  • MIL-OSI Security: Five Romanians Admit Bank Fraud Involving ATM Skimming Devices

    ST. LOUIS – Five Romanian nationals have admitted installing skimming devices on St. Louis area ATMs to harvest bank account information from customers and commit fraud.

    Mihai Vlaicu, 48, and Mihai Florin Marinescu, 37, pleaded guilty Wednesday in U.S. District Courtin St. Louis to one count of conspiracy to commit bank fraud.

    Laurentiu Miguel Ivan, 33, pleaded guilty to the same charge in March and Nelu Nae, 37, and Venera Isabelle Dumitru, 28, pleaded guilty to the charge in April. A sixth person indicted in the case, Ianus Nita, 53, has not yet been arrested.

    In their plea agreements, the five admit stealing bank account information via skimming devices and then using, or attempting to use, that information to withdraw money from ATMs.

    Around January of 2024, Vlaicu and Marinescu installed skimming devices on at least two bank ATMs, one in Clayton and one in Frontenac. They obtained the information of at least six victims, and then used cloned cards to try and withdraw cash.

    On five days in April, Dumitru and Ivan used account information from two other victims to withdraw cash from ATMs in St. Louis. Ivan obtained $1,421 and Dumitru obtained $1,070.50.

    On April 25, Dumitru and Ivan tried to withdraw cash from a St. Louis County ATM using an account number belonging to another victim. On April 30, Vlaicu tried to withdraw money from a St. Louis County ATM using the banking information of six victims.

    On May 2, Marinescu unsuccessfully tried to install a skimming device on an ATM in south St. Louis County. Nae retrieved the device the next day.

    On May 9, Marinescu installed a skimming device on an ATM in Wildwood. On May 11, Nita withdrew cash belonging to two victims from a St. Louis County ATM.

    On May 28, Marinescu and Nae installed a skimming device on an ATM in St. Louis, which was located and removed by law enforcement before Nita and Vlaicu could retrieve it.

    The conspirators were using an Airbnb in St. Louis County as a base for their criminal activity. Investigators found a laptop computer there containing hundreds of videos of customers entering their PINs when they used an ATM outfitted with a skimming device. They also found skimming devices, installation tools, a large amount of cash and numerous gift cards at the rented residence.

    Ivan is scheduled to be sentenced June 25, Dumitru on July 10, Nae on July 23 and Marinescu and Vlaicu on August 20. The charge carries a penalty of up to 30 years in prison, a $1 million fine or both prison and a fine.

    Ivan, Dumitru, Marinescu are not legally in the United States.

    The FBI, the St. Louis Metropolitan Police Department, the Webster Groves Police Department, the Clayton Police Department and the Frontenac Police Department investigated the case with assistance from the St. Louis County Police Department. Assistant U.S. Attorney Gwen Carroll is prosecuting the case.

  • MIL-OSI Security: Two Convicted in St. Louis of Laundering Drug Proceeds for Sinaloa Cartel

    ST. LOUIS – Two men were convicted Wednesday of all charges related to their laundering of money in the St. Louis area for the Sinaloa drug cartel.

    Carl Von Garrett, 54, of St. Charles, Missouri and Tobiyyah Israel, 38, of Ohio, were each found guilty by a jury in U.S. District Court in St. Louis of one count of conspiracy to commit money laundering and one count of money laundering. Von Garrett was also found guilty of one additional count of money laundering. The trial began on May 12.

    Two others have already pleaded guilty and been sentenced in the case. Luis Miguel Hernandez, 38, of Phoenix, pleaded guilty to one count of conspiracy to commit money laundering and two counts of money laundering and Antonio Jones, 51, of Florissant, Missouri, pleaded guilty to two counts of money laundering. Hernandez was sentenced in January to 87 months in prison and Jones was sentenced to 37 months in prison.

    As part of his plea agreement, Hernandez admitted being driven by Von Garrett to a meeting with an undercover Drug Enforcement Administration task force officer in St. Louis on March 1, 2021, to deliver $100,095 in drug proceeds. Hernandez then arranged a series of meetings between Jones and the task force officer. On March 8, 2021, Jones handed over $100,000. Jones delivered $150,030 on March 17 and $100,000 on March 31. On April 8, Jones delivered $109,740 and $100,100 on May 18. On May 25, 2021, Jones delivered $100,100.

    During closing arguments Tuesday, Assistant U.S. Attorney Jim Delworth told jurors that Von Garrett was the “focal point” of the conspiracy and Israel was a courier, like Jones. On April 14, Israel picked up $221, 020 from Von Garrett. Von Garrett was stopped by investigators, who found six phones and a ledger that contained dates and amounts of money roughly corresponding to cash drops, Delworth said. Israel told investigators that he’d been promised $1,000 to pick up the cash, and that he’d done so once before.

    The money drops continued. On May 18, Jones delivered $110,100 and $100,100 one week later.

    Both men are scheduled to be sentenced on August 21.

    The Drug Enforcement Administration, IRS-Criminal Investigation, the FBI, the St. Louis County Police, the Bridgeton Police Department, the St. Louis Metropolitan Police Department, and the St. Charles County Police Department investigated the case. Assistant U.S. Attorneys Jim Delworth and Ricardo Dixon are prosecuting the case.

    This prosecution is part of an Organized Crime Drug Enforcement Task Force (OCDETF) operation.   • MIL-OSI Security: Bowling Green, Kentucky Man Sentenced to Federal Prison and Ordered to Pay $40,000 in Restitution for Odometer Tampering

    Bowling Green, KY – A Bowling Green man was sentenced yesterday to 1 year and 6 months in federal prison, and was ordered to pay $40,000 in restitution, for wire fraud, conspiracy to commit odometer tampering, and four counts of odometer tampering.

    U.S. Attorney Michael A. Bennett of the Western District of Kentucky and Special Agent in Charge Kevin Porter of the U.S. Department of Transportation made the announcement.

    “Let this case serve notice to like-minded fraudsters that taking advantage of our citizens comes at a cost – federal prison and large fines,” said U.S. Attorney Bennett.  

    Randy Huff, 59, owner of South Side Auto Sales in Bowling Green and Huff’s Auto Sales in Beaver Dam, was sentenced to 1 year and 6 months in prison, followed by 1 year of supervised release, for wire fraud, conspiracy to commit odometer tampering, and four counts of odometer tampering. According to court documents, between June 2018 and January 2023, Huff, aided and abetted by an employee, devised a scheme to defraud buyers of used cars by fraudulently reducing the mileage shown on the odometers of vehicles sold at his used car lots. In the scheme, Huff purchased high mileage vehicles at auction, then directed his employees to replace the vehicles’ odometers with ones showing lower mileage. Buyers were not informed of the odometer replacements.

    Huff was also ordered to pay $40,000 in restitution.

    On March 11, 2025, an employee at South Side Auto Sales, Donnie Wilson, 51, also of Bowling Green, was sentenced to probation for a term of 3 years, and ordered to pay $10,000 in restitution for wire fraud, conspiracy to commit odometer tampering, and four counts of odometer tampering.

    There is no parole in the federal system.

    This case was investigated by the U.S. Department of Transportation and the Kentucky Department of Transportation.

    Assistant U.S. Attorney Raymond McGee, of the U.S. Attorney’s Paducah Branch Office and Assistant U.S. Attorney Madison Sewell of the Louisville Office, prosecuted the case.

    The National Highway Traffic Safety Administration estimates that odometer fraud in the United States results in consumer losses of more than $1 billion annually and has established a special hotline to handle odometer fraud complaints.   • MIL-OSI Security: Emporia man sentenced to over five years in prison for armed robbery

    RICHMOND, Va. – An Emporia man was sentenced yesterday to five years and five months in prison for a Hobbs Act Robbery.

    According to court documents, on Aug. 19, 2023, David Earl Gay, 60, entered a Walmart in Emporia, approached a clerk, and told her that he had a gun in his pocket, that if she did anything he would shoot her, and to hand him all the money. The clerk complied, handing him money from the service desk. Gay fled the Walmart in a rusted white van.

    Law enforcement responded to the address where the van was registered and located the van. Investigators executed a search warrant on the trailer located at that address and found Gay inside. Gay had some of the money from the robbery in his pants pocket. Investigators then found additional money from the robbery in a metal shed on the property.

    Gay was previously convicted of, among other crimes, breaking and entering, uttering forged paper or instrument, common law forgery, uttering forged check, statutory burglary, larceny, possession of stolen goods or property, forgery of instrument, abuse of a child – neglect, contributing to the delinquency of a minor, and armed bank robbery. At the time he robbed the Emporia Walmart, Gay was on supervised release for his armed bank robbery conviction.

    Erik S. Siebert, U.S. Attorney for the Eastern District of Virginia, and Stanley M. Meador, Special Agent in Charge of the FBI’s Richmond Field Office, made the announcement after sentencing by U.S. District Judge M. Hannah Lauck.

    Assistant U.S. Attorneys Patrick J. McGorman, Stephen E. Anthony, and Vetan Kapoor prosecuted the case.

  • MIL-OSI Security: Baltimore Man Sentenced to Five Years in Federal Prison for Possession of Firearm and Ammunition by Prohibited Person

    Defendant possessed firearm and ammunition while engaging in drug trafficking activity

    Baltimore, Maryland – Brandon Carroll, 32, of Baltimore, Maryland, was sentenced to five years in federal prison, followed by three years of supervised release, for possession of a firearm and ammunition by a prohibited person.

    Kelly O. Hayes, U.S. Attorney for the District of Maryland, announced the sentence with Special Agent in Charge Toni M. Crosby, Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), and Commissioner Richard Worley, Baltimore Police Department (BPD).

    According to the guilty plea, on April 25, 2023, BPD officers observed Carroll engaging in multiple hand-to-hand drug exchanges. When an arrest team approached Carroll, he attempted to flee on a dirt bike but fell.  Law enforcement then took him into custody.

    While searching Carroll, officers recovered 32 gelcaps — containing a mixture of fentanyl and oxycodone pills — and a key to a nearby Hyundai vehicle. After officers found the vehicle, a trained K-9 detected the presence of narcotics inside.

    A search of the vehicle yielded a Beretta Nano 9mm pistol loaded with five rounds of ammunition; 35 additional rounds of 9mm ammunition; and a Smith & Wesson magazine for a .40 caliber handgun. Additionally, law enforcement discovered 844 units of a fentanyl mixture packaged for distribution; eight units of cocaine packaged for distribution; 14 Suboxone strips; two digital scales with white residue; two plastic bags of packaging material; $2,443 in cash; and mail that belonged to Carroll and the vehicle’s registered owner. Due to a prior felony conviction, Carroll is prohibited from possessing firearms and ammunition.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.  On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    U.S. Attorney Hayes commended the ATF and BPD for their work in the investigation. Ms. Hayes also thanked Assistant U.S. Attorney James O’Donohue who prosecuted the case.

  • MIL-OSI Security: Federal Jury Convicts Tampa Felon For Illegally Possessing Firearms

    Tampa, FL –United States Attorney Gregory W. Kehoe announces that a federal jury has found Cortevious Torrez Crews (31, Tampa) guilty of possessing a firearm and ammunition as a convicted felon. Crews faces a maximum sentence of 15 years in federal prison. A sentencing date has not yet been set. 

    According to the evidence presented at trial, on May 3, 2024, law enforcement conducted a traffic stop of Crews’ car in Clearwater Beach, Florida. When officers searched the car, they located two firearms. Despite knowing he was a felon and that he was prohibited from owning firearms, Crews had purchased one of the recovered firearms off the streets about a week earlier. 

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Clearwater Police Department, and the Pinellas County Sheriff’s Office. It was prosecuted by Assistant United States Attorney Michael R. Kenneth. The forfeiture was handled by Assistant United States Attorney James A. Muench.

    WASHINGTON, DC – Today, during a Rules Committee hearing that began at 1 a.m., U.S. Congresswoman Hillary Scholten (MI-03) introduced several critical amendments, including to protect affordable health care for millions of Americans and funding for the Great Lakes Restoration Initiative. As House Republicans push forward a budget proposal that would slash nearly a trillion dollars from Medicaid, gut food assistance, threaten our Great Lakes and drive up costs for hard-working families, Scholten offered a starkly different approach–one focused on protecting coverage and lowering premiums.

    “There’s so much that’s harmful in this bill–but let’s focus on health care. Republicans are trying to take health care away from people while they sleep and they are hoping no one notices,” said Rep. Scholten. “But I am paying attention, and I’m offering a better path forward–one that protects families and ensures affordable health care is not just a luxury for the wealthy.”

    Her amendment would make the enhanced Affordable Care Act subsidies permanent. These subsidies, which have helped drive the uninsured rate to historic lows, are set to expire on December 31, 2025–putting more than 4.2 million people at risk of losing coverage, according to the nonpartisan Congressional Budget Office.

    Scholten’s amendment eliminates the income cap that currently cuts off eligibility at 400% of the federal poverty line and maintains a cap on premium contributions so that no family pays more than 8.5% of their income toward health insurance. These provisions help ensure that working-class and middle-class Americans, including small business owners, self-employed workers, and families in the coverage gap, can continue to access affordable care.

    In Michigan, over 374,000 people rely on these enhanced subsidies for their coverage. If allowed to expire, many of these families would face unaffordable premium hikes or lose insurance altogether. Scholten emphasized that while Republicans are focused on ripping coverage away from children, seniors, and people with disabilities, she’s focused on keeping and expanding coverage. Her amendment offers a responsible, proven solution to keep people covered.

    In addition to her health care amendment, Scholten introduced three others focused on protecting Michigan jobs, clean water, and American clean energy leadership. One amendment would protect Michigan’s intercity passenger rail project between Grand Rapids and Chicago by preventing the Secretary of Transportation from prematurely removing projects from the Bipartisan Infrastructure Law’s Corridor Identification and Development Program. 

    Scholten also introduced an amendment that would fund the Environmental Protection Agency’s regional clean water programs–including the Great Lakes Restoration Initiative–which is vital to Michigan’s economy and environment and yields more than triple the return on investment. 

    Finally, Scholten proposed extending the Section 48 Investment Tax Credit for clean energy projects through the end of 2025 to ensure regulatory certainty and continued investment in renewable natural gas systems, especially those critical to rural and agricultural communities.

    Through all of these efforts, Rep. Scholten reaffirmed her commitment to fighting for hard-working families.

    Washington – Rep. Don Bacon (NE-02) issued the following statement about the Reconciliation Vote earlier this morning:

    “No expectant mothers, single parents, children, disabled, or elderly are losing SNAP or Medicaid benefits. That misinformation is being spread to try and scare people.

    “By passing this bill, we will strengthen these programs through an audit of the programs, removal of those who should not be receiving benefits, and making sure that able-bodied adults without dependents are fulfilling work and volunteer requirements that are already in place for the program. Those who are eligible for Medicaid and SNAP are not touched by this bill. We protected those who need Medicaid and SNAP.

    “We have also made the tax cuts permanent, saving the average Nebraska family of four making $80,000 from a tax increase of about $1,700.

    “Additionally, this bill includes crucial defense spending increases, supplementing national defense by approximately $144 billion over four years, ensuring we can properly maintain our military readiness and take care of our troops. We’re strengthening our borders through a new $12 billion grant fund to support states’ border security efforts and approximately $90 billion in total border security investments.

    “I worked closely with Republican leadership to advocate for the needs of Nebraskans and this bill, while not perfect, reflects that.”

  • MIL-OSI USA: Beyer Statement on Federal Court Blocking Trump’s Illegal Assault on the Department of Education

    Congressman Don Beyer (D-VA) today issued the following statement in response to Judge Myong J. Joun’s order blocking the Trump Administration and the “Department of Government Efficiency’s” (DOGE) illegal efforts to gut the Department of Education and mandating the reinstatement of wrongfully terminated staff:

    “This ruling is a victory for millions of students, educators, and families across the country who rely on the Department of Education’s programs, protections, and support. Judge Joun accurately determined that the Trump Administration and DOGE’s political purge of the Department of Education was unlawful and reaffirmed that the executive branch cannot unilaterally work toward abolishing a congressionally established agency without the approval of Congress. I am grateful that thanks to Judge Joun’s ruling, more than 1,300 wrongfully terminated employees must be reinstated to fulfill the Department’s statutorily mandated functions.

    “Donald Trump, Elon Musk, and Linda McMahon’s actions – reductions in force and the eliminations of entire offices, including key Office for Civil Rights (OCR) hubs – inhibited the Department from being able to carry out its statutory obligations. Their abuse of the federal civil service targeted attorneys, student aid workers, and civil rights office staff and had detrimental effects on our schools. It left millions of students and teachers without essential services they need, including the enforcement of anti-discrimination laws and support for students with disabilities. Their attempted purge of the Department of Education is a direct assault on the protection of student’s rights and the promise of equal opportunity through education. It was a gross betrayal of American students.

    “Today’s decision brings much-needed relief for students, educators, our public servants in the Department of Education, and civil rights across the country. It restores the rule of law and sends a clear message that our nation’s promise of equal educational opportunity cannot be unraveled by political whim.”

    Beyer has been critical of illegal attempts by the Trump Administration and “DOGE” to dismantle the Department of Education, and has led efforts to restore the Department’s ability to fulfill its statutorily required mandates. He also met with Education Secretary Linda McMahon to discuss the serious harm these actions inflicted upon his constituents, and on students and educators across the country.

  • MIL-OSI USA: Grothman Introduces Bill to End Housing Tax Program That Enriches Developers and Fails Tenants

    Congressman Glenn Grothman (R-WI), joined by Congressman Paul Gosar (R-AZ), introduced the Low-Income Housing Tax Credit Elimination Act, which will repeal the Low-Income Housing Tax Credit (LIHTC), an outdated, costly, and ineffective program that has primarily enriched politically-connected developers and banks, while doing little to reduce housing costs for low-income Americans.

    Currently, LIHTC provides tax credits to developers to subsidize the construction and rehabilitation of affordable housing units. These subsidies cover around 70% of a project’s cost. However, rather than benefiting tenants, the program has become a cash grab for developers and banks. The elimination of LIHTC will save taxpayers a staggering $69.1 billion over a ten-year period.

    “The Low-Income Housing Tax Credit is another way for developers to get rich, while hardworking taxpayers foot the bill,” said Grothman. “It’s absurd that the federal government is paying 70% of construction costs to private developers, who often use these funds to build lavish and costly housing units. We need to stop throwing money at a broken system and instead focus on reducing supply constraints that make it so difficult to build affordable housing in the first place.

    “Despite its original intent, LIHTC fails to effectively serve low-income tenants. The primary beneficiaries are rich developers, banks, law firms, and state bureaucracies. Only 24% of the programs’ costs benefit low-income households in the form of rent savings. Its elimination will save taxpayer dollars, end the funneling of money to corrupt developers, and allow us to refocus on solutions that work for hardworking Americans.”

    “Unfortunately, the government subsidy meant to ease the financial burden of tenants is ripe with abuse.  Instead of creating affordable housing for those who need it most, the program produces costly low-income housing and lines the pockets of greedy developers and banks,” said Congressman Paul Gosar.

    “The Low-Income Housing Tax Credit is a textbook case of good intentions gone wrong. After nearly four decades and billions in federal subsidies, the Low-Income Housing Tax Credit has done more for banks and developers than for struggling renters. It’s time Congress ended this inefficient corporate welfare program,” said Adam Michel, Director of Tax Policy Studies at the Cato Institute.

    “Since its inception in 1986, the Low-Income Housing Tax Credit (LIHTC) has been plagued by the Five Cs: crowding out, cost, complexity, corruption, and cartel,” said Edward Pinto and Tobias Peter, Co-Directors AEI Housing Center. “LIHTC developments often displace housing that the private market would have produced without subsidies, creating a crowding-out effect. The cost to taxpayers is staggering, with the average LIHTC unit priced at approximately $450,000—compared to zero for private developments that would have otherwise been built. The program’s excessive complexity has given rise to a cartel-like ecosystem dominated by a small cadre of developers and nonprofits, who have profited handsomely, while calling for even more subsidies. This has bred corruption and inefficiency. At its core, LIHTC reflects a misguided emphasis on the futile task of building ever more expensive subsidized housing, rather than on policies that allow for the building of housing that is affordable. We applaud Representative Grothman for taking this step to sunset this fundamentally flawed program.”

    Background Information

    Currently, the federal government provides a tax credit, the Low-Income Housing Tax Credit (LIHTC), to developers to subsidize the construction and rehabilitation of housing units with income limits and rent caps for eligible tenants. These LIHTC tax credits subsidies cover roughly 70% of the cost of qualified housing projects.

    A 2009 study found for a large sample of projects that the construction costs per square foot of LIHTC projects were 20 percent higher than for average industry projects.

    Because of the complex structure of the program, most of the LIHTC benefits go to the developers and banks, rather than the tenants. A 2017 study found that “tenants capture at most 24% of the [LIHTC] development subsidies.” The ability for states and localities to dole out these lucrative tax credits breeds corruption and funneling subsidies to politically connected developers.

    The Low-Income Housing Tax Credit Elimination Act would end this costly, inefficient, and corrupt program. To lower housing costs, policymakers should focus on reducing supply constraints on housing, not funneling tax dollars to politically connected developers.

    According to the Congressional Budget Office, repealing LIHTC would save taxpayers $69.1 billion over ten years.

    WASHINGTON, D.C. — Today, Congresswoman Norma J. Torres (CA-35) reintroduced the Veterans Administration Backlog Accountability Act, legislation that requires the Inspector General of the Department of Veterans Affairs (VA) to deliver a comprehensive report to Congress on the persistent backlog of VA disability compensation claims. The bill tasks the Inspector General with examining claims pending before the Veterans Benefits Administration (VBA) and the Board of Veterans’ Appeals, and reporting directly to Congress on the current status of the backlog, the VA’s efforts to address it, and any changes in the average wait time veterans experience while their claims are processed.

    “The men and women who served our country shouldn’t be forced to navigate a slow, broken system to receive the benefits they were promised. Our veterans deserve timely access to care and compensation—not endless waiting and bureaucratic delays,” said Congresswoman Norma Torres. “ This bill will create transparency, oversight, and ensure that no veteran is left in limbo while Washington sorts itself out.” 

    The legislation calls for a thorough review of the root causes behind the VA’s current disability claims backlog and an evaluation of how the agency is working to address it, including staffing initiatives and the use of funds authorized under the Honoring Our PACT Act of 2022. The report must also analyze how the backlog is affecting wait times for veterans seeking a decision on their claims. Additionally, it will examine the impact of the VA’s partnership with the National Archives and Records Administration (NARA) to digitize paper-based military personnel files, and how that effort has contributed to reducing delays. Finally, the Inspector General will provide recommendations to further eliminate the backlog and improve the efficiency of claims processing.

    WASHINGTON—The U.S. Supreme Court today handed down a 4-4 ruling in Oklahoma Charter School Board v. Drummond and St. Isidore of Seville Catholic Virtual School v. Drummond, affirming the Oklahoma Supreme Court’s decision that authorizing religious charter schools violates the Oklahoma state constitution, the state charter school statute, and the U.S. Constitution. The National Education Association joined a broad-based coalition of education groups in filing an amicus brief in the case and was on hand for oral arguments.

    “Educators and parents know that student success depends on more resources in our public schools, not less. Yet for too long, we have seen anti-public education forces attempt to deprive public school students of necessary funding and support,” said NEA President Becky Pringle. “We are gratified that the Supreme Court did not take the radical step of upending public education by requiring states to have religious charter schools.”

    “Our public schools and educators work tirelessly to meet the needs of each student despite the challenges placed on them by elected officials,” said Cari Elledge, a fifth-grade teacher who serves as president of the Oklahoma Education Association. “Requiring Oklahoma to fund religious doctrine in charter school programs would have diminished funding for classroom resources, educator salaries, and other supports our students need. Funneling funding meant for all to only a select few would have harmed our students and our public schools.”

    Requiring taxpayers to fund religious charter schools would have extended far beyond Oklahoma’s borders and could have caused irreparable harm to public schools everywhere.

    DENVER – Today, Governor Polis unveiled new renderings of the Colorado 150 Pedestrian Walkway, which will connect Coloradans to Lincoln Veterans Park and commemorate Colorado’s great history. Designed by Studio Gang, the international architecture and urban design firm led by Jeanne Gang, as well as StudioTrope, Mundus Bishop, Olin and Thornton Thomasetti, the 11,000 square foot Walkway enhances connectivity and improves accessibility among downtown Denver’s major public spaces and monuments as well as offers a unique experience that brings together art, culture, and history in commemoration of Colorado’s 150th anniversary. The project is expected to be completed in the Summer of 2026.

Now, when Coloradans of all ages come to visit our State Capitol, they can more easily access and enjoy Lincoln Veterans Park while enjoying and learning from art from local artists.     This design is reflective of Colorado’s diverse topography, specifically the state’s flowing rivers. The walkway naturally winds its way from the Colorado State Capitol building to Lincoln Veterans Park. The design also features regional material like sandstone, marble, and granite to pay tribute to Colorado’s geology. The walkway will also include a number of features like viewing platforms, sculptural monuments, newly commissioned artwork from Colorado artists, play elements, and different learning and storytelling opportunities that people of all ages will be able to enjoy. 

    The Colorado 150 Pedestrian Walkway represents a public-private partnership led by the Governor’s Office and the P3 Office at the Colorado Department of Personnel & Administration alongside History Colorado. The project will serve as a new gateway to downtown Denver and become a major part of ongoing initiatives to revitalize the Civic Center area, which include renovations to Denver Central Library, Denver Art Museum upgrades, the recently opened Populus hotel, the future 5280 Trail, the McNichols Building’s museum, and improvements to the Greek Theater and Central Promenade in Civic Center Park, which is also being designed by Studio Gang and is part of the Civic Center Next 100.

  • MIL-OSI Security: Honduran National Pleads Guilty to Unlawful Reentry

    BOSTON – A Honduran national, illegally residing in Brockton, pleaded guilty yesterday in federal court in Boston to unlawfully reentering the United States after deportation.  

    Oscar Lopez, 41, a/k/a “Luis Maldonado,” pleaded guilty to one count of unlawful reentry of a deported alien. Lopez was arrested on April 16, 2025 and has remained in custody since. U.S. District Court Chief Judge F. Dennis Saylor IV scheduled sentencing for July 1, 2025.

    According to the charging documents, Lopez is a citizen of Honduras who entered the United States illegally in 2003. Lopez did not appear for an Immigration Court date in 2003 and was ordered removed. Immigration officials were not able to remove Lopez until January 2013. Lopez returned to the United States just a few months later without permission and he was removed again in May 2013. At some point thereafter, Lopez returned again and Immigration and Customs Enforcement became aware of Lopez’s unlawful presence in the United States following arrests by state authorities in March and April 2024.

    The charge of unlawful reentry of a deported alien provides for a sentence of up to two years in prison, one year of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    United States Attorney Leah B. Foley and Patricia H. Hyde, Field Office Director, Boston, U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations made the announcement today. Assistant U.S. Attorney John J. Reynolds of the Criminal Division is prosecuting the case.

  • MIL-OSI USA: John James’ Legislation to Overturn Biden’s California Clean Trucks Rule Passes United States Senate

    WASHINGTON, D.C. – Today, the United States Senate passed Representative John James’ (MI-10) Congressional Review Act (CRA) to overturn the Biden Administration’s approval of California’s Advanced Clean Trucks rule. This CRA passed the House of Representatives in April 2025 and will now move to President Trump’s desk. 

    James’ legislation would cancel an overreaching and impractical rule that would mandate truck makers to only sell zero-emission trucks which would increase vehicle prices for consumers, increase costs and manufacturing complexities for automakers, and convolute the regulatory environment. If left unchecked, California’s Advanced Clean Trucks rule could replicate to other states, forcing costly transitions to electric trucks, inflating goods prices, and disproportionately burdening working families and truckers nationwide.

    James issued the following statement following the passage of the CRA in the Senate:

    “I’ve always said, Michigan is not afraid of the future, but we demand to be a part of it. This is not the United States of California; California has no right to dictate what Michigan or the rest of the country does.     Health progress despite financial challenges 

    Thursday’s Committee B noted the Results Report 2024, and the financing and implementation of the Programme budget 2024–2025. Member States commended the transparency, and the level of detail provided. At the same time, Member States noted with concern that while some important achievements have been realized, progress is insufficient in reaching the SDG targets. In addition, Member States also advocated for more equitable funding across the Organization. The committee approved decision 78/17 Add.1 and 78/17 Add.2. 

    Delegates welcomed WHO’s Investment Round (IR), which will fund the Organization’s Fourteenth General Programme of Work – 2025–2028 (GPW 14) – its global health strategy for the next four years that has the potential to save 40 million lives if fully funded.  By April 2025, pledges of US$ 1.7 billion had been received. During the Health Assembly at least an additional US $210 million was committed, with further amounts expected. Since the start of the Investment Round, 62 pledges have been made by Member States, with a further 20 pledges by philanthropic organizations. Of the 62 pledgers, 35 had not previously provided voluntary contributions to WHO. 

    The pledges not only assure more sustainable financing but show global solidarity in the face of unprecedented challenges. The committee called for increased efforts to secure predictable, resilient and flexible funding.

    Strengthening health emergency preparedness and response

    On 21–22 May 2025, the World Health Assembly discussed WHO’s work in health emergencies. Over the last year, WHO responded to 51 graded emergencies across 89 countries and territories, including global outbreaks of cholera and mpox – a public health emergency of international concern – as well as multiple humanitarian crises. Working with over 900 partners across 28 health clusters, WHO helped provide health assistance for 72 million people in humanitarian settings. Nearly 60% of new emergencies were climate-related, highlighting the growing health impacts of climate change.

    Member States noted the WHO Director-General’s report on the implementation of the health emergency prevention, preparedness, response and resilience (HEPR) framework. The report outlined progress made in the key areas of collaborative disease surveillance, community protection, safe and scalable care, access to medical countermeasures and emergency coordination, and stressed that insufficient and unpredictable funding poses a significant risk to health systems worldwide.

    Delegates noted the report of the Independent Oversight and Advisory Committee (IOAC) for WHO’s Health Emergencies Programme. The report presents several recommendations to the Director-General aimed at strengthening WHO’s work in emergencies. The chair of the IOAC commended WHO’s leadership – particularly that of Dr Mike Ryan, the outgoing Executive Director of the Health Emergencies Programme, for his pivotal role and contributions to global health.

    The Director-General also reported on Universal Health and Preparedness Review (UHPR) to the Assembly, a unique process for Member States to assess their health emergency preparedness. UHPR was launched in November 2020 as a voluntary, country-led mechanism, in response to early lessons from the COVID-19 pandemic.

    International Health Regulations remain a cornerstone of global health security

    Member States noted the Director-General’s report on progress made in implementing the International Health Regulations (2005), which outline the rights and obligations of countries in managing public health events and emergencies that have the potential to cross borders.

    In 2024, WHO assessed over 1.2 million raw signals related to public health risks, identifying and verifying 429 events with potential or actual international public health implications.

    All countries but one provided their self-assessment report to the Assembly. Numerous joint external evaluations, after- and intra-action reviews, and training were conducted to strengthen preparedness and response capacities. 

    Member States recommended to the Assembly the adoption of a decision for the Director-General to notify Palestine of the International Health Regulations (2005). This is a step prior to Palestine expressing interest in becoming a States Party to the Regulations. This follows the resolution approved during the World Health Assembly last year on aligning the participation of Palestine in WHO with its participation in the United Nations.

    The Assembly also noted the Standing Recommendations issued by the Director-General on COVID-19 (valid until April 2026) and mpox (valid until August 2025).

    At last year’s World Health Assembly, Member States adopted historic amendments to the Regulations, drawing on lessons from the COVID-19 pandemic. The amendments are expected to come into force in September 2025.

    Member States urge research into public health and social measures to control outbreaks and pandemics

    Member States approved a decision related to public health and social measures, urging the strengthening of the research base on these interventions. Public health and social measures are nonpharmaceutical interventions used to reduce the spread of an infectious disease and lower hospitalizations and death. Examples include screening for diseases, personal hygiene measures and changing the way people gather or travel. These measures played an important role in buying time for countries to develop and distribute treatments, diagnostics and vaccines during the COVID-19 pandemic, but the evidence base on the effectiveness of these measures remains limited.

    Delegates noted the Director-General’s report on the implementation of a resolution on WHO’s response to the health emergency triggered by the Russian Federation’s aggression against Ukraine. In 2024, WHO reached an estimated 4.7 million people with health support in Ukraine and more than 400 000 refugees in neighbouring countries. WHO delivered over US$ 32.5 million worth of medicines, medical equipment and supplies to health facilities across Ukraine, and over US$ 4.9 million worth of supplies and equipment to refugee-hosting countries. Since 24 February 2022, a total of 2254 attacks on health care have been verified, resulting in 710 injuries and 208 deaths.

    Member States voted on related decisions. The draft decision proposed by Ukraine and other countries to continue, among other things, to restore and strengthen Ukraine’s health-care system was approved. Suggested amendments to the draft decision proposed by the Russian Federation and other countries were rejected.

    Health conditions in the occupied Palestinian territory, including east Jerusalem

    Delegates noted the Director-General’s report on the current health conditions in the occupied Palestinian territory, with the Gaza Strip facing an unprecedented humanitarian crisis, with widespread displacement, destruction and death. The health system has been severely degraded by attacks, critical shortages of medicines, supplies and fuel, and restricted access. The report stated that between 1 January 2024 and 28 February 2025, 376 attacks on health care were reported in the Gaza Strip, resulting in 286 deaths and 591 injuries.

    The health crisis in the West Bank has worsened since January 2025, with escalating violence and stricter restrictions on movement impeding access to health care.

    WHO’s response has focused on providing essential health services, public health surveillance, disease prevention and control, provision of supplies and logistics, and partner coordination. The report stressed the need for an immediate ceasefire, the release of all hostages, unrestricted humanitarian access and protection of health.

    Member States noted the report and commended WHO’s efforts towards the continuity of health services under difficult conditions. Delegates approved an accompanying resolution.

    Israel’s intensified military operations continue to threaten an already weakened health system, amidst worsening mass population displacement and acute shortages of food, water, medical supplies, fuel and shelter. 

    Four major hospitals in Gaza (Kamal Adwan Hospital, Indonesia Hospital, Hamad Hospital for Rehabilitation and Prosthetics, and European Gaza Hospital) have had to suspend medical services in the past week due to their proximity to hostilities or evacuation zones, and attacks. WHO has recorded 28 attacks on health care in Gaza during this period and 697 attacks since October 2023.

    Only 19 of Gaza Strip’s 36 hospitals remain operational, including one hospital providing basic care for the remaining patients still inside the hospital, and are struggling under severe supply shortages, lack of health workers, persistent insecurity, and a surge of casualties, all while staff work in impossible conditions. Of the 19 hospitals, 12 provide a variety of health services, while the rest are only able to provide basic emergency care. At least 94% of all hospitals in the Gaza Strip are damaged or destroyed.

    The increased hostilities and new evacuation orders issued across northern and southern Gaza in the past two days threaten to push even more health facilities out of service. This includes 1 hospital, 11 primary care centres, and 13 medical points within the evacuation zones, and an additional 5 hospitals, 1 field hospital, 9 primary care centres, and 23 medical points within 1000 metres of those zones. 

    North Gaza has been stripped of nearly all health care. Al-Awda Hospital is only minimally functional, serving as a trauma stabilization point. It faces an imminent risk of closure due to ongoing insecurity and restricted access. The hospital’s third floor was reportedly attacked on Wednesday, injuring a staff member. Hostilities in the area also damaged the water tank and pipeline. Today, the hospital was attacked again. The third and fourth floors were reportedly hit, injuring two health workers. Patient triage tents, including one provided by WHO, caught fire, which also burned all medical supplies in the warehouse and destroyed vehicles in the basement. A WHO mission attempting to reach the hospital today was impeded.

    The Indonesian Hospital is out of service due to continued military presence since 18 May, making it inaccessible. Yesterday, a WHO mission to the hospital was forced to abort due to the security situation after waiting nearly four hours for clearance to proceed. WHO team had planned to deliver food and water to patients, assess their conditions, and identify critical equipment for transfer. WHO tried to reach the hospital again today, but the mission was impeded.

    Kamal Adwan Hospital, which had the only centre to treat patients with severe acute malnutrition in North Gaza, went out of service on 20 May after intense hostilities in its vicinity, forcing patients to evacuate or be discharged prematurely. 

    In southern Gaza, Nasser Medical Complex, Al-Amal, and Al-Aqsa hospitals are overwhelmed by a surge of injured people, worsened by a new wave of displacement to Deir al Balah and Khan Younis. The European Gaza Hospital remains out of service following an attack on 13 May, cutting off vital services including neurosurgery, cardiac care, and cancer treatment – all unavailable elsewhere in Gaza.

    Currently, across the Gaza Strip, only 2000 hospital beds remain available, for a population of over 2 million people, grossly insufficient to meet the current needs. Of these, at least 40 beds are at risk of being lost as they are in hospitals within newly declared evacuation zones, while an additional 850 could be lost if conditions deteriorate at facilities near these zones.

    Continued hostilities and military presence inhibit patients from accessing care, obstruct staff from providing care, and prevent WHO and partners from resupplying hospitals.

    With each hospital forced out of service, patients lose access to health care, and WHO and partners’ efforts, to sustain Gaza’s health system are undone. The destruction is systematic. Hospitals are rehabilitated and resupplied, only to be exposed to hostilities or attacked again. This destructive cycle must end.

    Amid constant fear and insecurity, health workers, including those from national and international emergency medical teams, continue delivering urgent care in Gaza. WHO salutes their courage and commitment.

    WHO calls for aid at scale to be allowed into Gaza through all possible routes, and for unimpeded humanitarian access to reach people wherever they are.     Dean JC Zhao of the UConn College of Engineering has appointed Professor Kay Wille as the director of the School of Civil and Environmental Engineering (SoCEE). Wille’s formal appointment will start in August 2025. 

    Wille has served as interim director since August 2024.

    Professor Kay Wille will become the permanent director of the School of Civil and Environmental Engineering in August 2025.

    “I feel incredibly fortunate for the vote of confidence in leading the School of Civil and Environmental Engineering,” Wille said. “Having been part of this academic community for more than a decade, I’ve seen firsthand the talent, dedication, and innovation that define our students, faculty, and staff. I’m excited to build on our legacy of research excellence and educational leadership while preparing the next generation of engineers to tackle society’s most urgent infrastructure and sustainability challenges.” 

    Wille joined UConn Engineering in 2010 as an assistant professor in the (then) Department of Civil and Environmental Engineering. He then served as associate professor from 2016- 2024, and professor and interim director since 2024. He has held roles as group coordinator of Structures and Applied Mechanics from 2022-2024 and the director for graduate programming from 2015-2016. 

    “Dr. Wille is an excellent scholar, an innovative researcher, and a respected leader in our community,” said Zhao. “His deep commitment to student success and impactful research make him well-suited to lead the School of Civil and Environmental Engineering into its next chapter.     Wille has led a total of 31 funded research projects (26 as PI), totaling more than $12.7 million. 

    His research focuses on ultrahigh performance concrete (UHPC), concrete durability, and sustainable infrastructure materials. He is a leading expert in UHPC development and application, with particular emphasis on fiber-reinforced composites. His work also addresses concrete deterioration caused by pyrrhotite-containing aggregates, and he actively explores resource-efficient, sustainable mix designs to improve long-term performance and environmental impact. 

    Before arriving at UConn, he worked as a postdoctoral researcher at the University of Michigan, and a graduate research/teaching assistant, and research assistant at the University of Leipzig in Germany. 

    He earned his diploma and Ph.D., both in civil engineering, from the University of Leipzig in 2002 and 2008, respectively.  

    During his teaching career at UConn, he has taught 54 courses, impacting more than 1,600 students. 

    He has authored one book, two patents, 60 journal papers, and 40 conference papers. His significant contributions to research and scholarship have led to the recognition to be among the top 2% of world scientists ranked by the methodology developed by Stanford University.

    overnor Kathy Hochul today announced the Environmental Facilities Corporation Board of Directors approved over $37 million in financial assistance for water infrastructure improvement projects across New York State. The Board’s approval authorizes municipal access to low-cost financing and previously announced grants to get shovels in the ground for critical water and sewer infrastructure projects, from treatment processes to remove emerging contaminants from drinking water, to replacing lead service lines and modernizing aging systems. These investments protect public health and make projects more affordable, reducing the need for higher rate increases to fund improvements, while also creating good-paying jobs.

    “This is how you lead: invest boldly, move fast and protect your people,” Governor Hochul said. “This $37 million investment jumpstarts critical projects to fix aging pipes, tackle emerging contaminants, and upgrade infrastructure, all while keeping costs down for communities and creating good-paying local jobs.”

    EFC’s Board approved grants and financings to local governments from the Clean Water and Drinking Water State Revolving Funds – a mix of federal and state dollars dedicated to financing community water infrastructure projects. State Revolving Fund interest rates are below market rate, and with long repayment periods, communities may save significantly on debt service compared to traditional financing.

    Today’s funding includes the first grant awarded through the federal Infrastructure Investment and Jobs Act to investigate emerging contaminants. The Board approved a $1.3 million grant to the Town of Hurley in the Hudson Valley for site investigations and preparation of an engineering study to address groundwater contamination caused by emerging contaminants at the town’s closed landfill. EFC has awarded $474 million in grants to remove PFAS from drinking water across the State, and the funding awarded today reflects the State’s comprehensive approach to remediating contamination, starting at the source.

    The Board also approved executing previously awarded state grants from the Water Infrastructure Improvement and the Lead Infrastructure Forgiveness and Transformation programs. EFC Board approval is a critical step in the funding process and will allow communities to access these funds for project implementation. Leveraging federal funding with state investments maximizes the impact of each dollar spent, empowering local communities to make critical system improvements they need to keep their residents safe and ensuring cost is not a barrier for project implementation.

    • Village of Warwick – $1.1 million grant and interest-free financing package for exploratory work required to create a drinking water service line material inventory, with an emphasis on locating lead or galvanized pipe.

    Mohawk Valley

    • Village of Otego – $3.9 million in grants for the installation of a redundant production well, replacement of asbestos-lined pipe and exposed water main, relocation of a well house treatment building to a higher elevation, replacement of a booster pump station, and the installation of a tank mixer.

    North Country

    • Town of Black Brook and Town of Jay– Financing to each town for the planning, design and construction of improvements to the Au Sable Forks wastewater treatment facility. It’s jointly owned and both municipalities are financing their share.
      • $525,413 in interest-free financing to the Town of Black Brook.
      • $788,120 in low-cost financing to the Town of Jay.
    • Village of Constableville – $588,280 in low-cost financing for the planning, design, and construction of wastewater treatment plant improvements.
    • Town of Massena – $8 million grant and interest-free financing package for the installation of approximately 31,000 linear feet of drinking water main and associated appurtenances to serve the new South Raquette Water District.

    • Village of Millport – $1.3 million grant and low-cost financing package for the development of a second groundwater supply well, the addition of chlorine gas detectors to the well house, and the addition of standby emergency backup power for the wells and well house.

    Western New York

    • Village of Bolivar – $5.7 million grant and interest-free financing for design and construction of wastewater treatment facility upgrades.

    Refinancing Completed Projects Will Achieve Long-Term Debt Service Savings in New York City
    The Board also took action to help ensure continued, long-term affordability of existing drinking water and sewer projects in New York City. The Board approved a $728 million proposed bond sale for refinancing various drinking water and sewer projects and refunding certain prior bonds. Refundings are part of EFC’s proactive financial management to ensure projects remain cost-effective over the life of the financing and reduce debt service payments. Based on current market conditions, this bond sale is projected to save City ratepayers an estimated $172 million in interest payments over the life of the financings.

    When it comes to the sincerity, or otherwise, of Vladimir Putin’s apparent willingness to talk peace with Ukraine, the Russian leader has given us plenty of hints. He may insist he wants to see a deal done and an end to the killing. But his insistence that any agreement would have to address the “root causes” of the war is a clear indication that he hasn’t rowed back from his original maximalist war aims. To whit: no Nato membership, a Kremlin-friendly government in Kyiv, ownership of Crimea and control – preferably annexation – of the four provinces of Ukraine presently under Russian occupation.

    Meanwhile his great ally Dmitry Medvedev continues to insist that there are at present no Ukrainian officials who legitimately qualify as partners for negotiation. The Russian national security council secretary claims that Ukraine is a “failed state” whose leaders’ lack of legitimacy, meanwhile, raise “serious questions” about who Russia can conclude any agreement with.

    So when Donald Trump said this week after a two-hour chat with Putin that Russia and Ukraine would “immediately start negotiations” toward a ceasefire, it’s not clear who he thought the Russian president was planning to talk to if, as Putin and his cronies insist, Zelensky and his team are not legitimate. And, from what he had to say about his recent phone call with Putin, it appears that Trump has his eyes more on the sorts of deals that might be done with Russia once this is all cleared up.

    As he posted on his Truth Social platform after talking with Putin: “Russia wants to do largescale [sic] TRADE with the United States when this catastrophic ‘bloodbath’ is over, and I agree. There is a tremendous opportunity for Russia to create massive amounts of jobs and wealth. Its potential is UNLIMITED.”

    Accordingly, he has backed away from his previous willingness to join Europe in imposing fresh sanctions on Russia. Meanwhile Russia continues to hammer Ukraine both on the battlefield and via ever larger drone and missiles attacks against its civilian population.

    The real clue to Trump’s attitude, writes Stefan Wolff, is the order of phone calls on Monday. Before settling down to talk with Putin, the US president put in a call to the Ukrainian president, Volodymyr Zelensky. Reporting back on the call, Zelensky said he had urged Trump that he mustn’t make any decisions about Ukraine “without us”. Having subsequently spoken at length with Putin, Trump emerged saying in his Truth Social post that Russia and Ukraine will “immediately start negotiations” towards a ceasefire and an end to the war.

    But Wolff, professor of international security at the University of Birmingham who has written regularly here about the conflict, believes that the fact that Trump added the conditions for peace “will be negotiated between the two parties, as it can only be” suggests he is indeed planning to abandon his peacemaking ambitions. The whole deal was taking far longer than the 24 hours he boasted of during the election campaign last year.

    Where this leaves Europe is unclear, writes Wolff. If it can no longer rely on Washington as a security partner (and the signs aren’t good), then this will require a substantial rethink. Indeed there are signs, with the UK’s recent agreement over security and defence, that minds are increasingly focused on a more self-reliant future. In turn, this has implications for US security. If Europe is compelled to rethink its security relationship with the US it could cut both ways as Washington pivots to face an increasingly aggressive China.

    Of course, it should have been clear to all concerned not to take Putin at face value over his apparent willingness to talk peace with Zelensky when he failed to turn up to talks in Istanbul at the end of last week. As Natasha Lindstaedt writes here, none of the main players attended the talks, despite plans for Putin, Zelensky and Trump to all meet face-to-face.

    Lindstaedt, an expert in international relations at the University of Essex, describes what for all the world seemed like a bizarre game of bluff – certainly as far as Putin and Trump are concerned. All three leaders had promised to be there, but in the end they all sent intermediaries with the result that nothing of any consequence was agreed. Trump’s aides insisted that if Putin attended he would be there. Then the US president said the reason that Putin hadn’t turned up was because he knew Trump wasn’t going to be there.

    “It’s certainly hard to take peace talks seriously when there is an awkward back-and-forth just about who is going to attend,” Lindstaedt concludes. “And while Trump thinks peace is only possible through bilateral meetings between himself and Putin, it’s clear he can’t even influence Putin to show up to peace talks that the Russian president himself suggested.”

    Pie in the sky?

    The US president, meanwhile, has announced plans for an ambitious missile defence system to be called “Golden Dome”. It’s a next-generation system, says Trump, “capable even of intercepting missiles launched from the other side of the world, or launched from space”.

    The plan, for which US$25 billion (£18.6 billion) has been set aside in the US president’s “one big beautiful bill”, presently before the US Congress, calls for a network of surveillance satellites complemented by a separate fleet of offensive satellites that would shoot down offensive missiles soon after lift-off. Trump has estimated this will cost US$175 billion and will be completed by the end of his current four-year term. But other estimates are that it will be much more expensive and take far longer to complete.

    “There has never been anything like this”, the US president said. And indeed there hasn’t, writes Matthew Powell, an expert in air power from the University of Portsmouth. In fact, Powell is deeply sceptical that the technology to enable such an ambitious defence system exists at present. He points to Ronald Reagan’s Strategic Defense Initiative, which became known by critics, with their tongues in their cheeks, as “Star Wars”, which never really got any further than the drawing board.

    It did, however, have the effect of signalling to the Kremlin and the Soviet leader, Mikhail Gorbachev, that the sky would be the limit in terms of US willingness to push the boundaries of defence spending. Powell believes it significantly changed the calculations when it came to the feasibility of continuing the nuclear arms race and may have been responsible for the end of the cold war.

    Incidentally, the US president’s funding bill scraped through the House of Representatives with 215 votes for and 214 against. In addition to setting aside funds for Golden Dome, the bill, which in its current form adds trillions of dollars to the US debt, has been described by Democrat critics as a “tax scam”. A statement from Democrat leaders said: “This fight is just beginning, and House Democrats will continue to use every tool at our disposal to ensure that the GOP Tax Scam is buried deep in the ground, never to rise again.”

    But how much stomach do the Democrats have for the fight? They’ve had a pretty terrible few months since the election. Their approval rating in March was at 29%, the worst since polling began in 1992. Fernando Pizarro, a lecturer in journalism at City St Georges, University of London, who has several Emmys under his belt for his work on US politics, has cast his eye over some of the leading Democrats who he thinks will spearhead the opposition to the Republicans over the next few years and identifies a few players who could vie for the presidential nomination in 2028.

    Gaza: situation increasingly desperate

    Meanwhile, after 11 weeks of Israeli blockade of aid to the people of Gaza, limited deliveries have now recommenced in the face of pressure from both the US and increasingly outspoken interventions from the likes of the UK, France and Canada.

    But despite reports that up to 100 trucks are now being allowed into the Gaza Strip, human rights agencies and aid organisations have said that there is a desperate threat of widespread starvation unless the amount of food, fuel and medicine getting through increases exponentially. And fast.

    There is talk of a US-administered programme, the Gaza Humanitarian Foundation (GHF), which could be up and running by the end of May and could accelerate the delivery of vital supplies to the civilian population while ensuring it does not does not get into the hands of militants or black marketeers.

    But this scheme has its critics, write Sarah Schiffling and Liz Breen, experts in humanitarian logistics and health service operations at Hanken School of Economics and the University of Bradford respectively. They point to a number of flaws, including the plan to concentrate the secure distribution points in southern and central Gaza, forcing large numbers of people to travel considerable distances for supplies.

    The GHF plan also calls for aid distribution to be coordinated with the Israel Defense Forces, which humanitarian organisations says is a “humanitarian cover for a military strategy of control and dispossession”.

    Schiffling and Breen point out that humanitarian organisations have 160,000 pallets of supplies and almost 9,000 aid trucks ready to be dispatched across the border “as soon as Israel allows it”. Whether Israel will allow it is, of course, another question entirely.

  • MIL-OSI Africa: Gauteng Premier Lesufi updates on key provincial programmes

    Law enforcement in Gauteng has arrested at least 150 suspects identified as alleged “major contributors” to crime in the province.

    This according to Gauteng Premier Panyaza Lesufi who briefed the media on Thursday.

    Earlier this year in his State of the Province Address, Lesufi identified crime as an apex priority to resolve with some 450 individuals identified as perpetrators.

    “[Our] commitment to tracking and apprehending those responsible for major crimes has yielded significant results. Recently, two key kingpins involved in cash in transit crimes in Gauteng were arrested and fatally wounded during police operations. 

    “To date, we have apprehended over 150 of the nearly 450 criminals identified as major contributors to crime in the province. The number of kidnappings, cash is transit heists has decreased. Sadly, reported cases of gender-based violence and femicide are not decreasing as we expect them to,” he said.

    Gauteng municipal law enforcement agencies, police and private security have signed an agreement which will see these agencies work together beyond municipal boundaries.

    “We now work together. We had a major operation in the Vaal last month. Next month, we are going to Ekurhuleni where we will exercise the joint operation…and try to identify those that are responsible for criminal activity and creating chaos in our province. The long-term plan is to invade the Johannesburg CBD,” he said.

    Road Maintenance and Infrastructure

    Lesufi revealed that in an effort to deal with potholes in the province, the provincial government has partnered with the Council for Scientific and Industrial Research (CSIR) to map potholes in the province.

    “According to the latest report from CSIR, our province has 5400km of road infrastructure, comprising 5000km of tarred roads and 1800km of gravel roads. Currently, only 35% of this network is in good condition,” he said.

    The Premier added that some R1.5 billion has been allocated for immediate road repairs and maintenance.

    “Additionally, by the end of 2025, we will take over the coordination of road maintenance programs currently managed by provinces and municipalities to ensure more efficient service delivery. 

    “We wish to apologise to all motorists who are subjected to driving in roads that are full of potholes, we do have a plan and the budget to address this challenge,” he said.

    Local municipalities will now also handle the maintenance of provincial streetlights to “expedite repairs”.

    “We have already finalised an agency agreement with the Johannesburg Municipalityand negotiations with Tshwane Municipality are at an advanced stage. 

    “Furthermore, an estimated R350 million is required to clear the backlog of traffic signal repairs across the province,” he said. 

    The Presidential Johannesburg Working Group (PJWG) – aimed at resolving the challenges facing the city – is also at work.

    “The [PJWG]…has resumed its work. So far, we have successfully reclaimed 12 illegally occupied buildings through court interventions,” Lesufi said. – SAnews.gov.za
