    “For the past several days in New York’s 10th Congressional District in Lower Manhattan, masked, plain-clothes Immigration and Customs Enforcement (ICE) officers have been stationed in the lobby of the federal building that houses immigration court in order to arrest immigrants coming out of court so they can be deported on an expedited basis. These arrests are part of a coordinated effort within the Department of Homeland Security (DHS) where DHS lawyers move to dismiss deportation proceedings against these immigrants – most of whom do not speak English nor have legal representation — in order to place them in a different, “expedited” deportation proceeding.  

    “In effect, instead of targeting convicted criminals as the Trump Administration has repeatedly said, DHS is using these immigrants’ good faith efforts to appear in court and follow proper procedures to surprise them with an end-run around the law to tear them away from their families and communities via immediate detention and deportation.  

    “The immigrants attending their court hearings are doing exactly what the law asks of them: they are showing up, complying with the process, following our laws and going through the immigration system the right way, often asserting their legal right to seek asylum – which is a lawful pathway to enter this country. However, it appears DHS is exploiting a procedural technicality to fast-track deportations far away from the border where this authority is primarily used.  

    “Today, I confronted these masked ICE officers after they detained multiple immigrants in the lobby of the federal building that also contains my Manhattan District Office. These officers were carrying printed-out papers with immigrants’ names and faces, wearing masks, and attempting to intimidate reporters on site – all while avoiding questions I asked them as a duly-elected Member of Congress carrying out my oversight responsibilities as a member of the Homeland Security Committee. 

    “We are a nation of immigrants, founded by successive waves of people from across the world seeking the American dream and the promise it offers. These egregious, authoritarian tactics by the Trump administration stand in stark contrast to our values as a nation, founded upon the rule of law and due process for all.”

  • MIL-OSI USA: Ciscomani Pushes for Increased Transparency in Medicare Billing Codes

    ‘As we continue the meaningful work of safeguarding these vital benefits while reducing waste and increasing efficiency, we need to understand CMS’ processes and what is driving up Medicare costs and premiums’

    WASHINGTON, D.C. — U.S. Congressman Juan Ciscomani reintroduced legislation to increase transparency with the Center for Medicare and Medicaid’s (CMS) billing codes.  

    Specifically, Ciscomani’s legislation, the Oversight of Medicare Billing Code Cost Act (H.R. 3580) directs the Office of Inspector General within the Department of Health and Human Services (HHS) to conduct a study of the processes and procedures used by CMS when determining Medicare billing codes. This would help identify inefficiencies, increase transparency, and provide patients, physicians, and policy makers greater insights into how billing decisions by CMS impact healthcare costs.  

    “Seniors in my district, and across the U.S., who are on Medicare deserve full transparency about their healthcare costs and coverage,” said Ciscomani. “As we continue the meaningful work of safeguarding these vital benefits while reducing waste and increasing efficiency, we need to understand CMS’ processes and what is driving up Medicare costs and premiums. My bill is a commonsense solution to identify trends and inefficiencies, reduce waste, and provide greater transparency to CMS’ process and the factors they consider when altering, removing, or approving new billing codes.” 

    Ciscomani is joined by Reps. Diana Harshbarger (R-TN) and Lloyd Smucker (R-PA) in this effort. 

    “We can’t allow unaccountable federal bureaucrats to jeopardize the well-being of Medicare beneficiaries,” said Harshbarger. “Even as Medicare faces financial instability, CMS has been expanding services without input from Congress—driving costs sky-high. The Oversight of Medicare Billing Code Cost Act is a practical solution that will help control runaway spending, bring much-needed transparency to the billing system, and ensure that Medicare patients and their benefits remain protected.” 

    “Congress and the American public deserve greater transparency into how the Centers for Medicare & Medicaid Services (CMS) modify billing codes,” said Smucker. “Understanding what drives program costs is essential—especially as Medicare faces insolvency in just over a decade. We must act urgently to shed light on CMS’s billing and coding processes, delivering an accountable system that the American people can fully trust.”

  • MIL-OSI Global: Veterans’ protests planned for D-Day latest in nearly 250 years of fighting for their benefits

    Veterans across the United States will gather on June 6, 2025, to protest the Trump administration’s cuts to the Department of Veterans Affairs, as well as the slashing of staff and programs throughout the government. Veteran-led protests will be held at the National Mall, 16 state capitol buildings and over 100 other venues across 43 states.

    Veterans are disproportionately affected by federal cuts, in part because they make up only 6.1% of the U.S. population but, because of “veterans preference” in federal hiring, they compose 24% of the 3 million federal workers facing mass layoffs under the Trump administration.

    Veterans also depend on comprehensive, free, federally funded health care through VA clinics throughout the country. But that care is deteriorating due to cuts, rule changes and return-to-work policies that make it impossible for many VA workers to effectively provide care.

    Looming cuts to the VA may cause an irreversible blow if the VA stops providing comprehensive care to veterans and, instead, pushes veterans into seeing doctors in private practice.

    This is not the first time that veterans have engaged in mass mobilization. Veterans groups in the U.S. have successfully mobilized for centuries, crossing traditional political divisions such as race, class and gender. They are powerful messengers, and their actions in the past have helped secure back pay and pensions for veterans, a Social Security and welfare system for U.S. civilians, and foreign policy changes to end wars abroad.

    I’m a scholar of law, social movements and veterans benefits. Here’s a brief history of veterans’ campaigns that illustrates how veterans developed their political clout and effectively advocated to protect themselves, and many others, from harmful federal policies.

    Veterans are an important political constituency. On Nov. 7, 1932 – the day before Election Day – Franklin D. Roosevelt, the New York governor running for president, visited the veterans hospital at Castle Point, near Beacon, N.Y.

    Fighting for pensions

    Veterans were not always politically popular, nor were they treated well by the federal government.

    After the Revolutionary War ended in 1783, Gen. George Washington lobbied Congress to offer lifetime half-pay to officers who served until the end of the war. Given the federal government’s financial precariousness at the end of the war, this effort failed. Veterans were unable to successfully mobilize to advocate for the pensions, given their small numbers and internal divisions between more privileged officers and less privileged soldiers.

    During the Civil War, Congress passed numerous laws designed to support veterans. The 1862 pension law allocated payouts in proportion to a soldier’s permanent bodily injury or disability caused by their service. The benefits were generous in comparison with prior allocations, and more veterans began applying for them.

    Yet, by 1875 only 6.5% of veterans had signed up for pensions. Veterans began to organize to increase awareness about these benefits and to lobby for more.

    The Grand Army of the Republic became a leading veterans organization that demanded better pension and disability benefits. At the end of the 1800s, earning veterans’ votes became a priority for aspiring politicians. The Grand Army of the Republic directly lobbied Congress to pass bills expanding veterans pensions, one of which Democratic President Grover Cleveland vetoed in 1887.

    The organization then successfully mobilized its members to vote against Cleveland in the 1888 election, securing victory for presidential candidate William Henry Harrison and for Republicans in both houses of Congress. This secured the 1890 Arrears Act, which expanded veterans’ pensions and disability payments.

    By the turn of the 19th century, over 40% of federal expenditures went to veterans.

    Getting back pay

    As more veterans returned in 1898 from fighting in the Spanish-American War, and with a huge influx of veterans 20 years later from World War I, veterans mobilized to streamline and expand pension and disability benefits.

    In the 1920s, the two most prominent veterans organizations, the American Legion and Veterans of Foreign Wars, or VFW, formed a national legislative committee dedicated to lobbying for improved benefits. Each group boasted thousands of members whom they could call on to “barrage”– a veterans term – congressmen with letters. By 1929, even as the federal budget ballooned, veterans benefits still represented 20% of the total federal budget.

    The 1924 “Bonus Act,” which Congress passed after overruling Calvin Coolidge’s presidential veto, offered WWI veterans a deferred “bonus” payment available in 1945. But veterans suffered immensely in the Great Depression, along with the rest of the country.

    Veterans tried a new campaign tactic in 1932, creating the “Bonus Expeditionary Forces,” or “Bonus Army,” march on Washington, D.C., to demand their promised pay be delivered sooner.

    Over the course of three months, from May through July 1932, 40,000 veterans set up encampments throughout the city. During their stay, they crowded congressional galleries and plazas during debates on the bill. When President Herbert Hoover called on the military to disband the encampments, he set himself up for electoral defeat later that year.

    It took another four years for Congress to pass a law offering an immediate payout, but the veterans got their bonuses in 1936, not 1945.

    Campaigning to prevent cuts

    Building from public support bolstered by the Bonus Army march, veterans fought publicly to protect their benefits in the Great Depression.

    In 1933, President Franklin Delano Roosevelt sought to cut veterans’ benefits to help finance other relief programs during the Depression, but veterans successfully lobbied Congress to rescind the cuts.

    A 1933 VFW encampment in Milwaukee attracted 10,000 veterans who openly decried Roosevelt’s economic policies. The event featured left-wing Louisiana populist Sen. Huey P. Long and former Marine turned anti-Wall Street populist Smedley Butler.

    The U.S. entered World War II in December 1941. To avoid another spectacle, FDR began developing a compensation program for World War II veterans even before the war’s end. During debates about these expenditures, veterans activism helped ensure the generous educational, housing and vocational benefits from the so-called GI Bill developed by FDR, and the soldier vote helped secure FDR’s fourth-term election in 1944.

    Scholars credit the GI Bill with creating a booming U.S. economy from the 1950s through the 1970s and creating the contemporary middle class, an economic and social group now shrinking and under threat.

    Beyond benefits

    After World War II, veterans’ mobilization expanded from a focus on benefits to foreign policy.

    Most famously, after its founding in 1967, Vietnam Veterans Against the War engaged in street theater and gathered testimonies about U.S. military abuses to condemn the U.S. government for violence against the Vietnamese.

    Vietnam Veterans Against the War helped organized a four-day protest in 1971 in Washington, D.C., including camping on the National Mall. The organization continued to mobilize in more traditional ways, drafting congressional legislation for benefits and promoting investment in psychological support for Vietnam veterans.

    Veterans have continued to protest wars, particularly the Iraq War, engaging in street protests and also through mainstream politics such as elections and television advertising.

    Given their experiences, veterans today know what they are standing up for on June 6: their own freedom and prosperity, as well as the country’s and the world’s.

  • MIL-OSI Global: One lawsuit just helped melt the fossil fuel industry’s defence against being held accountable for climate change

    There was a time when oil and gas companies happily linked themselves to the idea of planet-wide environmental changes. “Each day Humble supplies enough energy to melt 7 million tons of glacier!” boasts the headline from a 1962 double-page spread in Life magazine for Humble Oil, now part of ExxonMobil.

    Fast forward 60 years and that advert takes on a prophetic quality. Millions of people have experienced first-hand the tragic consequences of how burning fossil fuels is overheating our planet beyond recognition. Not just by melting glaciers but fuelling storms, fires and floods.

    The fossil fuel industry today would never dream of linking its activities to melting glaciers. Instead, it actively denies responsibility for the consequences of extracting and selling some of the most harmful products ever known to humanity.

    For the decades we have known about climate science, this narrative has been core to how the fossil fuel industry maintains its social legitimacy: that the industry is not responsible for climate change, but everyone else is through their individual actions.

    Yet a ten-year climate lawsuit brought by a Peruvian farmer and mountain guide has challenged this narrative. In March this year, Saúl Luciano Lliuya’s case against the European coal-giant RWE was heard in a regional court in Germany.

    And while the court has now dismissed Lliuya’s specific claim – finding the flood risk to Lliuya’s particular property is not yet sufficiently great – it did confirm that private companies can in principle be held liable for their share in causing climate damages. This finding has major ramifications for the wider legal battle to make fossil fuel companies accountable.

    Farmer vs coal giant

    Lliuya lives in Huaraz, a city in the foothills of the Peruvian Andes. He and the 120,000 residents of this city live in constant danger. The melting glaciers caused by climate change are causing the water levels in Lake Palcacocha above their home to rise. Peru’s disaster management agency warns that a flood could occur at any moment.

    For Lliuya, it is not a matter of if but when – and how bad the flood will be.

    He therefore embarked on his lawsuit against RWE with this simple premise: as one of the world’s top greenhouse gas emitters, it should help pay for flood defences to protect Hauraz. The total cost of a new dam would have been US$4 million (£3 million), and Lliuya was demanding that RWE pay 0.47% of that total, which is US$20,000.

    This proportional amount was based on a calculation of RWE’s contribution to historical global greenhouse gas emissions – most of which have occurred since the 1990s, long after fossil fuel companies were aware their products would cause dangerous climate change.

    RWE’s revenues are measured in the tens of billions. It could have accepted Lliuya’s request and paid for not just its share of the cost, but the full cost of flood defences for Huaraz. Yet the company fought tooth and nail to prevent the case getting as far as it did.

    When asked by the court much earlier in the process if it would be willing to settle, the company’s lawyers declined, revealing exactly what was at stake: “This is a matter of precedent.”

    On May 28 2025, the court ruled that the flood risk to Lliuya’s home was not sufficiently high to uphold his specific claim. However, its confirmation of the principle that private companies can be held liable for climate damage shows that RWE was, in fact, correct to fear the precedent that Lliuya’s case has now helped set.

    Liability – across national borders

    Despite RWE’s attempts to argue otherwise, the case’s outcome has far-reaching implications that could shape similar cases in countries such as Switzerland and Belgium, and which may be relevant for other jurisdictions including the UK, Netherlands, US and Japan.

    Crucially, the case confirms that proportional liability for climate harm is legally possible, even across national borders. And this will still remain a possibility, even if a higher court overrules the German district court in favour of the fossil fuel companies.

    Why does this matter so much to RWE and other fossil fuel companies, who argue time and again in court that they should not be held responsible?

    For years, fossil fuel companies have operated as if they would not be held responsible for the emissions from their products. But as the world continues to warm, the harmful impacts of climate change and extreme weather will only intensify, resulting in mounting costs – both those we can calculate, such as damage to infrastructure, and those we cannot, like the loss of our loved ones.

    With the growing number and accuracy of climate science attribution studies, legal pressure on companies to contribute to climate costs is likely to keep growing.

    And when you consider that the legal basis for this “polluter pays” principle exists in a similar form in at least 50 nations around the world, then the scale of liability facing the industry becomes clear.

    More examples are already emerging. In 2024, a Belgian farmer filed a lawsuit against French fossil fuel major TotalEnergies, seeking compensation for damage to his farm as a result of extreme weather.

    In 2022, four residents of Pari island, Indonesia, started legal proceedings in Switzerland against the Swiss cement firm Holcim. The residents are seeking a 43% reduction in Holcim’s carbon emissions by 2030, and around US$4,000 in compensation each for damages caused by flooding.

    Since 2017, dozens of cities, counties and states across the US have sued fossil fuel producers for climate change-related damages and adaptation costs, potentially totalling trillions of dollars – pointing to the industry’s increasingly well-documented historical and ongoing deceptions about climate change.

    And policymakers across countries including the US, the Philippines and Pakistan are working to enact laws that would directly hold polluting companies financially responsible for climate damages.

    The new ruling in Germany provides a shot in the arm to all these cases, and the future suits yet to be filed. Perhaps most consequentially of all, public opinion is hardening: growing numbers of people understand that the fossil fuel industry is responsible for climate change, and lawsuits to compel big carbon to pay for climate damages enjoy widespread public support.

    When Lliuya launched his case nearly a decade ago, the idea of linking an individual corporation to the impacts of its emissions seemed implausible to some. Yet scientific research now makes it possible to link the emissions of individual companies to particular, quantifiable damages caused by climate change.

    This, coupled with the German court’s ruling, makes it increasingly clear that the fossil fuel industry’s longstanding deflection of responsibility for planetary warming is doomed to melt away.

    ​On the State Council’s appointment of Mr Zhou Ji as the Director of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region (LOCPG) and National Security Adviser to the Committee for Safeguarding National Security of the Hong Kong Special Administrative Region (NSC), and the removal of Mr Zheng Yanxiong as the Director of the LOCPG, Deputy Director of the Hong Kong and Macao Affairs Office of the State Council and National Security Adviser of the NSC, the Chief Executive, Mr John Lee, issued the following statement on May 30:

    The Hong Kong Special Administrative Region (HKSAR) Government and I warmly welcome Mr Zhou’s assumption of his new posts, and express our sincere gratitude to Mr Zheng for his contribution to the HKSAR in his office as the Director of the LOCPG, Deputy Director of the Hong Kong and Macao Affairs Office of the State Council and National Security Adviser of the NSC.

    Since July 2023, Mr Zhou has been serving as the Executive Deputy Director of the Hong Kong and Macao Work Office of the CPC Central Committee and the Hong Kong and Macao Affairs Office of the State Council, directly participating in the management and co-ordination of Hong Kong affairs. He is well acquainted with the national policies on Hong Kong. Last year, he led a delegation to Hong Kong for an inspection visit to co-ordinate the implementation of the Central Government’s policies benefitting Hong Kong and convey the Central Government’s strong support for Hong Kong’s development and care for Hong Kong people. Mr Zhou has previously held such positions as Member of the Standing Committee of the CPC Hubei Provincial Committee, as well as Member of the Standing Committee and Deputy Secretary of the CPC Henan Provincial Committee and Vice Governor of Henan Province, possessing extensive experience in policy-making and local governance.

    I sincerely thank the Central Government for its care and support for the HKSAR. I am fully confident that Mr Zhou will lead the LOCPG in continuing its support to the HKSAR Government’s governance in accordance with the law, working together with us in fully, faithfully and resolutely implementing the principles of “one country, two systems”, “Hong Kong people administering Hong Kong” and a high degree of autonomy. We will together maintain the constitutional order of the HKSAR as stipulated in the Constitution and the Basic Law and implement the principle of “patriots administering Hong Kong”.     The HKSAR Government and I are also deeply grateful to Mr Zheng for steadfastly upholding the “one country, two systems” principle on issues such as safeguarding national security and maintaining the HKSAR’s constitutional order in his tenure of over two years. During his office, Mr Zheng fully supported the HKSAR Government in fulfilling its constitutional responsibility and historic mission of enacting local legislation for Article 23 of the Basic Law. The Safeguarding National Security Ordinance, which entered into force on March 23, 2024, has strengthened Hong Kong’s legal regime in safeguarding national security.

    Before serving as the Director of the LOCPG, Mr Zheng was the first Head of the Office for Safeguarding National Security of the Central People’s Government in the HKSAR, leading the Office to perform its mandate of safeguarding national security in accordance with the law. Mr Zheng has all along held the issues of providing a better living and working environment for the people of Hong Kong, youth development, and Hong Kong’s leverage of the opportunities of the Guangdong-Hong Kong-Macao Greater Bay Area close to his heart.   • MIL-OSI United Nations: 30 May 2025 Statement WHO Director-General: Member States reaffirm commitment to WHO and global health at historic World Health Assembly

    WHO Director-General Dr Tedros Adhanom Ghebreyesus praised the commitment shown by the Organization’s Member States which, during nearly two weeks of meetings, adopted historic measures to make the world safer and healthier.

    The landmark adoptions of the first global agreement to make the world safer from future pandemics and increase in financial support to the World Health Organization were the highlights of the Seventy-eighth World Health Assembly, which ran from 19–27 May. Immediately after, the WHO Executive Board met for two days, until 29 May, to address the Health Assembly’s outcome, WHO governance reform and the nomination and appointment of regional directors. 

    Dr Tedros said Member States demonstrated their commitment to WHO and multilateral action to protect and promote public health. “WHO and many of our Member States and health partners are facing various challenges,” he said. “But the World Health Assembly has sent a clear message: countries want a strong WHO and are committed to working together with WHO to build a healthier, safer and fairer world. These were strong votes of confidence in WHO at this critical time.”

    Making the world safer from pandemics

    “The Health Assembly’s adoption of the Pandemic Agreement on 20 May was a landmark in the history of WHO and global health,” said Dr Tedros. “Despite many obstacles, and in the face of significant mis- and disinformation, WHO’s Member States have succeeded in negotiating and adopting a legally binding agreement to make the world safer from pandemics.”

    The Pandemic Agreement sets out a range of measures to prevent pandemics and strengthen health system resilience, including through improving the rapid sharing of pathogens; ensuring fair, equitable and timely access to vaccines, diagnostics and therapeutics; and strengthening technology transfer, financing and supply chains.

    Dr Tedros said adoption of the Pandemic Agreement was not the end of the journey, adding that Member States still must negotiate the annex on pathogen access and benefit sharing for adoption at an upcoming Health Assembly. The next step would be for 60 countries to ratify the agreement, including the annex, before it enters into force as an instrument of international law.

    “But having watched this process over the past three and a half years, I am confident of two things,” the WHO Director-General said. “First, that Member States will finish the job by May next year (2026), as they have committed to doing; and second, that the deception and distortion will continue.”

    In particular, Dr Tedros said while it has been widely acknowledged that the Pandemic Agreement will not infringe on national sovereignty, some quarters will continue to repeat the false claims.

    “Let me be clear once again: the Pandemic Agreement will not infringe on national sovereignty, period. And the Pandemic Agreement does not give WHO any powers, period,” Dr Tedros said. “WHO’s job is to make recommendations to governments, but what governments do with those recommendations is entirely up to them. WHO is not even a party to the Agreement. This is an agreement between sovereign nations, and it will be ratified and implemented by sovereign nations that choose to do so. The intentional distortion of the Pandemic Agreement as ceding power to WHO must stop.”

    Assessed contributions increase

    The Assembly’s other major outcome was the approval of WHO’s 2026–27 Programme Budget, including the next 20% increase in assessed contributions, adding US$ 90 million in fully predictable and flexible funds to WHO’s income each year. In 2022, Member States agreed to increase assessed contributions progressively to 50% of our base budget, from just 16% at the time. This rise is the cornerstone of WHO’s transformation of its approach to sustainable financing by diversifying its donor base and receiving increased support from all of its Member States towards WHO’s core budget and programme of work.

    “This is another major step towards making WHO less dependent on earmarked voluntary funds from a handful of traditional donors,” said Dr Tedros. “WHO also held a pledging event at which Member States and philanthropic donors committed at least US$ 210 million in additional funding to the WHO Investment Round.”

    In addition to these two major achievements, the Health Assembly also celebrated several countries for eliminating diseases, and eliminating industrial trans-fat from their manufactured food supplies.

    WHO Member States also adopted several important resolutions, reflecting WHO’s vast mission and mandate, including a new target to halve the health impacts of air pollution by 2040; new targets for nutrition in mothers and young children; to strengthen regulation of digital marketing of formula milk and baby foods; and a new global strategy for traditional medicine.

    Countries for the first time also adopted resolutions on lung health and kidney health, and for a lead-free future, and established World Cervical Cancer Day and World Prematurity Day as official WHO health campaigns. Resolutions on digital health, Guinea worm disease, health financing, the health and care workforce, medical imaging, nursing and midwifery, rare diseases, sensory impairment, skin diseases, social connection and more were also adopted.

    Jess Mendenhall is the most recent Boilermaker sister to be recognized as a Tradeswoman Hero by North America’s Building Trades Union. Mendenhall, who was honored in May, is a journey worker at Local 83 (Kansas City, Missouri).

    She embodies what it means to be a Tradewomen Hero by blazing trails, breaking barriers and demonstrating exceptional leadership and skill as a Boilermaker. Since indenturing into Local 83 in 2012, Jess has forged an impressive path in a male-dominated field, earning respect through hard work, fortitude and a drive for excellence. Her dedication to the trade and commitment to lifelong learning have made her stand out not just among her peers, but also to instructors and leaders across the country.

    Mendenhall recently became only the second woman in 20 years to complete the Boilermaker MOST Project Management course—which speak volumes about her ambition and perseverance. MOST instructor Gerry Klimo noted her strong presence and potential: “She’s outgoing and knowledgeable. I’ve taught 30 or more of these classes, and sometimes there are people who really stand out.”

    Her career has spanned coast to coast, including leading teams as a foreman in California and taking on complex emergency projects, such as a high-stakes, on-the-fly refinery rebuild in Toledo, Ohio. She’s also held roles as a project coordinator and instructor, giving back to the trade by sharing her knowledge and supporting others.

    Jess holds a Certified Associate Welding Inspector credential and is close to completing her associate degree in business management, with her sights set on earning a PMP certification. Because she works in the trades, she’s able to pay her school tuition in full each semester.

    While Jess has faced significant challenges—especially when it comes to access to advancement opportunities—she continues to advocate for mentorship and equity in training for women in the trades.

  • MIL-OSI Security: Three Charged with Fentanyl Trafficking

    KANSAS CITY, Mo. – Three Kansas City, Mo. individuals have been charged for their role in a conspiracy to distribute fentanyl.

    Kajuan M. Jackson, 40, Christopher D. Baird, 40, and Skyler B. Sledd, 26, were charged in a criminal complaint filed under seal in the U.S. District Court in Kansas City, Mo., on Wed., May 28.  The complaint was unsealed and made public following their arrests and initial court appearance.

    The complaint alleges that Jackson, Baird, and Sledd sold tablets labeled “M30”, which contain fentanyl, to an undercover investigator between June 1, 2024, and May 22, 2025.

    Sledd is currently on state felony supervision through Missouri Probation and Parole for possession of a controlled substance.

    Jackson faces additional charges for possessing firearms and machineguns in furtherance of a drug trafficking crime and being a felon in possession of firearms.

    Under federal law, it is illegal for anyone who has been convicted of a felony to be in possession of any firearm or ammunition.  Jackson has prior felony convictions for identity theft; possession of an opiate, narcotic, or certain stimulant; criminal possession of a weapon by a felon; two counts of possession of a controlled substance; and tampering with a motor vehicle.

    The charges contained in this complaint are simply accusations, and not evidence of guilt. Evidence supporting the charges must be presented to a federal trial jury, whose duty is to determine guilt or innocence.

    Under federal statutes, conspiracy to distribute fentanyl carries a mandatory minimum sentence of five years and up to 40 years’ imprisonment in federal prison without parole.

    Possession of machineguns in furtherance of a drug trafficking crime carries a mandatory minimum sentence of 30 years in federal prison without parole.

    The maximum statutory sentence is prescribed by Congress and is provided here for informational purposes, as the sentencing of the defendant will be determined by the court based on the advisory sentencing guidelines and other statutory factors. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

    This case is being prosecuted by Assistant U.S. Attorney Megan A. Baker and Special Assistant U.S. Attorney Jessica L. Jennings. It was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Drug Enforcement Administration, the Missouri Western Interdiction Drug Task Force, and the United States Postal Service.

  • MIL-OSI Security: Rhode Island Man Charged with Assaulting Border Patrol Agents by Discharging Machine Gun

    Burlington, Vermont – The Office of the United States Attorney for the District of Vermont announced that on May 29, 2025, a federal grand jury returned a superseding indictment charging Brenden Sackal, 32, of Rockville, Rhode Island, with assaulting federal officers with a deadly weapon, possessing and discharging a machine gun in furtherance of the assault on federal officers, possessing an unregistered machine gun, and possessing a machine gun lacking an identification number as required by the National Firearms Act. Sackal’s federal arraignment date has not yet been set. Sackal also faces charges related to the shooting in Caledonia Superior Court.

    According to court records, Sackal is alleged to have assaulted five U.S. Border Patrol agents with a deadly weapon by discharging a privately manufactured 5.56 caliber AR-type pistol, on July 14, 2024. This AR-type pistol is alleged to have been a machine gun, which the National Firearms Act requires to be registered and bear a serial number. Sackal’s weapon was not registered and did not bear a serial number.

    The United States Attorney’s Office emphasizes that an indictment contains allegations only and that Sackal is presumed innocent until and unless proven guilty. If convicted of all counts in the superseding indictment, Sackal faces a mandatory minimum sentence of 30 years, and up to imprisonment for life. The actual sentence, however, would be determined by the District Court with guidance from the advisory United States Sentencing Guidelines and the statutory sentencing factors.

    Acting United States Attorney Michael P. Drescher commended the investigatory efforts of the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Vermont State Police. Acting United States Attorney Drescher stated “Anyone who discharges a firearm at a federal law enforcement officer will be prosecuted to the fullest extent of the law. I commend the U.S. Border Patrol, Customs and Border Protection, the Vermont State Police, and the Orleans County Sheriff’s Department personnel who pursued and apprehended Sackal on July 14, 2024.”

    The prosecutor is Assistant United States Attorney Jonathan A. Ophardt. Sackal is represented by Mark Kaplan, Esq.

    Businesses in British Columbia will be better protected against property crimes with the launch of a new public-safety initiative focused on addressing street disorder and non-violent offences.

    The new Community Safety and Targeted Enforcement (C-STEP) program will boost police efforts tackling public-safety challenges that are affecting businesses and communities. Through C-STEP, police can strengthen operations that address street crimes, such as robbery, shoplifting, theft and property damage, and the associated impacts on public safety, community well-being and the growth of B.C.’s economy.

    “Businesses that have been the victims of theft rings and shoplifting are understandably frustrated by the losses they have suffered,” said Terry Yung, Minister of State for Community Safety and Integrated Services. “Building on the proven success of other public-safety initiatives, we are implementing C-STEP to further strengthen these efforts that support safer downtown cores, so people can build a good life in a safe community.”

    The Province is allocating as much as $5 million in new funding for the initiative, which will provide police with enhanced tools, technology and investigative resources to curb property crimes.

    In addition to enforcement, C-STEP will also support police initiatives to develop co-ordinated operational plans that unite law enforcement, businesses, outreach teams and social services to deliver a strategic, preventive approach to tackling street disorder.

    “Our downtown communities are more than just economic hubs. They are the heartbeat of our cities, bringing people together to work, explore, create and connect with culture,” said Spencer Chandra Herbert, Minister of Tourism, Arts, Culture and Sport. “Our downtowns reflect the energy and diversity that makes our Province unique, and the new C-STEP program is laying the groundwork for safer, more dynamic downtowns, ensuring they remain vibrant spaces for everyone.”

    Funding provided through C-STEP can also support proactive patrols and increased police presence to improve physical and social conditions of public spaces by addressing disruptive or unlawful behaviours, such as open drug use or trafficking, disturbances, obstruction, indecent acts and/or public intoxication.

    Additionally, the initiative will enhance police capacity to effectively work alongside front-line social-service providers, ensuring individuals in crisis are connected to the appropriate and available services.

    “The B.C. Association of Chiefs of Police supports the C-STEP initiative and funding directed toward addressing street disorder across our province,” said Chief Supt. Wendy Mehat, president of the B.C. Associations of Chiefs of Police. “Police leaders continue to raise concerns about repeat offending and the impacts of chronic street-level crime on public safety and community well-being.   • MIL-OSI Canada: SIRT Investigating Officer Involved Shooting Near Canwood

    On Wednesday May 28, 2025 at approximately 1:10 p.m., the Saskatchewan Serious Incident Response Team (SIRT) received a notification from the Royal Canadian Mounted Police (RCMP) regarding an officer-involved shooting that had just taken place in a rural area near the village of Canwood. 

    SIRT’s Civilian Executive Director accepted the notification as within SIRT’s mandate and directed an investigation by SIRT.

    On May 28, members of the RCMP’s Warrant Enforcement and Suppression Team (WEST) located a vehicle associated with an individual wanted in relation to recent firearms incidents on the James Smith Cree Nation. RCMP members attempted to conduct a traffic stop on the vehicle, a dark-coloured SUV, but the vehicle failed to stop for police and a pursuit was commenced. 

    At various points during the pursuit, the SUV left the road and traveled through fields.  At approximately 12:42 p.m., the SUV again left the road and the pursuit continued through a field into a pasture east of Canwood. At approximately 12:44 p.m., the SUV collided with an embankment in the pasture and came to an abrupt stop. Immediately after the SUV came to a stop, a male exited the driver’s side of the vehicle, and a confrontation took place with the RCMP member operating the lead police vehicle in the pursuit. During that confrontation, the RCMP member discharged two rounds from a service pistol, striking the man in the arm.

    Immediately after being struck, the man went to the ground and was arrested without further incident. A female passenger of the SUV exited the vehicle and was also arrested without incident. RCMP members provided first aid, and both occupants of the SUV were conveyed to hospital where they were treated. The 32-year-old man was treated for a gunshot wound to the left arm, and the 30-year old woman was treated for potential injuries sustained during the SUV’s collision with the embankment. 

    Following the notification, a SIRT team consisting of six SIRT investigators was deployed to Shellbrook and the incident scene to begin their investigation. A community liaison will also be appointed pursuant to S.91.12 (1) (a) of The Police Act, 1990. A handgun was recovered from the ground at the scene of the incident and has been secured as an exhibit for both the SIRT and RCMP investigations. 

    SIRT’s investigation will examine the conduct of police during this incident, including the circumstances surrounding the man’s arrest. The RCMP will maintain responsibility for the investigation of the original firearms incident as well as the actions of the occupants of the vehicle during the incident. No further information will be released at this time. A final report will be issued to the public within 90 days of the investigation ending.

    SIRT’s mandate is to investigate alleged cases of serious injury, death, sexual assault or interpersonal violence arising from the actions or omissions of on and off-duty police officers, or while an individual is in police custody.

    An investigation led by specialist detectives at the Metropolitan Police has resulted in a 22-year-old man who raped two teenage girls and a woman being given a life sentence.

    Levi Bancroft, 22, (11.06.02) of Hanson Close, West Drayton, was sentenced on Friday, 30 May at Southwark Crown Court for four counts of rape involving three victims.

    Bancroft was convicted on Thursday, 31, October 2024, following a three-week trial at the same court.

    The court heard how over a period of five years, Bancroft raped three women, targeting them as they were alone and vulnerable. He was also convicted of actual bodily harm, after he physically assaulted one of the women.

    He was arrested and charged following a Met investigation, working closely with Thames Valley Police, where officers used CCTV and DNA evidence to put Bancroft at the scene of the crimes.

    Detective Constable Lloyd Leech, who led the Met’s investigation, said:

    “A serial sexual offender has been taken off the streets, protecting women across the country.

    “Bancroft repeatedly targeted vulnerable women and followed a sinister pattern of behaviour. His abhorrent offending would have very likely continued if it wasn’t for this arrest and conviction.

    “I commend the bravery of the three victims to come forward and report what had happened to them. Justice has now been served.”

    The first allegation against Bancroft was made in 2018, but subsequently closed due to the victim not feeling able to proceed. A second report was made in 2020 and the case went to trial.

    During this trial, a third report from Thames Valley Police came to light and the trial was adjourned as the CPS worked to join the three cases together, after the first victim was willing to come forward again.

    Detectives were able to identify Bancroft as the suspect in the first and second case through DNA samples collected during medical examinations of the victims. CCTV also placed him at the scene of the second and third case, as well as data from his electronic tag from a previous knife possession offence.

    He repeatedly preyed on women who were alone. In September 2018, Bancroft, then 16-years-old, took a 15-year-old into a stairwell of a block of flats in Westminster in the late evening. He prevented her from leaving the block, forced her down in the stairwell and raped her.

    Bancroft’s pattern of offending included using threats of violence to instil fear into his victims, going on to rape them. This was shown again in January 2020, when Bancroft, then 17-years-old, followed a 15-year-old girl late at night off a tube at Royal Oak Underground Station. He forced her into a nearby stairwell of a block of flats and raped her.

    In November 2023, Bancroft raped a transgender female in Oxford. After approaching her in the street, Bancroft followed her into a cul-de-sac. Bancroft then raped her behind a parked car. As the victim ran away after the attack, Bancroft chased her while shouting transphobic and threatening comments. When he was able to catch up with her, he went on to violently assault her. The victim managed run to a local venue to seek shelter where the police were called.

    Detective Constable Rebekah Routh, who led the Thames Valley investigation, added:

    “I wish to commend all three victims in this case for their immense bravery in coming forward and having trust in both the Metropolitan Police and Thames Valley police to bring this dangerous individual to justice.”

    Ocala, Florida – United States Attorney Gregory W. Kehoe announces the return of an indictment charging Marlon Jefferson Fajardo-Paiz (33, Guatemala) with possession of child sexual abuse material (CSAM) and illegal reentry by a previously deported alien. If convicted on all counts, Fajardo-Paiz faces a maximum penalty of 22 years in federal prison—20 years for the CSAM offense and 2 years for the immigration offense. Fajardo-Paiz is currently detained pending the resolution of the criminal case.

    According to the indictment, on April 24, 2025, Fajardo-Paiz was in possession of CSAM depicting a prepubescent minor. Fajardo-Paiz is a citizen of Guatemala and had previously been removed from the United States on July 18, 2018. He never has received the consent of the Attorney General or the Secretary of Homeland Security to reapply for admission to the United States.

    An indictment is merely a formal charge that a defendant has committed one or more violations of federal criminal law, and every defendant is presumed innocent unless, and until, proven guilty.

    This case was investigated by Homeland Security Investigations Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) and the Marion County Sheriff’s Office. It will be prosecuted by Assistant United States Attorney Sarah Janette Swartzberg.

    The case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.     Defendant fled to El Salvador following 2010 murder, illegally reentered U.S. and planned second murder

    BOSTON – A member of La Mara Salvatrucha, or MS-13, pleaded guilty yesterday in federal court in Boston to conspiracy to participating in a racketeering enterprise, more commonly referred to as RICO or racketeering conspiracy.

    William Pineda Portillo, a/k/a “Humilde,” 31, of Everett, pleaded guilty to one count of conspiracy to conduct racketeering affairs through a pattern of racketeering activity. Senior U.S. District Court Judge William G. Young scheduled sentencing for July 8, 2025. In September 2024, Pineda Portillo was charged by a second superseding indictment along with co-defendant Jose Vasquez, who pleaded guilty last week to one count of violent crime in aid of racketeering.

    MS-13 is a transnational criminal organization with tens of thousands of members located in the United States, El Salvador, Guatemala, Honduras, Mexico and elsewhere. MS-13 branches, or “cliques,” operate throughout the United States, including in Massachusetts. In furtherance of its mission, MS-13 members are required to commit acts of violence, specifically against rival gang members; kill informants; and support and defend fellow MS-13 members in attacks. MS-13 members maintain and enhance their status in the gang and the overall reputation of the gang by participating in such violent acts.

    Pineda Portillo was a member of the Trece Locos Salvatrucha, or TLS, clique of MS-13, which operated in Somerville. Pineda Portillo personally participated in racketeering activity and acts of violence on behalf of MS-13.

    Specifically, Pineda Portillo and Vasquez conspired with others to murder a 28-year-old man on Dec. 18, 2010, in Chelsea, Mass. That evening, law enforcement responded to a 911 call in the vicinity of the Fifth Street on-ramp to Route 1 in Chelsea. There, law enforcement found the victim with approximately 10 stab wounds to his chest and back, along with injuries to his head. The victim was transported to the hospital, where he succumbed to his wounds. A recent reexamination of evidence collected during the initial investigation identified members of MS-13, including Vasquez, as having committed the murder.  

    In the week leading up to the incident, Vasquez and other MS-13 members conspired to murder the victim because they believed the victim belonged to a rival gang. Evidence revealed that on the day of the murder, Pineda Portillo picked up Vasquez, other MS-13 members and the victim in Allston. Driving a green SUV registered to his father, Pineda Portillo took the MS-13 members and the victim to Chelsea where Vasquez and the other gang members led the victim to an area under the Fifth Street on-ramp to Route 1. Once in the secluded area under the highway, an MS-13 member hit the victim in the head with a rock and another MS-13 member stabbed the victim with a machete. During the attack, Vasquez stabbed the victim with a knife. Vasquez’s palm print was identified on the handle of a silver kitchen knife recovered from the murder scene. The victim’s blood also was found on the knife.

    Pineda Portillo fled to El Salvador before investigators could interview him about his role in the murder. On or about April 29, 2015, after Pineda Portillo returned to the United States, he arranged to sell a firearm loaded with eight rounds of ammunition to another MS-13 member, who was, in reality, a cooperating witness working with law enforcement, in exchange for money.

    On or about June 1, 2015, Pineda Portillo conspired to murder an MS-13 member he incorrectly believed had been arrested and was cooperating with law enforcement. Specifically, in a conversation recorded by law enforcement, Pineda Portillo said, among other things: “I want that son of a bitch killed, man. . . . You will see, homeboy! We are going to do a complete thing to that son of a bitch, dude.”

    Pineda Portillo originally was indicted in 2017. However, shortly before the indictment was returned, he was deported to El Salvador. Approximately five years later, on May 10, 2022, Pineda Portillo was arrested as he tried to return to the United States, illegally crossing the border into Texas from Mexico. According to court documents, after being arrested at the border, Pineda Portillo admitted that he was a member of MS-13. A fingerprint analysis indicated that there was a warrant for his arrest. Pineda Portillo was then returned to the District of Massachusetts where he remained in custody.

    The charge of racketeering conspiracy provides for a sentence of up to 20 years in prison, three years of supervised release and a fine of $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    This operation is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi-jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations.   • MIL-OSI Security: Drug Trafficker Sentenced to 110 Months for Smuggling Fentanyl from California to the DMV

                WASHINGTON— Lamin Sesay, 28, of Alexandria, Virginia, was sentenced today in U.S. District Court to 110 months in federal prison for participating in a wide-spread narcotics trafficking conspiracy that distributed hundreds of thousands of fentanyl-laced counterfeit oxycodone pills purchased in Southern California to destinations throughout the United States, including the District of Columbia. 

               The sentencing was announced by U.S. Attorney Jeanine Ferris Pirro, Special Agent in Charge Ibrar A. Mian of the Drug Enforcement Administration Washington Division, Inspector in Charge Damon E. Wood of the U.S. Postal Inspection Service Washington Division, and Chief Pamela Smith of the Metropolitan Police Department.

                Sesay was one of 24 co-defendants arrested during 2023 in the District, Virginia, Maryland, San Diego, and Los Angeles and charged in the conspiracy.

                On Feb. 7, 2025, Sesay pleaded guilty to a superseding information charging him with conspiracy to distribute and possess with intent to distribute 40 grams or more of fentanyl. In addition to the prison term, U.S. District Court Judge Colleen Kollar-Kotelly ordered Sesay to serve three years of supervised release.

               According to court documents, Sesay entered into the conspiracy after he was introduced to a Los Angeles-based drug trafficker, co-defendant Hector David Valdez, who was a distributor of fentanyl-laced counterfeit oxycodone pills. Sesay was introduced to Valdez by an unindicted co-conspirator, Mathias Tsegaye, a D.C.-based fentanyl trafficker who died in January 2023 from the combined toxic effects of codeine, fentanyl, and oxycodone. At the time of Tsegaye’s death, a shipping box containing several thousand fentanyl-laced counterfeit oxycodone pills was discovered in his residence.

                Sesay’s role was to have fentanyl-laced counterfeit oxycodone pills shipped by Valdez to the District of Columbia. Sesay then conspired with one or more D.C.-area-based co-conspirators to redistribute the pills. Sesay also communicated with Valdez about Tsegaye flying to Los Angles to obtain pills for Tsegaye and Sesay to resell in D.C.

                The impetus for the investigation was the overdose death of Diamond Lynch, a young mother in Southeast D.C. In addition to investigating and prosecuting the death resulting case, law enforcement followed the evidence and uncovered a vast network of traffickers who transported fentanyl from Mexico to Los Angeles to the District of Columbia. Since then, investigators have seized more than 450,000 fentanyl pills, 1.5 kilograms of fentanyl powder, and 30 firearms.

                This investigation is part of an Organized Crime Drug Enforcement Task Force (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

                The prosecutions followed a joint investigation by the DEA Washington Division and the USPIS Washington Division in partnership with MPD and the Bureau of Alcohol, Tobacco, Firearms and Explosives) with additional support from the DEA Los Angeles, San Diego, and Riverside Field Offices, the FBI’s Washington Field Office, and the Charles County, Maryland, Sheriff’s Office. Valuable assistance was provided by the U.S. Attorney’s Offices in the Central and Southern Districts of California, the Eastern District of Virginia, and the District of Maryland.

  • MIL-OSI Security: Lawrence County Man Sentenced to 300 years in Prison for Crimes Against Children

    HUNTSVILLE, Ala. – A Lawrence County man has been sentenced for committing multiple child sexual exploitation crimes, announced U.S. Attorney Prim F. Escalona.

    U.S. District Court Judge Liles C. Burke sentenced David Edward Collier, II, 47, of Moulton, Alabama, to a total of 3,600 months in prison. In January, Collier pleaded guilty to 13 charges of crimes against children, including four counts of sexual exploitation of children, eight counts of transportation of child pornography, and one count of possession of child pornography.

    According to court documents, Collier produced, distributed, transported, and possessed child pornography. Collier corresponded with individuals online regarding his desires to expose and sexually exploit children. From January 2017 to August 2022, he used unknowing and unsuspecting children to produce child pornography. And between October 2022 and September 2023, Collier distributed the child pornography to multiple individuals using online social media platforms.

    “My office and our federal, state, and local law enforcement partners are committed to protecting children from the devastating and lifelong impacts caused by defendants like David Collier,” said U.S. Attorney Escalona. “Rest assured that if you commit crimes against children in the Northern District of Alabama, we will prosecute you and send you to federal prison.”

    “This tremendous sentencing demonstrates the steadfast commitment of the FBI and our partners to investigate cases involving violent crimes against children, to include child pornography, and we work closely with our partners at the U.S. Attorney’s Office to hold them accountable,” said David R. Fitzgibbons, Special Agent in Charge, Birmingham Division.  “Let this be a warning to sexual predators that we will stop at nothing to protect every child from horrendous perpetrators like David Collier.  We have now ensured one less predator is victimizing the most innocent and vulnerable members of our community.”

    FBI North Alabama Violent Crime Task Force and Cybercrime Squad investigated the case along with the assistance of the Lawrence County Sheriff’s Office, Moulton Police Department, Alabama Bureau of Pardons & Paroles, Madison County Sheriff’s Office, Huntsville Police Department, and Limestone County Sheriff’s Office. Assistant United States Attorneys R. Leann White and John M. Hundscheid prosecuted the case.

  • MIL-OSI Security: Pittsburgh Woman Indicted for Fraudulent Receipt of Supplemental Security Income Benefits

    PITTSBURGH, Pa. – A resident of Pittsburgh, Pennsylvania, has been indicted by a federal grand jury in Pittsburgh on charges of Supplemental Security Income fraud and theft of government property, Acting United States Attorney Troy Rivetti announced today.

    The two-count Indictment named Dana Nicole Johnson, 54, as the sole defendant.

    According to the Indictment, from in and around May 2021 until in and around June 2023, Johnson concealed and failed to disclose events with the intent to fraudulently obtain Supplemental Security Income (SSI) benefits. SSI is a monthly, needs-based payment benefit that is afforded to people with disabilities and the elderly who have little or no income. Applicants are required to report their wages, assets, and living arrangements, as those matters are considered by the Social Security Administration when determining eligibility for SSI. The Indictment alleges that Johnson failed to disclose income from her employment with a home health care service and the Department of Veterans Affairs. The Indictment further alleges that Johnson stole and converted to her own use SSI payment benefits.

    The law provides for a maximum total sentence of up to 10 years in prison, a fine of up to $250,000, or both. Under the federal Sentencing Guidelines, the actual sentence imposed would be based upon the seriousness of the offenses and the prior criminal history, if any, of the defendant.

    Assistant United States Attorney Brendan J. McKenna is prosecuting this case on behalf of the government.

    The Social Security Administration–Office of the Inspector General and the Department of Veterans Affairs–Office of Inspector General conducted the investigation leading to the Indictment.

  • MIL-OSI Security: Manager at Long Island Company Indicted for Stealing $1.6 Million from Customer Credit Accounts

    Earlier today, at the federal courthouse in Central Islip, Tony Ream was arraigned on an indictment charging him with wire fraud and money laundering in connection with his employment at a Long Island company (the Company).  Ream was a credit supervisor for the Company, which was a worldwide distributor of medical and dental supplies with its principal place of business in Melville, New York.  Over the course of four years, Ream sent wire transfers totaling approximately $1.6 million from the Company’s bank account to a bank account that he controlled.  The arraignment was held before Magistrate Judge Steven I. Locke.

    Joseph Nocella, Jr., United States Attorney for the Eastern District of New York, and Christopher G. Raia, Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office (FBI), announced the arraignment.

    “As alleged, Ream is a thief who abused his authority and betrayed his employer to fund his lifestyle, including paying for the renovations of a restaurant he opened, footing the bill for his own wedding, and traveling around the world, all on the company’s dime,” stated United States Attorney Nocella.  “Embezzling company funds is a serious crime and my Office will vigorously prosecute this case to ensure Ream is held accountable for his brazen scheme.”

    “Tony Ream allegedly embezzled over one million dollars from his former company by diverting corporate funds to his personal account and deceiving his subordinates into perpetuating this theft,” stated FBI Assistant Director in Charge Raia.  “Ream allegedly abused his position and stole from his former company to fund his extravagant expenses.  The FBI remains committed to investigating any individual who orchestrates a scheme to exploit their company to finance personal wish lists.”

    As set forth in court filings and statements made in court, Ream was hired by the Company in 2019 to work in their credit department.  Starting in 2020 as a credit supervisor, Ream stole corporate funds from customer refund accounts and diverted the funds to his own accounts.  Additionally, while in his role as supervisor, Ream deceived employees whom he supervised into taking steps that assisted him in carrying out his fraudulent scheme.  Ream spent tens of thousands of dollars of the proceeds of his fraud on his wedding, hundreds of thousands on a failed restaurant venture in South Carolina, and tens of thousands on luxury international vacations.

    The charges in the indictment are allegations and the defendant is presumed innocent unless and until proven guilty. If convicted, Ream faces up to 20 years in prison.

    The government’s case is being handled by the Criminal Section of the Office’s Long Island Division.  Assistant United States Attorney Charles P. Kelly is charge of the prosecution with the assistance of Paralegal Specialist Samantha Schroder.

    SHANGHAI, China, May 30, 2025 (GLOBE NEWSWIRE) — GDS Holdings Limited (“GDS Holdings”, “GDS” or the “Company”) (NASDAQ: GDS; HKEX: 9698), a leading developer and operator of high-performance data centers in China, today announced the closing of its previously announced offering of 2.25% convertible senior notes in an aggregate principal amount of US$550 million due 2032 (the “Notes”), which amount reflects the exercise in full by the initial purchasers of their option to purchase an additional US$50 million in aggregate principal amount of the Notes (collectively, the “Notes Offering”). The Notes were offered in a private offering to persons reasonably believed to be qualified institutional buyers pursuant to Rule 144A under the Securities Act of 1933, as amended (the “Securities Act”).

    GDS received net proceeds from the Notes Offering of approximately $534.9 million, after deducting the initial purchasers’ discounts and estimated issuance expenses. The Company plans to use the net proceeds from the Notes Offering for working capital needs and the refinancing of its existing indebtedness, including potential future negotiated repurchases, or redemption upon exercise of the investor put right, of its convertible bonds due 2029.

The ADS Borrower or its affiliate received all of the proceeds from the sale of the Borrowed ADSs and the Company did not receive any of those proceeds, but the ADS Borrower paid the Company a nominal lending fee for the use of those ADSs pursuant to the ADS Lending Agreement.     URUMQI, May 30 (Xinhua) — Horgos Port, a major railway hub in northwest China’s Xinjiang Uygur Autonomous Region, has handled more than 4,000 China-Europe (Central Asia) freight trains since the beginning of the year, after a train loaded with electronics and mechanical equipment departed for Duisburg, Germany, on Thursday.

    According to the Urumqi Office of China Railway Urumqi Group Co., Ltd., the Horgos railway checkpoint has so far handled a total of more than 46,000 China-Europe/Central Asia freight train trips, bringing the total number of these trains to 87, covering 46 cities and regions in 18 countries.

    Situated on the border between China and Kazakhstan, Khorgos and Alashankou, also known as the Alatau Pass, are the two main railway border crossings in Xinjiang.

    According to previously published data, as of May 26, the Alashankou checkpoint had handled more than 3,000 China-Europe/Central Asia/ freight train trips since the beginning of the year. These trains traveled along 123 routes connecting 21 countries, including Germany and Poland.

    Over the past three years, the capacity of these two railway checkpoints has grown at double-digit rates.

    In 2024, these checkpoints handled 27.5 million tons of cargo, accounting for nearly 70 percent of XUAR’s total land import and export volume. In addition, the number of China-Europe freight trains passing through these two border crossings exceeded 50 percent of the national total.

    In 2024 alone, the two checkpoints handled 16.4 thousand China-Europe freight train trips, up 14 percent from the previous year. –0–

    NATIONWIDE – In a first for the video game industry, over 300 quality assurance workers working at Microsoft subsidiary ZeniMax Media — represented by Communications Workers of America Locals 2100, 2108, and 6215 (ZeniMax Workers United-CWA) — announced that they have reached a tentative contract agreement with the company. ZeniMax Workers United-CWA and Microsoft have been negotiating for a first contract for nearly two years.

    “QA workers from across the country continue to lead the charge for industry-wide change,” said Page Branson, Senior II QA Tester and ZeniMax Workers United-CWA bargaining committee member. “Going toe-to-toe with one of the largest corporations in the world isn’t a small feat. This is a monumental victory for all current video game workers and for those that come after.”

    “Video games have been the revenue titan of the entire entertainment industry for years, and the workers who develop these games are too often exploited for their passion and creativity. Organizing unions, bargaining for a contract, and speaking with one collective voice has allowed workers to take back the autonomy we all deserve,” said Jessee Leese, QA tester at ZeniMax and ZeniMax Workers United-CWA bargaining committee member. “Our first contract is an invitation for video game professionals everywhere to take action. We’re the ones who make these games, and we’ll be the ones to set new standards for fair treatment.”

    The new contract sets new standards for the industry and includes substantial across-the-board wage increases as well as new minimum salaries for workers. The agreement also includes protections against arbitrary dismissal, grievance procedures, and a crediting policy that clearly acknowledges the QA workers’ contributions to the video games they help create. It also incorporates a previously announced agreement on how artificial intelligence is introduced and implemented in the workplace.

    “Our members knew what they deserved to make the industry a better place and fought for a tentative agreement that reflects the value they bring to the table,” said CWA Local 2100 President Nick Riddle. “Their victory is a win for us all, to show what can be possible through solidarity and collective bargaining.”

    “This tentative agreement reflects workers’ deep commitment to equity and respect in a field that has long undervalued their contributions and exploited their passions. And they did it by holding the line together,” said CWA Local 2108 President Johnny Brown. “We’re proud to have them in our ranks as leaders for the entire labor movement.”

    “Even amidst a rapidly evolving industry with significant volatility and job insecurity, video game workers never lost sight of what they deserved,” said CWA Local 6215 Vice President Alex Doblado. “We celebrate their commitment to building a better future through collective action. They are a testament to the power of unions.”

    Contract explanation meetings will be held for members over the next few weeks, and a ratification vote is expected to be concluded by June 20.

    “Taking on one of the largest tech companies in the world and winning real gains on improving the workplace is no small feat,” said CWA District 6 Vice President Derrick Osobase. “No matter how complex or powerful the employer may seem, collective action works. These workers have earned this victory and are opening the door for future worker-organizers.”

    What you need to know: With unprecedented speed, Governor Newsom is today announcing the availability of $800 million in competitive grant funding as part of Proposition 1 Bond Behavioral Health Continuum Infrastructure Program (BHCIP) Round 2 to develop a wide range of behavioral health treatment settings for Californians who need care most.

    Sacramento, California – Following the announcement of $3.3 billion in grant funding earlier this month, Governor Gavin Newsom today announced the availability of more than $800 million in competitive grant funding available to support behavioral health initiatives in California. Distributed through the California Department of Health Care Services (DHCS), the Proposition 1 Bond Behavioral Health Continuum Infrastructure Program (BHCIP) Round 2: Unmet Needs Request for Applications (RFA) represents the final round of funding through Proposition 1’s Behavioral Health Infrastructure Bond Act. These funds will help communities across California expand access to mental health and substance use disorder (SUD) services, particularly in areas with the greatest unmet needs.

The funding being made available today will ensure that the most vulnerable people in our state will get the care they need, when they need it.”

    Part of California’s broader Mental Health for All initiative, BHCIP Round 2 will fund projects that build, acquire, or expand community-based behavioral health facilities. Priority areas include residential treatment, outpatient care, crisis services, and mobile crisis infrastructure. Between Round 1 and Round 2, the investments are expected to create 6,800 residential treatment beds and 26,700 outpatient treatment slots, helping close critical service gaps throughout the state.

    Why this matters

    Bond BHCIP Rounds 1 and 2 are helping to create a comprehensive behavioral health system, ensuring that individuals can access the right care at the right time, whether it be for crisis stabilization, inpatient care, or long-term treatment. As part of the state’s goal to reduce mental health crises, increase the availability of services, and support community-based solutions, these investments are vital in ensuring the long-term sustainability and accessibility of behavioral health services.

    Through previous BHCIP rounds, DHCS has awarded $1.7 billion in grants to support 255 infrastructure projects, including mobile crisis units, new facilities, and expanded treatment capacity. Bond BHCIP Round 1: Launch Ready, awarded in May 2025, allocated $3.3 billion to 124 projects across 42 counties, supporting 5,077 residential beds and 21,882 outpatient slots.

    The BHCIP Round 2: Unmet Needs RFA can be found HERE. This funding is open to all eligible applicants, including counties and cities, tribal entities, nonprofit organizations, and for-profit organizations.

    Applicants must have already completed critical parts of the project development process and demonstrate how their project meets community needs, addresses service gaps, and aligns with state priorities. Applications must be submitted by October 28, 2025. Awards are expected to be announced in spring 2026.

    BOISE — Attorney General Raúl Labrador announced a judgment entered in March 2025 against Coast to Coast Carports, Inc., following allegations of deceptive business practices involving custom-made garages  and carports.
    The Attorney General’s Consumer Protection Division filed suit in December 2024, alleging that Coast to Coast accepted consumer payments for custom-made garages and carports, failed to deliver the products, and in some cases provided faulty structures without offering refunds or repairs. The judgment prohibits Coast to Coast from engaging in any construction-related business within the State of Idaho and requires the company to pay civil penalties and restitution to affected consumers. The civil penalties and restitution for Coast-to-Coast are, respectively, $22,500 and $26,745.37.
    “This case sends a clear message to out-of-state contractors who operate dishonestly in Idaho,” said Attorney General Labrador. “We will take legal action to protect Idaho consumers and ensure accountability in the construction marketplace.”
    Attorney General Labrador urges consumers seeking a contractor’s services, please utilize these tips to avoid fraudulent business practices: 

    Read the Contractor’s business profile on the Better Business Bureau’s Website, paying particular attention to any unresolved complaints, its rating, and the business’s responses provided to the Better Business Bureau. 
    Check with the Attorney General’s Office or the Department of Occupational and Professional Licenses (DOPL) at Welcome to Division of Occupational and Professional Licenses for any information regarding the Contractor and its business practices within the State of Idaho. 
    Review Idaho Code § 48-525 to understand what information a contractor is required to disclose. 
    Verify the contractor has liability and worker’s compensation insurance to avoid liability for work-related injuries and the contractor’s recklessness or negligence.
    If possible, obtain a surety bond, title insurance, and a lien waiver to cover potential losses, loss of title, and to prevent lienholders placing liens on the project for nonpayment.

  • MIL-OSI USA: Travel Advisory Update: Opening of Additional Lanes for Providence Viaduct Northbound Service Road Now Scheduled for June 6

    At 9 p.m. on Friday, June 6, the Rhode Island Department of Transportation (RIDOT) will begin work to open additional travel lanes on I-95 North and the northbound Providence Viaduct service road at Exit 38 (Route 146/State Offices) in Providence. The lanes will enable easier access to the service road and provide more room for merging traffic. They will be open Saturday morning, June 7. This work was postponed from this weekend because of expected adverse weather.

    The new service road was constructed as part of RIDOT’s project to replace the structurally deficient northbound viaduct. The service road was built adjacent to the I-95 North through lanes, and carries traffic entering the highway from Atwells Avenue, Route 6/10, and downtown, as well as traffic taking the Route 146 or State Offices exits. It permits I-95 through lanes to flow freely, allows all merges to take place on the service road, and eliminates chronic congestion associated with entrance and exit ramps that were spaced too closely together.

    Highlights of the traffic improvements on the northbound service road include:

    � At the Broadway Off-Ramp (Exit 37A): The far-right lane will be modified from an exit-only lane to an option lane so drivers can use the right lane to take the exit or continue straight on I-95 North towards the Downtown/Route 6/10 Exit. At this point there will be five through travel lanes instead of four.

    � At the Downtown/Route 6/10 Off-Ramp (Exits 37B-D): An additional lane will be provided here so drivers taking the off-ramp will have two lanes instead of one on the exit.

    � At the Atwells Avenue Merge: An additional lane will be provided here so traffic coming onto the service road from Atwells Avenue will have its own lane over the bridge. At this point there will be three travel lanes instead of two.

    � At the Route 6/10 & Downtown Merge: An additional lane will be open here; traffic coming onto the service road from Route 6/10 or downtown Providence will have its own lane. At this point there will be four lanes instead of three.

    � At Route 146 (Exit 38A): There will be two lanes to the left for traffic to Route 146 and two lanes to the right for traffic to I-95 North. The right lane should be used for anyone wishing to take the State Offices off-ramp (Exit 38B).

    � On the ramp to I-95 North: RIDOT will move the merge from two lanes to one lane several hundred feet to the north of its current location. This will make it easier for traffic to merge before joining I-95.

    In preparation for the traffic shift, RIDOT will be paving various areas of the service road. Drivers may encounter milled and uneven surfaces over the next week for this work.

    By mid-June, RIDOT is scheduled to begin milling and paving the entire area of the Viaduct, the I-95 express lanes and the service road, with the permanent, final layer of asphalt. This work will take approximately two to three weeks with overnight lane closures required.

    The I-95 North Viaduct carries more than 220,000 vehicles per day over numerous local roads and highway ramps, Amtrak’s Northeast Corridor, and the Woonasquatucket River. It is the busiest section of I-95 in Rhode Island and one of the most heavily trafficked highway bridges on the East Coast. In addition to replacing the nearly 1,300-foot long Viaduct, this project, slated for completion in fall 2025, is rebuilding 10 additional bridges, many of which are of critical safety concern.
