    The intellectual game “Puzzles of the state and municipal service” took place within the walls of the Corporate University of the Government of the Novosibirsk Region. The game was held for the fifth time and gathered a record number of participants and universities, including: SIU RANEPA, NSUEM, NSAU, SUSPS, NUIL (f) TSU, SibUPK, NSU, SSUGIT and NSPU.

    Eleven teams of talented students competed in a tense battle for the title of the best, striving to prove themselves and win.

    — We quickly decided to participate because this year our entire team will be applying, some for master’s degree, and some for postgraduate studies. We all needed achievements. We also liked the format — we decided to try ourselves in this. In addition, all team members are interested in public service, since we are lawyers, — said Yusub Ozmanyan, the team captain.

    The game participants were asked a variety of questions covering key aspects of the activities of state and municipal employees. The questions concerned the structure and functions of government bodies, historical aspects of state development and the specifics of local self-government.

    The Quiz “Puzzles of the State and Municipal Service” included three rounds: the first – “Quiz”, the second – “Own Game”, the third – “True or False”. In the “Quiz” round, all teams had to answer 10 questions in a row. In the “Own Game” round, each team independently chose the category and difficulty of the question, answering one after the other in turn. In the final round “True or False”, one representative from each team participated, who answered 5 questions in a row one after the other.

    – We prepared very carefully, besides, we have been studying in for many years Institute of Philosophy and Law of NSU, so the base is serious. The third round was the most exciting, because only one participant from the team answered. We were confident in it, but worried. In the end, Danila Isaev did an excellent job! We were very happy to win, because initially we came only for the first place! Everything went great, we are satisfied and happy, – Yusub shared his emotions.

    At the end of the game, the places between the teams were distributed as follows:

    1st place – NSU team “ResPublica” (consisting of: Yusub Ozmanyan, Vladislav Cherenkov, Vitaly Kamorny, Denis Kostornov, Danila Isaev);

    2nd place – the team “Law Faculty” of NSUEM;

    3rd place – the team “Managers” of SSUPS.

    WASHINGTON, D.C. — Hoy, representantes de la Florida Darren Soto (D-FL-09), María Elvira Salazar (R-FL-27) y Debbie Wasserman Schultz (D-FL-25) presentaron la Ley de TPS para Venezuela del 2025, un proyecto de ley bipartidista que designaría a Venezuela al Estatus de Protección Temporal (TPS, por sus siglas en inglés). Este proyecto de ley se produjo después de que la secretaria de Seguridad Nacional de los Estados Unidos, Kristi Noem, anuncio la terminación de la extensión del TPS para Venezuela por parte de la Administración Biden, que afecta a más de medio millón de ciudadanos que actualmente tienen estatus protegido.

    “Estamos preocupados por las acciones de la Administración Trump para sacarle a los venezolanos los beneficios del Estatus de Protección Temporal, la libertad condicional y otras protecciones críticas durante un momento de gran inestabilidad en su país. En Florida Central, miles de venezolanos han huido de la violencia política y se han unido a sus familiares que actualmente viven en los Estados Unidos—contribuyendo a la economía y trabajando arduamente para ayudar a que nuestra comunidad crezca,” dijo el congresista Darren Soto. “Darle la espalda a este grupo es un gran insulto.     La Ley de TPS para Venezuela del 2025 automáticamente designaría a Venezuela al TPS por un período inicial de 18 meses, con opción de renovación. Bajo el TPS, los venezolanos estarían protegidos contra la deportación y se les otorgaría autorización de trabajo, permitiéndoles a los beneficiarios pagar impuestos y contribuir a sus comunidades. El proyecto de ley también prevé que los beneficiarios viajen al extranjero por situaciones de emergencia y circunstancias atenuantes.

    La inestabilidad política, la corrupción endémica y la represión bajo el régimen autoritario de Nicolás Maduro han provocado una escasez masiva de alimentos y medicamentos, con milliones de personas vivendo en la pobreza y sufriendo inseguridad alimentaria. La economía de Venezuela se ha contraído en más del 80% desde el 2014, más del doble de la magnitud de la Gran Depresión en los Estados Unidos. Debido a la crisis en Venezuela, los venezolanos han sido consistentemente la principal nacionalidad que solicita asilo en los Estados Unidos desde el 2016.     WASHINGTON, D.C.—Today, during the House Energy & Commerce Full Committee Markup of Budget Reconciliation Text, Congressman Darren Soto (FL-09) spoke against cuts to Medicaid, including KidCare and nursing home care. In Florida’s Ninth Congressional District, over 158,000 constituents rely on Medicaid programs, totaling 19% of the district’s population. Below are Rep. Soto’s remarks as prepared for delivery.

    “It’s Ebenezer Scrooge Day at the Capitol today. Taking healthcare from the poor to fund tax cuts for the rich. 

    “I’m sure Scrooge would think this is a very fine plan. A very fine plan, indeed. Of course, he’s a billionaire hedge fund manager and he’s thrilled about paying even less in taxes.

    “We have a few perspectives to guide us. 

    “First, it’s my favorite: The Ghost of Congress Past. The 115th Congress, y’all may remember that. Where former GOP Congressman Jacob Marley, a frontliner, reminds you how he lost his seat, as well as 20 other Republicans, because you went after Obamacare, KidCare, and Medicaid. 20 seats lost and the majority. 

    “Then, of course, there’s the Ghost of Congress Present. The Cratchit family, of course, is on Medicaid. They have a disabled child, Tiny Tim. There’s Ebenezer’s beloved Fanny—she’s on the ACA. 63 years old. And then Fred Scrooge. He thinks he’s fine because he gets his healthcare through the employer.

    “But we know what’s gonna happen in the future. You passed this terrible bill and you cut $715 billion from the program. You can’t just cut that and not have people lose health insurance.

    “We know for a fact 13.7 million Americans will lose health insurance, including the Cratchit family. Of course, Tiny Tim dies in this scenario. Fanny finds out her Obamacare increases by $10,000. And of course, Fred Scrooge is shocked that his employer-based healthcare went up by 25% because people are flooding the emergency room because they’re sick and they’re uninsured.

    “Of course, this is not some fairytale. In real life, back in my district, in Florida’s Ninth, these are the kids from McCoy Elementary. Half the kids in my district are on Medicaid, they’re on KidCare. It’s a wildly popular program. You can’t cut $715 billion from Medicaid, and then not have this affect our kids.

    “And then I got to go to Providence Assisted Living. A nursing home in my district. I met George. He’s a veteran, he’s partially in a wheelchair. 25% of the seniors in this assisted living facility get their coverage through Medicaid.

    “Don’t be a Scrooge!

    “Don’t vote for this terrible bill that’s gonna cut Medicaid, cut KidCare, cut nursing home care all to fund tax cuts for the rich and powerful.”

A 2024 study by UCSF-Fresno found that the Valley would need to double its number of registered nurses to meet national benchmarks. The MORE Nurses Act will ensure the federal government is employing all the tools at its disposal to bolster the nursing workforce. This legislation directs the National Advisory Council on Nurse Education and Practice to take a comprehensive look at the crisis by:

    Evaluating trends in the nursing workforce and the capacity of nursing schools to train future professionals.
    Identifying barriers contributing to the shortage, particularly in rural and underserved regions.
    Reviewing federal programs that support nursing education and promote diversity in the profession; and
    Recommending concrete policy solutions to strengthen and expand the nursing pipeline.

    The Council’s findings and policy recommendations will be delivered to Congress within one year and made available online to ensure public transparency and engagement from healthcare and education stakeholders.

  • MIL-OSI USA: Golden votes against cutting funds that support Maine’s marine resources, Acadia National Park

    WASHINGTON — In an early morning vote today, Congressman Jared Golden (ME-02) opposed the House Natural Resources Committee’s (HNRC) portion of the GOP’s reconciliation budget. 

    The final package proposes $1 billion in federal spending cuts, including cuts targeting several programs that support Maine’s marine resources economy, coastal communities and Acadia National Park. The committee advanced the package in a 26-17 vote. 

    “Maine’s way of life and economy are inextricably tied to our lands and waters. When I joined this committee this year, I pledged to advocate for Maine’s natural resources and to use my position to champion investment and stewardship to support our state,” Golden said. “This proposal would undermine investments in our marine resources and Acadia National Park. I could not, in good conscience, support it.” 

    The package proposes $100 million in cuts for Inflation Reduction Act funding for the National Oceanic and Atmospheric Administration (NOAA). Affected funding streams support fisheries, marine and coastal habitats, and stock assessments. They have supported projects in Maine including fish passage restoration for Atlantic salmon and other migratory species; rebuilding salt marshes to reduce roadway flooding hazards in communities Downeast; and an initiative to recover, recycle and refabricate marine debris material in the Gulf of Maine, such as ghost lobster traps and derelict aquaculture gear.

    “I have gone toe to toe with NOAA to oppose regulatory proposals that could harm Maine’s fishing communities, and to demand regulators give Maine lobstermen and fishermen a seat at the table,” Golden said. “But the funding streams targeted for cuts in this bill support worthy conservation, restoration, and infrastructure efforts that have helped protect Maine’s natural resources and make our communities more resilient. There’s no reason to put them on the chopping block.”

    The package advanced out of committee also would slash $279 million from the National Park Service, threatening funding streams that have supported resiliency, habitat restoration and jobs at Acadia National Park.

    House and Senate Republicans sent reconciliation instructions to all House Committees on April 10. Those instructions required the Natural Resources Committee to cut funding by $1 billion — part of the GOP’s plan to slash health care and cut taxes for the wealthy while adding more than $ 7 trillion in new debt over the next decade. 

    Congressman Golden voted against the GOP’s reckless reconciliation plan in February and again in April, and has been critical of efforts to undermine working families and the fiscal stability of the nation while padding giveaways to the wealthy. 

    “There’s a better way forward: Congress could target tax cuts to working families, paid for by allowing the expiration of tax cuts for the very wealthy,” Golden said in April. “We don’t need to take away anyone’s health care or pass trillions in new deficit spending to pass a budget that puts the middle class first.”

  • MIL-OSI USA: Golden announces release of $1.6 million in federal funds for Auburn-Lewiston airport upgrades

    WASHINGTON — Congressman Jared Golden (ME-02) today announced the release of $1.6 million in previously frozen funds for airport terminal upgrades previously awarded to the Auburn-Lewiston Municipal Airport. 

    “This project will support the growth and success of Androscoggin County,” Golden said. “The release of these funds will allow for the construction of the new hangar and related upgrades to proceed as planned — improving the airport experience for those who already use it and paving the way for passenger air service in the future. I’m proud to have worked with the Airport’s leadership and the administration to get these funds flowing.”

    The funds were originally secured by Golden as part of the FY2023 Appropriations Process. The Airport sought to draw down the approved funds in January and reached out to Golden two months later when the funds were still not made available. Golden’s office contacted the Federal Aviation Administration (FAA) on the Airport’s behalf, and learned the grants were frozen pending review for compliance with executive orders. 

    The lack of funding meant the airport was at risk of missing a critical mid-May contractor payment deadline, jeopardizing the project’s future. Over several months, Golden’s office worked with Airport Director Jonathan LaBonté to stress the importance of the project and the looming deadline to the FAA and secure the funds’ release.

    On Thursday, the FAA announced the funds would be released. 

    “As we position the Auburn-Lewiston Municipal Airport to be the preferred general aviation airport in southern and western Maine, we’ve quickly run out of space for the pilots wishing to base their aircraft here,” LaBonté said. “With the support of Congressman Golden, additional federal investment will be paired with local and state dollars to construct a 10-unit T-hangar to welcome even more aviators here. In the last two years, we’ve grown to host a flight school, three aircraft maintenance businesses and dozens more aircraft, in addition to our role hosting a base for LifeFlight of Maine. This new federal investment continues that momentum.”

    Opened in 1935, the Auburn-Lewiston Airport has been a hub for corporate, charter, cargo and recreational aviators for nearly a century.

    WASHINGTON — Congressman Jared Golden (ME-02) has signed a discharge petition that, if successful, would force an up-or-down vote in the House to protect Medicaid and food assistance from budget cuts in the reconciliation process. 

    “While they debate the specifics, there’s no question the GOP plans to cut Medicaid by hundreds of billions of dollars,” Golden said. “Hundreds of thousands of my constituents use Medicaid for health care, while roughly one in six households use SNAP to help put food on the table. I oppose efforts to take their coverage away or make it harder to afford groceries.”

    A discharge petition allows members of the House to force an up-or-down vote on a piece of legislation if a majority of members of Congress sign on. The underlying bill in this discharge petition, the Hands Off Medicaid and SNAP Act of 2025, would prohibit Congress from using the reconciliation process to cut benefits or remove individuals from Medicaid and SNAP.

    The budget reconciliation instructions approved by the House and Senate require the House Energy and Commerce Committee to cut $880 billion in spending — a target that will be impossible to reach without hundreds of billions in Medicaid cuts, according to the nonpartisan Congressional Budget Office (CBO).

    On Wednesday, the CBO found that the several proposals for cutting Medicaid would result in millions of Americans losing health coverage. Cuts to Medicaid would hurt families in the 2nd Congressional District. Medicaid provides health coverage to 236,000 people in CD2 — more than one-third of the population — according to KFF.

    The Medicaid cuts are part of the GOP’s plan to slash health care to pay for tax cuts for the wealthy while adding more than $ 7 trillion in new debt over the next decade. 

    Congressman Golden voted against the GOP’s reconciliation plan in February and again in April, and has been critical of efforts to undermine working families and the fiscal stability of the nation to extend tax cuts for the wealthy.

Its control is not informal it is institutional, legalized through special exemptions, military-backed land ordinances, and bureaucratic dominance. As a result, the military runs a parallel economy that undermines competition, distorts public policy, and undermines democracy.

    The cornerstone of the Pakistan Army’s corporate empire lies in its foundations i.e. semi-governmental yet commercially active entities that were originally set up for the welfare of ex-servicemen but have since evolved into sprawling conglomerates. The Fauji Foundation, founded in 1954, is the most powerful of these entities. Ostensibly a charitable trust, Fauji operates over three dozen subsidiaries including Fauji Fertilizer Company (FFC), Fauji Cement Company Limited (FCCL), Fauji Oil Terminal & Distribution Company (FOTCO), and Askari Bank. FFC alone is one of Pakistan’s largest fertilizer producers, consistently generating billions in revenue and dividends, a significant portion of which goes back to the army. Askari Bank, likewise, operates under military supervision, with its board stacked with retired generals, and acts as a key financial vehicle for other military-affiliated ventures.

    Another major player is the Army Welfare Trust (AWT), which controls more than 25 commercial enterprises. These range from AWT Investments and Askari General Insurance to sugar mills, textiles, trucking, and aviation services. In real estate, the Army’s footprint is massive. Through the Defence Housing Authority (DHA), the military has become the largest land developer in Pakistan, with projects in cities like Lahore, Islamabad, Karachi, Multan, Gujranwala, and Bahawalpur. DHA projects often involve coercive land acquisition, where civilian and minority-owned lands are seized under the pretext of national security or public interest, only to be converted into luxury gated communities for serving and retired officers.

    The Pakistan Air Force operates the Shaheen Foundation, which manages diverse assets including FM radio stations, construction companies like Shaheen Builders, travel agencies, and educational institutions. The Pakistan Navy runs the Bahria Foundation, whose holdings include Bahria Maritime Services, Bahria University, and port-related logistics. Together, these four military foundations operate over 100 subsidiaries spanning dozens of industries, including grain storage, packaging, medical services, cement, and even advertising.

    Despite being commercial entities, these businesses are shielded from competition and financial scrutiny. They enjoy tax exemptions, priority access to government contracts, and the use of military logistics and infrastructure. Their dominance pushes out private enterprises and distorts the market. Civilian regulators often headed by retired officers fail to hold them accountable. Moreover, much of the income generated is not reinvested into national development but siphoned off for the elite military class. The benefits of these ventures rarely trickle down to the rank-and-file soldiers, let alone the public. Instead, they create a closed-loop economy where military officers retire into boardrooms and continue to wield economic and political influence.

    This commercial empire also acts as a platform for political control. The military uses its economic levers to shape media narratives, buy influence in the judiciary, and co-opt politicians. Media groups like the Nawa-i-Waqt Group and Bol News have faced closure or harassment when deviating from military narratives, while ISPR the army’s media wing actively funds propaganda campaigns and online troll armies. Business leaders who fund opposition parties are often subjected to National Accountability Bureau (NAB) probes, tax audits, or asset seizures. Through these tactics, the military consolidates not just wealth but unchallenged authority.

    However, the most dangerous and opaque part of the army’s economic footprint lies in its integration with Pakistan’s narco-terror complex. From the days of the Soviet-Afghan war, when the ISI (Inter-Services Intelligence) under General Akhtar Abdur Rahman facilitated heroin production and smuggling to fund covert Mujahideen operations, the army’s involvement in narcotics has grown into a transnational pipeline. Opium grown in Afghanistan is processed in makeshift labs across Balochistan and Khyber Pakhtunkhwa, then transported via Balochistan’s Makran coast and Karachi ports. The logistics for these movements are often handled through military-controlled transport units, particularly those attached to the National Logistics Cell (NLC), which has long enjoyed immunity from customs inspections.

    Key individuals who are linked to this drug-financed ecosystem include former ISI chiefs like Hamid Gul and Shuja Pasha, both of whom oversaw extensive intelligence operations involving militant financing during their tenures. The Haqqani Network, long a proxy of the ISI, operated with impunity across the Af-Pak region and controlled smuggling routes for both arms and drugs. Lashkar-e-Taiba (LeT), Jamaat-ud-Dawa (JuD), and Jaish-e-Mohammed (JeM) have all received funding via hawala channels sourced from narco-trafficking and arms sales. The proceeds are laundered through front charities such as the Falah-e-Insaniat Foundation (FIF) and ostensibly other organisational fronts registered in Gulf states.

    In recent years, the growing convergence between Pakistan’s military and drug cartels operating in the Middle East, particularly in UAE and Oman, has given rise to a “military-narco-intelligence” axis. Front companies tied to retired army officials like Lt. Gen. Javed Nasir (former ISI chief) and certain members of the notorious business family have been implicated in narcotics laundering investigations across the Gulf and UK. The black money generated through this system is used to fund proxy wars in Jammu & Kashmir, Afghanistan, and increasingly Africa, where Pakistani mercenaries are now known to operate in conjunction with both Chinese and Turkish military logistics.

    The arms trade is another critical node in this network. Pakistan Ordnance Factories (POF), based in Wah Cantt, manufactures everything from bullets and grenades to mortars and automatic rifles. While officially intended for the Pakistani military, these arms often find their way into conflict zones. Documented recoveries of POF-manufactured arms in India’s Jammu & Kashmir state, Syria, Libya, and Nigeria underscore how the ISI uses weapon flows to back proxy forces. Smuggling routes operate across the Durand Line, Baluchistan’s desert terrain, and even through diplomatic pouches. Pakistani naval assets, particularly cargo shipments flagged through Bahria Maritime Services, have been used for covert arms transfers. Intelligence intercepts in East Africa and the Persian Gulf have pointed to Pakistani arms deliveries to Hamas and Hezbollah intermediaries.

    Pakistan’s terror infrastructure is essentially sustained through this fusion of narco profits, arms trade, and ideological training. Groups like Tehrik-i-Taliban Pakistan (TTP), LeT, and JeM have training facilities, safehouses, and logistical support provided by elements within the army or the ISI. Interrogations of captured operatives have repeatedly revealed training stints at army-run camps in Muridke, Bahawalpur, and Muzaffarabad. These groups serve multiple functions, they destabilize India, threaten Afghanistan, and help maintain chaos that justifies international military aid. Even China, despite its Balochistan investments, has turned a blind eye to this nexus, so long as its economic interests remain protected.

    The role of state-affiliated institutions in laundering terror funds further reinforces the military’s omnipotence. The Habib Bank scandal in the United States, where the Pakistani bank was fined for facilitating transactions linked to terrorism, was just the tip of the iceberg. Banks like Askari Bank and Summit Bank, both closely tied to military interests, have come under scrutiny for suspicious transactions involving Gulf donors and shell companies. In Karachi, businessmen with ties to the MQM and ISI have also been accused of channelling narcotics profits into real estate and construction firms.

    The political consequences of this militarized economy are immense. Civilian governments, lacking control over the purse or arms, are reduced to caretakers. Parliament has little say over defence budgeting. The judiciary, itself often filled with pro-military judges or intimidated through surveillance, rarely challenges army operations. In 2022, the controversial removal of Prime Minister Imran Khan initially backed and later discarded by the military illustrated how no political leader is safe from Rawalpindi’s coercive power once they deviate from script. Khan’s campaign to expose army interference led to mass arrests, internet blackouts, and an orchestrated crackdown, executed with both police and ISI coordination.

    The Pakistani military’s role as an agent of regional chaos has long been subsidized by foreign powers seeking to use it as a counterweight to India’s rise. The United States alone has funnelled over $33 billion in military and economic aid to Pakistan since 2001, including $14.5 billion in Coalition Support Funds, much of which empowered the ISI’s proxy terror infrastructure rather than dismantling it. Simultaneously, the IMF has approved 23 bailout programs, the latest being a $1.02 billion package on 9th May 2025, effectively rescuing a bankrupt regime without civilian accountability. China, under the $62 billion CPEC initiative, has fortified its alliance with Pakistan’s military, funding dual-use infrastructure while arming it with drones, radar systems, and port access.

    Turkey, too, has become a critical enabler exporting Bayraktar drones, expanding joint training, and backing Islamist networks aligned with Pakistani interests. Following India’s recent precision strikes on Pakistani airbases, including key terror installations in Muridke and Bahawalpur, these powers have grown visibly uneasy, fearing that India’s assertiveness could dismantle the utility of Pakistan as a destabilizing tool. Their aid, veiled as strategic cooperation, in reality props up a militarized state whose primary export is instability used not only to bleed India but also to disrupt the emergence of a multipolar Asia where India could assert sovereignty independent of Western or Chinese-led frameworks i.e. G2 Consensus.

    MINSK, May 17 (Xinhua) — The winners of the worldwide competition “Chinese Language Bridge” among students and pupils of senior and junior grades of schools of Belarus were awarded in Minsk on Friday. The ceremony was held at the Belarusian State University of Physical Education.

    Speaking at the ceremony, Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Belarus Zhang Wenchuan noted that this event had become a real holiday for all lovers of the Chinese language in Belarus. “I was deeply impressed by the sincere love of the Belarusian participants for the Chinese language and their brilliant performance at the competition. The “Chinese Language Bridge” has been held for 24 years and has become an important platform for learning the Chinese language, getting to know the Chinese civilization, strengthening mutual understanding and friendship among young people abroad. It has become a kind of calling card of humanitarian exchanges between China and other countries of the world,” Zhang Wenchuan noted.

    He also wished the three winners, who will represent Belarus at the final of the “Chinese Language Bridge” competition in China this year, to achieve new successes.

    First Deputy Minister of Education of Belarus Alexander Bakhanovich drew attention to the fact that the country has been attaching special importance to popularizing the study of the Chinese language for almost 20 years. “Today, more than 6,000 students in 48 schools and 15 universities study Chinese as a subject. Another 60 schools study Chinese in optional classes,” he said.

    According to him, Belarusian schools and universities are provided with all the necessary textbooks for studying the Chinese language. “This year, the Minsk State Linguistic University will have its tenth graduation of Chinese language teachers. For eight years, the Confucius Republican Institute of Chinese Studies of the Belarusian State University has been successfully retraining teachers of comprehensive schools in Chinese. This allows us to provide our schools with highly qualified specialists,” A. Bakhanovich noted.

    He recalled that in October 2024, the seventh Confucius Institute in Belarus was opened at the A.A. Kuleshov Mogilev State University. “In the near future, the eighth Confucius Institute is expected to open at the Yanka Kupala State University of Grodno,” A. Bakhanovich said. –0–

  • MIL-OSI USA: Ranking Member McCollum Remarks at United States Air Force and Space Force Oversight Hearing

    WASHINGTON — Congresswoman Betty McCollum (D-MN-04), Ranking Member of the Defense Subcommittee, delivered the following remarks at the subcommittee’s oversight hearing on the United States Air Force and Space Force:

    Good afternoon.

    I would also like to welcome Acting Secretary Ashworth, Generals Saltzman and Allvin.

    It’s a distinguished panel that’s here, but, as the Chair pointed out, we look forward to having a conversation with the upcoming Secretary of the Air Force about the budget after confirmation. We know the Senate has spoken with him, but our Members too, would like to understand the priorities that he’s going to be putting forth.

    This is our first hearing with the Administration following the release of the “skinny budget.” I’d like to take a few moments to acknowledge what the Administration is proposing. For Defense discretionary spending – President Trump is proposing an $893 billion request – essentially what President Biden would have proposed. This is effectively a freeze from the current fiscal year.

    Any increases beyond that are assumed through the reconciliation process – which the authorizers control. No one will be shocked to learn that I do not think reconciliation is a responsible way to appropriate defense dollars. This Committee is Constitutionally responsible for the allocation of Department of Defense resources – and we should be controlling the process. 

    Appropriating defense dollars through reconciliation undermines the authority and the jurisdiction of the Appropriations Committee. Now, Administrations of both parties have tried before to move money from the discretionary budget into mandatory spending. 

    This is not a new trick – but this is not something normally done with Defense funding. That is because the reconciliation bill may not become law. If it does not, this Committee cannot guarantee that Department of Defense priorities will be backfilled through the Appropriations process.

    Next, we know that programs for clean energy and climate resilience have been cut by this Administration. But as the leaders of the Air Force and Space Force – you cannot afford to take your eyes off the costs of climate change. Islands in the Pacific are not easy places to ship materials to or to build and maintain infrastructure in. It is difficult to protect them from the impacts of climate disruption, just look at the typhoon that hit Guam two years ago. $1.8 billion in additional funding was required to support the construction, planning, and design of facilities on Guam that were destroyed. 

    The Continuing Resolution last December carried an additional $3.4 billion in repair costs for other catastrophic weather events. That’s over $5 billion in taxpayer money that we had to spend on the impacts of climate change within the Department of Defense. That is not waste, fraud, abuse – or any other kind of political spin. It’s necessary to prepare, protect, and replace the critical infrastructure that our warfighters depend on. Climate disruption will not just go away by a wish and a prayer. It is something that we have to plan for, deal with, and expect to happen into the future.

    Turning to major programs – Air Force and Space Force have big bills due right now. The Sentinel program has ballooned to $141 billion, from an original estimate of $78 billion. The schedule is wildly off track from where it needs to be. The Next Generation Air Dominance program is planned to exceed $23 billion – and the price per plane is a serious consideration. The next Air Force One is behind schedule, and the Air Force has asked for more money to get it on track. Progress has been made on the parked F-35s – that’s good news, although it was bad news for us to read recently in the paper ‘the world’s top jet fighter is about to get more expensive’ because of the President’s tariffs. But there is more that needs to be done to get those planes delivered with the capabilities the Services need. And of course, there are new requirements for the Golden Dome – a missile defense program that has yet to be fully articulated by the Administration. These are problems that must be fixed through proper program management, planning, and resourcing. 

    Finally, I want to comment on the Administration’s approach to personnel management. There is no question that there is a culture of fear developing across the federal government as this administration continues to demean and demoralize federal employees. I have spoken with far too many of them. People have been fired without cause. People have been asked to quit to find “higher productivity jobs in the private sector.” 

    I wish the Department of Defense was immune to this – but it is not. I’ve had conversations with all the Services, especially Space Force, about how to build a first-class workforce. Secretary Hegseth’s goal is to remove 60 to 70 thousand civilians from across the Department of Defense. And now civilians are raising their hand – not to serve – but to leave. 

    Who will be around to manage the contracting process DoD needs to get major programs back on track? We are already living with the impacts of what happens when civilians take a buyout and stop working on contracts. The contract isn’t signed, the mission doesn’t get done, the programs fall behind and it costs the taxpayer more. There will be real ramifications to our national security because of the Administration’s personnel policies.

    We need to do something, sure, but let’s not take a chainsaw to it, let’s take a scalpel to what we need to do with our personnel policies.

    Gentlemen, I want to thank you again for appearing today.

    Rep. Judy Chu, author of the Women’s Health Protection Act, issued the following statement: 

    “This is a tragedy. A brain-dead woman is being forced to stay on life support against her family’s wishes, because of Georgia’s extreme abortion ban. Let’s be clear: this is not a gray area. Georgia’s extreme abortion law has robbed Adriana Smith and her family of choice in the last moments of her life. This is what Republican abortion laws look like in practice: total disregard for women’s lives, and even their deaths. It’s beyond disgraceful.

    “In the quest to control women’s bodies, anti-abortion extremists have saddled us with laws that reduce women to nothing more than a womb. Adriana Smith is not an incubator. Adriana is a person. She is a mother, a nurse, and a daughter. She deserves dignity and the right to rest in peace.

    “We do not have to stand for this in America. My bill, the Women’s Health Protection Act, would restore the right to abortion care nationwide and stop states from enforcing cruel, medically unnecessary restrictions, like the one in Georgia that has trapped Adriana.   • MIL-OSI USA: Reps. Neguse and Zinke Introduce Bipartisan Effort to Expand Collaborative Forest Landscape Restoration

    Washington, D.C. — This week, Congressman Joe Neguse, Ranking Member of the House Subcommittee on Federal Lands, joined forces with Montana Congressman Ryan Zinke to introduce the bipartisan Collaborative Forest Landscape Restoration Program (CFLRP) Reauthorization Act of 2025. The bill would reauthorize and expand CFLRP, a highly successful U.S. Forest Service program that supports collaborative and community-based forest management to improve forest health, reduce wildfire risk, and support rural and mountain communities. 

    The legislation, which is also co-led by Representatives Andrea Salinas (OR-06) and Kim Schrier, M.D. (WA-08), would extend CFLRP for another ten years, increasing the size and scope of the Collaborative to reduce wildfire risk and make other program improvements. Since it was first authorized in 2009, CFLRP projects have restored 5.7 million acres of forestland, and helped improve 1,000 miles of trails and maintain 25,000 miles of roads. 

    “In Colorado and across the Rocky Mountain West, we know that protecting our forests and lands benefits our communities,” said Congressman Neguse. “The Collaborative Forest Landscape Restoration Program is a successful partnership program that bolsters community-based stewardship, supporting efforts to promote cooperative, science-based wildfire mitigation. I’m incredibly proud to lead my colleagues in the House to champion its reauthorization.” 

    “Every year hundreds of thousands of acres of forest burn to the ground destroying landscapes, watersheds and homes. We can’t prevent every fire, but we can certainly manage our forests, so they are in better health and more resilient against catastrophic fires,” said Congressman Zinke. “The Collaborative Forest Landscape Restoration Program was a proven success that leverages public and private entities to grow more resilient forests.     “The Trump Administration’s plan to send migrants to Libya is unconscionable, cruel, and blatantly illegal. This decision flies in the face of basic morality. Amnesty International has described conditions in Libya’s detention centers as a ‘hellscape’ and ‘life threatening.’ There are reports of human trafficking and sexual violence. No human being should be subjected to these horrific conditions. There is no doubt that these migrants will have their lives put at severe risk.

    “We need transparency on who in Libya our government negotiated with to make this deal. If, as seems likely, this was negotiated with Haftar’s militia, it represents an even graver violation of human rights and abdication of our responsibilities under the Convention Against Torture.

    “The administration’s continued rejection and reckless disregard of due process is deeply alarming. Our Constitution guarantees due process and equal protection under the law to everyone in our country, not just citizens.​ Donald Trump is moving us toward authoritarianism with every passing day.”

    WASHINGTON Ranking Member Ilhan Omar (MN-05) delivered the following opening statement at Workforce Protections Subcommittee hearing entitled, “Reclaiming OSHA’s Mission: Ensuring Safety Without Overreach.”  

    “Thank you, Chairman, and thank you to our witnesses for your testimony today.

    “Over the past 100 days, President Trump and his administration have decimated the very agencies and resources that keep workers safe and healthy.  Now, Committee Republicans are following suit by holding this hearing to attack the work of the Occupational Safety and Health Administration.

    “We should all be able to recognize a basic truth: no job should ever be a death sentence.  Workers deserve to come home to their families at the end of the day- not in pain, not in fear, but alive and well.

    “To protect that fundamental right, Congress passed landmark safety laws and established important agencies like OSHA, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health.  But all three of these agencies have been chronically underfunded since their inception.  And, largely because of that, they have long struggled to robustly defend workers from preventable injuries, illnesses, and death at work.

    “In the 54 years since it was established, OSHA has made great strides, but it remains hamstrung by an overly complicated regulatory process, persistent underfunding, and the long, uphill battle of updating standards to reflect scientific advances.

     “Despite these constraints, OSHA took action during the Biden Administration and proposed common-sense safeguards, like the heat stress rule, to prevent tragedies in the workplace.   Rather than build on that progress, the Trump Administration is now threatening to dismantle any government program or agency that prioritizes workers’ health and protects workers on the job. 

    “At one point, DOGE targeted at least 11 OSHA field offices to be permanently shut down – including the only office in Louisiana, located in what is known as ‘Cancer Alley’ due to the presence of over 200 chemical plants and the high rates of cancer in the area. MSHA had at least 30 field offices slated for closure on DOGE’s hit list, including an office created in response to the Upper Big Branch Mine disaster.  And while we face a surge in child labor violations, DOGE is still cutting staff and planning to close 20 Wage and Hour Division offices.

    “Shutting down field offices will endanger workers’ lives by cutting off the public from DOL’s most vital services.  This also means severely limiting the geographic coverage of inspectors’ and investigators’ enforcement activities against law-breaking companies and further straining an already resource-strapped DOL.  And it doesn’t stop here.

    “On April 1st, nearly the entire NIOSH workforce was placed on leave, with the promise of being fired later this summer by HHS Secretary Kennedy.  In one sweeping move, Secretary Kennedy put 50 years of scientific expertise and public health research at risk.

     “DOGE kicked out NIOSH staffers, paid them to not work, and then – after realizing that effectively eliminating NIOSH was a mistake – the Trump Administration started to reverse course and rehire only some of those staffers.  This entire circus was wasteful, expensive, and harmful for workers; a description that could apply to most of DOGE’s actions. 

    “Workers are not expendable.  They are not a statistic.  OSHA and NIOSH do the essential work of keeping workers safe.  We must fund them properly and strengthen the laws the support their mission.

    “In my own district, we are already feeling the consequences of these cuts: The University of Minnesota’s Midwest Center for Occupational Health and Safety is one of just 18 NIOSH-funded Education and Research Centers in the nation.  It trains the next generation of workplace safety experts in the region and helps protect our workers in high-risk industries.

    “Without NIOSH, the invaluable research and workforce development provided by that Center—and others like it across the country—will be lost.  That means fewer trained medical and safety professionals, less research capacity to prevent fatal accidents, and, ultimately, more injuries, more deaths, and more grieving families.

    “Democrats are committed to honoring those workers who have been harmed or killed on the job, not just with words, but with action to change the system. 

    “Recently, Ranking Member Scott, Representative Courtney, and I reintroduced the Protecting America’s Workers Act – a bill that would make long-overdue improvements to the enforcement of the Occupational Safety and Health Act.  This bill would expand coverage to millions of workers currently excluded from the law’s protections and strengthen whistleblower protections.  These reforms are critical to preventing the most serious violations that endanger workers’ safety. 

    “Democrats are also championing legislation to protect healthcare and social service workers from violence, to make mining safer, and to prevent illness and injury from extreme heat.

    “This is what it means to have an agenda to ensure safety.  And with that in mind, I hope that we can have a productive discussion today.

  • MIL-OSI China: Belgrade exhibition marks 70 years of China-Serbia friendship

    The Chinese Cultural Center in Belgrade opened a cross-cultural handicraft exhibition on Thursday to mark 70 years of China-Serbia friendship and the first anniversary of the center’s official launch.

    Co-hosted with Serbia’s handicrafts association Ethno Network, the exhibition – titled “A Bridge of Cultural Heritage” – features more than 100 traditional handicrafts from both countries, including embroidery, weaving, and pottery. Hundreds of visitors attended the opening, drawn by the opportunity to engage firsthand with the rich traditions of Chinese and Serbian intangible cultural heritage.

    “This exhibition is not only a dialogue of craftsmanship but a handshake between civilizations across mountains and seas,” said Tang Dasheng, cultural counselor at the Chinese Embassy in Serbia. “These artworks reflect our peoples’ shared pursuit of beauty and passion for life.”

    Tatjana Matic, director of Serbia’s Development Fund, said the display honors a long-standing friendship. “Culture is not only our memory but also our future,” she said, expressing hope the exhibition becomes a lasting symbol of mutual trust and cooperation.

    Violeta Jovanovic, executive director of Serbian National Alliance for Local Economic Development (NALED) and president of Ethno Network, highlighted several Serbian artifacts now in the national heritage registry, including handwoven carpets, wool socks and towels.

    “We are honored to co-host this exhibition, which builds a bridge between our countries,” Jovanovic told Xinhua. She added that Ethno Network looks forward to collaborating with Chinese artisans to preserve traditional crafts and share Serbia’s heritage with Chinese communities and tourists.

    Ethno Network brings together craft associations across Serbia to safeguard and promote traditional arts, playing an active role both domestically and internationally.

    Zhang Aimin, director of the Chinese Cultural Center in Belgrade, reaffirmed the Center’s mission to support cultural preservation. “Each piece – whether a Chinese embroidered robe or a Serbian wool rug – bears the mark of history, identity, and craftsmanship,” he said.

    WASHINGTON, DC – Today, U.S. Congresswoman Joyce Beatty (OH-03) introduced a resolution expressing support for the designation of May as “National Hypertension Awareness Month” and supporting the goals and ideals of this effort.

    “While hypertension – or high blood pressure – affects nearly half of U.S. adults, and disproportionately those who lack access to health care, education, healthy foods, and safe neighborhoods, its lack of obvious symptoms often makes it a “silent killer,” said Congresswoman Beatty. “This month is a reminder of the importance of raising awareness about this condition and expanding our efforts to prevent, detect, and treat it. By recognizing National Hypertension Awareness Month in this way, we can help improve health outcomes, reduce health care costs, and save lives.”

  • MIL-OSI USA: Reps. Hudson, Pfluger, Balderson Lead Bill to Stop Flawed Social Cost of Energy from Driving Burdensome Regulations

    WASHINGTON, D.C. – Today, Congressman Richard Hudson (NC-09), along with Republican Study Committee (RSC) Chairman August Pfluger (TX-11) and RSC House Energy Action Team Chairman (HEAT) Troy Balderson (OH-12), introduced the Transparency and Honesty in Energy Regulation Act in the House and Senator James Lankford (OK) introduced the legislation in the Senate. This bill would prohibit the federal government from using the flawed social cost of carbon, methane, nitrous oxide, or any other greenhouse gas metric in the rulemaking process.

    “The Biden-Harris Administration used every tool at their disposal to advance their radical green agenda. My bill ensures that going forward, no Administration can use inaccurate, unreliable standards to pass dangerous regulations,” said Rep. Hudson.

    “For too long, unelected bureaucrats have relied upon biased and flawed research to wage war against American energy producers. To unleash a new era of American energy dominance, we must rein in onerous regulations that hamstring our economy.     WASHINGTON, D.C. – Today, Congressman Gregory W. Meeks (NY-05) reintroduced three pieces of legislation aimed to further capital formation and provide additional transparency and opportunities for investors. 

    “I’m proud to reintroduce three bills today that strengthen transparency, empower investors, and support smart, inclusive growth in our capital markets,” Rep. Meeks said. “From closing loopholes in multi-class share disclosures to giving all issuers the ability to responsibly explore public offerings, and protecting the integrity of investment vehicles relied on by everyday Americans, these bills are focused on ensuring that our financial system works for everyone—not just the well-connected. Each of these measures reflects thoughtful, bipartisan collaboration and a shared commitment to expanding opportunity, enhancing market fairness, and helping families across the country build long-term financial security. I look forward to working with my colleagues to advance this important legislation.”

    H.R. 3357Enhancing Multi-Class Share Disclosures Act would close documented gaps in transparency around multi-class governance structures for the benefit of traditional investors.  Multi-class governance structures allow corporate insiders or beneficial owners to hold an outsized amount of voting power relative to their shares. This could limit other investors’ abilities to influence management, direct strategy, and hold misaligned boards accountable. Under current rules, the difference between a corporate insider’s voting power and their ownership interest – regardless of how large that gap may be – is either not fully disclosed or lacks clarity. This commonsense legislation makes sure that investors have the clearest information available to make the best possible decisions. 

    H.R. 3381 Encouraging Public Offerings Act of 2025 co-led by Rep. Meeks (D-NY) and Rep. Ann Wagner (R-MO). The bipartisan legislation ensures that all issuers can test the waters on going public in order to gauge interest and feasibility before committing to a public offering.

    Lastly, H.R. 3383Increasing Investor Opportunities Act is another bipartisan measure led by Reps. Meeks and Wagner. This bill addresses two issues facing Closed-End Funds (CEFs) which are investments for many individual retail investors with long-term saving goals including Americans saving for retirement. CEFs face two major challenges in today’s marketplace: threats from hostile activist investors looking to wage takeover campaigns, and limitations on their investments into private funds. The legislation would protect CEFs by restricting the amount of CEF shares that hostile activist investors and their affiliates can acquire to no more than 10% and remove informal SEC guidance that limits the ability of CEFs to invest in private funds to no more than 15% of its net assets.

    “I have long believed that Congress should play a major role in encouraging interest in the arts,” Pallone said. “This competition provides a forum to help the aspiring young artists of our area gain recognition and exposure. Young artists can gain confidence in themselves and their abilities by displaying their work and having it evaluated by knowledgeable judges.”

    Pallone also announced the winners of the 2025 Congressional App Challenge. The competition encourages students to explore STEM education and highlights the value of computer science.

    First Place: Ekya Dogra, Sahil Ghosh and Adithiya Venkatakrishnan, all from Edison Academy Magnet School, with the app RADR: Rapid Amber Detection Response, which is an initiative to enhance amber alerts & assist in child abduction cases.  The core mission is to provide a faster, more efficient way of not just tracking abducted children, but any suspected vehicles supplementing law enforcement officers with autonomous technology. 

    Second Place: Ishaan Kunwar from Edison High School with the app CataSight, which aims to detect cataracts in fundus images, which are images of the back of the eye taken with an ophthalmoscope (fundus camera), using a machine learning approach that involves a Multilayer Perceptron Layer (MLP) model. The web app, developed using Streamlit, allows users to upload a fundus image and receive a diagnosis of “Cataract” or “Normal,” along with the probability of the prediction, which is out of 1 and rounded to the nearest 2 decimal places.

    Third Place: Neerav Gupta from John P. Stevens High School, with the app Symptix, an innovative app designed to assist users in navigating healthcare information and making informed decisions about their health. At its core, Symptix leverages cutting-edge AI technology to provide fast and reliable medical guidance based on user input. One of the key features of the app is an AI-powered chatbot, powered by the Gemini 1.0 pro model, which allows users to input their symptoms and receive an instant diagnosis. 

    “The Congressional App Challenge is an important platform for students to showcase their skills in programming and computer science while supporting the next generation’s interest in STEM subjects. I will continue to support investments in STEM education so that our country remains at the forefront of innovation and research. I congratulate this year’s winners and encourage everyone who has an idea to submit it for the competition next year,” said Pallone.

    Finally, Pallone announced the winners of the tenth-annual Poetry Showcase. The Poetry Showcase coincides with National Poetry Month, which is celebrated during the month of April. The showcase allows students of all ages to express themselves in writing under one of three thematic categories: civic engagement, the environment, and social justice.

    “Democrats will continue to fight to defeat this GOP tax scam that takes health care away from millions of Americans in order to give tax breaks to billionaires and big corporations. We’ve beat Republican health care repeal attempts before and we can do it again.”

  • MIL-OSI USA: House Passes Pallone Bill to Honor Bill Pascrell at Paterson Great Falls

    WASHINGTON, D.C. – The U.S. House of Representatives has overwhelmingly passed legislation authored by Congressman Frank Pallone, Jr. (NJ-06) to rename two prominent sites at Paterson Great Falls National Historical Park in honor of the late Congressman Bill Pascrell, Jr. The Bill Pascrell, Jr. Scenic Overlook Trail Bridge and Bill Pascrell, Jr. Overlook Park will serve as lasting tributes to the Paterson native who dedicated his life to public service and to preserving the city’s role in American history.

    Congresswoman Nellie Pou (NJ-09), who now represents Pascrell’s district and is also a Paterson native, managed the bipartisan legislation on the House floor, where it overwhelmingly passed under suspension of the rules. The bill now heads to the Senate for further consideration.

    “Bill Pascrell spent his life fighting for the city that raised him,” said Pallone. “He believed in Paterson, in its people, and in preserving its proud place in our national story. Without Bill, Great Falls wouldn’t be a national park, and the story of Paterson’s contribution to the American industrial revolution might have been lost to history. Renaming these sites in his honor is a small but lasting way to recognize everything he did to lift up his community and preserve its legacy.”

    Pascrell played a pivotal role in establishing the Paterson Great Falls National Historical Park in 2009 and later expanding it to include the historic Hinchliffe Stadium – a rare surviving Negro League baseball venue. His work ensured national recognition of Paterson’s central role in America’s industrial revolution.

    “Few public servants have shaped Paterson or New Jersey more than Bill Pascrell,” said Congresswoman Pou. “He understood the importance of honoring our past while fighting for our future. Every brick and every drop of the Falls tells a story about Paterson and America, and now those stories will include Bill. I was proud to help lead this effort on the House floor in tribute to my friend and mentor. I look forward to its swift passage into law.”

    In addition to his work preserving Paterson’s cultural heritage, Pascrell was a national leader on traumatic brain injury (TBI) awareness and care. Last year, the House passed legislation championed by Pallone to rename the federal TBI program in Pascrell’s honor. The Bill Pascrell, Jr. National Program for Traumatic Brain Injury Surveillance and Registries supports critical research and care for survivors and their families. Pallone reintroduced the bill in February.

    The bill renaming sites at Paterson Great Falls National Historical Park in honor of Pascrell must now be taken up by the Senate before it can be signed into law.

    The Secure E-Waste Export and Recycling Act (SEERA) Strengthens National Security by Halting the Export of Electronic Waste to High-Risk Foreign Entities

    WASHINGTON, DC – The ongoing national security concerns related to the United States’ unchecked export of electronic waste (“e-waste”)—such as old cell phones, computers, servers, and other gadgets—have prompted Representatives Adriano Espaillat (NY-13) and Mario Díaz-Balart (FL-26) to reintroduce the Secure E-Waste Export and Recycling Act (SEERA). 

    The bill would curb the flow of U.S. e-waste to foreign nations, which is on track to reach over 80 million tons by 2030. Upon its arrival in foreign nations, U.S. e-waste is frequently discarded in ways that are environmentally destructive, unlawfully turned into counterfeit electronics, or insufficiently refurbished electronics products that are then resold as new. Concerningly, these counterfeit and unsafe electronics are often then resold to buyers in the United States, where the faulty materials can make their way into critical U.S. military equipment.

    “As technology evolves faster than ever, so does the volume of electronic waste generated in the U.S.—waste that, if not properly managed, can pose serious risks to our national security and the environment,” said Rep. Espaillat. “Today, unregulated actors around the world continue to exploit U.S. e-waste to manufacture counterfeit electronics, some of which re-enter the global supply chain and threaten consumer safety, cybersecurity, and intellectual property. Proper e-waste recycling isn’t just an environmental issue—it’s a national security imperative. SEERA addresses this urgent need by keeping sensitive materials out of the wrong hands, supporting climate goals, and creating thousands of American jobs through secure, domestic recycling infrastructure.” 

    “As we work to free America from unfair and hostile trade practices, the enactment of SEERA would be an important step in that direction–strengthening our national security against China and protecting our future. Proper handling of electronic waste ensures our critical data and infrastructure remain protected and that dangerous materials are handled responsibly. Importantly, it would set requirements for the recycling of these products to be done domestically while creating new jobs. Passing this legislation will fortify and reinforce our national security as well as our future,” said Rep. Mario Diaz-Balart.

    The Secure E-Waste Export and Recycling Act prohibits the export of specified e-waste and outlines the process for the registration and compliance of export declarations and for the disposal of electronic waste in the United States.

     WASHINGTON, D.C. – Today, Congressman Vicente Gonzalez (TX-34) announced his recent trip to El Salvador where he met with Salvadoran President Nayib Bukele and toured several sites, including the country’s maximum-security prison, el Centro de Confinamiento del Terrorismo or CECOT. Congressman Gonzalez led this trip with fellow Congressional El Salvador Caucus Co-Chair, Congresswoman Anna Paulina Luna (FL-13). Both were joined by fellow caucus member Congressman Andy Ogles (TN-05) and former Congressman and Co-Chair, Matt Gaetz.

    The bipartisan group of lawmakers met with President Bukele and Salvadoran leadership to discuss the importance of U.S.-El Salvador relations and the crucial role El Salvador plays in the region. The delegation then toured the Children’s Home of San Vicente De Paul which provides children whose families are incarcerated safety, care, and educational opportunities. This was followed by a visit to La Libertad, El Salvador, to greet local leaders and receive the key to the city. Lastly, the delegation toured CECOT facilities in Tecoluca, El Salvador and saw firsthand the operations behind one of the world’s largest maximum-security prisons. 

    “I thank President Bukele for hosting our Congressional delegation as we work to ensure the relationship between the people of the U.S. and El Salvador continues to prosper,” said Congressman Gonzalez. “El Salvador is crucial in helping the United States curb the flow of irregular migration and is an important ally in the western hemisphere.” 

    “President Bukele and I also discussed the detention of individuals from the United States. As a U.S. lawyer, I have concerns about whether due process and constitutional protections are being followed—specifically regarding the detention of foreign nationals. I made sure to assert these concerns during our discussions.”

  • MIL-OSI USA: Fitzpatrick, Quigley Lead Bipartisan Push to Deliver Lifesaving Care to Retired Federal and Military K9 Heroes

    Congressmen Brian Fitzpatrick (PA-1) and Mike Quigley (IL-5) announced they have introduced the Honoring Our K9 Heroes Act, bipartisan legislation establishing a first-of-its-kind federal grant program to expand access to critical veterinary care for retired federal and military working dogs.

    More than 5,500 K9s serve federal agencies across the nation—working on the frontlines to detect explosives, intercept narcotics, protect national security assets, and perform life-saving search and rescue operations. These dogs serve with unmatched courage and dedication, but after years of physically demanding work, they often retire with complex medical conditions. Today, the full burden of their care falls on their handlers.

    The Honoring Our K9 Heroes Act authorizes $1 million in grant funding through 2029, administered by the Department of Homeland Security—the largest federal employer of working dogs. The grants will support nonprofit organizations that provide veterinary care to retired federal and military K9s, helping relieve the financial burden on handlers and ensuring these animals receive the care they’ve earned.

    “Every day, we force federal working and military dogs to make sacrifices for our country that result in long lasting harm to their quality of life and exorbitant veterinary fees for their handlers. The federal government has a responsibility to support their care long after they are retired from service,” said Quigley. “The Honoring our K9 Heroes Act will ease the cost burden for owners and provide life-saving care for our hero dogs. After man’s best friend spends years keeping us safe, we must honor their sacrifice and provide a helping paw.

    “Our working K9s have played an irreplaceable role in defending our nation—from detecting threats to saving lives. As Co-Chair of the Animal Protection Caucus, I believe we have a moral and national obligation to care for these animals in retirement, just as they cared for us in service. This bipartisan legislation ensures that responsibility is met with real federal support, easing the burden on handlers and empowering the nonprofits doing this vital work,” said Fitzpatrick.
