  • MIL-OSI USA: Trying to Reason with Hurricane Season: CPSC Tips to Keep Americans Safe

    WASHINGTON, D.C. – June 1 marks the start of the 2025 Atlantic hurricane season. The U.S. Consumer Product Safety Commission (CPSC) is warning consumers along the Atlantic Seaboard and the Gulf of America about the increased risk of carbon monoxide (CO) poisoning, fires and electric shock after hurricanes and severe storms hit.
    “These storms bring along with them power, devastation and destruction of their own,” said CPSC Acting Chairman Peter Feldman. “However, the dangers associated with these storms do not end when the winds and rain subside. I urge all Americans to follow CPSC’s safety tips this hurricane season to do their best to be safe before, during and after the storms.”
    Consumers need to be especially careful when storms knock out electrical power. CO poisoning from portable generators can kill whole families in minutes. CO is called the invisible killer because it is colorless and odorless, and its poisoning can happen in only a matter of minutes. Sadly, people can become unconscious even before recognizing symptoms of nausea, dizziness or weakness. 
    Unfortunately, CO poisoning claims the lives of hundreds of people each year. When we see these deaths occur from generators when the power is out, it makes the storm’s effects that much more devastating. To mitigate their risk of CO poisoning, consumers should follow these safety tips to protect their families, especially during the Atlantic hurricane season lasting from the beginning of June to the end of November. 
    Loss of Power—Using a Generator Safely

    NEVER use a portable generator inside a home, garage, basement, crawlspace, shed or other enclosed spaces, even with the doors open. Opening doors or windows will not provide enough ventilation to prevent the buildup of lethal levels of CO.
    Use portable generators outside only, at least 20 feet away from home and any other buildings. Don’t use a generator on a porch or in a carport; it’s too close to your home and puts your family at risk of CO poisoning. Direct the generator’s exhaust away from your home and other buildings where someone can enter. Close windows and seal off vent openings that are near the generator or in the path of its exhaust.
    Follow portable generator instructions about electrical shock hazards in inclement weather. These instructions may include use of an NFPA-rated non-combustible generator tent or may state to wait to use until rain passes.
    Regularly check and maintain your portable generator to ensure that it will work properly when needed. Read and follow all labels, instructions and warnings on the generator and in the owner’s manual.
    Look for portable generators that have a CO shut-off safety feature. This safety feature automatically shuts off the generator when high levels of CO are present around the generator. Models that are certified to the latest PGMA G300-2023 and UL 2201 safety standards are estimated to reduce deaths from CO poisoning by 86% and 100% respectively. 
    UL 2201 certified models have reduced CO emissions in addition to the CO shut-off feature.

    Check CO and Smoke Alarms

    Working smoke and CO alarms save lives! Install working CO and smoke alarms (battery-operated or with battery backup) on every level and outside sleeping areas at home. Interconnected alarms are best; when one sounds, they all sound. 
    Make sure smoke alarms are installed inside each bedroom.  
    Test CO and smoke alarms monthly to make sure they are working properly, and replace batteries, if needed. Never ignore an alarm when it sounds. Get outside immediately. Then call 911.

    Dangers with Charcoal and Candles

    Never use charcoal indoors. Burning charcoal in an enclosed space can produce lethal levels of carbon monoxide. Do not cook on a charcoal grill in a garage, even with the garage door open.
    Use caution when burning candles. Use flashlights or battery-operated candles instead. If using candles, do not burn them on or near anything that can catch fire. Never leave burning candles unattended. Extinguish candles when leaving the room and before sleeping.

    If Your Home Floods—Dangers with Wet Appliances

    Look for signs that your appliances have gotten wet. Do not touch wet appliances that are still plugged into an electrical source. 
    Before using your appliances, have a professional gas or electric company representative evaluate your home and replace all gas control valves, electrical wiring, circuit breakers, and fuses that have been under water.

    Dangers with Gas Leaks: 

    If you smell or hear gas leaking, leave your home immediately and contact local gas authorities from outside the home. Do not operate any electronics, such as lights or phones, before leaving.

    In the quiet court corridors of Machakos, a storm has been brewing—one not about legal technicalities, but about seeds, sovereignty, and the survival of a farming culture.

    On 20 May, fifteen smallholder farmers from across Kenya stepped into the High Court to challenge the constitutionality of Kenya’s Seed and Plant Varieties Act (Cap. 326), a law they say criminalises their very way of life. The case, supported by Greenpeace Africa, Seed Savers Network, and the Biodiversity and Biosafety Association of Kenya (BIBA), could redefine the country’s agricultural future.

    At the centre of the petition is a clause that forbids the exchange, sale, or use of uncertified seeds, including traditional and indigenous varieties. Farmers argue that these laws, enforced with steep fines and even jail time, target the country’s poorest growers and sever ties to centuries-old seed practices.

    “This law criminalises the legacy of our grandmothers,” said Justus Mwololo, one of the petitioners. “We’re not just defending seeds—we’re defending a whole history of resilience.”

    The courtroom was packed with advocates and farmers alike, many in traditional attire, bearing placards that read: “Our grandmothers fed nations, now you call them criminals?” Outside, the air was charged with chants and song as a peaceful procession marched through Machakos town.

    Inside, the arguments were precise and passionate.

    “The Constitution guarantees the right to culture and food,” said Alvin Munandick, appearing on behalf of Greenpeace Africa. “Seed sharing is not a crime. It’s an ancestral practice.”

    “What these provisions allow is shocking, added Wambugu Wanjohi, representing the Law Society of Kenya. “Seed inspectors are empowered to raid farmers’ homes and seize property. This is a violation of privacy, property rights, and human dignity.”

    The case has rallied broad support from civil society. According to Ann Maina, National Coordinator of BIBA, this legal battle is about much more than seeds.

    “It’s about food security. About biodiversity. About resisting a top-down system that tries to put our food under lock and key, she said.

    Daniel Wanjama, from the Seed Savers Network, pointed out that over 80% of seeds used by Kenyan farmers come from informal, farmer-managed systems.

    “To criminalise this is to criminalise the backbone of our food system,” he warned. “And it puts us all at risk of hunger.”

    The government has yet to formally respond to the petitioners’ claims, but the stakes are already clear. If the court rules in favour of the farmers, it could upend a seed policy landscape long dominated by private agribusiness and shift the power back to communities.

    “This case is a fight for the right to exist as a farmer,” said Penninah Ngahu, another petitioner. “If the government wants more seeds, why not invest in us? We’ve been growing food for generations.”

    As the court adjourned, the date of judgment, 27 November 2025, was etched into the minds of everyone present. For the farmers, it marks not just a legal verdict but a test of Kenya’s constitutional commitment to cultural heritage, food rights, and ecological justice.

    “Seed is life,” said Claire Nasike Akello, food scientist and food sovereignty advocate. “And life cannot be patented, regulated out of reach, or stolen from the hands that feed us.”

  • MIL-OSI Russia: Scientists Develop Efficient Lasers the Size of a Speck of Dust

    Researchers HSE University in Saint Petersburg have found a way to create efficient microlasers with a diameter of only 5–8 micrometers. They operate at room temperature, do not require cooling, and can be built into microchips. The scientists used the whispering gallery effect to confine light and buffer layers to reduce energy leakage and stress. The approach is promising for integrating lasers into chips, sensors, and quantum technologies. Study published in “Letters to the Journal of Technical Physics”.

    The devices around us are becoming more compact without losing functionality. Smartphones solve problems that previously required a computer, and small cameras shoot almost like professional ones. Miniaturization has also affected lasers — sources of directed light radiation that are built into optical chips, sensors, medical devices, and communication systems.

    But it is not easy to reduce the size of a laser while maintaining its optical properties, efficiency and reliability. Developing a laser 5–8 micrometers in size (roughly the diameter of a red blood cell) requires complex calculations, and its production requires high precision. The main difficulty lies in the design of the laser itself. Unlike conventional light sources, lasers amplify radiation inside a resonator – a structure where light is repeatedly reflected and amplified. And the more compact the laser, the more difficult it is to contain the light inside it so that it is repeatedly reflected, amplified and does not lose energy – this is what is important for its stable operation.

    Another difficulty is defects in the material. Lasers use crystals that can amplify light. But when they are grown, microscopic defects often arise that reduce the efficiency of light generation. To minimize such disturbances, scientists carefully select the synthesis conditions and model the properties of the crystals in advance in different modes. At the same time, solving one problem often causes others to appear, and laser development becomes a constant search for balance.

    Scientists from the National Research University Higher School of Economics have created microlasers with a diameter of only 5–8 micrometers that operate at room temperature. They used a crystalline structure of indium, gallium, nitrogen, and aluminum compounds grown on a silicon substrate. To confine the light in a tiny space, the scientists used the whispering gallery effect.

    “This phenomenon is well known in acoustics: in some churches and cathedrals, you can whisper words near one wall, and the sound will be clearly heard near the opposite wall, despite the fact that under normal conditions the sound would not travel such a distance. A similar effect allows light to be reflected multiple times inside a disk microlaser, thereby minimizing losses,” explains the senior researcher. International Laboratory of Quantum Optoelectronics HSE University in St. Petersburg Eduard Moiseev.

    However, even under such conditions, light waves can partially escape into the substrate and be lost. To avoid this, the researchers added a stepped buffer layer. It compensates for mechanical stress between the silicon and nitride layers and reduces radiation leakage, allowing the laser to operate stably even at small sizes.

    “Our microlasers operate stably at room temperature, without cooling systems, which makes them convenient for real use. In the future, such devices will allow the creation of more compact and energy-efficient optoelectronic devices,” explains Natalia Kryzhanovskaya, head of the International Laboratory of Quantum Optoelectronics at the National Research University Higher School of Economics in St. Petersburg.

  • North Korean leader Kim Jong Un condemns warship accident as ‘criminal’

    A major accident occurred on Wednesday during the launch of a new North Korean warship while Kim Jong Un was attending the event, with the isolated state’s leader calling it a “criminal act” that could not be tolerated, state media KCNA reported.

    Kim, who witnessed the failed launch of the 5,000-ton destroyer, excoriated the accident as caused by “carelessness” that tarnished national dignity, and ordered the ship restored before a ruling party meeting in June, KCNA said on Thursday.

    The report did not say whether there were any casualties.

    The accident happened when the destroyer was being eased into the water in a so-called side launch, a manoeuvre that was risky for a ship that size given the technical and financial challenges the North faced, military analysts said.

    The mishap likely occurred in front of a large crowd at the northeastern port of Chongjin, increasing the public humiliation for Kim, they said.

    KCNA said the incident was caused by a loss of balance while the vessel was being launched and sections of the bottom of the warship were crushed, but did not give more details of damage sustained.

    “Kim Jong Un made stern assessment saying that it was a serious accident and criminal act caused by absolute carelessness, irresponsibility and unscientific empiricism … and could not be tolerated,” KCNA reported.

    The accident “brought the dignity and self-respect of our state to a collapse”, Kim said, adding an immediate restoration of the destroyer was “not merely a practical issue but a political issue directly related to the authority of the state.”

    South Korea’s military said the ship was now lying on its side in the water.

    The North fired multiple cruise missiles from an area south of the port around the time the accident was reported, Seoul’s military said.

    “DEEPLY HUMILIATING”

    The rare public disclosure of an accident follows a report of the launch of another destroyer of a similar size in April, also attended by Kim, at the west coast shipyard of Nampho.

    North Korea has previously experienced accidents such as a satellite launch failure and apartment building collapse that have been subsequently used to promote the role of the leadership in correcting the problems.

    The 5,000-ton destroyers launched by North Korea this year are the country’s largest warships yet, part of leader Kim’s push to upgrade its naval power with vessels capable of carrying and launching dozens of missiles.

    In a report last week on preparations for the latest launch, U.S.-based 38 North said it appeared the ship would be side-launched from the quay.

    Such a method has not been previously observed in launching warships in North Korea, but it was likely chosen because the shipyard did not have enough space or an incline to direct the vessel’s stern first into the water, military analysts said.

    The North also lacked floating or dry docks that are common in advanced shipbuilding states, with a stern launch normally requiring more sophisticated equipment, retired South Korean submarine commander Choi Il said.

    “Pushing from the side is the most basic, simplest and cheapest” if done right, he said.

    Yang Wuk, an Asan Institute for Policy Studies military expert, said the botched launch of the country’s largest warship was embarrassing for the country.

    “The fact that this kind of accident occurred and became public would be deeply humiliating for North Korea,” Yang said.

    Commercial satellite imagery of the shipyard the day before the launch showed the destroyer positioned on the quay with support vessels by its side and its missile tube magazines exposed.

    The Minister said that under the leadership of Prime Minister Narendra Modi, the Indian Railways have been central to the country’s development strategy. “The Prime Minister’s vision is focused on transforming railway infrastructure, enhancing the passenger experience, and aligning stations with broader urban renewal goals,” he said.
     
    Highlighting the redevelopment of Sullurupeta railway station, Dr. Pemmasani informed that the project was undertaken at a cost of ₹14.5 crore. The station holds special importance as it is located in the sacred district of Tirupati and serves as the nearest railhead to Sriharikota, India’s premier spaceport.
     
    The Minister also outlined the significant progress made in the railway sector in Andhra Pradesh over the past 11 years. He said that budgetary allocation for the state’s rail projects has increased to ₹9,417 crore in 2025–26, over ten times the amount allocated during 2009–14. During this period, the state saw the addition of 414 km of new railway lines, 1,217 km of track doubling, and 3,748 km of electrification.
     
    Dr. Pemmasani further added that 41 railway projects worth ₹34,700 crore have been sanctioned in Andhra Pradesh over the last 11 years. Under the Amrit Bharat Station Scheme alone, 73 stations in the state are being redeveloped.

    Overall consumer prices rose 2% year-on-year in April, larger than the corresponding increase in March, the Census & Statistics Department announced today.
     
    Netting out the effects of the Government’s one-off relief measures, underlying inflation was 1.3%, also larger than that in March.
     
    Compared with a year before, price increases were recorded in April in the following categories: electricity, gas and water; transport; housing; miscellaneous services; meals out and takeaway food; miscellaneous goods; and alcoholic drinks and tobacco.
     
    Meanwhile, year-on-year decreases were logged in clothing and footwear; durable goods; and basic food.
     
    The Government said that inflation pressure remained largely moderate in recent months, with price pressures on various major components staying contained in general.
     
    Travel-related charges climbed amid the Easter holidays which started in April, resulting in an increased underlying consumer price inflation rate in the month, it explained.
     
    The Government expects that overall inflation should remain modest in the near term, while pressures from domestic costs and external prices should stay broadly in check.

    Over 100 leading voices from across the UK and Ireland’s film, television, and creative industries including Riz Ahmed, Dame Harriet Walker, Maxine Peake, Nish Kumar, Paloma Faith, Juliet Stevenson and many more have united to call on Prime Minister Keir Starmer to take urgent action in response to Israel’s escalating atrocities in Gaza and the wider Occupied Palestinian Territory (OPT).   

    In a public letter, the group condemn “all attacks on civilians” but emphasise that as well as Israel’s decades-long military occupation, expansion of illegal settlements, and system of apartheid, Israel is committing genocide against Palestinians in Gaza, as described by Amnesty International in its report “You feel Like You Are Subhuman”.  

    “We are deeply troubled by your lack of meaningful action to help deter Israel’s horrifying and calculated violations of Palestinian rights,” the letter states to the Prime Minister. 

    Since October 2023, more than 20,000 children have reportedly been killed in Gaza. The group point to the use of 2,000lb bombs dropped from F-35 fighter jets – supplied with UK-made components – as part of a devastating campaign that includes siege tactics blocking access to food, water, electricity, and medicine for over two million civilians. 

    “You know what is happening,” they write to the Prime Minister, and state “your Government is failing to fulfil its obligation to prevent the ongoing genocide in Gaza.” 

    The letter also highlights a stark double standard in UK policy: banning imports from Russian-occupied Crimea, while allowing trade with Israeli settlements in the illegally Occupied Palestinian Territory. The International Court of Justice has made clear that countries must not support illegal occupations – including through trade.

    In addition to arms and trade, the group call on the UK government to fully support the International Criminal Court’s investigation into alleged war crimes and crimes against humanity in the region. 

    Their demands include: 

    • An immediate suspension of all UK arms exports to Israel 
    • A ban on trade with illegal Israeli settlements in the Occupied Palestinian Territory 
    • Compliance with international legal rulings, including those of the ICJ and ICC 

    The group implores the Prime Minister “to stand up for justice and human rights” and that “words are no longer enough; we need to see action”. 

    Artists gather outside Downing Street to deliver the letter and hold placards urging the PM to act to stop Israel’s genocide and human rights abuses in Gaza. 

    The artists held placards bearing messages from residents of Gaza that capture the urgency and human toll of the crisis:

      LANGKAWI, Malaysia, May 22 — The 17th Langkawi International Maritime and Aerospace Exhibition (LIMA 2025) kicked off at the Mahsuri International Exhibition Centre in Langkawi, Malaysia on May 20, 2025.

      As the only Chinese defense product company present at the exhibition, the China National Aero-Technology Import & Export Corporation (CATIC), on behalf of the Aviation Industry Corporation of China (AVIC), exhibited multiple aviation equipment under the theme of “Power on Air”.

  • MIL-OSI United Kingdom: Funding for Major City Projects Welcomed

    Funding from the Scottish Government to assist major projects in Dundee is being welcome by senior councillors.

    Awards will be used to support development of the Dundee Museum of Transport at the former Maryfield tram depot and assist efforts to improve the Lochee area of the city.

    £1 million is coming from the Scottish Government’s Regeneration Capital Grant Fund for the museum of transport. (link to museum news release on website)

    Meanwhile, the Scottish Government’s Vacant & Derelict Land Investment Programme is awarding £695,000 towards the ongoing Lochee Placemaking Project.

    This will support work to improve and unlock a number of vacant sites along Lochee High Street.

    Scottish Government investment will allow the addition of a major new water and drainage system in the High Street to allow development of social housing.

    Councillor Steven Rome, Dundee City Council convener of Fair Work, Economic Growth and Infrastructure, said: “I am delighted that the Dundee Museum of Transport is receiving another major award to help in the journey to redevelop the former tram depot into a new attraction..

    “There is real excitement building around the project and I would like to congratulate all connected with the museum for this significant step forward.”

    Depute convener of Fair Work, Economic Growth and Infrastructure Cllr Siobhan Tolland, added: “I welcome funding from the Scottish Government which will help us to invest in the future of Lochee.

    “This will assist in transforming currently derelict sites making them viable for the development of much needed social housing in the area.”

    “The Lochee Placemaking project, which will be taken forward with Scottish Water, will provide drainage solutions at locations on Lochee High Street, Bank Street and the former Bright Street church.

    “It will allow us to take forward positive projects for the area and its people.”

    The Lochee Placemaking Project is already underway with refurbishment of two shop units, while preparation work is taking place for a major new mural at Bank Street.

    A new landscaped area will be provided at the corner of Bank Street and High Street and a heritage trail will be established.

    Construction works are expected to start in autumn and will continue into early next year.

    Support has come from the Lochee Residents and Tenants association and Love Lochee who have raised funds for the heritage trail and mural and assisted the council in efforts to attract funding.

    Prime Minister Narendra Modi on Thursday inaugurated, laid the foundation stone, and dedicated development projects worth over Rs 26,000 crore in Bikaner, Rajasthan, emphasizing transformative infrastructure growth and a resolute stance against terrorism.     The Prime Minister also praised Rajasthan’s industrial growth, driven by Chief Minister Sharma’s policies, positioning the state as a hub for petroleum and food processing industries.     Two walkers rescued from west coast wilderness

    Thursday, 22 May 2025 – 7:14 pm.

    Despite numerous warnings to bushwalkers of being prepared, police were again required to rescue two walkers from the west coast wilderness today.
    Police search and rescue personnel including the Westpac Rescue Helicopter were deployed to rescue a party of two who had become lost in the Savage River Regional Reserve.
    The party had entered the area with insufficient equipment and limited knowledge of the area.
    After two days in the area, they attempted to call triple zero for assistance however were unable to get phone coverage in the remote area. They eventually were able to hike to high ground and call for assistance.
    “Police cannot reiterate enough that If hiking in a remote area ensure you not only have a mobile phone with adequate battery and backup battery but also carry navigation devices that work even when out of cellular coverage and a personal locator beacon,” Inspector Steve Jones said.
    “Never solely rely on a mobile phone. Always carry enough adequate equipment and supplies for the intended journey and additional emergency supplies to survive when a trip does not go as intended.”

    OVERVIEW

    Macroeconomic factors and political instability, combined with a low oil price environment, resulted in challenged organic growth this year, particularly in reservoir and production solutions, where lengthened deal cycles and cautious customer spending prevailed. Despite these challenges, we continued to execute on our strategic M&A roadmap, and revenue growth during the quarter and year-to-date, was supported by meaningful contributions from acquisitions. Adjusted EBITDA increases during the quarter and year-to-date were also supported by growth from acquisitions. Free Cash Flow decreased during the quarter and year-to-date due to pressures on top-line-growth, however, during the prior year period, Free Cash Flow also benefited from the tax deduction of approximately $4.6 million as a result of the acquisition of intellectual property. We generated $27.6 million of Free Cash Flow during fiscal 2025, maintaining our strong liquidity position and enabling us to invest in strategic acquisitions.

    As we look forward to fiscal 2026, excluding any impact from future acquisitions, we anticipate a reduction of between $6 – $7 million in professional services revenue compared to fiscal 2025 which may make it challenging to demonstrate total revenue growth. It is a goal of the company to shift the revenue mix towards a higher percentage of software revenue and the reduction in professional services is a natural part of the shift. Adjusted EBITDA and Adjusted EBITDA Margin may also show limited growth due to anticipated delays in cost-saving measures in taking effect, but this impact is expected to be limited to fiscal 2026.

    Free Cash Flow Reconciliation to Funds Flow from Operations

    Free cash flow is a non-IFRS financial measure that is calculated as funds flow from operations less capital expenditures and repayment of lease liabilities. Free Cash Flow per share is calculated by dividing free cash flow by the number of weighted average outstanding shares during the period. Management believes that this measure provides useful supplemental information about operating performance and liquidity, as it represents cash generated during the period, regardless of the timing of collection of receivables and payment of payables, which may reduce comparability between periods. Management uses free cash flow and free cash flow per share to help measure the capacity of the Company to pay dividends and invest in business growth opportunities.

    Adjusted EBITDA increased by 2% during the three months ended March 31, 2025, compared to the same period of the previous year, of which 20% was growth from acquisitions, partially offset by an Organic decline of 18%, primarily attributable to lower revenue in the quarter partially offset by lower expenses.

  • MIL-OSI Economics: Public Statement Concerning the Imposition of a Civil Penalty on Income Plus Services Limited (‘IPSL’)

    1. Action

    1.1 The Isle of Man Financial Services Authority (the “Authority”) makes this public statement in accordance with powers conferred upon it under each of section 27 of the Designated Businesses (Registration and Oversight) Act 2015 (the “Act”) and regulation 5(7) of the Anti-Money Laundering and Countering the Financing of Terrorism (Civil Penalties) Regulations 2019 (the “Regulations”).

    1.2 The making of such public statement supports the Authority’s regulatory objectives of, among other things, securing an appropriate degree of protection for customers of persons carrying on a regulated activity, reducing financial crime and maintaining confidence in the Isle of Man’s financial services industry.

    1.3 Following an inspection of IPSL by the Authority under section 14 of the Act (the “Inspection”), which identified a number of contraventions by IPSL in relation to the Anti-Money Laundering and Countering the Financing of Terrorism Code 2019 (the “Code”), and the opening of a formal investigation (the “Investigation”), the Authority has deemed it reasonable, proportionate and appropriate, in all the circumstances, that IPSL be required to pay a civil penalty imposed under the Regulations.

    1.4 The Regulations allow for penalties to be imposed at two levels depending on the seriousness of the contraventions of the Code identified. Penalties imposed equate to a percentage of the Relevant Person’s income (as such terms are defined in the Regulations). In this instance, the Authority has deemed that the contraventions of the Code identified, in all of the circumstances, merit that a civil penalty be imposed in the higher, Level 2, penalty bracket.

    1.5 The civil penalty imposed on IPSL is the sum of £48,356, which is discounted by 30% to £33,850 (the “Civil Penalty”).

    1.6 The level of the Civil Penalty reflects the fact that IPSL co-operated with the Authority and agreed settlement at an early stage.     

          

    2. Background

    2.1 IPSL at all material times has been registered with the Authority as a Payroll Agent under the Designated Business (Registrations and Oversight) Act 2015.

    2.2 In July 2023 the Authority held a business meeting with IPSL where it was noted that there were considerable gaps in the firm’s Anti-Money Laundering and Countering the Financing of Terrorism (“AML/CFT”) control framework and overall understanding of risk. The Authority subsequently conducted a risk-based Inspection of IPSL in December 2023. During the AML/CFT inspection of IPSL the Authority identified a significant number of contraventions of the Code (the “Contraventions”).  The subsequent Authority Investigation confirmed the findings of the Inspection.

    2.3 IPSL has engaged positively with the Authority throughout this matter in a timely and constructive manner.

    2.4 IPSL proactively engaged an independent third-party professional to help progress its remediation plan. The remediation plan was completed within a timescale agreed with the Authority.

     

    3. Key Findings from Inspection Report and Investigation

    Contraventions of the Code identified by the Inspection included:

    3.1 IPSL failed to establish, record, operate or maintain procedures and controls relating to its Business Risk Assessment (“BRA”), Customer Risk Assessment (“CRA”), customer screening, ongoing monitoring, including transaction monitoring, and monitoring and testing compliance with the AML/CFT legislation (paragraph 4 of the Code).

    3.2 IPSL’s BRA did not consider all the risk factors detailed in paragraph 5(3) of the Code and was not an assessment which estimated the risks of ML/FT posed by the business and its customers (paragraph 5 of the Code).

    3.3 IPSL’s CRA did not amount to a CRA under paragraph 6 of the Code. It was therefore concluded that IPSL had not carried out an adequate assessment of the ML/TF risk of its customers. The CRA had no regard to the risk factors detailed in paragraph 6(3) of the Code and did not involve any risk assessment process or methodology (paragraph 6 of the Code).

    3.4 IPSL did not demonstrate that it had adequate procedures and controls for new business relationships as required by the Code, that it was at all times taking reasonable measures to verify the identity of new customers, and it did not take reasonable measures to establish the source of funds (“SOF”) of new clients (paragraph 8 of the Code).

    3.5 IPSL undertook no ongoing monitoring or screening of customers to check for exposure to sanctions, PEP or adverse information as required by the Code. IPSL’s failure to establish SOF before a business relationship was entered into meant it was not in a position to scrutinise transactions to determine whether or not they were consistent with the expected SOF of a transaction. As no CRA was undertaken, IPSL was unable to determine whether transactions were consistent with the customer’s business and risk profile (paragraph 13 of the Code).

    3.6 IPSL did not establish, record, maintain or operate appropriate procedures and controls for the purpose of determining whether any customer (amongst other individuals) was, or subsequently became, a Politically Exposed Person (“PEP”) (paragraph 14(1) of the Code).

    3.7 IPSL did not have procedures and controls in place for monitoring and testing compliance with the AML/CFT legislation. No reports were produced in accordance with the requirements of paragraph 30(2) of the Code. Such reports are required at least annually and serve as a confirmation of the firm’s adherence to its legal obligations and the robustness of its AML/CFT framework (paragraph 30(2) of the Code).

     

    4. Key Learning Points for Industry

    4.1 The Isle of Man National Risk Assessment 2020 assesses the money laundering risk for Payroll Services as ‘Medium’, with terrorist financing being assessed as ‘Medium Low’. IPSL’s failure to maintain adequate AML/CFT procedures and controls, as required by the Code, made it more vulnerable to being used for money laundering. The contraventions were systemic and evidenced that IPSL had materially contravened the Code over a long period.

    4.2 The procedures and controls as required by the Code, are vital to help protect the Relevant Person, their staff, their business and their communities from the threat of being used or abused by criminals or those assisting or enabling criminals. Relevant Persons must demonstrate they are protecting themselves in order to make their domain as hostile as possible to those who would abuse them. In this way, the procedures and controls are vital for the effective prevention of ML/FT and the harm that crime, terrorism and the proliferation of weapons of mass destruction present for wider society.

    4.3 Ongoing monitoring of customers helps identify and mitigate potential risks associated with money laundering and terrorist financing. By continuously reviewing client activities and transactions, firms can detect suspicious behaviour early and take appropriate action. Regular screening against sanction lists, PEPs, and adverse media ensures that firms are aware of any changes in their clients’ risk profiles. This allows for enhanced due diligence when necessary.

    4.4 Compliance with the Code is a legal requirement; all firms undertaking business in the regulated sector have an obligation to conduct their affairs in a manner that adequately mitigates the risks faced by it in order to ensure that the Isle of Man retains its reputation as a responsible, and well regulated, international financial centre. The Authority is committed to taking reasonable, proportionate and appropriate action to address contraventions of the Code in order to help it achieve its regulatory objectives of protecting consumers, reducing financial crime and maintaining the reputation of the Isle of Man’s finance sector through effective regulation.

    4.5 The directors of all firms undertaking business in the regulated sector bear ultimate responsibility for ensuring the effective implementation and ongoing compliance with the Code. In particular, they must ensure that the (at least) annual review mandated by paragraph 30(2) of the Code is conducted diligently and comprehensively. This review is not merely a procedural formality, but a critical mechanism for evaluating the firm’s adherence to its legal obligations and the robustness of its AML/CFT framework. Directors must actively oversee the planning, execution, and documentation of this review, ensuring that it is;

    i. conducted by competent personnel with sufficient expertise and resource;

    ii. covers relevant aspects of the firms AML/CFT policies, procedures and controls;

    iii. identifies and addresses any deficiencies or weaknesses in a timely manner; and

    iv. is documented thoroughly, providing a clear audit trail of the review’s findings and any remedial actions taken.

    4.6 Directors must demonstrate a proactive and informed approach to this review, recognising its significance in safeguarding the firm from financial crime risks and maintaining the integrity of the Isle of Man’s financial system. Their active involvement is essential in fostering a culture of compliance throughout the organisation and demonstrating a clear commitment to their AML/CFT obligations.

    4.7 In today’s rapidly changing regulatory environment, it is essential for firms to stay up-to-date with the evolving AML/CFT framework.     Speaking about the military operation, PM Modi revealed that Indian forces destroyed nine major terrorist hideouts in just 22 minutes. “With your blessings and the valour of our armed forces, we have fulfilled our pledge. Our government gave full freedom to the Army, Navy, and Air Force. Together, they created such a ‘Chakravyuh’ that Pakistan was forced to kneel,” the Prime Minister said.
     
    He continued, “The world and enemies of the country saw what happens when the sindoor of our sisters turns into gunpowder. In response to the April 22 attack, terrorist camps were destroyed within 22 minutes.”
     
    Shifting focus to development, PM Modi spoke about the government’s efforts to modernize India’s infrastructure. “Today, I come to you after seeking blessings from Karni Mata. Her grace strengthens our resolve for a Viksit Bharat. A grand effort is underway to create world-class infrastructure across the country. In the last 11 years, there has been a sixfold increase in infrastructure spending. Roads, airports, and railway stations are being rapidly modernized,” he said.

    No booze, no banquets, no bouquets. China has barred alcohol, luxury dishes, and cigarettes from official meals, part of a sweeping crackdown on extravagance in public life. Government cars must forgo flashy upgrades, and meeting rooms must be free of ornamental plants and fancy backdrops.

    The new rules, set out in the newly revised Regulations on Practicing Thrift and Opposing Waste in Party and Government Organs, are the latest effort by China’s top leadership to rein in official perks and promote restraint.

    First introduced in 2013 as a follow-up to the Party’s landmark eight-point rules, an initiative launched in late 2012 to curb official misconduct and restore public trust, austerity guidelines were reaffirmed this May amid a broader campaign to reinforce discipline and compliance across the Party’s 100 million members.

    These updated guidelines set out more detailed rules than ever before for Party and government officials — targeting public funds, official travel, receptions, vehicle use, meetings, and office space.

    Extravagant banquets and heavy drinking were once fixtures of official life in China, customs so entrenched that phrases like “no banquet is complete without alcohol” and “business is done over drinks” became part of the vernacular. But such excesses, long resented by the public, have since increasingly come under scrutiny.

    As part of a renewed push for ensuring discipline, China has now imposed a sweeping ban on alcohol at official receptions, while cigarettes and luxury dishes are also off the table.

    Analysts said the ban is unlikely to meaningfully affect the industry of baijiu, a fiery Chinese liquor once a staple at government banquets.

    Xiao Zhuqing, an industry expert, noted that since the rollout of the Party’s eight-point rules just over a decade ago, government-related consumption of baijiu has shrunk considerably. Today, official purchases account for less than 5 percent of the market, limiting the new regulation’s impact on the sector.

    Excessive drinking not only erodes the image of government officials but can also end in tragedy. In a recent case that drew national attention, a county-level official in central China’s Henan Province died after consuming alcohol at a midday banquet during a training seminar in March. Nine other officials present at this banquet were later disciplined, demoted, or dismissed.

    Under the new rules, officials on domestic trips are barred from accepting cash gifts, souvenirs, or local specialties. For overseas trips, private jet travel is off-limits, while officials are no longer allowed to add extra stops or extend their stays abroad without prior authorization.

    Officials are also barred from using public cars for private errands or claiming personal vehicle expenses from public funds. These new rules call for government fleets to prioritize new energy vehicles, part of a wider push to reduce emissions.

    Party and government bodies are under orders to trim back meetings to only what is essential. Gone are the days of lavish conference setups — this means no floral arrangements and no elaborate staging. Holding official gatherings at scenic resorts is strictly forbidden.

    The new rules have received largely positive feedback online. Wang Xuming, a scholar and retired official from the Ministry of Education, praised them as “detailed and pragmatic” on microblogging site Weibo.

    Grassroots officials have also voiced their support. Some have long borne the health costs of official banquets, such as fatty liver and high blood pressure, widely seen as occupational hazards in a work culture where “drinking twice a day felt like part of the job.”

    As part of its austerity drive, China’s central government has been steadily trimming its public expenses on official receptions, vehicles, and overseas travel for years.

    The 2025 budget includes 6.12 billion yuan (about 851.7 million U.S. dollars) for such expenses, down 322 million yuan from last year. Reception spending alone is capped at 302 million yuan, 13 million less than in 2024.

    The savings from reduced official spending, according to the regulations, will be redirected toward development priorities and public welfare.

    As China continues its campaign against official extravagance, the once-routine perks of public office, including opulent banquets and taxpayer-funded junkets, have quietly receded.

    The government’s austerity push is rippling through society at large. Frugality has begun to replace excess as a social value. Restaurants are downsizing portions — and it has become common for diners to take leftovers home.

    This culture shift extends to major life events. Costly wedding and funeral banquets, once seen as obligatory displays of status, are giving way to simpler, more modest affairs, reflecting a broader embrace of restraint inspired from the top down.

    Prime Minister Narendra Modi on Thursday declared that India’s armed forces avenged the April 22 terror attack within just 22 minutes, destroying nine terror hideouts across the border in Pakistan and Pakistan-occupied Kashmir under Operation Sindoor.
     
    Describing the operation as a “new form of justice” for terrorists and their supporters, the Prime Minister also unveiled a three-pronged doctrine to combat terrorism.
     
    “If there is any terror attack on Indian territory, the enemy will be given a befitting response. Our armed forces will decide the target, timing, and the mode of response,” said PM Modi.
     
    Outlining the core of India’s new counter-terror approach, the Prime Minister stated:
     
    1. India will respond decisively to any terror attack on its soil.
     
    2. Nuclear blackmail will not deter India.
     
    3. Terrorists, their masters, and the governments that support them will be judged by the same yardstick.
     
    Taking direct aim at Pakistan, he added, “Pakistan’s game of distinguishing between state and non-state actors will no longer work as a pretext for its open support to terror.”
     
    Referring to the recent retaliation, PM Modi said:
     
    “Those who went after our sisters and tried to wipe their sindoor, we have razed them to the ground. This is a new form of justice — this is Operation Sindoor.”
     
    He stressed that the response to terrorism has fundamentally changed over the past decade.
     
    “Earlier, we struck inside their territory, but this time, we hit them at their heart. Those who thought India would remain silent are now shuddering in fear. Those who boasted about their weapons are now buried under the rubble.”
     
    The Prime Minister also said that the entire nation stands united following the Pahalgam terror attack, adding that the people of India — 140 crore strong — have resolved to punish terrorism beyond the enemy’s imagination.
     
    “Because of our armed forces, we have taught Pakistan a lesson. Our government gave full operational freedom to our forces, and they brought Pakistan to its knees,” he said.
