    Differences between the United States (US) and the European Union (EU) over the regulation of online platforms have taken on a new dimension under the Trump administration. Senior members of the US administration have strongly criticised the EU for ‘limiting free speech’ and have called the EU’s content moderation law ‘incompatible with America’s free speech tradition’. Much of the debate is informed by misconceptions and misunderstandings. The differences between the US and EU hate speech regimes are striking, largely for historical reasons. The First Amendment to the US Constitution provides almost absolute protection to freedom of expression. By contrast, European and EU law curtails the right to freedom of expression. Article 10 of the European Convention of Human Rights, which applies to all EU Member States, states that freedom of expressions ‘carries with it duties and responsibilities’. In a democratic society, restrictions may be imposed in the interest, among others, ‘of national security, territorial integrity or public safety, for the prevention of disorder or crime, for the protection of health or morals, for the protection of the reputation or rights of others’. EU legislation criminalises hate speech that publicly incites to violence or hatred and targets a set of protected characteristics: race, colour, religion, descent or national or ethnic origin. Even though legislation in EU Member States varies widely, many have extended protection from hate speech to additional characteristics. In light of the exponential growth of the internet and the use of social media, the debate about hate speech has essentially become about regulating social media companies. The focus has been on the question of whether and to what extent service providers are responsible for removing hate speech published on social media platforms. The US has opted not to impose any obligation on social media companies to remove content created by third parties, merely granting them the right to restrict access to certain material deemed to be ‘obscene’ or ‘otherwise objectionable’. By contrast, the EU has adopted regulation that obliges companies to remove offensive content created by third parties, including hate speech, once it is brought to their attention. Social media companies also self-regulate, by adopting community guidelines that allow users to flag hate speech and ask for its removal.

    UKHSA publishes latest STI data

    Syphilis cases in England continue to rise.

    New data from the UK Health Security Agency (UKHSA) shows that syphilis diagnoses in England continued to rise in 2024 compared to 2023.

    Overall, there were 9,535 diagnoses of early-stage syphilis diagnoses in 2024 compared to 9,375 diagnoses in 2023 – a 2% rise. Concerningly, the overall figure for syphilis, including late-stage syphilis or complications from the infection, increased 5% from 12,456 in 2023 to 13,030 in 2024.

    Encouragingly, there was a 16% drop in gonorrhoea cases, with 71,802 diagnoses of gonorrhoea in 2024, compared to 85,370 in 2023. The fall has been greatest in young people aged 15 to 24 years where there was a 36% reduction in diagnoses, but it is too soon to conclude whether this trend will continue.

    There has been a concerning acceleration in diagnoses of antibiotic-resistant gonorrhoea cases. While most gonorrhoea infections can be treated effectively, certain strains present significant treatment challenges due to antibiotic resistance. Ceftriaxone resistance is particularly concerning as this antibiotic serves as the primary treatment for gonorrhoea infections. 

    Although numbers remain low, ceftriaxone-resistant gonorrhoea cases are being detected more frequently. There have now been 14 cases reported in the first 5 months of 2025, which is greater than the number of cases reported for the whole of 2024 (13 cases).  Six of the 14 cases in 2025 have been extensively drug-resistant cases, which means that they were resistant to ceftriaxone and to second-line treatment options. 

    Most ceftriaxone resistant cases are associated with travel to or from the Asia-Pacific region, where the prevalence of ceftriaxone resistance is high.

    The latest data also shows: 

    • the number of sexual health screens (diagnostic tests for one or more of chlamydia, gonorrhoea, syphilis and HIV) has remained relatively constant (2,380,498 in 2023 compared to 2,367,853 in 2024)

    • chlamydia diagnoses decreased by 13% to 168,889 diagnoses in 2024 from 194,143 diagnoses in 2023 

    • first episode genital warts diagnoses decreased by 4% to 25,056 diagnoses in 2024 from 26,193 diagnoses in 2023 – diagnoses of genital warts remained low amongst 15 to 17 year-olds, the age-group targeted for school-based HPV vaccination (108 in 2023, then 78 in 2024) 

    Despite the declines in some STIs, cases still remain high and STIs continue to significantly impact young people aged 15 to 24 years; gay and bisexual men; and some minority ethnic groups.  UKHSA is reminding everyone having sex with new or casual partners to use a condom and get tested regularly, whatever their age or sexual orientation. Testing is free and confidential, and you should get tested even if you are not showing any symptoms. Many people do not show symptoms which means people often pass on STIs without realising it.

    Though STIs are usually easily treated with antibiotics, many can cause serious health issues if left untreated. Chlamydia and gonorrhoea can cause infertility and pelvic inflammatory disease, while syphilis can cause serious, irreversible and potentially life-threatening problems with your brain, heart, or nerves. 

    Dr Hamish Mohammed, Consultant Epidemiologist at UKHSA, said: 

    Levels of STIs in this country remain a big threat to sexual wellbeing. These infections can have a major impact on your health and that of any sexual partners, particularly if they are antibiotic resistant. If you’ve had condomless sex with new or casual partners, either in the UK or overseas, get tested for STIs and HIV at least yearly, even if you don’t have symptoms. Regular testing protects both you and those you’re having sex with.

    From August, eligible  people will also be offered vaccination to reduce the risk of gonorrhoea and we expect to see the immunisation programme have an impact on diagnoses of this infection in coming years. Please take up the vaccine if you are offered it.

    Dr Amanda Doyle, National Director for Primary Care, Community, Vaccination and Screening Services at NHS England, said:

    STIs can have a major impact on your health so it’s good to see rates of gonorrhoea coming down and why, last month, we announced the rollout of the world-first vaccination programme for gonorrhoea which is a crucial step forward in providing protection against the infection.

    Testing for STIs is free for those who need it and I would urge anyone who has had unprotected sex or started seeing a new partner to take the opportunity to get tested – helping to keep yourself and others safe.

    STI testing is free and confidential and can be accessed through local sexual health clinics, university and college medical centres or through self-sampling kits sent discreetly through the post. 

    In addition: 

    • women, and other people with a womb and ovaries, aged under 25 years who are sexually active should have a chlamydia test after having sex with a new partner or annually 

    • gay and bisexual men should have tests for HIV and STIs annually or every 3 months if having condomless sex with new or casual partners 

    The NHS has recently announced the rollout of the world’s first vaccine programme to protect against gonorrhoea, based on the Joint Committee on Vaccination and Immunisation’s (JCVI) advice. There is evidence that the 4CMenB vaccine offers 30% to 40% protection against gonorrhoea. Those eligible include gay and bisexual men with a recent history of multiple sexual partners or a bacterial STI. Some sexual health services will begin vaccinations in early August, with nationwide rollout from 1 September.

    The 11th Forum of Road Initiatives “Innovative Technologies and Intelligent Transport Systems in Road Construction” was held in Sochi on May 27–29, organized by the State Company “Avtodor”. Representatives of SPbGASU took part in it: students Danil Neprin, Tamerlan Manafov and associate professor of the Department of Transport Systems and Road and Bridge Construction Egor Golov.

    The forum focused on issues of road construction and infrastructure, and personnel problems in the industry.

    As part of the forum for students of relevant training profiles, the State Company “Avtodor” and the Russian University of Transport organized a business game with the development of projects that will interest today’s schoolchildren (from grades 8 to 11) in entering specialized educational institutions of both secondary vocational and higher education.

    Transport students from different universities of the country took part in the business game: Moscow Automobile and Road Institute, Russian University of Transport, Siberian Automobile and Road Institute and St. Petersburg State University of Architecture and Civil Engineering. Egor Golov was invited as a mentor for one of the teams. He also acted as one of the experts who assessed the students’ work.

    During the work on the projects, the teams held two strategic sessions, one of which was attended by Konstantin Mogilny, Head of the Technical Policy and Innovative Technologies Department of the AVTODOR State Corporation. He held a master class for the guys on solving extraordinary problems that modern highway builders face, and spoke about the implementation of the Adler bypass project in particularly difficult mountainous conditions.

    In the final of the business game, the teams presented and defended their projects to experts in the main program of the forum as part of the session “Preserving Traditions, Building the Future”.

    In addition, as part of the career guidance work carried out by the AVTODOR Group of Companies, a technical tour of key construction sites of the Adler bypass was organized for students and teachers.

    LegCo Panel on Environmental Affairs visits innovative technology projects of CLP  
         Upon arriving at the CLP’s Shatin Centre, Members received a briefing from the management of the CLP on its progress in accelerating transport electrification. Members noted that the CLP had been offering technical support to charging service operators to expedite the development and installation of charging facilities to promote the use and popularization of electric vehicles. Moreover, Members noted that the CLP had signed memorandums pleading its participation in the development of the Northern Metropolis. The power company had reserved power system capacity to meet the area’s current and future developments, including innovation and technology, industry and commerce, housing, etc.
     
         Members then watched a demonstration of a “beyond visual line of sight” (BVLOS) drone for inspecting power facilities. The BVLOS drone project was one of the first batch of pilot projects under the Government’s Low-altitude Economy Regulatory Sandbox. The CLP had been conducting trials with BVLOS drones on designated flight routes to evaluate their feasibility, safety and effectiveness in checking critical power supply facilities to increase inspection efficiency.
     
         Afterwards, Members learnt about the CLP’s Grid-Visualization (Grid-V), an advanced management system introduced for monitoring the operation of the power company’s critical power facilities to further enhance the reliability of power supply. Utilizing AI, the Grid-V management system integrates and monitors real-time signals from about 3 000 sensors and cameras across the power company’s electricity networks in Hong Kong, alerting engineering personnel to respond to incidents immediately when potential risks are detected.
      
         A total of 10 members and non-members of the Panel on Environmental Affairs participated in the visit.

    The risks associated with containerized environments

    Although containers provide an isolated runtime environment for applications, this isolation is often overestimated. While containers encapsulate dependencies and ensure consistency, the fact that they share the host system’s kernel introduces security risks.

    Based on our experience providing Compromise Assessment, SOC Consulting, and Incident Response services to our customers, we have repeatedly seen issues related to a lack of container visibility. Many organizations focus on monitoring containerized environments for operational health rather than security threats. Some lack the expertise to properly configure logging, while others rely on technology stacks that don’t support effective visibility of running containers.

    Environments that suffer from such visibility issues are often challenging for threat hunters and incident responders because it can be difficult to clearly distinguish between processes running inside a container and those executed on the host itself. This ambiguity makes it difficult to determine the true origin of an attack and whether it started in a compromised container or directly on the host.

    The aim of this blog post is to explain how to restore the execution chain inside a running container using only host-based execution logs, helping threat hunters and incident responders determine the root cause of a compromise.

    How containers are created and operate

    To effectively investigate security incidents and hunt for threats in containerized environments, it’s essential to understand how containers are created and how they operate. Unlike virtual machines, which run as separate operating systems, containers are isolated user-space environments that share the host OS kernel. They rely on namespaces, control groups (cgroups), union filesystems, Linux capabilities, and other Linux features for resource management and isolation.

    Because of this architecture, every process inside a container technically runs on the host, but within a separate namespace. Threat hunters and incident responders typically rely on host-based execution logs to gain a retrospective view of executed processes and command-line arguments. This allows them to analyze networks that lack dedicated containerization environment monitoring solutions. However, some logging configurations may lack critical attributes such as namespaces, cgroups, or specific syscalls. In such cases, rather than relying solely on missing log attributes, we can bridge this visibility gap by understanding the process execution chain of a running container from a host perspective.

    Overview of the container creation workflow

    End users interact with command-line utilities, such as Docker CLI, kubectl and others, to create and manage their containers. On the backend, these utilities communicate with an engine that facilitates communication with a high-level container runtime, most commonly containerd or CRI-O. These high-level container runtimes leverage low-level container runtimes like runc (the most common) to do the heavy lifting of interacting with the Linux OS kernel. This interaction allocates cgroups, namespaces, and other Linux capabilities for creating and killing containers based on a bundle provided by the high-level runtime. The high-level runtime is, in its turn, based on user-provided arguments. The bundle is a self-contained directory that defines the configuration of a container according to the Open Container Initiative (OCI) Runtime Specification. It mainly consists of:

    1. A rootfs directory that serves as the root filesystem for the container. It is created by extracting and combining the layers from a container image, typically using a union filesystem like OverlayFS.
    2. A config.json file describing an OCI runtime configuration that specifies the necessary process, mounts, and other configurations necessary for creating the container.

    It’s important to note which mode runc has been executed in, since it supports two modes: foreground mode and detached mode. The resulting process tree may vary depending on the chosen mode. In foreground mode, a long-running runc process remains in the foreground as a parent process for the container process, primarily to handle the stdio so the end user can interact with the running container.

    In detached mode, however, there will be no long-running runc process. After creating the container, runc exits, leaving the caller process to take care of the stdio. In most cases, this is containerd or CRI-O. As we can see in the screenshot below, when we execute a detached container using runc, the runc process will create it and immediately exit. Hence, the parent process of the container is the host’s PID 1 (systemd process).

    However, if we create a detached container using Docker CLI, for example, we’ll notice that the parent of the container process is a shim process, not PID 1!

    In modern architectures, communication between high- and low-level container runtimes is proxied through a shim process. This allows containers to run independently of the high-level container runtime, ensuring the sustainability of the running container even if the high-level container runtime crashes or restarts. The shim process also manages the stdio of the container process so users can later attach to running containers via commands like docker exec -it , for example. The shim process can also redirect stdout and stderr to log files that users can later inspect either directly from the filesystem or via commands like kubectl logs -c .

    When a detached container is created using Docker CLI, the high-level container runtime, for example, containerd, executes a shim process that calls runc as a low-level container runtime for the sole purpose of creating the container in detached mode. After that, runc immediately exits. To avoid orphan processes or reparenting to the PID 1, as in the case when we executed runc ourselves, the shim process explicitly sets itself as a subreaper to adopt the container processes after runc exits. A Linux subreaper process is a designated parent that takes care of orphaned child processes in its chain (instead of init), allowing it to manage and clean up its entire process tree.

    This is implemented in the latest V2 shim and is the default in the modern containerd implementations.

    When we check the help message of the containerd-shim-runc-v2 process, for example, we notice that it accepts the container ID as a command-line argument, and calls it the id of the task.

    We can confirm this by checking the command-line arguments of the running containerd-shim-runc-v2 processes and comparing them with the running containers.

    So far, we’ve successfully identified container processes from the host’s perspective. In modern architectures, one of the following processes will typically be seen as a predecessor process for the containerized processes:

    • A shim process, in the case of detached mode; or
    • A runc process, in the case of foreground (interactive) mode.

    We can also use the command-line arguments of the shim process to determine which container the process belongs to.

    Although tracking the child processes of the shim process can sometimes lead to easy wins, it is often not as easy as it sounds, especially when there are a lot of subprocesses between the shim process and the malicious process. In this case, we can take a bottom-to-top approach, pivoting from the malicious process, tracking its parents all the way up to the shim process to confirm that it was executed inside a running container. It then becomes a matter of choosing the process whose behavior we may need to check for malicious or suspicious activities.

    Since containers typically run with minimal dependencies, attackers often rely on shell access to either execute commands directly, or install missing dependencies for their malware. This makes container shells a critical focus for detection. But how exactly do these shells behave? Let’s take a closer look at one of the key shell processes in containerized environments.

    How do BusyBox and Alpine execute commands?

    In this post, we focus on the behavior of BusyBox-based containers. We also included Alpine-based containers as an example of an image base that relies on BusyBox to implement many core Linux utilities, helping to keep the image lightweight. For the sake of demonstration, Alpine images that depend on other utilities are outside the scope of this post.

    BusyBox provides minimalist replacements for many commonly used UNIX utilities, combining them into one small executable. This allows for the creation of lightweight containers with significantly reduced image sizes. But how does the BusyBox executable actually work?

    BusyBox has its own implementation of system utilities, known as applets. Each applet is written in C and stored in the busybox/coreutils/ directory as part of the source code. For example, the UNIX cat utility has a custom implementation named cat.c. At runtime, BusyBox creates an applet table that maps applet names to their corresponding functions. This table is used to determine which applet to execute based on the command-line argument provided. This mechanism is defined in the appletlib.c file.

    When an executed command calls an installed utility that is not a default applet, BusyBox relies on the PATH environment variable to determine the utility’s location. Once the path is identified, BusyBox spawns the utility as a child process of the BusyBox process itself. This dynamic execution mechanism is critical to understanding how command execution works within a BusyBox-based container.

    Now that we have a clear understanding of how the BusyBox binary operates, let’s explore how it functions when running inside a container. What happens, for example, when you execute the sh command inside such containers?

    In both BusyBox and Alpine containers, executing the sh command to access the shell doesn’t actually invoke a standalone binary called sh. Instead, the BusyBox binary itself is executed. In BusyBox containers we can verify that /bin/sh is replaced by BusyBox by comparing the inodes of /bin/sh and /bin/busybox using ls -li and confirm that both have the same inode number. We can also print their MD5 hash to see that they are the same, and by executing /bin/sh --help, we’ll see that the banner of BusyBox is the one that’s printed.

    On the other hand, in the Alpine containers, /bin/sh is a symbolic link to /bin/busybox. This means that when you run the sh command, it actually executes the BusyBox executable referred to by the symbolic link. This can be confirmed by executing readlink -f /bin/sh and observing the output.

    Hence, inside BusyBox- or Alpine-based containers, all shell commands are either executed directly by the BusyBox process or are launched as child processes under the BusyBox process. These processes run within isolated namespaces on the host operating system, providing the necessary containerization while still utilizing the shared kernel of the host.

    From a threat hunting perspective, having a non-standard shell process for the host OS, like BusyBox in this case, should prompt further investigation. Why would a BusyBox shell process be running on a Debian or a RedHat OS? Combining this conclusion with the previous one allows us to confirm that the shell was executed inside a container when runc or shim is observed as the predecessor process to the BusyBox process. This knowledge can be applied not only to the BusyBox process but also to any other process executed inside a running container. This knowledge is crucial for effectively determining the origin of suspicious behavior while hunting for threats using the host execution logs.

    Some security tools, such as Kaspersky Container Security, are designed to monitor container activity and detect suspicious behavior. Others, such as Auditd, provide enriched logging at the kernel level based on preconfigured rules that capture system calls, file access, and user activity. However, these rules are often not optimized for containerized environments, further complicating the distinction between host and container activity.

    While investigating execution logs, threat hunters and incident responders might overlook some activities on Linux machines, thinking they are part of normal operations. However, the same activities performed inside a running container should raise suspicion. For example, installing utilities such as Docker CLI may be normal on the host, but not inside a container. Recently, in a Compromise Assessment project, we discovered a crypto mining campaign in which the threat actor installed Docker CLI inside a running container in order to easily communicate with dockerd APIs.

    In this example, we detected the installation of Docker CLI inside a container by tracing the process chain. We then determined the origin of the executed command and confirmed the container in which the command was executed by checking the command-line argument of the shim process.

    During another investigation, we detected an interesting event where the process name was systemd while the process executable path was /.redtail. To identify the origin of this process, we followed the same procedure of tracking the parent processes.

    Another interesting fact we can leverage is that a Docker container is always created by a runc process as the low-level container runtime. The runc help message reveals the command-line arguments used to create, run or start a container.

    Monitoring these events helps threat hunters and incident responders identify the ID of the subject container and detect any abnormal entrypoints. A container’s entrypoint is its main process and it will be the process spawned by runc. The screenshot below shows an example of the creation of a malicious container detected by hunting for entrypoints with suspicious command-line arguments. In this case, the command line contains a malicious base64-encoded command.

    Conclusion

    Containerized environments are now part of most organizations’ networks because of the deployment and dependency encapsulation feasibility they provide. However, they are usually overlooked by security teams and decision makers because of a common misunderstanding about container isolation. This results in undesirable situations when these containers are compromised, and the security team is not fully equipped with the knowledge or tools to help during response activities, or even to monitor or detect in the first place.

    The approach discussed in this post is one of the procedures that we typically follow in our Compromise Assessment and Incident Response services when we need to hunt for threats in historical host execution logs with container visibility issues. However, in order to detect container-based threats in time, it is crucial to protect your systems with a solid containerization monitoring solution, such as Kaspersky Container Security.

  • At least 27 Palestinians killed near Gaza aid site, medics say

    At least 27 Palestinians were killed and dozens wounded by Israeli fire near a food distribution site in the southern Gaza Strip on Tuesday, local health authorities said, in the third day of chaos and bloodshed to affect the aid operation.

    The Israeli military said its forces had opened fire on a group of individuals who had left designated access routes near the distribution centre in Rafah.

    It added it was still investigating what had happened.

    The deaths came hours after Israel said three of its soldiers had been killed in fighting in the northern Gaza Strip, as its forces pushed ahead with a months-long offensive against Hamas militants that has laid waste to much of the enclave.

    A spokesperson for the International Committee of the Red Cross told media that its field hospital in Rafah received 184 casualties, adding that 19 of those were declared dead upon arrival, and eight died of their wounds shortly after.

    More than 35 patients required immediate intervention, the spokesperson added.

    The U.S.-backed Gaza Humanitarian Foundation launched its first distribution sites last week in an effort to alleviate widespread hunger amongst Gaza’s war-battered population, most of whom have had to abandon their homes to flee fighting.

    The Foundation’s aid plan, which bypasses traditional aid groups, has come under fierce criticism from the United Nations and established charities which say it does not follow humanitarian principles.

    The private group, which is endorsed by Israel, said it distributed 21 truckloads of food early on Tuesday and that the aid operation was “conducted safely and without incident within the site”.

    However, there have been reports of repeated killings near Rafah as crowds gather to get desperately needed supplies.

    On Sunday, Palestinian and international officials reported that at least 31 people were killed and dozens more injured. On Monday, three more Palestinians were reportedly killed by Israeli fire.

    The Israeli military has denied targeting civilians gathering for aid and called reports of deaths during Sunday’s distribution “fabrications” by Hamas.

    On Tuesday, it said IDF forces had identified “a number of suspects” moving towards them while deviating from the access routes. “The forces fired evasive shots, and after they did not move away, additional shots were fired near the individual suspects who were advancing towards the forces,” it said.

    MASS EVACUATIONS ORDERED

    U.N. Secretary-General António Guterres said on Monday he was “appalled” by reports of Palestinians killed and wounded while seeking aid and called for an independent investigation.

    The Israeli military issued new evacuation orders to residents of several districts in Khan Younis in the southern Gaza Strip late on Monday, warning that the army would act forcefully against militants operating in those areas.

    The military told residents to head west towards the Mawasi humanitarian area. Palestinian and United Nations officials say there are no safe areas in the enclave, and that most of its 2.3 million population has become internally displaced.

    Britain’s pubs, cafes, restaurants and hotels to save £3 million under emissions cutting scheme.

    • Pubs, cafes, restaurants and hotels to receive free energy and carbon cutting advice to slash their energy bills as part of the government’s Plan for Change

    Pubs, cafes, restaurants and hotels across the UK will have lower energy bills thanks to a new emissions cutting trial as part of the government’s Plan for Change.

    Over 600 small and medium sized hospitality businesses will receive free energy and carbon reduction assessments to cut energy costs, support productivity and boost growth.

    Funded by the government and delivered by Zero Carbon Services, one of the UK’s leading net-zero advisers for the hospitality sector, the trial is expected to save businesses over £3 million. This will help pubs and restaurants to keep more money in their pockets – while allowing them to invest in jobs and continue to be the hubs of communities. 

    Minister for Industry Sarah Jones said: 

    Pubs, restaurants and cafes are a cornerstone for communities across the country, with the hospitality sector employing millions of people and contributing billions to the economy. 

    By providing business owners with expert advice to cut bills and reduce emissions, this will help them keep more money in their pockets to grow their business, employ local people and continue to serve your pint of lager or fish and chips.

    A recent report from the Federation of Small Businesses found that 64% of small businesses believe sustainability should be a high priority for the government, but only 26% of small businesses believe they have the appropriate knowledge to transition their business to net zero. 

    The Zero Carbon Services Hospitality trial will help hospitality businesses by putting business owners in direct contact with the expertise of trusted energy and sustainability advisers. 

    The launch of the trial comes ahead of the government’s modern Industrial Strategy, which will turbocharge growth in the UK’s key sectors including clean energy. Meanwhile, a renewed Industrial Decarbonisation Strategy will set the strategic direction for the government’s approach to working with industry towards a competitive and low carbon industrial base in the UK, ensuring growth opportunities are captured in tandem with emissions reductions.

    A new “Bike Hub” has opened at the Reuse Shop at Hazlehead Recycling Centre to sell refurbished bikes, diverted from our recycling centres.

    A second hub is set to follow as part of the new Recycling Centre on Claymore Drive, Bridge of Don, opening this autumn.

    Aberdeen City Council Co-Leader Councillor Ian Yuill said: “The Reuse Shop at Hazlehead Recycling Centre has gone from strength to strength, breathing new life into unwanted household items.

    “Reuse helps divert materials away from recycling and incineration. This helps to reduce carbon emissions and contributes to a circular economy, helping us meet our net zero goals, and supporting “green” jobs in the repair and retail sectors.”

    Net Zero, Environment, and Transport Vice-convenor Miranda Radley added: “We would like to thank our partners for their work to bring the Bike Hub to life.

    “As well as supporting reuse, the project increases opportunities for active travel for our residents, by offering access to pre-loved bikes that are fully safety checked.”

    Nine-year-old Phoebe, who was visiting the Reuse Shop, said: “I got my bike two years ago from someone who outgrew it. I’m always riding it and it’s so much fun. I’m happy now that more kids in Aberdeen can get good, reused bikes.”

    Colin Forshaw, Production Operations Manager at SUEZ Recycling and Recovery UK, said: “SUEZ has always been a champion of reuse and we’re very proud of The Reuse Shop which not only offers everyday items at a low cost for residents of Aberdeen, saving items from going to waste, but also supports local community projects through a fund generated from the proceeds.

    “This new partnership means that we can now add another spindle to our wheel, and we look forward to seeing people out on their bikes this summer.”

    The new scheme is a collaboration with Stella’s Voice, CycleHub.Org, and SUEZ Recycling and Recovery UK. The scheme sees unwanted bikes delivered to a local workshop where qualified mechanics repair and safety test bikes to ensure they are roadworthy. A selection of refurbished adult and kids bikes are now available to Aberdeen residents at the Reuse Shop, just in time for the summer holidays.

    Aberdeen’s residents are encouraged to clear out unwanted bikes from garages and garden sheds and drop these off at Hazlehead recycling centre where they will be given a new lease of life.

    Starting June 4, 2025, Russia will begin implementing a pilot project to restrict access to phishing sites and applications that are created under the guise of official sites of government agencies and companies, and then used by fraudsters to steal passwords and other personal information of citizens. An order to this effect has been signed.

    The goal of the pilot is to create an effective mechanism for identifying and promptly blocking fake Internet resources and applications that may use a domain name very similar to the real one of a government agency, company or bank.

    The objectives of the pilot project include developing mechanisms for interaction between various government and non-government structures in identifying and blocking fraudulent websites and applications, as well as preparing proposals for the regulatory consolidation of such mechanisms.

    The participants of the pilot project from the state side will be the Ministry of Digital Development, the Ministry of Internal Affairs, the Federal Security Service, the Ministry of Culture, the Ministry of Finance, the Federal Tax Service, Rospatent, the Bank of Russia and the Prosecutor General’s Office. The project also involves the participation of the autonomous non-profit organization “Coordination Center for the National Domain of the Internet” and the research institute “Integral”.

    The pilot project is scheduled to be completed on March 1, 2026. Its implementation will provide new opportunities to protect citizens from fraudulent activities and enhance their security on the Internet.

    The work is being carried out within the framework of the federal project “Cybersecurity Infrastructure”, which is part of the new national project “Data Economy and Digital Transformation of the State”.

  • Dutch far-right leader Wilders quits coalition, toppling government

    Dutch far-right leader Geert Wilders’ PVV party left the governing coalition on Tuesday, in a move that is set to topple the right wing government and will likely lead to new elections.

    Wilders said his coalition partners were not willing to support his ideas on halting asylum migration.

    “No signature under our asylum plans. The PVV leaves the coalition,” Wilders said in a post on X.

    Wilders said he had informed Prime Minister Dick Schoof that all ministers from his PVV party would quit the government. Schoof has not yet reacted to the resignation.

    Wilders’ surprise move ends an already fragile coalition which has struggled to reach any consensus since its installation last July.

    It will likely bring new elections in a few months, adding to political uncertainty in the euro zone’s fifth-largest economy.

    It will likely also delay a decision on a possibly historic increase in defense spending to meet new NATO targets.

    And it will leave the Netherlands with only a caretaker government when it receives NATO country leaders for a summit to decide on these targets in The Hague later this month.

    Wilders’ coalition partners responded with disbelief and anger.

    “This is making us look like a fool,” the leader of the conservative VVD party Dilan Yesilgoz said. “There is a war on our continent. Instead of meeting the challenge, Wilders is showing he is not willing to take responsibility.”

    “This is incredible,” leader of the centrist NSC party Nicolien van Vroonhoven said. “It is irresponsible to take down the government at this point.”

    With PVV out, the others parties have the theoretical option to try and proceed as a minority government. They are not expected to, and have yet to confirm it.

    Wilders won the most recent election in the Netherlands, but recent polls show he has lost support since joining government.

    Polls now put his party at around 20% of the votes, roughly at par with the Labour/Green combination that is currently the second-largest in parliament.

    Wilders had last week demanded immediate support for his proposals to completely halt asylum migration, send Syrian refugees back to their home country and to close asylum shelters.

    Coalition partners did not embrace his idea, and had said it was up to the migration minister from Wilders’ own party to work on specific proposals. Wilders was not part of the government himself as its leader or a minister.

    He was convicted for discrimination after he insulted Moroccans at a campaign rally in 2014 and only managed to strike a coalition deal with three other conservative parties last year after he gave up his bid to become prime minister.

    Instead, the cabinet was led by the independent and unelected Schoof, a career bureaucrat who had led the Dutch intelligence agency AIVD and was the senior official at the ministry of justice.

    A project to prevent oncological diseases of the gastrointestinal tract (GIT) is starting in the capital. It will be carried out in response to the initiative of the Moscow Oncology Society. Its main goal is to identify pathologies and conditions that precede the development of oncological diseases of the gastrointestinal tract. This was reported by Anastasia Rakova, Deputy Mayor of Moscow for Social Development.

    Muscovites will be able to undergo free examinations in city clinics and endoscopic centers. For residents who have not undergone endoscopic diagnostics for several years, referrals for self-registration will be opened in the unified medical information and analytical system (EMIAS) automatically.

    “Thanks to the development of Moscow medicine – digitalization, systematic professional training of personnel, infrastructure upgrade – we can not only effectively use our available resources, but also implement proactive target programs. We have already achieved high detection rates of oncological diseases, but it is equally important to engage in the prevention of malignant neoplasms. Experts from the Moscow Oncology Society approached us with just such an initiative. Understanding the relevance of this problem, we are launching a pilot project aimed at preventing gastrointestinal oncology. Gastrointestinal diseases develop asymptomatically for a long time and may not manifest themselves for many years. At the same time, clearly understanding the age at which diseases can debut, we suggest that Muscovites do not wait for any symptoms, but undergo a preventive examination for free. It will help not only to identify, but also to cure pathologies that can lead to the development of oncology. The capabilities of Moscow polyclinics and endoscopic centers, on the basis of which the preventive program is launched, allow us to invite Muscovites who have not undergone it in the last few years to a proactive endoscopic examination of the gastrointestinal tract. It is important that the directions for such Muscovites will open in EMIAS automatically. Patients can choose a convenient time and prepare well for the examination,” said Anastasia Rakova.

    All procedures are performed using modern equipment, they are as comfortable as possible for patients. Gastroscopy in the clinic is done under local anesthesia, it takes no more than 30 minutes. Gastro- and colonoscopy in the endoscopic center are performed under mild sedation, the total time spent in the medical institution does not exceed two hours. If a pathology is detected, a therapist or general practitioner will promptly contact the patient and prescribe treatment.

    Referrals will be automatically opened for two categories of patients who have not undergone gastro and colonoscopy in the last few years. The examination includes rapid testing for Helicobacter pylori.

    On Tuesday, the Transport and Tourism Committee voted to extend the EU road transport agreement with Ukraine until the end of 2025 to continue facilitating the transport of goods.

    The EU-Ukraine road transport agreement concluded in June 2022 has proven to be an effective EU response to the transport sector disruptions caused by the Russia’s unjustified invasion of Ukraine, MEPs agreed. It has helped Ukraine, but also EU hauliers, transit through and operate between each other’s territories, without the need for certain permits.

    As Russia’s war of aggression against Ukraine continues and further disrupts Ukraine’s transport sector, Transport and Tourism Committee MEPs backed an 18-month prolongation of the EU‑Ukraine road transport agreement by 32 votes to six and with two abstentions.

    MEPs also supported the proposal to update the agreement to address a number of implementation challenges. The new agreement requires drivers to carry documents authorising international carriage and also to put a sticker on their windscreen to show that their road transport operation is covered by the agreement. It also introduces a safeguard clause allowing the deal to be suspended in a specific geographical area if the road transport market there experiences major disturbances.

    Next steps

    Now that it has been approved by the Transport and Tourism Committee, the agreement will be put to a vote by Parliament as a whole during the next plenary session, in June. The updated agreement has been provisionally applied since June 2024 and is scheduled to expire at the end of 2025.

    Staff praised as national target is exceeded again.

    The national standard on waiting times for children and young people accessing mental health services has been met for the second quarter in row.

    Latest Public Health statistics show 91.6% of those referred to Child and Adolescent Mental Health Services (CAMHS) were seen within 18 weeks from January to March – the Scottish Government standard is 90%.

    The figure is an increase from 90.6% for the previous quarter and from 86% for the same quarter in 2024.

    Visiting the CAMHS service in NHS Forth Valley to thank staff for their dedication, Mental Wellbeing Minister Maree Todd said:

    “We want all children and young people to be able to access appropriate mental health treatment as and when they need to, and this continued progress on waiting times is testament to the hard-working staff who care for those referred to these services.

    “We have exceeded our promise to provide funding for 320 additional staff for CAMHS by 2026 and this will no doubt have contributed to the improvements we are seeing but I am well aware there is still much to be done if this is to be sustained and consistent across Scotland.

    “However, we are on the right path and the £123.5 million we have allocated to NHS Boards this year will mean the quality and delivery of all mental health services – including CAMHS – will continue to improve.”

    “We are delighted that the changes introduced by local staff over the last 18 months have made such a positive impact to our waiting times and significantly improved the services and support available for children and young people with serious mental illness.

    Coventry City Council has revealed an ambitious new five-year plan for Adult Social Care that will guide the transformation and improvement of essential support services.

    The comprehensive strategy comes as Adult Social Care continues to be a significant pillar of the city’s economy, with an annual investment of approximately £115 million and supporting employment for around 9,500 people across the sector in Coventry.

    The Council currently provides vital support to around 4,000 adults per week with a range of care and support needs, including physical disabilities, learning disabilities/autism, sensory impairments and mental health conditions.

    Additionally, the service supports around 2,000 unpaid carers annually, helping them continue their crucial caring roles while maintaining their own wellbeing.

    Councillor Linda Bigham, Cabinet Member for Adult Services, said: “Adult Social Care is facing significant changes, including potential national reforms and local challenges from increasing demand.

    “This Five-Year Plan ensures we’re prepared to enhance our support for Coventry residents to meet these challenges head-on.

    “Our aim is to improve services that help people achieve maximum independence, while ensuring support for specific groups such as unpaid carers and neurodivergent individuals.

    “This plan reflects the priorities of everyone we work with – those we support, their families, their carers, our dedicated staff, NHS colleagues, and voluntary sector partners.

    “Coventry’s Adult Social Care service is built around helping people maintain their independence through our skilled Social Work and Occupational Therapy teams, our Provider Services, and strong partnerships with independent care providers.

    The plan builds on existing successes, including pioneering initiatives such as the Coventry Dementia Partnership Hub and the POD mental health recovery and inclusion service, which serve as models of innovation in care provision.

    The service currently handles over 10,000 requests for support annually and manages over 6,000 safeguarding concerns each year, while supporting 4,000 adults with care needs weekly and assisting 2,000 unpaid carers per year.

    The plan emphasises the Council’s commitment to promoting independence and enabling people to live meaningful lives within their communities, while adapting to evolving challenges and opportunities in the care sector.

    The Adult Social Care five-year plan will be considered by Cabinet on 10 June 2025 and Full Council on 24 June 2025.

    Coventry City Council has recently been awarded a record-breaking £102.8 million in government education funding – the highest basic need allocation of any local authority in England.

    The unprecedented investment, announced as part of the government’s basic need funding programme, will be used to expand school capacity and build sustainable education infrastructure through to 2028.

    The funding recognises Coventry’s continued growth and success in attracting new families to the city.

    Since 2021/22, Coventry has experienced significant increases in pupil numbers, with many families choosing to move to the city throughout the school year, and Coventry already has a good track record of creating additional school places having added in over 1800 primary, secondary and special places since 2017.

    The funding will support the delivery of the Coventry One Strategic Plan 2024-2028, which sets out how the council will ensure sufficient school places across primary, secondary and special educational needs provision.

    The plan includes the potential development of a new secondary school, planned to open in September 2027, alongside expansions at existing schools.

    Councillor Dr Kindy Sandhu, Cabinet Member for Education and Skills, said: “This record investment is testament to Coventry’s success as a thriving, growing city that families want to call home.

    “The government has recognised our strategic approach to education planning and our commitment to ensuring every child has access to a high-quality school place.

    “This funding will allow us to not only meet the immediate needs of our growing population but to build for the future with sustainable, net-zero school buildings that will serve our community for generations to come.

    “We’re particularly proud that this investment will also enhance support for children with special educational needs, ensuring truly inclusive education across Coventry.”

    The allocation represents the largest single education capital investment in Coventry’s recent history and will fund:

    • Expansion of existing primary and secondary schools
    • Enhanced provision for pupils with Special Educational Needs and Disabilities (SEND)
    • New school buildings designed to net-zero carbon standards
    • Energy efficiency improvements across the existing school estate

    Since 2016 the number of children with Education, Health and Care Plans nationally has increased significantly, and Coventry has seen a 130% increase during this time.

    The new funding will help create approximately 190 additional specialist school places through building projects at Castle Wood, Baginton Fields, Woodfield and Sherbourne Fields Special Schools.

    It is intended that all new buildings are designed to meet net-zero operational standards, supporting the government’s target for the education sector to lead on sustainability and climate change by 2030.

    The Coventry One Strategic Plan has been developed in partnership with headteachers across the city through the Coventry Education Partnership, ensuring that expansion plans meet the real needs of schools and communities.

    Cabinet will consider the strategic plan at its meeting on Tuesday 10 June, following scrutiny by the Co-ordination Committee on Thursday 5 June.

    Moira was educated at Clare College Cambridge and trained for ministry at Wycliffe Hall Oxford. She served her title at St Nicolas, Newbury, in the Diocese of Oxford, and in 1996, she was ordained Priest. From 1999 Moira served as Team Vicar of Thatcham Team Ministry and Lead Minister of Dunston Park Ecumenical Partnership and in 2005 she was appointed Team Vicar, later Vicar, of St James Woodley.

    From 2011, Moira served as Priest-in-Charge, then Vicar, of Frodingham and New Brumby, Scunthorpe, in the Diocese of Lincoln, additionally serving as Ecumenical Officer for the Diocese and Area Dean North Lincolnshire.

    URUMQI, June 3 (Xinhua) — The in- and out-of-town passenger flow through the Takeshken road border crossing on China’s border with Mongolia exceeded 21,000 people from January to May 2025, up 26 percent year-on-year, according to the checkpoint administration.

    In particular, during the reporting period, inbound passenger traffic amounted to 11 thousand person-times, and outbound passenger traffic amounted to 10 thousand person-times.

    Takeshken is located in Qinghe County, Altay Prefecture, Xinjiang Uygur Autonomous Region. It is mainly used to supply coking coal from Mongolia to China.

    As the tourist season approaches, a record number of passengers passed through the checkpoint last month.

    SAN FRANCISCO, June 3 (Xinhua) — Elon Musk’s brain-computer interface company Neuralink announced on Monday that it has closed a $650 million funding round.

    Investors participating in the Series E round included ARK Invest, Founders Fund, Sequoia Capital and Thrive Capital, the company said in a blog post.

    Neuralink last raised funds in a $280 million Series D funding round in 2023, with an additional $43 million tranche raised a few months later.

    The company said it had conducted additional human clinical trials, implanting its brain chips in five patients with severe paralysis.

    In May, Neuralink received a Breakthrough Devices Program from the Food and Drug Administration (FDA).

    According to the FDA, it is a voluntary program for certain medical devices and combination products that provide more effective treatment or diagnosis of life-threatening or irreversibly debilitating diseases or conditions.

    KINSHASA – The United Nations World Food Programme (WFP) announces its partnership with rising Congolese music star Sista Becky (Rebecca Kalonji) as a High-Level Supporter, advocating for nutrition and healthy eating in the Democratic Republic of the Congo (DRC).

    The Met has appointed Laurence Taylor and Rachel Williams as Assistant Commissioners.

    Assistant Commissioner Taylor, who has been temporarily occupying the post of Assistant Commissioner for Professionalism, has been permanently appointed as Assistant Commissioner for Specialist Operations.

    Assistant Commissioner Williams has been serving temporarily as the Assistant Commissioner for Trust and Legitimacy. She has been permanently appointed as Assistant Commissioner for Professionalism.

    Laurence and Rachel will move into their new roles in July.

    Commissioner Sir Mark Rowley said: “I am very pleased to welcome both Laurence and Rachel into their new permanent Assistant Commissioner positions.

    “They bring a wealth of experience, having served at forces across the country before coming to the Met.     AC Taylor joined policing in 1996 as a constable with Sussex Police.

    Working hard to become an inspector in just eight years, his work at the beginning of his career spanned patrolling the neighbourhoods of East Sussex to leading on 24/7 response policing in central Brighton – one the UK’s busiest cities.

    His final position at Sussex Police was Deputy Chief Constable, where he managed Local Policing, Operations and Specialist Crime Command.

    From there, he joined the Met in 2018 as Deputy Assistant Commissioner for Uniformed Operations. In this role AC Taylor was responsible for more than 8,000 officers and staff, delivering specialist policing and pan-London services, including firearms, roads policing and safer transport teams, and taskforce. He was critical in the Met’s response to the COVID-19 pandemic, as well as some of the city’s most challenging political moments in modern history.

    Before his most recent post, AC Taylor was Deputy Assistant Commissioner for Frontline Policing – Local Policing from March 2021 to February 2023. Under his leadership, the number of wanted offenders outstanding reduced by 20 per cent and several new initiatives were established, including community mental health projects and town centre teams.

    AC Taylor then served as DAC Specialist Operations from February 2023 until April 2024 when he took over the role of Temporary Assistant Commissioner for Professionalism.

    AC Williams joined policing in February 1998.

    Rachel had an impressive career at Avon and Somerset Police and worked her way up the ranks to T/Assistant Chief Constable Crime and Operations where she led on several areas including crime and investigations, intelligence and covert work.

    She then moved to the Met in 2020 and joined as Commander Intelligence and Covert Policing. Rachel oversaw 2,000 staff and officers leading on covert, sensitive and frontline intelligence work.

    Following this role, Rachel moved on to become Commander Rebuilding Trust / Serious Violence where she focused on improving public confidence in the Met and driving down violence across the city.

    In November 2022 she moved to Gwent Police as Deputy Chief Constable, where she was critical in the protection of some of the most diverse and vulnerable communities in Wales.

    Rejoining the Met in 2024, Rachel returned to occupy the role of Temporary Assistant Commissioner for Trust and Legitimacy, helping deliver high standards and professionalism – a key pillar in the Met’s New Met for London strategy.

    During this time AC Williams was also head of the Met’s Culture, Diversity and Inclusion directorate, chair of the CD&I group and led on the force’s culture programme.

    I. Instant Retail Shows Strong Potential, but Sustained Survival Remains Challenging

    To begin with, it’s essential to clarify the concepts of local life services and instant retail: Local life services refer to the use of online channels to display information about local brick-and-mortar businesses, with transactions completed offline services (through in-store visits or home). This model emphasizes “geographic relevance”. Instant retail, as a key component of local life services, involves delivering products from local retail models (such as supermarkets, warehouses, and storefronts) directly to consumers through same-city delivery. It covers a wide range of categories, including food & beverages, fresh produce, electronics, and pharmaceuticals. Services like hourly delivery, half-day delivery, community group purchase, and food delivery all fall within the scope of instant retail. Its high time sensitivity is the key factor distinguishing it from traditional e-commerce and parcel delivery.

    The local life services sector is constantly seeing the emergence of new entrants. However, most of these newcomers tend to focus on “in-store” business models rather than delivery-heavy services, as the latter demand robust and fast-changing delivery ecosystems that many find difficult to sustain.

    For example, Douyin launched “Beckoning Food Delivery” in 2021 and formed strategic partnerships with service providers like Ele.me, DADA, and SF Express. However, after lukewarm results, Douyin Life Services pivoted its local service strategy to focus on the business from group purchase to in-store visits. Kwai trialed food delivery through selected local life service merchants in 2023 but did not scale up, maintaining its focus on in-store deals of group purchase. DiDi attempted to launch food delivery twice in China but failed both times and has since shifted its food delivery ambitions to overseas markets in 2025. Community group purchase brands like Nice Tuan, Chengxin Selected and MissFresh shut down around 2023 due to operational difficulties…

    Despite these setbacks, instant retail still holds vast potential within China, especially in lower-tier markets.

    Industry statistics show that in 2024, China’s instant retail market reached approximately RMB 780 billion, accounting for only 6% of total online retail of physical goods. The market distribution between major cities and county-level areas is roughly 7:3. By 2030, the market is expected to surpass RMB 2 trillion.

    II. Platforms Face Growth Anxiety and Urgently Need New Growth Curves

    For JD.com, local life services remain fertile ground with significant untapped potential. Among them, instant retail, characterized by high purchase frequency and rapid conversion, is undoubtedly a critical lever for driving business growth and attracting UV.

    Traditional e-commerce has passed its high-growth phase. In recent years, large-scale promotional events such as “618” and “D11” have lost their earlier traction, signaling consumer fatigue towards excessive discounting and promotional gimmicks. In response, e-commerce platforms such as Taobao, JD.com, and Vipshop have extended promotional periods and introduced “Billion-RMB Subsidy” to maintain total sales growth. However, Pinduoduo’s rapid rise and the increasing competitiveness of emerging e-commerce platforms like Douyin and Kwai have created new challenges. JD.com’s dominance, particularly in the electronics product category, is now under threat from multiple fronts.

    During Meituan’s Q3 2024 financial report audio conference, founder Wang Xing commented on industry trends, stating that instant retail will eventually account for over 10% of the total e-commerce market, and that Meituan Flash Sale’s growth has exceeded expectations. The 2024 financial report noted: “In 2024, ‘Meituan Flash Warehouses’ experienced significant growth, particularly in lower-tier markets, where they have become a key growth channel for many retailers. A number of major traditional retail companies have adopted ‘Meituan Flash Warehouse’ model… As our instant delivery business expands, we remain committed to building a sustainable ecosystem.”

    According to Meituan’s financial reports from 2022 to 2024, the platform’s gross profit margin has grown by over 30% YoY for three consecutive years, with its gross margin increasing from 28% to 38%. Core local services revenue maintained a YoY growth rate exceeding 20%, and new business income continued to accelerate. Although Meituan Flash Sale had not yet officially launched, it was repeatedly highlighted in annual financial reports over the past 5 years as a key growth engine for the platform.

    III. JD.com’s Surprise PR Offensive: Rapid Expansion into Meituan’s Core Territory

    In early April, JD.com CEO Xu Ran stated in an interview with 36Kr that the food delivery business could help JD.com increase both user base and purchase frequency, extending its service scenarios.

    On April 15, a leaked 7-minute internal meeting audio recording of Liu Qiangdong revealed his views on the domestic food delivery industry: Food delivery platform commissions can reach as high as 25% (sometimes over 30%), which he attributed to monopolistic practices that force small and medium-sized merchants to cut food quality, negatively impacting the consumer experience. He also proposed differentiated insurance policies for full-time and part-time couriers to better safeguard their rights.

    As early as 2022, Meituan’s financial report showed that its food delivery business had reached a peak of over 60 million orders per day. Although there is still a significant gap in order volume between the two platforms, JD Food Delivery achieved over 10 million in a single day on April 22, reflecting rapid growth.

    Comparing the daily new user growth for merchant and courier platforms since the start of 2025, JD Instant Delivery Merchant Edition and DADA Instant Delivery Courier Edition apps saw a UV surge. According to MoonFox Data, JD Instant Delivery Merchant Edition app peaked in daily new user numbers on April 24. Both platform initiatives and market responses clearly indicate that JD is making a bold incursion into Meituan’s food delivery “stronghold”.

    For users, switching between food delivery apps has low friction. With a clear intent to order, pricing and delivery time are often the only decisive factors. Last summer, Ele.me attracted UV via its “Answer to Win Free Meal” campaign, which relied on extremely low discounts and simple, engaging interactions. While Meituan launched “Meal Group Buying”, significantly lowering average order value to retain users through volume sales, though at the cost of some dining experience. In addition, Ele.me also tied its premium membership to Taobao’s 88VIP, leveraging high member stickiness from Taobao to boost Ele.me order frequency.

    For platforms, the fast migration of users and high usage frequency makes food delivery the best UV lever for JD.com to grow its instant retail business. But before that, onboarding a large number of restaurant merchants and recruiting a sufficient courier fleet are essential. Since launching JD Food Delivery on February 11, the platform has used a range of PR tactics to become a major industry topic, quickly moving beyond its cold start into a phase of explosive growth.

    • Late February: JD took the lead in advocating reform in the food delivery sector, focusing on courier welfare. This proactive stance gave JD the upper hand in the initial “war of words”. With value-driven messaging and concrete policy support, JD.com gained public recognition and courier endorsement.
    • In April, JD.com and Meituan entered a second round of confrontation. JD.com issued an open letter condemning Meituan’s various “misdeeds” and simultaneously rolled out new support policies and promotional benefits, once again pushing “JD Food Delivery” into the spotlight across the internet. The following day, “Liu Qiangdong Takes on Food Delivery” showcased JD’s strong commitment to developing its food delivery business. With a light-hearted and humorous public image, Liu won over netizens, who jokingly dubbed his delivery persona “GG Bond”. This, coupled with the platform’s swift marketing response, sparked a new wave of viral attention.

    During this second “war of words” wave, although Meituan responded swiftly with rebuttals, and some couriers questioned the accuracy of JD’s claims on social media, the incentives offered by JD helped counterbalance earlier criticism. However, overall, the various incentives released by the platform are helping to offset the negative public opinion caused by early-stage issues. JD has still managed to earn the trust of most merchants and couriers.

    IV. The “Food Delivery Battle” Ushers in a New Era of Instant Retail Competition

    In April, amid the intense “Food Delivery Battle” between JD.com and Meituan, both Meituan “Flash Sale” and JD’s “Self-operated Instant Delivery” services were launched simultaneously.

    Just ahead of the Labor Day holiday, “Taobao Flash Sale” went live in 50 cities, followed by a nationwide rollout on May 2. To drive up order frequency during the holiday, Taobao partnered with Ele.me to issue substantial consumer subsidies such as free-order card and treat-voucher card.

    According to MoonFox Data, since April 2025, JD.com’s daily new user volume has continuously increased, and has surpassed Meituan’s since April 16. Since the launch of its food delivery service, JD.com has also seen a steady rise in average user online time. As of April 23, average daily online time reached 14.27 minutes per user, increased by 54% compared with the same period last year.

    Despite reports of issues such as “inefficient processes” and “system bugs” with JD Food Delivery, there are still many shortcomings in the courier operation procedures that need to be addressed. However, driven by benefits related to commission rates and employee protection, a large number of couriers are switching platforms, while food delivery merchants and offline stores are also accelerating their entry into “JD Instant Delivery”. With intensified investment in business development models, infrastructure construction, and supporting policies, both JD and Meituan are stepping up efforts to seize market share.

    Meituan’s instant retail business is an extension of its food delivery capabilities, relying on third-party franchises and offline retail store partnerships for warehousing, and service-provider-based courier models. This asset-light strategy plays to Meituan’s platform operation strengths, enabling rapid territorial expansion across cities.

    JD’s instant retail business places greater emphasis on its “self-operated” model, leveraging its early investments in e-commerce warehousing as a key foundation. It expands operations based on regional fulfillment centers while strengthening partnerships with offline stores, particularly branded chain stores, to enhance delivery efficiency and ensure product quality, a strategy that aligns with users’ existing perception of JD’s authenticity and logistics capabilities in e-commerce. The supply of local couriers primarily relies on contracted riders from DADA Instant Delivery. In recent years, JD Group’s increasing equity stake in DADA has further strengthened its influence over last-mile delivery in the instant retail sector.

    The attention generated by the “Food Delivery Battle” and the boom of instant retail has created invisible pressure for traditional e-commerce giants like Taobao. Taobao, backed by Alibaba’s vast ecosystem, including Tmall Supermarket, Amap, Ele.me, Freshippo, and Alipay, has promising opportunities in the local life service sector. However, the coordination between different business units and the logistics efficiency within the last 3 to 5 kilometers remain key challenges that the platform must overcome to scale its instant retail business.

    At present, Taobao Flash Sale appears to be a combination of Ele.me’s original food delivery services and Taobao’s previous “hourly delivery” feature, swiftly entering the competition to drive UV and user engagement. During the Labor Day holiday, topics such as #Taobao Flash Sale Crashed# even trended on social media platforms.

    For Meituan, instant retail represents a new growth engine; For JD.com, it is a strategic lever to drive growth across its entire e-commerce ecosystem. Compared with the overt and covert competition between the two giants, the rapid launch of Taobao Flash Sale is more of a defensive move. Its long-term prospects remain to be seen. For now, all major platforms are still focused on strengthening infrastructure and optimizing operational efficiency, with instant retail shaping up to be a long-term battle.

    Thank you for taking the time to be here for the 12th Asian Monetary Policy Forum. We are greatly honoured that DPM Heng Swee Keat has been able to join us. He provided the impetus to the inception of ABFER/AMPF a decade ago and has continued with strong counsel and encouragement.  DPM as a policymaker internalises the economic way of thinking. He applies careful and thoughtful analytical reasoning based on the evidence to a range of policy issues, including enhancing the economy’s macro-competitiveness. He has made significant contributions to the strengthening of Singapore’s international trade relationships and holds a deep conviction in the benefits of comparative advantage and broader economic complementarities across countries.
