeries from 16,800 to more than 19,000 per year.

“These new universal operating rooms will substantially increase the number of surgeries that can be delivered from Vancouver General Hospital,” said Bowinn Ma, Minister of Infrastructure. “Construction is now underway on these important health-care facilities, while also creating good jobs during construction and, once complete, in health care.”

The new operating rooms will have a universal design, allowing any surgery to be performed in any room. They will be built to better accommodate equipment and storage, supporting a logical flow of tasks and activities during surgeries and improving efficiency. The enhanced design, technology and equipment will create a safer, more comfortable working environment for all staff and will optimize patient safety and surgical outcomes.

Once phase 2 is finished, the surgical centre will have 32 operating rooms and 78 perioperative bays, along with upgraded infrastructure, including heating, ventilation, air conditioning (HVAC), electrical and plumbing systems. With these new, flexible operating rooms, health-care teams will be able to increase the number of operating room hours available and surgeries performed.

The Quiet Power Behind the Mission

CHEYENNE, Wyo. — Every day, people flip on a light switch, run hot water, and turn up the air conditioning without giving it a second thought. Phones charge. Toilets flush. Stormwater drains away. Every day, people drive on smooth, paved roads and work in buildings that stay upright with silent beams and pillars.

Although often invisible in the hustle and bustle of everyday life, even the smallest part of the built environment is a testament to the civil engineers who make the world a hospitable place. Although they work in plain sight, they are quiet professionals who do not seek recognition or praise.

They just want the lights to come on.

The Wyoming Air National Guard’s 153rd Civil Engineer Squadron recently returned from a weeklong trip to the North Carolina Air National Guard Regional Training Site, where they received hands-on training in their respective trades and crafts. The trip also included 15 Airmen from the 90th Civil Engineering Squadron at F.E. Warren Air Force Base.

Specialists in heavy construction operation, structural, water and fuel systems maintenance, heating, ventilation, air conditioning and refrigeration, or HVAC/R, electrical power production, electrical systems, and engineer assistants all do their part in the world of civil engineering.

And while working in the Wyoming Air National Guard, they do their part in a unique context, too.

“We build bases,” said U.S. Air Force Chief Master Sgt. Christian Lowe, who helps lead the 153rd Civil Engineer Squadron. “You take a patch of dirt somewhere in the world and the Air Force says, ‘Dibs,’ and it’s flattened. Then there’s tents, air traffic control towers, and a runway. All these things are built up. It’s tangible, it’s palpable, it’s touchable. And for the right-minded person, it’s hugely gratifying.”

In the Air National Guard, civil engineering is divided into two specialized units with distinct but overlapping missions. One unit is the Rapid Engineer Deployable Heavy Operational Repair Squadron Engineer, also known as RED HORSE. They are a highly mobile, rapidly deployable response force that builds bases in combat zones. The other specialized unit is Prime Base Engineer Emergency Force, or Prime BEEF, which focuses on maintaining bases and their utility systems, whether at home or abroad.

The Wyoming Air National Guard’s 153rd Civil Engineer Squadron is a Prime BEEF squadron.

Surveyors, Specialists and the Science of Repair

During the weeklong training exercise, U.S. Air Force Senior Airman Vinny Wagoner, an engineer assistant, peered through a surveying instrument while measuring the 3,500-foot-long airstrip at the North Carolina Air National Guard Regional Training Site.

Resting at a cross-section of theory and application, an engineer assistant uses a lot of math, maps and rulers.

“The thing I enjoy about the job is you get a lot of updated toys, like state-of-the-art surveying equipment,” Wagoner said. “You have to keep up with the times.”

An engineer assistant resembles a superhero with a day job, like Clark Kent, with two distinct wardrobes. Indoors, Wagoner sports business casual while plotting an airstrip from scratch on the geospatial software program GeoExPT. Outdoors, he dons a hard hat while making onsite inspections, muddying his steel-toe boots in a construction zone.

They also help if an airstrip gets bombed.

The system the U.S. Air Force uses to repair a cratered airstrip is called Rapid Airfield Damage Recovery, or RADR.

After an attack, damage assessment teams glass the airstrip with binoculars, collecting information. Drones sweep overhead. Towers detect. Together, they identify debris, unexploded ordnance, craters and camouflets, and spall damage from an attack. The information is fed into GeoExPT, which creates a real-time map of the pockmarked airstrip.

Members of Explosive Ordnance Disposal, or EOD, are the first personnel on the airstrip, combing it for munitions that failed to detonate on impact. They neutralize them through a variety of means. For example, they carry out blow-and-go operations, placing premade charges near the munitions and detonating them. They conduct standoff munitions disruptions, employing small arms from a distance. Sometimes they unwire unexploded munitions.

Once bulldozers broom off all the shells and debris, the craters must be filled. Each step in the process has a dedicated crew that performs their tasks with assembly-line execution.

Muscle Memory, Machines and Motivation

First, the engineer assistant measures the lip of the crater’s edge, homing in on the entire patch of airstrip that has bulged, even to the slightest degree. For safety and functionality purposes, it is imperative the runway remain level.

Another crew attaches a wheel saw to a compact track loader, or CTL, to cut out the cratered patch of airstrip. The wheel saw looks like a giant steel pizza cutter that is 45 or 60 inches in diameter, respectively. The six-person crew divides into two sub-crews, each with two CTL operators and a spotter. Two CTLs face each other on parallel sides of a crater, cutting through concrete at approximately one foot per minute. The whirl of the wheel saw is shrill.

The next step removes the crater and the surrounding upheaval. An excavator with an impactor pounds the cut-out block of concrete, pulverizing it. An excavator with a bucket scoops out the rubble, leaving behind a precise square hole in the ground. It is two feet deep.

The slash-and-splash technique is a method used to backfill the excavated area. A 3,000-pound sack of flowable-fill material is suspended over the square hole on the fork of an excavator. A spotter slashes the bag, pouring out the material until it reaches 10 inches to the top. The remaining inches are capped with rapid-setting concrete or asphalt poured from a volumetric mixer. Finally, the new patch of airstrip is rolled and raked smooth.

After an attack, one team can repair up to 18 craters in less than seven hours.

“Muscle memory gets built into all these pieces of equipment,” Lowe said. “That’s why we have our guys practice going out there, finding a crater, and getting it back to where we are launching planes off that runway again.”

In addition to ensuring operational readiness after an attack, the 153rd Civil Engineer Squadron put their skills to work in a variety of other contexts and scenarios during their weeklong training exercise.

All week long, the Dirt Boys reared in their heavy machinery, kicking up dust all around them. Before the dust settled, the black silhouette of the bulldozer resembled an apex predator on the savannah. U.S. Air Force Airman 1st Class Nicholas Cardillo and U.S. Air Force Airman 1st Class Levi Phillips, specialists in heavy construction operation, often wore mirrored sunglasses that reflected the glare of day as they worked late into the afternoon.

Building Futures and Flying Home

Before enlisting, Phillips worked construction in the private sector before realizing he wanted to do it in a more challenging context. Navedo came from a military family and knew he wanted to serve but wasn’t sure how. They both landed in the 90th Civil Engineering Squadron at F.E. Warren Air Force Base and haven’t looked back.

“Ever since I was a little kid, I wanted to get behind a piece of equipment or drive a truck,” Phillips said. “For my job, we grade roads. Then we drive on it two weeks later, and you’re like, ‘Oh, I did that.’ I just think it’s cool.”

Cardillo agreed. “It’s fun,” he said. “You always have something different going on. And then you get to see the work you’ve put in. You get to see it pay off. There’s so many things we drive by right now that we had a hand in building. That part of it is really cool.”

Neither of them had operated a crane until North Carolina. They took turns in the cab with the joystick, feeling the flow of the boom as it swung across the sky. The test weight they used was a 900-pound drum. Cardillo dropped anchor and hooked the drum.

“It seemed easy at first when you were dropping the claw,” Cardillo said. “But when you put weight on it and you start moving back and forth, it really starts swinging. It took me some time to get used to that and figure out how to catch the load swing.”

Once he began to operate the joystick with just the tips of his fingers, the movements became smoother.

“That crane really put something in me,” Phillips said. “With the crane, you boom out, stick up, pick the boom up, and lower your winch all at the same time. There’s always something going on. It’s just very cool.”

Thanks to their training in the military, Cardillo and Phillips are certified in dozers, excavators, jackhammers, rollers, loaders, graders, sweepers, water truck, dump truck, asphalt, concrete and more. Phillips wants to get certified in crane operation now. All this training is provided by the U.S. Air Force.

The training in civil engineering is always cutting-edge. Back home, the 153rd Civil Engineer Squadron partners with Laramie County Community College, sending shops to get trained with staff and instructors at the school.

“All our training is in line with the industry standard in the private sector,” Lowe said. “If you’re going through an electrician’s course, for example, you’re training to the National Electrical Code. You’re getting exposed to everything you would see on the civilian side and getting qualified for it.”

U.S. Air Force Airman 1st Class Luis Navedo did his research before signing on to be a specialist in HVAC/R.

“I have my universal license through my Air Force training, and that’s for life,” he said. “Once I get out after four years, I can buy and sell refrigerant anywhere.”

Also, Navedo is proud to be a specialist in HVAC/R for the military.

“Think of a base like Nellis Air Force Base in Nevada,” he said. “It’s like 115 degrees there every day. Let’s say there’s no HVAC, all the servers would melt. Then the mission is impacted, and everyone starts losing their head. Cooling and heating is essential.”

During the weeklong training exercise, instructors at the North Carolina Air National Guard Regional Training Site marveled at the work ethic on display by the 153rd Civil Engineer Squadron.

“They were phenomenal,” U.S. Air Force Master Sgt. Tyler Nadeau, an electrical cadre, said. “They were proactive. They asked questions.”

Other equipment the 153rd Civil Engineer Squadron trained on during the week included the Mobile Aircraft Arresting System, the Reverse Osmosis Water Purification Unit, the BEAR Distribution System and the Expeditionary Airfield Lighting System.

“On Monday, they had no clue about a new piece of equipment,” Nadeau said. “On Friday, they could teach it.”

Soon it was time to go back home.

The 153rd Civil Engineer Squadron packed up and headed to the airstrip, waiting for a lift.

After a while, a shimmering trace appeared in the sky, magnifying into a C-130 Hercules in its final descent. It thundered down at around 100 knots, roaring by the cheering 153rd Civil Engineer Squadron. The buzzing propellers still whirled ferociously as the aircraft turned around and taxied back to the passengers before coming to a full stop.

The rear cargo door lowered, settling into the baked airstrip. A loadmaster in a flight suit approached the 153rd Civil Engineer Squadron. An officer broke from the group and met him at the edge of the airstrip, shaking hands.

With cargo bags hoisted over their shoulders, the 153rd Civil Engineer Squadron filed onto the rear ramp of the C-130 Hercules, locating their seats. They buckled in and grabbed a fistful of red netting. The loadmasters worked in a whirl of straps, winches and staticky headset communication. Soon the rear cargo door raised again, pinching off the North Carolina daylight.

A few remaining Airmen watched as the aircraft peeled off the runway and shrank soundlessly into the sky, bringing everyone back home. The takeoff and landing of a C-130 Hercules would not be possible without the 153rd Civil Engineer Squadron at the Wyoming Air National Guard and people like them. But they do not seek glory or praise.

They are the quiet professionals.
