  • MIL-OSI Security: Fourth man arrested in connection with arsons in north London

    A fourth man has been arrested as part of an investigation into a series of fires in north London.

    A 48-year-old man [D] was arrested on Monday, 2 June at London Stansted Airport. He was initially stopped by officers under schedule 7 of the Terrorism Act, 2000, before being arrested on suspicion of conspiracy to commit arson with intent to endanger life.

    The arrest is connected to an investigation into a vehicle fire in NW5 on Thursday, 8 May, a fire at the entrance of a property in N7 on Sunday, 11 May and a fire at a residential address in NW5 in the early hours of Monday, 12 May.

    The man [D] has been taken to a London police station, where he currently remains in police custody.

    The Crown Prosecution Service previously authorised charged against three other men:

    • Roman Lavrynovych 21 (06.02.04), of Sydenham, a Ukrainian national [A] was charged with three counts of arson with intent to endanger life.
    • Stanislav Carpiuc, 26 (15.07.98) of Romford, a Romanian national, [B] was charged with conspiracy to commit arson with intent to endanger life.
    • Petro Pochynok 34 (25.07.90) of north London, a Ukrainian national [C] was charged with conspiracy to commit arson with intent to endanger life.

    The three men [A-C] have been remanded in custody to next appear at the Old Bailey on Friday, 6 June.

    The investigation is being led by officers from the Met’s Counter Terrorism Command due to the fires all having connections to a high-profile public figure. Anyone with information that could assist the investigation should call police on 101 quoting CAD 441/12 May. Enquiries remain ongoing.

  • MIL-OSI Security: Olds — Olds RCMP and partners charge female with property crime offences

    On May 5, 2025 at approximately 3:05 p.m., Olds RCMP received a complaint of a suspicious male carrying two chainsaws who ran towards a U-Haul vehicle, jumped in it and then dangerously fled the area.

    RCMP officers located the U-Haul vehicle and attempted to stop it on Highway 587 when it drove into the Red Lodge Provincial Park entrance/exit gate, damaging the gate. Innisfail and Didsbury RCMP, as well as Police Dog Services, also responded to the area to attempt to locate and stop the vehicle.

    At 3:44 p.m., Olds RCMP received another complaint that a farmer’s land was damaged, along with other wire fencing on several properties. The U-Haul was located on Range Road 12 and Highway 587, with the female driver walking southbound on Range Road 12, away from the U-Haul. RCMP quickly arrested the driver and continued a search for other suspects who were inside the U-Haul. A short time later, neighbours and residents of the area assisted the RCMP with information leading to the arrest of the outstanding suspects. RCMP conducted a search of the U-Haul and found stolen property, including a tool bag, as well as the two stolen chainsaws.

    A 52-year-old individual, a resident of Wetaskiwin, Alta., was arrested and charged with the following:

    • Mischief Under $5000
    • Possession of Stolen Property
    • Flight from a peace officer
    • Dangerous operation
    • Trafficking Identity

    Following a judicial interim release hearing, the 52-year-old individual was released from custody to appear at the Alberta Court of Justice in Didsbury on June 2, 2025.

  • MIL-OSI NGOs: MSF calls for urgent aid to support Sudanese refugees fleeing to Chad

    N’Djamena – In the Tine transit camp and the nearby refugee camps in eastern Chad, close to the border with Sudan, Médecins Sans Frontières (MSF) is scaling up our assistance to the newly arrived Sudanese refugees. They are fleeing escalating attacks and violence in North Darfur. Since the end of April an estimated 40,000 refugees, the vast majority coming from El Fasher and its surrounding camps for displaced people, have arrived in Tine, in Wadi Fira province. They now face harsh, overcrowded conditions and limited access to basic services.

    On arrival in Tine, some people are malnourished and experiencing profound psychological distress due to the horrific violence in North Darfur and on the roads leading to Chad. The overwhelming majority are women and children coming from El Fasher and Zamzam camp for internally displaced people. They have already endured starvation as the Rapid Support Forces laid siege to these areas and famine conditions have been prevalent for months in Zamzam camp according to the Famine Review Committee.

    “We’ve walked a long way to get here. We passed through several villages to get to Tine to take refuge from the violence and bombings. We’ve been here for several days but we’re struggling to find food and water. We’ve been wearing the same clothes for days,” says one woman.  

    The Tine transit camp is currently hosting over 18,000 people, many of whom are sleeping on the bare ground in 40°C heat, with no shelter and severely limited access to water and food despite support from the host communities.

    MSF has scaled up our medical and humanitarian activities in the transit camp and at the Tine border to increase availability of healthcare services. Apart from nutrition screenings and vaccination at the border point, over the past weeks, MSF has carried out over 900 consultations per week in the health post at the transit camp. At the health post, the global rate of malnutrition among children under five is as high as 29% with 9% being severely malnourished.

    Routine vaccination efforts remain a priority in the camp as cases of measles have been detected. A mass vaccination campaign is ongoing. Finally, care for pregnant women and for survivors of sexual violence is also being provided at the health post. Our teams set up referrals of critical patients to hospitals and will build an additional 50 emergency latrines. We are also preparing further distribution of therapeutic food and essential items. We are distributing 60,000 litres of water per day, but this is only half of what is currently needed.

    “Sudanese refugees arrive exhausted, many malnourished and require immediate assistance,” says Claire San Filippo, MSF’s emergency coordinator for Sudan. “We ask donors, the UN and other humanitarian organisations to increase the mobilisation to provide or scale up support in terms of food, shelter, sanitation and medical care, including mental health services. The current humanitarian response is insufficient, and the upcoming rainy season is likely to worsen living conditions, spread disease and exacerbate food insecurity and lack of sanitation.”

    Despite the immense needs in Tine transit camp and other refugee camps in Wadi Fira, MSF is witnessing very limited aid distribution despite solidarity from the host community and grassroot organisations. The financial crisis affecting the entire humanitarian sector is clearly being felt in eastern Chad. The war continues unabated in Sudan and more people are hoping to reach Chad.

    MSF is also present in refugee camps in Wadi Fira, such as Iridimi camp, where refugees from the Tine transit camp are being relocated. To help improve the dire situation in Iridimi camp which has reached its maximum capacity, we recently started supporting the Iridimi health centre. The activities focus on the continuity of basic healthcare, vaccination, strengthening epidemiological surveillance, improving patient flow, reinforcing the referral system, and improving hygiene conditions at the health centre. We also run mobile clinics in Chad, along the Sudanese borders including in Kulbus and Birak.

    The humanitarian situation at the border between Chad and Sudan has again reached a tipping point, with over 70,000 new refugees arriving in Chad since April 2025. Chad is already hosting over one million refugees, including more than 800,000 Sudanese who have arrived since the conflict began over two years ago.

    • Since the end of April, an estimated 40,000 refugees have arrived in Tine, Chad, fleeing the violence in Sudan.
    • People at the transit camp are struggling to access the food, water, and other basic necessities.
    • MSF teams are scaling up their support for new arrivals, and we urge others to increase their mobilisation.

    WASHINGTON – Sens. Chuck Grassley (R-Iowa) and Amy Klobuchar (D-Minn.) will introduce a resolution today to mark the 39th anniversary of C-SPAN 2’s first Senate broadcast on June 2, 1986. The resolution urges all television providers, including streaming services, to carry the network. 

    For nearly four decades, C-SPAN 2 has served as a conduit between the public and the Senate, offering Americans an uninterrupted and unfiltered lens to view their elected representatives working on the electorate’s behalf. C-SPAN does not receive taxpayer dollars and is funded by America’s cable and satellite television operators as a public service. 

    “Transparency brings accountability, and C-SPAN’s coverage of the Senate has certainly brought transparency to the people’s business. Our resolution celebrates C-SPAN 2’s nearly 40-year commitment to give Americans a front row seat in the Senate, all without accepting a dime of taxpayer dollars. This public service strengthens our system of self-government by boosting civic engagement, and ought to be available on all television and streaming platforms,” Grassley said.

    Prime Minister Narendra Modi on Monday addressed the International Air Transport Association’s (IATA) 81st Annual General Meeting (AGM) and the plenary session of the World Air Transport Summit (WATS) at Bharat Mandapam in New Delhi, emphasizing India’s emergence as a global leader in aviation and space convergence. Marking the return of the IATA AGM to India after 42 years, Modi showcased the transformative growth of India’s aviation sector, calling it a hub of policy leadership, innovation, and inclusive development.

    “Today, India is emerging as a leading force in the global space-aviation convergence,” Modi declared, highlighting the sector’s historic advancements over the past decade. He described India as the world’s third-largest domestic aviation market, with 240 million passengers annually, surpassing the population of most countries. By 2030, this figure is projected to reach 500 million, with air cargo expected to grow from 3.5 million metric tons to 10 million metric tons by the decade’s end.

    PM Modi underscored the success of the UDAN scheme, which has enabled over 15 million passengers, many first-time flyers, to access affordable air travel, calling it a “golden chapter” in Indian aviation history. He highlighted the expansion of operational airports from 74 in 2014 to 162 today, with an annual passenger handling capacity of 500 million. Indian carriers have ordered over 2,000 new aircraft, signaling robust growth, while the Maintenance, Repair, and Overhaul (MRO) sector has grown from 96 facilities in 2014 to 154, bolstered by 100% FDI, GST reductions, and tax rationalization.

    The Prime Minister outlined three pillars driving India’s aviation sector: a vast, aspirational market; a young, innovative talent pool excelling in AI, robotics, and clean energy; and a supportive policy ecosystem. He highlighted the Protection of Interest in Aircraft Objects Bill, aligning India with the Cape Town Convention, and incentives at Gift City, making India an attractive destination for global aircraft leasing companies. The new Indian Aircraft Act, Modi noted, streamlines regulations and simplifies taxes, presenting significant investment opportunities for international aviation firms.

    PM Modi emphasized India’s commitment to sustainability, with investments in sustainable aviation fuels and green technologies to reduce the carbon footprint. He showcased the Digi Yatra app, a paperless, facial-verification-based travel solution, as a model for the Global South, enhancing safety, efficiency, and user experience. “India’s innovations in serving a large population can benefit many countries,” he said.

    The Prime Minister highlighted India’s inclusive aviation model, with women comprising 15% of pilots—three times the global average—and 86% of cabin crew, surpassing the global 70% benchmark. Women engineers in the MRO sector also exceed global averages. Modi further noted the role of drone technology in empowering women’s self-help groups in agriculture and delivery services, fostering financial and social inclusion.

    Reaffirming India’s commitment to global aviation standards, PM Modi cited alignment with ICAO regulations and the adoption of the Delhi Declaration at the Asia-Pacific Ministerial Conference. He endorsed the Chicago Convention’s principles for open skies and global connectivity, urging stakeholders to ensure air travel is accessible, affordable, and secure.

    PM Modi positioned India as a value-chain leader in global aviation, from design to delivery, encouraging companies to embrace “Make in India” and “Design in India.” With a goal to establish a $4 billion MRO hub by 2030, he invited global aviation leaders to invest in India’s rapidly growing sector, which is creating jobs for pilots, crew, engineers, and ground staff.

    The Government of Saskatchewan is pleased to proclaim June 1 to June 7 as Saskatchewan Mining Week, an opportunity to recognize the important contributions of the people who work in the industry and the significant impact mining has on the provincial economy. 

    “Our world-class mining industry is key to the prosperous way of life we enjoy in Saskatchewan, creating good jobs, economic growth and a sustainable, secure future,” Energy and Resources Minister Colleen Young said. “As global demand for critical minerals continues to rise, we are increasing production in core sectors like potash and uranium and seeing growth in emerging commodities like helium, lithium, copper and zinc.     The Saskatchewan mining industry directly or indirectly employs over 30,000 people and procures billions of dollars in goods and services annually from local mining supplier businesses. Projects in these and other critical minerals like helium, lithium, copper and zinc continue to advance along with the Saskatchewan Research Council’s Rare Earth Processing facility, which has begun producing rare earth metals at a commercial scale.  

    With an abundance of resources, competitive incentives and a predictable and stable regulatory framework, Saskatchewan is one of the best places in the world to invest in resource development. The Fraser Institute’s annual survey of mining companies consistently ranks Saskatchewan as the top jurisdiction in Canada and the top three in the world for mining investment competitiveness.

  • MIL-OSI Canada: Canadian soldier of the First World War identified

    The Department of National Defence (DND) and the Canadian Armed Forces (CAF) have identified a previously unknown First World War grave in Adanac Military Cemetery in Miraumont, France, as that of Captain William Webster Wilson, a Canadian soldier. The identification was confirmed through historical and archival research.

    The CAF’s Casualty Identification Program plays a vital role in ensuring that those who made the ultimate sacrifice are never forgotten. Through meticulous research and collaboration, it reconnects fallen soldiers with their families, their units and the nation. The identification of Captain Wilson’s grave more than 100 years after his death is a testament to this commitment. His story – one of service, courage, and sacrifice – now has the recognition it deserves. As we honour his memory, Canadians have the opportunity to reflect on the immense contributions of those who fought for our country.

    William Wilson was born on November 29, 1890, in Edinburgh, Scotland, to Hugh Cunningham and Mary Ann Lyell (née Webster) Wilson. William had a younger brother, Hugh. William joined the Royal Bank of Scotland at the age of 15, working at several branches in Edinburgh. He resigned in 1911, shortly after his mother’s death, immigrated to Canada and joined the Bank of Montreal. He initially worked in Toronto, before joining the branch in Lindsay, Ont. Despite his immigration to Canada and the relocation of his father and brother to a farm in Gilgandra, New South Wales, Australia, the family remained in close contact.

    Before the First World War, William volunteered with local militia units in both Scotland and Canada. While in Lindsay, he was a Captain with the 45th Victoria Regiment and joined the thousands of men who travelled to Valcartier, Que., to enlist following the outbreak of war. He enlisted on September 23, 1914, as an Honorary Captain and Paymaster with the 1st Canadian Divisional Signal Company. After training in Quebec and England, he was taken on strength by his unit in France in April 1915. Originally attached to the 1st Divisional Headquarters, by 1916 he was attached to the Canadian Section of General Headquarters, 3rd Echelon of the British Expeditionary Force.

    By the fall of 1916, gruelling fighting and heavy losses sustained during the Somme Offensive meant that trained men were desperately needed on the front lines. Probably due to his extensive militia experience and recent completion of a machine gun course, Captain Wilson was attached to the 16th Canadian Infantry Battalion (Canadian Scottish), Canadian Expeditionary Force. On October 8, 1916, the Canadian Corps participated in the Battle of the Ancre Heights, as part of the broader Somme Offensive. The 16th Canadian Battalion was involved in an unsuccessful attempt to capture Regina Trench, and Captain Wilson was reported missing the next day, on October 9. It was not until June 24, 1919, that his brother Hugh received a second-hand account indicating that Captain Wilson had been killed by a shell. At the time of his death, Captain Wilson was 25 years old.

    In 2016, external researchers submitted a report to the Commonwealth War Graves Commission (CWGC) regarding the grave of an unidentified captain of the 16th Battalion buried at Adanac Military Cemetery. Following extensive research, DND’s Directorate of History and Heritage (DHH) determined that the grave could only belong to Captain Wilson, whom the external researchers had not considered as a candidate. DHH researchers determined that, while Captain Wilson was officially commemorated as a member of the Canadian Signal Corps, he had died while serving with the 16th Battalion. The identification was confirmed by the Casualty Identification Review Board in December 2024.

    Captain Wilson’s family was notified of his identification, and the CAF is providing them with ongoing support. A headstone rededication ceremony will take place at the earliest opportunity at Adanac Military Cemetery, which is maintained by the CWGC.

  • MIL-OSI USA: CFTC Names Paul Hayeck as Acting Director of Division of Enforcement

    WASHINGTON, D.C. — Commodity Futures Trading Commission Acting Chairman Caroline D. Pham today announced Paul G. Hayeck as the Acting Director of the Division of Enforcement. Hayeck has served at the CFTC for 25 years and has been a deputy director in the Division of Enforcement since 2013. He will continue to serve as the acting chief of the Division’s Complex Fraud Task Force.
    “I’ve been impressed with Paul’s deep expertise and skill since I was a CFTC enforcement intern over 15 years ago,” said Acting Chairman Pham. “Paul’s unwavering commitment to integrity and fairness is the kind of strong leadership we need at the CFTC. His accomplishments as Acting Chief of the Complex Fraud Task Force and his extensive experience at the CFTC make him well suited to lead the Division of Enforcement. I’ve never been more confident in the CFTC’s mission to protect our markets, hold fraudsters accountable, and help victims with Paul in charge.”
    “I want to thank Acting Chairman Pham for the opportunity to lead the Division as we get back to basics and focus our resources and abilities on our core mission to prevent fraud, manipulation, and abuse in our markets,” Hayeck said.
    Throughout his career, Hayeck has represented the CFTC in numerous federal courts as litigation counsel in cases involving a broad range of Commodity Exchange Act violations, including market manipulation and complex fraud, with a particular focus in energy trading cases. Among other noteworthy cases, Hayeck led the division’s litigation team in the landmark case of CFTC v. Parnon Energy Inc., et al. in the U.S. District Court for the Southern District of New York, which resulted in a favorable opinion for the CFTC regarding its jurisdiction. 
    Prior to joining the CFTC, Hayeck was a partner in a law firm in Boston where he focused on commercial litigation. He also previously worked as litigation counsel for the Federal Deposit Insurance Corporation. In these positions, Hayeck frequently appeared in numerous federal and state courts. 
    Hayeck holds an LL.M. in banking law and a J.D. from Boston University School of Law. He is a graduate of the College of the Holy Cross, where he received a Bachelor of Arts in economics.

  • MIL-OSI Canada: Saskatchewan and Ontario Breaking Down Trade Barriers

    Provinces sign agreement to boost interprovincial trade.

    Today, Saskatchewan Premier Scott Moe and Ontario Premier Doug Ford signed a Memorandum of Understanding (MOU) to collaborate on the removal of trade barriers across the two jurisdictions.

    “Now is the time to take strong action to strengthen trade across Canada,” Moe said. “Our province remains committed to removing restrictive barriers that limit the flow of trade. Today’s MOU between Saskatchewan and Ontario is just one of the ways we are unlocking the infinite potential that exists within our industries from coast to coast.”

    This MOU includes commitments to facilitate mutual recognition of our goods, workers and investment while strengthening public safety and respecting the integrity and role of Crown corporations. It aims to strengthen interprovincial labour mobility and direct-to-consumer (DTC) alcohol sales between the two jurisdictions.

    “With President Trump taking direct aim at Canada’s economy, we need to do everything we can to protect Ontario and Canadian workers by super-charging our own internal trade opportunities,” Premier Ford said. “With both of us coming together today, we are helping Canada unlock up to $200 billion in gains for our economy, and we are showing everyone how all of us premiers are standing up for Canada like never before. Together, we are building a more competitive, more resilient and more self-reliant economy.”

    Additionally, both provinces are co-leading efforts under the Canadian Free Trade Agreement on a framework to advance DTC alcohol sales with other willing jurisdictions across Canada.  

    The total value of interprovincial trade between Saskatchewan and Ontario was $6.4 billion in 2021.

    Other announcements include closer UK-Morocco cooperation on migration, counterterrorism, and joint action to tackle water scarcity and climate change, delivering greater security and green growth opportunities for both countries.

    A cooperation agreement on water and ports infrastructure, worth up to £200m, will promote UK expertise in sustainable water management, smart logistics, and green port technologies.     In just a few weeks, we will be observing the 60th anniversary of the signing of Medicaid by President Lyndon B. Johnson. When President Johnson signed this transformational policy into law, he told us all that there is a tradition we share. A tradition that calls upon us to never be indifferent to despair, to never turn away from helplessness, and to never ignore or spurn those who suffer in a land bursting with abundance.

    Well this past week, Washington Republicans turned their back on that longstanding, righteous tradition when they passed a budget that takes a sledgehammer to our health care system.

    Let’s be crystal clear about what Washington Republicans are doing in their budget: they are gutting Medicaid. Not trimming or tweaking it. Certainly not improving it. No, their budget would slash nearly $700 billion from Medicaid over the next decade.

    In short, they are aiming a wrecking ball directly at working families, children, seniors, and people with disabilities.

    Here in New York, we stand to lose $13.5 billion for Medicaid each year. That’s not some hypothetical number on a spreadsheet. That’s 1.5 MILLION of our neighbors who will lose their health insurance entirely. That’s hospitals across this state – from Long Island to North Country – who will see their budgets slashed, staff cut, and care delayed.

    And New York’s seven GOP representatives happily voted for all this devastation, just so they could fund tax cuts for billionaires. That’s their idea of putting America First. Well I think it’s just Robin Hood in reverse.

    It couldn’t be more at odds with what I am fighting for here in New York. Because while Washington Republicans are trying to take health care away, I’ve worked hard to expand it.

    From raising the eligibility threshold for the Essential Plan and giving more than 1.5 million New Yorkers access to high-quality, affordable coverage; to investing millions in health insurance subsidies; strengthening hospital financial assistance; and protecting hard working families from medical debt, I’m fighting every day to increase access to high-quality, affordable health care. And I’m proud to say that as a result, New York has the lowest uninsured rate of any large state.

    But all that progress – and more – is now under threat.

    I’d like to ask every single New York Republican who just sold out their constituents, how do you justify your vote to the people who elected you to represent them?

    And to the Republicans who are hiding behind the thin excuse of work requirements, I say: red tape masquerading as ‘work requirements’ isn’t about helping people find jobs. It’s about kicking them off their health insurance. The facts are clear: most people on Medicaid are already working, in school, or too sick to hold a job. And the people who get caught in that red tape – the ones who lose coverage – are often those least able to navigate it. It’s not that they stop needing care. They just show up later and sicker, at a higher cost to our system, putting a greater strain on our hospitals. This isn’t smart policy. It isn’t saving us any money. It’s just plain cruel.

    Medicaid is a lifeline for one out of every three New Yorkers, including 50% of every child in this state. But the reality is, even if you don’t rely on Medicaid, these cuts affect you. Because when millions lose coverage, hospitals and other vital healthcare providers lose funding. And that strains the entire system.

    These cuts could mean that your local hospital or health center shuts down. They could look like you being forced to drive farther just to find a doctor. Or that you have to wait twice as long at the ER.

    The bottom line is these cuts won’t just hurt the most vulnerable – they’ll make health care harder to get and more expensive for everyone.

    Well I’ve never abandoned New Yorkers, and I certainly won’t now.

    So to New York’s seven congressional representatives – and every Republican down in Washington – let me say this as clearly as I can: health care is not negotiable in the Empire State.

    And to every New Yorker reading this: Pick up the phone. Call your representative. Tell them this is your red line. Tell them that we will not let them dismantle the safety net that millions of our neighbors rely on. Because here in New York, we fight for our kids. We care for our elderly. We show up for our neighbors. If Washington’s forgotten that, then it’s time we remind them.

    This is the fight. I’m ready for it. And I know New York is ready for it too.

  • MIL-OSI Security: High Level  — High Level RCMP makes arrest in drug trafficking investigation

    In Feb. 2024, High Level RCMP received information from the public regarding a suspect that may be trafficking crack within the town of High Level. After a lengthy investigation, High Level RCMP members were able to confirm the information and a search warrant was obtained. On May 1, 2025, High Level RCMP, assisted by the Grande Prairie, Alta., branch of the Alberta Law Enforcement Response Team (ALERT) executed the warrant on a property on 98 Avenue in High Level.

    As a result of the search warrant, the following was seized:

    • 33.6 grams of cocaine, divided in 84 individual packages;
    • Canadian Currency;
    • Suspected drug transaction accounting documents and score sheet; and
    • 940 unstamped tobacco cigarettes.

    As a result of the investigation, a 65-year-old individual, a resident of High Level, was charged with possession of a controlled substance for the purpose of trafficking and possession of unstamped tobacco products. The individual was brought before a justice of the peace and released on conditions. She is to appear before the Alberta Court of Justice in High Level on May 26, 2025.

  • MIL-OSI Security: FBI Denver Statement on Attack at Pearl Street Mall in Boulder

    On June 1 at 1:26 p.m. Boulder Police were called to the outdoor Pearl Street Mall for a report of an attack on a group of individuals. The individuals were walking in a regularly scheduled, weekly peaceful event.

    Officers rushed to the scene at 1325 Pearl St. and arrested the suspect at 1:32 p.m. The suspect has been identified as Mohamed Sabry Soliman, 45, of El Paso County. He was taken to the hospital to be medically evaluated before being booked in the Boulder County Jail on multiple charges.

    Witnesses reported that the suspect used a makeshift flame thrower and threw an incendiary device into the crowd. The suspect was also heard to yell “Free Palestine” during the attack.

    After receiving updated information, law enforcement officials have now identified eight victims: Four women and four men ages 52 to 88 were taken to Denver metro hospitals.

    The Boulder Police Department notified the FBI and requested their assistance within minutes of the attack and are grateful for our partnership and their assistance.

    The FBI is investigating the attack as a targeted act of terrorism and is working with the Boulder Police Department to process the crime scene, interview witnesses, and gather evidence.

And we will continue to ensure that justice is pursued swiftly, support is provided to victims and their communities, and preventative action is taken to protect everyone’s safety.”

    “Boulder is not immune to tragedy sadly and I know a lot of people are scared right now and questioning how this happened and why. Boulder has recovered before from acts of violence before and we will again recover. I urge this community to come together. Now is not the time to be divisive,” Boulder Police Chief Stephen Redfearn said. “When this call came out today, our officers rushed to the scene as quickly as they could to protect our community and arrest the suspect and I’m very proud of their response. I also greatly appreciate all of our law enforcement and community partners who responded to help as well. I want to assure our Boulder community that we will have increased presence at many events and locations throughout the city to ensure safety.”

  • MIL-OSI Security: Pharmacist Sentenced to Prison for False Medicaid Claims

    FRANKFORT, Ky. – A Georgetown, Ky., man, Justin Bell, 40, was sentenced to 4 months in prison and 4 months home detention by U.S. District Judge Gregory Van Tatenhove, for submitting criminal false claims to Kentucky Medicaid.

    According to his plea agreement, Bell was a pharmacist who owned and operated Georgetown Pharmacy. The pharmacy dispensed a variety of prescription medications to retail customers, including medicated pads that manage and prevent scars from burns and other traumatic skin injuries. These scar pads were expensive: Kentucky Medicaid reimbursed pharmacies over $14,000 for a box of twelve. In March and April of 2020, Bell solicited unwitting Kentucky Medicaid patients to receive the scar pads, even though the patients did not have a medical need for them. In some instances, patients received the pads without discussing them with their providers or using the pads. Bell’s pharmacy submitted eight claims for reimbursement to Kentucky Medicaid for the scar pads and caused Medicaid to pay a total of $118,621.28 for medically unnecessary prescriptions.

    Bell paid restitution to Kentucky Medicaid for the offense and was ordered to pay a fine of $20,000. Under federal law, Bell must serve 85 percent of his prison sentence. Upon his release from prison, he will be under the supervision of the U.S. Probation Office for two years.

    Paul McCaffrey, Acting United States Attorney for the Eastern District of Kentucky, Olivia Olson, Acting Special Agent in Charge, FBI, Louisville Field Office, and Russell Coleman, Attorney General for the Commonwealth of Kentucky, jointly announced the sentence.

    The investigation was conducted by the FBI and the Kentucky Office of Medicaid Fraud and Abuse Control. Assistant U.S. Attorneys Kate Smith and Andy Smith prosecuted the case on behalf of the United States.

  • MIL-OSI Security: High Level — High level RCMP conduct arrests after shooting on Highway 58

    On May 8, 2025, at approximately 3:30 a.m., High Level RCMP were dispatched to a report of a male who had been shot while driving on Highway 58. The male had sustained non-life-threatening injuries as a result. High Level RCMP investigated the shooting, and initial findings suggest that the incident was supposed to be targeted, but the wrong vehicle was fired upon. Further investigation revealed that the suspect vehicle was in Fort Vermilion, Alta., which led to the arrest of two suspects and the discovery that four more were involved. High Level RCMP obtained search warrants for two residence in Fort Vermilion linked to these individuals. The warrants were executed with the assistance of the Alberta RCMP Emergency Response Team, Alberta RMCP Police Dog Services, and Fort Vermilion RCMP. None of the outstanding suspects were arrested, but nine rifles as well as ammunition were seized from the residences. The weapon involved in the shooting was not recovered.

    As a result of the investigation, a 38-year-old individual, a resident of South Tallcree, Alta., and a 27-year-old individual, a resident of Fort vermilion, Alta. were arrested. A 29-year-old individual, a resident of Fort Vermilion, a 41-year-old individual, a resident of Bush River, Alta, A 25-year-old individual, a resident of Fox Lake, Ata., and a 21-year-old individual, a resident of John D’or Prairie are still at large, but all six have been charged with the following offences.

    • Discharge a firearm while being reckless;
    • Aggravated assault;
    • Unauthorized possession of a prohibited weapon;
    • Possession of a restricted firearm without a license;
    • Using a firearm in the commission of an offence;
    • Careless use of a firearm;
    • Dangerous operation of a motor vehicle;
    • Pointing a firearm; and
    • Unauthorized possession of a firearm in a motor vehicle.

    The 38-year-old and 27-year-old individuals were brought before a justice of the peace and remanded into custody. They appeared before the Alberta Court of Justice in High Level on May 12, 2025.

    The 29-year-old, 41-year-old, 25-year-old and 21-year-old individuals remain at large and currently have warrants issued for their arrest.   • MIL-OSI Global: Pro-Trump candidate wins Poland’s presidential election – a bad omen for the EU, Ukraine and women

    Poland’s presidential election runoff will be a bitter pill for pro-European Union democrats to swallow.

    The nationalist, Trumpian, historian Karol Nawrocki has narrowly defeated the liberal, pro-EU mayor of Warsaw, Rafał Trzaskowski, 50.89 to 49.11%.

    The Polish president has few executive powers, though the office holder is able to veto legislation. This means the consequences of a Nawrocki victory will be felt keenly, both in Poland and across Europe.

    With this power, Nawrocki, backed by the conservative Law and Justice party, will no doubt stymie the ability of Prime Minister Donald Tusk and his Civic Platform-led coalition to enact democratic political reforms.

    This legislative gridlock could well see Law and Justice return to government in the 2027 general elections, which would lock in the anti-democratic changes the party made during their last term in office from 2015–2023. This included eroding Poland’s judicial independence by effectively taking control of judicial appointments and the supreme court.

    Nawrocki’s win has given pro-Donald Trump, anti-liberal, anti-EU forces across the continent a shot in the arm. It’s bad news for the EU, Ukraine and women.

    A rising Poland

    For much of the post-second world war era, Poland has had limited European influence.

    This is no longer the case. Poland’s economy has boomed since it joined the EU in 2004. It spends almost 5% of its gross domestic product on defence, almost double what it spent in 2022 at the time of Russia’s full-scale invasion of Ukraine.

    Poland now has a bigger army than the United Kingdom, France and Germany. And living standards, adjusted for purchasing power, are about to eclipse Japan’s.

    Along with Brexit, these changes have resulted in the EU’s centre of gravity shifting eastwards towards Poland. As a rising military and economic power of 37 million people, what happens in Poland will help shape Europe’s future.

    Impacts on Ukraine

    Poland’s new position in Europe is most clearly demonstrated by its central role in the fight to defend Ukraine against Russia.

    This centrality was clearly demonstrated during the recent “Coalition of the Willing” summit in Kyiv, where Tusk joined the leaders of Europe’s major powers – France, Germany and the UK – to bolster support for Ukraine and its president, Volodymyr Zelensky.

    However, Poland’s unqualified support for Ukraine will now be at risk because Nawrocki has demonised Ukrainian refugees in his country and opposed Ukrainian integration into European-oriented bodies, such as the EU and NATO.

    Nawrocki was also backed during his campaign by the Trump administration. Kristi Noem, the US secretary of homeland security, said at the recent Conservative Political Action Conference in Poland:

    Donald Trump is a strong leader for us, but you have an opportunity to have just as strong of a leader in Karol if you make him the leader of this country.

    Trump also hosted Nawrocki in the Oval Office when he was merely a candidate for office. This was a significant deviation from standard US diplomatic protocol to stay out of foreign elections.

    Nawrocki has not been as pro-Russia as some other global, MAGA-style politicians, but this is largely due to Poland’s geography and its difficult history with Russia. It has been repeatedly invaded across its eastern plains by Russian or Soviet troops. And along with Ukraine, Poland shares borders with the Russian client state of Belarus and Russia itself in Kaliningrad, the heavily militarised enclave on the Baltic Sea.

    I experienced the proximity of these borders during fieldwork in Poland in 2023 when I travelled by car from Warsaw to Vilnius, the Lithuanian capital, via the Suwalki Gap.

    This is the strategically important, 100-kilometre-long border between Poland and Lithuania, which connects the Baltic states to the rest of NATO and the EU to the south. It’s seen as a potential flashpoint if Russia were ever to close the gap and isolate the Baltic states.

    Poland’s conservative nationalist politicians are therefore less Russia-friendly than those in Hungary or Slovakia. Nawrocki, for instance, does not support cutting off weapons to Ukraine.

    However, a Nawrocki presidency will still be more hostile to Ukraine and its interests. During the campaign, Nawrocki said Zelensky “treats Poland badly”, echoing the type of language used by Trump himself.

    Poland divided

    The high stakes in the election resulted in a record turnout of almost 73%.

    There was a stark choice in the election between Nawrocki and Trzaskowski.

    Trzaskowski supported the liberalisation of Poland’s harsh abortion laws – abortion was effectively banned in Poland under the Law and Justice government – and the introduction of civil partnerships for LGBTQ+ couples.

    Nawrocki opposed these changes and will likely veto any attempt to implement them.

    While the polls for the presidential runoff election had consistently shown a tight race, an Ipsos exit poll published during the vote count demonstrated the social divisions now facing the country.

    As in other recent global elections, women and those with higher formal education voted for the progressive candidate (Trzaskowski), while men and those with less formal education voted for the conservative (Nawrocki).

    After the surprise success of the liberal, pro-EU presidential candidate in the Romanian elections a fortnight ago, pro-EU forces were hoping for a similar result in Poland, as well.

    That, for now, is a pipe dream and liberals across the continent will now need to negotiate a difficult relationship with a right-wing, Trumpian leader in the new beating heart of Europe.

    Nigel Farage’s plan to boost the profits of fossil fuel companies would destroy investment in the cheap, green renewable energy that Scotland needs, say the Scottish Greens.

    The comments followed a press conference given by Farage, leader of Reform UK, in Aberdeen on Monday 2nd June.

    Reform claimed that they would grant carte blanche to new oil and gas licenses in the North Sea, support fracking, and open new coal mines if in power. In 2024 nearly half of Reform’s donations were linked to climate denial and fossil fuel interests.

    Whilst North Sea oil and gas licenses are reserved to the UK Government, powers over fracking licenses are devolved. The Scottish Parliament voted to ban fracking in Scotland in 2017, and the Scottish Government banned new coal mining in 2022.

    Commenting further, Scottish Green spokesperson for Net Zero and Energy, Patrick Harvie said:

    “Far from being an anti-establishment party, Reform has been courting donations from rich oil and gas moguls who profit from climate breakdown.

    “So it’s no surprise that Farage and his cronies are desperate to do everything they can to shore up the astronomical profits of global corporate interests by promising a carte blanche to fossil fuel giants in the North Sea and across Scotland.

    “Investing in clean, green renewable energy is our best defence against global oil and gas prices, ensuring proper energy security and lower bills.

    “It’s also the best way to protect the long term job security of our world class energy workforce in Scotland – creating high paid, sustainable and secure jobs for decades to come. More than 47,000 people across Scotland are already employed directly or indirectly in the renewables industry in Scotland.

    “Rather than being a party for the people, Reform are happy to stick to a broken energy system that is harmful for people and planet.

    “Leaving fossil fuels in the ground and going green is the only way that we can ensure a liveable future for generations to come.”

    Illuminate and Integrate scheme to enhance Preston’s historic and cultural quarter

    Phase one of the Illuminate and Integrate scheme, a key project in the transformation of the Harris Quarter has been completed, with work on Phase two of the project due to start late summer.

    The project has been designed to improve pedestrian and cycle space at a section of Lancaster Road adjacent to the Market Hall and Old Vicarage Road.

    The work includes a new pedestrian and cycle-friendly space with high-quality paving, trees, and other features, such as public seating and an expanded, flexible-use space around the market to create opportunities for alfresco dining.

    A key feature of the works on Old Vicarage is the installation of ‘Gobo’ lighting which projects moving images onto the pavements, lighting the way to Preston Market but also ‘animating’ the journey from the bus station to Animate, the new £45m+ entertainment and leisure complex due to open to the public in February 2025.

    In October, planning permission was granted for the Illuminate element of the scheme with improved lighting consisting of new and replacement columns, wall, canopy lights, and a mixture of heritage and modern lighting.

    Illuminate has also been designed to minimise energy usage, improve the quality of street lighting and make streets feel safer. The lighting improvements extend to additional streets Birley, Earl, Cheapside, and Market Street.

    Phase two of the works will focus on Lancaster Road. The public realm works will maintain the existing service and taxi provision, while Lancaster Road between Old Vicarage and Earl Street will be permanently closed to vehicles.

    This scheme is being delivered by Maple Grove Developments and Eric Wright Civil Engineering on behalf of Preston City Council, under the Harris Quarter Towns Fund Investment Programme with funding from Towns Fund, Preston City Council and Lancashire County Council.

    Preston City Council Cabinet Member for Community Wealth Building, Councillor Valerie Wise, said:

    “The proposed works are focused on improving the quality of the public spaces and creating safer and better paths between existing spaces and transport hubs such as the bus station. The aim is to encourage footfall and visitors to stay longer into the evening, supporting the Harris Quarter ‘as a go-to cultural destination in the city.’

    John Chesworth, Chair of Preston Towns Fund Strategic Board, added:

    “While it may only be a small part of the overall jigsaw, lighting fundamentally impacts place-making. Quite literally, Illuminate will showcase Preston’s fine architecture, promoting the areas of the Harris Quarter while creating an attractive but dynamic lighting scene and encouraging footfall to this area of Preston.”

    Nick Hague, project director at Maple Grove Developments, continued:

    “The scheme has been designed to sympathetically create a contemporary feel to the area without dismissing the heritage of the Harris Quarter. It’ll promote safety and assurance while helping to create a positive ambience.”

    Lancashire County Council Cabinet member for economic development and growth, Brian Moore, concluded:

    “We’re investing £800k in the city centre and encouraging sustainable transport by improving the links between the bus station and new transformational developments taking place in the Harris Quarter, which gives more options for people to walk and cycle. Making Preston a more attractive place to live and visit helps create new jobs, grow the night-time economy, and create a more vibrant city centre.

    “Alongside the recent improvement work on Ringway and Friargate delivered by the county council, we’re working closely in partnership to improve the wider city centre and provide people with more options for getting around.”

    Towns Fund – Town Deals

    The Towns Fund is working directly with places and putting power in the hands of local businesses and communities to unleash the economic potential of towns and high streets across England. The government wants to see vibrant towns that are more attractive places to live, work and visit; and to increase opportunity across the country so that everyone (wherever they live) can contribute to and benefit from economic growth. Preston 35 is the city’s renewed city investment plan, setting out Preston’s long-term objectives and strategy to transform the City, targeting resources and aligning public and private sector investments to respond to needs and capitalise on opportunities for positive change.

    Preston City Council actively applies and prioritises the principles of Community Wealth Building wherever applicable and appropriate.     The Lancashire Economic Growth and Development Investment Fund (LEGDIF) is a strategic initiative led by Lancashire County Council aimed at fostering economic growth and development within Lancashire. By merging the remaining funds from the Lancashire Economic Recovery & Growth Fund (LERG) and the Lancashire Levelling Up Investment Fund (LLUIF), LEGDIF builds on this success and seeks to support key sectors, including emerging opportunities like cybersecurity.

    The City Deal agreement aims to continue to create new private sector jobs and encourage more new homes to be built across the area. It is an agreement between Preston City Council, South Ribble Borough Council and Lancashire County Council, along with central government and Homes England.

  • MIL-OSI United Kingdom: York meets air pollution targets citywide for first time

    As we approach Clean Air Day on 19 June, City of York Council has released figures showing that all of York is meeting national air pollution targets for the first time.

    Latest air quality monitoring figures from the council for 2024, reported to the Combined Executive Member Decision Session on 3 June 2025, show that the health-based air quality objectives were met at all locations in York for the first time, except during the Covid lockdowns, when traffic emissions reduced due to home working and closure of non-essential retail.  

    Air quality monitoring in some areas of the city, such as around Gillygate and Bootham, has shown that maximum annual levels of nitrogen dioxide pollution improved by 27 per cent in 2024 compared with 2023.

    The significant improvement in air quality is due to actions taken by the council, its partners and by residents. This includes further electrification of buses and council fleet vehicles, policies that incentivise the uptake of more low-emission taxis, anti-idling campaigns encouraging people to turn off their engines when stationary or waiting in traffic and improved electric vehicle (EV) charging infrastructure – all of which have all helped improve air quality further throughout 2024.

    The council encourages people to walk, cycle or use public transport wherever possible to reduce their exposure and contribution to air pollution, and make the switch to electric vehicles if budgets allow.

    Air pollution is linked to a range of health problems at every stage of life – from premature birth and effects on organ development in childhood,  to causing heart and lung disease, diabetes and strokes in adulthood.

    Every year, air pollution causes up to 43,000 deaths in the UK.

    Residents can also sign up for the council’s free pollution forecasting and alert service which sends air pollution alerts and health advice to those most likely to be affected by air pollution to help them minimise their exposure when future pollution episodes are forecast, and to encourage all of us to leave the car at home if possible on those days, to avoid worsening pollution for everyone.

    Cllr Jenny Kent, the Council’s Executive Member for the Environment and Climate Emergency, said:

    “This is brilliant news – what a fantastic achievement to help us celebrate Clean Air Day. By being proactive on improving the air we all breathe, the council has helped to meet air pollution targets for the first time ever in York.

    “Having walked the stretch along Holgate for over a decade with prams and children, along with hundreds of young people travelling to and from 9 schools in the area, I know first hand what a difference this makes. We made a commitment to improve air quality when we published our fourth Air Quality Action Plan last summer and it is rewarding to see that the measures are working. Cleaner air is helping improve the health and wellbeing of everyone in York.

    “This is a really big achievement which we should celebrate, but we are not complacent; we need to see these results and the longer-term downward trend continue”.

    Peter Roderick, director of Public Health at City of York Council, said:

    “Even though we can’t see it, air pollution impacts our health whatever age we are. Improving air quality not only benefits our physical health and the environment but can also protect our mental and brain health. For the whole of York to meet air pollution targets for first time since Covid is a great achievement.

    “We hope Clean Air Day will help raise awareness of air pollution across the city and encourage people to consider their air quality impact in helping to protect everyone’s health. We can all make improvements; share a lift to work, work from home or walk, catch the bus or cycle, if possible.

    “The latest results for the city demonstrate how far we have come in recent years to improve local air quality for everyone, however we recognise that more can be done. Through the council’s Air Quality Action Plan and other complementary strategies, we aim to go beyond National Air Quality Objectives and work towards meeting stricter World Health Organisation (WHO) guidelines in the longer term to further improve public health; this will allow us all to benefit from lasting health improvements”.

  • MIL-OSI United Kingdom: New affordable homes approved to tackle housing crisis

    A new affordable housing development was given the green light by the Development Management Sub-Committee.

    The approved plans will deliver 49 new homes – comprising a mix of flats, colonies, and terraced houses – on a partly brownfield site adjacent to an established residential area. Of these, four flats will be fully wheelchair accessible.

    Designed by architect Smith Scott Mullan, the affordable housing units will be developed by contractor CCG.

    The site, located east of Burdiehouse Crescent, is ideally located within a 10-minute walk of local amenities, including Valley Park Community Centre, shops, schools, and public transport links. The new homes will also overlook a new recreational and play area.

    Designed as part of the Edinburgh Home Demonstrator (EHD) programme, the project also sets a benchmark for sustainable urban development.

    The homes will be fully operational as a Net Zero ready development, utilising air source heat pumps, exhaust air pumps, and photovoltaic panels for heating and hot water, eliminating the need for fossil fuel-based heating systems.

    Housing, Homelessness and Fair Work Convener Lezley Marion Cameron said:

    This approval is a vital step in tackling the housing emergency facing our city. Too many people are struggling to find a safe, secure and affordable place to call home and developments like this are a key part of the solution.

    The 49 new homes will not only provide much-needed accommodation for residents, but they do so in a way that is sustainable, inclusive, and community-focused.

    I look forward to seeing work get underway and to welcoming the first residents into a vibrant new part of the community.

    CCG Managing Director, David Wylie, said:

    The Edinburgh Home Demonstrator programme, supported by Scottish Futures Trust, is a hugely important initiative which is helping to shape the future of affordable, ‘Net Zero Ready’ housebuilding in the Edinburgh and South East City Region.

    Burdiehouse is the third development to be brought forward since the launch of the programme in 2021.   • MIL-OSI Security: Bonnyville —  Bonnyville RCMP targeted by suspect driving a trackhoe

    On May 3, 2025, at approximately 6:55 p.m., a male suspect drove a stolen trackhoe into the parking lot of the Bonnyville RCMP detachment. Investigation has revealed that just prior to this occurring at the detachment, the suspect stole the trackhoe from a local business. In the process of stealing the trackhoe, the suspect drove through a fence of the business, causing significant damage.

    The suspect then headed to the detachment, picking up boulders along the way. He then dumped several boulders in front of the prisoner bay of the detachment, believed to be an attempt to delay officer’s ability to respond to calls. He then drove the trackhoe into five unoccupied parked police vehicles, making them inoperable. The suspect then fled from the detachment on foot.

    Thanks to assistance from the RCMP RTOC (Real Time Operations Center), numerous resources were called in to assist, including St. Paul Police Dog Services (Chase), Cold Lake RPAS (drone), Eastern Alberta District General Investigation Section and Crime Reduction Unit and Elk Point Detachment. The real-time operations center is based out of K Division headquarters and is comprised of RCMP officers who are able to oversee and quarterback high risk incidents, such as this as they unfold. Their involvement in these types of incidents not only increase our chances of catching a fleeing suspect, but officer safety also increases. They are truly an invaluable resource.

    Containment was set up and the search began for the suspect. A short time later, PDS Chase located the suspect hiding in a tree line just north west of the detachment. During his arrest, the suspect resisted and fought officers, and as a result, he was bitten by PDS Chase. Once in custody, he was taken to a local hospital to get treated for minor injuries and was released.

    A 62-year-old individual, a resident of Bonnyville, has been charged with 13 criminal code offences:

    · Dangerous driving

    · Mischief over $5000 (x6)

    · Break and enter

    · PSP over $5000

    · Theft over $5000

    · Obstruct/resist peace officer (x2)

    · Utter threats

    The last charge of uttering threats was as a result of an April 17, 2025, incident in which the individual called OCC (dispatch) in Saskatchewan and uttered threats to kill RCMP officers.

    After a judicial interim release hearing, the individual was remanded into custody for Alberta Court of Justice in Bonnyville on May 6, 2025.

    Detachment Commander Staff Sgt. Sarah Parke states, “Incidents like this can be frightening for communities. In this instance, we believe there was no threat to the public and the RCMP was the target. Alberta RCMP officers from neighbouring detachments did not hesitate to assist to ensure the suspect was quickly taken into custody, as well as assisting with ensuring on-going police service in Bonnyville.

    This incident has garnered a lot of attention on social media, and unfortunately, many of the comments are negative, some of which are threatening towards RCMP to the point of expressing disappointment that officers were not injured or killed during the incident. All RCMP officers come to work, day in and day out, to protect and serve their community. It is extremely disheartening to see these types of comments made.

    Alberta RCMP have seen a steady increase in violence towards police in recent years. Most recent statistics indicate that on average, there are 2.3 incidents of violence occurring every day towards Alberta RCMP officers. In 2023, 70 Alberta officers were injured as a result of use of force incidents.

  • MIL-OSI Security: Maskwacis — Alberta RCMP officer involved shooting in Maskwacis – Update

    Alberta RCMP are providing an update to the officer involved shooting in Maskwacis on April 24, 2025. The Maskwacis Fire Department was successful in containing the fire and preventing any spread beyond the immediate area. Once the fire was extinguished, RCMP, ASIRT, and Fire Investigators conducted an extensive search of the burned residence and have concluded that no persons were located inside.

    RCMP continue the investigation into identifying and locating the suspect that was previously believed to be in the residence, but have concluded that no member of the public was injured during this police operation. There is no additional information available about this incident at this time.

    ASIRT was directed to investigate the potential harm to a civilian from both the shooting and subsequent fire at the residence. Due to the confirmation that no civilian was harmed in the incident ASIRT’s involvement in the matter has ceased, but the RCMP will be continuing their own review of the matter.

    Alberta RCMP officer involved shooting in Maskwacis

    On April 24, 2025, Maskwacis RCMP were asked to assist Edmonton Police Service with the investigation and subsequent arrest of occupants who fled from a stolen vehicle into a residence in Montana First Nation, Alta. Soon after, two suspects exited the house and were arrested. The third, who was believed to be in possession of a firearm, remained in the residence. The Alberta RCMP Emergency Response Team (ERT) was called in to assist.

    Soon after 10:50 p.m., a confrontation occurred between RCMP and the suspect, resulting in at least one officer discharging their service weapon. No officers were injured during this confrontation. Soon after, the residence caught fire and no one was observed exiting. The Maskwacis Fire Department was called as soon as the fire started and are still dealing with the property.

    In compliance with legislative requirements, the Director of Law Enforcement was immediately notified causing the deployment of ASIRT to conduct an independent investigation. The RCMP believes in accountability and transparency and in so doing will provide full support to the ASIRT investigators. Events like this are difficult for everyone involved.

    Independent of ASIRT’s investigation, the RCMP’s internal review process has been implemented to gather a full account of what took place during this incident. RCMP training, policy, police response, and the officer’s duty status will be subject to review. The RCMP is, of course, fully cooperating with ASIRT.   • MIL-OSI Security: 282 charged in new cases related to SDTX’s continuing efforts to secure southern border

    HOUSTON – In support of Operation Take Back America, the Southern District of Texas has filed another 281 cases in immigration and border security-related matters from May 23-29, announced U.S. Attorney Nicholas J. Ganjei. 

    Among those are 105 people who face charges of illegally reentering the country. The majority have prior felony convictions for narcotics, violent crime, sexual offenses, prior immigration crimes and more. A total of 163 people are charged with illegally entering the country, while seven cases allege various instances of human smuggling with the remainder involving other immigration crimes, child sexual abuse material (CSAM) and firearms.

    One such person charged this week is Carlos Enrique Gonzalez-Pena, an alien present in the United States with a work visa who was allegedly found in possession of CSAM. The charges allege he had visited the darknet where he viewed child pornography sites. A forensic examination of his computer allegedly resulted in the discovery of two video files involving a female child approximately four to six years of age, one of which showed her being sexually assaulted. If convicted, he faces up to 20 years in prison. 

    Another one of the cases involves Humberto Vasquez – a Mexican male who allegedly attempted to exit the United States via the Donna Port of Entry. Upon inspection, law enforcement discovered four pistols belonging to him as well as 870 rounds of assorted ammunition, according to the charges. The complaint alleges he did not possess an export license that would authorize him to transport such items into Mexico and faces up to 10 years in prison if convicted of illegal exportation of firearms. 

    Authorities also found three Mexican nationals near Mission this week with no legal permission to be in the United States, according to the complaints against them. Victor Manuel Ornelas-Ochoa, Alfredo Samuel Gallegos-Esquivel and Exequiel Solano had allegedly been previously removed from the country and have felonies to include possession with intent to deliver marijuana, human smuggling and aggravated sexual assault of a child, respectively. They are all charged with illegal reentry and could receive up to 20 years in prison. Another man who faces the same charges and penalty is Julio Sanchez-Lorenzo. He is a Mexican male who had just been removed from the United States via Brownsville May 21 with no permission to return, according to the charges. However, authorities allegedly found him just six days later near Roma. 

    In addition to the new cases, a federal jury in Houston convicted a Mexican citizen for illegally reentering the United States under an assumed identity. On June 11, 2024, authorities found Jose Martin Valdez-Galvan in Laredo. At that time, he provided a false name and claimed to be a U.S. citizen. Testimony revealed Valdez-Galvan originally stole the person’s identity to avoid previous charges for unauthorized use of a motor vehicle. Valdez-Galvan was an illegal alien who had been previously removed but returned to the United States without permission. He had assumed the other person’s identity in 2015 after his second removal. He faces up to a 20-year prison sentence. 

    “Both public safety and basic common sense require us to know who is entering and residing in our country. Those that adopt false or stolen personas to hide their identities pose an increased criminal risk to our community,” said Ganjei. “Theft of an American citizen’s identity by a foreign national will not be tolerated, and those that engage in such criminality will be charged, punished, and, if appropriate, deported.”

    In Corpus Christi, an intoxicated driver admitted he was an alien illegally in possession of firearm. Honduran national Josias Eliseo Ulloa-Pavon had been driving under the influence of alcohol before crashing Feb. 18. Upon arrival at the scene, authorities found him pinned inside the fully overturned vehicle. He had red bloodshot eyes, appeared unsteady on his feet and had a strong odor of alcohol. A search revealed a magazine containing six rounds of ammunition in his pocket and a Bersa Model Thunder .380 caliber pistol in his car.  

    Two men from Brownfield admitted to conspiring to transport illegal aliens in Laredo federal court this week. On March 22, authorities observed a Ford Expedition circumventing a Border Patrol (BP) checkpoint near Laredo. Mac Quese Howard was driving, and De Richardson Miller was in the front passenger seat providing directions. Authorities conducted a traffic stop and found three illegal aliens hidden in the back seat. Miller and Howard admitted they had travelled to Laredo for the sole purpose of picking up the aliens and transporting them to San Antonio for payment.

    Also announced was the sentencing of a Mexican national with a felony criminal history and multiple prior removals for illegally reentering the country again. Juan Humberto Lara Molina’s has a lengthy drug, weapons and immigration criminal history including two other illegal reentry convictions. He was also convicted of dealing cocaine in Indiana and unlawful sale of firearms in Illinois and was previously ordered removed from the United States on multiple occasions, most recently in November 2021. However, law enforcement discovered him at the Falfurrias BP checkpoint Dec. 12, 2024. He was one of seven individuals being transported farther north by human smugglers in a tractor-trailer. He was ordered to serve 24 months in federal prison. 

    These cases were referred or supported by federal law enforcement partners, including Immigration and Customs Enforcement (ICE) – Homeland Security Investigations, ICE – Enforcement and Removal Operations, BP, Drug Enforcement Administration, FBI, U.S. Marshals Service and Bureau of Alcohol, Tobacco, Firearms and Explosives with additional assistance from state and local law enforcement partners.

    The cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhood.

    Under current leadership, public safety and a secure border are the top priorities for this district. Enhanced enforcement both at the border and in the interior of the district have yielded aliens engaged in unlawful activity or with serious criminal history, including human trafficking, sexual assault and violence against children.

    Senior law enforcement officials from across Europe gather in Athens to tackle serious international crime

    ATHENS, Greece – The increasing complexity of international crime is being addressed at INTERPOL’s 52nd European Regional Conference, which is hosted in Athens, Greece this week.

    The three-day (2 – 4 June) conference brings more than 150 senior police representatives from Europe, and around the world, to address major challenges for European policing and the impact of international crime on the region.

    The conference was opened by Michalis Chrysochoidis, Minister of Citizen Protection of Greece, Lieutenant General Dimitrios Mallios, Chief of the Hellenic Police, Major General Ahmed Nader Al-Raisi, President of INTERPOL and Valdecy Urquiza, Secretary General of INTERPOL.

    Delegates will be addressing the evolving nature of crime in Europe, including changing security threats in Europe, the dark side of Artificial Intelligence, and the Silver Notice, a pilot launched by INTERPOL this year to help trace and recover criminal assets.

    Awarded by WLSA to honor and support a University of Connecticut law student who is using legal skills to serve the community by promoting the interest of women.

    The 2025 awards were coordinated by a committee working at the request of Dean Eboni S. Nelson in consultation with faculty members in each subject area. The committee members were Professors Richard Pomp (Chair), Mathilde Cohen, Miguel de Figueiredo, Nadiyah Number, Jenny Kim, Alexandra Lombardi, Lisa Perkins, and Jessica de Perio Wittman, as well as Assistant Dean Christina Mohr.
