  • MIL-OSI United Nations: Think Resilience Dialogue – Unlocking Potential: Resilience at the Core of LLDCs’ Sustainable Development

    Background 

    Landlocked Developing Countries (LLDCs) face unique challenges in disaster risk reduction (DRR) due to their geographical constraints, which can limit access to international markets and infrastructure networks. Reliance on shared river systems makes flood management dependent on international cooperation, as upstream water releases can trigger downstream flooding. These countries also face heightened vulnerability to drought and water scarcity, having to coordinate with upstream countries on water needs and lacking direct access to maritime water sources. Being landlocked also delays access to resources and international aid during disasters, with high reliance overland or aerial routes. Additionally, their geographic isolation complicates the management of cross-border hazards like forest fires, and they often depend on neighboring countries for climate data and early warning systems. These vulnerabilities are compounded by the increase in climate-related disasters, as well as economic and social pressures, which exacerbate the impacts of disasters on LLDCs.  

    Despite commitments to implement the Sendai Framework for Disaster Risk Reduction, LLDCs continue to face significant capacity and resource gaps. Data from the Sendai Framework Monitor highlights the critical importance of focusing on LLDCs within the DRR agenda. LLDCs experience some of the highest disaster-related impacts, with an average mortality rate of 2.38 per 100,000 population, significantly exceeding the global average of 0.82. Moreover, LLDCs report 3,022 affected people per 100,000 population and endure a direct economic loss of 1.85% of their GDP, a significant strain compared to many other countries. These countries also face extensive infrastructure damage, with an average of 32,670 critical units destroyed or damaged between 2014 and 2023. These figures underscore the urgent need for tailored DRR strategies that address the unique geographical and economic vulnerabilities of LLDCs, emphasizing resilient infrastructure development, enhanced regional cooperation, and increased access to resources and support.  

    The need to increase disaster risk reduction efforts in LLDCs has been recognized by UN Member States during the development of the Awaza Programme of Action for Landlocked Developing Countries 2024-2034, to be adopted at the Third UN Conference on Landlocked Developing Countries (LLDC3) in Awaza, Turkmenistan in August 2025. The Programme of Action notably include, for the first time, Priority Area 4 on “Enhancing adaptive capacity, strengthening resilience and reducing vulnerability to climate change and disasters”, with subchapters on Adaptation, Disaster Risk Reduction and Resilient Infrastructure, among others. 

    Objective 

    This Think Resilience Dialogue will unpack the disaster risk reduction and resilience building elements of the Awaza Programme of Action and discuss key areas of work that are of particular significance to LLDCs, to support delegations as they prepare for the Third International Conference on LLDC3. 

    Guiding Questions 

    • How can LLDCs further mainstream a risk-informed approach to sustainable development in line with the Awaza Programme of Action, particularly in critical sectors such as energy, transport and infrastructure? What opportunities and obstacles lie ahead in achieving this integration? 

    • How can building resilience, particularly through disaster risk reduction and climate adaptation, strengthen the business case for investment in LLDCs? What synergies between trade, resilient infrastructure, and sustainable development should be prioritized to enhance investment and cooperation? 

    • How can regional cooperation on disaster risk management, including on transboundary risks, be enhanced to support LLDCs in implementing the disaster risk reduction components of the Awaza Programme of Action? What successful models of cooperation can be scaled to improve resilience in LLDCs?

  • MIL-OSI United Nations: IAEA Ramps Up Commitment to Advance Development and Cancer Care Across Africa

    Mr Grossi visited Monrovia, Liberia, marking the first time an IAEA Director General has ever been to the West African country.  

    “Today, with Rays of Hope support, we celebrated the groundbreaking of the country’s only radiotherapy facility. We are helping establish it, starting with a mammography unit and training to bring life-saving care to those who need it most. More support will soon be on the way,” said the Director General.  

    Mr Grossi met with President Joseph Nyumah Boakai, Acting Foreign Minister Cllr. Deweh Grey, Health Minister Louise Kpoto, and several other ministers at the Environmental Protection Agency.  

    Beyond cancer care, the IAEA is also strengthening food security through Atoms4Food, reinforcing radiation safety, supporting sustainable water management, as well as Liberia’s national energy strategy.  

    As a marine country, Liberia faces ocean acidification and plastic pollution. “Nuclear science, including support through our NUTEC Plastics, can help protect its coasts and communities,” said the Director General. “There is much more we can do together. The IAEA is here, ready to continue supporting Liberia’s development in all its aspects.”

  • MIL-OSI United Nations: 11 July 2025 Joint News Release WHO, ITU, WIPO showcase a new report on AI use in traditional medicine

    Artificial intelligence (AI) is ushering in a transformative era for traditional medicine, one where centuries-old healing systems are enhanced by cutting-edge technologies to deliver more safe, personalized, effective, and accessible care.

    At the AI for Good Global Summit, the World Health Organization (WHO), the International Telecommunication Union (ITU), and the World Intellectual Property Organization (WIPO) released a new technical brief, Mapping the application of artificial intelligence in traditional medicine. Launched under the Global Initiative on AI for Health, this brief offers a roadmap harnessing this potential responsibly while safeguarding cultural heritage and data sovereignty.

    A new era for traditional medicine

    Traditional, complementary and integrative medicine (TCIM) is practiced in 170 countries and is used by billions of people. The TCIM practices are increasingly popular globally, driven by a growing interest in holistic health approaches that emphasize prevention, health promotion and rehabilitation.

    The new brief showcases experiences in many countries using AI to unlock new frontiers in personalized care, drug discovery, and biodiversity conservation. It includes examples such as how AI-powered diagnostics are being used in Ayurgenomics; machine learning models identifying medicinal plants in countries including Ghana and South Africa; and the use of AI to analyze traditional medicine compounds to treat blood disorders in the Republic of Korea.

    “Our Global Initiative on AI for Health aims to help all countries benefit from AI solutions and ensure that they are safe, effective, and ethical,” said Seizo Onoe, Director of the ITU Telecommunication Standardization Bureau. “This partnership of ITU, WHO and WIPO brings together the essential expertise.”

    Data-driven innovation with ethical roots

    The brief emphasizes the importance of good-quality, inclusive data and participatory design to ensure AI systems reflect the diversity and complexity of traditional medicine. AI applications can support strengthening the evidence and research base for TCIM, for example through the Traditional Knowledge Digital Library in India and the Virtual Health Library in the Americas, which use AI to preserve Indigenous knowledge, promote collaboration and prevent biopiracy. Biopiracy is a term for unauthorized extraction of biological resources and/or associated traditional knowledge from developing countries or the patenting of spurious inventions based on such knowledge or resources without compensation.

    “Intellectual property is an important tool to accelerate the integration of AI into traditional medicine,” said WIPO Assistant Director- General, Edward Kwakwa. “Our work at WIPO, including the recently adopted WIPO Treaty on Intellectual Property, Genetic Resources and Associated Traditional Knowledge, supports stakeholders manage IP to deliver on policy priorities including for Indigenous Peoples as well as local communities.”

    Guarding data sovereignty, empowering communities

    The new document calls for urgent action to uphold Indigenous Data Sovereignty (IDSov) and ensure that AI development is guided by free, prior, and informed consent (FPIC) principles. It showcases community-led data governance models from Canada, New Zealand, and Australia, and urges governments to adopt legislation that empowers Indigenous Peoples to control and benefit from their data.

    “AI must not become a new frontier for exploitation,” said Dr Yukiko Nakatani, WHO Assistant Director-General for Health Systems. “We must ensure that Indigenous Peoples and local communities are not only protected but are active partners in shaping the future of AI in traditional medicine.”

    A global call to action

    With the global TCIM market projected to reach nearly US$600 billion in 2025, the application of AI could further accelerate the growth and impact of TCIM and holistic health care. Current utilization and potential of AI highlight many opportunities, but there are many areas of knowledge gaps and risks.

    There is a need to develop holistic frameworks tailored to TCIM in areas such as regulation, knowledge sharing, capacity building, data governance and the promotion of equity, to ensure the safe, ethical and evidence-based integration of frontier technologies such as AI into the TCIM landscape.

    The new technical brief calls on all stakeholders to:

    • Invest in inclusive AI ecosystems that respect cultural diversity and IDSov;
    • Develop national policies and legal frameworks that explicitly address AI in traditional medicine;
    • Build capacity and digital literacy among traditional medicine practitioners and communities;
    • Establish global standards for data quality, interoperability, and ethical AI use; and
    • Safeguard traditional knowledge through AI-powered digital repositories and benefit-sharing models.

    By aligning the power of AI with the wisdom of traditional medicine, a new paradigm of care can emerge; one that honors the past, empowers the present, and shapes a healthier, more equitable future for all.

  • MIL-OSI United Nations: IAEA Mission Reviews China’s Regulatory Framework for Nuclear Safety

    An International Atomic Energy Agency (IAEA) team of experts today said China had made significant progress in further strengthening its regulation of nuclear safety, benefiting from the innovative use of digital tools and Artificial Intelligence (AI) as the country continues to rapidly expand its nuclear energy programme.

    Noting the importance of the regulatory body’s staffing levels keeping up with China’s fast-growing nuclear industry, the peer review team also encouraged additional improvements in regulations and guidelines in some areas, including nuclear safety inspections and emergency preparedness and response.

    The Integrated Regulatory Review Service  (IRRS) team concluded a 12-day mission to the People’s Republic of China on 11 July, a full-scope review covering all facilities, activities and exposure situations. The 24-member expert mission was conducted at the request of the Government and hosted by the Ministry of Ecology and Environment (the National Nuclear Safety Administration), which regulates nuclear safety in China.

    With the world’s second largest operating nuclear fleet after the United States, China is currently operating 59 units generating around 5% of its electricity. In addition, it is building 32 units and planning the construction of another 21 units. The previous IRRS mission to China – a follow-up review – was carried out in 2016, when it had 32 units in operation.

    “Over the past decade, China has made impressive headway in establishing a capable and independent regulatory body and promoting a healthy nuclear safety culture. China has a strong, competent and trusted national regulator that works effectively to ensure the safety of the public and environment,” said IRRS team leader Mark Foy, former Chief Executive and Chief Nuclear Inspector of the United Kingdom’s Office for Nuclear Regulation (ONR).

    Using IAEA safety standards and taking advantage of international good practices, IRRS missions are designed to strengthen the effectiveness of the national regulatory infrastructure, while recognizing the responsibility of each country to ensure nuclear and radiation safety.

    The IRRS team comprised 20 senior regulatory experts from 17 IAEA Member States: Brazil, Denmark, France, Germany, Hungary, Mexico, the Netherlands, Pakistan, the Russian Federation, Singapore, Spain, South Africa, Sweden, Switzerland, the United Arab Emirates, the United Kingdom, and the United States of America. The mission team also included four IAEA staff members and an observer from Japan.

    The team reviewed areas including: responsibilities and functions of the government and the regulatory body; the activities of the regulatory body including authorization, inspection and enforcement processes; development and content of regulations and guides; emergency preparedness and response; radiation sources; research reactors; nuclear power plants; fuel cycle facilities; radioactive waste management facilities; transport of radioactive material; decommissioning; occupational exposure; control of medical exposure and public exposure; and interfaces with nuclear security. 

    Two policy issues were discussed during the mission: the impact of the rapid development of AI on regulation and the shortage of human resources due to the surge in the number of operating reactor units in China.

    “The fast growth in China’s nuclear power programme will require the recruitment and training of a significant number of additional nuclear professionals in the regulatory field in the coming years. Its use of technology to support the effectiveness of its national regulator is an exemplar for all of us to learn from,” Foy, the mission team leader, said.

    During the mission, the team conducted interviews and discussions with staff of the National Nuclear Safety Administration (NNSA) and its leadership. Team members also met senior representatives from the China Atomic Energy Authority (CAEA), which oversees the nuclear industry in the country, as well as the National Health Commission (NHC) and the China National Energy Authority (NEA).

    They observed regulatory oversight activities at: a nuclear power plant, a research reactor, a nuclear fuel cycle facility, a radiation sources facility, a radioactive waste management facility, a transport facility and a hospital.

    They identified several good practices by the regulatory body, including:

    • Unique advances in developing, adopting and exploiting the benefits of AI-based tools to significantly improve the efficiency of its decision-making, safety oversight and knowledge management.
    • Arrangements for regular, high-level exchanges with all senior industry stakeholders on domestic and global nuclear safety developments, ensuring a common understanding on nuclear safety priorities and required improvements across China’s nuclear industry.

    Recommendations and suggestions for further improvement of the overall effectiveness of China’s regulatory system included:

    • Clarifying protection strategies in the case of a nuclear or radiological emergency.
    • Providing a documented process for developing inspection plans for nuclear facilities.
    • Establishing and implementing a comprehensive safety culture oversight programme.
    • Enhancing its processes to ensure that updates to department rules, guides, and standards are completed to appropriately align with the latest IAEA safety standards.

    The mission team viewed China’s invitation of an international peer review as part of the second IRRS cycle as a sign of openness and transparency.

    “China has demonstrated a commendable commitment to continuous safety improvement by inviting this comprehensive full-scope IRRS mission,” said Karine Herviou, Deputy Director General and Head of the IAEA Department of Nuclear Safety and Security. “The team of senior regulatory experts recognized the Government’s unequivocal support to ensure a strong national safety regulator, including the provision of human and financial resources, while also proposing specific actions for further enhancements.”

    Baotong Dong, MEE Vice Minister and NNSA Administrator, said the IRRS peer review team had positively acknowledged China’s nuclear and radiation safety regulatory framework and practices and stressed that these would be further enhanced in future.

    “China has established a regulatory system that aligns with international standards while meeting national conditions. The Government will further enhance its regulatory capabilities, accelerate the development of a modern nuclear safety regulatory system, and promote a virtuous cycle of high-level nuclear safety and high-quality development in the nuclear sector,” Vice Minister Dong said. “China stands ready to contribute to strengthening global nuclear safety governance and elevating worldwide nuclear safety standards.”

    The final mission report will be provided to the Government of the China in about three months. The Government plans to make the report public. China will consider inviting an IRRS follow-up mission at a later stage.

    IAEA safety standards

    The IAEA safety standards provide a robust framework of fundamental principles, requirements and guidance to ensure safety. They reflect an international consensus and serve as a global reference for protecting people and the environment from the harmful effects of ionizing radiation.

  • MIL-OSI United Nations: Anti-discrimination champion from India and global network of population scientists receive the 2025 United Nations Population Award

    UNITED NATIONS, New York, 11 July 2025 – The laureates of the fortieth edition of the United Nations Population Award are Ms. Varsha Deshpande, Founder, Dalit Mahila Vikas Mandal of India in the individual category, and the International Union for the Scientific Study of Population (IUSSP) in the institution category. 

    Ms. Varsha Deshpande is a pioneering women’s rights activist with more than 35 years of experience working on gender-based violence, discrimination and gender. She founded the Dalit Mahila Vikas Mandal in 1990 to advance women’s rights and gender justice. She tirelessly works to empower grassroots women by building their vocational skills, connecting them to vital resources and services, and fostering their financial independence. 

    At the helm of Dalit Mahila Vikas Mandal, Ms. Deshpande has spearheaded numerous programmes, including ones addressing child marriage through the empowerment of adolescent girls and engagement with men and boys; safeguarding the rights of women in the informal sector; and promoting joint property registration to boost women’s access to assets. She is a respected member of various statutory bodies established by the Government of India and state-level governments, and has provided instrumental support for the law aimed at preventing gender-biased sex selection in India.

    The International Union for the Scientific Study of Population (IUSSP), founded in 1927, has played a pivotal role in advancing population science and policy. It has been instrumental in addressing critical population challenges, particularly in low- and middle-income countries, by fostering collaborative research, building capacity among early-career and mid-career demographers, and providing platforms for knowledge exchange. 

    The IUSSP helped establish regional population associations in Asia, Africa, and Latin America, and tackles key global issues relating to reproductive health, gender, migration, climate change, and the linkages between population dynamics and sustainable development. IUSSP’s work bridges the gap between research and policy, and ensures that population issues remain at the forefront of global development agendas.

    About the UN Population Award

    Each year, the Committee for the United Nations Population Award honors an individual and/or institution in recognition of outstanding contributions to population and reproductive health issues and solutions. The Award was established by the General Assembly in 1981, in resolution 36/201, and was first presented in 1983. It is now in its fortieth year. It consists of a gold medal, a diploma and a monetary prize. The Committee for the United Nations Population Award is composed of a quorum of 8 UN Member States, with United Nations Secretary-General and UNFPA Executive Director serving as ex-officio members.   • MIL-OSI United Nations: Secretary-General’s message on the International Day of Reflection and Commemoration of the 1995 Genocide in Srebrenica [scroll down for French version]

    Today marks the 30th anniversary of the genocide in Srebrenica – the worst atrocity on European soil since the Second World War.

    In July 1995, more than 8,000 Bosnian Muslim men and boys were systematically murdered. Thousands of women, children, and older persons were forcibly displaced, their lives forever shattered. The intention was the elimination of Bosnian Muslims in Srebrenica.

    We remember the victims and honour the courage of the survivors – including the Mothers of Srebrenica, whose tireless pursuit of justice ensured that the genocide was recognized in both law and history.

    This day is not only a moment of reflection. It is a call to vigilance and action.

    At a time when hate speech, denial and division are gaining ground, we must stand firm for truth and justice. We must detect early warning signs and respond before violence takes hold. We must respect international law, defend human rights, uphold the dignity of every individual, and invest in reconciliation and peace.

    Let the memory of Srebrenica strengthen our resolve, so that “never again” truly means never again.

    En juillet 1995, plus de 8 000 hommes et garçons bosniaques ont fait l’objet d’un massacre systématique. Des milliers de femmes, d’enfants et de personnes âgées ont été déplacés de force, voyant leur vie brisée à jamais. L’intention était d’éliminer les Bosniaques de Srebrenica.

    Nous honorons la mémoire des victimes et le courage des personnes survivantes, notamment les Mères de Srebrenica, dont la quête inlassable de justice a abouti à la reconnaissance juridique et historique de ce génocide.

    Cette journée n’est pas seulement un moment de réflexion, c’est aussi un appel à la vigilance et à l’action.

    À l’heure où les discours de haine, la négation et les dissensions gagnent du terrain, nous devons défendre ardemment la vérité et la justice. Nous devons détecter les signes avant-coureurs et réagir avant que la violence ne s’installe. Nous devons respecter le droit international, protéger les droits humains, préserver la dignité de chaque personne et investir dans la réconciliation et la paix.

    Que la mémoire de Srebrenica nous rende plus déterminés que jamais, et que les mots « plus jamais ça » prennent enfin tout leur sens.

    On this World Population Day, we celebrate the potential and promise of the largest youth generation ever.

    They are not only shaping our future; they are demanding one that is just, inclusive, and sustainable.

    The theme — “Empowering young people to create the families they want in a fair and hopeful world” – reaffirms the promise of the 1994 International Conference on Population and Development:  that every person has the right to make informed choices about their lives and futures.

    Many young people today face economic uncertainty, gender inequality, health challenges, the climate crisis and conflict.

    Still, they are leading – with courage, conscience and clarity.  And they are calling for systems that uphold their rights and support their choices. 

    I urge countries to invest in policies that ensure education, healthcare, decent work, and the full protection of their reproductive rights.

    Let us stand with young people and build a future where every person can shape their destiny in a world that is fair, peaceful and full of hope.

    En cette Journée mondiale de la population, nous célébrons le potentiel et la promesse que porte en elle la jeune génération, laquelle n’a jamais été aussi nombreuse.

    Les jeunes ne se contentent pas de façonner notre avenir ; ils exigent de surcroît que celui-ci soit juste, inclusif et durable.

    Le thème choisi (« Permettre aux jeunes de fonder la famille de leurs rêves dans un monde de justice et d’espoir ») se fait l’écho de la promesse formulée lors de la Conférence internationale sur la population et le développement de 1994 : chaque personne a le droit de faire des choix éclairés concernant sa vie et son avenir.

    Beaucoup de jeunes se heurtent aujourd’hui à l’incertitude économique, aux inégalités de genre, aux problèmes de santé, à la crise climatique et aux conflits.

    Or, ils montrent l’exemple avec courage, conscience et clairvoyance. Ils veulent des systèmes qui défendent leurs droits et les appuient dans leurs choix.

    Je demande instamment aux pays d’investir dans des politiques garantissant l’éducation, les soins de santé, le travail décent et la pleine protection des droits en matière de procréation.

    Restons aux côtés des jeunes pour bâtir un avenir de justice, de paix et d’espoir où chaque personne a la possibilité d’être maître de sa destinée.

  • MIL-OSI United Nations: International Criminal Court: War crimes, systematic sexual violence ongoing in Darfur

    Deputy Prosecutor Nazhat Shameem Khan told ambassadors in the UN Security Council that the ICC has “reasonable grounds to believe” that both war crimes and crimes against humanity are being committed in region, where a deepening conflict between the Sudanese Armed Forces and the Rapid Support Forces (RSF) has plunged the region into a humanitarian disaster.

    Among the most disturbing patterns, she said, is the targeted use of sexual violence, including rape, abduction, and gender-based assaults – a campaign often directed at women and girls from specific ethnic communities.

    ‘An inescapable pattern’

    There is an inescapable pattern of offending, targeting gender and ethnicity through rape and sexual violence,” Ms. Khan said, stressing that such crimes must be translated into evidence for the Court and the world to hear.

    She detailed ongoing efforts by the ICC’s Darfur Unified Team to document the atrocities, including through repeated field missions to refugee camps in Chad, the collection of over 7,000 items of evidence and enhanced cooperation with civil society and victims’ groups.

    Ms. Khan also emphasized a renewed focus on gender crimes, supported by the Court’s dedicated gender unit, and called on all partners to work more closely to “ensure there is no gap in our efforts to hold perpetrators accountable.”

    Deteriorating humanitarian crisis

    Meanwhile, the humanitarian situation worsens.

    According to the UN Office for the Coordination of Humanitarian Affairs (OCHA), aid convoys are being targeted, hospitals bombed, and food and water deliberately withheld.

    In early June, five humanitarians were killed in an ambush in North Darfur, while airstrikes in West Kordofan killed over 40 civilians, including patients and healthcare staff.

    Active shelling

    In El Fasher, the capital of North Darfur, active shelling and armed encirclement by RSF forces have effectively cut off civilians from lifesaving assistance. Reports of extortion and diversion of aid in surrounding areas have further compounded the crisis.

    The outbreak of cholera is spreading across conflict zones, with Darfur now experiencing cross-border transmission into Chad and South Sudan.

    Health officials warn that the ongoing rainy season could worsen the epidemic by contaminating already-scarce water sources.

    Committed to justice

    Alongside humanitarian challenges, the ICC also faces formidable obstacles.

    Deputy Prosector Khan noted a series of challenges, including obstruction and hostility towards investigators on the ground, critical underfunding, limited cooperation from some States, and difficulties surrounding the arrest and transfer of individuals under ICC warrants.

    However, despite the challenges, she affirmed the ICC’s commitment to justice.

    She pointed to the pending verdict in the trial of Ali Muhammad Ali Abd-Al-Rahman, also known as Ali Kushayb, as a milestone for accountability – and a warning to perpetrators who still believe themselves beyond the reach of international law.

    They should understand: we are working intensively to ensure that this trial is only the first of many,” she said.

    The International Pathogen Surveillance Network (ISPN), set up by the WHO Hub for Pandemic and Epidemic Intelligence, has set up three communities of practice (CoPs), each designed to drive  progress in pathogen genomics surveillance.

    The first CoP focuses on addressing the barriers to effectively leverage genomics data for public health decision-making, the second emphasizes strengthening emergency response capabilities using genomics data, and the third is dedicated to developing best-practices for wastewater and environmental surveillance. These targeted communities provide a structured framework for collaboration, ensuring that expertise is shared and applied effectively across critical domains to address challenges.

    CoP on Pathogen Genomics Data

    The implementation of genomic sequencing into public health laboratories has demanded a parallel increase in bioinformatics capacity to store, process, share and integrate genomics data to effectively leverage its public health utility. The CoP on genomics data brings together 60 experts from across the IPSN network representing all WHO regions to envision a scalable, interconnected, and sustainable bioinformatics ecosystem that supports equitable access to pathogen genomic surveillance.

    Since its inception in 2024, ‘CoP Data’ has provided a forum to identify gaps in the pathogen genomics data architecture and has prioritized discussions that will help address them. These discussions have included examining the benefits of and barriers to pathogen data sharing in emergency response, exploring the pathogen data infrastructure landscape, and considering efforts to support equitable access to computational resources for genomic surveillance. The expert group has also guided the development of an upcoming document on defining the principles and attributes pathogen genomic data sharing platforms should aspire to in order to deliver their public health function. 

    From these discussions, it is clear that an optimized data architecture is essential to support both local and global surveillance and to help the community to reimagine how genomic data is most effectively exchanged and utilized to drive public health decision-making. Addressing this data challenge should lead ultimately to a more effective response to current and future infectious disease threats.   

    CoP on Specialised Surveillance for Emergency Response

    Genomic surveillance data is increasingly integral to public health decision-making in emergency response, providing insights into disease transmission and  strain evolution and facilitating analysis of differential strain virulence that contributes to the evidence base for risk assessment. In August 2024, WHO Director-General, Dr Tedros Adhanom Ghebreyesus, determined that the upsurge of mpox in the Democratic Republic of the Congo and adjacent African countries constituted a public health emergency of international concern under the International Health Regulations (2005). To support this response, IPSN established the CoP on Specialized Surveillance for Emergency Response (SSER) to facilitate the coordination of pathogen genomics actors.

    This CoP supports knowledge exchange among members, enabling them to address challenges and identify opportunities for leveraging pathogen genomics and wastewater surveillance in emergency responses. Within the pathogen genomics workstream, the group has focused on supporting harmonization and in-country deployment of the bioinformatics analysis of MPXV genome data to strengthen quality of the analysis. Additionally, the group is developing a guidance document outlining analytical considerations for MPXV genomic surveillance.

    In parallel, the wastewater surveillance workstream convened experts over 5 sessions across 30 countries, to explore the feasibility of detecting MPXV from sewered and unsewered settings; to review the current uptake of wastewater and environmental surveillance (WES) for mpox response,  and to discuss enabling factors for its use, and ongoing technical, regulatory and data utilization constraints. These efforts underscore the need for a more cohesive and consistent wastewater surveillance community for emergency response.

    CoP on Wastewater and Environmental Surveillance

    In June 2025, IPSN launched its newest CoP dedicated to the advancement of genomics in wastewater and environmental surveillance (CoP WES).  The CoP WES aims to enhance global awareness and confidence in the WES capabilities and limitations for genomics, ultimately supporting policy-makers in making evidence-based decisions on how to tailor the use of genomic WES as part of their public health surveillance systems.

    The use of genomics in wastewater and environmental surveillance has significant potential to enhance collaborative surveillance through pathogen detection and tracking, providing situational awareness and supporting early warning capabilities. Scientific developments have also resulted in an enhanced characterization of population pathogen diversity and faster detection of new variants. Yet genomics WES remains a nascent field hindered by barriers to progress, including a fragmented knowledge landscape, limited standardization and consensus on best practices, and uncertainty as to how the data can be leveraged by public health systems.

    The CoP WES offers a structured platform for continuous collaboration and knowledge sharing and capture that tackles many ongoing obstacles faced by the field today. Drawing on existing momentum and activities of other leading experts and organizations in the genomics WES ecosystem, the COP WES will serve as a hub for evidence generation and curation, reducing duplication of efforts, amplifying successful models and creating new products to fill unmet needs.

    Collaboration for effective global public health surveillance

    Communities of Practice are powerful mechanisms for fostering collaboration, driving innovation, and addressing complex challenges in pathogen genomics surveillance. By uniting experts, facilitating knowledge exchange, and developing actionable guidance, these CoPs are laying the groundwork for a more interconnected and effective global public health surveillance system. Moving forward, the IPSN will continue to convene and strengthen these platforms to develop scalable, sustainable solutions that strengthen preparedness and response to infectious disease threats worldwide.

    WHO Member States have held their first meeting of the Intergovernmental Working Group (IGWG) on the WHO Pandemic Agreement, formalizing next steps on implementing key provisions of the historic legal instrument to make the world safer from future pandemics.

    Ambassador Tovar da Silva Nunes of Brazil, co-chair of the IGWG Bureau guiding the negotiations, said the first meeting, that ran from 9-10 July, was a critical moment in the global effort to strengthen pandemic prevention, preparedness and response. It followed the World Health Assembly’s landmark adoption on 20 May 2025 of the WHO Pandemic Agreement.

    “Through the WHO Pandemic Agreement, countries recognized that global collaboration and action, based on equity, are essential for protecting people from future pandemics,” Ambassador Tovar said. “Now, through the IGWG, countries are breathing life into the Agreement by establishing the way forward to implement the Agreement’s life-saving provisions.”  

    The Assembly established the IGWG to, as a priority, draft and negotiate an annex to the WHO Pandemic Agreement on Pathogen Access and Benefit Sharing (PABS). This PABS system is intended to enable safe, transparent and accountable access and benefit-sharing for PABS materials and sequence information. The outcome of the IGWG’s work on the PABS annex will be submitted to the Seventy-ninth World Health Assembly in 2026 for its consideration.

    In addition to negotiating the PABS annex, the IGWG has been established to discuss procedural and other matters to prepare for the Conference of the Parties to the WHO Pandemic Agreement and develop a proposal for the terms of reference for the Coordinating Financial Mechanism.

    Fellow IGWG Bureau co-chair Mr Matthew Harpur, of the United Kingdom, said he was encouraged by the strong collaboration shown by WHO Member States to take the WHO Pandemic Agreement forward.

    “Global collaboration is the foundation of an effective response to global threats,” said Mr Harpur. “I am encouraged by the commitment shown by WHO Member States during the first IGWG to work together to protect their citizens, and those of all other countries.”

    The first meeting of the IGWG adopted the body’s method of work, timeline of activities leading up to next year’s World Health Assembly, and mode of engagement with relevant stakeholders, and elected co-chairs and vice chairs to lead the IGWG process. The IGWG also decided to identify experts to provide inputs on the PABS annex and possibly hold an informal briefing before the second meeting of the IGWG, which will be held on 15-19 September 2025.

  • MIL-OSI United Nations: UN warns of record civilian casualties in Ukraine

    Russian forces launched an attack overnight focused on Kyiv, deploying 397 Shahed unmanned attack and decoy drones, along with 18 high-powered missiles, killing two and injuring at least 16, according to the UN Human Rights Monitoring Mission in Ukraine (HRMMU).

    UN Spokesperson Stéphane Dujarric noted during his daily briefing in New York that four Kyiv districts were hit, damaging residential buildings, a clinic and a TV station, while an outpatient clinic was destroyed during the bombardment.

    Mr. Dujarric also relayed reports from local authorities of recent attacks in other regions which left more than nine dead and at least ten civilians injured.

    Grim June record

    These attacks come after June saw the highest monthly civilian casualty count in Ukraine since the Russian invastion began in February 2022, with 232 people killed and 1,343 injured.

    This data reflects a worsening trend: 6,754 civilians were killed or injured in the first half of 2025 – a sharp 54 per cent rise compared to the same period in 2024, when 4,381 civilian casualties were documented.

    This breaks down to a 17 per cent increase in civilian deaths and a 64 per cent increase in injuries.

    Russia’s increased use of long-range missiles and drones in urban areas – and their enhanced destructive power – were key drivers behind the spike in casualties.

    The growing number of attacks also played a crucial role, as Russia launched ten times more missile and unmanned drone strikes in June 2025 than in June 2024.

    Civilians across Ukraine are facing levels of suffering we have not seen in over three years,” said Danielle Bell, Head of HRMMU. “The surge in long-range missile and drone strikes across the country has brought even more death and destruction to civilians far from the frontline.”

    Child suffering intensifies

    Also on Thursday, the UN Children’s Fund (UNICEF) reported that an estimated 70 per cent of children in Ukraine (3.5 million) are experiencing “material deprivation” – up from 18 per cent in 2021.

    Material deprivation refers to a lack of essential goods and services, including nutritious food, appropriate clothing, heating at home and access to education.

    According to UNICEF’s report, one in three children in Ukraine lives in a home without a functioning water supply or sewage system, and nearly half lack access to a space to play.

    This deprivation is driven by continued attacks on infrastructure – including water, sanitation, and energy systems – as well as on homes, schools, and healthcare facilities, along with rising poverty across the country.

    Looking towards recovery

    These warnings come as the fourth Ukraine Recovery Conference opened in Rome on Thursday. It aims to build global awareness and maintain momentum for international support and investment in Ukraine’s recovery, rebuilding, reform, and modernisation.

    The Director General of the UN migration agency (IOM), Amy Pope, is among those attending. The agency plays a major role in Ukraine, where nearly four million people remain internally displaced, and another five million refugees reside across Europe.

    “Displacement on this scale imposes numerous challenges for Ukraine and its people,” she said.

    “Recovery must begin with a focus on the people in need – connecting them to services and restoring their livelihoods, so it becomes more than just returning home, but about regaining their place in society.”

  • MIL-OSI United Nations: She fought for the girl the world left behind: Natalia Kanem’s UN legacy

    She returns, over and over, to a single image: that of a ten-year-old girl – standing on the edge of adolescence, her future uncertain, and her rights still in grave doubt.

    “Will she be able to stay in school, graduate, and make her way through the world?” Dr. Kanem wonders. “Or is she going to be derailed by things like child marriage, female genital mutilation, or abject poverty?”

    That seismic question and that girl – not one child in particular, but an emblem of the millions worldwide whose future is at risk – have become the touchstone of Dr. Kanem’s nearly eight-year tenure as Executive Director of the UN’s sexual and reproductive health agency, formally known as the UN Population Fund (UNFPA).

    From her early days working on the frontlines in East Africa to overseeing a $1.7 billion agency with operations in more than 150 countries, Dr. Kanem has shepherded UNFPA through global shifts, political headwinds, and ideological pushback.

    Most of all, she has led a fierce revolution in the lives of millions of women and girls.

    This month, she is stepping down from her post ahead of schedule. “It’s time to pass on the baton,” the 70-year-old told her staff – a 5,000-strong workforce – in a videotaped address earlier this year. “I have pledged to do everything in my capacity to keep positioning UNFPA to continue to do great things.”

    Roots and ascent

    Born in Panama and trained as a medical doctor, Dr. Kanem joined UNFPA in 2014 after a career in philanthropy. Her decision to serve “the noble purpose of the United Nations” first led her to East Africa and Tanzania, where she was struck by the quiet heroism of field staff. “It’s really at the country level where we prove our worth,” she told UN News.

    But the job was not easy. In 2017, when she took the reins of the agency, Dr. Kanem inherited an organization grappling with waning visibility, unstable funding, and persistent pushback from conservative viewpoints. Still, UNFPA grew – not just in budget, but in stature.

    “When I came, the narrative was, ‘We’re a small organization, beleaguered, nobody understands what we do,’” she said. “Now, I think it’s clearer.”

    That clarity came, in part, from what Dr. Kanem calls “thought leadership.”

    Whether challenging misconceptions about fertility or confronting gender-based violence enabled by technology, she pushed UNFPA to the frontlines of global discourse. “We exist in a marketplace of ideas,” she explained. “And we have to tell the truth in a way that’s compelling enough so we can garner the allies this movement requires.”

    Under her leadership, the agency trained hundreds of thousands of midwives, distributed billions of contraceptives, and expanded humanitarian operations to reach women and girls in the most fragile settings – from the Rohingya camps in Bangladesh’s Cox’s Bazar to war-scarred Ukraine and cholera-stricken Haiti.

    UNFPA’s presence in crisis zones was not only logistical, but symbolic. In Sudan, Syria, and Gaza, a simple tent stocked with menstrual pads, a blanket, and a bar of soap could serve as sanctuary. “It represents the respite that a woman needs in a time of crisis,” she said. “You know, we call our kits ‘dignity kits’ for that reason.”

    Shifting the conversation

    Beyond delivering services, Dr. Kanem elevated UNFPA’s role as a thought leader in a polarised world. She steered the agency into difficult public conversations – about teen pregnancy, climate anxiety, fertility rates, and online harassment – with an unflinching insistence on rights.

    “The 10-year-old girl exists,” she said. “What her parents and her religious leaders and her community think is vital for her to be well prepared, for her to know what to do when she’s challenged by coercive practices.”

    That leadership extended to data. Under Dr. Kanem, UNFPA invested heavily in supporting national censuses and building dashboards to help lawmakers shape reproductive health policy with real-time insight.

    This year’s State of World Population report, the agency’s annual deep dive into demographic trends, reframed conventional narratives around so-called “population collapse” – noting that many women and men delay having children not out of ideology, but because they cannot afford to raise them.

    Dr. Kanem praised the altruism of young people who say they’re choosing not to have children for fear of worsening the climate crisis. But that’s not what the data shows.

    “The world replacement fertility rate is not endangering the planet,” she explained. “The facts really say: you can have as many children as you can afford.”

    A rights-based compass in turbulent times

    Dr. Kanem’s tenure coincided with mounting attacks on reproductive rights, rising nationalism, and growing scepticism of multilateral institutions. She faced years of US funding cuts – including under the current administration – even as demand for UNFPA’s services surged.

    “UNFPA has more money than we’ve ever had,” she noted. “But it’s never going to be enough to stop the flow of need.”

    Resources alone won’t secure the agency’s future – credibility and persistence are just as vital. “The multilateral system itself has come under question at a time when it is needed now more than ever,” she warned. “We do have to prove ourselves each and every day. And when we make mistakes, we’ve got to get up and rectify them and find partners who are going to be allies.”

    One such partner has been the private sector. In 2023, UNFPA teamed up with tech firms to launch a development impact bond in Kenya, delivering mobile-based sexual health services to prevent teenage pregnancy and new HIV infections among adolescent girls.

    Changing mindsets

    UNFPA has long worked to end harmful practices such as female genital mutilation (FGM) and child marriage. Under Dr. Kanem, that work became as much about shifting mindsets as changing laws.

    “Yes, absolutely,” she said when asked if progress was real. “It’s been very important to see religious leaders and traditional leaders standing against certain practices… and to work with school systems so that the girls themselves will understand the risks and be able to take better decisions about their options.”

    The coronavirus“>COVID-19 pandemic, she admitted, was a setback. With schools closed, some communities increased the number of weddings and FGM ceremonies. But in many countries – including populous Indonesia – UNFPA has seen the practice decline, in part thanks to youth advocates speaking out from within their own communities.

    New generation, next chapter

    Looking ahead, Dr. Kanem didn’t dwell on uncertainty. She spoke instead of possibility. “We’ve transformed ourselves, modernized ourselves,” she said. “There’s just unlimited possibility for UNFPA.”

    Her own future includes what she calls a “mini-sabbatical” – more time for music, her family, and, finally, herself. But she won’t stay silent for long. “I know that my passion for issues of women and girls is not going to recede,” she said. “It’s been a labour of love.”

    Her parting thought? One final return to the girl at the centre of it all.

    “When that 10-year-old girl succeeds, everyone succeeds,” she said. “It is a better world.”

  • MIL-OSI United Nations: UNICEF deplores ‘unconscionable’ killing of families lining up for aid in Gaza

    Catherine Russell said she was appalled by the reported killing of 15 Palestinians, including nine children and four women, who were waiting in line for nutritional supplements provided by Project Hope, a UNICEF partner organization.

    The incident occurred in Deir Al-Balah. An additional 30 people were injured, including 19 children. News reports indicate that it resulted from an Israel strike. 

    ‘Mothers seeking a lifeline’

    “The killing of families trying to access life-saving aid is unconscionable,” she said in a statement.

    These were mothers seeking a lifeline for their children after months of hunger and desperation.”

    They included Donia, whose one-year-old son, Mohammed, was killed. She reported that the boy had spoken his first words to her just hours earlier.

    “Donia now lies in a hospital bed, critically injured by the blast, clutching Mohammed’s tiny shoe,” said Ms. Russell.  “No parent should have to face such tragedy.”

    A ‘cruel reality’

    For the UNICEF chief, “this is the cruel reality confronting many in Gaza today after months of insufficient aid being allowed into the territory, and parties to the conflict failing to uphold basic responsibilities to protect civilians.”

    She explained that “the lack of aid means children are facing starvation while the risk of famine grows,” warning that “the number of malnourished children will continue to rise until life-saving aid and services are resumed at full scale.”

    “International law is clear: all parties to the conflict have an obligation to protect civilians and ensure the safe and unimpeded delivery of humanitarian assistance,” she said.

    “We call on Israel to urgently review its rules of engagement to ensure full compliance with international humanitarian law, notably the protection of civilians including children, and to conduct a thorough and independent investigation of this incident and all allegations of violations.”

    UN condemns killings

    The UN yet again condemned the killing of civilians in Gaza, Spokesperson Stéphane Dujarric told journalists in New York.

    Furthermore, the UN humanitarian affairs office OCHA “stresses that parties are bound by international humanitarian law to prevent such excessive death and injury of civilians in the midst of war,” he added.

    OCHA reported that another strike on Thursday reportedly hit the office of a humanitarian partner in Gaza City. Three staff there were killed. 

    Fuel running out

    Mr. Dujarric also updated journalists on the dire fuel situation in Gaza, which impacts both the population and humanitarians.

    A UN team managed to bring roughly 75,000 litres of fuel from Israel into the beleaguered enclave on Wednesday, marking the first such provision in 130 days.

    He warned, however, that fuel is still running out and services will shut down if greater volumes do not enter immediately.

    Water services at risk

    We and our humanitarian partners need hundreds of thousands of litres of fuel each day to keep essential lifesaving and life-sustaining operations going, meaning the amount entered yesterday isn’t sufficient to cover even one day of energy requirements,” he said.

    One aid partner reported that fuel shortages could soon cut off supplies of clean drinking water to about 44,000 children, he added, which would further increase the risk of cholera, diarrhoea, dysentery and other waterborne illnesses. 

    Meanwhile, UN partners providing education services said that between October 2023 and this June, 626 temporary learning spaces have been established in Gaza, with 240,000 students enrolled, roughly half of them girls. 

    However, only 299 spaces are currently operational due to the ongoing displacement orders, funding shortfalls and other challenges.

    Aid workers also going hungry

    Humanitarian partners in Gaza – who include first responders, health workers, and aid workers – “continue to deliver food and other assistance under intolerable conditions, and they themselves are facing hunger,” said Mr. Dujarric.

    “A number of our own colleagues are also facing hunger. They also face water scarcity and threats to their personal safety, just like everyone else in Gaza,” he added.

    The Spokesperson reiterated the UN’s long-standing message that “this catastrophic situation must end.”  He stressed that “a ceasefire is not only urgent, it is long overdue,” while also calling for the unconditional and immediate release of all hostages.

    Mr. Dujarric also addressed the situation in the West Bank, where humanitarians report and continue to warn of the intensification of Israeli operations in the northern areas.

    These operations are causing massive destruction, driving further humanitarian needs and dampening hopes of thousands of displaced families that they will eventually be able to go back home,” he said.

    “Meanwhile, attacks, harassment and intimidation by Israeli settlers against Palestinians have become a daily reality.”

    He cited a settler attack on 3 July that led to the displacement of the Mu’arrajat East Bedouin community in the central West Bank. 

    “This is the ninth community to be fully displaced in the Ramallah and Jericho areas since January 2023 following the recurrent attacks by Israeli settlers.”

  • MIL-OSI United Nations: Fight to end AIDS: ‘This is not just a funding gap – it’s a ticking time bomb’

    The 2025 Global AIDS Update released on Thursday by UNAIDS – the global body’s agency fighting AIDS and HIV infection – warns that a historic funding crisis now threatens to unravel decades of hard-won gains unless countries radically rethink how they fund and deliver HIV services.

    Yet even amid these challenges, many of the most-affected countries are stepping up. Of the 60 low and middle-income nations surveyed in the report, 25 have signaled plans to increase domestic HIV budgets in 2026 – a clear sign of growing national leadership and commitment to the response.

    Although promising, such efforts are not sufficient to replace the scale of international funding in countries that are heavily reliant on global donors.  

    Global emergency   

    Despite marked progress in the HIV response in 2024, this year has seen many disruptions to HIV prevention programmes and treatment services, due to abrupt funding shortfalls in Washington and other major donor capitals.  

    Even before the large-scale service disruptions, reported data for 2024 showed that 9.2 million people living with HIV still did not have access to life-saving treatments, contributing to 75,000 AIDS-related deaths among children in 2024.  

    “This is not just a funding gap – it’s a ticking time bomb,” said Winnie Byanyima, UNAIDS Executive Director, as many AIDS-relief programmes are being defunded, pushing people out of critically needed care.  

    If US-supported HIV treatment and prevention services collapse entirely, UNAIDS estimated that an additional six million new HIV infections, and four million additional AIDS-related deaths could occur between 2025 and 2029. 

    Call for solidarity

    Despite the grim landscape, “there is still time to transform this crisis into an opportunity,” said Ms. Byanyima, as countries and communities are stepping up to protect treatment gains.  

    As of December 2024, seven countries in sub-Saharan Africa had achieved the 95-95-95 targets: 95 per cent of people living with HIV know their status, 95 per cent of those are on treatment, and 95 per cent of those on treatment are virally suppressed.  

    While such successes must be maintained and further scaled up, the global HIV response cannot rely on domestic resources alone.  

    In a time of crisis, the world must choose transformation over retreat,” said Ms. Byanyima.  

    Together, we can still end AIDS as a public health threat by 2030 – if we act with urgency, unity and unwavering commitment,” she added.

    Ukraine’s Zaporizhzhya Nuclear Power Plant (ZNPP) remains connected to its last remaining main power line following the recent loss of all off-site power on 4 July, an ongoing situation that highlights the heightened nuclear safety and security risks during the conflict, Director General Rafael Mariano Grossi of the International Atomic Energy Agency (IAEA) said today.

    The loss of power– the ninth since the start of the conflict in February 2022 – forced the ZNPP to rely on its backup diesel generators for almost four hours as the plant’s one remaining back-up line remains disconnected after being reportedly damaged by military activity on 7 May. The IAEA team based at the ZNPP site— Europe’s largest nuclear facility — was informed this week that the emergency diesel generator fuel tanks used during the loss of power have since been replenished and the site has enough fuel to enable operation of emergency diesel generators for approximately 20 days, in case of a loss of off-site power event.

    The IAEA team at South Ukraine nuclear power plant (SUNPP) reported that the plant also lost its connection to one 750 kilovolt (kV) off-site power line on 4 July, for approximately the same time as the ZNPP lost off-site power. During that time, the SUNPP continued to receive off-site power from its other 750 kV line and all of its 330 kV power lines. There was no impact on the one unit currently operating, while the other two units continue planned maintenance and refueling activities.

    The IAEA team continued to assess the availability of spare parts necessary for the continued safe operation of the plant by visiting the storage areas for the parts in the thermomechanical and electrical warehouses located within the ZNPP’s site perimeter and will be requesting the findings of recent audits by the ZNPP of spare parts. The team is also expecting to be updated on the delayed procurement of spare parts needed so that the ZNPP can commence annual maintenance of all 20 emergency diesel generators which are essential to safety in case of a loss of off-site power event.

    Also this week, the IAEA team reported that maintenance activities continue at the site, including on one safety train of unit 2 and on the main transformer of unit 4, while maintenance on one safety train of unit 5 is expected to be completed on Friday. Recently, the team also visited all main control rooms where it confirmed the number of operating staff present and recorded safety parameters for all units.

    The IAEA team reported hearing military activity on most days over the past week, including gunfire near the plant on 4 July and three explosions close to the plant on 5 July.

    The IAEA team at the Rivne nuclear power plant (NPP) reported that one reactor continues its planned maintenance and refueling activities, and one other unit was required to temporarily reduce reactor power to enable for the inspection and repair of one of the turbines. The repairs were successfully completed, and the reactor has returned to nominal full power.

    IAEA teams present at all sites — the Khmelnytskyy, Rivne and South Ukraine NPPs and the Chornobyl NPP site — reported hearing air raid alarms on most days over the past week. At the Khmelnytskyy NPP the team was informed that drones were observed as close as five kilometres from the site, while the team at the Rivne NPP had to shelter at its hotel on two separate days and the teams at the Khmelnytskyy and Rivne NPPs sheltered at site today. The team at the Chornobyl NPP site reported hearing the sounds of a drone and anti-aircraft fire at the Chornobyl NPP site on the evening of 9 July, and were informed by the site management that a drone had reportedly flown over the open switchyard and was intercepted by the military. 

    As part of the IAEA’s comprehensive assistance programme to support nuclear safety and security in Ukraine, the Chornobyl NPP site received equipment aimed at enhancing the nuclear security measures at the site and the Khmelnytskyy and South Ukraine NPPs received equipment aimed at enhancing radiation monitoring capabilities. Additionally, the Ukrainian Hydrometeorological Center and the hydrometeorological organizations of the State Emergency Service of Ukraine received multipurpose radiation monitoring devices.

    These deliveries were funded by the European Union, Switzerland and the United Kingdom, and brought the total number of IAEA-coordinated deliveries since the start of the armed conflict to 146.

  • MIL-OSI United Nations: Human Rights Committee Holds Emergency Meeting with States Parties as the United Nations’ Financial Crisis Threatens its Survival

    The Human Rights Committee today held an emergency meeting with States parties to discuss the financial challenges of the United Nations and the Committee’s future.

    Committee Chairperson Changrok Soh, in opening remarks, said the Committee’s ability to fulfil its mandate was under serious threat. Austerity measures had been imposed on it that jeopardised not just its current work, but the very future of the Committee itself.

    The Committee’s most pressing concern was the cancellation of its third session this year, Mr. Soh said. This was the first time in its 50-year history that such a cancellation had occurred. Losing a session meant serious delays in reviewing State party reports and in deciding on individual complaints of Covenant violations. Many victims had already waited years for justice. Now, they would wait even longer, he said.

    Mr. Soh appealed to States parties to help the Committee find a solution. The Committee needed States’ political will, financial commitment, and concrete support — not only to help it find a way to hold its third session this year, but also to strengthen the system for the future.

    In the ensuing discussion, States parties expressed support for the Committee and the treaty body system, and concern regarding the financial crisis and the cancellation of the third session. They called on the Committee to come up with new, sustainable, cost-effective solutions to address the structural issues underpinning the situation, while maintaining its work and integrity.

    Concluding the meeting, Mr. Soh said that treaty bodies were not receiving enough funding for their core work. They were doing their best in terms of rationalisation and increasing efficiency, but as allocated resources declined, support for the treaty bodies’ work diminished, creating a vicious cycle.

    To address this situation, special measures were needed, such as utilising voluntary contributions transparently, he said. Without a properly functioning treaty body system, human rights protections would weaken around the world. Decisive and urgent action was needed to protect the treaty body system and human rights around the world, he concluded.

    Speaking in the meeting were representatives of the Office of the United Nations High Commissioner for Human Rights, as well as Japan, Spain, Serbia, Egypt, Croatia, Colombia, Russian Federation, Costa Rica, Islamic Republic of Iran and France.

    The Human Rights Committee’s one hundred and forty-fourth session is being held from 23 June to 17 July 2025.     Opening Statements by Committee Experts

    CHANGROK SOH, Committee Chair, said the Committee had convened the emergency meeting to discuss a single, urgent issue: “The financial challenges of the United Nations and the future of the Human Rights Committee.” The Committee came before States today with a profound sense of urgency.

    All members of the Human Rights Committee were deeply honoured to take enormous responsibility for monitoring the implementation of the Covenant. They took this duty very seriously. But today, its ability to fulfil this mandate was under serious threat. The austerity measures imposed on the Committee jeopardised not just its current work, but the very future of the Committee itself.

    These were truly unprecedented times — for the Committee and for the entire treaty body system. The Committee’s most pressing concern was the cancellation of its third session this year, scheduled for October and November, as announced by the Office of the High Commissioner for Human Rights. This was the first time in the Committee’s 50-year history that such a cancellation had occurred. 

    The cancellation put the Committee in a very difficult position. Its rules of procedure required it to meet three times a year. This was a fundamental obligation under the Committee’s mandate and indispensable to the effectiveness of its work. If it lost a session, nearly eight months would pass without a single meeting in Geneva. This meant serious delays in reviewing State party reports and in deciding on individual complaints of Covenant violations. Many victims had already waited years for justice. Now, they would wait even longer. Every delay weakened the Committee’s recommendations, diminished their impact, and undermined their ability to prevent further violations.

    The Committee recognised that the United Nations’ financial crisis was serious, and that the Secretariat was doing its best under the current constraints. But it was clear that the rules and structures of the system were too rigid to cope with situations like this. For example, in early June, during the Treaty Body Chairs’ meeting, several Chairs explored the possibility of mobilising emergency funding to hold autumn sessions. However, they were told that this was not possible, as treaty bodies were required to rely exclusively on the regular budget to carry out their mandated activities. This rule was intended to safeguard the Committee’s independence. But it made little sense if, in practice, it prevented it from functioning at all when the regular budget fell short. The Covenant clearly obliged the Secretary-General to ensure that the Committee could carry out its work. If the current approach blocked the fulfilment of that obligation, then it needed to change.

    The Committee therefore appealed to States parties to help it find a solution. Open and frank communication with the States parties was crucial because, ultimately, it was in States’ interest to ensure that the treaty bodies could continue their vital work, even in difficult times. The Committee needed States’ political will, financial commitment, and concrete support — not only to help it find a way to hold its third session this year, but also to strengthen the system for the future. 

    The Committee monitored the fundamental rights of individuals in 174 States parties — as part of the approximately 1,400 treaty obligations regularly reviewed by the treaty bodies. This was a remarkable early warning and accountability system — one that States parties created. The Committee urged States to ensure that this system could continue to function effectively. If not, what alternative was available?

    This should not be treated as a one-time problem. If this unprecedented cancellation were allowed to be “normalised”, it would set a dangerous precedent. Each time the United Nations faced a funding shortfall, the credibility and effectiveness of the treaty body system, a core pillar of the United Nations’ human rights architecture, would erode further.

    There was growing global pushback against human rights, especially the very rights the Committee was mandated to protect. This was not the moment to weaken United Nations human rights mechanisms. On the contrary, the world needed this remarkable early warning and accountability system now more than ever. 

    The Committee called on States to do three things. First, support the Committee — even at this late stage — in finding a solution to hold its third session this year, and commit to holding all three regular sessions in 2026. Second, allow voluntary contributions from States to be used transparently and responsibly to support the Committee’s work, while fully preserving the independence and impartiality of the treaty bodies. Third, help the Committee function effectively by fulfilling reporting obligations, engaging with the Committee in dialogue, and supporting its work financially and politically, both now and in the long term.

    Statements and Questions by States Parties 

    In the ensuing dialogue, many States expressed appreciation for the ongoing efforts of the Committee and the treaty bodies and their firm commitment to the treaty bodies, which were a cornerstone of the international human rights system. The Committee, they said, made significant contributions to upholding civil and political rights around the world.

    Several speakers expressed deep concern about the financial crisis, which was affecting the mandates of all treaty bodies, the Human Rights Council and Special Procedures, among other mechanisms in the United Nations system. This situation had serious implications for these bodies’ important work.

    One speaker said that their country had increased contributions to the treaty body system and was paying its dues on time, and had also increased unearmarked financial contributions to the Office of the High Commissioner. The speaker said that the country would work to strengthen the capacity of the Secretariat through its contributions.

    Some speakers said treaty bodies needed to work to harmonise their working methods. Cooperation between treaty bodies could lead to solutions to backlogs in individual communications. The Committee had a backlog of over 1,000 individual communications. One speaker asked if the Committee had assessed additional measures to address its backlog.

    Many speakers expressed dismay that the Committee’s third session for the year was to be cancelled, and called for an urgent, mitigating solution to be found to hold the Committee’s third session in November. Without this session, the Committee’s backlog of cases would only increase. Was this issue related to the ordinary budget or to liquidity? One speaker suggested using new technologies and virtual meetings to hold the third session. The Committee needed to come up with new, sustainable, cost-effective solutions to address the structural issues underpinning the situation, while maintaining its work and integrity. 

    Some speakers commended the UN80 initiative and the United Nations’ efforts to address evolving global challenges. However, some speakers said that austerity measures implemented through the UN80 initiative should not affect the work of the treaty bodies and the international human rights system.

    One speaker said it was worth exploring the Chair’s proposal regarding the use of voluntary contributions to facilitate the Committee’s third session, provided that there were no legal barriers to this solution and that the independence and impartiality of the Committee were not affected. The speaker commended the Committee’s efforts to find a solution.

    Another speaker said that their country had attempted to fund one of the treaty bodies’ mandates directly but had been told that funding could only come from the regular budget. If a voluntary funding scheme for the Committee was established, it needed to be established for all the treaty bodies and other mechanisms receiving funds from the regular budget. The speaker said that their country would support solutions proposed by States, while working within the norms of the United Nations’ system.

    A speaker said that one State had traditionally contributed significantly to the funding of the human rights system; the reasons for its sudden cessation of funding needed to be examined. States were the owners of the treaty body system.

    One speaker said multilingualism needed to be an essential value of the treaty bodies; it should not be sacrificed to achieve budgetary austerity.

    Responses by Committee Experts and Others

    A Committee Expert said States were authors of the Covenant and the Optional Protocol on individual communications. The harmonisation of working methods related to individual communications began around three years ago, both formally and informally. There was no resistance from the Committee in this regard. The Human Rights Committee received the largest number of individual communications, given the broad scope of the Covenant. It was proud of its record in dealing with these communications. Delays in issuing decisions on communications affected the relevance and legitimacy of the decisions that the Committee adopted. The Committee had had only three days this session to assess individual communications, while it had had a full week previously.

    The Secretariat had exerted efforts to maintain its staff in the financial crisis. The Committee had a human resources issue; there was a lack of staff to assess individual complaints, prepare draft decisions, and assess follow-up to the Committee’s decisions. The issue of resources needed to be addressed; simply freeing up time in sessions to assess individual communications would not fix the backlog.

    Digitisation was a long-standing structural issue for the Committee. The system that the Committee worked with was not sufficiently digitised.

    Another Committee Expert said the Committee welcomed States’ support and was encouraged by their presence in the dialogue. The Committee received over half of all the individual communications received by the treaty body system. If the Secretariat could not prepare individual cases for assessment, the Committee could not assess them. Without sufficient pre-sessional working time, the Committee’s backlog would only increase. Diplomats in Geneva understood the complexities of the treaty body system. They needed to mobilise with colleagues in New York to support treaty bodies’ efficiency.

    This was the first time that the Committee had organised a special, focused meeting, and it had been very successful. It would be helpful to have annual meetings with States, as well as emergency meetings to discuss urgent issues.

    One Committee Expert proposed that the Committee use digital technologies to hold the third session remotely. A decision on this issue needed to be taken rapidly. However, this was not a solution to the structural problems the Committee faced. The Committee needed to take slow steps forward in this situation.

    Another Committee Expert said that the young generation was questioning the capacity of the human rights system to protect human rights, in the context of the recent increase in violations of human rights and international humanitarian law around the world. The Committee was witnessing the emergence of new challenges, including in relation to climate change and artificial intelligence. It was considering how to address these challenges while preserving human rights. The Committee’s objective was not to level accusations at States; it was to accompany them on their journey toward achieving the best implementation of their commitments. Member States needed to support the Committee now, in the same manner as they had supported it for decades.

    A Committee Expert thanked States parties for their support to the international human rights system. States had created the Committee, recognising the need to monitor and protect civil and political rights. The Committee had an enormous workload and required appropriate financial resources, so that the Secretariat could hire necessary human resources to facilitate its work. The Expert called on States to take initiatives to address the crisis. Solutions needed to address the overall structural crisis over the long term.

    CHANGROK SOH, Committee Chair, said the Committee would present a proposal to States regarding the use of voluntary contributions for holding the third session, but only States could approve this. Mr. Soh expressed support for the idea of holding annual meetings with States parties.

    The Committee met online during the COVID-19 pandemic. It found that these meetings were not effective for various reasons, including time difference and limitations on dialogue and interpretation. The treaty body Chairs had discussed this issue, but had decided that online meetings were not an effective option. However, the Committee would continue to use digital technology, including artificial intelligence, to increase the efficiency of its work.

    WAN-HEA LEE, Chief, Civil, Political, Economic, Social and Cultural Rights Section, Human Rights Council and Treaty Mechanisms Division, Office of the United Nations High Commissioner for Human Rights , said that, in the past, the Office of the High Commissioner had reduced the working time of pre-sessional working groups to manage the financial crisis. The working group for the third session had been cancelled.

    In the past, the treaty bodies had been facing a liquidity crisis. Dues were being paid, but did not reach the treaty bodies in a timely manner. However, it was not an issue of liquidity anymore. The budget of the Office of the High Commissioner for Human Rights for this year had been cut, and the situation had moved from a liquidity to a financial crisis. The financial outlook for next year was also not bright.

    DINA ROSSBACHER, Office of the United Nations High Commissioner for Human Rights , said that there was a structural problem in terms of the processing of decisions related to individual communications. The formula adopted by Member States regarding the processing of individual communications had not been fully adopted and this had been exacerbated by the financial crisis. The Committee had taken several steps to address the situation, including efforts to align working methods and increase the efficiency of processing individual communications. Last year, the Committee adopted a record number of decisions on communications – over 450. However, the large backlog remained, and the situation remained urgent.

    Statements and Questions by States Parties

    States expressed support for the work of the Committee, the treaty bodies and the human rights system. It was the responsibility of States to support the work of the Committee, one speaker said.

    Speakers said creative initiatives were needed to address the financial situation, including digital meetings. One State expressed support for the Committee’s efforts to harmonise and increase efficiency for its work.

    One speaker said the Committee needed to further consider the cultural diversity of States in preparing its concluding observations. If the Committee did not consider challenges such as terrorism and unilateral coercive measures, its recommendations would be considered irrelevant to the realities on the ground in some countries. The speaker called on the Committee to prepare a general comment on the impact of unilateral coercive measures on civil and political rights.

    Responses by a Committee Expert

    A Committee Expert said the treaty bodies were implementing innovative methods to review States parties. The Committee on the Elimination of Discrimination against Women had this year conducted a special, informal meeting in Fiji to review States parties in the region. This initiative was funded by States parties, and could be a model for other Committees to follow. The application of simplified procedures to individual communications would not be sufficient for fully addressing the Committee’s backlog.

    Closing Remarks

    CHANGROK SOH, Committee Chair, said treaty bodies were at the core of the human rights architecture. However, the Committee’s third session would not happen without extraordinary measures, and this trend would continue if the Committee continued to rely on the United Nations’ regular budget. Less than five per cent of the United Nations’ regular budget was allocated to the Office of the High Commissioner for Human Rights. The treaty body system was not receiving enough funding for its core work. It was doing its best in terms of rationalisation and increasing efficiency. But as allocated resources declined, support diminished, creating a vicious cycle.

    To address this situation, special measures were needed, such as utilising voluntary contributions transparently. Without a properly functioning treaty body system, human rights protections would weaken around the world. Decisive and urgent action was needed to protect the treaty body system and human rights around the world.

  • MIL-OSI United Nations: Help shape the future of inclusive disaster risk reduction and climate action for assistive technology users

    Persons with disabilities, older persons, and others who use assistive technology (AT)-such as mobility aids, hearing devices, or communication tools-face increased risks during disasters and climate-induced emergencies. Too often, they are left behind due to inaccessible early warning systems, unsafe evacuation procedures, and a lack of continuity in essential services.

    To address these gaps, the United Nations Office for Disaster Risk Reduction (UNDRR), in partnership with the ATscale Global Partnership for Assistive Technology, has led a global study on inclusive disaster risk reduction and climate action for AT users. The study engaged nearly 300 stakeholders across 90 countries, including persons with disabilities, older persons, and their representative organizations.

    The findings have informed the development of a draft policy brief, now available for public consultation. The brief outlines key challenges, good practices, and concrete policy recommendations to ensure AT users are no longer left behind in disaster and climate planning.

  • MIL-OSI United Nations: Overlooked and underestimated: Sand and dust storms wreak havoc across borders

    That’s how much sand and dust enters the atmosphere on an annual basis according to the World Meteorological Organization (WMO)’s annual report on the storms which scatter such particles across borders worldwide.

    The UN weather agency’s reports warns that while the amount of dust decreased marginally in 2024, the impact on humans and economies is increasing.

    WMO estimates that over 330 million people across 150 countries are affected by sand and dust storms, leading to premature deaths and other health consequences in addition to steep economic costs.

    More than just a dark sky 

    Sand and dust storms do not just mean dirty windows and hazy skies. They harm the health and quality of life of millions of people and cost many millions of dollars,” said Celeste Saulo, the Secretary-General of WMO.

    While the movement of sand and dust is a natural weather process, increased land degradation and water mismanagement have, in the past few decades, exacerbated the prevalence and geographic spread.

    Dust and sand particles – 80 per cent of which come from North Africa and the Middle East – can be transported thousands of kilometres across borders and oceans.

    “What begins in a storm in the Sahara, can darken skies in Europe. What is lifted in Central Asia, can alter air quality in China. The atmosphere does not recognize borders,” said Sara Basart, WMO Scientific Officer, at a briefing in Geneva.

    And this is precisely what happened in 2024. Dust and sand from the Western Sahara travelled all the way to Spain’s Canary Islands. And fierce winds and drought in Mongolia brought dust to Beijing and northern China.

    Fast-growing challenge

    “These extreme weather events are not local anomalies. Sand and dust storms are fast becoming one of the most overlooked yet far-reaching global challenges of our time,” said a senior official on Thursday morning speaking on behalf of Philémon Yang, President of the General Assembly.

    The storms can obscure sunlight, altering ecosystems on land and in the ocean. In addition to environmental impacts, these weather occurrences have profound impacts on humans and their economies.

    “Once considered seasonal or localised, sand and dust storms have escalated into a persistent and intensifying global hazard,” said Rola Dashti, the co-chair of the UN Coalition on Combating Sand and Dust Storms.

    Between 2018-2022, over 3.8 billion people were exposed to dust particles, with the worst-affected regions experiencing dust exposure 87 per cent of the time during that same period.

    These particles exacerbate cardiovascular diseases and have other adverse health effects, leading to 7 million premature deaths each year especially among already vulnerable populations.

    Mr. Yang referred to this as the “staggering human toll”: from an economic perspective, storms can lead to a 20 per cent reduction in crop production among rural communities, pushing them towards hunger and poverty.

    In the Middle East and North Africa alone, economic losses in 2024 as a result of sand and dust storms accounted for 2.5 per cent of the regional GDP.

    Can’t go it alone

    WMO is calling on the international community to invest more in early warning systems and data tracking.

    No country, no matter how prepared, can face this challenge alone. Sand and dust storms are a trans-boundary threat that demands coordinated, multisectoral and multilateral action,” said Ms. Dashti.

    With 2025-2034 declared the Decade on Combating Sand and Dust Storms, Mr. Yang said this should prove a turning point. He urged Member States to move from awareness to action – and fragmentation to coordination.

  • MIL-OSI United Nations: UN voices concern over Greece’s suspension of asylum applications

    The move, currently being debated in the Greek Parliament, would halt asylum registration for three months and allow for the return of new arrivals without assessing their claims. It follows a recent rise in landings on the southern islands of Gavdos and Crete.

    While acknowledging the strain of managing new arrivals, UNHCR said such measures must remain within the boundaries of international and European law.

    “States have the right to manage borders and address irregular migration,” the agency said in a statement. “Controlling a State’s borders, however, must be in line with international and European law.”

    A fundamental right

    The right to seek asylum, UNHCR underscored, is “a fundamental human right enshrined in international, European and national law – and applies to everyone regardless of how or where they arrive in a country.”

    “Even at times of migratory pressure,” the statement continued, “States must ensure that people seeking asylum have access to asylum procedures.”

    The proposed Greek legislation would deny asylum seekers the ability to lodge applications and instead provide for their return, prompting fears of so-called refoulement – the forced return of individuals to countries where they may face threats to life or freedom.

    The Director-General of the World Health Organization (WHO) is hereby transmitting the report of the fourth meeting of the International Health Regulations (2005) (IHR) Emergency Committee (Committee) regarding the upsurge of mpox 2024, held on Thursday, 5 June 2025, from 12:00 to 17:00 CEST.

    Concurring with the advice unanimously expressed by the Committee during the meeting, the WHO Director-General determined that the upsurge of mpox 2024 continues to meet the criteria of a public health emergency of international concern (PHEIC) and, accordingly, on 9 June 2025, issued temporary recommendations to States Parties, available here.  

    The WHO Director-General expresses his most sincere gratitude to the Chair, Members, and Advisors of the Committee.

    Sixteen (16) Members of, and two Advisors to, the International Health Regulations (2005) (IHR) Emergency Committee (Committee) were convened by teleconference, via Zoom, on Thursday, 5 June 2025, from 12:00 to 17:00 CEST. Fourteen (14) of the 16 Committee Members, and the two Advisors to the Committee participated in the meeting.

    The Director-General of the World Health Organization (WHO) joined in person and welcomed the participants, including Government Officials designated to present their views to the Committee on behalf of the two invited States Parties – Burundi and the Democratic Republic of the Congo (DRC). The opening remarks by the Director-General are available here.

    The Representative of the Office of Legal Counsel then briefed the Members and Advisors on their roles and responsibilities and identified the mandate of the Committee under the relevant articles of the IHR. The Ethics Officer from the Department of Compliance, Risk Management, and Ethics provided the Members and Advisors with an overview of the WHO Declaration of Interests process. The Members and Advisors were made aware of their individual responsibility to disclose to WHO, in a timely manner, any interests of a personal, professional, financial, intellectual or commercial nature that may give rise to a perceived or actual conflict of interest. They were additionally reminded of their duty to maintain the confidentiality of the meeting discussions and the work of the Committee. Each Member and Advisor was surveyed, with no conflicts of interest identified.

    The meeting was handed over to the Chair who introduced the objectives of the meeting, which were to provide views to the WHO Director-General on whether the event continues to constitute a PHEIC, and if so, to provide views on the potential proposed temporary recommendations.

    Session open to representatives of States Parties invited to present their views

    The WHO Secretariat presented an overview of the global epidemiological situation of mpox, including all circulating clades of monkeypox virus (MPXV). Over the past 12 months, the majority of mpox cases have continued to be reported from the African continent, largely driven by outbreaks of MPXV clade Ib in East African countries, including the DRC, where clade Ia is co-circulating. Sierra Leone however is experiencing a rapidly evolving outbreak, which based on available genomic sequencing results, appears to be driven by MPXV clade IIb. Outside of the African region, there continues to be a steady report of monthly cases (between about 500 – 1000 monthly), from all regions, mostly reflecting ongoing circulation of MPXV clade IIb among men who have sex with men (MSM).

    In the DRC, while surveillance- and access to healthcare-related challenges persist, particularly in the eastern part of the country, trends in most Provinces where MPXV clade Ib is circulating, including those of North Kivu and South Kivu, are now appearing to stabilize or decline. Similar trends are also observed in areas endemic for MPXV clade Ia. In the capital Kinshasa, where the upsurge is driven by a co-circulation of MPXV clades Ia and Ib, the disease appears to be clustered geographically and in specific demographic groups, with incidence disproportionately higher among young adults, reflecting dynamics of transmission sustained by sexual networks in key areas of the city.

    In Burundi, a steady decline in incidence of mpox cases has been observed since late 2024. Initially concentrated in and around Bujumbura and later spreading to the administrative capital Gitega, with at its peak cases reported in most districts, the upsurge appears to now be concentrated only in a few hotspots.

    In Uganda, although national trends indicate a decrease in mpox cases since mid-February 2025, including a clear downward trend in the capital Kampala, limitations in testing capacity warrant cautious interpretation. Clusters are concentrated in urban settings, with transmission primarily among young adults, consistent with sexual contact transmission dynamics.

    In Kenya, although the number of mpox cases remains low, recent data suggest an upward trend. Surveillance is likely underestimating the actual incidence of mpox cases. Transmission has been associated with mobile populations, including truck drivers and sex workers.

    Sierra Leone has recently faced a significant upsurge of MPXV clade IIb, with a peak reproduction number in the capital Freetown, exceeding that observed in the past in Kinshasa, DRC, or Kampala, Uganda. Over the past three weeks, the number of observed mpox cases has been declining, possibly due to a combination of, increased natural immunity in high-risk groups and public health interventions. Transmission remains concentrated in urban areas and among young adults, likely to be associated with sexual contact.

    Travel-associated cases are declining but remain a concern. Notably, recent diagnoses of MPXV clade Ib infection in Australia – linked to exposure in Thailand – highlight the risk of undetected transmission in countries or areas with underperforming surveillance. The majority of secondary transmission resulting from imported mpox cases occurs through close, intimate, or sexual contact.

    MPXV clade Ia continues to show higher mortality, especially in children the DRC with a case fatality rate of 2-3%, although data should be interpreted considering, inter alia, the limitation of syndromic surveillance. Across all clades, individuals with underlying immunosuppression, particularly those with HIV infection, remain at greatest risk of severe outcomes and death. The overall case fatality rate for MPXV clade Ib and clade IIb remains around 0.5%.

    The WHO Secretariat presented the assessed risk by MPXV clades and further expressed in terms of overall public health risk where any given clade/s is/are circulating, as: Clade Ib – high public health risk in the DRC and neighbouring countries; Clade Ia – moderate public health risk in the DRC; Clade II – moderate public health risk in Nigeria and countries of West and Central Africa where mpox is endemic; and clade IIb – moderate public health risk globally. It was noted that the above risk assessment corresponds to the one presented during the third meeting of the Committee on 25 February 2025.

    The WHO Secretariat subsequently underscored progress in mpox control efforts, attributing gains to partnerships among national governments, communities, and WHO. However, these are now at risk due to a worsening funding shortfall, not only for the response but for global health programs that support mpox prevention and control activities.

    An updated WHO Mpox Strategic Preparedness and Response Plan (SPRP, available here), covering the period May-August 2025 and integrating lessons from operational reviews conducted in early 2025, was issued in April 2025. While the strategy remains fit for purpose, the funding environment has deteriorated. Despite a $145 million funding requirement to support all partners involved in mpox response efforts, including $47 million for WHO, the Organization has received no new financial commitments since the issuance of the new SPRP, and resource constraints now threaten the sustainability of operations – personnel levels have dropped, and essential supplies, including vaccines, cannot be deployed efficiently.

    WHO has issued updated clinical care and infection prevention and control (IPC) guidance, emphasizing the importance of integrating mpox-related interventions into broader health programs and health services delivery. However, the effective implementation of the guidance remains limited by logistical and financial barriers, and its application at local level requires intensified support. Community-centered care strategies, such as home-based care with IPC integration and linkage to primary care, have been endorsed to alleviate pressure on health facilities.

    Seven countries have initiated mpox vaccination (Central African Republic, DRC, Liberia, Nigeria, Rwanda, Sierra Leone, and Uganda), with four additional countries (Angola, Cote d’Ivoire, Kenya, and South Africa) poised to begin. Vaccine supply exists with 2.9 million vaccine doses in countries, but resource limitations hamper distribution and administration, with only approximately 724,000 doses administered to date. Strengthened coordination is essential to ensure equitable and timely delivery to high-risk populations.

    While recent progress in controlling and responding to the spread of mpox are encouraging, sustainability hinges on urgent and sustained resource mobilization, greater integration within health systems, and continued prioritization of community engagement. Without this, current gains risk being reversed.

    Representatives of Burundi and the DRC updated the Committee on the mpox epidemiological situation in their countries and their current control and response efforts, needs and challenges, and plans in the medium term.

    In Burundi, since the mpox upsurge started in July 2024, cumulatively, approximately 4,000 confirmed cases of mpox, including one death, were observed. The number of cases has been subsiding and, as of 25 May 2025, mpox cases are occurring in 9 districts, including two hotspots. The response in Burundi is focusing on rapid response to alerts and contract tracing. Among the challenges in responding to mpox are insufficient resources to provide food for cases, lack of clean water in some of the hotspots, and the absence of a functional multisectoral One Health platform.

    In the DRC, the number of mpox cases is plateauing, with a significant decrease in positivity rate, further corroborating the declining trends. Outside areas considered to be endemic, adults account for the majority of cases, with sexual contact being the most frequent mode of transmission. Overall, as a result of contact tracing activities, 83,000 contacts were identified, with a median of 5 contacts per case. More than two million mpox vaccine doses were received, with approximately 600,000 people vaccinated to date. Efforts are ongoing to make triage more efficient and effective, and improve diagnostics for mpox, including transport of samples from the affected communities. National authorities have developed a plan to intensify the response to the mpox outbreak, focusing on surveillance, contact tracing, risk communication, and vaccination. However, the funding gap is again impacting response activities, particularly in remote areas.

    Members of, and Advisors to, the Committee then engaged in questions and answers with the presenters from States Parties and the WHO Secretariat, revolving around the issues and challenges enumerated below.

    Global epidemiology, clade distribution, and risk assessment – The global epidemiological risk has remained largely unchanged since the Committee last met on 25 February 2025. However, 17 countries in Africa are currently reporting mpox outbreaks (i.e. one case or more in the last six weeks). MPXV clade Ib continues to spread in high-risk groups and has been newly detected in countries including Ethiopia, Malawi, South Sudan, and Zambia. Sierra Leone is experiencing a distinct outbreak, likely due to MPXV clade IIb according to initial evidence. This outbreak poses a specific local and regional risk and is a reminder of the ongoing risk of mpox outbreaks in specific contexts. The Committee asked about progress made towards the elimination of mpox in the WHO European Region. In that respect, the WHO Secretariat indicated that MPXV clade IIb continues to circulate at low levels, predominantly among MSM. Despite the reduced number of cases, elimination has not been achieved, with persistent transmission linked to gaps in immunity, behavioral risk factors, and communication barriers. Given the patterns of international travel, the risk of reintroduction in the WHO European Region persists.

    Surveillance, laboratory testing, and confidence in data – On the specific question of confidence in trends in the DRC, while there remain many specific challenges to surveillance, stable or decreasing trends observed in syndromic surveillance, epidemiological case-based surveillance and laboratory-based surveillance, coupled with decreases in test positivity, bring some confidence in the robustness of the assessment. Caution is warranted particularly when interpreting current trends in some areas of the Eastern Provinces of the DRC where access remains constrained, although, overall, Eastern DRC had been seeing a sustained decline in reported cases before the more recent security constraints. Concerns were expressed about the possibility of undetected transmission of MPXV in West Africa, including in Ghana and Togo in relation to MPXV clade Ib, as well as in Sierra Leone, in relation to MPXV clade IIb, despite of the declining trajectory of the number of cases after it peaked in early 2025. Concerns were also expressed regarding the need for enhanced genomic sequencing capacity. Burundi was commended for its strong surveillance performance, including its high testing rate and contact follow-up capacity. National laboratory diagnostic approaches generally report adhering to WHO protocols. However, in Sierra Leone, due to the burden of response activities, only 2% of samples positive for MPXV infection (prior to early May 2025) underwent genomic sequencing.he WHO Secretariat continues to support countries experiencing upsurges of mpox cases by providing technical assistance, including facilitating shipment of specimens to national or international laboratories.

    Patterns of transmission – The Committee highlighted that, unlike in most other areas experiencing the MPXV clade Ib outbreaks, an increased number of paediatric mpox cases is observed in the Provinces of North and South Kivu, DRC. While detailed epidemiological data are limited, this age pattern could potentially be explained, inter alia, by the build-up of immunity among adults following sexual exposure, leading to infections due to non-sexual exposure withing households. There have been anecdotical reports of exposure in paediatric healthcare facilities. It was noted that outbreaks of mpox have not otherwise been reported in educational or other settings where children are congregating.

    Contact tracing – Approaches to contact tracing differ across countries. In some settings the absence of systematic tracing and access to diagnostics reduces the effectiveness of overall control actions. The need to optimize public health resource allocation was underscored. This would entail reassessing the feasibility of traditional contact tracing in certain settings, as well as the use of mpox vaccine among identified contacts to reduce secondary transmission.

    Vaccination – As of June 2025, approximately 2.9 million mpox vaccine doses have been distributed across the African continent, the majority to the DRC, which has received about 2.5 million doses. Of these, approximately 600,000 doses have been administered. The remaining 1.9 million doses comprise 1.5 million LC16m8 vaccine doses donated by Japan (not yet deployed as training of health workers is underway) and 367,000 MVA-BN doses. A further 349,000 doses secured by the United Nations Children’s Fund (UNICEF) remain undeployed due to funding shortages. An additional 219,000 MVA-BN doses have been pledged by the Government of the United States of America, pending approval for deployment. Strategies for the use of mpox vaccine have evolved in response to supply constraints and emerging epidemiological trends. In the DRC, since February 2025, approximately105,000 doses have been administered to children under 12 and approximately 56,000 doses to adolescents aged 12 to 18. Additional groups targeted by vaccination efforts in the DRC include healthcare workers, individuals at risk of severe disease – such as people living with HIV – and, in more recent phases, key populations in transmission hotspots, including sex workers, and MSM. In Sierra Leone, the vaccination strategy was initially focused on healthcare and frontline workers and people living with HIV. The focus of vaccination efforts then shifted to hotspots and contacts, sex workers, and MSM within those hotspots. Initially, most countries began with a two-dose regimen; however, the majority have now transitioned to a single-dose approach or are preparing to shift toward intradermal fractional dosing. These dose-sparing strategies were endorsed in the WHO position paper, if vaccine resources were limited, published on 23 August 2024, available here.[1] It was noted that intradermal fractional dosing, where each vial can yield four to five doses, is applicable only to the MVA-BN vaccine and has already been employed in some settings. Overall, the uptake of available vaccines has remained lower than anticipated due to logistical, operational, and financial barriers. Further efforts are needed to optimize the strategic use of available mpox vaccine and maximize its public health impact.

    Mpox and HIV infections and integration of health services – Coinfection with HIV presents significant challenges for health services in the management of mpox, especially in countries with high HIV prevalence. In Kinshasa, DRC, 9.3% of mpox cases are reported to be HIV-positive, though this figure likely underrepresents the true burden due to limited HIV testing and integration of health services. In Uganda, 55% of deaths associated with MPXV infection have occurred among people living with HIV. The importance of co-located testing services and data systems was underscored to capture the dual burden of HIV and mpox more effectively. Reference to WHO technical guidance was made in relation to the use of rapid tests for HIV diagnosis, immediate linkage to care for those who test positive, and protocols for clinical management of coinfected individuals. The needs for improving triage systems and refining clinical diagnostic criteria for mpox were highlighted, with emphasis on the misclassification of dermatological conditions, such as chickenpox. Overall, the integration of health care delivery remains uneven across countries.

    Funding – Funding gaps remain one of the most critical threats to the mpox response. It was noted that, since the launch of the updated SPRP in April 2025, WHO has not received any additional earmarked contributions, resulting in the scaling back of operations, including surveillance, laboratory support, community outreach, and vaccine-related logistics. Serious concerns were expressed regarding the sustainability of key control interventions, including HIV-related, the interruption of which could lead to the intensification of transmission and, hence, limit the ability of public health systems to adapt and respond to changing transmission patterns. However, it was emphasized that lessons should be learned from the experience of Burundi that, despite operating with limited resources, has made substantial progress in controlling the upsurge of mpox, thanks largely to non-pharmaceutical interventions – a combination of sensitive surveillance, effective contact tracing, strong laboratory testing capacity, and decentralized district-level interventions leveraging on community engagement.

    Anticipated scenarios for controlling and responding to mpox – The Committee expressed concerns about the current epidemiological trajectory suggesting that mpox may be moving toward endemicity in some countries, or areas thereof, in the African continent. Although some countries are seeing sustained declining trends, MPXV transmission persists. This is consistent with preliminary modelling work suggesting that the actual case counts may be higher than reported due to diagnostic and surveillance gaps. Such scenario raises concern in terms of future interspersed surges of cases in countries in the African continent, as well as exportation of cases within and beyond the continent. Therefore, the observed epidemiological evolution of mpox since the public health emergency of international concern (PHEIC) was determined in August 2024, requires the development of adequate definitions to describe the pattern of mpox transmission experienced by countries, or areas thereof, and, consequently, assist in setting the goals for control, and guide control and response interventions accordingly. 

    Deliberative session

    Following the session open to invited States Parties, the Committee reconvened in a closed session to examine the questions in relation to whether the event constitutes a PHEIC or not, and if so, to consider the temporary recommendations drafted by the WHO Secretariat in accordance with IHR provisions.

    The Chair reminded the Committee Members of their mandate and recalled that a PHEIC is defined in the IHR as an “extraordinary event, which constitutes a public health risk to other States through the international spread of disease, and potentially requires a coordinated international response”.

    The Committee was unanimous in expressing the views that the ongoing upsurge of mpox still meets the criteria of a PHEIC and that the Director-General be advised accordingly.

    The overarching considerations underpinning the advice of the Committee are determined by (a) challenges in accurately describing the multi-faceted epidemiological patterns and profiles associated with multiple circulating MPXV clades, observed and markedly differing from historical experience with the disease; (b) uncertainties related to funding availability in the immediate and medium term, both, domestically and internationally; and (c) the subsequent challenges in defining public health strategic approaches for controlling and responding to the spread of mpox.

    On that basis, the Committee considered that:

    The event is “extraordinary” because of (i) the emergence and spread of MPXV clade 1b has introduced new uncertainties regarding virus evolution, and the current and foreseeable dynamics of mpox spread; (ii) the establishment of sustained community transmission of MPXV clade I in additional countries in the African continent, without a full appreciation of the factors driving the rapid evolution of the surge of mpox cases; (iii) the disproportionate burden of mpox cases among children, especially in the Eastern Provinces of the DRC, with not yet fully explained dynamics of transmission; and (iv) the persistent challenges integrating health service delivery to mpox patients, due to the likelihood of comorbidities and heightened vulnerability.

    The event “constitutes a public health risk to other States through the international spread of disease” because of (i) sub-optimal surveillance systems in many countries and regions, likely leading to undetected transmission and subsequent spread of MPXV clade I into additional countries in the African continent. Such consideration applies to both countries in West Africa, where MPXV clade I had not previously been identified, but are experiencing significant population movement with central and east African countries where that virus is spreading, as well as to countries outside the African continent (e.g. exported case of MPXV clade Ib infection from Thailand to Australia); and (ii) the continuous exportation of MPXV clade I mpox cases from Africa to other continents, some of which resulting in secondary transmission.

    The event “requires a coordinated international response” because (i) there is a need for concerted efforts by the international community to supplement domestic funding for mpox control and response activities, as well as those of United Agencies, other international institutions and partnerships operational in the field and/or involved in vaccine procurement and related logistics; (ii) access to vaccine, even when available, remains challenging in terms of delivery capacity at the local level; (iii) in the context of limited funding, there is a need to facilitate the exchange of experience between countries, in particular those of countries like Burundi, that despite operating with limited resources, has made substantial progress in controlling the upsurge of mpox through the implementation of non-pharmaceutical interventions; and (iv) there is a need to monitor the spread and phylogenetic evolution of MPXV clades through genetic sequencing, not always available or optimally performing, in countries experiencing upsurges of mpox.

    The Committee subsequently considered the draft of the temporary recommendations proposed by the WHO Secretariat.

    Anticipating the possibility that the WHO Director-General may determine that the event continues to constitute a PHEIC, the Committee had received a proposed set of revised temporary recommendations ahead of the meeting. This reflected the proposal to extend most of the temporary recommendations issued on 27 February 2025. While acknowledging that the standing recommendations for mpox are approaching their expiration (20 August 2025) and could potentially benefit from extension or revision, the Committee reiterated the relevance of the proposed temporary recommendations. However, the Committee emphasized the needs (i) to prioritize temporary recommendations related to non-pharmaceutical interventions, taking into account implementation challenges and successful experiences on the ground; and (ii) to anchor vaccine deployment in evidence-based approaches.

    Conclusions

    Considering the complexity of the epidemiological evolution of the spread of mpox, of the distribution of the MPXV clades, the challenges in implementing efficient and effective control and response interventions, as well as issues raised by the Committee in occasion of their previous meetings, the Committee welcomed the proposal by the WHO Secretariat to hold an informal technical meeting aimed at assisting countries to prioritise response measures adapted to the varied epidemiological contexts, ahead of its next formal meeting should the WHO Director-General determine that the event continues to constitute a PHEIC.

    The Committee agreed to provide its feedback to the WHO Secretariat on the proposed set of temporary recommendations the day after the meeting (i.e. 6 June 2025), and to finalize the report of the meeting during the week of 9 June 2025.

    The Acting Director of the Department of Epidemic and Pandemic Threat Management at WHO headquarters, on behalf of the WHO Deputy Director-General, expressed her gratitude to the Committee’s Officers, its Members and Advisors and closed the meeting.

  • MIL-OSI United Nations: UN calls for reversal of US sanctions on Special Rapporteur Francesca Albanese

    They’re calling for the decision to be reversed, warning it could undermine the wider international human rights system.

    The sanctions were announced by US Secretary of State Marco Rubio on Wednesday under a Presidential Executive Order.

    Mr. Rubio alleged that Ms. Albanese had “directly engaged with the International Criminal Court (ICC) in efforts to investigate, arrest, detain, or prosecute nationals of the United States or Israel, without the consent of those two countries,” which he called a “gross infringement” on national sovereignty.

    The US and Israel are not parties to the Rome Statute, the international treaty that established the ICC.

    Call for reversal

    In a statement issued on Thursday, UN High Commissioner for Human Rights Volker Türk called for the “prompt reversal” of the sanctions against the Human Rights Council-appointed Special Rapporteur “in response to work she has undertaken under the mandate” she is tasked with.

    Even in face of fierce disagreement, UN Member States should engage substantively and constructively, rather than resort to punitive measures,” he said.

    The UN rights chief also called for an end to attacks and threats against mandate holders appointed by the council, as well as key institutions like the ICC.

    The solution is not less, but more, debate and dialogue on the very real human rights concerns they address,” Mr. Türk urged.

    Cooperation, not reprisal

    Jürg Lauber, President of the UN Human Rights Council, also voiced regret over the punitive move by the US.

    In a statement, he highlighted that Special Rapporteurs “are an essential instrument” in fulfilling the Council’s mandate and urged all nations to “fully cooperate” with them.

    I call on all UN Member States…to refrain from any acts of intimidation or reprisal against them,” he said.

    Independent Special Rapporteurs

    Special Rapporteurs are appointed under what is known as the Special Procedures of the Human Rights Council.

    They are independent experts appointed to monitor and report on human rights issues worldwide. These experts serve in their personal capacity, are not UN staff and receive no financial remuneration for their work.

    They regularly report to the Geneva-based council as well as to the UN General Assembly in New York.

    In addition to the mandate on the occupied Palestinian territory, mandates exist to monitor human rights in countries such as Iran, the Democratic People’s Republic of Korea and Afghanistan. In all there are 46 thematic and 14 different country-based mandates.

  • MIL-OSI United Nations: Security Council Press Statement on Signature of Peace Agreement between Democratic Republic of Congo and Rwanda

    The members of the Security Council welcomed the peace agreement signed between the Democratic Republic of the Congo and Rwanda on 27 June, and expressed their deep appreciation to the United States, Qatar and the African Union for their facilitation efforts.

    The members of the Security Council urged the Democratic Republic of the Congo and Rwanda to honour in good faith their obligations and commitments for lasting peace in eastern Democratic Republic of the Congo, including those related to the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) and resolution 2773 (2025).

    The members of the Security Council expressed their determination to actively support the Democratic Republic of the Congo and Rwanda in the implementation and follow-up of this agreement.

  • MIL-OSI United Nations: Saudi Arabia lifesaving date shipment to feed 100,000 conflict affected Mozambicans

    MAPUTO – The King Salman Humanitarian Aid and Relief Centre (KSrelief), in partnership with the United Nations World Food Programme (WFP), has delivered 23 metric tonnes of premium Saudi dates to support more than 100,000 vulnerable women, children, and families in northern Mozambique who are suffering from the impacts of conflict and displacement.

    Dates, a staple of Saudi generosity and nutrition for centuries, are rich in fibre, antioxidants, and essential minerals such as potassium, magnesium, and iron. This donation will directly enhance the diets of families struggling with food insecurity, providing both immediate nourishment and a symbol of solidarity from the people of Saudi Arabia.

    The shipment arrived at the Port of Nacala and was swiftly transported to Cabo Delgado Province, where distribution to conflict-affected households is already underway.

    “These dates will strengthen the diets of 100,000 people—especially women and children—and represent a meaningful gesture of solidarity from the people of the Kingdom of Saudi Arabia to the people of Mozambique”, said Antonella D’Aprile, WFP Country Director in Mozambique.

    Mozambique is currently facing one of its most severe food security crises in recent years. An estimated 5 million people require urgent humanitarian assistance, and nearly 40 percent of children under five are suffering from chronic malnutrition. In the north, ongoing conflict and climate shocks continue to displace families and disrupt livelihoods, making life-saving support more critical than ever.

    Saudi Arabia’s humanitarian assistance, coordinated by KSrelief, is a cornerstone of its foreign aid. Since 2015, KSrelief has delivered aid to vulnerable communities worldwide. Between 2022 and 2024 alone, Saudi Arabia provided 160 metric tonnes of dates to Mozambique, reaffirming its long-term commitment to the country’s recovery and resilience.

  • MIL-OSI United Nations: 10 July 2025 Departmental update WHO Academy and the City of Lyon: a strategic collaboration for global health

    In 2018, when the idea of establishing a global learning centre for health – what would become the WHO Academy – was under discussion between the World Health Organization (WHO) and the Government of France, they didn’t have to look far for its new home. Since the Middle Ages, Lyon has been a European capital for human, animal and environmental health. Doctors from across Europe came to study in Lyon, and it was the first centre of medical literature on the continent in the fifteenth and sixteenth centuries. The city is even the home of the first veterinary school in Europe, opening in Lyon in 1761.

    In more recent times, Marcel Mérieux, a former assistant to Pasteur, opened one of the city’s first pharmaceutical research institutes in 1897, the beginnings of what would become the Lyon-Gerland Biodistrict. The city brings together over 2000 global public institutions, research centres and businesses focused on life sciences and health employing nearly 80 000 people, including the WHO International Agency for Research on Cancer (IARC) and a WHO office dedicated to health emergencies.

    “The City of Lyon has demonstrated exceptional leadership in public health, making it an ideal partner for the WHO Academy,” explains Dr David Atchoarena, Executive Director of the WHO Academy. “The local ecosystem provides a myriad of opportunities for collaboration and maximizing the impact of the WHO Academy’s initiatives. Together with the City of Lyon we are committed to advancing global health through innovative approaches that address the complex challenges of our time.”

    Meeting these challenges depends on a well-prepared, highly skilled global health and care workforce. The aim of the WHO Academy is to become a global hub for lifelong learning and to provide health and care workers, and decision-makers, in France and around the world, with access to the knowledge and competencies they need to meet current and future needs. The Academy has developed a comprehensive portfolio of courses across most health topics addressed by WHO and has three flagship programmes: Biomanufacturing, Healthy Cities and One Health.

    Leveraging the local ecosystem for innovative health solutions

    The partnership between the WHO Academy and the City of Lyon has already yielded numerous collaborative activities since the launch of the Academy in December 2024. The Academy is an observer to the Contrat Local de Santé 2022-2027, led by the City of Lyon and the Auvergne-Rhône-Alpes Regional Health Agency, to reduce health inequalities, improve access to care, promote prevention and integrate the One Health approach to health services in the region. In addition, the Academy acted as an observer to AGORA 2030, a participatory initiative accelerating climate action through collaboration among various city stakeholders.

    In April 2025, the Academy participated in the month-long ‘Explore your Health’ festival, most significantly by hosting a roundtable discussion on ‘Urban Planning through the One Health Lens’ at the WHO Academy campus, featuring experts in health, urbanism and research to discuss sustainable city development.

    Lyon is a committed member of the WHO French Healthy Cities Network, and the city’s municipal strategy aligns with the principles of the Academy’s Healthy Cities flagship: equity, participation, multisectoral governance and sustainability. Most recently the WHO Academy and the City of Lyon co-organized a two-day study visit and knowledge exchange for more than 50 mayors from the Korea Healthy Cities Partnership.

    In May, the Séminaire des directeurs meeting held at the Academy campus raised awareness among the 80 City of Lyon directors of public services about the importance of integrating a One Health approach into their work.

    “The City of Lyon is committed to addressing the key determinants of health, such as nutrition, housing, environmental health, access to care and physical activity for the citizens of Lyon, but also for people around the world,”  said Céline de Laurens, Lyon Deputy Mayor for Health, Prevention, and Environmental Health. “Being able to share our experiences, and hear from others like those in Korea, is critical to creating better health for all. This is why having the WHO Academy in Lyon is so important – it brings global experience to our doorstep and also amplifies our own lessons to the world.”

    Global cooperation supporting local solutions

    The collaboration between WHO and the City of Lyon is set to expand with several initiatives recently implemented or planned in the coming months. The city will begin contributing local case studies and examples of city-led innovation in health, environmental sustainability and social equity to the Healthy Cities and One Health flagship programmes. Plus, the Academy will soon start developing learning content for municipal leaders around the world, to be hosted on its online learning platform, based on Lyon’s experience in health-enabling urban planning, food systems and climate-responsive public health strategies.

    “With the establishment of the WHO Academy campus, the City of Lyon is poised to further its contributions to public health, fostering innovation and collaboration to address global health challenges,” noted Dr Atchoarena. “We couldn’t have asked for a better partner for the Academy, and working with the City of Lyon allows us to share a model for other global cities to follow.”

  • MIL-OSI United Nations: Libya: UN urges restraint as military buildup threatens renewed violence in Tripoli

    In a statement late on Wednesday (local time), the UN Support Mission in Libya (UNSMIL) expressed deep concern over continued reports of armed group mobilisation in densely populated areas, urging all parties to refrain from the use of force and inflammatory rhetoric.

    The Mission strongly urges all parties to avoid any actions or political rhetoric that could trigger escalation or lead to renewed clashes,” it said.

    UNSMIL stressed that protection of civilian lives and property under international law remains a binding obligation for all political and security actors.

    Those responsible for attacks against civilians will be held accountable,” the Mission said.

    Pursue dialogue, not violence

    The Mission reiterated its support for the implementation of security arrangements developed by the Truce and Security and Military Arrangements Committees, emphasising that “forces recently deployed in Tripoli must withdraw without delay.

    It also underscored that dialogue – not violence – remains the only viable path to achieving sustainable peace and stability in Tripoli and across Libya.

    The appeal comes amid reports of military movements in the capital and renewed clashes between armed groups, reflecting the persistent volatility that has plagued Libya since the fall of former leader Muammar Gaddafi in 2011.

    Political stalemate

    The country remains divided between rival administrations in the east and west, with unity efforts repeatedly stalled.

    A UN-brokered ceasefire signed in 2020 raised hopes for national elections, but progress has been hampered by political deadlock and sporadic outbreaks of violence – particularly in Tripoli.

    In May, clashes erupted in several districts of the capital, reportedly triggered by the killing of a prominent militia leader. The fighting, which involved heavy weaponry in densely populated areas, forced hundreds of families to flee and further strained the city’s already fragile infrastructure.
