  • MIL-OSI United Nations: New Permanent Observer for International Committee of Red Cross Presents Letter of Appointment

    The new Permanent Observer for the International Committee of the Red Cross (ICRC), Elyse Mosquini, presented her letter of appointment to UN Secretary-General António Guterres today.

    Prior to her appointment, Ms. Mosquini served at the organization in various roles including as Secretary-General to the Assembly, ad interim, between April and December 2024, and Chief of Staff to the Office of the President from March 2019 to March 2024.  She was Deputy Head of Resource Mobilization from June 2018 to March 2019 and Deputy Regional Director for Movement Affairs for the Near and Middle East between November 2016 and June 2018. 

    Prior to her career with ICRC, Ms. Mosquini worked as coordinator at the International Conference of the Red Cross and Red Crescent between June 2014 and November 2016.  She also worked in multiple positions for the International Federation of the Red Cross and Red Crescent Societies (IFRC), including as Senior Disaster Law Officer, Legal Counsel, Senior Humanitarian Affairs Adviser, Senior Legal Office and Legal Delegate — all spanning between July 2005 and June 2014. 

    Ms. Mosquini has a graduate law degree from Georgetown University in Washington, D.C., and a bachelor’s degree in economics, political science and international relations from the University of Wisconsin, United States.

  • MIL-OSI United Nations: New Discoveries Shed Light on the Ancient Wonders of Pompei

    Recent archaeological breakthroughs in Pompeii, home to the UNESCO World Heritage property ‘Archaeological Areas of Pompei, Herculaneum and Torre Annunziata’ continue to unveil astonishing new insights into Roman civilization. This World Heritage property, inscribed in 1997, includes the ancient towns of Pompeii and Herculaneum, along with notable villas such as the Villa of the Mysteries, the Villa of the Papyri, and the Villas of Torre Annunziata. These archaeological sites, preserved under layers of volcanic ash following the catastrophic eruption of Mount Vesuvius in 79 AD, provide an unparalleled window into the past.

    The World Heritage Centre welcomes the recent announcement by the Ministry of Culture of Italy that archaeological research of the past months in Pompeii uncovered an opulent private villa, complete with a grand bath complex and banqueting hall. This villa, adorned with intricately decorated rooms, was undergoing renovations at the time of the eruption. The bath complex stands out as one of the largest private bathing facilities ever found in Pompeii. It includes a sophisticated plumbing system, separate warm and cold bathing areas, and a cold-water pool large enough to accommodate 30 people. Researchers believe the villa belonged to Aulus Rustius Verus, a prominent Pompeian politician, who likely used the space to host lavish banquets, solidifying his social and political status.

    Recognized as an exceptional archaeological treasure, the property continues to benefit from dedicated efforts to ensure its long-term conservation and management. The World Heritage Centre, in collaboration with ICOMOS International as an Advisory Body to the World Heritage Committee, has been actively engaged in monitoring its preservation and supporting initiatives to enhance its protection.

    The recent discovery provides deeper insight into the daily life and social structures of ancient Pompeii, shedding light on the ways in which architecture, politics, and culture intertwined in the city. It underscores the continuous potential for archaeological exploration to reveal new dimensions of history.

    More than just a glimpse into the past, this discovery stands as a testament to the richness and complexity of humanity’s shared heritage. It serves as a powerful reminder that history is still unfolding, with untold stories waiting to be revealed.   • MIL-OSI United Nations: Far North Cameroon: IOM Provides Shelter And Essential Household Items For Flood Victims

    Maroua, October 10th, 2024 – “After the floods on the Dougmo site not far from Tildé, where we have been living for 3 years, my house was completely destroyed by the waters and I moved to this new site, not far from Tildé”. Such is the statement made by Alhadji Alifa, 68, a victim of the floods in Cameroon’s Far North region on the night of 09th to October 10th, 2024. Like him, some 459,000 other people in the departments of Mayo-Danay and Logone et Chari were flood victims, according to OCHA, (OCHA Cameroon Far North Situation Report #49 Oct 2024). In order to save their lives, they had to move in search of a flood-sheltered site. As a result, they settled in various neighboring localities least affected by the floods in the departments of Mayo Danay and Logone et Chari.

    As part of its response to the urgent needs of these flood victims, the Mission of the International Organization for Migration (IOM) in Cameroon has granted 300 emergency shelters and 330 kits of essential household items to flood-affected people and vulnerable host communities. The handover activity was carried out as part of the project “Supporting displaced and crisis-affected populations in the Far North, Northwest and SouthWest regions of Cameroon, for the restoration and strengthening of resilience within the framework of NEXUS, Humanitarian, Development and Peace”. This project is part of the “NEXUS, Humanitarian, Development and Peace” program, funded by the Japanese people through the Embassy of Japan in Cameroon, and the “Vital assistance to displaced populations in the Far North and South West regions of Cameroon in the form of shelter, non-food items

    (NFI) and rent money” project, funded by the Central Emergency Respond Fund (CERF), with operational support from the Association des “Animateurs et Encadreurs pour le Développement Communautaire (AAEDC) and the Association de Serbowel Facilitateur pour les Humanitaires (ASFH)”.

    A total of 300 households, including 2015 individuals, benefited from this assistance. A salutary action much appreciated by the beneficiaries. “When we first arrived, we were living in straw shelters that we had built ourselves. But we were still not protected from bad weather, and every time it rained, our huts were flooded with water. But thank God IOM came and built us shelters out of tarpaulin and wood. Today we have a place to sleep”, says Alhadji Alifa.

    For her part, Falmata Alifa – a 75-year-old widow also affected by the disaster – was delighted to have received

    “With which she was “able to build the shelter in which she and her family are currently staying”. Falmata Alifa is also pleased to have received “buckets, cans, mats, pots and pans, blankets, mosquito nets and soap”. “All this came at a time when I needed it most, as all the belongings I had before this situation were destroyed along with my house in the devastating flood,” she added. This activity is in line with objectives 1 and 2 of IOM’s Strategy 2024 – 2028, namely “Saving lives and protecting migrants” and “Finding solutions to displacement”.

  • MIL-OSI United Nations: Human rights situation in Haiti remains ‘very alarming’, UN report finds

    Gang violence in Haiti continues to have a devastating impact on the population, according to a new report from the UN office in the country (BINUH) on human rights violations recorded during the last quarter of 2024.

    Released on Tuesday, the new report highlights that at least 5,626 people have been killed and more than 2,213 injured in the past year, due to the armed gangs who control much of the capital and the country at large.

    These figures reflect a sharp increase of over 1,000 fatalities compared to 2023underscoring the unrelenting brutality gripping the nation.

    UN Spokesperson Stéphane Dujarric highlighted the findings in Tuesday’s press briefing in New York, pointing to a severe deterioration in Haiti’s security landscape.

    Harrowing mass killings

    According to BINUH, the last quarter of 2024 saw an alarming rise in deadly gang-related attacks.

    At least 1,732 people were killed and 411 injured due to violence by armed groups, self-defence units and law enforcement operations.

    The report highlights three large-scale massacres that resulted in over 300 deaths, with the most severe attack occurring in the Wharf Jérémie neighbourhood of Port-au-Prince.

    Between 6 and 11 December, at least 207 people were slaughtered by a gang led by Monel Felix, known as “Micanor,” who accused the mainly elderly victims of practicing voodoo and being responsible for the death of his child.

    The armed gang executed people in their homes and a local place of worship before burning or dismembering bodies to conceal evidence. No law enforcement intervention was reported during the five-day attack.

    Similar atrocities took place in Pont Sondé and Petite Rivière de l’Artibonite, where coordinated gang offensives left at least 170 people dead in early December.

    The murders sparked reprisals by self-defence groups, further intensifying the violence

    State-sanctioned executions

    Haiti’s security forces have also been implicated in grave human rights violations.

    The report documents more than 250 executions carried out by police in 2024, with two children among the victims.

    Many individuals were executed after being detained, while others – including street vendors and motorcycle taxi drivers – were shot for failing to provide identification.

    The Public Prosecutor of Miragoâne was also cited for six extrajudicial executions, bringing the total killings by prosecutors to 42 in 2024.

    Despite calls for accountability, investigations into police abuses remain largely stalled. 
    BINUH noted that no officers have undergone vetting since June 2023, reflecting a deep-seated lack of supervision.

    Child exploitation

    Haiti has also experienced a 150 per cent surge in kidnappings with gangs increasingly targeting children.

    The report raised alarm over widespread sexual violence, with at least 94 cases of rape and sexual exploitation documented in the last quarter alone.

    Women and girls remain particularly vulnerable in gang-controlled areas, where they are subjected to systemic abuse.

    Additionally, child trafficking and forced recruitment by armed groups continue to rise.

    UNICEF has warned of a 70 per cent increase in child soldiers, with boys as young as 12 being used for kidnappings, armed confrontations and extortion.

    Judicial failures

    Despite the scale of the crisis, Haiti’s judicial system remains paralysed.

    While some efforts were made in late 2024 – including appointments to key judicial posts – progress on high-profile massacres and corruption cases remains slow.

    Prime Minister Alix Didier Fils-Aimé ordered investigations into the Pont Sondé and Wharf Jérémie massacres, yet no arrests or judicial actions had been taken by the end of the year.

    International response

    The High Commissioner for Human Rights Volker Türk emphasised the critical need to restore the rule of law and called on the international community to ensure the full deployment of the Multinational Security Support mission (MSS).

    The UN has also urged regional governments to intensify inspections of arms shipments destined for Haiti, in line with Security Council resolutions.

    With over one million people displaced and a humanitarian catastrophe continue to unfold, urgent international intervention is seen as vital to stabilising the country.

  • MIL-OSI United Nations: World News in Brief: ‘Ruthless assault on human life’ in Sudan, Gaza ceasefire must hold says relief chief, World Cancer Day

    The UN Humanitarian Coordinator in Sudan has again urged warring parties to stop targeting civilians. 

    Clementine Nkweta-Salami issued a statement on Tuesday lamenting the “relentless” intensifying shelling, air and drone strikes against civilians in the Darfur and Kordofan regions, and other conflict-affected areas.

    The Sudanese Armed Forces (SAF) and military rivals the Rapid Support Forces (RSF) have been locked in a battle for power since April 2023, causing widespread death, destruction and displacement.

    Indiscriminate attacks ‘deeply alarming’

    “Reports of continued indiscriminate attacks on homes, markets and displacement camps are deeply alarming,” said Ms. Nkweta-Salami.  “This is not warfare – this is a ruthless assault on human life.”

    Furthermore, “the use of starvation as a weapon of war against innocent people in Al Fasher, North Darfur, is appalling.”

    She stressed that the laws of war are clear, noting that all sides to the conflict have a legal and moral obligation to protect civilians and civilian infrastructure.

    “The world cannot look away as civilians are caught in the crossfire, bearing the brunt of a war that continues to disregard the most fundamental rules of armed conflict and international humanitarian law,” she said.

    The senior official once again called on all sides to respect international humanitarian law, stop targeting civilians and civilian infrastructure, and allow immediate, unimpeded humanitarian access to those in need. 

    “This war must not continue to be fought at the expense of the lives of innocent Sudanese children, women and men,” she said.

    Gaza ceasefire must hold, UN relief chief notes during visit to Israel and OPT

    The UN’s top aid official continues his week-long visit to Israel and the Occupied Palestinian Territory focused on engaging with authorities, aid partners and those on the frontlines of the humanitarian response.

    Emergency Relief Coordinator Tom Fletcher was in Nir Oz in southern Israel on Tuesday, where a quarter of all residents were killed or taken hostage in the Hamas-led attack on 7 October 2023. 

     In a social media post, he stressed that the ceasefire must hold, that all civilians must be protected, and that all hostages must be freed. 

    Aid to Gaza

    Mr. Fletcher also held several meetings with Israeli officials, both on Tuesday and on Monday night.

    They discussed ways to sustain the surge of humanitarian support to Gaza, as well as the ongoing challenges in the West Bank, where violence has risen. 

    The UN and humanitarian partners estimate more than 565,000 people have crossed from the south of Gaza to the north since 27 January, while more than 45,000 people have been observed making the journey from the north to the south.  

    Mr. Fletcher arrived in the region on Monday and met Palestinian Prime Minister Mohammad Mustafa, in addition to holding separate talks with the president of the Palestine Red Cresent Society.

    WHO honours people affected by cancer on World Day against the disease

    This Tuesday, 4 February, is World Cancer Day and UN health agency WHO is honouring the courage of people affected by the disease and celebrating scientific progress to treat it.

    “Every minute, 40 people are diagnosed with cancer globally, and embark on a journey to overcome it,” WHO chief Tedros Adhanom Ghebreyesus noted in a post on the social media platform X.

    He said that “around the world, WHO is working with partners to create global coalitions, catalyze local action and amplify the voices of people affected by cancer.”

    Its efforts to improve the lives of millions include providing medicines for paediatric cancers as well as a global campaign aimed at eliminating cervical cancer.

    Tedros also used the commemoration of World Cancer Day to affirm WHO’s commitment to health for all.

  • MIL-OSI United Nations: Deadly attacks in eastern Aleppo highlight Syria’s vulnerability

    The United Nations on Tuesday condemned a deadly car bomb attack in the Syrian city of Manbij that killed 20 people, mostly women, and left many others critically injured.

    The explosion on Monday – close to the Turkish border – targeted a vehicle transporting seasonal agricultural workers. According to news reports, at least 11 women and three children were among the dead.

    It follows another attack just days earlier that killed four civilians and injured nine others, including six children. Monday’s car bombing was reportedly the seventh in just over a month and it marks the deadliest attack inside Syria since the fall of the Assad regime.

    The area has been a battleground for Turkish-backed forces and mostly Kurdish fighters. No group has claimed responsibility for Monday’s attack so far.

    We reiterate that all parties must uphold their obligations under international humanitarian law to protect civilians,” said UN Spokesperson Stéphane Dujarric, briefing journalists in New York.

    Civilians and civilian infrastructure should never be targeted.

    Thousands displaced

    Meanwhile, hostilities persist in northeast Syria, particularly in eastern Aleppo, Al-Hasakeh and Ar-Raqqa, where over 25,000 have been displaced.

    Shelling, airstrikes, and ongoing clashes have devastated communities, leading to widespread destruction of homes, hospitals, and essential infrastructure, according to a humanitarian bulletin issued by UN relief coordination office, OCHA.

    Across the country, lack of public services and funding have made it difficult for humanitarian organizations to respond.

    In Homs and Hama, electricity is available for only 45 to 60 minutes every eight hours, while in northwest Syria, more than 100 health facilities have run out of funding since the start of the year.

    The UN and its partners are appealing for $1.2 billion to assist 6.7 million of Syria’s most vulnerable people through March 2025.

    Humanitarian efforts

    Despite the challenges, UN agencies and partners continue their efforts to deliver assistance and monitor the situation, as security allows.

    On February 3, a UN cross-border mission from Türkiye to Idlib assessed cash distribution efforts – part of a broader effort to reach communities in need.

    “So far in 2025, we completed 40 cross-border missions to Syria, mostly to monitor and assess projects – nearly double the number of missions that we had at the same time last year,” Mr. Dujarric said.

    On January 30, UN teams also conducted an assessment mission to Sweida, close to the Jordanian border, marking the first UN presence in the area since October 2023. The visit revealed critical shortages of drinking water and irrigation resources, exacerbated by years of drought.

    Refugee returns

    Meanwhile, a recent survey by the UN refugee agency, UNHCR, found that 27 per cent of Syrian refugees in Jordan, Lebanon, Iraq and Egypt, plan to return home within the next 12 months – a sharp increase from less than 2 per cent recorded in April last year.

    Since the fall of the Assad regime in December, to 23 January, over 210,000 Syrians have returned with many facing challenges related to destroyed property, lack of infrastructure, and security concerns.

    Internally displaced persons (IDPs) within Syria are also beginning to return home, albeit in small numbers.

    Since early December, approximately 57,000 IDPs – mostly single-family groups or individuals – have left IDP camps.

    However, nearly two million people remain in over 1,500 camps across Idlib and northern Aleppo, where safety concerns and a lack of essential services continue to hinder returns.

    Joint statement by UNFPA Executive Director Dr. Natalia Kanem, UNICEF Executive Director Catherine Russell and WHO Director-General Dr. Tedros Adhanom Ghebreyesus on the occasion of the International Day of Zero Tolerance for Female Genital Mutilation

    NEW YORK/GENEVA, 6 February 2025 – Female genital mutilation is a violation of human rights that inflicts deep and lifelong physical, emotional, and psychological scars on girls and women. This harmful practice affects more than 230 million girls and women today. An estimated 27 million more girls could endure this violation of their rights and dignity by 2030 if we do not take action now.

    Today, on the International Day of Zero Tolerance for Female Genital Mutilation, and in response to the theme “Stepping up the pace: Strengthening alliances and building movements to end female genital mutilation”, UNFPA, UNICEF and WHO reaffirm our commitment to work together with countries and communities to end this harmful practice — once and for all.

    There is hope. Many countries have seen a decline in the prevalence of female genital mutilation. We are witnessing progress in countries like Kenya and Uganda, where collaborative action and community-led initiatives are proving that by strengthening alliances and building movements, we can accelerate change. 

    Since the launch of the UNFPA-UNICEF Joint Programme on the Elimination of Female Genital Mutilation in 2008, and in collaboration with WHO, close to 7 million girls and women access prevention and protection services. Additionally, 48 million people have made public declarations to abandon the practice, and 220 million individuals were reached by mass media messaging on the issue. In the last two years, close to 12,000 grassroots organizations and 112,000 community and frontline workers galvanized to effect change at this critical juncture.

    Yet the fragility of progress made has also become starkly evident. In the Gambia, for example, attempts to repeal the ban on female genital mutilation persist, even after an initial proposal to do so was rejected by its parliament last year. Such efforts could gravely undermine the rights, health, and dignity of future generations of girls and women, jeopardizing the tireless work over decades to change attitudes and mobilize communities.

    Of the 31 countries in which data on prevalence are collected nationally, only seven countries are on track to meet the Sustainable Development Goal of ending female genital mutilation by or before 2030. The current rate of progress must accelerate urgently to meet this target.

    This requires strengthened alliances among leaders, grassroots organizations, and across sectors spanning health, education, and social protection — as well as sustained advocacy and expanded social movements with girls and survivors at the centre. 

    It demands greater accountability at all levels to ensure commitments to human rights are upheld and policies and strategies are implemented to protect girls at risk and provide care, including justice, for survivors. It also requires increased investment in scaling up proven interventions. We are indebted to generous donors and partners who are supporting this life-changing work and call on others to join them.

    We all have a role to play to ensure that every girl is protected and can live free from harm. Let’s step up the pace and act with urgency. The time to end female genital mutilation is now.

  • MIL-OSI United Nations: Call for Applications: Independent Scientific Panel on Effects of Nuclear War

    NEW YORK, 4 February 2025 (Office for Disarmament Affairs) — The United Nations Office for Disarmament Affairs is issuing a public call for candidates to serve on an independent Scientific Panel on the Effects of Nuclear War. 

    The Panel, created by General Assembly resolution A/RES/79/238, will examine the physical effects and societal consequences of a nuclear war on a local, regional and planetary scale.  Potential Panel members are expected to have the necessary expertise to assess the climatic, environmental, radiological and other relevant effects of nuclear war, and its impact on public health, global socioeconomic systems, agriculture and ecosystems.  The Panel has been tasked with publishing a comprehensive report by 2027, making key conclusions and identifying areas for future research.

    Nuclear weapons are the most devastating weapons ever invented and the only weapons with potentially existential consequences.  Just one nuclear weapon can destroy a whole city, potentially killing millions, and jeopardizing the natural environment and lives of future generations through its long-term catastrophic effects.  Despite decades of nuclear disarmament, non-proliferation and arms control efforts, there remain approximately 12,500 such weapons in the world today.

    It has been almost four decades since the last United Nations study on the effects of nuclear war.  Since then, climactic and scientific modeling tools have significantly progressed, and with them, the potential to better understand the effects of a nuclear war, and to provide an updated, comprehensive scientific assessment of the effects and consequences of such a war.

    The Office for Disarmament Affairs is seeking individuals with expertise in one of the following seven key areas:  nuclear and radiation studies; atmospheric sciences and climate; earth and life sciences; environment and environmental studies; agriculture, biology and life sciences; public health and medicine; and behavioural and social sciences and applied economics.

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Discrimination against Women Commend the Democratic Republic of the Congo on Steps Taken to Provide Healthcare to Victims of Conflict-Related Sexual Violence, Ask about Reparations for Victims and the Protect

    The Committee on the Elimination of Discrimination against Women today concluded its consideration of the report of the Democratic Republic of the Congo on sexual violence in armed conflict in the eastern part of the country, presented under its exceptional reporting procedure. 

    Committee Experts commended the State for the healthcare delivered to victims of conflict-related sexual violence, while asking about reparations for victims and how women seeking firewood and other resources in nature reserves could be protected

    A Committee Expert congratulated the State party for steps taken in the areas of healthcare. The Committee hailed the adoption of decree 23/9, which provided for the creation of multisectoral care for survivors of sexual-related violence.  The establishment of mobile clinics in internally displaced persons camps should be commended, as well as the distribution of post-rape kits by midwives. 

    Another Expert said the State party should be commended for enacting the fund for conflict-related sexual violence.  How did it operate and how many victims had benefitted from it?  What steps were being undertaken to ensure adequate resources to implement a victim-centred transitional justice mechanism? 

    A Committee Expert said as Goma was under siege, the most pressing issue was water.  How would the State install water distribution centres while ensuring the protection of women collecting the water?  Many women trekked from Goma in search of firewood, but instead were found by gunmen and faced rape.  Were there park rangers trained in violence prevention who were gender-sensitive and conscious of the epidemic of violence?  The proliferation of small arms and light weapons often claimed the lives of women and girls foraging for food and firewood; how was their illegal trading being addressed? 

     

    The delegation said victims were active participants in the reparation process.  A law implemented in 2022, which provided protection and reparation to victims of sexual violence, mandated a three per cent fixed amount to be sent to organizations for female victims to provide reparations.  Work was done with women at the local level to ensure their full participation.  More than 220,000 victims had been identified, including displaced persons. 

       

    Regarding the situation in the nature reserves in the east of the country, the delegation said this had become a ground for armed groups operating in the area.  Programmes were in place to address practical needs, including safe drinking water for persons in internally displaced persons camps, to ensure there was no need to forage further afield.  Steps had been taken to strengthen protection in the park areas, with regular security patrolling the areas, and keeping note of where women were located.  Awareness raising campaigns were being conducted to highlight the risks women faced when collecting firewood alone.  Women were provided with micro-credits to generate alternative income streams, allowing them to pay for resources such as firewood and water, rather than searching for them themselves. 

    Introducing the report, Chantal Chambu Mwavita, Minister for Human Rights of the Democratic Republic of the Congo and head of the delegation, called for a minute of silence to be observed for the victims of the conflict.  The special report being presented today on sexual violence in armed conflict in the eastern part of the country had been drafted at the request of the Committee.  The Congolese Government was committed to the prevention and suppression of sexual violence in times of conflict.

    Since the submission of the report, at least 945 police staff members had been deployed in areas where the United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO) had withdrawn to protect the civilian population.  The Government had adopted a national action plan, which included measures aimed at preventing violence against women in armed conflict.  The Minister said the Committee should support the creation of an international criminal tribunal for the Democratic Republic of the Congo to prosecute those responsible for sexual violence. 

    In closing remarks, Ms. Chambu Mwavita said it was an honour to be with the Committee to speak about the situation in the country.  The Democratic Republic of the Congo needed support.  The country had faced the aggression of its neighbour Rwanda for more than 30 years.  The dialogue today presented an opportunity to ask for unity and for efforts to respect the United Nations Charter.

    In her closing remarks, Nahla Haidar, Committee Chair, thanked the delegation for the constructive dialogue despite the difficult situation being faced in the country. The Committee expressed its solidarity with the Democratic Republic of the Congo and commended the State party for the efforts it had already taken.

    The Committee has before it the report of the Democratic Republic of the Congo presented under the Committee’s exceptional reporting procedure (CEDAW/C/COD/EP/1).

    Presentation of Report

    CHANTAL CHAMBU MWAVITA, Minister for Human Rights of the Democratic Republic of the Congo and head of the delegation, called for a minute of silence to be observed for the victims of the conflict.  The delegation was presenting the report at a particular moment in time when the territory of North Kivu and South Kivu and Ituri was being torn apart by acts of violence, targeting the civilian population and civilian infrastructure, perpetrated by the Rwandan army and the M23 armed group.  Rwanda was a party to the Convention and was directly responsible for these crimes. 

    Various reports from the United Nations and witness statements from survivors of sexual conflict showed that thousands of women and girls had been victims of rape, mutilation and other types of inhumane violence.  These atrocities not only affected displaced persons, but were also taking place at homes, schools and in prisons.  Now Goma and its surroundings had been taken by the M23 army and other parts of Kivu were being besieged.  If the international community did not take urgent measures, there could be the spread of a cycle of violence against women and girls. 

    The special report being presented today on sexual violence in armed conflict in the eastern part of the country had been drafted at the request of the Committee.  The Congolese Government was committed to the prevention and suppression of sexual violence in times of conflict.  Since the submission of the report, at least 945 police staff members had been deployed in areas where the United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO) had withdrawn to protect the civilian population.  They had been trained to protect people against sexual violence. 

    The Government had adopted a national action plan, which included measures aimed at preventing violence against women in armed conflict.  In 2024, over 1,030 cases were reported and prosecuted by police in South Kivu.  Rulings had been handed down, including under military jurisdiction, where reparations were provided for victims.  The Ministry of Human Rights had pledged to conclude military amendments for transitional justice in the country. 

    The Government was making combatting violence against women the number one priority.  National funds had been developed, providing reparation and health care to the survivors.  Mobile clinics had established health care near areas controlled by the Rwandan army and the M23.  The efforts to protect victims from sexual violence were being undermined by the increased attacks by the Rwandan army and M23, as they had stepped up their military efforts and attacks against civilians.  Two weeks ago, a Rwandan military offensive backed by M23 had resulted in the escape of over 3,000 prisoners from Goma’s central prison, the proliferation of light arms, infrastructure damage, rapes of 163 women held in the prison who were set alight while alive, pillaging of legal buildings, attacks on women defending women victims of violence, and the bombing of the maternal hospital in Goma which led to the deaths of pregnant women and women who had just given birth.

    The Minister said it was essential for the Committee to provide support without delay to women survivors of sexual violence who were in areas occupied by the Rwandan army and the M23.  The Committee should strongly condemn the occupation of Congolese territory by the Rwandan army and the M23, and actively advocate for sanctions against them.  The Committee should support the creation of an international criminal tribunal for the Democratic Republic of the Congo to prosecute those responsible for sexual violence.  The delegation was here to support the United Nations Charter and put an end to the war in the country. 

    NAHLA HAIDAR, Committee Chair, said the Committee stood with the delegation and the people of the Democratic of the Congo during this difficult time. 

     

    GISÈLE KAPINGA NTUMBA, National Human Rights Commissioner and head of the delegation of the National Human Rights Commission of the Democratic Republic of the Congo, saluted the delegation, which had spared no effort to take part in the session, despite the situation in the country.  The Commission welcomed the decisions taken by the Congolese Government to protect the civilian population from the risks of sexual violence and other related human rights violations committed by the parties to the ongoing conflict in the east of the country.  However, it remained concerned about the implementation of the decisions taken and their deterrent nature, particularly with regard to armed groups and the Rwandan army, which were not concerned by these decisions. 

    One of the major challenges for the Government was the security of and humanitarian assistance for the civilian population, both in areas besieged by armed groups and in camps for displaced persons.  The recent invasion and unprecedented assault on the city of Goma by the M23 rebels and the Rwandan army demonstrated the magnitude of the challenge and had led to systematic and widespread violations of human rights and international humanitarian law, with women and children as primary targets.

    At least 700 people had died in Goma since the invasion, and about 500,000 people had been displaced, the majority of whom were women and children.  Sexual violence had reached its peak and health care facilities were overwhelmed.  The city had not been under the control of the Congolese Government, in violation of the principle of Congolese State sovereignty, since the invasion.

    Taking into account the current context, the Commission recommended that the Congolese State use all its powers to restore peace in the east by favouring diplomatic channels and the peaceful settlement of the conflict.  At the International Criminal Court, it was recommended that criminal proceedings be initiated against the leaders of the M23 and the Rwandan army for the various acts constituting war crimes and crimes against humanity perpetrated in Goma and its surroundings.  Finally, at the United Nations Security Council, the Commission recommended that targeted sanctions be taken against Rwanda and that everything be done to bring peace to the eastern Democratic Republic of the Congo.

    Questions by Committee Experts

    BRENDA AKIA, Committee Expert and Country Rapporteur for the Democratic Republic of the Congo, said the Committee members extended their heartfelt condolences to the Democratic Republic the Congo, and condemned the violence being experienced by women and girls in the country.  Ms. Akia commended the Government for the commitment to being part of the dialogue, the progress made in human rights, and the measures taken to tackle sexual violence.  Could the State party provide specific information on the different forms of conflict-related sexual violence currently being committed against women and girls?   

    An urgent political response was needed to ensure peace and security in the eastern Democratic Republic of the Congo.  Given the complexity of the conflict, fuelled by the exploitation of minerals and the existence of armed groups, what strategies was the State party undertaking to push for peace in the country, and ensure the protection of women and girls under international humanitarian law?  What was being done to end the illicit exploitation of these minerals? The Committee commended the State party for the actions taken so far; what were the challenges faced in implementing these legal and policy frameworks?  What resources would the State party require to implement these frameworks?

    A Committee Expert said the Democratic Republic of the Congo was resource-rich, which was often a curse, having fuelled the conflict and sexual violence.  Several pieces of legislation had been passed with the aim of regulating the trade of minerals and armed conflict in the area.  How were extraterritorial actors, including businesses, being held accountable so they did not avoid impunity? 

    Responses by the Delegation

    The delegation said the illicit mining was one of the main causes of the crisis in the eastern part of the country.  The Government had enacted several measures to turn this situation around, but the major challenge was that the mines were under the control of armed groups as well as foreign States that were involving themselves in the conflict.  The Government was taking steps to ensure the certification of certain mining operations, but it was difficult to ensure this was a widespread approach.  The Government was hindered by the conflict and its economic pressure and the difficulty of imposing Government initiatives in areas controlled by rebel groups and foreign States, due to the lack of administrative control.

    The financial issues were a challenge, including for implementing transitional justice mechanisms, which was why an appeal had been made to States for support in this regard. Impunity needed to be tackled head on; the perpetrators of these crimes could not go unpunished.  Steps needed to be taken to bear pressure on other States involved in the conflict, including by sheltering perpetrators.  The Democratic Republic of the Congo was calling for an international criminal tribunal to ensure all involved, regardless of their location, could be apprehended.  When rapes had occurred in Goma, any measures taken by the Government to deal with this were difficult to enact, as other parties were now in charge of Goma. 

    In the conflict areas, women were principally being used by armed groups and other combatants to serve as sexual slaves.  This could result in forced pregnancies and exposure to sexually transmitted diseases. Women being held by these armed groups also did not have access to relevant and necessary health care.  A coordination unit had tracked 10 forms of sexual violence, including rape, human trafficking, sexual mutilation, public sexual violence and humiliation, including women whose sons had been forced to rape them in public, public sexual violence against men and boys, gang rape, transmission of HIV/AIDS as a result of rape, and stigmatisation as a result of the sexual violence, among others. 

    There was also a form of sexual violence deliberately targeting children, particularly young girls. The State had also seen sexual violence used as a weapon of war, which had been ongoing since 2011, when the country was first described as “the world rape capital”. 

    To ensure a better management of its natural resources, the Democratic Republic of the Congo participated in multiple inter-State cooperation efforts to ensure the tracing of natural resources, including those exploited via mining. One included the Kimberly Process for the tracing of diamonds.  The difficulty lay in the application of these pieces of legislation, as the majority of the areas where these resources were found were occupied by Rwanda in the eastern part of the country.  For this reason, it was difficult for the State to exercise its full sovereignty and ensure the traceability of resources.

    Questions by Committee Experts

    A Committee Expert thanked the members of the delegation for their presence, despite the dire situation.  Many women in the Democratic Republic of the Congo faced marginalisation from the peace and security processes.  The weak rule of law, and the impunity for perpetrators of violence and gender-based violence, continued to undermine women’s involvement in the peace and security agenda.  The Expert was happy to note that the third national action plan on women, peace and security had been adopted in 2024; when did it come into effect?  How were women’s organizations and victims engaged in its implementation?  What were the key objectives of the plan?  What concrete plans existed to address the situation of impunity?  What concrete measures were being undertaken to ensure the effective participation of women’s organizations and victims of sexual violence in policies and frameworks relating to women, peace and security? 

    The State party should be commended for enacting the fund for conflict-related sexual violence. How did it operate and how many victims had benefitted from it?  What steps were being undertaken to ensure adequate resources to implement a victim-centred transitional justice mechanism?  Given the withdrawal of the United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO), how would the Government’s transition plan fill this void?  Was there any data on women’s direct participation in negotiation processes for peacebuilding? 

    Responses by the Delegation

    The delegation said victims were active participants in the reparation process.  A law implemented in 2022, which provided protection and reparation to victims of sexual violence, mandated a three per cent fixed amount to be sent to organizations for female victims to provide reparations.  Work was done with women at the local level to ensure their full participation.  More than 220,000 victims had been identified, including displaced persons.  The situation of displaced persons had been catastrophic and required immediate assistance, with emergency measures implemented for this group, including holistic care, medical psychosocial care, and legal assistance and support; 49 per cent of people recorded came from North Kivu.  The situation was constantly changing which made it difficult to respond to. Rigorous monitoring and management efforts were taken to ensure victims were at the heart of responses, with the majority of resources gathered being dispersed as reparations.  Regular consultations were held with victims groups every three months. 

    The third national action plan on women, peace and security was approved in 2024 and included activities to improve the level of women’s participation.  For the first time in the country, there was a female Prime Minister and 32 per cent of those occupying high-level positions in the Government were women.  Awareness-raising campaigns were carried out to raise awareness of women’s rights, prevent sexual violence, and protect women and young girls from gender-based violence. The most recent plan had 26 million dollars earmarked, which had been provided by the Government, public and private partners and international partners, including Norway.  Innovative aspects had been included within the plan, including an aspect of positive masculinity. 

    The withdrawal of the United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO) from the Democratic Republic of the Congo began in 2021.  The withdrawal plan was supported by the Peace Consolidation Fund, to support the country when the Mission withdrew and bolster peace efforts.  This approach was inclusive, involving civil society and actively promoting cohesion among women’s organizations. 

    Since 2018, there had been an increase in women in decision-making positions, due to an introduction of measures to promote gender equality, as well as this being enshrined within the country’s Constitution. 

     

    Questions by Committee Experts

    A Committee Expert said the Democratic Republic of the Congo had ratified the Convention almost 40 years ago.  During this time, how had women’s participation in the political process changed? How many people were in top positions in the country?  Women and girls in the Democratic Republic of the Congo remained underrepresented in all spheres, including in the private sector.  Out of 500 members of Parliament, only 14 per cent of them were women. 

    A roadmap had been adopted up to 2028 to prevent violence in politics.  What steps were being taken to guarantee more women taking part in legislative bodies?  What was being done to eliminate violence in electoral processes?  How were women candidates being protected?  Taking into consideration the extreme violence in the eastern part of the country, it seemed difficult to foresee, but when would there be net parity in the representation of the Democratic Republic of the Congo?

    Responses by the Delegation

    The delegation said a campaign had been spearheaded for positive masculinity. There was now a female Prime Minister and women occupied key decision-making and ministerial posts within the Government, including as the Minister of Foreign Affairs. This year, all party leaders were called upon to ensure 50 per cent of female candidates in their electoral lists in scheduled elections.  These lists would be excused from having to pay the electoral fee, which was an incentive to guarantee more female candidates. 

    Steps had been taken at the electoral and appointed level to push for the stated goal of parity. However, it was another thing to ensure that the female candidates were elected as representatives or senators. The authorities had more control on appointing women to specific posts, rather than ensuring they were elected by voters.  A rule had been enacted to ensure parity with Director-Generals and Deputy Director-Generals, whereby every time a man was appointed to this position, so was a woman, and vice versa.  To ensure more female members of Parliament, women had to be able to persuade the local population to vote for them.  Hearts and minds needed to be changed at the grassroots level, but this was happening gradually.  Having more female leaders would go a long way to changing the electoral environment. 

    During the most recent elections, a programme was rolled out to address electoral violence in the eastern part of the country, and boost capacity for women who wanted to stand as electoral candidates.  Programmes were also rolled out targeting key communities and regions at a grassroots level. Awareness-raising was being carried out in villages to address the entrenched views within the country. Women female candidates often lacked resources, so it was important to engage in capacity building so they could undertake fundraising.  The process towards the drive towards parity was closely tied to the existence of legal instruments.  The Democratic Republic of the Congo was making efforts to promote women’s participation at all levels. 

    Legal and regulatory frameworks were in place under Congolese electoral law to protect female candidates.  A specialised police unit and the military were deployed to regions to ensure violence was not being inflicted on female candidates, and the police received special training in this regard.  Special campaigns were carried out to raise awareness of gender-based violence in elections and encourage female candidates to report this phenomenon.  The prevailing conflict hampered the opportunities to change the sociological and cultural mindsets within the country.  Of the 5,000 judges in the country, around 25 per cent were now women, when previously it had been almost zero.  To achieve this goal, women had been prioritised in recruitment drives.  There was a lack of trust in women’s competence which needed to be addressed. The State was exhausted by the war which was standing in the way of the process. 

    Questions by a Committee Expert

    A Committee Expert said given the link between armed conflict and the climate crisis, could reparations be expanded to include climate-change related violence against women? In March 2021, the International Criminal Court had issued its first order for reparations for victims of sexual violence in the Democratic Republic of the Congo.  Did the reparation fund provide funds for children born out of rape? Last year, a member of the militia was sentenced to imprisonment for life for crimes against humanity, due to forced pregnancy, which was a global first and should be congratulated.  Did the Penal Code address the 10 categories of sexual violence previously mentioned?  How did the Code help shift the stigma from the victim to the perpetrator? As Goma was under siege, the most pressing issue was water.  How would the State install water distribution centres while ensuring the protection of women collecting the water?

    Many women trekked from Goma in search of firewood, but instead were found by gunmen and faced rape.  Were there park rangers trained in violence prevention, who were gender-sensitive and conscious of the epidemic of violence?  The proliferation of small arms and light weapons often claimed the lives of women and girls foraging for food and firewood; how was their illegal trading being addressed?  It was estimated that the country faced acute food insecurity and was at the tipping point of famine.  How was a humanitarian corridor for access to food, water and medical supplies being established?  Unfortunately, in the Democratic Republic of the Congo, food insecurity resulted in “famine brides”, particularly women and girls with disabilities, who were denied food and medicine and sold in sexual slavery.   

    Responses by the Delegation

    One speaker from the delegation said she had been raped during the war, and hearing the recent news was triggering many emotions.  At the time she had been a child; now she was 28 and it continued to haunt her.  It was vital for the reparation fund and other programmes which aimed to provide reparations to victims, to target children born in conflict, children born from rape, and children who witnessed conflict.  The Child and Youth Programme granted children who came from conflict or rape administrative documents.  Medical care, psychosocial assistance and social support, including access to education, was provided to children.  Laws were in place to ensure that those involved in the conflict would not be able to hold decision-making positions or receive any benefits. 

    M23 and the Rwandan Government had destroyed the displaced persons camps around Goma, depriving these people of their legitimate rights to protection.  The Government, with international partners, had made great efforts to help people establish these camps and have the bare necessities, but they were being destroyed.  It had become impossible to find a single shelter for displaced people in these areas. So many efforts had been made, with little results, as the Government could not control the area.  The speaker asked the international community to speak on behalf of victims, so that their voices were heard. 

    The State was working with the United Nations Children’s Fund, the United Kingdom and others to develop a tool to identify children born from rape.  This would not just help children from the Democratic Republic of the Congo, but also children born from rape in Sudan, Ukraine and other parts of the world.  The Democratic Republic of the Congo was expecting a third wave of children born from rape, who would ask who their parents were.  There needed to be measures to ensure this did not happen again. It was difficult to bring down the number of light weapons. 

    There was an undeniable link between sexual violence against women and economisation. Regarding the situation in the nature reserves in the east of the country, this had become a ground for armed groups operating in the area.  One of the consequences of climate change was the energy crisis, meaning firewood and charcoal carbon were the energy resources sought by women and girls, who regularly fell victim to the armed groups, and were raped while seeking to meet their energy needs.  There were units responsible for protecting the reserves, but the light weapons they were armed with were no match for the firepower of the armed groups, who could then wreak havoc on the nature reserves.  The guards in the reserves were not equipped to protect the women searching for firewood and the Government did not have the ability to intervene as these areas were controlled by Rwanda.  Many of these parks and forests were registered as national heritage sites by the United Nations Educational, Scientific and Cultural Organization.  The impact of this part of the conflict needed to be properly understood and measured. 

    A programme had been developed to ensure youths were not tempted by the recruitment of the armed groups, and to provide for the needs of internally displaced persons and ensure their reintegration in their host communities.  The programme also targeted ex-combatants but excluded those who had taken arms against the Democratic Republic of the Congo.  A woman was a member of the leadership board on this programme. 

    Programmes were in place to address practical needs, including safe drinking water for persons in internally displaced persons camps, to ensure there was no need to forage further afield.  The war had hampered these endeavours, as many internally displaced persons were now fleeing from camps, and it was difficult to identify them.  Steps had been taken to strengthen protection in the park areas, with regular security patrolling the areas, and keeping note of where women were located.  The State was also seeking to address the issue of reforestation, by encouraging women to engage directly in sustainable forest management. 

    Awareness raising campaigns were being conducted to highlight the risks women faced when collecting firewood alone.  Women were provided with micro-credits to generate alternative income streams, allowing them to pay for resources such as firewood and water, rather than searching for them themselves.  A hotline was established, where women could call to report instances of rape or violence, and they were offered psychological assistance and support. Women were also taught how to have access to water and sustainably manage it, and water purification tablets were distributed to women, to ensure their water was drinkable.  Work was being done with local and international partners to bolster women’s protection systems and their sustainable natural management systems. 

    Steps were being taken to tackle food insecurity which was prevalent in the eastern part of the country, including through establishing canteens for displaced persons. The Government placed special emphasis on tackling the trading of small arms and light weapons, but this was often disregarded by States.  However, the Government sometimes had to disregard control measures themselves to ensure they were equipped to fight against the Rwandan army and M23.  It was important to note that the State was not refusing dialogue with the armed groups, but they would not re-enter former rebel combatants into the armed forces.  However, the State was willing to engage in dialogue with these groups, under the Nairobi agreement. 

    Questions by Committee Experts

    An Expert said it was important that women were included in the Nairobi peace process. It was vital to document evidence and women’s narratives for women’s legal action.  The Congo basin was “the lungs of Africa” and it was important that it was protected to ensure the Sustainable Development Goals.  The Democratic Republic of the Congo had reintroduced the death penalty in January this year to address the wave of gang violence. It was hoped this would be reconsidered. 

    BRENDA AKIA, Committee Expert and Country Rapporteur for the Democratic Republic of the Congo, commended the State party for justice efforts taken to end impunity for conflict-related sexual violence, including the mobile courts which had led to the prosecution of numerous perpetrators.  Given the high level of sexual violence, the number of convictions were not commensurate.  Was the State party considering other jurisdiction methods to ensure perpetrators who passed through the porous borders in the regions would be prosecuted and held accountable? 

    The State party should emphasise in the Nairobi peace process negotiations the conflict-related sexual violence experienced by women and girls and the importance of gathering evidence for seeking justice.  How was the State party investing in strengthening the rule of law to ensure access to quality and affordable justice, including access to legal aid for victims of conflict-related sexual violence?  Could the State party provide data on the number of investigations, arrests, arrest warrants and successful convictions handed down against victims? Ms. Akia commended the State party for the commitment to the peace process

    Responses by the Delegation

    The delegation said that following some complaints received by the Government, a Commission was established to look into alleged violations by members of law enforcement. In Goma, around 30 members of law enforcement had been judged.  Given the recent situation of the prison break, the whereabouts of these individuals was currently unknown.  The difficulty was related to the international nature of the crisis; even if domestic mechanisms would be established, there were international elements which needed to be addressed.  For the Government, the reinstation of the death penalty was an administrative deterrent measure for the situation in the eastern part of the country.  No executions had been carried out so far. 

    Justice was provided free of charge for victims of conflict-related sexual violence, practically and legislatively.  Many women did not want to present their cases before courts as they feared stigmatisation, and they also faced difficulty in access to justice, which explained the discrepancy between the number of cases of sexual violence reported and the number convicted.  Often times, victims could not pay for legal proceedings and did not understand how the courts operated, which presented further challenges.  The State party was aiming to remove some of these barriers, including by making access to the justice system free of charge.  Now, in the east of the country, this was the situation.  At the same time, legal assistance could be provided to victims. 

    Questions by a Committee Expert

    A Committee Expert expressed solidarity and deep sadness for the tragic loss of life within the State party.  Could the State party provide information on what measures were being taken to ensure adequate capacity to strengthen coordination among duty-bearers responsible for preventing conflict-related sexual violence, including judges and prosecutors, among others?  What incentives had been applied to increase the recruitment of judges and prosecutors so that they could handle the backlog of conflict-related sexual violence cases, particularly in rural areas?  How often were duty-bearers responsible for combatting conflict-related sexual violence? How often was training conducted and what did it entail?  How often was the Convention incorporated in the training? 

    Responses by the Delegation

    The delegation said according to the 2024 law on the status of judges, judges learned about several topics during their training, including sexual violence.  From the moment Congolese judges were appointed, they could begin to work on repressing sexual violence.  Following the ratification of the Convention, the Democratic Republic of the Congo had had to adapt its legal framework. 

    In areas of conflict, it would be difficult to provide statistical figures, as courts and legal buildings had been destroyed, meaning it was difficult to follow-up on written cases. The National Strategy to Combat Gender-Based Violence had been rolled out initially in 2010, was revised in 2019, and was being reviewed currently to see if it needed to be tailored to the existing context.  In 2019, the National Police drew up a national plan to tackle sexual violence, which contained a chapter outlining the modalities to be followed when it came to interviewing victims and witnesses. 

    The statue on the recruitment of judges covered lawyers who worked in the Attorney-General’s Office.  Around two thirds of magistrates recruited by the Office in 2023 would be reappointed to serve as judges in district courts.  There were more than nine instances of action criminalised as sexual violence, which were heard before the Peace Courts.  These cases were being heard whenever possible in local district courts.  This was a way used by the Government to address the backlog of cases.  Female mediators were currently being trained by Member States of the Southern African Community. 

    Questions by Committee Experts

    A Committee Expert said conflict-affected mining grounds saw high levels of sexual slavery, fuelled by money from the mineral trade.  Human trafficking remained a worrying phenomenon in certain parts of the country.  How did the State party ensure that complaints of trafficking were handled appropriately and that victims themselves were not penalised?  How would the State party prevent trafficking of persons by members of the armed groups?  Were there plans to increase the number of shelters for female victims of human trafficking? 

    Another Expert said the Committee encouraged the State party’s efforts in the face of the resurgence of conflict.  Between January 2022 and March 2023, more than 100 schools had stopped operating due to the deteriorating security situation.  The Committee understood that educational activities were extremely difficult during the ongoing situation.  Was there an education policy for displaced women and girls?  Was education considered part of the services provided to survivors of conflict-related sexual violence?  What were the education plans for all levels of the system?  Were school age pregnant girls and mothers able to attend schools and access education? The Expert was pleased to hear of the State party’s approach to positive masculinity.  Young males were easy targets for recruitment into armed groups. Did gender-responsive education exist within the school and university systems, the armed forces, and State systems?

    Responses by the Delegation

    The delegation said as of last week, there were more than seven million internally displaced persons in the Democratic Republic of the Congo who were lacking aid, which presented a major crisis for the country.  Since 2019, the President had set up the National Agency to tackle the issue of human trafficking.  An expanded Technical Commission had been established to engage in discussions and debate.  In conflict zones, women and children were increasingly vulnerable to sexual exploitation. There was an increasing number of brothels in and around Goma, and in mining areas as well.  Those who worked there were victims, who had no other choice. There was a significant amount of forced labour in the mines, with a substantial number being children.  There were also many child combatants in the armed groups who had been tricked into joining them. 

    There was significant corruption surrounding human trafficking; the Government fully understood this issue and was attempting to tackle it head on.  The current political instability and the mass of displaced persons gave traffickers cover to carry out their activities.  The Government was doing its utmost to combat human trafficking and was working closely with the United Nations Office in Vienna.  The State had managed to stabilise the situation, but recognised there was still significant work to be done. 

    The Government had been able to rebuild around 20 schools which had been destroyed.  The approach to education always mainstreamed a gender dimension, and took into account the specific needs of women and girls. The major issue was the sheer number of displaced persons, with more than half of them women and children. The State was doing its utmost to ensure women and girls had access to education. 

    Questions by Committee Experts

    A Committee Expert congratulated the State party for steps taken in the area of healthcare. The Committee hailed the adoption of decree 23/9, which provided for the creation of multisectoral care for survivors of sexual-related violence.  The establishment of mobile clinics in camps for internally displaced people should be commended, as well as the distribution of post-rape kits by midwives. Could more data be provided, including the number of health care facilities built, the number of victims treated, the number of kits being distributed, and the training rate of those trained?

    Another Expert said in some contexts armed groups used child marriage as a weapon of war to hide human trafficking, with a very small percentage of cases brought to light. What special urgent actions was the State taking to counter this regrettable situation?  What were legal institutions doing to prevent child and forced marriages?  Was awareness being raised among the families to teach them about their rights?  Was current legislation being enforced?  How was security being provided to the victims? 

    NAHLA HAIDAR, Committee Chair, asked about the mass displacement of people; how were these people documented? 

    Responses by the Delegation

    The delegation said the legal instruments on sexual violence, particularly the law on children, stipulated how the system was regulated.  The Government did not have control over this part of the country, and it hurt that they could not answer questions about things happening on their land. The mechanisms existed, but the State could not enforce its own legal instruments because it did not have control over the territory. 

    Forced marriage carried a sentence of 20 years in prison for anyone responsible, including a parent or head of a tribe.  There were also awareness campaigns being carried out on forced marriage and human trafficking.  Institutions took cases of forced marriages very seriously.  A State official would not grant a marriage license without verifying the age of those seeking marriage.  A provincial action plan was in place for areas where there were high rates of early and forced marriages.  The police had put together an action plan against sexual violence which considered the child.  The Democratic Republic of the Congo had set up free programmes to provide education on child marriage.

     

    The State did not have access to areas under control of the Rwandan army and armed forces. Rehabilitation had been provided to displaced persons, but there were seven million displaced persons, which meant that the Government could not look after everyone.  Over 10,000 displaced persons had received medical care under a programme, but unfortunately the Government had to close this programme due to the war.  There was a budget in place to assist displaced persons.  Before the war, actions had been taken by the Government in land currently under Rwandese occupation. 

    This dialogue could be an opportunity to appeal to the international community for financial assistance to improve the State’s humanitarian response to the crisis. 

    Questions by a Committee Expert

    A Committee Expert said due to the humanitarian crisis and high levels of poverty, high levels of food insecurity persisted, disproportionately affecting women and girls. In some cases, women were raped, mutilated, killed or burned.  Data was needed for the State party to be able to take measures.  Could disaggregated data be provided on the number of women and girls who were victims of conflict-related sexual violence in camps in the eastern part of the country?  What actions were applied by the State party to upgrade gender-specific security measures in and around these protection sites?  How did the State party sustain an emergency response for women and girls fleeing the conflict?  What specific education and training had been provided for peace? How was awareness raising undertaken in the eastern Democratic Republic of the Congo, reaffirming peace and tolerance? 

    Responses by the Delegation

    The delegation said Governments bore the responsibility of protecting their citizens. They should not be persecuting their people.  The country had been caught up in a crisis for the past three decades.  The programmes put in place demonstrated the commitment of the Government to restore children who had been educated in the culture of killing and war.  Before Goma fell, the Government had enacted measures to ensure security of the internally displaced person camps, including preventing people with no business in the camps from entering and installing security controls around the camps. Unfortunately, these efforts had proven to be in vain.  An action plan had been rolled out to bolster the humanitarian response, with a key component of the strategy focused on tackling gender-based violence. 

    Questions by a Committee Expert

    A Committee Expert asked what proportion of the extractive industry was owned and led by women? What role did women play in supply chains in key sectors?  How was legislation being reformed for companies investing and trading in the extractive industry?  How was the State party providing necessary oversight through the licensing of the private sector?  How did public and private partnership projects explicitly promote and protect women’s rights?  How were appropriate social buffers provided to cushion the impact of war on women?   

    Responses by the Delegation

    The delegation said the State had begun the process of victim identification, and 54 per cent of victims identified were women.  This meant these women could benefit from reparations if they arrived at the end of the process.  No woman victim would be deprived of her right to reparation or remedy. 

    In the Congolese mining agreements and the forestry code, there was a legal mechanism in place, called the social clause.  Whatever resources were being exploited, no part of the land escaped this principle. Anyone who wished to exploit resources needed to engage with the community, but the State was the sovereign owner.  There were no clauses which prohibited women from working in the private sector or in the extractive industries.  In the initiative on human rights, there was a voluntary principle which allowed the State to monitor and intervene in instances of mining to ensure there were no violations of human rights or cases of forced labour.  Women played a full role in the private sector and there was a high rate of participation there. 

    Closing Remarks 

    CHANTAL CHAMBU MWAVITA, Minister for Human Rights of the Democratic Republic of the Congo and head of the delegation, said it was an honour to be with the Committee to speak about the situation in the country.  The Democratic Republic of the Congo needed support.  The country had faced the aggression of its neighbour Rwanda for more than 30 years.  The dialogue today presented an opportunity to ask for unity and for efforts to respect the United Nations Charter.

    NAHLA HAIDAR, Committee Chair, thanked the delegation for the constructive dialogue despite the difficult situation being faced in the country.  This was an exceptional report, and the Chair thanked the State party for participating in the dialogue which gave the Committee a chance to better understand the situation faced by women and girls who were victims of conflict-related sexual violence.  The Committee expressed its solidarity with the Democratic Republic of the Congo and commended the State party for the efforts it had already taken.

  • MIL-OSI United Nations: Why have UN peacekeepers been in DR Congo for 65 years?

    Regional conflicts, murderous militias, the exploitation of natural resources, innocent civilians forced to flee their homes; these recent developments in the eastern Democratic Republic of Congo (DRC) are just the latest in the central African nation’s troubled history.

    DRC gained independence in 1960 and since then the UN has played a crucial role in the country, notably through the deployment of three peacekeeping missions.

    Here are four essential things to know:

    1. A UN presence since independence

    The UN intervened for the first time in DRC just a few weeks after the country gained independence on 30 June 1960, following 75 years of Belgian colonial domination.

    During colonial rule the country was exploited for its natural resources and its workforce without any real preparation for political autonomy.

    As early as July 1960, independence was threatened by the secession of two mineral-rich provinces – Katanga and South Kasai.

    The latter benefitted from the support of Belgium and foreign economic interests, eager to maintain control over the country’s resources.

    The country then sank into a major political crisis, marked by the assassination of its Prime Minister, Patrice Lumumba, in 1961.

    Faced with this situation, the UN deployed the UN Operation in the Congo (ONUC) in July 1960 .

    The first large-scale peacekeeping mission, ONUC aimed to help the government in Leopoldville – the former name given to the capital, Kinshasa – to restore order and unity in the country and to ensure the withdrawal of Belgian troops.

    The mission, which numbered 20,000 peacekeepers at its peak, played a key role in ending the Katanga secession in 1963 before withdrawing in 1964.

    2. MONUC: A response to Congolese wars

    After more than 30 years of dictatorship under the rule of Mobutu Sese Seko, the country, then renamed Zaire, fell into two successive conflicts – the “first” (1996-1997) and the “second” (1998-2003) Congo Wars.

    In 1996, Rwanda, supported in particular by Uganda and Burundi, intervened in eastern Zaire, officially to drive out Hutu militias responsible for the 1994 genocide against the Tutsis, who had taken refuge in the provinces of North and South Kivu.

    In May 1997, with military support from Kigali and Kampala, Laurent-Désiré Kabila seized power, forcing Mr. Mobutu into exile and renamed the country the Democratic Republic of the Congo.

    In 1998, Mr. Kabila turned against his former Rwandan and Ugandan allies, who were supporting rebellions in the east of the country. For his part, he benefitted from the support of Angola, Zimbabwe and Namibia.

    Following the signing of the Lusaka Ceasefire Agreement in 1999, the UN deployed the UN Organization Mission in DRC (MONUC) to oversee its implementation.

    Even after the official end of the war in 2003, DRC remains a strategic issue for regional powers due to its exceptional natural resources and its key role in the stability of the Great Lakes region.

    3. MONUSCO: A mission still present

    In 2010, MONUC became the UN Organization Stabilization Mission in DRC (MONUSCO) with an expanded mandate, including the protection of civilians and support to the Congolese government in strengthening peace and stability.

    Still recently deployed in the three eastern provinces of the country, namely North Kivu, South Kivu and Ituri, MONUSCO had proceeded, at DRC’s request, to withdraw its troops from South Kivu in June 2024 and was poised to completely disengage by the end of the year.

    However, also at the government’s request, the Security Council extended in December MONUSCO’s mandate through the end of 2025.

    Despite UN efforts, several armed groups continue to operate in the area, including the Allied Democratic Forces (ADF) and the March 23 Movement, or M23 armed group, which defends the interests of Congolese Tutsi and benefits from the support of Rwandan forces.

    Since the beginning of 2025, M23 and the Rwandan army have been responsible for the latest outbreak of violence in the east of the country, where they occupy several strategic towns in North and South Kivu.

    4. Natural resources: A major factor in conflicts

    DRC benefits from immense natural resources, particularly in the three eastern provinces, including vast reserves of gold, diamonds and tin, which is used in electronic devices.

    North and South Kivu are also rich in coltan, a metal highly coveted by the technology sector because of its use in the manufacture of capacitors found in mobile phones and laptops. DRC is also the world’s leading producer of cobalt, a strategic mineral used in the manufacture of almost all rechargeable batteries in the world today.

    These natural resources attract interests in neighbouring countries and are at the heart of conflicts in the region.

    Armed groups, such as M23, are accused of illegally exploiting these resources to finance their activities, with the complicity of companies inside and outside the country as well as DRC’s neighbours.

    The UN has put in place several initiatives to combat the illegal trade in minerals, including mechanisms to sanction companies involved in this trafficking and an arms embargo to combat their proliferation in DRC.

    However, combating illegal exploitation of resources remains a major challenge.

    The UN’s top humanitarian official in the Democratic Republic of Congo (DRC) on Tuesday called for Goma airport to be urgently reopened, warning its continued closure is paralyzing relief operations.

    Goma airport is a lifeline,” said Bruno Lemarquis. “Without it, the evacuation of the seriously injured, the delivery of medical supplies and the reception of humanitarian reinforcements are paralyzed.”

    Growing casualties

    The M23 armed group, supported by Rwandan troops, seized the airport last week as its fighters swept through Goma – the regional capital of North Kivu. Several hundred people have reportedly been killed in the hostilities, with tens of thousands more forced to flee their homes.

    Rebels have seized control of large areas of Goma, setting up checkpoints and severely restricting humanitarian access, according to the UN Population Fund (UNFPA). This has disrupted the delivery of food, water, and medical aid for up to two million people.

    Humanitarian workers also face restricted access to displacement camps, limiting the provision of essential services, including emergency obstetric care.

    An absolute emergency

    Mr. Lemarquis urged all parties to “shoulder their responsibilities” and facilitate the immediate reopening of the airport.

    Every hour lost puts more lives at risk. This is an absolute emergency. All those involved must act without delay to enable humanitarian flights to resume operations and guarantee access to relief supplies,” he stressed.

    “The survival of thousands of people depends on it.”

    Sexual violence ‘tragically routine’

    Meanwhile, UN Women, the Organization’s lead agency for protection of women and girls, warned that reports of sexual violence and exploitation have become “tragically routine.”

    “As the clashes unfold in a country that has endured prolonged instability, women and girls are bearing the brunt of both direct and indirect consequences, with their rights, safety, and dignity increasingly under threat,” said the agency’s Sofia Calltorp, Chief of Humanitarian Action, briefing journalists in Geneva.

    Local women’s organizations have reported widespread sexual violence, forced displacement, and severe gaps in basic social as well as protection services.

    With the situation worsening, UN Women called for immediate action by State and non-state actors in DRC as well as the wider international community to combat sexual and gender-based violence and end impunity for perpetrators.

    Aftermath in Goma

    In Goma, displacement sites around the city have been abandoned and destroyed, with water, sanitation, and health facilities severely damaged, according to UN aid coordination office, OCHA.

    The city has also seen a surge in crime, including vehicle hijackings and looting of humanitarian warehouses belonging to UN agencies and partner organizations.

    Although some businesses have resumed operations, schools remain closed, internet services are down, and hospitals are overwhelmed. The UN World Health Organization (WHO) is warning of potential disease outbreaks, including mpox, cholera and measles.

    South Kivu

    In South Kivu’s Kalehe territory, clashes since 25 January between the Congolese army and M23 rebels have displaced thousands. Some 6,900 people have fled to Bukavu, while others are seeking refuge in host communities.

    The situation remains dire, with a worsening cholera outbreak due to disrupted health services.

    Adding to the crisis, the 90-day suspension of US humanitarian funding is severely impacting food security, sanitation and relief efforts in both North and South Kivu, humanitarian partners warned.

    The Secretary-General was saddened to learn of the death of Horst Köhler, the former President of Germany.  Former President Köhler was a champion of the United Nations, deeply committed to global partnerships, sustainable development and creating new perspectives for youth in Africa.  He served as the Secretary-General’s Personal Envoy on Western Sahara from 2017 to 2019, during which he sought to help resolve the long-standing conflict there.

    The Secretary-General extends his sincere condolences to the family of former President Köhler, as well as the Government and people of Germany.

    Some 30,000 residents from Jenin refugee camp in the occupied West Bank have fled their homes after large swathes of it were destroyed in a series of controlled detonations by the Israeli security forces (ISF), the UN agency for Palestine refugees (UNRWA) said on Tuesday.

    UNRWA’s communications director Juliette Touma described catastrophic scenes at the camp, where some 100 buildings had been “destroyed or heavily damaged” by the detonations at the weekend.

    The camp’s residents had “endured the impossible”, she said, after nearly two months of “unceasing and escalating violence” linked to the Israeli military operation.

    The detonation on Sunday was when children were supposed to go back to school,” Ms. Touma explained, adding that the 13 UNRWA schools in the camp and its surrounding areas remain closed, depriving 5,000 children of education.

    Israeli ban

    UNRWA faces unprecedented challenges to continue carrying out its work following the Israeli parliament’s adoption in October last year of two laws banning its operations in Israeli territory and prohibiting Israeli authorities from having any contact with the agency. The Knesset laws entered into force last Thursday.

    Still, Ms. Touma said that to this day, the Government of Israel has “not communicated to UNRWA how they intend to implement” the laws.

    The agency’s teams are “staying and delivering” in the remaining parts of the West Bank, Ms. Touma said, with basic services, including primary healthcare and education ongoing.

    Schools and clinics remain open, including in occupied East Jerusalem, providing services to refugees,” the UNRWA spokesperson said. “We are seeing attendance at UNRWA schools at over 80 to 85 per cent.”

    Ms. Touma also reported a “steady increase” in the number of patients visiting the UNRWA health centres in the West Bank, with one clinic in East Jerusalem recording more than 400 patients a day.

    Turning to the Gaza Strip, where humanitarian needs are sky-high, Ms. Touma said that the “biggest priority” for UNRWA teams there is distributing supplies from 4,200 aid trucks that have entered the enclave since the start of the ceasefire on 19 January.

    This is the target number that was set as part of the initial phase of the ceasefire and represents a welcome boost for the people of Gaza whose needs remain enormous – particularly among the hundreds of thousands of people who have returned to the shattered north.

    More trucks are expected to arrive later this week, Ms. Touma said, adding that “hundreds of trucks” are waiting to enter Gaza from Egypt and Jordan.

    Truce opportunity

    The first phase of the temporary truce between Israel and Hamas followed more than 15 months of war which in which some 46,000 Palestinians were killed, according to the Gaza health authorities. The conflict was sparked by the 7 October 2023 Hamas-led attacks on Israel, in which some 1,200 people were killed and 250 were taken hostage.

    Ms. Touma stressed that UNRWA has brought in 60 per cent of all supplies that came into Gaza since the ceasefire began and that the “vast majority” of the aid is distributed by the agency which has more than 5,000 staff there. A fifth of them are health workers, Ms. Touma added, underscoring UNRWA’s major role as a primary healthcare provider in the enclave, offering an average of 17,000 daily consultations.

    Following the Knesset ban, UN chief António Guterres and the heads of many UN agencies insisted that UNRWA is irreplaceable in the Occupied Palestinian Territory.

    Besides obstacles stemming from the new Israeli legislation, the agency’s operations are also constantly in jeopardy because of its “very bad” financial health, Ms. Touma said. The United States, notably, had stopped funding UNRWA as of January 2024.

    The UNRWA spokesperson said that the agency was able to pay salaries to its workers last month but had limited visibility over its financial situation, calling the funding crisis “endemic”.

    The Secretary-General was saddened to learn of the death of Horst Köhler, the former President of the Federal Republic of Germany.  Former President Köhler was a champion of the United Nations, deeply committed to global partnerships, sustainable development and creating new perspectives for youth in Africa.  He served as the Secretary-General’s Personal Envoy on Western Sahara from 2017 to 2019, during which he sought to help resolve the long-standing conflict there. 

    The Secretary-General extends his sincere condolences to the family of former President Köhler, as well as the Government and people of Germany.

  • MIL-OSI United Nations: WFP and Italy partner with the Government of Iraq to boost climate resilience and agricultural livelihoods

    BAGHDAD – The United Nations World Food Programme (WFP) welcomes a generous contribution from the Italian Government, through the Italian Agency for Development Cooperation (AICS), to help Iraqi communities strengthen their resilience to climate change while creating economic opportunities, especially for women.

    This initiative, in collaboration with Iraq’s Ministry of Agriculture and Ministry of Environment, will introduce climate-smart farming techniques, irrigation improvements, and financial support to help farmers and entrepreneurs adapt to climate change.  Rising temperatures, worsening water scarcity, and land degradation have put Iraq’s agricultural sector under increasing strain. Asmuch as 40 percent of arable land in the south is feared to have been lost to desertification, with negative consequences for livelihoods and food security. 

    “Iraq’s farmers and rural communities are on the frontlines of the fight against climate change, and WFP is committed to working with the Government of Iraq to support local governments and communities in developing scalable and sustainable climate solutions,” said WFP Representative and Country Director in Iraq Mageed Yahia. “Through this initiative, we are ensuring that smallholder farmers and vulnerable groups have access to better water management, resilient crops, and climate financing. These efforts, alongside early warning systems and disaster risk reduction measures, will help communities withstand environmental shocks and secure long-term food security.” 

    The project will be implemented in Ninewa, Salah al-Din, Thi-Qar, and Basra; facing the harshest effects of climate change and will benefit vulnerable women-led households, crisis-affected people, and smallholder farmers. WFP will introduce efficient irrigation systems, helping farmers cut water use by 40% while boosting productivity as well as training sessions to help farmers transition to drought-resistant crops and better land management practices, ensuring long-term food security and soil preservation. 

    The initiative will also empower women, youth, and persons with disabilities by integrating them into climate adaptation programs, providing technical training, and facilitating access to financial resources to support entrepreneurial ventures. 

    WFP will partner with the Government of Iraq, academia and a number of Italian experts to provide technical solutions, equipment and expertise, to enable more efficient management of ecosystem resources. This can be done through community water ponds, nurseries and afforestation and revegetation initiatives. These approaches contribute to improved agricultural productivity and, subsequently, strengthened food systems. 

    “Climate change poses significant risks to Iraq’s agricultural sector, threatening livelihoods and food security all over the Country, and especially for women-led households” highlighted H.E. Niccolò Fontana, Ambassador of Italy to Iraq. “Various regions across Iraq face the harsh realities of water scarcity, land degradation, and rising temperatures. This project directly addresses these challenges by promoting green skills and expanding the private sector workforce, enhancing agricultural value chains, supporting women’s entrepreneurship in climate-resilient sectors. Italy is proud to commit to fostering a green transition that will benefit not only the environment, but also the population, empowering their communities and nurturing sustainability.” 

    WFP will continue working with the Government of Iraq to support communities affected by climate change by aligning its project implementation with the Government’s priorities, particularly focusing on the addressing unemployment, improving water management in irrigation to drive up production and empower women to seek and maintain sustainable livelihoods.

  • MIL-OSI United Nations: ‘Grieving and crying’ as people on either side of Gaza conflict come together

    Two people who have fought on opposing sides of the decades-old conflict between Palestinians and Israel have come to together through “grieving and crying” to discuss how Israeli Jews and Palestinians can live side by side in peace.

    Given the brutality of the recent conflict in Gaza between Hamas and Israel, it has become increasingly difficult to imagine a durable peace. Yet, that remains the aim of a remarkable grassroots organization called Combatants for Peace.

    The organization, which has been nominated for two Nobel Peace Prizes, is made up of Israelis and Palestinians who once embraced violence but have since turned to peace and dialogue as the only solution to healing the wounds of both communities.

    Several of the members of Combatants for Peace were invited to UN Headquarters at the end of January by the UN Office of Rule of Law and Security Institutions, including Mai Shahin and Elik Elhanan.

    Ms. Shahin, a Palestinian peace activist and therapist with over 12 years of experience on conflict resolution, fought against Israel in the Second Intifada, a major uprising of Palestinians in the occupied territories which begin in the year 2000.

    Elik Elhanan is a teacher at City College of New York. In the late 1990s, he served in an Israeli Special Forces unit. In 1997, his 14-year-old sister was killed in Jerusalem by a suicide bomber.

    During their visit, they shared their stories with Conor Lennon from UN News, who started by asking them if dialogue between the members of Combatants for Peace has become more difficult, given the intensity of the conflict between Israelis and Palestinians.

    Mai Shaheen: Even though there might be disagreements, dialogue has been one way of solving and ending the occupation for many years, so it is normal for me to be sitting with another human being who just happens to be Israeli Jewish.

    Elik Elhanan: Combatants for Peace has been around for a while. The 7 October 2023 attacks and the subsequent violence and crimes against humanity in Gaza tested our mettle. But it wasn’t our first test of this sort.

    We’ve been trying to find a way to communicate and dialogue since 2005. There is no absence of conflict, but we try to live with it and around it. Over the last 20 years, this has become my community. These are my brothers and sisters. These are my peers. These are the people I go to when I need advice. And these are the people I go to when I need support.

    I trust Mai and I trust the other Palestinian members. We’re grieving for two communities and fighting for two communities. As a result of our long engagement together, this feels natural.

    UN News: But have the conversations between Combatants for Peace in the two communities changed since 7 October?

    Mai Shaheen: For us it was very clear, even on the day itself, that we had to meet. Now more than ever. Actually, the work we had been doing for so many years came to fruition on 7 October. We soon began discussing how to bring everything we have learned and worked for, and how to walk our talk in front of the Israeli and Palestinian community. There were many conversations and meetings, a lot of grieving and a lot of crying.

    Non-violent dialogue has been one of the most crucial strategies that we have been using in Combatants for Peace. We don’t just talk about politics; we connect deeply with each other and allow the pain and the grieving to come.

    As Palestinians, we held the space for the Israeli activists who were going from one funeral to another. They needed to come with their frustration, anger, pain and grief. And we understood that this is the time to show our communities that nonviolent resistance is actually the only way for both of us to live together as equals.

    Elik Elhanan: I was in New York during the events of 7 October, and I was terrified for both communities. My family comes from the kibbutzim in the South. I know people in Gaza. Many of our members have families and friends in Gaza and we could feel that the Israeli reprisals would be insane and disproportionate and criminal. It was terrible.

    I held on to one hope, that the Combatants for Peace would survive. As I said, this is not our first test, but it’s the worst, and there were many moments where we thought that the organization would not survive this level of atrocities.

    It was the ability of members, usually from the Palestinian side, to stretch out a hand that saved the movement. So, even in this darkest of moments, a sliver of hope remains.

    I lost my sister in 1997 to a Hamas suicide bombing. I am familiar with this side of the conflict, and I am familiar with being the aggressor of this conflict. I could never find a place of forgiveness for my actions and a place for my grief in Israeli society.

    However, my Palestinian friends in Combatants for Peace were able to give me this space, and the fear of losing it was the worst fear I have ever experienced. And the joy that is still around is definitely what gives me hope in the everyday.

    UN News: Can you remember if there was a particular moment when you decided that violence was not the answer?

    Elik Elhanan: Ther was not a specific moment. It took time and patience and there were a lot of pangs along the way. After the murder of my sister, when I was in the midst of all the rage and pain, members of my unit and my commanding officer visited me. They didn’t have anything to say, any vision except more death, more killing.

    I remember very clearly officers from my unit telling me to get over it quickly and come back to the unit. “You’ll feel like a whole person again. We’re going out to Lebanon. You’ll get even”. The Palestinians who killed my sister are from the area of Nablus. How is fighting Hezbollah in Lebanon going to alleviate my pain or redeem her death? What is this vision of a world completely dominated by senseless violence?

    That transactional violence depressed me more than I can explain. I was in a violent and angry sort of depression for many years until during the Second Intifada. As a young student in Paris, I met Palestinian students and we started working together, and protesting against the violence. We insisted that dialogue and peace negotiations based on equality and justice are not dead. It’s in this moment that something opened up in me.

    Mai Shaheen: 13 years ago I was fortunate to meet a community of Palestinians and Israelis who had the vision and the dream to live together. That was my first time meeting normal Israelis who are not military, who are not investigating me or terrorizing me at checkpoints.

    I started reflecting on my own story and realized that, even when I chose violent resistance, my intention was not to kill. We have never had anything against the Jewish people or the Jewish nation. We are against occupation. We are against oppression. We are against the separation wall and the checkpoints. Our Israeli partners are saying the same.

    UN News: Is the political class in Israel and Palestine listening to what you’re saying?

    Mai Shaheen: We had a big solidarity campaign in August, and we were joined by members of from the Knesset. We hope to have more changemakers in politics.

    Elik Elhanan: I should point out that the politicians that support us in the Israeli system are from the very far left of the political map. These are the Jewish and Palestinian members of the Communist Party and the coalition around it. Unfortunately, in mainstream Israeli political system, we have a lot of silent support, but few of them have the courage to support us openly and vocally.

    I think that is because they believe we, as Israelis, need more unity, strength and togetherness. I think what we need is a principled opposition. We can see that in the popular reaction to our work both in Israel and in Palestine, and I hope that politicians both in Israel and around the world will follow.

    UN News: The idea of a two-state solution, an Israeli and Palestinian state existing peacefully side by side, has been the United Nations position for decades. Is it still possible?

    Mai Shaheen: The real solution is everybody living freely on one land, like in America or Europe, with Christians, Jews, Muslims, Buddhists, non-believers all living together freely and respectfully.

    Elik Elhanan: Reality changes and perspective changes. In Combatants for Peace, we began building a joint political language for Israelis and Palestinians to function together in a single political system. This experience has changed me. I like sharing my political landscape with Palestinians, with their experience and their intelligence and their particular understanding of history and politics.

    We don’t have a position paper on this subject. That is a job for others, possibly people in this building. We are here to say that the solution is through negotiation, and a peace process, not through violence, war, ethnic cleansing and genocide.

    Anything is better than what’s going on now.

  • MIL-OSI United Nations: World News in Brief: WHO chief asks US to reconsider withdrawal, gender parity remains distant goal, call for rethink on Nordic alcohol law change

    The head of the World Health Organization (WHO) said on Monday he would “welcome constructive dialogue” with the United States Government over the decision made by President Donald Trump to withdraw. 

    President Trump’s executive order of 20 January is regrettable “and we hope the US will reconsider,” said WHO Director-General Tedros Adhanom Ghebreyesus, in a speech to the organization’s executive board.

    The WHO chief said he would welcome the opportunity “to preserve and strengthen the historic relationship between WHO and the US.”

    Pushing back on the rationale laid out in the executive order, Tedros said WHO had implemented the deepest and most wide-ranging reforms in its history over the past seven years.

    The US is the biggest donor by far to the agency, accounting for around 14 per cent of its $6.9 billion budget, according to latest WHO figures. 

    Addressing the US complaint that it is paying too much compared to other countries, Tedros said reducing reliance on the US and others who pay the most was a “critical element of our long-term plan to broaden our donor base.”

    COVID record

    Third, he rejected the accusation that WHO had mishandled the COVID-19 pandemic:

    “From the moment we picked up the first signals of ‘viral pneumonia’ in Wuhan, we asked for more information, activated our emergency incident management system, alerted the world, convened global experts, and published comprehensive guidance for countries on how to protect their populations and health systems – all before the first death from this new disease was reported in China on the 11th of January 2020.”

    Tedros also addressed the allegation that WHO lacks independence from “inappropriate political influence” by some Member States: “WHO is impartial and exists to serve all countries and all people,” he said. 

    “Our Member States ask us for many things, and we always try to help as much as we can. But when what they ask is not supported by scientific evidence or is contrary to our mission to support global health, we say no, politely.”

    A third of women experience physical or sexual violence: Rights experts 

    Approximately one in three women is subjected to physical or sexual violence, and 800 women and girls continue to die every day from preventable causes during pregnancy and childbirth, a top independent rights panel meeting heard on Monday.

    Addressing the Committee on the Elimination of Discrimination Against Women (CEDAW) at the UN in Geneva, Andrea Ori from the UN human rights office, OHCHR, said that the world is “still far” from achieving the goal of gender parity.

    “The global landscape has changed,” she told the CEDAW session.

    Backlash against equal rights

    “We are witnessing a backlash against women’s human rights and gender equality, especially against women’s sexual and reproductive health rights – with an increase in attacks against abortion providers, shrinking civic space for women human rights defenders, and reduced funding.” 

    Mr. Ori noted that 2025 marks 30 years since the universal adoption of the Beijing Declaration and Platform for Action for ensuring women’s human rights and achieving gender equality around the world.  

    It remains the case, however, that sexual violence against women and girls continues to be used as a tactic of war in numerous conflicts, the UN human rights official said, while only 26 per cent of parliamentarians in the world are women and only around three in 10 women have managerial roles at work. 

    One less for the road: Time Europe cut down on booze intake, WHO warns

    The UN World Health Organization (WHO) urged Nordic countries on Monday to keep a lid on alcohol sales, or risk reversing the positive impact of strict regulations put in place years ago.

    For decades, governments in Finland, Iceland, Norway, Sweden and the Faroe Islands have restricted supermarkets and private retailers from selling stronger alcoholic beverages.

    This policy has resulted in some of the lowest alcohol consumption levels in the European Union – which by contrast is the booziest region globally, with drinking habits “largely unchanged” for over 10 years, WHO said.

    Free market pressures

    The Nordic model is now at risk however, from legislative initiatives in the region that signal a potential shift toward privatization of alcohol sales, warned WHO’s Dr. Carina Ferreira-Borges.

    In Sweden, for instance, a court is hearing a challenge to the Government’s exclusive rights to online sales of alcohol, while proposed laws would permit sales of alcoholic beverages in farm shops.

    Dr Ferreira-Borges explained that Nordic countries’ alcohol controls – that involve increasing taxes and raising prices, limiting availability and restricting advertising – have reduced alcohol-related harms. 

    These span from “liver disease, cancers and cardiovascular conditions, to injuries and drownings”, she insisted.

  • MIL-OSI United Nations: Syria: Special Envoy applauds ‘shared conviction’ among Syrians on political transition

    The UN Special Envoy for Syria said on Monday that Syrians across the political spectrum share a deep conviction that the country’s political transition must succeed.

    Geir Pedersen stressed that protection for all Syrian minorities and a fully inclusive process is essential to shaping its future.

    The top envoy has spent several weeks in Syria, engaging with the caretaker authorities and a broad spectrum of society, following the overthrow of the Assad regime in early December.

    “[He] was deeply struck by the shared conviction among all the Syrians he met that the success of Syria’s political transition is essential, and it cannot afford to fail,” said a statement issued by his office.

    “At the cornerstone of this, as he consistently heard from all Syrians he met, is the need for all Syrians to be genuinely protected, and for all Syrians to be fully included in shaping the future,” it added.

    Diverse range of meetings

    During his visit, Mr. Pedersen held multiple meetings with caretaker Foreign Minister Asaad al-Shibani, following earlier talks with caretaker leader Ahmed al-Sharaa on 20 January. Mr. al-Sharaa, a former leader of Hayat Tahrir al-Sham (HTS), was named the country’s transitional president last week.

    The Special Envoy welcomed assurances given by the caretaker leadership – both publicly and in direct discussions – that the all Syrians will have a stake in the future State and that it will be built on inclusive and credible foundations.

    “In this regard, he sensed a genuine convergence between the expectations of Syrians, commitments of the caretaker authorities, and key principles of Security Council resolution 2254,” the statement said.

    Adopted in December 2015, resolution 2254 outlines a roadmap for a Syrian-led political transition, including constitutional reforms, and free and fair elections under UN supervision.

    He met leaders from civil society, different religious faiths, and NGOs, expressing gratitude to all those who shared their different perspectives.

    Continuing engagement

    Mr. Pedersen said he appreciated the commitment he received of close cooperation and consultation with the United Nations on all steps of a Syrian-led and Syrian-owned transition.

    According to the statement, he is looking forward to working positively with caretaker authorities and following developments on the ground. He will continue to update the Secretary-General and the Security Council.

  • MIL-OSI United Nations: Sudan: UN chief condemns reported executions as starvation risks rise

    The UN Secretary-General expressed deep alarm on Monday over reports of summary executions of civilians in the Sudanese city of Khartoum North, allegedly carried out by fighters and militias allied with the forces of the military Government. 

    Many of the victims are believed to be from the Darfur and Kordofan regions.

    “The Secretary-General reminds all warring parties in Sudan of their obligations under international law, especially in relation to the protection of civilians and civilian infrastructure,” said his Spokesperson Stéphane Dujarric, briefing correspondents in New York.

    “Sudanese women, Sudanese children and Sudanese men are paying the price for the continued fighting by the belligerents,” he stated.

    Government troops have been battling their former allies-turned military rivals, the Rapid Support Forces (RSF), for control of Sudan since April 2023.

    The UN High Commissioner for Human Rights Volker Türk described the “senseless” war where alleged war crimes have been committed on both sides as having taken an “even more dangerous turn for civilians” – as reports mount of brutal, ethnically targeted killings.

    Mr. Türk’s office, OHCHR, is working to corroborate these reports.

    Humanitarian crisis escalates

    Attacks on civilians continue across Sudan, Mr. Dujarric said.

    On Saturday, a strike on a crowded market in Omdurman reportedly killed at least 60 people and injured more than 150, according to UN humanitarians.

    Civilian casualties have also been reported in North Kordofan, as well as North and South Darfur.

    Aid coordination office, OCHA, has warned of rising fatalities, particularly following reported attacks on the Abu Shouk displacement camp, where famine conditions were identified in December.

    UN Humanitarian and Resident Coordinator in Sudan, Clementine Nkweta-Salami, condemned the indiscriminate attacks at the weekend, stating: “The deliberate targeting of civilian areas represents a blatant disregard for human life and the most basic principles of the laws of war. Such atrocities must cease immediately.”

    Rising malnutrition and starvation

    The food crisis in Sudan is worsening, with reports confirming more than 70 hunger-related deaths – mostly among children – in Khartoum State, according to OCHA.

    In January alone, over 1,100 cases of severe malnutrition were recorded in three Omdurman neighbourhoods, underscoring the dire need for food assistance.

    Malnutrition rates are particularly high in areas where access restrictions have forced the closure of community kitchens, a critical lifeline for many families.

    We stress once again the urgent need for increased funding and logistical support to sustain nutrition programmes and community kitchens, ensuring that the most vulnerable – especially children and older people – receive adequate food, nutrition and healthcare assistance,” Mr. Dujarric said.

    As the humanitarian catastrophe worsens, the UN reiterates its call for all parties to protect civilians and facilitate access to life-saving aid.

    “The suffering of Sudanese civilians has gone on for too long,” Ms. Nkweta-Salami said. “It’s long past time to end this war and prevent further devastation.”

    The Security Council’s February programme of work will feature a signature event on practising multilateralism and reforming and improving global governance, its President for the month announced at a Headquarters press conference today.

    “As the world enters a very turbulent period, the open debate aims to encourage countries to revisit the original aspirations of the [United Nations],” said Fu Cong of China, which has assumed the rotating presidency of the 15-nation organ.  This high-level meeting, scheduled for 18 February, will be chaired by his country’s Foreign Minister, Wang Yi, he said, encouraging foreign ministers and senior officials of other countries to attend.

    The Middle East will remain a priority on the Council’s agenda this month, he said, noting briefings on the Palestinian issue, Syria and Yemen.  The Gaza situation remains fragile, and the Council needs to ensure full implementation of the ceasefire agreement and unhindered humanitarian access.  Also highlighting reports of the Israel Defense Forces’ military attacks on Sunday, 2 February, against residential blocks in Jenin, he said the Council is considering a possible meeting to address this.

    It will also pay close attention to the challenges facing United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), he added. On Syria, he said, the Council’s focus is on supporting that country in maintaining unity, restoring stability and starting a credible and inclusive political transition.

    Turning to Africa, he noted that the situation in eastern Democratic Republic of the Congo “is deteriorating rapidly which could further jeopardize peace and security of the region”.  The Council’s actions must be conducive to the cessation of hostilities and easing of tensions there.  The programme of work for February also includes briefings on UN missions in South Sudan, Libya and the Central African Republic, as well as the situation in Sudan, he said.  Pointing to the volatile security and humanitarian situations in many countries on the continent, he said, as President, “China will work with other Council members, the A3 [Council members representing African countries] in particular, to promote dialogue and consultation and seek political solutions on African issues.”

    The Council will also consider the Secretary-General’s semi-annual report on the threat posed by Islamic State in Iraq and the Levant (ISIL/Da’esh), he said, describing it as an opportunity to further coordinate counter-terrorism efforts.  It will also conduct its annual dialogue with the peacekeeping police, and will hold consultations on the Security Council Committee pursuant to resolution 1718 (2006), regarding sanctions relating to the Democratic People’s Republic of Korea.  China will “encourage Council members to consult with each other to enhance trust and bridge differences”, he said, noting that the presidency will invite civil society representatives to participate in relevant meetings and keep in close contact with the media.

    In the ensuing conversation with correspondents, Ambassador Fu elaborated on the open debate on multilateralism, noting the increasing calls in the international community, particularly among the Global South countries, for reforming the global governance system.  Rather than “dismantling the existing system or reinventing the wheel”, the aim is to build a more equitable system that addresses the global governance deficit, he said.  He also stressed the need to enhance the Council’s ability to respond to crises, adding that “solidarity and cooperation are being replaced by division and confrontation”, as a result of which, the Council has been unable to discharge its responsibilities.  The core of the diplomatic mission is to build bridges, he said, adding that the Council must return to the path of multilateralism.

    Mr. Fu took several questions concerning the new United States President Donald J. Trump’s “America First” policy, its impact on the United Nations, as well as the 10 per cent tariffs he recently imposed on Chinese goods.  His country considers the tariff increases unwarranted, he said, and will file a complaint to the World Trade Organization (WTO).  “There is no winner in a trade war,” he emphasised, and noting that the excuse for raising tariffs is fentanyl, he said China has stringent regulations on that and related substances.  The United States should look at its own problems, including the “demand side of fentanyl”, he advised.

    China and the United States have much in common, he said, adding that it is essential they cooperate on global issues such as climate change and terrorism.  Further, as the two biggest financial contributors “within this house”, he said both countries have similar concerns about improving the efficiency of the United Nations.  All these offer avenues of cooperation, he said.

    He also took a question on United States’ claims that China has influence over the Panama Canal and surrounding areas, and the subsequent statement by Panama’s President about leaving the Belt and Road initiative.  Such an action would be regrettable, he said, stressing that his country has not participated or interfered in the management or operation of the Canal.  The Panama Belt and Road initiative is an economic platform to enable Global South countries to cooperate with each other, he said, adding that the “smear campaign launched by the US and other Western countries on this initiative is totally groundless”.

    Regarding competition with the United States on artificial intelligence (AI) he noted that the Chinese AI tool DeepSeek has caused “some commotion or panic in certain quarters” and encouraged the correspondents to use it to write their news reports.  Technological restrictions do not work, he said, adding:  “Never ever underestimate the ingenuity of Chinese scientists and engineers.”  The world must ensure the benefits of artificial intelligence are available to all countries and there are guardrails to prevent it from being misused, he said, noting that his country put forward the Assembly resolution concerning cooperation on this matter.

    Responding to various questions concerning the conflict in the Democratic Republic of the Congo, he said a ceasefire is a priority — the 23 March Movement (M23) and Rwandan troops must withdraw from the territories they occupied.  Encouraging Rwanda and the Democratic Republic of the Congo to engage in peace talks, he noted that one Council member has floated the idea of a resolution on this topic, which his country will support in its national and presidential capacity.  The territorial integrity of the Democratic Republic of the Congo must be protected, he said, calling on parties to respond to mediation efforts.

    On meetings concerning Ukraine, he noted proposals from Member States to mark the upcoming 25 February anniversary of the beginning of the conflict in that country.  China is obliged to make proper arrangements according to rules of procedures, he said, adding that it is also crucial to highlight that conflict’s ramifications on the food and energy security, as well as maritime transportation.

    The Committee on the Elimination of Discrimination against Women was this afternoon briefed by representatives of civil society organizations on the situation of women’s rights in the Democratic Republic of the Congo, Nepal, Belarus and Luxembourg, the reports of which the Committee will review this week.

    In relation to the Democratic Republic of the Congo, speakers raised concerns regarding gender-based violence and abuse of internally displaced women and girls in the context of the escalating conflict, and the impact of the withdrawal of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo.

    On Nepal, speakers addressed discrimination against vulnerable women, including indigenous women and girls, lesbian, bisexual, transgender and intersex women, and women sex workers; anti-discrimination legislation; and the participation of women in political processes.

    Non-governmental organizations speaking on Belarus raised topics including the dissolution of civil society organizations, imprisonment of women human rights defenders, and barriers to access to justice for women.

    Regarding Luxembourg, a speaker raised issues related to a lack of gender sensitive policies and measures to address intersecting forms of discrimination, and the subordination of women through the social system.

    The National Human Rights Commissioner of the Democratic Republic of the Congo spoke on the country, as did the following non-governmental organizations: Centre for Migration, Gender, and Justice; Groupe d’Action pour les Droits de la Femme; and SAVIE ASBL LGBT.

    Regarding Nepal, the following non-governmental organizations spoke: Forum for Women, Law and Development; Feminist Dalit Organization; Nepal Indigenous Women Federation; Sex Workers and Allies South Asia and Team; Campaign for Change, Mitini Nepal, and Intersex Asia; and Visible Impact.

    The following non-governmental organizations spoke on Belarus: Belarusian Helsinki Committee; Human Constanta; Belarusian Congress of Democratic Trade Unions; Coalition against gender-based and domestic violence; and Our House.

    A representative of the Consultative Commission of the Grand-Duchy of Luxembourg on Human Rights spoke on Luxembourg.

    The Committee also held an informal meeting with the Working Group on Business and Human Rights and representatives from civil society and the business sector on “increasing the bottom line through smart, gender-inclusive, rights-focused approaches in digitisation.”

    Opening the meeting, Nahla Haidar, the newly elected Committee Chairperson, said artificial intelligence and digital technologies had revolutionised everyday life and business practices across sectors in ways that were never envisioned in the past.  She called for action to prevent bias and discrimination against women through cyber-enabled modalities; expand women’s economic opportunities in the new digital era; and equip women and girls with necessary skills, capacities and tools to contribute to providing digital solutions.

    In the meeting, speakers discussed topics such as measures to prevent discrimination of women in the private sector, and particularly in the field of technology; measures to promote access to science, technology, engineering and maths education for women; measures to address the impacts of artificial intelligence on women; and measures to protect women’s rights in the energy transition era.

    Committee Experts and members of the Working Group spoke in the meeting, as did representatives of the United Nations Office of the High Commissioner for Human Rights, the World Trade Organization, and various private sector and civil society organizations.

    Opening Remarks by the Committee Chair

    NAHLA HAIDAR, Committee Chairperson, said that during each session, the Committee invited national and international non-governmental organizations to informal public meetings to provide specific information on the States parties that were scheduled for consideration by the Committee.  She welcomed the representatives of non-governmental organizations and national human rights institutions that had come to provide information on the States parties whose reports were being considered this week: Democratic Republic of the Congo, Nepal, Belarus and Luxembourg.

    Statements by Non-Governmental Organizations from the Democratic Republic of the Congo, Nepal and Belarus

    Democratic Republic of the Congo

    On the Democratic Republic of the Congo, speakers, among other things, said violence against displaced persons was on the rise in the State.  Gender-based violence, specifically, was rampant, leaving survivors with limited access to justice.  Displaced women had a lack of access to reproductive health care and were giving birth in unsafe conditions.  The economic struggles that displaced women and girls faced were equally alarming.  With scarce income opportunities, many were driven to survival sex, which exposed them to sexual exploitation and abuse.

    The withdrawal of the United Nations Organization Stabilisation Mission in the Democratic Republic of the Congo raised real concerns.  Plans from national authorities to take on the responsibilities of the Mission remained lacking.  Armed militias and members of the security forces continued to abuse women with impunity.  There were also “tolerance houses” where internally displaced women and girls were sexually abused.  Justice remained inaccessible for most survivors.

    Speakers called on the Government to bolster administrative capacities; ensure the transfer of United Nations facilities to the armed forces; investigate “tolerance houses” and hold perpetrators of gender-based violence criminally liable; control the spread of weapons; and ensure justice and dignity for all women in the State.  Speakers also called for a national migration strategy that was gender-responsive; mechanisms for gender-based violence prevention, mitigation, and response; provision of health services and resources, especially with regards to maternity health, that connected to related concerns such as food insecurity and nutrition; and programmes to expand livelihood provisions that supported displaced women and girls.

    Nepal

    Speakers said Nepal had yet to enact a robust anti-discrimination law, making women more vulnerable to abuse. There was a need to criminalise discrimination against women and eliminate all discriminatory legal provisions against them.  The State party also needed to allocate sufficient human and financial resources to public bodies working on women’s rights.  Appropriate support needed to be provided to women victims of violence.

    Fifteen per cent of Nepal’s population of women faced multiple forms of discrimination; many women faced social exclusion and violence.  Some girls did not report crimes due to a lack of trust in the justice system.

    Nepal needed to amend the Constitution to address historical discrimination of indigenous women and to recognise the customary laws of indigenous people.  The Government needed to amend the act on the rights of persons with disabilities to address the rights of indigenous women with disabilities. Access to justice needed to be promoted for indigenous women and women with disabilities.

    Nepal had failed to ratify the Palermo Protocol, and human trafficking and sex work were treated as the same in the country.  Sex workers faced various forms of discrimination and violence.  Nepal’s legislation had a direct impact on sex workers’ access to citizenship.  Legislation on trafficking in persons needed to be amended to differentiate between trafficking and sex work.  The Government also needed to facilitate sex workers’ access to citizenship and promote awareness raising campaigns on the rights of sex workers.

    Lesbian, bisexual, transgender and intersex girls faced harmful treatment and violence, and systematic discrimination in education and healthcare in Nepal, and the Government had failed to act in response.  The Government needed to ensure such women could access single women’s allowances, redefine marriage to include gender-free terminology, and support this group’s access to rights.

    Education on sexual and reproductive health remained optional and inadequate in Nepal.  It needed to be made compulsory.  Legislation needed to be amended to fully decriminalise abortion, particularly abortions in cases of rape.  The State also needed to amend legislation to include sexual and reproductive health and rights and sensitise health care providers and community members on safe births.  It further needed to decriminalise sexual relations between consenting adolescents under the age of 18.

    The meaningful participation of women in political processes was lacking; many women politicians faced violence. Nepal needed to investigate historic violence against marginalised women, collect disaggregated data on women, enhance women’s leadership capacities, take measures to eliminate discrimination against marginalised women and girls, and provide quality health services to all women and girls, particularly indigenous women, at a minimal cost.

    Belarus

    Speakers on Belarus said the Constitution did not provide effective protection against discrimination. Women’s rights to education and health care were limited. Belarus had institutionalised discriminatory food provisions; women and girls were not able to access fruit and nuts, leading to long-term health risks.

    Access to justice for women was undermined by the persistent persecution of women human rights defenders.  Women activists had been falsely labelled as terrorists despite their peaceful actions.  The State had systematically dissolved various civil society organizations, including many that supported women.  Almost 2,000 non-governmental organizations had been forced to liquidate. All women’s organizations that had prepared shadow reports to the Committee for the last review had been liquidated.  It was immensely difficult to find legal assistance due to the political suppression of lawyers.  In 2022, the Government had forcibly liquidated all trade unions.  Six women trade union activists remained in prisons.

    At least 139 women were political prisoners in Belarus.  They lacked access to healthcare and were persistently ill-treated. Imprisoned women faced forced labour and modern forms of slavery.  If women refused to work, they were put in “cages of shame” and forced to stand outside for several hours.  Women prisoners earned between five and 10 euros per month and faced harsh penalties for not meeting quotas.

    When domestic violence cases were reported to police, police screened the political activities of the victim rather than provide support.  Victims and aggressors were invited together to meetings with authorities, promoting impunity.

    Women migrants were vulnerable to trafficking and violence.  Domestic violence was not a ground for asylum in Belarus. 

    Luxembourg

    No non-governmental organizations spoke on the situation of women in Luxembourg.

    Questions by Committee Experts

    A Committee Expert said that there were many laws and policies for women in the Democratic Republic of the Congo, but there was weak implementation.  How was the transitional justice policy being implemented for women? Was there a plan to promote the security of women and girls in the Democratic Republic of the Congo?

    The Expert shared the non-governmental organizations’ concern regarding the suppression of civil society in Belarus. Were there plans to update the national action plan on human rights in Belarus, and were there plans to establish a national human rights institution?

    Another Expert asked about anti-trafficking activities being carried out in the Democratic Republic of the Congo. To what extent were women represented in local governments and decision-making bodies in Nepal?

    One Committee Expert asked about financial resources devoted to implementing the national gender equality plan in Nepal.  What were areas of concern related to sexual and reproductive health services in Belarus?

    A Committee Expert asked about problems regarding access to justice for Dalit women in Nepal.  How common was the dowry custom in Nepal?  Why was the dowry for younger women and girls lower?

    Another Committee Expert asked if the Democratic Republic of the Congo had laws on the accountability of military personnel and contractors involved in violence against women.  What social protection system and benefits did Belarus have for women and girls?

    One Committee Expert asked about legal provisions that needed to be challenged.  What needed to be done to educate girls and society about the harms of the kumari practice in Nepal, which isolated girls from their community?

    A Committee Expert called for information on the Democratic Republic of the Congo’s national action plan on the development of the security forces.  What action had been taken to dismantle non-governmental armed groups in the east?  Was it still possible for non-governmental organizations in Belarus to protect women and interact with the Government?

    Responses by Non-Governmental Organizations

    Nepal

    Responding to questions on Nepal, speakers said there was a very low percentage of women in federal and provincial decision-making bodies in Nepal, and an even lower percentage of Dalit women. There needed to be increased representation of women in these bodies.  There were several laws that directly discriminated against women, including laws on legal residences, which considered women and girls’ residences as those of their husbands and fathers.  Divorced women lost their property rights.  It was prohibited to oppose gender biases in cultural and social practices.  Nepal’s laws did not recognise lesbian, bisexual, transgender and intersex women as minorities; this needed to be done.

    In Nepal, the parents of women paid dowries, and less dowry was paid for younger women.  Dowry payments were most prevalent in the south of the country. The Criminal Code criminalised this practice, but it still existed.

    Sexual and reproductive health education was part of the school curriculum but was no longer a compulsory subject.  There were also gaps in sexual and reproductive health legislation, with many marginalised women not able to access sexual and reproductive health services.

    Dalit women and other marginalised women could not easily access the justice system.  They were not made aware of where and how to access justice and faced violence and discrimination from the police because of their identity.

    Belarus

    Responding to questions on Belarus, speakers said Belarus’ Gender Equality Council did not include non-governmental organizations working on human rights and gender equality.  Belarus’ legislation on incitement to hatred was used to oppress women human rights defenders.  One such woman had been imprisoned for seven years under this legislation.  Raids, inspections and blocking of websites were tools used by the Government to restrict the activities of civil society organizations.

    Statements by National Human Rights Institutions

    Democratic Republic of the Congo

    GISÈLE KAPINGA NTUMBA, National Human Rights Commissioner of the Democratic Republic of the Congo, said the Democratic Republic of the Congo was going through one of its darkest times in recent history, marked by the invasion of the M23 rebels in the east of the country, which was facing a protracted, violent crisis.  Many women and girls had been displaced and were facing heightened risks of sexual violence and rape.  The National Human Rights Commission had conducted investigations into sexual violence linked to conflict, engaging with competent institutions to address this problem and combat impunity.

    The Commission welcomed that the Government had implemented several measures to protect women and girls from sexual and gender-based violence, including a law criminalising such violence and enshrining access to justice for victims.  However, there was still a long way to go until these measures could effectively protect civilians from sexual and gender-based violence.  The number of internally displaced persons continued to grow, and there had been many cases of rape reported.  There needed to be increased funds to limit the circulation of small arms and light weapons, build new camps, and increase humanitarian aid for internally displaced persons.  Care for victims of sexual and gender-based violence needed to be given by trained professionals.

    The national fund for compensation for the victims of gender-based violence had helped victims to access care. The Commission also welcomed the organisation of travelling courts to combat impunity.  The Government needed to restore peace in the east and take steps to protect civilians from gender-based violence, and provide internally displaced persons with adequate aid.  Armed groups needed to respect the rules of international humanitarian law and implement an immediate ceasefire.  The international community needed to promote peace by adopting sanctions against M23 and other armed groups.

    Luxembourg

    LAURA CAROCHA, Human and Social Sciences Expert, Commission consultative des Droits de l’Homme du Grand-Duché de Luxembourg [Consultative Commission of the Grand-Duchy of Luxembourg on Human Rights], welcomed the efforts made by Luxembourg to combat discrimination against women since the last report, while noting persistent shortcomings, including a social system that kept women in a subordinate position to men.  Luxembourg’s policy favoured a “neutral” approach that was not gender sensitive.  Ms. Carocha urged politicians to openly acknowledge this systemic patriarchal domination and to make the deconstruction of this mechanism a priority.  To this end, it was imperative that the Government finally implemented the principle of gender mainstreaming in a cross-cutting manner in all its policies. 

    Luxembourg’s equality efforts lacked an intersectional approach and the Government rarely addressed multiple and intersecting forms of discrimination.  Disability was conspicuously absent from the National Action Plan for Equality between Women and Men, while the gender dimension was neglected in the National Action Plan on Disability.  It was essential to have detailed data, disaggregated by gender, age, ethnicity, disability and education level, to better understand and address the different forms of discrimination that women faced.  The Government also needed to impose concrete actions on companies, municipalities and administrations in terms of gender equality and the fight against discrimination against women.

    All actions taken in the fight against discrimination against women needed to be carried out in close collaboration with civil society.  This cooperation needed to be translated into lasting partnerships and political will to ensure that the contributions of civil society were seriously considered in the decision-making process.

    Ms. Carocha concluded by calling for the recognition of multiple forms of discrimination, and a proactive and participatory response from the Government to gender inequalities rooted in societal dynamics.  This meant adopting structural solutions that addressed the root causes of discrimination.

    Questions by Committee Experts

    A Committee Expert offered condolences to the people of the Democratic Republic of the Congo, including families of civilians who had lost their lives. What did the National Human Rights Commission wish the Committee to highlight in the dialogue with the State party?

    Another Committee Expert asked about measures to prevent conflict-related gender-based violence in the Democratic Republic of the Congo.

    One Committee Expert asked if humanitarian aid groups were able to access Goma and deliver food, health and menstrual products?

    A Committee Expert expressed concern regarding the lack of participation from women’s organizations from Luxembourg in the dialogue.  What progress had been made in reforming the Constitution?  Was there an initiative to amend the timeframe for authorising abortions in the State?  The State party did not publish data broken down by origin.  Could data be provided on migrant workers in Luxembourg?

    Another Committee Expert asked about Luxembourg’s process for identifying stateless persons.

    Responses by National Human Rights Institutions

    GISÈLE KAPINGA NTUMBA, National Human Rights Commissioner of the Democratic Republic of the Congo, said that in Goma, people in displacement camps had been bombarded.  They had no power and no water, and the Rwandese army was on its way in. The international community needed to assist the Democratic Republic of the Congo in creating humanitarian corridors to assist internally displaced persons fleeing the region.  The State had approved laws and measures on preventing sexual violence, but implementing these was a challenge, particularly in regions where the Government did not have control.  In the dialogue, the Committee needed to ask the Government to choose diplomacy over other means, as the population was dying for nothing. Those involved in the conflict needed to be prosecuted.  The international community needed to condemn the situation in the east and promote diplomacy.

    Meeting with the Working Group on Business and Human Rights

    Statements

    ANDREA ORI, Director, Groups in Focus Section, Human Rights Treaties Branch, United Nations Office of the High Commissioner for Human Rights, said that the meeting would address the nexus between business and human rights, and gender and digital technologies. Cooperation and practices in digital fields needed to not perpetrate discrimination against women.  There was room for improvement on measures addressing gender discrimination in the workplace, representation of women in leadership positions, workplace harassment, and labour rights for women. Women were over-represented in low-paying jobs.  Stereotypes hindered women’s access to finance and investments, and women had less access to technology and digital services.  Today’s discussion would focus on enhancing the promotion and protection of women.

    NAHLA HAIDAR, Committee Chairperson, said artificial intelligence and digital technologies had revolutionised everyday life and business practices across sectors in ways that were never envisioned in the past.  Strategic, innovative modalities to better safeguard the rights of women and girls called for partnerships, joint approaches and harmonised frameworks.  Women needed to be engaged in digital developments from the beginning.  States needed to avoid the re-inventing of stereotypes, bias and discrimination and the perpetuation of violence against women through cyber-enabled modalities; safeguard women’s livelihoods and expand economic opportunities in the new digital era for them; and equip women and girls with necessary skills, capacities and tools to contribute to providing digital solutions.

    This briefing was anticipated to be the first in a series of collaborative efforts to address substantive issues on women’s economic rights in a digital world based on the provisions of the Convention.  Business and human rights principles and the jurisprudence of the Committee and standards could be systematically deployed to uphold and respond to women’s rights protection and economic empowerment, particularly through inclusive digital technologies.

    Sadly, gender equality had often been constrained by interpretations outside the text of the Convention, resulting in persistent gender gaps and disparities.  Critical partnerships would enable the Committee to explore a collaborative and coordinated approach for bridging digital gender inequalities to create a more inclusive and equitable digital future for women and girls, one that was not only free of all forms of violence but also offered them equal opportunities to access and utilise digital technologies to boost their livelihoods and human capital assets.

    LYRA JAKULEVIČIENĖ, Chairperson of the Working Group on Business and Human Rights, said that this year, the Working Group was preparing a report on the use of artificial intelligence in businesses and its human rights impacts.  It focused on the deployment of artificial intelligence technologies and procurement by States and businesses, looking at biases and other issues.  The use of artificial intelligence and other technologies had many benefits and but also created concerns, including related to gender, and these would be captured in the report.  Synergy with the Committee would help both bodies to advance their agendas and strengthen the global protection of human rights, particularly for vulnerable women and girls.

    ESTHER EGHOBAMIEN-MSHELIA, Committee Expert, said 300 million fewer women than men had access to mobile internet globally.  Although about a third of small and medium enterprises were owned by women, women were under-represented in discussions on the global value chain.  States needed to focus on the energy transition and artificial intelligence technologies, as if they did not address issues in these fields, the gender gaps would widen.

    FERNANDA HOPENHAYM, Gender Focal Point of the Working Group on Business and Human Rights, said the United Nations Guiding Principles on Business and Human Rights had a cross-cutting gender perspective, and this needed to be addressed by States and businesses.  The Guiding Principles said that States needed to include a gender perspective in all policies on business and human rights.  It also called on businesses to respect human rights and to implement measures promoting diversity and inclusion.  Women needed to be able to access remedies in cases in which their rights were violated.  Technologies needed to be gender sensitive, responsive and transformative.

    Panel Discussion

    In the ensuing discussion, speakers, among other things, said women faced many barriers to accessing the labour market; these needed to be addressed.  Countries needed to change company cultures to address discrimination against women employees, and promote diversity and family-friendly policies.  Businesses needed to consider documents outlining the rights of women and girls, such as the Convention, and use tools to assess the effectiveness of gender equality measures.  They also needed to create an enabling environment for women.  Another key requirement was to conduct human rights due diligence with a gender lens.

    Some speakers expressed concerns related to discrimination against women in the technology sector.  Many companies lacked a gender lens when assessing their value chains and were not carrying out gender-related due diligence.  There was evidence of disproportionate harm to non-binary women and the targeting of women human rights defenders online.  Companies were actively amplifying gender biases.  The Committee and the Working Group needed to work with civil society and to call out companies by name when they violated human rights.  They also needed to promote corporate accountability and prevent regression.

    Speakers presented measures to change cultural mindsets to support women to succeed professionally; to promote a healthy work-life balance for women; to raise awareness of women’s rights among businesses; and to develop rules and tools to protect women and girls on social media platforms.

    Some speakers said technology could allow for greater access to education for women and girls, so women needed increased access to it.  One speaker said girls had less opportunities to study in fields such as programming and robotics.  With simple reforms and measures encouraging participation, more and more women and girls would choose information technology as a profession, they said.

    Some speakers expressed concerns that artificial intelligence technology was not sufficiently regulated.  It was possible for artificial intelligence systems to learn and reproduce societal biases and there were also privacy concerns regarding the data that these systems used.  One speaker presented efforts to eliminate biases in artificial intelligence systems and to develop tools to ensure that such systems respected human rights.

    One speaker called for respect for women’s rights in the energy transition.  Women had strong roles to play in preventing child labour in the energy sector and supporting children’s access to education.  Businesses needed to ensure women’s experiences were incorporated in energy transition programmes, and to finance science, technology, engineering and maths education programmes for women, speakers said.

  • MIL-OSI United Nations: Committee on the Elimination of Discrimination against Women Opens Ninetieth Session

    The Committee on the Elimination of Discrimination against Women this morning opened its ninetieth session, hearing a statement from Andrea Ori, Chief of the Groups in Focus Section of the Human Rights Treaties Branch of the Office of the High Commissioner for Human Rights, and hearing the solemn declarations of eight newly elected Committee Members.  The Committee also adopted its agenda for the session, during which it will review the reports of Belize, Belarus, Congo, Democratic Republic of the Congo (exceptional report), Liechtenstein, Luxembourg, Nepal and Sri Lanka.

    Opening the session, Mr. Ori congratulated the eight new members of the Committee who officially assumed their duties today and congratulated the four Committee Members who were re-elected for the term 2025–2028.  This year marked the commemoration of the thirtieth anniversary of the Beijing Declaration and Platform for Action, which was unanimously adopted by 189 States in September 1995 at the Fourth United Nations World Conference on Women held in Beijing.  The Beijing Declaration and Platform for Action laid out a vision for ensuring women’s human rights and achieving gender equality around the world. 

    However, Mr. Ori said, despite considerable progress on gender equality in the past 30 years, the world was still far from achieving this vision.  Approximately one in three women globally experienced physical and/or sexual violence during their lifetime.  Sexual violence against women and girls was used as a tactic of war in numerous conflicts. Gender parity in decision-making remained a distant goal, with only 26 per cent of parliamentarians in the world being women.  At the upcoming fifty-ninth session of the Human Rights Council, the President of the Council would convene the annual high-level panel discussion on human rights mainstreaming under the theme “Thirtieth anniversary of the Beijing Declaration and Platform for Action”, supported by the Office of the High Commissioner for Human Rights, United Nations Women and other agencies.  Mr. Ori wished the Committee a successful and productive session.

    Ana Peláez Narváez, Chairperson of the Committee, said that, since the last session, the number of States parties that had ratified the Convention had remained at 189.  The number of States parties that had accepted the amendment to article 20, paragraph 1 of the Convention concerning the meeting time of the Committee remained at 81.  Since the last session, Cook Islands, Fiji, Ireland, Kenya, Mexico, Romania, Solomon Islands, Togo and Tuvalu had submitted their periodic reports to the Committee.

    The following eight new Committee Members made their solemn declaration: Hamida Al-Shukairi (Oman), Violet Eudine Barriteau (Barbados), Nada Moustafa Fathi Draz (Egypt), Mu Hong (China), Madina Jarbussynova (Kazakhstan), Jelena Pia-Comella (Andorra), Erika Schläppi (Switzerland), and Patsilí Toledo Vasquez (Chile).  

    In a private meeting following the opening, the Committee will elect a new Chair and Bureau for the Committee.

    The Committee adopted the agenda and programme of work of the session, and the Chair and Committee Experts then discussed the activities they had undertaken since the last session.

    Brenda Akia, on behalf of Natasha Stott Despoja, Committee Rapporteur on follow-up to concluding observations, briefed the Committee on the status of the follow-up reports received in response to the Committee’s concluding observations.

    Opening Statement by the Representative of the Secretary-General

    Moreover, the world was witnessing a backlash against women’s human rights and gender equality, especially against women’s sexual and reproductive health rights, with an increase in attacks against abortion providers, shrinking civic space for women human rights defenders, and reduced funding.  In that context, Mr. Ori welcomed the Committee’s timely work on a new general recommendation on gender stereotypes, which would be kicked off with the half-day of general discussion on gender stereotypes on 17 February from 3 to 6 pm. The thirtieth anniversary of the Beijing Declaration and Platform for Action presented a key opportunity to renew the commitments made by Member States to ensure women’s rights and achieve gender equality. 

    At the upcoming fifty-ninth session of the Human Rights Council, the President of the Council would convene the annual high-level panel discussion on human rights mainstreaming under the theme “Thirtieth anniversary of the Beijing Declaration and Platform for Action”, supported by the Office of the High Commissioner for Human Rights, United Nations Women and other agencies.  The panel, to be held on 24 February, would be opened by the High Commissioner for Human Rights, Volker Türk, and possibly the Secretary-General, António Guterres, and would discuss progress and challenges in protecting women’s rights and gender equality.  Committee expert Nahal Haidar would be one of the panellists.  Together with United Nations Women, the Office was also planning a side event during the session which would focus on the pushback against women’s rights and gender equality in the context of humanitarian action.

    Mr. Ori said last year had been particularly challenging, due to the liquidity crisis which had hampered and continued to hamper the Committee’s work.  The Office was doing its utmost to ensure that the Committee and other treaty bodies could implement their mandates, however, all indications pointed to a continuation of the difficult liquidity situation for the foreseeable future. The treaty body strengthening process had reached a key moment, with the adoption of the biennial resolution on the treaty body system by the General Assembly in December 2024.  On Human Rights Day last year, the Geneva Human Rights Platform, in cooperation with the Office and the Directorate of International Law of the Swiss Federal Department of Foreign Affairs, organised an informal meeting of the Chairs and the Committees’ focal points on working methods, which explored the latest developments concerning the treaty body system and sought to identify possible ways to improve the harmonisation of procedures.  Mr. Ori said the Office of the High Commissioner would continue to work alongside the Chairs and all the treaty body experts to strengthen the system. He concluded by wishing the Committee a successful and productive session

    Statements by Committee Experts

    ANA PELÁEZ NARVÁEZ, Committee Chairperson, called on the eight newly elected members to make their solemn declarations to the Committee.  She also congratulated those who had been re-elected.

    The Committee then adopted its agenda and programme of work for the session.

    Ms. Peláez Narváez said that since the last session, the number of States parties that had ratified the Convention had remained at 189.  The number of States parties that had accepted the amendment to article 20, paragraph 1 of the Convention concerning the meeting time of the Committee remained at 81.  She was pleased to inform that since the last session, Cook Islands, Fiji, Ireland, Kenya, Mexico, Romania, Solomon Islands, Togo and Tuvalu had submitted their periodic reports to the Committee.  Since making the simplified reporting procedure the default procedure for States parties’ reporting to the Committee, 13 States parties had indicated that they wished to opt out and maintain the traditional reporting procedure.

    The Chair and Committee Experts then discussed the activities they had undertaken since the last session.

    Ms. Peláez Narváez said as the pre-sessional Working Group for the ninetieth session was cancelled due to the ongoing liquidity situation of the United Nations, there was no report of the pre-sessional Working Group to be presented.  The Committee had subsequently decided to consider the pending reports from the following States parties at this ninetieth session: Belize, Belarus, Congo, Democratic Republic of the Congo (exceptional report), Liechtenstein, Luxembourg, Nepal and Sri Lanka.

    BRENDA AKIA, Alternate Rapporteur on follow-up to concluding observations, speaking on behalf of NATASHA STOTT DESPOJA, Committee Rapporteur, briefed the Committee on the status of the follow-up reports received in response to the Committee’s concluding observations.  She said that at the end of the eighty-ninth session, follow-up letters outlining the outcome of assessments of follow-up reports were sent to Bolivia, Türkiye, South Africa, Morocco and Azerbaijan.  Reminder letters were sent to Mongolia, Namibia, Portugal and the United Arab Emirates.  For the present session, the Committee had received follow-up reports from Belgium, Gambia, Sweden and Switzerland, all received on time; and from Portugal, received with more than five months’ delay.

  • MIL-OSI United Nations: Eastern DR Congo crisis increasing risk of mpox transmission, WHO chief warns

    The worsening security situation in the eastern Democratic Republic of the Congo (DRC) has forced many mpox patients to flee treatment centres, increasing the risk of transmission, the UN health agency (WHO) warned on Monday.

    Fighting escalated sharply in late January, as Rwanda-backed M23 rebels seized control of parts of North Kivu, including areas near the regional capital Goma, and advanced towards South Kivu.

    Before the latest violence, mpox cases had been stabilizing, said WHO Director-General Tedros Adhanom Ghebreyesus, in a speech to the agency’s executive board.

    Health system overwhelmed

    Healthcare facilities are struggling to cope with a surge in casualties, alongside patients suffering from multiple endemic diseases, including mpox, cholera, malaria and measles.

    WHO reported that shells hit a hospital in Goma, resulting in civilian casualties, including infants and pregnant women. Stocks of essential medicines in Minova (South Kivu) are rapidly depleting, as M23 rebels advance towards the city.

    The agency said health partners are doing “everything possible” to provide lifesaving services “despite the risks posed by heavy artillery and the proximity of frontline fighting.”

    Concerns over attacks on civilians, sexual violence, and other human rights violations have also reached alarming levels.

    IDPs at risk, again

    Ongoing clashes also threatens hundreds of thousands of internally displaced people (IDPs) sheltering in Goma, along with the aid workers supporting them.

    Thousands of displaced people sheltering close to Goma have had to flee for safety as heavy bombing and shelling struck close to the camps due to the proximity of military installations,” the UN World Food Programme (WFP) reported.

    Many displaced families are now staying with host communities, while others are setting up temporary shelters in schools and public buildings. Host communities themselves could face “significant humanitarian needs”.

    Infrastructure hit

    The violence has severely damaged essential infrastructure, including water, electricity, and communication networks.

    In Goma, water and electricity remain cut off and people are forced to rely on unsafe water, increasing risk of disease outbreaks. Telecommunications (phones) and Internet access is also disrupted.

    Public and private property – including WFP and non-governmental organization-run warehouses – have been looted.

    “Coupled with severed access to the city, food and other essential supplies are almost depleted,” WFP said, adding that scarcity has driven prices up, making it even harder for vulnerable communities to afford basic necessities.

    Hard-won development gains at risk

    In addition to threatening the safety and wellbeing of millions, the fighting has put years of hard-won development gains at risk.

    Achim Steiner, Administrator of the UN Development Programme (UNDP) underscored that it is not just a humanitarian emergency but a development crisis jeopardizing progress toward the Sustainable Development Goals (SDGs).

    “Every day the conflict continues, access to education and healthcare is disrupted, businesses collapse, and vital infrastructure is damaged – deepening hardship for communities and eroding the foundation for long-term recovery, resilience and sustainable development,” he said in a statement on Sunday.

    “I call on all actors to prioritize dialogue, uphold international humanitarian law, and pursue a peaceful resolution to this crisis,” he added.

  • MIL-OSI United Nations: Secretary-General Appoints Arnaud Peral of France United Nations Resident Coordinator in Philippines

    United Nations Secretary-General António Guterres has appointed Arnaud Peral of France as the United Nations Resident Coordinator in the Philippines, with the host Government’s approval, on 1 February.

    Mr. Peral was most recently the United Nations Resident Coordinator in Tunisia since 2020.  Prior to that, he served successively as United Nations Resident Coordinator and United Nations Development Programme (UNDP) Resident Representative in Ecuador, UNDP Country Director in Colombia, UNDP Deputy Resident Representative in México and then Brazil, Programme Manager and Chief of Staff in UNDP´s Regional Bureau for Latin America and the Caribbean in New York and Programme Officer in UNDP Cuba.

    Prior to joining the UN system in 2000, Mr. Peral served as Cooperation Counsellor for Scientific and Technical Cooperation in the French Embassy in Cuba, Research Assistant in the Ministry of Environment in France and Research Assistant in public policy in the Ministry of Agriculture in Chile.

    Mr. Peral holds a master’s degree in development economics from the University of Paris X-Nanterre and a bachelor’s degree in economic policy from the University Pierre Mendes France, Grenoble.

    The following Security Council press statement was issued today by Council President Amar Bendjama (Algeria):

    The members of the Security Council expressed deep concern over escalating violence, including in and around El Fasher, North Darfur.

    Council members strongly condemned the ongoing and intensifying assaults on El Fasher in recent days by the Rapid Support Forces (RSF), as well as reports of an attack on the Saudi Teaching Maternal Hospital in El Fasher on 24 January, which killed over 70 patients receiving critical care and their relatives, and wounded dozens.  Recalling resolution 2736 (2024), Council members reiterated their demand that RSF halt the siege of El Fasher; and their call for an immediate halt to the fighting and for de-escalation in and around El Fasher.

    Council members called on the parties to the conflict to ensure the protection of civilians and civilian infrastructure in accordance with international humanitarian law and, as applicable, human rights law.  They expressed their grave concern over the situation of civilians in El Fasher and the nearby Zamzam internally displaced persons camp who have been displaced multiple times and are already experiencing a humanitarian crisis.

    Council members called on the parties to the conflict to seek an immediate cessation of hostilities and pursue a sustainable resolution to the conflict through dialogue.

    They urged all Member States to refrain from external interference which seeks to foment conflict and instability and instead to support efforts for durable peace and reminded all parties to the conflict and Member States to adhere to their obligations to comply with the arms embargo measures as stipulated in paragraphs 7 and 8 of resolution 1556 (2004) and reiterated in resolution 2750 (2024).

  • MIL-OSI United Nations: West Bank violence undermining Gaza ceasefire: UNRWA

    Escalating hostilities in the occupied West Bank are putting the fragile ceasefire in Gaza at risk, the UN agency that assists Palestine refugees, UNRWA, warned in a statement on Monday. 

    It comes a day after Israeli Security Forces (ISF) carried out a series of controlled detonations at the Jenin refugee camp, located in the northern West Bank, destroying large areas there “in a split second”.

    UNRWA said it received no prior warning of the explosions “as contact between staff and Israeli authorities is no longer permitted – putting civilian lives at risk.”  

    ‘A ghost town’

    The agency said residents of the camp “have endured the impossible, facing nearly two months of unceasing and escalating violence,” adding that Jenin “has been rendered a ghost town” in the past months. 

    “The operations conducted both by Israeli and Palestinian security forces have led to the forced displacement of thousands of camp residents, many of whom will now have nowhere to return to,” it said. “The basics of life are gone.”

    UNRWA noted that “on a day that was supposed to mark the beginning of the new school semester for thousands of children, 13 schools in the northern West Bank remained closed due to ISF operations in the area.”

    Ceasefire undermined

    Furthermore, its services inside Jenin camp have been interrupted for months and stopped completely in early December.

    “Today’s shocking scenes in the West Bank undermine the fragile ceasefire reached in Gaza, and risk a new escalation,” the agency said.

    The first phase of the temporary truce and hostage release deal came into effect two weeks ago, following 15 months of war which killed some 46,000 Palestinians, according to the Gaza health authorities.

    The conflict was sparked by the 7 October 2023 Hamas-led attacks on Israel. Some 1,200 people were killed and 250 were taken as hostages.

    In October 2024, the Israeli parliament adopted two laws banning UNRWA’s operations in its territory and prohibiting Israeli authorities from having any contact with the agency, which went into force last Thursday.

  • MIL-OSI United Nations: WFP and Ministry of Ministry of Disaster Management and Relief call for urgent investment into anticipatory action in Bangladesh

    DHAKA – The United Nations World Food Programme (WFP) and the Government of Bangladesh’s Ministry of Disaster Management and Relief (MoDMR) released the “State of Anticipatory Action 2024” report, this week, highlighting the importance of anticipatory action in disaster risk management.

    The report outlines significant progress made in 2024 while emphasising the urgent need to address funding and coverage gaps to safeguard vulnerable communities in Bangladesh from escalating climate-related disasters.

    “By providing cash support before Cyclone Remal, we reduced the damage to coastal communities and protected livelihoods while ensuring people had essential resources”, said Razwanur Rahman, Director General of the Department of Disaster Management under MoDMR. “Similarly, Anticipatory Action support during the July floods helped prevent big economic losses.”  He added that the MoDMR plans to expand anticipatory action to cover more disasters, improve early warning tools and increase community-level involvement.

    Anticipatory action has proven to be critical in reducing the impact of extreme climate. In 2024, Bangladesh made significant strides in anticipatory action within its disaster management framework.  The government’s increasing integration of anticipatory action, notably its inclusion in the 2019 standing orders on disaster, was further strengthened by the activation of 15 anticipatory action initiatives. These activations covered 20 districts and reached nearly 430,000 people ahead of monsoon floods, flash floods, cyclones, and heatwaves.  A multi-stakeholder technical working group was established to better align activities with national priorities.

    The integration of tools like El Niño forecasts and other predictive models into anticipatory planning enabled more timely and targeted responses.  These efforts were supported by the mobilization of US$ 10.4 million for anticipatory action activities, with multilateral donors playing a crucial role in funding. 

    Despite these achievements, the report identifies critical gaps that must be urgently addressed. For 2025, a significant funding shortfall persists with more than half the needs underfunded (US$ 42 million). The largest funding needs are for monsoon floods (US$ 24 million), cyclones (US$ 10 million) and flash floods (US$ 8 million).

    Additionally, over 54 percent of households in need were left unsupported in 2024, with those affected by flash floods experiencing an 88.2 percent coverage gap. The need to expand coverage remains pressing.

    Looking ahead, the report identifies 23 districts for coverage, including those impacted by cold waves, landslides, droughts and heavy rainfall. Over 4.1 million households face potential exposure to major hazards, with 2.7 million households likely to experience significant impacts.

    To address these challenges, the report recommends exploring risk pooling, anticipatory action insurance and multi-year funding commitments to ensure long-term sustainability.

    “While the report underscores significant progress in institutionalising and operationalising anticipatory action in Bangladesh, challenges in the form of funding and coverage persist. By addressing these gaps through enhanced coordination, innovative financing and expanded coverage, Bangladesh can solidify its position as a global leader in anticipatory action”, said Riccardo Suppo, Head of Programme, WFP Bangladesh. He also thanked the European Union, Germany, Ireland, UN CERF, KOICA and other donors for supporting anticipatory action efforts in Bangladesh.
