    ERGNETI, 11 June 2025 – The 125th Incident Prevention and Response Mechanism (IPRM) convened today in Ergneti. The meeting was co-facilitated by the Head of the EU Monitoring Mission in Georgia (EUMM), Bettina Patricia Boughani, and the Special Representative of the OSCE Chairperson-in-Office for the South Caucasus, Christoph Späti.
    The co-facilitators expressed appreciation for the continued engagement of all participants in the IPRM format. The OSCE and EUMM reiterated their call for a full re-opening of all crossing points along the administrative boundary line (ABL). Unhindered access would considerably enhance the livelihoods of women, men, children and elderly people living near the ABL in particular.
    Participants held substantive exchanges on the prevailing challenges faced by conflict-affected populations, including recent security developments, limitations on freedom of movement, duty of care to isolated elderly, cultural heritage and issues related to wastewater. The co-facilitators reiterated their concern regarding the continuous practice of detentions and renewed their call for the release of those in custody.
    Co-operation on irrigation was noted positively by all, and the co-facilitators encouraged building further upon these efforts and reiterated their support. The participants praised the EUMM-managed Hotline as an invaluable tool for exchanging information, defusing tensions and managing incidents in a timely manner. 
    Participants agreed to hold the next IPRM meeting on 21 July 2025.

  • MIL-OSI Security: Convicted Connecticut Child Sex Offender Sentenced To 30 Years In Federal Prison For Attempted Child Enticement

    Jacksonville, Florida – Chief United States District Judge Marcia Morales Howard has sentenced Andrew Thomas Bull (37, Tolland, CT), a/k/a Andrew Thomas Picard, to 30 years in federal prison for attempting to entice an 11-year-old child to engage in sexually explicit conduct for the purpose of producing photos of her own sexual abuse. The court also ordered Bull to serve a 10-year term of supervised release and forfeit the electronic device that he used to commit this offense. Bull is a convicted sex offender who was convicted of importation and possession of child pornography in Connecticut in 2013, and was on court-ordered probation when he was arrested on May 25, 2023. Bull was detained and transported to Jacksonville. He pleaded guilty on February 18, 2025.  

    According to court documents, on November 15, 2022, an FBI agent (UC) in the Jacksonville area was conducting an online undercover operation to identify adults seeking to meet and engage in sexual activity with children. The UC posted a text message in a public chat room on a social media application (app) indicating that the UC had access to an 11-year-old “child.” Later that same day, user “brdr1066,” subsequently identified as Bull, contacted the UC directly using the private online text messaging feature of the app. Bull asked the UC to confirm the age and sexual experience of the “child.” Bull sent the UC explicit photos of himself to show to the “child.” Between November 2022 and May 2023, during text conversations on the app, Bull confirmed his desire to have sex with the “child,” and he sent the UC photos depicting young children being sexually abused. He solicited the UC to take and send to Bull pornographic photos of the “child,” and directed the UC as to how the UC could accomplish this. On May 9, 2023, Bull asked the UC, “do i get live pics tonight? / before she goes to bed hopefully / you ask to see her [genitalia] yet?”

    On May 25, 2023, FBI agents arrested Bull and executed a federal search warrant at his residence. A search of Bull’s cellphone revealed that it contained at least 15 videos and 40 photos depicting children being sexually abused, including an infant. 

    “Protecting kids from predators is among the most important work that we do at the FBI,” said Jason Carley, Special Agent in Charge of the FBI Jacksonville Division. “Let this case be a warning – the FBI is relentless in our efforts to identify and stop child predators from abusing our kids.”          

    This case was investigated by the Federal Bureau of Investigation in Jacksonville and New Haven, Connecticut. It was prosecuted by Assistant United States Attorneys D. Rodney Brown and Kelly S. Milliron.

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify, locate, and rescue victims.   • MIL-OSI Security: Doctor at L5 Pain Clinic Sentenced to 40 Months in Prison, Ordered to Pay $35,000 Fine and $200,000 in Forfeiture

    ROANOKE, Va. – A former doctor, who concealed health care fraud and prescribed highly-addictive opioid painkillers to at-risk patients at pain clinics in Central and Southwest Virginia, was sentenced yesterday to 40 months in federal prison and ordered to pay $200,000 in forfeiture and a $35,000 fine.

    Duane Dixon, 66, of Bedford, Massachusetts, pled guilty in 2023 to conspiring to distribute fentanyl and other opioids without a legitimate medical purpose and failing to report a pattern of health care fraud at clinics operated by L5 Medical Holdings—an LLC which was doing business as Pain Care Center, a line of pain clinics that formerly operated in Woodlawn, Lynchburg, Madison Heights, Blacksburg, and Christiansburg.

    Dixon agreed as part of his plea agreement to surrender his medical licenses and to never practice medicine again.

    “Duane Dixon prioritized profit over patient care,” Acting United States Attorney Zachary T. Lee said today. “Our nation is fighting an opioid epidemic on a scale we have never seen and doctors like this, who take advantage of the addictions of others for their own greed, must be held accountable.”

    “We will not tolerate anyone who abuses their position and betrays the trust of American citizens by exploiting their vulnerabilities. Dr. Dixon clearly showed a lack of respect for human life, as his reckless and fraudulent practices prioritize profits over the delicate lives of others. Our team is dedicated to the safety and well-being of all individuals across the nation. This commitment includes ensuring that licensed professionals adhere to the law and report any hazardous conduct,” DEA Washington Division Special Agent in Charge Ibrar A. Mian said.

    “This doctor betrayed his oath, exploited vulnerable Virginians, and pumped dangerous opioids into our neighborhoods, fueling addiction and tearing families apart. His selfish, reckless scheme contributed to the opioid epidemic and left entire communities to deal with the devastating consequences. Virginia’s Medicaid Fraud Control Unit will continue to aggressively pursue any healthcare provider who abandons their oath, preys on vulnerable patients, and fuels addiction for profit,” said Virginia Attorney General Jason Miyares.

    “The defendant’s illegal prescribing practices and violation of public trust endangered patients and took advantage of the addiction of others, all for personal gain,” said Maureen Dixon, Special Agent in Charge for the U.S. Department of Health and Human Services Office of Inspector General (HHS-OIG) Philadelphia Regional Office. “HHS-OIG will continue to work with our law enforcement partners to ensure individuals involved in schemes that threaten patient safety and target our most vulnerable populations are held accountable.”

    According to testimony and court documents, Dixon pre-signed dozens of blank prescriptions over several years at L5.  With Dixon’s knowledge, staff filled out the prescriptions for Schedule II opioids, including fentanyl and oxycodone, and distributed them to patients who had not seen a qualified medical provider.  Dixon admitted to agents that, shortly after starting work at L5, a local pharmacist said he was a “pill pusher” and L5 was a “pill mill,” and some pharmacies refused to fill his prescriptions.

    As part of his guilty pleas, Dixon agreed he facilitated illegal distribution of Suboxone by other medical providers who lacked the authority to prescribe the drug.  Dixon did so by sharing his unique identification number, which is necessary to prescribe controlled substances, with those unqualified providers for them to use when relaying prescriptions to pharmacists.

    Additionally, to obtain insurance payments, Dixon acknowledged in interviews and court filings he approved and signed patient files for patients he had not actually treated.

    The other doctor whose records Dixon falsified—former Dr. Wendell Lewis Randall—was sentenced in March 2024 to 18 months in prison for his role and was known to Dixon and others within L5 to issue medically illegitimate prescriptions.  In a recorded interview played at sentencing, Dixon stated Randall’s patient file notes were “lousy,” did not “justify[] why” Randall “was giving the pain medications,” and would have been insufficient even for a medical student.

    In addition to Dixon and Randall, five others have pled guilty in connection with drug or fraud crimes at L5 between 2015 and 2020. Charles Wilson Adams, Jr.—falsely held out by L5 as a trained medical professional—was sentenced to two years’ imprisonment in 2022.  Nurse practitioner Debra Shaffer received jailtime and a fine in 2023.

    L5 owner John Gregory Barnes, former COO Jennifer Adams, and L5 itself have also pled guilty and are awaiting sentencing later this year.

    The Drug Enforcement Administration, the U.S. Department of Health and Human Services – Office of the Inspector General, the Virginia State Police, and the Virginia Attorney General’s Office – Medicaid Fraud Control Unit investigated the case.

    Assistant United States Attorneys S. Cagle Juhan, Jason Scheff and Special Assistant United States Attorney and Assistant Attorney General Janine Myatt prosecuted the case for the United States.

    OG meme coin Dogecoin surged 42% so far on the year, currently trading at $0.20 and making a push towards the critical psychological levels of $0.25 at press time. What was once believed to be a rally running on empty, stalling the price action at key resistance levels, is now a full-blown push to a clean break at $0.25.

    DOGE shifted the momentum with a clean, confident break above $0.20. That opens the next leg up to $0.25, but it’s going to take more than memes; it needs sustained volume and a true shift in sentiment.

    Right now, the buzz is growing but not booming. Social dominance rose to 1.76%, showing DOGE is back on the radar. Yet, with social volume sitting at just 96, the hype hasn’t hit full stride.     The UN International Independent Expert Mechanism to Advance Racial Justice and Equality in Law Enforcement called on Belgium to take concrete steps to address the legacies of its colonial past and fight what it said was widespread, systematic racism that still permeates the nation today.

    The call came on the final day of a 10-day visit that began 2 June. Experts Tracie Keesee and Victor Rodriguez visited Brussels, Namur, Charleroi, Antwerp, and Mechelen.

    “Community members told us that they want to be treated as humans, that nothing has changed and nothing is changing, that diversions and political complexities are used to keep from committing to true change,” said Keesee. “They also explained the great work they do within their communities and expressed their commitment to work with the authorities to bring about meaningful change.”

    The experts recognized several good practices; for instance, the existence of a specialized police watchdog outside of the executive power and a centralised internal police control body, as well as the grants to some civil society organizations working to combat racism. “These practices can serve as a model for other States,” Rodriguez said.

    However, the experts concluded that Africans and people of African descent, as well as other persons perceived as “foreigners” – including Belgian nationals and persons born in Belgium – face systemic racism, racial discrimination, xenophobia and related intolerance.

    “Systemic racism permeates all sectors of society, including in law enforcement and the criminal justice system,” said Keesee. “It is a legacy of enslavement and colonialism, whose long-lasting impacts continue to be felt today. Belgium must continue to take concrete steps towards reparatory justice by confronting the legacies of its history, with the effective participation of affected communities.”

    The Mechanism heard testimonies of racial profiling and of excessive use of force by the police against Africans and people of African descent, including against children. “These cases are a clear illustration of systemic racism against these communities, which severely impacts trust in law enforcement institutions,” Rodriguez said.

    The Mechanism also witnessed very good community policing practices, which it said should be expanded and strengthened. “We visited police zones that have wonderful practices to bring the police closer to the population and vice versa, including programmes that encourage racialized and vulnerable young people to join the police, something that is lacking in Belgium,” Keesee said.

    The experts emphasized how the challenging and stressful nature of law enforcement work directly affects the mental health and well-being of officers, and how this can impact the way they perform their duty and their interactions with the communities they serve. “Peer support groups, and mental health resources should be readily available in support of officers,” Keesee said.

    The Mechanism also addressed overcrowding in prisons with disproportionate incarceration of Africans, people of African descent, and people of foreign origin. It noted the use of prisons for administrative migration detention and as mental health detention facilities.

    The experts thanked the Government for its invitation and for the smooth cooperation in organizing the visit. They also thanked all institutions and stakeholders who met with them and provided valuable information.

    During their visit, members of the Mechanism met with a wide range of governmental stakeholders, including police departments, federal and regional ministries and authorities, city authorities, and other specialized organs, including the Standing Commission of the Local Police, the Committee P, and the General Inspectorate of the Federal and Local Police.

    The experts also met human rights institutions, including Unia, the Flemish Institute of Human Rights, and the Federal Institute of Human Rights, and visited the Museum of Central Africa in Tervuren and the memorial museum of Kazerne Dossin in Mechelen. They also visited the administrative detention centre for migrants “Caricole,” the Namur prison, and the local police zones of PolBru and BruWest, in Brussels.

    The Mechanism shared its preliminary observations and recommendations with the Belgian Government earlier today. The full findings of its visit will be presented to the UN Human Rights Council at its 60th session in September/October 2025.

    GE Vernova Inc.(NYSE:GEV) (www.GEVernova.com) today announced that the GE Vernova-Larsen & Toubro (L&T) consortium will build an advanced National System Control Center (NSCC) for Kenya Electricity Transmission Company (KETRACO) to monitor and manage Kenya’s national electricity grid. The work will include constructing a Main Control Centre building in Embakasi, equipped with advanced grid software solutions and the latest substation automation, monitoring, and communication equipment.     Consortium Roles and Responsibilities

  • MIL-OSI United Kingdom: Major sustainability upgrade work completed at three Coventry leisure centres

    Coventry City Council, in partnership with CV Life, has successfully completed a series of major sustainability improvements at three of the city’s leisure centres.

    The leisure centres were awarded almost £750,000 in grant funding from the Department for Culture, Media and Sport and National Lottery through Sport England’s Swimming Pool Support Fund earlier this year to carry out the work.

    The Alan Higgs Centre, Centre AT7 and Xcel Leisure Centre have all benefited from a range of energy efficiency upgrades designed to reduce carbon emissions, lower running costs and support Coventry’s wider climate goals.

    The Alan Higgs Centre has newly installed solar panels funded by a £250,000 grant, whilst Centre AT7 has seen the installation of solar panels alongside a full replacement of fluorescent lighting with energy-efficient LED alternatives, supported by a £270,000 grant. LED lighting has also been installed at Xcel Leisure Centre and its building management system has been upgraded, thanks to the centre being awarded a grant of £220,000.

    Cllr Kamran Caan, Cabinet Member for Public Health and Sport, said: “It’s fantastic to see that this important work has been carried out at three of the city’s most popular leisure centres.

    “Making our leisure centres more energy efficient is really important as it helps to keep costs down, meaning the centres remain affordable and accessible.

    “High-quality and well-maintained facilities play a key role in supporting the health and wellbeing of our communities. Thanks to this funding, people will enjoy safe and modern spaces to exercise for years to come.”

    Councillor Jim O’Boyle, Cabinet Member for Jobs, Regeneration and Climate Change, said: “These energy-efficiency upgrades are fantastic and will benefit everyone who uses these facilities.

    “Going green is important as we move towards net zero, and thanks to the grant funding our most well used leisure centres now have solar and LED lighting. This is a win, win as it will save money and reduce the carbon footprint of both centres.”

    The improvements are projected to reduce energy bills by approximately £140,000 per year across the three sites.

    Steve Wiles, Chief Operating Officer at CV Life, said: “Amid increasing operational costs and the instability of energy prices, the recent funding from Sport England has been a welcomed investment in the future of our centres.

    “This support has enabled us to implement energy efficient technologies that will significantly reduce our electricity consumption. Cost savings aside; the investment plays a vital role in supporting our long-term commitment to environmental sustainability.

    “By lowering our carbon footprint and improving energy efficiency, we are taking firm steps toward achieving our environmental sustainability goals and ensuring our facilities remain both financially and environmentally resilient for years to come.”

    The funding was allocated to centres in communities with the highest need. The allocation of funding aligns with Sport England’s national funding scheme aimed at supporting public leisure centres with swimming pools across the country.

    WASHINGTON – Today, Congresswoman Nydia M. Velázquez (D-NY) led nine members of New York’s Congressional delegation in a letter to Governor Kathy Hochul, Senate Majority Leader Andrea Stewart-Cousins, and Assembly Speaker Carl Heastie urging the immediate passage of the New York for All Act. The legislation would prohibit collaboration between local and state government agencies and federal immigration enforcement, helping to protect immigrant families in New York from Donald Trump’s mass deportation agenda.

    “As members of New York’s Congressional Delegation, we believe that all New Yorkers, regardless of immigration status, must be able to participate in their communities, provide for their families, and access critical support without intimidation,” the lawmakers wrote.

    In the letter, the lawmakers urge state leaders to protect immigrant communities in New York in the face of a nationwide immigration crackdown and increasingly aggressive tactics by the Trump administration.

    “We cannot stand idly by while our constituents and colleagues are ensnared by the Trump Administration’s mass deportation dragnet,” the lawmakers continued. “New York must be clear that it will establish critical guardrails to prevent local and state resources from being used for Trump’s mass deportation agenda.”

    The New York for All Act would ensure that no New Yorker has to fear detention or deportation when accessing essential services, working with local government, or interacting with law enforcement. It does not prohibit ICE from enforcing federal law, nor does it limit local police from addressing criminal matters—it simply ensures New York’s resources are not diverted for federal deportation operations.

    “We urge the New York State Legislature to reject Trump’s efforts to scapegoat our most vulnerable neighbors as a pretense for dismantling our core democratic institutions,” the lawmakers concluded.

Congressman David Scott (GA-13) and Congressman Greg Murphy, M.D. (NC-03) sent a letter to the Secretary of Veterans Affairs, Doug Collins, urging the Department to preserve the highest standards of anesthesia care for our nation’s Veterans. The bipartisan letter was signed by more than 85 Democrats and Republicans in the U.S. House of Representatives.

    “After years of reviews and agency listening sessions, we know that removing physicians during anesthesia care, strips away a critical layer of medical expertise—particularly during high-risk or emergency scenarios where seconds matter and complications are unpredictable,” said Congressman David Scott. “I expressed deep concern with the previous Administration’s effort to diminish and depart from universally agreed upon anesthesia care standards, independent data, and the very voices of our Veterans who remain firmly opposed to this dangerous initiative. Secretary Collins can protect the integrity of the VA’s anesthesia standards and reaffirm the agency’s firm commitment to medical excellence. Veterans earned that commitment through their service. It would be unconscionable to think the government is now planning to compromise their care.”

    “Our veterans deserve the highest standard of care, including careful oversight by trained physicians,” said Congressman Greg Murphy, M.D. “The trend in medicine to allow nurses to assume certain responsibilities that medical doctors are trained to do is dangerous. I urge Secretary Collins to reconsider the proposed policy change that would authorize nurse-only anesthetic care without physician oversight.”

    The 2025 letter comes in response to a VA department proposal to eliminate physician anesthesiologists from surgical anesthesia teams and adopt a “nurse-only” model. Currently, VA policy ensures that a physician anesthesiologist leads a team of certified registered nurse anesthetists, working together to deliver safe, high-quality anesthesia care to veterans. This collaborative model is the standard of care at the nation’s leading medical institutions, including the Mayo Clinic, Cleveland Clinic, Johns Hopkins, and Emory University Hospitals, and is mandated by law in 46 states.

    CHENGDU, June 11 — Chinese Vice Premier Ding Xuexiang on Wednesday attended and delivered a keynote speech at the opening ceremony of the second Belt and Road Conference on Science and Technology Exchange in Chengdu, Sichuan Province.

    Ding, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, said that China has been working with all parties to continuously implement the science and technology innovation cooperation plan under the Belt and Road Initiative, injecting strong impetus into the high-quality Belt and Road cooperation.

    He called for enhanced solidarity and cooperation, deeply implementing the International Science and Technology Cooperation Initiative, and promoting scientific and technological innovation to better benefit humanity.

    Ding called for efforts to further strengthen the open cooperation in scientific and technological innovation and jointly explore a new model of global scientific and technological cooperation that is mutually beneficial and leads to win-win outcomes. Moreover, he emphasized the importance of supporting relevant research institutions, universities, enterprises and think tanks of various countries to establish cooperation networks, and to work together to solve major scientific and technological problems.

    All parties should further promote the inclusive sharing of scientific and technological achievements, enhance the accessibility of science and technology, and make the achievements of scientific and technological innovation to better benefit all countries, especially those in the Global South, he said.

    All parties should further expand exchanges in science, technology and culture, strengthen innovation partnerships, and widely carry out various forms of exchanges such as mutual visits, student exchanges, technical training and academic conferences, he said.

    He urged further improvement of the global governance system for science and technology to properly address potential rule conflicts, social risks and ethical challenges brought by the development of science and technology. He also highlighted the need to oppose politicizing scientific and technological cooperation and overstretch the concept of security.

    Iran’s Vice-President of Science, Technology and Knowledge-Based Economy Hossein Afshin, Uzbekistan’s Deputy Prime Minister Ramatov Achilbay Jumaniyazovich, and Deputy Speaker of the National Assembly of Serbia Marina Ragus also attended and addressed the opening ceremony.

    About 1,500 people, including Chinese and international scientific and technological professionals, business leaders, government officials and representatives of international organizations, attended the opening ceremony.

  • MIL-OSI United Kingdom: Oxford City Council publishes first draft of Oxford Local Plan 2042

    The strategic document will underpin all planning decisions in Oxford until 2042. It will help to shape how the city of Oxford tackles our housing crisis, supports our economy, reduces carbon emissions, and supports the diverse communities and neighbourhoods.  It aims to make our city more equal and more resilient. 

    It will do this by ensuring: 

    • 40% affordable housing in developments of 10 or more homes, with a priority on social rent
    • more flexibility and opportunities in neighbourhoods and district centres 
    • all potential development options are assessed, including looking at potential for development of the least valued parts of the Green Belt; maps of potential sites and areas of search will be available during the consultation
    • developments must include more trees, hedges and other green features as well as biodiversity net gain
    • affordable workspace strategies for key employment sites to encourage a diverse economy
    • all large developments to include Community Employment and Procurement Plans that promote local jobs and supply chains
    • all new buildings are net zero carbon in operation from the start of the plan 

    Subject to Cabinet approval on 18 June, the draft will go out to public consultation from 27 June to 8 August 2025.  

    The feedback received during this time will help shape the second draft of the plan, which the Council aims to run public consultation on later this year before submitting the final draft to the Government for examination.

    Tackling Oxford’s housing crisis 

    There is an urgent need for new homes in Oxford. The current housing crisis means rental and purchase prices are well above average and out of reach for many, forcing too many people out of the city. This is projected to worsen in the coming decades if there is no action. However, the city’s boundaries and environmental constraints there is not enough available land to meet demand. To address this, the draft Local Plan 2042: 

    •  must investigate all potential development opportunities, including small pockets of Green Belt that meet specific criteria. In Oxford, the majority of Green Belt areas are protected as Sites of Special Scientific Interest (SSSI) or flood plains and have already been ruled out leaving a limited amount to be investigated. Maps showing the areas being considered for more detailed assessment will be published during the consultation 
    • includes options for site allocations and Areas of Focus, which, alongside policies requiring efficient use of land, mean more parts of the city are likely to see redevelopment and densification  
    • continue to allow for changes of use, such as house building, on employment sites 
    • proposes 40% of new developments, with more than 10 homes, should be affordable. 

    Since the publication of the Local Plan 2036, the government rightly requires all councils to use a ‘Standard Method’ to calculate housing need. For Oxford, the Standard Method is 1,087 homes a year. Because of the city’s tight boundaries and limited number of developable sites because of flood zone or SSSI protection the Council believes that not all of this need will be met inside Oxford. At this stage, the Council will put forward an interim capacity of only 493 homes per year while further investigation is ongoing.  

    Creating a fairer economy that works for everyone 

    Oxford is home to world-leading industries and technologies, with growth already happening across all sectors. The Council’s goal is to support this growth in a sustainable way that benefits everyone in the city. The draft Local Plan 2042 aims to do this while balancing other priorities, particularly housing, by proposing: 

    • all large development sites must deliver Community Employment and Procurement Plans (CEPPs) to promote jobs and apprenticeships for local people, and use of local businesses and suppliers 
    • employment sites must provide an affordable workspace strategy to support a diverse range of businesses 
    • key employment sites outside of the city and district centres are protected for their importance to the economy 
    • within the city centre and district centres, there is full flexibility of use – for example an office block could be converted into residential as long as decent standards are met. 

    Tackling the climate and biodiversity crisis 

    In January 2019, Oxford declared a climate emergency. Since then, the Council has worked to tackle the climate emergency, reduce carbon emissions and empower residents to take action. The Local Plan 2042 will ensure this work remains a priority. The draft plan proposes: 

    • all new buildings are net zero carbon in operation by the time the plan is adopted. 
    • supporting and making easier the retrofitting of existing buildings to reduce carbon emissions, including better insulation and energy upgrades 
    • green spaces are protected and new developments must include more trees, hedges and other green features 
    • new buildings must be designed to cope with extreme weather and future climate risks, including flooding and overheating 
    • sustainable drainage and protection of air, water and soil to protect public health and the environment. 

    Supporting strong communities 

    The Local Plan 2042 will support strong, welcoming communities where everyone has a fair chance to thrive. People will have equal access to housing, jobs, healthcare, green spaces, leisure, and a shared sense of pride in the city’s heritage and culture. It will ensure Oxford is a place where communities are supported to grow, connect, and shape the future together. To do this, the draft proposes: 

    • to protect local centres and encourage new facilities and services in already accessible locations, making it easier for people to combine trips and access nearby shops and amenities 
    • policy on car parking aims to reduce car dependency and create safer, more attractive spaces for walking and cycling 
    • high-quality urban design to make developments accessible and enjoyable for everyone 
    • an updated Infrastructure Delivery Plan to identify the extra services needed to support new development — from school places and health services to walking and cycling routes 
    • all new developments must respect Oxford’s heritage, including its iconic skyline and historic views, and contribute positively to the city’s character and identity. 

    Next steps 

    The draft Oxford Local Plan 2042 will be considered by the Council’s Cabinet on 18 June. If approved, public consultation will run from 27 June to 8 August. 

    Feedback from this consultation will help shape the next version of the plan, which the Council aims to consult on by the end of the year before submitting it to the Planning Inspectorate for examination. 

    The Local Plan 2042 will eventually replace the current Oxford Local Plan 2036. Once adopted, it will become the legal basis for determining planning applications in Oxford. 

    Oxford residents, businesses and community organisations are encouraged to read the draft plan and have their say by visiting the City Council’s website from 27 June.

    Labour could choose to tax the rich, instead they’re making more cuts to vital sectors

    The UK Labour Government’s Spending Review will lock in many years of austerity and drive people further into poverty and hardship, warn the Scottish Greens.

    Chancellor Rachel Reeves’ announcement saw £52 billion of spending in total promised for Scotland, but noted losses to the budgets for crucial devolved areas such as transport, environment and rural affairs, while increasing spending in reserved areas such as defence and nuclear energy. 

    Labour also made no indication of scrapping the harmful policies that exacerbate widespread poverty across Scotland and the wider UK.

    Responding to the publication of the UK Government’s Spending Review, Scottish Greens co-leader Patrick Harvie MSP said:

    “The UK Spending Review should be a chance for the UK Government to ditch some of the most damaging policies that have driven people across the UK into poverty and hardship.  

    “Despite the shiny capital announcements made so far, Labour’s ideologically driven, self-imposed borrowing rules will still lock in austerity for many years to come.  

    “The UK Government could choose to tax the wealthiest in society – millionaires and billionaires – and raise more than £24 billion a year. 

    “Just like their Tory predecessors – Labour remain all too happy to balance the books through slashing support for some of our most marginalised communities – all while allowing the rich to get even richer. Scotland has had enough of mitigating bad decisions made by Westminster. 

    “The Scottish Greens are not scared of taking on vested interests and ensuring that the wealthiest in society and the big polluters pay their fair share. 
     
    “We’ll soon see what hand the Spending Review deals for Scotland’s budget. 

    “The Scottish Government must now show the boldness that’s been missing from both governments so far, especially on the action needed now to tackle the climate emergency, instead of relying on techno-fixes that are still on the drawing board.”

    Logitech and Samsung redefine the modern workplace
    Building on their five-year-long partnership in video conferencing and productivity, Samsung and Logitech are collaborating to showcase joint solutions for Microsoft Teams and Copilot.     Just several weeks ago, Eritreans across the country and around the world – joined by innumerable friends and well-wishers – joyously celebrated the nation’s hard-won independence. The occasion, along with the period surrounding it, was marked by spirited festivities, exuberant gatherings, and a huge outpouring of pride and excitement. Eritrea’s independence, achieved through immense sacrifice in both blood and treasure, holds profound significance. Accordingly, Independence Day – together with Martyrs Day, which is commemorated in June – is recognized as one of the most important and revered dates on the national calendar.

    A central and inspiring theme woven through the many events and activities, especially those held across various regions of Eritrea, was the celebration of the country’s rich and colourful diversity. For instance, attending events in Asmara provided a unique opportunity to witness and engage with individuals and groups that represented the broad tapestry of Eritrean society: men and women of all ages; residents from each of the country’s six administrative regions; followers of different religious faiths; people from various socioeconomic backgrounds; and members of the nation’s diverse ethnolinguistic communities.

    These inclusive gatherings fostered an atmosphere of warmth, camaraderie, and national pride, where people came together to smile, share in the joy, and celebrate their collective identity. More than just a commemoration of independence, the period served as a vivid and powerful expression of one of Eritrea’s most beautiful and defining attributes: peace and unity in diversity.

    Diversity – whether in terms of race, religion, ethnicity, language, or culture – can be a powerful catalyst for the flourishing of new perspectives, the birth of innovative ideas, and the cultivation of creativity and dynamism. It often acts as a driving force behind progress, enriching communities, societies, and nations alike. However, history – at both the global level and even the continental and regional level – offers many sobering examples where diversity, if poorly managed or misunderstood, has instead fuelled societal fragmentation, discord, and at times, violent conflict.

    As a multi-ethnic and multicultural nation, Eritrea has remained firmly committed to promoting peaceful coexistence, mutual respect, and national unity. Its development and nation-building efforts are rooted in the foundational principles of equality and social justice. The country places unwavering emphasis on ensuring that all Eritreans – irrespective of ethnicity, religion, gender, or social status – have the right and opportunity to fully participate in, contribute to, and benefit from sustainable development.

    The country’s laws, regulations, and policies, anchored in deeply held socio-cultural values, create a robust framework for inclusive political, social, and economic development. National legislation expressly prohibits and penalizes discrimination, exclusion, or preference based on disability, ethnicity, colour, religion, socioeconomic background, language, gender, or any similar distinction.

    Over the past thirty years, Eritrea has developed and implemented a wide range of policies and legal instruments tailored to uplift and support vulnerable and marginalized groups. These include the poor, women, children, persons with disabilities, nomadic communities, and those living in remote or underserved regions.

    These interventions are designed to close social and economic gaps and to foster equitable opportunities across all segments of society. The objective is clear: to ensure that every Eritrean is empowered to pursue success and partake in the benefits of inclusive growth and national progress.

    To that end, essential health services are provided at no cost, and individuals with chronic illnesses or other serious conditions receive free medical care and necessary medications. Similarly, the country’s education policy guarantees free access to schooling from primary through tertiary levels. These commitments are bolstered by several complementary initiatives designed to promote inclusivity and equal opportunity, such as the mother-tongue education policy, adult literacy programs, and outreach learning efforts.

    An additional cornerstone of inclusive development – especially relevant given the large proportion of the population that resides in rural areas and depends on agriculture and pastoralism for livelihood – is the Minimum Integrated Household Agricultural Package (MIHAP). Launched in 2007, MIHAP has positively impacted thousands of rural households, including many headed by women. The package includes one improved dairy cow (or 12 goats), 25 chickens, two beehives, 20 trees (a mix of fruit-bearing, leguminous, and firewood species), a vegetable plot, cropland, and sustained technical support from Ministry of Agriculture experts. This comprehensive approach promotes food security, increases household income, and strengthens community resilience.

    In sum, Eritrea’s enduring dedication to social justice and equality has not only enhanced the inclusiveness and vibrancy of the nation but has also been instrumental in nurturing peace, stability, and cohesion. By valuing diversity and upholding the dignity of all its citizens, Eritrea continues to build a more united, equitable, and prosperous future. It is this very spirit – of unity in diversity, of resilience grounded in equality – that was so vividly on display during the recent Independence Day celebrations, offering a glimpse into the kind of future the nation continues to strive for.

  • MIL-OSI Africa: Angola takes a decisive step towards ensuring safer, more effective, and more accessible medicines and health technologies

    Between June 3 and 5, the Angola Medicines and Health Technologies Regulatory Agency (ARMED), with technical support from World Health Organization (WHO) and funding from the European Union (EU), held a strategic meeting to monitor progress in implementing the recommendations made as part of the assessment of its regulatory maturity.

    The session was attended by 25 ARMED professionals and resulted in the drafting of the Institutional Development Plan (IDP), the aim of which is to strengthen the national regulatory system, bringing it into line with international standards, in a context in which the pharmaceutical sector is becoming increasingly attractive for investment.

    According to WHO Representative in Angola, Dr. Indrajit Hazarika, supervision is an essential pillar of the pharmaceutical sector, encompassing a complex network of production, distribution, and marketing medicines.

    Dr. Hazarika stressed that “medicines and medical products are fundamental for access to health care, and it is essential to guarantee their quality so that the goal of health for all can be achieved”.

    This meeting is part of WHO’s ongoing support to the Angolan government in strengthening the regulatory system. WHO experts from the Geneva headquarters and the Africa regional and national offices analyzed the Angolan regulatory system based on WHO Quality Management System principles and the international benchmarking tool – the Global Benchmarking Tool (GBT). 

    During the meeting, the progress made in implementing the technical recommendations was assessed, and a review was also made of the actions taken following the 2022 and February 2024 self-assessment exercises. The Institutional Development Plan (IDP) was updated in this context, a strategic document that will guide ARMED until 2027.

    The aim is to reach Maturity Level 3, internationally recognized as the benchmark for a functional regulatory system, capable of guaranteeing the availability of safe, effective, and quality medicines on the national market.

    Despite the progress already made, the pace of implementation needs to be accelerated. Holding regular meetings to follow up on the IDP is key to monitoring progress, identifying obstacles, adjusting strategies, and ensuring continued alignment with international standards. 

    In addition, these meetings also strengthen institutional commitment, promote transparency, and facilitate coordination between technical and financial partners.

    ARMED’s Director General, Dr. Pombal Mayembe, stressed the importance of the initiative. “At the World Health Assembly, there was extensive discussion about the local production of medicines. Angola cannot be left out of this movement. We want to reach level 3 of maturity by 2027. Is that possible? Yes, with the support of WHO, EU, and other partners, we are firmly committed to achieving this goal.”

    For his part, Pierre Destexhe, representing the European Union, highlighted ARMED’s role in controlling the quality of the national medicines market, as well as its contribution to ensuring that access to safe, quality medicines becomes an ever greater reality in Angola, within the scope of Universal Health Coverage.

    The meeting, which made it possible to assess progress and draw up ARMED’s IDP, represents a decisive step towards consolidating a robust regulatory system in Angola, reaffirming the government’s commitment to guaranteeing the population’s access to safe, quality medicines, while at the same time promoting local production based on international standards.

  • MIL-OSI USA: Cassidy, King Introduce Resolution Establishing “Vets Get Outside Day” to Improve Veterans’ Mental Health

    WASHINGTON – U.S. Senators Bill Cassidy, M.D. (R-LA) and Angus King (I-ME) introduced a resolution establishing June 14th as “Vets Get Outside Day” to support veterans struggling with mental health challenges. Over 460,000 veterans were diagnosed with traumatic brain injuries between 2020 and 2024, and there were 6,146 veteran suicide deaths in 2020. This is the third year that Cassidy has led the introduction.
    “Resuming civilian life can be isolating. When veterans stay active and connected with their community, their mental health and quality of life improve. That is what today is all about,” said Dr. Cassidy.
    “From beach walks on the rocky coast to a challenging hike in the woods, Maine’s extraordinary outdoor spaces can bring moments of calm during the most difficult times,” said Senator King. “I hope that ‘Vets Get Outside Day’ will encourage Maine veterans to find a relaxing outdoor space that helps them process their daily stressors. It’s a simple way to promote two of Maine’s greatest treasures — the great outdoors and our brave veterans.”

    Background
    As a member of the U.S. Senate Veterans’ Affairs Committee, Cassidy is a champion of veteran issues. In February, Cassidy introduced the VetPAC Act and the Veterans Mental Health and Addiction Therapy Quality of Care Act to improve health care for veterans. In January, Cassidy reintroduced the Restore VA Accountability Act to strengthen accountability by unlocking expedited disciplinary processes for U.S. Department of Veterans Affairs employees who fail to adequately serve veterans.
    In December 2024, the Senate passed Cassidy’s Veteran Service Organization (VSO) Equal Tax Treatment (VETT) Act, sending the bill to the president’s desk. The bill would expand the deductibility of charitable contributions to all federally chartered tax-exempt organizations serving current and former members of the Armed Forces. The Senate also unanimously passed Cassidy’s Gold Star and Surviving Spouse Career Services Act. The legislation increases access to job counseling services for spouses of members of the Armed Forces who died while on active duty through the Disabled Veterans Outreach Program at the U.S. Department of Labor.
    In August 2024, Cassidy penned an op-ed in the American Press highlighting federal resources that support American veterans’ physical and mental health. The op-ed came on the heels of the 43rd National Veteran Wheelchair Games, which were hosted in New Orleans.
    In 2022, the Senate unanimously passed Cassidy’s Solid Start Act to strengthen the VA’s Solid Start program to contact every veteran three times by phone in the first year after they leave active duty. The program helps connect veterans with VA programs and benefits, including mental health resources.
    Cassidy also introduced the Mental Health Reform Reauthorization Act of 2022 to reauthorize and improve Cassidy’s historic 2016 mental health reform package.

    As the Modi government celebrates 11 years of inclusive governance, the Ministry of Labour and Employment has spotlighted its achievements in labour welfare, social security, and public healthcare, with Hyderabad emerging as a hub of transformative initiatives.

    The Employees’ Provident Fund Organisation (EPFO) Regional Office in Barkatpura has become a benchmark for efficiency, managing over 27 lakh accounts with digital innovations, rapid claim settlements, and robust grievance redressal. Notably, 98% of Pension on Higher Wages claims have been implemented, setting a national standard.

    In Sanath Nagar, the Employees’ State Insurance Corporation (ESIC) Medical College and Super Specialty Hospital leads in public healthcare, serving over 72 lakh beneficiaries. With more than 1,000 beds, advanced diagnostics, and IT-enabled services, it exemplifies patient-centric care and medical education.

    The Directorate General of Labour Welfare (DGLW) has empowered over 50 lakh unorganised workers in the Beedi, Cine, and mining sectors through educational scholarships, healthcare support, and social protection programs.

    Badger TB vaccinations increase to a record high

    Record levels of badger vaccination as part of new approach to move towards non-lethal disease control

    Badger TB vaccinations increased to a record high by 24% across the country last year, as part of a major drive to increase badger vaccination and end the badger cull. It’s part of significant progress made in a range of areas to deliver on its manifesto pledge to end badger culling by the end of the Parliament.  

    A total of 4,110 badgers were vaccinated against the devastating animal disease in England last year, an increase of over 1,000 from 2023. 

    The government is also accelerating the rollout of the badger vaccination further with the launch of a new Badger Vaccinator Field Force coming into force next year which will increase badger vaccination at pace to drive down TB rates and protect badgers.  

    In addition, projects supporting farmers to carry out badger vaccinations themselves are set to launch later this year, with a revolutionary new programme working with the NFU and the Zoological Society of London (ZSL) in Cornwall.

    The push is part of the government’s plans to end the badger cull through a range of measures to control Bovine TB including a wider rollout of the badger vaccine and trials of a cattle vaccine. 

    Latest figures released today show a significant reduction in the number of badgers culled over the past year as vaccinations increase. The number of badgers culled in England in 2024 fell by 12% compared to 2023 and is now less than half the number culled at the peak of the policy. 
     
    Bovine TB remains one of the most difficult and intractable animal health challenges faced by the livestock sector in England today. Over 278,000 cattle have been compulsorily slaughtered and over 230,000 badgers have been killed in efforts to control the disease, costing taxpayers over £100 million every year.

    Farming Minister Daniel Zeichner said:  

     “Bovine tuberculosis has devastated British farmers and wildlife for far too long.   

     “It has placed dreadful hardship and stress on farmers who continue to suffer the loss of valued herds and has taken a terrible toll on our badger populations.    

     “We promised a comprehensive TB eradication package, which will allow us to end the badger cull by the end of this parliament, and that this what we are delivering – with today’s figures showing the clear progress we are making.” 

    Chief Veterinary Officer Dr Christine Middlemiss said:     

     “Bovine tuberculosis is one of the most difficult and prolonged animal disease challenges we face, causing devastation for farming communities.     

     “The disease is on a very positive downward trajectory following years of hard work, as vaccinations continues to increase and we remain committed to take a data-led and scientific approach as we transition to fully adopting non-lethal control methods for managing this insidious disease.” 

     Last August, this government announced plans for the first comprehensive new TB eradication strategy in a decade, to end the badger cull and drive down Bovine TB rates to save cattle and farmers’ livelihoods, working with farmers, vets, scientists and conservationists to rapidly strengthen and deploy a range of disease control measures. Work to end the badger cull began immediately, with progress already made on key scientific and evidence-based initiatives to support the transition:  

    • The first major badger population survey in over a decade began in February, with the first round of fieldwork now complete. Further surveying will resume later this year to assess badger abundance and population recovery following widespread culling since 2013.  
    • Continuing cattle vaccination field trials with the next phase launching this summer.  
    • Reconvening the expert panel lead by Sir Charles Godfray, who led the 2018 government review. The panel is assessing if new evidence could influence the original conclusions of the report. 

     The next phase of cattle vaccination field trials is launching this summer.     The work on the world-leading cattle vaccination trails continues to attract international interest. At the World Organisation of Animal Health General Session in May 2025, international trading partners welcomed the UK’s progress on the development of a TB cattle vaccine and showed keen interest in its potential to contribute to global eradication programmes.  

     Today’s announcement ensures the government meets its manifesto commitment and charts a new course in protecting both the farming community and wildlife from the devastating impacts of bovine TB.

    MVV Environmental gets permit for Canford energy from waste site

    Environmental permit sets out strict conditions on operation of the proposed site at Poole in Dorset

    An environmental permit sets the conditions which MVV Environmental Ltd must adhere to when operating the site. 

    Following extensive public consultation, the Environment Agency has granted an environmental permit to the operators of a proposed energy from waste site in Poole, Dorset today.

    In reaching the decision, after considering all feedback from the local community and interested groups, the agency agreed that MVV Environmental Ltd, of Canford Resource Park, Arena Way, Magna Road, Poole, Dorset, had met all of the necessary criteria required for the environmental permit to be issued.

    A spokesperson for the Environment Agency said:

    We have carefully considered all of the submissions and feedback we received during our public consultations, and we thank everyone who took the time to contact us with their views.

    This permit will ensure that robust levels of environmental protection are applied. Our permitting decision process is objective and based on the applicant demonstrating they will meet the legal requirements outlined in the permit.

    Where an application meets the requirements of the Environmental Permitting (England and Wales) Regulations (2016) the agency must issue a permit. An environmental permit sets the conditions which MVV Environmental Ltd must adhere to when operating the site.  It covers the management and operation of the site and the control and monitoring of emissions.    

    When the Environment Agency considers a permit application, it reviews the design of the proposed site, how it will be operated, the emissions it will generate (to air, water and land) and whether it will meet the required standards. Partner organisations, including the UK Health Security Agency, are also consulted as part of the process.  

    Issues such as suitability of the location, operating hours and traffic management are matters for the planning authority, not the Environment Agency. The Environment Agency can only consider issues covered by the environmental permit and can only refuse a permit application based on technical information.   

    The planning process and permitting process are separate and neither one depends on the other. The Environment Agency can issue a permit without planning approval, and planning approval can be issued without a permit decision. However, MVV Environment Ltd cannot start operating before both have been granted.

    Excerpts from the interview:

    On ceasefire negotiations between Ukraine and Russia:

    “I think we have to be clear-eyed as to who Mr. Putin is. He has not come to the negotiating table. He is not called for ceasefire like Zelensky. And if you look at the targets that were hit by Ukraine — these were the bombers that carried the cruise missiles …. As opposed to [Putin’s targets]: apartment complex buildings, schools, you know, maternity hospitals and churches. Killing civilians is a criminal act actually, according to the Geneva Convention. So, it’s a very different playing field.

    “How do we get them to the table though? I do think we need a negotiated settlement. We’re not going to have a storm to Berlin like in World War II [with an] unconditional surrender. So you have to put pressure [on Putin]. How do you do that? Secondary sanctions, and secondly, keep the flow of weapons going into Ukraine to pressure Mr. Putin to act in good faith. I have little confidence in him.”

    On Ukraine’s Operation Spiderweb and the United States’ ability to respond to similar threats:

    “I think what we saw take place was a mastermind counter offensive. It was a seismic change in modern warfare technology — where you can take a very inexpensive little drone and take out a very expensive, big bomber that drops cruise missiles. I mean, it changes everything on its head, and I know the Pentagon’s looking at this from a standpoint of ‘how can we defend [against] this?’ We don’t have the countermeasures to block these UAVs, and we need to develop those because that will be the future of warfare.”

    On the threat of Iranian nuclear proliferation:

    “Trump says [any deal must have] zero enrichment. He is right about that because if [the Iranians] have enrichment, they get a bomb. So, you know, I think you have to give the diplomats a chance, right? And then when diplomacy breaks down, you have war. There’s no question in my mind, coming out of that meeting, what Mr. Netanyahu’s intentions are, and that is to strike Iran when the negotiations go bad. The question [for Israel] is going to be, what will be the United States’ role? … The retaliation from Iran will be severe, and we have a lot of troops there — US citizens there. They’ll hit Jordan, they’ll hit Saudi Arabia, and they’ll hit Israel. And we are the only country along with Israel that can stop all this from coming in.”

    On the Trump administration’s efforts to protect the Homeland from violent illegal immigrants:

    “The Supreme Court had its order. He was returned to the United States, but now it’s time for our justice. … For 20 years he had a smuggling operation, including smuggling MS-13 gang members, according to the indictment when he came back in. I would argue, to him, you’re probably better off than El Salvador than facing these kinds of charges, and this is precisely the [type of] case that Donald Trump ran on that got him a mandate from the American people.

    “They’re tired of seeing this, and what I’m amazed at — and I saw it at our hearing with Secretary Noem — is seeing the Democrats hold Mr. Garcia up as if he’s some golden boy poster child that they all rally behind when he’s in fact related to MS- 13, a trafficker, he beats his wife. I mean, it’s hardly a model for the Democratic party. I think they’re making a terrible mistake politically, and we saw that play out in the last election.”

  • MIL-OSI Europe: AFRICA/SUDAN – Kordofan, the new epicenter of the Sudanese conflict

    Khartoum (Agenzia Fides) – The Kordofan region has become the main stage of the war that, since December 2023, has seen the Sudanese army (Sudan Armed Forces – SAF) against the Rapid Support Forces (RSF).The region is divided into three federal states: North, South, and West Kordofan. Its strategic importance lies in its central location: it separates Darfur, the RSF’s western stronghold, from the eastern regions where the army has managed to expel the paramilitaries, especially from the Khartoum area.In response to this situation, the the army has deployed significant troops in the region, with easily accessible supply lines from the rear. They are currently advancing along the Saderat highway in an attempt to capture Bara, the largest city under RSF control in North Kordofan. In response, the RSF has launched attacks against government positions in Babanusa, in West Kordofan.Losing control of Kordofan would open the door for a direct enemy offensive in Darfur. Therefore, the paramilitaries led by Mohamed Hamdan “Hemedti” Dagalo have declared a general mobilization to halt the army’s advance. Both sides have intensified drone attacks. The army has bombed RSF positions in Bara and Gabrat al-Sheikh—north and northwest of El Obeid, the capital of North Kordofan, as well as in Nyala, the capital of South Darfur and a key RSF logistical hub. In turn, the paramilitaries have used drone attacks on military positions in El Obeid, a town controlled by the paramilitaries but virtually surrounded by the RSF. The conflict is increasingly taking on an international dimension. The SAF has accused the RSF, with the support of Khalifa Haftar’s Libyan National Army, of attacking border posts in the border triangle between Libya, Egypt, and Sudan.In a statement, the Sudanese Ministry of Foreign Affairs denounced the UAE’s support for these actions, calling them a “dangerous escalation” and a “clear violation of international law.” “The border between Sudan and Libya has become a corridor for arms trafficking and mercenaries serving terrorist militias, financed by the UAE and coordinated by Haftar’s forces and other extremist groups,” the Ministry said. The accusations have been rejected by the Libyan general, although it is acknowledged that Haftar enjoys support from both the Emirates and Egypt, a country that is among the Sudanese army’s main allies.     Yangon (Agenzia Fides) – “Love your neighbor, love first, love your enemies.” These are the words of the Gospel, these are the words of Christ, and these are the words that every Christian is called to live in the context of Myanmar, marked by suffering, violence, pain, conflict, the struggle for survival, and displacement. These are words that fill the minds and hearts of Burmese Catholics, who experienced Pentecost as a moment of profound spiritual renewal in their “here and now.” How can the Spirit of God be received and lived in Myanmar today, asked the members of the ecclesial movements and associations who gathered in St. Mary’s Cathedral in Yangon to celebrate the “Jubilee of Ecclesiastical Movements” on the occasion of Pentecost.On June 7 and 8, numerous families and many young people participated in the Jubilee celebration, which brought together members of various local and international ecclesial associations and movements from all parts of the country. Despite many difficulties, the faithful set out, moved by the joy of experiencing a shared encounter with Christ, who gives the strength to resist evil and the suffering caused by violence. Among them were many lay believers belonging to the Congregation of Saint Vincent de Paul, the Focolare Movement, the Missionary Family of Christ, and the ecumenical Catholic association “Fondacio,” among others. The faithful passed through the Holy Door and marked the celebration with song and prayer. Representatives chosen by the individual movements presented their movements and missions and shared their experiences and activities, such as helping the poor, visiting the sick, praying in community, and caring for the displaced. In the current difficult context, the faithful found themselves as a people of believers who, animated by the Holy Spirit, who inspires the various charisms of life, are the evangelical “salt, light, and leaven” in every situation and in every corner of the country, even amidst hardship and violence. The presence of movements and organized associations of believers proves to be a gift from God, especially for the journey of faith and for the daily lives of families and young people suffering from the widespread insecurity caused by the war and the recent earthquake. Among the testimonies, Ms. Winny of the Focolare Movement reminded those present that “love for one’s neighbor begins at home” and that, in all difficulties that surpass human comprehension, one must keep one’s gaze fixed on Christ the Lord, who hangs on the Cross.In the Cathedral, the faithful were able to adore the Blessed Sacrament and experience the Sacrament of Reconciliation. The Eucharistic celebration followed, presided over by Bishop Francis Than Tun, Auxiliary Bishop of the Archdiocese of Yangon. Raymond Wai Lin Tun, also Auxiliary Bishop of Yangon, emphasized in his homily that the ecclesial movements “live the Gospel in communion with a spirit of personal spiritual renewal and the proclamation of the Gospel” through experiences of catechesis, community life, solidarity, and service to others. They play an important role for the Church in Myanmar because they are “living witnesses of Christ,” the bishop said, emphasizing the importance of “being one with the Church.” Among those present, Msgr. Andrea Ferrante, Chargé d’Affaires of the Apostolic Nunciature in Myanmar, conveyed greetings and blessings from Pope Leo XIV and asked for prayers for him and his ministry. He then invited everyone to remember Pope Francis in prayer, who prayed so much for Myanmar. “The gift of the Spirit gives life; the Holy Spirit brings us new life, love, peace, and freedom,” he said, inviting gestures of solidarity with the faithful who were unable to attend due to insecurity and the earthquake.     On April 30th, the Louvre launched an exhibition on the Mamluk sultanate (1250-1517), a European first. The exhibition aims to share the story of this golden age of the Islamic Near East, showcasing its breadth and richness, all told from a transregional perspective. The Mamluks appear in three Age of Empires titles and players around the world have discovered their prowess and story through our games since 1999.

    With a shared passion for history at its heart, this collaboration between Age of Empires and the Louvre serves to share the story of the Mamluks to people around the world and encourage them to learn more about this golden age of medieval history, which isn’t often told.

    The entire world trembled before the Mongols. Rulers of China and Persia, the fearsome horsemen swept through the cities of the Islamic world, leaving ruins. Only Baybars and the Mamluks of Egypt stood in their way. Baybars had gathered an army at Ayn Jalut, the site where the Biblical David slew the giant Goliath. Baybars had been born a thousand miles away, but he knew the Mongols well: they had slaughtered his family and sold him–as a mere boy–into slavery.     The Mamluks and the Exhibition

    The Mamluks, freed slave-soldiers of primarily Turkish (and later Caucasian) origin, built their legend on their military prowess. They conquered the last bastions of the Crusaders, fought and repelled the Mongols, survived Timur’s invasions and kept threatening neighbors at bay, before succumbing to Ottoman expansion. The sultanate encompassed a vast territory, including Egypt, Bilad al-Sham (modern day Syria, Lebanon, Israel/Palestine and Jordan), parts of Eastern Anatolia and the Hejaz region of Arabia, which includes Mecca and Medina.

    The exhibition takes visitors beyond the military legend of the Mamluk sultanate and shows the complex and multi-faceted society they formed. They created a world in which sultans mingled with emirs and rich civil elites, all actively engaging in artistic patronage. Women had active roles in Mamluk society, as well as Christian and Jewish minorities. At the meeting point of Europe, Africa and Asia, people and ideas circulated, as well as arts and trade.

    The exhibition is an unprecedented opportunity to discover this glorious and yet little-known empire, through a collection of masterpieces from around the world. Visitors will be exposed to a new perspective on medieval Egypt and the Near East.

    Looking after yourself and others

    The hot weather can cause some serious health problems for older people and people with long-term conditions. Young children and rough sleepers can also be particularly vulnerable when exposed to high heat.

    Keeping cool during hot weather

    It is important to remember to be aware of the signs of heatstroke and heat exhaustion, and when to get help.

    Try to keep sun exposure to a minimum, particularly between 11am and 3pm

    If you have to go out, try to walk in the shade, apply sunscreen and wear a hat. Avoid extreme physical exertion and remember to keep hydrated.

    Look out for signs of feeling unwell and move to a cool place as soon as possible, slow down and drink water if you feel unwell. If you need medical help, call NHS 111 or 999 in an emergency.

    Your home can generate lots of heat, particularly when exposed to direct sunlight. Close any curtains or blinds during the day, open windows (when it is safe to do so) when the air feels cooler outside than inside, for example at night, to try to get air flowing through the home.     Travelling during hot weather

    If you are out and about, you can find a number of shaded or cool areas across London including parks, squares and gardens in Westminster.  

    Those travelling on public transport should always check your journey before you travel and try to carry a bottle of water with you. Transport for London  and National Rail issue travel alerts as trains may be running a reduced speeds.     BEIJING, June 11 (Xinhua) — China’s first non-standard gym will soon open in the east Chinese city of Shanghai, where not people but their pets will improve their health!

    In an advertising post published on the official account of the GOGOGYM fitness club on the popular Chinese social media app Xiaohongshu /Rednote/, a video is captured of several dogs exercising on special treadmills.

    According to the fitness club employee, the pets will be provided with exercise machines such as a treadmill, a pool, an underwater treadmill, ground exercise machines, etc., which are not inferior to exercise machines for people.

    Although such gyms for companion animals have long appeared in Russia, they remain a “novelty” in China. The industry is new, but promising.

    A report by US investment bank Goldman Sachs says that in 2024, the number of pets in China will exceed the number of children under four for the first time. It also expects that by 2030, this figure will be twice as high.

    For reference, there were 73.4 million infants and toddlers under the age of four in China in 2021, but that number has declined in recent years due to declining birth rates.

    However, compared with the data from the China Pet Industry White Paper for 2025, Goldman Sachs’ calculations were quite conservative.

    The white paper noted that the number of pets in urban areas in China alone will reach 120 million in 2024, and the consumer market size for pet dogs and cats in Chinese cities and towns will exceed 300 billion yuan (about 41.8 billion US dollars) by the end of 2024, an increase of 7.5 percent year on year.

    The latest data released by China’s Ministry of Housing, Urban-Rural Development showed that China’s urban population was about 930 million in 2023, meaning that on average, one in eight urban residents, regardless of age or gender, had a pet.

    Enterprising entrepreneurs will not miss such a business opportunity, so much so that a trendy term in modern Chinese social media and media has emerged: the pet economy. This sector covers a wide range of products and services, including pet food, healthcare, grooming, insurance, and even luxury goods.

    In ancient China, it was believed that the most important thing for a person is food. This saying also applies to pets. Currently, “pet cafeterias” have opened in major cities in China, including Beijing, Shanghai, Guangzhou, Chongqing, Wuhan, etc.

    According to Chen Ruiqi, an employee at one of the “pet canteens” in Wuhan City, Hubei Province, central China, the canteen sells fresh food and light meals, including dried chicken, lollipops, pizza with cheese and sausage, and even cakes.

    According to a customer surnamed Wang, her cat really liked the duck meat from this cafeteria. “My cat eats everything at every meal. Although the prices of the products here are higher than those of regular food, I don’t have to worry about the quality and safety because I can watch the cooking process,” she explained.

    Each type of fresh food in the canteen is labeled with the recommended age of the pet and the calorie content. There are also “weight loss recipes” for different pets.

    In recent years, a new profession has emerged in China – dog sitter, which almost no one had heard of ten years ago. Simply put, these are “pet nannies” who take care of an animal while its owner is away from home. They look after the pet, walk it, feed it strictly according to the veterinarian’s recommendations, play, and also provide comfort.

    Since around 2019, this profession has started to gain more and more popularity, attracting those who enjoy a flexible work schedule. For many, providing pet feeding services at home on weekends or holidays has become an ideal way to earn extra income simply by spending time with cats and dogs.

    In 2023, 25-year-old Bai Xiao, working in the financial sector in the southwestern Chinese city of Chongqing, turned her love of animals into a side hustle. She offered pet-sitting services through online platforms and quickly built a loyal clientele.

    Each session with a pet sitter lasts about 45 minutes. She feeds the pets, cleans up after them, plays with them and documents the entire work process with photos and videos in real time, sending information to the owners.

    The holidays bring a surge in requests for services. During the May Day holiday this year, Bai Xiao worked from 10 a.m. to 8 p.m. every day, with almost no breaks between visits. She earns 60 to 100 yuan (US$8.30 to US$13.90) per session.

    The growth of the pet industry is apparently driven by high demand. As of the end of 2024, the number of pet owners in Chinese cities and towns was nearly 77 million. More than 70 percent of these owners belong to the post-80s and post-90s generations.

    This raises the question: “Why do young people in China love pets so much?” In addition, some experts point out that a pet replaces a child for many.

    According to Chinese psychologist Gao Aihua, due to the fast pace and high intensity of work in modern society, many young people face the problem of emotional isolation. They often feel lonely.

    “Animals help to cope with anxiety and loneliness. They can reduce the level of stress received at work and in society. A wagging tail and a funny gait at the end of a hard day is good therapy,” he said.

    And as Li Junpeng, deputy director of the Institute of Sociology at Central China Normal University, noted, in modern Chinese society, instead of large families, small ones dominate, which emphasize an independent personality. Many single young people or small families consider pets as an “additional” family member.

    “Therefore, pet owners take responsibility for their care and pay for various goods and services based on their warm feelings for their pets,” the sociologist explained.

    He concluded that today, pet-oriented consumption is already “personified” and covers the entire life cycle of pets. “Pets are no longer just “objects for feeding,” but are becoming “family members,” he emphasized.

    For example, services such as cremation, ashes storage, post-mortem care, and funeral services are now widely available. According to Chinese business information platform Tianyancha, more than 1,100 new pet funeral companies have emerged in the past six months alone.

    However, experts also warned that pets would ultimately not replace family and community ties, and that the sector’s development needed to be regulated.

    Xiao Beiying, an associate professor at Huaqiao University, noted that the relationship between people and pets is different from the relationship between people themselves, which is more complex.

    Deputy head of the China Pet Industry Association Yan Jinsheng highlighted issues such as outdated policies and gaps in legislation, stressing the need for positive public discussion and the implementation of relevant policies and regulations to ensure the sustainable and healthy growth of China’s pet economy. -0-

Families in my district and across the country are still struggling with the devastating impacts of the opioid epidemic, and this bill renews critical funding for prevention, treatment, and recovery programs that help save lives and support individuals working to overcome addiction.

    While I support reauthorizing these important programs, I am outraged by the Trump administration’s brazen efforts to dismantle the very services we are working to preserve, and by House Republicans’ refusal to stop them. Even as Congress moves to reauthorize critical mental health and substance use programs, the Administration is executing an unauthorized and unlawful plan to dismantle the Substance Abuse and Mental Health Services Administration (SAMHSA): firing hundreds of experienced public health professionals, shutting down congressionally mandated offices, and rescinding over $1 billion in committed funding to states and local communities. These programs are being gutted in real time, and the same House Republicans who claim to support them are standing by in silence.

    At the same time, just two weeks ago, Republicans pushed through the largest cut to Medicaid in U.S. history, slashing the very program that covers nearly 40 percent of all nonelderly adults living with substance use disorder.

  • MIL-OSI USA: To Lower Cost of Graduate Education, Rep. Chu, Sen. Padilla Reintroduce POST GRAD Act

    WASHINGTON, D.C. — Today, Rep. Judy Chu (CA-28) and Sen. Alex Padilla (CA) reintroduced the Protecting Our Students by Terminating Graduate Rates that Add to Debt (POST GRAD) Act, a bill that would once again make graduate students eligible to receive Federal Direct Subsidized Loans. 

    For over a decade, unlike their undergraduate counterparts, graduate students have only been eligible to receive Federal Direct Unsubsidized Loans which accrue interest even while they are still in school. This is because the Budget Control Act of 2011 stripped graduate students of eligibility for the Federal Direct Subsidized Loan. This can cost a student thousands of additional dollars over the life of the loan, particularly as interest rates on graduate loans are now at their highest since 2006. The POST GRAD Act would reverse the provision of the Budget Control Act and restore the eligibility of graduate students to receive Federal Direct Subsidized Loans.

    Many professions like mental health clinicians, school administrators, nurse practitioners, and physical therapists often require a graduate degree, but the high cost of borrowing can dissuade potential students from seeking these advanced degrees or discourage students from entering lower-paying public service jobs after graduation. 

    Instead of addressing this higher education affordability crisis, Congressional Republicans are pushing to make the problem even worse. Recently, House Republicans passed a reconciliation bill that, among other harmful provisions, would eliminate the Grad PLUS loan program, a vital source of federal support for graduate students. Nationally, over 1.6 million student borrowers have Grad PLUS loans, amounting to $91 billion in debt. California has nearly 57,000 Grad PLUS borrowers, according to the National Association of Independent Colleges and Universities.

    “Many of the most rewarding and in-demand jobs in the U.S. require advanced degrees, but do not always come with high earning potential. A lifetime of debt should never be the cost for obtaining a graduate degree,” said Rep. Chu. “At a time when our country is facing a shortage of specialized workers in critical fields, we should be doing everything we can to encourage students to enter these fields, rather than creating additional barriers to higher education.
