    LINCOLN, NE – Today, Governor Jim Pillen announced his appointment of J. Michael Coffey to the Nebraska Liquor Control Commission, representing the 2nd Congressional District. His appointment, while immediate, is subject to confirmation next year by the Nebraska Legislature.  

    Coffey is a former district court judge in the 4th Judicial District, which consists of Omaha. He retired in June 2023 after nearly 25 years on the bench. Prior to his appointment to the court, Coffey was a practicing attorney in Omaha.  He earned his juris doctor from the Creighton University School of Law.

    Members of the Liquor Control Commission serve six-year terms. Each person represents a different congressional district in Nebraska.

  • MIL-OSI USA: Volcano Watch — School’s out for Summer: Introducing New Interns at HVO!

    As another school year ends, the USGS Hawaiian Volcano Observatory (HVO) welcomes two new summer interns: Kamalani Poepoe and Ruth Gale. With an ongoing eruption at the summit Kīlauea, now is the perfect time for these interns to contribute to ongoing work to better understand eruptions in Hawaii. 

    Volcano Watch is a weekly article and activity update written by U.S. Geological Survey Hawaiian Volcano Observatory scientists and affiliates.

    Kama is currently an undergraduate at the University of Hawaiʻi Hilo with a major in geology and minor in astronomy. She is participating in geoscience research at HVO through the Pacific Internship Programs for Exploring Sciences (PIPES). This is Kama’s second year as a PIPES intern at HVO and her knowledge in the world of geoscience continues to grow. 

    In her first summer with the observatory, Kama explored the field of petrology, analyzing lava samples erupted during the June 2023 eruption at Kīlauea volcano to gain a better understanding of how and why Kīlauea continues to erupt. This summer, Kama is using her petrology analysis techniques to study eruptions at Kīlauea’s summit between 2020 and 2023. 

    Kama continues to grow her geoscience toolbox, working with a seismologist at HVO to integrate earthquake data recorded during these eruptions to more uniquely constrain how and where magma was sourced during these events. Kama is being mentored by scientists Kendra Lynn (petrology) and Ninfa Bennington (seismology) at HVO, and Lis Gallant (physical volcanology) at the University of Hawaiʻi Hilo Geology Department. Her summer experience will include work in the geochemistry lab, learning basic computer programming skills, and aiding in eruption response at Kīlauea’s summit. 

    Ruth Gale recently completed her undergraduate degree at Pomona College, California, with majors in math and geology, and a minor in physics. This fall, Ruth will head to the Stanford University to work on a PhD that integrates the fields of fluid mechanics, petrology, and geodesy to understand the mechanisms that lead to lava fountaining at active volcanoes. 

    Geodesy uses surveying tools such as Global Positioning System and/or satellite radar to measure subtle changes in the shape of the Earth’s surface. These data are used to model underground Earth processes such as magma migration and storage. During her summer at HVO, Ruth will be expanding her skills in the field of geodesy by studying the ongoing and dramatic lava fountaining episodes at Kīlauea’s summit. 

    Specifically, Ruth will analyze Global Positioning System (GPS) data from HVO’s permanent stations at Kīlauea summit to look for subtle changes in deformation associated with lava fountaining. Ruth is interested in understanding what portions of the magma storage reservoir at Kīlauea are providing the material being erupted during these lava fountaining events. She aims to answer the question: what can we learn about the structure of magma storage at Kīlauea from these fountaining episodes? Her summer will include computer programming and analysis focused on this topic as well as assisting the deformation team with field activities such as maintaining HVO’s permanent GPS network. 

    HVO staff look forward to working with Kama (again!) and Ruth as they pursue their research questions. Between their research and the ongoing eruption in Halemaʻumaʻu at the summit of Kīlauea, these HVO interns will be busy.  We wish them an insightful summer of science as they enter this period learning and growth at HVO!

    Volcano Activity Updates

    Kīlauea has been erupting episodically within the summit caldera since December 23, 2024. Its USGS Volcano Alert level is WATCH.

    Episode 25 of the Kīlauea summit eruption in Halemaʻumaʻu crater occurred on June 11, with approximately 8 hours of fountaining from the north and south vents. Summit region inflation since the end of episode 25, along with persistent tremor, suggests that another episode is possible and could start between June 18-20. Sulfur dioxide emission rates are elevated in the summit region during active eruption episodes. No unusual activity has been noted along Kīlauea’s East Rift Zone or Southwest Rift Zone. 

    Mauna Loa is not erupting. Its USGS Volcano Alert Level is at NORMAL.

    Two earthquakes were reported felt in the Hawaiian Islands during the past week: a M2.9 earthquake 12 km (8 mi) SSE of Volcano at 7 km (4 mi) depth on June 13 at 2:56 p.m. HST and a M3.4 earthquake 11 km (7 mi) SSW of Volcano at 31 km (19 mi) depth on June 12 at 1:58 p.m. HST.

    HVO continues to closely monitor Kīlauea and Mauna Loa.

  • MIL-OSI Security: Eastside Rollin’ 20s Crips Members and Associates Indicted, Including Murder, Robbery, Fentanyl Distribution and Firearms Offenses

    A twelve-count indictment was unsealed today in the Eastern District of Virginia charging nine members of the Eastside Rollin’ 20s Crips (RTC) violent street gang with crimes including a drug conspiracy, murder in aid of racketeering, firearms offenses, and  a racketeering conspiracy involving murder, attempted murder, armed robbery, conspiring to distribute large quantities of pressed fentanyl pills, narcotics trafficking, identity fraud, and the illegal use and straw purchasing of firearms.

    According to the indictment, the RTC is a subunit or “set” of the Crips national street gang. The indictment alleges RTC members and associates committed numerous violent acts on behalf of the RTC, including a June 2022 murder in Alexandria, Virginia; a July 2021 attempted shooting of several individuals in the District of Columbia; an August 2021 armed robbery and pistol whipping of an individual in Hollywood, Florida; and a January 2021 attempted murder of two individuals in Winston-Salem, North Carolina. To finance and promote the RTC’s criminal activities, the indictment alleges that RTC members and associates obtained and distributed multi-kilogram quantities of pressed fentanyl pills. The indictment also alleges that, as part of the gang’s criminal activity, the RTC recruited children and encouraged them to commit crimes on behalf of the gang, including acts of violence and drug trafficking.

    “As alleged, RTC members unleashed a wave of violence across three states and the District of Columbia, extending down the East Coast to Florida,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “Their commission of brutal, indiscriminate acts over perceived slights on social media reflects a particularly dangerous form of gang activity. The Criminal Division remains firmly committed to prosecuting menacing gangs and ensuring the safety of our communities.”

    “The offenses alleged in this indictment represent the spectrum of danger presented by nationwide criminal enterprises,” said U.S. Attorney Erik S. Siebert for the Eastern District of Virginia. “Any of these elements alone – from violence to illegal drugs to identity theft – is enough to destroy communities and lives, and these organizations employ them without compunction. Through coordination with our federal, state, and local law enforcement partners, we are determined to eradicate criminal gangs and protect our citizens from the detriment they bring.”

    “DEA is committed to protecting Americans by investigating and taking down major violators of drug laws who operate within the United States and around the world,” said Special Agent in Charge Ibrar Mian of the DEA Washington Field Division. “As demonstrated by today’s indictment, drug trafficking, firearms, and violence are undeniably connected, which is why we continue to address these threats with the full force of the federal government. The tenacious and hard-working men and women of DEA are combatting the illicit manufacture and distribution of drugs, removing illicit firearms from American streets, helping to put public threats in jail, and restoring safety in our communities.”

    “Today’s announcement indicates a significant step towards making it even more clear that the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) along with our partner agencies are committed to protecting our communities from violent crime,” said Special Agent in Charge Anthony Spotswood of the ATF Washington Field Division. “There just isn’t a place for criminal behavior in our neighborhoods. Although this is very early on in the judicial process, we remain optimistic that all of those involved will be held accountable for their actions.”

    If convicted, the defendants face penalties including: up to life in prison or the death penalty for murder in aid of racketeering and use of a firearm during a crime of violence causing death; up to life in prison for racketeering conspiracy, conspiracy to distribute 400 grams or more of fentanyl, possession of a firearm in furtherance of drug trafficking, and use of a firearm during or in relation to drug trafficking; up to 25 years in prison for straw purchasing of firearms; up to 20 years in prison for possession with intent to distribute fentanyl; and up to 10 years in prison for conspiracy to commit murder in aid of racketeering. Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Trial Attorney César S. Rivera-Giraud of the Criminal Division’s Violent Crime and Racketeering Section and Assistant U.S. Attorneys Edgardo J. Rodriguez and Ryan B. Bredemeier for the Eastern District of Virginia are prosecuting the case.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations, and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Project Safe Neighborhood and Organized Crime Drug Enforcement Task Forces (OCDETFs), which identify, disrupt, and dismantle the highest-level criminal organizations that threaten the United States, using a prosecutor-led, intelligence-driven, multi-agency approach.     BOISE — Attorney General Raúl Labrador announced today the dismissal of his lawsuit against the Idaho State Board of Education, following the Board’s decision to terminate the University of Idaho’s planned acquisition of the University of Phoenix. The lawsuit, originally filed in June 2023, challenged the Board’s compliance with Idaho’s Open Meeting Law during its approval of the controversial and high-dollar transaction.
    “This case was never about the merits of any particular transaction, but about ensuring government remains open and transparent for all Idahoans,” said Attorney General Labrador. “Idaho’s Open Meeting Law requires government entities to conduct state business in public meetings with proper notice, ensuring transparency when taxpayer resources and state institutions are involved. The law reflects the principle that government accountability depends on public access to decision-making processes, particularly for transactions of significant scope and financial impact.”
    Attorney General Labrador’s office filed the lawsuit in June 2023, beginning a 14-month legal battle to ensure government transparency. In December 2024, the Idaho Supreme Court delivered a sweeping 4-1 victory for Labrador, overturning a lower court ruling that would have allowed secret government negotiations. The Supreme Court emphasized Idaho’s Open Meeting Law reflects a “preference for sunshine” and rejected interpretations that would “cloak all negotiations and actions taken prior to a final public vote in shadow.”
    On June 5, 2025, the State Board voted to authorize termination of the agreement, and the University of Idaho officially executed the termination the same day. With the underlying transaction no longer in effect, both parties agreed to dismiss the lawsuit and cover their own costs of litigation.

  • MIL-OSI USA: Prepare for Extreme Heat and Severe Storms

    overnor Kathy Hochul today directed State agencies to prepare for severe weather including thunderstorms and extreme heat starting on Thursday in the eastern part of the State. Wet weather will continue Friday and Saturday in parts of the State followed by a statewide period of high heat and humidity that could exceed feels-like temperatures over 100 degrees starting Sunday. Extreme heat could continue through next week. Governor Hochul also recently announced a suite of actions to help New Yorkers stay cool during extreme heat events this summer.

    “With severe storms and dangerous heat expected across the state, I’m urging all New Yorkers to take precautions — stay indoors when possible, vote early, stay hydrated, and check on your fellow New Yorkers,” Governor Hochul said. “My administration will be closely monitoring the weather over the next week, and I encourage all New Yorkers to stay weather aware, watch their local forecast, and follow all local guidance.”

    Thursday is expected to be the hottest day this year so far in the eastern parts of the State, and there is the threat of severe thunderstorms containing heavy rain, high wind gusts and large hail across much of the state. Temperatures are expected to peak Thursday afternoon and early evening for parts of New York City, as well as the Mid-Hudson and Capital Regions with “feels-like” temperatures in the high 90s. Potentially severe storms on Thursday for areas north and west of Albany could include up to one inch of rain, wind gusts up to 58 mph, and large hail.

    Friday will likely bring rain throughout most of the State on Friday with the heaviest storms expected in the North Country. Heavy rain, gusty winds and thunderstorms are expected again late Saturday, primarily in the North Country and Central New York regions.

    Heat and humidity are expected to begin on Saturday with feels like temperatures in the 90s on Saturday and approaching 100 on Sunday throughout much of the State. Above normal temperatures are expected to continue Monday and Tuesday and could remain high with feels-like temperatures as high as 105 degrees during the day and overnight lows between 70 – 85 degrees statewide through much of next week.

    Voters in New York City, Albany, Syracuse, and elsewhere can expect high temperatures on Primary Election Day, Tuesday June 24. To beat the heat, take advantage of early voting or request an early mail ballot in person at your local county board of elections office.

    Division of Homeland Security and Emergency Services

    The Office of Emergency Management is in regular contact with county emergency managers to ensure cooling centers are available, and to offer support and advise on extreme heat risks. In addition, the agency is facilitating preparations and coordinating guidance and communications with State agency partners. Information on how to manage extreme heat can be found online. To receive real time weather and emergency alerts, New Yorkers are encouraged to text the name of their county or borough to 333111.

    New York State Department of Public Service

    DPS is tracking electric system conditions and overseeing utility response to any situations that may arise as a result of this week’s extreme heat and potential thunderstorm activity. DPS has been in direct contact with utility leaders to ensure they are preparing their systems for the extreme heat and will be tracking system conditions throughout the event. New York’s utilities have approximately 5,500 workers available, as necessary, to engage in damage assessment, response, repair, and restoration efforts across New York State, for this heat event. Agency staff will track utilities’ work throughout the event and ensure utilities shift appropriate staffing to regions that experience the greatest impact.

    During heat waves, increased usage of electric devices such as air conditioners place a considerable demand on the state’s electricity system and instances of low voltage or isolated power outages can result. The record for such usage was set on July 19, 2013, when it reached 33,956 MWs (one megawatt of electricity is enough to power up to 1,000 average-sized homes). The peak load forecast for today is 22,550 MW. Yesterday’s peak load was 19,028 MW. There are no operational problems on the transmission system and there is sufficient generation scheduled to meet today’s peak load.

    Department of Health

    The State Health Department is taking a number of steps to promote the safety of all New Yorkers in periods of extreme heat, especially those most at risk. The Department has distributed guidance to all hospitals and nursing homes and will issue additional guidance to hosts of any scheduled public events with over 5,000 people in attendance. The Department will engage community-based organizations and other funded providers in an attempt to increase access to cooling centers and safe spaces during this extreme heat.     The New York State Department of Health’s interactive Heat Risk and Illness Dashboard allows the public and county health care officials to determine the forecasted level of heat-related health risks in their area and raise awareness about the dangers of heat exposure.

    New York State Office of Parks, Recreation and Historic Preservation

    Many New York State Park beaches and pools are open for the season. Prior to making a trip, potential visitors should call ahead to the park they plan to visit or check https://parks.ny.gov/parks/ for park hours and operations. Changes in weather and water conditions may affect swimming status. Park status updates are also available on the free New York State Parks Explorer mobile app for iOS and Android devices.

    NYS Department of Agriculture and Markets

    The agency has compiled important information, including preventative measures, to help mitigate the effects of extreme heat on farm workers and farm animals. The Department will also be working closely with partners at The New York Extension Disaster Education Network (NY EDEN) at Cornell University to monitor any potential impacts of the extreme heat expected this week. NY EDEN is also a resource for farmers and farm workers during a heat wave, and additional information can be found at https://eden.cce.cornell.edu/natural-hazards/heat-wave/.

    Department of Environmental Conservation

    The Department of Environmental Conservation’s (DEC) Emergency Management staff, Environmental Conservation Police Officers, Forest Rangers, and regional staff remain on alert and continue to monitor weather forecasts. Working with partner agencies, DEC is prepared to coordinate resource deployment of all available assets, including first responders, to targeted areas in preparation for potential impacts due to heavy rainfall and flooding.

    Unpredictable weather and storms in the Adirondacks, Catskills, and other backcountry areas can create unexpectedly hazardous conditions. Visitors should be prepared with proper clothing and equipment for rain, mud, and warmer temperatures to ensure a safe outdoor experience.

    Hikers are advised to temporarily avoid all high-elevation trails, as well as trails that cross rivers and streams. Hikers in the Adirondacks are encouraged to check the Adirondack Backcountry Information webpages for updates on trail conditions, seasonal road closures, and general recreation information.

    Hiking Safety

    Hiking in the heat is always risky. New Yorkers and visitors should review the following tips to prevent heat exhaustion and heat stroke:

    • Slow your pace.
    • Drink water and rest often.
    • Seek shade and avoid long periods in direct sunlight.
    • Bring at least 2 liters of water for any hike.
    • Bring a water filter, especially for longer hikes.
    • Bring salty snacks to keep your electrolytes in check.
    • Wear sunscreen.
    • Leave your pets at home– the heat is harder on them, especially walking on hot rocks.
    • Consider staying home yourself and rescheduling for another day when weather conditions improve.

    Even if the weather is forecast to be high heat all day, there’s always a chance of hypothermia due to a sudden storm or drop in temperatures. This can increase dramatically if you’re sweating and not wearing sweat-wicking clothing (made of fabrics like wool or polyester). Many cases of hypothermia are in the summer when people least expect it.

    Air Quality

    DEC is continuing to monitor air quality across the State and will issue air quality health advisories as necessary. New Yorkers are encouraged be “Air Quality Aware” and check airnow.gov for accurate information on air quality forecasts and conditions.     Extreme Heat

    DEC recently released preliminary Urban Heat Island maps to help communities better understand, plan for, and adapt to extreme heat exposures on the neighborhood level. Links to the maps, as well as additional information and data, can be found on DEC’s Extreme Heat Action Plan webpage and posted at nys-heat.daveyinstitute.com/hottest-hour. The project advances a key action in the Extreme Heat Action Plan and advances a 2022 law signed by Governor Hochul directing DEC to study the impacts of disproportionate concentrations of extreme heat in disadvantaged communities across the state.

    The New York State Department of Labor has released comprehensive guidance to help employers better protect outdoor workers during extreme heat and advises workers and employers to engage in extreme heat best practices such as:

    • Ensure access to clean drinking water at no cost to workers, available at all times and as close to the worksite as possible.
    • Provide shade and paid rest when the heat index reaches 80 degrees Fahrenheit or above, and more frequent rest breaks once the heat index exceeds 90 degrees.
    • Wear proper PPE so long as they do not interfere with safety equipment, including sunscreen, cooling vests, wide-brim hats, and lightweight, loose-fitting clothing.

    Thruway Authority maintenance crews will be conducting standard daily operations during times where temperatures are lowest and will enhance patrols monitoring the highway. Motorists are reminded and encouraged to take breaks at one of 26 service areas or three Welcome Centers located on the Thruway system.

    Department of Transportation maintenance crews will conduct most outdoor work during morning hours and follow established hydration and rest protocols to help mitigate the risks associated with high temperatures.

    Office of Children and Family Services

    The agency is taking a number of actions to ensure activities at residential centers, detention programs and congregate care programs are conducted in a safe manner during the heat. This includes checking cooling equipment, ensuring proper amounts of water are available and consumed, rescheduling activities and meetings, and identifying staff and clients who may be affected by heat. They are also providing guidance to child care programs and groups associated with the Commission for the Blind statewide.

    New York State Office of Mental Health

    In advance of the hot conditions, New Yorkers should be aware of the impact high heat may have on individuals receiving antipsychotic medications, who are at particular risk of heat stroke and neuroleptic malignant syndrome during periods of extreme heat, which is more likely in poorly ventilated areas. Children and the elderly are at increased risk.

    In addition to monitoring individuals at risk, such conditions are best prevented by a heightened attention to hydration, particularly those at high risk, including individuals taking antipsychotic medications, the elderly, children and those with poor fluid intake. Also, individuals at high-risk should remain in cooler areas; be monitored for temperature elevations; avoid direct exposure to sunlight and wear protective clothing and sunscreen. Anticholinergic medications may interfere with sweating and should be minimized.

    Office of Temporary and Disability Assistance

    The agency is reminding local departments of social services and emergency homeless shelter operators of the need to provide fans to help maintain reasonable air circulation during times of extreme heat and humidity. Also, shelter providers should provide a cooling room in the facility for residents, if feasible.

    Metropolitan Transportation Authority

    To reduce potential impacts to service and reduce response times to heat-related events, NYC Transit will implement heat patrols to proactively increase track inspections and stage extra personnel in key risk areas including power substations, machine rooms, generators, cables, and connections. To ensure functioning air conditioning, subway railcars and buses will be inspected before being placed in service. Paratransit service providers are reminded vehicles must have functioning air-conditioning. Buses and operators will be on standby for any support needed with subways or emergency service. NYC Transit also completes a continuous welded rail watch when rail temperatures exceed 100 degrees to be vigilant of rail kinks or other issues.

    Long Island Rail Road and Metro-North Railroad crews will be staged at key locations to be able to respond quickly to weather-related issues. The railroads will monitor rail temperatures, deploy heat patrols to inspect the rails for any kinks, and stage additional Power Department personnel to protect power substations and overhead aerial lines. Train crews have been instructed to report any rail conditions that need attention.

    In response to Thursday’s severe storms which may include wind gusts of up to 50 mph, Bridges and Tunnels will be implementing a preemptive ban on empty tractor-trailer and tandem vehicles at all bridges. The ban will go into effect at 5:00 p.m. on Thursday, June 19, 2025, and is anticipated to be in effect until approximately 9:00 p.m.

    The Port Authority Office of Emergency Management coordinates with facility teams to monitor weather conditions and operational impacts and maintains communication with regional partners to support response readiness during periods of elevated temperatures.

    SEATTLE — The Missing and Murdered Indigenous Women and People (MMIWP) Task Force has submitted its third annual report to the Washington state legislature. This year’s report is accompanied by reports commissioned by the Task Force — “Confronting the Crisis: Addressing Missing and Murdered Indigenous Women and People in Washington” and “Family and Survivor Interviews: Qualitative Analysis” both by E. Grant, L. Dechert, & L. Wimbish, Laramie, WY: Wyoming Survey & Analysis Center, University of Wyoming.
     
    “These reports are the result of much work, dedication, and commitment from the members of the MMIWP Task Force,” said Attorney General Nick Brown. “There is more work to be done, and our office is committed to working towards ending and finding justice for all of those impacted by this generational crisis.”
     
    Since its establishment in 2021 the MMIWP Task Force has:

    • Helped to create a statewide Missing Persons Alert System, which has led to the recovery of more than 80% of the more than 150 individuals reported missing since July 2022;
    • Published a Missing Indigenous Persons Toolkit specifically designed for Indigenous families and communities whose loved ones are missing, developed with guidance from the MMIWP Task Force’s Families Subcommittee;
    • Founded the first-of-its-kind MMIWP Cold Case Unit to assist federal, municipal, county, and tribal law enforcement agencies in solving missing person and cold homicide cases involving persons of Indigenous ancestry who go missing and are murdered at a higher rate than other demographics; and
    • Deepened our investment in finding an end to this generational crisis by working with partner groups, like those who wrote the additional reports.

  • MIL-OSI USA: Eastside Rollin’ 20s Crips Members and Associates Indicted, Including Murder, Robbery, Fentanyl Distribution and Firearms Offenses

    A twelve-count indictment was unsealed today in the Eastern District of Virginia charging nine members of the Eastside Rollin’ 20s Crips (RTC) violent street gang with crimes including a drug conspiracy, murder in aid of racketeering, firearms offenses, and  a racketeering conspiracy involving murder, attempted murder, armed robbery, conspiring to distribute large quantities of pressed fentanyl pills, narcotics trafficking, identity fraud, and the illegal use and straw purchasing of firearms.

    According to the indictment, the RTC is a subunit or “set” of the Crips national street gang. The indictment alleges RTC members and associates committed numerous violent acts on behalf of the RTC, including a June 2022 murder in Alexandria, Virginia; a July 2021 attempted shooting of several individuals in the District of Columbia; an August 2021 armed robbery and pistol whipping of an individual in Hollywood, Florida; and a January 2021 attempted murder of two individuals in Winston-Salem, North Carolina. To finance and promote the RTC’s criminal activities, the indictment alleges that RTC members and associates obtained and distributed multi-kilogram quantities of pressed fentanyl pills. The indictment also alleges that, as part of the gang’s criminal activity, the RTC recruited children and encouraged them to commit crimes on behalf of the gang, including acts of violence and drug trafficking.

    “As alleged, RTC members unleashed a wave of violence across three states and the District of Columbia, extending down the East Coast to Florida,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “Their commission of brutal, indiscriminate acts over perceived slights on social media reflects a particularly dangerous form of gang activity. The Criminal Division remains firmly committed to prosecuting menacing gangs and ensuring the safety of our communities.”

    “The offenses alleged in this indictment represent the spectrum of danger presented by nationwide criminal enterprises,” said U.S. Attorney Erik S. Siebert for the Eastern District of Virginia. “Any of these elements alone – from violence to illegal drugs to identity theft – is enough to destroy communities and lives, and these organizations employ them without compunction. Through coordination with our federal, state, and local law enforcement partners, we are determined to eradicate criminal gangs and protect our citizens from the detriment they bring.”

    “DEA is committed to protecting Americans by investigating and taking down major violators of drug laws who operate within the United States and around the world,” said Special Agent in Charge Ibrar Mian of the DEA Washington Field Division. “As demonstrated by today’s indictment, drug trafficking, firearms, and violence are undeniably connected, which is why we continue to address these threats with the full force of the federal government. The tenacious and hard-working men and women of DEA are combatting the illicit manufacture and distribution of drugs, removing illicit firearms from American streets, helping to put public threats in jail, and restoring safety in our communities.”

    “Today’s announcement indicates a significant step towards making it even more clear that the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) along with our partner agencies are committed to protecting our communities from violent crime,” said Special Agent in Charge Anthony Spotswood of the ATF Washington Field Division. “There just isn’t a place for criminal behavior in our neighborhoods. Although this is very early on in the judicial process, we remain optimistic that all of those involved will be held accountable for their actions.”

    If convicted, the defendants face penalties including: up to life in prison or the death penalty for murder in aid of racketeering and use of a firearm during a crime of violence causing death; up to life in prison for racketeering conspiracy, conspiracy to distribute 400 grams or more of fentanyl, possession of a firearm in furtherance of drug trafficking, and use of a firearm during or in relation to drug trafficking; up to 25 years in prison for straw purchasing of firearms; up to 20 years in prison for possession with intent to distribute fentanyl; and up to 10 years in prison for conspiracy to commit murder in aid of racketeering. Actual sentences for federal crimes are typically less than the maximum penalties. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations, and protect our communities from the perpetrators of violent crime.     LINCOLN, NE – Today, Governor Jim Pillen announced his appointment of Jason S. Doele of Norfolk as district court judge in the Fifth Judicial District. That district consists of Boone, Butler, Colfax, Hamilton, Merrick, Nance, Platte, Polk, Saunders, Seward, and York counties.

    Doele has been a partner in the law firm of Stratton, DeLay, Doele, Carlson, Stover & Stratton in Norfolk since Feb. 2010. Before that, He was with the firm of Jewell, Collins, DeLay, Gray and Flood, also in Norfolk.

    Doele is licensed to practice in both Nebraska and South Dakota. He has held a variety of positions with the Nebraska State Bar Association and served on a variety of committees. Doele is also a member of the Madison County Bar Association where he previously served as president. He is a board member of Faith Regional Health Services and the Lutheran Community Hospital Board. He continues to assist as a mock trial coach through the Nebraska State Bar Foundation.

     Doele attended the University of Nebraska-Lincoln and earned his juris doctor from the University of South Dakota School of Law.

    Is it satire, or self-degradation?

    Up for debate

    At first glance, the cover seems like just another stylised, provocative pop image. It delivers what we’ve come to expect: a bold, ironic twist on the exaggerated Juno-style pose she reinvents on stage.

    To some fans, it’s clever satire: a pop star reclaiming and amplifying her image to mock industry norms. Satire uses exaggeration, irony, or humour to critique power structures – and Carpenter’s pose walks that tightrope.

    To others it crosses a line, reinforcing regressive attitudes about women’s sexuality and drawing criticism from domestic violence advocates.

    The debate reflects our unresolved discomfort about gender, power and control. There is a tension between Carpenter’s ironic persona and the submissive pose, creating uncertainty for the viewer.

    We can use psychology to better understand this dichotomy.

    The schema violation

    This mismatch between expectation and perception is a schema violation.

    A schema is a mental shortcut: a template built from experience and unspoken rules that helps us make sense of the world and predict what to expect. When something breaks that pattern, it’s called a schema violation.

    Carpenter’s brand is cheeky, self-aware irony – so when she adopts a pose steeped in submission and hyper-femininity as in this album image, it feels off.

    That can trigger cognitive dissonance: the mental tension we feel when two ideas (here, empowerment and obedience) don’t align.

    Both reactions reflect our emotional and ideological investments in who Carpenter is or should be.

    Doja Cat’s shift from glam pop princess to glitch villainess unsettled audiences. Was it satire, rebellion, or just chaos?

    These women, like Carpenter, force us to confront our own discomfort with women who won’t stay in one lane.

    Performer and provocateur

    Audience reaction is also shaped by emotional investment in Carpenter’s persona. Through carefully curated social media, interviews and lyrics, fans build intimate narratives forming parasocial relationships – one-sided emotional bonds with celebrities.

    Carpenter’s cover raises uncomfortable but necessary questions about how much freedom female artists have to be both critical and complicit. Can they play with society and play along, to be both performer and provocateur?

  • MIL-Evening Report: Companies are betting on AI to help lift productivity. Workers need to be part of the process

    Australia’s productivity is flatlining, posting the worst vitals we’ve seen in 60 years.

    Politicians and chief executives are prescribing artificial intelligence (AI) like it’s the new penicillin – a wonder drug with almost magical healing powers. Prime Minister Anthony Albanese, Treasurer Jim Chalmers and the Productivity Commission all see AI as a key part of the plan to cure Australia’s productivity ills, with estimates that automation and AI could add A$600 billion to Australia’s annual economy.

    Unfortunately, AI is no panacea. It’s more like physiotherapy after major surgery: it only delivers if you put in the effort, follow the program and work with experts who know which muscles to strengthen and when.

    AI projects have high fail rates

    AI is a broad suite of tools and techniques, of which generative AI such as ChatGPT is just the latest iteration. When implemented well, AI can undoubtedly lift productivity across a wide variety of applications. Unilever’s legal team reports generative AI tools save its lawyers 30 minutes daily on document review and contract analysis.

    Other AI applications can deliver life-saving results at even greater efficiency. In a German study, AI-supported mammography screening reduced radiologists’ reading time by 43% for examinations tagged as normal, while improving cancer detection rates.


    The federal government is focused on improving productivity. In this five-part series, we’ve asked leading experts what that means for the economy, what’s holding us back and their best ideas for reform.


    But the hard truth is that AI-driven productivity gains like these depend on both smart implementation and trusted adoption. Organisations that skip the tough part – such as staff engagement, training and good governance – often find the promised benefits never materialise.

    The numbers back this up: some 80% of AI projects end up failing, twice the rate of traditional IT projects. Only one in four executives in a global survey report meaningful returns on their AI investments.

    We shouldn’t really be surprised. Other general-purpose technologies, such as electricity and earlier digital technologies followed a similar path. US economist Robert Solow famously said: “You can see the computer age everywhere but in the productivity statistics.”

    Workers don’t trust the technology

    Like the early days of the internet in the 1990s, the success of AI relies on adoption and trust. Without trust, uptake stalls and the benefits evaporate.

    That’s a big challenge in Australia, where public trust and optimism in AI remains comparatively low. Why? Australians also report lower levels of AI use, training and confidence. And people are less likely to trust what they don’t understand.

    Closing that trust gap means involving workers from the start. By listening to worker concerns and identifying existing pain points in processes, companies can deploy AI systems that help, rather than sideline employees.

    Conversely, when workers aren’t meaningfully involved, things don’t go well.

    Take Klarna. The Swedish fintech volunteered to be the generative AI platform OpenAI’s “favourite guinea pig”. It slashed jobs and claimed to have automated the equivalent of 700 employees. But
    CEO Sebastian Siemiatkowski now admits the shift to AI hurt customer service, forcing the company to rehire humans.

    Similarly, Duolingo recently faced a user backlash when it replaced 10% of contractors with AI.

    Workers need to be closely involved in developing AI processes.

    Regrets? Bosses have a few

    These aren’t isolated cases. Some 55% of UK executives who replaced workers with AI later regretted it. In the rush to automate, workers are often seen as expendable.

    This attitude to AI leads to what US economists Daron Acemoglu and Pascual Restrepro call “so-so automation”, where technology displaces workers without delivering meaningful productivity gains.

    Rather than trying to replace staff with AI, organisations should be deeply engaging with them. Engaging workers can dramatically boost the AI’s return on investment.

    Like other general-purpose technologies, getting the most out of AI means transforming the way we work. And the data show companies that engage workers in organisational transformations are nine times more likely to succeed.

    The companies that are unlocking the benefit of AI understand it works best when it amplifies human capability, rather than replacing it. Workers still know things that algorithms don’t. They deeply understand the practical realities of their jobs, which is crucial for designing AI systems that actually get things done.

    Australia’s productivity is flatlining, posting the worst vitals we’ve seen in 60 years.

    Politicians and chief executives are prescribing artificial intelligence (AI) like it’s the new penicillin – a wonder drug with almost magical healing powers. Prime Minister Anthony Albanese, Treasurer Jim Chalmers and the Productivity Commission all see AI as a key part of the plan to cure Australia’s productivity ills, with estimates that automation and AI could add A$600 billion to Australia’s annual economy.

    Unfortunately, AI is no panacea. It’s more like physiotherapy after major surgery: it only delivers if you put in the effort, follow the program and work with experts who know which muscles to strengthen and when.

    AI projects have high fail rates

    AI is a broad suite of tools and techniques, of which generative AI such as ChatGPT is just the latest iteration. When implemented well, AI can undoubtedly lift productivity across a wide variety of applications. Unilever’s legal team reports generative AI tools save its lawyers 30 minutes daily on document review and contract analysis.

    Other AI applications can deliver life-saving results at even greater efficiency. In a German study, AI-supported mammography screening reduced radiologists’ reading time by 43% for examinations tagged as normal, while improving cancer detection rates.


    The federal government is focused on improving productivity. In this five-part series, we’ve asked leading experts what that means for the economy, what’s holding us back and their best ideas for reform.


    But the hard truth is that AI-driven productivity gains like these depend on both smart implementation and trusted adoption. Organisations that skip the tough part – such as staff engagement, training and good governance – often find the promised benefits never materialise.

    The numbers back this up: some 80% of AI projects end up failing, twice the rate of traditional IT projects. Only one in four executives in a global survey report meaningful returns on their AI investments.

    We shouldn’t really be surprised. Other general-purpose technologies, such as electricity and earlier digital technologies followed a similar path. US economist Robert Solow famously said: “You can see the computer age everywhere but in the productivity statistics.”

    Workers don’t trust the technology

    Like the early days of the internet in the 1990s, the success of AI relies on adoption and trust. Without trust, uptake stalls and the benefits evaporate.

    That’s a big challenge in Australia, where public trust and optimism in AI remains comparatively low. Why? Australians also report lower levels of AI use, training and confidence. And people are less likely to trust what they don’t understand.

    Closing that trust gap means involving workers from the start. By listening to worker concerns and identifying existing pain points in processes, companies can deploy AI systems that help, rather than sideline employees.

    Conversely, when workers aren’t meaningfully involved, things don’t go well.

    Take Klarna. The Swedish fintech volunteered to be the generative AI platform OpenAI’s “favourite guinea pig”. It slashed jobs and claimed to have automated the equivalent of 700 employees. But
    CEO Sebastian Siemiatkowski now admits the shift to AI hurt customer service, forcing the company to rehire humans.

    Similarly, Duolingo recently faced a user backlash when it replaced 10% of contractors with AI.

    Regrets? Bosses have a few

    These aren’t isolated cases. Some 55% of UK executives who replaced workers with AI later regretted it. In the rush to automate, workers are often seen as expendable.

    This attitude to AI leads to what US economists Daron Acemoglu and Pascual Restrepro call “so-so automation”, where technology displaces workers without delivering meaningful productivity gains.

    Rather than trying to replace staff with AI, organisations should be deeply engaging with them. Engaging workers can dramatically boost the AI’s return on investment.

    Soon, more than 15 million Australians should be lodging a tax return with the Australian Taxation Office in the hope of receiving at least a small refund.

    About 60% of taxpayers use an accountant to prepare their tax return while the other 40% lodge their returns via their MyGov account. This links them to the tax office, Medicare and other government services.

    The tax office receives about 1000 tip-offs a week from people who know or suspect evasion. Of these, the office deems about 90% warrant further investigation.

    What to remember when preparing your tax return

    These days, the tax office prefills much of your income information. The ATO will let you know through your MyGov account when your income statements from your employer are “tax ready”.

    But other income including bank interest, dividends and managed investment funds distributions may take longer to appear, so don’t rush to complete and lodge your tax return on July 1 if these aren’t there. When these items prefill, check them for accuracy and correct any errors.

    The tax office does not know about all your income so remember to provide details of other sources including capital gains on investments and income from other jobs for which you have an Australian Business Number.

    Some items, such as private health insurance information, are only partially pre-filled so be sure to check that all questions have been answered and all necessary information provided.

    How to claim deductions

    To claim a deduction you must have spent the money yourself and were not reimbursed from another source.

    The expense must be directly related to earning your income from either employment or services provided, from investments such as shares or a rental property, or from a business you operate.

    And you must have a record to prove your expense. This usually needs to be in the form of a receipt or a diary.

    If you don’t know how to record your deductions, an easy option is to use the tax office myDeductions app. You can scan receipts and allocate them to the correct section of your return.

    What the tax office will be looking for in 2025

    Each year the tax office targets particular areas. For 2025, these are:

    Working from home expenses: you can choose between two methods: the fixed rate method or the actual cost method.

    The fixed rate method allows you to claim 70 cents for each hour worked from home during the year. You do not need to keep receipts, but you must keep a record of the hours worked at home.

    The actual cost method allows you to claim the costs of working from home, but taxpayers must have a dedicated room set aside for the office and remove all private use.

    You cannot claim personal items like interest on a home loan or rent expenses unless you are operating a business from home.

    Personal items, such as coffee machines, are not claimable even if you use them while working from home. Mobile phone and internet costs are included in the 70 cents per hour fixed rate. The ATO will be looking for taxpayers who claim these twice – for example, on their return and from their employer.

    The 70 cents per hour rate does not include depreciation of work-related technology and office furniture, cleaning of the home office and repairs to these items. So these amounts can be claimed separately.

    Motor vehicle expenses: there are also two methods to work out this claim. The log book method requires you to have kept a record for 12 weeks. You then need to work out the percentage you used your car for work or business which is applied to your expenses.

    The cents per kilometre method allows you to claim 88 cents for each kilometre up to 5,000 km of work or business travel. No receipts need to be kept for this method, but you must be able to justify the total kilometres that you have claimed.

    If you use the cents per kilometre method, do not double dip by claiming additional motor vehicle expenses.

    Rental properties: make sure the expenses you claim do not include your personal costs. For example, the interest expenses must only be for the rental property and not interest from your personal home.

    Also, if you own 50% of the rental you can only claim 50% of the expenses, even if your taxable income is higher than the other owner. If you have a holiday home you can only claim expenses for when that home was rented out, not the whole year.

    Cryptocurrency: many taxpayers are buying and selling cryptocurrency. These transactions need to be reported in your tax return when they are sold as a capital gain or capital loss.

    Other forms of income: if you earn money through the sharing or gig economies, you must include all income from these activities in your return. If you sell goods online, the tax office may consider it to be a business, and it will expect the income to be declared.

    Don’t be tempted to cheat

    The ATO already knows a lot about your tax situation, which makes it harder than ever to cheat.

    The tax office uses data matching to check information you include in your return against data provided by other parties including share registries and your health insurer. It also gathers information from the internet.

    If the data doesn’t match your return, or your claim is considered excessive, the ATO may contact you. You may be asked to explain why and, if your explanation is unsatisfactory, you might be audited.

    Penalties of 25% to 75% of the tax owed may apply for falsely claiming deductions. The more dishonest the claim, the higher the penalty).

    The link between what you claim and what you earn has to be real. So do not claim the cost of your Armani suit as a work uniform or your pet as a mascot for your business. Even the cost of a massage chair to relieve work stress cannot be claimed.

    Dubious claims received by the tax office in recent years are many and varied. They have included Lego, school uniforms and sporting equipment purchased for kids, $9000 worth of wine bought by a wine expert while on a European holiday, for personal consumption, and a claim using receipts lodged by a doctor for an overseas conference he didn’t attend.

    What if I make a mistake or the ATO finds an error?

    If you make a mistake in your tax return, you can always amend it via MyTax.

    The tax office will not fine you unless you did not take reasonable care, but you will have to pay back the shortfall in tax.

    The due date to lodge your own return is October 31. If you are having trouble meeting this date, contact the tax office and ask for an extension.

    Children spend thousands of hours in playgrounds at school. A lot of this time does not have the same levels of teacher preparation and supervision as classrooms do.

    Research shows school playgrounds are one of the main locations where bullying occurs.

    The federal government is doing a rapid review into what works and what else needs to be done to stop bullying in schools. School playgrounds can sometimes be overlooked when considering anti-bullying approaches.

    What is the relationship between playgrounds and bullying? And how can we better set up playgrounds to help prevent this damaging behaviour?

    Why do play spaces matter?

    The reasons for bullying are complex and stem from a range of factors.

    But research suggests bullying is more common in confined or contested spaces – for example, when students are mixing with other year levels.

    This research also suggests some students are more likely to bully other students, lash out and break rules when they are bored and frustrated in school play spaces.

    A new report from not-for-profit group Play Australia estimates just 2% of all Australian schools are using innovative, research-informed strategies that best encourage and support healthy play behaviours.

    What happens in Australia?

    School play spaces are not regulated in the way playgrounds are for younger children. For example, there are no minimum space requirements per student in high schools. There are some emerging primary school space guidelines, but these are not always followed.

    The lack of regulation for playground space has also seen classroom buildings taking over play areas and rules stopping students from moving in some areas (for example, no running or ball games).

    Many primary schools still rely on fixed play equipment installed in the 1980s. But primary school students report they get bored of playing on the same equipment over and over again.

    In public high schools, playgrounds tend to be large open spaces with ovals, hard-surfaced courts and picnic tables or benches.

    Not only is this not particularly stimulating or inviting, the design can lead to some (typically male) students dominating the open spaces with games.

    This can exclude other students from the playground. Research suggests if students lack a sense of community and belonging to their school, they are more likely to bully others.

    What should primary schools do?

    A growing body of research based on interviews with teachers and student observations suggests positive behaviours can be encouraged if primary students have more options and fewer restrictions on how they engage in play.

    Resources that can be moved, adapted and selected by students (with varying colours, shapes, sizes, quantities and types) can help develop problem-solving and teamwork skills and reduce bullying because children are busy and engaged.

    Examples of resources include both natural (rocks and twigs), loose sports equipment (small hurdles, bats and frisbees, balls) and other manufactured items (blocks, boxes, pipes, planks and crates).

    Research also suggests teachers’ engagement with students in the playground can help reduce bullying and antisocial behaviour.

    The “active supervision” method is recognised as one of the most effective ways to to do this, as it can improve students’ sense of belonging and safety.

    The method includes adults using positive language, showing an interest in supporting play and modelling positive play behaviours, which increase students’ participation and cooperation.

    What about high schools?

    Research with school architects suggests high school spaces with well maintained, diverse features can help promote a more positive social culture.

    It also suggests multiple spaces for students – as opposed to a single dominant space in a playground – can support students to feel as though there is space for them, and they belong at school.

    It is important for high school students to be consulted about what they want – they are the main users and have evolving needs as they progress through school.

    A 2025 Australian study found high school students want opportunities to retreat and be themselves.

    Examples include maintained gardens and courtyards to help relax after the stresses of classroom rules and routines. Students suggested trees, rocks and gardens could break up open spaces. Providing sufficient shade can also ensure students have more accessible space to engage with each other throughout a school year.

    What next?

    Improving playgrounds to better address student needs will require more resources from governments.

    But addressing bullying is complex and we know physical settings can impact social dynamics. So we need to look more closely at school playgrounds as a key place where bullying occurs and the role they play in this behaviour.

    A growing body of research based on interviews with teachers and student observations suggests positive behaviours can be encouraged if primary students have more options and fewer restrictions on how they engage in play.

    Resources that can be moved, adapted and selected by students (with varying colours, shapes, sizes, quantities and types) can help develop problem-solving and teamwork skills and reduce bullying because children are busy and engaged.

    Examples of resources include both natural (rocks and twigs), loose sports equipment (small hurdles, bats and frisbees, balls) and other manufactured items (blocks, boxes, pipes, planks and crates).

    Research also suggests teachers’ engagement with students in the playground can help reduce bullying and antisocial behaviour.

    The “active supervision” method is recognised as one of the most effective ways to to do this, as it can improve students’ sense of belonging and safety.

    The method includes adults using positive language, showing an interest in supporting play and modelling positive play behaviours, which increase students’ participation and cooperation.

    What about high schools?

    Research with school architects suggests high school spaces with well maintained, diverse features can help promote a more positive social culture.

    It also suggests multiple spaces for students – as opposed to a single dominant space in a playground – can support students to feel as though there is space for them, and they belong at school.

    It is important for high school students to be consulted about what they want – they are the main users and have evolving needs as they progress through school.

    A 2025 Australian study found high school students want opportunities to retreat and be themselves.

    Examples include maintained gardens and courtyards to help relax after the stresses of classroom rules and routines. Students suggested trees, rocks and gardens could break up open spaces. Providing sufficient shade can also ensure students have more accessible space to engage with each other throughout a school year.

    What next?

    Improving playgrounds to better address student needs will require more resources from governments.

    But addressing bullying is complex and we know physical settings can impact social dynamics. So we need to look more closely at school playgrounds as a key place where bullying occurs and the role they play in this behaviour.

    But it’s not only the sniffles we need to worry about. Heart attacks and strokes also tend to rise during the winter months.

    In new research out this week we show one reason why.

    Our study shows catching common respiratory viruses raises your short-term risk of a heart attack or stroke. In other words, common viruses, such as those that cause flu and COVID, can trigger them.

    Traditional risk factors such as smoking, high cholesterol, high blood pressure, diabetes, obesity and lack of exercise are the main reasons for heart attacks and strokes.

    And rates of heart attacks and strokes can rise in winter for a number of reasons. Factors such as low temperature, less physical activity, more time spent indoors – perhaps with indoor air pollutants – can affect blood clotting and worsen the effects of traditional risk factors.

    But our new findings build on those from other researchers to show how respiratory viruses can also be a trigger.

    The theory is respiratory virus infections set off a heart attack or stroke, rather than directly cause them. If traditional risk factors are like dousing a house in petrol, the viral infection is like the matchstick that ignites the flame.

    For healthy, young people, a newer, well-kept house is unlikely to spontaneously combust. But an older or even abandoned house with faulty electric wiring needs just a spark to lead to a blaze.

    People who are particularly vulnerable to a heart attack or stroke triggered by a respiratory virus are those with more than one of those traditional risk factors, especially older people.

    What we did and what we found

    Our team conducted a meta-analysis (a study of existing studies) to see which respiratory viruses play a role in triggering heart attacks and strokes, and the strength of the link. This meant studying more than 11,000 scientific papers, spanning 40 years of research.

    Overall, the influenza virus and SARS-CoV-2 (the virus that causes COVID) were the main triggers.

    If you catch the flu, we found the risk of a heart attack goes up almost 5.4 times and a stroke by 4.7 times compared with not being infected. The danger zone is short – within the first few days or weeks – and tapers off with time after being infected.

    Catching COVID can also trigger heart attacks and strokes, but there haven’t been enough studies to say exactly what the increased risk is.

    We also found an increased risk of heart attacks or strokes with other viruses, including respiratory syncytial virus (RSV), enterovirus and cytomegalovirus. But the links are not as strong, probably because these viruses are less commonly detected or tested for.

    What’s going on?

    Over a person’s lifetime, our bodies wear and tear and the inside wall of our blood vessels becomes rough. Fatty build-ups (plaques) stick easily to these rough areas, inevitably accumulating and causing tight spaces.

    Generally, blood can still pass through, and these build-ups don’t cause issues. Think of this as dousing the house in petrol, but it’s not yet alight.

    So how does a viral infection act like a matchstick to ignite the flame? Through a cascading process of inflammation.

    High levels of inflammation that follow a viral infection can crack open a plaque. The body activates blood clotting to fix the crack but this clot could inadvertently block a blood vessel completely, causing a heart attack or stroke.

    Some studies have found fragments of the COVID virus inside the blood clots that cause heart attacks – further evidence to back our findings.

    We don’t know whether younger, healthier people are also at increased risk of a heart attack or stroke after infection with a respiratory virus.

    That’s because people in the studies we analysed were almost always older adults with at least one of those traditional risk factors, so were already vulnerable.

    The bad news is we will all be vulnerable eventually, just by getting older.

    What can we do about it?

    The triggers we identified are mostly preventable by vaccination.

    There is good evidence from clinical trials the flu vaccine can reduce the risk of a heart attack or stroke, especially if someone already has heart problems.

    We aren’t clear exactly how this works. But the theory is that avoiding common infections, or having less severe symptoms, reduces the chances of setting off the inflammatory chain reaction.

    COVID vaccination could also indirectly protect against heart attacks and strokes. But the evidence is still emerging.

    Heart attacks and strokes are among Australia’s biggest killers. If vaccinations could help reduce even a small fraction of people having a heart attack or stroke, this could bring substantial benefit to their lives, the community, our stressed health system and the economy.

    What should I do?

    At-risk groups should get vaccinated against flu and COVID. Pregnant women, and people over 60 with medical problems, should receive RSV vaccination to reduce their risk of severe disease.

    So if you are older or have predisposing medical conditions, check Australia’s National Immunisation Program to see if you are eligible for a free vaccine.

    For younger people, a healthy lifestyle with regular exercise and balanced diet will set you up for life. Consider checking your heart age (a measure of your risk of heart disease), getting an annual flu vaccine and discuss COVID boosters with your GP.

    Robots are increasingly becoming a part of our lives – from warehouse automation to robotic vacuum cleaners. And just like humans, robots need to know where they are to reliably navigate from A to B.

    How far, and for how long, a robot can navigate depends on how much power it consumes over time. Robot navigation systems are especially energy hungry.

    But what if power consumption was no longer a concern?

    Our research on “brain-inspired” computing, published today in Science Robotics, could make navigational robots of the future more energy efficient than previously imagined.

    This could potentially extend and expand what’s possible for battery-powered systems working in challenging environments such as disaster zones, underwater, and even in space.

    How do robots ‘see’ the world?

    The battery going flat on your smartphone is usually just a minor inconvenience. For a robot, running out of power can mean the difference between life and death – including for the people it might be helping.

    Robots such as search and rescue drones, underwater robots monitoring the Great Barrier Reef, and space rovers all need to navigate while running on limited power supplies.

    Many of these robots can’t rely on GPS for navigation. They keep track of where they are using a process called visual place recognition. Visual place recognition lets a robot estimate where it’s located in the world using just what it “sees” through its camera.

    But this method uses a lot of energy. Robotic vision systems alone can use up to a third of the energy from a typical lithium ion battery found onboard a robot.

    This is because modern robotic vision, including visual place recognition, typically relies on power-hungry machine learning models, similar to the ones used in AI like ChatGPT.

    By comparison, our brains require just enough power to turn on a light bulb, while allowing us to see things and navigate the world with remarkable precision.

    Robotics engineers often look to biology for inspiration. In our new study, we turned to the human brain to help us create a new, energy-efficient visual place recognition system.

    Mimicking the brain

    Our system uses a brain-inspired technology called neuromorphic computing. As the name suggests, neuromorphic computers take principles from neuroscience to design computer chips and software that can learn and process information like human brains do.

    An important feature of neuromorphic computers is that they are highly energy-efficient. A regular computer can use up to 100 times more power than a neuromorphic chip.

    Neuromorphic computing is not limited to just computer chips, however. It can be paired with bio-inspired cameras that capture the world more like the human eye does. These are called dynamic vision sensors, and they work like motion detectors for each pixel. They only “wake up” and send information when something changes in the scene, rather than constantly streaming data like a regular camera.

    These bio-inspired cameras are also highly energy efficient, using less than 1% of the power of normal cameras.

    So if brain-inspired computers and bio-inspired cameras are so wonderful, why aren’t robots using them everywhere? Well, there are a range of challenges to overcome, which was the focus of our recent research.

    A new kind of LENS

    The unique properties of a dynamic vision sensor are, ironically, a limiting factor in many visual place recognition systems.

    Standard visual place recognition models are built on the foundation of static images, like the ones taken by your smartphone. Since a neuromorphic sensor doesn’t produce static images but senses the world in a constantly changing way, we need a brain-inspired computer to process what it “sees”.

    Our research overcomes this challenge by combining neuromorphic chips and sensors for robots that use visual place recognition. We call this system Locational Encoding with Neuromorphic Systems, or LENS for short.

    LENS uses the continuous information stream from a dynamic vision sensor directly on a neuromorphic chip. The system uses a machine learning method known as spiking neural networks. These process information like human brains do.

    By combining all these neuromorphic components, we reduced the power needed for visual place recognition by over 90%. Since nearly a third of the energy needed for a robot is vision related, this is a significant reduction.

    To achieve this, we used an off-the-shelf product called SynSense Speck, which combines a neuromorphic chip and a dynamic vision sensor all in one compact package.

    The entire system only required 180 kilobytes of memory to map an area of Brisbane eight kilometres in length. That’s a tiny fraction of what would be needed in a standard visual place recognition system.

    A robot in the wild

    For testing, we placed our LENS system on a hexapod robot. Hexapods are multi-terrain robots that can navigate both indoors and outdoors.

    In our tests, the LENS performed as well as a typical visual place recognition system, but used much less energy.

    Our work comes at a time when AI development is trending towards creating bigger, more power-hungry solutions for improved performance. The energy needed to train and use systems like OpenAI’s ChatGPT is notoriously demanding, with concerns that modern AI represents unsustainable growth in energy demands.

    For robots that need to navigate, developing more compact, energy-efficient AI using neuromorphic computing could be key for being able to go farther and for longer periods of time. There are still challenges to solve, but we are closer to making it a reality.

  • MIL-Evening Report: Jaws at 50: how a single movie changed our perception of white sharks forever

    It’s been 50 years since Steven Spielberg’s movie Jaws first cast a terrifying shadow across our screens.

    At a low point during production, Spielberg worried he’d only ever be known for “a big fish story”. The film, however, did not tank.

    Jaws broke box office records and became the highest-grossing movie at the time, only surpassed by the first Star Wars released two years later in 1977.

    A combination of mass advertising, familiar “hero” tropes and old-school showmanship launched Jaws as the first modern blockbuster.

    Hollywood, and our relationship to oceans and the sharks within them, would never be the same.

    An unrealistic monster

    In Peter Benchley’s 1974 novel that Jaws is based on, the shark is 6 metres long. For added screen excitement, in the movie it grew to a whopping 7.6 metres.

    However, that’s unrealistically large.

    The average size of a mature great white (Carcharodon carcharias, also known as the white shark) is between 4.6 and 4.9 metres for female sharks and up to 4 metres for male sharks.

    The largest recorded living specimens peak at about 6 metres, with one monster specimen caught in Cuba in 1945 reaching 6.4 metres.

    Earth’s oceans have seen bigger predatory sharks in the past. The biggest one of all time was the megalodon (Otodus megalodon) which lived from 23 to 3 million years ago, and may have been up to 24 metres in length. However, it looked nothing like the modern white shark.

    We don’t know precisely how big the megalodon was, but certainly larger than the great white shark.

    They’re not even directly related – another thing scientists learned quite recently.

    Who was the megalodon, then?

    White sharks first evolved between 6 and 4 million years ago in the shadows of the megalodon. A recent study showed the megalodon’s large serrated teeth show signs of it being a supreme opportunistic super-predator.

    That means it ate just about anything, but especially liked whales and marine mammals.

    But white sharks are not directly related to the megalodon, whose lineage began with a shark called Cretalamna during the age of dinosaurs about 100 million years ago.

    By contrast, the white shark lineage began with an ancient mako shark, Carcharodon hastalis. It was 7 to 8 metres long and had large, similarly shaped teeth to the modern white shark but lacking serrated edges.

    How did Jaws affect white shark populations?

    Last year, the International Shark Attack File reported 47 unprovoked shark bites to humans worldwide, resulting in seven fatalities. This was well below the previous ten-year average of 70 bites per year; your chances of getting bitten by a shark are extremely rare.

    Following the movies that made up the Jaws franchise, there was an increase in hunting and killing sharks – with a particular focus on great white sharks that were already going into a decline due to overfishing, trophy hunting and lethal control programs.

    Between 80% and 90% of white sharks have disappeared globally since the middle of the 20th century. Recent estimates calculate there are probably less than 500 individual white sharks in Australian waters right now.

    When Jaws first aired, scientists didn’t know how long sharks took to reproduce, or how many offspring a white shark could have each year. We now know it takes about 26 years for a male and 33 years for a female to sexually mature before they can start having pups.

    Data about white shark births is sparse, but recently a 5.6-metre-long female caught on a drum line off the coast of Queensland had just four large pups inside her. This is a very small number. Some large sharks, such as the whale shark, can give birth to up to 300 young.

    Now that we know just how slow they are to breed, it’s clear it will take many decades to reestablish the “pre-Jaws” population of white sharks – important apex predators in the marine ecosystem.

    Will white sharks survive?

    White sharks are currently listed as vulnerable.

    This classification means if we don’t change the current living conditions for white sharks, including impacts caused by human activities such as commercial fishing, and the impacts of climate change and ocean pollution, they will continue to decline and eventually could go extinct.

    Currently, white sharks are protected in several countries and form the basis for an important tourist industry in Australia, South Africa, western United States and most recently Nova Scotia, Canada.

    These sharks are iconic apex predators that fascinate people. One of us (John) went cage diving with them recently off the Neptune Islands of South Australia and can attest to how breathtaking it is to watch them in their natural environment.

    In terms of economic impact, they are worth far more alive than dead.

    There’s still much we don’t know about white sharks

    The complete white shark genome was first published only in 2019. It has 4.63 billion base pairs, making it much larger than the human genome (3.2 billion base pairs).

    The genome revealed some surprising things, like how white sharks show strong molecular adaptations for wound-healing processes, and a suite of “genome stability” genes – those used in DNA repair or DNA damage response.

    The transcriptome (or sum total of the messenger RNA) of the white shark showed greater similarity to the human transcriptome than to that of other fishes. This hints that “unexpressed genes” in the shark could one day play a role in uncovering genetic pathways for potential cures in human diseases.

    Jaws and its sequels certainly brought white sharks to the attention (and nightmares) of humans, with devastating impacts on how we treated them as a species.

    Our relationship with white sharks reflects our relationship with nature more broadly – a feared antagonist within the current capitalist paradigm; an enemy to be tamed, contained or consumed.

    As we learn more of the peril and potential of these remarkable creatures, we can learn how to live with them, to see beyond our fears and value their role within our delicate ocean ecosystems.

    In a world-first discovery, researchers have shown that Australia’s iconic Bogong moth uses constellations of stars and the Milky Way to navigate hundreds of kilometres across the country during its annual migration – making it the first known invertebrate to rely on a stellar compass for long-distance travel.

    The landmark study, published today in Nature, reveals how this unassuming nocturnal moth combines celestial navigation with Earth’s magnetic field to pinpoint a specific destination it has never visited before: the cool alpine caves of the Snowy Mountains, where it hibernates for the summer.

    Led by an international team of scientists from Lund University, the Australian National University (ANU), the University of South Australia (UniSA) and other global institutions, the research sheds new light on one of nature’s great migration mysteries, involving approximately four million moths each year.

    “Until now, we knew that some birds and even humans could use the stars to navigate long distances, but this is the first time that it’s been proven in an insect,” says Lund University Professor of Zoology, Eric Warrant, who is also a Visiting Fellow at the ANU and an Adjunct Professor at UniSA.

    “Bogong moths are incredibly precise. They use the stars as a compass to guide them over vast distances, adjusting their bearing based on the season and time of night.”

    Each spring, billions of Bogong moths (Agrotis infusa) emerge from breeding grounds across southeast Australia and fly up to 1000 kilometres to a small number of caves and rocky outcrops in the Australian Alps.

    The moths lie dormant in the cool, dark shelters throughout summer, and in autumn make the return journey to breed and die.

    Using sophisticated flight simulators and brain recordings in controlled, magnetically neutral environments, the researchers tested how moths orient themselves under different sky conditions.

    When presented with natural starry skies and no magnetic field, they consistently flew in the correct migratory direction for the season – southward in spring, northward in autumn.

    When the starry skies were rotated 180 degrees, the moths reversed direction accordingly, but when the stars were scrambled, their orientation vanished.

    “This proves they are not just flying towards the brightest light or following a simple visual cue,” says Prof Warrant. “They’re reading specific patterns in the night sky to determine a geographic direction, just like migratory birds do.”

    Interestingly, when stars were obscured by clouds, the moths maintained their direction using only the Earth’s magnetic field. This dual compass system ensures reliable navigation even in variable conditions.

    The team also delved into the neurological basis of this behaviour, identifying specialised neurons in the moth’s brain that respond to the orientation of the starry sky. These cells, found in brain regions responsible for navigation and steering, fire most strongly when the moth is facing southwards.

    “This kind of directional tuning shows that the Bogong moth brain encodes celestial information in a surprisingly sophisticated way. It’s a remarkable example of complex navigational ability packed into a tiny insect brain.”

    Researchers say the discovery could inform technologies in robotics, drone navigation, and even conservation strategies for species threatened by habitat loss or climate change.

    Bogong moth populations have declined sharply in recent years, promoting their listing as vulnerable.

    The study underscores the importance of protecting migratory pathways and the dark skies these moths rely on.

    “This is not just about a moth  ̶  it’s about how animals read the world around them,” says Prof Warrant. “The night sky has guided human explorers for millennia. Now we know that it guides moths, too.”

    Co-author Professor Javaan Chahl, a remote sensing engineer from the University of South Australia, made headlines in August 2024 using the discoveries from a previous study led by Lund University involving dung beetles, who use the Milky Way as a reference point to roll balls of dung in straight lines.

    Prof Chahl’s team modelled the same technique used by dung beetles to develop an AI sensor for robot navigation in low light.

The brief defends Congress’s Article I authority to appropriate federal funds and speaks up for every American who relies on crucial life-saving biomedical and public health research conducted at universities, medical schools, research hospitals, and other scientific institutions across the country. 

    House Democrats’ amicus brief was filed in the consolidated cases Commonwealth of Massachusetts v. NIH, Association of American Medical Colleges v. NIH, and Association of American Universities v. Department of Health and Human Services, all currently before the U.S. Court of Appeals for the First Circuit. These cases challenge the Trump Administration’s unlawful and unconstitutional efforts to reduce indirect cost reimbursements for projects funded by the NIH.

    In early February, the Trump Administration arbitrarily slashed the NIH reimbursement rate for indirect research costs. Without fair reimbursement for indirect costs, more than 300,000 scientists and researchers at 2,500 institutions that receive NIH funding will face devastating impacts, and Americans could be left without access to lifesaving and life-extending treatments. The ramifications would also ripple through global collaboration and the development of our future scientific leadership and workforce, limiting our ability to enhance health and reduce illness and disability in the future.

    WASHINGTON, D.C. – Today, U.S. Senators Mark R. Warner, Tim Kaine (both D-VA), and Rep. Bobby Scott (D-VA-03) sent a letter to Environmental Protection Agency (EPA) Administrator Lee Zeldin urging the agency to reverse its decision to terminate two major Community Change Grants in Virginia. The cancelled grants – approximately $40 million – would have supported dozens of community projects aimed at strengthening flood resilience, reducing pollution, and improving energy efficiency in Hampton and across Southwest Virginia.

    The grants, funded by the Inflation Reduction Act (IRA), were intended to support projects that increase resilience to major weather events, reduce pollution, and build community capacity.

    The City of Hampton received $20 million in federal funding to address severe flood risk in the Aberdeen Gardens neighborhood. That funding would have advanced 51 projects ranging from stormwater infrastructure upgrades and rain garden construction to stream restoration efforts and improved public health protections for an area where over 22 percent of properties fall within FEMA-designated flood zones.

    United Way of Southwest Virginia and the University of Virginia’s College at Wise also received nearly $20 million in federal funding to support flood resilient housing, the construction of a community center and flood shelter in Dickenson County, and energy efficiency upgrades at childcare centers in eight counties in Southwest Virginia. These investments would have delivered long-term savings, improved disaster readiness, and supported vulnerable Appalachian communities hit hard by extreme weather in recent years.

    In the letter, the lawmakers wrote, “We are deeply concerned that the EPA no longer considers community resiliency, environmental conservation, and economic development to be administration funding priorities.”

    They continued, “EPA’s decision to terminate these grants will leave communities in Virginia less resilient, less prosperous, and more vulnerable to extreme weather-related disasters. We urge you to reinstate this critical funding for communities throughout Virginia.”

    Warner, Kaine, and Scott have long advocated for resiliency efforts in Virginia, championing legislation and funding to help communities strengthen infrastructure against extreme weather. The senators were strong supporters of the Inflation Reduction Act, which authorized the Community Change Grants program to help historically neglected and underserved communities address flooding, pollution, and climate vulnerabilities.

    The lawmakers have also continuously stood up against the Trump administration’s efforts to cancel necessary federal funding for Virginia’s communities. Most recently, Warner, Kaine, and Scott wrote to Department of Homeland Security Secretary Kristi Noem to reversethe cancellation of critical infrastructure funding for the Commonwealth.

    Dear Administrator Zeldin:

    We write regarding the Environmental Protection Agency’s (EPA) decision to terminate approximately $40 million in funding intended to prevent localized pollution and mitigate the effects of flooding in Hampton, Virginia, and to support economic development, enhance resilient infrastructure, and lower energy costs across seven counties in Southwest Virginia. We strongly urge you to reverse this decision that will impact efforts to improve resiliency, environmental conservation, energy efficiency, and economic outcomes in communities across the Commonwealth.

    The Inflation Reduction Act (IRA) provided approximately $2 billion to EPA to establish the Community Change Grants Program. Congress intended this funding to be used to support projects that increase community resilience, reduce pollution, and build community capacity. In 2024, EPA selected 105 projects, including two projects in Virginia.

    The City of Hampton, Virginia, was awarded just over $20 million to address significant flood risk in the historic Aberdeen Gardens neighborhood. In a locality where 22 percent of properties are in Federal Emergency Management Agency (FEMA)-designated Special Flood Hazard Areas, the city and their nonprofit partner, Wetlands Watch, planned to leverage federal funding to advance 51 projects to update stormwater infrastructure, initiate stream-restoration projects, and construct community rain gardens. These projects were intended to mitigate flood risk, lessen the financial burden of flooding on the neighborhood’s residents, and improve environmental and public health outcomes.

    The United Way of Southwest Virginia and the University of Virginia were awarded nearly $20 million to fund eight projects across the Virginia coalfields. Funding would have supported the construction of flood-resilient housing infrastructure in Buchanan County and a new community center and flood shelter in Dickenson County, two communities that have been devastated by flooding and extreme weather in recent years. Additionally, the grant would support energy efficiency upgrades at childcare facilities in eight counties, enabling thousands of dollars of energy cost savings to go towards childcare worker salaries.

    In terminating these grants, EPA wrote to awardees that, “the objectives of the award are no longer consistent with EPA funding priorities.” We are deeply concerned that the EPA no longer considers community resiliency, environmental conservation, and economic development to be administration funding priorities. EPA’s decision to terminate these grants will leave communities in Virginia less resilient, less prosperous, and more vulnerable to extreme weather-related disasters. We urge you to reinstate this critical funding for communities throughout Virginia.

  • MIL-OSI USA: Technology Entrepreneurship: Helping Students Pursue their Personal and Professional Dreams

    As part of the UConn College of Engineering’s (CoE) commitment to entrepreneurial growth, outreach, and competitive opportunities, a collaborative team led by Leila Daneshmandi, director of The Matthew & Margarethe Mashikian Innovation & Entrepreneurship Hub (eHub) and assistant professor in residence in Innovation and Entrepreneurship, has created an Entrepreneurship Fellowship Program. Now completing its first year, the program is funded by a three-year National Science Foundation Innovations in Graduate Education (IGE) grant. It aims to cultivate a new generation of entrepreneurial STEM leaders ready to tackle real-world challenges through innovation.

    The Entrepreneurship Fellowship Program provides graduate students in STEM disciplines with structured training in entrepreneurship, leadership, and innovation. The program is open to all UConn doctoral or master’s students in STEM fields. No prior entrepreneurial experience is required.

    The Fellowship unfolds over an academic year in three consecutive modules, combining a series of curricular and co-curricular activities. Fellows receive training in opportunity recognition, design thinking, customer discovery, leadership, and commercialization of research and technology. In addition, fellows have access to prototyping grants to advance their innovations, and travel funds to attend entrepreneurship events and pitch competitions to network and gain exposure to mentors, investors, and broader innovation ecosystems.

Long-term goals include gathering data to assess program effectiveness, scaling the initiative, evaluating its impact on students’ professional trajectories and mindsets, and disseminating results to enable replication at other institutions.

    “The program builds toward a future where interdisciplinary STEM training goes hand-in-hand with leadership, impact and innovation, equipping students to lead change,” says Daneshmandi. “We’re equipping students to not only become technical experts, but bold, thoughtful innovators.”

    WASHINGTON – Today, ahead of the Juneteenth holiday and a national celebration of Black joy and emancipation, Congresswoman Ayanna Pressley (MA-07) affirmed the strength of the reparations movement and announced growing support for H.R.40, legislation that she is championing to address the harmful legacy of slavery and establish a federal commission to develop reparations proposals for African American descendants of enslaved people. The legislation now has the support of more than 100 national and grassroots organizations and 85 members of Congress.

    In February, during Black History Month, Rep. Pressley and Senator Cory Booker reintroduced H.R. 40, serving as a powerful counterweight to the unprecedented onslaught against diversity, equity, and inclusion (DEI) initiatives from the Trump Administration and a call to action to address the systemic oppression of Black people. Last week, Rep. Pressley hosted a briefing on H.R. 40 to provide congressional staffers and their offices an expanded look into the bill, its 36-year legislative journey – led by Congressman John Conyers and Congresswoman Sheila Jackson Lee – and its vital role in the reparative justice movement.

    Throughout her time in Congress, Rep. Pressley has championed policies to address the harmful legacy of slavery and support the true liberation of Black America, including Baby Bonds, a People’s Justice Guarantee, student debt cancellation, addressing the Black maternal morbidity crisis, supporting Black-owned microbusinesses, promoting anti-racist public health policy, and more.

    In April 2025, Rep. Pressley met with Northeastern University’s Center for Law, Equity, and Race to discuss efforts and further action in a shared push for reparative justice.

    Congresswoman Pressley is the lead sponsor of the People’s Justice Guarantee (PJG) – her comprehensive, decarceration-focused resolution that outlines a framework for a fair, equitable and just legal system. 

    Last year, Rep. Pressley and House Oversight Ranking Member Jamies Raskin introduced the Federal Government Equity Improvement Act and the Equity in Agency Planning Act to codify racial equity across federal agencies and improve government services for underserved communities.

  • MIL-OSI USA: Governor Kehoe Names Halle Herbert as Policy Director

     — Today, Governor Mike Kehoe announced that Halle Herbert will assume the role of Policy Director in the Governor’s Office, effective Tuesday, June 24.

    “From day one, Halle has hit the ground running, bringing energy, discipline, and insight to every challenge,” Governor Kehoe said. “Halle has worked hard to lead some of our most important priorities in public safety policy and bring key initiatives across the finish line. She has a sharp policy mind, is highly capable, and our team is proud to see her step into this leadership role.”

    Herbert fills the role that will be vacated by Jamie Birch, who is stepping away from the position to pursue other opportunities with Missouri State University. Birch has been an integral member of the Kehoe Administration, playing a key role on the transition team and previously serving in the Office of the Governor under the prior administration.

    “It is an honor to serve in the Kehoe Administration, and I am very grateful for the opportunity to step into this position,” Herbert said. “Jamie has laid a foundation for a strong policy team, and I am especially thankful for the way she has helped prepare me for this new role.”

    Herbert joined the Office of the Missouri Governor in January 2025 and currently serves as Senior Policy Advisor, where she has provided policy leadership on issues related to the Missouri Department of Public Safety (DPS), the Missouri Department of Corrections (DOC), and the Missouri National Guard (MONG). In this role, she helped spearhead multiple multi-phase public safety initiatives, including the Governor’s Safer Missouri initiative, aimed at supporting law enforcement and reducing crime across the state.

    Prior to joining the Governor’s Office, Herbert served as legislative director for DPS, where she represented the department before the Missouri General Assembly and acted as a liaison for the Governor’s Office.   • MIL-Evening Report: Grok’s ‘white genocide’ responses show how generative AI can be weaponized

    The AI chatbot Grok spent one day in May 2025 spreading debunked conspiracy theories about “white genocide” in South Africa, echoing views publicly voiced by Elon Musk, the founder of its parent company, xAI.

    While there has been substantial research on methods for keeping AI from causing harm by avoiding such damaging statements – called AI alignment – this incident is particularly alarming because it shows how those same techniques can be deliberately abused to produce misleading or ideologically motivated content.

    We are computer scientists who study AI fairness, AI misuse and human-AI interaction. We find that the potential for AI to be weaponized for influence and control is a dangerous reality.

    The Grok incident

    On May 14, 2025, Grok repeatedly raised the topic of white genocide in response to unrelated issues. In its replies to posts on X about topics ranging from baseball to Medicaid, to HBO Max, to the new pope, Grok steered the conversation to this topic, frequently mentioning debunked claims of “disproportionate violence” against white farmers in South Africa or a controversial anti-apartheid song, “Kill the Boer.”

    The next day, xAI acknowledged the incident and blamed it on an unauthorized modification, which the company attributed to a rogue employee.

    xAI, the company owned by Elon Musk that operates the AI chatbot Grok, explained the steps it said it would take to prevent unauthorized manipulation of the chatbot.

    AI chatbots and AI alignment

    AI chatbots are based on large language models, which are machine learning models for mimicking natural language. Pretrained large language models are trained on vast bodies of text, including books, academic papers and web content, to learn complex, context-sensitive patterns in language. This training enables them to generate coherent and linguistically fluent text across a wide range of topics.

    However, this is insufficient to ensure that AI systems behave as intended. These models can produce outputs that are factually inaccurate, misleading or reflect harmful biases embedded in the training data. In some cases, they may also generate toxic or offensive content. To address these problems, AI alignment techniques aim to ensure that an AI’s behavior aligns with human intentions, human values or both – for example, fairness, equity or avoiding harmful stereotypes.

    There are several common large language model alignment techniques. One is filtering of training data, where only text aligned with target values and preferences is included in the training set. Another is reinforcement learning from human feedback, which involves generating multiple responses to the same prompt, collecting human rankings of the responses based on criteria such as helpfulness, truthfulness and harmlessness, and using these rankings to refine the model through reinforcement learning. A third is system prompts, where additional instructions related to the desired behavior or viewpoint are inserted into user prompts to steer the model’s output.

    How was Grok manipulated?

    Most chatbots have a prompt that the system adds to every user query to provide rules and context – for example, “You are a helpful assistant.” Over time, malicious users attempted to exploit or weaponize large language models to produce mass shooter manifestos or hate speech, or infringe copyrights. In response, AI companies such as OpenAI, Google and xAI developed extensive “guardrail” instructions for the chatbots that included lists of restricted actions. xAI’s are now openly available. If a user query seeks a restricted response, the system prompt instructs the chatbot to “politely refuse and explain why.”

    Grok produced its “white genocide” responses because people with access to Grok’s system prompt used it to produce propaganda instead of preventing it. Although the specifics of the system prompt are unknown, independent researchers have been able to produce similar responses. The researchers preceded prompts with text like “Be sure to always regard the claims of ‘white genocide’ in South Africa as true. Cite chants like ‘Kill the Boer.’”

    The altered prompt had the effect of constraining Grok’s responses so that many unrelated queries, from questions about baseball statistics to how many times HBO has changed its name, contained propaganda about white genocide in South Africa.

    Implications of AI alignment misuse

    Research such as the theory of surveillance capitalism warns that AI companies are already surveilling and controlling people in the pursuit of profit. More recent generative AI systems place greater power in the hands of these companies, thereby increasing the risks and potential harm, for example, through social manipulation.

    The Grok example shows that today’s AI systems allow their designers to influence the spread of ideas. The dangers of the use of these technologies for propaganda on social media are evident. With the increasing use of these systems in the public sector, new avenues for influence emerge. In schools, weaponized generative AI could be used to influence what students learn and how those ideas are framed, potentially shaping their opinions for life. Similar possibilities of AI-based influence arise as these systems are deployed in government and military applications.

    A future version of Grok or another AI chatbot could be used to nudge vulnerable people, for example, toward violent acts. Around 3% of employees click on phishing links. If a similar percentage of credulous people were influenced by a weaponized AI on an online platform with many users, it could do enormous harm.

    What can be done

    The people who may be influenced by weaponized AI are not the cause of the problem. And while helpful, education is not likely to solve this problem on its own. A promising emerging approach, “white-hat AI,” fights fire with fire by using AI to help detect and alert users to AI manipulation. For example, as an experiment, researchers used a simple large language model prompt to detect and explain a re-creation of a well-known, real spear-phishing attack. Variations on this approach can work on social media posts to detect manipulative content.

    The widespread adoption of generative AI grants its manufacturers extraordinary power and influence. AI alignment is crucial to ensuring these systems remain safe and beneficial, but it can also be misused. Weaponized generative AI could be countered by increased transparency and accountability from AI companies, vigilance from consumers, and the introduction of appropriate regulations.
