  • MIL-OSI USA: Rep. Panetta Reintroduces Bicameral Legislation to Protect Medicaid Access for Disaster Survivors

    Monterey, CA – United States Representative Jimmy Panetta (CA-19) authored and reintroduced the Disaster Relief Medicaid Act (DRMA), bicameral legislation that would protect access to Medicaid services for individuals forced to relocate across state lines due to federally declared disasters or public health emergencies. Rep. Jill Tokuda (HI-02) co-leads this legislation alongside Rep. Panetta.  Senators Richard Blumenthal (D-CT), Brian Schatz (D-HI), and Adam Schiff (D-CA) are leading companion legislation in the United States Senate.

    The Disaster Relief Medicaid Act would ensure that seniors and people with disabilities who rely on Medicaid waivers do not lose the critical, life-sustaining services they need if they are forced to flee their home state during a disaster.  The bill would designate such individuals as “Relief-Eligible Survivors” and allow them to continue receiving Medicaid-supported services in their temporary state of residence.

    In 2024 alone, over 11 million Americans were displaced by natural disasters.  Because Medicaid is administered by individual states, disaster survivors who cross state lines often lose access to critical services, especially Medicaid Home and Community-Based Services (HCBS) provided through state-specific waivers with lengthy waiting lists.  This loss of care can severely threaten the health, safety, and independence of older adults and people with disabilities.

    “As we’ve seen in California and across the country, natural disasters are displacing more and more families, often across state lines.  But for those who depend on Medicaid, fleeing danger too often means losing access to health care,” said Rep. Panetta.  “The Disaster Relief Medicaid Act would ensure that survivors of disasters do not have to choose between their safety and their health.  I’m proud to lead this bicameral legislation to ensure that no matter the circumstance, the most vulnerable in our community have continuity of care.”

    “As our Maui ʻohana know all too well, rebuilding after a disaster brings daily challenges. However, access to healthcare should never be one of them. Medicaid is a lifeline for many, and we must make sure this critical safety net remains accessible, especially in times of crisis,” said Rep. Tokuda. “That’s why I am proud to reintroduce the Disaster Relief Medicaid Act with my colleague Representative Panetta.  This bill will ensure disaster victims have uninterrupted access to Medicaid-supported services, no matter where they are or how long it takes to reestablish their lives.”

    The Disaster Relief Medicaid Act would:

    • Ensure that individuals eligible for Medicaid who are forced to relocate due to a federally declared disaster or public health emergency can continue to access their Medicaid services.
    • Provide a limited-time, 100% federal Medicaid match for states serving displaced individuals.
    • Offer technical assistance to states to help them quickly accommodate an influx of out-of-state recipients.
    • Establish a grant program to help states build an emergency response corps to provide Home and Community-Based Services (HCBS) during and after disasters.

    “Our measure ensures that families, seniors, and individuals who are eligible for Medicaid and impacted by emergency relocations are able to continue receiving the care they need,” said Senator Blumenthal.  “Evacuees who have to abandon their homes and communities after a natural disaster strikes should not have to worry about whether they will lose access to their health care.”

    “The last thing disaster survivors should be worried about is whether they’ll be able to access health care or not,” said Senator Schatz.  “This bill will make sure that people on Medicaid who are forced to relocate due to disasters can still get the care that they need.”

    “The Partnership for Inclusive Disaster Strategies applauds the reintroduction of the Disaster Relief Medicaid Act (DRMA),” said Shaylin Sluzalis and Germán Parodi, co-executive directors of the Partnership for Inclusive Disaster Strategies.  “Disabled people are disproportionately impacted by disasters, and losing access to Medicaid in moments of crisis can be deadly.  DRMA is a life-saving, equity-driven bill that ensures disabled people, older adults, and low-income disaster survivors are not left behind simply because they’ve been displaced.  This legislation recognizes that health care is essential infrastructure in any emergency.  We urge Congress to pass DRMA without delay.”

    Washington – Representative Mike Thompson (D-CA-04) today joined Senator Peter Welch (D-VT)and Senator Alex Padilla (D-CA) to introduce the Bicycle Commuter Act of 2025, bicameral legislation that would reinstate and expand the Bicycle Benefit Subsidy Program’s non-taxable bicycle commuter benefit to encourage more Americans to bike to work.  

    “Cycling is efficient, low-cost, and low-impact on our roads and the environment — in other words, it’s good for you and for our planet. Encouraging people to bike to work just makes sense,” said Thompson, Co-Chair of the Congressional Bike Caucus. “I’m glad to work with Senators Welch and Padilla on this bicameral legislation restoring and modernizing bike commuters’ tax benefits.”

    “The perks of biking to work are tenfold–saving commuters money, providing health benefits, and helping reduce emissions. An increasing number of Vermonters have recognized those benefits, with the number of cycling commuters doubling in the Green Mountain State in the past decade. But there’s more that we can do to strengthen biking infrastructure to help more folks around the country enjoy the advantages of cycling to work,” said Senator Welch. “Our bicameral legislation will reinstate and modernize the bicycling tax benefit to encourage more commuters around the country to get to work by riding a bicycle.” 

    “Biking to work is good for our planet, our health, and our wallets,” said Senator Padilla. “The Bicycle Commuter Act would allow cyclists to take advantage of the same tax benefits that incentivize hardworking Americans to commute via public transit or carpool, while also helping keep our air clean and reduce congestion on our roads. It would also expand these commuter tax benefits to e-bikes, bikeshares, and certain scooters, further encouraging bike ridership and putting money back in the pockets of workers.”

    In 2009, Congress created the Bicycle Benefit Subsidy Program to encourage more workers to bike to their jobs by allowing employers to offer a non-taxable reimbursement of up to $20 per month for expenses related to bicycle commuting. However, employees who elected to participate in the program were forced to forfeit other commuter benefits, such as those provided for parking or transit. The non-taxable bicycle commuter benefit was suspended until 2026 by the Tax Cuts and Jobs Act of 2017, eliminating this vital financial incentive for employees who bike to work.  

    The Bicycle Commuter Act of 2025 would modernize the Bicycle Benefit Subsidy Program to ensure cyclists can access pre-tax commuter benefits similar to those available for parking and public transit and allow recipients to claim the bicycle benefit in tandem with other commuter benefits. The bicameral legislation would also allow electric bicycles and bikeshare and scootershare services to be eligible for the benefit. 

    The Bicycle Commuter Act is supported by the Association for Commuter Transportation, League of American Bicyclists, North American Bikeshare and Scootershare Association, PeopleForBikes, Rails to Trails Conservancy, Safe Routes Partnership, and Sierra Club.

  • MIL-OSI USA: McClintock, Lee Introduce the Open America’s Waters Act to Repeal Jones Act, Boost Coastal Trade

    WASHINGTON – Rep. Tom McClintock (R-CA) introduced the Open America’s Waters Act today to deregulate America’s coastal trade and alleviate the energy crisis by repealing the outdated Jones Act.  U.S. Senator Mike Lee (R-UT) introduced a companion bill in the U.S. Senate.

    “The Jones Act is outdated in a global economy.  It enriches a very small special interest at the expense of every consumer in America,” said Rep. McClintock. “Repealing this restrictive and counterproductive law is vital for the new golden age that President Trump has envisioned.” 

    “Outdated regulations from the Jones Act have deepened the energy crisis and heightened prices for Americans on goods from our own country,” said Senator Mike Lee. “American producers have been forced into dangerous workarounds like importing their energy resources from Russia. The Open America’s Waters Act will cut this 105-year-old red tape to alleviate the energy crisis, bring prices down for Americans, and protect our national security from adversarial nations.”

    Background:

    The Open America’s Waters Act would repeal the Jones Act, an outdated and particularly demanding regulation on America’s coastal trade. The Jones Act requires all goods transported by water between U.S. ports to be carried on a vessel that was constructed and registered in the U.S., and is both owned and primarily crewed by U.S. citizens. 

    While these requirements were originally touted in 1920 as necessary for America’s national security, they have actually endangered it by severely limiting access to critical energy sources and incentivizing American companies to contract with adversarial nations in their efforts to comply with its stipulations. Additionally, the elevated costs associated with compliance result in higher prices for Americans on goods produced in their own country.

    Attempts to comply with the Jones Act have forced American producers to choose expensive and even politically risky transportation options. For example, cattle ranchers in Hawaii have opted for expensive planes rather than boats to transport cattle to the mainland. Puerto Rico imports jet fuel from Venezuela – benefitting the human rights-violating Maduro regime – rather than nearby Gulf Coast refineries. And because there are no compliant specialty carriers capable of transporting LNG or propane gas, Massachusetts and Puerto Rico have had to import LNG from adversarial Russia.

    The Open America’s Waters Act would repeal the outdated Jones Act regulations to cut red tape for American producers, improve national security by disincentivizing contracts with adversarial nations, and bring down prices for American consumers.

    The Open America’s Waters Act would:

    •    Repeal the 105-year-old Jones Act regulations requiring all goods transported by water between U.S. ports to be carried on a vessel: (1) Constructed in the U.S., (2) Registered in the U.S., (3) Owned by U.S. Citizens, and (4) Primarily crewed by U.S. citizens.

  • MIL-OSI USA: Restoring Access to Arkansas Campgrounds

    Whether you’re camping or floating along the Buffalo National River, fishing for bass on Lake Ouachita, or hiking rugged trails for scenic views at Hawksbill Crag, the state of Arkansas, and the Fourth District, is a haven for all who enjoy spending their free time outdoors. The Natural State boasts some of the most unique, historic, and scenic outdoor opportunities in the country. As an avid outdoorsman, it is a great honor to represent a portion of this state in Congress and advocate for commonsense, conservative legislation that promotes our state’s natural beauty – conserving it for generations to come.

    This week solemnly marks the fifteenth anniversary of the catastrophic flood which struck the Albert Pike campgrounds on the Little Missouri River in remote Montgomery County, Arkansas on June 11, 2010. Twenty people lost their lives in this tragedy – children, parents, grandparents, siblings, and friends, all looking to enjoy some time away in the outdoors. Each of these individuals who lost their lives in this tragic flooding incident are still remembered today, and they will certainly never be forgotten.

    Many native Arkansans will tell you that an honored pastime is enjoying the overnight campgrounds at the Albert Pike Recreation Area. Social media pages were even created to memorialize the joy camping at these sites have brought to generations of Arkansans as well as citizens from other states enjoying our beautiful Arkansas federal lands – encouraging members to post about stories or pictures from memorable experiences. This community of support is why, when the U.S. Forest Service suspended overnight camping following the flooding, limiting the use of the recreation area to daytime use, many Arkansans expressed their dismay at the news that their overnight camping experiences would be put on hold.

    Following the closures, scores of tourists and locals urged legislators at the local, state, and federal levels to reopen the campgrounds. It became clear that federal action was needed to restore access and provide opportunities for locals and tourists to enjoy this beloved area once again. That’s why it was an honor to introduce the EXPLORE Act, a bipartisan piece of legislation aiming to improve outdoor recreation opportunities and access to public lands across the country – including the Albert Pike Recreation Area. 

    Within the EXPLORE Act, there were several measures directly impacting the Albert Pike Recreation Area such as safely reopening any existing campsites located outside of the 100-year flood plain, which is the land area with a 1% chance of flooding annually. In addition to these openings, the bill instructs the finding of fifty-four areas that could be suitable for overnight camping and establishing at least twenty-seven brand new overnight camping locations outside of the designated 100-year flood plain, with access to electricity and water, all to ensure the rehabilitation necessary to make publicly accessible areas available year-round.

    As we head into the summer months, there is no doubt Arkansans will be taking advantage of the Natural State’s abundant outdoor recreation opportunities. Serving friends and family across the Fourth District is the honor of a lifetime, and I will undoubtedly continue to work to expand access to outdoor recreation from hiking and biking trails, to camping, and boating – connecting Arkansans deeper to the land they love so dearly.

  • MIL-OSI USA: Congressman Aderholt Announces $468,426 FAA Grant for Robbins Field in Oneonta

    Washington, D.C. – Congressman Robert Aderholt (AL-04) today announced that the U.S. Department of Transportation, through the Federal Aviation Administration (FAA), has awarded a grant of $468,426 to the City of Oneonta and Blount County to support critical infrastructure improvements at Robbins Field (FAA identifier: 20A).

    The funding, allocated under the Fiscal Year 2025 Airport Improvement Program (AIP), will be used to construct a new 500-foot taxi lane at Robbins Field. This development will provide improved airfield access to a non-exclusive T-hangar area, enabling the airport to meet current federal standards and expand its capacity for general aviation services.

    “Robbins Field plays an important role in the economic vitality of Oneonta, Blount County, and the greater region,” said Congressman Aderholt. “This investment in aviation infrastructure will improve safety, support local operations, and ensure the airport remains a vital asset for the community.”

    The project will help enhance the operational efficiency of the airport and support future growth by creating the infrastructure necessary for additional hangar space. It reflects ongoing federal, state, and local collaboration to ensure rural and regional airports continue to serve as important transportation and economic hubs.

    The grant was issued through the FAA’s FY 2025 Airport Improvement Program, which provides funding for the planning and development of public-use airports that are part of the National Plan of Integrated Airport Systems (NPIAS).

  • MIL-OSI USA: Rep. Neguse, Sen. Gallego and Western Colleagues Launch Effort to Improve Wildfire Mitigation, Research, and Management

    Washington, D.C. — As the once-so-called “fire season” stretches into a yearlong struggle for communities across the nation, Colorado Congressman Joe Neguse is launching a new effort to improve wildfire prevention, mitigation, and management. He is introducing a package of policy proposals initially derived from a 2024 report issued by the USDA’s Wildland Fire Mitigation and Management Commission, which was created as part of the Bipartisan Infrastructure Law and tasked with outlining a holistic approach to addressing the rising threat of wildfires.

    Neguse, who co-chairs the Bipartisan Wildfire Caucus, has teamed up with a bipartisan, bicameral group of federal representatives to reintroduce the Cross-Boundary Wildfire Solutions Act, the Wildfire Coordination Act, and the Wildfire Risk Evaluation Act. All three bills are championed by Arizona Senator Ruben Gallego in the United States Senate and co-led by Congressman Josh Harder (CA-10) in the House of Representatives. In addition, the Cross-Boundary Wildfire Solutions Act is co-led by Congresswoman Young Kim (CA-39) and cosponsored by Congressman Jay Obernolte (CA-23). 

    “During my time in Congress, Colorado has experienced four of the five largest wildfires in our state’s history—meaning that my communities, along with the state and local agencies on the frontlines, have seen firsthand the increasing strain as these fires grow more frequent and severe. I’m proud to introduce legislation, rooted in the nonpartisan work of the Wildland Fire Mitigation and Management Commission, that invests in wildfire science and strengthens the long-term resilience of our communities to reduce the threat of future disasters,” said Congressman Neguse.

    The Cross-Boundary Wildfire Solutions Act provides recommendations for improving the effectiveness and efficiency of wildfire mitigation across land ownership boundaries by identifying gaps and opportunities in current federal rules and regulations and supporting increased collaboration.

    The Wildfire Coordination Act establishes an advisory board composed of members from various federal, State, local, Tribal, and non-federal partners that will be responsible for coordinating federal wildfire research, translating it into practical applications, and developing future research.

    The Wildfire Risk Evaluation Act requires a comprehensive review of the wildfire landscape in the United States every four years, outlining the changes in environments, assessing wildfire management challenges, and evaluating the intersection of wildfires and public health. This federal review will help inform the development of long-term strategies to enhance wildfire preparedness and response and strengthen interagency coordination. 

    This effort is supported by 20 local and national entities and organizations, including Grand Fire Protection District No. 1, Summit County, Summit Fire and EMS Fire Protection District, Red, White, and Blue Fire Protection District, Summit County Wildfire Council, Grand County Wildfire Council, Routt County Wildfire Council, Eagle County Wildfire Collaborative, Denver Water, Grassroots Wildland Firefighters, National Federation of Federal Employees, Alliance for Wildfire Resilience, American Property Casualty Insurance Association, Federation of American Scientists, International Association of Fire Chiefs, Megafire Action, National Association of State Foresters, Rural Voices for Conservation Coalition, and Tall Timbers.   • MIL-OSI USA: Congressman Crow Recognizes Army Birthday, Opposes President Trump’s Vanity Parade

    WASHINGTON — Congressman Jason Crow (D-CO-06) led his congressional colleagues in sending a letter to the Trump administration to recognize the 250th anniversary of the U.S. Army and raise serious questions about how much the President’s upcoming military parade will cost and impact readiness. The letter was signed by Crow, Rep. Seth Moulton (D-MA-06), and 18 other members.

    “We fully support commemorating the Army’s founding. However, the size, scope, and execution of the upcoming 250th Birthday Parade in Washington, D.C., raise serious concerns, at a time when the Army faces severe budget constraints, and the Trump administration is supposedly focused on reducing unnecessary government spending,” the letter reads.

    “Our nation owes a debt of gratitude to our troops who put on the uniform. The Army’s 250th birthday is an important milestone worthy of recognition, but President Trump is doing it wrong. We should not be pulling thousands of troops away from their training and their families so the President can boost his ego. Spending tens of millions of taxpayer dollars on Donald Trump’s vanity parade, at the same time this administration is firing veterans and cutting the VA, is wrong,” said Congressman Crow. 

    Estimates say this parade will cost upwards of $45 million, and could require millions to repair the streets. Over 6,600 soldiers will be brought in from around the country to participate in this weekend’s event. Additionally, hundreds of ground equipment and aircraft will be moved from strategic positions around the country to D.C. for this event, potentially impacting military readiness. The president has long desired a personal military parade, and will come at the taxpayer expense while this administration claims it is prioritizing rooting out waste, fraud, and abuse.

    Dear Secretary Driscoll, 

    We are excited to celebrate the upcoming 250th anniversary of the United States Army. Since its founding on June 14, 1775, the Army has served as a bedrock of American strength—defending liberty and responding to crises around the world. As Members of Congress, we join the nation in honoring this extraordinary legacy and the soldiers who uphold it. 

    We fully support commemorating the Army’s founding. However, the size, scope, and execution of the upcoming 250th Birthday Parade in Washington, D.C., raise serious concerns, at a time when the Army faces severe budget constraints, and the Trump administration is supposedly focused on reducing unnecessary government spending. Given President Trump’s longstanding personal desire for a military parade, we have important questions about the pressure that may have been put on the Army to plan a far more militaristic parade with greater cost and operational impact than the Army would have independently chosen. 

    We also have important questions regarding the cost, funding, operational justification, and the treatment of participating troops. Cutting costs at the margin by not serving soldiers hot meals, while sending dozens of unnecessary armored vehicles, does not prioritize the troops and is irresponsible stewardship of taxpayer dollars. A celebration of this magnitude must reflect our principles: respect for service, fiscal responsibility, and a clear-eyed view of readiness. 

    To that end, we request your response to the following: 

    Funding Sources  

    • What is the total estimated cost of the parade?  
    • What is the estimated cost for each unit participating? Please provide sources of funding for personnel transportation, lodging, meals, equipment transport, and other associated costs for each participating unit. 

    Troop Accommodation  

    • Why are soldiers being housed on cots in federal office buildings instead of standard military or contracted lodging? How much money does this save compared to housing them in hotels?
    • Why are soldiers being provided MREs for breakfast and lunch, with only one hot dinner meal each day?  
    • How much money is the Army saving by only having one hot meal per day as opposed to three? 

    Readiness Impact  

    • Are any of the participating units currently preparing for, or recently returned from, an operational deployment?  
    • What measures are being taken to ensure that participation in this event does not disrupt training schedules, pre-deployment certification, or force availability? 

    Use of Heavy Equipment  

    • Who requested or ordered the inclusion of tanks and other heavy armored vehicles in the parade? When was this request made, and what were the details of the request?  
    • What operational or ceremonial purpose does the participation of 24 of the same vehicle serve, as opposed to including just two or four of each vehicle type?  
    • How much of the total cost of the parade is due to the requirements associated with including these armored vehicles? 

    Infrastructure and Mitigation  

    • What steps are being taken to predict and prevent potential damage to roads and other infrastructure in Washington, D.C.?  
    • Has the Army assessed the cost of any potential damage, and who will bear those costs?  
    • Will the Army conduct the repairs? If yes, how quickly do you expect to be able to do so? 

    White House Involvement  

    • Has the White House played any role in the planning or direction of this event? If so, please provide a detailed description of the extent and nature of that involvement. 

    This anniversary should unite the country around the shared sacrifice and service of our military—not distract from the Army’s core mission or become a partisan spectacle. We ask that your office provide answers to the above questions and share any relevant planning materials, budget justifications, and interagency communications by June 26th, 2025.

  • MIL-OSI USA: Pappas Helps Pass Bipartisan Legislation to Permanently Schedule Fentanyl Analogues

    Pappas has led the fight in Congress to permanently schedule all fentanyl-related substances as Schedule I drugs, securing several extensions of the temporary scheduling measure until permanent measures could be passed.

    Today Congressman Chris Pappas (NH-01), a member of the Bipartisan Fentanyl Prevention Caucus,helped pass bipartisan legislation to permanently schedule all fentanyl-related substances as Schedule I drugs to ensure law enforcement can keep them off the streets and hold drug traffickers accountable.

    On February 6, 2018, the Drug Enforcement Administration (DEA) issued a temporary scheduling order that placed all fentanyl-related substances in Schedule I under the Controlled Substances Act for two years. Following Pappas’s leadership, Congress has extended the order several times, and the scheduling of these substances is currently set to expire on September 30, 2025.

    The legislation passed through the House today, the HALT Fentanyl Act, contains identical key provisions from Pappas’s bipartisan SAFE Act, which he first introduced in the 117th Congress. It will permanently classify any fentanyl-related substance as a Schedule I drug.

    “Over the past five years, I have engaged with law enforcement, public health experts, and colleagues across the aisle to ensure that the scheduling of fentanyl analogues does not lapse and is finally made permanent. Scheduling is a critical step that ensures law enforcement retains the full suite of tools they need to take on the opioid crisis and crack down on drug traffickers. I urge the President to quickly sign it into law so these measures can become law,” said Congressman Pappas. “While this vote represents an important step forward, we cannot risk the progress we have made in bringing down drug-related deaths. Cuts made to Medicaid and recovery services by Republicans in Congress and our current administration will lead to worse outcomes for our communities. We must protect by cutting funding for recovery and avoid kicking people in recovery off their health care, and I will keep fighting to ensure New Hampshire has the resources needed to take on the opioid crisis from all fronts.”

    Leader Scalise’s remarks:“I thank my friend, our conference chair, Ms. McClain, for managing this time on this important bill. Mr. Speaker, a lot of people come up here and they talk about trying to get America’s fiscal house in order, about the idea of getting back to balanced federal budgets. I don’t know many people here who are against it. I know when we later in this Congress put a bill on the floor to require a balanced federal budget, there will be many Democrats, Mr. Speaker, who will vote no on that, because when it comes time to actually put your votes on the board to back up the principles that most Americans relish, they walk away. They won’t be there when it actually matters. Everybody could talk about cutting wasteful spending. Even if you don’t necessarily agree that it’s wasteful spending, and what we’re bringing today is wasteful spending, but even if you think, ‘Okay, might not be as bad as some other things you don’t agree with,’ we all have to agree, Mr. Speaker, that as we just saw a few weeks ago, Moody’s downgraded the credit rating of the United States. Wasn’t a recommendation, Mr. Speaker. Wasn’t a warning that, gee whiz, if you folks don’t get your fiscal house in order, this might happen. They actually did it. They downgraded the credit rating in the United States because spending has to get under control. The party over there that spent the last four years under President Biden spending like drunken sailors, and all due respect to drunken sailors, because they don’t spend this bad. But the trillions of dollars of debt that were racked up had consequences, Mr. Speaker. “It had consequences not only in terms of our national debt, it affected the pocketbooks of families all across America because that spending, bloated spending in Washington, money we don’t have, by the way, increased inflation to the point where people couldn’t even go to the grocery store to fill up their carts. They couldn’t afford to go to the gas station to fill up their cars. They couldn’t afford to take out a loan to buy a house because interest rates had gotten so high that today we’re spending more money servicing our interest than we are on America’s national debt. These are all real, dramatic facts that concern most Americans. They say, thank goodness, Congress is finally bringing a bill to the floor to start cutting some spending that aren’t priorities. Call it wasteful if you want, call it whatever you want, but these aren’t things that we can afford to spend, even if you agree with them. Because it’s not money we have in the bank. It’s all borrowed money, Mr. Speaker. And so, where did we start? “Well, the White House laid out a number of things. They looked at that USAID program – they didn’t gut the whole thing, but they said there are a number of things that are being done that just don’t represent the values of the United States. And are being done in foreign countries while we don’t have our fiscal house in order here in America. So, how about we start there? I know the Democrats on the other side are acting like, ‘Oh, my God, the world’s going to stop spinning on its axis if this spending goes away.’ So why don’t we talk about some of the spending that will go away? Again, borrowed money, not money we just took out of the bank, money we borrowed from countries like China to spend on that is a debt to our kids. Each one of these I list, Mr. Speaker, you should ask, if you vote ‘yes,’ you’re finally relieving that debt burden. But if you vote ‘no,’ you think it’s okay to send this bill to our kids. “We’re not paying for it today, Mr. Speaker, but our kids would if we keep doing it. If the other side votes ‘no,’ they want to keep borrowing money from our children to spend a million dollars on voter ID in Haiti. The same party that doesn’t want voter ID in America – calls it racist – wants to fund voter ID in Haiti. $6 million for net-zero cities in Mexico. I know some of their best supporters are waving a Mexican flag at an American city right now, and they support those efforts. Most Americans don’t, Mr. Speaker. “$3 million for Iraqi Sesame Street. The minority leader held up a Sesame Street character here on the floor as if Sesame Street somehow is going to go away. I was just watching a commercial on TV yesterday where the Cookie Monster was actually doing an advertisement for Netflix because a private company is paying money to run Sesame Street. It’s not going away. It’s doing just fine. Very lucrative. What will go away is some of the far-left radical views that are being espoused. By the way, when this goes away at NPR, you can still turn on about six or seven other channels and get the same far-left radical views, but they’re all going to be private companies, Mr. Speaker, not taxpayer-funded entities. If somebody wants to pay money to go on one of their services that they stream or get over the top, or however they get their digital content, they can still do that.And there are a lot of options. Never been more options. Some people joke that they buy their services for their cable or whatever else they get, and that there’s 200 channels, and they might only watch four or five of them. There is still going to be a plethora of options for the American people. But if they’re paying their hard-earned dollars to go get content, why should your tax dollars go to only one thing that the other side wants to promote? Let everybody compete on a fair basis. They can still watch Sesame Street in Iraq, but let the Iraqi people pay for it, not the taxpayers of the United States of America’s children. “Today’s taxpayers aren’t paying for it because it’s all borrowed money. $2.1 million for climate resilience in Southeast Asia, Latin America, and East Africa. Five hundred thousand for electric buses in Rwanda. Rwanda is more than free to go buy all the electric buses they want or diesel buses. Why should the taxpayers of America be borrowing money from our children to buy electric buses for Rwanda? $33,000 for being LGBTQI in the Caribbean. Taxpayer money that a ‘no’ vote today says is more important than strengthening a program like Social Security. I say not. $643,000 for LGBTQI+ programs in the Western Balkans. Borrowed money. $567,000, Mr. Speaker, for LGBTQI+ programs in Uganda. $5.1 million to strengthen the ‘resilience of lesbian, gay, bisexual, transgender, intersex, and queer global movement.’ Not sure what that global movement is. They can continue that movement in some other way, but just not with the taxpayer dollars of the United States of America’s children. Again, there’s no bank account that $5.1 million came out of. It’s all borrowed money that a ‘no’ vote says is more important than strengthening Social Security. $135 million in contributions to the World Health Organization, which we all saw during COVID, was the mouthpiece for the Chinese Communist Party. I would imagine if we stopped this $135 million funding, the CCP may pick it up because they were regurgitating their talking points during COVID. “At some point, Mr. Speaker, the question we’ve all got to answer is, number one, do you believe in fiscal responsibility? Maybe some people have other priorities than these they’d like to defund. But if you think these are all things that are worth borrowing money from our children to fund, then that’s what the ‘no’ vote represents. If you think it’s time we start somewhere, here’s the place to start, not to finish, just the beginning, to finally start getting control over spending and respecting those families who are working hard, who are working two shifts at the diner to pay taxes on tips that will soon go away if our One Big Beautiful Bill passes. Or somebody who’s working overtime because you want to send your kid to college, and you find out this is where your taxpayer dollars are going, and you’re disgusted and say, ‘When will somebody do something about it?’ Today’s the day to do something about it. Talk is cheap. Put the action on the floor. Let’s finally get control over spending in a small way. Start a bigger picture towards a balanced budget, but it starts here. Vote yes, get this done, and let’s keep moving forward to strengthen this great country. With that, I urge a yes vote and yield back, Mr. Speaker.”

    Today, the House Appropriations Committee approved the Fiscal Year 2026 Defense Appropriations Bill introduced by Defense Subcommittee Chairman Ken Calvert.

    The Fiscal Year 2026 Defense Appropriations Bill
     
    In accordance with Chairman Calvert’s national security priorities, the bill invests in America’s military superiority, shapes a more efficient and effective Department of Defense, protects from threats at America’s border, and takes care of our troops and their families.

    Champions America’s military superiority by:

    • Enhancing investments in 5th and 6th generation aircraft including the F-35, F-47, and F/A-XX. 
    • Supporting the modernization of the nuclear triad: the B-21 Raider, the Columbia Class Submarine, and Sentinel.
    • Targeting resources for unmanned aerial systems, uncrewed maritime platforms, and land-based counter-unmanned aerial systems to advance capabilities and strengthen our national defense.
    • Investing in national security space, including proliferated missile warning, missile tracking satellites, and next generation intelligence collection systems to ensure national leaders have real-time global situational awareness.
    • Allocating approximately $13 billion for missile defense and space programs to augment and integrate in support of the Golden Dome effort.
    • Providing over $2.6 billion for hypersonics programs.
    • Reversing the “divest to invest” trend by preserving F-15s and U-2s while investing in next-generation fighters and intelligence, surveillance, and reconnaissance systems.
    • Continuing to prioritize innovation through over $1.3 billion combined for the Defense Innovation Unit (DIU), Accelerate the Procurement and Fielding of Innovative Technologies (APFIT), and Office of Strategic Capital (OSC).
    • Strengthening our defense industrial base by investing $131 million in a Civil Reserve Manufacturing Network.
    • Supporting our close ally Israel by providing $500 million for the Israeli Cooperative Missile Defense Programs, and $122.5 million for U.S.-Israel cooperative development programs.

    Cares for our troops and their families by:

    • Including an increase of 3.8% in basic pay for all military personnel effective January 1, 2026.
    • Continuing historic pay increases enacted in Fiscal Year 2025 for junior enlisted servicemembers.
    • Improving quality of life, readiness, and continuity for servicemembers by slowing permanent change of station moves, saving over $662 million.

    Shapes a more efficient and effective Department of Defense by:

    • Reducing $3.6 billion and almost 45,000 civilian full-time equivalents to capture Workforce Acceleration and Recapitalization Initiative efforts.
    • Prioritizing fiscal sanity and eliminating waste, fraud, and abuse through codifying both the Department’s cooperation with DOGE and streamlined functions and management improvements at the Pentagon.
    • Requiring detailed reporting on the Department’s proposed allocations and expenditures of reconciliation.

    Combats international actors who facilitate drug trafficking and manufacturing by:

    • Providing $1.15 billion for counter drug programs, which is $245 million above the budget request.
    • Increasing funding for the National Guard Counterdrug Program.
    • Transferring Mexico from U.S. Northern Command’s jurisdiction to U.S. Southern Command for better coordination and prioritization.

The vote comes as fentanyl-related overdoses remain the leading cause of death for young adults across the country, especially in Fresno County and the San Joaquin Valley. “Fentanyl is tearing families apart across the San Joaquin Valley. This demands action, and that’s why I worked across the aisle to pass the HALT Fentanyl Act,”said Congressman Costa.“This bipartisan bill permanently classifies fentanyl-related substances as Schedule I, giving law enforcement the tools needed to halt this epidemic.” 
    BACKGROUND Fresno County and communities across the San Joaquin Valley continue to battle a devastating fentanyl crisis. In 2023, nearly 70% of all overdose deaths in Fresno County involved fentanyl, making it the leading cause of drug-related fatalities. While total overdose deaths have declined modestly in recent years, fentanyl remains the dominant driver of overdose deaths, and emergency departments across the region continue to see alarming rates of fentanyl poisoning cases, especially the youth.  The HALT Fentanyl Act would permanently classify fentanyl-related substances (FRS) as Schedule I drugs under the Controlled Substances Act. Schedule I substances are those deemed to have no accepted medical use and a high potential for abuse such as heroin and LSD. This permanent classification gives law enforcement the tools they need to keep pace with drug traffickers who exploit loopholes by slightly modifying fentanyl’s chemical structure to avoid prosecution.

    WASHINGTON, DC – Today, U.S. Representatives Angie Craig (D-MN) and Jefferson Van Drew (R-NJ) reintroduced bipartisan legislation to strengthen domestic medication supply chains and reduce American reliance on China for critical medications.  

    The bipartisan Rolling Active Pharmaceutical Ingredient and Drug Reserve (RAPID Reserve) Act would encourage the domestic production of critical medications and incentivize American-based manufacturers to increase their reserves of these medications to prepare for future public health threats and supply chain challenges. 

    Currently, nearly 80% of the manufacturing facilities that produce critical pharmaceutical ingredients are located outside the United States. 

    “Manufacturing critical medications here in America will strengthen our domestic supply chains, create good-paying jobs and most importantly, get life-saving medications into the hands of Minnesotans,” said Rep. Craig. “I’m proud to be reintroducing this common-sense, bipartisan legislation with Rep. Van Drew – because manufacturing pharmaceuticals here at home instead of in China is a no-brainer.”

    WASHINGTON, DC – Today, U.S. Representative Angie Craig released the following statement on her vote against the Republicans’ disastrous recissions package that will terminate $9.4 billion in Congressionally-approved appropriated funds – including $1.1 billion for public broadcasting and $400 million for the President’s Emergency Plan for AIDS Relief (PEPFAR).

    “While the American people continue to struggle with rising costs, House Republicans have done nothing to address the affordability crisis in this country. Instead, they passed a catastrophic budget bill that takes food and health care from hundreds of thousands of hard-working Minnesotans. And today, they voted to roll back billions of dollars in Congressionally-approved funding, including federal dollars for public broadcasting, like Minnesota Public Radio and Twin Cities PBS, and PEPFAR – one of the world’s most effective public health initiatives.     The Republicans’ recissions package passed the House with 214 Republican votes.

As always, there is more work to be done, and I look forward to carefully reviewing any future proposals – including pending decisions on small refinery exemptions – to ensure that these frameworks work for the Minnesota producers and refiners who fuel the world.”

    In Congress, Rep. Craig has led the charge to promote domestic biofuels and expand markets for Minnesota producers and refiners.

    Last month, Rep. Craig, alongside Rep. Ashley Hinson (R-IA), led 26 of her bipartisan colleagues in calling on the Administration to expand annual Renewable Volumes Obligations for biomass-based diesel in their upcoming rulemaking for 2026. In a letter to President Donald Trump, Rep. Craig urged the Administration to support a strong Renewable Fuel Standard (RFS) by adopting timely, robust blending requirements in the upcoming “Set 2” rule establishing Renewable Volume Obligations (RVOs) for 2026 and beyond.

    Since the start of 2025, the U.S. has experienced the deadliest domestic plane crash in a generation and several near misses.

    WASHINGTON, DC – Congressman Gabe Amo (D-RI) and Congressman Stephen Lynch (D-MA) are calling on the U.S. Government Accountability Office (GAO) to study relocating the Air Traffic Safety Oversight Service (AOV). To improve the safety of our national airspace system, this review would explore if AOV realignment could strengthen the independence and effectiveness of safety oversight of the air traffic control system.

    Excerpts from Congressmen Amo and Lynch’s letter to GAO:

    “​​The AOV plays a vital role in ensuring the safety of our national airspace system. Specifically, the AOV establishes safety standards and provides independent oversight of the Air Traffic Organization (ATO). The AOV’s core functions include validating ATO safety processes, approving new and modified separation standards and waivers, evaluating hazard mitigation controls, and overseeing the ATO’s Safety Management System. AOV also participates in operational reviews, develops regulatory guidance, and contributes to international standards. The AOV conducts oversight through audits, inspections, investigations, surveillance, and coordination with other FAA safety divisions. Its work is fundamental to maintaining public trust and upholding the FAA’s core mission of safety.”

    “Ensuring AOV’s independence is critical as modernization initiatives, such as NextGen and the integration of unmanned aerial systems, add new complexities to air traffic operations. Recent events, such as the January 2025 fatal midair collision near Washington National Airport (DCA), underscore the importance of strong, independent oversight. That incident, involving American Airlines Flight 5342 and a U.S. Army Black Hawk helicopter, tragically claimed 67 lives and brought to light potential safety oversight gaps. In its aftermath, the National Transportation Safety Board issued a recommendation urging the FAA to permanently restrict certain helicopter operations near DCA when specific runways are active, citing an “intolerable risk to aviation safety.” Further concern has been raised by the FAA’s recent decision to halt an independent air traffic oversight panel, highlighting the need to reevaluate the FAA’s internal oversight structures.

    “Amid ongoing modernization, the increasing complexity of air traffic operations, and the recent fatal midair collision near DCA, it is timely to reassess whether moving AOV outside the FAA but within the federal government could enhance the independence, accountability, and effectiveness of aviation safety oversight.”

    BACKGROUND

    On January 29, 2025, American Airlines Flight 5342 collided with a U.S. Army UH-60 Black Hawk Helicopter as the passenger jet approached DCA.

    Additionally, there have been several additional near misses of commercial aircraft at airports around the U.S. and notable air traffic control outages at several major airports. 

    In the January 29, crash 3 servicemembers operating the helicopter, and all 64 passengers and crew on the American Airlines flight were killed in the collision, including Rhode Island residents Christine and Spencer Lane. The mother and son were traveling with the Boston Skating Club returning from the 2025 U.S. Figure Skating Championships where Spencer had competed. 

    On June 12, 2025, Congressman Amo and Congressman Ron Estes sent a letter to the Department of Transportation Inspector General calling for an audit of airspace around DCA.

    On May 23, 2025, Congressman Amo, Congressman Suhas Subramanyam, and Congressman Don Beyer led 16 of their colleagues inrequesting that the Department of Transportation facilitate an independent review of Washington, DC airspace as part of the Appropriations Committee’s Fiscal Year 2026 transportation funding bill.

    On March 3, 2025, Congressman Amo supported the House passage of a resolution to commemorate the victims of the DCA crash.

Markey (D-Mass.), a member of the Commerce, Science, and Transportation Committee, today hosted a fireside chat with Massachusetts advocates and community leaders to discuss artificial intelligence (AI), civil rights, and the Senator’s AI Civil Rights Act, the most comprehensive AI civil rights legislation introduced in Congress. The legislation, which Senator Markey introduced last year, would put strict guardrails on companies’ use of algorithms for consequential decisions, ensure algorithms are tested before and after deployment, help eliminate and prevent bias, and renew Americans’ faith in the accuracy and fairness of complex algorithms.

    Participants discussed the civil rights issues already developing in Massachusetts communities—from housing to hiring algorithms—and the necessity of passing the AI Civil Rights Act to build a just digital world for all.

    “Today’s discussion provided powerful evidence of the risks AI poses for marginalized communities and workers in Massachusetts and across the country.     “The threat of AI to unions and labor organizing comes from the imbalance of control and access to information between management and workers – a dynamic the labor movement has long battled,” said Chrissy Lynch, Massachusetts AFL-CIO President. “Robust notification systems and knowledge that one’s sensitive information, including biometric data, is being accessed by an employer should be a baseline for all workplace-based AI and other algorithmic technologies. Workers need a voice in how these tools are developed and implemented, and workers need to be at the table when policy decisions are being made that affect their livelihood and wellbeing.”

    “In the current political climate, having this bill is crucial because it serves as a safeguard against the erosion of civil rights and racial justice gains that are being challenged or rolled back,” said Rahsaan Hall, President and CEO of the Urban League of Eastern Massachusetts.

    “The dangers from artificial intelligence aren’t a future problem—they are here now. Today, corporations are using algorithmic systems to manipulate prices, decide who gets a job or a loan, conduct surveillance of our labor and political expression, and artificially inflate already sky high rents. Even worse, these technologies can be used to secretly discriminate against us based on our race, religion, gender, and other protected characteristics.     Senator Markey first introduced the AI Civil Rights Act in September 2024. This week, Senator Markey announced plans to file an amendment to the Senate reconciliation bill to block Republicans’ attempt to prevent states from regulating artificial intelligence (AI) for the next 10 years. Last week, Senator Markey convened a virtual roundtable with advocates to discuss the impacts this ban would have on communities across the country. On June 3, Senator Markey delivered remarks on the Senate floor opposing the provision in the House-passed reconciliation bill that would prevent states from regulating AI for the next ten years.

I have long opposed privately owned and operated immigration detention facilities because they are mired by rampant abuse and neglect of those in their care. After spending millions of dollars in upgrades it continues to be a house of horrors. The consequences of GEO’s mismanagement, and the Department of Homeland Security’s resistance to Congressional oversight, are borne by my neighbors in Newark and those detained at Delaney Hall. The Department of Homeland Security has a duty to work with Congress to address the problem, take immediate action to improve the conditions at Delaney Hall, and ensure the proper and fair treatment of those detained.”

    China will continue being an important driving force for global connectivity: foreign ministry

    BEIJING, June 13 — China will continue to act as an important driving force for global connectivity, a Chinese spokesperson said on Friday.

    To date, China-Europe Railway Express routes have been launched in 128 cities in China, reaching 229 cities in 26 European countries and over 100 cities in 11 Asian countries, epitomizing connectivity cooperation between China and the world, spokesperson Lin Jian said at a regular news briefing.

    He made the remarks when asked to comment on the view that the China-Europe Railway Express has become an “accelerator” for economic and trade cooperation among the countries participating in the Belt and Road Initiative (BRI).

    Lin said that the China-Europe Railway Express — a signature outcome of the BRI, with freight trains departing every 30 minutes or less — operates in an efficient, smooth and stable manner, not only bridging economic and trade exchange between Asia and Europe, but also becoming a force for growth in BRI countries.

    The China-Laos Railway and the new western land-sea corridor train service are operating smoothly, and the China-Kyrgyzstan-Uzbekistan railway is under construction. These are examples of how new logistics routes are enhancing the efficiency of cross-border logistics, enabling increased personnel and trade exchange, deepening industrial coordination and value chain integration, driving industrial transformation and upgrading in those countries and bringing a tangible sense of gain to locals, Lin said.

  • MIL-OSI Security: Jury Finds Virginia Man Guilty of Kidnapping, Strangulation

    Defendant Kidnapped Former Girlfriend and Drove Her into the District Where He Strangled and Assaulted Her

                WASHINGTON –Adam Ahmed, 38, of Chantilly, Virginia, was found guilty by a Superior Court jury of kidnapping and strangulation related to an incident that began in Manassas, Virginia, on May 10, 2024, and ended in northeast Washington, D.C., on May 11, 2024, announced U.S. Attorney Jeanine Ferris Pirro and Chief Pamela Smith of the Metropolitan Police Department (MPD).

                The verdict was returned on June 12th and included two counts of making threats and one count of misdemeanor assault. Superior Court Judge Robert Salerno scheduled sentencing for August 15, 2025.

                According to the government’s evidence, on May 9, 2024, Ahmed was arrested in Virginia on multiple warrants for protective order violations and assault charges against his ex-girlfriend. The next day, on May 10, 2024, the victim got into Ahmed’s car outside her home in Manassas, Virginia, believing that they would sit in her building parking lot and talk about their relationship. Instead, the defendant took off, driving erratically. Ahmed told the victim that they were both “going to die tonight,” and that if she was going to charge him with abduction, he was going to do it. The defendant drove onto I-66 and took the victim into the District, where he repeatedly assaulted her and threatened to kill her.

                After several hours of terrorizing the victim, Ahmed told her that he was going to drive her somewhere no one would find her. When he stopped the car, he climbed over her and strangled her with both hands until she couldn’t breathe. While strangling her, he bit her, putting his whole mouth over hers. He started driving again, eventually stopping at a Shell gas station on Nannie Helen Burroughs Avenue. At one point, Ahmed walked away from the car, and the victim tried to escape. Surveillance footage shows the defendant rushing at the victim, picking her up, and struggling with her to force her back in the car. A passerby on the street saw the defendant hitting the victim and turned into the gas station parking lot, rescuing the victim and calling 911. 

                During the course of trial two expert witnesses spoke about the unique dangers inherit in strangulation, and violence in intimate partner violence relationships, respectively. Strangulation is widely recognized as one of the most lethal forms of intimate partner violence, as a major strangulation study in San Diego, found surviving domestic violence “victims are much more likely to die later if their abuser has strangled them.” The study also noted that “…..the odds of becoming a victim of attempted homicide increased by 700%, and the odds of becoming a homicide victim increased by 800%, among women who had been strangled by their partner. The U.S. Attorney’s Office for the District of Columbia’s Sex Offense and Domestic Violence Section has charged over 110 acts of felony strangulation since the D.C. Council created it as a criminal offense under D.C. Code 22-404.04, which went into effect in July of 2023.

                In announcing the verdict, U.S. Attorney Pirro and Chief Smith commended the work of the officers and detectives at the Metropolitan Police Department. They also credited Assistant U.S. Attorneys Trisha Jhunjhnuwala and Amanda Swanson, of the Sexual Offense and Domestic Violence section for successfully prosecuting the case.

  • MIL-OSI Security: WMATA Train Operators Arrested in Health Care Fraud Scheme

               WASHINGTON – Michelle Shropshire, 54, of Waldorf, Maryland, and Harlisha Jones, 49, of Clinton, Maryland, and Washington, DC, were arrested this morning on health care fraud, wire fraud, mail fraud, aggravated identity theft, and conspiracy charges filed in U.S. District Court. 

               The arrests were announced by U.S. Attorney Jeanine Ferris Pirro, Assistant Director in Charge Steven J. Jansen of the FBI Washington Field Office, and Inspector General Michelle Zamarin of the Washington Metropolitan Area Transit Authority Office of Inspector General.

               Both defendants are expected to make their initial appearance today in the District Court for the District of Columbia.

               According to the indictment, from June 2021 through January 2024, Shropshire and Jones, both Train Operators employed by the Washington Metropolitan Area Transit Authority (WMATA), conspired to use Jones’s insurance policies with American Family Life Assurance Company of Columbus (AFLAC) to submit fraudulent health care and short-term disability insurance claims for injuries, medical treatments, and disability periods that did not exist.  

               Court documents allege that the defendants used the information of real doctors to create fraudulent medical excuse notes and physician’s statements, including forged doctors’ signatures, that were submitted to AFLAC in support of the insurance claims. Then, shortly after AFLAC paid each claim to Jones, she paid a kickback to Shropshire using a percentage of the total claim payment. As a result of those fraudulent insurance claims, AFLAC paid Jones approximately $58,750, of which Jones paid approximately 20% back to Shropshire.

               The indictment further alleges that in addition to Jones, Shropshire assisted numerous other WMATA employees with submitting fraudulent health care and short-term disability insurance claims to AFLAC.  As a result of that scheme, AFLAC paid at least $362,035.14 in phony insurance benefits to Shropshire, Jones, and other WMATA employees.  

               Those employees included Sharon Washington, 53, of Woodbridge, VA, Selethia Blake, 53, of Waldorf, MD, Brady Turner, 56, of Clinton, MD, Lushawn Foreman, 51, of Upper Marlboro, MD, and Margot Jackson, 52, of Hughesville, MD, among others.  

               Washington, Blake, Turner, Foreman, and Jackson have each admitted to their involvement in Shropshire’s scheme, including paying kickbacks to Shropshire using a portion of the claim payments they received, and have pleaded guilty to conspiracy to commit health care fraud. Each is currently awaiting sentencing.

               If convicted, Shropshire and Jones each face a maximum statutory sentence of 20 years in prison for the charged offenses, with an additional mandatory sentence of two years in prison for the offense of aggravated identity theft. The maximum statutory sentence for federal offenses is prescribed by Congress and is provided for informational purposes. If convicted, the defendants’ sentence will be determined by the court based on the advisory Sentencing Guidelines and other statutory factors.

               These cases are being investigated by the FBI Washington Field Office and the WMATA Office of Inspector General. They are being prosecuted by Assistant U.S. Attorneys Brian P. Kelly and Diane Lucas.

               An indictment is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Beginning Monday, June 16, SBA customer service representatives will be on hand at the DLOC in Malvern to answer questions and assist with the disaster loan application process.     “When disasters strike, SBA’s Disaster Loan Outreach Centers perform an important role by assisting small businesses and their communities,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the U.S. Small Business Administration. “At these centers, our SBA specialists help business owners and residents apply for disaster loans and learn about the full range of programs available to support their recovery.”

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

    The SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and private nonprofit organizations impacted by financial losses directly related to these disasters. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Interest rates are as low as 4% for small businesses, 3.62% for nonprofits, and 2.75% for homeowners and renters with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA determines eligibility and sets loan amounts and terms based on each applicant’s financial condition.

    Q: Why did you convene a Judiciary Committee hearing about 23andMe?

    A: More than 15 million Americans are customers of 23andMe, a genetic testing company whose services include analyzing one’s DNA to provide ancestry information and insights on inherited genes that may reveal predispositions for certain health conditions, including some cancers, diabetes and cardiovascular diseases. Customers submit a saliva sample to begin the direct-to-consumer genetic testing service. Earlier this year, 23andMe filed for bankruptcy, opening a can of worms exposing consumer privacy and national security implications. Because 23andMe is not a health care company, federal health privacy laws don’t apply to customers’ sensitive genetic data. Even though the company suggests that its privacy policy protects consumers’ data, 23andMe and its successor company can unilaterally change that privacy policy at any time. So, the potential sale of the company raises serious concerns about genetic privacy and what happens to that information, including the genomic profile and saliva specimen of each customer. Since its founding in 2006, the company that was once valued at $6 billion has suffered financial hardship, due in part to a massive data breach impacting millions of customers.

    As chairman of the Senate Judiciary Committee, which has jurisdiction over bankruptcy and certain privacy laws, I called a hearing to gather testimony from the head of the company, as well as bioethics, bankruptcy and national security experts. Consumers deserve to know how their genomic data is going to be used, and Americans deserve protection from foreign threats. As the company seeks court approval to sell its assets in the bankruptcy process, 23andMe, its creditors and shareholders want the highest price for the sale of the company. Make no mistake, potential buyers are after the genetic data of 15 million customers. The fewer restrictions there are on the company’s assets, the more they’re worth. Just consider if this sensitive information should get into the hands of a foreign adversary or potentially be used against an individual as blackmail or when applying for life insurance, health insurance or employment. Before the genetic information of Americans is sold, they ought to be able to decide whether, when and how their data is used. What’s more, the data privacy issues reach far beyond the 15 million Americans who submitted their saliva for genetic analysis. The genomic data would span across family tree lines, meaning the trove of data being mined would involve an exponentially larger pool of people. That’s why it’s imperative this sensitive information doesn’t get into the hands of bad actors.

    Q: What’s your takeaway from the witness testimony?

    A: During my questioning, I focused on the vulnerabilities to national security, particularly stemming from China. The Chinese Communist Party (CCP) is pursuing aggressive development of AI, biotech and computing to conduct mass surveillance, boost its military capabilities and dominate the bioeconomy. We heard about the CCP’s use of genetic tests to track, target and oppress Uyghur Muslims and how 23andMe’s American customer base would provide a genetic diversity trove of data that could be an attractive target for the CCP. They should never be allowed to get their hands on it. Considering strong evidence showing COVID-19 was created in a Chinese lab, as well as Chinese nationals smuggling dangerous biological pathogens into the United States just this past month, the  weaponization of biologics and military application of genomic data are no longer far-fetched fantasies of science fiction. American genetic data must be protected.

    Currently, no federal privacy or bankruptcy laws protect genomic data. I’m cosponsoring the bipartisan Don’t Sell My DNA Act to protect sensitive genetic data during corporate bankruptcy proceedings. Notably, it would require affirmative consumer consent prior to the use, sale or lease of genetic information. Policymakers must take steps to safeguard consumer privacy and prevent foreign adversaries and bad actors from obtaining sensitive genetic information. As an outspoken watchdog in the U.S. Senate to hold China accountable for its intellectual property and espionage policies, I’ve long worked to screen its foreign investments, combat the CCP’s influence at U.S. colleges and protect U.S. farmland. I’ll continue working to advance policies that safeguard the sensitive genetic data of Americans.

  • MIL-OSI Canada: Daytime closures extended on Highway 1 between Sicamous, Salmon Arm

    Drivers are advised that daytime closures of Highway 1 between Sicamous and Salmon Arm, related to construction on the R.W. Bruhn bridge and approaches project, will continue through Wednesday, June 25, 2025.

    This 10-day extension is to allow for additional rock-scaling work following the rockslide on June 5, 2025, west of the bridge. For the safety of both workers and the public, this work must be completed during full highway closures. Closures will take place from 9 a.m. to 3 p.m. daily from Monday, June 16, 2025, until Saturday, June 21, 2025, and again June 23-25, 2025.

    These additional closures are necessary to reinforce the work completed last week, as well as reduce the risk of future rockslides in this area. Highway 1 remains safe for use outside closure periods.

    During full closures, traffic will be directed to the alternate route via Highway 97A and 97B. Local traffic will be accommodated with the assistance of traffic-control personnel between downtown Sicamous and Old Sicamous Road/Old Spallumcheen Road.

    The summer schedule will begin on June 26, 2025. At this time, no daytime full closures are planned during the summer 2025 months. Travellers are reminded to stay up to date on information about this closure and road conditions on alternative routes.

  • MIL-OSI Security: FBI Recognizes Elder Abuse Awareness Day and Warns Americans About Elder Fraud

    Ahead of World Elder Abuse Awareness Day on Sunday, June 15, the FBI is reminding elderly Americans and their loved ones about elder fraud. This type of fraud takes many forms as criminals seek to take advantage of this vulnerable and growing population. The FBI is committed to educating the public about these scams and investigating financial fraud schemes against seniors. Not only are there devastating financial consequences, but these victims and their loved ones can suffer great emotional and mental effects because of these scams.  

    The FBI investigates financial scams targeting seniors, including investment scams, technical/customer support schemes, money mule and romance scams, and others. According to the FBI’s Internet Crime Complaint Center (IC3) data, in 2024 there was a total of $4.885 billion in losses from 147,127 complaints. This is a 46% increase in complaints from 2023, as well as a 43% increase in losses.

    In Ohio, 5,389 individuals over the age of 60 lost more than $95 million with investment scam losses totaling over $31 million, confidence/romance scam losses totaling over $11 million, and tech support scam losses totaling over $10 million in 2024. The FBI continues to work with our local and federal partners to tackle elder fraud and stop those who attempt to harm the elderly.

    The FBI is focused on finding and investigating criminals preying on the trust of older Americans,” said FBI Cleveland Special Agent in Charge Greg Nelsen. “Scams are becoming more complex, and scammers have become savvier, adding multiple levels of deceit from the moment they make contact by working in tandem with other criminals to give the illusion of legitimacy. The FBI will continue its pursuit to identify these criminals and dismantle scam and fraud-based networks.”

    Seniors are frequently targeted by criminal actors, as they are often perceived to be more polite and trusting. These actors may also assume that seniors are more financially stable, own real estate, spend a great deal of time alone, and are less likely to report fraud if they feel ashamed or are unfamiliar with reporting channels such as IC3.gov.

    Fraud can happen to anyone, and small steps can be taken to protect yourself and your information: 

    • Search online for the contact information (name, phone number, email, addresses) of any unknown source which reaches out to you, as well as the proposed offer. Verify the legitimacy of businesses on websites such as Better Business Bureau. Other people have likely posted information online about businesses and individuals attempting to run scams.
    • Resist the pressure to act quickly. Scammers create a sense of urgency to lure victims into immediate action, typically by instilling trust and inducing empathy or fear, or the promise of monetary gains, companionship, or employment opportunities.  
    • Be cautious of unsolicited phone calls, mailings, and door-to-door service offers.
    • Never give or send to unverified people or businesses any personally-identifiable information, money, checks, gift cards, or wire information.
    • Take precautionary measures to protect your identity should a criminal gain access to your device or account. Immediately contact your financial institutions to place protections on your accounts and monitor for suspicious activity.
