  • MIL-OSI USA: Malliotakis Reintroduces the University Accountability Act

    (WASHINGTON, DC) –  Congresswoman Nicole Malliotakis (NY-11) was joined by Congresswoman Elise Stefanik (NY-21) and Congresswoman Claudia Tenney (NY-24) in reintroducing the University Accountability Act, legislation that would fine tax-exempt schools that violate students’ civil rights under Title VI of the Civil Rights Act. The legislation comes as colleges and universities across the United States still remain under fire for allowing and enabling antisemitic students to wreak havoc on their campuses.

     

    Under current federal law, a violation of Title VI, which prohibits discrimination on the basis of race, color, or national origin, can result in the loss of federal funds, but often times results in a mere corrective action that would bring the college or university back into compliance. The University Accountability Act would require colleges and universities that meet the penalty criteria to pay a fine of either five percent of the school’s aggregate administrative compensation as reported on the school’s Form 990, or $100,000, whichever is greater. After three civil rights violations, the Internal Revenue Service (IRS) would be required to review the college or university’s tax-exempt status for possible revocation.

     

    “Universities have a responsibility to protect their students from violence and discrimination but, instead, we’re seeing a disturbing increase in antisemitic attacks and rhetoric on college campuses,” said Congresswoman Nicole Malliotakis. “Our legislation seeks to hold these institutions accountable and encourage them to investigate and crack down on instances of antisemitism to help foster a safer academic environment for all students, regardless of their gender, race or religion.”

     

    “I will continue to lead efforts to rid our colleges and universities of antisemitism alongside President Trump who is delivering on his promise to hold these failed institutions accountable for their neglect and abandonment of our Jewish students. The University Accountability Act will impose penalties on universities who violate the civil rights of their own students and put their undeserved tax-exempt status on the chopping block,” said Congresswoman Elise Stefanik.

     

    “Since the horrific October 7, 2023, attacks, there has been a sharp rise in anti-Semitic rhetoric and violence on campuses, threatening Jewish students. The University Accountability Act ensures that any institution condoning this behavior is penalized by revoking its tax-exempt status and imposing harsh financial penalties. Not a dime of our tax dollars should be used to support colleges and universities that foster such heinous anti-Semitism,” said Congresswoman Claudia Tenney.

     

    Last Congress, Malliotakis introduced several pieces of legislation to hold universities accountable, including the Combating Antisemitic Messaging and Promoting Unity in School Act (CAMPUS) Act, that would prohibit federal funding from going to schools that provide funding, tuition assistance, support, or a platform to an organization that engages in antisemitic behavior or fails to hold a faculty member who promotes antisemitism accountable, and the No Visas for Antisemitic Students Act, that would revoke students visas of foreign students in the United States who engage in antisemitic behavior.

  • MIL-OSI USA: Congresswoman Tenney Reintroduces Legislation to Designate the Finger Lakes Region as a National Heritage Area

    Washington, DC – Congresswoman Claudia Tenney (NY-24) today reintroduced legislation to designate the Finger Lakes Region as a National Heritage Area in order to support conservation, recreation, and economic development in the region.

    Senator Kirsten Gillibrand (D-NY) led this legislation in the Senate.

    National Heritage Areas (NHA) are established by Congress to “recognize a region’s natural, cultural, or historic significance.” Unlike national parks, NHAs are large, populated, lived-in areas that collaborate with communities to connect heritage with local interests and needs. The counties included in the legislation are Cayuga, Chemung, Cortland, Livingston, Monroe, Onondaga, Ontario, Schuyler, Seneca, Steuben, Tioga, Tompkins, Wayne, and Yates.

    “The Finger Lakes Region is known for its rich, robust history and natural beauty, making it an ideal candidate to become a National Heritage Area,” said Congresswoman Tenney. “The Finger Lakes Region is a landmark of NY-24, and establishing this area as an NHA will preserve the region’s history and stories for generations to come. It’s a privilege to reintroduce this legislation, and I am eager to see our region receive the recognition it deserves.”

  • MIL-OSI USA: AARP Endorses Sorensen, Ciscomani Bill to Crack Down on AI Robocalls

    WASHINGTON, DC – The American Association of Retired Persons (AARP), representing more than 100 million Americans over the age of 50, recently endorsed Congressmen Eric Sorensen (IL-17) and Juan Ciscomani’s (AZ-6) Quashing Unwanted and Interruptive Electronic Telecommunications (QUIET) Act. The QUIET Act would require robocallers to disclose when they use artificial intelligence (AI) technology and increase penalties for scammers who use AI to impersonate individuals.  
    He reintroduced the legislation earlier this year with Congressman Juan Ciscomani (AZ-06). 

    “Endless robocalls are more than just annoying and frustrating, they can cause seniors to lose entire life savings when malicious scammers take advantage of new technology to impersonate their loved ones, their bank, or the government,” said Congressman Eric Sorensen. “I’m glad to have a partner in the AARP to help pass my bipartisan legislation that puts in place harsher penalties for scammers and protect our seniors from being unfairly targeted.”

    The QUIET Act increases penalties for violators who use AI to impersonate individuals or organizations with the intent to defraud, cause harm, or wrongfully obtain anything of value. This measure strengthens protections for seniors and vulnerable communities who are often the biggest targets of these scams.  

    Since coming to Congress, Sorensen has made fighting scam robocalls and robotexts a priority. Last Congress, he led a bipartisan effort urging the Federal Communications Commission (FCC) to outline its plans to combat these scams, which disproportionately target older Americans.  

    Sorensen’s leadership on this issue underscores his commitment to keeping Illinois families safe from fraud and ensuring AI is not used as a tool to exploit hardworking people.

  • MIL-OSI USA: Congressman Vasquez Leads All House Democrats in Defending Federal Workers’ Collective Bargaining Rights

    WASHINGTON, D.C. – Today, Congressman Gabe Vasquez joined Labor Caucus Co-Chairs Reps. Mark Pocan (WI-02), Donald Norcross (NJ-01), Steven Horsford, (NV-04) and Debbie Dingell (MI-06) to lead every single House Democrat in calling on President Trump to rescind his executive order stripping collective bargaining rights from over 1 million federal employees. The lawmakers highlighted the illegality of the order and called on the President to restore the collective bargaining rights that federal employees are statutorily entitled to.

    “Collective bargaining is the strongest tool that workers have available to create a fair workplace,” wrote the lawmakers. “This action strips away those hard-earned rights – which have been upheld by presidents from both parties for decades – from federal workers who keep our country running, including nurses who care for veterans, inspectors who keep our food safe to eat, teachers who educate our children, and so many more.”

    “Furthermore, this EO not only undermines the principles of fair labor practices but also threatens the efficiency and effectiveness of the federal government, jeopardizing the delivery of critical services to the American people,” continued the lawmakers. “The freedom to join a union and collectively bargain is central to achieving the American dream for millions of American workers. This action is the single most anti-worker and anti-union presidential action since Ronald Reagan fired striking air traffic controllers in 1981, and it must be reversed immediately.”

    “We urge you to immediately rescind this harmful, unlawful EO and to reaffirm the rights of federal workers to unionize and collectively bargain. The American people deserve a federal workforce that is protected, respected, and empowered to carry out its duties effectively,” concluded the lawmakers.

    While Congress granted the President narrow authorities to exclude some agencies from collective bargaining, those exclusions can only be made if that agency has a primary function in intelligence, counterintelligence, investigative, or national security work, and only if the statute cannot be applied “in a manner consistent with national security requirements and considerations.”  However, this Administration has made clear that the EO’s exclusions are not based on national security concerns, but instead as retaliation for labor unions defending their members’ rights and making it easier to fire federal employees.

    strong>(Washington, D.C.) –  Yesterday, the bipartisan Problem Solvers Caucus announced its endorsement of H.R. 633, the TAKE IT DOWN Act, a bipartisan piece of legislation to protect victims of real and deepfake revenge pornography. The bill unanimously passed in the Senate in February 2025 and is scheduled for a markup in the House Energy and Commerce Committee next week. 

    Rep. Salazar reintroduced this bill in January and is leading the effort in the House of Representatives to get it signed into law. President Trump endorsed the TAKE IT DOWN Act during his most recent address to Congress.   • MIL-OSI USA: Garbarino, Lawler, LaLota, Malliotakis Applaud the Restoration of Dr. Howard as WTCHP Administrator

    WASHINGTON, D.C. – This week, it was reported that Dr. John Howard, Administrator of the World Trade Center Health Program (WTCHP), was dismissed as part of the U.S. Department of Health and Human Services’ (HHS) efforts to reorganize and optimize the department. Congressman Andrew R. Garbarino (R-NY-02), along with many of his colleagues, immediately contacted the White House to urge a reversal of this decision. Rep. Garbarino met with the White House on Wednesday to discuss the impact on the program and the critical importance of Dr. Howard’s leadership.

    On April 5, 2025, HHS reversed its decision, in consultation with the White House, restoring Dr. Howard as Administrator of the WTCHP. Rep. Garbarino, along with Representatives Mike Lawler (R-NY-17), Nick LaLota (R-NY-01), and Nicole Malliotakis (R-NY-11), who were instrumental in this effort, released a joint statement applauding the decision: 

    “We appreciate the Trump Administration’s shared commitment to caring for our 9/11 responders and survivors. The firing of Dr. Howard and the subsequent impact on the World Trade Center Health Program was an unfortunate mistake, and we are deeply grateful for HHS’ swift action to reinstate him as Administrator of this critical program. The Administration’s continued support of the program is encouraging, and we look forward to working together to address any remaining issues.”

    Earlier this year, the WTCHP faced cuts to staffing and critical grants, which were also reversed following outreach to the White House by the Members.

    (April 5, 2025) Bernardsville, NJ – Today, Congressman Tom Kean, Jr. (NJ-07) issued the following statement after the U.S. Small Business Administration (SBA) approved New Jersey’s disaster declaration request, making Economic Injury Disaster Loans available to small businesses impacted by the I-80 sinkhole-related closures. The Congressman also highlights the upcoming opening of the SBA’s Business Recovery Center in Wharton, NJ, which will provide direct support to affected businesses. 

    “The SBA’s rapid approval of Economic Injury Disaster Loans for small businesses economically impacted by the I-80 closure will provide meaningful relief for businesses in Morris County, as well as the adjacent counties,” said Congressman Tom Kean, Jr. “Securing these federal resources took swift, coordinated action across federal, state, and local governments. I also want to call attention to the SBA’s Business Recovery Center opening in Wharton on April 8, which will offer real-time and on-the-ground support for local businesses.”

    “President Trump and Administrator Loeffler have made getting our small businesses back up and running after a disaster the SBA’s highest priority. SBA personnel are on the ground in New Jersey and opening our Business Recovery Center in Wharton on April 8.     Background:

    On March 28th, Congressman Kean sent a letter to New Jersey Governor Phil Murphy urging him to submit an official disaster declaration request to the U.S. Small Business Administration (SBA) in response to the I-80 sinkhole-related road closures. 

    After subsequent submission, the SBA granted this request within one day, unlocking federal assistance opportunities for qualifying small businesses that have suffered substantial economic loss during the I-80 closure. Small businesses in Morris County, as well as in adjacent counties of Essex, Hunterdon, Passaic, Somerset, Sussex, Union, and Warren can apply HERE for an Economic Injury Disaster Loan.

    From April 8 through April 22, SBA will operate a Business Recovery Center at the Wharton Municipal Building to assist businesses impacted by the I-80 sinkholes. The center will be open Monday through Friday from 8:30am to 5:00pm, and on Saturdays from 10:00am to 2:00pm. For additional information on disaster assistance, please contact the SBA Customer Service Center Line at (800) 659-2955.

    Washington, DC – As April marks Earthquake Preparedness Month and on the heels of the devastating earthquake in Myanmar, U.S. Rep. Kevin Mullin (CA-15) and Rep. Vince Fong (CA-20) introduced bipartisan legislation that aims to improve America’s resilience during future earthquakes.  

    According to the United States Geological Survey (USGS), nearly 75 percent of the U.S. could experience a damaging earthquake in the next century, and almost half of the population – 150 million people – reside in areas that are at risk.  

    On average, earthquakes cost the U.S. billions of dollars a year in building damages and associated losses. Earthquakes threaten not only lives and buildings, but also critical services such as power, water, communications, and transportation. These services, also referred to as “lifelines,” must be restored as quickly as possible following a natural disaster to enable other parts of a recovery effort.  

    The Earthquake Resilience Act (H.R.2568.) would direct federal agencies to conduct America’s first national risk assessment of earthquake resiliency to better understand how communities can prepare. It would also require the National Earthquake Hazard Reduction Program to develop standards for lifeline infrastructure so these critical systems can be quickly restored during an earthquake or other disasters.  

    “As we recognize Earthquake Preparedness Month, it’s clear that the risks of natural disasters extend far beyond California,” said Rep. Kevin Mullin. “Our growing reliance on lifeline systems—those vital services that allow us to live, work, and communicate—make it even more urgent.     Background

     

    Louisiana has been a major recipient of FEMA assistance, with nearly 500,000 combined households applying for FEMA funds since 2021. Since FEMA was overhauled in 2003, no state has received more funding than Louisiana, which has received nearly $47 billion over 28 disaster incidents, serving approximately 3.5 million households and nearly 43,000 public assistance projects. However, Louisiana is far from the only recipient of this critical aid and assistance. In 2024, FEMA responded to over 100 disasters, including two catastrophic hurricanes—Helene and Milton—that struck within two weeks, causing widespread destruction. Additionally, the National Oceanic and Atmospheric Administration (NOAA) reported 27 weather and climate disaster events in the U.S. last year with losses exceeding $1 billion.

     

    President Trump’s proposal to overhaul FEMA involves significantly reducing its role by shifting disaster response responsibilities to individual states, limiting FEMA’s involvement to immediate disaster relief and eliminating its long-term rebuilding grants and disaster preparedness programs. This plan aligns with recommendations from Project 2025, which advocates for privatizing FEMA’s National Flood Insurance Program and decreasing federal cost-sharing in disaster recovery efforts. These efforts could disproportionately affect states with limited resources, particularly those frequently impacted by natural disasters, by increasing their financial and logistical burdens. Additionally, reducing federal coordination and support may hinder efficient disaster response and recovery, potentially leading to increased casualties and prolonged economic hardship in disaster-stricken areas. ​

    Trump Administration Plans to Fire All NIOSH Staff in the Coming Days

    Washington, D.C – Congressman Dan Goldman (NY-10) today, alongside Senator Kirsten Gillibrand (D-NY), Senate Minority Leader Chuck Schumer (D-NY), House Democratic Leader Hakeem Jeffries (NY-08), and Representatives Jerrold Nadler (NY-12) and Andrew Garbarino (NY-02) led a bipartisan letter calling on President Trump and HHS Secretary Robert F. Kennedy Jr. to reverse cuts to National Institute for Occupational Safety and Health (NIOSH) staff that provide critical support for the World Trade Center Health Program (WTCHP).  

    “We were appalled at the recent announcement that the Department of Health and Human Services cut two-thirds of the staff at the National Institute for Occupational Safety and Health (NIOSH), under which the WTCHP operates,” the Members wrote.  

    The WTCHP, which provides health care for 137,000 9/11 survivors and first responders, does not employ any physicians and relies heavily on NIOSH staff to deliver care and reward research grants on 9/11 conditions and treatments. Under the law, medical doctors need to certify new enrollees’ medical conditions before they can begin receiving care. The WTCHP has always used NIOSH staff doctors to certify these conditions, and firing them prevents the program from onboarding new 9/11 survivors and first responders or updating existing enrollees’ diagnoses. 

    “We understand that your plan is to ultimately eliminate all NIOSH staff in the next few days. The WTCHP relies on NIOSH staff to fulfill many of its obligations under the law, and eliminating staff that implement it, especially as more and more responders and survivors fall ill with 9/11-related conditions, will directly interfere with program operations and undermine access to the treatment these heroes have earned and deserve,” the Members continued. 

    The Trump Administration also fired Dr. John Howard, who has served as the WTCHP’s administrator since its creation and has been re-appointed to the role by Democratic and Republican presidents, including by President Trump in his first term. Dr. Howard plays a critical role as the final decision-maker in determining which petitioned conditions should be covered and ensures the WTCHP is adhering to the laws enacted by Congress. Removing him severely damages the program’s ability to effectively serve its 137,000 enrollees, as well as the estimated 400,000 individuals who were exposed to toxins on 9/11. 

    Furthermore, NIOSH’s research and work are essential not only to the work of the WTCHP, but to advancing occupational health and safety across the United States. NIOSH employees and contractors ensure the safety of miners, firefighters, nurses, and other workers by implementing safety standards and conducting research on protective equipment. The administration’s terminations severely hamper efforts to safeguard the health and safety of employees across the country. 

    “Congress has continually reaffirmed its bipartisan commitment to the responders and survivors of the September 11th attacks. We stand ready to work with you to reverse these cuts to ensure that current and future participants receive the coverage and care that Congress has continuously provided,” the Members concluded.

    Dear President Trump and Secretary Kennedy,   

    The World Trade Center Health Program (WTCHP) provides critical medical treatment, research, and monitoring to over 137,000 responders and survivors of the September 11th terrorist attacks, living in every state and nearly every Congressional district. The WTCHP serves first responders and survivors from the World Trade Center and lower Manhattan, the Pentagon, and the crash site in Shanksville, Pennsylvania. This vital program provides life-saving care to the heroes who answered the call to serve in one of our nation’s darkest hours and the survivors who are forced to live with the health consequences from the attacks every single day.   

    We were appalled at the recent announcement that the Department of Health and Human Services cut two-thirds of the staff at the National Institute for Occupational Safety and Health (NIOSH), under which the WTCHP operates. We understand that your plan is to ultimately eliminate all NIOSH staff in the next few days.   

    Since the establishment of the WTCHP in 2011, the number of program enrollees has more than doubled from 61,000 to 137,000. The WTCHP relies on NIOSH staff to fulfill many of its obligations under the law, and eliminating staff that implement it, especially as more and more responders and survivors fall ill with 9/11-related conditions, will directly interfere with program operations and undermine access to the treatment these heroes have earned and deserve.   

    For example, the WTCHP does not employ any staff physicians or individuals with medical degrees. Under the statute medical doctors need to approve certifications of members coming forward with new conditions that meet the requirements of the law for them to receive treatment.  The WTCHP has always used NIOSH doctors to perform this work.  

    Additionally, the WTCHP does not have a staff epidemiologist and has always used NIOSH epidemiologists to review pending petitions for considering whether to add new conditions to the list of covered conditions. The WTCHP also currently uses NIOSH staff to determine the awards of research grants in the amount of nearly $20 million dollars a year, an annual requirement of the program to fund research on 9/11 conditions and care.  

    We are extremely concerned regarding the dismissal of Dr. John Howard, the Program Administrator of WTCHP. Since the program’s inception, Dr. Howard has faithfully served as the Administrator, playing a critical role as the final decision-maker on determining which petitioned conditions should be covered and ensuring the WTCHP is adhering to the explicit statutes enacted by Congress. His institutional knowledge is unmatched and allows the program to operate effectively and efficiently. It is estimated that over 400,000 individuals were exposed to toxins or other hazards on 9/11, and we are gravely concerned that his termination will undermine the essential work the WTCHP does. 

    Finally, we are concerned about the termination of the staff at the Office of Acquisition Services at NIOSH. The Office of Acquisition Services oversees all contracts for the WTCHP’s Nationwide Provider Network (NPN), which is a vast network of contracted health providers throughout the country that provide the medical monitoring and treatment for program enrollees who live outside the New York metropolitan area. This office ensures these contracts and providers meet the needs of enrollees and provides oversight and quality assurance for the NPN. Without this coordinating mechanism, current contracts could receive little oversight and that future contracts could lapse, undermining access to enrollee care.  

    We are asking that the Administration provide answers on how the WTCHP will be impacted by these massive layoffs. Please respond to the below list of questions by April 9th, 2025.   

    1. Is the Administration planning to terminate all NIOSH staff?  

    2. What was the justification for the termination of Dr. Howard?   

    3. Since there are no doctors on the staff of the WTCHP, and the statue requires doctors to sign off on certifications that allow for treatment of members, what is the administration’s plan to rectify this as all of the NIOSH medical staff that performed this function have been terminated?  

    4. Since the WTCHP used the staff of NIOSH, especially epidemiologists to review pending petitions under the law to consider covering new conditions, what provisions has HHS made to supply the necessary staff to fulfill that role for the WTCHP?  

    5. What is the status of pending petitions to add autoimmune disease and cardiac conditions to the program? The program announced in December 2024 that eligible individuals can expect an answer by March 2025.  

    6. WTCHP utilized NIOSH staff to determine the approximately $20 million of annual research awards required under the statute that are normally announced in March. What staff will be assisting WTCHP in making these decisions and when will the awards for 2025 be announced?   

    7. Has the administration consulted with advocates or career staff on the impacts these cuts may have on WTCHP service delivery?

    8. What office will oversee the contracts and contracting process if there is no staff at the Office of Acquisition Services?

  • MIL-OSI USA: Reps. Carter, Mace Introduce Bill to Require Healthy Milk Alternatives in Schools and Reduce Waste

    WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA) and Congresswoman Nancy Mace (R-SC) introduced the bipartisan Freedom in School Cafeterias and Lunches (FISCAL) Act which requires schools to provide fluid milk substitutes in school cafeterias. This takes the onus off schoolchildren to request plant-based milk and instead places it on schools to give kids a real-time choice while they are in line to pick up food.

     

    This bill will require schools to place plant-based milk alternatives that meet the Dietary Guidelines for Americans alongside cow’s milk options in the cafeteria, allowing kids to select the nutritious beverage of their choice. That broader set of product offerings will perform like the marketplace, where plant-based milk options are readily available and a routine choice for consumers, our students, resulting in less waste.

     

    In Congressman Carter’s home state, a 6-year-old lactose intolerant Black girl from Zachary, LA, was recently forced to consume dairy milk at school breakfast, became sick from it, and had to clean up her accident in class. The girl, despite documented medical records of lactose intolerance and perhaps dairy allergies, was still served cow’s milk. She soon became ill and requested bathroom breaks but was told by her teacher to stay in class. The child then defecated in her clothing and was forced to clean up the mess herself.

     

    “It is abundantly clear that the current milk substitute system that USDA employs is delivering detrimental impacts on students,” said Rep. Carter. “Too many children who cannot safely or comfortably consume dairy are being forced to accept containers of cow’s milk on their lunch trays. My wife and children are all lactose intolerant, so I know just how uncomfortable consuming dairy milk can be for someone who cannot process it. The recent incident at Rollins Place Elementary School in Zachary is unacceptable and a glaring example of why we need immediate reforms in our schools to ensure all children have safe and appropriate dietary options. My bill ensures the health and nutritional needs of all our nation’s students are met. America needs to embrace its diversity at the lunch counter.”

     

    There is a lack of understanding that cow’s milk makes many children ill, especially minority children. Studies show that a large percentage of Black, Latino, Native American, and Asian Americans have a degree of lactose intolerance, including roughly three-quarters of Black people. These children experience adverse health effects simply because, in practice, dairy is the only type of milk currently offered in schools.

     

    Many children forgo drinking dairy milk they are served due to the adverse health symptoms they incur after consuming it. This has led to massive waste in our school systems.

     

    “The federal government is wasting $400 million of our tax dollars a year by mandating that every school kid getting nutrition assistance has a carton of cow’s milk on the tray even though millions of them don’t want it and get sick from it,” said Rep. Mace. “Thirty percent of kids throw the milk away in the carton, and hundreds of millions of tax dollars wasted is not spilled milk. Kids should have a healthy choice in lunchrooms.”

     

    “Upwards of 40 percent of kids participating in the National School Lunch Program are lactose intolerant, yet federal law requires that kids are served cow’s milk even if it makes them sick,” said Wayne Pacelle, president of Animal Wellness Action and the Center for a Humane Economy.  “There should be nothing controversial about Congressman Troy Carter’s bipartisan bill to give kids a healthy beverage option and to unwind a program that makes kids sick and causes a third of kids to throw unopened milk cartons in the trash.”

     

    Background

     

    The National School Lunch Program (NSLP) requires public schools to serve cow’s milk with breakfast or lunch meals to kids who qualify for food assistance. The school must serve this milk, or reimbursement for the cost of the entire meal will be denied. The annual outlay for U.S. Department of Agriculture (USDA) reimbursements to local school districts is roughly $1 billion yearly just for the milk.

     

    Although the NSLP allows milk substitutes, the law’s substitution requirements are burdensome, and delivering the substitute to kids is now unworkable and impractical. Unlike the policy for cow’s milk, USDA doesn’t reimburse schools for the substitute.

     

    Based on the ethnic and racial backgrounds of the participants, perhaps half of the 30 million kids in the NSLP are lactose intolerant. The lack of availability of a milk substitute and the burdensome requirement for a substitute produce adverse outcomes. Millions of lactose-intolerant kids and others with an aversion to milk throw away the beverage, squandering $400 million (40% of milk is discarded), or they consume a product that makes them sick, making real-time learning in the classroom more difficult.

     

    The FISCAL Act:

     

    • Requires schools to offer kids cow’s milk and plant-based milk for breakfast and lunch. There will be no doctor’s note or other special request requirements.
    • Ensures that any plant-based offering that is provided to children meets or exceeds nutritional standards contained in the Dietary Guidelines for Americans or as established by the Secretary of Agriculture.
    • Reimburses schools for plant-based milks, just as it reimburses schools for cow’s milk.
    • Only requires schools to stock enough plant-based milk to meet demand for it.

     

    The FISCAL Act is endorsed by Animal Wellness Action, National Urban League, the National Rural Education Association, Asthma and Allergy Foundation of America, International Foundation for Gastrointestinal Disorders, Food Allergy and Anaphylaxis Connection Team, and the Coalition for Healthy School Food.

Kat Cammack (R-FL-03), Jimmy Panetta (D-CA-19), and U.S. Senators Joni Ernst (R-Iowa) and Elissa Slotkin (D-Mich.), sent a letter to Secretary of the Interior Doug Burgum requesting to reinstate potash and add phosphate – both critical fertilizer ingredients – to the U.S. Critical Minerals List. In the letter, the lawmakers explain this designation will support domestic production and strengthen supply chains, important steps to protecting food security and stabilizing the market for farmers.

    “At the very heart of this issue are the American farmers who work tirelessly to feed Americans and much of the world. Fertilizers containing potash and phosphate are essential to maintaining soil fertility, improving crop yields, and ensuring consistent food production,” the lawmakers wrote. “Without access to a stable and affordable supply of these minerals, farmers face higher costs, reduced yields, and increased uncertainty—challenges that threaten their livelihoods and the food security of millions of American families.”

    WASHINGTON, DC – Today, Congressman Eric Sorensen (IL-17) and Congressman Jared Moskowitz (FL-23) led nearly two dozen of their House colleagues in demanding the Director of U.S. Office of Management and Budget Russell Vought to stop firing and reinstate impacted National Oceanic and Atmospheric Administration (NOAA) and National Weather Service (NWS) employees. Vought is the architect of Project 2025, which calls for dismantling and privatizing the core functions of NOAA and the NWS that keep Americans safe. 

    “Indiscriminately firing NOAA and NWS employees, while simultaneously slashing their budgets, will make it more challenging for Americans to access accurate and affordable weather reports – be it from their local news or the app on their phone,” said Congressman Eric Sorensen. “The lifesaving weather reports these agencies create are a public service I relied on for more than two decades to give my neighbors warnings about extreme thunderstorms, tornadoes, and blizzards.     As the only meteorologist in Congress, Congressman Sorensen has leveraged his unique perspective and experience to lead efforts in protecting NOAA and the NWS.     During the forum, Democratic members of the House Natural Resources Committee heard from witnesses on how the Trump administration’s actions surrounding NOAA impact coastal communities and business owners, weaken U.S. fisheries, make communities less safe in the face of natural disasters, and threaten critical climate research.

    The panelists spoke to the critical lifeline NOAA is for communities in providing weather data and forecasts and monitoring coastal environments.

    BACKGROUND

    In Rhode Island, NOAA supports a fishing and aquaculture industry that supports thousands of jobs, provides lifesaving weather forecasting, and funds research that strengthens the state’s coastal economy and conservation of ocean resources. Proposed cuts threaten jobs, local businesses, and the livelihoods of Rhode Islanders who depend on healthy oceans and sustainable fisheries. 

    Despite its critical mission, NOAA has become a primary target of the Trump administration and Elon Musk’s DOGE. Since January, NOAA has faced an unprecedented wave of political interference: censorship of climate research, purging of expert staff, the shutdown of oversight committees, and forced layoffs impacting more than 800 employees. DOGE operatives have unlawfully accessed NOAA systems, including internal communications and grants databases, raising serious questions about data integrity and whistleblower retaliation.

    These actions have already disrupted NOAA’s core functions. Weather balloon launches have been reduced, community resilience programs scaled back or shuttered, and offices around the country remain closed. Meanwhile, extremist proposals to dismantle or privatize NOAA will put essential weather alerts and environmental data behind paywalls, endangering farmers, first responders, and coastal economies. House Democrats are committed to exposing this dangerous agenda and defending the public services that keep Americans safe and our economy strong.

    This event follows a roundtable hosted by Magaziner in Providence to hear from Rhode Island fishing, aquaculture, environmental, and conservation leaders about their concerns surrounding a weakened NOAA.

    “We have no idea how NOAA will keep functioning with these budget cuts. We have no idea how much expertise and knowledge has been lost in these firings. We have no idea what else the Trump administration will do to destroy NOAA. And we have no idea who else is slated to be let go,” said Marce Gutiérrez-Graudiņš, Founder and Executive Director, Azul. “To name just a few examples, Digital Coast helped Florida use high-level surface mapping to improve their flood vulnerability assessments. It helped improve storm surge modeling for Caribbean disaster preparedness programs. It helped inform watershed management in Florida. The list could go on and on. NOAA’s tools have helped every one of these communities and so many more. So what will happen when there’s no longer the budget for these tools, for the scientists, and the data experts who know how to use them? The unfortunate result is that communities will suffer across the U.S.”

    “In my last job in the Navy, I was the oceanographer and navigator of the Navy. Just as importantly, I was the Navy deputy to NOAA. That’s how important the Navy sees this relationship between our Navy and NOAA, in that they assign an admiral to be a deputy to the director of NOAA,” said RADM Jon White, USN (Ret.). “Without the NOAA information, without leading the world in this, then our national security and the safety of our men and women in uniform is at risk. […] And it worries me a lot because I just know that there are men and women in uniform out there who rely on this information. There are parents and husbands and wives who rely on having the best information possible to keep their loved ones safe and to make sure that we maintain our national security and that home and away game advantage for years to come.”

    “Agency staff at every level have been demoralized and marginalized. When coupled with cuts to grants and fellowships and increased job insecurity, we are at a serious risk of alienating the next generation of scientists, policymakers, and leaders who would help the United States weather future storms,” said Elizabeth L. Lewis, Senior Associate Attorney, Eubanks & Associates. “NOAA simply cannot carry out its critical functions on limited staff, shrinking budgets, and aging equipment. Therefore, there is no doubt that if the Administration’s vision for NOAA becomes reality, American businesses will suffer, and even more tragically, lives will be lost.”

    “In the two months since [January 20], the administration has abdicated its citizen-granted authorities to Elon Musk, the wealthiest man on the planet, and this unelected, unaccountable billionaire has torn through agency after agency, destroying a public service infrastructure that took decades to build. And it’s clear that everyday Americans are not this administration’s priority,” said Sarah Schumann, Fisherman, and Owner/Principal Consultant, Shining Sea Fisheries Consulting, LLC. “All of the ambitious and visionary things that fishermen desperately need, the faster, more collaborative data collection and decision-making, the greater attention to the multitude of stressors affecting fishery habitats, the supports for young people to enter and thrive in fishing careers, will be vastly more difficult to achieve with a diminished and distressed NOAA workforce.”

    “I worked for The Weather Company, and there is no weather forecast that’s produced in this country that isn’t dependent on NOAA,” said Mary Glackin, retired NOAA official, American Meteorological Society. “In [Florida], we have 5.3 million acres of submerged lands that are managed through NOAA programs, and this is a combination of the Estuarine Research Reserves, the Coral Reef Conservation Project, the sanctuary that’s there, and coastal zone management. And why is this important to us? These areas safeguard water quality, buffer against storms and flooding, and provide critical habitat for fisheries and wildlife. They drive tourism and recreation, one of the prime economic drivers in Florida. They see over 100 million visitors annually for these world-class recreation activities, and without these programs, we are going to see increased pollution. Make no mistake about that. This could not be a worse time of year. We have the severe weather coming across. We haven’t seen our first hurricane yet, but I guarantee you it’s coming. And right now I fear that the only thing keeping us from real disaster is the heroic efforts of NOAA staff.”
