  • MIL-OSI USA: Congresswoman Cherfilus-McCormick Introduces Bill to Identify and Remove Barriers to Affordable Housing

    WASHINGTON, D.C. ─ Today, Congresswoman Sheila Cherfilus-McCormick (D-FL) introduced the Lower Housing Costs Study Act of 2025, which would identify and remove barriers to affordable housing in South Florida. 

    “Outdated local and state laws often remain a barrier to the development of affordable homes,” said Congresswoman Cherfilus-McCormick (D-FL). “My bill cuts the red tape that comes in the form of antiquated ordinances, which stifle construction and drive-up housing prices. Homeownership should be attainable for every South Florida family — and this legislation takes us a step closer to making that reality.”

    There is an overwhelming consensus among experts that antiquated zoning and ordinance laws at the local and state levels make it extraordinarily difficult for housing developers to construct new homes. 

    The Lower Housing Costs Study Act of 2025 would require U.S. Department of Housing and Urban Development (HUD) Secretary to issue an annual report outlining successful strategies that promote affordable housing at the state and local levels. These policy recommendations would be developed using state and local housing regulations data collected by the Regulatory Barriers Clearinghouse (RUC), providing lawmakers with key insights on outdated or burdensome regulations that hinder the construction of new homes.

    South Florida and the nation are experiencing a widespread housing affordability crisis. The lack of supply has caused a record surge in housing prices — with the median U.S. housing price reaching $426,900 — the highest price on record since the year 1999. In South Florida, the problem is particularly acute, with the average sales price of a single-family home in the Miami-Fort Lauderdale-West Palm Beach area reaching $640,000.

    The bill is endorsed by the National Neighborworks Association and the National Housing Law Project.

  • MIL-OSI USA: Congresswoman Bice Successfully Works to Cut Waste & Inefficiency in the Government

    Congresswoman Bice’s remarks: 

    Mr. Speaker, this is the Constitution Annotated, or CONAN as it is better known today, weighing eight pounds, fourteen ounces. 

    Its origins date back to 1797, when Congress passed legislation requiring every member of Congress to be provided with a copy of the Constitution. 

    These copies were eventually expanded to include Supreme Court case citations. So that members could see which clauses of the Constitution the court used in deciding cases. 

    But as the number of citations grew by hundreds, the copies became less useful to members because most had no idea what the cases were about and what questions were before the court. 

    So in 1921, Congress began requiring reprints of the Constitution to include explanatory language that would make sense of the case citations throughout. This format is still used today. 

    Initially, CONAN was printed every 10 years or so, but by 1970 members began to complain that it was outdated almost as soon as it was printed. 

    They addressed this by requiring that paper bound supplements to CONAN be printed every two years. And since 1972, that’s what we’ve done. Print a hardbound version of CONAN every 10 years and a paper bound supplement every two. 

    CONAN obviously has a rich history dating back over 2 centuries. Nothing about HR 1234 erases or changes this history. 

    The Constitution provides the framework for our government, and understanding that framework and how the Supreme Court has applied it to its decisions over the years is as essential today as it was 200 years ago. 

    What has changed, however, is the way people get their information. Today, most of us rely on digital sources for the most up to date information, whether it is news, airfares, the weather or Supreme Court case citations. 

    According to the GPO, the number of print copies of CONAN requested in the House in 2012 by the House, Senate and Joint Committee on Printing was just over 1000. Ten years later, in 2022, the number of requested copies dropped to just 659. 

    It is no coincidence that this drop in request coincides with the 2019 launch of the digital version of CONAN.  

    Over the last five years, the CONAN website has become an invaluable resource for individual citizens, schools, libraries, and, of course, Congress. It’s received more than 28 million visits since it was created and features hundreds of pages of constitutional analysis and content. 

    The site is publicly accessible, easy to search, provides links to Supreme Court decisions, and perhaps most importantly, it’s updated real time by CRS. 

    All of this raises the question of why are we wasting taxpayer dollars printing this giant hardcover version of CONAN along with the paper bound supplements when a superior digital version already exists? 

    According to the CBO, replacing this version of CONAN with the digital version would reduce the Library of Congress’s operating cost by four million dollars over the next four years. Four million dollars. 

    Eliminating the print requirement will also eliminate inefficient use of CRS staff time. 

    Requiring CRS to spend countless hours formatting and paginating the print version of CONAN does not support the work of Congress, nor does it benefit our constituents. 

    Mr. Speaker, replacing CONAN, the print requirement, with a digital requirement is a no brainer. 

    The digital version provides members and other users with the most up to date information and constitutional analysis available at a significant cost savings to taxpayers.  

    History shows that Congress has consistently taken steps to ensure that CONAN meets the evolving needs of members and other users.  

    Passing HR 1234 is a logical next step in maintaining CONAN’s relevancy and usefulness both to Congress and to the American people. 

    I urge my colleagues to join me in supporting HR 1234, and I urge quick action in the Senate. With that, I reserve the balance of my time.

    SUNRISE, FL– Congresswoman Sheila Cherfilus-McCormick joined Faith Center Ministries to announce $1 million in critical Community Project Funding (CPF) for the Eagle Cove Residence at Lauderhill. 

    “With this federal funding that I helped deliver, we’re simultaneously laying a foundation for economic opportunity in Lauderhill and empowering the next generation for long-term success,” said Congresswoman Sheila Cherfilus-McCormick (D-FL). “Access to housing and higher education are integral to helping more Floridians realize the American Dream. I want to thank the Faith Center for its partnership on this community project and for being a good steward of opportunity.” 

    “I want to thank Congresswoman Sheila Cherfilus-McCormick for securing these funds for the University of Fort Lauderdale,” said Faith Center Ministries Bishop Henry B. Fernandez. “One of our issues in the past has been housing. We are blessed to receive.”

    This funding will be used to provide affordable housing and mixed-use property in Lauderhill — a total of 195 units of one- and two-bedroom apartments for residents. The funding will also be used to develop 8,500 square feet for housing the fully accredited University of Fort Lauderdale. 

    The funding for the Eagle Cove Residence at Lauderhill was included in Congresswoman Cherfilus-McCormick’s CPF requests for Fiscal Year (FY) 2024. The requests delivered over $14.4 million in critical resources for Florida’s 20th Congressional District to address the district’s most pressing needs.

    Reps. Sara Jacobs (CA-51) and Pramila Jayapal (WA-07), Co-Chairs of the Transgender Equality Task Force, and Rep.   • MIL-OSI USA: Ranking Members Mfume and Connolly Demand Answers from Postal Board of Governors on Sudden Departure of Postmaster General Louis DeJoy and Shady DOGE Agreement

    WASHINGTON, D.C. —Today, Rep. Kweisi Mfume, Ranking Member of the Subcommittee on Government Operations, and Rep. Gerald E. Connolly, Ranking Member of the Committee on Oversight and Government Reform, sent a letter to Amber F. McReynolds, Chair of the United States Postal Service’s Board of Governors (the Governors), escalating Congress’s concerns that DOGE is attempting to actively undermine the stability and integrity of the Postal Service.  In their letter, the Ranking Members call for an immediate briefing from the Chair and Vice Chair of the Governors after the sudden departure of former Postmaster General Louis DeJoy directly after he signed an agreement with DOGE through the General Services Administration to assess operational activities and drive down costs.

    “We write regarding significant recent developments within the U.S. Postal Service (Postal Service) that call into question this public institution’s stability, integrity, and independence.  These concerns include repeated calls by President Trump and senior public officials to reorganize the Postal Service, a back-room agreement with Department of Government Efficiency (DOGE) representatives, and the sudden resignation of Postmaster General Louis DeJoy.  We respectfully request that the chair and vice chair of the U.S. Postal Service Board of Governors (the Governors) provide an immediate briefing on Postal Service operations and activities since January 20, 2025, including the Postmaster General’s agreement with DOGE and the General Services Administration (GSA) and the Postmaster General’s sudden departure thereafter,” wrote the Ranking Members. 

    In their letter, the Ranking Members outline a timeline of the Trump-Musk Administration’s concerning actions at the Postal Service: 

    • On March 24, 2025, the Washington Post reported that “[r]ecent tension between DeJoy and the Trump administration over the work of the U.S. DOGE Service contributed to the White House’s antipathy toward the mail chief.”  The reporting highlighted that the former Postmaster General “refused to give [DOGE officials] broad access to agency systems, according to four people familiar with the interactions.”
    • On March 13, 2025, Members of Congress learned that Postmaster General DeJoy signed agreements with “DOGE representatives” from GSA to assist the Postal Service in “identifying and achieving further efficiencies.”
    • On February 20, 2025, further reporting indicated that President Trump was preparing to fire the bipartisan Postal Board of Governors and unlawfully “merge” the Postal Service into the Commerce Department, “potentially throwing the 250-year-old mail provider and trillions of dollars of e-commerce transactions into turmoil.”
    • On December 14, 2024, the Washington Post reported that President Trump was considering actions to privatize the Postal Service.  

    “Based on the chaos left in DOGE’s wake, we have reason to believe that any DOGE effort to restructure the Postal Service could have a detrimental effect on the American people—jeopardizing the timely delivery of life-saving medications, mail-in ballots, important financial documents, and personal letters, especially in rural or less-profitable areas that the private sector does not serve,” concluded the Ranking Members.

    In his final public statement as Postmaster General, Mr. DeJoy highlighted that the Governors are working to appoint a permanent successor.  While the President seeks to consolidate power into the executive branch, federal law defines the Postal Service as an independent agency and requires the Postal Board of Governors—not the President—to appoint the Postmaster General.

  • MIL-OSI USA: Reps. Cammack & Magaziner, Sens. Capito & Markey Introduce Alleviating Barriers To Caregivers Act (ABC Act)

    WASHINGTON, D.C. — Today, Rep. Kat Cammack (R-FL-03), Rep. Seth Magaziner (D-RI-02), Senator Shelley Moore Capitol (R-WV), and Senator Ed Markey (D-Mass.) introduced the Alleviating Barriers to Caregivers Act (ABC Act). The legislation would require the Centers for Medicare and Medicaid Services (CMS), Social Security Administration (SSA), and Children’s Health Insurance Program (CHIP) to review their eligibility, processes, procedures, forms, and communications to reduce the administrative burden on family caregivers. The legislation would then require CMS, SSA, and CHIP to report to Congress after two years about any issues they are facing and any next steps they are taking to support family caregivers. 

    Family caregivers serve as a primary source of support for seniors and people with disabilities of all ages. In the United States alone, there are more than 48 million family caregivers. More than half of family caregivers act as an advocate for their loved one with care providers, community services, or government agencies. However, one in four family caregivers say they want help with forms, paperwork, and eligibility for services. Many report competing responsibilities while experiencing serious emotional, physical, and finance challenges.

    “America’s family caregivers work around-the-clock to provide essential care for their loved ones, and over half act as advocates on behalf of their family members. The last thing these caregivers need is more red tape that distracts from their support for those in their care,” said Representative Cammack. “I’m honored to introduce this bipartisan and bicameral ABC Act with my colleagues to lower the burden around the important medical decisions caregivers must make every day. Together we can support the 48 million caregivers that make up a critical part of our health care landscape in the U.S.”

  • MIL-OSI USA: Reps. Obernolte, Beyer introduce bipartisan CREATE AI Act to expand access to artificial intelligence research tools

    WASHINGTON, D.C. – Representatives Jay Obernolte (R-CA) and Don Beyer (D-VA) introduced H.R. 2385, the Creating Resources for Every American To Experiment with Artificial Intelligence Act of 2025, or the CREATE AI Act, legislation that would establish the National Artificial Intelligence Research Resource (NAIRR) to remove barriers to the essential tools and infrastructure that power artificial intelligence research and development. 

    Currently, only a handful of large technology companies possess the computing resources, massive datasets, and advanced infrastructure required to perform cutting-edge research in AI. The CREATE AI Act seeks to level the playing field by making those critical tools available to students, researchers, non-profits, small businesses, and academic institutions across the country. The NAIRR would serve as a shared national resource, providing cloud computing, curated datasets, AI testbeds, and educational tools to a broad community of users, ensuring that the future of AI is shaped not just by corporations, but also by entrepreneurs and academia.  

    Artificial intelligence is one of the most transformative technologies of our time, but currently the tools needed to develop it are out of reach for most Americans,” said Rep. Jay Obernolte. “The CREATE AI Act will democratize access to cutting-edge AI resources by establishing a shared national infrastructure for research and experimentation. By empowering students, universities, startups, and small businesses to participate in the future of AI, we can drive innovation, strengthen our workforce, and ensure that American leadership in this critical field is broad-based and secure.”

    The bill establishes a formal governance structure for the NAIRR, including a Steering Subcommittee under the White House Office of Science and Technology Policy and a Program Management Office within the National Science Foundation. This structure will oversee operations, manage federal and private resource contributions, select an independent operating entity through a transparent bidding process, and ensure adherence to strict standards of privacy, ethics, scientific integrity, and national security. 

    The NAIRR will offer researchers secure, tiered access to computational resources, structured Application Programming Interfaces or APIs for working with large AI models, access to interoperable datasets, and educational resources designed to broaden participation in STEM and AI research. In addition to technical infrastructure, the NAIRR will prioritize access for projects that address durable and secure AI development—key issues in ensuring artificial intelligence is aligned with American values and interests. 

    Importantly, the NAIRR will be built using donated resources from both federal agencies and the private sector, ensuring that its impact is achieved without requiring a massive new federal expenditure. Cloud computing power, datasets, storage capabilities, AI models, and educational tools will all be contributed by participating partners, leveraging existing infrastructure to maximize access and minimize cost. This collaborative model empowers government, academia, and industry to work together to expand opportunity and accelerate innovation in a fiscally responsible way. 

    The CREATE AI Act has earned early praise from many leading voices in the tech and research community:

    The Cost-Share Accountability Act requires the Department of Energy (DOE) to submit public quarterly reports on the use of its authority to reduce or waive statutory cost-sharing requirements when awarding grant funding.

    “The federal government has a responsibility to be a good steward of taxpayer dollars,” said Rep. Jay Obernolte. “The Cost-Share Accountability Act ensures greater transparency in how the Department of Energy administers grant cost-sharing requirements, helping Congress and the public hold our institutions accountable.   • MIL-OSI USA: Kim, Connolly Reintroduce Taiwan International Solidarity Act

    Washington, DC – Congresswoman Young Kim (R-CA), the Chairwoman of the Subcommittee on East Asia and Pacific, and Congressman Gerald E. Connolly (D-VA), a senior member of the House Foreign Affairs Committee, Co-Chair of the bipartisan Congressional Taiwan Caucus,  and the former President of the NATO Parliamentary Assembly, introduced the Taiwan International Solidarity Act, bipartisan legislation that counters Beijing’s attempts to exclude Taiwan from participating in international organizations.  

    The legislation previously passed the House in July 2023. 

    “Beijing continues to do all it can to isolate Taiwan from the outside world and silence Taiwan’s voice on the world stage. Taiwan has a track record of success in democracy and global health security, and its perspective deserves to be heard,” said Kim. “The Taiwan International Solidarity Act helps the United States demonstrate through meaningful action our support for Taiwan’s status in international organizations. Taiwan’s participation in global conversation is the world’s gain.” 

    “For too long, the People’s Republic of China (PRC) has distorted policies and procedures at international organizations to assert its sovereignty claims over Taiwan, often to the detriment of global health, governance, and security efforts,” said Connolly. “This bipartisan legislation ensures that we stand against Beijing’s weaponization of international organizations and in solidarity with the wishes and best interests of the people of Taiwan.”  

    The Taiwan International Solidarity Act builds on the Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act, which was signed into law in March 2020, to further counter the PRC’s attempts to weaponize international organizations to claim that Taiwan is part of China by distorting the language, policies, and procedures of international organizations. The legislation clarifies that U.N. General Assembly Resolution 2758 does not preclude the United States from using its vote, voice, and influence to resist the reckless campaign against Taiwan’s place on the world stage. It also encourages the U.S. to work with allies and partners to oppose the People’s Republic of China’s efforts to undermine Taiwan’s diplomatic relationships and partnerships globally. Finally, the bill expands reporting requirements to include information relating to any prior or ongoing attempts by the People’s Republic of China to undermine Taiwan’s participation in international organizations as well as its ties and relationships with other countries.

  • MIL-OSI USA: Rep. Becca Balint Introduces the Transgender Health Care Access Act

    Washington, D.C.  – Today, on Trans Day of Visibility, Rep. Becca Balint (VT-AL) introduced the Transgender Health Care Access Act. As Republicans nationwide continue to demonize and attack trans Americans to score political points, access to health care is becoming more and more limited. Twenty-seven states have some form of ban on medical care for trans youth. The Transgender Health Care Access Act would expand access to live-saving, evidence-based health care and invest in training for health care providers. The bill funds programs to train medical providers in providing gender affirming care. This bill explicitly excludes conversion therapy from funding, which 12% of transgender people were subjected to last year. The bill is cosponsored by 30 House Democrats. 

    The Transgender Health Care Access Act would: 

    ·         Train more providers in gender affirming care 

    ·         Improve medical education curricula for gender affirming care 

    ·         Expand capacity of Community Health Centers to provide this care and

    ·         Expand access in rural communities by connecting rural providers to training opportunities 

    In his first few months in office, President Trump has signed six executive orders targeting trans Americans. The executive orders remove funding for medical care, further limiting access to evidenced-based care. Other Trump actions include illegally banning trans Americans from military service and banning trans kids from school sports. The Trump Administration has also taken steps to erase trans Americans from history including by removing the word trans from federal websites. 

    “Republicans are obsessed with attacking trans people. It’s dangerous. Over and over again they use messages designed to get Americans to fear one another and to divide us,” said Rep. Becca Balint. “But I want queer and trans Americans to know you have fighters and allies in Congress. As Republicans use their power to take away health care and continue to attack and dehumanize trans folks, I’m not standing down. That’s why I’m introducing this bill to expand access and train more providers. It’s critical that trans Americans have access to appropriate and quality care no matter where they live. I’m proud to stand with trans Americans, advocates, and allies to demand equality, dignity, and accessible health care for everyone ” 

    The bill is endorsed by Advocates for Trans Equality, the American Civil Liberties Union, the Center for American Progress, the Congressional Equality Caucus, Equality California, the Human Rights Campaign, the Trevor Project, and the National Center for Lesbian Rights.

    Ciscomani credited a “don’t take no for an answer” approach as the key to his ability to advance policy proposals that work for the residents of southeastern Arizona. 

    Whether it’s pushing legislation to secure the border, support our veterans, safeguard Arizona’s water, or protecting our seniors, I don’t take no for an answer,” he continued. “I am proud of what my office and I were able to accomplish for our constituents in my first term, and I am keeping my foot on the pedal to do even more for our district in my second term.” 

    CEL ranks every member of Congress based on 15 metrics, including how far their bill made it in the legislative process and how substantive the bill is. 

    According to CEL, Ciscomani introduced 24 pieces of substantive legislation. Moreover, six of Ciscomani’s bills passed the House of Representative and two bills were signed into law. He was most effective on issues related to defense, the budget, energy, public safety, and border security.

  • MIL-OSI USA: Congressman Jackson condemns Trump’s attack on diversity in Europe

    As a member of the United States Congress and a lifelong advocate for civil rights and social justice, I strongly condemn the recent attempts by the U.S. administration to impose restrictions on diversity, equity, and inclusion (DEI) initiatives within European companies. These heavy-handed and misguided actions—threatening legal consequences for European firms that promote workplace inclusion—are not only a diplomatic affront but also an unlawful overreach that undermines global progress toward equality.

    It is particularly disturbing to see these efforts unfold in the wake of the Supreme Court’s ruling in Students for Fair Admissions v. Harvard, which reaffirmed that diversity is a compelling interest of the United States government, particularly in our military and other institutions vital to national security. The decision recognized that diversity strengthens our armed forces, ensuring cohesion, readiness, and operational success. If DEI is essential to the strength of our military—the very institution charged with defending American democracy—then the same principles hold true across all sectors of our society and economy.

    The current administration’s attempt to dismantle DEI programs through executive fiat contradicts established legal precedent and violates federal anti-discrimination laws. Title VII of the Civil Rights Act prohibits employment discrimination, and dismantling DEI initiatives aimed at ensuring compliance with these laws is, in itself, unlawful. These efforts are not just politically motivated; they are legally indefensible.

    France’s forceful rejection of this overreach is commendable. French Foreign Trade Minister Laurent Saint-Martin and Gender Equality Minister Aurore Bergé have made it clear that their nation will not bow to pressure that runs counter to their values of inclusion and equal opportunity. The United States should take a lesson from its allies rather than attempt to export regressive policies that undermine human rights and economic advancement.

    Let me be clear: attacks on DEI initiatives are not just attacks on progressive ideals—they are attacks on the very legal foundations of equal opportunity in the United States and abroad. These policies are not just moral imperatives; they are legal obligations. I call on my colleagues in Congress, the business community, and international leaders to resist these unlawful and counterproductive efforts. We must ensure that America leads by example in championing diversity, equity, and inclusion, rather than engaging in reckless policies that harm our standing in the world and violate our own laws.

    WASHINGTON, D.C. – Today, on National Medal of Honor Day, Congressman Kweisi Mfume (MD-07) announced the introduction of a pair of bills to commemorate the life and legacy of African American Mess Attendant Doris ‘Dorie’ Miller. During the attack on Pearl Harbor, Mess Attendant Miller manned an anti-aircraft gun and downed enemy planes, despite the fact that the racially segregated steward’s branch of the Navy was not trained to use anti-aircraft guns. Congressman Mfume’s bills seek to award the Medal of Honor and a Congressional Gold Medal to Mess Attendant Miller. 

    “Today is ‘Dorie Miller Day’ on Capitol Hill. Dorie Miller protected America, and we are all the beneficiaries of his bravery. His valiance is even more admirable because he courageously worked to save a democracy that he could not fully enjoy at that time, as the United States military did not become fully integrated until almost seven years after his heroism in World War II,” said Congressman Kweisi Mfume. “I am honored to continue the work of my friend, the late Congresswoman Eddie Bernice Johnson, who had fought to give Mess Attendant Miller’s legacy the celebration of the Medal of Honor since 2001. While the Trump administration shamefully seeks to eviscerate Black history from the American story, I am introducing my dual-tracked legislative effort to award both the Medal of Honor and a Congressional Gold Medal to Dorie Miller so he can finally be recognized with an American salute that is long overdue,” he concluded.   

    This legislation’s introduction comes in the wake of reports that most U.S Department of Defense webpages chronicling the heroism of Mess Attendant Miller had been eliminated following a directive to remove diversity, equity, and inclusion (DEI) content from Pentagon platforms.  

    The Life of Doris ‘Dorie’ Miller 

    Background 

    • Born in Waco, Texas on October 12, 1919.
    • Son of Connery and Henrietta Miller.
    • Dropped out of school to support the family farm, worked part-time as a cook in a small restaurant in Waco.

    Military Career 

    • Enlisted in the United States Navy in September of 1939.
    • After bootcamp training, was assigned to the USS West Virginia as a messman.
    • Quickly moved up in the ranks from messman to ship’s cook, third class, and was stationed at Pearl Harbor.
    • Black sailors serving in the racially segregated steward’s branch of the Navy were not trained to use anti-aircraft guns.
    • On December 7, 1941, Doris Miller was doing laundry at around 8:00 a.m. when a Japanese torpedo hit his ship, anchored in Pearl Harbor.
    • He rushed to the main deck to help move his mortally wounded captain out of harm’s way and attend to other wounded sailors.
    • He then manned a 0.50-calibre anti-aircraft gun and fired at the attacking planes.
    • According to news stories and other sailors’ accounts, Doris Miller downed 2 to 5 enemy planes before he was forced to abandon ship.

    National Awards and the Medal of Honor  

    • Doris Miller was awarded a commendation from the Secretary of the Navy as well as the Navy Cross on May 27, 1942, in a ceremony at Pearl Harbor.
    • In 2017, the town of Waco, Texas unveiled a riverside memorial featuring a 9-foot-tall, 700-pound bronze sculpture of hometown hero Doris Miller.
    • In 2020, the Navy commissioned an aircraft carrier to be named after Doris Miller.
    • Doris Miller has yet to receive the Navy’s highest award, the Medal of Honor.
      • Mr. Miller’s family and friends have fought for decades to convince the Navy to award Doris Miller with the Medal of Honor posthumously.
      • More than 15 cities have expressed support, and the U.S. Conference of Mayors adopted a resolution endorsing the effort in 2001.
      • Congress has introduced a resolution in support of the Navy awarding Doris Miller the Medal of Honor every year since 2015.
      • Decisions on military honors are typically reserved for the military, and the Navy has not yet decided to change course on Doris Miller’s status.

    Medal of Honor Bill – Doris Miller 

    • This bill authorizes the President to award the Medal of Honor, the highest military decoration in the United States Armed Forces, to Mess Attendant Doris ‘Dorie’ Miller.
    • The late Representative Eddie Bernice Johnson had fought to give Mess Attendant Miller’s legacy this recognition since 2001.
    • This legislation is endorsed by the National Association for Black Veterans (NABVETs) and the Dorie Miller Medal of Honor Committee. 

    Congressional Gold Medal Bill – Doris Miller 

    • The second bill of this dual-tracked legislative effort to federally recognize Doris Miller awards him posthumously the Congressional Gold Medal, the highest civilian award in the United States.
    • If approved by Congress, Doris Miller’s family would receive the medal and it would be displayed at the Smithsonian Museum.

  • MIL-OSI USA: Congressman Pat Fallon Introduces Veterans Mental Health and Addiction Therapy Quality of Care Act

    WASHINGTON, D.C. – Representatives Pat Fallon (TX-04) and Sanford D. Bishop, Jr. (GA-02) recently introduced the Veterans Mental Health and Addiction Therapy Quality of Care Act. America’s veterans deserve access to quick and effective care, particularly when it comes to mental health. Regardless of whether veterans choose to be seen by a Department of Veterans Affairs (VA) provider or within the VA community care program, they should receive the best care. The bill’s provisions are as follows: 

    • Require the VA to commission a study on the difference in the quality of care between VA facilities and private providers.  
    • Specifically, the study would: 

    ·         Examine differences in health outcomes for veterans seeking behavioral or mental health treatment at a VA facility or a private provider. 

    ·         Determine if providers use evidence-based treatment for behavioral and mental health issues. 

    ·         Identify potential gaps in coordination between VA facilities and private providers.  

    “America’s veterans deserve the best care as well as a choice in the matter,” said Rep. Fallon. “This bill would require the VA to conduct an independent study to determine whether it is in fact providing the necessary level of care when compared to private sector alternatives. It is critical that we identify proven healthcare treatment methods to address the ongoing mental health crisis afflicting our veteran community.” 

    “When we thank our veterans for their military service, it cannot be an empty gesture. Congress must ensure that top-notch, evidence-based practices are used to care for our veterans to support their mental health and treat conditions like PTSD and depression,” said Rep. Bishop. “Through this bipartisan bill that Congressman Fallon and I are introducing, we aim to create a stronger, better-coordinated veterans’ healthcare system. By comparing VA and non-VA providers, we can identify any gaps as well as determine best practices to deliver better mental and behavioral health care for our veterans.”

    New York, NY – Yesterday, the New York Daily News published an op-ed from Rep. Dan Goldman (NY-10) on his support for the draft master plan for the Brooklyn Marine Terminal that has been developed by the City, the New York City Economic Development Corporation, and the Brooklyn Marine Terminal Task Force.     As New York looks to its future, it must grapple with a dramatically rising cost of living, critical resilience needs for the escalating threat of climate change, crippling congestion in last-mile communities, and the need for innovative economic and workforce development to provide more jobs to communities around the city that are getting left behind. 

    At the 122-acre Brooklyn Marine Terminal in Red Hook, the city, state and federal government are nearing completion of a planning process that presents a once-in-a-generation opportunity to address all of the above. 

    For the past eight months, a partnership among the city, the state, and 28 Task Force members made up of elected officials, community based organizations, regional planning experts, and local residents has been busy.

  • MIL-OSI USA: Rep. Young Kim’s Record Ranked Among Most Effective in Congress

    Washington, DC – The Center for Effective Lawmaking (CEL) announced the release of the Legislative Effectiveness Scores (LES) for the 118th Congress (2023-25). 

    Rep. Young Kim (CA-40)’s record was ranked among the most effective, with her score being 8th highest among House Republicans and 10th highest in the House of Representatives.  

    Her score was the highest of all representatives and senators from California.  

    “Representing my community is not a job I take lightly. I am thrilled my record of effectiveness shows my commitment to getting things done,” said Rep. Young Kim. “I am just getting started and remain willing to work with whoever wants to work with me to deliver results and improve the lives of the American people.” 

    In the 117th Congress, Rep. Kim’s LES was the highest of House Republican freshmen and was one of ten whose was “exceeding expectations.” She has also been named a Common Ground Champion, ranked most bipartisan freshman by the Lugar Center and McCourt School of Public Policy at Georgetown University and according to data by Quorum Analytics, and she received the Bipartisan Policy Center’s Legislative Action Award.

    “Donald Trump’s illegal, pretextual, and destructive Executive Order attempting to eliminate collective bargaining for two-thirds of the federal workforce is an unacceptable attack on hardworking public servants and the fundamental rights of all workers around the country.  

    “As with labor unions, federal workforce unions have entered into binding collective bargaining agreements that provide safer workplace conditions, better pay, essential benefits, and fair working hours. 

    “The President’s Executive Order simply erases those hard-earned benefits for 75% of federal workers — a full 1.5 million federal employees.  

    “This attack on labor unions is made even worse by the pretextual rationale that national security concerns justify this action. In the same week that the President has fully supported his top officials after they committed a shocking security breach, it is preposterous to believe that labor agreements must be unilaterally cancelled in the name of national security.  

    “As federal workers challenge this unlawful order in the courts, I call on all Americans to rally against this attack on the hard-fought workplace rights earned over decades of effort.”

    Colonel Shurtleff Testifies Before Congress on the ACES Act

    This week, I was honored to have my good friend and fellow wingman, Colonel Andy “Pablo” Shurtleff, testify before the House Committee on Veterans’ Affairs Subcommittee on Disability Assistance and Memorial Affairs on the need for my legislation, the ACES Act, which addresses cancer incidence in military aviators. Colonel Shurtleff is actively battling cancer as a result of his service in the cockpit.

    When brave men and women volunteer for our nation, they shouldn’t face a second battle against cancer without proper government support. The ACES Act directs the VA to partner with the National Academies of Sciences to study cancer prevalence among military aviators and identify service-connected factors, ultimately saving lives through earlier detection, developing targeted screening protocols, and ensuring our veterans receive the specialized care they’ve earned.

    As an Air Force fighter pilot with over 20 years of service, I’ve witnessed firsthand the incredible dedication, bravery, and resilience of our nation’s aviators. But I’ve also seen many of my brothers and sisters fight their toughest battles not in the air but in hospital rooms against cancer. I thank Colonel Shurtleff for his brave testimony before Congress on this crucial issue on behalf of military aviators.     Goodfellow Vietnam War Commemoration Ceremony

    Today, I was delighted to be back in TX-11 where I had the honor of attending the United States of America 50th Anniversary of the Vietnam War Commemoration Welcome Home and Pinning Ceremony at Goodfellow Air Force Base. This ceremony has taken place for over 10 years in San Angelo and is an incredible way to recognize and honor Vietnam War veterans with an official commemorative lapel pin.

    This year’s ceremony coincided with the 50th anniversary of the Fall of Saigon and the end of the Vietnam War. Honoring our nation’s heroes is of the utmost importance to me. I’d like to thank the Goodfellow AFB Heritage Committee, the Heritage Chapter – Freedom Through Vigilance Association, the EC-47 History Site, and all of the Command Staff at Goodfellow AFB for putting together such a meaningful event. I was extremely honored to participate in this today and share a few remarks.

    Counterterrorism Subcommittee Markup

    As Chairman of the House Committee on Homeland Security’s Subcommittee on Counterterrorism and Intelligence, I led the subcommittee’s first legislative markup of the 119th Congress. The markup included ten critical pieces of legislation to counter terror threats and transnational repression in the United States, two of which were my bills, the Generative AI Terrorism Risk Assessment Act and the Countering Transnational Repression Act of 2025.

    Transnational repression, the act of foreign governments or their proxies targeting individuals in another country using various coercive tactics, has become an increasingly concerning issue in the United States. Midlander Bob Fu is a victim of transnational repression. He has testified in the Homeland Security Committee about his experiences being targeted by the Chinese Communist Party.

    The Countering Transnational Repression Act of 2025 would require the Department of Homeland Security to create a dedicated transnational repression office to ensure that the federal government takes steps to counter threats from foreign authoritarian regimes.

    Keeping the Lights On in Texas

    As a member of the U.S. House Energy and Commerce Committee, I joined my colleagues in questioning witnesses on energy grid reliability. Pablo Vegas, President and Chief Executive Officer for the Electric Reliability Council of Texas, Inc. (ERCOT), was among the witnesses called to testify.

    I believe in the ‘best of the above’, not ‘all of the above’ approach to energy production. This is why, during the hearing, I questioned Mr. Vegas on the pressing need to invest in long-duration, dispatchable resources to support grid reliability in Texas. As the demand for electricity continues to rise, we must invest in secure and reliable resources to power the future.

    2025 Congressional Art Competition

    My office is accepting submissions for the 2025 Congressional Art Competition. This competition gives high school students from across Texas-11 the opportunity to have their artwork displayed in the U.S. Capitol Building.

    This year’s theme is ‘Texas to Me’ and students will have until April 21st to submit their artwork. Information on the Congressional Art Competition, including how to apply, can be found on the Congressman’s website by clicking here.

    RULES

    · Artwork must be two-dimensional and original in concept, design, and execution. Art must follow the theme of ‘Texas to Me.’

    · The artwork’s dimensions can be no larger than 26 inches high, 26 inches wide, and 4 inches deep. Accepted mediums for the two-dimensional artwork are as follows:

    · Paintings: oil, acrylics, watercolor, etc.

    · Drawings: colored pencil, pencil, ink, marker, pastels, charcoal (It is recommended that charcoal and pastel drawings be fixed.)

    · Collages: must be two-dimensional

    · Prints: lithographs, silkscreen, block prints

    · Mixed Media: use of more than two mediums such as pencil, ink, watercolor, etc.

    On Rep. Pfluger’s CRA to repeal former President Biden’s harmful natural gas tax being signed into law:

    “Last week, I had the honor of being in the Oval Office with President Trump signing into law just the second piece of legislation that was signed into law, which repealed the methane tax, the natural gas tax that President Biden did to assault the industry, and that’s just the beginning. We’re going to keep going on this. What President Trump did on day one by enacting a national emergency for our energy security sector, was to unleash American energy to make sure that we could cut the red tape, that we could use the resources that we have right here underneath our feet, and that we could lower the cost of energy for every single American. So again, being in the Oval Office to sign into law, to codify into law, his executive orders last Friday to repeal the natural gas tax was a huge honor.”

    On President Trump and Secretary Hegseth’s announcement of the F-47 fighter jet contract:

    “This one is near and dear to my heart. I spent a tremendous amount of time in my professional career flying the F-22 and have advocated very vocally for this next-generation air dominance, called the sixth-generation platform, which allows us to move into the next phase where we have deterrence, where we can hold China at bay. Look at our Air Force right now. It’s no secret that we are the smallest. We’ve grown to the least capable that we’ve been in decades. So with President Trump, this is promises made, promises kept. He said he was going to recapitalize our military. He said he was going to bring our military back to prominence. That’s exactly what the F-47 represents. I’m so proud that he and Secretary Hegseth made this decision. It’s the right choice, and it will bring our military back into a position where we can deter actors, like the Chinese Communist Party, who have come a long way in their weapons systems and their technology. We know that they don’t just have a regional goal for hegemony. They actually have a worldwide goal. So the F-47 represents American power, and American ability to deter. It is near and dear to my heart, so I am very proud that they’ve made this decision.”

    On the importance of reliable electricity sources to support American energy independence:

    “We had a hearing on this this week in the Energy and Commerce Committee. It’s something that the Republican Study Committee is looking at as well. We know that what the Biden administration did by picking winners and losers in unreliable energy sources has led us to a deficiency of electricity, and we know that in the coming years, just in three to five years in fact, there may be a 50% to 100% increase in the demand for electricity. So every source that we have is going to have to play a role, but obviously, reliable sources like nuclear, like natural gas, are going to play an increasingly more important role. What President Trump is doing to bring businesses, manufacturing, and industry back to the United States is the right call, but it requires affordable, reliable electricity. That is something that this country has to get our arms around. You mentioned permitting reform – we’re going to have to do that as well to allow the transmission of electricity to businesses. And just look at Texas, where we have a tremendous amount of industry that has flocked to our pro-business state in the last four years.”

    Background:

    On the CRA: In the 119th Congress and alongside President Trump, Rep. Pfluger is committed to restoring American energy dominance and championing legislation that will directly benefit the incredible energy workers in the Permian Basin and across America. Earlier this month, President Trump signed Rep. Pfluger’s Congressional Review Act (CRA) to reverse Biden’s ill-conceived natural gas tax into law. This is just the beginning.

    On the F-47: Rep. Pfluger is also the only fifth-generation fighter pilot in Congress with hundreds of hours of combat experience in the F-22. He founded the MACH-1 caucus which focuses on AirPower and maintaining our competitive advantage in air superiority.

    On reliable electricity sources: Earlier this week, Rep. Pfluger participated in the House Energy and Commerce Committee Energy Subcommittee Hearing titled, “‘Keeping The Lights On’ Examining The State Of Regional Grid Reliability.” During his line of questioning, ERCOT’s President and CEO, Mr. Vegas, confirmed to Rep. Pfluger that there is a pressing need to invest in long-duration, dispatchable resources to support the Texas grid reliably.

  • MIL-OSI USA: Magaziner Introduces Bill to Incentivize Production of More Affordable Housing Using the Historic Tax Credit

    WASHINGTON, DC — Today, Representative Seth Magaziner introduced legislation that requires the National Park Service (NPS) to report on how the implementation of the Historic Tax Credit (HTC) program can be improved to remove barriers to the development of affordable housing and increase production. 

    “Every Rhode Islander deserves to have a safe, affordable place they can call home, and Rhode Island’s large stock of historic buildings can be an incredible resource to create much-needed housing,” said Representative Magaziner. “My bill makes the Historic Tax Credit program  more compatible with affordable housing needs by encouraging the utilization of the program for more housing development. This will help preserve the historic character of these buildings while making more homes available for those who need them.”

    For decades, the National Park Service has successfully administered the Historic Tax Credit program, having completed 49,000 rehabilitation projects, created 3.2 million jobs, and led a program that’s produced a net benefit to taxpayers since its inception. Historic Tax Credits have served as the catalyst for decades of successful rehabilitation and adaptive reuse projects that have expanded America’s housing stock.

    Since 1976, the National Park Service has helped restore and repurpose historic buildings into housing, but inefficiencies in the Historic Tax Credit program continue to slow down development. To address these barriers, this bill requires a report on how the program is administered, including data on application processing times, approval conditions, and other common roadblocks that delay projects. The report will also identify ways to improve program standards, streamline the approval process, and provide clearer guidance on converting nonresidential buildings into housing, while preserving the historic character of these structures and expanding affordable housing development.

  • MIL-OSI USA: SALAZAR CO-LEADS THE AMERICAN FAMILIES UNITED ACT

    lass=”xmsonormal”>(Washington, D.C.) – Today, Congresswoman Maria Elvira Salazar (FL-27) and Veronica Escobar (TX-16) reintroduced H.R. 2366, the American Families United Act. This bipartisan legislation helps millions of U.S. citizens reunite with their loved ones.

    The American Families United Act provides American citizens the opportunity to keep their families together if they are part of a mixed-status family. Specifically, it allows immigration judges and officers to exercise discretion when handling cases involving spouses and children of U.S. citizens. At its core, this bill emphasizes that preserving the sanctity of the family should be a national priority.

    “The American Families United Act benefits U.S. citizens, promotes family unity, and prioritizes keeping families together,”  said Congresswoman Salazar. “I am proud to co-lead this bipartisan legislation that reinforces America’s commitment to the rule of law and respects the dignity of families.”

    “There are hundreds of thousands of American families today who have been forced to live apart or relocate to another country because of draconian provisions in the Immigration and Nationality Act that prevent undocumented spouses of Americans from getting any legal protections whatsoever,” said Congresswoman Escobar. “Americans recognize that it is in our country’s best interests to restore legal pathways for immigrants and keep families together, and the bipartisan American Families United Act is a critical step in the right direction. I look to working with my colleagues to advance this crucial legislation.”

    Over 2.6 million Americans live in mixed-status families. U.S. citizens are generally allowed under our immigration laws to sponsor their spouses or children for permanent residence. However, many mixed-status families are unable to complete this process because of outdated eligibility requirements or actions outside of their control. This can cause hardship for an American family and put them at risk of family separation.

     The American Families United Act addresses this issue by allowing American citizens to reopen a petition for their family member to adjust to legal status. It provides discretionary authority for immigration judges or officers adjudicating immigration applications to waive, on a case-by-case basis, certain immigration penalties or eligibility requirements that might expose the spouse or child of a U.S. citizen to removal. In these cases, the judge is authorized to consider whether their removal or denial would cause hardship to their American spouse, child, or parent. Critically, this does not apply to anyone with a criminal record or who could be considered a national security threat.

    American citizens deserve the full rights provided to them under U.S. law. However, our outdated immigration laws can cause hardship and confusion for many Americans and unfairly penalize spouses of American citizens who have no criminal record. This bill provides a fair and consistent process for U.S. citizens whose spouses face this uncertainty and ensures our immigration policy is in the best interest of American families.

  • MIL-OSI USA: Congressman Robert Garcia Statement on Politically Motivated Arrests Toward Peaceful University Protestors

    Washington, D.C. – Today, Congressman Robert Garcia (CA-42) released the following statement after the arrest and detention of Tufts University student Rumeysa Ozturk and Columbia University student Mahmoud Khalil, as well as other similar incidents across the nation.

    “Donald Trump and Secretary Noem are trying to destroy basic freedoms of speech and first amendment rights,” said Congressman Garcia. “Using ICE agents to arrest students without evidence of any crime is unacceptable. These detentions without due process must be stopped. We must fight back to protect our civil liberties and ensure this administration isn’t unlawfully silencing those peacefully exercising their rights.”

    “We should all be angered by the politically-motivated detentions and arrests of students like Rumeysa Ozturk – who was grabbed on the way to a Ramadan iftar dinner – and Mahmoud Khalil, without due process or evidence of any crimes. As an immigrant, I know the fear of deportation. Revoking legal status without due process is completely unacceptable. The administration must produce lawful justification for their actions or release both students immediately.”

    Congressman Garcia has always been a fierce defender of our rights and the freedom of speech, standing strong against any efforts to undermine the core values of our democracy. At the first DOGE Subcommittee hearing in February, Congressman Garcia called out Elon Musk for leading a power grab against our democracy. When Washington D.C.’s Acting U.S. Attorney, a Trump appointee, sent a threatening letter in a clear attempt to silence him, Congressman Garcia refused to back down. Congressman Garcia will continue to fight against the growing influence of those who seek to undermine our democracy and our freedoms.
