    President Donald J. Trump is revitalizing the American economy as the workforce grows and businesses onshore jobs — and today’s jobs report proves it.

    Here’s what you need to know:

    • In April, the U.S. added 177,000 jobs — smashing expectations for another month as the labor market responds to President Trump’s economic vision.
      • Private education and health services: +70,000
      • Transportation and warehousing: +29,000
      • Leisure and hospitality: +24,000

      • Financial activities: +14,000
    • Labor force participation grew as more Americans enter the workforce during President Trump’s Golden Age.
    • Americans’ wages continue to rise, with real average hourly wages up by nearly 4% over the past year.
    • Construction employment increased for the third straight month, adding 11,000 new jobs — with no evidence of labor shortages in sight.
    • The federal government cut jobs for the third straight month as President Trump implements his bold vision to right-size the bureaucracy.

  • MIL-OSI USA News: Establishment of the Religious Liberty Commission

    By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:
    Section 1.  Purpose and Policy.  It shall be the policy of the executive branch to vigorously enforce the historic and robust protections for religious liberty enshrined in Federal law.  The Founders envisioned a Nation in which religious voices and views are integral to a vibrant public square and human flourishing and in which religious people and institutions are free to practice their faith without fear of discrimination or hostility from the Government.  Indeed, the roots of religious liberty stretch back to the early settlers who fled religious persecution in Europe, seeking a new world where they could choose, follow, and practice their faith without interference from the Government.  The principle of religious liberty was enshrined in American law with the First Amendment to the Constitution in 1791.  Since that time, the Constitution has protected the fundamental right to religious liberty as Americans’ first freedom.
    During my first term, I issued Executive Order 13798 of May 4, 2017 (Promoting Free Speech and Religious Liberty).  Pursuant to that order, the Attorney General issued a memorandum for all executive departments and agencies (agencies) titled “Federal Law Protections for Religious Liberty” on October 6, 2017.  The Supreme Court has also continued to vindicate the Founders’ commitment to religious liberty, including by giving effect to the principle that religious voices should be welcomed on an equal basis in the public square.
    In recent years, some Federal, State, and local policies have threatened America’s unique and beautiful tradition of religious liberty.  These policies attempt to infringe upon longstanding conscience protections, prevent parents from sending their children to religious schools, threaten loss of funding or denial of non-profit tax status for faith-based entities, and single out religious groups and institutions for exclusion from governmental programs.  Some opponents of religious liberty would remove religion entirely from public life.  Others characterize religious liberty as inconsistent with civil rights, despite religions’ vital roles in the abolition of slavery; the passage of Federal civil rights laws; and the provision of indispensable social, educational, and health services.
    President Ronald Reagan reminded us that “freedom is never more than one generation away from extinction.”  Americans need to be reacquainted with our Nation’s superb experiment in religious freedom in order to preserve it against emerging threats.  Therefore, the Federal Government will promote citizens’ pride in our foundational history, identify emerging threats to religious liberty, uphold Federal laws that protect all citizens’ full participation in a pluralistic democracy, and protect the free exercise of religion.

    Sec. 2.  Establishment of the Religious Liberty Commission.  (a)  There is hereby established the Religious Liberty Commission (Commission).
    (b)  The Commission shall function as follows:
    (i)     The Commission shall be composed of up to 14 members appointed by the President.  Members of the Commission shall include individuals chosen to serve as educated representatives of various sectors of society, including the private sector, employers, educational institutions, religious communities, and States, to offer diverse perspectives on how the Federal Government can defend religious liberty for all Americans.  The President shall designate a Chairman and Vice Chairman from among the members.  The Commission shall also include the following ex officio members or such senior officials as those members may designate:
                     (A)  the Attorney General;
                     (B)  the Secretary of Housing and Urban Development; and
                     (C)  the Assistant to the President for Domestic Policy.
    (ii)    Members appointed to the Commission shall serve one term ending on July 4, 2026, which marks the 250th anniversary of American Independence.  If the term of the Commission is extended by the President beyond July 4, 2026, members shall be eligible for reappointment for a 2-year term.  Members may continue to serve after the expiration of their terms until the appointment of a successor.
    (iii) The Commission shall produce a comprehensive report on the foundations of religious liberty in America, the impact of religious liberty on American society, current threats to domestic religious liberty, strategies to preserve and enhance religious liberty protections for future generations, and programs to increase awareness of and celebrate America’s peaceful religious pluralism. Specific topics to be considered by the Commission under these categories shall include the following areas: the First Amendment rights of pastors, religious leaders, houses of worship, faith-based institutions, and religious speakers; attacks across America on houses of worship of many religions; debanking of religious entities; the First Amendment rights of teachers, students, military chaplains, service members, employers, and employees; conscience protections in the health care field and concerning vaccine mandates; parents’ authority to direct the care, upbringing, and education of their children, including the right to choose a religious education; permitting time for voluntary prayer and religious instruction at public schools; Government displays with religious imagery; and the right of all Americans to freely exercise their faith without fear or Government censorship or retaliation.
     (iv)    The Commission shall advise the White House Faith Office and the Domestic Policy Council on religious liberty policies of the United States.  Specific activities of the Commission shall include, to the extent permitted by law, recommending steps to secure domestic religious liberty by executive or legislative actions as well as identifying opportunities for the White House Faith Office to partner with the Ambassador at Large for International Religious Freedom to further the cause of religious liberty around the world.
    (v)     Members of the Commission shall serve without any compensation for their work on the Commission.  Members of the Commission, while engaged in the work of the Commission, may be allowed travel expenses, including per diem in lieu of subsistence, to the extent permitted by law for persons serving intermittently in Government service (5 U.S.C. 5701-5707), consistent with the availability of funds.
    (vi)    To advise members of the Commission:
                 (A)  An Advisory Board of Religious Leaders shall be designated by the President and shall consist of not more than 15 members.  The Advisory Board of Religious Leaders shall be a subcomponent of the Commission and report to the Chairman of the Commission; 
                  (B)  An Advisory Board of Lay Leaders from religious congregations shall be designated by the President and shall consist of not more than 15 members.  The Advisory Board of Lay Leaders shall be a subcomponent of the Commission and report to the Chairman of the Commission; and
                  (C)  An Advisory Board of Legal Experts shall be designated by the President and shall consist of the Attorney General, or the Attorney General’s designee, and not more than 10 attorneys.  The Advisory Board of Legal Experts shall be a subcomponent of the Commission and report to the Chairman of the Commission.
    (vii)   The Commission shall terminate on July 4, 2026, which marks the 250th anniversary of American Independence, unless extended by the President.
    (viii)  The Department of Justice shall provide such funding and administrative and technical support as the Commission may require, to the extent permitted by law and as authorized by existing appropriations.
    (ix)    Insofar as the Federal Advisory Committee Act (chapter 10 of title 5, United States Code) may apply to the Commission or any of its Advisory Boards, any functions of the President under that Act, except for those in sections 1005 and 1013 of that Act, shall be performed by the Attorney General, in accordance with the guidelines and procedures established by the Administrator of General Services.

    Sec. 3.  Severability.  If any provision of this order, or the application of any provision to any agency, person, or circumstance, is held to be invalid, the remainder of this order and the application of its provisions to any other agencies, persons, or circumstances shall not be affected thereby.

    Sec. 4.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:
    (i)   the authority granted by law to an executive department or agency, or the head thereof; or
    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    INCENTIVIZING DOMESTIC AUTO PRODUCTION: Today, President Donald J. Trump signed a proclamation to protect national security by incentivizing domestic automobile production and reducing American reliance on imports of foreign automobiles and their parts.

    • The proclamation modifies the tariff action on automobiles and automobile parts by encouraging manufacturers to assemble their automobiles in the U.S., thereby reducing American reliance on foreign imports of automobiles and automobile parts.
    • It offers an offset to a portion of tariffs for automobile parts used in U.S.-assembled vehicles equal to 3.75% of the Manufacturer’s Suggested Retail Price (MSRP) of a manufacturer’s U.S. production for the next year (April 3, 2025 to April 30, 2026), and 2.5% of U.S. production the year after (May 1, 2026 to April 30, 2027).
      • These percentages reflect the duty that would be owed when a 25% duty is applied to 15% of the value of a U.S.-assembled automobile in the first year, and to 10% of the value of a U.S.-assembled automobile in the second year.
      • All other automobile imports will still be subject to the 25% tariff.
      • For instance, if a manufacturer builds a car in the U.S. that has 85% U.S. or USMCA content, the manufacturer effectively will not owe tariffs on that vehicle’s production for the first year.
      • If a manufacturer builds a car in the U.S. that is 50% U.S. or USMCA content and 50% imported from elsewhere, then instead of paying the tariff on the full 50% of the imported car parts, the manufacturer effectively only pays on 35% for the first year.
    • The proclamation sets strict penalties for importers who claim tariff reduction in excess of approved amounts.
    • This modified action will more effectively address the threat to national security by reducing reliance on foreign manufacturing, strengthening U.S. vehicle assembly operations, boosting domestic R&D, and creating American jobs, all of which are essential to a strong defense industrial base.

    MAINTAINING A RESILIENT DOMESTIC INDUSTRIAL BASE: President Trump is taking further action to ensure the U.S. can sustain its domestic industrial base and meet national-security needs. 

    • The COVID-19 pandemic exposed critical vulnerabilities and choke points in global supply chains, undermining our ability to maintain a resilient domestic industrial base.
    • Legislation, pre-existing trade agreements like the USMCA, revisions to the U.S.-Korea Free Trade Agreement, and subsequent negotiations have not sufficiently mitigated the threat to national security posed by imports of automobiles and certain automobile parts.
    • Foreign automobile industries, bolstered by unfair subsidies and aggressive industrial policies, have expanded, while U.S. production has stagnated.
    • In 1985, American-owned facilities in the United States manufactured 11.0 million automobiles, representing 97% of overall domestic (American- and foreign-owned) production of automobiles.
    • In 2024, Americans bought approximately 16 million cars, SUVs, and light trucks, and 50% of these vehicles were imports (8 million).
      • Of the other 8 million vehicles assembled in America and not imported, the average domestic content is conservatively estimated at only 50% and is likely closer to 40%.
      • Therefore, of the 16 million cars bought by Americans, only 25% of the vehicle content can be categorized as Made in America.
    • The United States trade deficit in automobile parts reached $93.5 billion in 2024.
    • Currently, the U.S. automobile and automobile parts industry (American-owned and foreign-owned firms) employs approximately one million U.S. workers.
    • Employment in automotive parts manufacturing totaled approximately 553,300 jobs in 2024, a decline of 286,000 jobs or 34% since 2000.
    • In 2023, Research and Development (R&D) by American-owned automobile manufacturers amounted to only 16% of global R&D spending. R&D by American-owned firms lagged behind the EU, which controlled 53% of global R&D.

    A PROCLAMATION

    Four hundred and eighteen years ago, more than 100 men completed a grueling 144-day voyage from the countryside of England to the mouth of the Chesapeake Bay in search of opportunity in the New World.
    Commissioned by King James I and the Virginia Company of London, these intrepid settlers charted three small ships — the Susan Constant, the Godspeed, and the Discovery — to set sail on a perilous journey across the Atlantic to expand the reach of the English Crown into unknown lands, create a better future for their families, and further the “Glory of His Divine Majesty.”
    Known as the “First Landing,” the seeds of America’s destiny were sown when this courageous band of Christians erected a towering wooden cross at the crest of Cape Henry, Virginia.  Under the First Charter of Virginia, which commissioned the voyage, they consecrated the New World, gave thanks to God for their safe passage, and dedicated the land to His glory.  The raising of the Cape Henry Cross was a visible symbol of the covenant the settlers made on their first day in the New World — for themselves and their posterity — to obey God, seek His blessing, and place their trust in Him.
    Within weeks, the men traveled inland to establish Jamestown — the first permanent English settlement in the New World.  “We hope to plant a nation where none before hath stood,” one early settler sang in a ballad.  In the months and years that followed, the settlers at Jamestown would face grave dangers and extraordinary challenges, including a severe drought, starvation, and disease.  By the first year’s end, only 38 of the original 104 men had survived.  Yet, by the grace of God, Jamestown endured and the American spirit of courage, strength, and determination was born.
    Today, a majestic granite cross stands on those same hallowed shores as a testament to the steadfast Christian belief of the Jamestown settlers that God’s grace abides, His mercy is abundant, and His glory is everlasting.  Our Nation honors the heroic souls whose faithful devotion and uncommon courage more than 400 years ago foreshadowed the birth of the greatest Republic in the history of the world — and it is in their memory that we pledge to forge a future that always celebrates our history, honors our heritage, and glorifies our God Almighty. 
    More than four centuries after the First Landing, we prayerfully renew our covenant to always be one Nation under God and to always seek His blessing and protection.

    A PROCLAMATION

    1.  On February 17, 2019, the Secretary of Commerce (Secretary) transmitted to me a report on his investigation into the effects of imports of passenger vehicles (sedans, sport utility vehicles, crossover utility vehicles, minivans, and cargo vans) and light trucks (collectively, automobiles) and certain automobile parts (engines and engine parts, transmissions and powertrain parts, and electrical components) (collectively, automobile parts) on the national security of the United States under section 232 of the Trade Expansion Act of 1962, as amended (19 U.S.C. 1862) (section 232).  Based on the facts considered in that investigation, the Secretary found and advised me of his opinion that automobiles and certain automobile parts are being imported into the United States in such quantities and under such circumstances as to threaten to impair the national security of the United States.
    2.  In Proclamation 9888 of May 17, 2019 (Adjusting Imports of Automobiles and Automobile Parts Into the United States), I concurred with the Secretary’s finding in the February 17, 2019, report that automobiles and certain automobile parts are being imported into the United States in such quantities and under such circumstances as to threaten to impair the national security of the United States.  I directed the United States Trade Representative (Trade Representative), in consultation with other executive branch officials, to pursue negotiation of agreements to address the threatened impairment of the national security of the United States with respect to imported automobiles and certain automobile parts from certain countries.  The Trade Representative’s negotiations did not lead to any agreements of the type contemplated by section 232.  I also directed the Secretary to monitor imports of automobiles and certain automobile parts and inform me of any circumstances that, in the Secretary’s opinion, might indicate the need for further action under section 232 with respect to such imports.
    3.  In Proclamation 10908 of March 26, 2025 (Adjusting Imports of Automobiles and Automobile Parts Into the United States), I found, based on information newly provided by the Secretary, that imports of automobiles and certain automobile parts continued to threaten to impair the national security of the United States and deemed it necessary and appropriate to impose a tariff system to adjust imports of automobiles and certain automobile parts so that such imports will not threaten to impair national security.  The tariffs on automobiles have been in effect since 12:01 a.m. eastern daylight time on April 3, 2025; the tariffs on automobile parts are set to go into effect on or after 12:01 a.m. eastern daylight time on May 3, 2025. 
    4.  In Proclamation 10908, I also deemed it necessary and appropriate to establish processes to identify and impose tariffs on additional automobile parts to ensure that the tariffs on automobiles and certain automobile parts are not circumvented and that the purpose of this action to eliminate the threat to the national security of the United States by imports of automobiles and certain automobile parts is not undermined.  I directed the Secretary to set up such a process within 90 days of the date of Proclamation 10908.
    5.  In Proclamation 10908, I also directed the Secretary to continue to monitor imports of automobiles and automobile parts, to review the status of such imports with respect to national security, and to inform me of any circumstances that, in the Secretary’s opinion, might indicate the need for further action by the President under section 232.  The Secretary has advised me that additional action is warranted in the interest of meeting the national security objectives outlined in Proclamation 10908.
    6.  In my judgment, it is necessary and appropriate to modify the system of monetary fees and related measures imposed to adjust imports of automobiles and certain automobile parts pursuant to Proclamation 10908 to more effectively eliminate the threat imports of automobiles and certain automobile parts pose on the national security of the United States.
    7.  I determine that the modified system, by linking the ultimate monetary fee imposed on imports of automobile parts to the imports’ use in assembly of automobiles within the United States, in the way and on the timeline described below, will adjust imports of automobiles and automobile parts and more effectively eliminate such imports’ threat to impair national security.  I find that the modified system will more effectively eliminate the national security threat because it will more quickly reduce reliance on foreign manufacturing and importation of automobiles and automobile parts; strengthen United States vehicle assembly operations by encouraging companies to expand domestic production capacity, which is critical to a strong domestic defense industrial base; shift manufacturing activity into the United States; increase domestic automotive research and development so that American-owned producers can produce cutting-edge technologies that are essential to the United States defense industrial base and our military superiority; create jobs in the automotive industry that increase the number of employees in the domestic automotive industry; and ensure that other benefits of production are concentrated in the United States. 
    8.  Section 232 authorizes the President to adjust the imports of an article and its derivatives that are being imported into the United States in such quantities or under such circumstances as to threaten to impair the national security of the United States so that such imports will not threaten to impair national security.
    9.  Section 604 of the Trade Act of 1974, as amended (19 U.S.C. 2483), authorizes the President to embody in the Harmonized Tariff Schedule of the United States (HTSUS) the substance of statutes affecting import treatment, and actions thereunder, including the removal, modification, continuance, or imposition of any rate of duty or other import restriction.
    NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States of America, including section 301 of title 3, United States Code; section 604 of the Trade Act of 1974, as amended; and section 232 of the Trade Expansion Act of 1962, as amended, do hereby proclaim as follows:
    (1)  To more effectively eliminate the threat to impair national security posed by imports of automobiles and automobile parts, I find that it is necessary to modify the system imposed in Proclamation 10908 by reducing duties assessed on automobile parts accounting for 15 percent of the value of an automobile assembled in the United States for 1 year and equivalent to 10 percent of that value for an additional year as follows:
    (a)  For automobiles assembled in the United States, automobile manufacturers shall be eligible to receive an import adjustment offset amount applicable to section 232 duties on automobile parts based on the following schedule:
    (i)   The automobile manufacturer may apply for an import adjustment offset amount equal to 3.75 percent of the aggregate Manufacturer’s Suggested Retail Price (MSRP) value of all automobiles assembled in the United States from April 3, 2025, through April 30, 2026.
    (ii)  The automobile manufacturer may apply for an import adjustment offset amount equal to 2.5 percent of the aggregate MSRP value of all automobiles assembled in the United States from May 1, 2026, through April 30, 2027.
    (b)  The percentage rate provided in subsection (i) reflects the total duty that would be owed when a 25 percent duty is applied to parts accounting for 15 percent of an automobile’s MSRP value.  The percentage rate provided in subsection (ii) reflects the total duty that would be owed when a 25 percent duty is applied to parts accounting for 10 percent of an automobile’s MSRP value. 
    (c)  Only automobiles that undergo final assembly in the United States are eligible to be included in this calculation.  The manufacturer’s import adjustment offset amount may only be used by importers of record authorized by that manufacturer, and the amount may only be used to offset tariff liability related to that manufacturer’s automobile parts tariff liability under Proclamation 10908.  Should a manufacturer’s import adjustment offset amount exceed the total amount attributable to that manufacturer’s automobile parts tariff liability under Proclamation 10908, the relief is capped at the total amount of that manufacturer’s automobile parts tariff liability under Proclamation 10908, and the manufacturer may not use the additional amount above that cap to offset any other tariff liability.  A manufacturer with an approved import adjustment offset amount may determine the importers of record eligible to decrement against that manufacturer’s import adjustment offset amount, and that list of importers of record may include suppliers in that manufacturer’s supply chain for automobiles assembled in the United States if the manufacturer so chooses.
    (2)  (a)  Within 30 days of the date of this order, the Secretary shall establish a process by which manufacturers seeking an import adjustment offset amount shall submit to the Secretary:
    (i)    documentation certifying the number of automobiles the manufacturer projects it will assemble in the United States, as well as a list of all plant locations where the projected automobiles will undergo final production;
    (ii)   documentation certifying the manufacturer’s projected cost of tariffs due to imported automobile parts subject to Proclamation 10908, broken down by tariff costs the manufacturer will incur directly and tariff costs the manufacturer will incur from its suppliers;
    (iii)  documentation detailing the total import adjustment offset amount requested within the schedule determined by the Secretary in accordance with this proclamation;
    (iv)   documentation identifying the importer(s) of record, including importer of record numbers, eligible to use that manufacturer’s import adjustment offset amount, as well as the amount of the manufacturer’s offset amount allotted to each importer of record; and
    (v)    a certification, signed by a senior officer of the manufacturer, attesting under penalty of perjury that the information submitted under subsections (i) through (iv) is true, complete, and accurate to the best of the manufacturer’s knowledge, and that the manufacturer has conducted reasonable due diligence to verify the accuracy of the assertions and facts contained in its submissions.
    (b)  Upon verification of the completeness and accuracy of a manufacturer’s submission and the manufacturer’s eligibility, the Secretary shall approve the application and notify U.S. Customs and Border Protection (CBP) with the information necessary for CBP to administer and implement the manufacturer’s import adjustment offset amount, including importer of record number(s) for the importer(s) eligible to use each offset amount and the approved import adjustment offset amount.  CBP shall confer the approved offset amount to the approved importer(s) of record using processes and mechanisms consistent with CBP’s operational framework and tariff administration procedures, including offset against current tariff obligations due at the time of entry, or other lawful methods.
    (3)  The Secretary, in consultation with the Secretary of the Treasury and the Commissioner of CBP, shall issue such regulations, guidance, and procedures as necessary to carry out the provisions of this proclamation and Proclamation 10908, and may establish standards for determining United States content and for validating manufacturer certifications.
    (4)  The Secretary, in consultation with the United States International Trade Commission and CBP, shall determine whether modifications to the HTSUS are necessary to effectuate this proclamation and may make such modifications through notice in the Federal Registerif needed.
    (5)  CBP shall begin providing approved importers with an import adjustment offset amount as soon as practicable and may request information from importers of record as necessary to implement a particular manufacturer’s import adjustment offset amount. 
    (6)  Should an importer claim and receive any import adjustment offset amount from CBP in excess of the amount approved by the Secretary, CBP may assess monetary penalties in the maximum amount permitted by law.
    (7)  The Secretary shall continue to monitor imports of automobiles and automobile parts.  The Secretary also shall, from time to time, in consultation with any senior executive branch officials the Secretary deems appropriate, review the status of such imports with respect to national security.  The Secretary shall inform the President of any circumstances that, in the Secretary’s opinion, might indicate the need for further action by the President under section 232.  The Secretary shall also inform the President of any circumstance that, in the Secretary’s opinion, might indicate that the duty rate provided for in Proclamation 10908, or any proclamation issued pursuant thereto, is no longer necessary.
    (8)  Any provision of previous proclamations and Executive Orders that is inconsistent with the actions taken in this proclamation is superseded to the extent of such inconsistency.  This proclamation shall apply in accordance with the Executive Order of April 29, 2025 (Addressing Certain Tariffs on Imported Articles).

    Section 1.  Purpose.  The United States has imposed tariffs under various statutory authorities and through a number of Executive Orders and proclamations to protect national security and address unusual and extraordinary threats to the national security, foreign policy, and economy of the United States.  Although each of these actions, as listed in section 2 of this order, serves separate and distinct policy purposes, I have now determined that, to the extent these tariffs apply to the same article, these tariffs should not all have a cumulative effect (or “stack” on top of one another) because the rate of duty resulting from such stacking exceeds what is necessary to achieve the intended policy goals.  To avoid the cumulative effect of overlapping tariffs on certain articles, this order sets out the procedure for determining which of multiple tariffs shall apply to an article when that article is subject to more than one of the actions listed in section 2 of this order.

    Sec. 2.  Applicability.  This order shall apply only to the administration of tariffs imposed through the following actions and subsequent amendments to those tariffs:
    (a)  Proclamation 10908 of March 26, 2025 (Adjusting Imports of Automobiles and Automobile Parts Into the United States);
    (b)  Executive Order 14193 of February 1, 2025 (Imposing Duties To Address the Flow of Illicit Drugs Across Our Northern Border), as amended by Executive Order 14197 of February 3, 2025 (Progress on the Situation at Our Northern Border), Executive Order 14226 of March 2, 2025 (Amendment to Duties To Address the Flow of Illicit Drugs Across Our Northern Border), and Executive Order 14231 of March 6, 2025 (Amendment to Duties to Address the Flow of Illicit Drugs Across Our Northern Border);
    (c)  Executive Order 14194 of February 1, 2025 (Imposing Duties To Address the Situation at Our Southern Border), as amended by Executive Order 14198 of February 3, 2025 (Progress on the Situation at Our Southern Border), Executive Order 14227 of March 2, 2025 (Amendment to Duties To Address the Situation at Our Southern Border), and Executive Order 14232 of March 6, 2025 (Amendment to Duties to Address the Flow of Illicit Drugs Across Our Southern Border);
    (d)  Proclamation 9704 of March 8, 2018 (Adjusting Imports of Aluminum Into the United States), as amended by Proclamation 9980 of January 24, 2020 (Adjusting Imports of Derivative Aluminum Articles and Derivative Steel Articles Into the United States), and Proclamation 10895 of February 10, 2025 Adjusting Imports of Aluminum Into the United States); and
    (e)  Proclamation 9705 of March 8, 2018 (Adjusting Imports of Steel Into the United States), as amended by Proclamation 9980 of January 24, 2020 (Adjusting Imports of Derivative Aluminum Articles and Derivative Steel Articles Into the United States), and Proclamation 10896 of February 10, 2025 (Adjusting Imports of Steel Into the United States).

    Sec. 3.  Non-Stacking of Tariff Measures.  (a)  Notwithstanding any provision of any action listed in section 2 of this order, tariffs for articles subject to tariffs under the actions listed in section 2 of this order shall apply as follows: 
              (i)    An article subject to tariffs pursuant to the action listed in section (2)(a) of this order shall not be subject to additional tariffs on that article pursuant to the actions listed in sections 2(b) through 2(e) of this order.
             (ii)   An article subject to tariffs pursuant to the actions listed in section 2(b) or 2(c) of this order shall not be subject to additional tariffs on that article pursuant to the actions listed in section 2(d) or 2(e) of this order. 
             (iii)  An article subject to tariffs pursuant to the actions listed in section 2(d) of this order shall be subject to additional tariffs on that article pursuant to the actions listed in section 2(e) of this order, provided the article otherwise satisfies all conditions necessary for application of those additional tariffs; likewise, an article subject to tariffs pursuant to the actions listed in section 2(e) of this order shall be subject to additional tariffs on that article pursuant to the actions listed in section 2(d) of this order, provided the article otherwise satisfies all conditions necessary for application of those additional tariffs.
         (b)  Subsection (a) of this section shall not be construed to diminish the validity of any action listed in section 2 of this order.  Each action listed in section 2 of this order remains independently valid and enforceable, except that the duty rates provided by these actions shall not be cumulative when the conditions outlined in subsection (a) of this section are met.
         (c)  If an imported article is subject to both a tariff imposed pursuant to subsection (a) of this section and one or more tariffs imposed pursuant to an action or actions not listed in section 2 of this order, then the tariff imposed on the article pursuant to subsection (a) of this section shall be cumulative with the tariff or tariffs imposed pursuant to the action or actions not listed in section 2 of this order.

    Sec. 4.  Non-applicability to Other Tariff Measures.  (a)  Nothing in this order shall be interpreted to alter or limit the application of any duties, taxes, fees, or exactions other than those imposed pursuant to the actions listed in section 2 of this order.
    (b)  Accordingly, an article that is subject to duties pursuant to an action listed in section 2 of this order may still be subject to other applicable duties, taxes, fees, exactions, and charges, such as, but not limited to, those set forth in column 1 of the Harmonized Tariff Schedule of the United States (HTSUS); duties imposed pursuant to section 301 of the Trade Act of 1974, as amended; duties imposed pursuant to Executive Order 14195 of February 1, 2025 (Imposing Duties To Address the Synthetic Opioid Supply Chain in the People’s Republic of China), as amended; and antidumping and countervailing duties.

    Sec. 5.  Implementation.  (a)  The Secretary of Homeland Security, acting through the Commissioner of U.S. Customs and Border Protection and in consultation with the Secretary of the Treasury, shall take all necessary steps to update guidance, systems, and enforcement mechanisms, including to revise, suspend, or rescind any regulations that may be inconsistent with this order, to reflect the policy set forth in this order.
    (b)  The Secretary of Commerce and the Secretary of Homeland Security, in coordination with the Secretary of the Treasury and the United States Trade Representative, shall provide additional guidance as necessary to ensure consistent interpretation and application of the policy set forth in this order.
    (c)  The Secretary of Homeland Security is authorized to determine whether changes to the HTSUS are necessary and to coordinate with the Chair of the United States International Trade Commission to implement all necessary changes to execute this order.
    (d)  Any changes to the HTSUS necessary to comply with this order shall be made not later than 12:01 a.m. eastern daylight time on May 16, 2025.  This order shall apply retroactively to all entries of merchandise subject to any applicable tariffs outlined in section 2 of this order and made on or after March 4, 2025.  Any refunds will be processed pursuant to applicable laws and U.S. Customs and Border Protection’s standard procedures for such refunds.

    Sec. 6.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:
              (i)   the authority granted by law to an executive department or agency, or the head thereof; or
              (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    Since President Donald J. Trump took office 100 days ago, it has been a nonstop deluge of hoaxes and lies from Democrats and their allies in the Fake News suffering from terminal cases of Trump Derangement Syndrome.

    In no particular order, here are some of the most egregious hoaxes peddled by the usual suspects so far in President Trump’s second term:

    • HOAX: Fake News CNN attempted to “fact check” President Trump’s claim that the Biden Administration spent millions on “making mice transgender.”
    • FACT: After their so-called “fact check” was thoroughly debunked, they were forced to update it in disgrace and admit the claim was, in fact, true.
    • HOAX: The Fake News claimed the Department of Defense removed Gen. Colin Powell’s name from a list of notable Americans buried at Arlington Cemetery.
    • FACT: No service members’ names were removed from that section — and Gen. Powell’s name remains among those listed.
    • HOAX: Rep. Eric Swalwell (D-CA) claimed “no president” presided over more plane crashes during their first month in office as President Trump.
    • FACT: “There were 55 aviation accidents in the U.S. between Biden’s inauguration on Jan. 21, 2021, and Feb. 17, 2021, compared to 35 during the same period for Trump,” Fox News reported.
    • HOAX: Gov. JB Pritzker (D-IL) and Chicago Public Schools officials claimed, without bothering to verify, that ICE agents had conducted a “raid” at an elementary school — a false claim echoed by media outlets, including the Chicago Tribune.
    • FACT: It was actually the U.S. Secret Service investigating a threat unrelated to immigration.
    • HOAX: Far-left influencers and other leftist hacks falsely claimed the Department of Government Efficiency (DOGE) and Elon Musk were out to “cut Social Security.”
    • FACT: They were referencing an interview in which Musk was clearly referring to the tremendous amount of waste, fraud, and abuse within entitlement programs.
    • HOAX: The media smeared DOGE as “young, inexperienced engineers” engineering a “government takeover.”
    • FACT: In reality, DOGE is led by seasoned industry professionals, including successful CEOs who paused their lives to aid in the effort of streamlining government and holding the bureaucracy accountable.
    • HOAX: NBC’s Peter Alexander peddled the lie that “constituents in some traditionally red districts” were unhappy with President Trump’s effort to cut waste, fraud, and abuse in government.
    • FACT: The same “protests” cited by the Fake News were funded and organized by far-left special interest groups.
    • HOAX: NPR claimed NASA astronauts Suni Williams and Butch Wilmore — who were stuck on the International Space Station for more than nine months following problems with their spacecraft — were “not stranded.”
    • FACT: NPR itself had described the astronauts as stranded in prior reporting, and only seemed to take issue with the description once President Trump and Elon Musk made it a priority to bring them home.
    • HOAX: A foreign Fake News outlet reported that President Trump “shut down” the British prime minister during a news conference.
    • FACT: In reality, President Trump was simply moving on from a reporter who was trying to goad the two leaders into division.
    • HOAX: NPR falsely claimed the White House was actively searching for a new secretary of defense.
    • FACT: This lie was immediately shut down by multiple Trump Administration officials, including President Trump himself.
    • HOAX: The Fake News attempted to paint illegal immigrant gang member Kilmar Abrego Garcia as an innocent “Maryland father” who was unjustly deported by the Trump Administration — and actively censored the truth about him.
    • FACT: Abrego Garcia is a citizen of El Salvador and was deported to his home country amid overwhelming evidence of his gang affiliation.
    • HOAX: Deranged “filmmaker” Michael Moore questioned whether deported illegal immigrants would go on to cure cancer or stop “that asteroid (sic) that’s gonna hit us.”
    • FACT: Moore’s statement was a strong early contender for the dumbest, most ridiculous statement of the year considering those deported illegal immigrants were violent criminals.
    • HOAX: The Fake News portrayed Mahmoud Khalil, a pro-Hamas radical who led violent protests at Columbia, as an innocent graduate student with an absolute right to remain in the U.S.
    • FACT: An immigration judge ruled Khalil — who is not a U.S. citizen — can be deported.
    • HOAX: The Financial Times reported that Senior White House Counselor Peter Navarro wanted to remove Canada from the “Five Eyes” intelligence sharing network.
    • FACT: Mr. Navarro immediately shut down this fake story.
    • HOAX: A foreign Fake News reporter claimed President Trump referred to European nations as “parasites.”
    • FACT: President Trump immediately pushed back on this ridiculous claim — as did the Italian prime minister.
    • HOAX: Fake News CNN’s Brianna Keilar implied the Trump Administration was somehow wrong for stopping illegal immigrants from stealing taxpayer dollars in the form of welfare benefits.
    • FACT: Deputy Chief of Staff Stephen Miller summarily embarrassed her with the facts: “The federal government will find EVERY illegal alien who is stealing American taxpayer dollars — and that’s what Americans expect to happen. I don’t even fathom the premise of your question.”
    • HOAX: A favorite refrain of the Fake News is that Secretary of Health and Human Services Robert F. Kennedy, Jr., is “anti-vaccine.”
    • FACT: Kennedy debunked the lie in his confirmation hearings: “This has been repeatedly debunked … Bringing this up right now is dishonest.”
    • HOAX: WIRED falsely claimed the Social Security Administration is “shifting its public communication exclusively to X” under President Trump.
    • FACT: Not happening.
    • HOAX: Reuters falsely reported that the Trump Administration “stalled a United Nations program in Mexico aimed at stopping imported fentanyl chemicals from reaching the country’s drug cartels.”
    • FACT: The Department of State is actually trying to expand the initiative.
    • FACT: The Fake News frequently pushed the lie that as part of the Trump administration, Secretary Kennedy would implement a national abortion ban and “restrict or even ban medication abortion without a single act of Congress.”
    • FACT: Secretary Kennedy consistently pledged to implement President Trump’s policies — which include leaving abortion to the states, ending barbaric late-term abortions, protecting conscientious objections, and ending federal funding for abortions.
    • HOAX: Fake News savant Tara Palmeri falsely reported that President Trump’s proposal for Gaza was conceived by Jared Kushner.
    • FACT: This lie was immediately and summarily debunked by the Trump Administration: “The worst reporter in America makes up fake news for clout because she has no real sources. Sit down, dummy.”
    • HOAX: Sen. Chris Murphy, Rep. Jasmine Crockett, and media outlets claimed President Trump’s directive to pause radical, wasteful government spending meant an end to Medicaid, food assistance, and other individual assistance programs.
    • FACT: Individual assistance programs — Social Security, Medicare, Medicaid, SNAP, etc. — were explicitly excluded, as was made clear by Press Secretary Karoline Leavitt and the Office of Management and Budget. Only unnecessary spending — DEI, Green New Scam, NGOs that undermine the national interest — were included in the directive.
    • HOAX: A “physicians advocacy group” was widely cited as opposing President Trump’s nomination of Robert F. Kennedy, Jr., to lead the Department of Health and Human Services.
    • FACT: The “advocacy group” was really an astroturfed partisan organization funded by prominent left-wing donors — and accepted fake signatures.
    • HOAX: Sen. Tim Kaine (D-VA) and other Democrats pushed the lie that DOGE posted “classified information” on their website.
    • FACT: That alleged “classified information” was really just an employment headcount — which has been publicly available for years.
    • HOAX: Rep. Debbie Wasserman Schultz (D-FL) claimed Secretary of Homeland Security Kristi Noem called all Venezuelan immigrants “dirtbags.”
    • FACT: Secretary Noem actually called illegal immigrant members of the vicious Tren de Aragua gang “dirtbags,” which is true.
    • HOAX: The New York Times wrote that Secretary Robert F. Kennedy, Jr., wanted to “ban fluoride in drinking water” and “reverse … one of the most important public health practices in the country’s history.”
    • FACT: New York Times made no mention of their own reporting that fluoride may be “linked to lower IQ scores in children.”
    • HOAX: Sen. Chuck Schumer (D-NY) repeatedly lied about President Trump “going after” Social Security.
    • FACT: President Trump has repeatedly pledged to protect Social Security and make it more robust for American citizens.
    • HOAX: Sen. Mark Kelley (D-AZ) attempted to scare veterans by shamelessly claiming their care was in jeopardy due to “layoffs” at VA hospitals.
    • FACT: The lie was debunked by Secretary of Veterans Affairs Doug Collins: “What changes are you talking about? We’ve not had those layoffs… I put $360 million back into community care… It’s concerning to me that a veteran would actually tell stories to veterans that are not true.”
    • HOAX: Rep. Jasmine Crockett (D-TX) exploited the Ronald Reagan Washington National Airport plane crash tragedy by claiming President Trump “froze the hiring” of air traffic controllers.
    • FACT: Air traffic controllers were exempt from the federal hiring freeze.
    • HOAX: Rep. Jasmine Crockett (D-TX) implied that “cutting” members of an aviation advisory committee was somehow a cause of the Ronald Reagan Washington National Airport plane crash tragedy.
    • FACT: The advisory group hadn’t met since 2023 and was comprised of business and union leaders who gave “advice” to the TSA and had nothing to do with actual air travel.
    • HOAX: A far-left writer claimed Elon Musk and DOGE staffers “illegally installed a commercial server to control federal HR databases that contain sensitive personal information, including SSNs, home addresses, and medical histories.”
    • FACT: A top official confirmed “there’s nothing illegal and no server, just more made up tall tales from uninformed career bureaucrats.”
    • HOAX: The Washington Post alleged the Trump Administration was setting “quotas” for immigration authorities — and gave the administration just four minutes to comment before publishing.
    • FACT: As usual, this was a fake story.
    • HOAX: Online liberal activists claimed President Trump “took down” President Obama’s portrait in the White House.
    • FACT: Obama’s portrait was not taken down — it was simply moved only feet away from its previous location.
    • HOAX: Sen. Mazie Hirono (D-HI) claimed Attorney General Pam Bondi created a “weaponizing task force.”
    • FACT: It was a task force to END weaponization at the Department of Justice.
    • HOAX: CBS News reported that Secretary of Defense Pete Hegseth ordered a “makeup studio” be installed inside the Pentagon.
    • FACT: It was a “totally fake story,” and the alleged studio was really an existing green room with no frills.
    • HOAX: Politico reported the Trump Administration was debating lifting sanctions on Russian energy assets, including the Nord Stream pipeline.
    • FACT: This was debunked by both Secretary of State Marco Rubio and Special Envoy Steve Witkoff.
    • HOAX: An illegal immigrant in U.S. custody “simply disappeared,” The New York Times reported.
    • FACT: The illegal immigrant was a confirmed member of the vicious Tren de Aragua gang. An immigration judge ordered his removal, and he was deported along with other threats to national security.
    • HOAX: The Wall Street Journal alleged that Special Envoy Steve Witkoff was receiving sensitive information on a personal phone while in Moscow and that Russian Intelligence must’ve had access to the information.
    • FACT: This was a total fabrication. Special Envoy Witkoff did not even have a personal phone with him in Russia. He had only a government phone; a secure line of communication.
    • HOAX: The Wall Street Journal claimed the Trump Administration “sought to portray” deported criminal illegal immigrant gang member Kilmar Abrego Garcia as “violent.”
    • FACT: Abrego Garcia’s own wife filed an order of protection against him and testified that he brutally beat her.
    • HOAX: An AP reporter claimed that FAA staff who worked on “radar, landing and navigational aid maintenance, among others” were “harassed on Facebook” by DOGE.
    • FACT: That was a total lie. DOGE doesn’t have a Facebook page and no professionals who perform critical safety functions were fired.
    • HOAX: The Daily Beast claimed Vice President JD Vance “broke one of the most notorious Vatican rules during his Easter weekend visit” by being photographed in the Sistine Chapel.
    • FACT: Buried all the way down in the 14th paragraph, The Daily Beast admitted the vice president was given special permission by the Vatican to have photographs taken inside the Sistine Chapel.
    • HOAX: Left-wing social media accounts promoted fake, AI-generated audio of Vice President Vance “disparaging Elon Musk in private.”
    • FACT: The audio was debunked as fake.
    • HOAX: The New York Times reported that funding for the Women’s Health Initiative was being slashed by the Department of Health and Human Services.
    • FACT: Secretary Robert F. Kennedy, Jr., himself declared this Fake News and recognized the project is “mission critical.”
    • HOAX: Fox News’s Jennifer Griffin gave legitimacy to a hoax from delusional Reps. Debbie Wasserman Schultz (D-FL) and Rosa DeLauro (D-CT) that Secretary of Defense Pete Hegseth requested nearly $140,000 in “upgrades” to his government residence.
    • FACT: This lie was debunked by Secretary Hegseth — and it was so outrageous, even the AP was forced to admit it was completely fake.
    • HOAX: Rep. Don Beyer (D-VA) and many others claimed the Supreme Court ordered the return of illegal immigrant gang member Kilmar Abrego Garcia to the United States.
    • FACT: Even CNN admitted that’s not what happened: “They did not order the administration to return him to the United States … they could’ve said ‘we order him returned,’ but they didn’t do that.”
    • HOAX: Joe Biden accused the Trump Administration of “taking aim at Social Security.”
    • FACT: As usual, he was lying — President Trump has repeatedly pledged to protect Social Security.
    • HOAX: Rep. Ro Khanna (D-CA) claimed the arrest of a Milwaukee judge who helped an illegal immigrant evade arrest was “unprecedented.”
    • FACT: It wasn’t; it has happened before.
    • HOAX: Sen. Tammy Baldwin (D-WI) called the arrest of a Milwaukee judge who helped an illegal immigrant evade arrest a “gravely serious and drastic move.”
    • FACT: The judge violated the law by obstructing an ICE arrest of an illegal immigrant.
    • HOAX: Sen. Amy Klobuchar (D-MN) claimed the arrest of the Milwaukee judge who obstructed an apprehension of a criminal illegal immigrant “threatens the rule of law.”
    • FACT: It literally does the opposite because no one is above the law.
    • HOAX: Politico claimed the Trump Administration “wipe[d] out firefighter health and safety programs.”
    • FACT: The programs remain a top priority for the administration — and will remain intact.
    • HOAX: Sen. Elizabeth Warren claimed that President Trump’s policies make it so “no one wants to make investments in the United States.”
    • FACT: President Trump has secured more than $5 trillion in investments since taking office, which is expected to create more than 451,000 new jobs — and the list is only expected to grow.
    • HOAX: NBC’s Kristen Welker peddled a Fake News hoax that the Trump Administration was deporting children.
    • FACT: Secretary of State Marco Rubio shut down her desperate attempt at a hoax by highlighting how the mother, who was in the country illegally, made that choice all on her own.
    • HOAX: The New York Times implied President Trump was alone in wearing a blue suit to the funeral of Pope Francis.
    • FACT: Photos show dozens of world leaders and other attendees — many situated near President Trump — also wearing blue clothing.
    • HOAX: Teachers’ union boss Randi Weingarten accused President Trump of taking teachers’ salaries and giving them to “billionaires” by cutting the Department of Education.
    • FACT: President Trump has repeatedly called teachers “the most important people in this country” who should be paid more, not less. The federal government does not pay the salaries of teachers; state and local governments do.
    • HOAX: The Fake News and their predictable allies ran with a story that claimed an American citizen was detained by authorities after he informed them he was, in fact, a citizen.
    • FACT: That’s not what happened. The individual “approached Border Patrol in Tucson and stated he had entered the U.S. illegally through Nogales. He said he wanted to turn himself in and completed a sworn statement identifying as a Mexican citizen who had entered unlawfully … A few days later, his family presented documents showing U.S. citizenship. The charges were dismissed, and he was released to his family.”
    • HOAX: PBS News claimed “DOGE operatives attempted to gain access to secure spaces,” implying they attempted to access classified information without approval.
    • FACT: This wasn’t even remotely true.
    • HOAX: The AP falsely claimed Director of National Intelligence Tulsi Gabbard said President Trump is “very good friends” with Russian President Vladimir Putin.
    • FACT: The AP was humiliatingly forced to retract its story, admitting they were wrong. Stephanie Ruhle also had to issue a correction. DNI Gabbard was referencing President Trump’s relationship with Indian PM Narendra Modi.
    • HOAX: Student visa holders should have unfettered access to do whatever they want in the United States.
    • FACT: Wrong. As Secretary of State Marco Rubio said, “When you apply to enter the United States and you get a visa, you are a guest… If you tell us when you apply for a visa ‘I’m coming to the U.S. to participate in pro-Hamas events,’ that runs counter to the foreign policy interest of the United States… If you had told us you were going to do that, we never would have given you the visa.”

    Jobs Statistics:

    • President Trump has created 345,000 jobs since taking office in January.
      • 188,000 (54%) of these were in non-government and government-adjacent sectors. This is a dramatic improvement from the last two years of the Biden Administration, when three-fourths of all new jobs were in government or government-adjacent sectors.
        • 2,000 of which were mining and logging jobs.
        • 27,000 of which were construction jobs.
        • 9,000 manufacturing jobs were created (compared to the 6,000 manufacturing jobs lost per month from Jan 2023 to Dec 2024).
      • At the same time that there were large private sector job gains, 15,000 federal government jobs were cut.
    • The labor force participation rate for those without a high school diploma is up by 0.7% since President Trump took office.
    • The veteran unemployment rate is down from 4.2% in January to 3.8% in March.
    • 228,000 jobs were created in March alone, well above expectations.
      • This was the fourth best month in the last two years for private payroll growth.
    • Remote work among federal employees has fallen over 16 percentage points from March last year to March this year, showcasing the success of President Trump’s initiative to bring federal workers back to the office.
      • Federal telework numbers are now in-line with the private sector.

    Inflation Statistics:

    • Prescription drug prices are down over 2% since President Trump took office. 
    • Last month’s drop in the price of prescription drugs was the largest ever recorded.
    • Gasoline prices, as measured by the Consumer Price Index (CPI), are down 7% since President Trump took office.
    • Energy prices are down 2% since President Trump took office.
    • Wholesale egg prices down are about 50% since President Trump took office. Most consumers have seen relief in prices on the shelf, but all consumers should see it within the next month or two.
    • February inflation (the month prior to the most recent data) showed the smallest annual increase in core inflation in over four years (since March 2021).
    • Both of the last two CPI inflation prints came in below expectations.
    • Last month’s (March) decline was only the second monthly decline in inflation (CPI) in the last two-and-a-half years.
    • These price declines are in contrast to the persistently high inflation under President Biden, which reached the highest annual rate in the past 40 years. After suffering for years under Biden Administration inflation, consumers are now getting welcome relief. On Biden’s watch, grocery prices rose 23%, and energy prices rose 34%.
    • As a result of biting inflation, real wages in President Biden’s term were down about 2.4%.
    • Moreover, in the most recent inflation print from March, airfare, used motor vehicles, and motor insurance all saw price decreases.
    • Prices for wholesale goods fell nearly 1% last month and prices for wholesale services fell 0.2% last month, which will eventually lead to lower consumer prices.
    • Last month, retail egg price inflation continued to slow.

    Misc. Economic Statistics:

    • Real average hourly earnings for middle- and low-income workers are up 0.4% and up 1% for workers in the manufacturing sector since President Trump took office.
    • The automotive sector is growing: under President Trump, we already had the biggest one-month increase in auto sales in March in more than a year.
    • Mortgage rates have declined roughly four-tenths of a percentage point since President Trump took office.
      • Assuming the most recent median home price in the U.S., a new homebuyer making a 20% down payment on a 30-year mortgage would save roughly $32,400 over the course of the loan, or about $1,080 per year.
    • Industrial production was at the seventh-highest monthly level ever recorded in March. The only higher monthly levels occurred during the first Trump Administration in 2018 and in February of this year.
    • Since the beginning of the Trump Administration, at least $5 trillion in new investment in the U.S. has been pledged from both foreign governments and private companies.

    Economic Policy Wins:

    • Upon taking office, President Trump immediately blocked all unfinalized Biden-era rules, saving Americans over $180 billion — $2,100 per family of four over the next decade — and launched a bold, multi-agency effort to roll back existing federal regulations that drive up the cost of living. This effort is projected to yield significant cost savings in the coming months, including the EPA’s rollback of tailpipe emission rules for light-duty and medium-duty vehicles ($667 billion in total savings) and the Department of Transportation’s latest Corporate Average Fuel Economy (CAFE) standards ($88 billion in savings). These two efforts alone yield $755 billion in total savings or over $8,800 per family of four over the next decade. The combined savings from all of these actions equal just over $935 billion or nearly $11,000 per family of four over the coming decade.
    • The Trump Administration has implemented an aggressive 10-to-1 deregulatory initiative, which requires that whenever an agency proposes a new rule or guidance document, it must eliminate 10 existing rules or guidance documents. This effort builds on the successful deregulatory initiative introduced in President Trump’s first term, which required the repeal of at least two existing regulations for each new rule, and in practice eliminated 5.5 rules for each new significant rule.
    • To date, President Trump has issued over 20 significant deregulatory presidential actions (i.e., executive orders, presidential memoranda, and presidential proclamations).

    Section 1.  Purpose.  America’s truck drivers are essential to the strength of our economy, the security of our Nation, and the livelihoods of the American people.  Every day, truckers perform the demanding and dangerous work of transporting the Nation’s goods to businesses, customers, and communities safely, reliably, and efficiently.

    Proficiency in English, which I designated as our official national language in Executive Order 14224 of March 1, 2025 (Designating English as the Official Language of the United States), should be a non-negotiable safety requirement for professional drivers.  They should be able to read and understand traffic signs, communicate with traffic safety, border patrol, agricultural checkpoints, and cargo weight-limit station officers.  Drivers need to provide feedback to their employers and customers and receive related directions in English.  This is common sense.

    That is why Federal law requires that, to operate a commercial vehicle, a driver must “read and speak the English language sufficiently to converse with the general public, to understand highway traffic signs and signals in the English language, to respond to official inquiries, and to make entries on reports and records.”  Yet this requirement has not been enforced in years, and America’s roadways have become less safe.

    My Administration will enforce the law to protect the safety of American truckers, drivers, passengers, and others, including by upholding the safety enforcement regulations that ensure that anyone behind the wheel of a commercial vehicle is properly qualified and proficient in our national language, English.

    Sec. 2.  Policy.  It is the policy of my Administration to support America’s truckers and safeguard our roadways by enforcing the commonsense English-language requirement for commercial motor vehicle drivers and removing needless regulatory burdens that undermine the working conditions of America’s truck drivers.  This order will help ensure a safe, secure, and efficient motor carrier industry.

    Sec. 3.  Upholding English Proficiency Requirements for Commercial Motor Vehicle Operators.  (a)  The Secretary of Transportation, acting through the Administrator of the Federal Motor Carrier Safety Administration (FMCSA), shall, within 60 days of the date of this order, rescind the guidance document titled, “English Language Proficiency Testing and Enforcement Policy MC-ECE-2016-006,” issued on June 15, 2016, and issue new guidance to FMCSA and enforcement personnel outlining revised inspection procedures necessary to ensure compliance with the requirements of 49 C.F.R. 391.11(b)(2).

         (b)  In carrying out subsection (a) of this section, the Secretary of Transportation, through the Administrator of the FMCSA, shall take all necessary and appropriate actions, consistent with applicable law, to ensure that the out-of-service criteria are revised such that a violation of the English language proficiency requirement results in the driver being placed out-of-service, including by working with the relevant entities responsible for establishing the out-of-service criteria.

    Sec. 4.  Strengthening Commercial Driver’s License Security for Safer Commercial Motor Vehicle Operations.  The Secretary of Transportation, through the Administrator of the FMCSA, shall:

    (a)  review non-domiciled commercial driver’s licenses (CDLs) issued by relevant State agencies to identify any unusual patterns or numbers or other irregularities with respect to non-domiciled CDL issuance; and

    (b)  evaluate and take appropriate actions to improve the effectiveness of current protocols for verifying the authenticity and validity of both domestic and international commercial driving credentials.

    Sec. 5.  Supporting America’s Truck Drivers.  Within 60 days of the date of this order, the Secretary of Transportation shall identify and begin carrying out additional administrative, regulatory, or enforcement actions to improve the working conditions of America’s truck drivers.

    Sec. 6.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)   the authority granted by law to an executive department or agency, or the head thereof; or

    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.  

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    When local leaders demonize law enforcement and impose legal and political handcuffs that make aggressively enforcing the law impossible, crime thrives and innocent citizens and small business owners suffer.  My Administration will therefore:  establish best practices at the State and local level for cities to unleash high-impact local police forces; protect and defend law enforcement officers wrongly accused and abused by State or local officials; and surge resources to officers in need.  My Administration will work to ensure that law enforcement officers across America focus on ending crime, not pursuing harmful, illegal race- and sex-based “equity” policies. 
    The result will be a law-abiding society in which tenacious law enforcement officers protect the innocent, violations of law are not tolerated, and American communities are safely enjoyed by all their citizens again.

    Sec. 2.  Legal Defense of Law Enforcement Officers.  The Attorney General shall take all appropriate action to create a mechanism to provide legal resources and indemnification to law enforcement officers who unjustly incur expenses and liabilities for actions taken during the performance of their official duties to enforce the law.  This mechanism shall include the use of private-sector pro bono assistance for such law enforcement officers.

    Sec. 3.  Empowering State and Local Law Enforcement.  (a) The Attorney General and other appropriate heads of executive departments and agencies (agencies) shall take all appropriate action to maximize the use of Federal resources to:
    (i)    provide new best practices to State and local law enforcement to aggressively police communities against all crimes;
    (ii)   expand access and improve the quality of training available to State and local law enforcement;
    (iii)  increase pay and benefits for law enforcement officers;
    (iv)   strengthen and expand legal protections for law enforcement officers; 
    (v)    seek enhanced sentences for crimes against law enforcement officers;
    (vi)   promote investment in the security and capacity of prisons; and
    (vii)  increase the investment in and collection, distribution, and uniformity of crime data across jurisdictions.
    (b)  Within 60 days of the date of this order, the Attorney General shall review all ongoing Federal consent decrees, out-of-court agreements, and post-judgment orders to which a State or local law enforcement agency is a party and modify, rescind, or move to conclude such measures that unduly impede the performance of law enforcement functions.

    Sec. 4.  Using National Security Assets for Law and Order.  (a)  Within 90 days of the date of this order, the Attorney General and the Secretary of Defense, in consultation with the Secretary of Homeland Security and the heads of agencies as appropriate, shall increase the provision of excess military and national security assets in local jurisdictions to assist State and local law enforcement.
    (b)  Within 90 days of the date of this order, the Secretary of Defense, in coordination with the Attorney General, shall determine how military and national security assets, training, non-lethal capabilities, and personnel can most effectively be utilized to prevent crime.

    Sec. 5.  Holding State and Local Officials Accountable. The Attorney General shall pursue all necessary legal remedies and enforcement measures to enforce the rights of Americans impacted by crime and shall prioritize prosecution of any applicable violations of Federal criminal law with respect to State and local jurisdictions whose officials:
    (a)  willfully and unlawfully direct the obstruction of criminal law, including by directly and unlawfully prohibiting law enforcement officers from carrying out duties necessary for public safety and law enforcement; or    
    (b)  unlawfully engage in discrimination or civil-rights violations under the guise of “diversity, equity, and inclusion” initiatives that restrict law enforcement activity or endanger citizens.

    Sec. 6.  Use of Homeland Security Task Forces.  The Attorney General and the Secretary of Homeland Security shall utilize the Homeland Security Task Forces (HSTFs) formed in accordance with Executive Order 14159 of January 20, 2025 (Protecting the American People Against Invasion) to coordinate and advance the objectives of this order.

    Sec. 7.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    CRACKING DOWN ON SANCTUARY CITIES: Today, President Donald J. Trump signed an Executive Order to enforce federal law with respect to sanctuary jurisdictions to protect their citizens from dangerous illegal aliens.

    • The Order directs the Attorney General and Secretary of Homeland Security to publish a list of States and local jurisdictions obstructing federal immigration law enforcement and notify each sanctuary jurisdiction of its non-compliance, providing an opportunity to correct it.
    • Sanctuary jurisdictions that do not comply with federal law may lose federal funding.
    • The Order directs the Attorney General and Secretary of Homeland Security to pursue all necessary legal remedies and enforcement measures to bring non-compliant jurisdictions into compliance.

    ENFORCING FEDERAL LAW: President Trump believes it is imperative that the federal government restore the enforcement of United States immigration law to protect national sovereignty and security.

    Section 1. Purpose and Policy. Federal supremacy with respect to immigration, national security, and foreign policy is axiomatic. The Constitution provides the Federal Government with plenary authority regarding immigration to protect the sovereignty of our Nation and to conduct relations with other nations, who must be able to deal with one national Government on such matters. This power is sometimes contained in specific constitutional provisions: Article II of the Constitution vests the power to protect national security and conduct foreign policy in the President of the United States, and Article IV, Section 4, requires the Federal Government to “protect each of [the States] against Invasion.” This Federal power over immigration is also an inherent element of national sovereignty.

    The prior administration allowed unchecked millions of aliens to illegally enter the United States. The resulting public safety and national security risks are exacerbated by the presence of, and control of territory by, international cartels and other transnational criminal organizations along the southern border, as well as terrorists and other malign actors who intend to harm the United States and the American people. This invasion at the southern border requires the Federal Government to take measures to fulfill its obligation to the States.

    Yet some State and local officials nevertheless continue to use their authority to violate, obstruct, and defy the enforcement of Federal immigration laws. This is a lawless insurrection against the supremacy of Federal law and the Federal Government’s obligation to defend the territorial sovereignty of the United States. Beyond the intolerable national security risks, such nullification efforts often violate Federal criminal laws, including those prohibiting obstruction of justice (18 U.S.C. 1501 et seq.), unlawfully harboring or hiring illegal aliens (8 U.S.C. 1324), conspiracy against the United States (18 U.S.C. 371), and conspiracy to impede Federal law enforcement (18 U.S.C. 372). Assisting aliens in violating Federal immigration law could also violate the Racketeer Influenced and Corrupt Organizations Act (18 U.S.C. 1961 et seq.). Some measures to assist illegal aliens also necessarily violate Federal laws prohibiting discrimination against Americans in favor of illegal aliens and protecting Americans’ civil rights.

    It is imperative that the Federal Government restore the enforcement of United States law.

    Sec. 2. Designation of “Sanctuary” Jurisdictions. (a) Within 30 days of the date of this order, the Attorney General, in coordination with the Secretary of Homeland Security, shall publish a list of States and local jurisdictions that obstruct the enforcement of Federal immigration laws (sanctuary jurisdictions). After this initial publication, the Attorney General and the Secretary of Homeland Security shall update this list as necessary.

    (b) Immediately following each publication under subsection (a) of this section, the Attorney General and the Secretary of Homeland Security shall notify each sanctuary jurisdiction regarding its defiance of Federal immigration law enforcement and any potential violations of Federal criminal law.

    Sec. 3. Consequences for Sanctuary Jurisdiction Status. (a) With respect to sanctuary jurisdictions that are designated under section 2(a) of this order, the head of each executive department or agency (agency), in coordination with the Director of the Office of Management and Budget and as permitted by law, shall identify appropriate Federal funds to sanctuary jurisdictions, including grants and contracts, for suspension or termination, as appropriate.

    (b) With respect to jurisdictions that remain sanctuary jurisdictions after State or local officials are provided notice of such status under section 2(b) of this order and yet remain in defiance of Federal law, the Attorney General and the Secretary of Homeland Security shall pursue all necessary legal remedies and enforcement measures to end these violations and bring such jurisdictions into compliance with the laws of the United States.

    Sec. 4. Preventing Federal Benefits for Aliens in Sanctuary Jurisdictions. The Secretary of Homeland Security, in coordination with the Attorney General, shall develop guidance, rules, or other appropriate mechanisms to ensure appropriate eligibility verification is conducted for individuals receiving Federal public benefits within the meaning of 8 U.S.C. 1611(c) from private entities in a sanctuary jurisdiction, whether such verification is conducted by the private entity or by a governmental entity on its behalf.

    Sec. 5. Equal Treatment of Americans. The Attorney General, in consultation with the Secretary of Homeland Security and appropriate agency heads, shall identify and take appropriate action to stop the enforcement of State and local laws, regulations, policies, and practices favoring aliens over any groups of American citizens that are unlawful, preempted by Federal law, or otherwise unenforceable, including State laws that provide in-State higher education tuition to aliens but not to out-of-State American citizens that may violate 8 U.S.C. 1623 or that favor aliens in criminal charges or sentencing.

    Sec. 6. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

    (i) the authority granted by law to an executive department or agency, or the head thereof; or

    Arbor Day is set aside to plant, nurture, and celebrate trees.  It was first observed in Nebraska on April 10, 1872, as a way to populate the barren plains and provide shelter and shade for the pioneers.  Today, Arbor Day reflects our commitment to preserving the beauty of God’s creation while ensuring our forests, parks, and public lands remain accessible and well-managed.  From towering redwoods and awe-inspiring sequoias to ornamental dogwoods, stately oaks, cedars, and pines, America’s trees enhance every community, improving air quality, offering recreational spaces, and supporting industries vital to our economy.
     
    True stewardship of our natural resources requires responsible forest management in our natural resources.  In recent years, irresponsible policies have left our forests overgrown and vulnerable to devastating wildfires—like those seen in California—that have destroyed millions of acres, displaced families, and taken countless lives.  That is why I took action to promote active forest management, clearing hazardous fuels, thinning dense forests, and ensuring well-maintained landscapes.
     
    My Administration is also cutting red tape and elevating forestry projects so we use America’s abundant timber resources instead of relying on costly imports.  Timber production supports 750,000 jobs and provides essential materials for construction, energy, and manufacturing. 
     
    By freeing our forests and investing in responsible land management, we are protecting lives, strengthening our economy, and ensuring that our forests remain healthy and productive for future generations to come.

    Since its launch in 1990, Hubble has opened up the heavens—uncovering the mysteries of our universe, shattering the boundaries of scientific knowledge and advancement, and expanding humanity’s understanding of the unknown in ways once believed to be impossible.  From its discovery of supermassive black holes to helping pinpoint the age of the universe, the Hubble Telescope has exceeded more than 1.5 million observations—cementing its role not merely as a telescope but also as a symbol of America’s unmatched exploratory might.

  • MIL-OSI USA News: Unleashing America’s Offshore Critical Minerals and Resources

    class=”has-text-align-left”>By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

    Section 1.  Background.  The United States has a core national security and economic interest in maintaining leadership in deep sea science and technology and seabed mineral resources.  The United States faces unprecedented economic and national security challenges in securing reliable supplies of critical minerals independent of foreign adversary control.  Vast offshore seabed areas hold critical minerals and energy resources.  These resources are key to strengthening our economy, securing our energy future, and reducing dependence on foreign suppliers for critical minerals.  The United States also controls seabed mineral resources in one of the largest ocean areas of the world.  Our Nation can, through the exercise of existing authorities and by establishing international partnerships, access potentially vast resources in seabed polymetallic nodules; other subsea geologic structures; and coastal deposits containing strategic minerals such as nickel, cobalt, copper, manganese, titanium, and rare earth elements, which are vital to our national security and economic prosperity.
    Our Nation must take immediate action to accelerate the responsible development of seabed mineral resources, quantify the Nation’s endowment of seabed minerals, reinvigorate American leadership in associated extraction and processing technologies, and ensure secure supply chains for our defense, infrastructure, and energy sectors.

    Sec. 2.  Policy.  It is the policy of the United States to advance United States leadership in seabed mineral development by:
    (a)  rapidly developing domestic capabilities for the exploration, characterization, collection, and processing of seabed mineral resources through streamlined permitting without compromising environmental and transparency standards;
    (b)  supporting investment in deep sea science, mapping, and technology;
    (c)  enhancing coordination among executive departments and agencies (agencies) with respect to seabed mineral development activities described in this order;
    (d)  establishing the United States as a global leader in responsible seabed mineral exploration, development technologies, and practices, and as a partner for countries developing seabed mineral resources in areas within their national jurisdictions, including their Exclusive Economic Zones (EEZ);
    (e)  creating a robust domestic supply chain for critical minerals derived from seabed resources to support economic growth, reindustrialization, and military preparedness, including through new processing capabilities; and
    (f)  strengthening partnerships with allies and industry to counter China’s growing influence over seabed mineral resources and to ensure United States companies are well-positioned to support allies and partners interested in developing seabed minerals responsibly in areas within their national jurisdictions, including their EEZs.

    Sec. 3.  Strategic Seabed Critical Mineral Access.  Within 60 days of the date of this order:
    (a)  The Secretary of Commerce shall:
    (i)    acting through the Administrator of the National Oceanic and Atmospheric Administration, and in consultation with the Secretary of State and the Secretary of the Interior, acting through the Director of the Bureau of Ocean Energy Management, expedite the process for reviewing and issuing seabed mineral exploration licenses and commercial recovery permits in areas beyond national jurisdiction under the Deep Seabed Hard Mineral Resources Act (30 U.S.C. 1401 et seq.), consistent with applicable law.  The expedited process, consistent with applicable law, should ensure efficiency, predictability, and competitiveness for American companies;
    (ii)   in coordination with the Secretary of the Interior and the Secretary of Energy, and in consultation with the heads of other relevant agencies, provide a report to the Assistant to the President for Economic Policy, the Chair of the National Energy Dominance Council, and the Vice Chair of the National Energy Dominance Council that identifies:
    (A)  private sector interest and opportunities for seabed mineral resource exploration, mining, and environmental monitoring in the United States Outer Continental Shelf; in areas beyond national jurisdiction; and in areas within the national jurisdictions of certain other nations that express interest in partnering with United States companies on seabed mineral development; and
    (B)  private sector interest and opportunities for polymetallic nodule and other seabed mineral resource processing capacity in the United States or on United States-flagged vessels; and
    (iii)  in consultation with the Secretary of State, the Secretary of the Interior, and the heads of other relevant agencies, and in cooperation with commercial and other non-governmental organizations, develop a plan to map priority areas of the seabed, such as those with abundant or accessible undersea resources, in order to accelerate data collection and characterization, prioritizing areas within the United States Outer Continental Shelf.
    (b)  The Secretary of the Interior shall:
    (i)   establish an expedited process for reviewing and approving permits for prospecting and granting leases for exploration, development, and production of seabed mineral resources within the United States Outer Continental Shelf under the Outer Continental Shelf Lands Act (43 U.S.C. 1331 et seq.), consistent with applicable law.  The expedited process, consistent with applicable law, should ensure efficiency, predictability, and competitiveness for American companies; and
    (ii)  identify which critical minerals may be derived from seabed resources and coordinate with the Secretary of Defense and the Secretary of Energy to indicate which critical minerals are essential for applications such as defense infrastructure, manufacturing, and energy.
    (c)  The Secretary of Commerce, in coordination with the Secretary of State, the Secretary of the Interior, and the Secretary of Energy, shall:
    (i)   engage with key partners and allies to offer support for seabed mineral resource exploration, extraction, processing, and environmental monitoring in areas within the national jurisdictions of those partners and allies, including by seeking scientific collaboration and commercial development opportunities for United States companies, and by developing a prioritized list of countries for engagement; and
    (ii)  provide a joint report to the Assistant to the President for Economic Policy, the Chair of the National Energy Dominance Council, and the Vice Chair of the National Energy Dominance Council on the feasibility of an international benefit-sharing mechanism for seabed mineral resource extraction and development that occurs in areas beyond the national jurisdiction of any country.
    (d)  The Secretary of Defense and the Secretary of Energy shall:
    (i)    provide a report to the Assistant to the President for Economic Policy, the Chair of the National Energy Dominance Council, and the Vice Chair of the National Energy Dominance Council that addresses the feasibility and any potential benefits or drawbacks of using the National Defense Stockpile for physical or virtual storage of materials derived from seabed polymetallic nodules and of entering offtake agreements for these materials;
    (ii)   in consultation with the Secretary of Commerce, review and revise existing regulations, consistent with applicable law, to support domestic processing capabilities for seabed mineral resources, and explore the use of grant and loan authorities, the Defense Production Act (50 U.S.C. 4501 et seq.), and other procurement and financing authorities for this purpose; and
    (iii)  ensure the Strategic and Critical Materials Board of Directors considers seabed mineral resource developments when recommending a strategy for ensuring a secure supply of materials designated as critical to national security to the Secretary of Defense under the Strategic and Critical Materials Stock Piling Act (50 U.S.C. 98 et seq.).
    (e)  The Chief Executive Officer of the United States International Development Finance Corporation, the President of the Export-Import Bank of the United States, the Director of the Trade and Development Agency, and the heads of other relevant agencies shall provide a joint report to the Assistant to the President for Economic Policy, the Chair of the National Energy Dominance Council, and the Vice Chair of the National Energy Dominance Council that identifies tools to support domestic and international seabed mineral resource exploration, extraction, processing, and environmental monitoring.

    Sec. 4.  Definitions.  As used in this order:
    (a)  The term “mineral” means a critical mineral as designated pursuant to 30 U.S.C. 1606(a)(3), as well as uranium, copper, potash, gold, and any other element or compound as determined by the Chair of the National Energy Dominance Council.
    (b)  The term “seabed mineral resources” means polymetallic nodules, cobalt-rich ferromanganese crusts, polymetallic sulfides, heavy mineral sands, phosphorites, and other mineral-bearing materials.
    (c)  The term “processing” includes the concentration, separation, refinement, alloying, and conversion of minerals into usable forms.

    Sec. 5.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:
    (i)   the authority granted by law to an executive department or agency, or the head thereof; or
    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    SUBJECT:       Investigation into Unlawful “Straw Donor” and Foreign Contributions in American Elections

     
    Federal law (52 U.S.C. 30121 and 30122) strictly prohibits making political contributions in the name of another person, as well as contributions by foreign nationals.
     
    Notwithstanding these laws designed to protect American democracy, press reports and investigations by congressional committees have generated extremely troubling evidence that online fundraising platforms have been willing participants in schemes to launder excessive and prohibited contributions to political candidates and committees. 
     
    Specifically, these reports raise concerns that malign actors are seeking to evade Federal source and amount limitations on political contributions by breaking down large contributions from one source into many smaller contributions, nominally attributed to numerous other individuals, potentially without the consent or even knowledge of the putative contributors.  The reports also raise concerns that such “straw donations” are being made through “dummy” accounts, potentially using gift cards or prepaid credit cards to evade detection.
     
    Further, there is evidence to suggest that foreign nationals are seeking to misuse online fundraising platforms to improperly influence American elections.  A recent House of Representatives investigation revealed that a platform named ActBlue had in recent years detected at least 22 “significant fraud campaigns”, nearly half of which had a foreign nexus.  During a 30-day window during the 2024 campaign, the platform detected 237 donations from foreign IP addresses using prepaid cards, indicating that this activity remains a pressing concern. 
    These activities undermine the integrity of our electoral process.  Therefore, I direct the Attorney General, in consultation with the Secretary of the Treasury, to use all lawful authority, as necessary, to investigate allegations regarding the unlawful use of online fundraising platforms to make “straw” or “dummy” contributions or foreign contributions to political candidates and committees, and to take all appropriate actions to enforce the law.
     
    I further direct the Attorney General to report back to me through the Counsel to the President within 180 days of the date of this memorandum on the results of the investigation.
     
    This memorandum is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    REVITALIZING AMERICAN DOMINANCE IN DEEP SEABED MINERALS: Today, President Donald J. Trump signed a historic Executive Order to restore American dominance in offshore critical minerals and resources.

    • The Order rapidly develops domestic capabilities for exploration, characterization, collection, and processing of critical deep seabed minerals.
      • It establishes the U.S. as a global leader in seabed mineral exploration and development both within and beyond national jurisdiction.
      • It creates a robust domestic supply for critical minerals derived from seabed resources.
      • It strengthens partnerships with allies and industry to counter China’s influence in the seabed mineral resource space.
    • The Order instructs the Secretary of Commerce to expedite the process for reviewing and issuing exploration and commercial recovery permits under the Deep Seabed Hard Mineral Resources Act.
    • The Order directs the Secretary of Commerce, along with the Secretary of Interior and Secretary of Energy, to provide a report identifying:
      • Private sector interest and opportunities for seabed mineral exploration, mining, and monitoring in the U.S. Outer Continental Shelf.
      • Private sector interest and opportunities for nodule and other seabed mineral resource processing capacity in the U.S. or on U.S. flagged vessels.
    • The Order directs the Secretaries of Commerce, State, and Interior to develop a plan to map priority areas of the seabed to accelerate data collection.
    • The Order directs the Secretary of Interior to establish a process for reviewing and approving permits and granting licenses within the U.S. Outer Continental Shelf under the Outer Continental Shelf Lands Act and identify which critical minerals may be derived from seabed resources for defense, infrastructure, and energy purposes in coordination with the Secretaries of Energy and Defense.
    •  The Order directs the Secretaries of Commerce, State, Interior, and Energy to engage with partners and allies for seabed mineral exploration and provide a joint report for the feasibility of an international seabed benefit-sharing mechanism.
    • The Order directs the Secretaries of Defense and Energy to provide a report addressing feasibility of using National Defense Stockpile for nodule-derived minerals; review and revise domestic processing capability for seabed mineral resources and DPA authorities; and have the Strategic and Critical Minerals Board develop a strategy.
    • The Order directs the CEO of U.S. International Development Finance Corporation, President of Export-Import Bank of the U.S., and Director of U.S. Trade and Development Agency to provide a report identifying tools to support domestic and international seabed mineral resource exploration, extraction, processing, and environmental monitoring.

    POSITIONING AMERICA AS A GLOBAL LEADER IN CRITICAL MINERALS: President Trump’s visionary leadership is positioning the United States at the forefront of critical mineral production and innovation.  

    • President Trump recently signed an Executive Order to increase American critical mineral production.
    • President Trump also signed an Executive Order to open a Section 232 investigation to evaluate the impact of imports of these materials on America’s security and resilience.
    • President Trump advanced the Ambler Access Project, a 211-mile industrial road through the Brooks Range foothills that enables commercial mining for copper, zinc and other materials in a remote Arctic area in Northwest Alaska.
    • With this Executive Order, President Trump is accelerating seabed mineral exploration and development to unlock vast offshore resources for America’s economic and strategic advantage.

    ENHANCING FEDERAL WORKFORCE ACCOUNTABILITY: Today, President Donald J. Trump signed an Executive Order strengthening probationary periods in the federal service.

    • The Order establishes a new Civil Service Rule XI to govern probationary and trial periods for federal employees, superseding existing civil service regulations that limited agency discretion in evaluating such employees.
    • Instead of these employees becoming tenured civil servants by default, Rule XI requires agencies to affirmatively certify that finalizing their appointment after their probationary or trial period concludes advances the public interest.
      • This fulfills a longstanding Merit Systems Protection Board recommendation.
    • The Order mandates that agencies utilize probationary and trial periods (typically one year) to assess employees’ fitness and alignment with agency needs and the public interest.
    • It creates an individualized review process, requiring a designee of agency leadership to meet with probationary employees at least 60 days before their probationary period ends to discuss their performance and continued employment.
    • The Order allows the Office of Personnel Management (OPM) Director to establish an appeals process for probationary terminations in some circumstances.
    • The Order requires agencies to identify current probationary employees and designate evaluators within 15 days, ensuring accountability from the outset.

    ENSURING A HIGH-QUALITY FEDERAL WORKFORCE: President Trump believes a meaningful probationary process is essential to maintaining a merit-based federal workforce that serves the American people.

    • Probationary periods are a critical part of the hiring process to confirm an employee’s ability to perform their duties, yet agencies have underutilized this tool, resulting in the indefinite retention of underperforming staff.
    • The Government Accountability Office has documented that agencies often fail to screen out unsuitable employees during their probationary period, contrary to congressional intent in the Civil Service Reform Act of 1978.
    • Existing OPM regulations have hindered agencies by imposing unnecessary obstacles to terminating probationary employees and failing to require certification that continued employment benefits the public interest.
    • A high-quality, efficient federal workforce, dedicated to the public interest and no larger than necessary, is vital to serving taxpayers.
    • Strengthening probationary periods ensures federal employees are held to high standards.

    DRAINING THE SWAMP: The federal workforce must work for the American people, and thanks to President Trump, the federal bureaucracy is being held accountable.

    • Taxpayers will no longer be burdened by an oversized, unaccountable federal bureaucracy that fails to prioritize the public interest.
    • Last month, President Trump signed a Presidential Memorandum clarifying federal authority to take “suitability” actions against federal employees, ensuring accountability for bad conduct and preventing security risks both before and after appointment to federal service.
    • President Trump also signed the DOGE Workforce Optimization Executive Order to make the federal workforce more efficient and effective, significantly reducing the size of government.
    • This Executive Order builds on the President’s longstanding power to create Civil Service Rules to govern probationary periods in the federal government.

    INVESTIGATING “STRAW” DONORS: Today, President Donald J. Trump signed a Presidential Memorandum to crack down on illegal “straw donor” and foreign contributions in American elections, following reports and congressional investigations regarding potentially unlawful activities through ActBlue and other online fundraising platforms.

    • The Memorandum directs the Attorney General to investigate and take appropriate action concerning allegations regarding the use of online fundraising platforms to make “straw” or “dummy” contributions and to make foreign contributions to U.S. political candidates and committees, all of which break the law.
    • Specifically, the Memorandum notes that a congressional investigation revealed significant fraud schemes using ActBlue and, over a 30-day period during the 2024 election cycle, hundreds of ActBlue donations from foreign IP addresses using prepaid cards, despite it being illegal for foreign nationals to contribute to U.S. elections.
    • It instructs the Attorney General to report the results of the investigation to the President, through the Counsel to the President. 

    PROTECTING AMERICAN DEMOCRACY: President Trump is taking action to address malign actors and foreign nationals who seek to illegally influence American elections, undermining the integrity of our electoral process.

      • Over a 30-day window during the 2024 election cycle, ActBlue detected 237 donations from foreign IP addresses using prepaid cards.
      • The investigation revealed that ActBlue trained employees to “look for reasons to accept contributions,” even in the face of suspicious activity.
    • Until recently, ActBlue accepted political contributions without requiring a card verification value (CVV), making it easy to contribute without identity verification.
      • Before addressing this issue in response to a congressional investigation, ActBlue tested whether this would hurt its fundraising.
    • Numerous state attorneys general have opened investigations into ActBlue over suspicious donations made through obscured identities and untraceable means.

    MAKING ELECTIONS SECURE AGAIN:  Voters deserve elections they can trust, and that confidence is being restored thanks to President Trump. 

    • President Trump is following through on his promise to secure our elections.
      • President Trump: “We’re going to fix our elections so that our elections are going to be honorable and honest.”
      • President Trump: “We will secure our elections, and they will be secure once and for all.”
    • President Trump recently signed an Executive Order to protect the integrity of American elections.
    • Unlike the Biden Administration, which prioritized political agendas over fair elections, President Trump is putting the American people back in charge.

  • MIL-OSI USA News: Strengthening Probationary Periods in the Federal Service

    class=”has-text-align-left”>By the authority vested in me as President by the Constitution and the laws of the United States of America, including sections 3301 and 3302 of title 5, United States Code, it is hereby ordered:

    Section 1.  Purpose.  The American people deserve a Federal workforce that is high-quality, efficient, dedicated to the public interest, and no larger than necessary.  Probationary periods (for employees in the competitive service) and trial periods (for employees in the excepted service) have provided a longstanding critical tool to assess the fitness of newly hired Federal employees before finalizing their appointments to Federal service.

    The Government Accountability Office has documented, however, that agencies have not been using probationary and trial periods as effectively as they could to remove appointees whose continued employment is not in the public interest.  As a result of this failure to remove poor performers, agencies have often retained and given tenure to underperforming employees who should have been screened out during their probationary period.

    Conditions of good administration require that agency approval should be required before probationary employees become tenured Federal employees.  As the Merit Systems Protection Board recommended in its 2005 report The Probationary Period:  A Critical Assessment Opportunity, there should be “procedures so that a probationer does not automatically become an employee in the absence of agency action.”  And in the absence of agency certification that the probationer will be an asset to the Government, “the probationer’s employment should automatically terminate upon the expiration of the probationary period.”  This order directs this commonsense change.

    Further, the regulations at subpart H of part 315 of title 5, Code of Federal Regulations, which purport to limit agency action with respect to employees serving a probationary period, are not statutorily required, place undue burdens on agencies in terminating probationary employees, and deter managers from undertaking that effort.

    To ensure that agencies make better use of probationary and trial periods, this order issues a new Civil Service Rule XI that will supersede subpart H.  Under Civil Service Rule XI, agencies will have to affirmatively determine that the continued employment of individuals serving probationary or trial periods would benefit the Federal service before such appointments are finalized.

    Sec. 2.  Repeal of Civil Service Rule 2.4.  Civil Service Rule II is amended by removing section 2.4 of part 2 of title 5, Code of Federal Regulations.

    Sec. 3.  Civil Service Rule XI.   A new Civil Service Rule XI is added following Civil Service Rule X, to read as follows:

    “PART 11—PROBATIONARY AND TRIAL PERIODS (RULE XI)

    Sec.

    11.1 Scope

    11.2 Probationary Period; When Required

    11.3 Trial Period; When Required

    11.4 Crediting Service

    11.5 Completion of Probationary or Trial Period

    11.6 Appeals

    § 11.1 Scope

    This rule applies to probationary periods in the competitive service and trial periods in the excepted service, except where provided otherwise by statute.  It has no application to probationary periods in the Senior Executive Service.

    § 11.2 Probationary Period; When Required

    (a)  The first year of service of an employee who is given a career or career-conditional appointment in the competitive service under the Civil Service Regulations is a probationary period when the employee:

    (1)  Was appointed from a competitive list of eligibles.

    (2)  Was reinstated (including reinstatement from a Reinstatement Priority List), unless during any period of service that affords a current basis for reinstatement the employee completed a probationary period of at least 1 year or served with competitive status under an appointment that did not require a probationary period; provided that the date of reinstatement begins a new 12-month probationary period if one is required under paragraph (a) of this section.

    (b)  A person who is required to go through a probationary period and then is transferred, promoted, demoted, or reassigned in accordance with the Civil Service Regulations before he or she completes such period is required to complete the remainder of the probationary period in the new position.

    (c)  Upon noncompetitive appointment to the competitive service under the Postal Reorganization Act (39 U.S.C. 101 et seq.), an employee of the Postal Career Service (including a substitute or part-time flexible employee) who has not completed 1 year of Postal service must serve the remainder of a 1-year probationary period in the new agency.

    (d)  A person who is appointed to the competitive service either by a special appointing authority or by conversion to a career or career-conditional appointment under the Civil Service Regulations must serve a 1-year probationary period unless specifically exempt from such period by the special appointing authority itself.

    (e)  Employees promoted, transferred, or otherwise assigned, for the first time, to supervisory or managerial positions shall be required to serve a probationary period under terms and conditions prescribed by the Office of Personnel Management (OPM).  If an employee is required to concurrently serve both a probationary period in a supervisory or managerial position under 5 C.F.R. part 315, subpart I, and a probationary or trial period following initial appointment or reinstatement under this Civil Service Rule, the latter takes precedence and fulfills the requirements of this paragraph.

    § 11.3 Trial Period; When Required

    (a)  The first year of continuous service in the same or similar position of a preference eligible in the excepted service, or the first 2 years of continuous service in the same or similar position of an individual in the excepted service (other than a preference eligible), is a trial period.

    (b)  A person who is required to go through a trial period and is transferred, promoted, demoted, or reassigned before he or she completes the trial period is required to complete the remainder of the trial period in the new position.

    (c)  An individual who separates from the Federal service for a period of more than 30 days after completing a trial period, and who subsequently is reappointed to an excepted service position, must complete a new trial period unless such individual is appointed to the same or a substantially similar position in the same agency as their most recently held position.

    § 11.4 Crediting Service

    (a)  Prior Federal civilian service (including nonappropriated fund service) counts toward completion of a probationary or trial period, as applicable, when the prior service:

    (1)  Is in the same agency, e.g., Department of the Army;

    (2)  Is in the same line of work, as determined by the employee’s actual duties and responsibilities; and

    (3)  Contains or is followed by no more than a single break in service that does not exceed 30 calendar days.

    (b)  Periods of absence while in a pay status count toward completion of a probationary or trial period.  Absence in nonpay status while on the rolls (other than for compensable injury or military duty) is creditable up to a total of 22 workdays.  Absence (whether on or off the rolls) due to compensable injury or military duty is creditable in full upon restoration to Federal service.  Nonpay time in excess of 22 workdays extends the probationary period or trial period by an equal amount.

    (c)  The probationary or trial period for part-time employees is computed on the basis of calendar time, in the same manner as for full-time employees.  For intermittent employees, i.e., those who do not have regularly scheduled tours of duty, each day or part of a day in pay status counts as one day of credit toward the 260 days or 520 days, as applicable, in a pay status required for completion of a probationary or trial period.  Under no circumstances shall the probationary or trial period be completed in less than 1 year of calendar time.

    § 11.5 Completion of Probationary or Trial Period

    (a)  Agencies shall utilize probationary and trial periods required upon initial appointment or subsequent reinstatement to evaluate employees’ fitness and whether their continuation of employment advances the public interest.  If not terminated sooner, an employee’s service terminates before the end of the tour of duty on the last day of their probationary or trial period unless their agency certifies within the 30 days prior to that date that finalizing their appointment advances the public interest.

    (b)  A probationary or trial period ends when the employee completes his or her scheduled tour of duty on the day before the anniversary date (or, as applicable, 2-year anniversary date) of the employee’s appointment.  For example, when the last workday is a Friday and the anniversary date is the following Monday, a probationer will be separated before the end of the tour of duty on Friday if their agency does not make the requisite certification that their continued appointment advances the public interest.

    (c)  An employee on a probationary or trial period bears the burden of demonstrating why their continuation in employment through the finalization of their appointment to the Federal service is in the public interest.

    (d)  In determining whether it is in the public interest to finalize the appointment to the Federal service of an employee in a probationary or trial period, the agency head, or his or her designee, may consider, in his or her sole and exclusive discretion:

    (1)  the employee’s performance and conduct;

    (2)  the needs and interests of the agency;

    (3)  whether the employee’s continued employment would advance organizational goals of the agency or the Government; and

    (4)  whether the employee’s continued employment would advance the efficiency of the service.

    (e)  Before an agency terminates the service of an employee serving a probationary or trial period, it shall notify such employee in writing as to the effective date of the action.

    (f)  If an agency fails to make a certification under Civil Service Rule 11.5 due to an administrative error, the agency head may petition the Director of OPM within 30 days from the date of termination to reinstate the employee.

    (g)  This section shall not apply to an employee serving a probationary period due to being promoted, transferred, or otherwise assigned, for the first time, to a supervisory or managerial position, unless such employee is required to concurrently serve both a probationary period in a supervisory or managerial position and a probationary or trial period following initial appointment or reinstatement under this Civil Service Rule.

    § 11.6 Appeals

    (a)  The Director of OPM may by regulation prescribe circumstances under and procedures by which employees terminated from a probationary or trial period may appeal such termination.

    (b)  Except as otherwise required by law, such appeals shall be the sole and exclusive means of appealing terminations during probationary or trial periods.”

    Sec. 4.  Modifications to the Civil Service Regulations.  (a)  This order supersedes subpart H of part 315 of title 5, Code of Federal Regulations (Probation on Initial Appointment to a Competitive Position), which is hereby rendered inoperative and without effect.  No agency shall give force or effect to its provisions.

    (b)  The Director of OPM shall within 30 days of the date of this order prepare and publish a rule rescinding subpart H and making conforming amendments.

    Sec. 5.  Review During Probationary and Trial Periods.  (a)  Within 15 days of the date of this order:

    (i)   The head of each executive department and agency (agency) shall identify each employee at their agency serving an initial probationary or trial period in the Federal service that ends 90 days or more from the date of this order. 

    (ii)  Each agency head shall designate in writing individuals at their agency who shall be responsible for evaluating the continued employment of employees serving an initial probationary or trial period in the Federal service.  Agency heads should limit such designations to those individuals who can properly assess the needs and interests of the organization and alignment with the organizational goals of the agency or the Federal Government.

    (b)  At least 60 days prior to the end of each employee’s initial probationary or trial period, individuals designated pursuant to subsection (a) of this section shall, to the extent practicable, meet with each employee serving an initial probationary or trial period to discuss the employee’s performance and conduct (based in part on input from the employee’s supervisor), the needs of the agency, and whether the employee’s continued employment would advance the public interest, the organizational goals of the agency, and the efficiency of the service.

    (c)  Within 30 days of the end of each employee’s probationary or trial period, the agency head or an individual designated by the agency head pursuant to subsection (a) of this section, consistent with Civil Service Rule XI and other applicable law, shall determine whether to finalize the employee’s appointment to the Federal service, or whether to terminate their service.  

    (d)  Before finalizing an employee’s appointment to the Federal service at the conclusion of the probationary or trial period, the agency head or an individual designated by the agency head pursuant to subsection (a) of this section must certify in writing that such individual’s continued employment will advance the public interest.

    Sec. 6.  Effective Date.  This order is effective immediately, except that the requirements of sections 5(b) through 5(d) of this order and of Civil Service Rule 11.5 shall become effective 90 days from the date of this order.

    Sec. 7.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)   the authority granted by law to an executive department or agency, or the head thereof; or

    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    (d)  If any provision of this order, including any of its applications, is held to be invalid, the remainder of this order and all of its other applications shall not be affected thereby.

  • MIL-OSI USA News: Preparing Americans for High-Paying Skilled Trade Jobs of the Future

    By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

    Section 1.  Purpose.  To maximize my Administration’s historic investments in America’s reindustrialization and economic growth, my Administration will fully equip the American worker to produce world-class products and implement world-leading technologies.  My Administration will also consolidate and streamline fragmented Federal workforce development programs that are too disconnected from propelling workers into secure, well-paying, and high-need American jobs.

    Sec. 2.  Policy.  It is the policy of the United States to optimize and target Federal investments in workforce development to align with our country’s reindustrialization needs and equip American workers to fill the growing demand for skilled trades and other occupations.  My Administration will further protect and strengthen Registered Apprenticeships and build on their successes to seize new opportunities and unlock the limitless potential of the American worker.

    Sec. 3.  Comprehensive Worker Investment and Development Strategy.  Within 90 days of the date of this order, the Secretary of Labor, the Secretary of Commerce, and the Secretary of Education shall review all Federal workforce development programs and submit to the Assistant to the President for Domestic Policy and the Director of the Office of Management and Budget a report setting forth strategies to help the American worker.  That report shall identify the following:

    (a)  Opportunities to integrate systems and realign resources to address critical workforce needs and in-demand skills of emerging industries and companies investing in the United States as determined, to the extent permissible by law, by prospective employers.  The report shall include:

    (i)    administrative reforms to agency policies and programmatic requirements;

    (ii)   process improvements to better the experience for program participants; and

    (iii)  recommendations to further restructure and consolidate programs.

    (b)  Federal workforce development and education programs, or related spending within these programs, that are ineffective or otherwise fail to achieve their desired outcomes.  Each identified program should be accompanied by a proposal to reform the program, redirect its funding, or eliminate it.

    (c)  Available statutory authorities to promote innovation and system integration in pursuit of better employment and earnings outcomes for program participants.

    (d)  Opportunities to invest in the upskilling of incumbent workers to meet rapidly evolving skill demands of their industries, including the use of Artificial Intelligence in the workplace.

    (e)  Strategies to identify alternative credentials and assessments to the 4-year college degree that can be mapped to the specific skill needs of prospective employers.

    (f)  Efficiencies to streamline information collection, including through:

    (i)    harmonizing performance measures;

    (ii)   reducing the burden on grantees; and

    (iii)  ensuring that performance outcomes are measured using the most reliable data sources.

    Sec. 4.  Expanding Registered Apprenticeships.  Within 120 days of the date of this order, the Secretary of Labor, the Secretary of Commerce, and the Secretary of Education shall submit to the Assistant to the President for Domestic Policy and the Director of the Office of Management and Budget a plan to reach and surpass 1 million new active apprentices.  That plan shall identify the following:

    (a)  Avenues to expand Registered Apprenticeships to new industries and occupations, including high-growth and emerging sectors.

    (b)  Measures to scale this proven model across the country, improve its efficiency, and provide consistent support to program participants.

    (c)  Opportunities, including through the Carl D. Perkins Career and Technical Education (Perkins V) Act and Federal student aid, to enhance connections between the education system and Registered Apprenticeships.

    Sec. 5.  Delivering Unprecedented Transparency and Accountability.  The Secretary of Labor, the Secretary of Commerce, and the Secretary of Education shall improve transparency on the performance outcomes of workforce development programs and credentials supported through Federal investments, including earnings and employment data, for all Federal workforce development programs.

    Sec. 6.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)   the authority granted by law to an executive department or agency, or the head thereof; or

    A Proclamation

    During National Park Week, we celebrate the majestic beauty and rich history preserved within our national parks.  The week’s events will begin with a commemoration of the 250th anniversary of the Battles of Lexington and Concord, the opening battles of the American Revolutionary War at Minute Man National Historical Park in Middlesex County, Massachusetts.  There, ceremonies and tactical demonstrations will recall the bravery of the patriots who stood their ground against tyranny and launched a movement that secured the blessing of freedom and forever changed the course of history.

    As President, I have taken action to restore names to our parks that honor American greatness — including returning Mount McKinley to its rightful name.  I was also proud to announce the creation of the National Garden of American Heroes — a new monument honoring 250 American patriots who embodied the virtues of courage, love of country, and devotion to our Nation’s highest ideals.  My Administration is promoting education that teaches our children to love our country and honor our history, including through the work of the White House Task Force on Celebrating America’s 250th Birthday.

    Our national parks are magnificent sources of inspiration, education, and recreation — representing our customs and culture.  In 1872, Yellowstone National Park was established as the world’s first-ever national park, commencing a proud American tradition that has led to the designation of more than 400 park sites of national significance.  From prehistoric dwellings and architectural masterpieces to historic battlefields where our forefathers fought for independence, our national parks draw hundreds of millions of visitors each year. 

    This National Park Week, we renew our pledge to cherish and protect our magnificent symbols of American greatness, and we vow to ensure that they remain breathtaking for our children and grandchildren.

    NOW, THEREFORE, I, DONALD J.     A Proclamation

    On Yom HaShoah, Holocaust Remembrance Day, and during this week of solemn remembrance, we honor the blessed memories of the six million Jewish men, women, and children who were viciously slaughtered by the genocidal Nazi regime and their collaborators — one of the bleakest hours in human history.  We also remember the Roma and Sinti, peoples of Slavic and Polish ancestry, persons with disabilities, Soviet prisoners of war, Jehovah’s Witnesses, persons targeted based on their sexual orientation, and countless other innocent victims of this tragedy.
    Earlier this year, our Nation solemnly commemorated the 80th anniversary of the liberation of Auschwitz, during which we memorialized the lives of the mothers, fathers, sisters, brothers, daughters, sons, grandmothers, and grandfathers whose futures were barbarically ripped away in Nazi-occupied Europe.  During these Days of Remembrance of Victims of the Holocaust, we once again honor every Holocaust survivor who has imparted their wisdom to younger generations.  Today and every day, we commit to preserving their stories.
    The price to humanity of the lives lost during the Shoah can never be fully grasped or understood.  Yet, even in the wake of the Holocaust, a self-determined Jewish homeland rose from the ashes as the modern State of Israel.
    Sadly, our Nation has borne witness to the worst outbreak of anti-Semitism on American soil in generations.  Nearly every day following the deadly October 7, 2023, attack on Israel, Jewish Americans were threatened on our streets and in our public square — a reminder that the poison of anti-Semitism tragically still exists.
    For that reason, my Administration is proudly upholding the basic truth that anti-Semitism has no place in a civilized society.  As President, I signed an Executive Order directing the Federal Government to use all available and appropriate legal tools to combat the explosion of anti-Semitic harassment in our schools and on college campuses — including through the removal of resident aliens who violate our laws.  We are also steadfastly committed to investigating and swiftly punishing all anti-Semitic discrimination in leftist, anti-American colleges and universities.
    During these Days of Remembrance of Victims of the Holocaust, we reflect upon the dark affront to human dignity posed by Nazis.  We cherish the eternal memories of all those whose lives were lost to the deadly scourge of anti-Semitism.  Above all, we vow to never forget the atrocities of the Holocaust.  We declare that never again means now.
    NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, do hereby ask the people of the United States to observe the Days of Remembrance of Victims of the Holocaust from April 20 through April 27, 2025, and the solemn anniversary of the liberation of Nazi death camps with appropriate study, prayers, and commemoration and to honor the memory of the victims of the Holocaust and Nazi persecution by remembering the lessons of this atrocity so that it is never repeated.

  • MIL-OSI USA News: Reinstating Common Sense School Discipline Policies

    Section 1.  Purpose and Policy.  The Federal Government will no longer tolerate known risks to children’s safety and well-being in the classroom that result from the application of school discipline based on discriminatory and unlawful “equity” ideology.

     In January 2014, the Department of Education and the Department of Justice jointly issued a “Dear Colleague” letter regarding school discipline.  In that letter, the Department of Education and the Department of Justice explained that schools could be found to violate Title VI of the Civil Rights Act of 1964 — and therefore could lose Federal funding — if their disciplinary decisions ran afoul of a newly imposed disparate-impact framework under which race-neutral disciplinary policies, applied in an even-handed manner, may be improper if members of any racial groups are suspended, expelled, or referred to law enforcement at higher rates than others.  The letter effectively required schools to discriminate on the basis of race by imposing discipline based on racial characteristics, rather than on objective behavior alone. 

    The consequences harmed students and schools.  A 2018 report from the Federal Commission on School Safety (Commission) noted evidence that, because of the 2014 letter, “schools ignored or covered up — rather than disciplined — student misconduct in order to avoid any purported racial disparity in discipline numbers that might catch the eye of the federal government.”  As a result, students who should have been suspended or expelled for dangerous behavior remained in the classroom, making all students less safe. 

    As the Commission found:  “When school leaders focus on aggregate school discipline numbers rather than the specific circumstances and conduct that underlie each matter, schools become less safe,” and “[r]esearch clearly indicates that the failure of schools to appropriately discipline disruptive students has consequences for overall student achievement.”  The Commission’s seemingly obvious conclusion was that “disciplinary decisions are best left in the hands of classroom teachers and administrators” and should be based on student behavior, rather than racial statistics.

    Following the Commission’s report on December 18, 2018, the 2014 Dear Colleague letter was rescinded.  In 2023, however, the previous administration’s Department of Education and Department of Justice issued new guidance noting that statistical racial disparities in student discipline may indicate violations of law, and encouraging schools to collect, analyze, and adjust their disciplinary policies in light of racial disciplinary data.  The 2023 guidance thus effectively reinstated the practice of weaponizing Title VI to promote an approach to school discipline based on discriminatory equity ideology.  As a consequence of these policies, teachers and students are suffering increased levels of classroom disorder and school violence.

    Sec. 2.  Definitions.  As used herein:
    (a)  The definitions in the Executive Order of January 29, 2025 (Ending Radical Indoctrination in K-12 Schooling), shall apply to this order.
    (b)  “Behavior Modification Techniques” means any school discipline policies or practices that incorporate or are based on discriminatory equity ideology.

    Sec. 3.  Ensuring Commonsense School Discipline Policies.      (a)  Within 30 days of the date of this order, the Secretary of Education, in consultation with the Attorney General, shall issue new guidance to local educational agencies (LEAs) and State educational agencies (SEAs) regarding school discipline and their obligations not to engage in racial discrimination under Title VI in all contexts, including school discipline.
    (b)  The Secretary of Education shall take appropriate action with respect to LEAs and SEAs that fail to comply with Title VI protections against racial discrimination in the application of school discipline.
    (c)  Within 60 days of the date of this order, the Secretary of Education and the Attorney General shall initiate coordination with Governors and State Attorneys General regarding the prevention of racial discrimination in the application of school discipline.
    (d)  Within 90 days of the date of this order, the Secretary of Defense shall issue a revised school discipline code that appropriately protects and enhances the education of the children of America’s military-service families.
    (e)  Within 120 days of the date of this order, the Secretary of Education shall, in coordination with the Attorney General, the Secretary of Health and Human Services, and the Secretary of Homeland Security, submit a report to the President, through the Assistant to the President for Domestic Policy, regarding the status of discriminatory-equity-ideology-based school discipline and behavior modification techniques in American public education .  The report shall include:
              (i)    an inventory and analysis of the nature and consequences of all Title VI discipline-related investigations since 2009;
              (ii)   an assessment of the role of non-profit organizations that are Federal grant recipients in promoting discriminatory-equity-ideology-based discipline and behavior modification techniques, and recommendations to ensure that Federal taxpayer funds do not flow to programs or activities, including those of non-profit organizations, that promote discriminatory-equity-ideology-based discipline and behavior modification techniques;
             (iii)  an assessment of discipline-related policies and curricular options that do not promote discriminatory equity ideology; and
              (iv)   model school discipline policies that promote common sense, protect the safety and educational environment of students, do not promote unlawful discrimination, and are rooted in American values and traditional virtues.

         Sec. 4.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:
              (i)   the authority granted by law to an executive department or agency, or the head thereof; or
              (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

  • MIL-OSI USA News: Restoring Equality of Opportunity and Meritocracy

    Section 1.  Purpose.  A bedrock principle of the United States is that all citizens are treated equally under the law.  This principle guarantees equality of opportunity, not equal outcomes.  It promises that people are treated as individuals, not components of a particular race or group.  It encourages meritocracy and a colorblind society, not race- or sex-based favoritism.  Adherence to this principle is essential to creating opportunity, encouraging achievement, and sustaining the American Dream.
    But a pernicious movement endangers this foundational principle, seeking to transform America’s promise of equal opportunity into a divisive pursuit of results preordained by irrelevant immutable characteristics, regardless of individual strengths, effort, or achievement.  A key tool of this movement is disparate-impact liability, which holds that a near insurmountable presumption of unlawful discrimination exists where there are any differences in outcomes in certain circumstances among different races, sexes, or similar groups, even if there is no facially discriminatory policy or practice or discriminatory intent involved, and even if everyone has an equal opportunity to succeed.  Disparate-impact liability all but requires individuals and businesses to consider race and engage in racial balancing to avoid potentially crippling legal liability.  It not only undermines our national values, but also runs contrary to equal protection under the law and, therefore, violates our Constitution.  
    On a practical level, disparate-impact liability has hindered businesses from making hiring and other employment decisions based on merit and skill, their needs, or the needs of their customers because of the specter that such a process might lead to disparate outcomes, and thus disparate-impact lawsuits.  This has made it difficult, and in some cases impossible, for employers to use bona fide job-oriented evaluations when recruiting, which prevents job seekers from being paired with jobs to which their skills are most suited — in other words, it deprives them of opportunities for success.  Because of disparate-impact liability, employers cannot act in the best interests of the job applicant, the employer, and the American public. 
    Disparate-impact liability imperils the effectiveness of civil rights laws by mandating, rather than proscribing, discrimination.  As the Supreme Court put it, “[t]he way to stop discrimination on the basis of race is to stop discriminating on the basis of race.”
    Disparate-impact liability is wholly inconsistent with the Constitution and threatens the commitment to merit and equality of opportunity that forms the foundation of the American Dream.  Under my Administration, citizens will be treated equally before the law and as individuals, not consigned to a certain fate based on their immutable characteristics.

    Sec. 2.  Policy.  It is the policy of the United States to eliminate the use of disparate-impact liability in all contexts to the maximum degree possible to avoid violating the Constitution, Federal civil rights laws, and basic American ideals.

    Sec 3.  Revoking Certain Presidential Actions.  The following Presidential approvals of the regulations promulgated under 42 U.S.C. 2000d-1 are hereby revoked:
    (a)  the Presidential approval of July 25, 1966, of the Department of Justice Title VI regulations (31 Fed. Reg. 10269), as applied to 28 C.F.R. 42.104(b)(2) in full; and
    (b)  the Presidential approval of July 5, 1973, of the Department of Justice Title VI regulations (38 Fed. Reg. 17955, FR Doc. 73-13407), as applied to the words “or effect” in both places they appear in 28 C.F.R. 42.104(b)(3), and as applied to 28 C.F.R. 42.104(b)(6)(ii) and 28 C.F.R. 42.104(c)(2) in full.

    Sec. 4.  Enforcement Discretion to Ensure Lawful Governance.  Given the limited enforcement resources of executive departments and agencies (agencies), the unlawfulness of disparate-impact liability, and the policy of this order, all agencies shall deprioritize enforcement of all statutes and regulations to the extent they include disparate-impact liability, including but not limited to 42 U.S.C. 2000e-2, 28 C.F.R. 42.104(b)(2)–(3), 28 C.F.R. 42.104(b)(6)(ii), and 28 C.F.R. 42.104(c)(2). 

    Sec. 5.  Existing Regulations.  (a)  As delegated by Executive Order 12250 of November 2, 1980 (Leadership and Coordination of Nondiscrimination Laws), the Attorney General shall initiate appropriate action to repeal or amend the implementing regulations for Title VI of the Civil Rights Act of 1964 for all agencies to the extent they contemplate disparate-impact liability.
    (b)  Within 30 days of the date of this order, the Attorney General, in coordination with the heads of all other agencies, shall report to the President, through the Assistant to the President for Domestic Policy:
    (i)   all existing regulations, guidance, rules, or orders that impose disparate-impact liability or similar requirements, and detail agency steps for their amendment or repeal, as appropriate under applicable law; and
    (ii)  other laws or decisions, including at the State level, that impose disparate-impact liability and any appropriate measures to address any constitutional or other legal infirmities.

    Sec. 6.  Review of Current Matters.  (a)  Within 45 days of the date of this order, the Attorney General and the Chair of the Equal Employment Opportunity Commission shall assess all pending investigations, civil suits, or positions taken in ongoing matters under every Federal civil rights law within their respective jurisdictions, including Title VII of the Civil Rights Act of 1964, that rely on a theory of disparate-impact liability, and shall take appropriate action with respect to such matters consistent with the policy of this order.  
    (b)  Within 45 days of the date of this order, the Attorney General, the Secretary of Housing and Urban Development, the Director of the Consumer Financial Protection Bureau, the Chair of the Federal Trade Commission, and the heads of other agencies responsible for enforcement of the Equal Credit Opportunity Act (Public Law 93-495), Title VIII of the Civil Rights Act of 1964 (the Fair Housing Act (Public Law 90-284, as amended)), or laws prohibiting unfair, deceptive, or abusive acts or practices shall evaluate all pending proceedings that rely on theories of disparate-impact liability and take appropriate action with respect to such matters consistent with the policy of this order.
    (c)  Within 90 days of the date of this order, all agencies shall evaluate existing consent judgments and permanent injunctions that rely on theories of disparate-impact liability and take appropriate action with respect to such matters consistent with the policy of this order.  

     Sec. 7.  Future Agency Action.  (a)  In coordination with other agencies, the Attorney General shall determine whether any Federal authorities preempt State laws, regulations, policies, or practices that impose disparate-impact liability based on a federally protected characteristic such as race, sex, or age, or whether such laws, regulations, policies, or practices have constitutional infirmities that warrant Federal action, and shall take appropriate measures consistent with the policy of this order.
    (b)  The Attorney General and the Chair of the Equal Employment Opportunity Commission shall jointly formulate and issue guidance or technical assistance to employers regarding appropriate methods to promote equal access to employment regardless of whether an applicant has a college education, where appropriate.

    Sec. 8.  Severability.  If any provision of this order, or the application of any provision to any individual or circumstance, is held to be invalid, the remainder of this order and the application of its other provisions to any other individuals or circumstances shall not be affected thereby.

    Sec. 9.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect: 
    (i)   the authority granted by law to an executive department, agency, or the head thereof; or 
    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals. 
    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations. 
    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
