  • MIL-OSI United Kingdom: Householder’s dumped waste leads to £480 fine

    A woman from Dorking who gave her waste to an unregistered waste collector who then dumped it in Mole Hill Road, Whitstable, has pleaded guilty to failing in her duty of care to pass her waste onto an authorised waste carrier.

    Jodie Tyson, 29, of Lyons Court, Dorking, appeared via court video link at Margate Magistrates’ Court last Thursday (12 June), and was fined a total of £480.

    The court heard that the waste, which comprised a mix of materials, was dumped in Mole Hill Road in April 2023.

    Canterbury City Council Environmental Crime Officers began an investigation, and evidence was found linking the flytip to Ms Tyson.

    Despite efforts by officers to encourage Ms Tyson to attend an interview she failed to do so and was issued with a fixed penalty notice, which she failed to pay.

    At court, Ms Tyson was fined £200, with a surcharge of £80 and the costs of the council’s prosecution of £200 – a total of £480.

    Anybody arranging to have waste removed from their property should check to make sure they are using an authorised waste carrier and get a receipt from the company they use. Legitimate companies can be found by looking on the Environment Agency website.

    In this case, the council was unable to uncover any information about who dumped Ms Tyson’s rubbish in Whitstable.

  • MIL-OSI Canada: Inquest Into the Death of Bernard Quewezance

    A public inquest into the death of Bernard Quewezance will be held Monday, July 14 to 18, 2025, at the Royal Hotel, 4025 Albert Street, in Regina.

    The first day of the inquest is scheduled to begin at 10:00 a.m. Subsequent start times will be determined by the presiding coroner.

    Quewezance, 37, was found unresponsive in his cell at the Regina Provincial Correctional Centre on June 2, 2022. EMS was called and staff began life-saving efforts. EMS arrived and took over his care shortly after, but resuscitation efforts were unsuccessful and he was pronounced deceased. 

    Section 20 of The Coroners Act, 1999 states that the Chief Coroner shall hold an inquest into the death of a person who dies while an inmate at a jail or a correctional facility, unless the coroner is satisfied that the person’s death was due entirely to natural causes and was not preventable.

    The Saskatchewan Coroners Service is responsible for the investigation of all sudden, unexpected deaths. The purpose of an inquest is to establish who died, when and where that person died and the medical cause and manner of death. The coroner’s jury may make recommendations to prevent similar deaths.

  • MIL-OSI Canada: YourHealthNS Expands Diagnostic Imaging Reports

    Nova Scotians can soon access more diagnostic imaging reports through YourHealthNS.

    Mammogram, MRI, and CT and PET scan reports will start to be available in the app as early as June 30.

    “We continue to advance the ability for Nova Scotians to take a greater role in the healthcare they receive,” said Health and Wellness Minister Michelle Thompson. “The addition of these reports is part of our continued commitment to empower Nova Scotians to better manage their healthcare.”

    Reports completed from June 16 onward will be available through YourHealthNS 14 days after they are processed. For each type of scan, the report includes the body part examined, the reason for the scan, findings and a comparison with any previous scans. Images will not be available.

    Providing Nova Scotians access to their electronic health records to better manage their healthcare is part of a larger digital health transformation that includes YourHealthNS, virtual care, e-referrals, the Care Coordination Centre, the Oncology Transformation Project and the One Person One Record clinical information system.

    • X-ray and ultrasound reports have been available through YourHealthNS since last year
    • a total of 209,604 CT (computed tomography) scans, 73,148 mammograms (breast X-rays), 40,073 MRIs (magnetic resonance imaging scans) and 3,836 PET (positron emission tomography) scans were performed in Nova Scotia in 2023

    FBI Norfolk Field Office Provides Guidance to Seniors and Caregivers

    NORFOLK—Ahead of World Elder Abuse Awareness Day on June 15, the FBI is reminding elderly Americans and their loved ones about elder fraud. This type of fraud takes many forms as criminals seek to take advantage of this vulnerable and growing population. The FBI is committed to educating the public about these scams and investigating financial fraud schemes against seniors. Not only are there devastating financial consequences, but these victims and their loved ones can suffer great emotional and mental effects because of these scams.

    The FBI investigates financial scams targeting seniors, including investment scams, technical/customer support schemes, money mule and romance scams, and others. According to the FBI’s Internet Crime Complaint Center (IC3) data, in 2024 there was a total of $4.885 billion in losses from 147,127 complaints. This is a 46% increase in complaints from 2023, as well as a 43% increase in losses. In Virginia, total losses were $106,575,141 for those 60 years and older in 2024. Virginia ranked eleventh for overall losses, totaling 3,841 complaints in that age group. The FBI continues to work with our local and federal partners to tackle elder fraud and stop those who attempt to harm the elderly.

    Seniors are frequently targeted by criminal actors, as they are often perceived to be more polite and trusting. These actors may also assume that seniors are more financially stable, own real estate, spend a great deal of time alone, and are less likely to report fraud if they feel ashamed or are unfamiliar with reporting channels such as IC3.gov.

    Fraud can happen to anyone, and small steps can be taken to protect yourself and your information:

    • Search online for the contact information (name, phone number, email, addresses) of any unknown source which reaches out to you, as well as the proposed offer. Verify the legitimacy of businesses on websites such as Better Business Bureau. Other people have likely posted information online about businesses and individuals attempting to run scams.
    • Resist the pressure to act quickly. Scammers create a sense of urgency to lure victims into immediate action, typically by instilling trust and inducing empathy or fear, or the promise of monetary gains, companionship, or employment opportunities.
    • Be cautious of unsolicited phone calls, mailings, and door-to-door service offers.
    • Never give or send to unverified people or businesses any personally-identifiable information, money, checks, gift cards, or wire information.
    • Take precautionary measures to protect your identity should a criminal gain access to your device or account. Immediately contact your financial institutions to place protections on your accounts and monitor for suspicious activity.

  • MIL-OSI Europe: EU agencies help take down largest illegal trading platform for drugs

    The dark web marketplace was active for over five years. Archetyp was one of the only platforms to allow the sale of fentanyl and other synthetic opioids. The marketplace had around 17 000 listings online, and with more than 600 000 users, it is considered one of the largest of its kind.

    Investigations into Archetyp revealed that its creator and current administrator is a German national residing in Spain. International cooperation between authorities, financial tracking and digital evidence analysis led to the identification of the people behind Archetyp. Investigators discovered the location of the servers, moderators and vendors on the marketplace. A coordinated action week was planned to dismantle Archetyp and arrest those responsible for selling and operating the platform, under the coordination of Eurojust and Europol.

    The action week took place between 11 and 13 June, targeting the platform’s administrator, moderators, key vendors and the servers running the website. Coordinated actions in five countries, carried out by around 300 officers, resulted in the arrest of the thirty year old administrator in Spain, seven other persons and the seizure of assets worth EUR 7.8 million. By taking Archetyp offline, authorities have dealt a severe blow to drug traffickers in Europe.

    Eurojust ensured the international investigation was efficient and effective. The Agency organised multiple coordination meetings, which enabled authorities to exchange critical information for the investigation. During the action days and the preliminary investigations, Eurojust coordinated the execution of mutual legal assistance and European Investigation Orders.

    Europol supported the investigation from the outset, facilitating the exchange of intelligence, conducting extensive cross-checks and helping to identify high-value targets.   • Iran-Israel conflict escalates into fourth day with rising civilian toll

    The ongoing conflict between Iran and Israel intensified on Monday, marking its fourth day of relentless military exchanges, with both nations escalating their campaigns as civilian casualties mount. What began as Israeli preemptive strikes on Friday has spiraled into a sustained barrage of missiles and airstrikes, showing no immediate signs of de-escalation.

    According to Iran’s Health Ministry, at least 224 people, predominantly civilians, have been killed since the conflict erupted, with many deaths attributed to Israeli airstrikes targeting military and infrastructure sites. In Israel, the death toll has reached over 20, with more than 300 injured as the conflict reaches unprecedented intensity.

    On Sunday night and into Monday, Iranian forces launched a fresh wave of missile and drone attacks targeting civilian areas in Tel Aviv, Haifa, and Petah Tikva, killing at least eight Israelis and injuring dozens. Israel retaliated with extensive airstrikes on Iranian military, nuclear, and energy facilities, including targets in Tehran. Prime Minister Benjamin Netanyahu claimed the Israeli Air Force had achieved “complete operational freedom” over Iranian airspace, striking key command centers, such as those of the Islamic Revolutionary Guard Corps’ Quds Force.

    The Israel Defense Forces (IDF) reported significant tactical gains, stating they had destroyed approximately 120 of Iran’s missile launchers—about one-third of its stockpile—over the four-day conflict. On Monday morning, Israeli forces intercepted weapons shipments, including trucks carrying surface-to-air missile launchers headed toward Tehran. On Sunday evening, Israeli jets destroyed over 20 surface-to-surface missiles before they could be launched, with around 50 aircraft striking 100 military targets in Isfahan, central Iran.

    Both nations’ leaders have adopted increasingly defiant stances. Israel’s Defense Minister warned that Tehran’s population would “pay the price” for continued attacks, while Iran’s president called for national unity against what he described as Israel’s “genocidal aggression.”

    The international community has expressed growing alarm over the conflict’s potential to destabilize West Asia. The G7 summit in Canada has prioritized the crisis, with leaders warning of the risk of a broader regional war. Diplomatic efforts, however, have stalled, as Iran refuses to negotiate under active attack. Russia has offered to mediate, but neither side has shown willingness to accept third-party intervention.

    Nuclear concerns have further complicated the situation. The International Atomic Energy Agency’s Rafael Grossi confirmed no damage to Iran’s Fordow fuel enrichment plant or the Khondab heavy water reactor site, despite Israeli strikes on nuclear facilities. However, Iranian parliamentarians are reportedly drafting legislation that could lead to Iran’s withdrawal from the Nuclear Non-Proliferation Treaty, a move that would significantly heighten global tensions.

    LINCOLN, NE – Governor Jim Pillen has issued an emergency proclamation that will facilitate activation of the Nebraska National Guard and deployment of additional state law enforcement resources in advance of planned protests across the United States, including in Nebraska this weekend. The protests have been promoted in the aftermath of recent operations carried out by U.S. Immigration and Customs Enforcement (ICE). The proclamation is a precautionary measure in reaction to recent instances of civil unrest across the country.

    Under the Governor’s declared state of emergency, members of the Guard may be activated to assist local law enforcement should any demonstrations escalate, threatening people or property.  Nebraska National Guard members and Nebraska State troopers will be prepared to assist in any civil disturbance, and in particular, to secure the College World Series (CWS) and its surrounding areas. Under normal conditions, National Guard activation can take 12 to 24 hours. This proclamation shortens that time to ensure troop resources are available and standing by, as needed.

    “Free speech will be respected and protected in Nebraska, but the lawlessness, chaos, and rioting seen in other cities in past weeks will not be tolerated here,” said Gov. Pillen. “I have taken the necessary steps to ensure we have the state resources necessary to promptly respond to disorder. Any person who poses a threat to life, health, or property will be arrested. Nebraskans across the state, as well as the thousands of visitors to Omaha for the College World Series, can rest assured that the State of Nebraska and our local partners have taken the appropriate steps to ensure security and order.”

    We are delighted to share that 2 GLD colleagues have been recognised in this year’s King’s Birthday Honours list.

    Alasdair Wallace, until the end of 2024, was Head of the Civil, Family, Court and Tribunals team for GLD’s Ministry of Justice Legal Advisers.

    He played a key role in making sure the Civil Procedure Rules (CPR) are accessible and understandable for the millions of people who use them to navigate the civil courts. Alasdair has helped to improve the clarity of all 58 sets of amendments to the CPR over the past 16 years. He is highly regarded by colleagues for his knowledge and generosity.

    Alasdair reflects:

    I’m hugely honoured, and humbled, to be recognised for my services to the operation of civil justice; but the services are far from being mine alone, and this honour recognises the enormous contribution of the talented and committed colleagues I have worked with over many years.

    While my career found an anchor in civil procedure and the Civil Procedure Rules, there is also a far wider area of contribution, to civil justice in the sense of the non-criminal courts and tribunals.

    The work done by the dedicated professionals in the Civil, Family, Courts and Tribunals team plays a vital part in ensuring that the non-criminal system runs as smoothly as possible, benefiting citizens and businesses alike across the country.

    Piers Le Marquand works in GLD’s Department for Transport Legal Advisory team.

    He was instrumental in delivering the Autonomous Vehicles Act 2024 which is critical for the safe introduction of self-driving cars to Britain’s roads. He has been praised for his deft interpretation of the law, working extensively with international partners, and creating an inclusive work environment that delivers on behalf of citizens.

    It was a huge surprise to me to get this award. Working in the civil service is always collaborative, and I regard it as recognition of the team work with fellow civil servants in the Government Legal Department and DfT.

    I have worked with wonderful colleagues in my 20 years in the civil service, most recently on self-driving vehicles projects and legal knowledge management.

  • MIL-OSI Security: Florida Regional Task Force Arrests Child Sex Predator

    Miami, FL – The U.S. Marshals Service (USMS) Florida/Caribbean Regional Fugitive Task Force (FCRFTF) May 29 arrested a man suspected of preying on a child for sexual purposes. 

    Eduin Quintero Rugama, 43, is charged with capitol sexual battery of a child under the age of 12 and lewd/lascivious molestation of a minor.  It is alleged that on more than 10 occasions, the suspect preyed on the victim and committed heinous acts against Florida law.  

    USMS FCRFTF personnel collaborated with the Miami-Dade Sheriff’s Office in locating and arresting Rugama.  When investigators learned Rugama was in the area of NW 6th Court in Miami, they conducted a surveillance operation, observing him entering a vehicle and taking him into custody without incident as he exited the vehicle in the 600 Block of NW 6th Court.  

    Rugama was transported and turned over to the Special Victims Bureau to be interviewed and booked on the charges. 

    Since 2008, the Florida/Caribbean Regional Fugitive Task Force has focused resources and efforts on the enhancement of public safety and the reduction of violence within the Florida/Caribbean Region, through the identification, investigation, and apprehension of fugitives wanted for egregious crimes against the community, while ensuring the equal application of Justice, Integrity, and Service for all. The FCRFTF has partnership agreements with federal and state and local agencies that operate in Florida and the U.S. Virgin Islands. The FCRFTF has apprehended more than 67,000 fugitives since its inception and is always striving to make communities safer.

  • MIL-OSI Security: Buffalo Man Charged with Selling Oxycodone

    BUFFALO, N.Y.–U.S. Attorney Michael DiGiacomo announced today that David Pena-Batista, 21, Buffalo, NY, was arrested and charged by criminal complaint with two counts of distribution of oxycodone, which carry a maximum penalty of 20 years in prison and a $1,000,000 fine.

    Assistant U.S. Attorneys Jeffrey E. Intravatola, Joshua A. Violanti, and Louis A. Testani, who are handling the case, stated that in January of 2024, the FBI Buffalo Safe Streets Task Force and New York State Police began investigating criminal activity on Buffalo’s west side. Through the investigation, Pena-Batista was identified as an individual engaging in criminal activity. During the investigation, law enforcement conducted multiple purchases of oxycodone from the defendant.

    Pena-Batista made an initial appearance before U.S. Magistrate Judge Jeremiah J. McCarthy and was held pending a detention hearing.

    The complaint is the result of an investigation by the Federal Bureau of Investigation, under the direction of Acting Special Agent-in-Charge Mark Grimm and the New York State Police, under the direction of Major Amie Feroleto.

    The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

The Foundation, established by MOHELA in 2010, has selected its newest class of high school freshmen, the Class of 2028, to join the My Missouri (MyMO) Scholarship Promise program, which provides up to $10,000 in scholarship funds to Missouri students from low-income backgrounds. At the same time, the inaugural MyMO cohort—the Class of 2025—is graduating from high school and preparing to enter college this fall with their full scholarship awards in hand.

    Roughly 78 students across the state, including Drew Edmondson of Nixa High School, successfully completed all MyMO benchmarks throughout high school. These requirements included maintaining a GPA of 2.5 or higher, meeting attendance standards, completing ACT testing, FAFSA filing, and other key college readiness activities. Graduates will receive $10,000 in scholarship funds—disbursed evenly over four years—and a $100 contribution to their Missouri 529 college savings account.

    Drew, who plans to attend Ozarks Community Technical College and later transfer to Missouri State University to study Media Production, exemplifies the determination and promise at the heart of the MyMO program.

    Welcoming the Class of 2028

    MSLF also welcomes a new group of incoming freshmen to the MyMO program. These students will begin a four-year journey guided by structured academic and college-readiness benchmarks. Each year, they have the opportunity to earn $2,500—up to a total of $10,000—toward tuition at any eligible Missouri institution.

    Benchmarks begin in 9th grade and include GPA and attendance goals, participation in program events, and activities such as researching colleges, completing the ACT, visiting campuses, and submitting the FAFSA.

    Open to Pell-eligible students who are Missouri residents, MyMO removes financial barriers and prepares participants for success through proactive planning and support.     OPTIC, Senegal’s leading organization for tech professionals, has worked for three years with the Netherlands Trust Fund (NTF) V project at ITC to improve its services. Together we’ve improved Senegal’s entire digital ecosystem by investing in new skills and opportunities.

    Positive spin-offs for Senegal’s digital ecosystem

    OPTIC, the Organisation des Professionnels des Technologies de l’Information et de la Communication, has a long-standing and fruitful collaboration with ITC. They’ve worked with the current NTF V project, which is now winding down, as well as the previous NTF IV project.

    The project supports Senegal’s efforts to grow its economy with digital technology. That includes both information technology (IT) companies, and business process outsourcing (BPO) firms that offer back-office services to international businesses. 

    ‘NTF’s support has enabled us to establish our legitimacy and intensify our efforts in the Senegalese tech ecosystem,’ said Antoine Ngom, President of OPTIC. ‘Dozens of IT and BPO start-ups have benefited from this initiative, not to mention the indirect spin-offs that have benefited the entire tech economy.’

    OPTIC has set itself several goals: to create a regulatory environment conducive to growth and innovation; to improve the skills and competitiveness of players on international markets; and to foster partnerships. 

    ‘Our members have been able to seize international development opportunities thanks to personalized coaching sessions, as well as work on their pitch and sharpen their fund-raising skills through specialized training courses. And that’s not counting the technical support we’ve provided for workshops, digital mornings and other ThémaTIC breakfasts that benefit Senegal’s Tech community,’ said Ngom.

    All these initiatives have contributed to the emergence of the Digital Senegal consortium and to the realization of promising partnerships with players such as Sen Startup. ‘There’s no doubt that the NTF V project has helped OPTIC to strengthen its leadership capabilities and increase its regional influence. We’ve seen a significant increase in membership over the past few years,’ added Ngom, who hopes to build on this positive impact over the long term. Now that the trade organization has secured a plot of land on which to build its future head office, achieving financial autonomy is a new challenge.

    ‘We want OPTIC to reinforce its position as a key digital player in Senegal and more widely in West Africa. To achieve this, we plan to boost our regional cooperation and support dialogue with public authorities more than ever.     Angola has taken a decisive step in advancing its strategic partnership with the U.S., following a high-level meeting between Angolan Minister of Mineral Resources, Oil and Gas Diamantino Azevedo and U.S. Secretary of Energy Chris Wright in Washington, D.C. on June 11. The meeting – also attended by Angola’s Ambassador to the U.S., Agostinho Van-Dúnem –   underscored the shared commitment of both nations to deepen cooperation across oil and gas, critical minerals and renewable energy development.

    American companies have long played a leading role in Angola’s oil and gas industry, from offshore exploration to production and infrastructure. Minister Azevedo and Secretary Wright explored opportunities to build on this foundation through new upstream projects, gas monetization, refining and critical mineral development which is vital for clean technology supply chains. They also highlighted Angola’s efforts to attract U.S. capital for renewable energy initiatives, particularly in solar and green hydrogen, as part of the country’s diversification and modernization drive.

    “This meeting reflects the robust and evolving partnership between Angola and the United States. We are committed to working together to achieve a balanced energy transition – one that leverages Angola’s natural resources, advances technological cooperation and contributes meaningfully to our economic transformation and development goals,” stated Minister Azevedo. 

    With more than nine billion barrels of proven oil reserves and 11 trillion cubic feet of natural gas, Angola has unveiled over $60 billion in oil and gas investment prospects through its National Oil, Gas and Biofuels Agency (ANPG). These span exploration, development, gas processing, refining and midstream infrastructure. A licensing round set to launch this year will offer ten new blocks in the Kwanza and Benguela basins, while 11 additional blocks are open for direct negotiation, alongside five marginal field opportunities. 

    U.S. firms continue to play a foundational role in Angola’s energy landscape. Earlier this month, ExxonMobil, as a joint venture partner alongside operator TotalEnergies, secured an extension of the PSC for Block 17, enabling continued deepwater exploration and development in this prolific basin and underscoring its long-term commitment to Angola’s offshore sector. Meanwhile, ExxonMobil is advancing the redevelopment of Block 15 – where over 2.6 billion barrels have already been produced – with an 18-well program extending the block’s life by more than two decades and yielding two new discoveries. The company is also undertaking prospective studies on Blocks 17/06 and 32/21, in collaboration with TotalEnergies and ANPG, aiming to identify future drilling targets. 

    Chevron, through its affiliate Cabinda Gulf Oil Company, is leading Angola’s gas development efforts. The company has ramped up gas supply to 600 million cubic feet per day to the Angola LNG plant and achieved first gas earlier this year from its Sanha Lean Gas Connection Project, which will supply both the Soyo power plants and Angola LNG. Angola LNG – one of sub-Saharan Africa’s few operational LNG export terminals – offers a strategic entry point for U.S. firms into global LNG supply chains. As part of the New Gas Consortium, Chevron is also developing Angola’s first non-associated gas project, set to come online in late 2025 or early 2026.

    Downstream and midstream projects are another key pillar of Angola’s energy transformation. Construction is advancing on the $920-million Cabinda Refinery, with U.S. firms engaged in engineering and procurement roles. The U.S.-backed Lobito Corridor – a major infrastructure initiative connecting Angola’s Lobito port to Zambia and the DRC – is poised to boost regional energy transport and industrialization, offering additional opportunities for American companies in logistics, storage and rail-linked energy infrastructure. Complementary investments in storage terminals, fuel distribution and domestic refining capacity are helping Angola reduce its reliance on imports and increase energy self-sufficiency.

    The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department today (June 16) urged the public not to consume several kinds of prepackaged candies, as the products might contain mineral oils (mineral oil saturated hydrocarbons (MOSH) and mineral oil aromatic hydrocarbons (MOAH)). The CFS urged the public not to consume the products concerned, regardless of batches. The trade should stop using or selling the affected products immediately if they possess any of them.

    A spokesman for the CFS said, “The CFS noted a notice issued by the British Authority indicating that the above-mentioned products might contain mineral oils MOSH and MOAH. The products are not compliant with their local law and all batches of products concerned are being recalled. 

    After a preliminary investigation, the CFS confirmed one local supplier, Wahcom Limited had imported one of the affected products, Jolly Rancher Hard Candy into Hong Kong.”

    The supplier concerned has voluntarily stopped sales, removed the affected products from shelves and initiated a recall. Members of the public may call the supplier’s hotline at 2442 2677 during office hours for enquiries about the recall. 

         According to the Mineral Oil in Food Regulations (Cap 132AR), no person shall use or permit to be used any mineral oil in the composition or preparation of any article of food intended for sale for human consumption.

         â€‹The CFS will alert the trade to the incident and will continue to follow up and take appropriate action. An investigation is ongoing.

    Secretary for Health Prof Lo Chung-mau met Chinese People’s Political Consultative Conference Changchun Committee Chairman Gao Zhiguo today for in-depth exchanges on the development of biomedicine and Chinese medicine (CM) in the two places.

    Prof Lo said the Hong Kong Special Administrative Region Government is determined to fully utilise the Hong Kong SAR’s institutional advantages of “one country, two systems” and its professional strengths in the healthcare sector to develop Hong Kong into an international health and medical innovation hub, thereby enabling the innovative medical technologies to go global and attract foreign investment, and promoting new quality productive forces in biomedicine.

    The Hong Kong SAR Government will expedite the reform of the approval mechanism for drugs and medical devices and enhance the translation of innovative biomedical research results into clinical applications, such as jointly establishing the Greater Bay Area (GBA) Clinical Trial Collaboration Platform in concerted efforts by the GBA International Clinical Trial Institute in the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science & Technology Innovation Co-operation Zone and the GBA International Clinical Trials Center in the Shenzhen Park to integrate resources and technologies to provide one-stop clinical trial support for medical research institutions.

    It will also establish a Real-World Study & Application Centre to open up the extensive and standardised local medical databases to support clinical diagnosis and treatment, new drug development, and public health research, and integrate real-world data generated through the special measure of using Hong Kong-registered drugs and medical devices used in Hong Kong public hospitals in the GBA to accelerate approval for registration of new drugs in Hong Kong, the Mainland, and overseas.

    Additionally, it will prepare for the establishment of the Hong Kong Centre for Medical Products Regulation (CMPR) to progress towards the “primary evaluation” approach as well as take forward preparatory work for legislating for the statutory regulation of medical devices to dovetail with the timetable for the establishment of the CMPR.

    Regarding CM, the Hong Kong SAR Government is committed to developing Hong Kong into a bridgehead for the internationalisation of CM, and encourages co-operation between schools and research institutions of the two places in various areas such as CM education and research.

    Hong Kong’s first CM hospital will commence services in phases starting from the end of this year, which will serve as a key platform for promoting clinical scientific research collaboration in proprietary Chinese medicines development, synergising with the GBA Clinical Trial Collaboration Platform to facilitate the commencement of internationally recognised multicentre clinical trials, thereby further accelerating the translation of CM research findings.

    Today Governor Josh Stein announced the state is accepting applications for a new program to repair or rebuild homes in western North Carolina that were damaged or destroyed by Hurricane Helene. The program is the first of a series of recovery initiatives to be offered by the North Carolina Commerce Department’s Division of Community Revitalization under the program name Renew NC.

    “Helene caused significant damage to thousands of homes across western North Carolina,” said Governor Josh Stein. “There is a lot of work to do, and the Renew NC Housing program is the next step in helping western North Carolinians recover.     The Renew NC Single-Family Housing Program is a key initiative to address remaining long-term recovery needs of homeowners in western North Carolina and will prioritize low-to-moderate income (LMI) families. Later this year, two additional Renew NC Housing programs will be offered to address multi-family housing and workforce housing for ownership. Infrastructure and Economic Revitalization programs will also be launched in the coming months.

    “We’re ready to get hammers swinging and home construction underway,” said North Carolina Department of Commerce Secretary Lee Lilley. “Today’s opening of the application period for our Renew NC Housing program is an important milestone for Hurricane Helene survivors and western North Carolina’s recovery.”  

    “We know the road to recovery from Hurricane Helene will be a long one,” said Division of Community Revitalization Deputy Secretary, and native western North Carolinian, Stephanie McGarrah. “We are moving with urgency and care to restore homes and rebuild communities through this program.”

    The Renew NC programs are funded through a Community Development Block Grant Disaster Recovery (CDBG-DR) grant from the U.S. Department of Housing and Urban Development (HUD). Of the total $1.4 billion in CDBG-DR funding that was allocated to the state for western North Carolina recovery needs, $807 million is allocated to the Renew NC Single-Family Housing Program. 

    Governor Stein encourages all low to moderate income homeowners in eligible counties whose homes were damaged or destroyed by Hurricane Helene to see if they are eligible and apply for housing repair or reconstruction at www.renewnc.org.

  • MIL-OSI Security: Former OSU employee, 2 vendors plead guilty in financial fraud conspiracy

    COLUMBUS, Ohio – Three men have been convicted of conspiring to commit federal program fraud. A former Ohio State University employee sold surplus university assets for artificially low prices in exchange for kickbacks. He and two of his customers have been charged federally and have pleaded guilty.

    According to court documents, from 2009 until 2020, Michael Brammer, 59, of Pataskala, was employed by Ohio State University’s surplus department. As part of Brammer’s duties, he evaluated and classified used surplus university assets like computers.

    Brammer falsely classified equipment as recyclable and sold them to two recycling vendors – Abraham Amira, 60, and Robert Howard, 73, both of Columbus – for artificially low prices. In return, Amira and Howard made cash payments directly to Brammer.

    In total, Brammer received at least $650,000 in cash from Amira and Howard that would have been revenues to the surplus department.

    Throughout the course of the conspiracy, The Ohio State University received more than $10,000 in federal benefits each year through grants. 

    Amira pleaded guilty today to crimes related to the surplus fraud and to separate COVID-19 related fraud schemes. Amira admitted to fraudulently receiving and spending more than $800,000 from various COVID-19 relief programs. He pleaded guilty today to conspiring to commit federal program fraud and wire fraud.

    Brammer and Howard both previously pleaded guilty to conspiring to commit federal program fraud.

    Conspiracy to commit federal program fraud is a crime punishable by up to five years in prison. Wire fraud carries a potential maximum penalty of 20 years in prison.

    Congress sets minimum and maximum statutory sentences. Sentencing of the defendants will be determined by the Court based on the advisory sentencing guidelines and other statutory factors at a future hearing.

    COLUMBUS, Ohio – A social media finance influencer pleaded guilty in U.S. District Court today to federal crimes related to a real estate Ponzi scheme. 

    Tyler Bossetti, 31, of Columbus, received more than $23 million in investments from victim investors throughout the United States and abroad. In total, dozens of investors lost more than $11 million.

    He pleaded guilty today to wire fraud and aiding in a false tax filing.

    According to court documents, from 2019 until 2023, Bossetti widely publicized what he described as a real estate investment program. The defendant, through his company Boss Lifestyle LLC, guaranteed large rates of return for short-term investments. He advertised the investments, often promising thirty percent or more rate of return, through social media, especially Facebook and YouTube.

    The plea agreement further details that Bossetti also caused the issuance and filing of approximately 14 false and fraudulent 1099-INT tax forms. The defendant filed the IRS forms to report interest income for investors who did not earn interest. Bossetti claimed he had reinvested victims’ interest earnings when in fact he did not.

    Bossetti admitted to misappropriating investor funds to further his lifestyle and make purchases like rental payments on a condo in downtown Columbus, frequent travel, a $150,000 Mercedes SUV and various cryptocurrency investments.

    Bossetti was charged by a bill of information in April 2025.

    Wire fraud is punishable by up to 20 years in prison and aiding in a false filing carries a potential maximum penalty of up to three years in prison. Congress sets minimum and maximum statutory sentences and sentencing of the defendant will be determined by the Court based on the advisory sentencing guidelines and other statutory factors at a future hearing.

  • MIL-OSI Security: Dayton man charged with immigration fraud for concealing role as perpetrator of Rwandan genocide

    DAYTON, Ohio – An indictment unsealed today charges a Dayton man with lying on his applications for a green card and United States citizenship by concealing his past role as a leader and perpetrator of the genocide in Rwanda in 1994.

    According to court documents, Vincent Nzigiyimfura, 65, was a prominent businessman and shop owner in Rwanda in 1994 when the genocide began. He allegedly used his wealth and leadership position in Rwandan society to organize violence against and killings of Tutsis, the minority population persecuted in the genocide.

    “The indictment alleges this defendant facilitated the killings of Tutsis during the Rwandan genocide and then lied about it on immigration applications in the United States,” said Acting U.S. Attorney Kelly A. Norris for the Southern District of Ohio. “This egregious conduct will not be tolerated.”

    “As alleged, Vincent Nzigiyimfura directed and encouraged murders during the genocide in Rwanda and then lied to U.S. authorities to start a new life in this country,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “The United States is not safe haven for human rights violators. Those, like the defendant, who commit immigration fraud to hide their violent pasts will be charged and prosecuted to the fullest extent of the law.” 

    “ICE HSI is committed to pursuing justice for victims of genocide by ensuring that those who committed atrocities in foreign lands cannot hide in Ohio or any other community in the United States,” said ICE HSI Detroit acting Special Agent in Charge Jared Murphey. “No one wants a war criminal as their neighbor and these allegations paint a grim picture of the horror Nzigiyimfura inflicted on the Tutsi people.  His indictment and arrest is a step toward justice for those victims.”

    As alleged in the indictment, Nzigiyimfura directed groups of armed Hutus – the majority population – to kill Tutsis. He allegedly set up roadblocks during the genocide to detain and kill Tutsis, including a roadblock directly in front of his home, where Tutsis were allegedly killed at his direction. Nzigiyimfura also allegedly participated in killings. According to court filings, the defendant was subsequently convicted in absentia by a Rwandan court for genocide.

    Court documents detail that Nzigiyimfura applied for a visa to enter the United States and was granted lawful permanent resident status in 2008. In 2014, he submitted an application for naturalization. Nzigiyimfura allegedly lied to U.S. immigration officials in his immigration applications, including by falsely denying any involvement as a perpetrator of the Rwandan genocide.

    Nzigiyimfura was arrested yesterday and is charged with one count of visa fraud and two counts of attempted naturalization fraud. If convicted as charged, he could face up to 30 years in prison.

    U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) Detroit is investigating this case, with assistance from the interagency Human Rights Violators and War Crimes Center and the Justice Department’s Office of International Affairs.

    Assistant U.S. Attorney George Painter of the Southern District of Ohio and Trial Attorney Brian Morgan of the Justice Department’s Human Rights and Special Prosecutions Section (HRSP) are representing the United States in this case.
