         The delegation comprised leaders from prominent financial services and fintech companies, founded locally, in Mainland China or overseas with operations in Hong Kong. They participated in high-level strategic meetings with senior management of local government organisations, chambers of commerce, sovereign wealth funds, private equity partners and tech incubators, facilitated by InvestHK.

         The Director-General of Investment Promotion at InvestHK, Ms Alpha Lau, said, “In today’s evolving global economy, Hong Kong has showcased its irreplaceable strategic value as a ‘super connector’. Our city’s unique advantage lies in its ability to effectively connect the East with the West and the Global South.          Over the past two years, companies such as EvidentGroup, LianLian Global, Lingfeng Capital, OneDegree, 4Paradigm, Libertify and more participated in the delegations. Delegates acknowledged that remarkable results would not have been possible without opportunities and connections provided by the Hong Kong Special Administrative Region (HKSAR) Government.

         For Evident Group, a highlight was an MOU signing with Zand Bank, the UAE’s AI-powered bank, licensed by the Central Bank of the UAE, which Evident first connected with during last year’s delegation visit. The MOU signifies a commitment to develop a strategic collaboration, aimed at delivering innovative alternative investment solutions for Zand Bank’s private wealth clients. The goal is to leverage Evident’s secure, cutting-edge digital market infrastructure to facilitate access to alternative investments such as private equity secondaries, private credit, and tokenised infrastructure. This collaboration pioneers a new model, demonstrating how the digitalisation of private markets enhances Hong Kong’s role in linking global private wealth with unique investment opportunities.

         LianLian Global regards Hong Kong as a key hub for expanding its global ecosystem, particularly in the GCC region. Through InvestHK delegations, it forged key G2G ties, most notably with the Central Bank of the UAE, unlocking strategic opportunities in the region. At the Dubai FinTech Summit, LianLian reached a cooperation agreement with Lulu Money to extend its payment gateway services into Mainland China. Leveraging Hong Kong as a fund hub, it also addressed cross-border trade challenges between China and the Middle East and North Africa region. In one case, LianLian facilitated a procurement and payment solution for a company purchasing electric vehicles from China, streamlining transactions for both buyer and manufacturer.

         Lingfeng Capital has obtained its approved-in-principle from the Financial Services Regulatory Authority as a licensed fund manager in the UAE and established operations in Abu Dhabi as its regional headquarters after identifying opportunities during the first delegation visit last year. This year, Lingfeng Capital is further engaging with key partners and initiating the setup of a fund in Abu Dhabi to support portfolio companies from Hong Kong, Mainland and other international markets expanding into the GCC region.

         OneDegree has been recognised by GCC government officials for its industry-leading digital asset insurance offerings. Following an investment from Dubai Insurance, OneDegree is set to provide digital asset insurance in the UAE, having received approval from the Central Bank of the UAE through partnership with Dubai Insurance Co. In addition, Walaa is supplying reinsurance capital for OneDegree’s global digital asset book. A pivotal milestone was a private meeting with senior management of the Insurance Authority of Kingdom of Saudi Arabia during the delegation visit last year.

         Connecting the East with the West and the Global South

         The 2025 delegation led by InvestHK built on the solid foundation laid by the HKSAR Government officials during earlier trip to focus on driving tangible business results, further solidifying Hong Kong’s position as an outward-facing, globally connected economy. The success of these delegations reaffirms Hong Kong’s position as a “super connector” and “super value-adder” to the world, where innovation and strategic dialogue forge robust pathways for two-way economic growth. With tangible results achieved across sectors, InvestHK continues to empower enterprises to “go global” through Hong Kong.     CHP investigates cluster of Carbapenemase-producing Enterobacteriaceae 
    The CHP will continue to put the RCHE under medical surveillance and investigate the cluster.
     
    Enterobacteriaceae (for example, Escherichia coli and Klebsiella) are common pathogens that can cause infections at different body sites including urinary tract infections, intra-abdominal infections or bacteraemia. CPE are enterobacteriaceae that produce carbapenemase – an enzyme that can deactivate carbapenems and other beta-lactam antibiotics such as penicillins. These bacteria are commonly resistant to multiple antibiotics, limiting therapeutic options, and may render severe clinical infections difficult to treat. The range of diseases associated with CPE varies from asymptomatic carriage to potentially life-threatening or fatal infections. The level of risk depends on which part of the body is affected by the infection and the general health of the patient.Issued at HKT 20:05

     The Secretary for Health, Professor Lo Chung-mau, met with the Chairman of the Changchun Committee of the Chinese People’s Political Consultative Conference (CPPCC), Mr Gao Zhiguo, today (June 16) to have in-depth exchanges on the development of biomedicine and Chinese medicine (CM) in the two places.

    Professor Lo said, “Biomedicine development and medical innovation are not only directly related to people’s life and health, but also important national policies representing immense new quality productive forces. The Resolution of the Communist Party of China (CPC) Central Committee on Further Deepening Reform Comprehensively to Advance Chinese Modernization adopted by the Third Plenary Session of the 20th CPC Central Committee pointed out the need to deepen the reform of medical and healthcare system and emphasised the support to the development mechanisms for innovative drugs and medical devices. In addition, the Development Plan for Shenzhen Park of Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone promulgated by the State Council also put forward the co-ordinated development of the Hong Kong Special Administrative Region (HKSAR) and Shenzhen under ‘one zone, two parks’ to promote the innovative application of advanced biomedicine technologies with concerted effort.”

    “The HKSAR Government is determined to fully utilise the institutional advantages of ‘one country, two systems’ of the HKSAR and our professional strengths in the healthcare sector to develop Hong Kong into an international health and medical innovation hub, thereby enabling the innovative medical technologies to go global and attract foreign investment, and promoting new quality productive forces in biomedicine.”

    The Chief Executive put forward the initiative of developing Hong Kong into an international health and medical innovation hub in his 2023 and 2024 Policy Address. The HKSAR Government will expedite the reform of the approval mechanism for drugs and medical devices and enhance the translation of innovative biomedical research results into clinical applications, such as jointly establishing the Greater Bay Area (GBA) Clinical Trial Collaboration Platform in concerted efforts by the GBA International Clinical Trial Institute in the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone and the GBA International Clinical Trials Center in the Shenzhen Park to integrate resources and technologies to provide one-stop clinical trial support for medical research institutions; establishing a Real-World Study and Application Centre to open up the extensive and standardised local medical databases to support clinical diagnosis and treatment, new drug development, and public health research, and integrate real-world data generated through the special measure of using Hong Kong-registered drugs and medical devices used in Hong Kong public hospitals in the GBA to accelerate approval for registration of new drugs in Hong Kong, the Mainland, and overseas; preparing for the establishment of the Hong Kong Centre for Medical Products Regulation (CMPR) to progress towards the “primary evaluation” approach; and taking forward preparatory work for legislating for the statutory regulation of medical devices to dovetail with the timetable for the establishment of the CMPR.

    Regarding CM, the HKSAR Government is committed to developing Hong Kong into a bridgehead for the internationalisation of CM, and encourages co-operations between schools and research institutions of the two places in various areas such as CM education and research. Hong Kong’s first CM hospital will commence services in phases starting from the end of this year, which will serve as a key platform for promoting clinical scientific research collaboration in proprietary Chinese medicines development, synergising with the GBA Clinical Trial Collaboration Platform to facilitate the commencement of internationally recognised multicentre clinical trials, thereby further accelerating the translation of CM research findings.

    Representatives of the Health Bureau, the Department of Health and the Hospital Authority also attended the meeting.

    What to Do
    On May 7, 2025 Zyno Medical sent all affected customers an email recommending the following actions:

    Discontinue use of affected devices and follow instructions for the return of the device.
    Check inventory for affected products, verify serial numbers, and confirm product location.
    Report any transferred product and pass this notice to the appropriate personnel who need to be informed if the identified devices have been transferred to another location.
    A representative from Zyno Medical’s partner company, Intuvie LLC, will be in contact with you to coordinate instructions on exchanging devices to remediate this action.

    Reason for Recall
    Zyno Medical stated that certain Z-800, Z-800F, Z-800W and Z-800WF infusion pumps were released to customers with incorrect software versions that had not undergone required verification and validation testing. As a result, these pumps can experience unexpected performance problems, including issues with essential functions and risk measures such as air in line detection, alarm volume, and reverse flow prevention.
    The worst case scenarios of incorrect air in line detection and incorrect audio alarms associated with other failures could result in serious harms such as under- or over-delivery of drugs, air in line that infuses a venous air embolism of up to 1mL, undetected flow reversal of drugs or parenteral fluids, and lowering of the Keep Vein Open (KVO) rate from 5 mL/hr to 1 mL/hr, which can lead to very low KVO flow rates and possibly cause a blood clot to form at the distal end of the catheter, ultimately leading to peripheral IV catheter (PIV) failure.
    At this time, Zyno Medical has not reported any serious injuries or deaths.

    The Zyno Medical Z-800 Infusion System is intended to provide intravenous infusion ofparenteral fluids, blood, and blood products to a patient under the direction or supervision of a physician or other certified health care professional.

    The North Dakota Department of Commerce has released the findings of its North Dakota Workforce Ecosystem Assessment, a comprehensive review of the state’s workforce landscape. Conducted by Deloitte, a global professional services network, the 20-week assessment aimed to understand current programs and services. This report was developed in collaboration with the Workforce Development Council (WDC) and Workforce Innovation and Opportunity Act (WIOA) core partners, including Job Service ND, Vocational Rehabilitation, and Adult Education.

    The assessment gathered insights from a wide range of stakeholders, revealing key themes:

    • Need for Unified Leadership: Stakeholders expressed a desire for more aligned leadership and a clear, central vision to drive statewide workforce outcomes.
    • Access Barriers Despite Strong Partnerships: While relationships within the ecosystem are strong, access to programs often depends on personal connections, leaving many employers and jobseekers unaware of available resources.
    • Increased Need for Wraparound Services: Barriers like childcare, housing, and transportation continue to impact employment readiness, particularly in rural communities.
    • Rural-Urban Disparities: Program access remains more limited in rural areas, placing a greater strain on these communities and their businesses.
    • Labor Market Misalignment: There’s a persistent mismatch between worker interests and employer needs, highlighting a demand for more workers and quicker adaptation of training programs to evolving demands.
    • Funding and Staffing Gaps: Many programs face limitations due to stagnant federal funding and increased demand, hindering innovation and staff retention, especially in rural areas.
    • Data and Knowledge Sharing Challenges: Limited data sharing across programs creates redundant processes for jobseekers and impedes efficient collaboration among partners.

    “This assessment gives us crucial insights into our workforce ecosystem,” said Commerce Deputy Commissioner and Workforce Development Director Katie Ralston Howe. “It clearly outlines where we need to focus our efforts to build a stronger, more responsive workforce for North Dakota.”

    The report also highlighted strengths, including innovative programs like the Regional Workforce Impact Program (RWIP) and Job Placement Pilot Program (JP3), and the strong collaborative spirit among leaders.

    The assessment outlines four key areas for future focus:

    • Strategic Vision: Defining clear goals and roles for ecosystem steering.
    • Customer Focus: Streamlining access and engaging with customer needs.
    • Awareness and Engagement: Enhancing outreach to communities and partners.
    • Information Tracking and Sharing: Improving data collection and sharing for program efficiency.

    A few weeks ago, an EU citizen had a reservation on an EU flight cancelled because their electric wheelchair was supposedly ‘incompatible’ with the aircraft. No refund was offered: according to the airline, the passenger could have changed wheelchairs or been accompanied. In 2024, another airline refused to carry a wheelchair in the hold because of supposedly ‘excessive dimensions’, but then accepted the same wheelchair on the same route and aircraft on the following day.

    Citizens with disabilities are careful to report their needs as passengers, yet detailed information on acceptance, compatibility and safety criteria is frequently missing from airlines’ websites, and contact centre operators are often not trained or have insufficient information available. This severely restricts people from planning and undertaking journeys independently.

    Articles 21 and 26 of the Charter of Fundamental Rights of the European Union are transposed into Regulation (EC) No 1107/2006, which protects the right of persons with disabilities to travel by air without discrimination.

    Also in the light of Commission Notice C/2024/5992, can the Commission clarify whether and how it intends to promote the development and use by airlines of tools, such as digital tools, to better protect the rights of persons with disabilities when they are using air transport, at all stages of their journey?

    US President Donald Trump has announced a suspension of several student visa categories for foreign nationals, including those from EU Member States. The US State Department has recently halted student visa interviews for foreign applicants while it implements new procedures to screen their social media activity, a move that raises serious concerns about privacy, fundamental rights and potential discrimination. These unilateral actions undermine academic exchange, mutual understanding and the right of young Europeans to access global education opportunities. They also set a dangerous precedent of profiling and digital surveillance, which runs counter to democratic values and the rule of law.

    In light of these developments:

    • 1.Does the Commission consider the US decision compatible with international commitments on human rights, academic freedom and data protection?
    • 2.What steps has the Commission taken to ensure that EU students are not subject to discriminatory practices or privacy violations under these measures?

  • MIL-OSI Europe: Answer to a written question – Protecting minors from online trends harmful to their health – E-001624/2025(ASW)

    The protection of minors online is a priority for the Commission. Under the Digital Services Act (DSA),[1] providers of designated Very Large Online Platforms (VLOPs) and Very Large Online Search Engines (VLOSEs)[2] are required to conduct systemic risk assessments, considering inter alia actual or foreseeable risks to the protection of minors as well as a person’s physical and mental well-being, and to put in place effective mitigation measures to address these.

    These assessments should consider whether and how the design of the recommender systems may influence such risks. In addition, the providers of online platforms accessible to minors shall put in place appropriate and proportionate measures to ensure a high level of privacy, safety and security of minors.

    The Commission has taken swift action in relation to DSA enforcement and opened formal proceedings against the provider of TikTok[3] to assess whether it may have breached the DSA in relation to the protection of minors online and to the functioning of the recommender systems.

    The investigations are ongoing. If the Commission establishes a breach of the DSA, a fine of up to 6% of global turnover of the provider may be imposed.

    The Commission is developing guidelines on the protection of minors online under the DSA[4] as well as an Action Plan to counter cyberbullying. The Commission will also launch an EU-wide inquiry into the broader impacts of social media on well-being[5].

    The European Strategy for a better Internet for kids (BIK+)[6] promotes a responsible use of technology by supporting children, their carers and teachers through the awareness and education activities organised by the Safer Internet Centres and the information and training material available in all language on the BIK platform[7].

    The “Berizka” preschool in the Ukrainian village of Ulaniv reopened after a major upgrade supported by the European Union lending arm – the European Investment Bank (EIB). The €420,000 renovation highlights the EU’s commitment to restoring social infrastructure in Ukraine.

    Berizka, serves more than 110 children aged two to six, including many children from internally displaced families. It is one of 100 educational institutions across Ukraine being renovated with support of the EIB. The building is now equipped with full thermal insulation and energy-efficient windows and doors – upgrades that are especially important amid Russia’s full-scale military invasion of Ukraine, by reducing electricity consumption and utility costs.

    The preschool also has a new metal roof, renovated porches and two ramps that ensure easier entry for people, including children and parents with limited mobility. It offers an environment, where children and their families can feel a sense of normalcy and stability despite the war.

    EIB Vice-President Teresa Czerwińska, who oversees the Bank’s operations in Ukraine said: “The renovated preschool shows how the EIB supports Ukraine’s long-term recovery: we invest in resilient, energy-efficient infrastructure that strengthens local communities and ensures continuity of vital services for people.”

    The renovation took place between May 2024 and June 2025 under the “Ukraine Early Recovery Programme” – a joint EU-EIB initiative implemented in cooperation with the Ukrainian Ministry for Development of Communities and Territories and Ministry of Finance as well as the Vinnytsia Oblast Military Administration and the Ulaniv Village, with technical assistance from the United Nations Development Programme (UNDP).

    This is one of seven EIB-backed recovery projects in Vinnytsia region, with a combined investment value of €7.6 million. These projects include the reconstruction of four schools, two water and wastewater facilities and one community and administrative services center. In 2024 alone, three projects were completed, including two schools in Stryzhavka and a sewer system in Zhmerynka.

    Head of Cooperation at the EU Delegation to Ukraine Stefan Schleuning said: “Berizka preschool in Vinnytsia Oblast is a powerful example of how EU support, channelled through the EIB’s recovery programmes, is already making a tangible difference. Together with Ukraine, we are restoring essential services, strengthening communities, and building for the future of the next generation.”

    Deputy Prime Minister for Restoration of Ukraine – Minister for Development of Communities and Territories of Ukraine Oleksii Kuleba said: “Restoring access to education is a shared priority with our European partners. Together, we’re rebuilding social infrastructure and introducing modern energy-efficient solutions that make communities more resilient.”

    First Deputy Head of the Vinnytsia Regional Military Administration Natalia Zabolotna said: “This preschool is the fourth EU- and EIB-supported recovery project completed in our region over the past two years. These results are possible thanks to the strength and dedication of local workers, who continue delivering essential services despite the war.”

    Head of Ulaniv Village Council Oleksandr Hotsulyak said: “For our village, this preschool is essential. Thanks to support from the EU and the EIB, over 110 children, including those from displaced families — now have a modern, comfortable space to learn and grow. Investing in early childhood education lays the foundation for children’s resilience, recovery, and long-term development.”

    UNDP Resident Representative in Ukraine Jaco Cilliers said: “By connecting Ukrainian communities with EIB financing mechanisms, UNDP helps ensure that recovery efforts are truly community-led, with local leaders determining how EU support can best serve their reconstruction priorities.”

    Background information

    The EIB in Ukraine 

    The EIB Group has supported Ukraine’s economy since day one of the Russian invasion, providing €3 billion in financing to date, with €2.3 billion already disbursed. The EIB continues to focus on securing Ukraine’s energy supply, restoring damaged infrastructure and maintaining essential public services across the country. Under a guarantee agreement signed with the European Commission, the EIB is set to invest at least €2 billion more in urgent recovery and reconstruction. This funding is part of the European Union’s €50 billion Ukraine Facility for 2024-2027 and is fully aligned with the priorities of the Ukrainian government.

    EIB recovery programmes in Ukraine

    The reconstruction of the preschool in Ulaniv village was carried out under the Ukraine Recovery Programme, one of three recovery programmes supported by the European Investment Bank (EIB). As of June 2025, the EIB has provided €740 million across these programmes to support Ukraine’s recovery. The funding helps the government to restore essential services in communities across the country – including schools, kindergartens, hospitals, housing, heating and water systems. These EIB-backed programmes are further supported by €15 million in EU grants to facilitate implementation. The Ministry for Development of Communities and Territories of Ukraine, in cooperation with the Ministry of Finance, coordinates and oversees programme implementation, while local authorities and self-governments are responsible for managing recovery sub-projects. The United Nations Development Programme (UNDP) in Ukraine provides technical assistance to local communities, supporting project implementation and ensuring independent monitoring for transparency and accountability.   • MIL-OSI Security: Peter McNeilly Appointed As United States Attorney for the District of Colorado

    DENVER – Peter McNeilly has been appointed as the United States Attorney for the District of Colorado by U.S. Attorney General Pamela Bondi. Mr. McNeilly was sworn in by United States District Judge Daniel D. Domenico on June 16, 2025.

    Mr. McNeilly has been an Assistant United States Attorney in Colorado since 2014. During his time as a federal prosecutor, Mr. McNeilly has focused on pursuing members of Mexican drug cartels, combatting the deadly fentanyl epidemic, and reducing violent crime. Mr. McNeilly’s work prosecuting fentanyl cases—and particularly cases involving fatal overdoses—has made him one of the leading experts on fentanyl prosecutions in Colorado and a resource for other federal prosecutors throughout the country. As a supervisor within the U.S. Attorney’s Office, he has overseen the creation and expansion of federal task forces which focus on transnational organized crime and violent crime. Mr. McNeilly has previously served as the Deputy United States Attorney, the Chief of the Transnational Organized Crime and Money Laundering Section, the District of Colorado’s Opioid Coordinator, and the Lead Strike Force Attorney for the Denver Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force.

    Mr. McNeilly is a lieutenant colonel in the United States Marine Corps. Mr. McNeilly supported commanders and advanced the rule of law as a Marine judge advocate on active duty before joining the U.S. Attorney’s Office, and he has continued that work in the reserves for his entire time with the office. On active duty, he prosecuted complex cases throughout the Marine Corps’ western region, including sexual assaults, child exploitation, financial crimes, and crimes committed in Iraq and Afghanistan. In the reserves, Mr. McNeilly has served as a prosecutor, as a legal advisor on the staff for a three-star commanding general, and he is currently in his second tour as a military judge.

    As United States Attorney, Mr. McNeilly will oversee all federal criminal prosecutions as well as all civil litigation undertaken on behalf of the United States Government in Colorado. Mr. McNeilly leads a dedicated team of more than 160 attorneys, professional staff, and government contractors.

    Mr. McNeilly’s senior leadership team includes J. Bishop Grewell, who will serve as First Assistant United States Attorney and Chief of the Appellate Division, and Marcy Cook, who will serve as Deputy United States Attorney.

  • MIL-OSI Security: Eight Members and Associates of the Transnational 18th Street Gang Charged with Racketeering Crimes in Queens

    The Defendants’ Crimes Involved Brutal Assaults, Extortion, Drug Trafficking, Production and Sale of Fraudulent Identification Documents, and Counterfeit Currency

    Earlier today in federal court in Brooklyn, an indictment was unsealed charging eight members and associates of the 18th Street gang, a violent transnational criminal organization, with serious crimes.  Six defendants are charged with racketeering conspiracy, including predicate acts involving narcotics and firearms trafficking, production and sale of fraudulent identification documents, and extortion. Seven defendants are also charged with assaults in aid of racketeering.  One defendant is charged with being an alien in possession of a 9mm semiautomatic pistol and ammunition. 

    Seven defendants were taken into custody in New York City and are scheduled to be arraigned this afternoon before United States Magistrate Judge Cheryl M. Pollak.  Another defendant, currently in custody on separate criminal charges, is expected to be arraigned tomorrow. 

    Joseph Nocella, Jr., United States Attorney for the Eastern District of New York; Christopher G. Raia, Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office (FBI); Jessica S. Tisch, Commissioner, New York City Police Department (NYPD); and Melinda Katz, Queens District Attorney, announced the arrests and charges.

    “This indictment represents a significant step in our ongoing effort to dismantle violent gang networks in our communities,” stated United States Attorney Nocella.  “The 18th Street gang exploited a Queens neighborhood as a hub for violence and illicit activity.  Today’s arrests show the community that my Office and our law enforcement partners are working tirelessly to put these violent criminals behind bars.”

    Mr. Nocella expressed his appreciation to the Queens County District Attorney’s Office, the FBI New York Metro Safe Streets Task Force, the Department of Labor Office of the Inspector General – New York Office, the United States Secret Service, and the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Enforcement and Removal Operations, New York City Field Office, for their invaluable assistance with the case.

    “These violent members and associates of the 18th Street gang allegedly relied on violence—including assault of innocent civilians and rival gang members—to exert and maintain control over a busy commercial corridor along Roosevelt Avenue in Jackson Heights, Queens. Those arrested today acted and behaved with callous and cruel disregard for those around them. Our actions today represent yet another example of the FBI’s commitment to crushing the violent transnational gangs plaguing our communities,” stated FBI Assistant Director in Charge Raia.

    “The defendants in this case are accused of unleashing terror onto Queens communities through brutal assaults, extortion, fraud, and drug trafficking—all in furtherance of the 18th Street gang’s agenda. Every resident deserves to feel safe walking down the street, without having to worry about gang violence. My office will continue to combat violent criminal enterprises and assist partner investigations to dismantle gangs as they try to establish themselves in our neighborhoods, stated Queens District Attorney Katz.  “We thank the U.S. Attorney for the Eastern District of New York, the FBI and the NYPD for their hard work in this case.”

    As alleged in the indictment and other court filings, the 18th Street gang is a violent transnational criminal organization with members and associates throughout the United States and Central America.  The gang is divided into several “cliques.”  The defendants are members and associates of the “54 Tiny Locos” clique, which controls a busy commercial corridor along Roosevelt Avenue in Jackson Heights, Queens. For years, 18th Street has maintained control over this area through violence, including assaults on perceived rival gang members that often result in harm to innocent civilians.  The gang financed its operations through drug-dealing and various other crimes, including trafficking in fraudulent identification documents and counterfeit currency.  The gang’s production and sale of fraudulent documents—including fake passports, permanent resident cards, Social Security cards, driver’s licenses, and Occupational Safety and Health Administration (OSHA) cards—was a primary driver of income for its members and associates.  Members of 18th Street, including the defendants, also committed extortion by charging “rent” to other illicit businesses operating in the area, including unregulated brothels. 

    Certain of the defendants are also charged in connection with three assaults in-aid-of racketeering in Queens, New York, that wounded four individuals.

    The December 2021 Assault

    As alleged, on December 31, 2021, members of 18th Street, including Bonilla Ramos, Ramirez, and a co-conspirator, assaulted two victims, including John Doe #1, outside of a bar in Queens, New York, after asking if they were in a gang.  The defendants violently beat both John Doe #1 and his friend, including twice smashing John Doe #1’s head with a glass bottle of tequila, leaving him with severe lacerations to his face and nerve damage.

    The January 2022 Assault

    As alleged, on January 15, 2022, members of 18th Street attacked two victims, John Doe #2 and John Doe #3, outside a bar in Queens, New York. A co-conspirator stabbed John Doe #2 while two other defendants held him in place.  John Doe #2 sustained serious injuries, including injuries to his lung. The defendants then attacked a second victim, John Doe #3, with large wooden planks, causing lacerations that required sutures.  The serious injuries to John Doe #2, the victim who was stabbed, were reflected in the blood left behind after the assault.

    The June 2024 Assault

    As alleged, on June 20, 2024, members of 18th Street attacked a victim, John Doe #4, who they believed was a rival gang member, in a parking lot in Queens, New York.  The assailants, including certain of the defendants, beat John Doe #4 with a bike lock and a metal chair, among other things.  John Doe #4 received medical care for lacerations to his head, which required sutures. 

    1. The charges announced today are allegations, and the defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
    2. The case is part of Operation Take Back America, a Department of Justice initiative aimed at eradicating transnational criminal organizations, combating violent crime, and restoring the rule of law.
    3. This prosecution also is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation.  OCDETF targets the highest-level criminal organizations threatening the U.S., using a prosecutor-led, intelligence-driven, multi-agency approach.  More info is available here: www.justice.gov/OCDETF.

  • MIL-OSI Security: Sanford Man Sentenced For Possessing A Machinegun

    Orlando, Florida – Senior U.S. District Judge John Antoon II has sentenced Timothy Aden-Alan Calhoun (27, Orlando) to 2 years and 10 months in federal prison for possession of a machinegun. The court also ordered Calhoun to forfeit the firearm he possessed. Calhoun pleaded guilty on February 25, 2025.

    According to court documents, officers from the Maitland Police Department stopped Calhoun for a traffic violation while he was operating a stolen motorcycle. During a search incident to his arrest, an officer located a Glock 19 with an extended magazine and a machinegun conversion device installed. The Bureau of Alcohol, Tobacco, Firearms and Explosives was contacted and confirmed that the firearm was converted into a fully automatic weapon.

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Maitland Police Department. It was prosecuted by Assistant United States Attorneys Michael P. Felicetta and Kaley Austin-Aronson.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

  • MIL-OSI Security: Husband & wife plead guilty to wire fraud related to pandemic relief funds

    CINCINNATI – A West Chester couple pleaded guilty in U.S. District Court today to committing wire fraud to obtain pandemic relief funds. The husband and wife were owners or associates of multiple transportation firms. 

    Ajay Chawla, 60, and his wife, Ruhi Chawla, 50, admitted that they fraudulently received more than $900,000 in pandemic relief funds. Specifically, they received four Payroll Protection Plan (PPP) loans and three Economic Injury Disaster Loans (EIDL).

    According to their court documents, on their loan applications, the Chawlas falsely reported the number of employees and gross revenues for their businesses: Prime Transportation and Logistics Inc., ABC Trucking Inc., Apex Truck Lines LLC and A1 Diesel Truck Repair LLC. Ajay Chawla also submitted a false statement to Department of Transportation Office of Inspector General and the Federal Motor Carrier Safety Administration regarding the ownership of Apex Truck Lines.

    “The investigative efforts of the Treasury Inspector General for Tax Administration (TIGTA) and its partners, along with the prosecutorial work of the U.S. Attorney’s Office, demonstrate the commitment to pursuing, capturing, and prosecuting those who try to defraud the American people,” said TIGTA Special Agent-in-Charge Kelly Moening. 

    “Today’s guilty pleas underscore our steadfast commitment to identifying and addressing fraud that undermines the integrity of Department of Transportation programs and requirements,” said Anthony Licari, Special Agent in Charge, Department of Transportation Office of Inspector General, Midwestern Region. “Greed has no place in pandemic relief programs, and together with our law enforcement and prosecutorial partners, we will continue to hold offenders accountable.”

    The couple were charged in March 2025 by a bill of information.

    Wire fraud is punishable by up to 20 years in prison. Congress sets minimum and maximum statutory sentences. Sentencing of the defendant will be determined by the Court based on the advisory sentencing guidelines and other statutory factors at a future hearing.

  • MIL-OSI Africa: African Energy Chamber (AEC): It’s Time for the World Bank to End the Ban on Upstream Financing and Tackle Africa’s Energy Poverty Crisis

    The African Energy Chamber (AEC) (www.EnergyChamber.org) is calling on the World Bank to end its ban on financing upstream oil and gas projects, urging the institution to align with Africa’s urgent need to eradicate energy poverty and achieve sustainable development. Lifting this ban is essential to unlocking the continent’s hydrocarbon resources, delivering reliable and affordable electricity to millions, and generating the revenues required to support Africa’s long-term energy transition.

    While the AEC welcomes the World Bank’s decision to review its 2017 ban on financing upstream oil and gas development, the time for reassessment is over. Decisive action is needed. Today, around 600 million Africans still lack access to electricity – a number that is not only staggering but growing. The International Energy Agency notes that gains made in expanding electricity access were reversed during the pandemic, with up to 30 million people who previously had access no longer able to afford it. This deepening energy poverty undermines Africa’s industrialization, economic growth and social development.

    The AEC maintains that Africa must be empowered to grow its energy mix pragmatically, using both fossil fuels and renewables – not forced into an “all or nothing” approach that risks leaving hundreds of millions in the dark. Natural gas offers a scalable, affordable and lower-carbon solution that can help meet the continent’s immediate power needs while enabling a just, inclusive energy transition. Yet climate panic and fearmongering – often directed disproportionately at Africa, a continent responsible for just 3% of global CO₂ emissions  – threaten to block this path.

    “The green agenda and the World Bank’s ban on upstream financing ignore the fact that natural gas can bring life-changing prosperity to Africa through jobs, business growth and monetization,” said NJ Ayuk, Executive Chairman of the AEC. “We are proposing a logical, sustainable path: using our natural gas to meet current needs, generate revenue and fund our transition to renewables. Given that universal access to affordable, reliable electricity is one of the UN’s Sustainable Development Goals, the growing number of Africans without power is morally wrong and must not be ignored.”

    Upstream oil and gas development is already demonstrating its capacity to advance energy access. In Mozambique, domestic gas fuels the 450 MW Temane gas-to-power project, delivering electricity to communities and industries. Senegal’s gas-to-power efforts, Nigeria’s Gas Master Plan and Egypt’s expanded gas-fired generation highlight how these resources are driving regional electrification and economic growth. Future upstream projects hold transformative potential: Mozambique’s gas reserves could generate over $100 billion in revenue; Namibia’s oil discoveries could deliver $3.5 billion annually at peak production, which can fund infrastructure, education, healthcare and clean energy investments.

    Meanwhile, global financial trends are shifting. Major banks, particularly in the U.S., are easing ESG-related restrictions and resuming oil and gas financing, recognizing that natural gas remains a vital bridge fuel. The World Bank must do the same – not as a concession, but as a commitment to its mandate to promote shared prosperity and reduce poverty.

    The AEC urges the World Bank to turn its policy review into meaningful action. Supporting upstream oil and gas development is not only an economic necessity – it is a moral imperative if we are serious about ending energy poverty and enabling a sustainable, equitable future for Africa.

    In May 2022, the Commission launched the EU-Ukraine Solidarity Lanes, a strategic initiative to ensure the swift export of agricultural goods from Ukraine via EU transport routes. As then Transport Commissioner Adina Vălean noted, the goal was to move 20 million tonnes of agricultural products within three months. By February 2025, the Solidarity Lanes had become essential, facilitating 70 % of Ukrainian imports, 40 % of non-agricultural exports and 20 % of grain-related trade – demonstrating their ongoing role as a secure alternative to Black Sea routes.

    The cooperation between Romania, Ukraine and the Republic of Moldova within this framework has proven key to Ukraine’s economic resilience and future reconstruction. Given the shared European perspective of Moldova and Ukraine, it is important to explore how this cooperation might be deepened.

    An increasing number of EU companies are reporting greenhouse gas emissions as part of their climate strategies. Credible and consistent data is vital for assessing environmental performance and advancing decarbonisation.

    The proposed green claims directive establishes a framework for communicating environmental claims to consumers. However, it does not provide a standardised methodology for the crucial business-to-business (B2B) exchange of emissions data. This legislative gap risks creating an uneven playing field, undermining the efforts of green frontrunners and potentially enabling greenwashing within complex value chains.

    The CountEmissions EU proposal is specifically designed to fill this void by creating a common EU methodology for calculating and reporting emissions from transport services. By harmonising B2B reporting, it provides the missing link for end-to-end transparency, ensuring that data is reliable from the transport operator to the final customer.

    In the light of the above:

    The Commission enforces strict rules to prevent conflicts of interest, requiring staff to report any conflict of interest that may impair their independence, including those related to private financial transactions. Additionally, EU and national law prohibiting insider trading apply to EU staff.

    The Commission believes the existing rules are sufficient but invests in awareness and training for staff, ensuring they understand and comply with their obligations.

    The Investigation and Disciplinary Office of the Commission is competent to investigate any breach of the rules applicable to the Commission staff.

    Investigations may also be carried out by the European Anti-Fraud Office in case of serious misconduct by staff and by the national instances.

  • MIL-OSI USA: Attorney General Bonta Files Amicus Brief in Support of Job Corps

    OAKLAND — California Attorney General Rob Bonta, alongside 18 attorneys general, filed an amicus brief in support of Job Corps, a national program that offers career training and housing to young Americans from low-income backgrounds. Job Corps has nearly 100 residential campuses across the country, and the Trump Administration’s illegal termination of the program threatens to leave thousands of vulnerable young Americans homeless.

    “Job Corps has opened doors for low-income youth, offering job training, education, and a pathway to economic stability,” said Attorney General Bonta. “The Trump Administration’s attempt to gut this critical program jeopardizes thousands of young people nationwide who rely on it. Not only is dismantling Job Corps unlawful, but it will hinder economic growth by dismantling a strong pipeline of skilled workers.” 

    The brief explains that “in the sixty years since Congress created Job Corps, millions of young Americans from low-income backgrounds have been served by the program’s unique combination of education, training, housing, healthcare and community.”  The unlawful termination will impact tens of thousands of young Americans who are currently enrolled and housed at campuses in all fifty states. Thousands of these program participants were unhoused or in foster care when they enrolled and have no alternative housing if they lose their residence through the program.

    The amicus filing reaffirms that the injunction is necessary to protect vulnerable state residents and promote state goals in education and workforce development. It further reinforces the point that the Trump Administration cannot violate federal law and the Constitution by terminating congressionally mandated programs it opposes.

    Attorney General Bonta is joined by the attorneys general of Arizona, Colorado, Connecticut, Delaware, the District of Columbia, Hawaii, Illinois, Maine, Maryland, Michigan, Minnesota, New Jersey, New Mexico, New York, Rhode Island, Oregon, and Vermont, in filing this amicus brief.

    Vance Boelter, 57, of Green Isle, Minnesota, has been charged by federal complaint with stalking and murdering Minnesota House of Representatives Speaker Emerita Melissa Hortman and her husband, in addition to stalking and shooting Minnesota State Senator John Hoffman and his wife.

    According to court documents, in the early morning hours of June 14, 2025, Vance Luther Boelter put into effect a calculated plan to inflict fear and violence upon Minnesota elected officials and their families. Boelter equipped himself with firearms and body armor, disguised himself as a law enforcement officer, and drove to the home of Senator Hoffman. Boelter knocked on the door repeatedly, claiming to be a police officer. Shortly after the Hoffmans opened the door, they were alarmed to realize Boelter was wearing a facemask. The Hoffmans tried to close the door on Boelter, but Boelter repeatedly shot both Senator and Mrs. Hoffman.

    “The horrific, targeted murders of Minnesota House Speaker Melissa Hortman and her husband Mark Hortman, as well as the shooting of Minnesota State Senator John Hoffman and his wife Yvette Hoffman, have shocked the nation and united us in grief,” said Attorney General Pamela Bondi. “These horrific acts of violence will not go unanswered: the Department of Justice will prosecute this suspect to the fullest extent of the law and if convicted deliver severe consequences for his alleged crimes.”

    “According to the charges, the defendant had a list of possible targets and went to the homes of public officials to conduct violent attacks,” said FBI Director Kash Patel. “This type of violence is unacceptable, and the FBI stands united with our law enforcement partners to find and hold accountable anyone who commits such despicable acts. I commend all the law enforcement officers who worked throughout the weekend to find the defendant and take him into custody.”

In response, ATF brought forward key investigative resources, including firearms tracing, NIBIN analysis, and a specially trained K-9 team, to help recover evidence and generate leads. I’m proud of the role ATF has played and commend the extraordinary work of all law enforcement partners who came together to bring the suspect into custody.”

    Boelter then traveled to the homes of two other Minnesota elected officials, still disguised as a law enforcement officer. Boelter did not manage to make contact with either of those officials or their families.

Officers saw Boelter, standing several feet from and facing the front door of the Hortman home. Moments later, Boelter fired several gunshots into the home, repeatedly striking Mr. Hortman. As Boelter did so, he rushed into the home and fired several additional shots, repeatedly striking Representative Hortman. Officers provided medical aid to the Hortmans and attempted to pursue Boelter, who abandoned the SUV and fled, initially, on foot. Both Hortmans died from their wounds.

    Law enforcement searched Boelter’s SUV and recovered five firearms, including semi-automatic, assault-style rifles, a large quantity of ammunition, and several notebooks filled with handwritten notations. Those notes listed out the names of dozens of Minnesota state and federal elected officials. The notes often identified those officials’ home addresses.

    A two-day manhunt, coordinated among federal, state, and local law enforcement agencies across the state, ensued. As a result of those efforts, at approximately 9:15 on the evening of June 15, law enforcement located Boelter in a field in Green Isle, Minnesota, approximately one mile from his family residence. Law enforcement officers then took Boelter into custody.

    Boelter will make his initial appearance in U.S. District Court today, before Magistrate Judge John F. Docherty.

    The FBI, Minnesota Bureau of Criminal Apprehension, ATF, Brooklyn Park Police Department, Minneapolis Police Department, Hennepin County Sherriff’s Office, Champlin Police Department, and New Hope Police Department, together with several other state and local partners, are investigating the case.

    After delivering a $586,363 federal Assistance to Firefighters Grant (AFG) award, U.S. Senators Jack Reed and Sheldon Whitehouse today joined state and local officials, Limerock Fire Chief Tim Walsh, and members of the Greater Woonsocket Fire Chiefs Mutual Aid Association to officially launch the new vehicle.

    LINCOLN, RI – Fire departments across northern Rhode Island have teamed up to acquire a new regional air/light unit that will help ensure firefighters can safely and effectively respond to a wide range of emergencies throughout their communities.

    After delivering a $586,363 federal Assistance to Firefighters Grant (AFG) award, U.S. Senators Jack Reed and Sheldon Whitehouse today joined state and local officials, Limerock Fire Chief Tim Walsh, and members of the Greater Woonsocket Fire Chiefs Mutual Aid Association to officially launch the new vehicle.

    “This new state-of-the-art vehicle will make it easier for our firefighters to safely and effectively respond to emergencies throughout our communities,” said Senator Reed.  “I am proud to help deliver critical resources and support for our firefighters.  They go above and beyond each day to serve and protect our neighborhoods, and they should have the best gear and technology available to stay safe in the line of duty.”

  • MIL-OSI Analysis: Air India crash in Ahmedabad sends reverberations to Canadian families of Air India Flight 182

    The June 12 Air India crash in Ahmedabad, Gujarat, India, with 230 passengers and 12 crew members aboard is sending deep reverberations through a group of Canadians who know all too well the shock, grief and horror of losing loved ones in hauntingly similar circumstances.

    They are the families of those killed in the bombing of Air India Flight 182 en route from Canada to India 40 years ago this month.

    I work closely with these families as a researcher and advocate. I began interviewing these families in 2014 and have witnessed firsthand their pain, advocacy and emotional turmoil of living in the shadow of a historical event.

    As reports of the Ahmedabad crash came in, the WhatsApp account of the Air India Flight 182 families immediately flooded with expressions of shock, concern, sympathy and memories triggered by the latest incident.

    On June 23, 1985, Flight 182 was brought down by terrorist bombs created and planted on Canadian soil. The devastating mid-air explosion occurred over the Atlantic Ocean near Ireland. It killed all 329 passengers and crew, including 268 Canadians. The crew and most of the passengers were of Indian origin.

    Investigations into the causes of the crash of Air India Flight 171, en route to London’s Gatwick airport, shortly after take-off are still underway. At least 279 people died in the crash, which also impacted people on the ground.

    Acknowledging losses as significant

    A recent public conference at McMaster University commemorated the 40th anniversary of Flight 182, bringing together Indian and Canadian families, researchers, creative artists and community members.

    The conference dealt with critical themes, including the challenge of Flight 182 families recovering from their losses within a climate of broad indifference among their fellow Canadians.

    Regardless of what may have caused the more recent crash in western India, these Canadian families know the shock and loss that a new set of victims’ families are facing, and how important it is to support them.

    Hopefully, the home countries of last week’s crash victims — most of them Indian and British citizens, with at least one Canadian reported to have been aboard — will regard their deaths as significant losses. If so, this would be unlike what the 1985 victims’ families experienced in Canada.

    A little-mourned Canadian tragedy

    In Canada, we have a national day to remember on June 23, 1985. The bombing has been called a Canadian tragedy in a public inquiry report.

    Yet according to a 2023 Angus Reid poll, “nine out of 10 Canadians say they have little or no knowledge of the worst single instance of the mass killing of their fellow citizens.” That essentially means the bombing has yet to penetrate the consciousness of everyday Canadians or evoke shared grief or public mourning.

    The families continue to carry the torch of remembrance as they organize annual memorial vigils every June 23. Few others attend. Many victims’ relatives have died since 1985. Some spouses, siblings or parents are now in their 80s, wondering why the bombing is still not widely discussed in schools or in public discourse.

    The grinding and unsatisfying criminal proceedings, the belated public inquiry and the welcome but lukewarm apology by the Canadian government 25 years after the fact have all contributed to the failure of this tragedy to adhere more solidly to the Canadian consciousness. In fact, many continue to deny the Canadian significance of Flight 182 and view the bombing as a foreign event.

    A torch of remembrance

    At last month’s conference, my research team launched the Air India Flight 182 archive to counter this collective amnesia and lack of acknowledgement.

    Canadian archival consultant and writer Laura Millar has said that archives act as “touchstones to memory” and can aid the process of transforming individual memories into collective remembering. Adopting NYU professor Carol Gilligan’s ethics of care for the archive, we have been consulting with families to find ways to share their grief with the public.

    The Flight 182 memory archive — both physical and digital — serves as a repository for artefacts, first-person narratives, memorabilia and creative works related to the tragedy produced by family members. Family donations of artefacts such as dance videos and pilot wings redirect notions of archives away from a documental deposit. Hopefully, they can move the public to learn and care for the impacts of the Flight 182 bombing.

    The archive is a publicly accessible record of the tragedy, where scholars and everyday citizens can learn about the victims and their families.

    Since the past involves both the present and the future, the archive will enable a meaningful recognition of marginalized voices and histories. It can offer a form of memory justice for those who would otherwise be forgotten by sustaining memory from generation to generation.

    While the archive articulates the demand from families that the bombing of Flight 182 and its aftermath be incorporated into Canadian national consciousness, establishing this archive alone will not be enough to elevate the memory of Flight 182 to the place it deserves.

    But at least it establishes a rich, permanent academic and personal legacy for the community of mourners, and for the Canadian and global public to find it, use it and learn from its many lessons.

    Families of those on board the 1985 flight are preparing to commemorate the 40th anniversary of the terror bombing of Flight 182 that has devastated their lives.

    As we learn more about the tragic Air India Flight 171 crash on June 12, the lessons of Flight 182 will hopefully prevent a new set of families from feeling the pain of indifference on top of the unimaginable agony of loss they’re already experiencing.

    Iran-Israel conflict: Foreign Secretary statement

    The Foreign Secretary made a statement to the House of Commons on 16 June, updating on the Israel-Iran conflict.

    With permission, Mr Speaker, I will remind the House that the Foreign Office has been responding to two crises this past week.

    My Honourable Friend, Minister Falconer, will update on the Government’s extensive efforts to assist those who lost loved ones in Thursday’s devastating Air India plane crash.

    Just nine days ago, I was in Delhi, strengthening our friendship.

    Our nations are mourning together. My thoughts are with all those suffering such terrible loss.

    With permission, Madam Deputy Speaker, I will now turn to the Middle East.

    Early last Friday morning, Israel launched extensive strikes across Iran. Targets including military sites, including the Iranian enrichment facility at Natanz, and key commanders and nuclear scientists.

    The last 72 hours has seen Iranian ballistic missile and drone strikes across Israel, killing at least twenty-one Israelis and injuring hundreds more.

    And Israeli strikes have continued, including on targets in Tehran, with the Iranian authorities reporting scores of civilian casualties. 

    Prime Minister Netanyahu has said his operations will “continue for as many days as it takes to remove the threat”.

    Supreme Leader Khameini has said Israel “must expect severe punishment”.

    Madam Deputy Speaker, in such crisis our first priority is of course the welfare of British nationals.

    On Friday, we swiftly stood up a crisis team in London and the region, and yesterday I announced that we now advise against all travel to Israel as well as our long-standing travel of not travelling to Iran.

    Madam Deputy Speaker, today I can update the House that we are asking all British nationals in Israel to register their presence with the FCDO, so that we can share important information on the situation and leaving the country.

    And I can announce today that we are further updating our Travel Advice to signpost border crossing points, and sending Rapid Deployment Teams to Egypt and Jordan to bolster our consular presence near the border with Israel, which has already been supporting British nationals on the ground.

    Israel and Iran have closed their airspace until further notice, and our ability therefore to provide support in Iran is extremely limited. British nationals in the region should closely monitor our Travel Advice for further updates.

    Madam Deputy Speaker, the situation remains fast-moving. We expect more strikes in the days to come. This is a moment of grave danger for the region.

    I want to be clear, the United Kingdom was not involved in the strikes against Iran. This is a military action conducted by Israel.

    It should come as no surprise that Israel considers the Iranian nuclear programme an existential threat.

    Khameini said in 2018 that Israel was a “cancerous tumour” that should be “removed and eradicated”.

    We have always supported Israeli security – that’s why Britain has sought to prevent Iran obtaining a nuclear weapon through extensive diplomacy.

    We agree with President Trump when he says negotiations are necessary and must lead to a deal.

    That has long been the view, Mr Speaker, of the so-called ‘E3’ – Britain, France and Germany – with whom we have worked so closely on this issue. 

    The view of all of the G7 who have backed the efforts of President Trump’s envoy, Steve Witkoff.

    And for more than two decades, the cross-party view in this House.

    Lord Cameron of Chipping Norton and Lord Hague of Richmond led diplomatic efforts on the issue.

    Baroness May of Maidenhead and the former Right Honourable Member for Uxbridge did too, and this Government has continued to pursue negotiations, joining France and Germany in five rounds of talks with Iran this year alone.

    Ours is a hard-headed realist assessment of how best to tackle this grave threat. Fundamentally, no military action can put and end to Iran’s nuclear capabilities.

    Madam Deputy Speaker, just last week, the International Atomic Energy Agency Board of Governors passed a non-compliance resolution against Iran, the first such IAEA finding in fourteen years.

    The Director-General’s Comprehensive Report details Iran’s failure to declare nuclear materials. Iran remains the only state without nuclear weapons accumulating uranium at such dangerously high levels. Its total enriched stockpile is now 40 times the limit in the JCPoA, and their nuclear programme is part of a wider pattern of destabilising activity.

    The Government has taken firm action in response.

    When they transferred ballistic missiles for use in Russia’s illegal war in Ukraine, we imposed extensive sanctions including against Iran Air, and cancelled our bilateral air services agreement.

    In the face of unacceptable IRGC threats here in the UK – with some twenty foiled plots since 2022 – the CPS has for the first time charged Iranian nationals under the National Security Act, and we have placed the Iranian state, including the IRGC, on the enhanced tier of the new Foreign Influence Registration Scheme.

    Madam Deputy Speaker, a widening war would have grave and unpredictable consequences, including for our partners in Jordan and the Gulf.

    The horrors of Gaza worsening, tensions in Lebanon, Syria and Iraq rising, the Houthi threat continuing.

    That’s why the Government’s firm view, as it was last October in the ballistic missile attack on Israel, is that further escalation in the Middle East is not in Britain’s interests, nor the interests of Israel, Iran or the region.

    There are hundreds of thousands of British nationals living in the region. And with Iran a major oil producer, and one fifth of total world oil consumption flowing through the Straits of Hormuz, escalating conflict poses real risks for the global economy.

    As missiles rain down, Israel has a right to defend itself and its citizens. But our priority now is de-escalation.

    Our message to both Israel and Iran is clear. Step back. Show restraint. Don’t get pulled ever deeper into a catastrophic conflict, whose consequences nobody can control.

    Madam Deputy Speaker, the Prime Minister chaired COBR on the situation last Friday and spoke to PM Netanyahu, President Trump and Saudi Crown Prince Mohammed bin Salman.

    He is now at the G7 Summit in Canada, discussing with our closest allies how to ease tensions.

    And the Government has deployed additional assets to the region, including jets for contingency support to UK forces and potentially our regional allies concerned about the escalating conflict.

    In the last 72 hours, my Honourable Friend the Minister for the Middle East and I have been flat out trying to carve out space for diplomacy.

    I have spoken to both Israeli Foreign Minister Sa’ar and Iranian Foreign Minister Araghchi, underlining Britain’s focus on de-escalation.

    I have also met Saudi Foreign Minister Prince Faisal. I’ve had had calls with US Secretary Rubio, EU High Representative Kallas and my counterparts from France and Germany, the United Arab Emirates, Qatar, Oman, Jordan, Turkey and Iraq.

    These conversations are part of a collective drive to prevent a spiralling conflict.

    Madam Deputy Speaker, this new crisis has arisen as the appalling situation in Gaza continues.

    This weekend, hospitals in Gaza reported over 50 people were killed and more than 500 injured while trying to access food.

    This Government will not take our eye off the humanitarian catastrophe in Gaza.

    We will not stop calling for aid restrictions to be lifted and an immediate ceasefire.

    We will not forget about the hostages.

    This morning, I met Yocheved Lifschitz and her family, whose courage and dignity in the face of Hamas’ barbarism was a reminder of the plight of those still cruelly held in Gaza.

    We will not stop striving to free the hostages and end that war.

    Madam Deputy Speaker, our vision remains unchanged.

    An end to Iran’s nuclear programme and destabilising regional activity.

    Israel, secure in its borders and at peace with its neighbours.

    A sovereign Palestinian state, as part of the two-state solution.

    Diplomacy is indispensable to each of these goals. Britain will keep pressing all sides to choose a diplomatic path out of this crisis.

    I commend this statement to the House.

  • MIL-OSI United Kingdom: Wick Footway Improvement Works

    The Highland Council are preparing to carry out footway improvement works on Willowbank Road and Broadhaven Road in Wick.  

    The works will include improved junction crossings with new drop kerbs and tactile paving to improve walking and wheeled access.  There will also be surface repairs and vegetation cut back/clearance.  

    Works are scheduled to start around Monday 23 June 2025 and will take approximately 4-6 weeks.  GMR Henderson are the appointed contractor. Disruption to road users and pedestrians will be kept to a minimum during the works and traffic management will be in operation where required.
