    NEW YORK/GENEVA/ROME/WASHINGTON – As world leaders gather in New York for the 79th United Nations General Assembly, and as the threat of a wider regional escalation looms, we renew our demand for an end to the appalling human suffering and humanitarian catastrophe in Gaza.

    We mourn the loss of innocent life everywhere, including those killed on October 7 and during the 11 months of conflict since then. 

    We urgently call for a sustained, immediate and unconditional ceasefire. This is the only way to end the suffering of civilians and save lives.

    All hostages and all those arbitrarily detained must be released immediately and unconditionally. 

    Humanitarians must have safe and unimpeded access to those in need.

    We cannot do our jobs in the face of overwhelming need and ongoing violence. More than 41,000 Palestinians in Gaza – the majority of them civilians, including women, children, older persons and at times entire families – have reportedly been killed, and more than 95,500 have been injured, according to the Ministry of Health in Gaza. It is estimated that a quarter of the injured in Gaza, or around 22,500 people, will require lifelong specialized rehabilitation and assistive care including individuals with severe limb injuries, amputations, spinal cord damage, traumatic brain injuries, and major burns.

    More than 2 million Palestinians are without protection, food, water, sanitation, shelter, health care, education, electricity and fuel – the basic necessities to survive. Families have been forcibly displaced, time and time again, from one unsafe place to the next, with no way out. 

    Women and girls’ dignity, safety, health and rights have been severely compromised. 

    The risk of famine persists with all 2.1 million residents still in urgent need of food and livelihood assistance as humanitarian access remains restricted.

    Healthcare has been decimated. More than 500 attacks on health care have been recorded in Gaza.

    Aid hubs have been forced to relocate and re-build many times over; convoys carrying life-saving aid have been shot at, delayed and denied access; and relief workers have been killed in unprecedented numbers. The number of aid workers killed in Gaza in the past year is the highest ever in a single crisis.

    Unnecessary and disproportionate force unleashed in the West Bank, combined with escalating settler violence, house demolitions, forced displacement and discriminatory movement restrictions, have caused increased fatalities and casualties.

    The war is also jeopardizing the future for all Palestinians and rendering eventual recovery far from reach.

    Meanwhile, close to 100 hostages remain in Gaza, while freed hostages have reported ill treatment, including sexual violence.

    The parties’ conduct over the last year makes a mockery of their claim to adhere to international humanitarian law and the minimum standards of humanity that it demands. 

    Civilians must be protected and their essential needs must be met. There must be accountability for serious violations of international humanitarian and human rights law.

    Humanitarian and aid organizations have been doing their utmost to provide relief in Gaza and the West Bank, often at great personal risk, and with many aid workers paying the ultimate price. 

    Our capacity to deliver is indisputable if we are granted the access we need. The first round of the polio vaccination campaign, reaching more than 560,000 children under the age of 10, is but one example. The second round of vaccinations must be carried out safely and reach all children in Gaza.

    We urge world leaders, once again, to wield their influence to ensure respect for international humanitarian law, international human rights law and the rulings of the International Court of Justice – through diplomatic pressure and cooperation in ending impunity. 

    Let us be clear: The protection of civilians is a bedrock principle for the global community and in all countries’ interest. Allowing the abhorrent, downward spiral caused by this war in the Occupied Palestinian Territory to continue will have unimaginable, global consequences. 

    These atrocities must end.

    Hears that Enforced Disappearances Are on the Increase as a Result of National and International Conflicts and Growing Polarisation Within and Between Countries

    The Committee on Enforced Disappearances this morning opened its twenty-seventh session, during which it will examine the reports of Morocco, Norway and Ukraine on their implementation of the provisions of the International Convention on the Protection of All Persons from Enforced Disappearance.

    Opening the session, Mahamane Cisse-Gouro, Director, Human Rights Council and Treaty Mechanisms Division, Office of the United Nations High Commissioner for Human Rights, and Representative of the Secretary-General, said the Committee’s agenda deserved the world’s full attention at a time when enforced disappearances were on the increase as a result of national and international conflicts, and growing polarisation within and between countries.  In times like these, the vital role of human rights mechanisms to protect and promote human rights became even more obvious.

    Mr. Cisse-Gouro welcomed that, since the last session, Thailand, South Africa, Côte d’Ivoire and Bangladesh became parties to the Convention, which now had 76 States parties.  He expressed hope that the World Congress on Enforced Disappearances, which would be held in Geneva, Switzerland on 15 and 16 January 2025, would contribute to efforts to achieve universal ratification.

    He also said he was pleased that, since the beginning of the Committee’s urgent action procedure, 512 urgent actions had been closed following the location of the disappeared person, including 15 since the last session.  Out of the 512 located persons, it was particularly heartening that 408 were located alive.

    Olivier de Frouville, Committee Chairperson, in his opening statement, said the session was opening in a context that was worrying for the future.  Conflicts of all kinds were multiplying and claiming thousands of victims on all continents.  In this context, the practice of enforced disappearances, far from receding, was spreading throughout the world.

    Mr. de Frouville said there could be no human rights without an effective rights protection system, but the treaty bodies system was dramatically under-resourced.  The Committee was therefore pleased by the adoption yesterday of the Pact for the Future by the General Assembly.  The Pact instructed the Secretary-General “to assess the need to provide the human rights protection mechanisms of the United Nations system, including the Office of the High Commissioner, with adequate, predictable, increased and sustainable funding to enable them to carry out their mandates efficiently and effectively.”

    Mr. de Frouville concluded by expressing solidarity with the victims of enforced disappearances, including the disappeared, their families and loved ones, who, day after day, suffered the torture of not knowing what had become of the victims.

    During the meeting, Shui-Meng Ng, the wife of Sombath Somphone, a victim of enforced disappearance in Lao People’s Democratic Republic, recounted her husband’s disappearance and her subsequent efforts seeking truth, justice and reparation. 

    Committee Expert Barbara Lochbihler provided the Committee’s response to Ms. Ng’s statement, thanking her for sharing her story and presenting actions undertaken and planned by the Committee concerning Mr. Somphone’s case and the broader fight against enforced disappearances.

    Before closing the meeting, the Committee adopted its agenda for the session.

    Statements

    MAHAMANE CISSE-GOURO, Director, Human Rights Council and Treaty Mechanisms Division, Office of the United Nations High Commissioner for Human Rights, and Representative of the Secretary-General, said the Committee’s agenda was as busy as ever and deserved the world’s full attention at a time when, sadly, enforced disappearances were on the increase as a result of national and international conflicts, and growing polarisation within and between countries. 

    There were multiple crises affecting the globe today.  In times like these, the vital role of human rights mechanisms to protect and promote human rights became even more obvious.  They communicated to States their human rights records and recommended ways to rectify what had gone wrong, bring justice to victims, and adopt measures to protect human rights and prevent their violation.  Mr. Cisse-Gouro said human rights were regulators and correctors of power dynamics gone awry. International cooperation, grounded in human rights, was the channel all had to effect change and to address the massive challenges of the time. 

    The work of the treaty bodies, including this Committee, was key to make this a reality.  The guidance and recommendations they provided, and the ongoing interaction they had with States, victims, civil society organizations, and national human rights institutions through the different mandated procedures, helped to identify ways to prevent and address human rights violations.

    In times like these, the human rights mechanisms benefitted from increased synergy and mutual reinforcement. Mr. Cisse-Gouro noted with pleasure that reference was made to the Committee’s general comment on enforced disappearances in the context of migration in the report of the Human Rights Council’s intersessional panel discussion on the human rights of migrants. This was an excellent example of mutual reinforcement.

    The Committee had continued to promote mutual reinforcement in all its activities.  Since the last session in February, it had responded positively to more than 15 requests for training and consultations submitted by States and civil society actors around the world to promote the ratification and implementation of the Convention. 

    On 30 August, the International Day of the Victims of Enforced Disappearances, the Committee issued a joint statement with the Working Group on Enforced or Involuntary Disappearances, the Inter-American Commission on Human Rights, the African Commission on Human and Peoples’ Rights, the Council of Europe Commissioner for Human Rights, and the representatives of Indonesia and Thailand to the Intergovernmental Commission on Human Rights of the Association of Southeast Asian Nations. In this statement, the Committee urged all actors to immediately join forces to support victims of enforced disappearances and ensure that their rights and obligations, as codified in regional and international treaties, became a reality for all.  The Committee called on actors to take part in the World Congress on Enforced Disappearances, which would be held in Geneva, Switzerland on 15 and 16 January 2025. 

    On the same occasion, the High Commissioner for Human Rights said that there was no justification for enforced disappearances.  Yet, every day, this heinous crime continued to silence and destroy lives.  The World Congress in January 2025 was an opportunity to establish a strategy and network so that the world could finally end this tool of terror.  Bringing together experts, victims, States and other key actors in the context of this first World Congress on Enforced Disappearances to share their experiences and good practices, and to establish a common strategy to promote the ratification of the Convention and its implementation, was indeed a unique opportunity that needed to be fully seized.

    In times like these, it was particularly welcome that, since the last session, Thailand, South Africa, Côte d’Ivoire and Bangladesh became parties to the Convention, which now had 76 States parties.  The Office celebrated these ratifications, while continuing its efforts to achieve universal ratification.  It hoped that the World Congress would contribute to reaching this objective. 

    The Office of the High Commissioner continued to actively support efforts to strengthen the treaty body system, which was the key topic at the thirty-sixth annual meeting of the treaty body Chairpersons in New York in June 2024.  The Chairpersons met with the Secretary-General and other senior United Nations officials, civil society and Member States.  The Chairs made marked progress in terms of aligning working methods, and they advocated together for enlarged support for the implementation of the treaty body strengthening process.  At a well-attended meeting with Member States, the Chairs called for resources to implement the predictable review schedule and other key strengthening proposals.

    A heavy programme for the next two weeks was before the Committee.  It would examine three States parties under the Convention: Ukraine, Morocco and Norway. It would also adopt lists of issues and lists of themes for Belgium, Lesotho, Seychelles and Serbia and consider requesting ad hoc additional information. 

    Also before the Committee was the report on urgent actions.  As of today, the Committee had registered a total of 1,893 urgent actions.  Out of these, 1,101 were “living cases” on which the Committee needed to carry out comprehensive follow-up, either individually or in groups.  Mr. Cisse-Gouro said he was particularly pleased that since the beginning of the procedure, 512 urgent actions had been closed following the location of the disappeared person, including 15 since the last session.  Out of the 512 located persons since the beginning of the implementation of the procedure, it was particularly heartening that 408 of them were located alive.  The Committee would also examine one individual complaint, and further discuss projects related to short-term enforced disappearances and to women and enforced disappearances. 

    Mr. Cisse-Gouro recalled the United Nations’ zero tolerance policy on intimidation and reprisals.  The Secretary-General had asked all entities to be vigilant and committed in this area. Civil society and victims provided crucial information and testimony to the treaty bodies and provided contextual information essential to their work.  States needed to ensure adequate protection against any act of intimidation or reprisal against those who cooperated or had cooperated with the United Nations and its mechanisms. 

    Mr. Cisse-Gouro concluded by expressing his support to the Committee and wished it a fruitful and productive session.

    OLIVIER DE FROUVILLE, Chairperson of the Committee on Enforced Disappearances, said the session opened in a context that was worrying for the future. Conflicts of all kinds were multiplying and claiming thousands of victims on all continents.  Power politics seemed to be back in international relations more than ever and, within States, merchants of hatred were stirring up mistrust between communities and preparing for tomorrow’s conflicts.  The disastrous consequences of global warming were increasingly being felt, causing natural disasters that were additional factors of instability.

    In this context, the practice of enforced disappearances, far from receding, was spreading throughout the world. Even when enforced disappearance took different forms, the objective always remained the same: to deny the disappeared person any humanity both as a legal person and as a natural person, and to spread terror among those close to them, who suffered the torture of uncertainty, a terror that quickly spread throughout society.  But victims were resilient, as were societies. 

    Experience showed that every time criminals wanted to impose silence and obedience through enforced disappearance, victims’ families assembled in public squares and brandished their photos, asking the simple and fundamental question: “where are they?” Above all, it was women, mothers, sisters, wives who had the courage to call out armed men, because no amount of oppression or extreme violence could make them accept that their loved ones had evaporated into thin air.  Their determination eventually gave rise to a new norm of international law: the complete prohibition of enforced disappearance.  Their struggle had also led to the adoption of the Convention, in which States pledged to take all measures to make this prohibition effective and to eliminate the practice of enforced disappearance.

    It was with a view to fulfilling this promise that several actors joined forces to organise the first World Congress on Enforced Disappearances, which would be held in Geneva on 15 and 16 January 2025.  Mr. de Frouville thanked the High Commissioner Völker Turk for agreeing to be present at the opening session of the Congress, as well as his Office and States that were co-sponsoring the event.  The Congress’ programme and plan of action were the result of a consultation process carried out since March 2024 with States and all other stakeholders, including victims’ associations, civil society organizations. and national human rights institutions.  Mr. de Frouville invited all States, including parties and non-parties to the Convention, and all stakeholders who were willing to commit themselves to acting, even modestly, against enforced disappearance to come to the meetings of the Congress.

    The fight for respect for human rights needed to be based on robust institutions and procedures.  There could be no human rights without an effective rights protection system.  However, the treaty bodies system was dramatically under-resourced; its budget was ridiculous in view of the magnitude of its task.  In 2023, its budget was 459 million United States dollars, of which only 178 million was financed from the United Nations regular budget, forcing the Office of the High Commissioner to find 280 million in extra-budgetary resources.  This sum did not cover all the estimated needs, which would have required an additional 171 million.  This amount seemed ludicrous in view of the major role that the United Nations system played today in defending human rights and helping States and civil society to defend them in a world where they were threatened more than ever.

    The Committee was therefore pleased by the adoption yesterday in New York of the Pact for the Future by the General Assembly.  Among other interesting provisions, Measure 46 of the Pact instructed the Secretary-General “to assess the need to provide the human rights protection mechanisms of the United Nations system, including the Office of the High Commissioner, with adequate, predictable, increased and sustainable funding to enable them to carry out their mandates efficiently and effectively.” 

    This was in line with the call made by the Chairpersons of the treaty bodies at their thirty-sixth meeting held last July in New York.  The Chairs told the Secretary-General and Member States that the treaty bodies needed, before the end of the year, a decisive resolution that would enable them to quickly implement the predictable timetable for the consideration of States’ reports.  The immediate costs associated with this change would in fact represent a saving in the medium and long term, since the change would be accompanied by a longer reporting period of eight years, and economies of scale resulting from better coordination and complementarity between the 10 Committees and the rest of the system.  The Committee Chairs expressed their hope that States would seize this opportunity to strengthen the treaty system decisively.

    A year ago, a conference was held on a joint declaration on illegal intercountry adoptions drafted by the Committee on Enforced Disappearances, the Committee on the Rights of the Child, and several Special Procedures.  The conference was an opportunity to hear from victims from all parts of the world, including adoptees and biological parents searching for their missing children. A documentary about the victims’ story and their quest for the truth would be premiered in Geneva, in parallel with this session, on 1 October 2024 in Auditorium A2 of the Maison de la Paix. The screening would be followed by a debate featuring the victims, who would testify about their experiences.  A short excerpt from the documentary would also be shown at the closing of this session on 4 October.

    Mr. de Frouville concluded by expressing solidarity with the victims of enforced disappearances, including the disappeared, their families and loved ones, who, day after day, suffered the torture of not knowing what had become of the victims.

    SHUI-MENG NG, wife of Sombath Somphone, victim of enforced disappearance in Lao People’s Democratic Republic, said her husband was disappeared in December 2012 in front of a police post, where he was pushed into a white vehicle and taken away.  Everything that happened at the time of the disappearance was recorded by police traffic cameras.  He was a community worker who helped poor farmers to improve their livelihoods.  He also worked with young people to find solutions for themselves and become more resilient, and with local communities to help them prepare and respond to climate change.  Ms. Ng said she did not know why he had been disappeared, but said his work may have annoyed powerful people, who felt he was threatening their interests.

    Ms. Ng did not know if her husband was still alive.  This was the pain that victims of enforced disappearance suffered.  The pain remained with her every day, despite the passing of time.  The fear that he would not come back loomed larger and larger with each day, and the hope that he would return was fading.

    Enforced disappearance was the most criminal violation of human rights.  Ms. Ng called on the Committee and all States to appeal to the Government of Lao People’s Democratic Republic to reveal the truth regarding this enforced disappearance.  Ms. Ng had appealed to the authorities and received no information, with authorities simply stating that the investigation was ongoing.  The hope that she would receive truth and justice was becoming more remote, but she said that she would not give up.  She would continue to raise the case of her husband at every opportunity, seeking news about what happened to him, as well as truth, justice and reparation until her last breath.

    Ms. Ng urged the Committee to not forget the victims and their families.  There were more than 14,000 cases of enforced disappearance before the United Nations.  This was unacceptable in a world where governments claimed to protect their citizens from enforced disappearance.  The Lao People’s Democratic Republic was a signatory to the Convention but had not ratified it.  It nevertheless needed to uphold the spirit of the Convention.  In closing, Ms. Ng appealed for the safe return of her husband.

    BARBARA LOCHBIHLER, Committee Expert, thanked Ms. Ng for sharing the day that changed her life, the struggle that had defined her life ever since, and the pain that remained with her every day.  This case was particular in several respects.  Sombath Somphone was a well-known, dedicated and passionate community worker.  He was honoured with awards beyond his country.  His disappearance did not happen mysteriously in an unknown place but was recorded by police traffic cameras. 

    International non-governmental organizations like Amnesty International and Human Rights Watch had campaigned on his behalf, and international media had reported on the case.  The European Parliament had called for his release, as had parliamentarians from the region.  United Nations bodies, including the Human Rights Committee, had questioned the Lao Government on the issue.  Ms. Ng’s tireless efforts were based on her professional expertise, her profound knowledge of international structures, and her experience in international solidarity networking.  Despite these efforts, Sombath Somphone remained disappeared, his fate and whereabouts still unknown to his family and friends.

    Pain and suffering remained with the victims of enforced disappearance every day despite the passing of time, because with time hope faded.  Ms. Ng and Mr. Somphone’s supporters had been confronted with ignorance, disregard, inaction, negligence and outright lies from authorities.  This was what so many victims of enforced disappearance had to deal with, often exacerbated by reprisals and existential distress.  Mr. Somphone’s case clearly showed that an enforced disappearance had not only serious consequences for victims’ family and friends but also had a chilling effect on the civil society of the given community or country.  After Mr. Somphone’s disappearance, civil society organizations in Lao People’s Democratic Republic were in fear, becoming more careful in their work or even inactive.  This surely pleased those responsible for Mr. Somphone’s disappearance.

    Ms. Ng, as with victims in so many countries, rightly had high expectations of the Committee.  However, the Government of Lao People’s Democratic Republic had signed but not ratified the Convention, so the Committee had no formal means to review the situation in the State or ask for information on particular cases.  Unfortunately, this applied to many countries in Asia, where only a few States had ratified the Convention. 

    The Committee was sincerely committed to change this, intensifying its outreach to governments and the broader human rights movement.  Last year, it had a fruitful meeting with the Association of Southeast Asian Nations’ Intergovernmental Commission on Human Rights. In November, the regional office of the High Commissioner for Human Rights and the Committee would organise several workshops with State and civil society organization representatives in Bangkok, and in January, the World Congress on Enforced Disappearance would gather activists and diplomats, victims and United Nations representatives to discuss ways forward in the fight against enforced disappearances.

    Regrettably, the impact of a United Nations treaty body had its limitations.  Essential for things to change was serious political will by the Government to act.  The Committee would appeal to the Lao Government to demonstrate this political will and would never forget the victims.  Ms. Lochbihler thanked Ms. Ng wholeheartedly for addressing the Committee, congratulating her for her passion and energy, and for not being discouraged by years of ignorance and denial.  She expressed hope that the search for Ms. Ng’s husband would one day bring to light what really happened, as Ms. Ng had the right to know the truth.

  • MIL-OSI United Nations: WFP Receives US$33 Million from USDA for School Meals in Nepal

    KATHMANDU – The United Nations World Food Programme (WFP) welcomes US$33 million from the United States Department of Agriculture (USDA) to enhance the National Mid-day Meal Programme in Nepal for more than 120,000 children annually.

    The funds have been awarded to WFP’s Nepal office through a competitive process operated by USDA’s McGovern-Dole International Food for Education and Child Nutrition Program (McGovern-Dole), which has a long history of supporting Nepal’s efforts to promote food security and opportunities for education.

    This award will support a comprehensive five-year initiative (2023-2028) focused on improving education, nutrition and health for children across the country, jointly implemented by WFP in partnership with the Ministry of Education, Science and Technology, Embassy of United States of America in Nepal, cooperating partners World Education (a division of JSI), Integrated Development Society Nepal, and Mercy Corps.

    The award (in-kind and cash) will ensure that children receive nutritious meals every day at school, a vital social safety net promoting access to and equity in education, health and literacy, especially for children from food-insecure families. This essential support will annually benefit 122,000 pre-primary and primary school children from more than 1,000 schools across Bajhang, Bajura and Darchula Districts of Sudur Paschim Province. 

    For many families in far western Nepal, food scarcity is a serious challenge that makes it difficult for parents to feed their children,” said Robert Kasca, WFP Nepal’s Representative and Country Director. “Offering school meals serves as an incentive for these parents to send their children to school, especially girls, creating opportunities for breaking the cycle of hunger and poverty.”

    The school meals will be prepared with fortified rice and fortified vegetable oil, donated by the McGovern-Dole International Food for Education and Child Nutrition Program. The rest of the ingredients will be sourced from local markets and smallholder farmers in the vicinity of schools, scaling up a home-grown approach to the Mid-day Meal Programme. 

    “In Nepal, the McGovern-Dole International Food for Education and Child Nutrition Program works through its implementing partner, the World Food Programme. Through the McGovern-Dole Program, more than 700,000 children have received a daily school meal in the most remote areas of Nepal. Building on previous success here in Nepal, the project will continue to carry out complementary activities with a strong focus on building the government’s capacity to eventually and successfully handover the project to the government of Nepal,” says Erika Beltran, Senior International Program Specialist, for USDA’s McGovern-Dole Program.

    In addition to implementing the school meals programme, WFP will continue to support the Ministry of Education, Science and Technology in strengthening government capacity at federal, provincial and local levels to ensure a full transition of the programme to the government by 2028. Moreover, the Ministry will receive technical assistance and capacity strengthening support from WFP in the areas of logistics and supply chain, planning and implementing cost-efficient and nutritious school meal menus, procurement and supply of commodities, and consolidating the national policy framework.

    McGovern-Dole funds school meals and education and nutrition programs for women, infants, and children in countries with high food insecurity. By providing school meals, teacher training, and related education and nutrition support, McGovern-Dole projects help boost school enrollment, increase attendance, and improve reading outcomes and literacy results.   • MIL-OSI United Nations: Ireland and WFP renew partnership to support self-reliance for refugees and boost food security in Karamoja

    KAMPALA – Through a multi-year commitment (2024-2027), the United Nations World Food Programme (WFP) has welcomed a contribution of US$19.6 million (EUR18 million) from the Government of Ireland to support the Government of Uganda to strengthen self-reliance initiatives for refugee communities and to enhance social protection and school feeding in the Karamoja sub-region.

    “Support to Karamoja and refugee communities continues to be an integral part of our strategy in Uganda,” said H.E Kevin Colgan, Ambassador of the Republic of Ireland to Uganda. “This contribution is part of Ireland’s commitment to keeping Karamoja children in school, improving food security and nutrition, strengthening people’s livelihoods, and boosting the local economy. Reaching the furthest behind is core to our international development policy.”

    In Karamoja, this contribution will enable WFP to procure locally-available maize, beans, and vegetable oil for school meals, benefiting 220,000 school children and smallholder farmers, and thereby stimulating local economies. In this hotspot of the climate crisis, WFP will also boost community resilience by restoring degraded land, promote crop diversification and improve post-harvest management. WFP will also support the Government to extend social protection programmes, particularly through the dissemination of early warning information via radio and other channels ahead of climate shocks such as droughts and floods.

    In refugee hosting districts, over 50,000 refugees will be empowered to transition from humanitarian assistance to self-reliance by supporting them to invest in alternative livelihoods so they can sustain their families. WFP is collaborating with the Government of Uganda and other partners to promote income generation for refugees and host communities through farming and other livelihood opportunities to support refugee and host communities in surrounding areas to become food secure. This Self-Reliance Model is funded by the governments of Ireland, Norway and the United Kingdom.

     “We are grateful for the contribution from the Government of Ireland supporting our efforts to encourage self-reliance and reduce the need for humanitarian assistance in Karamoja and in refugee settlements,“ said Abdirahman Meygag, WFP’s Country Director and Representative in Uganda. “By providing life-changing assistance, WFP is creating a pathway to a brighter future for Uganda.” 

    Karamoja faces multiple development and socio-economic challenges. While Uganda is expecting improved crop production in 2024 due to increased rainfall, more than 400,000 people in Karamoja (30 per cent of the population) are projected to face crisis-levels of food insecurity (IPC3+) according to the latest Integrated Food Security Phase Classification analysis (IPC). Similarly, WFP’s April 2024 Post-Distribution Monitoring indicates that 7 in 10 refugee households are still facing severe or moderate food insecurity levels.

    Faced with limited resources and following extensive consultations with refugees and key stakeholders, WFP is prioritising the most vulnerable refugees for food assistance. While building pathways towards self-reliance, WFP continues to support close to 1.4 million out of 1.7 million refugees in Uganda with monthly food and cash assistance.

    Ireland has previously contributed EUR 11.4 million to WFP’s operations in Uganda from 2020 to 2023.

  • MIL-OSI United Nations: The Republic of Korea supports drought-stricken communities in Namibia

    WINDHOEK — The United Nations World Food Programme (WFP) has welcomed a contribution of US$500,000 from the Republic of Korea to provide crucial food and nutritional support to drought-affected households in Namibia for a period of six months starting in October 2024.

    The contribution will enable WFP to reach 24,500 drought affected people most at risk of malnutrition. Of the targeted population, 9,000 people in the Hardap Region and 12,000 people in Zambezi Region will receive value vouchers redeemable at selected retailers. Additionally, 3,500 children across both regions will receive nutritious meals through soup kitchens.

    This contribution from the Republic of Korea provides a critical lifeline as the Integrated Food Security Phase Classification (IPC): July – September 2024 Report, indicates that 1.4 million people (48 percent of the population) are food insecure (IPC Phase 3 and above), requiring urgent humanitarian to protect lives and livelihoods.

    “The Republic of Korea stands in solidarity with the Namibian people as they combat food insecurity and build resilience against the effects of the devastating drought.” said His Excellency Kwang-jin Choi, Ambassador of the Republic of Korea to Namibia. “We hope that this assistance, based on the strong partnership between the Republic of Korea and Namibia, will contribute to providing swift and effective aid to those in dire need.”

    WFP’s response will complement efforts of the Government of the Republic of Namibia in addressing the impacts of the El-Nino induced drought. WFP’s emergency drought response in Namibia, through value vouchers and soup kitchens, aims to reduce poverty and improve livelihoods through enhanced household purchasing power, increase dietary diversity, reduce under-five malnutrition levels, and support local retailers with the end benefit of stimulating the local economy.

    “The Republic of Korea’s ongoing support will provide life-saving assistance to vulnerable households such as the elderly and those headed by women,” said Tiwonge Machiwenyika, WFP Country Director and Officer in Charge (OIC) in Namibia. “During this pivotal time, identified at-risk populations, who are struggling to meet the basic food needs will be reached with nutritional assistance, helping them avoid resorting to negative coping strategies.”

    This latest contribution builds upon the Republic of Korea’s previous support of US$200,000 in 2019, demonstrating their ongoing commitment to assisting drought-stricken communities in Namibia.

  • MIL-OSI United Nations: UNECE issues guidelines to sharpen data-driven policies on environmental challenges

    Indicators are vital tools in environmental and economic policymaking. They simplify complex issues into manageable metrics, guiding decision-making, assessing performance and ensuring accountability. By providing a structured approach, indicators help set objectives, monitor progress and evaluate policy effectiveness. Additionally, they generate data that supports further research, leading to refined policies. 

    UNECE, together with the Joint Task Force on Environmental Statistics and Indicators and with the support of the Working Group on Environmental Monitoring and Assessment, has released updated Guidelines for the Application of Environmental Indicators, a tool designed to enhance environmental monitoring and support sound policymaking across the pan-European region. 

    Establishing guidelines for indicator use fosters international collaboration by creating a common basis for comparison. This standardization enhances data quality, enables countries to learn from one another and facilitates coordinated responses to transnational challenges. Harmonized indicators thus improve our understanding of regional conditions and support the development of targeted,  

    These new guidelines provide a revised list of 230 environmental indicators, including 74 priority indicators with detailed metadata. The aim is to better inform monitoring and decision-making in line with recent global policy frameworks, to increase the user-friendliness of metadata, and to better link them with statistical frameworks. In particular, the guidelines seek to enhance alignment with the Framework for the Development of Environment Statistics. 

    The United Nations Framework for the Development of Environment Statistics (FDES) is a flexible, multi-purpose conceptual and statistical framework that provides an organizing structure to guide the collection and compilation of environment statistics at the national level. When applied it brings together data from various relevant subject areas and sources, covering environmental issues and aspects relevant for policy analysis and decision making. 

    To align the latest edition of the Guidelines with FDES to the maximum extent possible, the revised list of indicators is organized according to six main themes of the FDES: (1) Environmental Conditions and Quality, (2) Environmental Resources and their Use, (3) Residuals, (4) Extreme Events and Disasters, (5) Human Settlements and Environmental Health, and (6) Environmental Protection, Management and Engagement. This organization aligns with the hierarchical structure of FDES components, sub-components and statistical topics, providing a comprehensive framework for environmental statistics with an emphasis on the importance of data disaggregation.  

    The updated list of indicators will be promoted and applied across the pan-European region. This revised list includes indicators from various sources, including the Sustainable Development Goals (SDGs), the Convention on Biological Diversity, the European Environment Agency, the Sendai Framework on Disaster Risk Reduction and the Conference of European Statisticians. Each indicator serves a specific purpose, helping to explain the causes and effects of environmental conditions. They can be used for environmental assessments within the analytical framework of the DPSIR model (Driving forces, Pressure, State, Impact, Response). The guidelines will remain a “living” document, recognizing the ongoing need to align with emerging policy requirements and global developments. 

    Ultimately, the 2023 Edition of the Guidelines enhance the relevance of environmental indicators for global environmental reporting by aligning with the SDGs. They introduce new and updated indicators to ensure that the guidelines remain responsive to emerging environmental challenges. The improved methodological consistency with statistical frameworks such as FDES ensures high-quality, comparable data. The guidelines are also more user-friendly, with clearer descriptions and references, making them more accessible to various stakeholders involved in environmental monitoring.

    The UNECE Trees in Cities Challenge, a global effort to enhance urban greening, reduce extreme heat events and improve air quality, has reached a significant milestone. Since its launch in 2019, the initiative has facilitated the planting of 18.5 million trees in cities worldwide, more than double its initial target. This significant accomplishment represents a collective effort by partners to improve our planet’s well-being.  

    The Trees in Cities Challenge aims to address the pressing challenges of climate change and urban pollution by encouraging the planting and care of trees in urban environments. Trees play a vital role in mitigating greenhouse gas emissions, improving air quality, reducing noise pollution, and enhancing community well-being and biodiversity. The Challenge has garnered widespread support from cities, governments, and civil society organizations around the world.  

    The participation of over 80 cities in the UNECE Trees in Cities Challenge demonstrates their strong commitment to environmental stewardship and a greener future. It has inspired numerous local and regional tree-planting campaigns and initiatives.  

    The planting of over 18 million trees under the UNECE Trees in Cities Challenge is a significant achievement contributing to global efforts to combat climate change highlighting also the importance of local action for sustainable development on a large scale. 

    The Trees in Cities Challenge has evolved into a worldwide initiative leading to the development of dedicated support programmes and new focus areas at UNECE. These include an Urban Expert Network with over 1,000 participants, a dedicated UN Petite Forest program, urban-to-national policy action work (resulting in the San Marino Urban Forestry Action Plan), urban food trees and forests, and more recently, the Coalition for Trees in Dry Cities.  

    The success of this UNECE initiative is a direct result of its strong partnerships with cities. This focus on sustainable local action for national and global impact reaffirms the organization’s commitment to environmental sustainability as it plans for future initiatives.

  • MIL-OSI United Nations: 4th Forum of Mayors to convene global Cities Summit of the Future

    Cities are on the front lines of addressing humanity’s most pressing challenges, from climate change to migration as well as natural disasters and socioeconomic inequalities.  

    City leaders from across the globe will convene for the 4th Forum of Mayors (Geneva, 30 September – 1 October) to discuss the implications for local governments of the Pact for the Future, which will be agreed upon by UN Member States at the United Nations Summit of the Future (New York, 22-23 September). 

    At the Forum of Mayors, cities will collaboratively draft an Outcome Statement on the Future of Cities.  

    This statement will emphasize the vital role of cities and local actors in driving a sustainable and brighter future for all. It will then be transmitted to the Secretary General of the United Nations as a contribution to strengthening the engagement of local and regional governments in UN intergovernmental bodies and processes. 

    As a unique platform within the United Nations system, the Forum of Mayors connects local and national authorities within a normative intergovernmental framework, contributing to a more networked and inclusive multilateralism.  

    The Forum will be chaired by Ms. Danela Arsovska, Mayor of Skopje (North Macedonia), with Vice-Chairpersons Mr. Ricardo Rio, Mayor of Braga (Portugal), Ms. Susan Aitken, City Leader of Glasgow Council (United Kingdom) and Mr. Sami Kanaan, Deputy Mayor of Geneva (Switzerland). The keynote address will be delivered by renowned architect Lord Norman Foster.

    The Forum will also feature a rich programme of side events, tackling key issues such as the underrepresentation of women in local government leadership, urban peace dialogues, cities’ solutions to the triple planetary crisis, and cities’ experiences with Voluntary Local Reviews of SDGs progress.

    Critical raw materials (CRMs) such as copper, lithium, cobalt, and rare earth elements are essential for the energy transition, but their extraction often causes deforestation, water pollution, and social disruption, especially in vulnerable communities.   

    To help shift current CRM governance from short-term extraction-focused strategies to policies that prioritize sustainability and intergenerational justice, UNECE’s Resource Management Young Members Group (RMYMG) has developed recommendations for intergenerational justice in CRM Management 

    At the heart of the report “Advancing Intergenerational Justice in Critical Raw Materials Management: Assessing the Potential of Demand-side Measures”  is the principle of intergenerational justice, which emphasizes that resource management today must not compromise the well-being of future generations.  

    The report proposes a shift towards “demand-side solutions”, reducing resource consumption through lifestyle and societal changes rather than just increasing CRM extraction. This approach addresses the root causes of unsustainable consumption while ensuring that future generations inherit a planet with healthier ecosystems and a fair access to resources. 

    Youth-Driven Solutions for a Just Transition 

    Key proposals include: 

    1. Reducing Resource Consumption: By promoting public transport, energy-efficient buildings, and shared resources, societies can cut down on materials demand and mitigate environmental harm. 
    2. Inclusive Governance: The report calls for participatory decision-making frameworks that involve youth, Indigenous communities, and marginalized groups in resource management, ensuring that all voices are heard. 
    3. Strengthening Accountability: The RMYMG advocates for stronger governance frameworks, including binding due diligence laws, to hold governments and corporations accountable for the social and environmental impacts of CRM extraction. 
    4. Shifting Societal Behaviors: Promoting changes in cultural norms to move away from overconsumption, the RMYMG emphasizes that demand-side solutions can create more sustainable economies that prioritize well-being over material growth. 

    The RMYMG, which collaborates with organizations like Generation Climate Europe and ReGeneration 2030, will present its findings to the Committee on Sustainable Energy next week.

  • MIL-OSI United Nations: Amid renewed attacks, international architecture competition launched to help Kharkiv re-imagine iconic city centre

    Kharkiv, the second most populous city in Ukraine, is among the urban areas most affected by the war and has been the target of intense shelling over the last weeks. Despite these hugely challenging circumstances, Kharkiv is looking ahead and planning for its future. 

    As part of the new concept Masterplan for Kharkiv developed under the UN4UkrainianCities initiative led by UNECE, the Norman Foster Foundation, in collaboration with Kharkiv City Council, Arup, and a group of local and international professionals, is launching an international competition to reimagine the heart of the city and create a new landmark. 

    Through the UN4UkrainianCities initiative, UNECE has been supporting the city of Kharkiv and the government of Ukraine since the start of the war against Ukraine to build back better and to address housing challenges.     

    The competition invites innovative design solutions for two key components: the iconic Regional Administration Building, which was heavily damaged in March 2022, and the public realm of the adjacent Freedom Square.  

    Freedom Square has long served as a central venue for public gatherings and cultural events in Kharkiv. However, despite its historical importance, the square’s current design and huge scale – approximately 115,000 square metres – have resulted in a lack of human-centric interaction, rendering it underutilized in the daily life of the city. The challenge now lies in transforming this space into a hub of activity that resonates with the people of Kharkiv. 

    The proposals should take a holistic approach that envisions a vibrant, prosperous future while enhancing Kharkiv’s historical significance and urban identity. 

    Participants will be tasked with developing concept-level design proposals. After the winners are announced 13 December 2024, the selected proposals will have the opportunity to be further refined into detailed designs for construction.  

    The competition presents a unique opportunity to contribute to the revitalization of Kharkiv’s city centre, harmonizing respect for its rich heritage with a vision for the future. 

    This builds on the strong interest in designing solutions to Kharkiv’s damaged modular housing through a separate competition launched as part of the UN4UkrainianCities initiative in May 2024, which has received over 450 submissions. 

    The UN4UkrainianCities initiative has supported the development and operationalization of the vision master plans for the cities of Kharkiv and Mykolaiv following the establishment of dedicated interagency Task Forces and partnerships with international architects, in cooperation with local and national architects and stakeholders, since 2022.

    The Team of Specialists on Gender-Responsive Standards (GRS) of WP.6 holds bi-monthly meetings to progress its work agenda and encourage building a network of gender focal points working on gender-responsive standards. The GRS encourages the uptake of guidance such as the Recommendation U on Gender-Responsive Standards and the Guidelines on Developing Gender-Responsive Standards and Standards Development. It develops further guidance to help standards development organizations to effectively roll out gender-responsive standards.

    All WP.6 GRS members and interested experts are welcome to join these meetings.

  • MIL-OSI United Nations: Deputy Secretary-General’s remarks at the open dialogue on “Strengthening Financing for the SDGs: High-level Dialogue between MDB Heads and UN Member States” [as prepared for delivery]

    xcellencies, Ladies and Gentlemen,

    I am thrilled to be with you all at this high-level dialogue.

    We meet at a pivotal time.

    The SDGs are off-track. Hunger is rising. Fossil fuel use and global temperatures have reached unprecedented new highs. Conflicts are spreading. And the fight for gender equality has stalled.

    Meanwhile, financing gaps are large and growing.

    Multilateral Development Banks are a critical part of the solution to salvage the SDGs and spur progress towards the future we want and need.

    MDBs are an essential source of affordable, long-term finance to developing countries.

    They provide vital countercyclical support in times of crisis.

    And they are uniquely capable of mobilizing other sources of finance with the SDGs, including private investments.

    But to fulfill this role effectively, MDBs must become bigger, better and bolder.

    This message is being clearly articulated by Member States at the Summit of the Future.

    In the Summit’s Pact, Member States welcome the reforms taking place across the MDB system, while declaring that further reforms are urgently needed.

    What we will hear today is that MDBs are rising to this challenge.

    This meeting provides a unique opportunity for MDB Principals to share their vision for reform, explain how it can accelerate SDG action, and take stock of progress.

    They will also explain where they need your support to push their reforms – and impact – further.

    I’m delighted that the MDB Principals are delivering these messages here – in New York, the home of the SDGs – and now, against the backdrop of the Summit of the Future.

    This sends a powerful message of the bridges we are building between the UN and MDBs, between New York and Washington DC, and between Ministries of Finance and Ministries of Foreign Affairs.

    Over the coming months, the UN will be working with our MDB partners to agree on further steps to increase development finance and to reform the international financial architecture, as we prepare for the

    Fourth International Conference on Financing for Development in Spain in 2025.

    This is our once-in-a-decade opportunity to transform financing to serve sustainable development everywhere.

  • MIL-OSI United Nations: New UN regulations target pedal misapplication and usher in new generation of braking systems for electric vehicles

    The United Nations’ Working Party on Automated/Autonomous and Connected Vehicles (GRVA) has adopted the new regulation for Acceleration Control for Pedal Error (ACPE), and regulatory provisions for the introduction of a new generation of braking systems for electric vehicles

    The new UN regulation is expected to significantly improve road safety, while the regulatory provisions for the new braking systems in electric vehicles aim at improving energy efficiency. 

    Pedal misapplication more frequent among older drivers 

    Drivers sometimes press the acceleration pedal instead of the brake pedal by mistake, causing serious accidents. Relevant data from Asia and Europe suggest that older drivers tend to make this error more often than young drivers. For example, in Japan, they are 8 times more likely to make that mistake than other generations, leading Japan to propose a draft UN regulation to address this issue.  

    With population ageing affecting Europe, North America and most of Eastern and South-Eastern Asia, and estimates indicating that the number of people aged 65 years or older worldwide will more than double by 2050 the number of older drivers is also expected to rise. For example, in Japan, the number of driving license holders older than 75 is projected to increase from 4% in 2009 to 9.2%  in 2025.  

    According to the United Nations, persons aged 65 years or above account for 30% of the overall population in Japan, 23% in Germany, 22% in France, 20% in Canada, 19% in the Republic of Korea, 18% in the United States, and 15% in China.  

    Given the suggested correlation between pedal misapplication and age, these figures imply a potentially increased risk of accidents in the future.  

    Another factor likely to contribute to this increased risk is the global rise in sales of vehicles with automatic transmission. Crash data from Japan and the United Kingdom reveal that such vehicles are more frequently associated with pedal misapplication cases. For example, in the United Kingdom, 7 out of 8 pedal misapplications with associated gear confusion are automatics. 

    The new UN regulation will therefore only apply to passenger cars with automatic transmission. Expected to enter into force in June 2025, the new regulation introduces a system designed to detect an object in front and rear of the vehicle and then prevent sudden acceleration.   

    New generation of braking systems for electric vehicles to boost energy efficiency 

    The continued growth of electric car sales, and estimates that it could reach 45% of the market share in China, 25% in Europe and 11% in the United States in 2024, has revealed a need to optimize the energy consumption necessary for them to brake.   

    Hydraulic systems, typically used in passenger cars, rely on the muscular energy of the driver for the basic braking function, but may use reserves of stored energy for advanced safety features. Braking systems using compressed air (trucks and buses), and the advanced functions of passenger cars, rely on the energy converted from fossil energy. However, in electric vehicles, it is not efficient to convert electrical energy from batteries to stored energy (pressurized fluids) and then apply the brakes.  

    A new braking technology, employing stored electrical energy for both the control transmission and the energy transmission, aims to be more energy efficient for electric vehicles and is seen as an important element to advance the transition from vehicles employing internal combustion engines to alternatives powered by electric energy.  

    The hydraulic and pneumatic braking systems currently regulated by UN Regulations No. 13 (heavy vehicle braking) and No. 13-H (light vehicle braking) have reached a high level of safety, reducing the risk of dangerous crashes, especially when it comes to heavy-duty vehicles and those transporting dangerous goods. 

    The UNECE Working Party on Automated/Autonomous and Connected Vehicles has reviewed potential layouts for the new braking system in both light-duty and heavy-duty vehicles, and it has defined relevant technical provisions to provide a comparable level of safety.  

    The new regulatory provisions will be adopted as amendments to UN Regulations No.13 and No.13_H. They are expected to enter into force in June 2025, while some manufacturers are anticipated to introduce new braking systems in compliance with the provisions already by end of 2025.

    The UNECE World Forum for Harmonization of Vehicle Regulations (WP.29) is a unique worldwide regulatory forum hosted within the institutional framework of the UNECE Inland Transport Committee. Overall, the regulatory framework developed by the World Forum WP.29 allows the market introduction of innovative vehicle technologies, while continuously improving global vehicle safety, and vehicles’ environmental performance.  
      
    GRVA is the Working Party preparing draft regulations, guidance documents and interpretation documents for adoption by the parent body, WP.29. GRVA deals with safety provisions related to the dynamics of vehicles (braking, steering), Advanced Driver Assistance Systems, Automated Driving Systems and well as Cyber Security provisions.   

    GRVA meets three times a year, with around 160 experts present at each session. It gathers the decision makers (the representatives of Countries and REIOs – “the Contracting Parties”) as well as many stakeholders having a technical interest in the work of GRVA: the vehicle manufacturers (cars, trucks, buses etc.), the suppliers, the motorists, the test houses, the consumers representatives to name a few.

    The Advisory Group on Market Surveillance (MARS) was established in 2003 to promote global trade and economic cooperation. The Group brings together all players involved (public authorities, manufacturers, retailers, importers, consumers, etc.) to increase transparency and attract attention to the role and responsibilities of public authorities in the chain of control. It has developed comprehensive guidance and serves as a forum of best practice and development of recommendation guidelines. 

    This MARS Group meeting takes place to plan MARS Group meetings in 2025 and the modalities of implementing MARS work plan and WP.6 34th plenary decisions in 2024. The attendance is expected by WP.6 MARS members, market surveillance authorities and experts.

    The meeting will have a guest speaker, Casper Vanden Bilcke (Single Liaison Officer for Market Surveillance, Directorate-general Quality and Safety, Belgium). He will present “Coordinating market surveillance activities nationally — how this was set up in Belgium: Practical experience of the Single Liaison Officer”.

  • MIL-OSI United Nations: UN Special Envoy for Road Safety to launch the UN global road safety campaign in Bosnia and Herzegovina

    The UN Secretary-General’s Special Envoy for Road Safety, Jean Todt, is visiting Sarajevo, Bosnia and Herzegovina, from 16 to 17 July 2024. During the visit, he will meet with key government officials, representatives of the international community, private, and public sectors in Bosnia and Herzegovina to promote road safety initiatives and advocate for enhanced measures. This aligns with the Global Plan for the Decade of Action for Road Safety 2021-2030, aiming to halve road fatalities by 2030. This silent pandemic represents a significant social and economic burden, particularly in low and middle-income countries like Bosnia and Herzegovina.

    “In addition to the human tragedy, road crashes trap countries into a vicious circle of poverty. According to the World Bank (WB 2016), the cost of road crashes represents 10% of the GDP on Bosnia and Herzegovina. Another reason to rethink mobility and to invest in road safety. Given their social and economic cost, road crashes are jeopardizing the entire sustainable development agenda,” stressed the Special Envoy Todt.

    According to the World Health Organization (WHO)’s Global Status Report on Road Safety 2023, Bosnia and Herzegovina has seen a concerning rise in road fatalities, with a mortality rate of 14 per 100,000 people, which is double the EU average.

    “Improving enforcement of traffic laws, enhancement of road infrastructure, and fostering behavioral change are crucial for reducing these alarming statistics and ensuring safer roads for everyone in Bosnia and Herzegovina. Special Envoy Todt’s visit will be instrumental in raising awareness and mobilizing support for enhanced road safety measure, which will benefit the society as a whole, particularly the overburden healthcare system, families, and victims affected by these tragedies,” stated Ingrid Macdonald, United Nations Resident Coordinator in Bosnia and Herzegovina.

    During the visit, the Special Envoy will launch the UN Global Road Safety Campaign, which aims to raise awareness of life-saving road safety measures. Launched globally in cooperation with JCDecaux Global under the motto #MakeASafetyStatement, it will run through 2025 in over 80 countries in the world, featuring safety statements from 14 global celebrities.                                            

    Support for the campaign has been given by 14 world-renowned personalities, including footballer Didier Drogba, Formula 1 driver Charles Leclerc, Oscar-winning actress and UNDP Goodwill Ambassador Michelle Yeoh, tennis player Novak Djokovic, musician Kylie Minogue, motorcycle racer Marc Marquez, supermodel Naomi Campbell, actor Patrick Dempsey, musician and inspirational leader Youssou N’Dour, actress Julie Gayet, actor Michael Fassbender, football icon Ousmane Dembélé, two-time Olympic champion Faith Kipyegon, and Formula 1 driver Mick Schumacher.                                                                                           

    Media representatives are cordially invited to cover the launch of the campaign at the press conference by Special Envoy Todt, Mayor of Sarajevo Benjamina Karić, and United Nations Resident Coordinator Ingrid Macdonald, on Wednesday, 17 July 2024 at 10:30 a.m. at the City Hall in Sarajevo. Following the “Decade of Action for Road Safety 2011-2020”, the United Nations General Assembly adopted a resolution in August 2020 for “Improving Road Safety”, which reaffirmed its commitment to halve global road deaths and injuries and provide access to safe, affordable, accessible and sustainable transport systems for all by 2030.     Welcome to the Summit of the Future Action Days – which kicked-off yesterday with the youth-led afternoon. A day full of ideas, energy, hope and expectation – and a perfect reminder of why we are here.

    Today promises to be just as dynamic.

    Looking out, I see world leaders. I see mayors and legislators. I see civil society, the private sector, academics, artists, activists and young people. 

    You come from every corner of the world, every generation and every walk of life. 

    Friends, this is what effective, inclusive, networked multilateralism must look like.
     
    Four years ago, we began the process that brings us here today.

    Because we saw a world in trouble:

    Torn apart by conflict and inequalities;

    Threatened by climate chaos and unregulated technologies;

    With the Sustainable Development Goals in peril – with many countries now mired in disastrous debt and a cost-of-living crisis.

    We saw our multilateral institutions ailing – unable to respond to contemporary challenges, let alone those of tomorrow.

    We saw faith in multilateral solutions eroding.

    And we saw trust in each other dissipating just when we needed it most.

    So, we began a journey to reform.

    To renew the international system: so that it meets the moment, and is fit for the future.

    We need multilateralism that is more inclusive, more effective, and more networked – with stronger links between international institutions and with the people.
     
    That means greater representation of developing countries. And it means a stronger voice for all of you and what you represent.

    This ambition was rooted in some clear truths.

    The world belongs to us all. People want a say in the decisions that affect them.

    And while governments have primary responsibility that we do not deny, we will not solve today’s global problems without contributions from all of society:

    From civil society and young people, delivering change, promoting accountability, demanding better, standing up for truth and justice – and using new technologies to organize for a better world.

    From business and finance – critical to combatting the climate crisis and shaping our digital future for the benefit of all.
     
    And from scientists, innovators and academics, pushing the boundaries of our knowledge and developing solutions to the great challenges that we face – from hunger and disease, to online hate. 

    Dear friends,

    Over the past four years, the people in this room — and your colleagues around the world — participated in the most consultative process ever undertaken by the United Nations.

    We’ve seen:
    A total of 1.5 million people from every one of our Member States involved in discussions and consultations everywhere … 

    Hundreds of civil society groups inputting into the Pact for the Future, the Global Digital Compact, and the Declaration on Future Generations…

    And thousands of written contributions.

    Together you have pushed for vision and ambition. And I thank you for that.

    We have now three milestone texts that are on the table. 

    Which must open the door to changes our world in a way that it desperately needs.

    The Pact for the Future must lay the ground for reform:

    Reform of the outdated United Nations Security Council – to make it more effective but also more representative of what the world is today;

    Reform of our international financial institutions – so that they supercharge resources for sustainable development and for climate action;

    Reform of the rules governing outer space – currently a chaotic free-for-all; 

    And reform how we respond to complex global shocks and work together on peace and security.

    On the other hand, the Global Digital Compact must be a blueprint for closing digital divides, and the first universal agreement on Artificial Intelligence – laying the foundations for a global platform centered at the UN that can bring all actors together.

    The Declaration on Future Generations must commit leaders to take tomorrow into account as they make decisions today.

    And gender equality and human rights must weave through every aspect of those texts. Reflecting the fact that they are fundamental to every area of life.

    Excellences, chers amis,

    Threatened by climate chaos and unregulated technologies;

    With the Sustainable Development Goals in peril – with many countries now mired in disastrous debt and a cost-of-living crisis.

    We saw our multilateral institutions ailing – unable to respond to contemporary challenges, let alone those of tomorrow.

    We saw faith in multilateral solutions eroding.

    And we saw trust in each other dissipating just when we needed it most.

    So, we began a journey to reform.

    To renew the international system: so that it meets the moment, and is fit for the future.

    We need multilateralism that is more inclusive, more effective, and more networked – with stronger links between international institutions and with the people.
     
    That means greater representation of developing countries. And it means a stronger voice for all of you and what you represent.

    This ambition was rooted in some clear truths.

    The world belongs to us all. People want a say in the decisions that affect them.

    And while governments have primary responsibility that we do not deny, we will not solve today’s global problems without contributions from all of society:

    From civil society and young people, delivering change, promoting accountability, demanding better, standing up for truth and justice – and using new technologies to organize for a better world.

    From business and finance – critical to combatting the climate crisis and shaping our digital future for the benefit of all.
     
    And from scientists, innovators and academics, pushing the boundaries of our knowledge and developing solutions to the great challenges that we face – from hunger and disease, to online hate. 

    Dear friends,

    Over the past four years, the people in this room — and your colleagues around the world — participated in the most consultative process ever undertaken by the United Nations.

    We’ve seen:

    A total of 1.5 million people from every one of our Member States involved in discussions and consultations everywhere… 

    Hundreds of civil society groups inputting into the Pact for the Future, the Global Digital Compact, and the Declaration on Future Generations…

    And thousands of written contributions.

    Together you have pushed for vision and ambition. And I thank you for that.

    We have now three milestone texts that are on the table. 

    Which must open the door to changes our world in a way that it desperately needs.

    The Pact for the Future must lay the ground for reform:

    Reform of the outdated United Nations Security Council – to make it more effective but also more representative of what the world is today;

    Reform of our international financial institutions – so that they supercharge resources for sustainable development and for climate action;

    Reform of the rules governing outer space – currently a chaotic free-for-all; 

    And reform how we respond to complex global shocks and work together on peace and security.

    On the other hand, the Global Digital Compact must be a blueprint for closing digital divides, and the first universal agreement on Artificial Intelligence – laying the foundations for a global platform centered at the UN that can bring all actors together.

    The Declaration on Future Generations must commit leaders to take tomorrow into account as they make decisions today.

    And gender equality and human rights must weave through every aspect of those texts. Reflecting the fact that they are fundamental to every area of life.

    Excellencies, friends,

    The issues at the heart of these texts – justice, rights, peace and equality – have animated my work for decades – driving me forward.

    The same is true for many of you.

    I will not give up, and I know you won’t either.

    The adoption of these texts will not be the end of the journey.

    It will simply be the end of the beginning.

    Our next task is to breathe life into them. To put words into action.  And use them to set the world on a better course.

    Your continued engagement, commitment and pressure, will be vital.

    That work starts with these Action Days.

    We look forward to hearing your ideas and solutions – on what these new frameworks mean for you, and how, together, you can help to make them a reality. 

    A renewed multilateralism will not be built in a day – or by governments alone. 

    It will be fueled and carried forward by all of you and the groups you represent.

    We have fought for ambition.

    Now let’s fight for action – together.

    Excellences, chers amis,

    Bienvenue aux Journées d’action du Sommet de l’avenir, qui ont démarré hier par l’après-midi placée sous le signe de la jeunesse. Hier fut une journée pleine d’idées, d’énergie, d’espoirs et d’attentes – qui nous a rappelé, on ne peut mieux, pourquoi nous sommes ici.

    La journée d’aujourd’hui promet d’être tout aussi dynamique.

    En vous observant, je vois des dirigeants du monde. Je vois des maires et des législateurs. Je vois représentés la société civile, le secteur privé, les milieux universitaires, le monde des arts, les militants et les jeunes.

    Vous venez de tous les coins du monde – toutes générations confondues – et de tous horizons.

    Chers amis, voilà à quoi ressemble un multilatéralisme en réseau, efficace et inclusif.

    Il y a quatre ans, nous avons lancé le processus qui nous rassemble aujourd’hui.

    Parce que nous avons vu un monde en difficulté :

    Déchiré par les conflits et les inégalités ;

    Menacé par le chaos climatique et la présence de technologies échappant à toute réglementation ;

    Les Objectifs de développement durable sont en péril – de nombreux pays se trouvant aujourd’hui embourbés dans une dette catastrophique et une crise du coût de la vie.

    Nous avons vu nos institutions multilatérales fragilisées, incapables de répondre aux défis d’aujourd’hui, et encore moins à ceux de demain.

    Nous avons vu s’éroder la confiance dans les solutions multilatérales.

    Et nous avons vu la foi en l’autre se dissiper, au moment où nous en avions le plus besoin.

    Voilà pourquoi nous avons entrepris de procéder à une réforme :

    De rénover le système international, pour qu’il soit en phase avec notre époque et soit paré pour l’avenir.

    Il nous faut un multilatéralisme plus inclusif, plus efficace et plus interconnecté, marqué par des liens plus étroits entre institutions internationales et avec les populations.

    Qui passe par une plus grande représentation des pays en développement. Et par une voix qui résonne davantage, pour chacun d’entre vous et qui vous représente.

    L’ambition qui nous animait s’appuyait sur quelques vérités évidentes :

    Que la planète appartient à toutes et tous. Et que les individus veulent avoir leur mot à dire dans les décisions qui les concernent.

    Bien que les gouvernements aient un rôle de premier plan à jouer que nous ne pouvons nier, nous ne résoudrons pas les problèmes du monde d’aujourd’hui sans la contribution de la société dans son ensemble :

    De la société civile et des jeunes : pour motiver le changement, encourager les comportements responsables, être plus exigeants, défendre la vérité et la justice – et utiliser les nouvelles technologies afin de préparer un monde meilleur.

    Des entreprises et du monde de la finance : qui sont essentiels pour lutter contre la crise climatique et façonner notre avenir numérique au profit de toutes et tous.
    Et des scientifiques, des innovateurs et des universitaires : pour repousser les limites de nos connaissances et élaborer des solutions aux grands défis face auxquels nous nous trouvons – qu’il s’agisse de la faim et des maladies ou des discours de haine en ligne.

    Chers amis,

    Au cours des quatre dernières années, vous ici présents – et vos collègues à travers le monde – avez participé aux consultations les plus exhaustives jamais entreprises par l’Organisation des Nations Unies.

    À cette occasion :

    Pas moins de 1,5 million de personnes représentant l’ensemble de nos États Membres ont pris part aux débats et aux consultations…

    Des centaines de groupes de la société civile ont contribué au Pacte pour l’avenir, au Pacte numérique mondial et à la Déclaration sur les générations futures…

    Et des milliers de contributions écrites ont été produites.

    Ensemble, vous avez repoussé les limites de la vision et de l’ambition. Et pour cela, je vous dis : merci !

    Nous avons maintenant trois textes importants sur la table.

    Voilà qui doit ouvrir la voie aux changements dont notre monde a désespérément besoin.

    Le Pacte pour l’avenir doit jeter les bases d’une réforme :

    Réforme du Conseil de sécurité de l’ONU, désormais dépassé, pour qu’il soit plus efficace, mais aussi plus représentatif du monde d’aujourd’hui ;

    Réforme de nos institutions financières internationales, pour qu’elles puissent renforcer les ressources destinées au développement durable et à l’action climatique ;

    Réforme des règles régissant l’espace extra-atmosphérique, qui est actuellement une foire d’empoigne générale ;

    Réforme des méthodes que nous employons pour parer aux chocs mondiaux complexes et pour œuvrer, ensemble, à la paix et à la sécurité.

    Par ailleurs, le Pacte numérique mondial doit constituer un cadre d’action pour la réduction des fractures numériques et le premier accord universel sur l’intelligence artificielle, qui jette les bases d’une plateforme mondiale centrée sur l’ONU et rassemblant tous les acteurs.

    La Déclaration sur les générations futures doit engager les dirigeants à considérer l’avenir lorsqu’ils prennent leurs décisions aujourd’hui.

    Enfin, l’égalité des genres et les droits humains doivent sous-tendre tous les aspects de ces textes, démontrant ainsi qu’ils sont fondamentaux dans tous les domaines de la vie.

    Excellences, chers amis,

    Les enjeux qui sont au cœur de ces textes – la justice, les droits, la paix et l’égalité – animent mon travail depuis des décennies et me poussent toujours à aller de l’avant.

    Je sais qu’il en va de même pour beaucoup d’entre vous.

    Je n’abandonnerai pas –– et je sais que vous non plus.

    L’adoption de ces textes ne marquera pas la fin du parcours – mais plutôt un nouveau départ.

    Il nous incombera ensuite de donner vie à ces textes. De passer des mots à l’action. Et de les utiliser pour mettre l’humanité sur une meilleure voie.

    Votre engagement, votre détermination et votre pression continus seront essentiels.

    Ce travail commence avec ces Journées d’Action.

    Nous sommes impatients de connaître vos idées et vos solutions – sur ce que ces nouveaux cadres signifient pour vous et sur la manière dont, ensemble, vous pouvez contribuer à les mettre en œuvre. 

    On ne bâtira pas un multilatéralisme renouvelé du jour au lendemain – ni par les seuls gouvernements. 

    Il sera alimenté et porté par vous tous – et par les groupes que vous représentez.

    Nous nous sommes battus pour plus d’ambition.

    À présent, luttons pour plus d’action – ensemble.
