  • MIL-OSI United Nations: IAEA at COP29: Time to Deliver Nuclear Solutions

    Momentum for nuclear energy as a key driver toward net-zero is stronger than ever. Now is the time to turn last year’s historic consensus in Dubai into action, advancing nuclear solutions to ensure energy security, achieve climate targets and promote sustainable development.

    International Atomic Energy Agency (IAEA) Director General Rafael Mariano Grossi is bringing this message to the 29th United Nations Climate Change Conference (COP29).

    This year’s COP has climate finance at the top of the agenda. Building on the back of the historic inclusion of nuclear in the COP28 Global Stocktake and the first ever Nuclear Energy Summit in Brussels, Director General Grossi will attend COP29 with a call to increase climate finance for nuclear. At the Financing Low Carbon Technology, Including Nuclear Energy event on 13 November at 16:00, Director General Grossi, as well as the COP29 presidency, ministers, heads of international organizations, multilateral development banks and the private sector will discuss scaling up the financing necessary to expand all low carbon energy technologies, including nuclear power.

    In recently published projections, the IAEA increased its forecast for nuclear power generation for the fourth consecutive year. In its high-case scenario, global nuclear capacity by 2050 could reach two and a half times today’s levels, with small modular reactors (SMRs) contributing a quarter of this expansion. The United States Senior Advisor to the President for International Climate Policy, John Podesta, and Director General Grossi will host an event on Accelerating Early Deployment of Small Modular Reactors at 12:45 on 13 November.

    Throughout the two-week conference, which runs from 11 to 22 November, the IAEA will also promote the use of nuclear science and technologies for climate change adaptation and monitoring to achieve sustainable water management, protect coastal and marine ecosystems and provide food security.

    On 12 November, Director General Grossi will join leaders from UNIDO, FAO, WTO and other key sectors for a flagship event on Decarbonizing and Adapting the Cotton-to-Clothing Value Chain through Multisectoral Partnerships. The event will showcase how innovative policies, technologies and partnerships can drive decarbonization in the cotton sector and strengthen climate resilience.

    Millions worldwide still face hunger, and transforming agrifood systems through science and technology is essential to address this challenge amid changing climate conditions. An event on the joint IAEA/FAO Atoms4Food initiative will take place at the China Pavilion on 12 November to present achievements in agriculture and food security in the context of national climate adaptation efforts. 

    The Atoms4Climate pavilion will be hosted by the IAEA in the Blue Zone at COP and will showcase nuclear power, science and technology solutions for climate change mitigation, adaptation and monitoring.

    The IAEA will host and participate in more than 50 events focusing on four thematic areas: energyfood, the ocean and water.

    Nuclear security measures

    For the third time, the IAEA is supporting the COP host country to implement nuclear security measures during the two-week conference. In October, the Agency trained more than 100 national first responders and staff from security enforcement bodies, including through hands-on equipment training conducted at the Baku Stadium, the venue for the COP. The Agency has also supplied over 100 radiation detection devices to support the nuclear security measures throughout COP, which is expected to draw around 40 000 participants. Similar assistance was provided by the IAEA at COP27 in Sharm el-Sheikh, Egypt, and COP28 in Dubai, UAE, as part of the IAEA’s two decades worth of support offered to countries, upon their request, for nuclear security at major public events.

  • MIL-OSI United Nations: Press Arrangements for IAEA Board of Governors Meeting, 20-22 November 2024

    The IAEA Board of Governors will convene its regular November meeting at the Agency’s headquarters starting at 10:30 CET on Wednesday, 20 November, in Board Room C, Building C, 4th floor, in the Vienna International Centre (VIC). 

    Board discussions are expected to include, among others: applications for membership of the Agency; report of the Technical Assistance and Cooperation Committee; verification and monitoring in the Islamic Republic of Iran in light of United Nations Security Council resolution 2231 (2015); nuclear verification: the conclusion of safeguards agreements and of additional protocols (if any), staff of the Department of Safeguards to be used as Agency inspectors, application of safeguards in the Democratic People’s Republic of Korea, implementation of the NPT safeguards agreement in the Syrian Arab Republic, naval nuclear propulsion: Australia and naval nuclear propulsion: Brazil, and NPT safeguards agreement with the Islamic Republic of Iran; nuclear safety, security and safeguards in Ukraine; transfer of the nuclear materials in the context of AUKUS and its safeguards in all aspects under the NPT; and restoration of the Sovereign Equality of Member States in the IAEA. 

    The Board of Governors meeting is closed to the press.

  • MIL-OSI United Nations: IAEA Ministerial Conference to Spotlight Nuclear Science, Technology and Technical Cooperation Programme to Address Global Challenges

    Ministers and senior officials of governments and international organizations will convene at the International Atomic Energy Agency (IAEA) next week to discuss the role of nuclear science and technology in tackling some of the world’s most pressing challenges. The IAEA Ministerial Conference on Nuclear Science, Technology and Applications and the Technical Cooperation Programme will take place in Vienna, Austria, from 26 to 28 November 2024.

    IAEA Director General Rafael Mariano Grossi will open the conference on Tuesday, 26 November, at 09:30 CET, alongside Co-chair of the Conference Kai Mykkänen, Minister of Climate and the Environment, Finland; Co-chair of the Conference Kwaku Afriyie, Minister for Environment, Science, Technology and Innovation, Ghana; Dongyu Qu, Director General, Food and Agriculture Organization of the United Nations (FAO); Ailan Li, Assistant Director-General, Universal Health Coverage/Healthier Populations, World Health Organization (WHO); Shaimaa Al-Sheiby, Vice President for Public Sector and Strategy, the OPEC Fund for International Development; Demetrios Papathanasiou, Global Director, Energy and Extractives Global Practice, the World Bank; and Tom McCulley, Chief Executive Officer, Anglo American Crop Nutrients. This is the second Ministerial Conference of its kind.

    A ministerial declaration is expected to be adopted on 26 November, recognizing the role of nuclear science and technology and the Technical Cooperation Programme in addressing global challenges, advancing the 2030 Agenda and fostering international collaboration for peaceful purposes, with a focus on capacity building and equitable access for all Member States.

    The conference will take place in Boardroom B/M1, M Building, Vienna International Centre (VIC). The conference, including the ministerial segments, technical sessions and panels, is open to media and will be livestreamed. The provisional programme is available here.

    Nuclear applications are an integral part of the technological solution to address development challenges the world is facing today, including climate change, health, food safety and security, and water resource management. Since the first Ministerial Conference in 2018, the IAEA launched the Zoonotic Disease Integrated Action (ZODIAC), NUclear TEChnology for Controlling Plastic Pollution (NUTEC Plastics), Rays of Hope, Atoms4NetZero and, together with the FAO, the Atoms4Food initiative. Through these initiatives, the IAEA can support its Member States and mobilize resources to realize the full potential of nuclear solutions towards global goals.

    Among 1400 participants, more than 50 high-level officials, including ministers, are expected to deliver national statements. The scientific and technical programme comprises panel discussions among ministers, scientists and experts on the latest developments in nuclear science, technology and applications. Member State’s representatives will also share experiences on how the IAEA Technical Cooperation Programme has contributed to their national development.

  • MIL-OSI United Nations: Statement by IAEA Director General Rafael Mariano Grossi on the Occasion of the International Conference on Nuclear Security 2024

    When we met the last time, at ICONS 2020, many of us could not have imagined the momentous change we would experience between then and today, change that would affect billions of people, international peace and security, and nuclear security. A global pandemic was in the making and a war – in Ukraine – for first time soon would be fought among the facilities of one of Europe’s biggest nuclear power programmes.

    Meanwhile, profound technological advances have been made. Assessing their impact on nuclear security is a crucial task. Artificial Intelligence, and unmanned vehicles pose both a threat to nuclear security and offer new tools with which to enhance it. In the nuclear field itself, Small Modular Reactors promise new opportunities for applications such as desalination and power brought to remote communities via barge, but also require us to consider new security elements.

    The use of nuclear science and technology, often facilitated by the IAEA, has come on in leaps and bounds. Climate change and the drive for energy security are fuelling a desire for nuclear power. At this past Conference of the Parties to the UN Framework Convention on Climate Change, COP28, world leaders – those whose states use nuclear power and those whose do not – for the first time in nearly 30 years of COP meetings agreed nuclear power must be part of the transition to net zero. More than 20 countries have signed a pledge towards tripling nuclear power capacity and at the IAEA’s Nuclear Energy Summit in March heads of state agreed on the urgent need for conducive financial conditions. 

    Nuclear security is relevant throughout all the steps of the nuclear fuel cycle and is part of the social contract that underpins the existence and growth of nuclear power. Nuclear power programmes require national nuclear security threat assessments and “security by design”. Nurturing relevant research and a strong security culture are key, not only in countries with NPPs.

    The use of life-saving and life-affirming applications of nuclear science and technology is growing, from cancer patients gaining access to radiotherapy to farmers benefiting from new crop varieties developed with the help of irradiation. IAEA initiative such as Rays of Hope: Cancer care for all; Nutec Plastics; Zoonotic Disease Integrated Action (ZODIAC); and Atoms4Food are key vehicles facilitating wider access.

    All these opportunities to use nuclear and radioactive material depend on a strong and adaptive global nuclear security regime. For countries new to using nuclear and radioactive material, this means building up legal infrastructure, practices and culture that bolster nuclear security.  Nationally and across borders, collaboration and laser-focused vigilance are key to preventing groups with malicious intent from using nuclear and radioactive material to cause panic and harm.

    The threats to nuclear and other radioactive material and associated facilities are real and varied. The international nuclear security threat landscape keeps evolving. Today, anyone can type a few words into a computer and generative AI can create images of nuclear Armageddon, meaning it is now possible to spread panic about radiation fallout without a nuclear device. Risk scenarios include theft of nuclear and other radioactive material for use in improvised devices and sabotage at nuclear installations or during transport of nuclear and radioactive material. The risk of cyber-attacks requires the implementation of computer security programmes by those who use nuclear power and those who don’t. Risks come from outsiders and from those within the fold who are disgruntled or have been corrupted.

    Nuclear security is the national responsibility of individual states, but it also benefits enormously from close collaboration and the enabling role of the IAEA.  ICONS, which started in 2013, has been the place for ministers, policymakers, senior officials, and experts to gather to assesses current priorities, prepare for new challenges, and engage in scenario-based policy discussions. ICONS 2024, presided over by the co-presidents, HE Tim Watts, Assistant Minister for Foreign Affairs of Australia and HE Sungat Yessimkhanov, Vice-Minister of Energy of the Republic of Kazakhstan, covers the themes of policy, law and regulation; technology and infrastructure for prevention, detection and response; capacity building; and cross-cutting areas, such as the interface between nuclear security and nuclear safety. ICONS is the most important high-level international meeting on nuclear security. At this time of heightened tensions, it is imperative that there remains a unity of purpose and that nuclear security does not become a political football.

    This year marks the 10-year anniversary of the IAEA’s Division of Nuclear Security. The IAEA is at the forefront of adapting nuclear security to new challenges, including war. The seven indispensable pillars for ensuring nuclear safety and security have broad international support. They have brought crucial clarity at a time of war and are testament to the adaptiveness of the IAEA and the security regime.

    Those seven pillars are backed up by an enormous ongoing effort by the IAEA to support Ukraine, including through the continuous presence of IAEA experts at all of Ukraine’s nuclear power plants, including Zaporizhzhya NPP on the front lines of the war. When there were allegations of nuclear security breaches, the IAEA was there to investigate with impartiality and science. We set the facts straight that no nuclear material had been diverted, cutting through the fog of war, and diffusing a tense situation.   

    Not all our efforts require quite as much courage as our experts have shown in Ukraine, nor do they make international headlines. But every day, the IAEA – the Secretariat and the Member States – work together fastidiously to underpin nuclear security, never resting, always learning.

    Radioactive sources are extensively used in many domains, including medicine, industry, agriculture and research. An incident in one State can have far-reaching consequences for others, so security for one is security for all. That means supporting States with no, or less developed nuclear security infrastructure makes everyone safer. That support, which often comes via the IAEA, includes making lawmakers aware of their responsibilities.

    Nuclear Security requires the implementation of appropriate and robust legislative regulatory frameworks. In 2022, the first Conference of the Parties to the Amendment to the Convention on the Physical Protection of Nuclear Material (A/CPPNM) was held under the auspices of the IAEA. Reflecting the global importance of the legal framework and of nuclear security, parties managed to agree an outcome document and for the IAEA convene a subsequent conference. Since 2020, 14 new parties have joined the A/CPPNM bringing the total to 136. Five new Parties joined the CPPNM, bringing that total to 164. In addition to the A/CPPNM, political commitment to legally non-binding instruments, like the Code of Conduct on the Safety and Security of Radioactive Sources and its supplementary guidance, is a strong indication of radiation safety and nuclear security culture.

    But legal frameworks are just the beginning. They must be implemented. The IAEA plays a central role in assisting its Members States so they are able to do that. Last year we inaugurated the most visible symbol of our collaboration: the Nuclear Security Training and Demonstration Centre (NSTDC). This first-of-its-kind space, made possible by 15 donors, is a cornerstone for capacity building amid the growing need for sophisticated hands-on nuclear security training using advanced, specialized equipment. The NSTDC is part of a wide range of services offered by the IAEA, including peer reviews, such as the International Physical Protection Advisory Service (IPPAS), of which there have now been more than 100, and Advisory Missions on Regulatory Infrastructure for Radiation Safety and Nuclear Security (RISS), a service we launched in 2022. Our Incident and Trafficking Database (ITDB) now has 145 members and has enabled the reporting of more than 600 incidents in which nuclear or radioactive material went out of regulatory control.  Almost 8,000 people have benefited from our training in nuclear security, and we continue to work very hard to remove barriers that prevent talent from entering the field.  In March 2021, we launched the Women in Nuclear Security Initiative (WINSI) to support the achievement of gender equality in nuclear security. Meanwhile, the IAEA’s Marie Sklodowska Curie Fellowship Programme financially supports women pursuing a master’s degree in nuclear subjects and offers them internships, while our Lise Meitner offers women in the early and middle part of their career enriching opportunities within the field.   

    As the use of nuclear and other radioactive material around the world increases, more and more States are needing to increase their level of nuclear security. Nuclear security is as important as nuclear safety – we must put it on equal footing in terms of reliability of funding and the robustness of implementation.

    At ICONS 2024 we are – as the name of the conference indicates – “shaping the future”, not only of nuclear security, but of the world our children will inherit. That is because nuclear security is about more than preventing nuclear terrorism. It is an enabler to providing, through nuclear science and technology, the clean energy; cutting-edge medicine; nutritious food and hope for a better tomorrow.

  • MIL-OSI United Nations: IAEA Director General Statement on Developments in the Russian Federation

    The IAEA has been monitoring the situation on the reported military activities taking place in the vicinity of the Kursk Nuclear Power Plant (NPP).

    This NPP has six units of two different reactor types: RBMK-1000 and VVER-510. Two of the RBMK-1000 are in shutdown and two are fully operational. The two VVER-510 units are under construction.

    In view of the reportedly significant military activity, I wish to remind all parties of the seven indispensable pillars for ensuring nuclear safety and security during an armed conflict. Additionally, I emphasize the five concrete principles to help to ensure nuclear safety and security which have been established for the Zaporizhzhya NPP in the context of the current conflict between the Russian Federation and Ukraine, and which are equally applicable in this situation. These include, among others, the imperative to ensure the physical integrity of a nuclear power plant. This is valid irrespective of where an NPP is situated.

    At this juncture, I would like to appeal to all sides to exercise maximum restraint in order to avoid a nuclear accident with the potential for serious radiological consequences. I am personally in contact with the relevant authorities of both countries and will continue to be seized of the matter. I will continue to update the international community as appropriate.

    Nobel’s spotlight on our perilous path and how we change course

    I want to start by congratulating Nihon Hidankyō and the hibakusha for their Nobel Peace Prize.

    As a young diplomat almost 40 years ago, I was fortunate to be part of a UN disarmament fellowship programme and to visit Hiroshima. There, fellows had an opportunity to meet the hibakusha and I had a conversation with an ailing victim. I have carried to every meeting, to every negotiation, and to every posting, the memory this woman’s silent testimony. When I asked her about that morning in 1945, she struggled to express the horror in words. She tried to articulate some words but stayed silent. Looking at me, right into my eyes. The look in her eyes has stayed with me ever since, like a powerful reminder, a secret mandate, to work so that her suffering is never repeated.

    For decades after the Second World War, the international community has been dealing with this unique dilemma: we built robust norms and passed nonproliferation and disarmament treaties. Instead of dozens of countries armed with nuclear weapons, as was the concern in the 1960s, there are less than ten. Stockpiles of nuclear weapons have shrunk from tens of thousands to thousands.

    But on its journey through the perils of the atomic age, the world has come to a crucial crossroads. Our deep psychological connection caused by collectively seeing the horror of the consequences of nuclear war seems to be evaporating, taking with it our joint resolve to do everything possible to prevent a repetition.

    Like a giant spotlight, this year’s Nobel Peace Prize has lit up our path ahead. It has done it, by reminding us of the past, and of the consequences of ignoring the perils of nuclear weapons use.

    Context of conflicts

    To understand the important challenges we face, we must look at the global context, at what is happening around the world.  

    War has returned to Europe, and it directly involves a nuclear weapon state. The conflict in Ukraine is also an indirect confrontation between the world’s biggest nuclear weapon states, the first since the end of the Cold War. But nuclear exercises and open references to the use of nuclear weapons in the theatre of this war are increasing the risks and can not be ignored.

    In the Middle East, the conflict of the past year has ignited smoldering tensions between Israel and Iran and led to the unprecedented step of direct exchanges and attacks between the two. Here there is also a nuclear weapons dimension. On one side, the assumed presence of nuclear weapons looms in the background. On the other, the very real potential of nuclear proliferation is raising the stakes.

    We find ourselves in a harmful loop: the erosion of the restraints around nuclear weapons is making these conflicts more dangerous. Meanwhile, these conflicts are contributing to the erosion of the restraints. The vicious circle dynamic is in motion.

    An unfortunate change of direction

    Doctrines regarding the use of nuclear weapons are being revised or reinterpreted. The quantity and quality of nuclear weapon stockpiles are being increased. 

    And in some non-nuclear weapon states – states that are important in their region – leaders are asking “why not us?”. And they are asking this openly!

    At the start of the nuclear arms race, J Robert Oppenheimer described the USSR and the US as “two scorpions in a bottle” each capable of killing the other, but only by risking their own life.

    Oppenheimer’s blunt statement would later be developed and elaborated under the roof of deterrence and the more sophisticated concept of “Mutual Assured Destruction,” or MAD.

    Today, independent of the vantage point of the observer, there is widespread concern that the risk of mutual destruction through nuclear war is higher than it has been for more than a generation.

    Lessons from history

    But it does not have to be this way. We can do better. History has shown that effective dialogue among superpowers has, more often than not, led to confidence and, as a result, also to arms limitation and even disarmament. At certain moments in history, world leaders took the right decisions, to tone down, or, to use today’s parlance, to de-escalate. Let’s see:

    The end of the Cuban Missile Crisis happened thanks to the direct engagement of Soviet leader Nikita Khrushchev and US President John F Kennedy. Decades later, at the Geneva Summit of 1985, Mikhail Gorbachev and President Ronald Reagan agreed a crucial axiom: “Nuclear war cannot be won and should never be fought.” They met again the next year in Reykjavik and significant reductions in nuclear arsenals followed. Nuclear weapon reductions and the elimination of a whole category of weapon, through the Intermediate-Range Nuclear Forces, or INF, Treaty, were agreed. These steps towards rapprochement took leadership and courage. They often happened despite skepticism and voices against them.

    Diplomacy and dialogue (and the duty of nuclear weapon states)

    A return to diplomacy and dialogue is urgently needed, and this, not only in things nuclear. Shutting the other side out has never solved a problem and almost certainly aggravates it. Top leadership involvement is simply indispensable when nuclear weapons are involved. President Trump took the initiative and talked to Kim Jong Un. More of this is needed. Some have said these talks were ill prepared. I say, this is important. Nuclear weapon policy and limitations does not work bottom up. It is of course the other way around.

    We must be proactive in building the trust and protections that lower the risk of close calls and of brinkmanship, especially during today’s tensions. Not taking active steps means we rely on luck – or the assumption that the other side will show restraint – to save us from nuclear war. The longer you rely on luck, the more likely it is to run out.

    Conflict and tensions compel nations to arm themselves. Diplomacy and compromise create conditions in which they can disarm.

    The road to a nuclear weapon-free world is long and winding. The disarmament landscape is complex, and it’s worth acknowledging that. This does not diminish the responsibility nuclear weapons states have to make progress. After all, they committed themselves to this goal back in 1968, through the Non-Proliferation Treaty.

    Steps can be taken to decrease the reliance on nuclear weapons, both in their production and the scenarios for their use.

    Nuclear weapon states, through their actions at home and on the world stage, have a responsibility to avoid a scenario in which more countries seek nuclear weapons. Pushing ahead with increases in arsenals leads to despair, cynicism, and a growing skepticism about the value of past commitments. Disengagement and unilateralism fuel sentiments of vulnerability in other countries, and with that, the notion nuclear weapons could be the ultimate protection against outside threats.

    Engagement among the five permanent members of the Security Council is indispensable. Such engagement can take many different shapes, starting with direct contact among themselves, bilaterally or as a group. This dialogue, which still exists, has been reduced to a very low level, virtually without real impact. Perhaps its revival could be assisted by an international organization, or facilitated with the support of a respected, impartial leader. Therefore, it’s essential that the United Nations, other international organizations, and their leaders work effectively to ensure their continued relevance amid the changing needs of their stakeholders.

    Do not make things worse (by falling for the siren call of proliferation)

    The IAEA has played its indispensable technical role during past attempts of nuclear proliferation, particularly in the Middle East. As the difficult experiences in Iraq, Libya and Syria remind us, the draw of nuclear weapons is real and so is the geopolitical and military response.

    Today’s tensions are prompting even leaders of important counties that, so far, are in good standing with the NPT to ask: “Why shouldn’t we have a nuclear weapon too?”

    To this, I would say, “Do not make things worse.” Acquiring a nuclear weapon will not increase national security, it will do the opposite. Other countries will follow. And this will contribute to the unravelling of a nonproliferation regime that has had its ups and downs – and it still has its limitations – but none-the-less it has served humanity extraordinarily well. The problem and challenge to the NPT regime may come from those nuclear armed but also those who, while not having nuclear weapons, may feel the NPT has failed as a catalyst to disarmament.

    Weakening the non-proliferation treaty under the argument that progress on nuclear disarmament has been slow and more drastic approaches are required, would be totally misguided and may make us throw away existing international measures committing nuclear weapon states and non-nuclear weapon states in this field.

    I come from a non-nuclear weapon state. I understand the frustration that some people feel about the “haves” and “have-nots” of nuclear weapons. But I have also seen the legacy of peace and prosperity left by leaders who resisted that siren call. In the 1980s, vision, resolve and dialogue meant Brazil and Argentina changed course and did not go down the path to nuclear arms. Today, Latin America is a nuclear weapon free zone.

    Multilateral leaders: step up by stepping in

    Many wonder whether there’s still a role for multilateralism in guiding us through this maze of conflicting interests. Yes, there is. During difficult times in the past, international organizations have had a big impact on peace and security. But it only happens when leaders of these organizations get off the side lines and use their mandate and their own good offices effectively.

    We prove our relevance in extraordinary times.   

    Each organization has different tools, a different mandate, a different membership, and each of their leaders will determine how to act. I can speak for the IAEA.  We have nuclear science at our core, and we are the world’s nuclear weapons watchdog. Let me give you an example:

    For almost three years, Ukraine, the world and the IAEA have been confronted with a completely unprecedented situation – never before has a military conflict involved the seizure of a nuclear power plant and been fought among the facilities of a major nuclear power programme.

    At the beginning of the war, Ukraine’s biggest nuclear power plant – the biggest nuclear power plant in Europe, with nearly 6 gigawatts of installed capacity – was taken by Russia. This established a hotspot in the middle of a combat zone. The chance of an incident – or accident – causing terrible radiological consequences became real.

    Observing this from the outside was never, in my mind, an option. Staying on the sidelines and later reflecting on “lessons learned” may have been the more traditional – or expected – path for an international organization. But to me this would have been a dereliction of duty. So, we leaned into our core mission, crossed the front lines of war, and established a permanent presence of IAEA experts at all Ukraine’s nuclear power plants. That makes us the only international organization operating independently in occupied territory. We are informing the world of what’s going on and reducing the chance that a radiological incident enflames the conflict and causes even more devastation.

    We did the same by going to Kursk when a Russian nuclear reactor was at risk of coming into the line of fire. I am in constant communication with both sides.

    I have been meeting with President Zelenskyy, and President Putin regularly. Nuclear safety and security during this conflict must have the buy-in and continued involvement of both leaders. Talking to only one of them would not achieve this important goal. At the same time, I am keeping an open dialogue with leaders on all continents and briefing the UN Security Council. When it comes to nuclear safety in Ukraine it has been possible to build a level of agreement that is rare during the divisions of this conflict. Where there is agreement, there is hope for more agreement.

    Ukraine is not our only hotspot.

    In Iran, the IAEA’s job is to verify the exclusively peaceful nature of a growing nuclear programme. Iran has now enriched uranium to a level that is hard to justify. It has not yet answered the IAEA’s questions completely and it has made our work more difficult by taking away some of our cameras and blocking some of our most experienced safeguards inspectors from going into the country. This has caused concern and led to a pattern of mistrust and recriminations. In diplomacy, progress often requires prompting, catalyzing, and suggesting ways forward. This presents a role for an impartial, honest and effective broker. It is a role I, in my capacity as the IAEA’s Director General, have been playing. In fact, I returned from my latest visit to Tehran just a few weeks ago where I presented alternatives and ideas to reduce the growing tensions, and hopefully to retain Iran within the NPT and the non-proliferation norms.

    The danger of playing it safe

    When it comes to working on behalf of peace and security, playing it safe is dangerous.

    Silence and indifference can be deadly.

    Dag Hammerskjold, the second Secretary General of the United Nations, said: “It is when we all play safe that we create a world of utmost insecurity.”

    A new path

    This week, the Norwegian Nobel Committee looked beyond today’s conflicts. In its own way, it did not play it safe. Instead, it shined a light on the horrors of nuclear war and the people who have been warning us about them for many decades.

    In doing that, the Nobel Committee, Nihon Hidankyō and the hibakusha have illuminated the danger of the path we are now on.

    We have to make a new path.

    First, the leaders of the nuclear weapon states must recognize the need for a responsible management of their nuclear arsenals. Experiences from the past confirm that even at times of crisis and conflict it has been possible to recognize the unique terminal power of these weapons and the responsibility that comes with it. What Kennedy, Khrushchev, Reagan, Gorbachev, or Trump did by reaching out to a nuclear-armed adversary, sets a precedent, a useful one. Such contacts, either bilateral or at the P5 level could possibly be facilitated by a competent broker. These are the first steps to bringing down the tone so that nuclear sabre rattling recedes and the commitments to the unequivocal undertakings to move towards a nuclear free world can be fulfilled.

    Secondly, an iron-clad resolve to observe and strengthen the global non-proliferation regime needs to be adopted. Nuclear weapon and nuclear non-weapon states must work together to ensure the non-proliferation of nuclear weapons.

    Ladies and gentlemen,

    We need to walk through perilous times by recognizing limitations and keeping our eyes on our common objectives.

    Nuclear disarmament cannot be imposed on the nuclear armed.

    Realism is not defeatism. Diplomacy is not weakness.

    Difficult times call for enlightened leadership, at the national level, and at the international level as well.

    Putting the international system back on track is within our reach. World leaders, including those at the top of the multilateral system, have a duty and an irrevocable responsibility to work towards this.  

    Personally, I am convinced. Perhaps, because the secret mandate I received that day in Hiroshima from a hibakusha burns in me, stronger than ever. Thank you.

  • MIL-OSI United Nations: How Nuclear and Isotopic Techniques Help Countries Combat Soil Salinization

    The IAEA has a long history of helping countries adjust to salinized soils. In 1978, the IAEA helped develop climate smart agricultural practices to reclaim salt-affected soil that transformed saline soils in Pakistan into productive farmlands.

    IAEA support to the country has continued as the changing climate has caused even further soil salinization. In Pakistan, erratic rainfall patterns have pushed farmers to irrigate using groundwater with high levels of salt. With IAEA support, Pakistan’s Nuclear Institute for Agriculture and Biology (NIAB) has developed and planted salt-tolerant crops and implemented soil nutrient and water management techniques. Today, NIAB is sharing its expertise by training scientists from other countries affected by soil salinization.

    The IAEA is also supporting countries such as Jordan, Lebanon and Syria, where scientists are using nuclear techniques to develop salt-tolerant crops, helping farmers grow food in degraded soils.

    Following IAEA regional projects, in which 60 researchers from 10 countries were trained in soil, nutrient and water management to combat soil salinity, the IAEA published an open-access book enabling experts in several countries to successfully grow crops under saline conditions such as millet in Lebanon, barley and safflower in Jordan and Kuwait, okra in Syria and quinoa in the United Arab Emirates. “Thanks to the joint work with the IAEA, our scientists applied the recommended climate-smart agricultural practices to successfully grow crops under saline conditions,” says Nabeel Bani Hani, Director of the National Agricultural Research Center in Jordan.

    “As the world faces increasing pressure to feed a growing population, restoring degraded land is more urgent than ever. The IAEA’s work shows that with the right tools—science, collaboration, and innovation—we can turn salty, barren soils into fertile ground for the future” said Mohammad Zaman, Head of the Soil and Water Management and Crop Nutrition Section of the Joint FAO/IAEA Centre.

  • MIL-OSI United Nations: IAEA Mission Observes Commitment to Safety at Research Reactor in Malaysia, Recommends Further Improvement

    An International Atomic Energy Agency (IAEA) team of experts said Malaysia is committed to the safe operation of its sole nuclear research reactor, the Reaktor TRIGA PUSPATI (RTP). The team also identified the need to further enhance the effectiveness of the reactor’s safety committee, the management of refurbishment and modernization of the reactor’s safety systems and components, and operating procedures.

    The five-day Integrated Safety Assessment for Research Reactors (INSARR) mission to the RTP facility, which concluded on 20 June, was conducted at the request of Malaysian Nuclear Agency (Nuklear Malaysia). The mission team comprised three experts from Slovenia, South Africa, and Thailand, and two IAEA staff.

    RTP is located in Bangi, Selangor, about 30 kilometres south of Kuala Lumpur. Two INSARR missions were conducted at RTP in 1997 and 2014. Since then, the reactor has undergone modifications, including replacement of the rotary rack, refurbishment of the supervisory control and data acquisition (SCADA) systems and the upgrading of the stack monitoring system.

    RTP was constructed in 1979 and began operation in 1982. RTP was designed for various fields of nuclear research, education and training, and it incorporates facilities for neutron and gamma radiation studies, as well as isotope production and sample activation.

    The INSARR team visited the reactor and its associated facilities and met with the research reactor staff and management. “Nuklear Malaysia has shown a commitment to safety by requesting an IAEA INSARR mission,” said Kaichao Sun, team leader and Nuclear Safety Officer at the IAEA. “Ageing management of reactor systems and components that are important to safety can be challenging. Effective application of the IAEA safety standards, including the establishment of effective leadership and management for safety and the utilization of operating experience feedback, helps address this challenge.”

    The mission team made recommendations and suggestions to Nuklear Malaysia for further improvements, including the need for:

    • Improving the reactor safety committee’s oversight of all activities important to safety, including reactor modifications and operational safety programmes such as refurbishment and modernization of the reactor’s safety systems and components;   
    • Strengthening procedures to respond to abnormal situations and events, such as loss of electrical power, fire and earthquakes;      
    • Establishing procedures for learning from operating experience; and     
    • Strengthening radiological protection practices by improving the classification of different areas of the workplace.  

    “The INSARR mission is a valuable opportunity for us to engage in a peer-review process,” said Julia Abdul Karim, Director of Technical Support Division at Nuklear Malaysia. “It enables us to benchmark our programmes and activities against the IAEA safety standards and the international best practices and to strengthen our operational safety of our research reactor.”

    INSARR missions are an IAEA peer review service, conducted at the request of a Member State, to assess and evaluate the safety of research reactors based on IAEA safety standards. Follow-up missions are standard components of the INSARR programme and are typically conducted within two years of the initial mission.     The IAEA Safety Standards provide a robust framework of fundamental principles, requirements, and guidance to ensure safety. They reflect an international consensus and serve as a global reference for protecting people and the environment from the harmful effects of ionizing radiation.

  • MIL-OSI United Nations: IAEA Director General Grossi’s Statement to UNSC on Situation in Iran

    Attacks on nuclear sites in the Islamic Republic of Iran have caused a sharp degradation in nuclear safety and security in Iran. Though they have not so far led to a radiological release affecting the public, there is a danger this could occur.

    The International Atomic Energy Agency has been monitoring closely the situation at Iran’s nuclear sites since Israel began its attacks a week ago. As part of its mission, the IAEA is the global nerve centre for information on nuclear and radiological safety, and we can respond to any nuclear or radiological emergency.

    Based on information available to the IAEA, the following is the current situation at Iran’s nuclear sites. Which I offer as a follow up to my most recent report to this Security Council.

    The Natanz enrichment site contains two facilities. The first is the main Fuel Enrichment Plant. Initial attacks on the 13th of June targeted and destroyed electricity infrastructure at the facility, including an electrical sub-station, the main electric power supply building, and emergency power supply and back-up generators. On the same day, the main cascade hall appears to have been attacked using ground-penetrating munitions.

    The second facility at Natanz is the Pilot Fuel Enrichment Plant. It consists of aboveground and underground cascade halls. On the 13th of June the above-ground part was functionally destroyed and the strikes on the underground cascade halls were seriously damaging.

    The level of radioactivity outside the Natanz site has remained unchanged and at normal levels, indicating no external radiological impact on the population or the environment.

    However, within the Natanz facility there is both radiological and chemical contamination. It is possible that Uranium isotopes contained in Uranium Hexafluoride, Uranyl Fluoride and Hydrogen Fluoride are dispersed inside the facility. The radiation, primarily consisting of alpha particles, poses a significant danger if inhaled or ingested. This risk can be effectively managed with appropriate protective measures, such as using respiratory devices. The main concern inside the facility is chemical toxicity.

    Fordow is Iran’s main enrichment location for enriching uranium to 60%. The Agency is not aware of any damage at Fordow at this time.

    At the Esfahan nuclear site, four buildings were damaged in last Friday’s attack: the central chemical laboratory, a uranium conversion plant, the Tehran reactor-fuel manufacturing plant, and the enriched uranium metal processing facility, which was under construction.

    No increase of off-site radiation levels was reported. As in Natanz, the main concern is chemical toxicity.  

    The Khondab Heavy Water Research Reactor under construction in Arak, was hit on the 19th of June. As the reactor was not operational and did not contain any nuclear material, no radiological consequence is expected. The nearby Heavy Water Production Plant is also assessed to have been hit, and similarly no radiological consequence is expected.

    As stated in the IAEA’s update of the 18th of June, at the Tehran Research Center, one building, where advanced centrifuge rotors were manufactured and tested, was hit. At the Karaj workshop, two buildings, where different centrifuge components were manufactured, were destroyed. There was no radiological impact, internally or externally.

    Let me now refer to the Bushehr Nuclear Power Plant. This is the nuclear site in Iran where the consequences of an attack could be most serious. It is an operating nuclear power plant and as such it hosts thousands of kilograms of nuclear material. Countries of the region have reached out directly to me over the past few hours to express their concerns, and I want to make it absolutely and completely clear: In case of an attack on the Bushehr Nuclear Power Plant a direct hit could result in a very high release of radioactivity to the environment.

    Similarly, a hit that disabled the only two lines supplying electrical power to the plant could cause its reactor’s core to melt, which could result in a high release of radioactivity to the environment. In their worst-case, both scenarios would necessitate protective actions, such as evacuations and sheltering of the population or the need to take stable iodine, with the reach extending to distances from a few to several hundred kilometres. Radiation monitoring would need to cover distances of several hundred kilometres and food restrictions may need to be implemented.

    Any action against the Tehran Nuclear Research Reactor could also have severe consequences, potentially for large areas of the city of Tehran and its inhabitants. In such a case, protective actions would need to be taken.

    I will continue to provide public updates about the developments at all these sites and their possible health and environmental consequences.

    The Agency is, as madame Undersecretary kindly reminded, and will remain present in Iran and inspections there will resume, as required by Iran’s safeguards obligations under its NPT Safeguards Agreement, as soon as safety and security conditions allow.

    In this context, let me restate that the safety of our inspectors is of utmost importance. The host country has a responsibility in this regard, and we expect every effort to be made to ensure that their security and their communication lines with the IAEA headquarters will be maintained.

    As stated in my most recent report to the Agency’s Board of Governors and based on inspections conducted at the relevant facilities since then, Iran’s uranium stockpiles remain under safeguards in accordance with Iran’s comprehensive safeguards agreement. You may recall that more than 400kg of this stockpile is uranium enriched up to 60% U-235. It is essential that the Agency resumes inspections as soon as possible to provide credible assurances that none of it has been diverted.

    Importantly, any special measures by Iran to protect its nuclear materials and equipment must be done in accordance with Iran’s safeguards obligations and the Agency.  

    Therefore, it is of paramount importance that the Agency’s inspectors are allowed to verify that all relevant materials, especially those enriched to 60%, are accounted for. Beyond the potential radiological risks, attacks on such materials would make this effort of course more difficult.

    Madame President,

    The IAEA has consistently underlined, as stated in its General Conference resolution, that armed attacks on nuclear facilities should never take place, and could result in radioactive releases with grave consequences within and beyond the boundaries of the State which has been attacked.

    I therefore again call on maximum restraint. Military escalation threatens lives and delays indispensable work towards a diplomatic solution for the long-term assurance that Iran does not acquire a nuclear weapon.

    Madame President,

    The presence, support, analysis and inspections of technical experts are crucial to mitigating risks to nuclear safety and security – that is true during peacetime and even more so during military conflict.

    For the second time in three years, we are witnessing a dramatic conflict between two UN and IAEA Member States in which nuclear installations are coming under fire and nuclear safety is being compromised. The IAEA, just as has been the case with the military conflict between the Russian Federation and Ukraine, will not stand idle during this conflict.

    As I stated in this chamber just a few days ago, I am ready to travel immediately and to engage with all relevant parties to help ensure the protection of nuclear facilities and the continued peaceful use of nuclear technology in accordance with the Agency mandate, including by deploying Agency nuclear safety and security experts, in addition to our safeguards inspectors in Iran, wherever necessary.

    For the IAEA to act, a constructive, professional dialogue is needed. I urge the Members of this Council to support us in making it happen sooner rather than later.

    The IAEA must receive timely and regular technical information about affected nuclear facilities and their respective sites. I urge in this regard the Iranian regulatory authorities to continue a constructive dialogue with the IAEA Incident and Emergency Centre, which has been operating 24/7 since the beginning of this conflict.

    Nuclear facilities and material must not be shrouded by the fog of war.

    Yesterday there was an incorrect statement to the media by an Israeli military official that Bushehr Nuclear Power Plant had been attacked. Though the mistake was quickly identified and the statement retracted, the situation underscored the vital need for clear and accurate communication, and the Agency’s unique role in providing it in a technically accurate and politically impartial way is obvious.

    Let me conclude by assuring the international community of the IAEA’s continued support at this very grave time.

    A diplomatic solution is within reach if the necessary political will is there. Elements for an agreement have been discussed. The IAEA can guarantee, through a watertight inspections system, that nuclear weapons will not be developed in Iran.  They can form the basis of a long-standing agreement that brings peace and avoids a nuclear crisis in the Middle East. This opportunity should not be missed. The alternative would be a protracted conflict and a looming threat of nuclear proliferation that, while emanating from the Middle East, would effectively erode the NPT and the non-proliferation regime as a whole.

    A centrifuge manufacturing workshop has been hit in Esfahan, the third such facility that has been targeted in Israel’s attacks on Iran’s nuclear-related sites over the past week, Director General Rafael Mariano Grossi said today, citing information available to the International Atomic Energy Agency (IAEA).

    The workshop – which made the machines used to enrich uranium – was previously under IAEA monitoring and verification as part of the Joint Comprehensive Plan of Action (JCPOA), including with installed Agency cameras.

    “We know this facility well. There was no nuclear material at this site and therefore the attack on it will have no radiological consequences,” Director General Grossi said.

    It came a few days after the IAEA on 18 June reported that the Tehran Research Center, where advanced centrifuge rotors were manufactured and tested, had been hit, as had a workshop in the city of Karaj where different centrifuge components were manufactured. There was no radiological impact, internally or externally.

    The IAEA has closely been monitoring the situation at Iran’s nuclear sites since Israel began its attacks early on 13 June, providing regular updates on military strikes on facilities in Arak, Esfahan, Karaj, Natanz and Tehran.

    Director General Grossi told the United Nations Security Council on Friday that “attacks on nuclear sites in the Islamic Republic of Iran have caused a sharp degradation in nuclear safety and security” in the country, adding: “Though they have not so far led to a radiological release affecting the public, there is a danger this could occur.”

    A large nuclear complex in Esfahan has been targeted for a second time during Israel’s attacks on Iran over the past nine days, with several more buildings struck, Director General Rafael Mariano Grossi of the International Atomic Energy Agency (IAEA) said today.

    The site in central Iran was first hit on 13 June when four buildings were damaged: the central chemical laboratory, a uranium conversion facility, a reactor fuel manufacturing plant, and an enriched uranium metal processing facility under construction. No increase of off-site radiation levels was reported.

    Based on information available to the IAEA today, six other buildings at the same site have now also been attacked: a natural and depleted uranium metal production facility which had not yet begun operations, a fuel rod production facility, a building with low-enriched uranium pellet production as well as a laboratory and nuclear material storage, another laboratory building, a workshop handling contaminated equipment and an office building with no nuclear material.

    The same Esfahan complex includes a centrifuge manufacturing workshop that the IAEA earlier today reported had also been hit by Israel.

    The facilities targeted today either contained no nuclear material or small quantities of natural or low enriched uranium, meaning any radioactive contamination is limited to the buildings that were damaged or destroyed.

    “This nuclear complex in Esfahan – one of the key sites of the Iranian nuclear programme – has repeatedly been attacked and extensively damaged. Based on our analysis of the nuclear material present, we don’t see any risk of off-site contamination. Nevertheless, as I have repeatedly stated, nuclear facilities should never be attacked,” Director General Grossi said.

  • MIL-OSI United Nations: IAEA to Host Eighth Review Meeting of the Joint Convention

    The Eighth Review Meeting of the Contracting Parties to the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management (the Joint Convention) will be held at the International Atomic Energy Agency (IAEA) in the M-Building of the Vienna International Centre (VIC) from 17 to 28 March. 

    IAEA Director General Rafael Mariano Grossi will address the opening plenary session on 17 March at 09:00 CET. Jean-Luc Lachaume, Commissioner of the French Authority for Nuclear Safety and Radiation Protection, will preside over the Eighth Review Meeting and will open the proceedings.   

    In force since 2001, the Joint Convention seeks to achieve and maintain a high level of worldwide safety in spent fuel and radioactive waste management. Currently, of the 180 IAEA Member States, 90 are party to the Convention. At Review Meetings held every three years, the Contracting Parties to the Joint Convention present and discuss national reports on the implementation of obligations under the Convention. 

    The agenda for the two-week meeting also includes a topical session on knowledge management related to long term management of disused sealed radioactive sources, radioactive waste and spent fuel, and a discussion of Contracting Parties’ proposals for enhancing the review process.

  • MIL-OSI United Nations: Media Invited to Attend IAEA’s International Stakeholder Engagement Conference for Nuclear Power Programmes

    The International Atomic Energy Agency (IAEA) will host the International Conference on Stakeholder Engagement for Nuclear Power Programmes next week, providing a global platform to exchange good practices, experiences, challenges and lessons learned related to stakeholder engagement for nuclear power programmes.

    The conference, which is open to media, will take place from 26 to 30 May at the IAEA in the M-Building of the Vienna International Centre (VIC). The conference will also be livestreamed.

    A dialogue between IAEA Director General Rafael Mariano Grossi and Robert Stone, director of the documentary Pandora’s Promise, will open the conference on Monday, 26 May, at 10:00. Isabelle Boemeke, nuclear energy influencer, will moderate the session.

    Over 500 participants from about 80 countries and 13 international organizations are registered to participate in the event. 

    Stakeholder engagement is an essential part of nuclear power programmes. It aims to enhance public confidence, strengthen communication and support informed decision making through strong, long-term relationships with stakeholders. The conference will cover development and implementation of stakeholder engagement strategies; managing changing landscapes; crisis communication and emergency preparedness; outreach and media relations. A series of side events will highlight the roles of private philanthropy, gender perceptions and art in shaping stakeholder engagement. See the full programme here.

    Nuclear Communities and Mayors in Focus, a unique platform for open dialogue and the exchange of ideas among municipal leaders from around the world, will take place in the afternoon of Tuesday, 27 May. A family photo will be taken at 13:30.

    The conference will also feature art submitted for the contest, NuclearPop! Redefining Nuclear Energy in Popular Culture, in the Rotunda of the VIC.

  • MIL-OSI United Nations: IAEA Director General’s Introductory Statement to the Board of Governors

    As the armed conflict in Ukraine enters its fourth year, the nuclear safety and security situation throughout the country continues to be highly precarious. The presence of the IAEA at all Ukrainian nuclear facilities has been and continues to be an invaluable asset to the international community and must be preserved.

    The IAEA remains present at Ukraine’s nuclear power plant facilities. Difficult conditions have in the past month complicated and delayed one rotation of experts, which was safely completed in recent days. Back in December, a drone hit and severely damaged an IAEA official vehicle during a rotation. As I reported to you in the special Board meeting shortly afterward, staff survived this unacceptable attack unharmed, but the rear of the vehicle was destroyed. Other episodes followed, confirming the dangerous situation.

    Around Ukraine, the Khmelnitsky NPP, the Rivne NPP and the South Ukraine NPP, continue to operate amid serious challenges, including on the electricity infrastructure, a major risk to the reliable and stable supply of power crucial for the safe operation of NPPs. The electrical grid’s ability to provide a reliable off-site power supply to Ukrainian NPPs was further reduced by damage sustained following military attacks in November and December 2024, a mission of IAEA experts that visited and assessed seven critical electrical substations concluded late last year. Considering the seriousness of the situation, I visited the Kyivska electrical substation last month to observe the damage sustained first hand. On what was my 11th visit to Ukraine since the start of the war, I also met with President Volodymyr Zelenskyy, reiterating the IAEA’s commitment to supporting nuclear safety and security in Ukraine and our readiness to support the country’s plans to expand nuclear power at Khmelnytskyy NPP. Consultations with Moscow have also taken place and will continue, in the interest of nuclear safety and security at Zaporizhzhya Nuclear Power Plant.

    At Ukraine’s Zaporizhzhya Nuclear Power Plant (ZNPP), where the 6 reactor units are in cold shutdown, the status of the off-site power supply remains extremely vulnerable. For about one week ZNPP had to rely on a single off-site power line following the loss of its only remaining back-up line, confirming the extremely fragile situation. 

    Last month at the Chornobyl site a drone caused significant damage to the structure built to prevent any radioactive release from the reactor damaged in the 1986 accident and to protect it from external hazards. Although this attack did not result in any radioactive release, it nevertheless underlines the persistent risk to nuclear safety during this military conflict.

    Since the Board gathered for its last regular meeting in November 2024, the Agency has arranged 31 deliveries of nuclear safety, security and medical equipment and supplies to Ukraine, bringing the total so far to 108 deliveries valued at more than EUR 15.6 million. The Agency also has initiated the first phase of its support on safety and security of radioactive sources in Ukraine.

    We are grateful to all 30 donor states and the European Union for their extrabudgetary contributions, and I encourage those who can, to support the delivery of the comprehensive assistance programme, for which EUR 22 million are necessary.

    As reflected in my latest report to the Board on Nuclear Safety, Security and Safeguards in Ukraine, I would like to reiterate that all the IAEA’s activities in Ukraine are being conducted in line with relevant resolutions of the UN General Assembly and of the IAEA policy-making organs.

    Madame Chairperson,

    In February, I travelled to Fukushima to participate in collecting water samples off the coast of the Fukushima Daiichi Nuclear Power Station. I did this together with scientists from China, Korea and Switzerland as part of additional measures to promote transparency and build trust in the region during the ongoing release of ALPS-treated water from the plant. Additional measures focus on expanding international participation and transparency, allowing hands-on independent measurements of the concentration level of the water. This work is conducted within agreed parameters set by the IAEA in its role as an independent, impartial and technical organization.  IAEA officials and experts from laboratories from China, France, the Republic of Korea, and Switzerland also sampled ALPS -treated water – prior to dilution – from measurement/confirmation tanks on the premises at the site. The IAEA has maintained its independent monitoring and analysis efforts, confirming that tritium concentrations in the discharged batches remain far below operational limits.

    In December 2024, an IAEA Task Force concluded that the approach TEPCO, and the Government of Japan are taking continues to align with international safety standards.

    While in Japan, I also visited facilities where soil removed after the Fukushima Daiichi Nuclear Power Station accident is safely stored, managed, and recycled, an effort the IAEA has been supporting by working to ensure it meets international safety standards.

    You have before you the Nuclear Safety Review 2025 and the Nuclear Security Review 2025. Both documents present, in their respective areas, an analytical overview, the global trends, and the Agency’s main activities in 2024. They also identify the top priorities for the years ahead.

    This month the inaugural meeting of the Nuclear Security Working Group established under the Nuclear Harmonization and Standardization Initiative’s Regulatory Track will identify nuclear security topics of common interest amongst participating States and share regulatory approaches, good practices and lessons learned in ensuring the security of SMRs.

    Our preparatory work in advance of the launch of Atomic Technology Licensed for Applications at Sea (ATLAS) later this year is progressing. ATLAS will provide a framework to enable the peaceful maritime uses of nuclear technology, a prospect that is generating significant interest.

    Contracting Parties to the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management (Joint Convention) later this month will participate in the 8th Review Meeting to study National Reports with the aim of improving safety in radioactive waste and spent fuel management.

    December saw the start of a new project supporting the establishment of sustainable regulatory infrastructure for radiation safety and the security of radioactive material in Central East Asia and the Pacific Islands.

    In June, Romania will host ConvEx-3, the IAEA’s highest level and most complex emergency exercise. In the event of an incident with transboundary implications, Member States will be called upon to implement a harmonized response and therefore this exercise will have a particular focus on regional collaboration.

    The International Conference on Nuclear and Radiological Emergency Preparedness and Response will be held in December in Riyadh in the Kingdom of Saudi Arabia.

    Today, 417 nuclear power reactors operating in 31 countries make up almost 377 gigawatts of installed capacity, providing just under 10 per cent of the world’s total electricity and a quarter of its low-carbon supply.

    It is clear that countries are turning more and more to nuclear energy. In the IAEA’s high case scenario, global nuclear electricity generating capacity is seen increasing two and a half times by 2050.  Delivering on that promise will require public support. That is why the first IAEA International Conference on Stakeholder Engagement for Nuclear Power Programmes will gather governments, industry and practitioners from around the world in the final week of May. Mayors of municipalities with nuclear power facilities from around the world will share their experiences. No one is better placed to assess the impact and contribution to the community of nuclear facilities than those living there.

    Following our first Nuclear Stakeholder Engagement School, hosted by the Abdus Salam International Centre for Theoretical Physics in Trieste, Italy last November, we are now planning two more later this year. In addition, we have also established a new Stakeholder Engagement Advisory Service, which will help countries assess and strengthen their stakeholder engagement programmes.

    The use of Artificial Intelligence (AI) is rapidly evolving and growing in all spheres of life, including in nuclear science and technology. AI data centres require a lot of energy and nuclear reactors provide clean, reliable, and adaptable options, including in the form of SMRs and micro reactors.  Meanwhile, the integration of AI into the nuclear sector offers the chance to streamline operations across the nuclear power project life cycle. In this context the IAEA will host the International Symposium on Artificial Intelligence and Nuclear Energy this December. We look forward to welcoming as many of you as possible to this important and first-of-a-kind event here at the Agency’s headquarters.

    Within the Secretariat we are also intent on making the most of AI while mitigating its risks, therefore we have established official guidelines, a portal and a community of practice.

    Our work on fusion continues apace with the publication of Experiences for Consideration in Fusion Plant Design Safety and Safety Assessment.

    The Nuclear Technology Review before you highlights key advancements in nuclear applications that support Member States in addressing critical priorities. This year’s review places particular emphasis on innovations in food safety and authenticity, energy security, early disease detection and cancer treatment, environmental sustainability, and advanced manufacturing.

    In November, the IAEA hosted the Ministerial Conference on Nuclear Science, Technology and Applications and the Technical Cooperation Programme. The Ministerial Declaration recognized both the critical role of nuclear science, technology, and applications in tackling global challenges, and the important role of the Technical Cooperation programme as a key mechanism in transferring, expanding and further accelerating Member State access to nuclear technology, materials, equipment and expertise for peaceful purposes.

    I am pleased to report the IAEA’s technical cooperation programme achieved an implementation rate of 86% in 2024. We provided our emergency assistance to Türkiye and Syria, assessing damage to civil structures following the earthquakes and building the capacities of Turkish and Syrian experts in non-destructive testing. We initiated procurement to reinstate X-ray and laboratory services in Grenada and Honduras in the aftermath of Hurricane Beryl and Tropical Storm Sara, and we aided oil-spill clean-up efforts in Trinidad and Tobago.

    In 2024, the Rate of Attainment for contributions to the TC Fund was 95%, underscoring Member States’ commitment to our work. To ensure resources for the TC programme are sufficient, assured and predicable, I urge Member States to contribute on time, and in full, to the TC Fund.

    Our flagship initiatives are making progress across the globe. Under Atoms4Food, about 27 countries from all regions have officially requested support. Member States have pledged almost EUR 9 million, two thirds of which was contributed by Japan to support livestock production in Côte d’Ivoire, food safety in Mauritania, and molecular laboratories in Vietnam, among other projects.

    Our network of international partnerships has grown with Memoranda of Understanding having been signed with Anglo American, CGIAR, and the Inter-American Institute of Cooperation in Agriculture (IICA). The partnership with Anglo American focuses on combating soil salinization through climate-smart agricultural practices.

    While I was in Japan last month, I signed a partnership with Sumitomo Corporation, one of the world’s largest integrated trading companies, to cooperate particularly in the area of sustainable uses of nuclear related technologies for multiple areas, including healthcare, shipping, fusion and capacity building efforts.  

    Under Rays of Hope, the Anchor Centre in Argentina held its first capacity-building event to strengthen paediatric radiotherapy services in Latin America and the Caribbean, creating a regional network for knowledge exchange and support.

    In January 2025, the IAEA conducted its first national-level quality assurance audit in diagnostic radiology, reviewing 16 hospitals in Qatar.

    The International Conference on Advances in Radiation Oncology (ICARO-4) will take place in the first week of June, focusing on emerging radiotherapy techniques to address global health challenges.

    Under the Zoonotic Disease Integrated Action (ZODIAC), a novel surveillance technology for high-risk pathogens was transferred to the IAEA’s Animal Production and Health Laboratory in November and will soon be passed on to Member States. New funding pledges from the Republic of Korea, Portugal, and Japan are supporting ZODIAC’s coordinated research projects in Asia and Africa, as well as the development of AI-driven platforms for zoonotic disease monitoring.

    Under NUTEC Plastics 104 Member States are engaged in microplastic monitoring, with 42 developing recycling technologies. Four countries in Asia-Pacific and Latin America have validated radiation-based upcycling technology at lab scale, with private sector collaboration helping to build up operations. China is developing a pilot-scale facility, bringing the total number of countries promoting the technology to nine.

    In November this year, the International High-Level Forum on NUclear TEChnology for Controlling Plastic Pollution (NUTEC-Plastics): Scaling Solutions and Partnerships for Global Impact will take place in the Philippines. I thank the Philippines Government for hosting this important milestone.

    The Global Water Analysis Laboratory Network (GloWAL) baseline survey has received 85 responses from 65 countries, informing future activities. Its first coordination meeting for the Spanish-speaking Latin America and the Caribbean is underway.

    Under ReNuAL 2, the construction of new greenhouses in Seibersdorf is nearing completion and the modernized laboratories will be ready to welcome staff soon.  

    Madame Chairperson,

    Regarding the issue of Iran’s nuclear programme, you have before you my latest report on verification and monitoring in the Islamic Republic of Iran in light of United Nations Security Council Resolution 2231 (2015).

    Following my last report, Iran’s stockpile of uranium enriched up to 60% U‑235 has increased to 275 kg, up from 182 kg in the past quarter. Iran is the only non-nuclear weapon State enriching to this level, causing me serious concern.

    It has been four years since Iran stopped implementing its nuclear-related commitments under the Joint Comprehensive Plan of Action (JCPOA), including provisionally applying its Additional Protocol and therefore it is also four years since the Agency was able to conduct complementary access in Iran.

    You also have before you my report on the NPT Safeguards Agreement with the Islamic Republic of Iran. Iran says it has declared all nuclear material, activities and locations required under its NPT Safeguards Agreement. However, this statement is inconsistent with the Agency’s findings of uranium particles of anthropogenic origin at undeclared locations in Iran. The Agency needs to know the current location(s) of the nuclear material and/or of contaminated equipment involved.

    There is also a discrepancy in the material balance of uranium involved in uranium metal production experiments conducted at Jaber Ibn Hayan Mutlipurpose Laboratory, for which Iran has not accounted.

    Having stated it had suspended such implementation, Iran still is not implementing modified Code 3.1, which is a legal obligation for Iran.

    I am seriously concerned that the outstanding safeguards issues remain unresolved. They stem from Iran’s obligations under its Comprehensive Safeguards Agreement and need to be resolved for the Agency to be in a position to provide assurance that Iran’s nuclear programme is exclusively peaceful.

    I deeply regret that Iran, despite having indicated a willingness to consider accepting the designation of four additional experienced Agency inspectors, did not accept their designation.

    There has been no significant progress towards implementing the Joint Statement of 4 March 2023. I call upon Iran urgently to implement the Joint Statement through serious engagement.

    In response to the Board’s request in its resolution of November 2024, I will produce a comprehensive and updated assessment on the presence and use of undeclared nuclear material in connection with past and present outstanding issues regarding Iran’s nuclear programme.

    High-level engagement is indispensable to making real progress. My visit to Tehran last November, and meetings with President Masoud Pezeshkian and Foreign Minister Abbas Araghchi indicate that there may be room for constructive compromises. I hope to see them again soon and pursue effective dialogue and tangible results.

    The Board has before it for approval a draft Additional Protocol for Saint Vincent and the Grenadines.

    I have made it a priority to strengthen the legal framework for safeguards. Since the last Board meeting in November, Oman, Mongolia, Cyprus, Saint Vincent and the Grenadines and Zambia have amended their original Small Quantities Protocols and Saudi Arabia has rescinded its original SQP. The number of States with safeguards agreements in force remains 191, and 143 of these States have additional protocols in force. I call upon the remaining three States Parties to the Treaty on the Non-Proliferation of Nuclear Weapons without comprehensive safeguards agreements to bring such agreements into force without delay. I also encourage States that have not yet concluded additional protocols to do so as soon as possible, and I reiterate my repeated calls for the remaining 14 States with SQPs based on the original standard text to amend or rescind them as soon as possible. Let me assure you that I will continue to use my good offices to strengthen the indispensable legal framework on which the continued peaceful uses of nuclear science and technology rest.

    The IAEA continues to monitor the Democratic People’s Republic of Korea’s nuclear programme.

    The Agency has observed that the 5MW(e) reactor at Yongbyon resumed operation in mid-October 2024, following a shutdown period of approximately 60 days. This shutdown is assessed to be of sufficient length to refuel the reactor and start its seventh operational cycle. Strong indicators of preparations for a new reprocessing campaign, including the operation of the steam plant serving the Radiochemical Laboratory, have been observed.

    In late-January 2025, the DPRK released photographs of General Secretary Kim Jong Un visiting “the nuclear material production base and the Nuclear Weapons Institute”. The depicted centrifuge cascades and infrastructure are consistent with the layout of a centrifuge enrichment facility and with the structure of the Yongbyon Uranium Enrichment Plant. This development follows the DPRK’s publication in September 2024 of photographs of an undeclared enrichment facility at the Kangson Complex. The undeclared enrichment facilities at both Kangson and Yongbyon, combined with General Secretary Kim’s call for “overfulfilling the plan for producing weapons-grade nuclear materials,” are of serious concern. There are indications that the uranium enrichment plants at Kangson and Yongbyon continue to operate, and there are indications that the light water reactor (LWR) at Yongbyon continues to operate. Additions to the support infrastructure have been observed adjacent to the LWR.

    There were no indications of significant changes at the Nuclear Test Site at Punggye-ri, which remains prepared to support a nuclear test.

    The continuation and further development of the DPRK’s nuclear programme are clear violations of relevant UN Security Council resolutions and are deeply regrettable. I call upon the DPRK to comply fully with its obligations under relevant UN Security Council resolutions, to cooperate promptly with the Agency in the full and effective implementation of its NPT Safeguards Agreement and to resolve all outstanding issues, especially those that have arisen during the absence of Agency inspectors from the country. The Agency continues to maintain its enhanced readiness to play its essential role in verifying the DPRK’s nuclear programme.

    Concerning the safety of the LWR, we lack the necessary information to make an assessment. Safety should always be a paramount consideration when operating a reactor. Nuclear safety is a sovereign responsibility of the State and the IAEA supports the States in this area.

    Following the change of Government in the Syrian Arab Republic towards the end of 2024, I have written to the new Minister of Foreign Affairs and Expatriates. I requested cooperation with the Agency to enable us to fulfill our obligation to verify nuclear material and facilities under Syria’s safeguards agreement. I conveyed the importance of continuing and reinforcing cooperation between Syria and the Agency to address unresolved issues. Clarifying these issues remains essential to Syria demonstrating its commitment to nuclear non-proliferation and international peace and security.

    I hope to be able to engage with the new government soon. Bringing total clarity to the situation regarding past activities in this field in Syria is indispensable to the realization of current efforts to modernize the country and put it on a firm path to peace and development.

    In April and May, the IAEA will participate in the Third Preparatory Meeting for the 2026 Review Conference of the Nuclear Non-Proliferation Treaty (NPT) in New York.

    The IAEA’s Marie Sklodowska‑Curie Fellowship Programme has been expanding the talent base for the nuclear field since 2020 with 760 female students and graduates from 121 Member States so far having been supported in studying in 72 countries. In the current, fifth cycle, we selected 200 candidates from 109 countries. I would like to thank Member States that have contributed so far. For this programme to continue accepting new fellowship candidates it urgently needs further support. I ask those who can, to support this endeavor. 

    This year, we have planned three Lise Meitner Programme cohorts, in Argentina, Canada and Japan. They are focused on nuclear power, advanced nuclear technologies and research reactors.

    I am happy to report that we have reached parity, women now make up half the staff in the professional and higher categories. This is up from about 30% when I took office in 2019.

    I thank Member States who have paid their regular budget contributions, including some who paid in advance. It is important that all Member States pay their contributions in a timely manner. This will ensure liquidity of the regular budget throughout the year, allowing the Agency to carry out its activities effectively.

    You recently received for your consideration my proposed programme and budget for the 2026-2027 biennium.

    It has been prepared with due consideration of the constraints of the prevailing financial environment. Despite increasing demands and higher operational costs, I have decided for the third time in a row to propose a zero real growth budget. The proposal maintains balance among the different programmes and emphasises my commitment to ensuring our resources are managed with discipline, efficiency and restraint so that we maximize the impact of the Agency’s work.

    This being our first Board meeting of 2025, I want to conclude by saying that I look forward to making 2025 a successful year in which the IAEA benefits all Member States as we advance our common goals of peace and development.

    Early this morning, the International Atomic Energy Agency (IAEA) was informed of the military operation launched by Israel which includes attacks on nuclear facilities in the Islamic Republic of Iran.

    We are currently in contact with the Iranian nuclear safety authorities to ascertain the status of relevant nuclear facilities and to assess any wider impacts on nuclear safety and security. At present, the competent Iranian authorities have confirmed that the Natanz enrichment site has been impacted and that there are no elevated radiation levels. They have also reported that at present the Esfahan and Fordow sites have not been impacted.

    This development is deeply concerning. I have repeatedly stated that nuclear facilities must never be attacked, regardless of the context or circumstances, as it could harm both people and the environment.  Such attacks have serious implications for nuclear safety, security and safeguards, as well as regional and international peace and security.

    In this regard, the IAEA recalls the numerous General Conference resolutions on the topic of military attacks against nuclear facilities, in particular, GC(XXIX)/RES/444 and GC(XXXIV)/RES/533, which provide, inter alia, that “any armed attack on and threat against nuclear facilities devoted to peaceful purposes constitutes a violation of the principles of the United Nations Charter, international law and the Statute of the Agency”. 

    Furthermore, the IAEA has consistently underlined that “armed attacks on nuclear facilities could result in radioactive releases with grave consequences within and beyond the boundaries of the State which has been attacked”, as was stated in GC(XXXIV)/RES/533.

    As Director General of the International Atomic Energy Agency, and consistent with the objectives of the IAEA under the IAEA Statute, I call on all parties to exercise maximum restraint to avoid further escalation. I reiterate that any military action that jeopardizes the safety and security of nuclear facilities risks grave consequences for the people of Iran, the region, and beyond.

    Yesterday, the Board of Governors adopted an important resolution on Iran’s safeguards obligations. In addition to this, the Board resolution stressed its support for a diplomatic solution to the problems posed by the Iranian nuclear programme.

    The IAEA continues to monitor the situation closely, stands ready to provide technical assistance, and remains committed to its nuclear safety, security and safeguards mandate in all circumstances. I stand ready to engage with all relevant parties to help ensure the protection of nuclear facilities and the continued peaceful use of nuclear technology in accordance with the Agency mandate, including, deploying Agency nuclear security and safety experts (in addition to our safeguards inspectors in Iran) wherever necessary to ensure that nuclear installations are fully protected and continue to be used exclusively for peaceful purposes.

    I wish to inform the Board that I have indicated to the respective authorities my readiness to travel at the earliest to assess the situation and ensure safety, security and non-proliferation in Iran.

    I have also been in contact with our inspectors in Iran and Israel. The safety of our staff is of paramount importance. All necessary actions are being taken to ensure they are not harmed.

    Despite the current military actions and heightened tensions, it is clear that the only sustainable path forward—for Iran, for Israel, the entire region, and the international community—is one grounded in dialogue and diplomacy to ensure peace, stability, and cooperation. 

    The International Atomic Energy Agency, as the international technical institution entrusted with overseeing the peaceful use of nuclear energy, remains the unique and vital forum for dialogue, especially now. 

    In accordance with its Statute and longstanding mandate, the IAEA provides the framework and natural platform where facts prevail over rhetoric and where engagement can replace escalation. 

    I reaffirm the Agency’s readiness to facilitate technical discussions and support efforts that promote transparency, safety, security and the peaceful resolution of nuclear-related issues in Iran.

    Early this morning, the International Atomic Energy Agency (IAEA) was informed of the military operation launched by Israel which includes attacks on nuclear facilities in the Islamic Republic of Iran.

    As I reported this morning to the IAEA Board of Governors, we have been in permanent contact with the Iran Nuclear Regulatory Authority, to ascertain the status of relevant nuclear facilities and to assess any wider impacts on nuclear safety and security.

    Iran has confirmed that at present, only the Natanz Fuel Enrichment Plant site has been attacked in today’s strikes. This facility contains the Fuel Enrichment Plant and the Pilot Fuel Enrichment Plant.

    At Natanz, the above-ground part of the Pilot Fuel Enrichment Plant, where Iran was producing uranium enriched up to 60% U-235, has been destroyed.

    Electricity infrastructure at the facility (electrical sub-station, main electric power supply building, emergency power supply and back-up generators) has been destroyed.

    There is no indication of a physical attack on the underground cascade hall containing part of the Pilot Fuel Enrichment Plant and the main Fuel Enrichment Plant. However, the loss of power to the cascade hall may have damaged the centrifuges there.

    The level of radioactivity outside the Natanz site has remained unchanged and at normal levels indicating no external radiological impact to the population or the environment from this event.

    However, due to the impacts, there is radiological and chemical contamination inside the facilities in Natanz. The type of radiation present inside the facility, primarily alpha particles, is manageable with appropriate radiation protection measures.

    At present, the Iranian authorities are informing us of attacks on the other facilities, the Fordow Fuel Enrichment Plant; and Esfahan site, where a fuel plate fabrication plant, a fuel manufacturing plant, a uranium conversion facility and an enriched UO2 powder plant are located. However I have to inform that at this moment we do not have enough information beyond indicating that military activity has been taking place around these facilities as well which initially had not been part of military operation.

    All these developments are deeply concerning. Additionally, we have established a task force comprising several senior staff members to monitor the situation closely over the next few days, and they will be available 24/7at the disposal of the UNSC.

    The IAEA stands ready to provide technical assistance, and remains committed to its nuclear safety, security and safeguards mandate in all circumstances. I stand ready to engage with all relevant parties to help ensure the protection of nuclear facilities and the continued peaceful use of nuclear technology in accordance with the Agency mandate, including, deploying Agency nuclear security and safety experts (in addition to our safeguards inspectors in Iran) wherever necessary to ensure that nuclear installations are fully protected and continue to be used exclusively for peaceful purposes.

    I am gravely alarmed by the use of force by the United States against Iran today. This is a dangerous escalation in a region already on the edge – and a direct threat to international peace and security.

    There is a growing risk that this conflict could rapidly get out of control – with catastrophic consequences for civilians, the region, and the world.

    I call on Member States to de-escalate and to uphold their obligations under the UN Charter and other rules of international law.

    At this perilous hour, it is critical to avoid a spiral of chaos.

    There is no military solution. The only path forward is diplomacy. The only hope is peace.

  • MIL-OSI United Nations: IOM and OIC Sign Landmark Plan of Action to Strengthen Cooperation on Migration Governance

    Istanbul, Türkiye, 21 June 2025 – The International Organization for Migration (IOM) and the Organization of Islamic Cooperation (OIC) have signed a groundbreaking three-year Plan of Action that will significantly enhance cooperation on migration governance and humanitarian response across OIC Member States. The agreement was formalized on the margins of the 51st Session of the OIC Council of Foreign Ministers in Istanbul.

    Building on the Cooperation Agreement signed in January 2003, the Plan of Action 2025–2027 establishes a clear framework for collaboration between the two organizations through joint programming, policy dialogue, and operational cooperation. It outlines four priority areas of collaboration and concrete actions to be pursued jointly by the Organization of Islamic Cooperation and the International Organization for Migration at the national, regional, and global levels.

    “With this plan, we move from principle to practice as we strengthen coordination between our institutions to deliver meaningful support for displaced populations, migrants, and host communities in the OIC region,” said Mr. Othman Belbeisi, Regional Director for the Middle East and North Africa and IOM’s Representative to the OIC, who signed the agreement on behalf of IOM.

    He also expressed appreciation to Ambassador Tariq Ali Bakheet, OIC Assistant Secretary General for Humanitarian, Social and Cultural Affairs, for his continued leadership and commitment: “I thank Ambassador Bakheet for his steadfast support and the growing partnership between our organizations, which is critical to advancing shared priorities on migration and humanitarian action.”

    Ambassador Bakheet welcomed the new framework: “This Plan of Action is a reflection of our shared commitment to responding to the urgent needs of vulnerable people on the move and to finding longer-term solutions to displacement in the Muslim world.” 

    To ensure effective implementation, the plan involves close coordination between both organizations’ headquarters, regional, and country offices. A joint mechanism will be established to monitor progress and guide implementation through biannual meetings.

    The agreement is effective immediately and will remain valid through 31 December 2027, with provisions for mutually agreed amendments. 

    The signing marks a significant step forward in international cooperation, reinforcing the critical role of regional partnerships in shaping effective migration governance, humanitarian action, and sustainable development — central themes at this year’s OIC Conference.

  • MIL-Evening Report: Analyst dismisses ‘lie by rogue’ Netanyahu over Iran’s nuclear programme

    A leading Middle East analyst has pushed back against US President Donald Trump’s dismissal of the conclusion of his own national intelligence chief, who said in April that Iran is not building a nuclear weapon.

    Marwan Bishara, Al Jazeera’s senior political analyst, said in an interview that Tulsi Gabbard, the US Director of National Intelligence, who issued the determination on Iran, “does not speak for herself” or her team alone.

    “She speaks for all the intelligence agencies combined,” Bishara said.

    “This intelligence is supposed to be sound. This is not just one person or one team saying something. It’s the entire intelligence community in the United States. He [Trump] would dismiss them? For what?

    “For a lie by a rogue element called Benjamin Netanyahu, who has lied all his life, a con artist who is indicted for his crimes in Gaza? It’s just astounding.”

    Two US senators have also condemned Netanyahu while Israel continues to bomb and starve Gaza

    Chris Van Hollen and Elizabeth Warren, two Democrats in the US Senate, have urged the world to pay attention to what Israel continues to do in Gaza amid its conflict with Iran.

    “Don’t look away,” Van Hollen wrote on X. “Since the start of the Israel-Iran war 7 days ago, over 400 Palestinians in Gaza have been killed, many shot while seeking food.

    “It’s unconscionable that Netanyahu has not allowed international orgs to resume food delivery.”

    Warren said the Israeli prime minister “may think no one will notice what he’s doing in Gaza while he bombs Iran”.

    “People face starvation. 55,000 killed. Aid workers and doctors turned away at the border. Shooting at innocent people desperate for food. The world sees you, Benjamin Netanyahu,” she wrote.

    ‘A trust gap’
    The UN Secretary-General, António Guterres, appealed for an end to the fighting between Israel and Iran, saying that Teheran had repeatedly stated that it was not seeking nuclear weapons.

    “Let’s recognise there is a trust gap,” he said.

    “The only way to bridge that gap is through diplomacy to establish a credible, comprehensive and verifiable solution — including full access to inspectors of the IAEA [International Atomic Energy Agency], as the United Nations technical agency in this field.

    “For all of that to be possible, I appeal for an end to the fighting and the return to serious negotiations.”

    Meanwhile, in New Zealand hope for freedom for Palestinians remained high among a group of trauma-struck activists in Cairo.

    In spite of extensive planning, the Global March To Gaza (GMTG) delegation of about 4000 international aid volunteers was thwarted in its mission to walk from Cairo to Gaza to lend support.

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Discrimination against Women Praise Ireland for Increasing Women’s Representation in Decision-Making, Raise Issues Concerning Historic Rights Violations and Sexual Violence

    The Committee on the Elimination of Discrimination against Women today concluded its consideration of the eighth periodic report of Ireland, with Committee Experts praising the State’s efforts to increase women’s representation in decision-making and raising questions concerning redress for historic rights violations and measures to address sexual and gender-based violence.

    In the dialogue, several Committee Experts commended Ireland’s achievements in promoting women’s representation in decision-making, including its 40 per cent quota for female candidates in national elections.  Jelena Pia-Comella, Committee Expert and Rapporteur for Ireland, said statistics on Irish women’s participation in diplomacy were outstanding.

    Ms. Pia-Comella said the Committee was deeply concerned that there had yet to be recognition that women and girls of the Magdalene Laundries had experienced degrading treatment and gender-based discrimination; that arbitrary barriers to redress persisted within the Mother and Baby Institutions payment scheme; and that the State had failed to adequately implement the 2014 O’Keeffe judgment.  How would these issues be addressed?

    Another Committee Expert said one in five women in Ireland reportedly experienced non-consensual sex in their lifetimes.  There was insufficient funding for measures to address sexual offences.  What measures would the State party take to increase protection for women victims of sexual violence?

    Introducing the report, Colm Brophy, Minister of State for Migration of Ireland and head of the delegation, said the national strategy for women and girls 2017-2021 put a spotlight on promoting greater gender balance in decision-making.  Ireland’s largest listed companies had now reached the key milestone of 40 per cent female directors overall.  Legislation was also introduced in 2012 requiring political parties to meet gender quotas for candidates in parliamentary elections or face financial penalties.  The quota for the most recent elections in 2024 was 40 per cent.

    The delegation added that women made up 49 per cent of senior management of Ireland’s Foreign Service, and 54 per cent of heads of foreign missions.

    In the context of Mother and Baby and County Home Institutions, Mr. Brophy said the State repeatedly failed to protect vulnerable citizens, and to uphold their most fundamental rights.  The delegation added that the redress scheme established in 2013 regarding Magdalene Laundries was accessible for women living abroad.  The payment scheme was one of a large suite of actions implemented to redress the harms caused.  It was expected that legislation to implement the European Court of Human Rights decision on the O’Keeffe case would be implemented in coming weeks.

    Mr. Brophy also said the national strategy for women and girls prioritised action to combat domestic and gender-based violence.  Launched in 2022, the third national strategy on domestic, sexual and gender-based violence instituted fundamental structural reforms to Ireland’s approach to tackling the issue.  A new agency, Cuan, was established in 2024 to deliver services to victims.

    In closing remarks, Mr. Brophy said the Committee had invested significant time in understanding the issues facing women and girls in Ireland.  The State would develop measures in response to the Committee’s concluding observations.  Ireland was committed to its obligations under the Convention and to the United Nations.

    Nahla Haidar, Committee Chair, in concluding remarks, thanked the State party for its support to the treaty bodies, international law and the rule of law.  The dialogue had provided the Committee with further insight into the efforts made by Ireland to implement the Convention for the benefit of women and girls in the State.

    The delegation of Ireland consisted of representatives from the Department of Children, Disability and Equality; Department of Education and Youth; Department of Health; Department of Justice, Home Affairs and Migration; Office of the Attorney General; Department of Social Protection; Cuan, the Domestic, Sexual and Gender-Based Violence Agency; Department of Foreign Affairs and Trade; Department of Enterprise, Tourism and Employment; and the Permanent Mission of Ireland to the United Nations Office at Geneva.

    COLM BROPHY, Minister of State for Migration of Ireland and head of the delegation, said Ireland had worked actively over the period since 2017 to promote equality for women and to address issues facing them.  A national strategy for women and girls was launched in 2017 as the whole of Government framework for action on gender equality.  Women’s organizations participated in the strategy committee, chaired at Ministerial level, which monitored implementation.  A successor strategy was currently being finalised, in consultation with women across Ireland.

    Travellers were recognised as an ethnic minority in a landmark decision of Ireland’s Parliament in March 2017, a decision supported by all political parties at the time. The Government was working on identifying and eliminating barriers to access to public services for Travellers. The Irish health system partnered with Traveller organizations to train Travellers to become community health peer workers.  The success of these projects was reflected in higher rates of uptake of screening amongst Traveller women relative to the general population for breast and cervical cancers.  In education, the Traveller and Roma education strategy 2024–2030 committed to supporting Traveller and Roma women on their educational journey.

    The needs of migrant women were addressed through a combination of mainstream public services and a wide range of targeted supports, funded by grants from various national and European integration funds.  These supports played a crucial role in improving outcomes for migrant women in areas of particular concern, including labour market access and housing. A national migration and integration strategy, due to be published next year, would provide a cohesive policy framework for recognising and addressing the integration challenges facing migrant women. 

    The national strategy for women and girls 2017-2021 put a spotlight on promoting greater gender balance in decision-making.  The Government launched a business-led initiative entitled Balance for Better Business in 2018 which spearheaded a series of initiatives contributing to a significant improvement in the percentage of women on corporate boards, particularly of publicly listed companies. Ireland’s largest listed companies had now reached the key milestone of 40 per cent female directors overall, compared to 18 per cent in 2018.  Ireland now ranked sixth in the European Union for female board representation and fifth for leadership teams.

    Legislation was introduced in 2012 requiring political parties to meet gender quotas for candidates in parliamentary elections or face financial penalties.  The quota for the most recent elections in 2024 was 40 per cent and this would apply for future national elections.  Maternity leave entitlements were introduced for elected members of local authorities in 2022, and for members of both chambers of Ireland’s parliament in 2024.  A funding scheme had also been in place since 2019 to incentivise political parties to increase the number of women candidates for local elections.  The Government also provided funding for civil society organizations providing support for women candidates, and the new national Traveller and Roma inclusion strategy 2024-2028 included a commitment to promote greater participation by Traveller and Roma women in political and public life, including in leadership positions.

    During the period under review, the Government introduced major initiatives to enable parents to access childcare and had increased public funding of early learning and childcare to unprecedented levels.  Government expenditure now exceeded 1.37 billion euros in 2025, a 200 per cent increase on investment since 2017.  The early childhood care and education programme provided two years of pre-school without charge and enjoyed participation rates of 96 per cent each year. The national childcare scheme, introduced in 2019, provided targeted and universal subsidies to reduce the costs for parents.  In addition, the equal start scheme introduced in 2024 was specifically targeted at enabling children from disadvantaged households to access early learning and childcare.

    Mr. Brophy introduced Government measures to increase family leave entitlements, including extending parental leave to 26 weeks under the parental leave (amendment) act 2019; establishing a statutory right to flexible work arrangements; establishing the right to five days of paid sick leave through the sick leave act 2022; increasing the national minimum wage by 46 per cent, from 9.25 euros per hour in 2017 to 13.50 euros in 2025; and requiring relevant organizations to report on their gender pay gaps and transpose the European Union pay transparency directive. The Government had focused on promoting greater participation by women and girls in science, technology, engineering and maths subjects.  Thanks to Government action, the number of female apprentices doubled between 2021 and 2025. 

    The national strategy for women and girls prioritised action to combat domestic violence and gender-based violence.  This was reflected in Ireland’s decision to ratify the Council of Europe’s Istanbul Convention on Preventing and Combatting Violence against Women and Domestic Violence in 2019.  Ireland enacted the domestic violence act in 2018, which strengthened the protections available to those experiencing domestic violence and made coercive control a criminal offence. 

    Launched in 2022, the third national strategy on domestic, sexual and gender-based violence instituted fundamental structural reforms to Ireland’s approach to tackling the issue.  A new agency, Cuan, was established in 2024 to deliver services to victims and implement awareness raising campaigns on such violence.  Ireland also became one of the first countries to enable persons experiencing domestic violence to have five days of paid leave.  The Government had also introduced significant measures to combat trafficking.  The third national action plan to prevent and combat trafficking, launched in 2023, was working to implement a more victim-centred approach, while raising awareness among service providers of trafficking and providing appropriate training.

    Mr. Brophy also presented measures to address women’s health needs, including the establishment of the Women’s Health Taskforce in 2019; the women’s health action plans for 2022-2023 and 2024-2025, which ensured a continued focus and delivery of key women’s health actions; the allocation of over 180 million euros since 2020 in additional funding, including funding for free contraception for women from 17 to 35 years, in vitro fertilisation treatment, and public menopause clinics. 

    Ireland was the first county in the world to decide by referendum in 2015 that same-sex couples should be able to marry.  A referendum on removing the reference in article 41.2 of the Constitution to women’s place in the home was also held in March 2024, but this was defeated.  The people of Ireland voted in a referendum in May 2018 to amend the Irish Constitution to permit Ireland’s parliament to legislate for abortion.  All 19 maternity hospitals were now providing termination services, in accordance with legislation.  There had also been a sustained increase in community providers, which now stood at 455.

    In the context of Mother and Baby and County Home Institutions, the State repeatedly failed to protect vulnerable citizens, and to uphold their most fundamental rights. The Government was conscious of the terrible hurt and pain caused, and the impact that this had had, and continued to have on many individuals and their families.  The Commission of Inquiry’s report, and the official State apology which followed, were a starting point for the further restorative measures now being progressed.  Six of the seven major commitments made by the Government to survivors were in place, while the seventh, a National Centre for Research and Remembrance, was in progress. 

    Ireland enacted the landmark birth information and tracing act 2022, which had provided clear rights of access to birth and early life information, and a Mother and Baby Institutions payment scheme opened to applications in March 2024 and provided payments and health benefits to survivors.  To date, more than 4,500 payments had been made totalling over 66 million euros.  Last Monday, work began to excavate at the site of the former Tuam Mother and Baby Home so as to ensure the dignified burial of any babies found to have been buried there.  In addition, many women who spent time in Magdalen Laundries had now benefited from the Government’s redress scheme, which remained open for any further applications.

    The Government aimed to make equality a lived reality for women and girls in all of their diversity. There were areas where further progress or change was needed, but the Government was committed to creating a better society for women and girls.

    Statement by the National Human Rights Institution of Ireland

    DEIRDRE MALONE, Director, Ireland’s Human Rights and Equality Commission, said Ireland played a leadership role in the global struggle for gender equality.  However, its international ambition for gender equality was not always matched with domestic action on gender equality.  There had been procrastination in ratifying key treaties and removing reservations; delay in incorporating international standards into national law; continuing failure to implement the recommendations of treaty bodies, including those of the Committee; and in the case of O’Keeffe, a continuing refusal to follow the judgement of the European Court of Human Rights regarding redress.

    In areas such as the needs of Traveller and Roma women and access to abortion, Ireland had clear and comprehensive policies and strategies which were not being implemented.  In those areas where there was progress, it was often frustratingly slow.  While domestic, sexual and gender-based violence policy had seen several positive reforms in recent years, it was necessary to bridge the gap between the progressive policies and legislation that Ireland had enacted and the reality on the ground. 

    Women suffered disproportionately from an inadequate, arbitrary, and overly bureaucratic social welfare system, which was not benchmarked against the cost of living or indexed against national wages.  Some 4.8 per cent of women lived in consistent poverty with lone parent households headed by women, and low-income families being more susceptible to poverty. The Gender Pay Gap and the Gender Pension Gap remained stark.

    In areas including the treatment of women in prison and women’s participation in politics, there had been regression.  Prison overcrowding worsened daily.  Given the impact of prison on women and family life, Irish penal policy needed to be reformed in line with the Bangkok Rules.

    More than 75 per cent of seats in parliament were held by men; only three out of 15 newly appointed cabinet Ministers were women.  Ireland had made a commitment to the principles of the Convention but was not matching that commitment with action that transformed the lived realities of its women and girls.  By investing in an equal future, the Irish State – one that prided itself on its adherence to human rights and rule of law – could show leadership to other nations, at a time when such leadership was so badly needed.

    Questions by a Committee Expert 

    JELENA PIA-COMELLA, Committee Expert and Rapporteur for Ireland, congratulated Ireland on placing gender equality at the forefront of its agenda during its 2021-2022 tenure at the United Nations Security Council.

    The Committee regretted that, despite its previous recommendation, the State party did not intend to remove its reservations to the Convention and remained concerned that the Irish Constitution’s outdated language on women’s duties at home continued to discriminate against women’s rights in the economic and social spheres. Did the State party intend to devise a plan to implement the relevant recommendations of the gender equality bodies of the Citizen’s Assembly and Parliamentary Committee?  What was the status of review of the equality (miscellaneous provisions) bill of 2024?

    The Committee welcomed that State apologies had been issued for past human rights violations. However, it was deeply concerned that there had yet to be recognition that women and girls of the Magdalene Laundries had experienced degrading treatment and gender-based discrimination; that arbitrary barriers to redress persisted within the Mother and Baby Institutions payment scheme; and that the State had failed to adequately implement the 2014 O’Keeffe judgment. 

    What steps was the State party taking to provide up-front payment to women residing abroad; and to comprehensively address concerns raised regarding the operation of commissions of investigation?  Would the State overhaul the current model of investigations to embed human rights and equality principles in their operation?  Would the proposed commission of investigation into sexual abuse in day and boarding schools include non-religious schools, including the school Louise O’Keeffe attended?  What was the status of the National Centre for Research and Remembrance and how would it address the needs and views of affected persons?

    Responses by the Delegation

    The delegation said significant progress had been made in implementing the recommendations of the Citizen’s Assembly on Gender Equality.  Of 205 actions, 190 had been completed or were in progress.  The recommendations addressed sexual and gender-based violence, education in challenging gender stereotypes, and actions to improve the share of women in politics.

    The redress scheme established in 2013 regarding the Magdalene Laundries was accessible for women living abroad.  The State had worked actively to keep conditions under review.  Persons under 66 were entitled to a symbolic payment, which had been increased to 120 euros per week.  Women continued to receive payments under the scheme.  The payment scheme was one of a large suite of actions made to redress the harms caused in Mother and Baby County Home Institutions, including measures to support access to information.  Some 16,000 applications had been processed thus far.  The National Remembrance Centre would be in Dublin. A steering committee for the Centre was established in 2022 and development permission was received in 2025.

    To address shortcomings, a revised version of the O’Keeffe payment scheme was put in place in 2021, after which 128 applications were received.  It was expected that legislation to implement the decision of the European Court of Human Rights on this case would be implemented in coming weeks. A report into incidents of sexual abuse in residential institutions was published in 2024, and the Government was preparing measures to implement the recommendations of the report.

    A voluntary redress scheme had provided compensation to more than 375 women who had undergone symphysiotomy procedures.  The Government had fulfilled its obligations to women who had suffered due to these procedures.

    Equality legislation was currently being drafted and would be reviewed by a parliamentary committee over the summer.

    Questions by a Committee Expert 

    A Committee Expert asked about the timeline for the adoption of the new national strategy on women and girls?  How would it incorporate lessons from the previous cycle and align with Convention standards?  Would Traveller women’s needs be addressed in the strategy?  What measures were in place to monitor equality policies of Government bodies?  What training on gender equality was provided to Government officials?

    Ireland’s national human rights institution had “A” status under the Paris Principles and the appointment process for its commissioners was transparent.  Did the institution promote international and regional human rights frameworks?  Was the State party considering implementing the recommendation of the Global Alliance of National Human Rights Institutions to establish a fixed term for members?

    The Committee welcomed that political parties would have their funding reduced by 50 per cent if they failed to present at least 40 per cent female candidates.  It called for a quota of 50 per cent female representation to be established.  Efforts to implement gender quotas had not produced meaningful representation of Traveller women.  It was welcome that women represented 40 per cent of board members in the largest publicly listed companies.  However, the share of female executive directors remained low, at 11 per cent. None of these companies had a female chief executive officer.  How would this be addressed, and how would the State party increase the representation of Traveller women in Government?

    Responses by the Delegation

    The delegation said representatives from Government and civil society monitored the implementation of actions on gender equality.  The forthcoming national strategy for women and girls was close to finalisation.  Work was underway to embed a focus on Traveller women in the new strategy.  It also included measures to strengthen training on gender equality for Government officials.  Some 6,900 civil servants had enrolled in online training on gender equality. A professional diploma on human rights was offered for public officials, which covered gender equality.

    The national human rights institution had its own dedicated budget, provided on an annual basis. Its funding allocations had been increased substantially in recent years – its allocation in 2025 was 3.5 million euros higher than in 2015.  The Government did not play a role in the appointment of its commissioners.

    The Balance for Better Business programme monitored gender representation on the boards of Irish companies.  The average level of female representation on the boards of all publicly listed companies was now at 37 per cent.  A new five-year strategy had been developed which set targets for more than 40 per cent female representation on the boards of all companies by 2028.  It included measures to improve the recruitment of women and promote women’s career pathways.

    Amendments were made to the electoral act of 1997 that improved the gender balance in political parties, with the introduction of 40 per cent quotas for women candidates in national elections.  There were no plans to extend these quotas to local elections.  Policies had been developed to promote the representation of Traveller women in politics, and the Women for Election organization, which was funded by the Government, was working toward this goal.

    Questions by Committee Experts 

    A Committee Expert said that Ireland’s work towards gender equality on the boards of companies was very impressive.

    One Committee Expert recognised progress in addressing gender-based violence, including the adoption of the Istanbul Protocol and the national strategy to combat domestic, sexual and gender-based violence.  What further measures would be adopted to address gender stereotypes with an intersectional approach?  Forced sterilisation of women with disabilities was still practiced and hate crimes against women had risen by four per cent over the reporting period. When would the State party develop a national action plan to address hate crimes and adopt measures to ban forced sterilisation?  What measures were in place to ensure that victims of female genital mutilation had access to health services?  Would it increase the number of specialised female genital mutilation clinics?

    One in five women in Ireland reportedly experienced non-consensual sex in their lifetimes. There were delays in access to justice and insufficient funding for measures to address sexual offences. What measures would the State party take to increase access to legal aid and protection for women victims of sexual violence?  What resources would be provided to strengthen support structures?  Would the State party consolidate legislation on sexual violence into one law?

    A Committee Expert said Ireland had made considerable efforts to combat trafficking, including by developing a national action plan to combat trafficking and establishing an independent monitoring mechanism.  However, there were shortcomings in identifying victims, particularly girls.  Only five children were identified as victims of trafficking in 2023, and the training of officials reportedly did not lead to effective prosecutions.  How would the State party train the judiciary and increase the prosecution of trafficking offences?  What steps had been taken to improve the identification of victims and ensure that no victims were excluded from support?  The Committee welcomed that a trafficking specific shelter had been established in 2023, but it was not large enough; were there plans to extend it?  There had only been 15 convictions of consumers of sex services in 2023; were there plans to increase prosecutions? 

    Responses by the Delegation

    The delegation said the national strategy for women and girls included measures to address gender stereotypes and to collect data on such stereotypes.  Ireland had taken measures to address gender stereotypes in the media, including through a media forum held in 2025, and measures to promote gender balance in the media.  A campaign on reporting harmful online content had also been developed.

    Women’s health services were trained on responding to victims of female genital mutilation, and management guidelines had been developed on caring for victims, who had access to free counselling services.  A project was underway to reduce waiting times for healthcare for victims of female genital mutilation.  Ireland had ratified the Council of Europe Convention that prohibited forced sterilisation.

    Work was ongoing to update legislation on hate crimes and to introduce a prohibition of the incitement of hatred online.  The Government had also drafted legislation on removing the guardianship rights of parents who killed their partners.  Ireland had comprehensive laws on sexual offences.  There had been a three-fold increase in funding for support for victims of domestic, sexual and gender-based violence, and a body had been established to promote the collection and accessibility of data on sexual violence.

    Competent authorities, as well as non-governmental organizations, were now able to refer suspected victims of human trafficking.  The Government was looking at expanding the shelter for victims of trafficking.  It funded several non-governmental organizations to provide trauma-informed support to victims.  The Irish police forces had worked to increase prosecutions of organised crime cases, which had proven effective in preventing trafficking.  Ireland had recently decriminalised the sale of sex; there was no plan to change this legislation.  The Government was planning to introduce on-the-spot fines and mobile phone searches to increase prosecutions for the consumption of sex services.

    JELENA PIA-COMELLA, Committee Expert and Rapporteur for Ireland, welcomed the State party’s proactive efforts to address coercive practices.  Could it provide more information on the special measures it had developed to address rape?

    Another Committee Expert asked if legislation was planned to address drink spiking?  What services were provided to victims of gender-based violence in prisons?

    A Committee Expert asked how the State party was promoting the meaningful participation of women, including marginalised women, in the Foreign Service?  The Committee was concerned about online threats against women involved in politics and public life.  What monitoring mechanisms were in place?  There was no clear gender-responsive climate strategy.  How did the State party ensure that women and girls were included in decision-making processes on climate action?

    Another Committee Expert said there was no formal procedure for the determination of statelessness in Ireland.  How would the State party amend this deficiency?  What did the State party plan to do in response to the recent court decision on the right to guardianship for babies born through surrogacy?

    Responses by the Delegation

    The delegation said the Government was prioritising the drafting of legislation on coercive practices.  The prison service provided support to persons who had experienced domestic, sexual and gender-based violence.  An intervention model was also in place to prevent revictimisation upon release. Drink spiking was a criminal offence.

    Last year, of the 67 persons identified as victims of human trafficking, 10 were children.  The third national action plan on trafficking included measures to tackle trafficking in children.  A series of training programmes had been developed for prosecutors on sexual offences.

    Women made up 49 per cent of senior management in Ireland’s Foreign Service, and 54 per cent of heads of foreign missions.  A code of conduct on countering online hate speech had been developed, as had guidance for candidates who faced online harassment on lodging complaints.

    The Government was working to provide pathways to the parents of babies born through surrogacy to have their parental rights recognised.

    Questions by Committee Experts 

    JELENA PIA-COMELLA, Committee Expert and Rapporteur for Ireland, said that the statics of female participation in diplomacy were outstanding.  The Committee welcomed the State party’s higher education authority act. The primary curriculum did not address gender equality; would it do so in future?  What measures were in place to promote equal access to education? How did the State party ensure that its sexual and reproductive health education addressed same-sex relationships, gender identity and abortion?

    Another Committee Expert said the Committee welcomed the reduction of the gender pay gap to 9.6 per cent in 2022. What enforcement mechanisms were in place to ensure private sector compliance with equal pay mechanisms? Women constituted 60 per cent of low paid workers.  How did the State party address the barriers faced by women in accessing decent work? Roma women had an estimated unemployment rate of 80 per cent; how was the State party addressing this issue? Were there plans to introduce a universal State pension to address the gender pension gap, which was currently at 36 per cent?

    The Committee was concerned about the unequal distribution of unpaid care work.  What measures were in place to ensure access to affordable childcare for all children and to encourage greater uptake of parental leave by men? How did the State party ensure effective redress in cases of workplace harassment?

    The delegation said the sexual and reproductive health education curriculum was being reviewed, and the updated curriculum would be introduced from 2027.  It focused on promoting healthy relationships, gender equality and safety online, preventing harmful gender narratives, addressing the root causes of domestic and sexual violence, assessing responses to unplanned pregnancies and rape, and the harms of pornography.

    The accessibility and affordability of early learning and childcare had been improved since 2017.  Up to two years of preschool education was now offered at no cost.  Universal subsidies were provided to families.  More than two million children were covered by the national childcare scheme, which had a budget of 529 million euros in 2025.  The equal start scheme provided targeted support in disadvantaged areas for Traveller, Roma and refugee children.

    Reporting on the gender pay gap required employers to consider the reasons for the gap.  Guidelines were being developed for different sectors on addressing gender pay gaps.  Employees could lodge complaints when their employer did not report on gender pay gaps. Paid parental leave created individual, non-transferrable entitlements for each parent.  The Government planned to increase awareness of parents’ entitlements. 

    One of the actions in the national Roma and Traveller strategy promoted their employment and participation in internships.  The Government was reaching out to marginalised groups to encourage participation in voluntary employment services.

    Questions by a Committee Expert

    A Committee Expert said Ireland had made significant progress in terms of women’s health.  How did the State ensure free access to healthcare for marginalised women?  How did the roadmap for digital health to 2030 address the needs of women and girls, including persons who had difficulties accessing digital services? Could the delegation provide data on women who had accessed legal abortions in 2023 and 2024?  How many women had had to travel abroad to obtain abortions?  How was the State party combatting stigma related to abortions and conscientious objections?  Was the State party considering abolishing the mandatory three-day waiting period for abortions?

    How was free, prior and informed consent guaranteed for medical interventions on institutionalised women and transgender persons?  There were reported cases of forced sterilisations and forced abortions; how did the State sanction such harmful practices, and how many cases of such practices had been brought before the courts?  How was the State party ensuring that mental health services were community-based and gender sensitive?  What steps had been taken to ensure that victims of gender-based violence could benefit from free mental health services?  Would the State prohibit the use of confidential health data of victims in court cases?

    Responses by the Delegation

    The delegation said the parental leave scheme encouraged fathers to use it.  In 2024, over 66,000 parents had received parental benefits, of which 32 per cent were men.  Ireland’s State pension system recognised periods spent outside the workforce for caring requirements.  The long-term carers’ contribution supported the pensions of women who provided full-time care for long periods of time; over 7,000 women had been added to this scheme last year.  The difference in average pay to men and women was negligible in terms of the State pension.  The proposal of a universal pension could undermine progress made in recognising time spent by women providing care and would not resolve the pension issue. Ireland was in the process of adopting an auto-enrolment process for pensions which would particularly benefit women.

    The Government was considering ratifying International Labour Organization Conventions 156 and 183. The Workplace Relations Commission was responsible for deciding on workplace discrimination claims.  Some 63 claims had been received in 2024.  The Commission did not collect reasons for withdrawals of complaints.  It assisted all parties to reach a suitable outcome for a claim.

    The State party promoted collective bargaining to promote access to decent working conditions and wages. There was no legal impediment to collective bargaining.  The Government supported the rights of all workers to join and form trade unions. 

    Ireland was committed to gender transformative climate action.  Its delegation at the most recent Conference of the Parties in Baku was 50 per cent female. The Just Transition Commission had published a report that called for assessment of the gender implications of climate measures.

    Free hormone replacement therapy was provided to women experiencing the symptoms of menopause.  The Government was committed to ensuring safe and equitable access to pregnancy termination services for marginalised groups of society. In 2023, 10,033 women used termination services, while in 2022, 214 women went abroad to access such services. The free contraception scheme provided for the cost of contraception and related health consultations.  More than 200,000 women benefited from the scheme last year.  Since 2016, several million euros had been invested in maternity services, funding a large increase in maternity health staff.

    Women’s mental health remained a key priority in the national mental health strategy.  The State was providing mental health services to victims of violence that considered their gender and experience of trauma.  The State party was not aware of cases of forced sterilisation and forced abortion.

    Children could remain in the care of their mother in prison until 12 months of age.  High quality antenatal care was provided to women in prisons and there were mother and baby units in the State’s two women’s prisons.  Draft legislation had been developed that would limit the use of counselling records in court proceedings.  Banning disclosure of such records entirely could affect the right to a fair trial.  Measures were being developed to reduce revictimisation of survivors through disclosure hearings.

    The State was rolling out campaigns to encourage victims of sexual and gender-based violence to come forward and access support services, and was working with partners to ensure that frontline staff were delivering trauma-informed and culturally sensitive care to victims of violence.  The State was working to map the mental health needs of adolescent girls, which would inform the development of the national mental health strategy.

    Questions by Committee Experts

    A Committee Expert said Ireland had developed initiatives to promote the empowerment of women.  Some 32 per cent of start-ups were headed by women in 2022. There was a risk of poverty and exclusion for single, women-headed families – there had been a 171 per cent increase in the number of women who were unable to access housing in 2023. How was the State party addressing this? What progress had been made in developing a second action plan on business and human rights?  How did the State party ensure obligatory due diligence in human rights?

    One Committee Expert said Traveller women were disproportionately represented in prisons.  How were prison services aligned with the Bangkok Rules? The Traveller and Roma women national strategy did not address access to justice.  Would this be rectified?  How many women of colour were represented in decision-making bodies?  How was Ireland promoting unimpeded access to humanitarian assistance to women and girls on the frontlines of conflict, and how did the State party encourage consideration of intersectionality globally?

    Responses by the Delegation

    The delegation said single parents were a target of social benefit schemes, including school meals programmes and the child benefit scheme, which had been extended to children up to age 18 in full-time education.  Ireland had piloted equality budgeting measures, including for gender budgeting. It was designing a tagging framework that would ensure the recording of expenditure on equality issues.

    Ireland was working to increase female participation in entrepreneurial activity through a six-year action plan, which included schemes for financial support for high potential start-ups led by women.  Mentorship, training and networking programmes were offered to women entrepreneurs. There was double the number of women accessing such training compared to men.

    Ireland’s first national action plan on business and human rights had concluded in 2023, and a consultation process for developing the second plan was currently underway.  A working outline of the plan was presented in June 2024. The next plan was likely to finish in 2028 or 2029.  The Government planned to include gender responsive due diligence in the plan.

    The Government was committed to providing affordable social homes at scale.  There were more than 20,000 social housing solutions delivered in 2024. Several million euros would be invested in programmes to address homelessness in 2025.  Around 15,500 persons accessed emergency accommodation in April 2025, including 4,700 children.  A national homelessness action committee was established in 2021 to address the issue; it had developed a national support framework. 

    The zero-tolerance strategy sought to increase the number of refuge units and safe homes for victims of violence. There were 141 refuge units at the outset of the strategy; the current number was 159.  By the end of 2025, more than 200 would be established.  There had been investments of over 100 million euros in Traveller-specific accommodation.

    There was disproportionate representation of Travellers within the justice system.  The family support model for Traveller women in prison provided intensive support at all judicial stages.  Services were being extended to pre-sentencing and post-release stages. There were plans for the establishment of an open women’s prison.

    Ireland was consistent in its participation in multilateral fora addressing lethal autonomous weapons.  It was presenting a value-based message that addressed gender issues.

    Questions by a Committee Expert 

    A Committee Expert asked why the findings of the independent review of the legal aid scheme of 2021 were not published.  How could women who could not afford legal representation have access to justice? How was the right of access to justice of women with disabilities respected?

    The Committee welcomed efforts to support women’s access to child maintenance payments.  Could the State party provide statistics on fathers who did not pay child maintenance?  Why had the State party decided not to establish a child maintenance agency? How did it respond to non-payment of maintenance?  Would it publish the results of a study into the economic consequences of divorce on both parents?  Women with disabilities were reportedly discriminated against in child custody decisions.  Would the State party investigate this issue?

    Responses by the Delegation

    The delegation said the child maintenance review group was established in 2020 to assess whether to establish a State child maintenance agency; it had decided that such an agency should not be established.  Instead, it had called for a review of the enforcement of child maintenance orders to be undertaken and had issued 26 recommendations to ensure compliance with such orders.  Guidelines on the implementation of the recommendations were being developed. There had been significant increases in child support and working family payments recently.

    New legislation passed last year included provisions to make the family court process more accessible and less costly. The best interests of the child were a primary consideration in all family court proceedings.

    Frontline professionals across the justice sector were trained on identifying risks of sexual and gender-based violence and responding to such violence effectively.  Staff of the probation service were also trained on risk assessment and recognising cases of sexual and gender-based violence.

    The civil legal aid review was completed in May 2025 and the Government was now considering its results.  The judicial appointments act included provisions promoting equal numbers of men and women as members of the judiciary. The gender pay gap platform would allow for assessment of the pay gap in the legal sector.

    Concluding Remarks 

    COLM BROPHY, Minister of State for Migration of Ireland and head of the delegation, thanked the Committee for the constructive dialogue.  The Committee had invested significant time in understanding the issues facing women and girls in Ireland.  Ireland was committed to its obligations under the Convention and to the United Nations more broadly.  The State would develop measures in response to the Committee’s concluding observations, and brief civil society on them.  Mr. Brophy closed by thanking all those who had contributed to the dialogue. 

    NAHLA HAIDAR, Committee Chair, thanked the State party for its responses and its support to the treaty bodies, international law and the rule of law.  The dialogue had provided the Committee with further insight into the efforts made by Ireland to implement the Convention for the benefit of women and girls in the State.  The Committee would develop concluding observations to strengthen the implementation of the Convention in Ireland, including recommendations for immediate follow-up.  It looked forward to its next dialogue with the State party.

  • MIL-OSI United Nations: An impact-based early warning module in Nepal’s BIPAD portal

    Nepal has developed an impact-based forecasting tool for floods, earthquakes, forest fires and air pollution, with historical loss data informing the impact estimates. Originally designed as a prototype for riverine floods and piloted at two river stations in West Nepal, the tool has since developed and improved and is designed for near-real-time estimates of impact, providing visualisations of hotspots for potential damage and loss

    The National Disaster Risk Reduction and Management Authority of the Government of Nepal oversees and manages the national disaster information management system, the Building Information Against Disaster (BIPAD) portal. The system consists of separate platforms for national, provincial, and municipal governments, and features several modules, including risk information as well as damage and loss data.

    Recently, a new module on impact-based forecasting has been developed and integrated into the portal (Figure 6).

    The module quantifies and visualises three main elements in a dashboard: exposed buildings, road and land use in flood-prone regions using OpenStreetMap data overlayed with flood hazard maps; at-risk households, using household-level data collected by the Nepal Red Cross Society and scoring risk based on the INFORM Index; and potential flood impact. The potential flood impact is estimated including the use of historical disaster loss data as a reference.

    The prototype module is being tested and planned improvements include the integration of local forecasts from the Department of Hydrology and Meteorology with higher accuracy for shorter lead times. For this, more reliable and locally available flood forecast data needs to be integrated into the portal along with flood extent maps.

    Recent studies have shown that risk model outputs for early warning become more sensitive to vulnerability parameters as compared to hazard, the shorter the lead time. This means, while hazard-based risk forecasts provide useful information in the weeks of even several days ahead of an event, pre-existing vulnerability and historical impact data becomes more important for impact estimates one or two days or just hours ahead of the event.

    Earlier this morning, the Swiss Government announced a generous financial package of support to the United Nations presence in Geneva.

    The Secretary-General is very much appreciative of the Swiss Federal Council for this decision.  The United Nations is determined to continue working in partnership with Switzerland to advance the cause of multilateralism.  Our presence in Geneva remains an integral part of the UN system.  The Swiss support is crucial for this continued endeavour.

  • MIL-OSI United Nations: Secretary-General’s remarks to the Security Council Open Debate on the Threats to International Peace and Security [as delivered]

    Madam President, allow me to make a brief introduction before the briefings of my colleagues

    Excellencies,

    There are moments when the choices before us are not just consequential — they are defining. 

    Moments when the direction taken will shape not only the fate of nations, but potentially our collective future.

    This is such a moment.

    To the parties to the conflict – the potential parties to the conflict – and to the Security Council as the representative of the international community, I have a simple and clear message: 

    Give peace a chance.

    The confrontation between Israel and Iran is escalating rapidly with a terrible toll – killing and injuring civilians, devastating homes, neighborhoods and civilian infrastructure, and attacking nuclear facilities.

    The world is watching with growing alarm.

    We are not drifting toward crisis – we are racing toward it.

    We are not witnessing isolated incidents — we are on course to potential chaos.
     
    The expansion of this conflict could ignite a fire that no one can control.

    We must not let that happen.

    Excellencies,

    It may be easy to list a range of problems that have impacted relations between Israel and Iran in the last decades.

    But the central question of this conflict is the nuclear question.

    Non-proliferation is a must for the safety and security of us all.

    The Non-Proliferation Treaty is a cornerstone of international security. 

    Iran must respect it.

    And Iran has repeatedly stated that it is not seeking nuclear weapons. 

    Let’s recognize there is a trust gap. 

    The only way to bridge that gap is through diplomacy to establish a credible, comprehensive and verifiable solution – including full access to inspectors of the IAEA, as the United Nations technical agency in this field.  

    For all of that to be possible, I appeal for an end to the fighting and the return to serious negotiations.

    At this defining moment, I urge this Council to act with unity and urgency for dialogue.

    And I urge the international community to rally behind the sole path that can deliver lasting peace: diplomacy grounded in international law, including the UN Charter.

    This is even more crucial given the unfolding horrors in Gaza.

    Excellencies,

    The only thing that is predictable is that the consequences of continuing this conflict are unpredictable.

    Let us not look back on this decisive moment with regret.

    Let us act — responsibly and together — to pull the region, and our world, back from the brink.

    Today, we recognize the millions of refugees forced to flee war, persecution, and disaster.

    Every individual carries a story of profound loss – of a family uprooted and a future upended.  

    Many face closed doors and a rising tide of xenophobia.

    From Sudan to Ukraine, from Haiti to Myanmar, a record number of people are on the run for their lives – while support is dwindling. 

    And host communities, often in developing countries, are shouldering the greatest burden.

    This is unfair and unsustainable.

    But even as the world falls short, refugees continue to show extraordinary courage, resilience and determination.

    And when given the chance, they contribute meaningfully – strengthening economies, enriching cultures, and deepening social bonds.

    On this World Refugee Day, solidarity must go beyond words.

    Solidarity must mean boosting humanitarian and development support, expanding protection and durable solutions such as resettlement, and upholding the right to seek asylum – a pillar of international law.

    It must also mean listening to refugees and ensuring they have a voice in shaping their futures.

    And it must mean investing in long-term integration through education, decent work, and equal rights.

    Becoming a refugee is never a choice.

    But how we respond is.

    So let us choose solidarity. Let us choose courage. Let us choose humanity.

    Chaque personne réfugiée porte en elle l’histoire d’une perte insondable, d’une famille déracinée et d’un avenir bouleversé.

    Elle doit se traduire par un renforcement de l’aide humanitaire et de l’aide au développement, par l’élargissement de la protection et la fourniture de solutions durables telles que la réinstallation, et par le respect du droit de demander l’asile, qui est l’un des piliers du droit international.

    Elle passe également par l’écoute des réfugiés, qui doivent pouvoir s’exprimer sur la façon dont ils conçoivent leur avenir.

    Elle implique d’investir dans une intégration à long terme par l’éducation, le travail décent et l’égalité des droits.

    Devenir un réfugié n’est jamais un choix.

    Mais nous avons le choix de la réponse à apporter.

    Faisons donc le choix de la solidarité. Faisons le choix du courage. Faisons le choix de l’humanité.

  • MIL-OSI United Nations: China Contributes to WFP’s Lifesaving Food Assistance for Rohingya Refugees in Bangladesh

    DHAKA – The United Nations World Food Programme (WFP) has welcomed a contribution from the Government of the People’s Republic of China, provided through the China International Development Cooperation Agency (CIDCA).

    The occasion was marked by a handover ceremony held at WFP Bangladesh Country Office in Dhaka.

    The contribution will enable WFP to procure 2,100 metric tons of fortified rice, pulses, and cooking oil – enough to provide a three-month food ration to around 45,000 Rohingya refugees living in the world’s largest refugee camp in Cox’s Bazar.

    “This generous funding from China could not have come at a more critical time,” said Dom Scalpelli, WFP Country Director. “With humanitarian needs rising and resources under immense pressure, this contribution allows us to continue delivering lifesaving food assistance to some of the most vulnerable people in the world.”

    “This will undoubtedly play a positive role in improving the living conditions of the Rohingya people in Bangladesh and alleviating the humanitarian crisis,” said H.E. Dr. Liu Yuyin, Chargé d’Affaires a.i., of the Embassy of the People’s Republic of China.

    Now in its eighth year, the Rohingya crisis has seen the refugee population in Bangladesh surpass one million. A recent influx of 150,000 new arrivals has placed further strain on overstretched humanitarian operations and limited resources.

    To maintain full food rations for the Rohingya population over the next 12 months, WFP requires an additional US$120 million. Without new funding, this vital assistance will run out by the end of October 2025.

    “We hope this contribution marks not only continued engagement, but a deepening of China’s role in responding to this ongoing crisis,” added Scalpelli.
