    “While this CR is imperfect and not what I preferred, it was the only option left. I could not in good conscience vote to shut the government down, which would have damaging effects on our community, our military, and our border patrol agents.

    “The true disservice is that Senator Schumer and Senate Democrats refuse to bring any meaningful piece of legislation for a vote. The House has passed numerous appropriations bills, encompassing over 70% of government funding, while also working to secure our border and our elections.     “The rising cost of child care has made it difficult for millions of parents to balance earning a living with caring for their families. Nonetheless, my Republican colleagues refused to join us in supporting working parents and allowed vital federal child care stabilization funding to expire last year. Our working families deserve better. Without additional action by Congress, the unaffordability and unavailability of child care in the U.S. will only worsen,” said Congresswoman Tokuda. “As a mother of two boys that has to make tough choices, I’m proud to join our Democratic Whip, Congresswoman Katherine Clark, in introducing the Child Care Infrastructure Act and the Child Care Workforce Development Act. Together, these bills will provide for greater investment in the programs and the people we entrust to take care of our kids so they can continue serving children and families across the country.”

    The Child Care Infrastructure Act would:

    • Direct the Department of Health and Human Services (HHS) to conduct a national needs assessment of early child care and learning facilities to understand the impact of the child care crisis and evaluate the ongoing infrastructure needs of child care facilities across the U.S. 
    • Establish a grant program to award grants to states for the purpose of constructing new or renovating existing child care facilities.
    • Set aside a minimum of 10% and a maximum of 15% of the authorized funds to award grants of up to $10 million to intermediary organizations, including development financial institutions or other organizations that have demonstrated experience in developing or financing early care and learning facilities.
    • Authorize $10 billion over five years to invest in our nation’s child care infrastructure.

    The Child Care Workforce Development Act would: 

    • Authorize HHS to administer a student loan repayment program of up to $6,000 annually for five years for early childhood educators working for providers eligible to receive Child Care and Development Block Grant (CCDBG) funding. 
    • Establish a program to provide up to $4,000 annually to eligible individuals pursuing an associate’s degree or a certificate in early childhood education. 

    Congresswoman McClellan has championed child care during her time in Congress. Last year, McClellan and Rep. Nancy Mace (SC-01)introduced H.R. 5581, the bipartisan Child Care Assistance for Maternal Health Act, to increase short-term child care access for mothers and their families during the pregnancy, birth, and postpartum period. McClellan and Sen. Tim Kaine (D-VA)convened a roundtable discussion with parents and child care providers to discuss the child care crisis in America following a tour of Kidz with Goals Unlimited, a child care and early education center in Hopewell. Earlier this year, McClellan and Whip Clark toured Sprout School at Second Presbyterian in Richmond and convened a roundtable discussion at YWCA Richmond with child care providers, advocates, and community leaders to discuss federal funding for child care resources. Congresswoman McClellan is a member of the Black Maternal Health Caucus, the Mamas Caucus, and the Bipartisan Congressional Pre-K and Child Care Caucus.

  • MIL-OSI USA: Ahead of 2024 Election, PA Congressman Chris Deluzio and Colleagues Introduce Bill to Protect Voters and Election Workers from Gun-Related Intimidation at America’s Polls

    WASHINGTON, D.C. — Today, Congressman Chris Deluzio (D-PA-17) joined with Senator Alex Padilla (D-CA), Senator Chris Murphy (D-CT), and Congressman Raul Ruiz (D-CA-25) to introduce the Freedom from Intimidation in Elections Act of 2024. This bill would enshrine in law that every voter and election worker has the right to cast their ballot and to fulfill their duties free from intimidation. To do this, this proposal updates existing anti-intimidation provisions of the Voting Rights Act of 1965 to help limit the presence of visible firearms at locations where voters cast their ballot or election workers perform their official duties. Congressman Deluzio and his congressional colleagues leading this proposal were joined by a voting rights advocate from the Brennan Center for Justice and former Pennsylvania Secretary of the Commonwealth Kathy Boockvar at a press conference today to announce the bill.     The right to vote is a central pillar of American democracy, but the risk and prevalence of political violence is stressing our elections. Recently, lies around stolen elections and false claims of voter fraud have made things worse. 

    “The right to vote is foundational to our democracy, and to protect that right we must keep polling places and official ballot drop sites free from intimidation,” said Congressman Chris Deluzio. “With the rising risk of political violence and ongoing attacks on our democracy, it’s clear that we need action to strengthen the sanctity of our elections. The Freedom from Intimidation in Elections Actof 2024 would help protect the rights of America’s voters and election workers so that they can vote and perform their official duties free from intentional intimidation and threats of violence. I’m proud to introduce this bill today alongside fellow election security advocates.” 

    “In no corner of America should the fear of violence prevent voters from casting their ballot or keep elections workers from showing up to work,” said Senator Alex Padilla. “Unfortunately, we have a long, dark history of voter suppression and intimidation in America, reignited by partisan rhetoric and false narratives about election fraud. That’s why our bicameral bill would keep visible firearms out of election centers to ensure election workers can do their jobs and all Americans feel safe exercising their right to vote.”

    “The presence of firearms at polling places isn’t just dangerous—it’s a direct threat to our democratic process. As armed extremists fueled by rumors and conspiracy theories increasingly show up at the polls to bully voters and election workers, our message is clear: intimidation has no place at the ballot box. This legislation would take important steps to ensure every American feels safe to make their voice heard on election day,” said Senator Chris Murphy. 

    “Americans should be able to cast their votes without the threat of intimidation and harassment. That is why I introduced the Vote Without Fear Act,” said Congressman Raul Ruiz M.D. (CA-25). “I am excited to help lead the Freedom from Intimidation in Elections Act to continue to build on the progress we’ve made working towards a future where polling places are safer for workers and voters.” 

    More specifically, the Freedom from Intimidation in Elections Act (full text here) would: 

    • Amend Section 11(b) of the Voting Rights Act to establish a rebuttable presumption that a person carrying a visible firearm while engaging in election-related activities is engaging in voter intimidation. 
    • Provide civil remedies for individuals who experience this type of intimidation, including an emergency injunction that would allow the voter or election official to carry out their duties in peace. 
    • Recognize an exception for law enforcement officers acting within their official duties. 

    The Freedom from Intimidation in Elections Act is endorsed by the following organizations:

    The bill is supported by an unprecedented coalition of gun violence prevention organizations, Veterans Service Organizations, and the National Shooting Sports Foundation

    WASHINGTON, D.C. — Today, Congressman and Navy veteran Chris Deluzio (D-PA-17) Congressman, former FBI Special Agent and federal prosecutor Brian Fitzpatrick (R-PA-01), and Congressman Greg Landsman (D-OH-01) introduced the new, bipartisan veteran suicide prevention bill the Saving Our Veterans Lives Act of 2024. This bill authorizes a program for the Department of Veterans Affairs (VA) to provide free firearm lockboxes to veterans. Limiting the ease by which at-risk individuals can access firearms has been shown to prevent suicide deaths.  

    Firearms are the most common means used by veterans who die by suicide. Approximately 73% of male veteran suicide deaths and 52% of female veteran suicide deaths are with firearms, rates that greatly exceed those of nonveterans. Fifty-one percent of veterans report owning one or more personal firearms, and of those, over half report storing firearms loaded and/or unsecured. A third of veterans who store their firearms loaded and unlocked don’t own a lockbox or safe.  

    “It is unacceptable that we have such high rates of veteran suicide when we know there are things we can do to help save the lives of those who served,” said Congressman Chris Deluzio (PA-17). “I am proud to introduce the Save Our Veterans Lives Act of 2024 alongside my colleagues to provide free firearm lockboxes to my fellow veterans.     Since 2012, VA’s Suicide Prevention Program has distributed free firearm cable locks to any veteran who requests one. However, many veterans overwhelmingly favor lockboxes and safes to secure their guns.   

    A pilot program is currently offering free lockboxes to Veterans Health Administration (VHA) enrolled veterans with elevated risk for suicide who requests that one be mailed to them. Here are four ways that the Save Our Veterans’ Lives Act of 2024, full text available here, would enhance the pilot:

    The RISE Project is being awarded a Phase Two Department of Energy “Energizing Rural Communities Prize”  

    CARNEGIE, PA — Today, Congressman Chris Deluzio (PA-17) announced that the Beaver County “Rural Innovation Though Solar Empowerment” Project, or RISE Project, is a winner of the Department of Energy’s Phase Two $200,000 Energizing Rural Communities Prize. A joint project led by RiverWise in partnership with the Pennsylvania Solar Center and New Sun Rising, these funds originate from President Biden’s Infrastructure Law and will help more non-residential entities in Beaver County communities go solar. This $200,000 investment builds off of the RISE Project’s winning proposal in Phase One, which awarded them $100,000 last year. 

    “I am thrilled to celebrate this exciting investment in the RISE Project and their community-rooted effort to expand solar energy projects and grow good jobs here in Beaver County,” said Congressman Deluzio. “We need to make sure our communities have the reliable, affordable energy they need to thrive. Solar power projects like this offer big opportunities to reduce our reliance on foreign energy, help protect our air, and grow the local economy—all while making progress toward our climate goals.”

    The RISE Project will continue to work with identified non-residential prospective solar energy projects in Beaver County, offering technical support on everything from feasibility to finance. Following up on a Phase One goal of placing at least 10 of these projects out to bid by Summer 2024, the project team has utilized its broad network of existing community partners to develop a portfolio of more than 100 potential solar projects that are now at various stages of research, planning and implementation. Those potential solar projects have the combined ability to generate more than 24.6 megawatts of rural solar energy, representing an estimated $74 million in rural energy savings over a 25-year period. Additionally, The RISE Project has engaged in extensive outreach with more than 250 property owners interested in going solar. The RISE Project has also conducted 37 solar energy feasibility studies for sites demonstrating the most promise and willingness to undertake a solar project.

    Justice40 communities are ones that have been historically underserved and overburdened by pollution. In Beaver County, this includes the communities of Aliquippa, Beaver Falls, Ambridge, New Brighton, Monaca, Midland, and Freedom Borough. The RISE Project involves an ongoing storytelling and marketing campaign, showcasing the potential for rural solar projects at selected sites, culminating in a public event to celebrate current progress and discuss future steps.

    “Today, I joined House Democrats to once again prevent MAGA extremists from senselessly causing chaos and shutting down the government—a move that will ultimately cost the government money.

    I am glad we were able to pass a short-term continuing resolution without any poison pills, but we shouldn’t have to fight tooth and nail to do the bare minimum of our job. The bar could not be lower at this point, and somehow this is the norm?

    Pushing ourselves to the brink of a government shutdown over and over, only to kick the can down the road yet again, is not good governing. It creates unnecessary uncertainty for our government and American families, and frankly—it’s giving us all whiplash.

    When we come back in November, let’s put our differences aside and come to the table in good faith to debate and pass a good, comprehensive budget.”

    The continuing resolution passed with a final vote of 341-82, receiving unanimous support from Democrats and 82 Republicans voting against it. If the bill is not passed by both chambers and signed into law by President Biden, government funding will expire at 12:01 a.m. on Tuesday, October 1.

    Washington, DC – Congresswoman Claudia Tenney (NY-24) today voted against a three-month funding bill that would extend bloated government spending and maintain current levels of excessive funding.

    H.R. 9747 – Continuing Appropriations and Extensions Act of 2025 passed the House by a vote of 341-82.

     “With over $35 trillion in national debt, it is unfortunate that we continue to write a blank check to the Biden-Harris administration, allowing them to spend at current levels,” said Congresswoman Tenney. “Once again, instead of making serious cuts to excessive federal spending, Congress is merely putting a band-aid on the problem. House Republicans have passed five of the Fiscal Year 2025 spending bills, covering nearly 71% of overall discretionary spending. This includes the Defense Appropriations Bill and the Homeland Security Appropriations Bill, which provides $600 million for building the wall along the Southern Border and funding for a record 22,000 Border Patrol Agents. Yet, Senator Schumer and Senate Democrats have refused to pass any of these bills, forcing a potential government shutdown. Schumer shut the government down in 2018, but he’s threatening to do it again with a refusal to include priorities that the American people want and need in this dangerous world.

    “Unlike my Democratic colleagues in the House, I voted for a continuing resolution last week that would keep the government open while securing our elections and provide necessary supplemental funding to the Virginia Class Submarine program. However, unlike last week, this continuing resolution fails to include the SAVE Act, which would close loopholes requiring proof of citizenship to vote, thus enhancing election security at a critical time just weeks before the 2024 election. As Co-Chair of the Election Integrity Caucus, this legislation is paramount in ensuring that noncitizens, especially illegal aliens, cannot undermine or dilute the sacred right to vote, which is the heart and soul of our Constitutional system where we must protect self-governance against authoritarian joint control. Furthermore, this continuing resolution omits vital initiatives to strengthen border security, despite our border agents facing an unprecedented crisis, and does not provide supplemental funding for Virginia Class Submarines, threatening the supply chain and our military readiness.

    “House Republicans are committed to passing spending bills through regular order, allowing for robust debate and giving the American people a voice in the appropriations process. Therefore, I could not support this resolution that continues excessive spending, which, in many ways, prioritizes Democrats’ initiatives over the needs of hardworking families – while also adding to the national debt and fueling the cruelest tax on all Americans – Inflation.”

    Washington DC – Fighting for Quad Cities seniors, Congresswoman Mariannette Miller-Meeks today urged the Centers for the Medicare and Medicaid Services (CMS) to approve a UnityPoint Health application for a senior’s healthcare facility in Bettendorf.

    UnityPoint is seeking to open a new Program of All-Inclusive Care for the Elderly (PACE) location in the Quad Cities. PACE centers are a vital lifeline for seniors who wish to live on their own while still having access to nursing home and healthcare services. Approval of the Bettendorf location is critical for Iowa as UnityPoint Health intends to submit application for PACE location in Waterloo and Hiawatha.

    Joining Miller-Meeks were U.S. Senator Joni Ernst (R-IA) and Representatives Ashley Hinson (R-IA), Zach Nunn (R-IA), and Randy Feenstra (R-IA).

    Dear Administrator Brooks-LaSure,

    We are writing to express support for a pending service area expansion (SAE) application by UnityPoint Health to open a new Program of All-Inclusive Care for the Elderly (PACE) location in Bettendorf, Iowa.

    PACE locations serve as a vital lifeline for seniors who seek to live with more independence. This unique program enables people who would otherwise need to be in a nursing home to remain at home and in their community while still having appropriate access to healthcare services. We strongly support expansion of these programs to ensure that our constituents can make individual healthcare choices that best suit the needs of themselves and their families. Siouxland PACE was the first PACE program in Iowa and has participated since 2008.

    The Centers for Medicare and Medicaid Services (CMS) has the necessary information needed to approve the SAE application and complete the program agreement. We understand that CMS has strong protocols to ensure expansion sites meet all requirements to provide a safe, thriving environment for each participant. We support that rigorous process. As there is local excitement about offering PACE in eastern Iowa, we ask that CMS move as expeditiously as possible with the approval of UnityPoint Health’s pending SAE application before the 3rd quarter PACE application cycle deadline of September 27, 2024.

    If the pending SAE application for Bettendorf, IA, is not approved prior to the 3rd quarter deadline, all forthcoming SAE applications will be unduly delayed because the next SAE application cannot be submitted until December 27, 2024. UnityPoint Health intends to submit SAE applications for two additional PACE expansion sites in Waterloo and Hiawatha – communities that are also in great need of PACE. Because each pending SAE application must be completed before another can be initiated, delays will negatively impact older adults not just in Bettendorf but in Waterloo and Hiawatha as well. All information for a second site is ready for submission but is on hold due to the pending Bettendorf application.

    We encourage CMS to move as expeditiously as possible to approve the pending SAE application before September 27, 2024, to ensure that Iowa residents can benefit from the value PACE brings to their communities. Thank you for your consideration of this request.

  • MIL-OSI USA: House Passes Kean’s Bill to Expedite Flight Training for Veterans

    (September 25, 2024) WASHINGTON, DC – Today, the House of Representatives passed H.R. 7323 – Montgomery GI Bill Selected Reserves Tuition Fairness Act of 2024. 

    Included in this package is the Veterans Flight Training Responsibility Act of 2024, a bipartisan bill led by Congressman Tom Kean, Jr. (NJ-07) that would expedite the flight training process for veterans by removing the one-year requirement for accessing their GI Bill benefits. Under the current GI Bill, students can access a maximum of $26,000 per academic year for their flight training. Once these funds are exhausted, they must wait until the following academic year to continue their training.

    Today, Representative Mike Lawler (R-NY-17) introduced the Kidney Donation Anti-Discrimination Act, which will prevent life insurance companies from being able to discriminate in the offering, issuance, cancellation, price or conditions of a life insurance policy, or in the amount of coverage provided under a life insurance policy, based solely on the status of an individual as a living kidney donor. The legislation is co-sponsored by Representatives Don Davis (D-NC-01) and Jeff Van Drew (R-NJ-02). Lori Chavez-DeRemer (OR-05) voted in favor of H.R. 9747, a stopgap funding bill that will prevent a government shutdown on September 30 and extend critical programs, including protections for victims of SNAP theft.     The Legislation Extends the Filing Deadline for Victims of the Hermits Peak/Calf Canyon Fires

    WASHINGTON, D.C. – Congresswoman Leger Fernández released the following statement after voting for H.R. 9747, the Continuing Appropriations and Extensions Act of 2025, which passed the House tonight by a widely bipartisan vote of 341-82. 

    “For weeks, extreme Republicans and Trump threatened a government shutdown unless a Continuing Resolution (CR) necessary to keep the government open included a radical Project 2025 proposal that would have made it harder to register and vote,” said Congresswoman Leger Fernández.

    “While this CR is far from perfect, we know that if we fail to act, millions of Americans will suffer the consequences. That is why I voted alongside my Democratic colleagues to put People Over Politics today and pass a clean CR,” she continued.

    “For months, we advocated for this bill to include help for those suffering from the aftermath of the Hermit’s Peak/Calf Canyon Fire. Thanks to our work, this bill extends the filing deadline for a notice of loss until December 20, 2024, for victims of the Hermit’s Peak/Calf Canyon Fire and its cascading events. The CR also extends the deadline by which flood insurance premiums must be paid from May 31, 2024, to December 20, 2024. This will ensure claimants have additional time to purchase flood insurance—a vital protection as cascading events continue to threaten communities in New Mexico,” she continued.

    “While this is a big win, there is still more work to do.  Before this extension expires, we hope to pass the entire Hermit’s Peak Claims Extension Act to extend the deadline for two years, so all potential claimants have time to file,” she continued.

    We will continue fighting for those affected by the fires and all New Mexicans as we negotiate a final funding bill,” she concluded.

    The Fix Our Forests Act is a historic and comprehensive package that will encourage active forest management and support community resiliency to wildfires by expediting environmental analyses, reducing frivolous lawsuits and increasing the pace and scale of forest restoration projects.

    The bill will:

    • Simplify and expedite environmental reviews for forest management projects
    • Promote federal, state, tribal and local collaboration
    • Deter frivolous litigation that delays essential projects
    • Create a framework for prioritizing treatments in the forests at highest risk of wildfire

    Boebert Amendment #12: Clarifies existing authorities may be utilized to prevent wildfires in Fire Regimes IV and V 

    Amendment 12 makes an important clarification that expands the acres of at-risk forests that would be eligible for streamlined management authorities. Under current law, regimes 4 and 5 are subject to extensive “National Environmental Policy Act” (NEPA) requirements for active management. A fire regime map by county can be found HERE

    This amendment is critical to fire mitigation efforts across the states of Colorado, Wyoming, New Mexico, Arizona, California, Utah, Nevada, Oregon, Idaho, Montana, Michigan, Minnesota, Wisconsin, New York, Maine, West Virginia, New Jersey, Rhode Island, Missouri, Louisiana, Mississippi, Indiana, Ohio, Vermont, New Hampshire, Massachusetts, Virginia, North Carolina, Iowa, Florida, and Texas

     

    Boebert Amendment #13: Ensures grazing is one of the hazardous fuel reduction activities authorized by the bill

    Fuels treatments are effective, and federal agencies have made clear that “over 90 percent of the fuel treatments are effective in changing fire behavior and/or helping with control of the wildfire.” 

    Grazing animals play an important part in maintaining healthy ecosystems by controlling the ecological balance of vegetative species, reducing fire fuels that result from the accumulation of non-native plant biomass, and improving soil health by trampling plant residue and their own waste into the soil profile. Cattle, sheep, and goats can play a regenerative wildfire mitigation role that also provides for our food and fiber needs.

     

    Boebert Amendment #14: Requires regional foresters to submit a plan through the Collaborative Forest Landscape Restoration Program for the treatment and removal of trees killed by or infested with bark beetles in Western states

    The Bark Beetle epidemic has caused significant damage to roughly 100,000 square miles of forest in the western United States alone. Along the West Coast and through the Rocky Mountains, bark beetles have affected tens of millions of acres of forest. While bark beetles are native to U.S. forests and play important ecological roles, they can cause extensive tree mortality and negative economic and social impacts.

    Spruce beetles have killed millions of trees on more than 1.8 million acres in Colorado since 2000 and provided increased fuels for wildfires. In Colorado, 2021 was one of the worst wildfire seasons our state has ever endured with the three largest fires in state history. Bark beetle epidemics and catastrophic wildfires are a significant threat. This can be minimized by thinning overgrown forests and removing hazardous fuels produced by beetle overpopulation. 

     

    Boebert Amendment #15: Requires regional foresters to submit a plan for the sale of Christmas trees and firewood on federal lands

    Under current law, American families can purchase a permit from the forest service to cut Christmas trees from their favorite national forest as well as harvest any firewood, transplants, post and poles, and other forest products to improve forest health. We have seen successful Christmas tree and firewood harvesting operations in the state of Colorado, and this program has served as a locally based solution to help thin our overgrown forests. 

    According to the Forest Service, “The permit system helps to thin densely populated stands of small-diameter trees. Local forest health experts identify areas that benefit from thinning trees and tend to be the perfect size for Christmas trees. Removing these trees in designated areas helps other trees grow larger and can open areas that provide food for wildlife.”

CRs are bad fiscal policy that prevent Congress from addressing real substantive issues while also failing to curb excessive spending. The very tactic that we have decried for years – end of year massive omnibus spending designed to force a vote before the holidays – is once again standard operating procedure. Americans deserve better.”

    WASHINGTON, D.C. – The U.S. House of Representatives has passed Rep. Michelle Steel (R-CA) and Rep. Susie Lee’s (D-NV) legislation to speed up geothermal energy production, a move which would provide a more sustainable and reliable energy future in the United States.

    H.R. 6474 would expedite geothermal exploration and development in previously studied or developed areas. California and Nevada lead the nation in geothermal energy production, with more growth opportunities possible under the provisions outlined in the legislation.

This legislation will provide a cleaner energy future and allow my home state of California to seize the reins as a leading national energy provider,” said Rep.     The legislation amends the Energy Policy Act of 2005 to allow for new categorical exclusions for geothermal projects, under permitting requirements set by the National Environmental Policy Act.

    “If we want to fully unleash our renewable energy potential, then we need to cut the red tape that has been a barrier to the growth of geothermal energy development,” said Congresswoman Lee. “I want to thank Congresswoman Steel for partnering on this commonsense, bipartisan bill to strengthen energy independence and help lower costs for the working families we represent.
     
    According to 2023 data from the U.S. Energy Information Administration, California provides 66.6% of the nation’s geothermal power while Nevada provides 26.1%.

    “America’s energy future requires an all-of-the-above strategy. Congresswoman Steel’s legislation that passed the House today will expedite geothermal energy projects and streamline development of our abundant geothermal energy sources right here in America.     Washington, DC – U.S. Rep. Marc Molinaro (NY-19) today will have Frank Stento of the International Union of Painter’s and Allied Trades (IUPAT), and Ashley Gamba of Community Options testify at a House Small Business Committee hearing. The hearing will examine workforce development strategies.

    Frank Stento is a skilled craftsman who completed a registered apprenticeship program in 2016, offering him a unique opportunity to gain hands-on experience. He helps attract new members and connects current members with work opportunities. 

    Ashley Gamba is an Executive Director with Community Options in Binghamton, a nonprofit organization that provides housing and employment support for individuals with disabilities. Prior to this position, Ashley was the New York State Director of Employment Services, overseeing vocational services in Binghamton, Syracuse, Brooklyn, Manhattan, and Queens. She has been an advocate for individuals with disabilities for over 18 years.

    Bipartisan Fix Our Forests Act passes as Oregon faces most expensive wildfire season in state history

    WASHINGTON, D.C. – Today, the U.S. House of Representatives passed the Fix Our Forests Act (H.R. 8790) with bipartisan support. The proposal, cosponsored by Rep. Lori Chavez-DeRemer (OR-05), seeks to restore forest health, improve wildfire resiliency, and protect communities by increasing the pace and scale of forest restoration projects. This bill passed as Oregon is experiencing its most devastating wildfire season in recorded history.

    “This wildfire season in Oregon has been tragic and devastating. So far this year, over 1.9 million acres have been scorched. That’s more than double the state’s 10-year average.     WASHINGTON, D.C. – On September 24, 2024, U.S. Representative Gabe Vasquez (D-N.M.-02), alongside a bipartisan group of Senators, Representatives and advocates,urged the immediate passage of the Radiation Exposure Compensation Act (RECA). Vasquez called for the inclusion of New Mexicans who were affected by radiation exposure due to uranium mining and the world’s first atomic bomb test in the bill.

    “The Radiation Exposure Compensation Act is bipartisan legislation with Democrats and Republicans coming together. But let’s be clear—Speaker Mike Johnson has been absent in leadership and has failed the people of New Mexico. He has left radiation victims neglected and forced to bear the burden of generational illness without a speck of aid or recognition,” said Vasquez. “We must reauthorize and expand RECA to deliver justice and compensation to our southern New Mexico communities, rural areas, Tribal nations and all those impacted by the development and testing of nuclear weapons.”

     This month, Vasquez will be sending a letter to leadership on the House and Senate Armed Services Committee’s outlining his priorities for the final National Defense Authorization Act (NDAA) for Fiscal Year 2025 (FY25). At the top of his list of priorities will be including RECA reauthorization and expansion for New Mexican Downwinders and post-1971 uranium miners as a part of the must-pass legislation. 

    In May, Vasquez led an amendment with Delegate James Moylan (R-Guam) during the markup of the NDAA to include RECA in the defense bill for FY25. He also called on Speaker Johnson to correct the injustice caused by the federal government. 

    In April, Vasquez demanded an apology to New Mexico’s victims and confirmed Defense Secretary Lloyd Austin’s support for expanding RECA during a House Armed Services Committee Hearing. He also called on House Armed Services Committee Chairman Mike Rogers and Ranking Member Adam Smith to work with him on including RECA reauthorization and expansion in the FY25 NDAA.

    In March, Vasquez called on Speaker Johnson, urging him to include the Radiation Exposure Compensation Reauthorization Act in the final FY24 appropriations package.

    Vasquez is also an original cosponsor of H.R. 4426, the Radiation Exposure Compensation Act Amendments of 2023 to include New Mexican downwinder communities in RECA coverage.

    Vasquez remains dedicated to his commitment to securing compensation for all those affected by the events that have adversely impacted the health of his community. He actively collaborates across the aisle to ensure his colleagues understand the gravity of this and the need to advance RECA expansion for a vote on the House floor.

    The House of Representatives voted to pass Congresswoman Lauren Boebert’s bill H.R. 4596, the Upper Colorado and San Juan River Basins Endangered Fish Recovery Programs Reauthorization Act.

    Congresswoman Boebert’s bicameral bill, which passed with overwhelming bipartisan support, provides a clean, seven-year reauthorization of the Upper Colorado and San Juan Recovery Programs that protect four threatened and endangered native fish species in the Upper Colorado and San Juan River Basins by extending conservation programs at current funding levels for seven additional fiscal years.

    The Upper Colorado and San Juan Recovery Programs were established in 1988 to achieve full recovery of four federally listed endangered fish species including the humpback chub, bonytail, Colorado pikeminnow, and razorback sucker. Those designations led to the threat of significant water and power-use restrictions.

    The recovery programs facilitate water delivery from the Navajo, Flaming Gorge, and Aspinall Unit reservoirs which collectively can store more than 6.5 million acre-feet of water as part of the Colorado River Storage Project.

    For over three decades, states, tribes, local communities, environmental groups, energy users, and water users, have partnered to help recover four threatened and endangered fish species while continuing water and power facility development and operations in the Upper Colorado River Basin and the San Juan River Basin.

    Non-federal partners contribute $11 million per year in water contributions, plus another $750,000 in staffing and in-kind contributions. Participating states contribute $500,000 to base funding each year in cash equivalents for recovery actions, including for fish hatcheries and non-native fish removal.

    The Fish and Wildlife Service contributes $1.56 million per year in base funding. The Bureau of Reclamation provides cost-shared contributions to both base and capital funding. Reclamation’s capital funding supports major infrastructure projects at reservoirs, diversion dams, canals, and floodplains across the basin.

    Without these programs, these 2,500 water and power users would have to perform extremely burdensome Section 7 consultations for all 2,500 individual projects.

    Because of the success of these programs, the humpback chub and the razorback sucker are success stories with the chub been downlisted from endangered to threatened and the razorback being recommended for downlisting. 

    Rep. Boebert’s bill is the result of months of hard work with local stakeholders, the Bureau of Reclamation, and Senators Hickenlooper and Romney, and others to provide a long-term solution by reauthorizing these vital programs until 2031.

    The House of Representatives voted to pass Congresswoman Lauren Boebert’s bill H.R. 4596, the Upper Colorado and San Juan River Basins Endangered Fish Recovery Programs Reauthorization Act.

    Congresswoman Boebert’s bicameral bill, which passed with overwhelming bipartisan support, provides a clean, seven-year reauthorization of the Upper Colorado and San Juan Recovery Programs that protect four threatened and endangered native fish species in the Upper Colorado and San Juan River Basins by extending conservation programs at current funding levels for seven additional fiscal years.

    The Upper Colorado and San Juan Recovery Programs were established in 1988 to achieve full recovery of four federally listed endangered fish species including the humpback chub, bonytail, Colorado pikeminnow, and razorback sucker. Those designations led to the threat of significant water and power-use restrictions.

    The recovery programs facilitate water delivery from the Navajo, Flaming Gorge, and Aspinall Unit reservoirs which collectively can store more than 6.5 million acre-feet of water as part of the Colorado River Storage Project.

    For over three decades, states, tribes, local communities, environmental groups, energy users, and water users, have partnered to help recover four threatened and endangered fish species while continuing water and power facility development and operations in the Upper Colorado River Basin and the San Juan River Basin.

    Non-federal partners contribute $11 million per year in water contributions, plus another $750,000 in staffing and in-kind contributions. Participating states contribute $500,000 to base funding each year in cash equivalents for recovery actions, including for fish hatcheries and non-native fish removal.

    The Fish and Wildlife Service contributes $1.56 million per year in base funding. The Bureau of Reclamation provides cost-shared contributions to both base and capital funding. Reclamation’s capital funding supports major infrastructure projects at reservoirs, diversion dams, canals, and floodplains across the basin.

    Without these programs, these 2,500 water and power users would have to perform extremely burdensome Section 7 consultations for all 2,500 individual projects.

    Because of the success of these programs, the humpback chub and the razorback sucker are success stories with the chub been downlisted from endangered to threatened and the razorback being recommended for downlisting. 

    Rep. Boebert’s bill is the result of months of hard work with local stakeholders, the Bureau of Reclamation, and Senators Hickenlooper and Romney, and others to provide a long-term solution by reauthorizing these vital programs until 2031.

  • MIL-OSI USA: Congressman Bean Supports Florida’s Request for Pre-Landfall Emergency Declaration

    WASHINGTON—U.S. Congressman Aaron Bean and members of the Florida Delegation sent a bipartisan letter to President Joe Biden, ahead of Tropical Storm Helene, urging approval of the State of Florida’s request for a pre-landfall emergency declaration for 61 counties. 

    Tropical Storm Helene is expected to make landfall in Florida as a category 3 hurricane later this week. The National Weather Service is anticipating the system will bring high winds, heavy rainfall, life-threatening storm surges, as well as a strong potential for isolated tornado activity across the state.

    “Floridians are no strangers to hurricanes, but our communities need federal assistance to quickly bounce back,” said Congressman Bean. “With Helene bringing potentially devastating levels of rainfall and strong winds, this emergency declaration will provide critical resources necessary to ensure the safety of Floridians.”
